Commons ChamberThis important debate has been constructive, informative and, at times, passionate. I congratulate my right hon. Friend the Member for New Forest West (Sir Desmond Swayne) and others who have brought it to the House. Following your guidance, Mr Speaker, I have just eight minutes to respond. I hope the Backbench Business Committee recognises how many people wanted to speak in this debate and I hope that we have a further opportunity for debate in which I have more time to respond. I will do my best, as I always do, to write to hon. Members if I do not cover their points today.
The focus of today’s debate is Israeli settlements, but may I begin, as others have, by firmly underlining our deep friendship with Israel, its people and its absolute right to exist and defend itself? Israel is a democratic state in a difficult neighbourhood. In the year in which we mark the 100th anniversary of the Balfour declaration, which underlines our shared history, we continue to have an interest—as a nation, an ally, a regional partner and a permanent member of the UN Security Council—in understanding the challenges faced by the region, including securing a two-state solution, which we continue to support, and the issue of illegal settlements, which we are discussing today.
I will not because I have only a short amount of time.
The debate has focused on a number of themes, which I will try to cover to my best ability. The first was the importance of a two-state solution, which, as others have said, is the only way to secure a just and lasting peace between the Israelis and Palestinians. We must all continue to work for that, no matter how big the challenges. The objective has been repeated not only by us and American Presidents, but by successive Israeli Prime Ministers and the international community. The objective has also been confirmed through a series of UN Security Council resolutions and other agreements through the Oslo accords, the Madrid discussions and the Camp David talks. To be clear: the solution cannot be imposed on the Israelis or the Palestinians, but the international community has an important role to play.
Although important, the matter of settlements is not the only issue but one of a number. The immediate removal of settlements would not immediately lead to peace. Trends on the ground, including violence, terrorism and incitement, as well as settlement expansion, are seemingly leading to a steady drift from peace and making the prospect of a two-state solution look very much impossible. It is in no one’s interests to see that drift towards a one-state solution. It is not in Israel’s long-term interests; it is not in the Palestinians’ interests; and it is not in the region’s interests.
Specifically on settlements, if we look at the map, we can see that there are now around 600,000 people living in about 140 settlements built since 1967. We can see that the west bank is being divided into three, with Jenin and Nablus in the north; Ramallah in the middle, broken by the Ariel finger; and area E1 separating Ramallah and Bethlehem from the Hebron conurbations. So the concept of a contiguous Palestinian state is being eroded, and that is a huge concern. The west bank is now a complex network of checkpoints, which is broken up, as has been said, and that makes it difficult for people to move and to enjoy a normal life.
Since 2011, Israel has approved only three urban development plans in area C. We want this to change, and we encourage Israel, as per the Oslo accords, to transfer land from area C to area B, and from area B to area A—area A, of course, is where the Palestinians have control and authority over their own security arrangements and economic prospects.
UN Security Council resolution 2334 was mentioned by a number of hon. Members. It should come as no surprise that we voted in favour of it in December, because we have long supported the two-state solution and the notion of Israel as the Jewish homeland. We should recognise what the resolution actually said. It proposed three important and balanced steps to support peace in the region, including calls for both parties to prevent the incitement of acts of violence, to build and create conditions for peace and to work together to allow credible negotiations to start. Of course, it is based on historical resolutions 242, from November 1967, and 181, which goes back to 1947.
The regularisation Bill has been mentioned by a number of hon. Members. A new and dangerous threshold was crossed with that Bill. I am pleased to see that the vote on it was very close—it was 60 to 52—and the Israeli Attorney General has made it clear that he will not support it if it goes to appeal, which I think it will. That is good, because he sees it as constitutionally unviable, and I hope that that message is heard loud and clear.
I am running out of time, but I will do my best to cover the remaining points. On the recognition of Palestine, we need the Palestinians to do more to prevent the incitement of violence. President Abbas condemns certain aspects of it, but we are still seeing schools and squares being named after terrorists. These are not the confidence-building measures we need see. There is no relationship with Hamas at all. Those confidence-building measures are the steps that will allow us to move forward, so that there can be a recognition in the long term of the state of Palestine, but they are not there yet. The younger generation has given up on its own leadership, choosing instead to try to take a fast track to paradise by grabbing a knife and killing an Israeli soldier, and that is a terrible state of affairs to be in.
The British Government continue to believe that the only way to a lasting peace between Israelis and Palestinians is the two-state solution, but there are a number of obstacles to peace, including settlements and continued violence and incitement. We remain committed to working closely with our international partners, including the new US Administration, to promote an environment conducive to peace. We continue to support both parties to take steps towards a negotiated settlement that brings peace, security and prosperity to Israelis and Palestinians.
Everyone has the right to call somewhere their home. Everyone has the right to be safe in that home. And no one should live in fear of their neighbours. We strongly believe that the middle east peace process is the best way forward to deliver these hopes. The question is whether we want a new generation of Israelis and Palestinians nurturing the seeds of hate or moving to a place of lasting friendship.

(Urgent Question): To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the situation in Yemen, from a humanitarian perspective and on diplomatic efforts to end the conflict.
The UK supports the Saudi Arabian-led coalition military intervention, which came at the request of the legitimate President Hadi. We are clear, however, that military gains by the coalition and the Government of Yemen must be used to drive forward the political process. A political solution is the best way to bring long-term stability to Yemen and end the conflict.
The UK has played a leading role in diplomatic efforts, including bringing together key international actors to try to find a peaceful solution. This is known as the quad and involves the Foreign Ministers of Saudi Arabia, the United Arab Emirates and the United States. Other Gulf Co-operation Council countries and the UN have also been involved. The first meeting was held in London in July 2016; it was one of the first acts of the Foreign Secretary. The last quad meeting was held in Riyadh on 18 December, and I attended. I last spoke to President Hadi on 15 January to discuss the importance of taking measures to prevent economic collapse.
We continue to strongly support the tireless efforts of the UN special envoy, Ismail Ahmed, to achieve a political settlement. We are providing over £1 million to his office to bolster the UN’s capacity to facilitate the peace process. He is due to brief the Security Council today in New York on the latest developments and the UN’s plan. Our ambassador to the UN, Matthew Rycroft, met him yesterday.
We share a deep concern for the humanitarian suffering of the people of Yemen, which we all have an obligation to alleviate. The UK is the fourth largest donor to Yemen, committing more than £100 million this year. Last year we helped more than 1.3 million Yemenis. Through the conflict, stability and security fund, we are funding: £700,000 for demining and clearing the explosive remnants of war; £400,000 for UN Women to support bringing women into the peace process and political dialogue; and £140,000 for other track II activities in support of the UN-led peace process.
Yemen is historically reliant on imports for more than 90% of its food and fuel needs. The Department for International Development is providing £1.4 million for the UN verification and inspection mechanism to speed up the clearance process for ships, so that food and fuel can get into the country more easily.
It is critical that all parties to the conflict renew their commitment to the cessation of hostilities, for the sake of the people of Yemen. All parties must engage constructively with the De-escalation and Co-ordination Committee, a mechanism created by the UN so that when incidents of concern are raised, they can be addressed effectively to reduce the likelihood of escalation.
I am grateful to the Minister for that statement. When the UN Security Council meets this afternoon, it will do so against a backdrop of heavy fighting in the Red sea ports of Mocha and Al Hudaydah and an increasingly dire humanitarian situation across the country. There are already 7 million people starving in Yemen. If those ports are destroyed or besieged, the delivery of vital aid that is required to avert famine in Yemen will become even more difficult.
The only way to prevent this unfolding humanitarian disaster from deteriorating even further is to agree an immediate ceasefire. Today’s meeting of the Security Council provides a key opportunity to bring that closer. The Scottish National party believes that the UK is in a unique position to be able to show positive international leadership in order to bring about a ceasefire. It is vital to the lives of millions of Yemenis that we do so.
I ask the Minister, therefore, will the UK Government commit to use today’s meeting of the Security Council to back a ceasefire and urge all conflict parties to protect women, boys, men and girls from all forms of conflict-related abuse and violence; to ensure that all conflict parties allow civilians safe and unhindered access to humanitarian assistance; to strongly condemn all violations of international humanitarian law and human rights law in Yemen; and to call for the establishment of an international, independent and impartial commission of inquiry to investigate them? Will the Government think once again on their own position and listen to Members across this House; and please consider halting all sales of arms to Saudi now, and in doing so, urge all Governments to follow suit?
Yet again, it is a tribute to this House that we discuss these important matters. There are so many challenges in the middle east and north Africa at the moment and Yemen sometimes tends to get buried or overshadowed by some of the other challenges that we face, so I am grateful to the hon. Lady for raising this matter, on which we also had a thorough debate last week.
The hon. Lady is right to draw attention to the work that is taking place at the United Nations Security Council today, where the UN envoy, Ismail Ahmed, will lay out his plans for what we expect and hope to achieve in 2017. We ended the year in a better place: the Houthis were minded to support the road map—although they have yet to come to the table—and President Hadi was looking more favourably on providing support in order to rejoin talks in Kuwait in the very near future. Key aspects of the road map still need to be ratified. Once that is done, we are in a process that will lead to that important cessation of hostilities.
I understand the hon. Lady’s desire to call for a ceasefire—a cessation of hostilities—immediately. We will see what comes out of today’s meeting and the United Nations, but I am absolutely in agreement with her that that is what we want to happen. Calling for it needs to work in conjunction with the art of the possible; otherwise it is just words. In order for us to ensure that any ceasefire will hold, we need to be able to say what happens if either side breaches the cessation of hostilities, which means there need to be some prior agreements in place. There need to be some confidence-building measures as the build-up to the call for a ceasefire.
I absolutely agree with the hon. Lady’s concerns about safe access. Humanitarian access to the country has been extremely limited, not least in respect of use of the ports, which we have discussed on many occasions. She yet again repeats her call for a UN independent commission of inquiry into some of the allegations on humanitarian and human rights law. In our previous debate on this matter, I stressed that it is the protocol for any country to conduct its own activities. I have said that if I feel that the reports that are due to come—and are slowly coming from a country that has never had to be pressed to write a report before—are deemed to be unworthy, unsuitable or miss the purpose for which they are being written, yes I will join with her and say that this should be moved to an independent examiner, possibly the United Nations, as well. But until we reach that point, I will continue to back Saudi Arabia conducting its own inquiries, in the same way as we do ourselves, and America does itself, not least when it hit the hospital in the north of Afghanistan.
The hon. Lady mentions arms sales. We have one of the most robust sales processes in the world. Each sale is conducted and scrutinised on its own basis. As we have said in the past, where we see ourselves at the moment is that we fully support the continued sales of arms to Saudi Arabia.
Order. Well, I suppose the Minister can invent a question mark at the end and then provide a sentence of reply—it was not a question but a statement. But can we have a brief sentence?
But he does make an important point, in that President Hadi is not the only stakeholder, nor are the Houthis: there are the Zaydis that do not support the Houthis, and there are the many tribes that do not support President Hadi. It is a complex country; we need to make sure that all the stakeholders are buying into the ceasefire, and that if there are breaches of the ceasefire, they can be reconciled without the whole ceasefire collapsing.
I congratulate the hon. Member for Ochil and South Perthshire (Ms Ahmed-Sheikh) on securing this urgent question, and I agree with everything she said.
We need once again to ask the Government what they are doing to end the conflict in Yemen. The Minister talks about the need for a political solution. When is he going to present our resolution to the United Nations? When are we going to get proper investigations into alleged violations of international humanitarian law? Why are we continuing to sell Saudi Arabia the arms to wage this conflict? Ultimately, when are we going to bring the suffering of the people of Yemen to an end and then get to them the humanitarian aid that they need?
In every debate, every month, and now every year, we ask the same basic questions, and every time the Minister, whose name is now, I am afraid, synonymous with the Yemen conflict, stands there and gives us the same non-answers. We have had the same today, so let me simplify these things for him a little and ask him some plain, factual questions. First, did he read the excellent article on Tuesday for “Middle East Eye”, which was written by the right hon. Member for Sutton Coldfield (Mr Mitchell)? If he did, can he tell us what in that analysis he disagrees with?
Secondly, and even more straightforwardly, questions on which we must get answers today: how many civilian deaths in total are involved in the 252 alleged violations of humanitarian law by the Saudi-led coalition, which the Ministry of Defence admitted today that it is tracking? Have any of them been the subject of one of the 13 reports that the coalition’s joint incidents assessment team has produced over the past nine months? If so, which ones? If not, why not?
Thirdly, does the Minister really think that Yemeni mothers who are today desperately scavenging for food for their children would agree with him that we ended 2016 in a better position than we started it in?
I think I answered many of those questions in my opening replies, but on the UN resolution, which the hon. Lady raises again, the UN special envoy is in New York today, so we will hear when it is appropriate for him to promote the resolution. It is likely, once we have confirmation from the parties that agree that, that they can confirm that the UN resolution is there to consolidate and legalise the process. So we will wait to hear an announcement today; I am sure that, by the end of the day, we will have a statement by the UN envoy himself.
Regarding the sales, I repeat what I said earlier: we have one of the most vigorous arms export licence schemes in the world. Export sales are subject to our consolidated EU and national arms export licensing criteria.
We are getting humanitarian aid into the country. The process is slow and cumbersome, but we are making a significant contribution to providing support to the people who are caught up in this awful conflict. The sooner the people of Yemen recognise that there is no military end to this, but that there must be a political solution, the sooner we can get even more aid into the country.
The Houthi rebels in Yemen enjoy the support and patronage of the Islamic Republic of Iran, which is the world’s most prominent state sponsor of terror, responsible for genocidal violence in Syria. What pressure is being brought to bear on the regime in Tehran to advance the cause of peace rather than to continue to glory in slaughter?
I visited Iran last week, and I was in Tehran. I raised a whole range of issues, including some of the regional matters. I made it very clear that not just Yemen but the wider region will benefit if this cold war that almost exists between Saudi Arabia and Iran were to thaw. If we can get the security right and have an understanding of where things should go in the future, the prosperity for the region will be huge, and not least the benefits for Yemen, because we will then see an end to this war.
Before the war, up to 70% of Yemen’s food supply came through Al Hudaydah port. What representations are the Government making to the Saudi-led coalition, urging them not to pursue a sea and air attack and instead to pursue a ceasefire?
I pay tribute to the work that the hon. Gentleman does on these matters, in which he takes a huge interest. He is right to highlight the importance of that port in gaining aid access to the country from the Red sea, further up, because the port of Aden cannot cope. The port is currently in Houthi hands, although the UN has access to part of it. The problem is that the cranes are not working. I have been in discussions with Oman, which has similar cranes that could perhaps be put there, and that would speed up the process of getting aid into the country.
Does the existence of the rebel Iranian-backed regime pose an existential threat to the stability of the Kingdom of Saudi Arabia and the entire region?
If I understand my right hon. Friend’s question correctly, we have an indigenous stakeholder in the north of the country that is part of Yemen—they are part of the future of the country themselves—but they have attacked Saudi Arabia in the north. They have killed people and struck villages and so on, so the war has spilled beyond the borders of Yemen. That is all the more reason why we need to work towards a ceasefire and a political agreement.
Has the Minister seen and examined the reports of UK military personnel in Saudi Arabia? Do these reports justify his continuing support for the Saudis’ own investigation into breaches of humanitarian law? Can he give any explanation or succour as to why the Government are refusing to back the international and independent examination? Given that the Foreign Secretary himself has described this conflict as being in the nature of a proxy war, why do the Government persist in giving such unfailing support to Saudi Arabia?
We have a long historical, and close, relationship with Saudi Arabia, but I have been the first on many occasions to make it very clear that this is a country where the establishment are on the liberal wing of a conservative society. They are not used to having the limelight shone on them in this way. A sustained war, which, again, they do not have experience of, has exposed a number of absences of skills, which they have had to learn the hard way, one of which is going through proper investigations to show what happens when mistakes and errors are made. I agree with the right hon. Gentleman; I do not refuse to say that I will call for independent investigations. I am first asking Saudi Arabia to provide those reports itself, and if they are found wanting, then yes, I will stand with the right hon. Gentleman and ask for the United Nations to take on that role.
The Iranian Foreign Minister, Mohammad Javad Zarif, said last week in Davos that he could see no reason why Iran and Saudi Arabia should have hostile policies towards each other. He went on to say that they should work together to end the miserable conditions of the people in Syria and Yemen. Does the Minister have any indication that this is a new initiative, because it would be very good news for the peace process?
My hon. Friend makes a very important wider point as to where the relationship between these two important countries in the region will go. I hope that we will endeavour to see a thawing of that cold war. Other countries such as Kuwait and Oman are looking at this to see what they can do to help—to see whether there is an ability to develop the communications that we need, to allow for a greater understanding so that mistakes cannot be made, and to improve security and prosperity for the region.
Can the Minister confirm that the Saudi-led coalition is operating in pursuance of a UN resolution, and that the conflict is fuelled particularly by the ambitions of Iran? Will he stress the UK’s very important security and defence relationship with Saudi Arabia and its importance to security, not only in the region but in our own country? Finally, can he confirm the enormous importance of Saudi Arabia to our world-beating aerospace industry and its skilled workforce?
The right hon. Gentleman raises some important points. The UN resolution gives legitimacy to Mr Hadi’s call for support by any means—I think those are the words that were used—which is why it was possible to put together the Saudi-led coalition to thwart the advance of the Houthis from the north of the country.
The right hon. Gentleman is also right to underline our important relationship with Saudi Arabia, which it values and we value. Saudi Arabia is learning the hard way, and making those steps has been difficult. It is better that we do as we are doing and take Saudi Arabia through the process than for it to join other countries that would not exert the same pressure concerning humanitarian issues, women’s rights and all the other aspects that we want it to move towards.
What discussions have my hon. Friend and his colleagues had with the UN Under-Secretary-General for humanitarian affairs, Stephen O’Brien? Have the United Kingdom Government agreed to meet any request that the United Nations has made in that respect?
The Minister of State for International Development, my hon. Friend the Member for Penrith and The Border (Rory Stewart) met Stephen O’Brien only a couple of weeks ago, and I meet our former colleague regularly. At the UN General Assembly in September last year, he co-chaired a meeting with the Secretary of State for International Development to raise funds, to ensure that other countries joined us in providing the finances necessary to give humanitarian support to Yemen. I pay a huge tribute to him and the work that he is doing in the United Nations.
Does the Minister agree that repeated violations of international humanitarian law would feed the humanitarian crisis in Yemen? The UK Government’s assurances that no such violations have been committed by the Saudi-led coalition are worthless when, in the Minister’s own words,
“neither the MOD nor the FCO reaches a conclusion as to whether or not an IHL violation has taken place in relation to each and every incident of potential concern that comes to its attention.”
I have mentioned that we had the Foreign Minister of Saudi Arabia come here and answer that question directly. Saudi Arabia has no interest in somehow bombing Yemen back into the past, and the storyline that some are trying to perpetuate is simply wrong. We are talking about an ally and a neighbour, and the two countries have a long combined history. It is in Saudi Arabia’s interest for Yemen to thrive and prosper, so the idea that Saudi Arabia would continue to want to bomb agricultural areas, schools or other such things for the sake of it is simply misleading.
Will the Minister update the House on any progress made on the Gulf Co-operation Council initiative for peace?
The GCC initiative for peace and the partnership for peace were previous initiatives that the Houthis signed, prior to 2014 when they left their communities in the north and pushed in towards the capital. Those initiatives are the basis from which UN Security Council resolution 2216 has been crafted, and I hope that they will be the basis for the road map that we will work towards. The fact that the Houthis signed those initiatives in the past is, I hope, a good indication that they will back the road map.
Will the Minister confirm that the Government are at present tracking 252 allegations of humanitarian law violations by the Saudi-led coalition in Yemen, and has he heard what the former Business Secretary told the BBC? The former Business Secretary said that he was “staggered” by the number of potential breaches, and that if he were still in government, arms exports to the Saudis would have stopped
“a long time before now”.
The tracking and covering of the various elements of what is happening in Yemen is done by the Ministry of Defence. If I may, I will get the MOD to write to the right hon. Lady with details of where things stand.
Could the Minister confirm the presence of al-Qaeda and Daesh in Yemen and comment on whether this is also a threat for us here at home?
In all the discussions that we have had about the Houthis, President Hadi and other stakeholders, we can end up glossing over the fact that al-Qaeda was and has been in the Arab peninsula for some time. Al-Qaeda is responsible for the Charlie Hebdo attack, the printer bombs, the underpants bomb and many others. This is one of al-Qaeda’s most advanced and complex capabilities. That is why it is so important for us to get good governance in Yemen so that al-Qaeda cannot take advantage of the vacuum of governance.
The Secretary of State has confirmed in a letter to my hon. Friend the Member for Arfon (Hywel Williams), that the US has been feeding arms to the Saudi coalition, fuelling the desperate humanitarian crisis in Yemen. What will Ministers do to persuade their new American counterparts to stop supplying these deadly cluster bombs in future?
I have worked quite hard to get not only Saudi Arabia but all the GCC nations to show a willingness to join others around the world in signing the convention on cluster munitions. The Americans are obviously not a signatory to it, but I hope that Saudi Arabia, which is considering this, will recognise its importance. I would say that Rex Tillerson, the new Secretary of State—he lived in Yemen for three years, and knows the area very well—will meet my right hon. Friend the Foreign Secretary in the very near future.
People in Kettering agree that providing humanitarian assistance to vulnerable people in war zones is a proper use of our overseas aid budget. How many people are we supporting in Yemen, and what plans do we have to extend that budget in 2017?
As I have said, we are the fourth largest donor for the country of Yemen, providing over £100 million. We are looking at ways of getting other countries to match our funding and to work with the United Nations. I hope my hon. Friend’s constituents will be reassured that we check to make sure that the funds going to the country do go where they are actually needed.
Further to the question asked by my right hon. Friend the Member for Cynon Valley (Ann Clwyd), will the Minister confirm that all the evidence we hold about violations will be passed to any inquiry, preferably an independent, UN-led commission of inquiry?
Again, in relation to that question, I will ask the Ministry of Defence to write to the hon. Lady with details of how the process works.
Will the Minister confirm that the UK remains fully committed to diplomatic efforts to find a peaceful solution to the conflict in Yemen?
That is at the heart of what we now need to achieve. As I have mentioned, the quad met on 19 December 2016. I pay tribute to John Kerry for the work he did in forming the quad. We are now in discussions, and we will speak to the UN envoy about the quad meeting at the very earliest opportunity, so that we can get the parties back around the table in Kuwait and put in place a cessation of hostilities agreement.
I hope the Minister will join me in welcoming the fact that the Disasters Emergency Committee has raised £17 million, which I believe includes DFID funding. Does that not show the importance of the UK meeting its 0.7% target as an example of global leadership? Will it, as I hope, encourage other countries to contribute to the UN appeal, which is currently only 60% funded?
I confirm—I think for the third time—that we remain absolutely committed to the 0.7% target. Perhaps we do not see it so much in the House, but when we attend meetings at the United Nations General Assembly or in Geneva and Vienna, our soft power—the leadership we show, our commitment to helping others less fortunate than ourselves across the world and our leadership in how such money is spent—allows us to punch above our weight across the world.
Building on the last question, will my hon. Friend join me in congratulating all those in this country who do such important work in fundraising and collecting items to send to people in humanitarian crises such as this one?
I do. People often ask what they can do as individuals, and their contributions, whether financial or otherwise, are certainly very much appreciated. It is also very important that we thank the non-governmental organisations providing the facilities to make sure that such processes can be followed. I pay tribute to Oxfam, which is conducting a conference on this subject today, at which the Minister of State, Department for International Development, my hon. Friend the Member for Penrith and The Border will be speaking.
The Minister mentioned the discussions within the United Nations. When the Prime Minister meets President Trump, will she emphasise to him the important role that the United Nations has in resolving regional conflicts such as the one in Yemen, and will she tell him not to undermine the UN by cutting the US contribution to it?
I read an article, in The New York Times I think, suggesting that there may be such changes. It is important that people not just in America but across the world understand that the United Nations is pivotal as the international forum in which countries can come together to resolve their issues. If it did not exist, we would invent it. However, we must recognise that the troubled period it has had in the past six months or so, because of the use of the veto, means that it is perhaps now time for it to be reinvented.
As my hon. Friend the Member for Ochil and South Perthshire (Ms Ahmed-Sheikh) has said, 7 million people in Yemen are going to starve to death. Ninety per cent. of the food that will keep them alive has to be imported. The sea ports through which that food has to be imported are being deliberately and systematically bombed into oblivion by the Saudi-led coalition. How can it possibly be morally defensive to sell any weapons whatsoever to a regime that is undertaking such inhumane actions?
I understand the spirit in which the question is asked, but it is not the case that the ports are being bombed into oblivion. As I said earlier, the Al Hudaydah port is divided into two areas, one operated by the Houthis, the other by the United Nations, and they can get ships in, but there is a queue of ships because the working cranes are not large enough to get the kit off. That is the bottleneck that we need to resolve.
When the Saudi Foreign Minister came twice to speak to Members and the Minister, he made it clear that he would investigate the allegations. As we have heard, there are 252, yet we have had responses to only a handful. When will the Minister say enough is enough, not least given the potential humanitarian consequences of an attack on Al Hudaydah?
I will join the hon. Gentleman and say that the pace of the reports coming out is far too slow and that the process needs to speed up, but Saudi Arabia did not even have an investigations process. When we think about some investigations that have taken place, for example Chilcot, we should ask ourselves how long did they take. Perhaps I am comparing apples with pears, but when starting from scratch, it takes time to have the processes in place to ensure that there is the necessary evidence for a report to be compiled. I will invite Adel al-Jubeir, the Foreign Minister of Saudi Arabia, back here so that we can put those questions to him again.
Further to the question of my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), what can the Minister do to ensure that cranes are available to get the ports working and to get aid in?
My hon. Friend the Member for Penrith and The Border, the DFID Minister, has just spoken to Simon Collis, our ambassador in Saudi Arabia, and I raise the matter regularly. The challenge that we face is the question of who has ownership of the port and the fact that it was used to bring in weapons. That was the coalition’s concern. Several possibilities—joint ownership, ownership by the United Nations—are being explored to ensure that the humanitarian challenges, particularly with winter coming on, can be met.
The revelation that the Ministry of Defence is tracking 252 allegations of international humanitarian law violations by the Saudi-led coalition in Yemen is truly shocking, but with the civilian death toll now passing 10,000, according to the UN, and the country on the brink of famine, when will the Government halt arms sales to Saudi Arabia until the alleged IHL breaches can be properly investigated?
Again, I pay tribute to the hon. Lady for her interest in the process and for holding the Government to account, but I reiterate that we have a robust arms export licence system and we are doing all we can to ensure that we can get humanitarian aid into the country and that we work with Saudi Arabia so that it improves its systems and become more accountable and transparent.
It is clear that the Minister’s patience with the Saudis’ ability to carry out investigations is wearing a little thin. Have we a timescale in mind for when the Government will finally say, “Enough. We now need an independent, international investigation”?
Yes, I do feel that my patience is being tested here. Saudi Arabia is aware that this is in the limelight and that the international community is getting more and more concerned about some of the events and incidents that have taken place. It is not good for Saudi Arabia or any members of the coalition. I will endeavour to make a statement after we have heard what the UN Security Council has said on the matter, so I think that we have a plan for 2017 and some better news.
Children in Yemen face a desperate situation. Recent estimates show that some 40% of children could be malnourished—double the proportion that the World Health Organisation recognises as a food emergency. Does the Minister agree that the British Government should increase diplomatic efforts with Saudi Arabia to address urgently the food crisis for children in Yemen?
The question gives me licence to say that it is not just us or the United Nations doing this: the coalition is putting in a lot of effort to get aid into the country. Last year, a series of Saudi Arabian trucks full of aid were blown up by the Houthis. The aid commitment by Saudi Arabia and the coalition is significant and they are doing their part to make sure aid gets into the country.
The Minister just made the point: is not the Gulf Co-operation Council the biggest donor to Yemen in direct aid—and indirect aid, through remittances—and should not the sensible position of this House be to support the council in its efforts to seek peace in Yemen, instead of playing silly games?
The work of the Gulf Co-operation Council is important in bringing together a collaborative and joint approach from the Gulf nations. I was pleased that our Prime Minister was able to address the council’s summit last November, where many of those issues were raised.
Is not the difference between Afghanistan—where obviously the UK and the US carried out their own investigations—and Yemen, the sheer number of allegations that have been made? Does not that justify moving to an independent investigation as soon as possible?
Looking at the number of allegations that took place in Afghanistan, I would not necessarily agree with the hon. Gentleman. He is looking at only the British and American—or allied and Operation Enduring Freedom—side of things. If we include what the Afghans were doing as well, the numbers would rise. He is not comparing like with like. We have to include not only what the international community is doing, but what Saudi Arabia is doing.

It is a pleasure to serve under your chairpersonship, Mr McCabe. I congratulate the hon. Member for Rochford and Southend East (James Duddridge) on securing the debate and thank him for raising many important issues, on which I hope to comment.
The Department for International Development currently spends nearly £307 million in Nigeria, making it DFID’s third largest country project budget. I had the pleasure of visiting Nigeria in 2015 with the International Development Committee to see the fantastic work that is being undertaken there, particularly on girls’ education. That visit followed the distressing abduction of the Chibok girls, which people around the world heard about and which left an indelible impression on me as a parent of two girls. Parents sent their children to school one day and then got the news that they had been abducted, purely because they valued education—and education for girls. That must have been a traumatic experience for anyone affected. That trauma continues to this day, as most of the girls remain missing. I met the “Bring Back Our Girls” campaigners who campaign every single day outside the Nigerian Parliament for those girls’ return. We also met Government officials who have pledged to return the girls and fight Boko Haram’s extremism with all that they have. Will the Minister continue to assist with that? We must never let prevail extremists who wish to suppress women and girls, their education and their liberty.
I read with absolute disgust on Monday that Boko Haram has taken to sending female suicide bombers into Government and civilian territory with infants strapped to their backs. Such atrocities and such a lack of concern for human beings—especially the children who are sent to their deaths—are barely understandable. What are the UK Government doing to counter extremism and support the Government of Nigeria in dealing with Boko Haram? It is also important that DFID provides all the support it can to help the girls who are returned to reintegrate. I have read reports in newspapers that girls who have returned may be being stigmatised and ostracised by local communities, but given all that they have been through, they need all the support they can get.
On transparency, as a member of the International Development Committee, I believe that DFID must apply stringent criteria to its aid. Corruption has been rife right to the top of the Nigerian Government. I commend President Buhari for his stance that no one should be above the law, and for investing in anti-corruption measures. What are the United Kingdom Government doing to support him? Jobs and livelihoods will be extremely important in both countering extremism and providing alternative opportunities and hope for a population that has seen great inequity for as long as it can remember. When I was in Nigeria, people were reluctant to take money from me via credit or debit card, even at the airport. The society appears to be cash based, and little of that cash is accounted for. I therefore expect that little cash makes its way into the Government’s coffers. Helping Nigeria to integrate technology for mobile phone transfers and banking will be an important step forward in making cash count for the whole of its society and helping tax collection initiatives.
I also briefly visited Senegal and was impressed by the British industry there. I met representatives from Cairn Energy, a Scottish energy company that has invested in drilling for oil there. I believe there are important trade opportunities for the UK across Africa, but I would like to see that being sustainable trade that involves all strands of society and that offers jobs to local people, once again reducing inequality. I would be pleased to hear an update from the Minister on trade relations—explicitly on sustainable trade, and how that will complement DFID’s strategy to reduce poverty.
I also believe it is important to briefly mention the Committee’s work on the Ebola crisis. I commend all of those involved during the crisis for their work, including Pauline Cafferkey—a nurse who is based locally to me. The Committee heard evidence last year that one of the lessons to be learned from that crisis was the lack of ability to act swiftly enough on the ground by engaging with small, community-based interventions at the frontline. Further work must be done to enable DFID to do that.
The Committee also heard evidence that HIV/AIDS continues to be endemic in Africa, and we know it is one of the biggest killers of adolescents. An HIV/AIDS strategy is required, and I was extremely disheartened to learn that DFID does not currently have one. Those are some of the issues that I believe we must continue to raise and take forward. The Government are perhaps not ready to develop their own strategy across Africa, meaning that the withdrawal of aid money from middle-income countries is a pertinent issue that should be looked at across Government. If we withdraw too quickly, there is a real concern that we may not be able to meet our global goal of eradicating HIV/AIDS by 2030.
The hon. Lady is making a powerful and important point on how Government funding is allocated in order to provide support for countries across Africa. It is important that that funding does not dry up before good results are able to embed themselves and last in perpetuity. That is why we have introduced the prosperity fund, which allows us to move away from DFID funding per se—which is more humanitarian-focused—to what can actually help to build economies and support people in the longer term.
I thank the Minister for that helpful intervention; I am pleased to hear it. As I say, I believe that jobs, livelihoods and trade will provide an excellent way forward for people by giving them alternative opportunities, thereby driving them away from extremism in their local areas. However, DFID’s work should include developing an HIV/AIDS strategy. The Government should take that seriously, because great strides have been made on that issue, and I would not like to see transmission rates increase as we withdraw from middle-income countries that are not ready to develop their own policies.
There is a balance of aid work, sustainability, jobs and livelihoods and trade opportunities across west Africa. It would be helpful to hear an update from the Minister, and I look forward to his giving one.
It is a pleasure to work under your chairmanship, Mr McCabe. I join others in congratulating my hon. Friend the Member for Rochford and Southend East (James Duddridge) on a commanding performance. When I first saw that I was going to take over the responsibility he looked after so well, I realised that I had big shoes to fill. He has reflected that in his articulation, understanding and grasp of the matters not only in west Africa but right across that amazing continent. I thank him for his contribution today, and thank other hon. Members. This has been a comprehensive, wide-ranging and very useful debate. As usual, I have a few minutes in which to answer a deluge of questions. I am simply not going to be able to do justice to hon. Members and will write to them with more details if I am not able to cover those points in my closing remarks.
First, to focus on my hon. Friend’s opening remarks, he praised the work of the posts—of our high commissions and embassies—not only across Africa but across the piece in the Foreign Office. We certainly punch above our weight. I pay tribute to them and join him, and all hon. Members in the Chamber today, in praising the leadership that is shown in representing Britain not only from a trade and diplomatic perspective, but from a security and military perspective. We are very proud of what they do. They are the unsung heroes. I hope any delegation that goes out, or any parliamentary visit that takes place, will benefit from the knowledge, experience and friendship that is bestowed at our posts across the world and in Africa.
My hon. Friend stressed the importance of the crisis centre. I thank him very much indeed for complimenting me on my Twitter feed. I hope, simply because of the number of people who watch Westminster Hall debates, that the number of followers I have will double after his congratulations. The work of the crisis centre is critical in ensuring that we look after Britons abroad when there is uncertainty in any part of the world. For those who are unfamiliar with it, it is a huge area in the basement of the Foreign Office that gets taken over with all sorts of important feeds, linking into other organisations and posts so that we can keep track, provide relevant information and, not least, communicate with the travel authorities. We can provide important information so that, if there is a requirement for repatriation or health issues or others, we can deal with them with a sense of urgency. It was used in regards to Sousse and other events, and was mobilised for the Gambian political dilemma as well.
My hon. Friend underlined the importance of Africa as a nation. It is envisaged that, in 2050, it will be one quarter of the world’s population, so the continent is important to us. As many hon. Members have outlined, we have a history and relationship with it; we have connections and we should certainly take advantage of them. The World Bank states that Africa as a whole will need to create 18 million jobs every single year. We need to be part of that story, and we have a very good part to play. Other connections have been made such as cultural links and connections with the diasporas in this country. Soft power was mentioned, and we can take advantage of that in developing the important bonds that will help the continent, and certainly west Africa, as it takes important steps to an improved democratic space.
My hon. Friend mentioned the opportunities of Brexit. As the Prime Minister has articulated, it is not us looking inward but quite the opposite. It is us saying that we do not have to go through the prism of working with 27 nations in Brussels, but can have direct relationships and direct trade opportunities with countries, including those in west Africa.
My hon. Friend and others praised the work we did for the continent in tackling Ebola. That is a great example, stepping outside the EU, of how a coalition of the willing—a coalition of those countries that are able and committed to doing something good—stepped forward and helped a part of Africa that needed our support. It is absolutely right to praise all those involved, as the hon. Member for Heywood and Middleton (Liz McInnes), the spokeswoman for Labour, did in heaping praise on what we did there. Yes, there are lessons to be learned, because this is likely to reoccur again—we need to be prepared for some form of illness or plague.
My hon. Friend asked about the importance of the Commonwealth meeting. It is a great trading opportunity. He knows that we will host the next event in spring. It is a great opportunity for us to embark on and enhance the trading relationships we have with our African friends.
My hon. Friend asked about the Trump Administration. We are all asking that question. What I can say is that the deputy Secretary of State, Tom Shannon, had the job under the previous Administration. He had responsibility for Africa and the middle east, mimicking my entire footprint, and continues in that role. Terrorism is a huge concern in Africa, not least with Boko Haram in Nigeria and al-Shabaab in Somalia. Brett McGurk will continue to lead the counter-Daesh coalition, which will expand its work to look at how it can use the experience it has gained to help countries tackle terrorism in Africa.
Boko Haram was mentioned by the hon. Members for Heywood and Middleton, for Strangford (Jim Shannon) and for East Kilbride, Strathaven and Lesmahagow (Dr Cameron). When I visited Nigeria, I had the opportunity to meet people from the “Bring Back Our Girls” campaign. There is no doubt that the impact of Boko Haram cannot be over-exaggerated. We estimate that, since 2009, 20,000 people have been killed, more than 2.2 million people have been displaced and more than 15 million people have been affected by the Boko Haram insurgency. The problem is that, in the north-east of the country, access is very limited, the roads are very poor and security is very difficult to enforce. Some of the programmes we are looking at are to improve the infrastructure so that the security can work there. We have more than 350 personnel training intelligence and helping military forces, so that the Nigerians can provide better security for that area. The humanitarian disaster is huge, which is why we have a number of DFID programmes working to try to help the situation.
My hon. Friend the Member for Windsor (Adam Afriyie) articulated very powerfully his knowledge and passion for Ghana and his role of trade envoy. I thank him and others for the important role that envoys play. They provide continuity and a steady drumbeat of visits, which Ministers cannot always get out to do. I thank him for the work he has done in Ghana and am pleased to be joining him to visit the country very soon.
My hon. Friend stressed the role of business. It is absolutely right that we work to ensure that Ministers not only go out, but take businesses with us as well. He also talked about the connections and diasporas in Britain, and touched on the Francophone countries. It is important that we do not simply see the region as the French domain, but as one that we can go into. The British Council does amazing work teaching English—there is desire for that right across Africa, regardless of the historical connections.
The hon. Member for Glasgow North (Patrick Grady), the spokesperson for the Scottish National party, spoke about the importance of continuing that commitment of 0.7% in our aid budget. I confirm again that that is certainly our intention and is very important indeed. He touched on something that is not perhaps particularly appreciated: the impact of climate change on Africa in causing what we might call environmental refugee movements—people are having to move because they can no longer grow crops in certain areas because the climate has changed and it is no longer sustainable. We need to focus on that, too.
In the short time I have left, I should say that we are seeing a slight change in west Africa in places such as the Gambia and Ghana, where elections have taken place. There is a recognition that constitutions must be honoured. No longer is it the case—this is not just in Africa but around the world, although there are many examples in Africa—that, when a leader gets used to power, they find reason, cause and excuse to alter the constitution so that they can continue in perpetuity, until such time that they get tired and work out a way of getting their son or daughter to take over. What we saw in the Gambia and neighbouring nations—this point was made in a fairly lengthy, but pertinent intervention—was them saying that they were looking to solve their own problems. We wish President Barrow every success. I was pleased to be able to make that phone call, although I have to say that was prior to President Jammeh saying that he was not going to recognise him. I am pleased that we already have that bond with the country and look forward to visiting.
I am not even going to touch on some of the other countries, but will certainly write to hon. Members with more details on their specific questions. I will simply end by saying that west Africa is a huge and diverse region. People are enjoying stability and growing prosperity, but in other countries, leaders continue to face considerable challenges. What we see right across the whole region is the enormous potential of those countries and their people. It is in our interests and theirs that we work together and help them to realise that potential. That is why we continue to support west African countries’ efforts to deliver peace, stability and democracy.

I was seeking to be absolutely balanced in making the point that very serious allegations have been made against the Houthis, and I gave just two examples—one from Aden and one from Taiz—but I reiterate the point of the UN panel that there have been 185 alleged abuses. I very deliberately say alleged abuses; that is why this motion argues for an independent investigation into all of those alleged abuses.
I am concerned that, as usual in these debates, I will not have enough time to answer all the questions asked, although I will do my best. I did not wish to interrupt the hon. Gentleman’s speech, from which the House is learning a lot, and I hope he will concede that we take every report seriously, but the panel of experts that put the report together did not actually visit the country. We need to take account of that context when monitoring and understanding what is going on. I am not saying that we should ignore the report, but it is being used here today as if somehow we should add value to it. They did not enter the country; they were not able to provide the necessary intelligence that we would expect from a panel of UN experts.
Surely they did not enter the country because of the challenges that I have been describing; they did not wilfully decide, “We’re not going to bother going”, and just come up with the figure of 185. This was based on serious research and work done by the United Nations and I am disappointed that the Minister is so dismissive of that.
This is important, because the lines “There are 105” or “There are over 100” do get used. The Ministry of Defence has looked at every single one of the allegations, and we have asked for more information on a number of them. I am sorry to labour the point, but to offer clarification and give information to the House, the assessment was made by aerial photography with months in between, and therefore we cannot ascertain what has happened unless we have more information as to whether these acts of atrocity were caused by the Houthis or the coalition. That is the point I am trying to make.
I agree with that, and that is precisely why the motion says we should have a fully independent international investigation into all allegations against “both sides”. It may well be that some of these violations have been committed by the Houthis. I did not say that there were 105 alleged abuses by the Saudi-led coalition; there are alleged abuses by it, and there are alleged abuses by the Houthis as well.
I will not give way now, because I want to move on to talk about the timeline of the Government’s response on this matter.
The United Nations Human Rights Council discussed Yemen in September 2015. The Government of the Netherlands tabled a motion to the Human Rights Council that would have mandated what today’s motion is proposing. That motion, tabled 16 months ago, would have set up a UN mission to document violations by all sides in the conflict since it began. The Netherlands withdrew the draft on 30 September 2015, and instead the Human Rights Council adopted a resolution tabled by Arab states which deleted calls for an independent inquiry.
On 24 November 2015, the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood), who is in his place today, told this House that Saudi Arabia was investigating reported allegations of violation of international humanitarian law. He said:
“These investigations must be concluded…The situation on the ground is very difficult and, in many cases, we are unable to have access to verify what has happened…We have been wanting to encourage Saudi Arabia and other parties that are involved…and we want these cases looked into efficiently and properly by the country itself.”—[Official Report, 24 November 2015; Vol. 602, c. 1184-5.]
That was 14 months ago.
On 3 February last year—almost a year ago—during Department for International Development questions, the former DFID Minister, the right hon. Member for New Forest West, said:
“We have supported the UN Human Rights Council resolution that requires the Government of Yemen to investigate those matters”.—[Official Report, 3 February 2016; Vol. 605, c. 907.]
He said that the Government of Yemen should investigate alleged violations of international humanitarian law that were happening during the conflict. The following day, during a Back-Bench business debate, the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East said again that he had raised the issue of an investigation directly with the Government of Saudi Arabia. That was almost a year ago.
Then the International Development Committee conducted its first inquiry, and on 8 July last year, the Government published their response to our report. Their response stated:
“The UK Government is not opposing calls for an international independent investigation into the alleged breaches of IHL but, first and foremost, we want to see the Saudi Arabian Government investigate allegations of breaches of IHL which are attributed to them”.
That was six months ago. In August last year, following the ministerial corrections to which my hon. Friend the Member for Cardiff South and Penarth referred, I wrote to the Foreign Secretary regarding the corrections to parliamentary questions and Westminster Hall debates relating to allegations of violations of IHL. The Foreign Office’s response in August reiterated what had been said in response to our inquiry—namely, that the Saudis should be the ones to investigate first and foremost.
Last September, during a debate on an urgent question tabled by my right hon. Friend the Member for Leeds Central (Hilary Benn), the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East said that Saudi Arabia had to conduct thorough and conclusive investigations into incidents where breaches of IHL had been alleged. He praised the fact that Saudi Arabia had released the results of eight reports in the previous month. That was four months ago. Then in October, during an Adjournment debate led by my right hon. Friend the Member for Leicester East (Keith Vaz), the Minister of State, Department for International Development, the hon. Member for Penrith and The Border, who is in his place today, reiterated that Saudi Arabia needed to be the party that investigated violations. He stated that the Government were
“very clear that the investigation needs to be led, in the first instance, by the Saudi Government”.—[Official Report, 18 October 2016; Vol. 615, c. 782.]
So, over the past 14 months, the Government have repeatedly been asked about Saudi Arabia’s own investigations. To my knowledge—the Minister might be able to update us today—Saudi Arabia has produced nine reports on violations, even though there have been many more allegations made. Progress on this matter has been glacial, and I find it remarkable that the Government are still holding the line that Saudi Arabia must take responsibility for investigating its own alleged violations.
I hope that the hon. Gentleman will forgive me for interrupting him again, but I think it will be helpful if I provide further clarity as he develops his argument. First, on the Human Rights Council and the formation of texts, there is the question of consensus, as we have seen more recently in relation to UN Security Council resolution 2334. He knows this from his own experience: it is consensus that eventually leads to the creation of a text that is agreed by everyone so that it can actually pass. I hope that he recognises that fact. My second point—just to test your patience, Madam Deputy Speaker—is that I agree absolutely that the production of these reports has been far too slow. The reason for that is that we are dealing with a country that has never written a report like this in its life and it is having to learn the hard way how to show the transparency that the international community expects.
I thank the Minister for those points of clarification, which I understand and appreciate. Of course I recognise the way in which United Nations bodies, including the Human Rights Council and the Security Council, operate. The point that I was seeking to make is that the original text from the Netherlands would have enabled the independent investigation to begin more than a year ago. Because of the diplomacy involved—I accept some of the realities of that—that did not happen. My argument today is that that has been a missed opportunity and that we could have started on this path at a much earlier stage.
The scale of the humanitarian crisis in Yemen is unimaginable. A number of Members have referred to some of the statistics involved. I would refer only to the fact that 19 million people in Yemen—70% of the population—need humanitarian or protection assistance. This is clearly a huge crisis that the international community is responding to, or at least partly responding to. I hope that the Minister will be able to update the House on the progress being made on the United Nations appeal, which currently, according to the latest figures I have seen, is just under 60% funded.
I want to focus my comments, I am afraid—some Members will feel that this is not the appropriate focus—on the Saudi actions. I do so because the military action that is taken by the Houthis and the Saudis is a major driver of the humanitarian crisis that we see in Yemen. There is no doubt whatsoever that the Houthis are committing serious human rights abuses. The Minister was right to point out to me in a written answer about the attacks on Saudi Arabia that 90 Saudi deaths have been caused by the Houthis through cross-border attacks, with more than 500 people injured. However, it is also right that we in this place focus our attention on the Saudis, because they are our allies and they are using the weapons that we are providing them with.
I will limit my remarks to a few questions on which I hope the Minister will receive some inspiration in responding to the debate. First, do the UK Government know whether UK planes were used in the delivery of cluster munitions? This question has been posed before, but I do not believe that an answer has been given. I take that to mean that they probably have been used, in specific operations. Have the Government looked at whether UK-supplied aircraft have been used to deliver cluster munitions, whether there are any legal obligations under the Cluster Munitions (Prohibition) Act 2010 that would pertain to those activities, and whether the use of UK aircraft in that way would be covered by the UK’s cluster munitions prohibition?
A number of Members have mentioned that cluster munitions have been sold to the Saudis only up to a certain period. We know that 500 cluster munitions were delivered over a three-year period, and that they were safe and suitable for service only until 2008. I hope the Minister can clarify what that means in terms of the increased risk of civilian casualties. Presumably, if they are safe and suitable for service only until 2008, more recent use would increase the risk of civilian casualties because the ordnance would not explode on impact.
Leaning on my previous military experience, as a general rule I would not want to go anywhere near any munition that has passed its sell-by date. I will write to the right hon. Gentleman with a more detailed answer, but I understand that these munitions did not fully blow up as they should have done. The fact that they were so old meant that they failed to work. This serves as advice to any country that has such stocks in their armouries: once the sell-by date has gone, they should clearly be removed. In this particular case, the country is not a signatory to the cluster munitions convention. From that perspective, it is not illegal to use cluster munitions, although we obviously advise against it.
I understand that, but some Opposition Members would challenge the Minister on whether their use, in any circumstances, can be deemed legal. It is regrettable that he is arguing, in effect, that their use can be considered legal in some circumstances, because most people would consider their impact to be indiscriminate.
Let me start by echoing everything that my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg) and Members from both sides of the House have said today about the humanitarian crisis in Yemen. I congratulate him on securing this important debate. Let me also make it clear at the outset that we agree with the principles behind UN resolution 2216. We all want to see Yemen restored to the control of a legitimate, stable and democratic Government, capable of peacefully leading the whole country, and we all want to see the Houthi rebels held to account, both for their illegal coup and for the atrocities they have committed during this war. But with all due respect to those on the Government Benches and to some Members on my own Benches, may I say that it is possible to agree with the principles of the UN resolution while disagreeing profoundly, first, with the way in which this has been enforced and the way alleged violations of international law are being investigated and, secondly, with the abject failure of the British Government to bring this war to an end?
First, let me deal with the investigation of alleged war crimes. [Interruption.] If Government Members will give me a moment, I will be going into details, as I have 10 minutes. First, let me turn to the investigation of alleged war crimes committed by both sides, coalition and Houthi. Labour Members have said many times, just as the UN, all leading human rights groups and a number of Select Committees of this House have, that the only way to ensure the comprehensive, thorough and impartial investigation of those alleged crimes is to commission an independent UN inquiry. In response to our call, the Government have been consistent, saying that the Saudi-led coalition must be left to investigate themselves. Let us see how that is going, shall we?
In October, I revealed at this Dispatch Box that of the 3,158 documented airstrikes against civilian targets up to the end of August 2016, the coalition’s joint incidents assessment team had issued reports on just nine—a pathetic 0.002%. How many more reports has it completed since? It has completed just four. Of that total of 13 “investigations”—I use that word advisedly—there are just three in which the JIAT has found any culpability on behalf of the coalition. In the other 10 cases, comprising 241 civilian deaths and the bombing of four food trucks, three medical facilities, one school, one wedding, one cattle market, one food market and one food factory, the JIAT has found—surprise, surprise—that the coalition has done nothing wrong. This is the investigatory body into which the Government have put all their faith to ensure that the coalition is not violating international law.
Let us look at the man in charge of the JIAT, Colonel Mansour al-Mansour—or, as he is known by some in Bahrain, “The Butcher”. In 2011, while Bahrain’s popular uprising was being brutally supressed and martial law was being put in place, Colonel al-Mansour was the military lawyer who presided over the kangaroo court that was set up to jail and execute the protestors, activists, Opposition politicians, teachers, doctors, religious clerics, journalists and human rights campaigners—in fact, anyone seen as a threat to the Bahrain regime. Hundreds were jailed or sentenced to death under his orders, yet this is the man in whom the Government have put all their faith to investigate alleged war crimes in Yemen. What are we to make of that? The Government are being either extremely naive or extremely negligent, but either way it is not good enough.
I thought it very telling when on Tuesday the Minister said of the Saudi coalition:
“It is having to provide reports when it makes mistakes, and it has never done that before. It has no experience of even writing reports.”—[Official Report, 10 January 2017; Vol. 619, c. 145.]
That much is obvious, given that it has produced only 13 reports in eight months. What is more telling is the Minister’s implication that the JIAT’s role is just to identify mistakes.
The Minister shouts from a sedentary position that that is not its role, but he said on Tuesday—I am simply quoting him—that it is having to provide reports when it has made mistakes. If it has only to identify mistakes, contrary to everything the Government have claimed, the JIAT is not investigating whether international law has been breached; it is just being taken on trust. All the JIAT is doing is looking at a handful of high-profile incidents and in one or two cases saying that a mistake has been made. Again, that is not good enough—[Interruption.] If the Minister wants to intervene on me, he is welcome to, but if he is just going to sit there and heckle, I am afraid he is not doing his cause any good. What I have described is not good enough as an investigation and it is certainly not good enough as the basis for confidence that our arms laws are not being breached. It is not good enough for this to be investigated by al-Mansour in the way that it is being investigated. Thirteen reports in eight months is not good enough.
I turn to the role that Britain must play in bringing an end to the conflict and, again, I go back to what the Minister said on Tuesday. The House may remember that I asked why the UK had not presented its resolution to the Security Council, and the Minister explained that
“we will not get a Security Council resolution passed until we get the cessation of hostilities in place.”—[Official Report, 10 January 2017; Vol. 619, c. 142.]
If that is the case, why does clause 1 of the UK’s draft resolution demand an immediate cessation of hostilities? Why would the very first line of the resolution demand something that is already in place?
Back in October, the UK’s ambassador to the UN said:
“We have decided to put forward a draft security council resolution on Yemen calling for an immediate cessation of hostilities and a resumption of the political process”.
In other words, the resolution was designed to be the driving force behind a ceasefire and peace talks, just as one was with resolution 1860 on Gaza, resolution 2174 on Libya, and resolution 2254 on Syria. For the Minister to claim now that we must have the ceasefire before we can have the resolution makes no sense. So what is the real explanation for the delay?
I do not know where to start with this. Perhaps I should begin by saying that when a draft resolution is put together—when the words are formed and so on—we do not air it in public because it is very likely that the details will change. The hon. Lady needs to hold on until the actual UN resolution comes about, and then we can absolutely debate it. I pose a question to her, as I am supposed to in an intervention: has she read UN Security Council resolution 2216? I ask because it calls for exactly the same thing. She is asking for a ceasefire, but that is already inherent in UN Security Council resolution 2216.
I am very interested to hear what the hon. Gentleman says, and I will listen with some care to his speech. I know that the Government have said on many occasions that the Saudi-led intervention in Yemen is backed by the UN, and that they rely on the same resolution. I would be interested to hear where that is in the resolution, and how it can be claimed that Saudi intervention in Yemen is—[Interruption.]
I respectfully agree. For 50 days, we have all known what is in the draft resolution, and we wait and wait for the British to put the resolution on the table. There is support for it, and it has a number of elements in it. During the rest of my speech, I wish to explain why the British are not putting it on the table. I will take interventions as necessary if the Minister wishes to explain.
The hon. Lady tempts me. I ask her to join in with the spirit of the debate and try to look at the positives and at what we can actually do. She is focusing deeply on a draft resolution, which, having been involved in the Riyadh talks on 19 December, I can promise Members is now out of date. I will go into more detail in my response, but if she devotes another few minutes to this matter it will be superfluous to the wider debate—the good debate—that we have had in this Chamber.
Before the hon. Member for Islington South and Finsbury (Emily Thornberry) rises, may I remind everyone that we have another debate after this and that it is quite well subscribed? There are perhaps only one-and-a-half minutes remaining.
I am saddened to hear the comments made from the Opposition Front Bench. I am not sure that they are supported by those who sit behind the hon. Member for Islington South and Finsbury (Emily Thornberry). I am not going to react to anything that she said, other than her final statement: to say that Saudi Arabia is not wanting a ceasefire in the same way that Assad does not want a ceasefire in Syria is absolutely shameful and shows a misunderstanding of what is happening. Let us leave it at that.
I congratulate the hon. Member for Liverpool, West Derby (Stephen Twigg)—let me call him my hon. Friend, as we have known each other for a long time, since the days of being involved in student politics—and my hon. Friend the Member for Warwick and Leamington (Chris White) on securing the debate. The majority of speeches reflected a growing sense of understanding and expertise, and, without insulting anybody, I would say that we have moved on from the Thursday afternoon armchair generals, who often look at things through a particular prism, to understanding that this is a deeply complicated issue and conflict, and that the solutions are deeply complicated as well.
If I may, I shall start with the causes of the conflict, which many have touched on. In 2014, the Houthi forces and those loyal to former President Saleh overran the capital, Sana’a, and forced out the legitimate Government of President Hadi. Those forces have subsequently attacked Saudi Arabia, shelled border villages and killed Saudi civilians.
In March 2015, a Saudi-led coalition of 10 countries started a military occupation to restore the Hadi Government, deter further Houthi aggression—which, otherwise, was likely to have reached the port of Aden—and defend the Saudi border. In April 2015, UN Security Council resolution 2216 condemned the Houthi actions. Paragraph 5 of the resolution called for a cessation of violence. In that context, the UK supports the coalition’s efforts.
UK diplomatic efforts also play an important role here. The Government believe that a political settlement is the only way to find lasting peace in Yemen, and we have been at the forefront of the international diplomatic effort to make progress towards that goal. In July last year, here in London, we brought together the Foreign Ministers of Saudi Arabia and the United Arab Emirates, and the US Secretary of State, to discuss a political way forward and to show support for the role of the UN in mediating a solution to the crisis.
If there is time at the end of my speech, I will give way, but I am under pressure from Madam Deputy Speaker as there is another debate after this.
That informal group of key players is known as the Quad, and subsequent meetings have expanded to include the UN special envoy for Yemen, Ismail Ahmed, and representatives from other Gulf countries.
The last Quad meeting I attended was in Riyadh on 18 December, and we agreed to urge all the Yemeni parties to engage with the UN process and put the needs of Yemen’s people first. We will continue to engage directly with the parties and with our partners in the region to support the UN’s proposals for peace. I spoke to President Hadi on 6 January—just a week ago—to emphasise the urgent need to find a way forward in the political process. We clearly have a transition, and in America, Rex Tillerson will take over from John Kerry. He is familiar with the area, having lived and worked in Yemen for about three years during his career.
No. I will give way at the end, as I need to pay tribute and comment on other contributions.
The hon. Member for Liverpool, West Derby paid tribute to the humanitarian work that has been done, and I am pleased to see my hon. Friend the Minister of State, Department for International Development, in his place. He has been very engaged with this matter, and the work that Britain does is recognised across the Floor of the House. The role that we play not only internationally, but in respect of this conflict, marks our place on the Security Council.
I am afraid I will not as I am really under pressure. Like others, I wish we had more time. If there is time later, I shall be delighted to give way.
The hon. Member for Liverpool, West Derby touched on the history of the region, and it is worth underlining the fact that there are complex divisions in that country, not simply one between those supporting President Hadi and those supporting the Houthis or Saleh. There have been internal conflicts and power struggles since unification in 1990. There are super-tribes, tribes, militias, family clans, elites, secessionist groups and terrorist organisations—all this leads to instability on a grand scale. Loyalties are not firm. They move and come and go, along with the winds. That is the backdrop against which we are dealing with this matter.
The hon. Gentleman asked the key question as to when we will join calls for an independent inquiry. We have said we will support an independent inquiry, and I shall make the argument to say when that case might come to the fore.
My right hon. Friend the Member for North East Bedfordshire (Alistair Burt) gave a powerful speech, reflecting his understanding and grasp of what is going on in the region. He paid tribute to the work that the Under-Secretary-General for Humanitarian Affairs, Stephen O’Brien, is doing at the UN in exposing what is actually happening and what further work needs to be done. I think the whole House would join my right hon. Friend in that tribute. He also talked about the remarkable visit, which I was pleased to be involved in, of the Saudi Arabian Foreign Minister, Adel al-Jubeir. Had we ever before heard of a Foreign Minister from any of the Gulf nations coming to this House, meeting parliamentarians and answering every question as best as he could? I hope that will happen again.
The Saudi Foreign Minister asked the clear question, “Why would we want to bomb farms and schools in Yemen?”, putting into context the fact that the two countries have a deep history with one another. There is no long-term interest in Saudi Arabia causing damage right across the piece to Yemen in the way in which some Opposition Front Benchers have described. It is not in the interests of Saudi Arabia, especially because of the international condemnation that that brings about. The Foreign Minister admitted that Saudi Arabia is slow in providing the reporting that everybody in this House has been calling for, and he was willing to ask whether we could help him to provide that.
Saudi Arabia is very much a culturally reserved country. It is unused to the limelight that it now has to adapt to live in, and to the sustained warfare in which it is now having to participate. It is also clearly unused to having to provide the reporting and scrutiny required when sustained warfare takes place, in the same way that we have had to learn to have those mechanisms in place to provide the transparency that is now expected on the battlefield.
On the issue of transparency, the Minister says that Saudi Arabia should learn from us, so will he explain something? He said that his Department had immediately decided to correct the mistakes that it had given to this House in debate and in parliamentary questions, but he has just confirmed to me in a written answer at 3.11 pm that, in fact, the Foreign Secretary knew about it as early as 28 June. Why did it take nearly a month to come to this House with the correct information?
The Defence Secretary made a point about that. The hon. Member for Cardiff South and Penarth (Stephen Doughty) knows me; I have done my best to be as transparent as possible. Those Opposition Members who have ever been Ministers will know that we have one of the best civil services in the world, dealing with thousands upon thousands of written answers.
No, I will not. I will finish my point. Occasionally mistakes are made, and we put our hands up and say that they have been made. I am sorry that there was a delay. At the time, I think we were in the middle of the Brexit piece as well. As soon as we realised that one error was made, we did an investigation and found that, out of almost 100 parliamentary questions answered, there was one clerical error, which continued on; I think there was a handful of them.
Six, yes. In six out of almost 100 the wording was incorrect. We then did an investigation that took some time. I tell the House now, as I did before, that I apologise for that. There is no conspiracy. It was an error that I take on my shoulders. Yet again, I apologise to the House. I will now move on.
I will not because I want to mention the right hon. Member for Leicester East (Keith Vaz), who made some important points about the conflict being a forgotten war. Today’s debate is doing well to ensure that we have not forgotten about it here. He mentioned the urgency of a ceasefire, which gives me licence to talk about the pending UN Security Council resolution—it has not yet been completely written, but is in the process of being written. It is based on the road map, which was discussed on 19 December, and includes seven steps. I will elaborate a little on those steps so that hon. Members can see how complicated it is to get a consensus on them.
The measures include: the sequence of security steps for the withdrawal of equipment; the agreed roles and appointments of who is going to run a transition process; the resumption of consultations in accordance with the GCC negotiations, the partnership and peace agreement, and UN Security Council resolution 2216; the additional withdrawals; the signing of a detailed agreement; and a potential donor conference, which we need a commitment for. All that leads up to an electoral road map. That is complicated business, and that is why a UN Security Council resolution is not going to be a draft coming straight out, because that one is out of date.
I will not give way to the hon. Lady—I have actually made that clear.
My hon. Friend the Member for Beckenham (Bob Stewart) made an important point, which came up at Foreign Affairs—
On a point of order, Mr Deputy Speaker. In your absence, there has been a bit of backwards and forwards between the Front Benches, and I gave way on several occasions to the Minister. He is now making it clear that he will not allow me to intervene at all.
Let us just be clear about this. It is up to the Member, the Minister or the shadow Minister whether they give way or not—those are the rules of the House. The other point is that I understand this debate was meant to finish at 3.30 pm. We are now running over. The fact is the Minister does not wish to give way—that is his choice. It is no use getting uptight about it—that’s life.

In the last two minutes I have, I wanted to make a point to my hon. Friend the Member for Beckenham, who raised an issue that was mentioned at FCO questions on Tuesday. The fundamental backdrop to this issue is, in essence, a cold war that exists between the Sunni and Shi’ite leaderships. We need to solve that; we need to try to move forward from it. There is actually—technically, theologically—no doctrinal difference between the two faiths. They both believe in the centrality of the Prophet Mohammed; it all actually goes down to the difference in succession in 632—was the successor Ali, the son-in-law and cousin, or was it Abu Bakr, the father-in-law? Since then, there have been varying tensions throughout Islamic history, and peace and prosperity might improve if the two faiths could actually reconcile their political differences. That is at the core of a lot of the challenges we find in the middle east.
Time prevents me from being able to respond to other contributions, although I will do my best, as I have in the past, to write to Members. I will end by clarifying—
I will give way, unless I can answer the hon. Gentleman’s question, as I think I am about to, by talking about when we feel it would be inappropriate to have faith any longer in the Saudi system.
The Government are not opposing calls for an international independent investigation, but, first and foremost, we want the Saudis to investigate allegations of breaches of international humanitarian law attributed to them, and we want their investigations to be thorough and conclusive. The Saudis have the best insight into their own military procedures, and will be able to conduct the most thorough and conclusive investigations. That will also allow the country really to understand what went wrong and to apply the lessons in the best possible way.
That is the standard we set ourselves and our allies. For example, when allegations were made against us in Afghanistan and Iraq, we investigated them. When, for example, the US was accused of bombing the Médecins Sans Frontières facility in Kunduz, it investigated that incident and applied the lessons learned to its military procedures to reduce the risk of such things happening again.
Saudi Arabia has publicly stated that it is investigating reports about allegations of violations of IHL and that any lessons learned will be acted on. It is absolutely right that, to date, only 13 have been reported. The machine is slow in putting these things together. The conduct of the investigations is absolutely new, and the Joint Incidents Assessment Team is learning its way. I keep putting pressure on those involved, and I will continue to do so.
To digress, we should remember how long it took for the Chilcot inquiry to come together, and the machine we have in this country is well versed in the legal parameters we have to deal with. For the moment, we need to have faith in Saudi Arabia to say, “Yes, these reports must be forthcoming.” For the moment, I remain with that and confident it can produce these reports.
In conclusion, this has been a very good debate. I thank the Backbench Business Committee. This is not a forgotten crisis, and we remain fully engaged in securing a political solution. We will continue to lead the way in providing humanitarian support. Ultimately, it is for the Yemenis themselves to reach a compromise, and we stand ready to help them.

Commons ChamberIt is a pleasure to respond to this debate. Although many of the same characters are here from the previous debate, I suspect that the tone will be slightly different. It is a pleasure to respond to a subject on which there is a lot of cross-party agreement. Many of today’s questions relate to our international aid commitments, but I will do my best to answer them. I congratulate the hon. Member for Bassetlaw (John Mann) on securing this debate. He asked a series of pertinent questions, and I will endeavour to write to him and to other Members if I do not get the opportunity to answer them or to pay tribute to the work that is being done.
Many important points have been made. Let me begin by saying that the great lakes has long been a troubled region, and that remains the case today. It faces many challenges: challenges to democracy when those in power seek to hold on to it; challenges to livelihoods; challenges to human rights from armed groups and repressive Governments; and challenges to survival from violence and hunger.
It is also a region of great potential. The rapid development in Rwanda, which I have visited a number of times, is testimony to that. It also shows what can be achieved when regional Governments and the international community work together.
The UK is a major partner for the region, which is why it was part of my first visit to the continent, following my appointment in July as Minister for Africa. The UK is the second largest donor of humanitarian and development aid. We continue to play a key role in promoting sustainable peace and stability. The people of the great lakes region are resilient, and our aim is to work with Governments and the people of the great lakes countries to achieve a more peaceful, better governed, more democratic and more prosperous region.
Before going into the details of the main countries, I shall respond to some of the points that have been made. The hon. Member for Bassetlaw, who introduced the debate, talked about conflict minerals. I can assure him that we take the matter seriously. The Serious Fraud Office is looking into some investigations that are linked to British companies. Again, I can write to him with further details.
I think the hon. Gentleman was the only Member to refer to the illegal wildlife trade. We place importance on that matter and the Foreign Secretary takes it very seriously indeed. He is working with the Environment Secretary, who attended the illegal wildlife conference in Vietnam in November. We offered to host the next event, which will take place in London, as the hon. Gentleman mentioned, in 2018. The Foreign Secretary’s father is very engaged in the matter as well.
Mention was also made of the power that the monarchy can bring to bear. Prince William is a huge driver in raising the profile of this matter and in increasing the understanding of the work that we have done. On a visit to Uganda, I was able to see some of the Department for International Development programmes that are in place, which are providing better intelligence to enable us to understand criminal gangs. Those gangs have no regard for borders. They are moving the ivory and so forth across those borders—looking for markets, getting through customs illegally—and on, predominantly, to the far east, which is the biggest market. That is why the hosting of the event in Vietnam was important in respect of people in the region acknowledging that more needs to be done in that neck of the woods.
The hon. Gentleman also mentioned the Republic of the Congo. I had the experience of crossing the mighty Congo river, in a very small boat, from Kinshasa to Brazzaville. I also had the opportunity to meet the President there, who is absolutely committed to the areas of work that we want to do.
Furthermore, there is more engagement and involvement in honouring the constitution in the Democratic Republic of the Congo: with 80 million people, what happens there can have a spillover effect into Angola and elsewhere, so it is very important that we ensure that there is stability in that part of Africa.
My hon. Friend the Member for Stafford (Jeremy Lefroy), whom I have long known, is an advocate and supporter of and expert on Africa. He made a powerful speech. He knows that my interest in Africa is personal, and we have a connection by way of the fact that my sister was headteacher of the international school at the base of Kilimanjaro, in Moshi. Through that, we recognised our mutual interest in Africa.
The fact that my hon. Friend says he is positive about the region, given the amount of knowledge he has, fills me with a sense of promise that we are going in the right direction. I join him in paying tribute to Tom Perriello, although I have no idea what the American envoy to the great lakes region will do next, as changes are taking place.
I join my hon. Friend in paying tribute to the work done by the Catholic Church to broker the deal, which is so important. I will come to that in a moment. I also pay tribute to the Tanzanians and Ugandans for the work that they have done in looking after so many refugees who have been caught up in the region.
The hon. Member for Hyndburn (Graham Jones)—who, I am pleased to say, has remained stationary since he was last referred to—mentioned the refugee crisis. We should not forget that while we discuss refugee issues relating to Libya, the Mediterranean, the shores of Turkey and Greece, and countries right across Europe, the source of many of those problems is the instability in the heart of Africa. Get the source right and those people will not feel the need to make that terrible journey across Africa to seek a life in Europe.
The hon. Member for Glasgow North East (Anne McLaughlin) made a powerful contribution, as she does on such matters. She reminded us, perhaps less delicately than I would have put it, about our historical colonial links to the country. We cannot deny our history. We have to recognise the role that we have played in the vast continent, but we can use that to our advantage by saying that there is a desire for us to continue our engagement, now working with the countries in the region in a positive way to meet some of the challenges faced today.
The hon. Member for Liverpool, West Derby (Stephen Twigg) mentioned the challenges of the DRC and the number of people that are displaced there. I pay tribute to the work that he and his Committee, which others have mentioned, are doing to focus on the issue. He spoke about the humanitarian crisis there that is shaping the wider conflict. He also touched on something that is so important and that was not yet apparent to me when I visited the DRC. There is vast criminality, particularly in the east of the country, but extremism has yet to set foot there. However, that is exactly where it could go to next, in the same way in which we have seen Boko Haram take advantage of the absence of government in Nigeria and al-Shabaab take advantage of the absence of governance in the southern neck of Somalia. That is why it is so important that we get it right in the east of the DRC.
The hon. Member for Glasgow North (Patrick Grady) made an important point that the many millions of people affected by conflict are those who have not caused it at all. They are in a limited position to influence what is going on, yet they are the ones harmed by the conflict. However, the conflicts and problems are man-made, so they should be solvable. He was the only Member to touch on the issue of climate change. We should not forget that climate change is affecting the ability to grow crops. If it becomes too hot to be able to do so, people will have to move, so migration will be a consequence. He asked me to reiterate our 0.7% international aid commitment. I absolutely stand by it. I would hate to see a Government of any hue challenging our 0.7% commitment, which allows us to stand up with some authority at the United Nations and to call on other countries to do things, act and follow us. I hope that all parties will continue in that vein. The more we make noises about it, the less anybody at the Treasury can sneak anything through on the quiet. We are all in agreement on that.
The hon. Member for Heywood and Middleton (Liz McInnes), the Labour spokesperson, mentioned the challenge and failure to honour constitutions across Africa. I am afraid this is something that we all need to work on. As the mother of all Parliament and a country that supports the idea of democracy, the programmes that we support with that 0.7% must not simply be about infrastructure, or working with NGOs and groups that need support, although that is important. It is also about improving governance, decision making and democratic processes so that when the terms of people such as President Kabila end, they stand down. There is nothing to stop President Kabila in the DRC from standing again in five years’ time, if he wishes to. Such people should not be able to continue on or to tweak and play around with the constitution. We do not want to see that.
The hon. Lady talked about the role of the ICC. I am afraid that there is an issue with a number of African countries choosing to step away from it to protect those who may be up for charge. We are working with our colleagues in the ICC to prevent that from happening further.
I will talk about the countries in a little more detail in the time I have remaining. In the DRC, President Kabila’s mandate ended on 19 December, as hon. Members have reflected. No elections have taken place, yet he remains in power. When I visited last year, I made the point that the UK was deeply disappointed that elections did not take place in 2016 as planned. I do not know whether hon. Members are aware of what happened. The opposition in the DRC also did not want elections to take place because the electoral commission had not upgraded the electoral roll, meaning that many 18-year-olds were not on the roll. There was a disjoint in where things would go and who should be in charge. Thankfully, the new electoral roll is being mapped out—it requires a census—so we are finally moving forward.
The unexpected good news came on 31 December, when talks mediated by the Catholic bishops hon. Members have paid tribute to reached a deal between the opposition and the Government. I join others in paying tribute to the bishops’ work—the fact that they have done that work there means there may be demand for them in other parts of Africa as well. They have achieved what few thought possible: an inclusive deal that, if implemented, will secure the DRC’s first democratic transition of power since independence. I hope to visit the country in the near future to underline Britain’s commitment and to enforce the point that that process must continue.
The two key points in the deal were, first, that assurances were given by the Government that Kabila will step down and elections will be held by the end of this year and, secondly, that the current Prime Minister must be replaced by someone from the opposition majority.
As hon. Members have mentioned, armed groups in the eastern DRC are causing problems in terms of the security situation. We need to work with the United Nations to make sure that the commitment to stability in the east continues.
I want to ask about the situation regarding MONUSCO. There seems to be a failure to resolve the violence. MONUSCO is the biggest UN peacekeeping operation that has ever been undertaken, yet it appears to be a failure.
I raised the point of what more we could do from the international development perspective. Half the problem is actually getting access to remote areas. The roads are extremely poor. A journey from one community to another, which we would normally expect to take 20 minutes, takes seven or eight hours, which is a perfect situation for criminals and insurgents to operate in and perfect for the instability we are seeing. I suggested to the deputy head of the United Nations Development Programme that more effort—this is something the hon. Gentleman may wish to take up—should perhaps be placed within the DFID budget on improving the infrastructure as well, to allow the security forces to get deeper into these areas to provide the security we need. [Interruption.]
It looks like I have one minute left. I have made comments on the other countries, but I will write to hon. Members to clarify where we stand and to underline our commitment. However, let me go back to the beginning and say thank you to the hon. Member for Bassetlaw and, indeed, to the Backbench Business Committee for allowing this debate to take place.
The Government share the grave concerns aired by hon. Members about the continuing violence, the human rights violations and the repression of civil and political rights across the various parts of the great lakes region. I wish to assure hon. Members of the UK’s unwavering commitment to the people of the region. They want and deserve peace, democracy and hope for the future, and we will continue to work hard with regional Governments and the wider international community to make those aspirations a reality.

The humanitarian situation in Yemen is one of the most serious crises in the world. The UN estimates that 19 million people are in need of help. The UK is providing support, and we are spending more than £100 million to provide assistance. We all agree that a political solution is the best way to end this conflict. I met foreign Ministers from Saudi Arabia, Oman, the United Arab Emirates and the United States on 18 December in Riyadh, along with Ismail Ahmed, the UN envoy, to advance the UN road map, which I hope will bring all parties back to the table.
The humanitarian situation in Yemen is deteriorating, and the UN estimates that 80% of the population are in need of humanitarian aid—about 21.2 million Yemenis. According to the Government’s own figures, British aid, although welcome, has reached less than 5% of the people in Yemen who need it—obviously nowhere near enough for a major emergency that is affecting people not only in Yemen, but in my constituency. What plans does the Minister have to increase the number of people in Yemen who can directly benefit from British support?
The hon. Lady raises an important aspect of this very sad conflict: we are denied a political solution, but it is the people of Yemen who are suffering. The cause of the problem is the inability to get aid into the country. The port of Aden is used as a conduit, but the main access to the majority of the country is through the port of Hodeidah, which unfortunately is currently in Houthi hands. The cranes are out of action, but we must ensure that we can gain greater access through. I spoke with Ismail Ahmed about what we can do to repair the cranes so that bigger ships can get in with equipment and support, which can then be distributed across the country.
I wholly endorse the remarks of the hon. Member for Liverpool, Wavertree (Luciana Berger). The UN reports that there might be up to 370,000 starving children in Yemen, so in addition to our own aid what discussions has my hon. Friend had with Saudi Arabia and other Gulf states about providing significant humanitarian aid themselves?
It is fair to say—this is an important question—that while the headlines are about the military campaign Saudi Arabia and other members of the coalition are doing huge amounts to provide support and humanitarian aid for refugees in their countries. This is often done outside the auspices of the United Nations. During the United Nations General Assembly, my right hon. Friend the Secretary of State for International Development held a conference to bring further countries together to support Britain’s work to get aid into and across the country.
I thank the Minister and the Foreign Secretary for their personal efforts in trying to broker a ceasefire. That is the key: we need a ceasefire in the same way as Turkey and Russia managed to achieve one for Syria. Have there been any further discussions with the United States about getting this back on to the agenda of the Security Council? I know that the Foreign Secretary was in America at the end of last week, so was this issue raised? When can we get this back for discussion at the UN?
A later question on the Order Paper focuses on a UN Security Council resolution, but to touch on it now, yes, it is our ambition to gain a resolution along the lines of what the road map sets out. We met on 19 December and confirmed the direction of travel in which we want to go. The right hon. Gentleman will know from his understanding of the country that it is not so simple as suggesting this is all about the Houthis versus President Hadi and forces on his side. The complex tribal structures that are involved require the buy-in of many parts of the country to ensure that the ceasefire and cessation of hostilities can last.
I can confirm that Yusuf bin Alawi, foreign Minister for Oman, was at the discussions on 19 December, along with Adel al-Jubeir, the Foreign Minister for Saudi Arabia, and Abdullah bin Zayed from the United Arab Emirates. These are the key nations providing support, and I pay tribute to the work that Oman has done through its discussions, bringing the Houthis to the table so that we can get something secure for the ceasefire that we are all searching for.
Inaccurate information has been provided to Parliament a number of times on Yemen and Saudi Arabia. The Minister has said previously that he acted immediately. However, a new freedom of information request reveals that not only the Minister but the former Foreign Secretary knew as early as 28 June last year that Parliament had been misled, but this was not corrected until 21 July. Does the Minister believe that the ministerial code was complied with?
I can only guess that the hon. Gentleman’s question relates to the sale of cluster munitions, because he did not explain its context. Perhaps we can meet later so that he can ask me a fuller question. Alternatively, he can attend the debate on Thursday, when we shall doubtless discuss Yemen in more detail.
Last month the Defence Secretary informed the House that the Saudi Government had given assurances that they would no longer use UK-manufactured cluster bombs. Has the Minister received confirmation from the Saudis that they have now disposed of their stocks of those weapons?
They have confirmed that that is their intention, and I hope to be able to ensure that it has actually happened in time for Thursday’s debate. I can go further, and tell the House that, before the Prime Minister’s visit to Manama for the Gulf Cooperation Council conference, I invited all the GCC nations to sign the convention on cluster munitions so that they could join other countries around the world in condemning those horrific weapon systems.
What the hon. Gentleman has said returns us to the original question. It is vital for us to gain full access to Sana’a, but again, unfortunately, that is in the hands of the Houthis. We are unable to utilise the airport, which would be the best way to get aid into the country, because of disagreements that are taking place. The sooner we can get all parties back around the table—including supporters of Saleh—the sooner we can bring about a cessation of hostilities and get that important aid back into the country, including the capital.
Let me begin by saying that I think it fitting for the House to welcome the fact that, whatever else 2016 brought, it was the first year in nearly four decades in which no member of our armed forces was killed in operations. Sadly, however, that is not because we live in a more peaceful world. In Yemen the conflict remains as fierce as ever, and the suffering of its children is worse than ever. As the Minister himself has said, it is the worst crisis in the world. One child is dying every 10 minutes from a lack of food.
I have here a copy of the United Kingdom’s draft United Nations resolution, which could bring an end to that conflict and allow the delivery of humanitarian relief. There is not a single word in that draft resolution with which any reasonable party could possibly disagree. Let me ask the Minister a simple question. Three months after the resolution’s first appearance, why is the UK still sitting on it?
A UN resolution must be drafted in a way that makes it workable. That means that all parties must sign and agree to it, because otherwise it is just a piece of paper. If we are to ensure that the resolution can stand on the basis of what we are saying and can be enforced, the parties must get round the table and bring about a cessation of hostilities. The hon. Lady is right: we work towards the drafts, but we do not implement them until we are sure that the resolutions can work in practice.
I thank the Minister for his answer, but I must tell him that we have heard all this before. I know that the Ministers do not listen to their ambassadors any more nowadays, but this is what our UN ambassador, Matthew Rycroft, said back in November when he was asked what it would take to achieve a permanent ceasefire:
“The UK will continue to support efforts…including through the use—if necessary—of our draft Security Council resolution.”
That was 50 days ago—50 days of continuing fighting—and we are still seeing the same old delaying tactics on the Government’s part. Let me ask the Minister again: when will the Foreign Secretary pull his finger out, present the resolution, and end what even he has acknowledged is a terrible proxy war?
I am sorry to use these words, but the hon. Lady has just illustrated that she has no grasp of the United Nations process itself, or of what is taking place on the ground in Yemen; and to suggest that any member of the Government does not listen to our ambassadors is to disingenuously mislead the House. I invite—
Order. Of one thing we should be clear: that the Minister has a grasp of parliamentary protocol. He cannot accuse somebody of disingenuously misleading the House; both words are wrong, and both must be withdrawn.
I withdraw those remarks; if I add “inadvertently”, and say inadvertently disingenuously misleading the House, would that work with you, Sir?
If somebody is disingenuous there can be nothing inadvertent about it, which I would have thought the hon. Gentleman was well-educated enough to recognise; do try to get it right, man.
I think the point has been made, Mr Speaker, and I am sorry to test your patience, but it is important to understand that we take the words of, and work with, our ambassadors very seriously indeed. I spoke to Matthew Rycroft only a few days ago. We are the penholders on this matter at the UN Security Council, and I will make sure there is a phone call between him and the hon. Lady. He can explain the processes of the United Nations so that she becomes aware that we will not get a Security Council resolution passed until we get the cessation of hostilities in place.
The Foreign Secretary raised this consular case in November last year, and our high commission in Nicosia is also raising this delicate matter, including in discussions with north Cyprus. We will continue to push to see those guilty of the murder of George Low brought to justice.
I thank the Foreign Office for its hard work in trying to secure justice for both George Low and Ben Barker. Natural justice demands that people should not be able simply to walk away from custody when accused of murder, yet northern Cyprus has allowed this to happen with one of the suspects and it is feared that the second will soon follow. Please can the Minister reassure the victim’s family that every possible effort will be made to persuade northern Cyprus to allow decency to prevail and for these men to face trial?
The House will not be aware of this, but I know my hon. Friend is. It has been a delicate and difficult case and I commend the work he has done, including in working with the families, and I can assure him that the Minister with responsibility for Europe and FCO officials are fully engaged to provide the necessary support to both families. My hon. Friend will realise that because this involves north Cyprus, we cannot speak too widely about what discussions have taken place, but we are working hard to ensure justice is seen to follow.
The Minister is right that this has been a complicated case, but there have been far too many complicated cases involving British nationals in the various different parts of Cyprus. Does he agree that the truth of the matter is that until we get a proper settlement of Cyprus so we no longer have a divided island and a divided city, there will be no long-term justice either for the people of this country in Cyprus or for that matter for the people of Cyprus?
I hope the former Minister for Europe will join me in congratulating the two leaders, who are coming together this week. My right hon. Friend the Foreign Secretary is going to Geneva to try to push forward what will be monumental discussions to finally provide that important solution. I hope that then cases such as this will be able to be resolved much faster.
Despite signing the partnership for peace agreement, the Houthis invaded the capital, Sana’a, placed Ministers under house arrest, took over ministerial buildings and committed extra-judicial killings. The Saudi-led military coalition was formed, following the legitimate request from President Hadi as set out in United Nations Security Council 2216. It is in this context that the UK supports the military intervention.
At a time when millions in Yemen are facing starvation, it beggars belief that the Saudi coalition is routinely targeting airstrikes at cattle markets, dairy farms, food factories and other agriculture infrastructure. Can the Minister explain why the coalition is doing that, and why we are supporting it?
We are not supporting them doing that, as the hon. Lady can no doubt imagine. We are working closely with the Saudi Arabians and the coalition to ensure that the protocols and standards that they are using in sustained warfare meet the international standards that we would expect, were we to be involved ourselves. Much of the information that comes from the battlefield is very unclear indeed, but we are enforcing transparency in a way that the Saudi Arabians and many other members of the coalition have never seen before.
Does my hon. Friend agree that, as the Saudi-led coalition intends to restore the legitimate Government in Yemen, it is clearly right and proper that we should support it?
My right hon. Friend knows the region well and he is absolutely right. I want to make it clear, however, that the coalition has made errors. It has made mistakes. It has not endured sustained warfare in this manner before, and it is having to meet international standards as never before. It is having to provide reports when it makes mistakes, and it has never done that before. It has no experience of even writing reports. It wants to meet those standards and to work with the international community. We need to ensure that when errors are made, the coalition puts its hand up in the same way that we do and that the Americans did in Afghanistan only a few months ago.
Given that Saudi Arabia has finally admitted to using illegal cluster bombs in Yemen, what consequence or sanction is being planned by the UK Government against Saudi Arabia for that clear breach of international humanitarian law?
If I may attempt to correct the hon. Gentleman, those cluster bombs are not illegal, because Saudi Arabia has not signed up to the convention on cluster munitions. Therefore it is in its right—indeed, any country’s right—to use cluster munitions should it wish. As I mentioned earlier, I have encouraged Saudi Arabia to make sure not only that it has destroyed all the cluster munitions that we sold it in the past, but that it gets rid of its entire arsenal of cluster munitions and signs the convention.
Has the Minister talked to the Saudi coalition about dealing with the long-standing threat from al-Qaeda and the growing threat from Daesh in Yemen, which threatens not just the Gulf but our security at home?
In all our discussions with the Saudi Arabians and other coalitions that are learning how to conduct necessary warfare to the standards that we expect, we sometimes gloss over the fact that the absence of a solution allows the incubation of extremism in the form of Daesh, which is now present in the peninsular, and al-Qaeda. Until very recently, the port of Mukalla was completely run by that extremist operation. From our security perspective, more terrorist attacks are plotted in the peninsular by al-Qaeda than by any of its wings. Yes, it is very important that we work with our coalition friends to ensure that we defeat extremism in Yemen.
May I endeavour to make a better case for Britain’s policy on the Yemen tragedy than the Minister made in his earlier replies? Will he now make clear the value to our security and to our dynamic aerospace industry of our relationship with the Saudis and the Gulf states? Will he also make clear the concern of the UK and the international community at the expansionist and subversive activities of the Iranian regime?
There is nothing in that question with which I would disagree. Saudi Arabia is an important ally in the region. Its security and the region’s security is our security, too, but as the right hon. Gentleman also articulated, Saudi Arabia is unused to conducting such sustained warfare and it needs to learn. We are standing with Saudi Arabia to make sure it is learning lessons and to make sure that we work towards peace in Yemen, for all the reasons that we have discussed in the Chamber today.
Thanks to our historical connections and our shared economic and other interests, which include foreign policy, defence, security, trade and culture, we have exceptionally strong relationships with the Gulf Co-operation Council nations. That was reflected in the warm reception that the Prime Minister received when she attended the GCC summit in November and established a new UK-GCC strategic partnership.
So does the Minister agree that Britain has a unique competitive advantage in securing a free trade agreement with the GCC due to those desired sectors and our long-standing friendship, as well as the GCC’s desire for economic diversification?
My hon. Friend is absolutely right. One reason why the Chancellor was visiting the region only a couple of weeks ago was to enforce those exact points. I am sure that once the Brexit discussions have moved forward, one of the first areas with which we will consolidate a trade agreement will be the GCC nations.
In December, the Foreign Secretary accused Saudi Arabia of “playing proxy wars” and destabilising the region. Soon afterwards, a spokesman for the Prime Minister said that that was not the Government’s view. Whose view was the Foreign Secretary expressing?
Let me expand that out further to our relationship with the GCC nations. As I said earlier, those countries are advancing, but they are still very new. Saudi Arabia became an independent country in modern terms only in 1932. It is because of our close relationship with those countries in a wide variety of sectors and the trust that we have in them that we are encouraging them to advance in their governance systems.
The diplomatic stature of the GCC has risen significantly in recent years, not least because of the wise guidance of the GCC Secretary-General, Abdullatif al-Zayani, who is a friend of the Minister and of mine. In view of the impasse in the middle east peace process and the GCC’s relationship with the Arab states and Israel, does he believe that the time is now right for the GCC and the Arab states to take some initiative to move the middle east peace process forward?
I know that that is close to my right hon. Friend’s heart, and that he worked very hard on it when he was Minister for the middle east. He is absolutely right that, as the GCC grows in its prowess, strength and authority, it has an important role to play in what is arguably one of the longest-running concerns, which started with the occupation of the occupied territories more than 50 years ago. In the year that we mark the Balfour declaration, I hope that we will also make progress in this area.
Is not one of the biggest challenges facing the GCC countries the conflict in Yemen, where they have in excess of 100,000 troops? They are up against a rebel group that has been involved in extra-judicial killings, that is trying to overthrow the country, and that is involved in torture. The Library briefing notes put the number of child soldiers in the rebel group at 30%. Is that not a disgrace? Is it not the biggest challenge facing the GCC countries, and should we not be supporting them?
I agree that it is one of the biggest challenges for the GCC. We forget that this is its neighbourhood—its backyard. Those countries want regional security in the same way that we do—we want it near where we live, work and want to raise families. Exactly the same applies to the GCC nations, and it is something that I will explore more in the debate on Thursday.
The Government regularly receive reports of sectarian attacks on Christian and other religious communities in the middle east. We want to work with all Governments across the middle east and north Africa to ensure that freedom of religion or belief is respected.
Although the genocide of Christians in the areas ruled by Daesh has rightly taken the most attention, my hon. Friend will be only too aware that the persecution of Christians across the region is way too common. Will he join me, therefore, in welcoming the work done by Open Doors to highlight that, and what plans does he have to consider its latest report, which is due to be launched in the House tomorrow?
May I briefly say that I very much welcome the work that is done by organisations such as Open Doors, and the work that my hon. Friend has done to promote them? I look forward to reading the report, which I think is due out tomorrow. Open Doors makes a major contribution to that work and the Government’s thinking to try to support Christians and other religious communities in the middle east and north Africa.
Given all these crimes against Christians in the middle east, will the Government ensure that we do everything we can to make sure that this is recognised as genocide in the international courts?
I have said in this House that I personally believe that acts of genocide have taken place, but it is not my view that counts; it is whether we can legally prove that. As we have debated here before, it is important that we collect the evidence. I am sure that the House will be delighted to know—it has been confirmed already— that the Foreign Secretary joined other countries, including Iraq, at the United Nations General Assembly to launch the work to be done to collect the evidence to make sure that we can hold those who have conducted these horrific activities to account.
My hon. and learned Friend asks a very fundamental question, because in a sense there is a cold war feel to the relationship between the Sunnis and the Shi’ites, yet the doctrinal difference is actually almost insignificant. Both agree on the absolute centrality of the Prophet Muhammad, but the big issue is about the succession—whether the successor was Ali, the cousin and son-in-law, or Abu Bakr, the father-in-law. She is absolutely right that if the two sides can be reconciled, prosperity and security will improve, and I hope Britain can have a role to play. [Interruption.]
As I have just been advised by our most esteemed procedural expert in the House, we do not need a lecture in each of these cases. We need a pithy question and a pithy reply.
My hon. Friend is absolutely right. We did not learn the lessons, or the lessons were not learnt, in 2013 when there was a failure to listen to the moderate Sunni voices. That is what allowed Daesh to develop. Extremism is flourishing across north-east Africa and, indeed, the middle east, and will do so unless we engage with those moderates to ensure that they are brought to the table. That is why planning in places such as Mosul and Aleppo needs to be done at once, before the guns fall silent.
Not in so many words, but I have had the opportunity to congratulate President-elect Barrow. I believe absolutely that the previous President, who has been there since 1994, should recognise the will of the Gambian people and step down.
May I ask the Foreign Secretary what agreement there will be on policy towards Russia between the British Government and the new US Administration, given the new Administration’s indebtedness to President Putin through the leaking and hacking of emails of the Democratic National Committee and Hillary Clinton’s campaign chairman?
Last month, a UK Government spokesperson told Sky News that the Government are
“aware of reports of an alleged airstrike on a school”
in Yemen
“using UK-supplied weapons and are seeking further information regarding the incident.”
Can the Minister update us today on progress on that?
I know the hon. Lady follows these events very closely. I do not know the details of that particular Sky report—I have not seen it. I am very happy to meet her outside the Chamber to discuss it. I can give her a reply in due course, or I can give her a public reply in the now much-vaunted and much-publicised debate we are having on Yemen on Thursday.
Since 1953, the Foreign Office has supported Marshall scholarships to help young Americans to study in the UK. Will my right hon. Friend continue to support this increasingly important aspect of the special relationship?
The Foreign Secretary and Ministers will be aware of the deteriorating situation in Zimbabwe, economically and politically. What role can the British Government play over the next six months or so, which will be crucial to the people of Zimbabwe?
The hon. Lady knows the country very well indeed. Obviously, our relationship has been strained because of the current leadership. She speaks about six months, and who knows what will happen in those six months, but we are working closely with the neighbouring countries to provide the necessary support for the people, who are suffering more than ever before under the current President’s regime.
Does the Foreign Secretary agree that improving trust and intelligence sharing with Egypt is vital to our security efforts in Libya? Given that we have heard no security concerns over the Sharm el-Sheikh airport, does he agree that resuming flights there would be a good place to start and would have important security dividends for UK citizens here?
Thank you, Mr Speaker. What support are Her Majesty’s Government giving to the welcome moves towards a settlement in the Democratic Republic of the Congo?
I had the pleasure of visiting the country last year. I was very concerned about the delay to the elections, of which my hon. Friend will be aware, and President Kabila not recognising that his time was up. I am pleased that political dialogue has now been developed between the Government and the Opposition, and that we are now on a programme to ensure elections happen in 2017. I will return to the country very soon to make sure that is enforced, and to offer our support and assistance to this important country.
I am sorry to disappoint remaining colleagues. This Question Time session probably enjoys a greater demand than any other, but I am afraid supply is finite.
Two hours, the Minister chunters from a sedentary position. I certainly would not object to that. He is a member of the Executive. If the Government want to table such a proposition, I think there might be very substantial support for it. It is an honour to respond to this important debate, Mr Flello. I welcome all the contributions that have been made.
The debate is important because it has allowed Members of Parliament to express their concerns on behalf of constituents and the families of those affected by consular issues. It is important for Members to be able to raise these matters, but also for the Government to explain in more detail what we can do and are doing, as well as touch on the fact that many things are happening behind the scenes that we cannot share.
As many colleagues have outlined, the contact that Britons experiencing difficulties abroad have with the Foreign and Commonwealth Office may be the only time they have a relationship with the FCO, or indeed the Government as such. They want that support, and they want us to get it right and help them. In any typical year, we deal with more than 310,000 calls for assistance, and around 17,000 cases are running. That shows the scale of what Her Majesty’s Government are doing through our posts, embassies and high commissions around the world, as well as in the Foreign Office, of course. I shall spell out consular policy in general terms and the policy on the detention of Britons by other states, and I will look at the two big cases—the Tsege and Ratcliffe cases—in a little more detail. I do, though, recognise that there are many other cases that MPs may want to raise separately outside this debate.
I do not say this defensively, but simply to try to put things in perspective: I ask for a more cautionary tone from some Members. There has been talk of the FCO doing little, not caring, or not being committed, and I take a bit of offence to that, personally. I understand that that sort of thing is sometimes said because these are passionate issues, and MPs want to be seen to be doing all they can to help the family concerned, but I fully reject the idea that the Foreign Office or Her Majesty’s Government are not absolutely committed to helping every single Briton as best we can, often in very difficult circumstances, and to ensuring that justice is done, and that they can return to the UK as quickly as possible.
I shall not dwell on this, because that would not be appropriate, but my approach is shaped by my personal experience dealing with a very difficult consular case involving the killing of my brother in the 2002 Bali bombing. I think of that every time any family member comes to me and says that somebody is missing, hurt or needs to be brought home. I make sure that I and the team I am working with are able to do everything we can, but I ask Members to understand that a phenomenal amount of activity happens behind the scenes that we deliberately cannot talk about. In fact, talking about it openly could affect the agenda and how things are being interpreted in the relevant country, where they will read the headlines about us shouting from afar, as some Members have said. I know of cases that have been delayed by an unhelpful headline, because the country has taken offence at what they have read in the British press as it is reported back.
I appreciate what the Minister is saying, but he has heard the words of Andy Tsege’s family, who have been left behind. I understand the need to keep some things confidential, but surely the family should not be feeling the way that they are; the Minister heard their words expressed very clearly.
I understand what the hon. Lady is saying, and I shall address that specific case, but I should be clear that, in some cases, we are subject to the wishes of what the family want to do. I make an effort to meet the families, either with MPs, by myself or through our consular staff, and they themselves sometimes do not want things being made public—and sometimes I do not have permission to say what I am doing. Many cases have been brought up, particularly the two that we are focusing on, but I do not have permission to share in public what is going on, or to decide what can be said, because that is in the gift of that family, and we must respect their wishes. I ask Members to recognise that as well.
In these cases, we are often dealing with countries where governance, the rule of law and transparency are not at the levels that we in this country enjoy, defend or promote. We did not always have that right in the 800 years of our history; it took us a long time to get where we are today. Many countries are on that learning curve. It is absolutely right that our international development money goes towards helping to improve their justice systems, so that they have better, more transparent processes for dealing with such cases. That is the reality check—the prism through which we must look at these cases—but it should not deter us from ensuring that we work as hard as possible right across the piece to help Britons abroad.
As I say, consular assistance is at the heart of what we do in the Foreign and Commonwealth Office. Our consular staff give advice and practical support to British nationals overseas when things go wrong. That support, I stress, is not a right or an obligation. We do not have a legal duty of care to British nationals abroad, but this Government are proud, as I think successive Governments have been, of the long-standing tradition of offering British nationals the best consular service in the world.
I will not, because I am running out of time. If there is time at the end, I will. Independent customer feedback is overwhelmingly positive and shows that our staff approach their work with care, empathy and professionalism. As I have indicated, the volume, variety and complexity of cases are staggering. In the last financial year alone, our staff overseas dealt with more than 5,000 detentions, 3,600 deaths and nearly 4,000 hospital cases. We increasingly focus our precious resources on those who need it most: the vulnerable. Some things we do not and will not do, as has been implied by hon. Members today: we do not take decisions for people; we do not interfere in another country’s legal or judicial system, although as I said, we try to advance their systems through our other programmes; and we do not seek to get for British people a better deal than the locals get.
It is important that we use consistent criteria in determining how much support we provide in each case. Our job is to ensure that the public pressure in certain cases does not unfairly divert our attention from the large number of cases that never hit the media. While serious cases have been raised today, 13 British nationals face the death penalty throughout the world. There are more than 2,000 British nationals in detention at any one time, the greatest number of whom, about 400, are in the United States.
We have a clear process for engaging with detention cases. Host Governments notify us when a British national is detained, as long as that person agrees. We then make contact or visit the individual, where possible within 24 hours. Our priority is always their welfare—ensuring that they are receiving food, water and medical treatment, and that they have access to legal advice. In the majority of countries, our staff visit people in detention about four times a year. Some prisoners have described our visits as a lifeline; in some cases, they might be the only ones they receive.
Our assistance does not stop there. If British nationals tell us that they have been mistreated or tortured, with their permission, consular staff express our concerns to the authorities and seek an investigation. Where we cannot provide support, we work through others, such as the charity Prisoners Abroad, and they support detainees and their families and help to provide and maintain contact. If there is no family, Prisoners Abroad can help find people a pen pal or send them books to read or study. It can also help with prisoners’ resettlement in the UK after release.
The death penalty was raised by a number of hon. Members. Irrespective of the charges against any British nationals, we do all we can to ensure that the death penalty is not carried out. Indeed, yesterday, the United Nations General Assembly adopted a resolution in favour of a moratorium on the use of the death penalty. We continue to press countries to advance their systems so as to remove the death penalty, as we did in ours.
I turn to the two main cases that have been mentioned; if there is time, I will progress to others. If I do not get a chance to respond now, I will write to hon. Members on the details of the questions they have asked, as I have done after other debates.
Mr Tsege’s case is well known to me, senior colleagues in the Foreign Office and Members in the Chamber. We are committed to offering the best consular support to him and his family. Since he was arrested and taken to Ethiopia in June 2014, we have worked hard to ensure his welfare, and his access to consular and legal advice. We continue to do so. We take every opportunity to raise his case at the very highest levels in Ethiopia. The Ethiopian Government, whose own difficulties have been touched on today, are in no doubt about our concern for Mr Tsege and the priority that we place on ensuring his wellbeing. The Foreign Secretary and his predecessor have both raised Mr Tsege’s case personally with the Ethiopian Government, and our ambassador takes every opportunity to do so. I will visit the country at the end of January, and I will ensure that the mood and tone of this debate, and our important stress on the case of Mr Tsege, is related to the Government.
As a result of our continued high-level engagement, we have ensured that Mr Tsege is no longer in solitary confinement, and we have received a commitment from the highest levels of the Ethiopian Government that he will be given access to a lawyer. Last Thursday, our ambassador visited Mr Tsege, who appeared to be in good health and good spirits, and she was reassured about his welfare. Mention has been made of a private meeting not being allowed to take place, but the standard rules in Ethiopia are that all visits are accompanied. Those rules are followed by Ethiopians themselves.
I understand why some people have called for the UK Government to advocate Mr Tsege’s release, but we believe that calling for his release would not meet with success; just by shouting out, we would not win his release at this stage. Indeed, to do so could put at risk the progress made so far, including on our access to Mr Tsege. Furthermore, as I said at the start, we cannot interfere in the legal systems of other countries. We have, however, lobbied the Ethiopian Government strongly and consistently against the application and use of the death penalty. They can be in no doubt about our position.
On the case of Mrs Nazanin Zaghari-Ratcliffe, as hon. Members are aware, Iran does not recognise dual nationality—that is not the case in the UK; we consider Mrs Zaghari-Ratcliffe to be a British national—and has repeatedly refused permission for visits to her. We have repeatedly requested the Iranian authorities to grant us consular access so that we may be assured of her welfare. The Foreign Secretary, the Prime Minister and I have raised the matter at our respective levels. I also raised it with the Iranian ambassador only a couple of weeks ago, and I have met Richard Ratcliffe, the husband.
Since we were first made aware of Mrs Zaghari-Ratcliffe’s arrest, we have been supporting her family. I have met the family on three occasions to reassure them that we will continue to press the Iranians for greater consular access. We also stand ready to assist, if requested, with the return to the UK of her daughter, who is not, as has been said in the debate, trapped in Iran. The daughter is allowed to return to the UK at any moment; it is a family decision for her to remain in Iran.
I am obliged to give the final minutes to the right hon. Member for Carshalton and Wallington (Tom Brake), who introduced the debate. In conclusion, therefore, I simply say to all hon. Members that we take the issue of those detained overseas very seriously. I pay tribute to the families and loved ones during distressing times, and I thank consular officers who work every day to support British nationals in their most difficult times. I also thank Members of Parliament for the role that they play in bringing aspects of different cases to the fore and in lobbying me personally. I stand ready at any time to meet them, even away from the Foreign Office.
Supporting British nationals in difficulty abroad is an absolute priority for me and for us at the Foreign and Commonwealth Office. We cannot always do as much as families want, but I assure the House that we do everything we can, and we will continue to work tirelessly to protect British nationals’ welfare and to uphold their rights.
I thank all hon. Members who have spoken, and the Leader of the Opposition, the right hon. Member for Islington North (Jeremy Corbyn), for making time to attend the debate. The Minister has heard the consistent and very strong message from all Members today that Andy and Nazanin’s detentions are unacceptable and illegal, and that their trials have been frankly deplorable. He is also getting a consistent and identical message from their families. If I have concern about what he has said, it is that he is hiding behind family confidentiality. He must respect that, of course, but families are asking him to take the action that has been set out in this debate. We must have public, outspoken action now at the highest level, from our Prime Minister, to secure their release. We demand—

Written StatementsContagion from the worsening crisis in Syria is having a direct effect on its neighbours, particularly in areas adjacent to Lebanon’s eastern border. The UK remains firmly committed to Lebanon’s stability and security. Our support to the Lebanese armed forces (LAF) aims to minimise contagion from the Syrian conflict and combat the spread of Daesh. As part of this commitment, since 2012 the UK has been assisting the LAF, through the rapid land border security assistance project, to establish and mentor the LAF land border regiments (LBRs). Lebanon faces a number of budgetary pressures, including the cost of hosting 1.2 million Syrian refugees, and would be unable to fund the LBRs without UK support. This project is the main pillar of our defence co-operation with Lebanon and our efforts to protect stability in the region. The mission of the LBRs is to observe, identify, deter and deny activities by illegal armed actors in the near border areas, in line with agreed international human rights standards. Between 2012 and 2016, approximately £38 million of conflict pool and conflict security and stability funds were allocated to provide observation, protection, mobility and communications equipment to 1st, 2nd, and 3rd LBRs, and to establish key elements of a 4th LBR, as well as a programme of training and mentoring.
The command element of the 4th LBR has been established, and is preparing its deployment plan to cover the remaining 25% of the borders with Syria, from Arsal to Masnaa. Recent Daesh actions in the Arsal area pose a threat to UK and Lebanese security, and make it imperative that the LAF completes the expansion of the LBRs southwards. This is part of an overall strategy to bring the entire eastern border with Syria back under the authority of the state.
We intend to provide a package of £4,867,665.18 of observation and operating equipment for the continued development of the 4th LBR of the Lebanese armed forces. It will be funded by the Government’s conflict, security and stability fund. The equipment has been assessed under the consolidated EU and national arms export licensing criteria. There are no objections to the release of these items to the LAF.
The proposed provision of equipment has been scrutinised and approved by a senior, cross-Whitehall conflict, stability and security fund (CSSF) approval board, which has confirmed that it is in line with the Government’s strategic objectives. FCO officials have also assessed the project for human rights risks, using the overseas security and justice assistance guidelines established by the former Foreign Secretary in 2011. They concluded that the risk of human rights violations arising from the project’s delivery could be successfully mitigated.

Commons ChamberMy hon. Friend makes a powerful point that, in many ways, echoes what was said earlier about the importance of allowing aid workers and independent people into the area to bear witness to what is going on.
Secondly, once the fighting in Aleppo has ended—an end might well come very soon—how will we get humanitarian relief to the citizens still in eastern Aleppo and to those who have fled elsewhere, particularly as the temperatures begin to plummet and the need for shelter and blankets becomes as great as the need for food, water and medical supplies? As I have said, there is also a need for witnesses to the aftermath. If Russia and Assad continue to block road convoys into the area, surely the Government must finally accept that we have reached the point of last resort—that point at which the previous Foreign Secretary promised that airdrops would be used. If we fear that manned flights might be too dangerous, as does the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood)—
The Minister sits and shakes his head, but if we fear that such flights might be too dangerous, the Government must consider using unmanned drones or GPS-guided parachutes.

(Urgent Question): Will the Minister provide an answer to the urgent question of which I have given him notice?
As the Foreign Secretary made clear during his trip to the region this weekend, Britain supports the Saudi-led campaign to restore the legitimate Government in Yemen. Ultimately, a political solution is the best way to bring long-term stability to Yemen and end the conflict.
We continue to have deep concern for the suffering of the people of Yemen, which is why making progress on peace talks is the top priority. As with all negotiations of this kind, they will not be quick or indeed easy, and a lot of tough discussions will need to be had. The United Nations has drawn up a road map for ending the conflict, which outlines the security and political steps the parties must take. The UK is playing a central role in this process.
The Foreign Secretary hosted the last meeting of the Quad, comprising Saudi Arabia, United Arab Emirates, the United States and the United Kingdom, which UN Special Envoy Ismail Ahmed attended, in London on 16 October. In addition, I travelled to Riyadh on 20 November to discuss the road map with President Hadi and to seek ways to find a political solution to the conflict. Most recently, the Prime Minister and Foreign Secretary raised the issue of Yemen during their visits to the region, and I met Vice-President General Ali Mohsen on Saturday during the Manama dialogue.
As the House will be aware, Yemen is one of the most serious humanitarian crises in the world. So, in addition to our considerable diplomatic efforts to try and bring an end to the conflict, the UK is the fourth-largest donor to Yemen, committing £100 million to Yemen for 2016-17. UK aid is already making a difference there; last year we helped more than 1.3 million Yemenis with food, medical supplies, water and emergency shelter.
The situation in Yemen is indeed grave, which is why we are debating this matter today. There are now plans for the Quad to meet in the very near future, so that we can move this very important process forward.
I appreciate the great pithiness of the right hon. Member for Leicester East (Keith Vaz) in referring to the urgent question of which he had given the Minister advance notice, but in the name of transparency and for the benefit of those attending to our proceedings from outside the Chamber, I should advise that the question is “To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement to clarify the United Kingdom’s policy on the conflict in Yemen.”
I am grateful to you for granting this urgent question, Mr Speaker, and to the Minister for his answer.
Until now, our foreign policy objectives in Yemen have been crystal clear: pursuing a cessation of hostilities and backing a UN mandated intervention. Last week, the Foreign Secretary was absolutely right to speak of his profound concern for the Yemeni people and correct to say that this conflict could not be solved by force alone. However, his words also revealed an inconsistency in our foreign policy, which if not addressed immediately, threatens to wreck everything that we are trying to accomplish.
Will the Minister please confirm that we would never be involved in any puppeteering or proxy wars anywhere in the world, including in Yemen? Our influence and credibility as an honest broker is now being seriously questioned. We criticised Russia’s bombing of Aleppo; the Russians accuse us of supporting the same thing in Yemen.
Further to the Minister’s reply, can he clarify that our objective is an immediate ceasefire, and can he lay out the detail of how we will get to that position? As the Foreign Secretary has said, we hold the pens on Yemen at the United Nations. There is already a draft Security Council resolution calling for an immediate ceasefire, resumption of peace talks and humanitarian access. Where is that resolution now? Will it be tabled before the Security Council before the end of the year? We must not fiddle as Yemen burns. On Saturday, Islamic State bombed a military camp in Aden, killing 35 soldiers. The UN humanitarian co-ordinator, Stephen O’Brien, calls Yemen a “man-made brutal humanitarian disaster”, with four fifths of the population in desperate need of emergency aid.
On Wednesday, the House, including the Minister, will show its support for the incredible work of the humanitarian agencies at “Yemen Day”. Today, the Disasters Emergency Committee announced a long overdue emergency appeal, but if the fighting does not stop that will not be enough. The Government must speak with one voice and with one aim for Yemen, and that should be an immediate ceasefire. Anything else only plays into the hands of terrorist organisations, damages our diplomacy and increases the suffering of the Yemeni people.
I pay tribute to the right hon. Gentleman for his continuing work and interest in Yemen and for bringing it to the attention of the House. I can confirm that we remain resolute in working toward a cessation of hostilities, developing confidence-building measures, working with the United Nations and supporting the UN envoy. I absolutely agree that we will not win by military means alone; we need a long-term political solution for a country that, as he knows, has been fragmented since its beginning.
The right hon. Gentleman is right that as well as a permanent member of the UN Security Council, we are the UN penholder and therefore take a lead on these matters. Humanitarian access is vital. I made it clear that we are investing more funds to support the UN agencies and others. The UN Security Council resolution is being discussed in New York as we speak, and as I mentioned, the Quad meeting that will take these matters further takes place in the very near future.
The right hon. Gentleman touched on a comparison between Yemen and Syria. President Hadi and the coalition that has been created to support him has the backing of the United Nations through resolution 2216, so there is a legitimate call to support President Hadi and the work he has done. Without that, the Houthi advance would have pushed much further, through the capital and down to the port of Aden, and we would have had a full-scale civil war. In contrast, there is no UN resolution to support Russia’s involvement in Syria. The Russians are supporting a brutal regime, which has used chemical weapons and barrel bombs against its own people; they have compounded the situation. The two are not comparable in any way.
Britain remains resolute in its support for President Hadi and for the United Nations and its envoy in bringing the necessary stakeholders back to the table. I hope that we will see some developments in the very near future.
Given that I have only just come down from the Joint Committee on the National Security Strategy, I thank you for calling me, Mr Speaker.
May I ask my hon. Friend the Minister not only to work hard to get the macro-deal on a ceasefire between the competing parties at the top level, but to make sure that the work of all the international agencies is engaged with all the subsidiary interests in Yemen—a nation of enormous complexity? We must not just get a political track at the top level and ignore all the consequences that may flow regionally and more locally in Yemen.
My hon. Friend is right to point to the complexities of Yemen and what is going on there. On the face of it, the Houthis are against President Hadi, but as those who have visited or are familiar with the country will know, there is a complex network of tribal loyalties which are not necessarily supportive of any circumstance at the time, and those loyalties move depending on movements of funds, weapons, interests and so forth. It is a very complicated situation.
The right hon. Member for Leicester East (Keith Vaz), who raised the urgent question, spoke of the attack at the weekend. Reports suggest Daesh was responsible for it, although we still await confirmation. That shows how al-Qaeda, which is firmly based in the peninsula, and, indeed, Daesh, are taking advantage of the vacuum created by the absence of governance. That is all the more reason why we are encouraging the necessary stakeholders to come to the table.
My hon. Friend the Member for Reigate (Crispin Blunt) is right to say co-ordination of humanitarian aid is needed. The port of Hudaydah is currently under Houthi control, and until we can open it up, ships with humanitarian aid will continue to queue up and be unable to get in to provide that important aid for the rest of the country.
Thank you, Mr Speaker, for calling me in the circumstances. I also thank my right hon. Friend the Member for Leicester East (Keith Vaz) for securing the urgent question. The authority and passion he brings to the issue of Yemen is without equal in this House. For the last year and a half my right hon. Friend has been consistent and principled in his advice. Let us be clear that the difference between that and what we have heard this week from the Government could not be more stark. On Yemen, there is no consistency and no principle.
Last Thursday, we heard the Foreign Secretary say that Saudi Arabia was fighting proxy wars in countries like Yemen, and we know the consequences all too well: thousands of civilians killed, the country’s agricultural infrastructure destroyed, millions of Yemeni children facing starvation. Let us be clear: the Foreign Secretary was absolutely right on this, and we say, “Good for you, Boris.” Yet he has still been slapped down by Downing Street and forced to go to Riyadh to “clarify his remarks”—and he has sent his junior Minister here today to support Saudi Arabia’s actions to the hilt. It seems that he will not support our calls for an independent UN investigation into Saudi Arabia’s alleged war crimes, and he will continue selling it arms to prosecute its proxy wars. There is no consistency, there is no principle, there is just more shabby hypocrisy.
There are many questions I would like to ask the Minister today, but let me just ask one. It is the same question asked of him by my right hon. Friend the Member for Leicester East, and he has not had an answer, so I will ask it again. For two months now the UN Security Council has been waiting for the United Kingdom to present its proposed resolution to effect a ceasefire in Yemen to allow access for humanitarian relief. For two months, a draft resolution has been in circulation, so let me ask the Minister again: why has the resolution not been presented and who is holding it up, because the people of Yemen cannot afford any more delay?
I am not sure where to start. I will focus on the serious questions the hon. Lady poses rather than the political point-scoring she tries to involve in all these things, which I am afraid means I take on board less and less the points she actually made. Because she has obviously run out of questions to ask this week, she is regurgitating last week’s questions, instead of focusing on what is needed today.
If the hon. Lady holds on to her seat, I will answer all the questions—not just one question, but all the questions.
First, the Foreign Secretary made it clear—the hon. Lady should read the full passage of what he was saying—that there are concerns about the leadership needed in Syria, Yemen and elsewhere, and that needs to be pushed forward; we need strong leadership in those places. As I said to the right hon. Member for Leicester East, the UN Security Council resolution is being discussed, but the hon. Lady should be aware of the details of how they are put together: we do not simply do it as a paper exercise; we do it by ensuring the work has been done to make sure it can stand. If the homework has not been done to make sure that the stakeholders are supportive of the resolution, what is the point of having the resolution anyway, other than to pat ourselves on the back and make ourselves look good? That may be good enough for the Labour party but it is certainly not good enough for the Government.
The hon. Lady did not mention the challenges we face with the Houthis themselves. I do not dispute that this has been a difficult campaign for the coalition. It has been new to conducting sustained warfare and has had to learn very difficult lessons in how to do that, governed by 21st-century rules. However, I make it clear that the Houthis are causing huge problems in that country. That needs to be acknowledged by this House as well. They have committed extrajudicial killings, unlawful arrests, detentions, abductions, enforced disappearances and the shelling of civilians in places such as Taiz. Landmines have also been used. Those are all things that have prolonged this conflict; the Houthis have not been brought to the table. What is required now is for all sides to work with the Quad and the UN to ensure that we can get the necessary ceasefire in place, which will lead us to the UN resolution that the hon. Lady is calling for.
To what extent is intransigence on the part of President Hadi a block to a ceasefire?
The President is the legitimate leader of the country at the moment and we have to work with the stakeholders that he is representing to ensure that the road map is compatible with the needs and support of the people he represents. That is why we have had long discussions with him and the vice-president to ensure that we can bring them to the table. I take this opportunity to thank the Omanis, who have played such an important role in bringing the Houthis forward so that they can accept a long-term deal to take us away from military action to a political dialogue.
It is regrettable that the humanitarian situation has worsened to such an extent that the Disasters Emergency Committee has had to launch an appeal. We hope that it will be widely supported so that the people of Yemen do not, as has been predicted, literally run out of food in the coming months.
What more will the Government do to co-ordinate with the DEC and responders on the ground on the humanitarian response? What steps are the Government taking to ensure that that humanitarian response is not undermined by their continued laissez-faire attitude to the behaviour of Saudi Arabia? Calls for arms sales are only getting louder. Although we keep hearing that UK military officials are not carrying out strikes and are not directing operations, it begs the question, what are they doing on the ground to ensure that the coalition respects international humanitarian law? We hear so much about the Government’s positive relationship with Saudi Arabia, although it not clear whether that extends to the Foreign Secretary, but what good is that relationship if the Government cannot or will not use their influence to prevent the killing and starvation of innocent civilians?
Perhaps I can start with the hon. Gentleman’s last point. I would be happy to present to him the speeches that the Foreign Secretary made during the Manama dialogue, which confirmed not only our important working relationship with our close ally Saudi Arabia, but the frank conversations we have with that country and the work we do in stopping terrorist attacks from taking place. The hon. Gentleman could then become familiar with why that relationship is important. If we broke that relationship, the Gulf and, one could argue, the region and the UK could easily become a more dangerous place. That is not something he would advocate.
The hon. Gentleman speaks about the war itself. He has made the point in the Chamber before—he has been consistent on this—about concerns over the errors that have been made. I share those concerns. Forgive me; I did not respond to the point that was made earlier about the call for an independent investigation into the incidents that have taken place, but I have made it clear that I will support the call for a UN independent investigation if it is deemed that the reports—[Interruption.] Would the hon. Member for Islington South and Finsbury (Emily Thornberry) let me finish the point? If it is deemed that the reports that are coming forward—that is the way any country conducting sustained warfare operates—are not worthy, we will call for an independent investigation, but that is the process that we follow, that the United States is following right now on incidents that have taken place in Afghanistan, and indeed that Saudi Arabia follows: they conduct their own investigations. If those investigations are found wanting, I will support a UN independent investigation.
May I ask my hon. Friend what chance he would give President Hadi if Saudi Arabia were to withdraw from its engagement—a proper engagement under UN resolutions—in Yemen?
My hon. Friend is right in implying that, were President Hadi not to receive the legitimate support through UN Security Council resolution 2216, the country would be in full-scale civil war. The complete breakdown in governance would provide incubation for organisations such as Daesh, al-Nusra and al-Qaeda. That would spill out way beyond the peninsula into the region. That is not something that we would want to contest. It is right that the coalition was formed and it is why we support the coalition. However, we absolutely share the concerns raised in the House that the conduct of that war needs to be scrutinised very carefully indeed.
On Saturday, Liverpool Friends of Yemen held our fourth monthly vigil in solidarity with the people of Yemen and for peace in that country. I have spoken to the Yemeni diaspora in Liverpool and their very clear message is that they fear for the lives of people back home. This is a country on the edge of famine. May I urge the Government—it is good to see the Minister of State, Department for International Development, the hon. Member for Penrith and The Border (Rory Stewart), present—to ensure that we do everything we can as a country to relieve the humanitarian crisis in Yemen? And when will we support an independent UN inquiry into alleged violations on both sides of the conflict?
On the hon. Gentleman’s last point, we will not support an independent report until we allow the Saudi Arabians to do their reports. That is the process that we face. They have never actually undertaken such publications and reports, so they are having to learn themselves. As we know, it is a conservative country that is unused to the limelight that is now being thrown on it. They must act responsibly, respectfully and transparently, as we would in the same situation.
On humanitarian aid, the hon. Gentleman is absolutely right. This House and this country can be proud of the work that we are doing, not just here but right across the piece. He is right to say that the DFID Minister and, indeed, the Secretary of State for International Development are very much engaged with that. At the UN General Assembly in September, it was us who held a donors conference to encourage other countries to match our funding so that we can provide support to the people of Yemen. However, it is not a lack of funds or equipment that is the problem—
That is absolutely right: it is a lack of peace and a lack of access, particularly through the central port on the Red sea.
Charity agencies report that it is very difficult both to get into Yemen and, once there, to get aid out, because of all the bureaucratic challenges, arrests of charity workers, suspensions of programmes and difficulties in obtaining new programmes. Will my hon. Friend bring that up directly with all parties in the conflict, as it is the charity sector that is doing much of the delivery and it should be allowed to have rapid and unimpeded humanitarian access throughout the country?
I think that that is the point that everybody is most concerned about. Although it can take time for both parties to come to the table and work out the details, there is a sense of urgency in making sure that the humanitarian aid can get in as early as possible. That will be the focus of the next Quad meeting. Yes, we want parties to come together, but we immediately need access routes. We need the port to be opened fully so that container ships can go in and equipment can be distributed right across the country, not just through the port of Aden, which is how the material currently goes in.
Now that the Foreign Secretary is encouraging transparency and honesty in foreign affairs policy, does the Minister accept that, by signing up to the convention on cluster munitions, the UK is taking a stance that cluster munitions are always in violation of international humanitarian law owing to their indiscriminate and disproportionate nature? If so, arguing that the Saudi use of them is legitimate, as the Minister does, is completely contradictory and in violation of the convention, which states that the UK should always encourage Saudi Arabia not to use them. Why are the UK Government adopting that position?
To be clear, it is against international law only if the country has signed the convention, and there are countries across the world that have yet to do so. We have signed it and it is our policy to encourage others to do so. I had a meeting last Sunday with all the Foreign Ministers of the Gulf Co-operation Council nations, and I formally invited every single one of the Gulf countries to consider signing the convention. I hope that we will be able to move forward on this.
I welcome the fact that the UK has doubled its humanitarian commitment to Yemen to £85 million. Does my hon. Friend believe that the UN General Assembly can be of more help in actively resolving the situation?
If I understand my hon. Friend’s question correctly, she is asking about the General Assembly, as opposed to the UN Security Council, in which case there is no veto. In this arena, it is not so much about the challenge that we face from other permanent members in getting a UN resolution through. If we are going to draft a UN resolution, the important thing is that it needs to work; otherwise, it is simply a paper exercise. That is the homework that our head of mission is currently undertaking with other nations, to make sure that what we write on paper will lead to the cessation of hostilities, confidence-building measures and access to humanitarian aid, which are important; otherwise, it is not worth writing a UN Security Council resolution.
What representations have Her Majesty’s Government made to the Iranian Government about stopping the flow of arms to the Houthis? At the same time, what representations have been made to facilitate with the Iranians the opening of the ports so that much-needed aid can get through to the Yemenis who are suffering in this civil war?
The hon. Gentleman raises an important point: what is Iran’s involvement in Yemen? Is it helpful or is it hindering events? The Prime Minister made it clear that Iran can play a more constructive role in ensuring that weapons systems are not entering the country, that the Houthis are encouraged to come to the table, that the Red sea remains free of ships that may want to arm the Houthis, and that the port is opened. Those are the messages that we are asking Iran to recognise.
There is no doubt that the conflict in Yemen is a war of proxies, and the Foreign Secretary was absolutely right to criticise Saudi Arabia in the way that he did. However, there had been no mention of Iran until the previous question. The United Kingdom must take some responsibility for the continuing and escalating violence in Yemen, because if we had not agreed to the nuclear deal, the billions of pounds of resources would not have been able to enter this conflict and others in Syria, Lebanon and other parts of the middle east.
The signing of the joint comprehensive plan of action represents an opportunity for Iran to take a more responsible role on the international stage. We know that it has an influence from Baghdad to Damascus to Beirut and, indeed, to Sana’a. We want Iran to step forward and recognise that it is in the region’s interests for it to be more secure and more prosperous. It should elevate itself and rejoin the international community, not continue to hinder the peace process right across the region.
What is particularly pernicious about the use of cluster munitions is that many of the bomblets lie around for a long time, effectively creating minefields where many thousands of innocent civilians, including children, are killed. I am therefore slightly confused by the Government’s position. The Under-Secretary of State for Defence, the hon. Member for West Worcestershire (Harriett Baldwin), who is fortunately still here, said in Defence questions earlier that the matter had been raised with the Saudis, but this Minister seemed to indicate just now that he does not oppose the Saudis’ use of cluster munitions. Surely we are opposed to their using such munitions and surely the Minister will be happy to condemn it from the Dispatch Box.
I think the hon. Gentleman is trying to put words in my mouth. I made it very clear that our policy is to discourage the use of cluster munitions across the world and to encourage people to sign up to and support the convention. In fact, I think I said in my answer that I absolutely condemn the use of cluster munitions. As he said, they are a legacy that lie around on the battlefield long after it has turned back into a civilian arena, and that is why they cause damage. That is why we signed this important convention and why I have invited all Gulf Co-operation Council nations to support its signing.
My hon. Friend has already said that there are issues around tribal agreement with the framework, but what measures has he taken to engage all relevant parties in the region to test the framework’s robustness?
We need a collective approach to ensure that stakeholders are supported in coming to the table to discuss not only Yemen but stabilisation, which applies to Iraq, Yemen and Syria. That is where the Gulf nations have a responsibility not only to support legitimate governance, but to take an interest in and commit to stabilisation, post-conflict planning and peacekeeping resolutions after the guns fall silent.
The first 1,000 days of a child’s life are vital in their lifelong development. Not only are Yemeni children’s basic human rights not being met now in this awful conflict, but they will not have a chance even when the conflict ends. What are the Government doing to ensure that Yemeni children have access to vital nutritious food for the duration of the conflict?
The hon. Lady is right; the travesty is that the length of this conflict is denying a generation, in terms not only of health but education. This is the generation that needs to rebuild the country in the longer term, which is why, as the Minister of State, Department for International Development, my hon. Friend the Member for Penrith and The Border (Rory Stewart), has confirmed, we are working with UNICEF specifically to make sure that we can provide the necessary nutritional meals to support those infants in the important years in the first 1,000 days of their lives.
Let me congratulate the right hon. Member for Leicester East (Keith Vaz), who asked the urgent question, as I believe the whole House would recognise that he has almost single-handedly kept the issue of Yemen before this House. May I say to the shadow Minister that it was not right to make party political points on Yemen? May I ask our excellent Minister, who has a lot of knowledge of this issue, whether I am right in thinking that the humanitarian aid problem is not the amount—the money for it—but the fact that we cannot get it through? If that is the case, how can we try to open up the blockage?
I am grateful for my hon. Friend’s comments. He is right to point out the difficulties in getting access to these areas. There are a series of checkpoints on roads which mean that humanitarian aid is denied. There are non-governmental organisations and commercial organisations—we are not forgetting those—that do have access in some cases, but some of the aid is taken away as a punishment or penalty, or as the cost of getting into the country. The port is not running properly; the cranes are not working—not one of the old cranes is working there. If we get them working, we will be able suddenly to increase tenfold the aid that can get into the country.
The answer to the right hon. Gentleman is twofold. If what he wants is personal reassurance, I suggest that his appropriate recourse is to sidle up to the junior Minister and ask to have a cup of tea with him. Secondly, if he is concerned for the benefit of the House as a whole and he wants something formally on the record—as a former Deputy Leader of the House, I doubt he particularly needs my advice, but I will proffer it—he should table a written question on this substantive point upon which he requires clarification, and I think he will probably find his salvation coming pretty soon.
