Commons ChamberPutin’s illegal war in Ukraine has placed pressures on global imports and energy costs. We have taken significant action to support British growers and to safeguard our food security. Building on the work to invest in fertiliser supply and slurry storage, energy infrastructure and costs, the Prime Minister recently hosted the first ever UK Farm to Fork summit on productivity and sustainability, as part of maintaining the £2.4 billion budget for farming each year.
Last month, the Prime Minister said that weekly shopping bills had
“gone up far too much in the past few months”.
That must be the understatement of the year. Food inflation is at a record 45-year high. Farmers and growers are facing higher business costs across the board, and consumers are bearing the brunt with their weekly shop. What discussions has the Minister had with the Prime Minister to find out what they can do now for farmers, growers and producers and to protect beleaguered shoppers? What is the plan, because what the Government are doing now ain’t working?
I think the hon. Gentleman will be aware that we are not responsible for Russia’s invasion of Ukraine, which has had a significant impact on global energy prices. The good news is that those global energy prices are coming back to a level, and that is starting to feed back into our food supply chain. That is why we are helping and supporting farmers, investing in new technology and investing in their businesses to make them more sustainable and more profitable going forwards so that they can continue to deliver great quality British food at a reasonable price.
The war in Ukraine has not caused the labour shortages that are causing Scottish crops to be ploughed back into the fields. The war in Ukraine has not caused customs barriers and tariffs that mean that Scottish seafood is being left in the sea. Brexit has caused those things. That is why food inflation is higher in the UK than elsewhere. When will the Government accept that?
Unfortunately, the hon. Gentleman is misinformed. Food prices are higher in Germany and France. If Brexit were the issue, clearly that would not be the case. That is why we are investing in those farmers. We are supporting them by increasing the number of visas that are available in the seasonal agricultural worker scheme. We are supporting those farmers to continue to produce great quality food.
Businesses, as the hon. Member for Glasgow North (Patrick Grady) has said, are suffering because of the absence of labour, in fishing and, indeed, in farming in East Lothian. Given that this has been brought about by Brexit and that the previous routes of labour have been sold off, is it not time that the Scottish Government had control over some migration visas, even of a limited timescale, as applies in south Australia and Quebec?
We have issued 45,000 possible visas on the seasonal agriculture worker scheme and we are currently nowhere near that level. There are an extra 10,000 visas available should the industry require them. We have not seen the necessity to trigger those extra 10,000 at this moment in time, which is because there are adequate visas available to support farmers and fishermen.

The price of wheat peaked at £350 a tonne. It has subsequently fallen to below £200 a tonne—not much more than it was before the invasion of Ukraine. Why has the price of bread in our supermarkets not fallen, too?
I declare my interest in these matters.
I recognise the fact that global wheat prices have now come back down. We work closely with retailers, processers and the hospitality sector to make sure that there is not extra profiteering in the marketplace. We will continue to have discussions with those representatives and will work with the sector to make sure that food is reasonably priced for our constituents.
The farming Minister will know that in north Northamptonshire we have some of the best farmers in the country who are facing these challenges, like every other farm up and down the land. Would he be kind enough to visit Kettering to meet a large group of local farmers—perhaps in early September in between harvesting and drilling?
That is a very kind invitation. It is always a pleasure to visit Northamptonshire, and, if my diary allows, I will of course meet my hon. Friend and his farmers.
The Minister has talked a lot about support for farmers, but in reality there is a severe lack of profitability for those producing chicken. That is causing a sharp reduction in the number of birds reared in England, while in Scotland production has changed significantly, as retailers resist demands to pay a fair price for chicken. Will the Minister commit to extending the examination of food supply chains to poultry meat, as requested by the National Farmers Union Scotland, as the threat of empty shelves looms? Will he also engage with retailers to ensure that poultry farmers are fairly compensated?
I was on a poultry farm yesterday talking to poultry producers. The SNP cannot have it both ways; it cannot ask one question about suppressing prices for consumers and another about increasing the prices for farmers—those things are diametrically opposed. What we are doing as a Department is supporting those farmers through the £2.4 billion-worth of subsidy, helping them to invest in new technology and talking to retailers and producers to make sure we get fairness in the supply chain, so everybody gets a fair return for their hard work.
A summary of responses to the call for evidence on the fur market setting out the results and any next steps in this policy space will be published soon.
The Department for Environment, Food and Rural Affairs called for evidence on banning the import and sale of fur back in 2021, but two years on, we have yet to hear what the public think about such an important and timely issue. Will the Department commit to a date when it will release the results of the consultation on the fur market in Great Britain?
As I said, we are considering those responses and will publish our response very soon.
We are backing British farmers with £2.4 billion of investment every year. We have recently updated our new schemes based on the feedback that farmers have given us, making them easier to apply for. We are providing tailored business advice to all farmers. We have cut red tape, brought in fair enforcement regimes, and helped the sector access the seasonal labour it needs. We are looking closely at the Shropshire review that we commissioned to see how we can go further. We are reviewing supply chain fairness in the sector and trying to unlock opportunities for genetic technologies. I could keep going, but I will leave it there for now.
Upland farmers across Burnley and Padiham, and indeed right across Lancashire, play a huge role in keeping us fed and enhancing the local environment. That is why it is so important that we support them. Can my right hon. Friend say how recent announcements will improve support for upland farmers specifically, and will he reaffirm the commitment made in May by my right hon. Friend the Secretary of State that we will move beyond income-foregone calculations when designing support schemes?
I join my hon. Friend in paying tribute to Lancashire farmers and the efforts they make to keep us all well fed. We are committed to ensuring that payment rates mean that as many farmers as possible can benefit from our offers, and have recently increased payment rates for upland farmers. Through countryside stewardship-plus, we will pay farmers extra for co-ordinating their action and working with neighbouring farms and landowners to tackle climate change, as well as supporting nature gains and keeping us all well fed.
The Government plan to bring forward regulations to delink payments later this year, as the parliamentary timetable allows. Those regulations will introduce delinked payments in 2024, as planned. Information about delinked payments can be found on gov.uk.
Delinking the legacy basic payment scheme payments from the need to have land area entitlements could be a really powerful catalyst for change. It would free the Rural Payments Agency and farmers from the bureaucracy of the legacy scheme; remove a very difficult distortion from the land market; and, crucially, free farmers up to make decisions about what to do with their land in future. Since farmers are making decisions about next year’s land use now, will my right hon. Friend take this opportunity to confirm from the Dispatch Box that the delinked payments will happen next year, and that there will be no reversal of that plan?
I am happy to confirm that, and I pay tribute to my right hon. Friend for all the work he did to get us to this point. Of course, we will be bringing forward the legislation to delink those payments next year.
The first UK food security report, which we introduced in the Agriculture Act 2020, was published in 2021; the next one is due in 2024. The F4 group, comprising the British Retail Consortium, the National Farmers Union, the Food and Drink Federation and UKHospitality, meets regularly and reports directly to Ministers. We recently met representatives from the whole supply chain at the UK Farm to Fork summit in Downing Street.
I have raised access to food before with the Minister and, in particular, how surplus food and food near its use-by date can be used by organisations such as FareShare. There is still a huge problem right across the country whereby constituents cannot afford to buy food in supermarkets, and are therefore relying on food pantries and food banks for their main shop. To have food security, people must be able to afford food. What more can the Minister do to resolve those issues and ensure that people are not literally starving, or in a position where they cannot afford to buy basic foodstuffs?
The hon. Gentleman will be aware of the huge package of support the Chancellor of the Exchequer has introduced to help families with the cost of living challenges they face. On average, every household receives over £3,000 of support with their energy and food bills, but I am sure we can do more to help and support primary food producers, processers and retailers to make sure that we drive as much efficiency as possible into the system, in order to maintain lower food prices and help families up and down the country.
Last week, past failures caught up with the DEFRA ministerial team. First, the Climate Change Committee castigated them for lack of progress on agriculture and land use, and then the report they had commissioned from John Shropshire and his team detailed the crop losses and lost productivity and production caused by their failure to address labour supply issues. This week, could the Minister tell the House if he knows whether the UK is more or less food-secure than this time last year, and will he explain how he has reached that conclusion?
We have extensive conversations with the food supply market. We are blessed in the UK with very robust food supply chains, which are some of the most secure anywhere in the world. Of course, I acknowledge that the Shropshire review has indicated some areas in which we can improve and assist, but we have delivered the 45,000 visas that are available through the seasonal agricultural workers scheme. Not all of those visas have been taken up, and an extra 10,000 are available if required, but nobody has asked for that to be triggered.
Gateshead food bank and Feeding Families, both of which operate in my constituency, have seen huge increases in the demand for food parcels over recent years. With food inflation running at 18.3%, the situation will only get worse. What will the Minister do to tackle food inflation, so that people do not have to rely on those organisations?
That is why we are investing in our farmers to help them produce food more efficiently and increase productivity. It is also why the Government have put forward a huge £94 billion support package—over £3,300 per household—and provided £100 million of support to charities working in the sector.
The use of storm overflows is of huge concern to my residents in Southend-on-Sea. Due to this Government’s actions, Anglian Water was supposed to have its plan for mitigating the use of overflows on the Secretary of State’s desk last Friday. Was it there, and when will my residents be able to see it?
What assurance can the Farming Minister give my Ynys Môn farmers that this Government are doing all they can to ensure that food labelling is accurate? Will the Minister accept my invitation to the Anglesey show on 15 and 16 August to discuss the matter with my farmers in person?
It is always a pleasure to visit Wales and Welsh farmers. I say to constituents of my hon. Friend that making sure there is a red tractor on their food is a very good step to make sure that their food is procured in the right way and that they are supporting UK farmers. I will look at my diary and see whether I can attend her show. I am sure it will be an excellent example of the top-quality food and farming in Wales.

It is a pleasure to serve under your chairmanship, Mr Paisley. I thank the hon. Member for Richmond Park (Sarah Olney) for securing the debate. We have a rich wealth of marine life in the UK, and it is important that we continue to raise such issues and champion the protection of those species.
The UK Government have a strong track record in ensuring that protection and management measures are in place for marine species. As the Minister with responsibility for fisheries, I fully acknowledge the fishing industry’s expertise and stewardship of the marine environment. I recognise its concerns about the potential impact of environmental protections on livelihoods.
The British coastline is home to two globally important populations of seals: a significant 38% of the world’s population of grey seals, and 30% of European harbour seals. Seals play an important role in the marine ecosystem, but they face a list of threats, including pollution, entanglement, marine plastic and debris, climate change and, as the hon. Lady said, disturbance from human interaction.
None the less, we have a comprehensive suite of protections in place for seals, including the Conservation of Habitats and Species Regulations 2017 and the Conservation of Offshore Marine Habitats and Species Regulations 2017, which make it an offence to capture or kill a seal. Seal shooting licences and the shooting of seals, which were previously allowed under the “netsman’s defence” provision in the Conservation of Seals Act 1970, have been banned since 2021. The Act is equally applicable in inland waters, rivers, coastal areas and territorial waters.
It is also an offence to take, injure or kill a seal under the Wildlife and Countryside Act 1981. The Act makes it an offence for anyone to disturb any animal that is recognised as a designated feature in a site of special scientific interest. For example, as my hon. Friend the Member for North Norfolk (Duncan Baker) said, in Norfolk there are two SSSIs designated for harbour seals: the Wash and the north Norfolk coast. Seals uniquely occupy both marine and terrestrial spaces. Seal spotting at beaches and estuaries is a popular pastime for coastal visitors.
Together with the Seal Alliance, the Department for Environment, Food and Rural Affairs launched the “Give Seals Space” campaign in 2021, to help to raise awareness of the impact of disturbance on seals, and the importance of keeping dogs under close control. Earlier this year, we also published England’s first national marine and coastal wildlife code. The code provides further targeted guidance for coastal visitors on marine species and activities.
The Government recognise that seals interacting with fishing gear and eating fish can be a problem for some sections of the fishing industry. I have also heard concerns directly from the industry that seals can stress aquaculture species in pens, such as salmon. That is why we work closely with the seafood industry, as we develop non-lethal deterrents and implement protections.
In 2022, the UK Government and the devolved Administrations published the marine wildlife bycatch mitigation initiative, setting out how we will work collaboratively with the fishing industry and stakeholders to minimise and, where possible, eliminate the bycatch of sensitive marine species. DEFRA also worked alongside the Marine Management Organisation to fund the development of non-lethal methods to help prevent negative seal-fishery interactions and costly damage to fishing gear. The MMO has been working with the fishing industry to test the use of targeted acoustic startle technology as a seal deterrent. I am pleased to say that it is yielding promising results for limiting seal interactions for specific fisheries. A full report on that is due to be published shortly, and we are considering the next steps that we can take to address the issue under the Clean Catch UK programme.
The UK marine strategy provides a framework for assessing and taking measures to achieve and maintain good environmental status in our seas. It covers a range of biodiversity and marine environment indicators, which include a seal abundance and distribution indicator. Overall, GES for seals has been partially achieved. We will also continue to be at the forefront of marine protection. We are developing a well-managed network of marine protected areas. We have recently designated the first three highly protected marine areas in English waters. Sites protecting seals include Berwickshire and north Northumberland, which have MPAs protecting grey seals, and the Wash and north Norfolk coast, where the MPA also protects harbour seals, as I mentioned earlier.
As a final point, we can only protect and manage the marine environment effectively when we do so in collaboration with the countries with which we share the ocean. I am proud that the UK is a leading voice for the protection of marine mammals internationally.
I am listening to the Minister with great interest. It is undeniable that the Minister and the Department are doing what they can to enhance the protection of seals, particularly through measures in the fishing industry, as he has spoken about at length. However, my Bill—the foundation of today’s debate—is about humans and their interaction with seals, and the disturbance and harassment they cause. There are still many campaigners, including those in the Public Gallery and those who have made representations in the past, who feel that not enough is being done to stop the intentional harassment of seals. Although the things the Minister is outlining in his speech are wonderful, he has not addressed the point that a great number of people are still disturbing seals, causing them great harm.
That is something that the Government recognise. We clearly do not want to see that disturbance by members of the public. That is why, as I said earlier, together with the Seal Alliance, in spring 2021 we launched the new Government-backed “Give Seals Space” campaign to help to raise awareness of the impact that human disturbance can have on seals, and to try to reduce it. To help to address rising numbers of summer visitors to coastlines and minimise the disturbance, in May 2023, DEFRA published England’s first national marine and coastal wildlife code. It is about educating members of the public to ensure that they are aware that their interactions with seals can disturb and have a negative impact.
I am conscious that we are potentially close to a Division, so the Minister will want to wind up soon. He is right that there is a comprehensive set of legislation dealing with the injuring, killing or taking of a seal. On the issue of disturbance, however, there is potentially a gap. We can do awareness raising campaigns —I was responsible for introducing those at the time—but sometimes there may be recreational tourist boats, for instance, that cause a disturbance. Allowing inshore fisheries and conservation authorities the power to introduce certain byelaws to manage that activity could make a big difference.
I pay tribute to all the work my right hon. Friend did as Secretary of State to move us forward in this area. Our ears are always open to new ideas, and this debate has played a significant part in ensuring that the Government are tuned into some of the thoughts of colleagues across the House.
We are seeing increasing public awareness, and we are carrying out industry engagement. Innovation is also going to help, and we have a range of legislative, licensing and spatial conservation measures in place. I am sure there is still more to do, but I am proud of what the UK has done to deliver in this space. I thank Members from across the House for engaging in the debate.

Written StatementsThe sustainable farming incentive is an important element of our new and improved offer for farmers through the agricultural transition. It pays farmers for actions that support food production and can help improve farm productivity and resilience, while also protecting and improving the environment. This includes actions relating to soil health, hedgerow management, providing food and habitats for wildlife, and managing pests and nutrients.
When adopted at scale by farmers, these actions will make a significant contribution to our statutory environment and climate targets, and also support our objectives to maintain food production and improve farm productivity. This includes our aim published in the environmental improvement plan of between 65 to 80% of landowners and farmers adopting nature friendly farming on at least 10-15% of their land by 2030.
We are taking an agile, incremental approach to rolling out environmental land management schemes as we phase out land-based subsidies. This involves working with farmers and acting on their feedback to refine our policies and schemes, as we recently set out for upland and tenant farmers. This is essential when delivering a complex and important programme of reforms.
As part of this approach, we have made a number of improvements to the 2023 offer based on learning from our pilot and the initial rollout of the scheme in 2022.
Today we are confirming the final details of the sustainable farming incentive 2023 offer, as well as the final detail on the SFI management payment, and how those already in the scheme agreements can access the offer this year. From August this year, we will accept applications for a total of 23 paid-for actions in the scheme. The application process is straightforward and quick, and we will pay farmers every quarter starting in the fourth month of their agreement. This builds on the prospectus published in January setting out significant detail across our new farming schemes.
We are introducing twice as many new actions this year as we originally planned and making the scheme even more flexible for farmers. As we introduce more actions, farmers will be able to upgrade their agreement to add more actions and add more land.
The offer includes a management payment to cover the costs of taking part in an agri-environment scheme, which particularly benefits smaller farms. It also includes an extra payment for farmers on common land to recognise the costs of managing agreements involving multiple parties on commons.
For tenant farmers, along with other improvements we have made in response to Baroness Rock’s review, there are short—three year—agreement lengths that do not require landlord consent, and those on shorter, rolling tenancies can join the scheme and leave without penalty if they lose management control of the land.
To allow a smooth transition to our updated offer, we have closed applications to the existing scheme (SFI 2022) until the new offer opens for applications in August. Those in our pilot, or already in an SFI agreement, can access the new offer and we will write to all agreement holders to advise them. This is part of our commitment to ensure that those who enter our schemes early are not made worse off by improvements we make as the transition progresses.

Written StatementsI am repeating the statement made yesterday by my noble friend the Minister, Lord Benyon.
Following the UK Farm to Fork summit last week, the Government have today set out its next steps to support tenant farmers who are at the heart of our rural economy. The Government supports tenant farmers because there is no better way to bring new people into the sector.
We are today publishing the Government response to the Rock Review of tenant farming in England. From day one of the agricultural transition, we have worked with tenant farmers as we co-designed our farming schemes, utilising their knowledge and experience. This is the next step, alongside significant work to date, to support farmers in all corners of the country to produce world class food, while protecting the environment. The Government supports tenant farming, because it is one of the best routes to bring new people into the sector.
I would like to thank Baroness Rock and the tenancy working group for their time and dedication in producing the review. Recognising how critical the tenanted sector is to a successful agricultural transition, we commissioned the group, chaired by Baroness Rock, to carry out a comprehensive review of tenant farming in England.
Today’s response builds on the considerable progress that we have made since the review was commissioned to implement their ongoing feedback. For example, we have designed the sustainable farming incentive (SFI) to be as accessible as possible to tenants, with the addition of six new standards in 2023 and shorter agreements. Further, half of the 22 landscape recovery projects selected in the first round involve tenants and we are delivering the aims of the local nature recovery (LNR) scheme by evolving countryside stewardship (CS) instead of building an entirely new scheme.
As announced at Budget 2023, we launched a consultation on extending inheritance tax relief.
We have opened a call for evidence on the taxation of ecosystem service markets to understand the commercial operations and the areas of uncertainty in respect of taxation.
We have also published the “Nature Markets Framework”, which provides greater clarity on the principles that will guide the development of UK market mechanisms for carbon and other ecosystem services and set out next steps including arrangements to develop a suite of investment standards for nature markets. These consultations, combined with the Nature Markets Framework, should give tenants and landlords more confidence to invest in and securely access payments from these new markets, opening up new revenue streams for the sector.
We strongly agree with the review that tenant farmers should be able to access farm offers; make their essential contribution to restoring the natural environment; and produce food for the nation. We are therefore taking forward the majority of Baroness Rock’s recommendations and setting out the next steps to implement them today.
Today we are announcing a new farm tenancy forum to put in place more formal engagement and feedback structures between Defra and the tenanted sector. This will allow the tenanted sector to work with us, to provide regular feedback on trends in tenant/landlord agreements and report any emerging issues that may need addressing, effectively monitor trends in landlord-tenant relationships. We are inviting industry organisations who represent tenant farmers, agricultural landlords and professional advisors who work in the sector to be members of this group. The forum will support the implementation of the Government response to the Rock Review, feeding back real-world experience and insight on progress. Terms of reference for the group has been published alongside this Government response.
We will be launching a call for evidence this summer to explore the proposal for a tenant farming commissioner in England in more detail. This will examine the benefits and impacts of how a tenant farming commissioner might work in practice and how the role would fit within existing procedures and regulations.
We agree with the review that the tenanted sector has an essential role as a route into farming for new entrants. We will work to embed the views of the tenanted sector in the development of our new entrant support scheme, working closely with the new tenant farming forum.
Our response sets out the significant progress we have made to ensure our new farming schemes work for every type of farmer. We are supporting those with shorter tenancies or where there is a change of land manager/owner by removing penalties and increasing flexibility in agreement lengths, where it still provides value for taxpayer money. We are also introducing a requirement in countryside stewardship for landlords to engage with their tenant prior to applying in order to obtain their support.
The legacy of the review will mean that tenant concerns are heard and addressed through our policies and schemes, and we will continue to engage with the forum and the wider sector as we implement its recommendations and move through the agricultural transition.

Commons ChamberWith permission, Mr Deputy Speaker, I will provide the House with an update on the Government’s progress on animal welfare. Before I start, would you indulge me in allowing me to pay tribute to Peter Jinman, who was chairman of the Farm Animal Welfare Committee and also heavily involved with the Royal College of Veterinary Surgeons, who I understand passed away last night? He was a great man and a friend of mine, and did an enormous amount of work in the area of animal welfare.
We are a nation of animal lovers, and animal welfare has been a priority of the Government since 2010. Since then, on farms, we have introduced new regulations for minimum standards for meat chickens, banned the use of conventional battery cages for laying hens, and made CCTV mandatory in slaughterhouses in England. For pets, we have introduced microchipping, which became mandatory for dogs in 2015; we have modernised our licensing system for activities such as dog breeding and pet sales; we have protected service animals via Finn’s law; and we have banned commercial third-party sales of puppies and kittens. In 2019, our Wild Animals in Circuses Act became law, and we have also led work to implement humane trapping standards by banning glue traps. We have done more than any other party on animal welfare, delivering on a manifesto that was drafted with the public’s priorities in mind.
Further to the steps I have outlined, in 2021, we published an ambitious and comprehensive action plan for animal welfare that set out an array of future reforms for this Parliament and beyond. That action plan’s wide-ranging measures relate to farmed animals, wild animals, pets and sporting animals. They include legislative and non-legislative reforms, and extend beyond domestic actions to cover international engagement and advocacy. And we have delivered—since the publication of that action plan, we have delivered on four key manifesto commitments. First, we passed the Animal Welfare (Sentience) Act 2022, which recognises in law that all vertebrate animals and invertebrates such as crabs, lobsters and octopuses are sentient beings. That Act will form the bedrock of the animal welfare policy of the future. We passed the Animal Welfare (Sentencing) Act 2021, which introduced tougher sentences for animal cruelty, increasing maximum sentences from six months up to five years. Last month, we made cat microchipping compulsory, which will help reunite lost pets with their owners. Just this week, we announced that, having brought the Ivory Act 2018 into force in 2022, we will be extending it to cover five endangered species: hippopotamus, narwhal, killer whale, sperm whale and walrus.
In addition to legislating, we have launched the pioneering animal health and welfare pathway. It charts the route forward for improved farm animal welfare for years to come. This Government and industry partnership are already transforming welfare on the ground. The pathway does that through annual health and welfare reviews with a vet of choice, supported by financial grants.
I can tell that Opposition Members are feeling weary listening to the expansive list of delivery, but I can assure them that I am not done yet, because today we are taking two further steps in delivering our action plan. First, we are announcing the launch of the new Animal Sentience Committee, which will advise Government on how policy decisions should take account of animal welfare. The committee’s membership provides expertise from veterinary and social science and covers farm, companion and wild animals. We expect the committee to begin its work next month.
Secondly, we are announcing a consultation on new financial penalties of up to £5,000 for those who commit offences against animals. That will mean there is a new enforcement tool to use against the small minority of people who fail to protect the health and welfare of animals. This could apply, for example, if an animal is kept in poor living conditions due to a lack of appropriate bedding or shelter.
On top of those measures, we continue to support the private Member’s Bill of my hon. Friend the Member for Crawley (Henry Smith), which will implement our manifesto commitment to ban the import of hunting trophies. Also making strong progress are private Members’ Bills that ban the import and export of detached shark fins and that ban the advertising and offering for sale here of low-welfare animal activities abroad. I thank the hon. Member for Neath (Christina Rees) and my hon. Friend the Member for Guildford (Angela Richardson) respectively.
The Animal Welfare (Kept Animals) Bill started nearly two years ago. It was designed to implement several of our ambitions, including banning the live exports of animals, seeking to prevent pet theft and new measures to tackle livestock worrying. Unfortunately, its multi-issue nature means there has been considerable scope-creep. The Bill risks being extended far beyond the original commitments in the manifesto and the action plan. In particular, Labour is clearly determined to play political games by widening the Bill’s scope.
The Bills and regulations that we have already passed demonstrate the enormous progress that can be made with single-issue legislation, so we will be taking forward measures from the kept animals Bill individually during the remainder of this Parliament. We remain fully committed to delivering our manifesto commitments, and this approach is the surest and quickest way of doing so, rather than letting that Bill be mired in political game-playing. Having left the EU, we are able to and will ban live exports for fattening and slaughter. There have been no live exports from Great Britain since 2020, but our legislation will ensure that that becomes permanent and we remain committed to delivering it.
We are committed to clamping down on puppy smuggling. We will ban the import of young, heavily pregnant or mutilated dogs, and we will be able to do that more quickly with a single-issue Bill than with the secondary legislation required under the kept animals Bill. We are committed to banning the keeping of primates as pets, and we will do that by consulting before the summer recess on primate-keeping standards. They will be applied by secondary legislation to be brought forward this year. We also look forward to progressing delivery of the new offence of pet abduction and new measures to tackle livestock worrying.
I am conscious that there are many other campaigns on aspects of animal welfare. I want to assure the House that, in making this change to how we will implement the measures outlined, we are open to future consideration, but we will focus on delivering these key elements. Delivering these measures, as well as everything we have already delivered as part of and beyond the animal welfare elements of our manifesto, shows a Government who care about animals and do not just talk about the issue or play games with it. We are committed to maintaining our strong track record on animal welfare and to delivering continued improvements in this Parliament and beyond. I commend this statement to the House.
We were here just a few hours ago, at Environment, Food and Rural Affairs oral questions. When the hon. Member for Torbay (Kevin Foster) asked when the Animal Welfare (Kept Animals) Bill would return, the Secretary of State said all was well. She said:
“I have spoken with the business managers and expect an announcement on the progress of the Bill very soon.”
All the while, DEFRA Ministers were plotting the extinction of that very Bill. The Secretary of State trotted out the same thin gruel on rural animal welfare that we have just heard from the Minister. She named only four ways they had improved animal welfare in 13 years—not even one for each Conservative Prime Minister, although I recognise that the Minister tried a bit harder just now.
The political decision taken by the Government today represents a profound setback for animal welfare in the UK. It confirms, once again, that they are too weak to deliver their own legislation. This time, it is innocent animals that will suffer the consequences. Three Environment Secretaries ago, we were promised:
“The Kept Animals Bill will bring in some of the world’s highest and strongest protections for pets, livestock and kept wild animals.”
It was supposed to be a Bill packed with ambitious reforms. It promised to close loopholes such as the one that allows the sale of dogs with unnecessary mutilations. It would have ended the cruel practices of exporting live animals for slaughter, keeping primates as pets and puppy smuggling. Despite public outcry and the best efforts of animal welfare organisations, the Government have chosen to break their promise and scrap the Bill they so enthusiastically presented to us two years ago.
The Minister said:
“Labour is clearly determined to play political games by widening the Bill’s scope.”
The only people playing political games here are the Government. Attempting to use the fact that my party is stronger on animal welfare to justify the decision to scrap that Bill is a strange thing to do. I am proud that Labour is the party of animal welfare, although if the Minister is so convinced I am running the agenda on animal welfare, perhaps we should swap places. Perhaps he should also take a look over his shoulder, because we know how many of his colleagues behind him on the Government Benches want this legislation and our reasonable and necessary measures to strengthen it. If every Department chose his approach, the Government would have to scrap every Bill. Oppositions are here to oppose. If the Government cannot handle basic scrutiny, it calls into question their ability to govern at all.
The last time the Bill came before the House was October 2021—three Prime Ministers ago. Why has it taken the Minister so long to come to this decision? As with the Animals (Low-Welfare Activities Abroad) Bill—another world-leading piece of animal welfare legislation scrapped by the Government—the Minister promises that the Government’s commitments can be delivered more efficiently via single-issue Bills. It is interesting to note then that they still have not banned the import of fur and foie gras, as promised in that Bill.
This morning in DEFRA orals, the Secretary of State gave a strong assurance that the import of pregnant dogs and dogs with mutilations such as cropped ears will be banned. Will the Minister provide a timeline for the proposed single-issue legislation for all the promises made in the kept animals Bill? I would be particularly interested to hear a date for the legislation to ban imports of young, heavily pregnant or mutilated dogs, as was so clearly promised just four hours ago.
Earlier this week, the Dogs Trust, supported by more than 50,000 people, appealed to the Prime Minister directly, urging the Government to pass the Bill. It and numerous other organisations have campaigned tirelessly for the reforms that the Bill was intended to introduce, and I put on record my gratitude for their unrelenting work. It is not just animal welfare groups that are passionate about this issue; Britain is a nation of animal lovers, and we would be hard-pressed to find a Member who does not receive multiple emails, letters and phone calls every day on these issues.
This statement is not what the public want, it is not what our dedicated animal welfare charities want and it is not what the Labour party wants, so why will the Government not listen? Is it that Ministers lack the courage to act in the face of internal party opposition, or have they lost control of their own Back Benchers? It is maddening to watch as, time and again, this Government make cruel and callous decisions with no regard for their real-life impact. Although not surprising, today’s announcement is a huge step backwards for animal welfare and a blatant dismissal of public trust and expectation. The Tories are not committed to animal welfare; they are committed to self-preservation, and they are taking increasingly reprehensible measures as a result. Is it really too much to ask to live in a country where issues such as the welfare of our animals are put above the interests of a party desperately clinging on to power?
Make no mistake: Labour is the party of animal welfare. From ending the testing of cosmetics on animals and banning fox hunting to tightening the rules on the transport of live animals, my party has always led the way when it comes to protecting animals. The Government cannot get away with this. It is time for them to be held accountable for their constant dereliction of duty and contempt for the people that entrusted them to lead. If they cannot meet the challenges before them, they should step aside and let a party that can.
I think that was a demonstration of the games the hon. Member seeks to play and would like to play, but while he plays his political games, we are getting on with delivering for animals. I can reread the list of all the things we have delivered, and even he had to acknowledge that it is an extensive list.
We have committed ourselves to delivering the measures in the kept animals Bill, and we will deliver them. Live exports are a very good example. Not a single live animal has been exported since we left the European Union. We will close that loophole and make sure we deliver. We continue to be committed to delivering on puppy smuggling. There will be a statutory instrument this year on keeping primates as pets. That was a manifesto commitment, and we will deliver on it very soon. Pet abduction is a very good example of where we can go further. In the kept animals Bill, we said we would protect dogs from abduction, and by approaching this in the way we propose today, we can include cats in that measure to protect them too. We are already making reforms to the Zoo Licensing Act 1981. We are engaging with the zoo sector to make sure that we can capitalise on the progress we have already made to ensure we deliver for those animals.
We are very proud of our record on animal welfare. We continue to be committed in this area, and we will deliver before the next general election.
I have campaigned for more than two decades for an end to the live export of animals for slaughter, so I have to say I do feel a sense of frustration and disappointment that the kept animals Bill is not going to come back to Parliament. I really appeal to the Minister and the wider Government to bring us a new Bill. Let us get on with this, and let us ban this cruel trade.
I thank my right hon. Friend for her question, and I pay tribute to her dedication in this area. As I said earlier, the good news is that not a single live animal has been exported during the time she spoke about. That gives us a window of opportunity to introduce this legislation, and to make sure that the practice is not reintroduced at any point in the future.
I am grateful for advance sight of the statement, and I do not dispute any of the actions referred to by the Minister. We always welcome any positive progress on animal welfare measures, but that is not entirely the point. We are evidently here to listen to a rolling back. Let us not kid ourselves that this is anything apart from that. There was a commitment to a kept animals Bill, but it has now been dropped like a stone, and on the afternoon of the last day before recess. We cannot be expected to be content to progress in that way. How can we believe the UK Government on animal welfare measures if that is how they behave? I am afraid the suggestion that this is happening because of some kind of scope-creep caused by Opposition Members stands up to no scrutiny at all.
I can see why it may suit the Government to say that, rather than pursuing the kept animals Bill, they will deal with individual issues. Of course, that is the same trick they did with the employment Bill. What that meant in reality was a lowering of standards, a cherry-picking of commitments to suit their own Back Benchers and an entirely unsatisfactory situation. We have the same worries here. I am very concerned about the evident lack of will from the UK Government to act decisively to ban foie gras, for instance, despite the unforgivably cruel way in which it is produced. Why on earth will they not commit to that? They seem to be missing in action, as far as I can see, on fur. I would certainly welcome a ramping-up of progress on puppy and kitten smuggling. When will that happen? I would like to hear from the Minister on all those issues and to know when we can expect to see action.
While the UK Government have been shilly-shallying on all these issues, the Scottish Government have pushed ahead with the Hunting with Dogs (Scotland) Act 2023, which closes loopholes that had permitted illegal hunters to use trail hunts as a fig leaf for their crimes. I ask the Minister, will the UK Government follow the Scottish Government’s example and ban the loopholes that have permitted English and Welsh hunters to continue their illegal and immoral blood sports?
I thank the hon. Lady for her questions, but also for her acknowledgement of the huge amount of progress we have already made. [Interruption.] Well, she acknowledged the list of things that we have delivered as a Government. The point is that we are still committed to delivering all of the measures in the kept animals Bill. I think that, with a number of the commitments we have made, we can actually go further and deliver these things faster than they would have been delivered by pursuing them through a single Bill. We remain committed to delivering them, and we will deliver them in good time.
MBR Acres is a facility in Huntingdon that breeds beagles for the purposes of animal scientific testing. A number of my constituents have written to me raising serious concerns about the inhumane and cruel treatment to which some of those dogs are subjected. Will the Minister consider meeting me to discuss how some of the measures he has announced might be made applicable to those animals? Will he also consider closing the loophole in the Animal Welfare Act 2006 which says that animals bred for the purposes of scientific testing are exempt from its protection?
My hon. Friend will be aware that there is already an extensive amount of legislation on the statute book to protect animals. However, it is always a pleasure to meet her, and I am sure we can arrange a meeting either with me or with another relevant DEFRA Minister.
The hon. Gentleman will be aware that fur production is already banned in the UK. We launched a call for evidence on fur, and we will publish the results very soon.
The UK proudly has some of the strongest animal welfare protections in the world, and my right hon. Friend is right to highlight the progress that His Majesty’s Government have made on animal welfare. However, there are a number of areas where we can do more, and one such area is the dangerous importation of heavily pregnant dogs as part of the puppy smuggling trade. Will my right hon. Friend please outline how we can quickly move to better protect animals from this cruel trade? While others seek to play politics, I am happy to help the Government to deliver that.
I am grateful to my hon. Friend. He will be aware that stopping puppy smuggling is a manifesto commitment. We know there is a huge amount of support among parliamentarians and stakeholders for stopping it. It is a priority of ours for a single-issue Bill, and such a Bill would give us the opportunity to bring forward additional measures. For example, under the kept animals Bill, bans on imports of young puppies, heavily pregnant dogs and those with mutilations, such as cropped ears or docked tails, would have been implemented through secondary legislation, which would have taken quite a long time. Under this route, we will be able to do that much more quickly and to deliver it sooner than we would have done.
I do not know whether the Farming Minister is watching the latest series of “Succession”—he might find all the Machiavellian antics, betrayal and backstabbing a bit too much like taking the day job home—but the actor Brian Cox, who plays Logan Roy in the series, is backing Compassion in World Farming’s campaign to ban factory farming. How is the Minister, with this very petty and piecemeal approach to animal welfare legislation, going to get our farm animal welfare standards up to the point that all consumers and all our voters want to see?
I would point the hon. Lady to our track record of introducing regulations for minimum standards for meat chickens, banning conventional battery cages and introducing CCTV in slaughterhouses. We really have made huge progress on animal welfare. I also pay tribute to UK farmers up and down the country, who get out of bed in the early hours every morning to look after their animals, and to make sure they are well tended and well cared for. I think we have a very proud record of animal welfare and animal production in the UK.
I thank the Minister for reminding me of the work this Government have done on dog welfare, particularly on puppy breeding and protecting service dogs. Would he consider supporting Emilie’s law, which I introduced this week as a ten-minute rule Bill? It seeks to make it a criminal offence if somebody allows their dog to irresponsibly kill another dog, which is a loophole in section 3 of the Dangerous Dogs Act 1991. We protect service dogs and assistance dogs if somebody’s dog injures or kills them, but we do nothing at the moment for pet dogs. Will the Minister sit down with me and consider supporting Emilie’s law?
I am grateful to my hon. Friend not only for drawing that to my attention now, but for doing so in private. I can only imagine the stress and upset of someone having their dog attacked by another dog in a public place, and that ending up in the fatality of their pet. I am more than happy to meet my hon. Friend to discuss how we can assist her with it.
I and many other Labour Members have long called for the kept animals Bill to be brought back to the House so we can work collectively with the Government to deliver on animal welfare, not to mention to deliver on the Conservatives’ solemn pledge in their last election manifesto. However, many Tory Back Benchers are weak on animal welfare and on action, and today’s statement shows that Ministers do not have the courage to face down so many rebellious Conservative Back Benchers. The kept animals Bill was originally delayed because Ministers could not agree on policy in line with their Back Benchers. Does the Minister agree that today’s statement binning the Bill, and letting down millions of British animal lovers, demonstrates that the Government no longer have control over their Back Benchers?
That is just wrong. This demonstrates that we think there is a better and more efficient and effective way to deliver the things we have committed to. The good news is that the hon. Gentleman will have the opportunity to help and support the Government in delivering them as these measures go through the House, albeit in a different format. I look forward to seeing him in the Lobby supporting the measures we are going to bring forward.
My constituents do not really care whether these issues are dealt with in one big Bill or a series of single-issue Bills; what they are concerned about is that the Government deliver on the promises they made to protect animals from cruelty. My constituents are no different from the Minister’s, and many of them write to me regularly about animal cruelty issues and about how they want the Government to act.
Unfortunately, many of the proposals the Government are promising to bring forward today cannot apply in Northern Ireland because the laws in Northern Ireland are made not by this Government but by the European Union as a result of the Northern Ireland protocol and the Windsor framework, including those on the export of live animals, the import of mutilated dogs, hunting trophies imports and—if the Government decide to bring forward legislation on it—the import of foie gras. What can the Minister do to ensure that my constituents have the same benefits of such legislation as those in other parts of the United Kingdom?
Characteristically, the right hon. Gentleman speaks directly and frankly, and I support lots of his comments about wanting to deliver on animal welfare. We are trying to achieve that through this statement, albeit through a different vehicle from that originally proposed. He tempts me to stray into areas that are way beyond the remit of the Department for Environment, Food and Rural Affairs, but I know his concerns are recognised in Government Departments and not least in Downing Street, and I know that they will seek to help him with the challenges he faces.
I had the pleasure of visiting the Dogs Trust facility in my constituency last year, where I saw the excellent work it does and heard about its campaign against puppy smuggling. The Minister has yet to explain the timetable for this separate single-issue Bill, even though he has been asked a number of times, including by those on his own Benches. It is important to note that there is concern not only among Dogs Trust supporters; in the last few minutes, the Conservative Animal Welfare Foundation has said that it, too, is deeply disappointed by this statement and that it represents a huge “missed opportunity”. These are not party political games; the same message is coming from Conservatives, the Opposition and animal lovers across the country. Can the Minister give us a firm timetable for dealing with the cruel practice of puppy smuggling?
I am glad the hon. Gentleman recognises that we continue to be committed to delivering on puppy smuggling, but the measures in the kept animals Bill will now be divided into smaller, bite-sized chunks so that we can get through them and deliver them more quickly. Instead of being bogged down in endless amendments and political games, we can now get on and deliver on all these commitments, and expedite the process of making sure we get them on the statute book.
My predecessor, Neil Parish, was chair of the all-party parliamentary group on animal welfare from 2010. Like other farmers in the west country, he cared deeply about welfare standards. That was evident to me last weekend when I visited the Devon county show. The Australia and New Zealand trade agreements will come into effect next Thursday, in spite of opposition from my party. The Australia trade agreement
“simply opens up UK agricultural markets for Australian produce, whether or not produced to the same standards that are legally required of UK farmers.”
Those are not my words, but those of the National Farmers Union. Does the Minister agree?
I, too, had the privilege of visiting the Devon show and meeting west country farmers and seeing the brilliant livestock they produce to the highest welfare standards. The hon. Gentleman is factually incorrect on the Australia trade deal: we specifically and deliberately excluded pork, poultry and eggs from that deal because they did not meet the welfare standards we expect in the UK.
The Minister is right to say that we are a nation of animal lovers, which is why today’s announcement to drop the kept animals Bill is such a disappointment and such a failure by this Conservative Government, so will the Minister apologise to the millions of animal lovers up and down the country who were expecting this legislation to come through?
What I can do is reassure the hon. Lady that we are still committed to delivering all those measures in the kept animals Bill, but we will do that more quickly, efficiently and effectively than we would have done using that vehicle. So the commitment has not changed; only the vehicle for delivery has changed.
Whipsnade zoo carries out fantastic, world-leading conservation work, which I have been lucky to see at first hand. Thousands of my constituents wrote to me during the pandemic calling on Government support for zoos, which never came. Then there was the incompetence over Brexit negotiations, which stalled conservation work even further, and now they have dropped zoo standards entirely. Why are they so weak? We are indeed a nation of animal lovers; it is a real shame that this Tory Government are not.
The hon. Lady is factually incorrect. First, I pay tribute to the zoo sector. A number of zoos up and down the country have the highest welfare standards and the best work and research into supporting endangered species anywhere in the world. We enjoy a close working relationship with the zoo sector and will continue to capitalise on this to identify non-legislative ways of reforming the sector, including boosting the excellent and valuable conservation work they do, and by the end of this year we will publish updated zoo standards, which we have developed in collaboration with the sector and zoo experts along with the Zoos Expert Committee, and we will raise standards and make enforcement even more effective.

We are in the exceptional circumstances of having had three statements, business questions and an urgent question today, which puts a lot of time pressure on the two Backbench Business debates. Clearly they are both about important subjects, so the decision has been taken by the movers of the second debate to postpone it until a future date, and I think that is absolutely the right thing to do. Those who are present for the second debate are therefore not needed and may go home or attend to other business.

Commons ChamberThe Department meets regularly with food retailers to discuss a range of issues, including the impact of food inflation. Most recently, on Tuesday the Chancellor and the Secretary of State met a number of food and drink manufacturers. We will continue that engagement to ensure consumers have access to a range of affordable food, in recognition of the pressures people are feeling at home.
I thank the Minister for his answer. My constituents in Lichfield and Burntwood, and people in the rest of the country, are enduring high food inflation, as are those in the rest of Europe. What controls—if that is the word—do we have to ensure supermarkets do not take unfair advantage and excess profits from wholesale prices?
I thank my hon. Friend for his question. Retailers work to ensure strong that competitive pressure remains in the marketplace. However, the Competition and Markets Authority announced last week that it is looking into the grocery sector to see whether any failure in competition is contributing to prices being higher than they would normally be. The CMA will focus on areas where people are experiencing greater cost of living pressures. My hon. Friend will also be aware that the Groceries Code Adjudicator will remain separate from the CMA and can take up investigations should it choose to do so.
Food price inflation remains at the eye-wateringly high level of 19%, causing misery to millions. The UK Farm to Fork summit provided an opportunity to tackle inflationary pressures across the supply chain, but the Secretary of State’s written statement did not mention inflation once. Can the Minister say if there is a plan to rapidly reduce food price inflation—and if not, why not?
The hon. Gentleman will be aware that one of the Prime Minister’s main targets is to reduce inflation. Clearly, food makes up a huge part of that inflationary pressure. Pressures in global markets are driving up energy and food, not least because of Vladimir Putin’s illegal invasion of Ukraine, but we are working closely with retailers, producers and processors to ensure we can strip out as many of those pressures as possible.
Food inflation is running at almost 2%, lower-standard imported eggs are on supermarket shelves because our producers are being undercut, and today record immigration numbers are announced, but the wrong people—we do not have the people to produce food in our fields. What are the Minister and the Secretary of State, who are responsible for our food system, doing about all that? Are they just innocent bystanders?
Once again, the hon. Gentleman is a little disingenuous. The immigration figures were partly driven by people coming from Ukraine and Hong Kong. I recognise that we need help and support in the labour market. That is why the Government have issued 45,000 visas, with an extra 10,000 top-up not only for this year —we have already have stated we will do that again next year—to give growers and producers the opportunity to source the labour they need to harvest vegetables and fruit.
Last week’s most vaunted Farm to Fork Summit, from which the Scottish Government were excluded, was described as an “empty meeting” by food and farming industry representatives, with no action on price or food inflation discussed, and one that
“did not touch on the fundamental problems of food price inflation”.
In addition, Ministers offered no commitment in response to a call by the National Farmers Union to stop Britain’s self-sufficiency in food slipping below its current level of 6%. Does the Minister agree with the National Farmers Union’s assessment of the summit? If not, what concrete outcomes does he think it achieved on food price reduction?
I do not know whether the hon. Lady lives in a different universe, because the NFU welcomed the food summit. It requested it and it was grateful that it took place. It was a huge success, pulling together retailers, processers and primary producers to get under the skin of the challenges that we face as a country. We will solve those challenges by working together. Many people celebrated that Farm to Fork Summit, as should she, rather than criticising it.
We have regular discussions with Cabinet colleagues on a range of issues, and as halving inflation is one of the Government’s top priorities, it is discussed regularly. Recent discussions have covered the substantial package of support from the Department for Work and Pensions and the Treasury that is already in place, and we continue to meet retailers and producers to explore how they can further support their customers.
Families on lower incomes have no choice but to spend a much bigger proportion of their income on basic foodstuffs than those of us who are lucky enough to be better off. With inflation for many basic foodstuffs still running at over 30%, thousands of my constituents are facing real cost of living increases that are probably double the official rate of inflation. Government targets are all very well, but my constituents cannot eat targets. Can the Minister give any indication of how much longer my constituents will have to wait until the real price of their food shopping bill comes back to what it was just two years ago?
Of course we recognise that challenge, and that is why we are protecting the most vulnerable households. The Chancellor of the Exchequer has introduced targeted support worth £26 billion to support those very people. More than 8 million households are eligible for means-tested benefits. They will receive extra cost of living payments totalling £900 per household in 2023-24, and over 99% of the cost of living payments for this year have already been made.
Will the Minister ensure that our farm support programmes, as well as delivering crucial environmental goals, make it easier for farmers to make a living from growing food? That will feed through into lower food prices.
It is worth stating again that food production is the primary purpose of farming in this country. We will always back our farmers to produce great-quality, high-welfare food, but we can do that at the same time as improving our environmental output and biodiversity.
As I said earlier, tackling inflation is the Government’s No. 1 priority, and we have a plan to halve inflation this year. We have provided significant support over this year, worth more than £3,500 per household. That includes direct cash payments to the most vulnerable households, as well as uprating benefits and the state pension by over 10% in April.
According to this week’s inflation data, the cost of sugar and some cooking oils is up nearly 50%, but the prices that people see in the supermarkets for some products are up 100% and above—I hope the Competition and Markets Authority will get to the bottom of that. It is no wonder that food banks are facing record levels of need for support. Between April 2022 and March 2023, the Trussell Trust distributed more than 1 million parcels to children, reaching this grim milestone for the first time in its history. What is the Department doing to ensure that, when food banks are overwhelmed, the Government are there to step in?
The hon. Gentleman will be aware of the household support fund. The Chancellor of the Exchequer introduced a huge £26 billion package of support for the most vulnerable households, to get them through the pressures they are feeling. We are subject to the global pressures driven by Vladimir Putin’s invasion of Ukraine, which has caused huge ripples not only in the UK but around Europe. We will back those people, and we will support the most vulnerable in society.
The hon. Lady should be aware that I meet British Sugar regularly. We are keen to help and support it with new technology, with investment in genetic technologies to improve sugar beet yields. We will continue to have those conversations. We are very much aware of the pressures on global sugar prices, which is why we need a thriving and productive sugar market here in the UK.
My local farmers have told me that they need their seasonal worker visas extended to a nine-month period from six. Will the Department work with the Home Office to have that extended?
I thank my hon. Friend for her question. We are very aware of the challenges those businesses are facing, which is why we have increased the number of visas. We have also rolled over 45,000 visas to next year, with an extra 10,000 if required. We will continue to have conversations with our friends at the Home Office on how we can best support that sector.
Although showing some progress, the NFU’s latest digital technology survey reveals that only 21% reported reliable mobile signal throughout their farms and fewer than half have adequate broadband for their business. What is my right hon. Friend doing with her counterparts in the Department for Science, Innovation and Technology to ensure that rural businesses are prioritised for increased connectivity.
My hon. Friend is absolutely right: of course we need good broadband and good connectivity across rural areas. We continue to have conversations with our friends in the Department to make sure that this is delivered, as it is a priority of the Government.
The right hon. Gentleman will be aware that we have been able to get fishermen on to the shortage occupation list. The Home Office has conceded on that so that those people can now make use of that process. We shall continue to have conversations with both the fishing industry and the Home Office to try to help the industry. The good news is that, following our leaving the EU, we do now have the opportunity to manage our own fisheries and we have been able to increase quotas, and the amount of catch and fish that is landed has now gone up.
This week, the Environment, Food and Rural Affairs Committee visited a Dogs Trust rescue centre as part of our inquiry on pet welfare and abuse. Each year, huge numbers of puppies, heavily pregnant dogs and dogs that have had their ears horrifically cropped are smuggled into the UK. Can my right hon. Friend reassure me and the House that the Government are committed to stamping out these horrific practices by bringing back the appropriate animal welfare legislation?

Commons ChamberI draw the House’s attention to my declaration of interests. With permission, Mr Speaker, in addition to the written ministerial statement that I tabled today, I would like to make a statement regarding today’s publication of the Government’s response to the Rock review of tenant farming in England. It is the next step to support farmers in all corners of the country, who are at the heart of our rural economy, following the UK farm to fork summit last week in Downing Street.
I thank Baroness Rock, who is in the Gallery observing our proceedings. Her tenacity, hard work and dedication alongside the Tenancy Working Group has resulted in this important review. I also thank the former food and farming Secretary, my right hon. Friend the Member for Camborne and Redruth (George Eustice), who is in his place, for initiating the review.
The House will be aware that my background is in dairy farming—four generations deep in Nottinghamshire, in rural Sherwood. We are a family business that is now diversified; it is focused on farm retail, with some beef, lamb, potatoes and a bit of arable. I know at first-hand how important farming is to our economy and to keeping the country fed. That is what farming is for.
One of the first actions taken by this Secretary of State was to announce detailed plans for the nation’s farming sector, with our environmental land management schemes having something to offer every type of farmer. We are making it easier for farmers to apply, and this year we have improved the application process. We have also increased the rates and broadened the scope of countryside stewardship. The process for applying for the sustainable farming incentive is now much more efficient, and we want that to continue. We are going to upgrade the countryside stewardship service so that applications take a similar amount of time. By this time next year, we will be encouraging many more farmers to get involved.
The Government support tenant farmers because there is no better way to bring new people into the sector. From day one of the agricultural transition, we have worked with tenants, utilising their knowledge and experience through our programme of tests, trials and pilot programmes. Their input has helped us develop schemes that are as accessible as possible to all sorts of farmers. I will say to the House what I say to every farmer I meet: “Have a look at our schemes and get involved.”
We commissioned the tenancy working group, chaired by Baroness Rock, to carry out a comprehensive review of tenanted farming in England. We did that because we recognised how crucial the tenanted sector is to a successful agricultural transition. Since then, we have been working with Baroness Rock and colleagues across Government to give full and considered attention to the review’s insights and recommendations. Our response today builds on the considerable progress that we have made since the review was commissioned to implement its ongoing feedback, and sets out the further actions we are taking in response to the review.
For example, we have already made it easier for tenants to participate in the sustainable farming incentive, by offering three-year agreements. We have also made all our productivity grants accessible to tenant farmers, including the £168 million of investment we will launch across 2023. Furthermore, as a result of our continued commitment to tenants, around half of the 22 long-term, high-ambition landscape recovery projects selected in the first round involve tenants working with other farmers and land managers.
As the review recommends, we have launched a consultation on extending inheritance tax relief to include land in environmental land management schemes. We hope this will provide landlords and tenants with more flexibility to diversify their land. The tax consultation also explores an option to limit inheritance tax relief to land let out for a minimum of eight years. That could provide tenant farmers with greater certainty over the length of tenancy agreements.
Today we have set out further actions that we will take. We agree that tenant voices must be heard in the development of Government policies and that we must remove any remaining barriers to accessing our farming schemes. That is why we are today announcing a new farm tenancy forum, which will improve the way we communicate with the sector and help us make our schemes as accessible as possible to tenants. The new forum will put a more formal engagement and feedback structure in place between DEFRA and the tenanted sector. The forum will support the implementation of the Government response to the Rock review, feeding back real-world experiences and insights on progress.
In response to the review, we are pleased to announce that the Royal Institution of Chartered Surveyors has, within its public interest remit, come forward to lead the development of a code of practice, collaborating with industry bodies on expected standards of socially responsible behaviour for all parties involved in agricultural tenancy agreements.
The review also recommended examining the potential need for an independent tenant farming commissioner or ombudsman in England. In response, we will be launching a call for evidence this summer to explore the benefits and impacts of how this might work in practice and how such a role might fit within existing procedures and regulations.
We agree with the review that the tenanted sector has an essential role as a route into farming for new entrants. We will commit to assess how our new entrant support scheme pilot supports farmers to gain new tenancies, and we will present emerging findings to the new farm tenancy forum to embed the views of the tenanted sector in our schemes. The Government support tenant farmers because this is one of the best routes to bring new people into the sector.
As I have set out, we have already made progress on actioning this important review. Today, we are announcing a new forum to embed tenants further in policymaking. We will also publish a new industry-led code of practice and launch a call for evidence on the proposed tenant farming commissioner. We will deliver for tenant farmers and for all farmers. I commend this statement to the House.
I thank the Minister for advance sight of his statement. I also thank Baroness Rock and all those involved in the tenancy working group, because theirs is an excellent report. The Government have clearly spent a long time—eight months—considering it. Although we are pleased to see the response at last, we are slightly disappointed that it takes a rather piecemeal approach. Perhaps the Minister could start by telling us how many of the 74 recommendations the Government have chosen to adopt.
This is a complex subject, and we probably need more time to debate it properly. However, let me start by restating why it matters: with half of England’s farmland tenanted, we are not going to achieve the transition to a more sustainable form of food production and restore nature without getting this right. There is a problem—long acknowledged—that farm business tenancies now average just 3.2 years. Although constant renewals and negotiations might be good for land agents, that is too short-term, and it is often too difficult for tenants to get involved in the schemes the Government are bringing forward.
Although we welcome the fact that entry to the sustainable farming incentive has been made possible through three-year agreements, I note that the Minister said in his statement that we must “remove any remaining barriers to accessing our farming schemes.” Of course, those schemes are much more than just the SFI. Will he therefore tell us why he has not accepted the proposals from the Rock review to make it easier for tenants to enter the tier 2 and tier 3 versions, since that is where the majority of these schemes, such as those for countryside stewardship and landscape recovery, are likely to lie? That really matters. With so much now being pushed out through the countryside stewardship scheme—a debate for another day, perhaps—it could be a problem.
The Minister may be able in passing to update us on the current uptake of the SFI, which I fear—I suspect he shares this view—is still disappointingly low. What assessment has he made of the number of tenants who are likely to enrol, particularly in the countryside stewardship scheme and in landscape recovery level 2? I am told that 70% of tenants routinely do not get consent from their landlords, and I wonder what his estimate is. The danger is that, for all the fine words, too many tenants will still not be able to access environmental land management schemes.
I welcome the comments from the Minister and in the Rock review about the potential benefits for new entrants. We are, of course, still waiting for more details on the new entrants scheme—interestingly, the Government produced the exit scheme a while ago. Will the Minister tell us where he has got to on the new entrants scheme?
The Minister may recall that, during the passage of the Agriculture Act 2020, a previous Secretary of State assured us that moving away from basic payments under the common agricultural policy would see rents fall. Will the Minister tell us what has happened so far, as we approach the halfway point in the agricultural transition?
In general, does the Minister agree that we need a structural change to move to long-term agreements? That was one of the key conclusions from the Rock review. I heard nothing in his statement to that effect, even though this was a fundamental point.
The review found that the constant renegotiation of tenancies is problematic in itself. As Baroness Rock told the Oxford farming conference—the Minister and I were both there:
“Too often we found an overly short term, commercial and acerbic approach to the management of tenanted estates.”
I wonder whether the Minister agrees with that comment. I also wonder whether anything in his statement this morning will remedy the increasingly common situation where tenanted land is lost as landlords seek to put land into woodland or other uses, thus reducing the scope for food production.
We welcome the establishment of the farm tenancy forum, but will the Minister clarify what its role will be? The danger is it will just be a rolled-over version of the long-running tenancy reform industry group. What will its task be? Who will serve on it? What will its terms of reference be?
We welcome further consideration of a tenant farming commissioner, but does the Minister not understand that the problems facing tenants are real and present now? What further information does he expect from yet another consultation? Is that in fact just an attempt to long-grass this recommendation? Is the Minister taking forward the recommendation that the Law Commission investigate this complicated area?
There are many detailed questions that should and will be asked—more than can be accommodated today—but let me conclude on a positive note by welcoming the involvement of the Royal Institution of Chartered Surveyors in developing a code of practice. This is a complicated and important area, and it is vital to everyone’s interests that collaborative ways forward are established.
I am grateful to the hon. Gentleman for that one little nugget of positivity. We have already adopted most of the recommendations in the Rock review. He characterised that action as piecemeal, perhaps because throughout this process we have been liaising with Baroness Rock and the tenancy working group, listening to their recommendations and ensuring that we take them into consideration as we design the new ELM schemes. We will naturally consider further items as we proceed, and the farm tenancy forum is being established so that we can continue to receive that good advice.
Of course we want tenants to be involved in the SFI. The hon. Gentleman knows that we ran pilot schemes which have been quite successful. He knows that we have listened to farmers who have engaged with those pilot schemes, and, in response, have adapted, changed and tweaked them. We will launch six more standards under the SFI this summer, and we will be saying to farmers, “Now is your moment to get involved, to take a look at these new schemes”. We want them to think about how they embark on the journey of our transition away from bureaucratic EU systems such as the single farm payment and towards a new system that will enable us to support farmers’ food production and to benefit the environment and increase biodiversity at the same time.
There are, of course, good landlords and good tenants, and some poor landlords and some poor tenants. We want to allow flexibility for good landlords and good tenants, and to hold to account those who are not adopting the right course of action. I noted that the hon. Gentleman’s question contained no recommendations or policy from Labour. There is a gaping void in Labour’s rural policy: it is an urban-based party that does not understand rural communities and does not understand the farming sector. The Conservative party is the party of rural communities, and we will always stand up for those communities and for farmers.
I, too, pay tribute to Baroness Rock and her working group. She has engaged with me and with my Committee, the Select Committee on Environment, Food and Rural Affairs, which launched its report on the tenanted sector this morning.
Does the Minister agree that as we move from direct payments to more environmentally linked payments, there will always be a limitation on which schemes tenants can participate in because of their long-term nature? Does he also share my concern about the possibility of perverse incentives for landlords to take land back from tenants for purposes such as the creation of solar farms, rewilding and forestry?
I pay tribute to my right hon. Friend and his Committee for their work. We want to avoid any such perverse incentives. We do not want to motivate landlords to take land from tenants for the purpose of, for instance, rewilding, or to remove them from the sector for any reason. We want to encourage a positive working relationship.
There are, of course, some challenges. If, for example, a tenant applies for a grant under our new slurry scheme to introduce physical structures that will last well beyond the length of the tenancy, the landlord will need to have some engagement in the process and to support that tenant. We want to open up these grants to tenants as well as owner-occupiers, so that tenant farmers can invest in their productivity as well as their sustainability and their ability to make a profit.
I welcome and broadly agree with the review, and pay tribute to Baroness Rock and her team for their hard work. I am grateful for advance sight of the Minister’s statement, which also included much encouraging information. However, the Government have dragged their feet in responding to the review, and many of the policies that will affect tenant farmers have already been set in train, which is one reason why a mere 27 of the more than 1,000 farms in my constituency, roughly half of which will be tenanted, have taken part in the SFI so far.
I think the Government should stand rebuked by two particular elements in the review, and I should like them to look at those again. First, does the review not remind them to ensure that landscape recovery includes tenant farmers, and that the landscape cannot be gobbled up by water companies and large estates, which is what is beginning to happen? Secondly, given that many tenant farmers in Cumbria and elsewhere are upland farmers, does the Minister recognise that the intention of funding environmental schemes via the system of income forgone discriminates against the uplands and will force many hard-working tenant farmers out of the industry altogether, to the detriment of our environment and of food production?
I thank the hon. Gentleman for his warm welcome for the report and our response, but I think that some of his characterisations are a little misplaced. Let me say first that in designing the ELM schemes we took account of the feedback we were receiving from those conducting the review. We were in possession of it when it was published some time ago, and we worked with the group to ensure that we were taking it on board. Secondly, of course we want to support upland farmers. We want to support all tenants, to ensure that they have the best possible opportunity to make a living, and to protect the beautiful landscapes that we see not only in Cumbria but in the south-west and other places with landscapes that matter to the British people.
Let me say this, gently, to the hon. Gentleman. He will be aware that the Liberal Democrats entered into the political game of trying to keep our farmers tied to the bureaucratic EU land-based subsidies by tabling a motion in the other place. Under that system, far too much time was spent on burdening farmers with complex sets of rules, and on debating whether a cabbage was the same as a cauliflower for the purposes of the three-crop rule. We have to move on to a different place, and that is what we are doing. The hon. Gentleman can play his political games, but we will look after those farmers and ensure that the system works for them.
I commend the comprehensive piece of work done by Baroness Rock and I welcome the statement, but I want to make two points. First, probably the most powerful thing that the Government could do to improve the accessibility of the schemes to tenant farmers is to make agreements assignable from one tenant to the next. I wonder whether any progress has been made on that option. Secondly, if we want to help tenant farmers, we must make it as easy as possible for landowners to bring land to market for rent. Historically, under the Law of Property Act 1925 and the Agricultural Holdings Act 1948, landowners had a right to rent out their land, but following pernicious lobbying by the banking industry that was taken away through section 31 of the Agricultural Tenancies Act 1995, and they now need permission from a bank. Will the Minister consider repealing section 31 as part of the ongoing review?
I pay tribute to my right hon. Friend, who triggered the Rock review and set it up in the first place. His knowledge is evident to the whole House. I will look into his specific questions and get back to him, but many of these issues can now be reviewed by the farm tenancy forum, and I think that that will be an opportunity to get under the bonnet and inform ourselves much more directly than we have in the past.
I thank all the farmers in Stroud Valleys and Severn Vale for everything they do for food production. I also welcome the farming focus from Baroness Rock and, indeed, the Prime Minister—and Kaleb from “Clarkson’s Farm”, who is a firm favourite in our household. Does my right hon. Friend agree that we must keep tenant farmers farming for generations, and look at how we are encouraging young farmers into the businesses that are so vital for our country?
My hon. Friend will be aware of my background. I think that if ever there was a moment in history when we needed the brightest and most inspired people to come into the sector and embrace food production, as well as solving the challenges of climate change, that moment is now. As for encouraging young people into the sector, we can all play our part in providing a positive image of food production and farmers to ensure that that next generation becomes involved.

I thank my right hon. Friend for his statement. Dorset Council runs a very successful network of county farms, which are becoming rarer but are still, in my view, important. Can my right hon. Friend say whether his statement will be of benefit to the tenants of those county farms?
I hope that it will be of benefit to all tenant farmers, whether they are on a county farm, have a private landlord or a non-governmental organisation as their landlord. We want to support all tenants, but I recognise the huge contribution that county council-owned units have made and Dorset has certainly been exemplary in showing how they can benefit tenants by establishing the stepping stone to getting into an agricultural business and getting on to the producing food ladder.
The creation of a new farming tenancy forum is a welcome move. Those voices are crucial and the next generation in East Devon will be vital. Does the Minister agree that the tenanted sector is vital for the future of agriculture and absolutely crucial for the food security of the United Kingdom?
I wholly agree with my hon. Friend. He will be aware that only last week I was in Devon talking to farmers in his constituency about the contribution they are making to keeping the country well fed and also protecting the beautiful landscapes that Devon has to offer. We want tenants in Devon and across the country to embrace and benefit from our new schemes and to continue to keep us well fed and look after the environment.
I welcome today’s report and the Minister’s statement. He will be aware of the rise in food prices and the pressure on land use, particularly in relation to rewilding and large-scale solar farms. What is he doing to ensure that we maintain food production and food security from tenants and non-tenant farmers alike?
I pay tribute to my hon. Friend. The farmers of Lincolnshire produce a huge amount of food for the nation. We need to invest in new technology and in productivity, to ensure that our farmers continue to become more productive. The good news is that we get about 1% more efficient every year as a sector—that is, we produce 1% more food from the same amount of land. We need to build on that productivity, which is why we are investing huge amounts in science, technology and innovation to make sure that farmers have the best access to new technology.

It is a pleasure to serve under your chairmanship, Mrs Harris. I thank the hon. Member for Cynon Valley (Beth Winter) for securing today’s important debate. I also pay tribute to her efforts in her constituency, and in her previous roles before joining this House.
We have seen food price inflation continue to rise. As the hon. Lady said, it was 19.2% in March 2023, up from 18.2% in February. That is the highest rate that we have seen in 45 years. I certainly recognise the impact that high food prices are having on household budgets and on tackling inflation, and this Government’s No. 1 priority is to lower—to halve—that inflationary rate this year. Yesterday, as she identified, the Prime Minister hosted the first UK Farm to Fork summit, which focused on how Government and industry can work together to bring great British food to the world, build resilience and transparency across the supply chain, strengthen sustainability and productivity, and support innovation and skills.
Can the Minister inform the House—my hon. Friend the Member for Cynon Valley (Beth Winter) touched on this—whether any trade union representatives were invited to the UK Farm to Fork summit held at Downing Street yesterday? I have tabled a written question on that, but the response was not very clear.
I am not privy to the whole guestlist, but of course there is a limit to the capacity in No. 10 Downing Street. There are lots of people who would have liked to be there whom we were not able to accommodate. However, it was important that we drew together industry leaders—retailers, processors, and primary producers—so that they could work together on delivering innovation in the sector, and so that they could try to lower food prices and not only make our great British food producers competitive across the world, but benefit our constituents.
Following that summit, we announced a package that includes a broad range of actions to strengthen the resilience of our farming sector and drive long-term sustainability. That includes a new set of principles to protect farmers’ interests in future trade deals, more funding to help producers export, plans to reduce red tape for farmers looking to diversify their income streams, and making it easier to build glasshouses in the UK.
Last week, the Chief Secretary to the Treasury met supermarkets to discuss the cost of food, and the Chancellor is meeting them again shortly to discuss how we ensure that consumers have access to a range of affordable food, in recognition of the pressures that people and producers are feeling. We have also provided significant support this year, worth an average of £3,500 per household. That includes direct cash payments to the most vulnerable households, as well as our uprating benefits and the state pension by 10% in April.
Food banks are a great example of the generosity of spirit of communities across the country. The Government do not have any role in the operation of food banks, as they are independent, charitable organisations that bring people in local communities together to support one another. However, recognising that good work, the Government will provide over £100 million of support for charities and community organisations in England. It will be targeted at supporting critical frontline services for the most vulnerable people—services that are struggling to meet increased demand.
The Minister has not yet addressed the idea of a windfall tax on supermarkets. Are the Government looking at that? Is the Minister saying that food banks are acceptable? That is what I took from what he just said. Surely we should be ending the use of food banks in the fifth-richest nation in the world. It is appalling that they exist.
I am grateful for the hon. Lady’s intervention. What I was saying was that I recognise the great work that those in food banks do. I recognise the work that the charitable sector does to support the most vulnerable. I am not saying that food banks should be the model for the future; I am saying that the great work they do should be recognised. The best way to get out of poverty should be through work and opportunities to earn a fair wage, so that people can afford to buy their own food.
On that point about wages, the Bakers, Food and Allied Workers Union found that four in 10 food workers are forced to skip meals. Over 60% of respondents to its recent survey said that wages are not high enough for them to meet their basics needs. The people who produce food cannot afford to buy and eat it. What does the Minister say to that?
We are slightly straying into the area of the Department for Work and Pensions and the Treasury, as the hon. Member for Cynon Valley indicated at the beginning of the debate, so I hesitate to comment too much. What I would say is that that is why the No. 1 priority of the Government is to get inflation under control. As the hon. Gentleman identified, the people who are most vulnerable and who are struggling to make ends meet are the people who are damaged by high inflation. In ’21-22, 93% of UK households were food-secure; that is virtually unchanged from’20-21, when it was also 93%. In ’21-22, 3% of individuals, or 2.1 million people, lived in households that had used a food bank in the previous 12 months.
My Department is working across Government to ensure that we have the right support in place to address rising food price inflation. More than 8 million households are eligible for means-tested benefits. Some will receive additional cost of living payments totalling up to £900 in the ’23-24 financial year. Over 99% of the first cost of living payments this year have already been made. For those who require extra support, the Government are providing an extra £1 billion of funding, including Barnett impact, to enable a year-long extension of the household support fund in England from April. That is on top of what we have provided since October 2021, bringing total funding to £2.5 billion. From April 2023, we increased the national living wage by 9.7% to £10.42. That represents an increase of over £1,600 to the annual earnings of a full-time worker on the national living wage; estimates suggest that could help over 2 million low-paid workers.
I once again thank the hon. Member for Cynon Valley for introducing this debate. I reassure her that the Government take food prices seriously. We will continue to work across Government.
I apologise to the Minister and the hon. Member for Cynon Valley (Beth Winter) for missing the first 30 seconds of the debate. The Minister talked about working on a cross-departmental basis. He knows that I have asked this question before. I am very pleased to see that the Government have not taken the Home Secretary’s approach to the seasonal agricultural workers scheme and the 45,000 visas. Will we get some security and certainty about the extension of that scheme over a longer period, so that farms can invest in the equipment they need to deliver different ways of picking our fruit and vegetables, and can train people?
I am grateful for the hon. Lady’s question. I hope she recognises that yesterday was a huge step forward in guaranteeing those 45,000 visas for next year. That allows farmers to plan for the future and organise next year’s staff rota. She also recognises the importance of innovation and investment in new tech. That is why the Government are investing millions of pounds in new technology and the development of agritech, including robotics and equipment to help farmers become more efficient. We will continue to work across Government and with industry to ensure that everyone has access to affordable food. I thank hon. Members for participating in the debate.

It is a pleasure to serve under your chairmanship, Sir Mark. I thank my hon. Friend the Member for Sittingbourne and Sheppey (Gordon Henderson) for securing this important debate. I draw attention to my entry in the Register of Members’ Financial Interests, which is a matter of public record.
Food is part of our local and national identity, and farming is vital to our country. The food and drink industry contributes £30 billion to our economy and employs over 4 million people. As the Secretary of State has said, we want to support our farmers and fishermen to grow their businesses and to help our rural communities grow and thrive. I have just returned from the Prime Minister’s UK Farm to Fork summit in No. 10, which brought together the Government and the whole food supply chain. It was a great opportunity to boost co-operation and promote all elements of our world-renowned farming and food industries.
I recognise that this has been a challenging year for farmers and consumers alike. Russia’s illegal war in Ukraine, aftershocks from the pandemic and a historic outbreak of avian flu are having a global impact. That is why we are supporting our farmers by reinvesting £2.4 billion per year into the sector through new farming schemes, and by paying direct payments in England in two instalments—the next one is due in July—to help farmers with their cash flow.
Responding quickly to global challenges, we continue to provide support through the energy bills discount scheme, and we have announced 45,000 visas for seasonal workers in the horticulture sector next year, to give security to those in the sector so that they can plan their business for the next 12 months.
It has been widely reported by farmers in North Shropshire, particularly dairy farmers, that although their input prices are astronomically high, for all the reasons the Minister has mentioned, they are being squeezed by supermarkets and their milk prices are starting to come down. Does the Minister welcome the announcement by the CMA this morning that it is going to look into price gouging by supermarkets, which the Liberal Democrats have called for over the last few weeks?
We will look with interest at what the CMA finds. That is something we have looked at closely ourselves. It will require food producers and farmers to come forward with evidence to support the CMA, but that is why we launched our own investigation into the dairy sector. We are due to come back any moment with our findings and recommendations for how to support dairy farmers.
We have also indicated that we are going to support the pork sector and ensure that contracts are fit for purpose. Once we have delivered on that, we will be keen to look at the horticulture sector and the egg sector to ensure that the marketplace is working fairly for all in the industry. That demonstrates how seriously the Government take these challenges and issues. We will step in when we feel the market is not working equitably for all involved.
Last June, we published the Government food strategy, in which we set out our vision for a prosperous agrifood sector that ensures secure food supply in an unpredictable world and contributes to the levelling-up agenda through good-quality jobs all around the country. In the last year, farmers have continued to put great-quality food on our plates. The UK Farm to Fork summit is the next step in growing the thriving food and drink sector, with the aim of seeing more British produce on supermarket shelves in the UK and around the world. The summit focused on how Government and industry can work together to bring great British food to the world, build resilience and transparency across the supply chain, strengthen sustainability and productivity, and support innovation and skills—many of the things that my hon. Friend the Member for Sittingbourne and Sheppey called for.
The Prime Minister has been clear that growing the economy is one of his top priorities, and growing the food and farming sector is key to that.
Does the Minister accept that farmers will only be able to help grow the produce if they are making a profit? Does he also accept that farmers are frustrated at retailers that too often force farm-gate prices down so that supermarkets can maintain their margins in the shops? We have to address that.
I understand my hon. Friend’s statement. It is right that we have a sharing of risk and responsibility in the supply chain and that primary producers get a fair price for their products. We also have to bear in mind that our consumers and constituents want to enjoy reasonable food prices. We do not want to drive food price inflation through the market, so it is important that we co-operate and work with retailers and those who manufacture in the food sector.
My hon. Friend referred to the Groceries Code Adjudicator and hoped that we would commit to keeping that as a separate authority. I can tell him that the Prime Minister announced this morning that we will keep the Groceries Code Adjudicator as a separate authority and it will not become part of the CMA, which I think is an indication of how important the sector is and that it requires its own Groceries Code Adjudicator.
Farmers should be paid a fair price for their produce. We have introduced new powers through the Agriculture Act 2020 to support the sector. We have made great progress in our reviews of the pig and dairy supply chains. We have recognised the impact of global events on the sectors in recent months, and the next reviews will take place in the egg and horticulture sectors, as I have already mentioned.
We can confirm, as I have said, that the proposed merger of the GCA will not go ahead. My Department has championed precision breeding, as my hon. Friend the Member for Sittingbourne and Sheppey indicated, through the Genetic Technology (Precision Breeding) Act 2023. Building on the successful passage of the Act, we will convene a working group to bring plant breeders, food manufacturers and retailers together to agree an approach that enables precision-bred products to reach the shelves as soon as possible.
We will also improve future support for horticulture by replacing the retained EU fruit and vegetable producer organisation scheme when it closes in 2026 with an expanded offer, which will include controlled environment horticulture as part of our new farming
schemes. We will help the controlled environment horticulture sector overcome barriers to accessing future support and make it easier to build new glasshouses through changes to national planning policy.
I welcome the support that the Minister is outlining, including that farmers should be paid a fair price. Right now in Aberconwy, upland farmers are being told that their land is no good and that it would be put to better use if planted with trees to help the environment. They are being told that meat is not a good part of the diet and that they should not raise livestock. Does he agree that meat does form part of a balanced diet, that raising livestock is among the best of upland farming practices, and that supermarkets have a role to play in talking about that because they occupy a privileged position right next to the customer?
I hesitate slightly because agriculture is a devolved issue, so it would probably be better for my hon. Friend to lobby the Welsh Government, although I acknowledge what he says. The beautiful landscapes on Dartmoor, Exmoor and the North York Moors are created by the sheep that graze those uplands. We as consumers can play our role in eating the view, as it were. The view that we see is directly related to the food that we consume. If we want to eat beautiful, top-quality Welsh lamb, we must do our bit to support beautiful, rolling landscapes such as the Brecon Beacons—I call it the Brecon Beacons because I have no idea how to pronounce the name that it is now called.
Recent global events facing growers and the wider food sector underline the importance of working together at every stage of the food system, from farming to manufacturing, distribution and retail. Following productive conversations at the summit, I am pleased to say that food security is still at the heart of the Government’s farming agenda. Fulfilling the Prime Minister’s priority on economic growth, we will continue working with the industry to champion UK food and drink at home and abroad, helping more businesses to invest in domestic production and innovation.

Thank you for that guidance, Mr Hollobone. It is a pleasure to serve under your chairmanship. I pay tribute to the hon. Member for Westmorland and Lonsdale (Tim Farron) for calling this important debate.
Farming is the lifeblood of our communities. I know at first hand the invaluable work that farmers do. They keep food on our tables, nurture our natural environment, improve our biodiversity, and protect the environment for future generations. It is only right that we take time to consider how best we can support our farmers —our custodians of the countryside—to run sustainable, productive and profitable businesses, and to ensure that there is an offer for all types of farms with our environmental land management schemes.
We recently announced detailed plans for the nation’s farming sector. Our environmental land management schemes have something to offer for every type of farmer, and we plan to introduce further offers and are updating others so that they can be more focused on producing the great food that we consume, and the environmental gains and climate outcomes that we want to deliver.
Upland farmers can take advantage of 130 actions through a variety of schemes. That is more than 60% of the total actions available to all farmers. The level of coverage is similar for farmers grazing livestock on the lowlands, arable farmers, and those growing horticultural and multiannual crops. Those actions are designed to work alongside farming practices, and to protect and enhance our most environmentally important sites.
In order to ensure that upland farmers can take advantage of what our schemes have to offer, we are making it easier for farmers to apply for paid actions. This year we have improved the application process, increased the rates and broadened the scope of countryside stewardship. That includes allowing agreement holders of higher level stewardship to take up countryside stewardship revenue agreements alongside their HLS. That will benefit farmers who already have an HLS agreement but want to increase their income from schemes by doing more on their land. We have introduced a new, fully improved online service for countryside stewardship mid-tier applications. That service is closer to the application process used for the sustainable farming incentive, which we know farmers find straightforward to use.
In the uplands, a number of farms are on common land, and we have designed the sustainable farming incentive so that it works for those farmers. Eligible single entities can apply for an agreement on common land, and they will receive an additional payment to help with the cost of administering that agreement.
There is more to our offer than countryside stewardship and the SFI. Upland farms can also apply to the landscape recovery scheme, which funds large-scale projects to produce environmental and climate benefits through bespoke, long-term agreements. The uplands were well represented overall in round 1; a majority of landscape recovery projects involved groups of land managers and farmers, including tenants, working together to deliver a range of environmental benefits across farmland and rural landscapes. Applications for round 2 open this year, and projects in upland areas are likely to contribute to the focal areas for that round.
For farmers in areas of outstanding natural beauty or national parks, our farming in protected landscapes programme provides funding for one-off projects. We have funded more than 2,400 fantastic projects, and earlier this year we decided to extend the programme for a further year; it will now run until March 2025. Farmers who have livestock can also get funding for a vet, or a team chosen by a vet, to visit their farm and carry out health and welfare reviews for eligible livestock. That is part of the SFI offer.
Additionally, we are offering grants to support animal health and welfare. The first round is open, and grants will go towards the cost of a list of items designed to improve the health and welfare of livestock. We are also funding free business advice for farmers through the resilience fund. More than 10,000 farmers have taken up the offer so far. I encourage all upland farmers to take advantage of that free service and find out what might work for them and their businesses.
The hon. Member for Westmorland and Lonsdale said that he welcomed ELMS and that he wanted to see the schemes go forward. I therefore find it strange that his party chose to vote against our new environmental schemes only a few weeks ago. His party voted to retain the old EU common agricultural policy, which to my mind was a vote against food security.
Let me just finish the point. In my head, that was a vote against food security, given that the old area-based payments were specifically de-linked from food production in 2005 and have inhibited productivity improvements. I am happy for the hon. Gentleman to clarify why he chose to stick with the old common agricultural policy.
At the moment, the BPS is set to be reduced by 35% this year. As I set out in my speech, one of the options, which would get farmers out of the mess that the Government have put them in, is for the Government not to make that cut this year, given that they clearly have not spent all that money on the environmental schemes, as they promised. That would be a way of keeping farmers farming, which is the best thing for food production and the environment. That money could have kept many people focused on environmental delivery, rather than either moving out of business altogether or choosing to intensify their farming. Both those things are happening on the Minister’s watch.
So the motion put forward by the Liberal Democrats was misworded, because its effect would have been to take us right back to the beginning of the process. It would have scrapped countryside stewardship and the ELM schemes. It was basically a vote against river restoration, because it would have ended all the funding to our environmental schemes. That includes 32,000 countryside stewardship schemes already in existence and signed up to by farmers, which would have disappeared if the motion had passed. It feels like a gimmick. We are in the business of delivery—of trying to help farmers move forward and improve our environmental output and biodiversity. The hon. Gentleman wants to play games, and I think that is really disappointing.
Let us look at what we have actually done. We have set out all the details of our farming schemes, which are designed to make farms profitable, resilient and sustainable food producers while protecting nature and enhancing the environment; we have announced an additional £10 million of support through the water management grant to fund on-farm reservoirs and better irrigation equipment; we made 45,000 visas available for seasonal workers in 2023 to increase productivity in horticulture; we launched the £12.5 million fund for robotics and automation to help with innovation in agriculture; we announced plans to regulate pig contracts to ensure fairness in the pig supply chain; we doubled the money for slurry infrastructure for farmers to £34 million through the slurry infrastructure grant; we have registered New Forest pannage ham under the geographical indication scheme; we have increased payment rates for farmers under countryside stewardship and the sustainable farming incentive; and we passed the Genetic Technology (Precision Breeding) Act 2023, unlocking key technologies to improve UK agriculture.
That is a fantastic record of support for our farmers, but it is not the end of the process. We are very keen to engage with our farming communities and our farmers to support them. We will continue to listen to those farmers, engage with them and understand the challenges that they face. We will constantly review the process, and we will work with farmers to ensure that they continue to be profitable as well as to improve our environment and biodiversity.
I asked a number of questions and I would be grateful if the Minister would answer them all, although he may not have to time do so verbally. One question I am really keen that he answers is whether his Department conducted an economic impact assessment on the transition from CAP to ELMS for upland farmers. Did that assessment take place?
We have consistently and constantly engaged with farmers through the development of the SFI. There have been a number of farmers on working groups, working directly with DEFRA to design the schemes to ensure that they work for farmers in a practical way. That is an ongoing process. Instead of saying, “At this moment in time, this is our assessment of this brilliant project,” we consistently and constantly engage with farmers in the real world to understand the challenges they face, to improve the schemes, to listen to their views and to support them.
We have had an interesting debate. We stand ready to help and support farmers on the uplands, the lowlands and the arable fields of the east of England wherever we can to continue to produce great food and look after our environment.
