The UK is committed to developing counter-terrorism capability in the horn of Africa in furtherance of the Government’s counter-terrorism objectives under Contest. As part of this approach, the UK assists key partner nations to develop effective and sustainable counter-terrorism capabilities which operate in line with agreed international human rights standards. By helping countries to undertake counter-terrorism activities locally, it targets the problem at source and reduces the risk of a terrorist attack against that nation or another.

The proposal in this case is to gift a UK-built headquarters and pre-trial detention facility, office furnishings, equipment and non-military vehicles to the Somaliland police force. The total cost of the proposed gift is £643,225, which will be met by the Government’s counter-terrorism programme.

Alongside the gift, the UK is providing a package of training and mentoring worth £710,000. The training aims to enhance the Somaliland police force’s ability to investigate terrorist threats, recover and examine evidence from crime scenes and build cases for prosecution. The UN Office on Drugs and Crime (UNODC) will quality assure the custody officers’ training for the pre-trial detention centre.

The proposed gift is not subject to export controls and therefore there is no requirement to consider it against the consolidated EU and national arms export licensing criteria. The proposed gift has been scrutinised and approved by a senior, cross-Whitehall counter-terrorism programme approval board, which has confirmed that it fits with HMG’s strategic and delivery objectives. FCO officials also assessed the project for human rights risks, using the overseas security and justice assistance guidelines announced by the Foreign Secretary in 2011.

The gifting minute was laid before the House of Commons yesterday. If, during the period of 14 parliamentary sitting days beginning on the date on which the minute was laid, a Member signifies an objection by giving notice of a parliamentary question or of a motion in relation to the minute, or by otherwise raising the matter in the House, final approval of the gift will be withheld pending an examination of the objection.

The UK is committed to developing counter-terrorism capability in Pakistan to promote the Government’s counter-terrorism objectives under CONTEST (counter-terrorism strategy). As part of this approach, the UK assists key partner nations to develop effective and sustainable counter-terrorism capabilities which operate in line with agreed international human rights standards. By helping countries to undertake counter-terrorism activities locally, it targets the problem at source and reduces the risk of terrorist attacks.

Pakistan has a particularly severe problem with improvised explosive device (IED) attacks from terrorist groups and insurgents. Pakistan has sought assistance from the UK in tackling this threat and developing the capabilities of its security forces. The UK is delivering a counter improvised explosive device (CIED) programme to assist Pakistan in establishing a multi-agency capability for tackling IEDs. The programme aims to build capacity to dismantle IED networks and improve intelligence available to countering emerging IED threats.

The project is now in its second year of a three-year programme. A total of £3.495 million was allocated during year one which focused on training and gifting equipment for the Pakistan Army and Khyber Pakhtunkhwa police. A departmental gifting minute was laid before the House on 15 October 2012, setting out details of the gift.

The proposal, in this case, is to gift counter improvised explosive device (CIED) equipment and training to Pakistan, totalling £3.5 million. Of this £3.5 million, an estimated £3.22 million will be gifted as equipment. The £3.5 million comes from the Government’s counter-terrorism programme fund (£2.75 million) and from the Danish Government (£750,000).

The breakdown of equipment being gifted and approximate costs is as follows:

1) Counter improvised explosive device (CIED) equipment (£2.1 million)

2) Search equipment (£700,000)

3) Vehicles (£300,000)

4) Storage and flights (£120,000 set aside)

Alongside this, the cost of training, project delivery, key leader engagement and maintenance costs will be approximately £280,000. The training aims to enhance Pakistani police, civil defence and military capacity to dismantle IED networks and improve intelligence available to countering emerging IED threats.

The package of equipment and training will provide the military and law enforcement agencies with a valuable and sustainable capability to deal with the threat.



The request for UK’s assistance in tackling the CIED issue is an excellent opportunity to work in partnership with Pakistan to develop their indigenous capability and mitigate the terrorist risk to the UK, Pakistan, the UK’s interests in Pakistan and wider south Asia region.

The proposed gift has been assessed and approved against the consolidated EU and national arms export licensing criteria. The proposed gift has been scrutinised and approved by the cross-HMG (Her Majesty’s Government) Overseas Contest Group, which has confirmed that it fits with the Government’s strategic and delivery objectives. FCO officials also assessed the project for human rights risks, using the overseas security and justice assistance guidelines established by the Foreign Secretary in 2011.

With permission, Mr Speaker, I will update the House on developments in the Iran nuclear negotiations, and on our work to bring together a peace conference on Syria.

I returned yesterday from E3 plus 3 negotiations with Iran in Geneva. This was the third round of talks in the last month, and it began last Thursday at official level. On Friday and Saturday, E3 plus 3 Foreign Ministers joined the Iranian Foreign Minister at the negotiations.

The threat of nuclear proliferation in the middle east is one of the greatest dangers to the peace and security of the world. That is why we must build momentum behind the Geneva negotiations, and why we and Iran must ensure that the opportunity of making progress does not slip away in the coming weeks.

We had two days of intensive negotiations with Iran, which finished in the early hours of yesterday morning. These were complex and detailed discussions, covering every aspect of Iran's nuclear programme. Our aim is to produce an interim first step agreement with Iran that can then create the confidence and space to negotiate a comprehensive and final settlement. The talks broke up without our reaching that interim agreement, because some gaps between the parties remain. While I cannot go into the details of the discussions while the talks continue, I can say that most of those gaps are now narrow, and many others were bridged altogether during the negotiations. As we concluded the negotiations on Saturday night, all six E3 plus 3 Foreign Ministers presented the same united position to Iran, which provides an extremely strong foundation for the next round of talks on 20 November.

I pay tribute to Baroness Ashton and my Foreign Minister colleagues, including Iranian Foreign Minister Zarif. He is a tough but constructive negotiator, who displayed a sincere and open approach throughout the talks. He and I took the opportunity to discuss further the bilateral relationship between Britain and Iran, and today both our Governments have formally appointed our new chargé d'affaires. I expect the new UK chargé to make his first visit to Iran this month.

The Government are firmly in favour of reaching an interim agreement with Iran, as an essential step towards a comprehensive settlement. But given the extensive nature of Iran’s programme and the history of its concealment, the detailed terms of any agreement matter greatly. An agreement has to be clear and detailed, cover all aspects of Iran’s programme, and give assurance to the whole world that the threat of nuclear proliferation in Iran is fully addressed. Such a deal is on the table, and there is no doubt in my mind that it can be reached. I am convinced that the agreement we were discussing would be good for the security of the entire world, and we will pursue it with energy and persistence.

An interim agreement would involve offering Iran limited, proportionate sanctions relief. In the meantime, however, we will be vigilant and firm in upholding the international sanctions which have played an indispensable part in creating this new opening with Iran. Sanctions are costing the Iranian economy at least $4 billion a month and this cost will be maintained until we reach an agreement. Until such a moment, there is no question of our relaxing the pressure of sanctions in any way. We are determined to take every opportunity to reach a diplomatic settlement to the Iranian nuclear crisis, because the alternatives—nuclear proliferation or conflict—could be disastrous for the peace and security of the world, including the stability of the middle east.

That stability is being severely undermined by the deepening crisis in Syria. Our objectives there remain to reach a political settlement to the conflict, thereby also protecting UK national security, to alleviate the desperate humanitarian suffering, and to prevent the further use of chemical weapons. On 22 October I hosted a meeting of the Foreign Ministers of the 11 countries of the core group of the Friends of Syria, as well as the president and senior leadership of the Syrian National Coalition. We gave our united support to the UN-led Geneva II process, which should establish a transitional governing body with full Executive powers, formed by mutual consent. There was unanimous agreement that Assad and his close associates can play no role in a body formed by mutual consent. We also agreed to provide the National Coalition with additional political and practical support to give the Geneva conference the best chance of success, and urged the Coalition to commit itself to taking part in it. It has now done that, which I strongly welcome. Last night, its members agreed by consensus at a general assembly to attend the Geneva II talks, on the basis that this meant that Assad and those with blood on their hands would have no role in a transition. They also rightly called for humanitarian access and the release of detainees ahead of Geneva II. We continue to push for a date for a peace conference to be agreed, and UN and Arab League envoy Lakhdar Brahimi has reiterated that he is still trying to convene a conference before the end of the year.

In the light of this decision by the Coalition, we will provide practical and political support to help it prepare to lead the opposition delegation. I will shortly lay before Parliament a proposal to increase our non-lethal support to the supreme military council of General Idris. This life-saving equipment will take the form of communications, medical and logistics equipment. There can be no peaceful settlement to the conflict in Syria without a strong role for the legitimate, moderate opposition. I also welcome the vote last night by the National Coalition to confirm the inclusion of the Kurdish National Council in its ranks, which adds further to its broad representation of Syrian people.

We are also particularly determined to ensure that the peace talks include a direct role for women’s groups, in accordance with Security Council decisions on women, peace and security. It is vital that women participate fully in the future Government and institutions of Syria, as they have an indispensable role to play in rebuilding and reconciling Syrian society. We are ready to work with Mr Brahimi, his team, international NGOs and other countries to make this a reality. We will also work with the UN and its agencies to ensure that we give the women’s groups the support they need to participate effectively. In addition, we are encouraging the Syrian National Coalition to include women members in its delegation.

So far we have committed over £20 million to support opposition groups, civil society, human rights defenders and media activists in Syria. This ranges from training and equipping search and rescue teams to providing up to £1 million to help survivors of sexual violence gain access to justice, and we will develop this assistance further.

The humanitarian situation in Syria is one of unimaginable distress and suffering. Well over 100,000 people have died, and 11.5 million people—more than half of Syria’s population—are now in desperate need of assistance, either inside the country or as refugees in the region. The UN estimates that 2.5 million people are trapped in areas in Syria that aid is not reaching, including an estimated half a million men, women and children living under siege conditions. Severe acute malnutrition is emerging among children, and polio has reappeared, 14 years after the country was certified free of the disease.

Appalling human rights violations are being committed, including the use of incendiary bombs against civilians, torture, rape, massacres and summary executions, and attacks on hospitals, schools and aid convoys. The regime has shown that it can facilitate access to chemical weapons inspectors when it wishes, and it could do so for humanitarian relief if it showed a shred of humanity and wished to do so. We need to address this crisis to save lives, and also to improve the prospects for the Geneva talks. On 2 October, we helped to secure a UN Security Council presidential statement which said that humanitarian aid must be able to reach all Syrians. That statement is clearly not being implemented. I spoke last week to Russian Foreign Minister Lavrov urging his Government to try to persuade the regime to stop blocking the delivery of aid, and we would like to see stronger action in the UN Security Council, including a resolution, if necessary.

In the Security Council, and through all other avenues available to us, we will press for: full humanitarian access and freedom of movement for trapped civilians; the evacuation of civilians from besieged areas; safe passage for medical personnel and convoys; the creation of hubs for the delivery of aid; cross-border assistance; and the lifting of bureaucratic burdens imposed by the regime. We will also work with the Coalition to improve access to aid in areas under its control. The UK is contributing £500 million to relief efforts, much of it to assist neighbouring countries, and the international community has provided $3 billion in funding for this year. But the fact that the existing UN appeal for this year is still nearly $2 billion short underlines just how extreme the humanitarian crisis is, and we call on all countries to do more.

The Organisation for the Prohibition of Chemical Weapons has confirmed that the destruction of Syria’s declared chemical weapons production, mixing and filling equipment is now complete. But some warheads and all of the bulk chemical agents and precursors remain, and must be eliminated. The UK has provided £2.4 million of support to this process, and we will continue to support the mission until Syria’s chemical weapons capability is eradicated.

Diplomatic progress on all of these issues often seems intractable and difficult, but it is vital that diplomacy succeeds, and we will persist undeterred by the frustrations and delays. At the same time, we will strongly support the middle east peace process, which remains central to international peace and security. We do not underestimate the challenges, but firmly believe that if Prime Minister Netanyahu and President Abbas show further bold leadership, a negotiated two-state solution is possible. We are working with European partners to provide practical support to both sides, including bilateral assistance to the institutions of a future Palestinian state.

We are likely to face a long period of turbulence in many areas of the middle east in the coming years, and if we do not succeed in diplomatic solutions in these three crucial conflicts and potential conflicts, the outlook would be dark indeed, for the region and for the peace and security of the world. In the coming weeks, we will maintain every possible effort to succeed.

May I thank the Foreign Secretary for his statement and for advance sight of it this afternoon? On Iran, may I echo the tribute he paid generously to the efforts of Baroness Ashton, who played a crucial role in driving forward these latest talks, and pay tribute to the clear commitment shown by all the P5 plus 1 Ministers in attendance at Geneva? I admit that I was somewhat perplexed to see the Foreign Secretary here at 9.30 am on Friday, but he was right then to make the journey to Geneva.

Labour remains of the view that a nuclear-armed Iran poses a real threat, not just to Israel, but to regional and international security. Therefore, we believe that the United Kingdom Government should continue to pursue the twin-track approach of sanctions and diplomacy. President Rouhani campaigned, and was subsequently elected in June, on a platform of taking the necessary steps to ease the pressure of the sanctions that are currently putting the Iranian economy under strain, so I do believe that sanctions have been effective and continue to be important. However, alongside continued sanctions sustained diplomatic engagement remains key, so I welcome the news of the Government’s announcement that a chargé d’affaires has now been appointed and hope that the British embassy in Tehran will be reopened as soon as it is safe and practical to do so.

The Foreign Secretary said that he cannot go into the details of the negotiations while talks are ongoing, so today I will focus my questions on the outcome of the talks rather than the substance of the deal under discussion. Reports emerging over the weekend described a French veto that prevented any deal from being signed, yet Secretary Kerry was quoted this morning as saying:

“The French signed off on it, we signed off on it, and everybody agreed it was a fair proposal…Iran couldn’t take it at that particular moment; they weren’t able to accept.”

In the light of the somewhat conflicting reports, will the Foreign Secretary set out whether there was unity among the P5 plus 1 and say a little more about the basis on which he has just told the House that such a deal is on the table and that there is no doubt that it can be reached?

It is inevitable and, indeed, understandable that as the outline of such a deal begins to emerge it will increasingly be called into question by those parties that have so much at stake. In the light of that reaction, will the Foreign Secretary set out what assurances have been offered to regional partners, particularly Israel, who are concerned that the principle of an interim deal will, by definition, not provide sufficient guarantees that Iran will cease all activity that could contribute to it developing a nuclear weapons capacity?

Let me turn to the issue of Syria. The humanitarian situation in Syria remains desperate and continues to deteriorate. Clearly, the most effective way to ease the suffering in Syria is to end the war, but while efforts to broker a peace deal continue it is vital that the international community lives up to its responsibility to protect those most in need. I welcome the important work that the UK Government have been doing, but despite the UK’s contribution, the UN appeal is still less than half-funded. Will the Foreign Secretary therefore set out what steps the Government will be taking to try to help ensure that other donors deliver on their unfulfilled pledges?

Since the last time the Foreign Secretary addressed the House on the issue, the OPCW has confirmed that Syria’s declared equipment for producing, mixing and filling chemical weapons has now been destroyed. Syria now has until mid-2014 to destroy the remaining stockpiles of chemical weapons. Given that the OPCW team confirmed that it was not able to visit two of the 23 chemical weapons sites in Syria, as they were simply too dangerous, will the Foreign Secretary say what assurances are being sought for the protection of OPCW personnel who are due to carry out further work in conflict zones across the country?

The biggest breakthrough that is needed to most improve the situation on the ground is a diplomatic initiative. As the Foreign Secretary stated, women will have a key role to play in peace talks and in rebuilding and reconciling Syrian society as the conflict concludes. It is welcome that the SNC has today voted to accept the invitation to attend Geneva II as the representative of the Syrian opposition, but that acceptance is, as the Foreign Secretary has just told us, conditional on Assad and those with blood on their hands having no role in a transition and on the provision of humanitarian access and the release of detainees ahead of the conference being convened. In the light of those specific conditions, will the Foreign Secretary set out his assessment of the likelihood of those conditions being met according to the timetable of the year’s end set out by Lakhdar Brahimi?

In the light of his most recent discussions with representatives of the Iranian regime, will the Foreign Secretary also tell us the British Government’s policy on Iran’s participation in any Geneva II conference before the end of the year? Geneva II still offers the best prospect for securing a more stable future for the people of Syria, so the Government will have the Opposition’s support in their efforts to try to bring about this long-delayed but much-needed conference.

I am grateful for the right hon. Gentleman’s overall support for our twin-track approach on Iran and our efforts to ensure diplomatic success in bringing together a peace conference on Syria.

The right hon. Gentleman asks about the Iranian nuclear negotiations. It is not right to speak of any veto on the negotiations by any of the E3 plus 3, or P5 plus 1, countries. The position put to Iran by all of us together in the final hours of the discussions on Friday and Saturday had been amended in the light of comments from various of the parties concerned, but it is entirely permissible for members of the E3 plus 3 to put forward their own comments, amendments and positions. There are six sovereign nations involved—as well as the Iranians, who will put forward their positions, of course. A completely united position was put to the Iranians at the close of our discussions, so reports of vetoes by one country, or of obstruction by any country, should be seen in that light. We were all arguing for the same position and the same deal.

The right hon. Gentleman asked what assurances we had given to other countries, and referred to Israel’s concerns about the concept of making an interim deal, rather than going straight to a comprehensive final settlement. We have discussed that. During the talks, I spoke to the Israeli Minister responsible for international relations and security, Mr Yuval Steinitz, and this weekend, the Prime Minister spoke to Prime Minister Netanyahu, to give them our assurances and state our confidence in this kind of agreement.

It has to be faced that attempts to go straight to a comprehensive final settlement would be dramatically more difficult than even this process, and it is quite evident from events over the weekend that this process is difficult enough. An interim agreement would be designed to give us the time and space to negotiate a comprehensive final agreement—time during which Iran would take concrete actions in relation to its nuclear programme, in order to give greater assurance and confidence to the international community, and we would offer proportionate and limited sanctions relief in return, but the pressure would still be there to conclude a comprehensive final settlement. There are concerns about this, but all of us in the E3 plus 3 countries believe that this is the most effective and practical way to reach a settlement with Iran.

On the question about humanitarian relief, the UK has been very active, as the House knows, including through the meeting that the Prime Minister convened at the G20 and all our diplomatic efforts around that, in getting other nations to step up their humanitarian assistance. About $1 billion of additional assistance has, one way or another, been associated with the efforts that we have made. We will continue to make those efforts, but that appeal is $2 billion underfunded for this year, and of course we are in the middle of November and approaching the time for another UN appeal. We will strongly support the donor conference that has been called in Kuwait for the middle of January. My right hon. Friend the Secretary of State for International Development, who was in the Chamber a moment ago, is working very hard to help bring that together.

The chemical weapons inspectors have now, one way or another, inspected all 23 sites, but of course their security during the continuing work is important. That has to be taken into account in the decision that the OPCW executive council needs to adopt by 15 November —this Friday. The decision is still under negotiation, but it is expected to set out the detailed requirements, including intermediate milestones, for the complete elimination of chemical weapons in Syria in the first half of 2014.

On the stipulations made by the National Coalition regarding their support for the Geneva II process, I do not believe that they need to be obstacles to assembling a Geneva II peace conference. The statement—it is a view that we share—that Assad cannot be part of a transitional authority formed by mutual consent is not surprising. Any authority formed by mutual consent in Syria is unlikely to include those whom the other side regard as having very extensive blood on their hands. The calls for humanitarian assistance and humanitarian access, and for prisoners to be released, are calls that we should all be able to support in any case, so I do not think that those things should be seen as making a Geneva II conference more difficult. We now need the regime to respond in the same spirit.

Finally, the right hon. Gentleman asked about the inclusion of Iran in the talks. We believe that the starting point for a Geneva II conference is the outcome of Geneva I last year, and that all parties to the talks should be able to accept that. I continue to urge Iran to adopt that position; it would make it much easier for the rest of the world to embrace it in the talks.

I welcome the statement made by my right hon. Friend in respect of both these difficult issues, but may I invite him to return to the question of refugees? Is he aware that the refugee camp on the Jordanian side of the border with Syria is now the fourth largest city in Jordan, and that there are reports that within a few months medical services in Jordan may simply collapse under the weight and impact of the refugee problem? Does my right hon. Friend understand that if irreparable damage is done to Jordan, it is in no one’s interests, particularly not the United Kingdom, because Jordan is a very important ally of ours in the middle east? Will he give the House an assurance that the particular issue of Jordan and other neighbouring countries is within the contemplation of those with whom he is discussing Syria?

Yes, absolutely. My right hon. and learned Friend is quite right. Of the assistance that we have allocated so far, £175 million has been allocated for the neighbouring countries, and the largest single slice of that goes to Jordan. My right hon. Friend the Minister for the middle east was there last week, and visited some of the affected areas. My right hon. and learned Friend is right that the refugee camp of which he speaks is now the fourth largest city in Jordan and the second largest refugee camp anywhere in the world. That is the scale of what we are dealing with. I discussed the position with His Majesty the King of Jordan two weeks ago. We regularly say to the Jordanians, “Is there anything else that we can do to assist?”, and we will continue to provide additional assistance as they need it.

Does the Foreign Secretary agree that although his hard-headed but constructive response to the Iranian negotiations is the right one, if they do not succeed and the Iranians go back to Tehran without a deal, that will strengthen the Ahmadinejad-type hawks in Iran, so every opportunity must be taken to get that agreement while preserving the vital interests at stake? May I also ask about the Syrian situation? I worry about an apparent veto in advance as a precondition being struck by the opposition. Yes, they are willing to take part, but they seem to have imposed a precondition on that. Whatever the transition agreed—if there is one—I find it inconceivable that there will not be some elements of the existing regime in place, like it or not, in order to get an agreement.

On the latter point, let us remember that what is envisaged in the communiqué of Geneva I is a transitional authority formed from the opposition and the current regime, but by mutual consent, so when the right hon. Gentleman refers to elements of the regime in a transitional Government, yes, that is accepted in the transitional Government, but the composition has to be by mutual consent. As I was just saying to the shadow Foreign Secretary, I do not believe that the opposition, in setting out their view of that, are setting preconditions or an unreasonable position ahead of Geneva. It would be very, very surprising if they adopted any position different from that in the run-up to these negotiations.

On the first part of the question, I do agree broadly that there is a window of opportunity here for negotiations with Iran to succeed. That is why we are maintaining this pace of negotiations. With three meetings in the past month and another one planned for next week, we are not losing time in pursuing these negotiations.

Friend is setting out a degree of progress with the Iranians that would have seemed very unlikely just a few short weeks ago, and we should not miss the significance of what has happened. However, he will be aware that the nuclear file is not the only issue with which the international community has problems in relation to Iran. In his bilateral conversations, did he get any inkling from the Iranians that they understood the problems caused by their sponsorship of international terrorism, their participation in Syria and their appalling human rights record? Will this be addressed as a matter of urgency by our new chargé d’affaires?

Yes, My right hon. Friend is quite right that the sort of constructive meeting that came even close to an interim agreement at the weekend would have been hard to envisage a few months ago. That represents an important diplomatic advance. It is not, of course, good enough to have nearly got there; we have to really get there, but it is a big change in the atmosphere. My right hon. Friend is also right that we have many other difficulties with Iranian policies. I referred to those in my opening meetings with Mr Zarif. Certainly, our newly appointed non-resident chargé will be approaching all these issues across the full range of our relations.

May I first thank the Foreign Secretary personally for the efforts that he has made to improve the bilateral relationship, which is crucial, both for our direct relations with Iran, but also in facilitating this kind of negotiation?

On the point made by my right hon. Friend the Member for Neath (Mr Hain), there is a danger, which I saw myself some years ago, that negotiations quite close to a deal lose momentum, and it is not only the hard-liners in Tehran who then get in on that, but, bluntly, those in Israel and in Washington, of both parties, and I think now in France, who start to undermine the pace and substance of those negotiations. May I offer the right hon. Gentleman full support, as my right hon. Friend has done, in resisting those clarion calls, for example from some elements in Israel, and some in Washington, which will have the effect of undermining the best chance that we have had for decades to secure a proper deal with Iran?

Yes, we will remain very much committed. The right hon. Gentleman can hear from what I am saying that we are very committed to maintaining this momentum. It is a pity that we did not secure agreement on an interim agreement this weekend, because even losing 10 days implies some loss of momentum here. But as the right hon. Gentleman can gather, we will pick that up as quickly as we possibly can. We have scheduled another meeting immediately. It is important for everyone when they think about this to understand that the pressure is on all of us to reach an agreement—it is on Iran, because the sanctions are really biting and having a very serious impact on it, but it is on all of us if we want to see an agreement on this before the Iranian nuclear programme passes further very important stages in its development. We all have to bear that in mind. That means that an interim first step agreement is in the interests of the whole world.

On Iran, no deal is better than a bad deal, and I wish my right hon. Friend well in bringing the Iranians back to the negotiating table. On Syria, as we are witnessing complete deadlock, does he agree now that the danger is the break-up of the region’s national boundaries, established after the first world war, as the different entities compete for territory and resources and build alliances along ethnic and cultural grounds?

That is one of the dangers, yes. That is absolutely correct. There are many dangers here, but the conflict in Syria becoming more sectarian in its nature and then exacerbating such tensions in neighbouring countries, with a greater and greater disregard for national boundaries, is absolutely a central danger here. That is why it is so important that we give the support to neighbouring countries, including the support that we give to the Lebanese armed forces, which I have described on other occasions, and it is the urgency behind the efforts to come to a political solution to the conflict before it does even greater damage to the entire region.

The situation in Syria is indeed appalling, and everyone will endorse what the Foreign Secretary said and the need for humanitarian aid. On the talks with the Iranian Foreign Minister, is it not a fact that the Israeli Prime Minister has been very active in trying to gather opposition, including hard-line elements in the United States? Is it not essential that, despite such efforts to undermine what could be a great achievement for peace and security, the talks should succeed?

It is important that the talks should succeed. It is very important that we pursue a steady course through this to an agreement that is demanding, of course, and which gives the necessary assurances and brings about concrete actions in Iran’s nuclear programme. We should not be surprised that in different countries people have different opinions about this. That is what we have to deal with as politicians and Ministers. We have to persuade other countries as best we can. We will continue to be very active, talking to Israel and other countries with concerns, not being at all surprised that people have concerns, but putting the case for what we think is right.

Hard-liners in both Iran and the west, including Israel, will want the talks to fail. Given their historic nature, if successful they could lead to other talks on a range of issues in the middle east. Does the Foreign Secretary agree that any move by Congress to increase sanctions would be counter-productive and could scupper the talks before they finish?

The US Congress will make its own decisions—it does not necessarily do the bidding of the US Administration, let alone the UK Administration, so I will not lay down what it should and should not do. It is currently debating further sanctions against Iran. I think that it is very important for the Iranian authorities to understand that there will be pressure for greater sanctions, or an intensification of sanctions, unless an agreement is reached on these matters, so they need to be fully aware of that pressure.

As we edge towards a deal, albeit an interim one, on the nuclear issue with Iran, will the Foreign Secretary underline for the House the fact that this country will in no way shrink from standing by Iran’s neighbours, and Israel, against threats and state-sponsored terrorism, either now or in future, because there are bound to be concerns about that, as the right hon. Member for North East Bedfordshire (Alistair Burt) mentioned earlier?

Those are very serious concerns. As the right hon. Gentleman and my right hon. Friend the Member for North East Bedfordshire (Alistair Burt) have mentioned, it is important to keep up the momentum in addressing the nuclear programme, but that does not mean that we do not have other disagreements. The state sponsorship of terrorism and, in particular, the heavy Iranian involvement that is exacerbating the Syrian conflict and supporting a regime that is perpetrating such murder and abuse of its own people are malign activities in the wider region, but that should not deter us from trying to solve the nuclear issue.

I congratulate the Foreign Secretary on re-engaging with Iran, which could play an important role in bringing peace, particularly to Syria. It would be helpful if he could enlighten us on his discussions with the Iranian Foreign Minister on what critical path the Iranians see to bringing peace in Syria and, on the flip-side of that coin, what conversations he has had with Saudi Arabia and other Gulf states, which still seem to be supplying Jabhat al-Nusra, ISIS, ISIL and other jihadis who are already preventing peace in the region.

On the question about Saudi Arabia and other states, those countries are part of the core Friends of Syria group and among the 11 countries that came to London at my invitation a few weeks ago. I discuss the situation regularly with His Royal Highness Prince Saud, the Saudi Foreign Minister, and we have all agreed that our support should go through the supreme military council of General Idris and the Syrian National Coalition. Those 11 countries have agreed that we should not support other groups in Syria, particularly extremist groups, so we look to our partners in the group to live up to those commitments. On the question about Iran, our discussions on Syria have been centred, as I mentioned earlier, on Iran supporting the outcome of Geneva I as the basis for a political settlement in Syria, but it has not yet given that support.

Of course it is important to prepare for peace and useful to talk about mutual agreement, but right now there is a civil war in Syria. Given that we have clearly stated that President Assad and those close to him will have no role in that future, what incentive is there for Assad not simply to fight to the bitter end?

This is not a position that we have just adopted in this country. The Geneva I communiqué of June last year sets out plans for a transitional authority formed from regime and opposition, as I pointed out earlier, and by mutual consent. It therefore does not exclude everyone in the current Syrian regime, but it would clearly be impossible—on the basis not only of Geneva I, but of any practical political consideration—to unite Syria again around an Administration centred on President Assad. After so much blood has been spilled and after a country has become so divided, it is inconceivable that that could happen. This is only the practical politics of the matter, and that is something that needs to be faced up to.

But if there is no sign that the opposition will be able to overthrow President Assad, is not what the Government are doing and proposing rather unrealistic? Would it not be more practical, in terms of helping to stop the suffering, to try to negotiate a ceasefire between both sides without any preconditions?

Neither we nor other members of the Security Council would be opposed to a ceasefire, but my hon. Friend is aware of the history of these things in Syria. If it were possible to negotiate and enforce a ceasefire, it would be possible to do a great many other things as well. We are not even able to secure humanitarian access to areas at the moment, let alone negotiate an agreed ceasefire, so I do not think it is unrealistic to try to assemble a peace conference, based on a communiqué that all the permanent members of the Security Council and many of the regional countries were prepared to support last year, and to get a process going on that basis, which of course could include ceasefires, if we could only sit down and start deliberating on these things together.

Is the Foreign Secretary aware that there will be a warm welcome for his statement, particularly on Iran, and great support for his robust and positive attitude towards the negotiations? He paid a warm tribute to the Iranian Foreign Minister, Mohammad Javid Zarif, and he will recall that a similar opportunity arose back in 2005—my right hon. Friend the Member for Blackburn (Mr Straw), the then Foreign Secretary, will recall this very clearly—but it was torpedoed by elements on our side, particularly in America. We know there are difficulties, but clearly it is important that Zarif is given the chance to succeed. Given that he is obviously a man we can do business with, we wish him well in concluding that business.

Absolutely. He is a tough negotiator. I do not want anybody to think anything other than that, because he represents his country very ably and very frankly. He does not hold back from telling us when there is a serious problem. Those are all hallmarks that one would expect from a good negotiator. Yes, we will continue to work closely with him, knowing that he has to keep, or win, the full confidence of the Iranian system, just as we have to maintain confidence in western and Arab nations and in Israel that we are doing the right thing.

I welcome my right hon. Friend’s policy of vigilance towards Iran. May I suggest that it is extremely desirable that any eventual agreement with Iran leaves it standing nowhere near the threshold of becoming a nuclear armed power, because that would be very bad news for the region and for this country and the rest of the world?

Absolutely. My hon. Friend is totally right about that. Of course, the purpose of our negotiations is to ensure that concrete actions are taken, even as part of an interim step, to give necessary assurances to the international community and to then allow us to negotiate a comprehensive settlement of this issue. That, of course, means dealing with all the concerns about what the International Atomic Energy Agency calls the “possible military dimensions” of Iran’s nuclear programme.

Will the Foreign Secretary confirm that his strategy and that of the other allies around the table is for a nuclear weapon-free middle east? Is it not odd that in a very long statement he did not mention that Israel actually possesses nuclear weapons and a delivery system? Does he envisage a conference on a nuclear weapon-free middle east that will include, obviously, Iran and other countries, but in particular Israel? Otherwise, it would simply make no sense at all.

I do envisage such a conference taking place. I did not mention that in my statement because there were many new things to report, but we have often discussed it in the House. We argued that there should be such a conference during the non-proliferation treaty review in 2010. There has been a small amount of progress in preparing the way for that in the past couple of weeks. I hope that we will have more to say about it in the next month or so.

What discussions has he had with Foreign Minister Lavrov about the peace process? Where do the Russians stand on the pre-conditions that we have set out for the ultimate goal of that process?

I have had many discussions with Foreign Minister Lavrov. The Foreign Ministers of all five permanent members of the Security Council, including Russia, agreed in New York at the end of September to use our best efforts to bring a Geneva II peace conference together. As the House has heard, we are working hard on our side of that agreement to bring the opposition, the national coalition, to Geneva. We look to Russia to use its influence to bring the Assad regime there on the same basis, which is to work from the Geneva I communiqué. That involves a transitional authority formed by mutual consent.

Last year, there were 200,000 Syrian refugees in Lebanon, Jordan and Iraq; there are now more than 2 million. What discussions has the Foreign Secretary had with the Arab League on the growing crisis?

That is very much something that we discuss with the Arab League and its individual members. When we are looking for greater contributions to humanitarian support, it comes bilaterally from the individual Arab nations. Many of them are substantial contributors to humanitarian assistance, although not always through UN channels. We will encourage them to do more. The fact that Kuwait is holding the next donor conference in the middle of January is a strong signal of the commitment of Gulf states to assist. Of course, we will encourage that hard over the coming weeks.

May I commend the Foreign Secretary for his efforts to normalise relations with Iran? How much support does he think there is for the Syrian National Council among the Shi’a, Christian and Alawite minorities? Does he agree that, without their support, no future Government will be stable?

The Syrian National Coalition represents many groups, communities and political persuasions. For instance, I mentioned in my statement that the Kurdish National Council will become part of the national coalition. The coalition has Christian representatives, not only among its membership, but among the leaders of the national council, which is a component of the national coalition. It has to be said that most Alawite support in Syria sticks with the Assad regime. However, I believe that it is important for Alawites to see that a political solution, along the lines of a transitional Government, is necessary for progress to be made.

It has been announced in Tehran and confirmed in Vienna that a framework agreement has been reached between the International Atomic Energy Agency and Iran on recent nuclear activities. Absolutely. That happened just this afternoon, after my statement went to press, to be printed for the House. The International Atomic Energy Agency and Iran have agreed this afternoon

“to strengthen their cooperation and dialogue aimed at ensuring the exclusively peaceful nature of Iran’s nuclear programme”.

We welcome that agreement. It is another positive sign, provided that the verification activities that have been agreed allow us to resolve all the past and present issues that have been raised by the IAEA. It is important that Iran addresses the substance of the agency’s concerns over what it calls the

“possible military dimensions to Iran’s nuclear programme”.

Twenty-one years ago, I was ordered to take a British force under United Nations command into the Balkans. There was no ceasefire; we acted under a United Nations mandate. Is there no possibility that the Security Council might pass a mandate suggesting a humanitarian mission into Syria, even though the present Government do not agree to that? That would definitely encourage the present Assad Government to approve it.

Realistically, there is unfortunately no prospect of the Security Council agreeing a mandate for any military mission into Syria, as that would undoubtedly be resisted and blocked by Russia and China. I hope that, if this situation continues, they will at least agree to a resolution in the Security Council, requiring the Assad regime to comply with presidential statements issued by the Security Council and therefore greatly increasing legal and diplomatic pressure on the Assad regime. I think that is the next step that will become necessary on current trends.

Yes, I do agree with that. Close Iranian links with Hezbollah are one of the reasons Iran sends such active and enormous assistance to the Assad regime, because that is the physical connection with Hezbollah in Lebanon. Such support does not contribute—far from it—to international peace and security. I hope that in due course we will address all those issues together, but the right hon. Gentleman will understand that we must first take on the nuclear programme.

Despite last month’s UN Security Council presidential statement, the Assad Government are still blocking aid to Syria. During the Foreign Secretary’s discussions last week with the Russian Foreign Minister, did the Russian Government make any firm commitment to put pressure on the Assad Government to allow humanitarian relief into Syria?

Russia has not made new commitments to secure such humanitarian aid. Russia is in favour of the presidential statement agreed at the Security Council; we could not have passed it as a presidential statement had it not been. Russia agrees in principle and is signed up to what we are all saying to the Assad regime and opposition groups in Syria, which is to permit humanitarian aid to go to badly affected areas. We would like to see Russia put the Assad regime under greater pressure. I hope that will happen, but so far I have not received a commitment that it will do so.

I, along with others, welcome the approach taken by the Foreign Secretary. On humanitarian aid, I understand that £90 million of Syrian assets are in banks in London. Other EU countries have used such assets in their countries to pay for humanitarian aid. Will the Foreign Secretary speak to the Chancellor to see whether we can also access that money to supply more humanitarian aid to the people of Syria?

We are looking at that and at related issues. We are making a huge contribution to humanitarian aid, but our biggest difficulty is getting the aid through, even if it can be financed. On the matter raised by the right hon. Gentleman, there can be considerable legal difficulties, as well as the additional difficulty of ensuring that, if aid is passed to various groups, it really goes for humanitarian purposes. We are looking at such issues, however, and I will undertake to update him about them.

The Foreign Secretary will be aware of national coalition statements that President Assad can have no role to play in the transition. The Foreign Secretary will also have seen a recent statement from the regime, which says that it will attend the conference “in principle” but will not negotiate with “terrorists”, referring to the opposition. The regime also says that any political solution will not involve Mr Assad’s departure. In the light of those comments, how optimistic is the Foreign Secretary about the success of Geneva II? Finally, he says that the six countries in Geneva had different opinions on Iran. Out of those six countries, which one had the greatest reservations about Iran’s concessions?

To be clear on the six countries, I have said that they presented the same united position to Iran. I pointed out that they are entitled to put forward their views and amendments and so on, but the end product was that all six countries put the same united position to Iran. It is important that the House bears that in mind.

My hon. Friend’s points on a Geneva II conference on Syria illustrate the formidable difficulty of bringing such a conference together. That difficulty is widely acknowledged. It would be unrealistic to expect that the parties to the conflict will arrive at Geneva II stating similar positions. The regime will of course say that approaching negotiations does not imply that President Assad will go, and the opposition, when their people are suffering so much at the hands of Assad, will of course say that, in a transition by mutual consent, he will have to go. It would be absolutely astonishing if either said anything different from that.

I congratulate the Foreign Secretary and E3 plus 3 Foreign Ministers on getting Iran to the negotiating table and on getting as far as they have, but would it not have been better to get the E3 plus 3 together before meeting the Iranians to get a united position, rather than letting the Iranians negotiate differences between the six countries and ending up with the failure in discussions that we currently face?

The E3 plus 3 meets regularly. The round of negotiations that we have just had is the third one in the past month. We also met as Ministers in New York. When there are new developments in proposals on the table, they must be discussed. As I have said, the E3 plus 3 is six sovereign nations, so of course there must be such discussions, but the end product of this weekend’s negotiations was that all six nations put the identical deal to Iran. When one considers that that includes Russia, China, America and the three European countries—we have put forward an identical position—one concludes that it is a remarkable degree of international unity. We should see it that way around.

I strongly welcome the Foreign Secretary’s report that the Syrian national coalition will participate in the Geneva talks and that it will reach out to national minorities. That is important. Will he expand on what more we can do to support, both inside and outside the negotiating chamber, the moderate Syrian opposition, who are opponents both of the murderous Assad regime and of al-Qaeda and its local allies?

We can do more to support the moderate opposition. I mentioned in my statement the £20 million-worth of support we have committed to them and civil society groups so far. I have also mentioned that I will be laying before Parliament a proposal to give additional assistance, particularly life-saving equipment, including communications equipment, which will help them. We will also help them practically and politically to prepare for Geneva II in terms of their ability to administer such a process and organise themselves for a very large and complex international conference. We will provide the expertise that helps them to do that as well as the practical, material support that we are already giving them.

May I pursue that point? The Secretary of State said that he intends shortly to lay before Parliament a proposal to increase non-lethal support. What is the timetable and will Parliament be expected to vote on it?

It will happen soon. I cannot be specific on the day, but we are working on the details. When I say “lay before Parliament,” I mean notifying the relevant parliamentary Committees of the assistance that we will provide. That is our normal procedure, and the Committees will have a number of days to consider the proposals before such assistance can be provided. We will be doing that in the normal way, the way that we have done it for previous blocks of support to the opposition.

I welcome progress on negotiations with the Iranians, but does the Foreign Secretary agree that it would be wrong for us to proceed towards an agreement with Iran without taking into account the legitimate concerns of our allies in the middle east, such as Israel and Saudi Arabia, about Iran’s regional ambitions and hegemony?

We must take into account the concerns of other nations. That does not mean that we will always agree, but we must take them into account. We must be able to assure them that any deal is worth while and will achieve its objectives—we have to be confident of that. Any deal has to be detailed and extensive and has to cover all aspects of Iran’s nuclear programme, so that such concerns can be satisfied.

The Foreign Secretary tells the House that it is unrealistic to believe that we can convene a Geneva II conference on Syria on any basis other than the Geneva I communiqué, yet many hon. Members on both sides of the House believe that it is even more unrealistic to try to base it on that wording for the reasons that we have discussed this afternoon. The situation in Syria is getting worse and the polarisation of both sides is intensifying. Is it therefore not incumbent on the British Government and the international community to do everything that they can to bring the parties together for a peace conference?

That is incumbent on us and the rest of the Security Council, and I hope the hon. Gentleman has gathered from my remarks that we are doing that. That was the purpose of assembling the Friends of Syria group here and of all our work in recent weeks with the Syrian National Coalition. However, when he questions whether the basis of Geneva II should be the Geneva I communiqué, I have to tell him that if we did not have that as our starting point we would lack any common baseline. We would be going well back in our negotiation of a peace in Syria. The communiqué was agreed by Russia, as well as by the UK and the United States. At various stages, even the Assad regime said that it supported it, although that has not always been clear. If that cannot be the basis for peace negotiations, we would struggle to assemble any alternative. It is therefore important that we try to build on the Geneva I communiqué.

Iran’s supposed rapprochement with the international community could be nothing but a ruse to give it diplomatic cover to buy more time to complete a nuclear warhead. The ultimate test of any agreement, whether an interim agreement or a complete agreement, is whether the Israelis and the Saudi Arabians believe it. If the Israelis do not, they will contemplate a military strike; and if the Saudi Arabians do not, they will buy nuclear weapons from Pakistan. What can the Foreign Secretary tell the House to give us the confidence that this is not a ruse by Iran?

We should never be surprised by scepticism about Iran’s intentions. Indeed, we should often share a good deal of that scepticism, given its past record of concealment of large aspects of its nuclear programme and its defiance of the International Atomic Energy Agency and the UN Security Council. We should always have a great deal of sympathy with such scepticism, but our answer has to be that we will be able to make a deal—a first step deal—with Iran provided that there is real substance: if concrete actions are taken, those actions are visible and verified, and their absence cannot be concealed from the international community. We would then have a deal in which we could have confidence and which we could recommend to other countries, including Israel and the Gulf states.

The Foreign Secretary rightly pointed out in his statement that 500,000 people were living in siege conditions in Syria. Of course, more resources need to be mobilised, but will he say a bit more about how we can get resources to people, specifically children facing severe malnutrition?

We are working hard to get resources to them, and DFID is succeeding in getting resources and help to all 14 governorates of Syria, so aid is reaching all parts of Syria. In those siege conditions, however, aid is effectively being blocked, predominately by the Assad regime, so we need political pressure to be applied on it, including by Russia and other countries in the region. We will keep up the demand for that pressure, as well as supporting the effort to meet the needs of children that my right hon. Friend the Secretary of State for International Development announced and the work of the World Health Organisation in, for instance, vaccinating against polio.

I am encouraged by some of the response, and I pay tribute to the work already done by the Government of the Netherlands to push this idea; we will work closely with them. I think that there is a lot of support for this at the UN, and we will be very determined about it, so yes I am encouraged by some of the initial reaction. Now that the Syrian National Coalition has made its decision in principle about attendance at the Geneva II talks, we will start going into these sorts of issues in more detail with it.

The Foreign Secretary referred in his statement to the re-emergence of polio 14 years after its eradication. This terrible and entirely preventable disease is a threat beyond international boundaries, so surely it is in Iran’s self-interest to support access for humanitarian and, crucially, medical aid across Syria. Will he reassure the House that that point will be stressed in his ongoing negotiations with Iran?

Yes, I will. That is a very good point, and we will certainly pursue it with Iran and all other neighbouring countries. A comprehensive polio response, led by the WHO, is intended to reach 22 million across seven countries in the next seven months, and a regional polio control centre is being established in Amman in Jordan, but we need all the countries in the region to contribute, including Iran, and we will pursue that point with it.

However, if he and the Prime Minister are to attend the Commonwealth Heads of Government meeting, what will their strategy be to ensure that the Sri Lankan authorities hear loudly and clearly the representations that are being made and, more importantly, take action?

Of course we will take up these issues. Between the Prime Minister and I we will be visiting the north of Sri Lanka to see for ourselves what is happening. We will press the Sri Lankan Government to investigate all human rights abuses, including the shocking allegations of acts of sexual violence committed during and after the conflict. We will urge them to allow free expression and to stop intimidation of journalists, and call on them to bring about reconciliation and political reform. It is important that we give that message to them in person.

19. It is both unfortunate and disturbing that the Commonwealth Heads of Government meeting is being held in Sri Lanka at this time. While the intention of the Prime Minister to visit northern Sri Lanka, where the Tamils mainly live, is very much to be welcomed, will he and my right hon. Friend the Foreign Secretary raise at CHOGM the recommendations of the Commonwealth eminent persons group that were discussed at the last Commonwealth conference, in particular the recommendation of a commissioner for the rule of law, democracy and human rights? If such a commissioner had been appointed at the last CHOGM, we would have a much more objective assessment of the true circumstances in Sri Lanka at this moment.

My right hon. and learned Friend played a distinguished role in the eminent persons group report. It is a pity that not every aspect of that report was adopted by the Commonwealth as we debated it over the last couple of years, although the charter for the Commonwealth was agreed, as was a more active role for the Commonwealth ministerial action group. We will continue to raise these issues in the Commonwealth.

Just a moment or two ago, the Foreign Secretary said, in relation to human rights abuses in Sri Lanka, that he will be taking up these issues when he travels there. However, in answer to a written question in July, the Foreign Office stated that they “expect progress” in human rights and post-conflict reconciliation in the run-up to the summit in November. Despite writing to the Minister responsible to follow up on that answer, we have not yet received a reply. Will the Foreign Secretary set out now what specific progress on the two key benchmarks identified by the Government has been made since July?

First, I must congratulate the right hon. Gentleman on being appointed Labour’s campaign co-ordinator for the next general election. As he ran its last general election campaign and David Miliband’s leadership election campaign, we on the Government Benches are delighted with the appointment, even if it makes him a slightly part-time shadow Foreign Secretary.

There have been some steps forward in Sri Lanka, which we have to recognise, including the northern provincial council elections that took place in September. They were generally peaceful and well-regarded, but all the issues I listed remain. While there have been some steps forward, many more are needed.

Does the Foreign Secretary accept that there is mounting evidence that Sri Lanka is heading in the wrong direction? It is not simply that these issues “remain”. This month, the Foreign Affairs Committee criticised the

“scant evidence of progress in political and human rights”.

In August, the UN human rights commissioner said that Sri Lanka was

“heading in an increasingly authoritarian direction”,

and even the Government’s own 2012 human rights report warned of “negative developments”. The Prime Minister’s announcement six months ahead of the summit has proved both a misjudgment and a missed opportunity. Will the Foreign Secretary, even at this late stage, urge the Prime Minister to reconsider his decision to confirm his attendance at the summit?

No. There are many serious criticisms, including in our own reports, of the human rights record in Sri Lanka. Of course these are issues that we want to take up in Sri Lanka, but the right hon. Gentleman must recognise that the Commonwealth Heads of Government meeting will consider matters such as the future of the millennium development goals, expanding international trade and upholding human rights in other parts of the world. We need to be present at those discussions with a quarter of the globe. We also need to recognise that the consequences for the Commonwealth of the United Kingdom not attending a Commonwealth Heads of Government meeting would be very serious and could be long term. That is why it is important, and that is why we decided to be there at the table, as well as raising the concerns so well expressed in this House.

Iran continues to enrich uranium to 20% and to expand its capacity for enrichment. This brings Iran much closer to having sufficient material for a nuclear device, should it decide to enrich further. Most large middle eastern cities and some major cities in Europe are within range of Iran’s several hundred medium-range ballistic missiles.

Clearly, enriching uranium beyond the 3.5% required for civilian use sends a very dangerous signal. Is not Iran’s apparent enthusiasm for talks nothing but a protective smokescreen to dissuade the Israelis from undertaking military engagement and to allow Iran to cross the nuclear finishing line and develop a nuclear warhead?

I believe we have to test to the full Iran’s willingness to negotiate and to come to an agreement with the international community on its nuclear programme. The programme continues: Iran claims that its 20% enriched uranium is fuel for its one small research reactor, but it already has enough enriched uranium to fuel that reactor for the next 10 years. That is why we argue that there is no plausible peaceful explanation for the continuation of enrichment and of many features of Iran’s programme. But we must test Iran’s willingness to negotiate, and we continue to do so.

Yes, it absolutely undermines the process of peace. The threat of nuclear proliferation in the middle east, which is what the Iranian nuclear programme presents to the world, is of course a major danger to the future of the middle east, just as we are trying to make progress in the middle east peace process and to bring together a peace conference on Syria. It is deeply unhelpful across the board.

Given that reciprocity has been a sticking point in previous nuclear talks with Iran, with, perhaps, opportunities missed by both sides, what thought has been given by the west to making a gesture of good will as a first move, perhaps with a relief of sanctions—time-limited if necessary—given that such a move might reinforce the hand of the moderates within the country?

Substantive changes in our policy on sanctions will require substantive changes in Iran’s nuclear programme, of course. Negotiations took place in Geneva on 15 and 16 October and a further round of such negotiations is now planned for 7 and 8 November, the end of next week. We welcome the improved tone and posture of Iran in those serious negotiations, but it will have to take serious and real steps for us to be able to reciprocate.

I welcome the more positive approach taken by the Iranian Government at the recent E3 plus 3 talks in Geneva. Foreign Minister Zarif presented a basis for negotiations and we have begun more substantive discussions on how to address the serious concerns about the nuclear programme. If Iran is willing to take the necessary first steps on its programme, we are ready to take proportionate steps in return.

I am grateful for the constructive reply from the Foreign Secretary. Given that Lakhdar Brahimi, the UN and Arab League peace envoy on Syria, has recently said that Iran’s participation in the Geneva talks would be fruitful, natural and necessary, will the Foreign Secretary consider an invitation to him to help in that process and in the negotiations with Iran on nuclear weapons?

It will ultimately be up to the UN to decide who can be brought around the table in a Geneva peace conference. I have already discussed Iran’s approach to Syria with the Iranian Foreign Minister and have put it to him that it is time that Iran accepted—along with Russia and many other non-western countries—that last year’s Geneva communiqué is the basis for discussing the future of Syria and that we are out together to create a transitional Government and bring the conflict to an end. Iran has not yet indicated that; it would be very helpful were it to do so.

Notwithstanding the many problems that there have been between our two countries, there are people on both sides of the House who thought that the initial response from the Government to the change in tone from Iran was overly cautious. Surely this situation warrants a little risk. To what degree is the Foreign Secretary prepared to travel to try to solve, if at all possible, this ongoing situation?

We are all prepared to go a long way to resolve this problem and have indicated that in the direct discussions with Iran. I have already had two meetings with the Iranian Foreign Minister and a telephone call with him earlier this month. As the right hon. Gentleman will know, we have agreed to appoint non-resident chargés as a step up in our bilateral relations. We are, as he can gather, busily engaged in these nuclear negotiations and our officials will meet bilaterally again in the margins of the negotiations. Of course we have to conduct ourselves cautiously on something of such immense importance as Iran’s nuclear programme, but there is no lack of readiness to engage with Iran and to open up our diplomacy to them.

15. My right hon. Friend might have seen the BBC “Newsnight” report last night showing that there has been strong Iranian intervention to support the Assad regime. If it is wrong for the west to intervene militarily to stop mass murder in Syria, would it not be right for the United Nations to condemn Iran for supporting the Assad Government?

My hon. Friend is right to say that foreign intervention in Syria—directly so in the case of Iran—is helping to prop up a regime that is engaged in the brutal murder of huge numbers of its own people. That is now well known around the whole world. That policy will have to change if Iran is to play a constructive role in bringing peace to Syria.

In the discussions with Iran, has the issue of a nuclear weapons-free middle east been raised? When it came up at the nuclear non-proliferation review conference, Iran supported that principle. A conference that would include Israel has been envisaged. Does the Foreign Secretary have any plans for such a conference, and any news on when it might take place?

We do have plans for that. The hon. Gentleman and I have discussed this matter before and, as he knows, the United Kingdom was instrumental in putting a commitment to such a conference into the nuclear non-proliferation review in 2010. A Finnish facilitator has been hard at work trying to assemble the conference. The atmosphere in the middle east has not exactly been conducive to doing so, but the United Kingdom will continue to press for that conference to be brought together.

The situation in Syria is worsening. There are now more than 2 million refugees putting severe strains on neighbouring countries. One third of the UK’s £500 million humanitarian funding for Syria will go to Lebanon, Jordan, Turkey and Iraq, and we are redoubling our efforts to find a political solution to the crisis.

They have requested large-scale assistance to deal with the huge refugee population. Syrian refugees now make up roughly one fifth and one twelfth of the total populations of Lebanon and Jordan respectively. The total assistance that we give to Lebanon has gone past £70 million, and we also give tens of millions to Jordan, so a great deal of British assistance is going to those countries. We are the second biggest donor in the world to the Syrian humanitarian crisis.

May I put it to my right hon. Friend that, despite his great personal effort—on which I warmly congratulate him—to try to bring about a successful Geneva II conference on Syria, it is unlikely to make much real progress unless all sides are involved: not only Iran but the Alawites? I ask him to reflect on the success of the Geneva conference of 1954, which against all expectations put an end to the Indochina war, in which enormous casualties were suffered by France. Anthony Eden insisted, despite the strong opposition of John Foster Dulles, that all sides should be present. Why cannot my right hon. Friend do the same?

There are certainly lessons to be learned from 1954—and, indeed, from other successful peace negotiations—and the process does require all sides to be ready to make the necessary compromises for peace. We would base a Geneva peace conference on the outcome of our talks in Geneva last year, with the aim of creating a transitional Government with full executive authority, made up of figures from the regime and from the opposition in Syria, by mutual consent. Of course it is envisaged that Alawites would be represented in any regime delegation to such a conference, as my right hon. Friend has suggested.

The Foreign Secretary has referred to the large amounts of aid given by the UK and the US to help the humanitarian refugee crisis in the middle east, but in a recent meeting the Jordanian interior Minister contrasted the amount committed by the UK and the US to the amount actually delivered on the ground. Will the right hon. Gentleman comment and clarify whether the money to help with the refugee crisis is getting through?

The UK has a very strong record of delivering our assistance, and I am not aware of any dissatisfaction on the part of Jordan, although I will discuss these matters with His Majesty the King of Jordan tomorrow, so I will check whether there is any further assistance or more rapid delivery of it that we can provide to Jordan over the coming weeks.

We all agree that progress at the Geneva II talks is vital to stability in the region, but when I spoke to the Syrian National Coalition last week it told me that it had not yet decided whether to attend the talks. Will the Foreign Secretary tell us what efforts he is making to ensure that it is in the room for the vital discussions that are needed?

The reason the Syrian National Coalition was here in London last week and why the hon. Gentleman was able to meet it was that it had come to meet me and 10 other Foreign Ministers to discuss going to the Geneva talks. That was the whole purpose of the day! The hon. Gentleman is right to point out that the full body of the national coalition has not yet taken the decision on that. It has to convene a general assembly to do so, and the date for it keeps shifting; it is now most likely to be towards the end of next week, around 9 November. It did receive a clear message from me and from many other Foreign Ministers, including Secretary Kerry and Prince Saud, the Foreign Minister of Saudi Arabia, that it should be prepared to go to Geneva and to take part in a peace conference.

Recent visits by my right hon. Friends the Chancellor of the Exchequer, the Secretary of State for Energy and Climate Change and the Secretary of State for Transport highlighted the huge potential of the UK-China relationship. Their visits achieved significant breakthroughs in relation to civil nuclear co-operation, low-carbon partnerships, financial services, transport and inward investment.

I welcome that news, and, in particular, the jobs that the investment will bring. Perhaps most significant is the fact that Britain will be the first country outside China to have its own renminbi investment quota, which will establish London as a leading centre for renminbi trading. Does the Foreign Secretary agree that this success is founded on our open society and our long record of promoting open economies, and demonstrates to our partners in China that Britain is most certainly open for business?

My hon. Friend is absolutely right. Britain is very much open for business, and it is in China’s interest to invest in it. According to official Chinese statistics, the United Kingdom is now the most popular destination in Europe for Chinese investment, and the fourth most popular globally. Last year, our own exports to China hit £1 billion a month for the first time.

Today I am hosting the World Islamic Economic Forum. This is the first time it has ever been held outside an Islamic country and Asia, reflecting London’s growing position as a major centre for Islamic finance.

Last week, I had the great privilege of meeting Aung San Suu Kyi, following her discussions with Government Ministers. She impressed upon me the urgency of the international community seeking to put pressure on the Burmese Government to reform the constitution in Burma. I would be grateful if the Foreign Secretary would set out what steps the Government anticipate taking to achieve that goal.

Aung San Suu Kyi was very clear about these things in all the meetings she had, including the one with EU Foreign Ministers in Luxembourg last Monday. These are issues that we have taken up for some time with the Government in Burma, including directly with President Thein Sein on his visit to the UK earlier this year. Of course, we are continuing to raise them, as there is an urgency about constitutional change ahead of elections in Burma in 2015. So we will continue to raise them over the coming weeks directly with Burmese Ministers.

T5. The UN envoy, Mr Brahimi, is in Syria today and he has said that President Assad can play a constructive role in the transition in Syria. The Friends of Syria group has said that President Assad can play no role in the transition, so what is the UK’s position on whether he can play any such role?

It was agreed in Geneva last year that a transitional Government in Syria would have full executive authority, and that it would be formed from regime and opposition “by mutual consent”. That phrase is very important; I do not think anyone can envisage circumstances in which opposition groups in Syria would give their consent to President Assad being part of that transitional Government.

T4. Rocket attacks on Israel from Gaza have resumed, and Hamas threatens to restart suicide attacks. Will the Minister condemn the statement from the leader of Hamas that the Palestinians should withdraw from peace talks and launch a third intifada? Does he believe that the Palestinian Authority are sufficiently strong and well motivated to resist that call?

I believe that the Palestinian Authority are certainly well motivated—that is a good way to put it. I believe that President Abbas is a courageous man of peace, and he has taken many risks and overcome much opposition in order to get back into the peace process and into negotiations with Israel. I absolutely condemn any encouragement to him to do anything other than that, and Hamas for saying that that should cease. We want to see those negotiations continue over the coming weeks and bring success.

Much of the instability in various parts of the world is caused by volatile and high food prices, a driver of which is the conversion of agricultural land into biodiesel, a practice described by the United Nations last year as a crime against humanity. What discussions have the Government had with the EU to encourage it to drop its 6% target on sources which could and should be food?

Yes, we have already had discussions with the Italian Government. The Italian Foreign Minister, Emma Bonino, was here on Friday and that, of course, was one of the subjects we discussed. In addition, the Prime Minister has discussed it with his counterparts in the European Council. It is important that European countries work effectively together on this matter and, in particular, that we work to help Libya, for instance, to secure its land borders. The insecurity of those borders is causing a lot of the problem for the maritime borders of EU states.

Many of my constituents are concerned about human rights abuses not just in the north of Sri Lanka but in the east. They are also concerned that the visit by the Commonwealth Heads will somehow legitimise that desperate reality. Will the Secretary of State undertake to leave the Sri Lankan authorities in absolutely no doubt that that is not the case?

What assessment has the Secretary of State made of an independent Scotland’s place in Europe and the world compared with the advantage that Scotland derives from being part of a strong United Kingdom?

Scotland derives enormous benefit, of course, from being part of the United Kingdom and the United Kingdom benefits enormously from Scotland’s being part of it. It is important to understand that if Scotland left the United Kingdom, it would also be leaving the organisations of which the United Kingdom is a member, including the European Union.

May I now encourage him to congratulate not just this House on issuing a yellow card to the Commission’s proposal for a European public prosecutor but the Parliaments of France, Hungary, Ireland, the Netherlands, the Czech Republic, Sweden, Romania, Slovenia and Cyprus? Does that not show the value of national Parliament’s power to tell the Commission to stop interfering and is there not a case to go—

I am sure that this House has every confidence in the Foreign Secretary to represent the Government at CHOGM and the Prime Minister should clearly make a gesture and stay away. When he is making representations, will the Foreign Secretary seek the signature of the Sri Lankan Government to the declaration of commitment to end sexual violence in conflict?

I seek that all over the world. It is my declaration, which I proposed at the margins of the UN General Assembly, and I am pleased that, by the middle of this month, 134 countries had signed it. Sri Lanka is exactly the sort of country we want to add its signature to it, so I will press the Government hard on that subject at the margins of CHOGM.

Democratic elections in the Maldives were suspended nearly two months ago. What are the Government doing to make sure that these elections take place?

It is very important that these elections are now allowed to take place. The legal actions that have been taken to try to stop the elections and to stop the second round going ahead after a successful and well-regarded first round of elections have increasingly looked just like attempts to disrupt the elections and to prevent the people of the Maldives from being able to have their democratic say. The strong statement that I issued on this on 19 October has, I think, been noticed in the Maldives. We hope the authorities there will now allow an election to go ahead that will be able to determine freely and democratically the presidency of the Maldives.

Again, this is one of the subjects that we discuss regularly with the Burmese Government and, indeed, that we discussed with Aung San Suu Kyi on her visit last week. Progress has been made, of course, in bringing ceasefires into effect in ethnic conflicts, but the conflict in Kachin state has been the most serious in recent times so it is always very high on the agenda for our discussions with Burmese Ministers.

Will the Foreign Secretary update the House on the work of the chemical weapons inspectors in Syria, and will he say when he expects the destruction of precursor chemicals to begin?

This work is going reasonably well so far. The Organisation for the Prohibition of Chemical Weapons staff have had access to 21 of 23 sites that have been identified. The actual destruction of munitions and of production equipment for chemical munitions has been taking place. Based on the submission made by the Syrian regime on 27 October—just a couple of days ago—decisions now need to be made about the resources needed and the timetable for the destruction of all chemical stocks, including precursors. That programme will be put together by the middle of November.

I wish to inform the House that the Foreign and Commonwealth Office, together with the Ministry of Defence and the Department for International Development, is today publishing the 31st progress report on developments in Afghanistan since November 2010.

I announced draw-down plans for the Helmand provincial reconstruction team (PRT) in a written statement on 9 September 2013, Official Report, column 40WS. The PRT has already begun to decrease in size. By December 2013 we envisage a small PRT political and governance team moving to Camp Bastion, followed by the final closure of the PRT in March 2014.

On 3 September, the Independent Election Commission (IEC) co-chaired a meeting of the ELECT II Project Board with the United Nations Assistance Mission in Afghanistan (UNAMA). The IEC provided an update on voter registration and preparations for the elections, and donors pledged additional funds to support the electoral preparations. Overall donors pledged $134 million.

The UN High Commissioner for Human Rights, Navi Pillay, visited Afghanistan 15-17 September. Her visit focused on three key areas—the importance of ensuring gains made on human rights are consolidated, the issue of violence against women and the future of the Afghan Independent Human Rights Commission.

On 1 September, President Karzai appointed Omar Daudzai, the previous Afghan ambassador to Pakistan, as acting Interior Minister, replacing Mujtaba Patang.

The Home Secretary visited Afghanistan 22-24 September, meeting President Karzai, the Ministers of Interior and Refugees, the Head of the National Directorate of Security (NDS), Afghanistan’s Intelligence Agency, and international ambassadors. The visit focused on a range of security and criminal issues affecting the UK (principally terrorism, drugs and migration).

On 1 September, the UK assumed lead nation status at the Afghan national army officer academy. The academy, which is designed to develop the future leaders of the Afghan national army, will begin training by the end of October.

On 27 September, the Prime Minister announced that the UK will host the 2014 NATO summit in what will be the final year of the international security assistance force (ISAF) combat mission in Afghanistan. The precise date for the summit has yet to be finalised but its themes will be discussed in greater detail at the October NATO defence ministerial meeting in Brussels.

I would like to inform the House about the Government’s response following the terrorist attack on the Westgate shopping centre in the Westlands area of Nairobi between 21 and 24 September. In doing so, I wish to repeat our message of profound sympathy to the Kenyan Government and the Kenyan people affected by this incident. I also, once again, express our condolences to the families and friends of the British citizens, and other nationals, killed in the attack. As the Prime Minister said on 22 September this was

“”an absolutely sickening and despicable attack of appalling brutality”.

Within hours of the terrorist attack unfolding on Saturday 21 September, the Foreign and Commonwealth Office activated its 24-hour crisis response centre. Travel advice, including details of the FCO emergency helpline number, was issued on 21 September advising UK nationals to avoid the area around the Westgate shopping centre. Also on 21 September, the Prime Minister spoke to the Kenyan Government to express the condolences of the British people and to offer any assistance we could provide.

Six British nationals were killed in the attack and three were injured and hospitalised. We were in touch with the next of kin and provided consular support and assistance to the families. A rapid deployment team was sent to Nairobi on 21 September to support the work of our High Commission in providing assistance to British nationals. Extra assistance measures, designed to provide additional support and assistance to British nationals in crisis situations, were activated. We have also been liaising closely with other Governments with affected citizens to share information on the situation and our response.

In response to a Kenyan request, the UK was able to provide assistance at the scene in the identification of bodies and the collection of forensic evidence. Other UK support has included the provision of rations and medical supplies to the Aga Khan hospital where many of the wounded victims were taken. We have continued to work closely with the Kenyan authorities and other international experts in providing expert support for the Kenyan-led operations.

The UK-Kenya partnership is strong and wide. We work together on many shared goals. The UK and Kenya have a mutual interest in tackling terrorist threats. In line with the UK’s overall approach to addressing terrorism overseas, we are committed to helping Kenya strengthen its capacity to investigate, prosecute and detain terrorists in line with international human rights obligations. Our support also extends to helping Kenya strengthen its borders and counter security threats that emanate from across its international borders. In recent years, this has included capacity building, training and the provision of specialised equipment. We will continue to discuss opportunities for co-operation with the Kenyan Government.

Mr Speaker, with permission I will make a statement on the middle east peace process, Syria and Iran. On all these matters there have been important diplomatic developments over the past few weeks, and I wanted to inform the House of them at the earliest opportunity.

It is impossible to overstate the challenges and the gravity of the threats in the region if current openings and opportunities are not brought to fruition. But on each of these subjects there has been some progress, and it is important that we build on that as rapidly and decisively as possible. As he is in his place, I want to pay tribute to the work on these issues of my hon. Friend the Member for North East Bedfordshire (Alistair Burt) over the past three and a half years, and to welcome as Minister with responsibility for the middle east my right hon. Friend the Member for Faversham and Mid Kent (Hugh Robertson), who is also in his place.

Whatever the pressure of other issues, we must never lose sight of the importance and centrality of the middle east peace process to the lives of millions of Israelis and Palestinians and to international peace and security. I pay tribute to the leadership of Secretary John Kerry, Prime Minister Netanyahu and President Abbas for the progress that has been made, including the resumption of negotiations in July. The United States has confirmed that there have been seven rounds of direct bilateral negotiations since then. Both sides have now agreed to intensify the pace of the discussions and increase American participation in them, with the goal of reaching a permanent status agreement within nine months.

During the UN General Assembly ministerial week in New York, my right hon. Friend the Deputy Prime Minister met President Abbas, while I held talks with Israeli Minister of International Relations, Yuval Steinitz. We reiterated the United Kingdom’s unequivocal support for a two-state solution based on 1967 borders with agreed land swaps, Jerusalem as the shared capital, and a just and agreed settlement for refugees. With our European Union partners we are ready to provide major practical support to both sides in taking the bold steps that are needed. This includes our bilateral assistance to the Palestinian economy and the institutions of the future state. The UK is one of the largest donors to the Palestinians, providing £349 million for Palestinian development over four years.

My right hon. Friend the Secretary of State for International Development attended the ad hoc liaison committee in New York established to oversee Palestinian state-building and development. She recommitted the UK to providing predictable, long-term assistance aligned with the priorities of the Palestinian National Authority: building strong institutions, promoting private sector growth and humanitarian aid. We are also supporting the Palestinian economic initiative that the United States and the Quartet are developing. DFID will shortly be launching a new £15 million Palestinian market development programme to help Palestinian small and medium-sized enterprises enter new markets and to help mobilise investment. Economic progress can never be a substitute for a political settlement, but it is vital that the Palestinian people see tangible improvements in their daily lives.

The situation in Syria remains catastrophic. More than 100,000 people have been killed, and the number of Syrian refugees has grown by more than 1.8 million in just 12 months, to over 2 million. We must always be clear that we will not have succeeded in our work until this violence has been brought to a stop, but nevertheless we were able to make some diplomatic progress in New York on our objectives—to prevent the further use of chemical weapons, to alleviate humanitarian suffering, and to promote a political settlement to the conflict.

On the first of those, I attended the meeting of the United Nations Security Council on 27 September, which adopted the first resolution on Syria in 17 months. Security Council resolution 2118 requires the full implementation of the near-simultaneous decision of the Organisation for the Prohibition of Chemical Weapons, which sets out how Syria’s chemical weapons must be verifiably eliminated within the first half of 2014. For the first time, the Security Council resolution imposes binding and enforceable obligations on the Syrian regime to comply, with the threat of action under chapter VII of the UN charter if it does not. It also stipulates that those responsible for any use of chemical weapons must be held accountable.

I announced in New York £2 million in funding to enable the OPCW to deploy to Syria last week. It has reported early progress in identifying and destroying chemical weapons. Under its supervision Syrian personnel have commenced the destruction or disabling of missile warheads, aerial bombs and mixing and filling equipment, and the OPCW is carrying out work to assess the accuracy and completeness of the information provided by the regime. British nationals who work for the OPCW are already deployed in Syria as part of the new destruction mission, and we stand ready to provide further support as necessary, such as personnel, technical expertise and information. The House should be in no doubt that the voluntary destruction of a deadly arsenal of weapons that until recently the Assad regime denied it possessed is an important step forward, and a vindication of the threat of military action by the United States of America.

Secondly, hundreds of thousands of Syrian civilians continue to suffer atrociously from the regime’s use of conventional weapons. The UK is leading the way in alleviating desperate humanitarian suffering. In the UK’s annual address to the General Assembly, the Deputy Prime Minister confirmed an additional £100 million in UK assistance, bringing our total humanitarian contribution to date to £500 million, the largest ever British response to a single crisis.

The Prime Minister’s campaign, begun at the G20 and followed up by our embassies worldwide, has helped to secure more than $1 billion in new international pledges of humanitarian assistance since the start of September, and we look to other countries to do more to meet the level of suffering and instability caused by such an unprecedented number of people being in need.

Throughout the General Assembly, and particularly in the two meetings I had with the other permanent members of the Security Council, I pressed the case for a Security Council presidential statement urging the Syrian Government to allow unhindered access to people in need, including across borders, and calling on all parties to agree on humanitarian pauses in the fighting to allow the delivery of aid. That statement was subsequently agreed on 2 October. With our encouragement, the UN Secretary-General has announced his intention to convene a new pledging conference in January 2014.

The House will know that the stability of Jordan and Lebanon is high among our priorities, and in that regard I attended, with the P5 Foreign Ministers, the creation of a new international support group for Lebanon during the General Assembly. The UK is now providing £69 million to help Lebanon cope with the refugee crisis. In addition, we are providing £11 million of non-lethal assistance to Lebanese armed forces, and we are helping Jordan with £87 million of UK aid for Syrian refugees and host communities.

Thirdly, on the political process, UN Security Council resolution 2118 also formally endorsed the Geneva communiqué of June last year for the first time, calling for the establishment of a transitional governing body exercising full executive powers, which could include members of the present Government and the opposition and other groups, formed on the basis of mutual consent. The resolution calls for the convening of an international conference on Syria to implement the Geneva communiqué. As P5 Foreign Ministers, we agreed with the UN Secretary-General that we should aim to convene the conference in Geneva by mid-November this year. An intensive period of preparation will be required, led by the UN and Arab League special representative, Lakhdar Brahimi.

I met the Syrian National Coalition President, Ahmed al-Jarba, in New York. He assured me that the coalition remains committed to an inclusive and democratic Syria, that it rejects extremism and that it is committed to the Geneva communiqué. There can be no peaceful and political settlement in Syria without the participation of the moderate opposition. That is why we are providing more than £20 million in non-lethal support to the moderate opposition and will do more in the coming months.

I discussed the conflict in Syria with Iran’s new Foreign Minister, whom I met twice in New York, including with the E3 plus 3 Foreign Ministers, and with whom I had further discussions by telephone yesterday. It is clear that the new President and Ministers in Iran are presenting themselves and their country in a much more positive way than in the recent past. There is no doubt that the tone of meetings with them is different.

We have agreed to resume negotiations on Iran’s nuclear programme in Geneva next week, on 15 and 16 October. We are looking forward to seeing serious proposals from Iran to follow up on its stated desire to make rapid progress with negotiations. It will be very important for Iran’s relations with the international community for the marked change of presentation and statements to be accompanied by concrete actions and a viable approach to negotiations.

We must not forget for one moment that, as things stand today, Iran remains in defiance of six UN Security Council resolutions and multiple resolutions of the International Atomic Energy Agency’s board of governors and that it is installing more centrifuges in its nuclear facilities. In the absence of change in those policies, we will continue to maintain strong sanctions. A substantial change in British or western policies will require a substantive change in Iran’s nuclear programme.

However, we must test the Iranian Government's sincerity to the full, and it is important that our channels of communication are open for that. Mr Zarif, the Foreign Minister, and I discussed how to improve the functioning of the UK-Iran bilateral relationship. Our diplomatic relations suffered a severe setback when our embassy compounds in Tehran were overrun in 2011 and the Vienna conventions flouted, and when the Iranian Majlis voted to downgrade relations with the UK.

It is understood on both sides that, given this history, progress in our bilateral relationship needs to proceed on a step-by-step and reciprocal basis. The Foreign Minister and I agreed that our officials would meet to discuss this. The first such meeting has already taken place and will be followed up by a further meeting in Geneva next week. This includes discussion of numbers of and conditions for locally engaged staff in the embassy premises of each country and visits to inspect these premises. I have made very clear to Mr Zarif that we are open to more direct contact and further improvements in our bilateral relationship.

We have therefore agreed that both our countries will now appoint a non-resident chargé d'affaires tasked with implementing the building of relations, including interim steps on the way towards eventual re-opening of both our embassies, as well as dialogue on other issues of mutual concern.

We must not underestimate the difficulties ahead. Iran has a complex power structure; there are voices in Iran who do not agree with their Government's stated desire to see progress on nuclear negotiations and a rapprochement with the west, and improvements in our bilateral relations will require confidence on both sides that those improvements can be sustained. But to be open to such improvements is consistent with our desire to find a peaceful resolution to the nuclear dispute and the fact that we have no quarrel with the people of Iran. The House will be conscious of the fact that on all these issues the coming months may be unusually significant and replete with dangers but also with opportunities. Her Majesty's Government will spare no effort to promote a peaceful resolution to each of these conflicts and crises, working closely with our allies at all times and taking full advantage of every diplomatic opening; never starry-eyed but always pursuing progress through resolute diplomacy.

May I thank the Foreign Secretary for his statement and for advance sight of it? I would like to start by welcoming the newly appointed Minister for the middle east, the right hon. Member for Faversham and Mid Kent (Hugh Robertson). I know that Members on both sides will wish to join me in recognising his significant achievement in helping deliver the London Olympics and I am sure that he will continue to bring the same level of commitment and, indeed, skill to his new role in the Foreign Office.

May I also take a moment to pay tribute to his predecessor, the hon. Member for North East Bedfordshire (Alistair Burt)? He is a man whose obvious talent, commitment and decency—qualities that are recognised and appreciated by many in this House—have not gone unnoticed by Members over recent years. He is a very significant loss to the Government and in all my dealings with him on the middle east I admired his skill, intellect and consistently courteous approach.

This month’s United Nations General Assembly was a moment where real progress needed to be made most urgently on the issue of Syria. Of course I welcome the Foreign Secretary’s call for further action on securing free and unfettered humanitarian access in the country and I welcome the Government’s announcement of an additional £100 million in humanitarian aid for Syria. But sadly, despite this significant additional UK contribution, the UN appeal after the UN General Assembly is still only 44 per cent. funded. Can the Foreign Secretary set out what steps the Government will take now to try to help to ensure that other donors turn unfulfilled pledges into cash commitments?

Since that General Assembly meeting last month, the destruction and disabling of missile warheads, aerial bombs and mixing and filling units within Syria has thankfully now begun. In particular, I want to commend the work of the British personnel working as part of the team carrying out this difficult and dangerous work on the ground in Syria.

Given that this is the first time that the Organisation for the Prohibition of Chemical Weapons has been tasked with overseeing the destruction of chemical weapons armoury during a live conflict, can the Foreign Secretary provide any further details about how the mission is likely to proceed in the coming months? In particular can he offer the House any guidance with respect to negotiating access to sites currently within rebel-held areas of Syria?

On the middle east peace process, Secretary Kerry’s efforts to restart the negotiations between Israel and the Palestinians deserve both our praise and our support. Delivering the necessary compromises from all sides will surely be a task aided by the active involvement of the United States. Can the Foreign Secretary clarify what role US special envoy Martin Indyk is playing in the substantive negotiations? When I recently met President Abbas, he emphasised the nine-month timeframe for these talks. Will the Foreign Secretary set out what progress would have to be made before March 2014 in order to justify a decision to continue negotiations beyond that allotted timetable?

Let me now turn to the issue of Iran. Back in August, I described the Government’s decision not to send ministerial representation to the inauguration of the new Iranian President as a misjudgment and a missed opportunity. At the start of September, I pressed the Foreign Secretary on the possibility of establishing a Syrian contact group, with Iran as a key member. Later last month, I pressed the Government on whether the Foreign Secretary would look to reopen the British embassy in Tehran as soon as it was practical and safe to do so. The Government appeared to give little consideration to these proposals when I first suggested them.

Today the Foreign Secretary cited his meeting with Foreign Minister Zarif and the letter dispatched by the Prime Minister to President Rouhani. While I welcome these recent decisions, I regret that it took so long for these important steps eventually to be taken. In recent months the Government appear to have misjudged their response to the signals emerging from Tehran, and as a result the UK risks being left behind by the absence of a clear strategy towards Iran. Disagreements not just over Iran’s nuclear ambitions but over domestic and international actions by the Iranian regime are profound, and cannot and should not be overlooked. However, it is vital that Iran continues to be encouraged to play a more constructive role, and the UK Government should be doing more to help to facilitate this change. In the light of this, I welcome today’s announcement of a chargé d’affaires having been appointed, but can the Foreign Secretary assure the House that this is an interim step on the way to establishing full diplomatic relations?

Labour remains of the view that the UK Government should maintain pressure on the Iranian regime to change its approach to nuclear enrichment. However, notwithstanding the decades-long difficulties in the bilateral relationship between Iran and the United States, it has, alas, been the American Administration, and not the British Government, who have better understood the signals and made the decisive advances towards improved relations with Iran. On Iran, it is time for the Government to catch up with our American allies.

On the right hon. Gentleman’s initial questions relating to Syria, I think it will be the view across the House that free and unfettered access is of huge importance. He is right to say that the UN appeal for funds is currently 44% funded. As the House heard from my statement, we have done a great deal to make sure that some of that 44% is in place, and we are making a huge contribution ourselves. Our embassies and the Department for International Development’s ministerial team are engaged in a non-stop effort to build up the contributions from other countries. There is now the commitment to a pledging conference, which we hope will take place in Kuwait in January and which is the major international event to work towards in gathering greater contributions for the future.

On the right hon. Gentleman’s questions about the OPCW and how it will proceed, all the known sites for the holding of chemical weapons in Syria are within regime-held territory. We are not aware of the opposition being in possession of chemical weapons, so of course this work is focused, revealingly, entirely on the regime-held areas. What is meant to happen now, according to the timetable that has been established, is that all sites should have been inspected by the 27th of this month; that the regime’s production and mixing and filling equipment in relation to chemical weapons should be destroyed in the next few weeks, by 1 November; and that the details of how to proceed with eliminating all the material and other equipment will be decided by 15 November, with a view to the whole programme being completed in the first half of next year. It is an immense task, but it is good that the OPCW has arrived in Syria and that at the weekend the destruction began of some of the munitions involved. Of course, we will continue to watch this closely, and that includes, as I say, standing ready to provide further expertise as necessary.

On the right hon. Gentleman’s questions about the peace process, obviously the United States has a central role in this, including the United States special envoy. Many of the meetings—the seven rounds of negotiations so far—have been taking place on a bilateral basis, but it is envisaged that there will be closer American participation in those meetings over the coming weeks.

The ambition is to resolve the issues, including the final status issues, within six to nine months. That is the timetable to which the parties are working. It is too early to respond to the right hon. Gentleman’s question about what happens after March 2014.

On Iran, I hope there are no differences across the House about the direction of policy. The right hon. Gentleman asked us to catch up with other countries, but perhaps it is time for him to catch up with what the Government have actually been doing. I assure him and the House that there is no difference of view or approach between the United States, the United Kingdom and, indeed, other western allies. We are in different positions on diplomatic relations because some European countries still have embassies in Tehran. Their embassies were not overrun as ours was in 2011. By contrast, as is well known, the United States has not been in that situation for a very long time—since 1979. Of course there are differences between different countries, but all of us are trying to encourage the opening up by Iran, which the Iranian Ministers are presenting. There is no lack of attention to that.

It has been a long time since any British Foreign Secretary—we would have to go back to the days of the right hon. Member for Blackburn (Mr Straw), as we frequently do on these subjects—had as many discussions in the space of a few days with the Foreign Minister of Iran. It is vital that our work to improve the functioning of our bilateral relations takes place on a step-by-step and reciprocal basis. Recently, even getting unhindered access for locally engaged staff to inspect and check up on our embassy premises has remained a very difficult matter, so the House will understand that building up trust and co-operation will be necessary before it will be possible to open an embassy again. We are, therefore, doing that on a step-by-step, reciprocal basis. I do not believe it would be responsible to approach it in a different way. It has been welcomed so far by the Iranian Foreign Ministry, as evidenced by today’s agreement on appointing a non-resident chargé for both countries. That opens the way to further improvements, as I said in my statement, including a view in the future to the full reopening of both embassies, but that will depend on the mutual building of confidence, good co-operation and trust, which has, of course, been missing in the past.

I commend my right hon. Friend on his clever attempt to balance both optimism and realism in reviewing the remarkable events of the past few weeks, but may I press him on the issue of chemical weapons? The use of these weapons is a crime against humanity, as the Secretary-General of the United Nations has confirmed. What is my right hon. Friend’s assessment of the possibility of those responsible for their use in Syria—whether on the Government side or the opposition side—ever being brought to justice?

Accountability is very important. I make no secret of the fact that we would have preferred—as, I think, would most of this House—a UN resolution with more specific provisions for accountability, including reference to the International Criminal Court. It was very clear throughout all our talks in New York that no such resolution could be agreed with our Russian colleagues. Of course, it was important to pass a resolution on, and implement the destruction of, the chemical weapons, but we have had to do that without reference to the ICC. Future accountability will, therefore, depend on what happens more broadly with regard to the future of Syria and the determination of Syrians to hold those responsible to account in the future. I hope that they and all of us in the international community will be very clear that we wish to do that.

First, while congratulating the Minister of State, Foreign and Commonwealth Office, the right hon. Member for Faversham and Mid Kent (Hugh Robertson) on his appointment, may I underline the respect for and tribute made to the hon. Member for North East Bedfordshire (Alistair Burt) for the brilliant way in which he conducted himself as a Minister? I hope the fact that he was held in as high regard by the Opposition as he was by those on the Government Benches did not contribute to the Prime Minister’s decision yesterday.

The Foreign Secretary is right to say that Iran has a complex power structure and that we must proceed step-by-step with reciprocity. Does he accept that another country that has a complex power structure is the United States? President Obama is almost as boxed in as President Rouhani on this issue, while the Foreign Secretary has much greater room for manoeuvre. Will he therefore bear it in mind that the British Government are in a position to take calculated risks and to seize the opportunity with respect to Iran, while the other two may not be? He may be able to take the initiative on Iran, while others may not be able to do so.

I will give a broad “yes” to the right hon. Gentleman’s question, but I ask him not to underestimate the focus on this issue in the United States or its readiness to deal directly with the new ministerial leaders in Iran. As he knows, President Obama had a telephone conversation with President Rouhani. Secretary Kerry attended the meeting of the E3 plus 3 Ministers with Mr Zarif, which was the first meeting between a US Secretary of State and an Iranian Foreign Minister for a very long time. The United States does have a complex power structure, but its National Security Council is very focused on this issue. It is important that the E3 plus 3 countries work cohesively on the nuclear issue, rather than emphasising different approaches. We must all in our different ways and using our different national strengths and perspectives on Iran encourage the progress in the nuclear negotiations that is so urgently needed.

Although I welcome the appointment of the chargé d’affaires, which is to the credit of the new Iranian regime as much as to that of the regime here in London, would it not be wise to judge President Rouhani on his actions, rather than on his words, and to ignore the calls to go faster than the situation merits?

My hon. Friend is absolutely right. We are putting in place a step-by-step reciprocal approach to bilateral relations. It is important to proceed in that way for the reasons that I gave the House a few moments ago. I think that that approach will be the most comfortable one for the Iranian Ministers who are in favour of this process and the one that will be able to command the most support in Iran. For both countries, I think that this is the best way to proceed. It is important that the welcome tone and positive remarks of Iranian Ministers over recent months are matched by serious proposals in the nuclear negotiations and by concrete actions.

I support the Foreign Secretary in his efforts to build on the success on chemical weapons that has been achieved through negotiations by securing an early Geneva II conference. It is crucial to get the Russians, the Iranians and the Syrian Government there, along with our international allies and the moderate opposition. He may have to refuse to accept that recalcitrant, let alone jihadist, opposition groups can exercise a veto.

May I also ask the Foreign Secretary to schedule a full day’s debate on Syria on a substantive motion, because we have not had a chance to discuss Syria policy in detail, despite his admirably regular updates? A pre-agreed motion might afford the House an opportunity to unite around Syria policy, when in August we were divided on military action.

Personally, I am entirely open to such a debate. The Leader of the House is here. I do not know whether he is open to it, given all the pressures on him, but he will have heard the legitimate point that the right hon. Gentleman has made.

The progress that we have made in setting an ambition to convene the Geneva II peace conference has involved working closely with Russia. It is the product of the five permanent members of the Security Council working together during the General Assembly. That is an important and welcome step on Syria, given the history of the past two and a half years.

I discussed the participation of Iran in future talks with the Iranian Foreign Minister. I have asked the Iranians to accept the outcome of Geneva I as the basis for future discussions. After all, that is accepted by almost all other countries in the world. If that were the common baseline, it would make it easier to include the Iranians in future discussions. I look forward to their further consideration of that.

Would the Foreign Secretary like to praise Parliament for recommending diplomacy rather than war as the best means of tackling the difficult matter of chemical weapons in Syria? That policy seems to be working rather well. Does he agree that Parliament’s influence extended to the United States of America, where the President called our debate in aid as the reason for his change of approach towards consulting Congress and going for peace?

It has always been my habit to praise Parliament, even when I disagree with it, and I will continue to do so. I praise our Parliament and democracy all over the world, and I even hold up such instances as examples of our vibrant democracy. I hope, however, that my right hon. Friend will bear in mind that such progress on chemical weapons—we hope it is progress, provided it is maintained—could not have been made without the credible possibility and threat of military action. We particularly have to thank the United States for that in this connection.

While congratulating the Minister of State, Foreign and Commonwealth Office, the right hon. Member for Faversham and Mid Kent (Hugh Robertson), I add my voice to the tributes that have justifiably been paid to the hon. Member for North East Bedfordshire (Alistair Burt). He brought the same commitment to an individual constituency case as he did to matters of great international moment, and for that I and my constituents are grateful. I am equally grateful for the advances that have been made with regard to Syria, not least the west biting the bullet and including Iran. The Foreign Secretary referred to an increase in humanitarian aid, but he failed to detail whether any of that aid will actually be delivered to innocent civilians still trapped within the borders of Syria. Surely that is one area where even closer co-operation with Iran could bring real results.

On the specific question about whether the aid goes to those in Syria, British aid reaches into all 14 governorates of Syria. The international effort, which we support and help to finance, is of course hindered by the fighting, and has sometimes been hindered deliberately by the regime preventing supplies—including much-needed medical supplies—from reaching opposition-held areas. That is the importance of the presidential statement by the Security Council, backed by Russia and China, on improving humanitarian access, including cross-border supplies of aid, and meeting the request of Baroness Amos who leads for these matters at the United Nations. We will follow that up very much indeed, and I hope our ability to hold discussions with Iran will lead to improvements in the situation in Syria. That is another area where Iran will need to change its policies on the ground, which currently include supporting a regime that is murdering and oppressing its own people in huge numbers.

I welcome the good news that the Foreign Secretary has brought to the House, and strongly echo tributes to the hon. Member for North East Bedfordshire (Alistair Burt), which are richly deserved. The Foreign Secretary said that the matters of mutual concern he is discussing with Iran include Syria, which is welcome. Does he agree, however, that talks are sometimes better without preconditions, and that it would be positive for all concerned if Iran could be drawn into the Geneva II peace process and talks on Syria?

Of course it is best to have the broadest base possible internationally for the Geneva II process, but, as I said to the right hon. Member for Neath (Mr Hain), it is important that that starts from a common assumption and that we are at least able to start from the same starting line. We agreed in Geneva I last year that there should be a transitional Government in Syria with full executive power, formed by mutual consent. That is the position of Russia, China, and all five permanent members of the Security Council. The regime is ready—it says it is ready—to appoint representatives for talks on that basis, and the opposition National Coalition is ready to take part in talks on that basis. It should be possible for Iran—and any other country that has doubts about this—to say that it supports talks on that basis, and that if it participates it would be on that basis. That is what we are looking to Iran to say.

I welcome the new Minister with responsibility for the middle east to his place, and like many others I pay tribute to his predecessor.

During the debate on Syria on 29 August I asked the Prime Minister whether he agreed that anybody using chemical weapons should face the law in either the International Criminal Court or a specially constituted tribunal. The Foreign Secretary said that Russia has blocked progress on that specific issue at this stage, but will he outline to the House how he will pursue the matter in the future? Surely nobody on any side should be able to use chemical weapons in any part of the world.

That is a very important issue, and it is important that it is pursued by this country and many others over the coming months and years. There is a reference to accountability in the resolution, but as I said to my right hon. and learned Friend the Member for North East Fife (Sir Menzies Campbell), we would have preferred much more detail on reference to the International Criminal Court. It is something to which we will have to return, therefore, in the context of a settlement, if one can be arrived at, in the Geneva II process, and something to which the Syrian people will want to return.

In my view, there must be, in the future, either national or international accountability and justice in respect of crimes committed. Some of those relate to chemical weapons, of course, but terrible crimes have been committed with a whole range of weapons, including in the prisons and torture chambers of the Assad regime. Furthermore, of course, there are records of atrocities committed by opponents of the regime as well. Justice should be done for all these crimes, but it will have to be addressed in a peace settlement, given that we cannot agree on it at the Security Council.

Does my right hon. Friend recall that in August many people, not least the Government of Syria, refused to admit that the Syrian regime possessed chemical weapons, and does he agree that had it not been for the actions of the United States, the United Kingdom and others in making it clear that the use of chemical weapons was wholly unacceptable in international law and in putting forward a credible threat of military action, we would never have had UN resolution 2118, we would not now be seeing the inspection of chemical weapons in Syria and we would not be about to see the destruction of those chemical weapons—weapons that, amazingly, people did not think existed as recently as August?

My hon. Friend is quite right to say that we are now seeing the commencement of the destruction of weapons that we were told not long ago did not exist at all. That is certainly progress and reflects a major change in policy by Russia and the Syrian regime in Damascus, and there can be little doubt that those changes would not have come about had there not been a rigorous debate about military action in many other countries.

The Foreign Secretary rightly praised the US Secretary of State for his efforts to get the Palestinians and Israelis talking to each other again, but he did not refer to the continuing crisis in Gaza or the threats there of terrorist actions into Sinai, which have knock-on consequences in Egypt. Will he update the House on the implications of the problems that still exist in Gaza and the fact that we will not get a viable Palestinian state without unity of both parts of the Palestinian territory?

The hon. Gentleman is right to draw attention to the situation in Gaza. It is very important that greater access into Gaza be allowed by Israel and Egypt—in the current situation—so we call on both countries to do that. We are giving a lot of assistance: of the £122 million that the Department for International Development is providing over four years to help the Palestinian Authority, about 40% is spent in Gaza, I believe, so there is a lot of direct UK assistance there, but improved access from both directions is needed if the situation is to improve.

I join the generous and wholly proper tributes to the former Minister for the middle east, but from long association, I know that he could hardly have been replaced by a better successor than the new Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for Faversham and Mid Kent (Hugh Robertson).

With the extremely welcome progress and opportunity for further progress on weapons of mass destruction in Syria and Iran, will my right hon. Friend assure me that we will not lose focus on Egypt? Having been there three times since the beginning of July, I can assure him that the medium-term prognosis is utterly grim. It is an area to which we will have to give serious attention.

I can absolutely assure my hon. Friend that we will not lose focus. I thought it was important to report to the House on these three areas—the middle east peace progress, Syria and Iran—but I do think we need the full day’s debate that others have been asking for to cover all the issues. The future of Egypt is a vital foreign policy issue. I held discussions in New York with the new Foreign Minister of Egypt, and of course we continue to press the Egyptian authorities to implement a successful and inclusive transition that can bring together, in a future democracy, people of a very wide range of views. We are in close touch with the Egyptian authorities and will continue to push them very hard on that.

I should like to add my thanks to the hon. Member for North East Bedfordshire (Alistair Burt) for all his work as a Minister and for his extraordinary courtesy towards the all-party parliamentary groups. I also welcome the new Minister of State, the right hon. Member for Faversham and Mid Kent (Hugh Robertson).

I welcome the Foreign Secretary’s statement on the change of direction in relations with Iran, which represents a huge improvement. Does he recognise that Iran remains a signatory to the nuclear non-proliferation treaty, and that the last review conference envisaged a nuclear weapons-free zone across the whole middle east? A conference was due to be held in Finland but it did not take place. Obviously, such a conference would have to include Iran and all the other nations, including the only nuclear weapons state in the region—namely, Israel. Will he assure the House that he and the Foreign Office still have an aspiration to have such a conference and that they will seriously push for it to be held as soon as possible? In this new atmosphere, the chance of achieving a nuclear weapons-free zone is surely one that should not be lost.

That absolutely remains an aspiration of the Government but, as the hon. Gentleman knows, it has been very difficult to bring about. Britain strongly supported the idea at the nuclear non-proliferation treaty review conference in 2010, but it has not yet proved possible, despite the hard work of the Finnish facilitator, to bring together a conference on weapons of mass destruction in the middle east. However, we will continue our efforts to do so. If we make significant progress and achieve a breakthrough in the nuclear talks with Iran, that will greatly improve the atmosphere for bringing together such a conference.

I, too, would like to pay tribute to my hon. Friend the Member for North East Bedfordshire (Alistair Burt) for the work that he has done. I would also like to congratulate the Foreign Secretary on pressing the reset button with President Rouhani, because Iran can play an important role in bringing peace to Syria. I also congratulate him on his initiative in trying to bring chemical weapons under control in Syria today. Notwithstanding that, there are serious concerns about crimes against humanity—some involving the use of chemical weapons, some not—and as the evidence becomes clear as a result of the United Nations’ work, will he ensure that such evidence is used to bring Bashar al-Assad and his brother Maher to justice?

I am grateful to my hon. Friend for his support for these initiatives. As I have said, the issues of justice and accountability, and of the gathering of evidence, remain vital. We have used British funds to train human rights journalists and others to document the crimes that have been committed, so that the evidence is there in the future, and we will continue to support that kind of work. I believe that the demand in Syria for justice and accountability will be overwhelming as the evidence from this conflict emerges over the coming months and years, and we need to be ready to support that across the whole world.

On the “Today” programme this morning, Lord Dannatt said that the diversion of interest into Iraq had allowed the Taliban to regroup in Afghanistan. What implications does the Foreign Secretary draw from that for any future UK military intervention in Syria?

The hon. Gentleman will be aware that we are not proposing a UK military intervention in Syria. We are talking about three strands of British policy. One is to implement the UN resolution on chemical weapons, in which we are participating. The second is to continue to lead the world in alleviating human suffering. The third is to bring together a peace conference in Geneva. Those are the things that we are working on, rather than a military intervention.

I should like to associate myself with the words of the Foreign Secretary in paying tribute to the talent, decency and integrity of the former Minister, my hon. Friend the Member for North East Bedfordshire (Alistair Burt).

The Foreign Secretary has rightly condemned the violence of the Syrian regime. He has also said that the violence is not confined to the regime, and that it is also being perpetrated by members of the opposition. Will he take this opportunity to condemn the sickening scenes involving the targeted slaughter of Syria’s Christian community, and make it clear that the people who engage in those acts are not the kind of people with whom we would ever wish to do business?

I totally agree. My hon. Friend is right to draw attention to these crimes, which are utterly condemned by Her Majesty’s Government. I am pleased to say that such crimes are also condemned by the Syrian National Coalition, which is committed to a non-sectarian future for Syria and makes great efforts to ensure that it is broadly representative of different faiths, different communities and political persuasions in Syria. This again underlines the need to support moderate, not extremist, opposition in Syria and to bring about a political settlement in which Christians, along with all others, can live peacefully side by side in the country.

I declare a visit to Israel and the Palestinian territories with Labour Friends of Israel. I would like to thank the hon. Member for North East Bedfordshire (Alistair Burt) for his integrity in handling a complex and sensitive issue.

I very much welcome the work being undertaken to destroy weapons in Syria, but has the Foreign Secretary received any reports showing the transfer of weapons from Syria and Iran to Hezbollah, which could endanger the lives of the people of Lebanon, Syria and Israel?

I do not have any evidence of the transfer of chemical weapons to Hezbollah. Clearly, Hezbollah has received supplies of weapons over a long period, and such weapons have been maintained in Lebanon in breach of UN Security Council Resolution 1701. We all have every right to suspect that those weapons have often come from Iran via Syria. On the issue of chemical weapons, however, I do not have any evidence of their transfer to any other nation or grouping in the region. I hope that the destruction of these weapons can take place verifiably—before there is any risk of that happening.

I, too, want to praise my hon. Friend the Member for North East Bedfordshire (Alistair Burt) for the extraordinary patience, intelligence and careful understanding that he brought to his role.

I congratulate the Foreign Secretary on progress made in re-engaging with Iran and on his constructive engagement with the issue of chemical weapons in Syria. I encourage my right hon. Friend, however, to use the opportunity presented by Syria to lead a genuine global campaign against chemical weapons and to devote the resources and staff necessary to make the elimination of chemical weapons one of the key priorities of the British Government.

Britain has a strong history of working to prohibit chemical weapons and of encouraging other countries to sign the chemical weapons convention. Syria’s decision, if verifiably implemented, will of course be a major advance; as it could easily be the largest arsenal of chemical weapons in the world, its destruction would be a major advance. My hon. Friend is quite right that that should lead us only to redouble our efforts to make sure that other stocks of chemical weapons in the world are destroyed.

I pay tribute to the former Minister, the hon. Member for North East Bedfordshire (Alistair Burt), particularly for the regular briefings he provided to Members of all parties; I hope his successor will continue that practice. I welcome the Foreign Secretary’s statement on Lebanon and the extra resources going into the international support group. Has he made any assessment, however, of the impact on the Palestinian refugees, currently living in Lebanon and elsewhere, who have suffered for many years, of the influx of so many Syrian refugees?

The impact on most people in Lebanon is difficult. As the hon. Lady knows, the influx of refugees into that country is proportionately huge, with more than 700,000 refugees living there—a large proportion of Lebanon’s population. The United Kingdom continues to give strong support for Palestinians in Lebanon, and a good deal of the help from the Department for International Development that goes through the United Nations Relief and Works Agency goes into supporting those Palestinians. We are very conscious of the problem; supporting these people is part of our approach to Lebanon.

No. We believe that the Assad regime has lost all legitimacy and credibility, not only in the eyes of many of its own people but in the eyes of the world, whereas we recognise members of the national coalition as legitimate representatives of the Syrian people. It would therefore not be right to say that we are strictly neutral. However, we do want to promote a political settlement in which a transitional Government, formed from regime and opposition, can be brought about.

My I add to the many tributes that have been paid to the hon. Member for North East Bedfordshire (Alistair Burt)? I am sure that he has received many letters—from me, and from many other Members—about his excellent work in relation to the middle east, and I am sure that he will be missed by Front Benchers.

I agreed with what the Foreign Secretary said about the catastrophic situation in Syria and the fact that more than 2 million refugees are fleeing from the country into the wider region, but what assessment has been made of the likelihood of the conflict’s spreading within the region as well? We know that there is already sectarian violence in Lebanon, but what is happening elsewhere, and what can we do about anything that is happening?

The conflict clearly presents a danger to the stability of Lebanon, Iraq, and, in a different way, Jordan, because of the pressures on its border. That is why we are placing such emphasis on our work in those countries, and particularly on what we can do to reinforce the stability of Lebanon and Jordan. We give them a lot of help, not only in the form of the humanitarian aid that goes through international agencies, but directly. We have given assistance to the Lebanese armed forces on their border; we have sent equipment to help the Jordanian armed forces to cope on their border. Ensuring that, during the period in which we cannot resolve the crisis, we at least help other countries to contain it, is a very important aspect of our policy.

Let me also pay a personal tribute to my hon. Friend the Member for North East Bedfordshire (Alistair Burt). He responded on behalf of the Government to the debate during which I made my maiden speech, and my sadness at seeing him leave the Front Bench is matched only by my great pleasure at seeing him back here in the habitation of us lesser mortals.

Some time ago, I asked my right hon. Friend the Foreign Secretary how long the two-state solution had. He told me then that it had 18 months, but I cannot remember how long ago that was. Can he tell me how long the two-state solution now has before it becomes unviable?

It does not have long. It has many half-lives, I suppose. None of us ever wants to say that it is impossible and cannot be achieved, but I think that this is the last best chance. If we reach next year without having made the progress and achieved the breakthrough that so much hard work is going into now, that will clearly be an enormous setback, and many people will question very seriously whether a two-state solution could ever be arrived at. That has why it has been so important to get everyone together this year for the bilateral negotiations, and that is why we must do all that we can to help those negotiations to succeed.

In west Africa, Iran gives support to militias that have clashed with Government forces. What discussions has the Foreign Secretary had about Iran’s interference in that important region?

As the hon. Gentleman will understand, we have not yet discussed the full range of global affairs during the meetings that we have had so far. Those meetings have concentrated on the nuclear issue, on Syria, and on bilateral relations. However, the appointment of the non-resident chargés that I have announced today will allow us to discuss with Iran a greater range of issues of mutual concern. Nothing is excluded from that, and what is happening in areas such as west Africa could well be legitimate topics for discussion.

I share the Foreign Secretary’s cautious optimism, given the not inconsiderable progress that has been achieved in the middle east since he last made a statement to the House. No little credit for that progress should be laid at the door of my hon. Friend the Member for North East Bedfordshire (Alistair Burt).

Without being starry-eyed, as the Foreign Secretary put it, may I suggest that one area in which we can pursue issues of mutual concern, particularly with the ordinary people of Iran, is the hard-drugs trade? Many Iranians are now heroin addicts, and many have been killed at the hands of drug barons controlling drug paths in the north of the country. When I visited the country a few years ago, we had seconded to it Metropolitan police officers with expertise in drugs, who were doing some great work that was of mutual benefit. Is that not one of the routes through which we could open up an early relationship with Iran?

Yes, it is. My hon. Friend makes an important point. Combating that trade is in the interests of both countries. I hope that it will be one of the issues of mutual concern that we address at an early stage.

May I add my appreciation for the work of the hon. Member for North East Bedfordshire (Alistair Burt)? I think that all Members with an interest in the middle east will acknowledge his complete mastery of his brief, even when they disagreed with the policy that he was defending, on which subject, whatever the Secretary of State is saying to the Israeli Government about withdrawal from the occupied territories, they are not listening. Senior Israeli Ministers said over the summer that they will never allow a Palestinian state, so will the Government take the small step of banning the import of goods from settlements, which the Secretary of State himself is clear are illegal under international law?

As the hon. Gentleman knows, the voluntary guidelines on those imports were introduced by the previous Government and we have continued them and support them. All our efforts in the coming months will be directed at trying to make a success of the negotiations between the Israelis and Palestinians, so I am not proposing to do anything that cuts across that. The Israelis in those discussions are discussing the creation of a Palestinian state. That is what it is all about—a two-state solution, which means a sovereign, viable Palestinian state and the resolution of the final status issues, including refugees and borders. Therefore, we must keep our eyes on that main prize and return to the many other issues if the talks do not succeed.

The Israeli perspective on Iran is that it is very close to completing its enrichment processes, that it has started the renewed dialogue with the west to provide diplomatic cover for a dash to the line, and that with its ballistic technology it can complete a nuclear weapon or weapons deliverable on Israel. To what extent does the Foreign Secretary share the Israeli analysis?

Israelis and others are right to be alarmed about the Iranian nuclear programme. It continues to increase its stockpile of near 20% enriched uranium. It has no credible civilian use for the significant quantities of enriched material that it has. It has continued to install more centrifuges and the director general of the International Atomic Energy Agency has reported that it has not provided access to the heavy water production plant at Arak, which is also a cause for serious concern. That underlines the importance of trying to resolve these issues peacefully, and the importance of maintaining the pressure on Iran and the pressure of the comprehensive sanctions introduced by the European Union, the United States and other countries, which I believe has now brought Iran to the negotiating table. Whether that will succeed remains to be seen.

The House needs to be aware just how restricted humanitarian access is in Syria. Two weeks ago in Amman, the World Food Programme told me that last month it sought to deliver food and other emergency supplies to 3 million people in Syria but was able to get it through only to 1.25 million people, fewer than half of those who needed it. What difference will the welcome October presidential statement from the Security Council make? How quickly will we see a change on the ground for the civilian victims of the tragedy in Syria?

That is a good question, to which we cannot be certain of the answer. The hon. Gentleman illustrates the extent of the problem very well. It is important that the Security Council has agreed such a statement, because that means that it has been agreed by Russia, among others, and it is Russia that has produced the decisive change in the regime’s attitude on chemical weapons. Therefore, we hope that our colleagues in the Russian Government will join us in demanding from the regime the necessary access on the back of the presidential statement. I will keep the House informed of progress on that.

I pay tribute to my hon. Friend the Member for North East Bedfordshire (Alistair Burt) for doing an outstanding job and, on a personal level, for always being courteous, helpful and understanding. I thank him for that.

It has been said that Iran is prepared to support a transition in Syria without President Assad—a transition between the regime and the opposition. Does the Foreign Secretary have an analysis of that and has he discussed that with the Foreign Minister of Iran?

Yes, I have discussed these issues with the Foreign Minister of Iran. As I said in answer to some earlier questions, I have put the case to the Iranians that they should be supporting the Geneva communiqué of last year that there should be a transitional Government in Syria drawn from regime and opposition by mutual consent. As I understand it, and as I have heard the Iranians talk about it, that is not currently their position, but they have not ruled out adopting that position. I will continue to encourage them to do so so that the international consensus around last year’s Geneva communiqué will be greatly strengthened.

The Secretary of State acknowledged that economic progress and a political settlement need to go hand in hand in the middle east peace process. What impact is the expansion of illegal settlements having on Palestinian economic development?

Of course the expansion of settlements on occupied land, which is illegal and which I think we are all clear about in this House, does not assist Palestinian economic development, as the hon. Lady’s question implies. This again underlines the importance of the talks now taking place to resolve final status issues—to resolve the issues of borders and security and refugees. Their success would mean these problems could be brought to an end. So the current position does not help Palestinian economic development. Finding new ways to assist that development, alongside these efforts on the peace process, is worthwhile, but success in the peace process will be needed for that to have a lasting tangible effect.

May I also thank the hon. Member for North East Bedfordshire (Alistair Burt) for his work at the Foreign Office and his professionalism and courtesy? I congratulate the Foreign Secretary on the appointment of the chargé in order to help build relations, but we should try to minimise the preconditions when talking to the Iranians, as they can often get in the way. There were no preconditions—or very few—when we were talking to Sinn Fein and the provisionals in Northern Ireland back in the 1980s. We need to talk to our enemies in order to make peace, not to our friends. May I also suggest that every opportunity should be taken to explore the other conflicts in the region in which Iran has its finger, because it will offer up many opportunities for progress in the region if we can at least go some way towards normalising relations?

I am grateful to my hon. Friend for his comments. We have not set preconditions, as he can see from the number of discussions I have had with the Iranian Foreign Minister already, but we do want concrete actions to go along with words, and we do want to proceed on an agreed reciprocal basis in improving the functioning of bilateral relations. I hope that improved functioning can lead to discussion on a wider range of subjects, and my hon. Friend has mentioned some of those that could be included. We will be exploring that over the coming weeks.

I welcome the Foreign Secretary’s detailed statement, and his efforts to resolve numerous world conflicts. The experts face a year-long mission of unprecedented danger to destroy Syrian chemical weapons that the Syrian President said he never had. How can we trust any other promises the Syrian President may make?

These promises are very difficult to trust, of course. That is why it is so important that verification really takes place and that the OPCW is able to report any non-compliance to the Security Council, as provided for in the resolution, so that the Security Council can consider what action to take. Of course, we all have to approach this subject with a certain degree of scepticism given the previous behaviour of the regime and its use of chemical weapons—the chemical weapons that it denied having for such a long time. On the positive side, however, it has signed up to the chemical weapons convention. Russia has committed itself very strongly to this policy and therefore has a good deal riding on its success. That should give us some cause for optimism about the future.

Clearly, the best outcome of the peace conference planned for November would be an early resolution of the conflict in Syria. We should not give up all hope, but that is probably somewhat unrealistic and optimistic, and so we hope that a process will start to lead to that resolution. Given that, does the Foreign Secretary agree that it is essential that humanitarian access is also a major focus of that conference, so that even without a wider settlement coming into effect speedily, the international community provides the same pressure to ensure that the access required is given as soon as possible and is not left as part of a longer-term and wider process?

The hon. Gentleman is right to think of Geneva II as the start of a process, rather than a single event. It will be difficult, of course, to make it a success, but it is certainly not something that will be over in a few hours or a few days; it is the start of an important process, if it can be brought together. I see no reason why that should not address, at an early stage, humanitarian access, so that the suffering of the people of Syria can be alleviated. I entirely accept his point.

I pay tribute to the hon. Member for North East Bedfordshire (Alistair Burt) for his kind, thoughtful and reflective replies and briefings on all issues to do with Foreign Office matters. May I also thank the Foreign Secretary for his statement, and ask him about refugees and the £100 million dedicated to humanitarian aid? What proportion of that money will go to help refugees, particularly those most in need and those with connections to the UK?

The £100 million will be added to the £400 million we have already committed; the great majority of this goes through the international agencies. We will make subsequent announcements about where exactly the recipients of that will be. I mentioned in my statement some of the totals before the £100 million—for Lebanon and for Jordan, where a great deal has gone. But, as I have also said, a good deal of this aid is getting inside Syria. It is not sent on any discriminatory basis—those connected to the UK or not connected to the UK. It is sent to help people in need. It is providing medicine, sanitation, water supplies, blankets, tents and so on to people, wherever we can get these things to them. I know that my colleagues in the Department for International Development will have more detail that they could give the hon. Lady, and I will ask them to write to her with that.

May I endorse the thanks from Members from across the House to the previous Minister and welcome the new Minister? As the Foreign Secretary may have seen, the chairman of the Charity Commission has said that money intended to ease the refugee crisis was “undoubtedly” going to extremist groups. Does the Foreign Secretary agree that in making these general comments the chairman of the Charity Commission needs to be very careful not to undermine the British people’s confidence in giving money to the Disasters Emergency Committee appeal? It is undertaking significant humanitarian aid with the £20 million already raised in supporting those refugees from Syria.

It is very important that we are able to continue to mobilise the immense British generosity we see in cases like this, where people are willing to give to these appeals. Clearly, we are one of the leading nations in this respect in what we provide from taxpayers’ resources, but many individuals and families also make a contribution, which helps to make a serious difference on the ground. I have not seen in detail the Charity Commission’s comments, but all of us will want to continue to urge people to give generously and responsibly to these appeals.

I wish to inform the House that the Foreign and Commonwealth Office, together with the Ministry of Defence and the Department for International Development, is today publishing the 30th progress report on developments in Afghanistan since November 2010.

On 13 July, the Independent Election Commission (IEC) Structure and Duties Law was passed by Parliament and signed into law by President Karzai shortly afterwards, with the Electoral Law following on 15 July. The passage of these laws means that for the first time Afghanistan’s electoral system has a legal framework for the management of elections which had been debated by Parliament.

I visited Islamabad on 17 July and encouraged Prime Minister Nawaz Sharif to follow up his strongly-stated intention to establish better relations with his neighbours. Sartaj Aziz, de facto Foreign Minister, used the joint press conference to announce his visit to Afghanistan. This visit took place on 21 July, preparing the way for President Karzai’s visit to Islamabad on 26 and 27 August.

The Ministry of Counter Narcotics launched the revised national drug control strategy in July. The strategy continues the comprehensive approach of previous years across four strands covering; alternative livelihoods, law enforcement, drug demand reduction and information operations.

The first meeting of the Afghan Finance Minister and his new Pakistan counterpart took place in Islamabad on 25 August, ahead of President Karzai’s visit to Pakistan later that week, focusing on strengthening bilateral economic ties. The two Ministers also agreed to convene a meeting of the Joint Economic Commission, which last met in early 2012.

Afghan reporting indicated a significant reduction in violence levels throughout July and the start of August compared to the same period in 2012. Just one high profile attack in Kabul has been reported since July, largely as a result of the ANSF launching several operations to disrupt planned attacks. Similarly, the surge in “insider attacks” during Ramadan in 2012 has not been replicated in 2013, with just one “insider attack” involving ISAF at Kandahar airfield on 10 July.

On 9 August, the military headquarters of the UK’s Task Force Helmand (TFH HQ) moved from Lashkar Gah to Camp Bastion. This marks a major milestone in the military draw down. The TFH HQ was established in the provincial capital in May 2006 and the military move symbolises the significantly changing UK military profile in central Helmand. This is a direct consequence of the continued transition of security responsibility to the Afghan Security Forces, who now have the lead role for Helmand’s population.

In recent days there have been several major developments relating to Syria. I thought it would help the House if I provided an update on those developments before the House rises.

I will cover our objectives in three crucial areas: our response to the humanitarian crisis; our efforts on the political process, including relations with the Syrian National Coalition; and our support for a strong international response to the use of chemical weapons.

First, we are determined to encourage and lead international efforts to alleviate human suffering in Syria and the region. The United Kingdom is the second largest bilateral donor to the humanitarian relief effort after the United States. The Prime Minister’s announcement at the G20 in St Petersburg of an additional £52 million in assistance brings our total support to £400 million so far, and we are encouraging other countries to do much more. As a result of the meeting convened by the Prime Minister during the G20, Canada, Italy and Qatar have made new funding commitments, and 10 countries agreed to lobby for unfettered humanitarian access for international humanitarian organisations inside Syria, and to provide medicines, contamination tents, and medical training against chemical weapons attacks in Syria.

Secondly, we remain committed to helping bring about a political settlement. The basis for a political solution was agreed in Geneva last year, namely the formation of a transitional Government, with full executive powers, drawn from the regime and the opposition, by mutual consent. We are in close touch with our partners about convening a second Geneva conference to make that a reality. It is absolutely clear that no lasting or meaningful political solution can occur without the moderate Syrian opposition. The Syrian National Coalition has committed itself to a secular, democratic and pluralist Syria that ensures equal rights for all Syrians. That is a vision that the whole House and our country can support.

Last Thursday I held talks in London with the president and senior leadership of the Syrian National Coalition. We are providing more than £20 million in non-lethal support to the opposition, including 4x4 vehicles, body armour, generators, communications equipment, water purification kits and equipment to protect against chemical weapons attacks. This includes 5,000 escape hoods, detector paper, and a stock of nerve agent pre-treatment tablets which have already been delivered. President al-Jarba, of the national coalition, and I discussed ways the UK could provide further non-lethal support to the opposition to help save lives, alleviate humanitarian suffering, provide services in areas no longer under regime control, and prepare for Geneva II.

This support is made all the more urgent by the appalling crimes being committed in Syria. The UN Human Rights Council’s independent international commission of inquiry issued a harrowing report yesterday describing crimes against humanity and war crimes being committed by the regime and its forces, including indiscriminate shelling, sieges, massacres, murder, torture, rape and sexual violence, enforced disappearances, execution and pillage, and serious violations committed by some extremist anti-regime armed groups, which we also condemn.

On top of this, we have now seen mass murder inflicted by the regime’s use of chemical weapons. So our third objective is to ensure a strong international response, so that these barbaric weapons are not used again and that those responsible are held to account. The House debated this subject on 29 August, and we have made it clear that we respect the view of the House.

The UN team is expected to report on its investigation into the 21 August attack early next week. We await their findings, but there should be no doubt in this House that all the evidence continues to point in one direction: the Government confirmed last week that UK experts at Porton Down have tested samples from a victim reportedly treated as a result of that attack. Both the clothing and soil samples tested positive for sarin.

Human Rights Watch issued a report this week stating that, based on its own independent evidence and assessment,

“Human Rights Watch finds that Syrian government forces were almost certainly responsible for the August 21 attacks, and that a weapons-grade nerve agent was delivered during the attack using specially designed rocket delivery systems.”

It went on to say:

“The scale and coordinated nature of the two attacks…the presence of government-controlled potential launching sites within range of the targets; the pattern of other recent alleged chemical weapon attacks against opposition-held areas using the same 330 mm rocket delivery system; and the documented possession of the 140 mm and 330 mm rocket systems able to deliver chemical weapons in the government arsenal—all point towards Syrian government responsibility for the attacks.”

The international consensus that the regime was responsible is growing. During the G20, 11 nations, including the UK, signed a statement condemning the regime’s use of chemical weapons and supporting efforts by the United States and other countries to reinforce the prohibition against chemical weapons use. A week later, that statement has now been signed by 25 countries.

On Saturday I attended the EU Foreign Ministers meeting in Vilnius, which unanimously agreed that there was strong evidence of regime culpability, and that

“in the face of this cynical use of chemical weapons, the international community cannot remain idle”.

This growing international pressure, including the threat of military action by the United States, has had an impact. On Monday, I hosted Secretary Kerry for detailed discussions on the way forward. On the same day, the Russian Foreign Minister, Sergei Lavrov, announced that Russia would urge the Syrian regime to sign up to a proposal which would place their chemical weapons stocks under international control for destruction. In response, the regime announced that it supported the initiative and was ready to co-operate, and that it intended to join the chemical weapons convention, open up its sites and give up its chemical weapons.

Given its track record, any commitment made by the Syrian regime must be treated with great caution. This is a regime that has lied for years about possessing chemical weapons, that still denies that it has used them, and that refused for four months to allow UN inspectors into Syria. Nevertheless, as the Prime Minister has said, we have to take this proposal seriously and we have to test its sincerity. If the Syrian regime verifiably gave up its chemical weapons stockpiles, this would obviously be a major step forward. We agree with President Obama that this initiative has the potential to remove the threat of chemical weapons without the use of force. Intensive discussions are now taking place about how to achieve this, and Secretary Kerry is meeting Foreign Minister Lavrov in Geneva today to discuss the proposal.

Our diplomats in New York are in close discussion about a draft Security Council resolution, and the five permanent members of the Security Council met for consultations last night. A resolution must establish a binding commitment for the Syrian regime to give up its chemical weapons within a specific time frame. We will hold further discussions in the Security Council once the UN inspectors have reported. The United Kingdom will make every effort to negotiate an enforceable agreement that credibly, reliably and promptly places the regime’s chemical weapons stocks under international control for destruction.

The House should be in no doubt of the scale of the challenge and the immense practical difficulties that would need to be overcome. It would require the genuine co-operation of a regime that denied until recently that it possessed these weapons and has used them ruthlessly against its own people on at least 14 occasions, killing many hundreds of people, including women and children. The regime has a large number of sites—possibly the largest stock of chemical weapons possessed by any nation in the world—in numerous different locations in a country that is a contested battlefield. We would need to have confidence that all chemical weapons had been identified and secured and that they could not fall into the wrong hands.

These issues can all be overcome with sufficient international unity and good will, and provided there is a complete change of approach by the Assad regime to all its past practices and deceptions. Therefore, we will approach these negotiations with determination and resolve, knowing that if successful it would be an important breakthrough, but that overcoming all these issues will not be easy and that in the meantime thousands of Syrians are dying every month from conventional weapons in this worsening conflict.

It is abundantly clear that this diplomatic opening would not have come about had the international community shown complacency or disregard for the use of chemical weapons in Syria, and that pressure on the regime must be maintained. At the same time, we will continue to do all we can to alleviate humanitarian suffering and save lives, we will support Syria’s moderate opposition, and we will make every effort to advance a diplomatic solution to a conflict that has gone on for far too long.

I thank the Foreign Secretary for his statement and indeed for advance sight of it this morning. Coming to the House ahead of the parliamentary recess acknowledges that there are strongly held opinions and deeply felt concerns on both sides of the House about events still unfolding in Syria.

I welcome the Government’s steps to provide vital humanitarian support to those affected by the conflict and the continuing efforts to secure additional funds from the international community. Those humanitarian efforts are necessary but insufficient to alleviate the suffering. The level of ongoing violence in Syria today represents the greatest diplomatic failure of the international community in the 21st century. We support the Government’s continuing efforts to convene a second Geneva conference, but we remain of the view that a contact group could assist in that endeavour, given the present difficulties in securing the attendance of the warring parties.

Members on both sides of the House stand united in their revulsion at and abhorrence and condemnation of the use of chemical weapons in this ongoing and bloody conflict. It is a conflict that means that Syria is disintegrating as a nation state. That disintegration risks destabilising not only Syria’s immediate neighbours but the region as a whole.

Two weeks ago, the votes of this House on Syria reflected real concerns that the country was being pushed too quickly towards military action, on a timetable set elsewhere, without due process being followed and the necessary steps being taken. Moments after the Government motion was lost—a rejection of the Government’s rushed judgment in relation to the use of British military force without precedent since perhaps the case of Lord North in 1782—the Prime Minister stood at the Dispatch Box and read from a sheet of paper the following words:

“It is very clear tonight that, while the House has not passed a motion, the British Parliament, reflecting the views of the British people, does not want to see British military action. I get that, and the Government will act accordingly.”—[Official Report, 29 August 2013; Vol. 566, c. 1555.]

The suggestion has since been made that the decisive voice influencing the Prime Minister’s apparently predetermined decision to rule out the use of British military force in Syria if the Government motion was lost was not that of the Foreign Secretary but that of the Chancellor of the Exchequer. Therefore, in his capacity as Foreign Secretary, can the right hon. Gentleman offer the House any examples of circumstances in which the Government will seek to come back to the House on the issue of the use of British military force in Syria? The Foreign Secretary has just told the House: “The United Kingdom will make every effort to negotiate an enforceable agreement”, so he clearly agrees with me that it is preferable, if it is possible, to remove the threat of chemical weapons from Syria without having to resort to the use of force.

Two days after those votes were cast in the House of Commons, President Obama specifically referenced the British Government’s failure to secure the support of Parliament when explaining his decision to delay the use of force in Syria and indeed to take the matter to Congress, so I ask the Foreign Secretary this question. Is it not abundantly clear that if the Government’s motion had been passed by this House two weeks ago, the United States military force would in all likelihood have already been used in Syria and the diplomatic path that he now advocates with such conviction would never have been reached?

None of us has any doubt about the murderous nature of the Assad regime, and no one should have any illusions about the fact that since the start of this conflict the Russians have provided not only weaponry but significant diplomatic cover to the Assad regime. The challenge confronting Secretary Kerry and Foreign Minister Lavrov today in Geneva is indeed daunting. Their task is to find ways to evidence that a goal that is desirable is also doable. That would mean agreeing a credible plan in circumstances not just of low trust but of violent conflict; a means to identify, verify, secure and ultimately remove those weapons from Assad’s possession, with the final goal of destroying them altogether. While these critical negotiations are taken forward, the UK must continue its work to help alleviate the suffering and engage constructively with partners in the Security Council.

There is strong agreement about everything I said in my statement, judging by what the right hon. Gentleman said, although disagreement about one thing that was not in the statement, which I will come back to.

I welcome what the right hon. Gentleman said. I think that there is strong unity across the House on the importance of our humanitarian contribution. He said that everything that we and other countries were doing was necessary but not sufficient to alleviate the suffering. That, sadly, is true, because only the end of the conflict will truly alleviate or give us the opportunity to alleviate the suffering of millions of people. He rightly welcomed the diplomatic efforts that we continue to make on bringing about a second Geneva conference. There is no shortage of discussion in the international community about how to do this. We have regular discussions with all our colleagues on the Security Council, including Russia, about how to bring it about. Ideas are floated about different diplomatic groups that might bring this about, but the essence of the problem remains that we need all appropriate parties to be ready to fulfil what was agreed at Geneva. There is no evidence that the regime is in a position to do that as things stand, but we will continue to work on that.

I take what the right hon. Gentleman said as agreement in the House on the approach to the negotiations now taking place about an international agreement on chemical weapons. He said that a credible plan was needed in an atmosphere of low trust and violent conflict. That is correct, and it strikes the same note as the one that I was striking—that we must take this seriously and make every effort to make it successful, but that to be successful it has to be an enforceable agreement that credibly, reliably and promptly deals with this issue and places the regime’s chemical weapons stocks under international control for destruction.

I need to disagree with the right hon. Gentleman about only one thing that he said, which is a rather extraordinary claim that none of this would have come about had the Opposition not voted against the Government motion two weeks ago, which is a rather self-obsessed view of world developments. It is like the story of the cockerel who thought its crowing brought about the dawn. He will remember that the motion we put before the House said that, far from being in a rush, the Government would await the report of the UN inspectors, which has not yet come out, before taking any military action, that they would make every effort to secure a Security Council resolution, and that there would be a second vote. That is the basis on which the United Kingdom was proceeding, and there is no sign at all that this development would have taken place had Governments around the world not been debating those issues and had the United States not been debating whether to take military action.

Will my right hon. Friend say a little more about what progress is being made at the United Nations to secure a resolution for unfettered cross-border access for the humanitarian agencies? He will be aware that most of the UN aid is going through Damascus. That means that aid is reaching the areas held by the Government but not reaching the areas held by the rebels. As winter comes on, the danger of starvation and a medical emergency will increase unless the situation is resolved.

This is a very important issue. We are, one way or another, getting aid into all 14 governorates of Syria and into many different parts of Syria. However, the regime has often sought to interfere with that aid and has denied access to some areas. It has even reportedly engaged in removing medical supplies and preventing them from getting to areas where its own people are needing urgent medical attention. The answer to my right hon. Friend’s question is that we have not yet secured agreement on a resolution or action on this at the United Nations Security Council. All attempts so far to agree in the Security Council on statements or resolutions that require the Assad regime to perform any particular actions, including on the humanitarian side, have been opposed by Russia and by China. That does not mean that we should give up on it. At the G20 the Prime Minister discussed with other countries returning to this issue at the United Nations if necessary, and we are standing ready to do so.

May I wish the Foreign Secretary every success in the attempt to remove chemical weapons from Syria? I am sure he will acknowledge, however, that they account for just 1% of all the casualties in this awful civil war. Will he use his influence to persuade the whole of the opposition, a significant part of which is opposed to the process now going on in the United Nations to resolve the chemical weapons issue, to come to the negotiating table, because it takes two to tango? It will be difficult enough getting Assad and the Russians and the Iranians lining up; it is essential that he use his influence to get the opposition willing to negotiate as well.

I agree with the right hon. Gentleman. It is very important that the regime and the national coalition are ready to negotiate in a second Geneva conference on the basis of what was agreed at Geneva last year. A large part of the discussions that I had with the national coalition last week was that they must be ready to do that at any time, and that their own dissociation from the use of chemical weapons must be made as clear as possible. They received that message very, very strongly from me last week, and they will continue to do so.

When the House debated this matter in August in our response to the chemical weapons attacks in Damascus, we were working on the basis of an extremely short assessment by the Joint Intelligence Committee. Since then, the USA has published a detailed analysis, as have the French and others, and Human Rights Watch has concluded in a very detailed report that the regime was almost certainly responsible for the attacks. To take a requirement cited by the Leader of the Opposition, does my right hon. Friend agree that the evidence against the Syrian Government is now compelling?

The evidence is compelling. In my view, it has always been compelling because, as was clear even at the time of our debate two weeks ago, there was no plausible alternative explanation. It is true, of course, that as time goes on and medical and soil samples are analysed, the evidence gets even stronger. The actual evidence is there, so yes, it is compelling. We now await the report of the UN inspectors. As I have explained before in the House, they do not have a mandate to attribute blame, but of course we hope that their findings will nevertheless be of significance.

France has said that it wants a resolution under chapter VII of the UN charter that threatens serious consequences if Syria breaches conditions. Does the Foreign Secretary support that position?

We are working closely with France, and with the United States, on a text for the Security Council. Last night we discussed with Russia and China how to set about a statement and resolution at the Security Council. As is widely known, the French draft that has been put forward is a chapter VII resolution.

I think it is best at this stage for us to be clear about what a resolution must achieve, rather than set bottom lines and red lines in every direction. The test, as I have set out before, should be a binding commitment for the Syrian regime to give up its chemical weapons within a specific time frame, and an agreement that is credible and reliable and that promptly places these chemical weapon stocks under international control. The main thing is to have a resolution and agreement at the Security Council that fulfils those objectives. We will keep discussing that with other countries.

I welcome the efforts of the Prime Minister and the Foreign Secretary over recent days. Does the Foreign Secretary agree that achieving international control of Syria’s chemical weapons will require not only the effective use by Russia of its influence in Syria, but truce, safe passage and ceasefire arrangements, which necessarily link progress on this vital issue with political settlement in Syria?

My right hon. Friend is right to draw attention, as I did in my statement, to the immense practical difficulties involved. Much of Syria is a contested battlefield and chemical weapons are held in numerous locations. Those sites are, of course, all in areas controlled by the regime, not the opposition, so this requires the full co-operation of the regime, and that, in turn, requires the full diplomatic involvement and pressure of Russia. The coming days will test whether they will be forthcoming.

We must all pray that there will be an international agreement ensuring the peaceful removal of these weapons from Syria. The Foreign Secretary has referred to practical difficulties, one of which is safe access and egress, not only for the inspectors, but for the weapons themselves. Will the British Government argue very strongly that if such safe routes are set in place they can be used for the delivery of humanitarian aid to the 6 million people in Syria, who the most recent report states are dying at a rate of 80 to 150 a day from conventional weapons?

That is a good point. It will be very important, exactly as the hon. Lady says, for there to be safe access. That might open up other opportunities, but it remains to be seen. It is very important that all our work to improve humanitarian access continues in parallel with that to deal with the chemical weapons. We do not yet have an agreement—we are still some way away from one—on how and whether this can be done, so I think the hon. Lady is getting ahead of where we are in negotiations, but this is a question that we will certainly keep in mind.

Whatever side of the argument we are on, I am sure my right hon. Friend will agree that things have moved on substantially since the debate a couple of weeks ago, not least with the emergence of Russia as an active player, rather than a constant blocker of any settlement. What does he think has brought about Russia’s change of heart, although we are yet to see the genuineness of its actions as opposed to its words?

My hon. Friend is right that Russia’s proposals on Monday were a very important change of approach. That is particularly apparent to me, given that I have on several occasions over the past couple of years discussed with Russian representatives whether there is a way of working together on the chemical weapons in Syria. It has always been the Russian position hitherto that the Assad regime would not use its chemical weapons—it did not expect it to use them. I think that the mounting evidence that the regime has used those weapons and the discussions, particularly those in the United States, about whether to take military action have produced a change in the Russian position. Whatever the motives and reasons for that, we should nevertheless welcome it and work with it, which is what we are now seeking to do.

The Foreign Secretary has said that under the Geneva agreement, there should be a transitional Government

“drawn from regime and opposition by mutual consent”.

It has been reported that the Syrian National Coalition has said that it will not deal with some figures in the regime. Will there be any preconditions on who may attend a second Geneva convention to try to establish such a transitional Government?

The mutual consent clause refers to the outcome of the creation of a transitional Government. In our view, it should not refer to who comes to a second Geneva conference. It will be up to the regime and the opposition—the national coalition—to nominate their representatives for the conference. They will need a significant degree of freedom in doing that, but they will have to bear it in mind, when nominating their representatives, that they want a successful outcome. Mutual consent is about the outcome, not about setting preconditions on who can come.

With reference to our ongoing humanitarian response, does the Foreign Secretary agree that the creation of a Department for International Development-funded, land-based British mobile army surgical hospital capability could play a significant part in our response to the Syrian crisis and to any future civil war that might afflict the middle east?

Can the Foreign Secretary explain why in 2012, a year after the civil war in Syria started, a UK firm was granted a licence to sell industrial chemical products that, according to the Defence Secretary, could be used in processes to produce poisonous gases? According to the Business Secretary, although the EU sanctions were fortunately tightened, some of those products had already been sent to Syria, despite what the Defence Secretary told me on 2 September. Perhaps I could have an explanation and an apology from the Defence Secretary.

I think that the hon. Gentleman will find that no such apology is needed. He knows the position on this matter. The licences were revoked before the chemicals were exported. There is no evidence that the chemicals concerned in those licences were exported to Syria. Licences were granted in earlier years under the previous Government, whom he supported. In fairness to them, there is no evidence that those goods, if they were exported, were used for anything other than their declared commercial purpose. When those two things are taken together, there is no evidence that any such exports have contributed to Syria’s chemical weapons programme.

We all want to see chemical weapons removed from Syria’s civil war. However, does the Foreign Secretary agree that if the chemical weapons attacks were unleashed without the authority of the Assad regime, it cannot be credible that the regime can put all of Syria’s chemical weapons beyond use?

That is a good point. That is the test. As I set out in my statement, to make this idea work, we need the genuine co-operation of a regime that has denied that it has chemical weapons and that has used them against its own people. We are looking for its genuine co-operation in ensuring that the chemical stocks are placed under international control for destruction. We have to approach that with great caution. The situation has changed for the many reasons that we have just discussed and particularly because of the threat of military action by the United States. We now have to test to the full whether the Syrian regime means what it says on this issue.

I thank the Foreign Secretary for coming so promptly, as he regularly does on these matters, to report to the House. I congratulate the Government on increasing and sustaining their large humanitarian effort to relieve the terrible suffering of the 6 million homeless people who are effectively refugees in their own country and in the surrounding area. I do not want to dwell on the problems—they are nothing compared with what would happen if military action went ahead, let me remind him—but is he aware that one of the problems is the composition and attitude of the Syrian national opposition alliance? Can he tell us, on a narrow front, who, to the best of our knowledge, was responsible for the terrible atrocity and pillaging that took place in the Christian communities, where some of the remaining people still speak a form of Aramaic? Who, in his best judgment, was responsible for that?

I thank the hon. Gentleman for his earlier remarks. On his specific question, it is very hard for us to know, from outside the country, who is responsible for each terrible atrocity. The UN commission of inquiry is clear that atrocities have been committed on both sides—by both pro-regime and anti-regime forces. It is clear that they are predominantly committed by regime forces, and we must not lose sight of that. Are there extremist anti-regime forces that also commit atrocities? Yes, there are. In our judgment, that reinforces the need to support the National Coalition and its allies, who are committed to a non-sectarian, secular, democratic pluralist Syria. That is why we have to bolster them, given the terrible actions carried out by others.

Following the question from the hon. Member for Walsall North (Mr Winnick), it is worth remembering that between 2004 and 2010 the previous Government allowed chemical weapons to go to Syria with chemical weapons licences, and invited President Assad to Britain in 2002 to see the Queen. I thank my right hon. Friend for all the work he is doing on the humanitarian aid going into Syria, and for the work by organisations such as Save the Children. If all the measures he has set out today do not work, and, God forbid, there is another serious chemical attack by the Syrian Government on their citizens, what will be the British Government’s response?

To be clear about licences in previous years that pre-date the current conflict and were granted under the previous Government, they were for cosmetics and health care products with legitimate commercial use. As I said, there is no evidence that they were misused, and the licences were rigorously assessed against the relevant criteria. The fact that they were granted under the previous Government is something that the hon. Gentleman and others should bear in mind, as my hon. Friend says. We have to try to ensure that the full range of policies I outlined succeed. Of course, there are many disturbing scenarios by which the crisis in Syria could become even worse than it is today, but if it does so, the international community and this House will have to consider our response. Our emphasis now is on making these policies succeed.

If diplomacy and the threat of military action fails, does the Foreign Secretary agree that air strikes, a no-fly zone and sending missiles to various sites in Syria will not, on their own, secure or remove chemical weapons? They could, in fact, give an advantage to the opposition and subsequently fall into the hands of extremists. Is it not the case that to secure the chemical weapons sites, any strike has to go along with a significant ground force?

No, I would not agree with that, and President Obama made it clear in his address to the United States on Tuesday that he is not now, or at any stage, proposing the deployment of ground forces in Syria. That is not something we have proposed or considered at any stage. I think it is possible to deter the use of chemical weapons without the deployment of ground forces, but the House made its decision and we respect that decision. The shadow Foreign Secretary asked about the Prime Minister’s statement in response to that. I can assure him that it was agreed collectively by the Government, including by the Foreign Secretary.

They are playing a very energetic role. We are fortunate to have an outstanding team at the UN, which has often succeeded against the odds in a whole series of negotiations on UN Security Council resolutions. On this issue, they have, depressingly, often been blocked, including by actual vetoes, by Russia and China, but they are working hard with the other permanent members of the Security Council. A meeting took place in New York yesterday afternoon, and there will of course be further meetings in which they will be intensively involved in the coming days.

Given the contradictory statements from the Government on the issue of chemicals being exported to Syria—seen in responses to parliamentary questions and in the correspondence between the Business Secretary and the Committee on Arms Export Controls—will the Foreign Secretary undertake to do everything he can to ensure that there is full transparency, including over the naming of the British and the Syrian companies involved and the quantities and particular form of chemicals exported, so that we can learn lessons for the future?

The Business Secretary and I are always very much in favour of tremendous transparency on these things, and we make an annual appearance at the Committee on Arms Export Controls. As the hon. Lady knows, the Government also regularly publish the details of such licences and exports. Let me reiterate that the licences granted in the most recent period were revoked, and there is no evidence that exports took place. In the earlier period when licences were granted under the previous Government, they related to cosmetics and health care products for legitimate commercial use, and we have no evidence that they were not used for that purpose. That is the position. All the normal transparency about these issues will apply. The record shows that the system works, that we have strong export controls in this country, and that when licences are revoked, the system works, too. Our strong system should be supported across the House.

The Foreign Secretary said in his statement that Syria has “possibly the largest stock of chemical weapons possessed by any nation in the world”. Given the size of Syria’s chemical weapons arsenal, its geographic dispersal and the highly mobile nature of most of it, and given the difficulties of identifying and verifying it, what capability does the UN have to dismantle such a large stockpile of weaponry, and will it not inevitably involve the deployment of a very large number of civilian personnel in-country?

It is a big task, and my hon. Friend is quite right to point to it. There are no reliable or precise estimates of the quantities—some estimates have suggested 1,000 tonnes—and these chemical stocks are likely to be held in very different states. Some may be completely mixed and ready for use, while others may be precursors that could be mixed at a later stage, so it is a very complex matter. There is considerable expertise in the Organisation for the Prohibition of Chemical Weapons—expertise does exist in the world—but he is quite right that this would be a big exercise, involving a lot of people. That is why, as I have suggested, there are many difficulties in our way, but we are determined to test to the full whether this can work.

The Foreign Secretary’s capacity for self-delusion seems almost infinite. Is he not proud that we, this House, led the world—including American popular opinion—in our decision to take not the easy course of an instant military strike, but the difficult and painstaking course of diplomacy and peace building? Did not Iraq and Helmand teach us that thoughtlessly taking the military course leads to great suffering and the loss of soldiers’ and civilian lives?

If the hon. Gentleman thinks that he was opposing an immediate military strike when he voted against the Government’s motion, he is deluding himself to the most extraordinary extent. That motion called for a second vote, for the House to await the findings of the United Nations inspectors, and for an attempt to be made to raise the matter strongly at the United Nations Security Council. I think that the self-delusion lies with him.

It has often been said that the international community will hold the Assad regime accountable for the massacre on 21 August in which than 1,400 people were killed. Is that still the case, and, if so, how will the international community hold the regime accountable?

I join the Foreign Secretary in paying tribute to Sir Mark Lyall Grant, our fantastic ambassador to the United Nations, whom I know well, and who does a great job.

My hon. Friend is right: Sir Mark Lyall Grant does a terrific job at the UN, and is working hard on this issue now.

The question of accountability is very important, not just in relation to chemical weapons, but in relation to so much of what has happened in Syria over the past two and a half years. I think that, in the United Kingdom, we would generally be able to agree that the International Criminal Court should address it in due course, or that the Syrians should be able to address it themselves in their own country, with adequate procedures, in the future. However, we cannot get that option through the Security Council at present, because, again, it would be blocked by Russia.

The Prime Minister said that he “got it” two weeks ago when the House of Commons voted, but, following the Foreign Secretary’s remarks today, I am not sure what message he received from that vote. Does he think that it was irrelevant in relation to subsequent events?

I think we are very clear about what we are doing here, and I hope the whole House is united on it. In the last few days circumstances have changed significantly, with the Russian position changing. I take it from what was said by the shadow Foreign Secretary that we are agreed in the House—and there should be strong unity on this—that we should test to establish whether what we are proposing can be successfully brought about. It needs to be credible, it needs to be reliable, and it needs to be prompt. The change in the position has come about because of the international pressure over this issue—because of the pressure on the Assad regime—which includes the debate about military action in the United States. That is what has brought about the change in the Russian position.

While I welcome the fact that the Russians have come to the table as far as a diplomatic solution is concerned, and their donation of—I understand— £20 million in overseas aid, we cannot forget that they have been partly responsible for the arming of the Assad regime. Can my right hon. Friend tell me how much money we are putting in, and what it is being used for?

My hon. Friend is right to draw attention to the arming of the regime. If he is asking about the money that we are giving to the opposition—to the National Coalition—I can tell him that it amounts to more than £20 million so far, for non-lethal equipment. It is predominantly equipment that saves lives: for instance, water purification kits, generators, communications equipment that makes it easier for people to find out about regime attacks, and body armour. I think that, together with our humanitarian work, shows that the United Kingdom is at the forefront of the attempt to save lives and alleviate suffering in Syria.

It is the duty of every Member of Parliament to ensure that every diplomatic avenue has been exhausted before we put our service people in harm’s way, or put civilians at risk. It is disingenuous of the Foreign Secretary to suggest that Parliament was recalled with the intention of our taking military action within days, and to dismiss the vote in the House of Commons and its significance. There is now an opportunity for diplomatic discussions to take place, but is the Foreign Secretary concerned about the possibility that talk of military action will give one side or the other the impression that it may gain an advantage if military action goes ahead? Has he considered what the implications of that are for the success of the diplomatic discussions?

The hon. Gentleman needs to catch up with events. There was no proposition about military action in my statement today. That is not what the Government are proposing. All our efforts are aimed at relieving humanitarian suffering and pursuing a diplomatic track. Nor have I suggested at any moment that the vote of the House of Commons was insignificant. I said that the Government fully respected the vote of the House of Commons. He should not put words into my mouth, and he should catch up with what is going on in the world.

The longer the Syrian civil war goes on, the more powerful the extremist elements of the opposition become. We heard from the hon. Member for Coventry North West (Mr Robinson) about attacks on the Syrian Christian community. My right hon. Friend the Foreign Secretary says that we want to support the Syrian National Coalition to make sure that more moderate voices are heard and remain dominant. May I push him to say what we are doing to make sure that those moderate voices remain dominant?

We do that through the support that we give to the Syrian National Coalition. I set out to other hon. Friends a moment ago the range of the assistance that we give to the National Coalition, which is to save lives, to help it to function and operate, and to give it every possible diplomatic support in pursuing a course that is moderate, democratic, non-sectarian and pluralistic with respect to the future of Syria, and those are things which it greatly values and for which it is very grateful to the United Kingdom. Of course, it has often asked for additional support, including for lethal support from other countries. We have taken no decision to provide that, but we will continue to look at the additional support that we can give it.

Is the Foreign Secretary concerned that despite ongoing efforts, chemical weapons could be moved to Hezbollah in Lebanon?

It is one of the great dangers of any country possessing chemical weapons that they could be moved to somebody else, including organisations that might be prepared to use them. I have no evidence that that has happened, so for the moment I think we can be reassuring about that, but any programme for the destruction of the chemical weapons or for securing the chemical weapons of Syria must bear in mind the risk of them falling into the wrong hands along the way. That therefore places the great premium that all of us in the House are placing on this process if it can be agreed and be credible, reliable and enforceable.

I am relatively new here and I wonder whether the Foreign Secretary can explain something to me because I am puzzled. We were called back some weeks ago. If military action was not imminent, why on earth were we called back?

As the Prime Minister made very clear at the time, because we wanted to consult the House at the earliest opportunity about a huge crisis. We did consult the House and the House gave an answer to that in not approving the Government motion, but that is why the House was recalled. Hon. Members have often advocated recalling the House in order to debate something at an early opportunity. Despite being new, the hon. Gentleman might find that he is doing that at some stage in the future.

I thank the Foreign Secretary for his statement. Prior to any action taking place, what discussion has he had with other Governments in the region, in particular Israel, who have serious concerns about chemical weapons?

We will want to consult all nations in the region. Israel has long-standing concerns, of course, about Syria’s chemical weapons stocks, and for very good reason. I believe that it and, I hope, all nations in the region would be supportive of a reliable, credible agreement for the securing and destruction of those weapons stocks, but it will be important for the permanent members of the Security Council and others to consult all the nations in the region.

The Helmand provincial reconstruction team (PRT) is a UK-led, multinational effort of the UK, US, Danish and, until 2012, the Estonian Governments. It works with international security assistance force’s (ISAF) Regional Command South West, helping the Afghan Government establish improved governance and development across Helmand province, and is one of many provincial reconstruction teams which have been working in every province of Afghanistan in recent years.

As agreed by President Karzai and the international community, all PRTs across Afghanistan will close by the end of 2014 in keeping with the process of transition to an Afghan lead. This includes Helmand where HMG-funded programmes have improved governance and economic conditions.

The PRT has put local political representation and participation at the core of its work, helping to build trust and confidence in local government and to bolster stability. More than 40,000 Helmandis have voted in district community council elections since 2009. There is rising confidence in the Afghan police with trends showing a 20% increase from 2010 in those who believe the police act in their interest and a more functional police and justice system. The number of children in schools has more than doubled since 2007, from 54,204 to 130,292, including almost 30,000 girls. Almost 80% of the population now has access to health care within 10 km of their home. The PRT has also overseen the construction of more than 250 km of hard-top road in Helmand and the rehabilitation of around a quarter of the 300 km irrigation canal system.

Independent polling data reports that support for a return to Government of the Taliban has fallen to just 5% of the population, and that the number of those who believe the Afghan Government do a good job has risen by 16% between 2011 and 2013.

Afghan forces now have lead responsibility for security across the entire country and are leading 92% of all operations while carrying out 90% of their own training. As of the end of June, all of the 1,000 police patrols in central Helmand each week were conducted alone without ISAF support.

The Afghan national security forces (ANSF) have now reached their surge strength target of 352,000 personnel and their growing confidence and capability has enabled us to draw down our troops from 9,000 at the start of 2013 to around 5,200 by the end of the year. Our draw down has included moving the headquarters of Taskforce Helmand from Lashkar Gah to Camp Bastion in August 2013. UK troops continue to work in an advisory role to the ANSF, to develop their skills and build their confidence. A significant number of UK troops support ANSF operations by providing important enablers such as medical evacuation, aviation and surveillance capabilities.

In preparation for the completion of transition, the PRT has been working with Afghan and international partners to transition our work on rule of law, governance and development to Afghan control or incorporate it into national programmes led from Kabul.

It is this progress and transition of our work which will allow us to significantly reduce the size of the PRT by December 2013, at which point we envisage a small PRT political and governance and development team moving first to Camp Bastion towards the end of the year followed by the final closure of the PRT in March 2014.

The combination of the successful build-up of the ANSF to a strong and increasingly capable force, alongside progress on the ground means we can be proud of what we have achieved in Afghanistan and especially in the very challenging environment of Helmand province. We went into Afghanistan to protect our national security by helping Afghans to take control of their own. Thanks to the courage and commitment of our armed forces and those civilians who have worked alongside UK and ISAF forces, Afghanistan is no longer a safe haven for international terrorists to launch attacks on our streets.

The ANSF, supported by the international community, now have the lead security for Afghanistan’s 27 million citizens and the prevention of the return of international terrorists to Afghanistan. We have also helped set the conditions for a more viable state; one that can provide basic services, improve the lives of ordinary Afghan citizens and reduce instability. The UK, together with the international community, has committed to long-term support for Afghans as they shape their country after 2014. Commitments will provide $4 billion a year for security until 2017 and $4 billion a year for development to underpin Afghanistan’s future security and stability.

All of this, in spite of the setbacks we have overcome and the challenges that we know still lie ahead, supports national security and has created the opportunity for Afghans to build a better future.
