Commons ChamberThe Government recognise that cross-border connectivity is critically important. That is why my right hon. Friend the Secretary of State and I have regular meetings with my right hon. Friend the Secretary of State for Transport to look at what improvements can be made to support better journeys for Welsh and English passengers.
People in Neston are concerned that the rail timetable to be introduced by the new operator on the Wrexham to Bidston line may lead to an inferior service on the English side of the border. When I asked the rail Minister about that recently, he told me that it was the Welsh Assembly’s responsibility, not his; but my constituents have no representation there. Who is accountable for services on the English side of the border within this Parliament?
The hon. Gentleman will know that the Wales & Borders franchise is part of the Government’s commitment to devolving powers, so there is a joint responsibility between the two Governments. If he wants me to make representations on his behalf to the Welsh Government, I would be more than happy to do so.
Has my hon. Friend had the chance to speak to the management of Great Western Railway about the total shambles that was its rail service last Sunday afternoon, when thousands of passengers faced cancelled or disrupted trains due to staffing problems arising from the World cup final? England did not qualify for the final and Wales was not even at the tournament, so it should not have led to meltdown on the rail network last Sunday.
My right hon. Friend raises a very important point. When these services do not run effectively, that has a massive impact on his constituents and all commuters. I would be happy to meet him to discuss this further, so that we can take it up with the people responsible.
My constituents were promised electric trains running into Cardiff Central by last year. This week, we found out that they will not even be coming into Cardiff Central by the end of next year. When will the Minister sort out the shambles that is the Great Western Railway line from London to Cardiff?
It is important to recognise that we are investing a massive amount of money to ensure that the electrification brings about improved journey times. The Welsh Government have come up with some suggestions about how we might resolve these issues, and we will work with them collaboratively on that. Let us not forget, though, that this Government are making a massive investment in the railway system.
How is work progressing to develop the business case for the north-east Wales metro?
My right hon. Friend will know that we are looking at a host of different projects that will improve journey times for passengers in north Wales, such as the Wrexham to Bidston line. On the specific issue that he raises, we are looking at that across the board, including through the growth deal that we are developing at the moment.
Order. In generously but appropriately congratulating the Minister not on his birthday but on the magnificence of his tie, may I urge him to face the Chamber so that we enjoy the benefit of his mellifluous tones?
It is not just the cancellations and the delays to electrification—it is the short trains, the short-staffed trains, the lack of reservations and the lack of catering. Great Western Railway is an absolute shambles. What on earth is the Minister going to do about it? Is he going to talk to the Secretary of State for Transport, as it is his responsibility?
I am glad that you like my tie, Mr Speaker.
First, I point out that the Government are investing more in our railways than any Government since Victorian times. I accept that there may be some issues with the service, and I will happily arrange to meet GWR to raise the points that the hon. Gentleman made.
Universal credit is already operating in 24 jobcentres across Wales, with a further two scheduled to roll out this month. The number of people receiving universal credit in Wales is over 44,000, and 36% of these are in employment. Wales jobcentres are in the latter part of the roll-out schedule, with full roll-out to be completed by the end of this year.
I thank the Minister for that answer. Early indications show that there are huge problems in implementing universal credit, with the Flintshire citizens advice bureau, for example, receiving 340 new cases—serious cases. What is he doing to make sure that our hard-pressed citizens advice bureaux are not overwhelmed when universal credit is fully implemented?
It is important to recognise that universal credit is a transformational benefits system that is working to get people back into work. The recent employment figures, showing that employment in Wales is up by 5,000, are a significant step, but the issues that the hon. Gentleman raises are exactly why we have been careful. We have made significant changes as we have carefully rolled out the project.
The Secretary of State and I hold regular discussions with Cabinet colleagues and the Welsh Government on Wales and road infrastructure, and we recognise the benefit to communities on both sides of the border.
The M56 is the main arterial route not just through Cheshire but into north Wales. What discussions has the Minister had about upgrading the M56 as part of the next road investment strategy for Highways England?
The hon. Gentleman is absolutely right to highlight the importance of the M56 and the whole of the cross-border connectivity routes, because the amount of people who live in Wales but work in England is significant. That is why the Secretary of State recently met the Under-Secretary of State for Transport, my hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman), to discuss these issues—[Interruption.]
Order. These matters are of the utmost importance to the people of north Wales, and the question and the answer must be heard.
First, may I wish the hon. Gentleman’s daughter a very happy birthday?
As an Anglesey boy myself, I know how important the port of Holyhead is not just to the Isle of Anglesey but to the whole of north Wales and the whole of the country. That is exactly why this Government are working closely with ports around the whole country as we prepare for our exit from the European Union.
Abolishing the Severn tolls will drive the biggest economic stimulus Wales has seen in decades and create the most natural cross-border economic growth corridor, spanning Cardiff through to Bristol and Newport. The UK Government are looking at the capacity and investment needed for roads in the south-west of England once the tolls are abolished.
I thank my hon. Friend for his answer. The value of removing those tolls to the economies of both south Wales and south-west England cannot be overestimated. What, in his assessment, would be the impact on economic growth of removing those tolls on the bridge?
My hon. Friend is absolutely right. This is a significant announcement. The fact that people will be able to cross the border between Wales and England and not have to pay a toll will, we hope, increase economic activity and improve the number of people who enjoy tourism in both the south-west and Wales.

Commons ChamberThe industrial strategy is a strategy for the whole UK and will bring significant opportunities for Scotland. We are working with businesses, universities and business groups across Scotland to seize those opportunities. In line with devolution, the Scottish Government, of course, hold many of the levers to boost and support the growth that we hope the strategy will bring.
Earlier this year, the Secretary of State for International Trade launched a drive to attract more than £2 billion of investment into Scottish companies as part of the modern industrial strategy. Does my hon. Friend welcome the Government’s efforts to boost exports and to ensure that the benefits of free trade are spread right across the UK?
I agree with my hon. Friend. Driving investment is one of the key ways we will deliver the industrial strategy, which will bring the benefits we want to see for Scotland. This pro-investment approach will see a truly global Britain hopefully becoming a leading place for people to invest.
What is the Secretary of State doing to argue that Scotland should be able to bid for onshore wind in contract for difference auctions?
As the hon. Gentleman will know, there will be an announcement shortly. Of course, my right hon. Friend the Secretary of State has many meetings with his Cabinet colleagues to discuss such issues.
In November, the Secretary of State for Business, Energy and Industrial Strategy announced a review of how the UK and Scottish Governments could work more closely to support business in Scotland as part of the modern industrial strategy. Will my hon. Friend update the House on the progress of that review?
My hon. Friend is absolutely right that an important part of delivering this industrial strategy is the UK and Scottish Governments working collaboratively. My right hon. Friend the Business Secretary gave evidence to the Economy, Jobs and Fair Work Committee in April, and he has also hosted a roundtable with the Scottish Chambers of Commerce, so a lot is going on.
As a football fan, I wish England good luck tonight in their semi-final. Although 1966 may have been a very good year, 1967 was even better.
In 1999 it was a Labour Secretary of State for Scotland who stood up for Scottish shipyards and ensured that the contract for the Royal Fleet Auxiliary was given to the shipyards in Govan. Roll forward to 2018 and the contract for the fleet solid support ships is out for tender. Analysis by the GMB shows a direct tax and national insurance benefit and return to the Treasury of £285 million, but so far, the current Conservative Secretary of State has refused to stand up for Scottish shipyards. I therefore ask him a very straightforward question: why not?
As someone who was born in Wales, who now lives in England and whose father and family come from Scotland, I join the hon. Lady in wishing the English team every success today.
I do not accept the hon. Lady’s premise that my right hon. Friend the Secretary of State is not fighting for shipbuilding in this country. Our warships, which are being built in the UK, are securing 4,000 jobs and 20 years of work on the Clyde, and the British industry is preparing to bid for a new Type 31 class. We want all British yards to take part in the latest applications for the new contracts, and we hope that they are successful.
I am disappointed that the Secretary of State did not reply for himself, which answers my question about why he is not standing up for Scotland.
Without the fleet solid support ships contract, Rosyth will be struggling for work and thousands will be worse off as a result. Labour’s Opposition day debate today will call on the Government to build these ships in the UK—build them here. The Government have a majority of 13, and there are 13 Scottish Tory MPs. Will this finally be the issue on which Scottish Tories stand up for Scotland? Will they and the Secretary of State back the motion, and will the Secretary of State encourage his other Westminster colleagues to do the same? Build them in Britain.
Our Scottish Conservative MPs work day in, day out, not just for their constituencies, but for Scotland as a whole, and I am very proud of the work they do—they really are a formidable team. Last year, we unveiled an ambitious new national shipbuilding strategy, which met the challenge set by the independent Sir John Parker, who said:
“I am very impressed by the courage that the Secretary of State has shown—and the Government—in adopting my recommendations, which were very extensive”.
That shows that we are behind the shipbuilding industry.
Scotland’s trade with the rest of the UK is, as we heard a moment ago, four times that with the EU, so good connectivity is vital to our shared prosperity. The recent vote on Heathrow was critical. Maintaining and enhancing routes to Scotland will bring key benefits, and more frequent and new routes will be served to help to improve connectivity.
Many businesses in my constituency depend on customers and staff from south of the border, so what discussions has the Minister had with the Scottish Government about improving cross-border links on the A1, A68 and A7, and, crucially, the extension of the Borders Railway to Carlisle?
My hon. Friend is absolutely right that cross-border connectivity is crucial right across the United Kingdom. He and his constituents will quite rightly expect the UK Government to commit to working closely and constructively with the Scottish Government so that we have a joined-up approach. We are working on a day-to-day level, and at an official level between the Department for Transport and Transport Scotland. As for long-term projects, the potential of the borderlands growth deal could stand to be transformative for his constituents.
Does my hon. Friend agree with the managing director of Glasgow airport, Derek Provan, who said that additional flights resulting from a third runway at Heathrow are “imperative for Scottish business”, and can he guarantee that a good proportion of those additional flights will go from Glasgow?
My hon. Friend is absolutely right and so is the MD of Glasgow airport. The third runway is imperative for Scottish businesses, which is why we have set very clear expectations that 15% of the slots that are made available will be for domestic flights. It is disappointing that the Scottish National party did not vote for this expansion. [Interruption.]
I understand the sense of anticipation and excitement in the Chamber, but it seems very unfair on the hon. Member for East Renfrewshire (Paul Masterton) that his question was not fully heard, and that we could not properly hear the mellifluous tones of a very courteous Minister. If there could be greater attentiveness to these important matters, it would be a great advance.
Will the Minister confirm his support for local councils, including my own of East Lothian, in their application for wave 3 funding for broadband roll-out from this Government?
I cannot give the hon. Gentleman specific confirmation at this point, but I would be more than happy to write to him, if he would allow me to.
Does the Minister share the concern in Scotland that, although the third runway for Heathrow might be helpful to the south-east of England, the effect on the Scottish climate of those extra flights—rather than direct flights or improved rail services—could actually be damaging?
As the hon. Lady is probably aware, when we made the announcement and had the vote, we made a commitment to having a strong environmental plan. We will be looking at that very seriously.

Commons ChamberUniversal credit is already operating in 15 jobcentres across Wales, with a further nine scheduled for roll-out this month. The number of people receiving universal credit in Wales is now over 40,000, and 36% of them are in employment. Wales’s jobcentres are in the latter part of the roll-out schedule and will be fully in place by December this year.
My constituent suffers from Huntington’s and early onset dementia. As a result of a 10-week delay to receive universal credit, her rent arrears went up £1,000. A couple of weeks ago, she attempted suicide. Thankfully, I managed to help her on this, but there may be other cases in Wales just like it. Will the Secretary of State work with his colleagues and revise this damaging policy?
I obviously cannot comment on the individual case, but I am sorry that the hon. Lady’s constituent was in that position. We have tried to do everything we can to ensure that the roll-out has been as smooth and as slow as possible, and where we have had issues such as those that she raised, we have made changes. That is why my right hon. Friend the Chancellor made the announcement in the Budget about the changes—we want to deal with the housing issues that she raises.
The IPPR, Shelter Cymru, the National Assembly’s Equality, Local Government and Communities Committee, the Bevan Foundation and the Trussell Trust all argue that Wales should have the same powers that the Scottish Government have been using so effectively to mitigate this Government’s horrendous social security cuts. Why will the Conservative Government here and the Labour Government in Cardiff not make it happen?
My understanding is that there has never really been consensus on devolving this to Wales. I also point out that the Scottish Government have many of these powers and are yet to use them.
In Scotland, the transfer from disability living allowance to personal independence payment has resulted in a total of more than £56 million being lost in annual payments. In my constituency, the total loss to people with disabilities is over £2 million a year, so what assessment has the Secretary of State made of a similar impact on disabled people in Wales?
The reason we have introduced PIP is to make sure that people who are living with disabilities are able to have as independent a life as possible. The problem with the old system of DLA is that people were given the payment and their needs were never reassessed. That is the reason why with PIP, we are making regular assessments, so that as those conditions may deteriorate, they will get more support. I also point out that more people are getting the higher rate of PIP than they did of DLA.
Will the Minister reflect on the fact that it is welcome that the Secretary of State for Work and Pensions has put measures in place to make sure that there is no delay in people getting universal credit, and that it is worth reminding people that universal credit means that it always pays to take a job, and that people are better off as they move up the income scale in work? Those are the important benefits of the policy that people need to be reminded of every day of the week.
My right hon. Friend is absolutely right. People who are on universal credit are spending 50% more time looking for a job than they did on jobseeker’s allowance. They are getting into work quicker and when they are staying in work, they are staying there longer. The figures are quite staggering: 86% of people on universal credit are looking to increase their hours, because they can do so, compared with just 38% on JSA.
The Department for Work and Pensions’ own figures show that 44% of universal credit claimants have seen their arrears rise by the time that they are nine months into their claim. Many of these claimants are vulnerable because they have issues with mental ill health, literacy and using computers, or they may have experienced domestic violence and recent bereavement. Whatever the reason, nearly half of them are suffering financially as a result of universal credit. Will the Minister and his team meet Opposition Members and advice agencies from Wales to discuss these issues and to see how we can improve this dreadful situation?
There are a number of reasons why people who come to universal credit have arrears—I presume that the hon. Gentleman is talking about housing costs arrears and rent arrears. Some of those people had arrears when they were on JSA. That said, we have listened very carefully. That is why in the Budget we made provision that from now on, people who are going on to universal credit will have two weeks’ extra payment to address that need.
I have regular discussions with my right hon. Friend the Secretary of State for Digital, Culture, Media and Sport, including about how we work together to promote Wales across the globe. Along with the Minister responsible for tourism, my hon. Friend the Member for Northampton North (Michael Ellis), I recently met key figures from our tourism sector to discuss the industry in Wales and the important role that the UK Government and VisitBritain have to play.
Whether it be the beautiful beaches of the Gower peninsula, on which I entice my hon. Friend to join me one day, the Clink restaurant in Cardiff prison, or whitewater rafting—I could go on and on—
But I won’t; does my hon. Friend agree that the tourism offer in south Wales will be enhanced by the removal of tolls on the Severn crossing?
Given my hon. Friend’s participation in the programme “First Dates”, I am somewhat perturbed by his proposition. Anyway, I agree that the removal of the tolls will show that Wales is open for business and that we are determined to get people to come and visit the wonderful sights on offer in south Wales and throughout the country.
The fastest-growing industry in Wales is tourism, and as the Minister will know, the jewel in its crown is Anglesey, Sir Môn. Many businesses have been helped to establish themselves by the European social fund; how will that gap be filled post Brexit? Those businesses need the UK Government’s help.
Having been born and brought up on Anglesey, I have to agree with the hon. Gentleman that it is a wonderful place to visit. The European funding systems have been very complex and a source of frustration for businesses. We want to ensure that the UK prosperity fund is far more effective for exactly the industries that the hon. Gentleman refers to.
The 24 policy areas held back by Westminster in the European Union (Withdrawal) Bill have now, with Labour’s seal of approval, been increased to include state aid. Why are the Government deliberately intervening to deny Wales the means to help ourselves?
The Government are absolutely determined to make sure that our exit from the EU is as smooth as possible and benefits every part of the United Kingdom. We will make sure that in that process, we fight Wales’s corner in every part of Whitehall.
Last night, the Unionist parties showed their complete contempt for devolutionists by collaborating to ensure that we had no longer than 18 measly minutes to debate the fate of our national democracies. Is this another attempt by Westminster to defeat what a former Prime Minister once described as the “enemy within”?
I have the utmost respect for the hon. Lady, but I completely disagree with her. I am a proud Unionist and I am also proud to be Welsh. I have to say that it was not Members on the Conservative Benches who curtailed the debate; it was the Opposition, who pushed every single Question to a Division.
It may be a small thing, but one way of attracting tourism to Wales is to clean up our verges and our roads. There is nothing worse than coming to Wales and seeing rubbish thrown across the sides of the valleys. What are the Government doing to speak to the Welsh Assembly and local councils to ensure that they are cleaning up their roads to attract more people to Wales?
The hon. Gentleman is right. It is actually issues such as that that matter a great deal to people and give a good impression. That is exactly why we have given more and fairer funding, to the Welsh Government. My understanding is that it is £120 per head at the moment.
Community transport operators provide vital services to the people of Wales. The Government have recently consulted on how to align domestic law on section 19 and 22 permits with EU legal obligations, as well as updating existing guidance on permits. We are now analysing the responses and will respond in due course.
As the Minister said, community transport operators in Wales have many valuable functions, including helping isolated people get to the shops, doctors, friends and family. They will be hit very hard by Government changes in terms of extra licensing and certification. The Community Transport Association says that this will affect 95% of operators, so what will the Minister do to help the Department for Transport listen and make changes?
I completely agree with the hon. Lady that community transport operators provide vital services, particularly in Wales, where there are an estimated 2 million passenger journeys over a total of 6 million miles. But we do have to align ourselves with the EU regulations, so we are consulting widely and looking at the responses in detail to ensure that we come up with the right answers.
The Minister will be aware that community transport providers along the Welsh border play a vital role in helping patients get to hospital and undertake some school contracts. I encourage him to speak to his colleagues in the Department for Transport to ensure that these vital services continue, irrespective of the court ruling, so that these services can be maintained in rural areas.
My hon. Friend is absolutely right. These services often carry some of the most vulnerable and isolated members of society, which is why we are being careful to consult widely. I assure him that I already have an appointment in the diary with the Under-Secretary of State for Transport, my hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman).
Bridgend Community Transport has some specific concerns about having to employ a transport manager costing in excess of £35,000. There is a real risk of that if the regulations go through after the consultations by the Department for Transport. May I ask the Minister, with all sincerity, to please be aware that these measures will have real implications if the Government simply do nothing to support community transport organisations?
I am aware of the real concerns of many operators. I have seen a lot of letters that have come in. There have been more than 500 responses to the consultation, and 550 operators attended each of the events around the country. We will ensure that we look at this in detail. [Interruption.]
Order. We are listening to exchanges about the effect of section 19 and 22 permits on community transport providers in Wales, upon which we need to hear the inquiry of the right hon. and learned Member for Rushcliffe (Mr Clarke).
Yes, indeed, in Wales, Mr Speaker. Well, I defer to my right hon. and learned Friend’s expertise in all matters legal. I would therefore, perhaps, in preparation for my meeting with my hon. Friend the Under-Secretary of State for Transport, ask for my right hon. and learned Friend’s guidance and advice so that I can present a case for the people of Wales.
I am meeting the leaders of the growth board later today to discuss the progress they are making towards a deal, and last week my right hon. Friend the Secretary of State met members of the CBI in north Wales to hear what business needs. I remain committed to securing a deal, but it must deliver a step change in economic activity.
North Wales has a thriving voluntary sector and some excellent social enterprises. What engagement are Ministers in the Wales Office having with them?
The hon. Lady might be interested to know that I have met every single council leader in north Wales—I had a particularly good conversation with the leader of Conwy Council about this issue—and I am encouraging them to involve the sector in the growth deal bid.
My right hon. Friend the Secretary of State and I hold regular discussions with colleagues on the promotion of Welsh exports, and I am pleased to say that those exports continue to grow. The latest figures show that the value of exports from Wales, including those to destinations outside the EU, increased by more than 7% over the past year.
E-commerce gives even the smallest Welsh businesses the opportunity to get into exporting. What will the Department do to encourage the use of e-commerce among small and medium-sized businesses in Wales?
My hon. Friend is absolutely right to mention that. Indeed, a good example is Net World Sports in Wrexham. That is an example of Welsh success in the retail market. Over 60% of its sales were in foreign markets last year, and it has won numerous industry awards in recognition of its success. There will be more of that in the future.
When the Government Chief Whip is comfortably seated—I do not want him to be discombobulated—and the Under-Secretary of State for Wales is happily seated, we will proceed to questions to the Prime Minister.

Commons ChamberThe UK Government are working closely with the Scottish Government, the two police forces and police authorities through a joint programme board to ensure that effective arrangements are in place for cross-border railway policing once responsibilities have been transferred. The safety and security of rail passengers and staff remains our No. 1 priority.
I hear the Minister’s reply, but does he agree that this proposal would let down hard-working and dedicated British Transport police officers and staff in Scotland, who are largely against these changes, and that this ideologically driven merger should not go ahead?
I thank my hon. Friend for his comments. As he knows, we are committed to the devolution of powers for railway policing to Scotland and the Scottish Government. We are keeping the promises made in the Scotland Act 2016. Our priority is that the powers are transferred safely and orderly. How the powers are used, however, is a decision for the Scottish Government and they should be rightly held to account by the Scottish Parliament. My hon. Friend will know that our colleagues in Holyrood share his serious concerns and they strongly oppose the SNP’s plans. I am sure that they will have heard the point he has made today.
Does the Minister agree with the Scottish Government that the BTP merger will deliver
“continuity of service for rail users and staff”,
or does he agree with the chairman of the British Transport Police Federation, who says that a failure to look at the alternatives would be “somewhat reckless”?
The UK Government are committed to working with the Scottish Government, the British Transport Police Authority and the police authorities to ensure that the terms and conditions of officers and staff transferring to Police Scotland are maintained. However, this is one of the reasons why there has been a delay. It is important that the staff are properly consulted and we would encourage that to happen.
Universal credit is transforming lives across the country. Research also shows that universal credit claimants spend more time searching for work and applying for work than those on previous benefits. It is great news that employment in Scotland is up by more than 190,000 since 2010.
People in my constituency and elsewhere, especially low-income families across the UK, have been suffering as a result of the roll-out of universal credit. In Scotland, there have been numerous reports of people having to apply for emergency support, such as crisis grants and food parcels, to meet their immediate needs, because of the six-week waiting period. Does the Minister think there should be such occurrences in the sixth largest economy in the world?
As the hon. Gentleman will know, we have been careful to roll out universal credit and where changes have been needed, we have made them. What is really important is that 77% of people on universal credit are looking to increase their earnings from work, which compares with a figure of just 51% for those on jobseeker’s allowance. Universal credit is a pathway to work and that can only be a good thing.
The roll-out of universal credit and personal independence payments has led to £56 million of cuts in disability payments every year, hitting Scotland’s poorest the hardest. Six out of the 10 worst-hit constituencies are in Glasgow, and the annual loss to disabled people in my constituency is £2 million. If the Secretary of State is really standing up for Scottish interests, what is he doing to stop this atrocious assault on disabled people?
I point out to the hon. Gentleman that the Government are spending billions and billions of pounds on disability payments, and we are ensuring that we give the support to those people who need it most and encourage people in receipt of such benefits who want to work. My right hon. Friend the Secretary of State—[Interruption.]
Order. There is considerable noise in the Chamber. The Minister is a most courteous fellow who is delivering an informative reply, which very few people can hear. Let us pay him the respect of hearing what he has to say.
That is very kind of you, Mr Speaker. My right hon. Friend the Secretary of State is also attending the joint ministerial group on welfare this Thursday, where all these issues are discussed regularly.
Yesterday, I was told by a senior member of the Scottish Prison Service management that discharged prisoners in Scotland are now routinely taken to food banks because prison staff know that the six-week lead-in time for universal credit payments will lead to their using food banks. Does that fact alone not illustrate why the roll-out needs to be paused?
As the right hon. Gentleman will know, we made some changes in the Budget, which were announced by my right hon. Friend the Chancellor, following the raising of many of the issues. I should also point out that the Scottish Government do have powers of their own; if they feel they should make further discretionary payments to individuals in Scotland, they have the powers to do so. They have not done so yet.

Commons ChamberWelfare reforms in Wales are working. Since 2015, 54,000 more people have been employed; 25,000 fewer people are unemployed; and 25,000 fewer people are economically inactive. This demonstrates that welfare reforms are transforming lives across the country. As research shows, universal credit claimants spend more time looking and applying for work than those on previous benefits.
In January, the Wales Audit Office produced a report saying that the Government’s welfare reform policies were contributing to homelessness in Wales. What does the Minister think is causing homelessness in Wales?
We have been taking time to roll out universal credit and have responded to some of the needs and suggestions put forward, which is why people now get two weeks’ extra housing benefit, but I would add that not every council has used its discretionary payments for housing.
If universal credit is such a good thing, why is the Minister’s Government denying some Welsh-speaking people the right to apply for it?
I have already written to my colleagues in the Department for Work and Pensions about this because I recognise the importance of claimants being able to access the service in the Welsh language. That is exactly why the roll-out has been delayed in areas with a high proportion of people who speak Welsh. In addition, Welsh speakers can access some services via a freephone line.
Some 13% of adults in Wales received treatment for their mental health in 2015, and one in four of the wider Welsh population are thought to live with a mental health condition. Many suffering with mental illness are too ill to work. Last year, I was told by the Government in a response to a parliamentary question:
“No psychologists or psychiatrists are currently employed by Centre for Health and Disability Assessments to conduct work capability assessments.”
Will the Minister join me in requesting a meeting with the Secretary of State for Work and Pensions to discuss reviewing this policy and ensuring that those suffering from mental illness are properly assessed by professionals and not denied the welfare to which they are entitled?
We have been very careful to consult a wide range of experts—people working for disability charities and medical professionals—to make sure we get these assessments right. The hon. Gentleman is right that mental health needs to be looked at very carefully, and I will take up his invitation: I will meet my right hon. Friend the Secretary of State for Work and Pensions.
The Government understand that police demand is changing and becoming increasingly complex. That is why, after speaking to all forces in England and Wales, we have provided a comprehensive funding settlement which will increase total investment in the police system by over £460 million in 2018-19.
Cardiff hosts more than 400 major events a year—civic, political and royal—as a UK capital city, and on top of the Government’s police funding cuts, my constituents are having to find money to pay an extra £3 million for the annual cost of policing those events, which is the equivalent of 60 police officers. When are the Government going to recognise South Wales police as a capital city force, with proper funding to match?
As I said earlier, we have consulted all the police and crime commissioners and chief constables, as they are ultimately best placed to understand their local needs. Following the police funding settlement, most PCCs have set out plans either to protect or to increase frontline policing this year. I acknowledge the hon. Lady’s point on Cardiff; that is part of a national formula, but I will be happy to meet her if she wants to discuss it further.
Does the Minister agree that policing is not just about budgets and money, although they do matter, but about leadership, strategy and organisation?
My hon. Friend is absolutely right. I saw an interesting statistic recently: if we increase productivity through the better use of digital technology, we could save each police officer an hour a day, when they could be on the frontline. That would be the equivalent of 11,000 extra police officers a year on the streets of the country.
I, too, extend my condolences to the family of Tecwyn Thomas. He was well known, and was ready to work with other parties, including mine, to the benefit of his area.
Police forces in Wales pay £2 million a year towards the Government apprenticeship levy, yet get virtually no financial support towards training. Skills and education are devolved competences, but this levy was imposed by Westminster—cue entirely predictable confusion and buck-passing. Where was the consent decision to impose a 0.5% tax on major Welsh employers?
In the conversations I have had with many businesses around north Wales, they have welcomed the apprenticeship levy—
Well, I have been round a number of businesses, and they welcome the levy. The fact is that training in Wales is devolved, as the hon. Lady has said, and the amount of money that the UK Government have given to the Welsh Government exceeds the amount that the Welsh Government are spending on training.
I am sure the Minister shares my concern that the word “Orwellian” is overused in contemporary politics, but does he also share my concern that the Orwellian concept of doublespeak is epitomised in what now constitutes devolved consent agreement—namely, consent as agreeing to consent, consent as disagreeing to consent and consent as refusing to consent? How can Wales possibly say no?
There have been extensive discussions with the Welsh Government, and they have recognised that the UK Government have come a long way and that the levy is beneficial to the whole United Kingdom. I hope that other Governments will follow suit.
As the hon. Gentleman will know, the responsibility for overseeing NPAS lies with its strategic board, which is made up of police and crime commissioners and chief constables, including the Dyfed-Powys PCC. Both NPAS and the National Police Chiefs Council have already announced that they are undertaking work to address the issues that he has raised, and Mark Burns-Williamson has said that many of the areas identified in the report have already been recognised and they are doing work to address them.
The Secretary of State and I hold regular discussions with Cabinet colleagues and the Welsh Government on modernising cross-border rail connectivity. Improving connectivity drives economic growth and spreads prosperity to our communities on both sides of the border.
The western rail link to Heathrow—a 4-mile track between Slough and Heathrow—could mean a two-hour journey from Heathrow to Cardiff and Newport and a journey of around three hours to Swansea, not to mention huge economic and environmental benefits. The Welsh Government are in favour of this, the UK Government themselves committed to it in 2012, and yesterday an all-party parliamentary group on the western rail link to Heathrow—co-chaired by the right hon. Member for Newbury (Richard Benyon) and myself—was launched to remind the Government of their commitment. Will the Minister tell us when the link will finally be built, or are we to be subjected to further sluggish studies and Government procrastination?
I was about to be very complimentary and say that the hon. Gentleman had been a doughty campaigner on this issue, as have many people across the House. The western rail link to Heathrow would significantly improve rail journey times, and it is named in Network Rail’s enhancement pipeline. Network Rail is progressing the design and development of the link, and a final consultation on the proposed alignment is expected to commence this month.
Since the Secretary of State for Transport has agreed to give the power to award the next Cardiff to Manchester rail franchise to the Welsh Assembly, will my hon. Friend give the English MPs through whose constituencies—which include the beautiful towns of Church Stretton, Craven Arms and Ludlow—this line passes some indication of how we can hold the Welsh Government to account on this matter?
It is a line that I have used many times myself, and my hon. Friend is right to say that parts of his constituency are very beautiful. We have ensured that there is an agency agreement between the UK Government and the Welsh Government, so that English passengers—and Members of this House—can go to the Secretary of State for Transport and he can raise their questions directly with the Welsh Government.
Continuing the success of the “Wales reducing reoffending strategy”, the Prison Service in Wales, working with the Welsh Government, recently launched a joint framework to support those at risk of offending in Wales by focusing on early intervention to reduce the number of people entering the criminal justice system.
Does my hon. Friend agree it is vital that prison governors prepare offenders for life outside prison? For that purpose, will he therefore draw on the lessons from the Homelessness Reduction Act 2017, which has already been implemented in England?
My hon. Friend knows more about the Homelessness Reduction Act than anyone, and I congratulate him on the hard work he did to introduce the Act. He will be pleased to hear that the Ministry of Justice recently reached its target early to recruit 2,500 additional prison officers so that prisons can start to introduce a key worker model. This new model will mean prisoners have a dedicated officer to help them access services, many of which are devolved in Wales.

Commons ChamberMy right hon. Friend the Secretary of State for Scotland has regular discussions with colleagues on a range of issues, including the renewable energy sector in Scotland. The Government remain committed to a thriving renewables industry across the UK, and Scotland is a central part of that, with up to £557 million of support being made available for new generation projects.
Given that we are an island, wave and tidal energy should be a priority for this Government. However, due to the allocation of funding through the contracts for difference scheme, wave and tidal energy have never secured funding, as they cannot compete financially with more established technologies. Will the Secretary of State undertake to review the way those allocations are carried out and consider allocating a specific pot to less established technologies?
In previous rounds of contracts for difference, Scottish projects won 11 of the 25 contracts. On the specific point the hon. Lady makes, my right hon. Friend the Secretary of State has committed to raise the issue with the Minister responsible and will come back to her on that.
Recently, I visited the community hydro scheme in Callander, which is a first-class project that makes the best of our Scottish rain—there will be no shortage of that in the short term or the long term. What encouragement can the Department give to Scotland’s hydro energy businesses?
The next round of contracts for difference is expected in the spring of next year. That is an opportunity for new and innovative schemes to come forward for grants, and I suggest that an application be made.
We want our future relationship with the EU to be a deep and special partnership that takes in both economic and security co-operation. We are confident that this is in the interests of both sides, so we approach these negotiations anticipating success. We do not want or expect a no deal outcome.
In its year-end report, the Fraser of Allander Institute pointed to uncertainty over Brexit as one of the principal drags on the Scottish economy. The people of Scotland are fed up with the ongoing pantomime that is the relationship between the Scottish Tories and the SNP. What meetings has the Secretary of State had with the Scottish Government on clause 11, and how does he intend to bring this farce to a close?
I think my right hon. Friend the Secretary of State has made it very clear that we want the Scottish Government to agree to the clause 11 amendment as the Welsh Government have. The Welsh Government have accepted that the UK Government have gone a long way, and I hope that the Scottish Government are listening and will take part.
Does the Minister agree that the most important way of mitigating the disastrous effects of Brexit in Scotland would be an agreement between the two Governments? Will he encourage the Scottish Government to stop their constitutional posturing and think about what the people actually want?
I absolutely agree with the hon. Lady. She has made a very important point. The Welsh Government have accepted that this is a sensible way forward, and it is time that Scotland did exactly the same.
Universal credit is transforming lives across the country. Research shows that universal credit claimants spend more time searching and applying for work than those on previous benefits. There are now more than 100,000 fewer workless households in Scotland than there were seven years ago.
The Trussell Trust reports that there was a 17% increase in food bank use in Scotland last year. Could that be linked in any way to universal credit?
I think it is widely accepted that there are many reasons why people use food banks, and many different issues. Even the all-party parliamentary group on hunger and food poverty has accepted that. We have rolled out universal credit slowly and made changes when we have considered them to be necessary, and we continue to do so.

Commons ChamberDiolch yn fawr, Mr Llefarydd. Growth corridors are an important element of the industrial strategy for Wales. We are responding to local demand, building on the work undertaken by the great western cities and creating a great western powerhouse. We want to see the skills and expertise of this important region recognised across the UK and internationally.
Does the Minister agree that scrapping the tolls on the Severn crossing—a commitment made by this Conservative Government—will prove an economic catalyst for further investment and significantly expand the links between south Wales and the south-west?
I certainly welcome the abolition of the Severn tolls. It sends a powerful message that we are keen on this economic corridor. It will, I hope, bring about investment for the rest of south Wales, and it will save the average motorist around £1,400 per year.
My constituents want to be able to access work in the south-west, but despite it being plain that demand for rail services is going to grow and grow locally, there are still too few carriages, overcrowding and unreliable rail services. Will the Minister personally talk to Great Western about that?
We are going through a consultation at the moment, and I hope the hon. Lady’s constituents will take part in that. We recognise that investment in rail is important. That is why this Government are investing more than we have done as a country since the Victorian era. The new intercity express programme trains are an investment of more than £5.7 billion, and I hope she will welcome that positive news.
South Wales is one of the key markets for Torbay’s holiday companies and industry. Will the Minister look at improving the direct rail link between Cardiff and Paignton? In particular, will he raise issues with Great Western about the provision of refreshments on that service? At the moment, there are none throughout the whole journey.
I would say that Wales is a good place for my hon. Friend’s constituents to come and visit as a tourist destination, too. Of course we want to make sure that transport is as effective as possible, and we are in constant discussions about improving services. I will make sure we make that point about the food.
One way that we could have real economic growth and jobs prospects for the whole region would be to deliver the tidal lagoon project. It has been more than 18 months since the Hendry review. Can I ask the Minister to get on with it and encourage the Secretary of State to start defending and standing up for Wales in the Cabinet?
I can assure the hon. Gentleman that my right hon. Friend the Secretary of State always stands up for Wales in Cabinet and does so very effectively. We are looking at the tidal lagoon carefully to ensure that it is value for money for the taxpayer, too.
The UK Government’s record investment in Wales’s rail infrastructure is focused on maximising the benefits to passengers while delivering the best value for taxpayers. The £5.7 billion fleet of modern, intercity express programme trains running on the great western main line to Swansea brings significant time savings to and from London and tangible benefits to passengers in terms of speed, comfort and reliability, without the need for a costly, disruptive programme of electrification.
The failure to fully electrify the line to Swansea means that more people will use their cars. Following the removal of the tolls on the Severn bridge, the Department for Transport said in response to my written parliamentary question:
“No further modelling was undertaken”
on the increase in cars. Has the Minister’s Department assessed the potential further gridlock in north Bristol?
I simply do not accept that not electrifying the line to Swansea will not bring benefits—it will. The train journey times to London from those areas will be reduced by 15 minutes. We have to recognise that the costs have gone up significantly. The benefit-to-cost ratio was extremely low and even the Public Accounts Committee recommended looking at the issue again.
Does the Secretary of State agree that his Government’s broken promises on rail electrification, both in Wales and the wider UK, including Hull, and their unwillingness to provide funding for rail enhancements will damage connectivity and therefore hinder our opportunities for economic growth and development?
I find it very hard to accept a Labour Member talking about rail investment when that party electrified probably only 10 miles of line in 13 years. We are bringing record investment all over the country, particularly in Wales, and we are proud of our achievements.
Is my hon. Friend aware of press reports suggesting that the Welsh Labour Government are now cancelling electrification projects in the valleys? Does he agree that if they were serious about improving transport links, they would get on with building the M4 relief road?
My hon. Friend is absolutely right: it is this Government who have being bringing in the investment in our rail infrastructure, and the M4 corridor really does need solving. Many people and businesses across south Wales have been calling for that for a very long time and, frankly, it is time that the Welsh Government got on with it.
May I urge my hon. Friend to look at the evidence received by the Select Committee on Transport? We heard that the new bi-mode class 800 trains will run to the same timetable, whether they operate on diesel power or on electric, so there will be no loss of service by not having the lines electrified.
My hon. Friend is a great expert in transport matters and he is absolutely right that having those lines above the train will not improve performance. What passengers want is to be able to get to their destination reliably, and that is what we are going to bring back.
Diolch. As we heard from the hon. Member for Monmouth (David T. C. Davies), the Labour Government yesterday cancelled the electrification of the line to Ebbw Vale using exactly the same arguments as the Secretary of State for cancelling the electrification of the main line to Swansea—I do not know whether they swapped press releases or not. Is it not the case that when it comes to the Welsh railways, the Welsh people have been let down by the Governments at both ends of the M4?
I would not accept that. The fact is that we are investing in the railway. Let us not forget that some of the investment in England will benefit passengers in north Wales. For example, the Halton curve helps passengers from north Wales to get to Liverpool and the north-west of England.
Members across this House recognise that economic activity is not constrained by administrative borders. A perfect demonstration of that is the closeness of the economies of north-east Wales and the north-west of England, supported by the northern powerhouse and the Mersey Dee Alliance. I was delighted to see that growth corridors were formally recognised in the industrial strategy and we will continue to develop these for the benefit of the 50% of the Welsh people who live within 25 miles of the border.
Wales has great access to my constituency thanks to the M4, but has my hon. Friend considered improving connectivity to the south of England by building the M31, for example, which would link the M3 to the M4, and possibly beyond, with the economic benefits that that would bring for everyone?
I completely agree: we recognise that connectivity—particularly cross-border connectivity—is incredibly important. The Department for Transport is gathering evidence at the moment to inform the second road investment strategy, and I hope that my hon. Friend will put a bid forward.
Bristol has been very successful in attracting financial services to its economy. Now that the tolls on the M4 toll bridge are coming down, what opportunity does Wales have to create a financial services powerhouse from Cardiff and Swansea?
As the hon. Gentleman will know, Cardiff already enjoys a centre of excellence in finance. The fact that the tolls are going on the bridge will make that opportunity even more available, and we will do everything we can to make sure that it benefits in every way it can.
May I tell my hon. Friend that I had a meeting with commercial property people on Monday? They were telling me that the electrification of the rail line to Swansea is having no effect whatever on investment. What is having an effect is the lowering of tolls on the Severn crossing.
Exactly. We should be talking up the benefits of the investment that is happening in our rail infrastructure to bring about growth for cities such as Swansea. It is disappointing to hear negative comments when we really should be pushing the opportunities that exist for the city.
There are 7 million residents in north-west England and nearly 700,000 in north Wales. Priming and connecting the two economies makes absolute sense. The issue is funding—money. Welsh Governments have already committed hundreds of millions of pounds to these improvements. What new additional funding have this Government committed to date?
As the hon. Gentleman knows, we have given more moneys to the Welsh Assembly under the new settlement, but I completely recognise that the cross-border activity in north Wales and the north-west of England is incredibly important. That is why I was pleased to meet representatives from the all-party group the other day. We are looking at some of the rail investment that is needed, particularly the Halton curve and the Wrexham-Bidston line.

Commons ChamberThe latest official figures show that the Scottish economy is growing, but at a slower pace than we would like and continuing to lag behind the UK. The UK Government are delivering for Scotland, including with our UK-wide industrial strategy, and of course with £2 billion of extra spending for Scotland, but the Scottish Government hold many of the levers that could drive growth, and they should be using those to make sure Scotland becomes a competitive place to do business. [Interruption.]
Order. I understand the sense of anticipation in the House, but we are discussing the strength of the Scottish economy, in which colleagues should take a polite and respectful interest.
The Secretary of State will be aware of the proposed closure of the 2 Sisters chicken plant in my constituency, with 450 jobs at risk. Will he join me in calling on the Scottish Government to set up a taskforce to look at viable alternatives? Will he agree to meet me to set out any help the UK Government might be able to offer?
I thank the hon. Gentleman for that question, and yes, absolutely; the Secretary of State and I were talking about this this morning. He is more than happy to meet the hon. Gentleman, and will raise the issue with the Scottish Government on his behalf.
The success of the economy of the south of Scotland is clearly linked to that of the economy of the north of England, particularly my constituency of Carlisle. Does the Minister agree that the borderlands initiative is an exciting opportunity for both sides of the border to boost economic growth?
I completely agree with my hon. Friend. We are of course bringing about growth deals all over the country, and we also need to look at those areas where we can have them across borders, so we completely welcome the project he talks about.
We know your interest in tennis, Mr Speaker. The success of Andy Murray in the singles, Jamie Murray in the doubles and Gordon Reid in the wheelchair event has undoubtedly increased interest in tennis in Scotland. We would certainly support measures that encourage more people to engage with tennis and, indeed, any sport in Scotland.
I am very encouraged to hear that. As we look towards the legacy of Andy Murray, the greatest British tennis player ever, it would be great to see the UK Government, the Scottish Government and perhaps even Glasgow City Council working together with the Lawn Tennis Association to make a profitable tennis tournament at ATP elite level.
Indeed; Scotland has been a great venue for tennis. The Scottish Government actually lead on this. It would be welcome to hear anything from the Scottish Government, and we would be more than happy to meet them to discuss the situation.

At the Budget, the Chancellor announced that all claimants will be eligible for universal credit from the first day that they claim it, removing the seven waiting days.
Och aye the noo!
The Opposition welcomed the U-turn by the Chancellor, increasing the waiting time for universal credit from six weeks to five weeks, but this does not go far enough. Household claimants in Wales and across the country are still suffering from rising debts, housing arrears and evictions. Will the Minister stand up for universal credit claimants in Wales by asking his Cabinet colleagues to reduce the waiting time further?
I loved the hon. Gentleman’s introduction.
The need for reform was absolutely clear. Under the old system, people had to go to the Department for Work and Pensions, Her Majesty’s Revenue and Customs, the local housing authority and, potentially, more organisations. We are now simplifying the process so that we have a system that encourages people into work. Surely, we should all welcome that. We are rolling the scheme out slowly to ensure that we are learning lessons, and that is exactly what we have done. The Chancellor made the announcement in the Budget so that we improve the system to ensure that people have the money they need when they apply.
The DWP’s own analysis shows that half those with rent arrears under universal credit said that they had gone into arrears after making a claim. Is the Minister content with the fact that more Welsh families who were not previously in arrears have begun 2018 in debt following their claim for universal credit?
That is exactly why we made the announcements in the Budget. Now, households who already claim housing benefit will automatically receive an additional two weeks of housing benefit when they claim universal credit. We are responding to the lessons that we are learning, and we will continue to do so as we roll out the project.
I warmly welcome my hon. Friend to the Dispatch Box. May I urge him, in looking at the administrative changes to universal credit, not to lose sight of the overarching goal, which is to have a simpler welfare system that actually encourages people into work—a far cry from the old system that it is replacing?
I am delighted to take a question from my hon. Friend, and I mean that in the sincerest sense. He is absolutely right. Unemployment in Wales is currently 73,000, which represents a decrease of 52,000 since 2010. People are going back into work because universal credit is encouraging that. Under the old system, people who worked a minute over 16 hours would lose their whole jobseeker’s allowance. There was no incentive to get into work, which is why we have introduced this new system.
I too offer my congratulations to the Minister on his elevation to his new position—llongyfarchiadau.
Waiting times are important to all claimants, but none more so than the terminally ill—those who the DWP expects to live for less than six months. The DWP’s own data shows that personal independence payment claimants who are terminally ill have their claims reassessed at the rate of seven in 100 in the south-east and 17 in 100 in Wales, which is the highest rate in the country. Why is there such a huge variance, and will the Minister join me in requesting a meeting with the Secretary of State for Work and Pensions to discuss these issues?
First, I thank the hon. Gentleman for the warm welcome, which I much appreciate. It is important to recognise that, with PIP, we are bringing in a system to try to help people live with the conditions they have. If we compare the systems, 29% of PIP claimants are receiving the highest possible support, compared with just 15% for disability living allowance. I have only been in this job a few weeks, but I will be taking this up with my right hon. Friend the Secretary of State and will report back.
We need to speed up a bit, because we have a lot of questions to get through. What we need now is pithy questions without excessively demonstrative behaviour.
Superfast broadband is now available to more than 19 out of 20 UK homes and businesses, including 95% of premises in Wales. That underlines the progress made in recent years thanks to our investment of £69 million in Wales, plus an additional £56 million gainshare to be reinvested.
That investment is working. In Gwynedd, for example, it was previously only possible to get a download speed of 0.9 megabits per second. In Merionethshire, Openreach has now given fibre to the home that delivers at least 75 megabits per second. That is great, but what can the Government do to provide a legal obligation for everyone to have a right to broadband?
My hon. Friend is quite right to highlight the importance of good connectivity through broadband, particularly in our rural areas, if we are to maximise the economic benefits. We have decided that regulation is the best way to ensure that everyone in the UK has a decent broadband connection. A regulatory universal service obligation will give everyone in the UK access to speeds of at least 10 megabits per second by 2020.
May I genuinely welcome the Anglesey-born Under-Secretary to his place? The last Anglesey-born Tory Minister was Sir Wyn Roberts, so he has very big shoes to fill. The success of the broadband roll-out in Wales is due to the partnership between the European Union, Government here in Westminster and Government in Wales, working with BT. Will the Minister assure us that in 2020 there will not be a cliff edge and that we will have transitional money from Europe, so that we can roll out to 100%?
I am grateful to have such a welcome from someone I have known for many years. I am very grateful. The hon. Gentleman is absolutely right.
No, actually I was a member of the Young Conservatives then. We are determined to roll out broadband and to achieve the 2020 target. It will be incumbent on us, as the UK Government, to work with the Welsh Government to ensure that broadband is rolled out to every part.
Ceredigion has among the slowest broadband speeds in the UK. Despite that, Ceredigion, and indeed the whole of Wales, was left out of the UK Government programme to provide full fibre broadband to six areas across England and Scotland. Will the Minister confirm that representations were made to his Government to ensure that Wales was included in that programme? What explanation was he given for its omission?
Let us not forget that the roll-out of broadband is the responsibility of the Welsh Government. As the hon. Gentleman will know, because we have already had a conversation about this, this could form an important part of the mid-Wales growth deal. That will be incredibly important in making a successful growth deal for the area.
For the households in Pembrokeshire in my constituency that have been told they cannot get broadband, the roll-out coverage is not 95%; it is zero. Will the Minister provide assurance that he will keep working with colleagues in the UK Government and Welsh Government to see that we connect up the whole of Wales?
I absolutely accept that we have to ensure that broadband is rolled out to every part of Wales. Pembrokeshire is equally important, and my right hon. Friend is a big champion of his constituency and area. I am a little bit disappointed in the Welsh Government’s roll-out priorities, but we will continue to work to ensure that we deliver the roll-out that we have promised and envisaged.
We continue to have constructive discussions with the Welsh Government on the European Union (Withdrawal) Bill, with a view to securing the National Assembly’s support for the legislation. The Welsh Government have not discussed with us their proposals for an EU continuity Bill, but we do believe that such legislation will be unnecessary.
So bad has the Westminster power grab become that on 17 January the National Assembly unanimously, including the Conservatives, supported a motion on Plaid Cymru’s continuity Bill. Both sitting devolved Administrations have now rejected this constitutional embezzlement. Can the Minister confirm that Ministers will not meddle any further in respect of devolved Administrations?
First, I do not believe that the continuity Bill is actually needed. We are engaging heavily, at every level of government, with the devolved Administrations to ensure that we go through the EU (Withdrawal) Bill to ensure that the clauses that we want to amend in the other place will be effective. Then will get the support of those Assemblies.
When will the Government publish their framework analysis and their proposed wording for the amendment to clause 11 of the EU (Withdrawal) Bill?
We are continually engaging. My right hon. Friends the Secretary of State for Wales and the Chancellor of the Duchy of Lancaster are going to Wales tomorrow to meet the First Minister of the Welsh Assembly, so that we can get the further detail of those discussions and bring forward the amendments as soon as possible.

I know that Bristol City’s emblem is a robin, so maybe it is trying to interfere with Welsh questions.
We have many assessments as we go through this process. We will look at all of them in great detail and ensure that we come up with an effective resolution that suits every single part of the United Kingdom, because having a statute book that is fit for purpose is incredibly important once we leave the European Union.
Will the Minister in that case ensure that he shares those assessments, not by Twitter, but also with all Members and all members of the Welsh public?
Obviously, we will make things available at the appropriate time, but I can assure the hon. Lady that I will not be sharing things like that on Twitter.

Commons ChamberMy constituency has a long and proud tradition of textile companies, many of which trade with all parts of the United Kingdom. How will those companies be helped by Scotland leaving the hugely successful UK single market?
Obviously, they will not, because, as my hon. Friend will know, in 2015 Scotland exported £49.8 billion to the rest of the UK, four times more than exports to the EU and three times greater than sales to the rest of the world.
