Commons ChamberMost eccentric behaviour by the hon. Member for Hitchin and Harpenden (Bim Afolami). It is not necessary to raise one’s hand, as though in a classroom. It is quite sufficient for the hon. Gentleman simply to stand. I do not know what he did when he was at Eton, but he does not have to worry about that now. I am glad there is a beatific smile on the face of the hon. Gentleman. That itself is a source of some solace.
May I say to my right hon. Friend that the question from the hon. Member for North West Durham (Laura Pidcock) is completely at odds with reality? If Labour Members look very carefully at wanting to remain in the EU, it is the judgments of the European Court of Justice that Professor Mary Davis of Royal Holloway, University of London—a Labour historian—has said will be a thunderclap to the left, because, with imported workers, they put business rights over workers’ rights. So, if this case is exactly what they say it is, they should be wanting to accelerate our departure from the EU to get back full control of workers’ rights to the UK.
I am going to call a Member who cannot be improved in any way: Alison McGovern.
I am not sure how much of a favour you have done me there, Mr Speaker. The truth is that the reality of our labour market is that lived by my constituents, not the picture being painted from the Dispatch Box. But never mind that: this is about Brexit and what it could do to our economy. The Secretary of State claims the mantle of the person who will defend family rights at work and people’s ability to defend themselves against poor bosses. Will she therefore clarify whether the TUC has recommended that we accept the Government’s deal—yes or no?
Again, I pay tribute to the hon. Lady for her efforts to get the withdrawal agreement Bill through the House. However, I must disagree with her. It is this Government who are committing to raising the national minimum wage to £10.50. We introduced the national living wage, our changes in the tax free allowance have taken millions of people out of tax altogether, and real wages are rising at their fastest level since 2015. There have been real increases in take-home pay for millions of workers, which is absolutely vital. This Government will always do everything we can to retain and enhance the rights of workers.
Order. I called the wrong Jim. No disrespect to the hon. Member for Strangford, but I should have called Jim Cunningham. [Laughter.] I say to the hon. Member for Strangford, you are a very great man, sir, but I was originally going to call Mr Cunningham. We will come to you; don’t worry. I am saving you up.
Thank you, Mr Speaker. We now have a situation, under this Government, where we actually have the working poor. We all want to know what the Government’s intentions are regarding workers’ rights. All we have to look at is the Trade Union Bill that one of the Leader of the House’s colleagues tried to take through the House last year. What value or credibility can we give to any of the Government’s commitments on workers’ rights?

Commons ChamberMay I urge the Minister to ignore the siren voice opposite? Most people in the north accept that HS2 is a catastrophic waste of money— a huge white elephant that is destroying the environment and the countryside and will chiefly benefit London, hence why it started out in London in the first place. May I therefore urge him to tell the Secretary of State for Transport to scrap HS2 and crack on with the thing that will really benefit the northern economy—Northern Powerhouse Rail or HS3—connecting the north, which is what we need to benefit the north’s economy.
I do not think there is any danger of that, Mr Speaker.
My hon. Friend raises an important point, which is why the Prime Minister has pledged to fund the Leeds to Manchester route and has accelerated those plans with a deal in the autumn of 2019, with billions of pounds going into Northern Powerhouse Rail, and has of course set up Transport for the North.
My hon. Friend knows that we are committed to a net zero carbon target. We are doing very well on renewables, and our success in that is the best way to reach the target.
Definitely not, Mr Speaker. No offence to the hon. Gentleman.
The decisions that we take over the next year will be critical in preventing climate change from becoming irreversible. The Committee on Climate Change has said that fracking on a significant scale is not compatible with UK climate targets. It increases local air pollution, generates huge volumes of chemical waste water, causes earthquakes and is just not necessary for the UK’s energy security. Yet the Secretary of State recently reiterated her support for fracking. Given the climate emergency, will the Government reconsider and commit now to banning fracking?
I welcome the hon. Gentleman’s enthusiasm and passion for this technology, but it is wrong to suggest that the CfD auction was a failure, or that it somehow constituted a defeat. In fact, it was extremely successful. As I have said, the price was £39 per megawatt-hour, two thirds lower than the 2015 price of £115. Obviously we are looking at interconnectors, which will be part of the solution to the issue of net zero carbon.
Anyone would think that the hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) was conducting a symphony orchestra rather than chairing an august Select Committee of the House, but the eccentricity of the hon. Gentleman merely adds to his lovability.
There is huge potential for low-cost, low-carbon electricity generation from floating wind in the Celtic sea. Will my right hon. Friend accept an invitation to pay a visit on 19 November and find out about this exciting opportunity?

I thank the Secretary of State for advance sight of her statement.
The climate emergency is worse than we feared. Yesterday, the Intergovernmental Panel on Climate Change published its special report on oceans and the cryosphere, which set out the danger starkly. Sea levels threaten nearly 1 billion people who live in low-lying coastal regions, and tipping points in the permafrost could release hundreds of billions of tonnes of carbon. The report makes it clear, yet again, that we must do everything to reduce emissions as fast as possible to limit global warming to 1.5°, beyond which climate breakdown will be catastrophic.
The purpose of the UN climate action summit was to spur on greater climate ambition towards that aim, but none of the world’s large polluters met the challenge. China, India and the EU were all unable to announce tougher nationally determined contributions. Brazil and the USA refused even to turn up. Our country must step forward to fill that vacuum of political leadership on the world stage.
The UK’s commitments at the summit need close scrutiny. The new Ayrton fund that the Government have announced allocates £1 billion to help British scientists and innovators create new clean technology. That is great, but the funding has come from the aid budget. We should not siphon off overseas development assistance to spend on UK universities and firms. They should be funded by non-ODA finance, so will the Secretary of State explain why the funding diverts precious resources from mitigation in climate-vulnerable nations? If she claims that the money is classified as aid because it will help export clean technologies to the developing world, perhaps she can today commit to following Labour’s lead and pledge to provide to the citizens of the global south free or cheap access to green technologies that we develop here.
The Government’s pledge to double international climate finance, while welcome, also raises questions. Will the Secretary of State confirm that that money will be disbursed predominantly through grants rather than loans, which unfairly saddle the poorest nations with debt to pay the costs of a problem they did little to cause? Climate change is already wreaking hundreds of billions of dollars worth of damage on those communities. Will she commit to devoting any of the resources to covering loss and damage caused by climate disasters? After all, the Government perpetuate the fossil fuel economy for the poorest nations abroad, completely undermining our international climate finance. From 2013 to 2018, UK Export Finance gave £2.6 billion in export support to the energy sector, of which 96% went to fossil fuel projects, overwhelmingly in low and middle-income countries. Will she therefore commit today to ending taxpayer support for fossil fuels abroad, as so many other countries have done?
What we do abroad matters more than ever. The UK is hosting the UN climate conference, COP 26, in Glasgow next year. It is the most important climate summit since the Paris agreement. The right hon. Member for Devizes (Claire Perry) is president of COP 26, but COP presidents are normally Ministers in their Governments, and she has indicated her intention to stand down at the next general election. I therefore ask the Government what staffing resources the office of the COP president will be provided with; how much funding the Government intend to provide for COP 26 preparations; what regular reports the COP president will be able to give to Cabinet; and what objectives the COP president has been set by the Cabinet.
Those resources must be provided because at COP 26 we will need to use our diplomatic leverage to persuade other nations to bring forward much tougher NDCs. I am deeply concerned that staffing levels are inadequate. In 2009, under the Labour Government, the Foreign Office had an army of climate staff 277-strong. Seven subsequent years of austerity halved that. When the Prime Minister was Foreign Secretary, the number of officials working full-time on climate change fell to 55. Do the Government intend to restore the workforce to levels last seen a decade ago in recognition of the diplomatic resource that is now required to support the agenda of a UK-led COP 26?
The failures of the UN climate action summit raise the stakes of COP 26 so much higher. We cannot afford for the talks, or those at COP 25 in Chile, to stumble. The issue of climate breakdown is far greater than the party-political divides that afflict this Parliament, and I urge all Members to find common ground in the pursuit of a healthy and stable climate. In that spirit, I make an offer to the Secretary of State: I and my colleagues in the Labour party are fully committed to doing everything we can in a cross-party manner to ensure that COP 26 delivers the highest possible ambition.

The statement focuses on the international situation, but we are in a climate emergency. Although what we do abroad matters, what we do here is even more important. In Scotland, the landmark legislation passed its final stage in the Scottish Parliament yesterday. The Scottish Government have responded and now have the toughest statutory target of any country in the world to reduce emissions by 75% by 2030.
Scotland will soon generate 100% of its power from renewable sources. Scotland will be planting 85% of the trees in the UK, and it is pushing ahead on insulation. Scotland has committed to becoming net zero by 2045, five years before the rest of the UK and in line with the advice of the UK Committee on Climate Change, the recommendations of which are contingent on the UK becoming net zero by 2050.
To hit the same target, UK policies will therefore need to be ramped up significantly. The UK falls short on home and business energy efficiency and it is way behind on carbon capture, utilisation and storage. Decarbonisation of the gas grid must be accelerated, and it must flatten the pedal on vehicle and tax incentives to promote low-carbon choices. VAT must be reduced on energy-efficiency improvements.
The UK Government must remove their ideological opposition to renewable onshore wind and stop holding back solar power. The Secretary of State is new in post, so will she therefore commit to presenting a clear plan and target to address these issues?
Finally, buried among other news yesterday was the revelation that the cost of the Hinkley Point C nuclear power plant, already the most expensive development on this planet, will rise by nearly £3 billion. The UK Government should not be pouring money down this bottomless pit of new nuclear when onshore wind, for example, is now less than half as expensive for consumers—
I am grateful to the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) for his raft of points, and I will try to tackle them all.
First, I congratulate the Scottish Government on their work in also legislating to achieve net zero by 2045. Of course they, like the UK Government, are following the advice and recommendations of the Committee on Climate Change, and we will need to work together to ensure that we all meet those targets.
The hon. Gentleman asks whether there will be a clear plan and pathway for net zero, and there will be. My Department is working flat out to provide particular pathways for us to consult on.
The Committee on Climate Change is clear that our clean growth and industrial strategies provide the right frameworks for delivering net zero, so we will continue to deliver through those strategies, including, for example, recent record low prices for offshore wind, the new future homes standard, the CCUS action plan, the £400 million investment in charging infrastructure for electric vehicles and the £390 million investment in hydrogen and low-carbon technology to reduce emissions from industry.
Finally, on Hinkley Point C, I am sure the hon. Gentleman will be aware that there is no cost to the taxpayer.

Yes, but I was brought up in Ochil and South Perthshire, so we have a great deal in common, although there is a slight age difference.
One way in which the UK can truly lead the world in this generational battle against climate change is through climate science, in particular polar science. In that respect, I pay tribute to the father of the hon. Member for Cardiff North (Anna McMorrin), after whom the McMorrin glacier in Antarctica is named. Will my right hon. Friend the Secretary of State join me in congratulating British scientists in universities and institutions throughout Britain, who make a vast contribution to polar and climate science, and will she, today of all days, pay tribute to the launch of SS David Attenborough from Birkenhead and perhaps make passing tribute to the great man himself?
I am sure the hon. Gentleman is as delighted as I am that we have shifted from 40% reliance on coal to only 5% today. That is quite an achievement. He makes an important point about fossil fuels. He will be aware that we are looking at carbon capture, usage and storage, and an action plan with projects to improve our use of fossil fuels and to make them lower carbon. There is a lot to be done in this area, and we will continue to look at how we can make that work.
Thank you very much, Mr Speaker. As part of the Cabinet Office team that pushed for Glasgow to host COP 26, I thank my right hon. Friend for coming through and ensuring that one of the greatest cities in our United Kingdom can showcase the fantastic commitments we are making and how we are developing world-leading technologies. We are making our name known internationally and locally, with UK Government investment in the international environment centre in Alloa and the world-leading recycling facility being built in South Perthshire. Great progress has been made in the past two years, but will my right hon. Friend meet me to discuss taking the next step to bring geothermal energy and smart grids to Clackmannanshire?

Commons ChamberAs the Secretary of State will know, the best place to visit as a tourist is, of course, North Devon. I welcome the publication of the tourism sector deal, but will he look favourably on the granting of tourism zone status to my constituency? Will he also join me in thanking all those who work so hard at this time of year in the tourism and hospitality industries, especially the North Devon Marketing Bureau, which does such good work in ensuring that people know that North Devon is the place to come to?
That is a great endorsement, Mr Speaker.
I certainly join my hon. Friend in recognising that what is a time for holidays for many people is a time of intense work for people in the hospitality and tourism industries throughout the country. I also recognise North Devon’s bid to become one of the tourism zones. As my hon. Friend knows, the sector deal includes an investment of more than £26 million in the English coastal path, one of the most beautiful and popular attractions in his very beautiful constituency.
The hon. Lady just carries on chuntering. She has asked her question and I have given her an answer. She should allow me to respond to other Members of Parliament. She needs to accept that this Government—[Interruption.]
Order. The Minister is right. The hon. Lady has asked her question and it was answered. It might not have been answered to her satisfaction, but it was answered and that is the end of it. Please be quiet.
I entirely agree with my hon. Friend the Member for St Ives (Derek Thomas) that when it comes to looking at how we should be creating new schemes, this is the direction in which we need to go. We will do more and I am happy to discuss with him the opportunity to involve small businesses. This will be part of the energy White Paper, and we recognise that we need to make significant strides to ensure that small businesses are able to retrofit their properties.
No. If anything, I think that my legacy will be as the Minister who signed the legislation ensuring that we were the first country to achieve net zero by 2050.
I also hope that our legacy will be a successful partnership bid with the Italians for COP26. The Italian ambassador came to meet Members of Parliament here yesterday. I did not see the hon. Gentleman there, but never mind about that—[Interruption.] He might not recognise that we had the Italian ambassador here to cover our COP26 bid, but he would have been welcome. An email was sent to him, inviting him to attend, but unfortunately he did not turn up. Our commitment must be UK-wide and we are making UK-wide schemes available, including recently ensuring that we can subsidise energy supplies for the north of Scotland, which demonstrates the benefits of the Union in delivering net zero.
With bizarre and rubbish answers like that, it is no wonder that the polls in Scotland are showing greater support for the Scottish National party and for independence than ever before. Will the Minister do just one thing? Will he rule out serving under the right hon. Member for Uxbridge and South Ruislip (Boris Johnson) and vote against a no-deal Brexit to prevent further harm?
This is what it always comes down to. Here we are in BEIS questions talking about clean growth and, yes, about how the Government need to make more progress on net zero, but what is the hon. Gentleman’s No. 1 priority? Independence for Scotland. He wants to divide and rule as usual—[Interruption.]
In fact, it is being within the United Kingdom that has allowed Scotland to benefit from 16 contracts for difference projects recently, allowing for 2.6 GW of green energy. Also, £4 million was recently announced for Project Acorn in Scotland for carbon capture, utilisation and storage projects. The hon. Gentleman never mentions the policy benefits of the Union or the investment that it delivers in Scotland. No—all he wants to talk about is independence. But let us look at what the Scottish people had to say about—
Order. We are grateful to the Minister. He has spoken with considerable force and alacrity, and I am sure that he is very pleased with his own words, although we have had enough of them.
Does the Minister agree with the TUC that, while decarbonisation presents exciting economic opportunities, the lack of a comprehensive and just transition policy and a coherent industrial strategy means that many well-paid, highly skilled unionised jobs are under threat?
We have already had exchanges across the Chamber on the move to electric vehicles. The investments of recent days are moving us towards a clean and green fleet. With his industrial interests, I know that the hon. Gentleman welcomes that.
Is not the best way to protect value, service and price for consumers through the promotion of competition?
May I take this opportunity to say to the hon. Member for Salford and Eccles (Rebecca Long Bailey) that although she and I strongly disagree on various issues, including on the future of modern capitalism, we should be proud to have a shared commitment to reaching net zero emissions? Since our last oral questions session, the UK has become the first major economy in the world to pass laws to end its contribution to global warming by 2050, and companies from around the world are choosing to develop green technologies here in the UK. Last week I launched the new electric Mini, built in Oxford; the week before, Jaguar Land Rover announced that it is making a range of electric vehicles; and in an hour’s time I will be launching Lotus’s new electric hypercar. So, in keeping with what appears to be a new tradition of sharing pre-holiday gifts across the Dispatch Box, I would like to provide the hon. Lady with a small symbol—this model Mini—of what I hope will be our efforts to support our automotive industry, of which we are very proud, in its shift to a greener future.
I apologise; I am ahead of myself. I was so captivated by the Secretary of State’s munificence that I neglected the hon. Member for Cardiff West (Kevin Brennan), which I must tell all observers is a very risky enterprise. Let’s hear from the fella.

While the Secretary of State is in the mood for holiday gifts, the latest Government statistics show that 61% of those working in music, performing and visual arts are self-employed, so will the Secretary of State update shared parental leave rules to include self-employed people to prevent talented women from having to leave their careers in the creative industries and other industries when they have children?
I am happy to respond to my right hon. Friend. The problem that she identifies is a real and present one. We are taking steps to require information given to Companies House, and therefore made use of, to be validated. [Interruption.]
Someone chunters from a sedentary position, “Can she do that?”—can the right hon. Lady demand that the Secretary of State, rather than some other Minister, answers the question? There is no prohibition. It is a matter of the force of personality, which the right hon. Lady has just eloquently exhibited, and it may well encourage copycat behaviour.
What better week than this to discuss the potential for a tourism sector deal for Northern Ireland? After all, this week the sun has got its hat on, Rory’s out to play, the Open has come to Ulster—hopefully, it’s coming home to stay.

Commons ChamberI am very grateful, Mr Speaker, for your permission to give this statement on the proposed legislation I have tabled today to end our country’s contribution to global warming. There are many issues in this House on which we passionately disagree, but there are moments when we can act together to take the long-term decisions that will shape the future of the world that we leave to our children and grandchildren.
Just over a decade ago, I was the shadow Secretary of State for Energy and Climate Change when the right hon. Member for Doncaster North (Edward Miliband) secured Royal Assent for the landmark Climate Change Act 2008. I was proud, on behalf of my party, to speak in support of the first law of its kind in the world, setting a legally binding target to reduce greenhouse gas emissions by at least 80% by 2050 relative to 1990 levels. Today, I am proud to stand on the Government side of the House to propose an amendment to that Act that will enable this Parliament to make its own historic commitment to tackling climate change—a commitment that has been made possible by many years of hard work from Members across this House of Commons on both sides, and beyond. I thank in particular Lord Deben for his leadership as chair of the independent Committee on Climate Change, as well as its members and staff, and the hon. Member for Leeds West (Rachel Reeves) and my hon. Friend the Member for Cheltenham (Alex Chalk) for their recent Bills that paved the way for today’s proposed legislation. I also pay tribute to the extraordinary work of my friend and ministerial colleague, the Minister for Energy and Clean Growth.
Today, we can make the United Kingdom the first major economy in the world to commit to ending our contribution to global warming forever. The United Kingdom was the home of the first industrial revolution. Furnaces and mills nestled in English dales, coal mines in the Welsh valleys and shipyards on the Clyde and in Belfast harbour powered the world into the first industrial age. We now stand on the threshold of a new, fourth industrial revolution—one not powered by fossil fuels, but driven by green growth and clean, renewable technologies. Once again, the United Kingdom and all its parts stand ready to lead the way. It is right that economies such as ours, which made use of carbon-intensive technologies to start the first industrial revolution, now blaze a trail in the fourth industrial revolution. Whether it is through our global offshore wind industry, our leadership on green finance, or our unrivalled research base that is leading the charge on electric vehicles, we are showing the economic benefits of how cutting emissions can help to grow our economy.
Through our industrial strategy, the UK is already forging that future, leading the way in the development, manufacture and use of low-carbon technologies. By responding to the grand challenges we have set, including on the future of mobility and clean growth, we are already creating thousands of new jobs right across the country. We are showing that there is no false choice between protecting our planet and improving our prosperity: we can and must do both.
Indeed, low-carbon technology and clean energy already contribute more than £44 billion to our economy every year. In 2017, energy-related carbon dioxide emissions in the UK reached their lowest levels since 1888. Last year, we secured more than half of our electricity from low-carbon sources. Just last month, we set a new record for the number of days we have gone without burning any coal since the world’s first public coal power station opened in London in 1882.
We have said that we will completely phase out unabated coal-fired power generation by 2025, ending the harmful impacts to our health and environment for good. Together with Canada, we have launched the Powering Past Coal Alliance, which has now seen 80 national and local governments, businesses and non-governmental organisations join together in a pioneering commitment to phase out unabated coal.
However, if our actions are to be equal to the scale of the threat, nations across the world must strive to go further still, and we in the United Kingdom must continue to fulfil our responsibility to lead the way. That is why, in October, following the latest evidence from the Intergovernmental Panel on Climate Change, the Government wrote to the independent Committee on Climate Change to seek its advice on our long-term emissions targets. Just last month, it issued its response, recommending that we legislate for the UK to reach net zero greenhouse gas emissions by 2050, taking into account our emissions from international air travel and shipping. So I am today laying a statutory instrument—in fact, it is already before the House—that will amend the Climate Change Act 2008 with a new, legally binding net zero emissions target by 2050.
Ending our contribution to climate change can be the defining decision of our generation in fulfilling our responsibility to the next, but it will require the effort of a generation to deliver it. I am grateful to all those business leaders, faith leaders, scientists and climate campaigners who have written to the Prime Minister, me and many Members in this House to express support for this landmark proposal. It will require Governments and political parties of all colours to work with all sectors of business and society. We must fully engage young people, too, which is why a new youth steering group, led by the British Youth Council, will be set up to advise the Government—for the first time giving young people directly the chance to shape our future climate policy.
The assessment of the independent Committee on Climate Change is based on the latest climate science. It drives our ability to take action on the international stage, and it considers current consumer trends and developments in technology. The committee has concluded that a net zero 2050 target is feasible and deliverable, and can be met within the exact same cost envelope of 1% to 2% of GDP in 2050 as the 80% target when that was set, such has been the power of innovation in reducing costs.
It is, however, absolutely right that we should look carefully at how such costs are distributed in the longer term, as Professor Dieter Helm recommended in his report to the Government. The Government are also today accepting the recommendation of the Committee on Climate Change that the Treasury lead a review into the costs of decarbonisation. This will consider how to achieve the transition to net zero in a way that works for households, businesses and the public finances. It will also consider the implications for UK competitiveness.
In fulfilling the scale of the commitment we are making today, we will need technological and logistical changes in the way we use our land, with more emphasis, for example, on carbon sequestration. We will need to redouble our determination to seize the opportunity to support investment in a range of new technologies, including in areas such as carbon capture, usage and storage, and in hydrogen and bioenergy.
However, as the committee also found, the foundations for these step changes are already in place, including in the industrial strategy and the clean growth strategy. Indeed, there is no reason whatever to fear that fulfilling this commitment will do anything to limit our success in the years ahead—quite the reverse. In our industrial strategy, we have backed technology and innovation, including the UK’s biggest ever increase in public investment in research and development.
The International Energy Agency’s report on the UK, published last week, found:
“The United Kingdom has shown real results in terms of boosting investment in renewables, reducing emissions and maintaining energy security”.
By doubling down on innovation in this way, we can expect to reap the benefits as we move forward to meeting this target by 2050.
I believe that by leading the world and harnessing the power of innovative new technologies we can seize the full economic potential of building a competitive, climate-neutral economy, but we do not intend for a moment for this to be simply a unilateral action. If we are to meet the challenge of climate change, we need international partners across the world to step up to this level of ambition. While we retain the ability in the Act to use international carbon credits that contribute to actions in other countries, we want them to take their own actions and we do not intend to use those credits.
We will continue to drive this, including through our bid to host the COP 26 conference. As the IEA report found last week, the UK’s efforts are
“an inspiration for many countries who seek to design effective decarbonisation frameworks.”
Just as we have reviewed the 2008 Act in making this amendment today, so we will use the review mechanism contained in the Act, within five years, to confirm that other countries are taking similarly ambitious action, multiplying the effect of the UK’s lead and ensuring that our industries do not face unfair competition.
Finally, I do not believe that this commitment will negatively affect our day-to-day lives. No G20 country has decarbonised its economy as quickly as we have. Today, the UK is cleaner and greener, but no-one can credibly suggest that our lives are worse as a result—quite the reverse. We are richer, in every sense of the word, for being cleaner, for wasting less and for cherishing, not squandering, our common inheritance.
We may account for less than 1% of the world’s population and for about 1% of global carbon emissions, but by making this commitment today we can lead by example. We can be the ambitious global Britain we all want our country to be. We can seize this once-in-a-generation opportunity to tackle one of the greatest threats to humanity, and we can make this a defining, unifying commitment of this otherwise riven and often irresolute Parliament—one that is agreed by all, honoured by all and fulfilled by all.
In the first industrial revolution, we applied the powers of science and innovation to create products and services in which this country came to excel, but which came at a cost to our environment. In this new industrial revolution, we can innovate and lead all over again, creating new markets and earning our way in the world in the decades ahead, but in a way that protects our planet for every generation that follows ours. When history is written, this Parliament can be remembered not only for the times that it disagreed, but for the moment when it forged this most significant agreement of all. I commend this statement to the House.
It is very good indeed to see the Minister for Energy and Clean Growth, the right hon. Member for Devizes (Claire Perry), in her place in the Chamber, and we welcome her here.
Well! There is an embarrassment of riches. The right hon. Member for Kingston and Surbiton (Sir Edward Davey) is of course a former Secretary of State, and he is a Kingston knight, but just today, I am going to call before him a Norfolk knight, Sir Norman Lamb.
Thank you very much indeed, Mr Speaker. I warmly welcome this statement. It is a significant milestone, but does the Secretary of State agree that we now need to significantly increase the sense of urgency, particularly in decarbonising the heating of buildings and transport? We have no incentive at all to increase energy efficiency in the heating of homes other than for the most vulnerable households; we are still waiting for the consultation on building regulations to deliver zero carbon; and the plug-in grant for vehicles has been cut. This surely is not good enough, and we need to increase that sense of urgency.

Commons ChamberOn a mundane but important point of order, Mr Speaker. The House of Lords Commission gave the following ruling on passes for parliamentary assistants in its last report:
“Members may not sponsor a pass for anybody whose primary role is to support an All-Party Parliamentary Group.”
That may have been to deal with some problem of misuse—I do not know; I cannot speak to that—but I am concerned about it. I see the right hon. Member for Twickenham (Sir Vince Cable), the leader of the Liberal Democrats, is in his place; some years ago, he changed the law—under some influence from me, I think—to make Members of Parliament authorised people under the whistleblowing Act. Organisations such as the all-party group on whistleblowing therefore need staff in the House. Could the House authorities make representations to the House of Lords to make sure that that is taken on board and corrected?
I think this has some relevance to security, and the Chair would not normally pronounce on such matters in the Chamber, but I want to reflect on the right hon. Gentleman’s point, because it is important and potentially has ramifications for other Members and groups. Rather than give a knee-jerk response that is insufficiently considered, I will give a considered response at a later date. I hope that will be helpful. If I may say so—and I will—“mundane” and the right hon. Gentleman simply do not go together.
On a point of order, Mr Speaker. In a brief answer in Business, Energy and Industrial Strategy topical questions yesterday, the Under-Secretary of State for Business, Energy and Industrial Strategy, the hon. Member for Rochester and Strood (Kelly Tolhurst), who, helpfully, is on the Treasury Bench, announced that she intended to order the recall of 500,000 tumble dryers made by Whirlpool UK, an action that she described as “unprecedented”. In fact, over 5 million such machines were manufactured with a fault that makes them liable to burst into flames without warning, and they have caused several hundred fires, including one in a 19-storey block of flats in my constituency that destroyed 20 flats and could have caused serious loss of life.
This is the most serious consumer safety issue for many years, yet we have had no statement from the Government on when and how the recall will take place, and why it has taken four years for them to act. I am wondering whether you, Mr Speaker—perhaps with the assistance of the Minister—can say how these matters will be addressed in this House.
It is certainly open to a Minister to seek to respond, and it looks as though one is minded to do so.
Further to that point of order, Mr Speaker. I would like to clarify what I announced in the House yesterday. Since the Office for Product Safety and Standards review, we have kept Whirlpool’s actions under review. A letter was issued to Whirlpool, which was given 28 days to respond, and it did just that. We have informed it of our intention to issue a recall. That is part of the regulatory process. That is what I was updating the House on. We had 10 days to inform Whirlpool of that, and I believe that Friday is the deadline for that. I hope that satisfies the hon. Member for Hammersmith (Andy Slaughter).
It may well be the summit of the hon. Lady’s parliamentary ambition to satisfy the hon. Member for Hammersmith (Andy Slaughter), but it may be that some years—or possibly decades, from my experience—are required before she can hope to attain that dizzy height. The hon. Gentleman does not look particularly satisfied. Nevertheless, the hon. Lady has discharged her obligations to the House, and we are grateful to her for doing so. If, as I surmise from the hon. Gentleman’s countenance, he remains dissatisfied, he knows that there are means by which he can secure fuller ministerial attention to this matter, and the House’s attention to it, in days to come.
This is indeed a matter of the highest importance, involving life and death, as the hon. Member for Huddersfield (Mr Sheerman) helpfully observes.
On a point of order, Mr Speaker. The Welsh media today report that the Foreign and Commonwealth Office will remove diplomatic support from the First Minister of Wales on his visit to Brussels today unless he toes the UK Government line, whatever that is. There is no bigger critic of the Labour Welsh Government than me, but I am outraged, as I am sure the people of Wales are, at the complete lack of respect shown to the Government of my country by the British Government. Welsh people pay taxes, too, and the FCO is supposed to serve their interests, too. Could you, Mr Speaker, advise me on how I could raise this issue as a matter of urgency with those on the Treasury Bench?
To some extent, the hon. Gentleman has achieved his own salvation by airing the matter in the Chamber. That is not a point of order as such, but I am minded to observe that, although there is a lot of repeat business in the House in the form of attempted points of order, I can recall no occasion, during my occupancy of the Chair, in which such a concern has had to be aired, so it is indeed a most significant matter. I am taken aback by what the hon. Gentleman reported to me in advance and has now raised orally on the Floor of the House. He has achieved some satisfaction by alerting those on the Treasury Bench to his concern. My advice is that he should go to the Table Office and table questions on this matter. I know that the dedicated and highly capable staff of the Table Office will be happy to assist him in that important endeavour.

Commons ChamberWith all due respect to the indefatigability of the hon. Member for Glasgow East (David Linden), it has to be said that Hull is considerably nearer to the geographical sweet spot for the purposes of this question than could ever be said of Glasgow East.
Thank you, Mr Speaker. May I draw the Minister’s attention to Hull, one of the great cities that are part of the northern powerhouse? He is aware of the appalling way in which some of the people working for Grotto Hire have been treated—those who were not paid over Christmas. I have met the Under-Secretary of State for Business, Energy and Industrial Strategy, the hon. Member for Rochester and Strood (Kelly Tolhurst), to discuss the issue. What has the Department done to try to recover that money since our last meeting?
The British Retail Consortium has reported that the high-street footfall is at a six-year low. Town centre businesses across the country are closing. Labour has a five-point plan to reinvigorate our high streets, in stark contrast to the Government’s worn-out platitudes and failure to act. Precisely when is the Minister going to produce a plan—or will the Government just keep walking by on the other side of the high street?
John Timpson has produced a plan for the Government, and in successive Budgets we have announced record support for the high street. There is £1.6 billion to help with business rates, and an additional £675 million for the future high streets fund.
Cornwall is a very considerable distance from the north-east, but I think that the Minister just about broadened the question.
We have been making good progress in reducing fuel poverty in Cornwall, but we could really do with some help with supercharging that progress. When will the Government publish their plan to deliver the excellent home energy efficiency targets in the clean growth strategy? If we could do that, it would save people, on average, about £400 a year.
The Prime Minister recently appointed me as a joint Minister in this Department and in my existing role in the Ministry of Housing, Communities and Local Government. That shows the Government’s commitment to drive forward the northern powerhouse, which has always been a partnership between local government, national Government, the industrial strategy and business. In this role I will continue to hold regular meetings to discuss EU exit, and the UK shared prosperity fund will remain a priority in that.
This shows that the Minister is a very busy man with many commitments and a very full diary.
The Prime Minister told me in December 2018 that a consultation on the UK shared prosperity fund would take place by the end of that year. The silence on progress with this fund to replace the EU structural fund, worth €2.4 billion a year, is deafening and the lack of detail and communication is shameful given that these funds are designed to help all communities prosper. Will the Secretary of State tell us once and for all, when this fund will be designed and implemented? Will it match current levels or is this important fund going to be yet another casualty of Brexit?
It will come as no surprise to the hon. Gentleman that I disagree with him. UK Government investment in city region and growth deals in Scotland is now more than £1.3 billion, and there are 48,000 more enterprises operating in Scotland than there were in 2010. We are committed to delivering economic growth and business support across the country, but as the hon. Gentleman will know, it was his Government’s decision to bring in the highest taxes—
Does my hon. Friend agree with the CBI, which says that the Labour party’s plans to renationalise the energy system are already harming our efforts to tackle climate change? What commitments will he make about continuing to reduce our emissions to zero?
Yes, but do not bang on about the Opposition’s policy. That is not the Minister’s responsibility. We can hear a brief word about the Government’s policy. The trouble with following briefings from outside organisations is that they can lead Members astray.
I think the key point is that the reforms that have led to the reduction in the use of coal over the past seven years have been taken forward using a market-based strategy. That was highlighted last week in a report by the International Energy Agency, which praised the UK’s commitments to addressing climate change by using market-based approaches.
Contain yourself, man. I am always grateful to the right hon. Gentleman for the provision of the voice of Wantage.
The export market is clearly developing, and it is important to recognise that several suppliers are beginning to offer trial export tariffs, either in line with the wholesale price or at the same level or higher than the feed-in tariff export guarantee rate. Those suppliers include Octopus and Bulb, which have welcomed the changes. It is important that the policy can develop so that we can make sure that we see future development.
Lateral thinking, I say to the hon. Member for North West Leicestershire (Andrew Bridgen). Solar power and engineering are not altogether unrelated; with a degree of imagination, the hon. Gentleman could shoehorn his inquiry into this matter.
The Government have been clear in our response to the Augar review that we want to reflect on its recommendations. We will take this forward as part of the spending review while the post-18 review reaches its conclusions. I entirely agree with the hon. Gentleman that the future of research in this country is about ensuring that universities act as magnets to draw business in. Just yesterday, I attended the launch of the University of Bath’s Institute for Advanced Automotive Propulsion Systems at the Bristol and Bath Science Park. It is absolutely right that we must cherish universities’ research capabilities.

Commons ChamberOn a point of order, Mr Speaker. Surely the Government cannot ignore a motion passed by the whole House following a Backbench Business Committee debate.
The short answer is that that is not a point of order, but it is open to the Government to do that. Whether it is politically wise is another matter. In the event that Members are disappointed, I feel sure they will trouble the Backbench Business Committee for further debates, which may continue ad infinitum. I am sure the Minister would not want to countenance such an unfortunate, even grisly, scenario.
Thank you, Mr Speaker. The guarantee gives recipients security because, of course, they know future outcomes can never be known. As referenced earlier, my right hon. Friend the Chief Secretary to the Treasury has responded to the letter from the hon. Member for Blaenau Gwent (Nick Smith), sent on behalf of a cross-party group, by saying that she will not be reviewing the current arrangements.
I believe that all of us here today are united by our commitment to fairness for our miners and mining communities. Although we may be divided on the best way to deliver that, I can assure the House that I will seek to agree changes to the scheme that benefit scheme members and protect taxpayers.
On a point of order, Mr Speaker. Thanks to my hon. Friend the Member for Easington (Grahame Morris) having secured this debate, the House has now passed a motion stating:
“That this House calls on the Government to carry out a review of the existing arrangements for the sharing of the surplus generated by the Mineworkers’ Pension Scheme.”
I wonder whether you could give us some guidance, Mr Speaker. With the House having passed, without opposition and for the first time in 25 years of this scheme’s operation, this very important motion, can we use your good offices to persuade the Government to carry out the will of the House? It was very open to the Government to divide the House on this motion, but they choose not to do so, which must mean that they agree with it. Presumably, that means they are going to do something about it, if this House’s deliberations and possible votes are to be meaningful.
The right hon. Gentleman is a natural optimist, and I say that in no pejorative spirit. I am sad to have to advise him and the House of the correct procedural position. I am not making any evaluative judgment; I am simply making a statement of what is. The situation is that the only votes that bind in this place are votes on legislation and votes on taxation. This vote does not bind. It is an expression of the will of the House. I am sorry to say that there have been many occasions on which Backbench Business Committee debate motions have been passed but have not been implemented subsequently by the Government. I rather fancy that this matter will be returned to again and again and again if Members feel that the settled will of the House has not been honoured in practice. I will also add that a situation in which the settled will of the House is not then honoured in practice is bad for Parliament—period.

Commons ChamberOrder. Colleagues, I will shortly come to Members with constituency interests, and indeed to the hon. Member for Watford (Richard Harrington), the former Minister, but I would like to begin with a new, young Member who once worked for British Steel. I call Sir Peter Bottomley.
That was quite some time ago, Mr Speaker, when it was the British Steel Corporation rather than the old Appleby-Frodingham steel plant that we are discussing today.
I put it to my right hon. Friend that we ought to go on following his non-partisan line, but we ought also to remember what happened to steel production and steel employment during the last Government. Will he also tell us what can be done on energy costs, which form a large part of steel production costs?
Can my right hon. Friend confirm that this is an industry in which the worldwide steel cycle has a massive impact? The House will be grateful to him for doing all that he can to mitigate its effects on this country.
I thank my right hon. Friend for his statement, which will be hugely reassuring to my constituents who work at Skinningrove steelworks, most of whom live close by. It is vital that we prevent the closure of that plant, just as it is vital that we prevent closures at Scunthorpe and Lackenby and all the other sites that are affected. With that in mind, I welcome that the Government have provided the indemnity to the official receiver to try to keep British Steel operational while a buyer is sought. Beyond that, may I emphasise the case for public ownership or, indeed, a public-private partnership to serve as a bridge to new ownership? The priority is to save jobs. Everything else—all matters of ideology—must come second.
We have been here on two or three occasions, including with GKN and Bombardier, so one wonders where we are going, as the steel industry is vital to manufacturing in this country and, more importantly, to the defence industry. I thank the Secretary of State for his statement, but I can tell him that I worked at Rolls-Royce when it collapsed in 1971 and there is no worse situation an employee can find themselves in; that situation went on for weeks, until eventually the Heath Government had to semi-nationalise it. I have the feeling that you may be back here in a couple of weeks’ time if you cannot find a buyer, so you will really have to consider that. I hope you will consider that, because if you do not, you will be inflicting a lot of pain on a lot of good employees who work very hard. Once you have experienced something like that, you never forget it.
The hon. Gentleman raises a very serious point, but I just gently observe that I will not find a buyer and I will not be giving any consideration to this matter whatsoever.
I get the hon. Gentleman’s gist; I know what he requires. He is right to call attention to the fact that, notwithstanding the intentions that everyone in the House has expressed, today is a day that no one in Scunthorpe, in Skinningrove or on Teesside wanted to see. It is a very worrying day; people will go to bed tonight very concerned about their future. We cannot resolve this overnight, but we can resolve to do everything we practically can to make a good future possible. I am grateful for the support and commitments from across the House that we will all do precisely that.

What a difficult choice—Strangford against East Antrim. I call Jim Shannon.
Thank you, Mr Speaker.
I thank the Minister for his reply to these questions. I represent Strangford, as Mr Speaker said and others here will know as well. The factory in Newtownards is part of the Bombardier business, and I want to speak on its behalf. Last year, I had an opportunity to visit the Belfast site in the constituency of my hon. Friend the Member for Belfast East (Gavin Robinson), and to understand its importance and the experience of its skilled workforce. It seems that there are three companies interested in Bombardier. Has the Minister had time to discuss the possibility of a partnership with Airbus, with Airbus owning 50.1% of the shares, thereby cementing the wing technology in the United Kingdom, and 49.9% owned by Bombardier, with voting shares retained by Bombardier? That is very similar to the partnership in the Airbus C Series, now the Airbus A320.
I do hope that the hon. Gentleman now feels that he has fully ventilated his concerns, at least for now.
Any discussions that are ongoing between Bombardier and potential buyers are of course commercially sensitive. However, one would imagine that a company like Airbus, which is so reliant on this excellent company providing so many components to it, would be taking an active interest in the company and how it goes forward.
I bet you wish you had chosen me the first time, Mr Speaker.
The people of Northern Ireland appreciate the political and financial commitments that Governments of all shades in this House have given over the years to keeping aircraft manufacturing alive in Northern Ireland. Bombardier’s lease was due to be renewed this year. When it was privatised, a peppercorn rent was made available for the site—it is a very land-intensive industry—which is a fraction of a per cent. of what the commercial rent would be. That could be a deal breaker when it comes to the sale of the site. What discussions has the Minister had, or will he have, with the Belfast Harbour Commissioners about setting a level of rent that ensures that operations can continue on the site?
I thank the right hon. Gentleman for his question. Three weeks into the job, I have not had any conversations with them yet, but I look forward to doing so because, as he says, that could be very worthwhile as we look to secure the future of this company and all those whose livelihoods depend on it.
