Tackling domestic abuse remains a key priority for this Government. Our landmark Domestic Abuse Act 2021 received Royal Assent in April of this year, setting the legal framework to provide further protections to the millions of people who experience domestic abuse, and strengthen measures to tackle perpetrators.



A number of provisions of the Act have already come into force, including for the first time in history a wide-ranging legal definition of domestic abuse which incorporates a range of abuses beyond physical violence, including coercive or controlling behaviour, emotional and economic abuse.



Today, further provisions have been implemented as we establish the domestic abuse commissioner as a statutory office holder. As part of this, there is a requirement that the Secretary of State issue a statutory framework document that deals with matters relating to the commissioner such as the functions, powers, governance, funding and staffing linked to the role. The document sets out in detail how the Home Office will work with the commissioner, and outlines the relationship between the independent commissioner and Government.



The UK Government have worked closely with the Welsh Government to consider and develop the arrangements set out in the document. The framework document has been laid before Parliament today and is also available on www.gov.uk.



Background



The designate domestic abuse commissioner, Nicole Jacobs, was appointed on 18 September 2019 to ensure that the crucial work of the commissioner could begin.



The office of the domestic abuse commissioner will provide public leadership on domestic abuse issues and play a key role in overseeing and monitoring the provision of domestic abuse services.



The commissioner will be responsible for encouraging good practice in preventing domestic abuse; in identifying victims and survivors, including children, and perpetrators; and in the protection and provision of support to people affected by domestic abuse.



The commissioner will have the power and the duty to publish reports and must lay them before Parliament. Within the next year she must publish a report on the need and provision for certain domestic abuse services in England. These reports will hold local commissioners, statutory agencies and national Government to account and make recommendations on how they can improve their response.



Specified public authorities will be under a duty to co-operate with the commissioner, and they and Government Ministers will be required to respond to each recommendation made to them within 56 days.



The commissioner will operate in England and Wales but will consider only reserved matters in Wales, such as criminal justice. They will, however, be expected to work closely with the national advisers for violence against women, gender-based violence, domestic abuse and sexual violence in Wales. The statutory framework document also covers the commissioner’s relationship with the UK Parliament and Senedd Cymru in so far as the activities of the commissioner relate to devolved matters in Wales.



The Domestic Abuse Act forms part of the action this Government are taking to transform our response to domestic abuse and violence against women and girls. In July we published a new cross-Government tackling violence against women and girls strategy, which commits to driving a step change in the response to these crimes, with a whole system approach focusing on prioritising prevention, supporting victims and pursuing perpetrators, underpinned by a stronger system. Later this year we will publish a complementary domestic abuse strategy, which will further shift the dial towards preventing domestic abuse from happening in the first place through early intervention, increasing our focus on tackling perpetrators of abuse to reduce reoffending and reaffirming our commitment to supporting victims.

Anyone can be a victim of domestic abuse, regardless of their gender, age, ethnicity, religion, socioeconomic status, sexuality or background, but how many men have been subjected to domestic abuse and what is offered to them that is different from what is offered to women?

For the year ending March 2020, the crime survey of England and Wales estimated that 757,000 men experienced domestic abuse—that is approximately seven men in every 100.

The Government have today laid before Parliament and published the fifth annual report on the United Kingdom’s progress toward the ratification of the Council of Europe convention on combating violence against women and domestic violence (the “Istanbul convention”). The UK signed the Istanbul convention in 2012, signalling our strong commitment to tackling violence against women and girls (VAWG), and this Government remain committed to ratifying it. The report sets out the work undertaken by the UK Government and the devolved Administrations to tackle VAWG since the 2020 report on progress, as well as the last remaining barriers to ratification.



Our measures to protect women and girls from violence are already some of the most robust in the world, and in most respects, we comply with, or go further than the convention requires. Since signing the convention in 2012, we have significantly strengthened our legislative framework, introduced a range of new protective tools and issued new guidance for professionals to better protect victims. In July, we published our cross-Government tackling violence against women and girls strategy to help ensure that women and girls are safe everywhere—at home, at work, online and on the streets. This strategy will be followed by a complementary domestic abuse strategy later this year.



On 29 April 2021 we passed the landmark Domestic Abuse Act, which includes a package of measures to transform our response to domestic abuse. The Act includes the necessary legislative measures to ensure all parts of the UK are compliant with article 44 of the convention, which requires that criminal courts in the UK have extraterritorial jurisdiction over certain violent and sexual offences. On 29 June 2021 these provisions automatically came into force in England and Wales, and the corresponding provisions for Scotland were brought into force on the same day. Therefore, we have recorded these parts of the UK as compliant with article 44 for the first time in this year’s report. In addition, on 1 March 2021 the Domestic Abuse and Civil Proceedings Act (Northern Ireland) 2021 became law. The Act creates a new domestic abuse offence which criminalises psychological violence in Northern Ireland, as required by article 33 of the convention, and contains provisions for extraterritorial jurisdiction for the new offence. I have received confirmation from Ministers in the Northern Ireland Executive that they expect to implement this new offence and the extraterritorial jurisdiction provisions in the Domestic Abuse Act 2021 by late February 2022.



The issue of support for migrant victims of domestic abuse was raised by the Joint Committee on the Draft Domestic Abuse Bill in 2019 and we committed to undertake a review into the Government’s overall response to migrant victims of domestic abuse. On 3 July 2020 the findings from this review were published on www.gov.uk and found that a more detailed evidence base was needed to demonstrate which cohorts of migrant victims are likely to be most in need of support, the numbers involved and how well existing arrangements may address their needs. That is why the Government launched a £1.5 million support for migrant victims (SMV) pilot scheme to address these evidence gaps, which will then enable us to take evidence-based decisions on how best to protect these victims in the long term. The scheme launched in April and is intended to run until 31 March 2022. We have therefore continued to record articles 4(3) —to the extent that it relates to non-discrimination on the grounds of migrant or refugee status—and 59 as “under review” this year pending the evaluation and findings from the SMV scheme.



The publication of this report fulfils the requirement of section 2 of the Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Act 2017. I will lay before Parliament the report required by section 1 of that Act when our timescale for ratification is clear.

It is a huge pleasure to be here serving under your chairmanship, Mr Robertson. I very much thank my hon. Friend the Member for Grantham and Stamford (Gareth Davies) for securing this vital debate and for bringing with him a wealth of experience from his distinguished career in the investment industry, which informs us all and helps us all to move further.

I also thank my predecessor, my right hon. Friend the Member for Staffordshire Moorlands (Karen Bradley). I really do feel that I have very big footsteps to follow in. I thank her for all her work in bringing the world-leading and groundbreaking Modern Slavery Act 2015 on to the statue book. Without her work, I certainly would not be here today talking about this subject, and it is absolutely right that we are. Thanks to her work, and that of others, last week we were able to mark Anti-Slavery Day and reflect on the trauma that victims suffer, the cruelty of those who exploit them and the bravery of survivors attempting to rebuild their lives. That was also a moment to reaffirm our commitment to confronting the evils of modern slavery, wherever and whenever they occur. They are utterly appalling crimes that have no place in our society. I very much welcome the interest shown by my friends today, including the hon. Member for Strangford (Jim Shannon), so that we can stamp out these crimes.

It is nice to pause and reflect on what we have already done as a Government. We have taken some very important strides forward in recent years, but of course there is more to do. These crimes continue to evolve and we must continue to evolve. As my friends have said, modern slavery is a global problem. We continue to provide global leadership to tackle it. During our G7 presidency, G7 members agreed to joint action on forced labour in global supply chains, and reaffirmed their commitment to upholding human rights and international labour standards. That is why we continue to invest heavily in tackling modern slavery. We have funded a new five-year modern slavery victim care contract to support victims to rebuild their lives. That new contract is worth £379 million over five years and will deliver a much-needed service that is based on need and better aligned to the requirements of individual victims. As we know, victims present with incredibly complex needs, and it is right that we have the support tailored for them.

The Home Office has invested a further £1.4 million this year to support the police’s response to modern slavery, bringing the total investment in policing to £15 million since 2016. That funding in the round has helped us to pursue perpetrators and drive an increase in modern slavery investigations and operations. Following our recognition that the nature of modern slavery has evolved over the years, the Home Secretary announced a review of the 2014 modern slavery strategy, which builds on the considerable progress, by adapting our approach and maintaining our position as an international leader in this area.

We will publish a new strategy next spring, which will set the strategic direction for years to come. Through the Modern Slavery Act 2015, the UK became the first country in the world to require businesses to report on the action they were taking to address modern slavery risk in their operations and supply chains. That legislation acts as a call to action for businesses, investors and the international human rights community—no doubt the businesses that my hon. Friends were involved in before they brought their expertise to this place.

Following the recommendations of the independent review of the Modern Slavery Act and a consultation, the Government committed to introduce an ambitious package of measures to strengthen our world-leading legislation on transparency in supply chains. We will extend the reporting requirements to public bodies, to leverage public procurement and address risks in public supply chains.

We will mandate specific reporting topics that statements must cover, set a single deadline for reporting, require organisations to publish their statements to a new Government registry for modern slavery statements, and introduce financial penalties for organisations that fail to meet their reporting obligations. Those changes require legislation, but I want to reassure colleagues that this Government remain committed to legislating on modern slavery and will implement the measures as soon as parliamentary time allows.

In addition to the changes we have already committed to make, we will consider our future approach to transparency in supply chains, as part of our modern slavery strategy review, including how we can best utilise the unique power—and pockets—of the financial sector, to tackle modern slavery.

Let me now turn to some of the specific points referenced in the debate. Individual organisations must focus on preventing harm in their practices. We do not believe that physical remoteness or being several steps away from the supply chain is an excuse. Investors do need to hold their organisations to account, as my hon. Friends so eloquently set out. People who are saving for their pensions or retirement should not be exposed to criminal activity.

I am grateful for all the work done by my hon. Friends the Member for Grantham and Stamford and for Totnes (Anthony Mangnall). Through their convening power, they have brought together financial institutions and organisations. I am also grateful for the work of the Independent Anti-slavery Commissioner, highlighting the role that the financial services sector has to play. It is clear that there is more to do, but investors can help to drive this change by fully harnessing their leverage. I highlighted that message this week at a meeting jointly hosted by the Home Office and CCLA, a fund manager, to discuss how Government, businesses and investors can work in partnership to tackle modern slavery. There are some really good examples of investor-led initiatives, with investors taking collective action, such as the CCLA-led Find It, Fix It, Prevent It and Rathbone’s Votes Against Slavery project.

However, we know that there is more to do here. While I am encouraged by the positive initiatives already under way, we need to make sure that we continue on the right track and that investors scrutinise their investment portfolios to engage and challenge companies on their response to modern slavery.

As hon. Members have said, when it comes to those environmental, social and governance issues, we know that businesses and investors have responded well to the environmental challenges they face. As we look to accelerate progress on tackling modern slavery, the Home Office is working with investors to understand what more we can do to encourage and incentivise businesses and investors to place the same emphasis on social issues. This issue is now, rightly, rising up the agenda.

I thank the Minister for her excellent response. Minister, last week in the press over a hundred MPs had signed a petition and a letter of concern about investment in Chinese companies, some of which are using Uyghur Muslims as slave labour. Is the hon. Lady able to give us any guidance on how we can take that further to try to make that stop?

I thank the hon. Gentleman for that. It is an egregious example of abuse of human rights; just because it is happening overseas does not mean that we should turn a blind eye to it. We in the Home Office are looking closely at all of these issues as part of our review of the modern slavery strategy. I would be very happy to continue in discussion with the hon. Gentleman to provide further reassurances on what can be done. However, I want to make very clear from this Dispatch Box that companies have a responsibility to their consumers and shareholders to do the right thing and not enable slavery in the pursuit of profit.

As we look to accelerate progress on tackling modern slavery, it does seem very challenging. However, we do know that the business and investor community has taken huge strides, and it has succeeded in making better, more informed green choices. We should hold and demand those same expectations for modern slavery. We should not walk by. We should not ignore the crimes that are hiding in plain sight.

My hon. Friend the Member for Grantham and Stamford called for the legislation to be extended to financial services so that they address modern slavery in their investment portfolios. I have taken close note of that. Legislation is important, but it is not the only factor driving responsible behaviour. Many organisations already report voluntarily under the Modern Slavery Act and publish modern slavery statements. I would strongly encourage any responsible organisation to do the same, and I would encourage shareholders and consumers to ask those questions about where they are putting their money and their investment.

I have noted very carefully the points that my right hon. Friend the Member for Staffordshire Moorlands and my hon. Friend the Member for Totnes made. I reassure them that we will consider extending the scope of section 54 as part of our strategy review.

In closing, let me once again express my thanks to my hon. Friend the Member for Grantham and Stamford for securing this debate on such an important subject. It is a real tribute to him to have brought forward a debate on a topic that is sometimes hidden, but should not be. I thank him for shining a light on all the work that the Government, many NGOs, my right hon. Friend the Member for Staffordshire Moorlands, the Anti-Slavery Commissioner and many others are doing. Modern slavery is utterly abhorrent, and I can assure hon. Members that this Government remain steadfast in our determination to root out such crimes, protect the vulnerable and support victims.

Child Sexual Exploitation: Bradford

I would like to thank my hon. Friend the Member for Keighley (Robbie Moore) most sincerely for securing this debate and all other Members for their contributions this evening. I commend my hon. Friend for his perseverance and for his powerful speech, which cannot have been easy for him to stand up in the House and deliver. He has given a voice to people who have been voiceless for far too long. It was shocking, disgusting and appalling to hear the harrowing testimony that he set out for us this evening. None of us can listen to these accounts without being impacted and horrified. It is truly shocking to hear of the cases set out in the recent review in Bradford. These are instances of the most vulnerable in our society being preyed upon and abused by ruthless criminals, and the review makes for distressing reading. These children experienced multiple traumas, in most cases starting long before they were victims of sexual exploitation, at a time when they should have been nurtured and protected. Aged as young as 13, what they went through is almost too horrific to contemplate. I am sure all hon. Members will want to join me in paying tribute to them and to all victims of sexual abuse and exploitation who have bravely come forward to share their experiences, which cannot be easy, to drive change and ensure other children do not go through the same ordeal.

I thank my hon. Friends and hon. Members on both sides of the House who attended this debate and spoke about their experience in their constituency, their lived experience and the considerable expertise they gained in professional fields before coming to this place.

I reassure all victims and survivors that their voices are being heard. We are listening. Across central and local government, law enforcement, the wider criminal justice system and society as a whole, we have a clear responsibility to do everything in our power to protect children from harm, and we are determined to put victims and survivors at the heart of our approach while relentlessly pursuing the perpetrators of these awful crimes.

Since the early 2000s, when several of these horrific cases took place, there have been significant improvements in how local authorities and the police safeguard children in Bradford and across the country, but there is much further to go, as we have heard at first hand from my hon. Friend.

My hon. Friend calls for an independent inquiry in Bradford, similar to the one in Rotherham. I acknowledge the hon. Member for Rotherham (Sarah Champion), who is in her place, and pay tribute to her for all the work she has done. She battled determinedly for many years to give voice to victims in Rotherham and elsewhere.

The independent inquiry in Rotherham was conducted by Alexis Jay and commissioned by Rotherham Borough Council. This Government are crystal clear that it is for local authorities in individual towns and cities such as Bradford, as they are responsible for delivering services, to commission local inquiries. My hon. Friend the Member for Keighley has set out with great clarity the mechanisms that are available to local authorities, including in Bradford, to trigger an inquiry. The Government fully agree with his remarks. He is right in every word of what he says. The options are available to Bradford Council and other authorities. I say it again, in case there is any doubt: local authorities have a responsibility, a moral responsibility, to do the right thing. I underline that point, lest there be any doubt: they have a moral responsibility to protect these innocent children.

I have been listening intently to this debate, and I am grateful the subject has been raised in the House. An inquiry is not a silver bullet. We actually had two inquiries in Rotherham, and one was commissioned by the Government, so that is an option for this Government. Once the inquiry has happened, we need to see the support in place for survivors to rebuild their lives. We need to see prosecutions of the criminals and of anyone who colluded or did not act in their job. I hope the Minister will do all in her power to make sure that happens across the country.

I thank the hon. Lady for her point. She is entirely right that a whole-system response is required so that victims can rebuild their lives. I shall touch on that further later on in my speech.

I recognise the pain and trauma endured by those who have suffered at the hands of these vile criminals, and I understand their need for answers to the failures and for reassurance that the system that let them down so badly will not do so again. I welcome Bradford Council’s work to improve its response to child sexual abuse and exploitation by identifying poor practice through the recent review, but I also expect the council to listen close to the real concerns expressed by Members this evening and to take the most thoroughgoing approach to ensuring that all lessons have been learned and that local partners are doing everything possible to identify child sexual abuse and exploitation and protect children from harm, without letting political and cultural sensitivities deter them.

My hon. Friend the Member for Keighley spoke about the groups committing these crimes in the Bradford area and the need to recognise their common characteristics. The Government are clear that child sexual exploitation happens in all areas of the country and can take many different forms. We know that it is not exclusive to any single culture, community, race or religion, but community and cultural factors are very relevant to the understanding and tackling of offending in each local area, as my hon. Friend set out so eloquently. Let me repeat that political and cultural sensitivities must not deter agencies from uncovering and preventing such devastating crimes. Every local authority must ensure that children are safeguarded, and every police force has a duty to investigate effectively and thoroughly when children come to harm.

Does the Minister agree that child sex abuse and child sexual exploitation are different crimes and that the police should not include them jointly and make assumptions based on the outcomes of their doing so? If they put them together, they end up saying that it is a white crime. I had to battle hard against anybody saying that it is not about taking into account the cultural factors because it was all bunched together. They would then also say that it just happens at home, domestically. It is important to take on board the fact that grooming and street grooming are different from child sexual abuse in a domestic setting.

I thank my hon. Friend very much for making that point based on her considerable experience and incredible commitment in respect of the issues that she has been tackling in Telford. I shall talk about the collection of data and the analysis of types of crimes and of perpetrators and victims. She is right that that is at the heart of what we must do to improve our response, which is why the Home Office is committed to improving the collection and analysis of data. In March this year, the Home Secretary introduced a new requirement for police forces to collect ethnicity data for those arrested and held in custody as a result of their suspected involvement in group-based child sexual exploitation. My hon. Friend is right to highlight the complexity of these crimes and the need for us to fully understand them in order that we may root them out.

As a Government, we are further supporting local areas to understand and tackle the threat in their areas by funding the prevention programme delivered by the Children’s Society. Co-ordinators in each of the 10 policing regions are delivering tailored interventions based on police intelligence, to improve collaboration and help to identify specific threats in each region. The programme has led to the increased identification of victims. We are funding regional child sexual abuse and exploitation analysts in every policing region, as well as a pilot project on tackling organised exploitation, which is developing a system to bring together intelligence at local, regional and national level, thereby improving analysis and tasking so that police throughout the country can understand and respond more effectively.

Nationally, the Independent Inquiry into Child Sexual Abuse is demanding accountability for past failings and making practical recommendations to ensure that children are given the protection that they need. A report on child sexual exploitation by organised networks is expected this autumn, with a final report due in 2022. We will continue to carefully consider all the inquiry’s recommendations to ensure that real and permanent change is delivered in how children are safeguarded.

Work is already under way to take action now. Earlier this year, we published a tackling child sexual abuse strategy, setting out how we are driving action across every part of Government, across all agencies and sectors and with charities, communities, technology companies and society more widely. In the beating crime plan, we have reaffirmed our strong commitment to delivering increased reporting of these crimes to the police, increased numbers of offenders brought to justice, improved victim care and support, which was raised rightly by the hon. Member for Rotherham (Sarah Champion), and an overall fall in the prevalence of these offences.

As I was saying, it is vital that more of these complex crimes end in prosecutions and convictions to secure justice for victims. To support this, we are ensuring that the complexity and sensitivities of child sexual abuse investigations are understood by policing leaders through the College of Policing’s training for senior officers on issues of safeguarding and public protection. We fund the police’s vulnerability knowledge and practice programme, which identifies and promotes best practice, ensuring that the most effective approaches to investigating these crimes and safeguarding victims are taken up by forces across the country.

Does the Minister recognise that, where girls are over the age of 16 and can give consent, sadly, many of them are being gaslighted and forced into this activity? It is much more difficult for the police to get a prosecution and for the Crown Prosecution Service to take action because, sometimes, these girls do not see themselves as victims, despite the fact that their lives are being controlled by some of these people.

My right hon. Friend is right to highlight how difficult these crimes are for us as a society to tackle, but it highlights that we desperately need to tackle them, which is why the Government have set out a number of priorities through the domestic abuse strategy and the violence against women and girls strategy, backed by considerable funding and resources to ensure that we can tackle them where they occur. It is vital that we have close collaboration between agencies, and that forms a key part of our strategy.

The Children and Social Work Act 2017 introduced the most significant reforms in a generation, requiring local authorities, clinical commissioning groups and chief officers of police to form multi-agency safeguarding partnerships. All the new partnerships were in place by September 2019.

Our prevention work has already yielded improvements in Bradford. In 2017, the Government agreed to bring in mandatory relationship education for every child from primary school onwards. That is teaching them about healthy and unhealthy relationships—what is in your pants is your business and no one else’s. That has still not been rolled out. By the time these children get to 10 to 14, it is too late for many of them. Can the Minister please urge her colleagues to make this mandatory in every school, as was committed to in 2017?

I thank the hon. Lady for her intervention. Her concern has been heard by those Ministers in Government Departments who are responsible for delivering on this. But I can also tell her that, in part of the work that we are doing in the violence against women and girls strategy, we are recognising the vital issue of communicating to people, including men, about how they need to behave towards women and girls because surely we cannot expect this problem to be solved by women and girls. It has to be solved by all people.

I thank the Minister for her strong words earlier in her speech, saying that Bradford Council should have a full, Rotherham-style inquiry. I hope that has been heard loud and clear. The Government already know the failings of children’s services across the Bradford district and have felt the need to step in, so, in the continuing failure of Bradford Council to hold such an inquiry, may I urge her to play her part in ensuring that this Rotherham-style inquiry for Bradford takes place, with or without the support of Bradford Council?

I expect nothing less from my hon. Friend than for him to ask me to strengthen my commitment and do everything that I can as Safeguarding Minister and part of the Home Office—no doubt, with the support of the Home Secretary—to make sure that Bradford Council does what it should be doing, what is its moral responsibility and what is in its power to do. As I have said and I do not mind saying again before I wind up this debate, my hon. Friend can be sure that I will continue to follow this vital matter with a huge amount of close interest, because we all have a moral duty to safeguard the victims, who have been voiceless for too long.

I sincerely thank all Members who have contributed this evening. We have heard contributions from the hon. Member for Rotherham, my hon. In my role as Minister for Safeguarding, I am determined to ensure that we confront these crimes wherever and whenever they occur, and whoever is perpetrating them. I once more put on record the thanks of the whole House to my hon. Friend the Member for Keighley, for his commitment, courage and determination. I very much hope that people in Bradford are watching tonight’s debate and will consider the next steps.

I would like to associate myself with the comments made by my ministerial colleagues on the sad loss of our dear colleagues.

Supporting victims of domestic abuse is a Government priority. Building on the landmark Domestic Abuse Act 2021 and the tackling violence against women and girls strategy, published this year, we will also publish a dedicated domestic abuse strategy, which will drive action to prevent offending, support victims, relentlessly pursue perpetrators and strengthen the system as a whole.

May I place on the record, on my behalf and that of my Meon Valley constituents, our deep and utter shock at the death of Sir David Amess, and also that of James Brokenshire? I pass on their deepest condolences to the families, constituents and many friends here and outside Westminster.

Over the past year, 26,785 domestic abuse offences were recorded in Hampshire, with a 14% year-on-year increase in the first period of lockdown. Will my hon. Friend continue her support for the police and crime commissioners, such as Donna Jones in Hampshire, who are tackling this dreadful crime as a priority?

I thank Donna Jones for the way that she has prioritised domestic abuse, backed by an uplift in the Hampshire police funding settlement. I assure my hon. Friend that we will work closely with policing colleagues, including police and crime commissioners, and the new police lead for tackling violence against women and girls, Maggie Blyth, to drive forward improvements in the police response to such crimes. Furthermore, we will publish a refreshed national statement of expectations on violence against women and girls to support local commissioners, including PCCs, in the commissioning of effective services.

My hon. Friend is absolutely right that men and boys can be victims of domestic abuse and, indeed, the other crimes that fall under the umbrella of what we call violence against women and girls. For the year ending March 2020, the crime survey of England and Wales estimated that 757,000 men experienced domestic abuse—that is approximately seven men in every 100.[Official Report, 1 November 2021, Vol. 702, c. 4MC.] We did a lot of work to publish the first ever cross-Government male victims position statement to strengthen our response; we need to refresh that statement. We also fund the Men’s Advice Line, which is run by Respect, to provide specialist support to victims.

Cases including the sickening murder of Sarah Everard and the appalling murders of Bibaa Henry and Nicole Smallman have caused immense pain and understandably prompted huge concerns. That is why the Home Secretary commissioned an inspection of the police response to violence against women and girls, and why we supported the recommendation to appoint a full-time national policing lead to drive forward progress on this hugely important issue.

I also extend my deepest sympathies to the families of Sir David Amess and James Brokenshire. Southend has lost two sons and we have lost two very special parliamentary colleagues.

I would like to recognise the work that my right hon. Friend the Home Secretary has been doing over the past few, very challenging weeks, which have had damaging implications for the relationship between the police and the safety of women. Last week, The Times reported that more than half of the disciplinary hearings that had been conducted over the past three years were held in private and almost no force published the findings. We know how important transparency is to public confidence, so will my hon. Friend the Minister tell us what steps she is taking to ensure that members of the public can see what is going on with their local force?

My hon. Friend is absolutely right that public confidence in the policing response is vital to tackling violence against women and girls. I am determined, as is the Home Secretary, to do all we can to combat these sickening crimes. We are committed to ensuring that policing is subject to stringent levels of transparency and accountability. Misconduct hearings are chaired independently of forces by legally qualified chairs. Sometimes those hearings must be held in private, for several legitimate reasons. We will be looking at the matter further to ensure that the system is accountable to the public.

Obviously, all of us on the Opposition Benches wish to be associated with the words of the Home Secretary, and send our love and best regards to Sir David’s family. He was kind and good, but for me, above all else, he was funny and he did not take himself too seriously.

As for James, as the Immigration Minister he was incredibly approachable and kind; he was a good and thorough Minister.

I wish also briefly to say from Members on the Labour Benches, who know how it feels to have someone fall, that our love—through you, Mr Speaker—is with all the friends and colleagues of those who have died.

I simply rise to ask the Minister whether her Department has decided whether it is going to implement all the recommendations and the timeframe laid out in last month’s report of Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services, in order to improve our national response to violence against women and girls. In September, the Minister told the House:

“The Home Secretary has committed to considering the report’s full recommendations and will update Parliament when she has done so.”—[Official Report, 22 September 2021; Vol. 701, c. 287.]

An update on that position would be welcomed.

I thank the hon. Lady for her words just now.

Clearly the report that the hon. Lady mentions is a very important one, and the Home Secretary and Home Office are considering it in detail. We have already put in place a number of important actions, including appointing Deputy Chief Constable Maggie Blyth to her new role and chairing a new taskforce to drive cross-Government action. The Home Secretary has also announced an independent inquiry into the issues surrounding Wayne Couzens and the wider culture in policing.

Modern slavery is an abhorrent crime. Tens of millions of victims around the world are coerced, deceived, and forced into a life of abuse, servitude, and inhumane treatment.

This happens in the UK as well; to British citizens and to those trafficked from abroad. Today, on the UK’s Anti-Slavery Day, we pause to reflect on the trauma that victims suffer, the cruelty of those that exploit them and the bravery of survivors attempting to rebuild their lives.

This Government are committed to eradicating modern slavery. Over the past year we have continued to work towards this aim with our partners in the Devolved Administrations, in law enforcement and across the criminal justice system, with local government and our health and welfare sectors, with our international partners, with business, civil society, and academia.

Together we have continued to identify and provide support to thousands of victims of modern slavery through our contract with the Salvation Army. The number of law enforcement investigations has continued to increase. Conviction rates for cases prosecuted through the courts have also increased.

The Independent Child Trafficking Guardian Service now covers in total two thirds of all local authorities across England and Wales; a key milestone to better support child victims delivered through our National Referral Mechanism Transformation Programme.

The HO has invested a further £1.4 million this year to support the police modern slavery response, bringing the total investment to £15 million since 2016. This funding has helped to drive the increase in modern slavery investigations and operations.

And during our G7 presidency, G7 members agreed to joint action on forced labour in global supply chains and reaffirmed their commitment to upholding human rights and international labour standards. Modern slavery and human trafficking is a global problem and we continue to provide global leadership to tackle it.

We are committed to driving greater transparency in supply chains to ensure the private and public sectors use their leverage to tackle the risks of modern slavery in the goods and services they procure and provide. In March this year we launched the Government registry of modern slavery statements on www.gov.uk to enhance transparency. Statements covering over 21,000 organisations have now been added to the registry.

This Government continue to lead by example. We have continued to progress work on public procurement that we committed to in the world’s first Government modern slavery statement that we published in March 2020. And we will soon publish further detail of the actions Government Departments have taken to prevent modern slavery in their supply chains.

We have continued to fund the Modern Slavery Policy and Evidence Centre to improve the evidence base on modern slavery and to help inform our policy response. And the Government have recently launched the Modern Slavery Prevention Fund to test and develop innovative approaches to preventing modern slavery in the first place, aiming to stop this harm before it starts.

Tomorrow, our landmark Nationality and Borders Bill will progress to Committee stage in the House of Commons, and the modern slavery measures in this Bill will seek to bring clarity for decision makers and victims, and maintain our commitment to ensuring victims of modern slavery are identified and supported as early as possible.

These actions demonstrate the Government’s relentless commitment to addressing this crime. We will soon provide further detail in our annual report on modern slavery.

But we are not complacent. The nature of modern slavery continues to evolve. We have committed to publish a new Government strategy for modern slavery next year to ensure we continue to lead the way with our partners in bringing an end to this crime.

Crimes of violence against women and girls are utterly despicable. They inflict profound and lasting harm on the victims and have a damaging impact on our society as a whole. That is why the Government are taking concerted action to crack down on these appalling crimes.

I am extremely grateful to the right hon. and learned Lady for providing me with an opportunity, as the newly appointed Safeguarding Minister, to outline our work in this area, and I very much hope to work collegially across the House. I know that every parliamentarian shares our concern about these serious issues.

The Home Secretary commissioned this report from the police inspectorate to help police forces strengthen their response. We are carefully considering the inspectorate’s findings, and we expect the police and others to take any necessary action. The Home Secretary has committed to considering the report’s full recommendations and will update Parliament when she has done so.

We supported the inspectorate’s recommendation in its interim report in July to introduce a full-time national police lead for violence against women and girls. I am pleased to say that Deputy Chief Constable Maggie Blyth has been appointed to the role, and we look forward to working with her.

While the report shows that there is more to do, we must not lose sight of the fact that we have made progress. The report acknowledges improvements in the police response to these crimes, including better identification of repeat victims, improved techniques to collect evidence, and improved safeguarding measures.

Since 2010, the Government have taken significant action in this space, including introducing new laws to tackle stalking, forced marriage, female genital mutilation and so-called revenge porn. Importantly, we have brought forward the landmark Domestic Abuse Act 2021, and I pay tribute to my predecessor, my hon. Friend the Member for Louth and Horncastle (Victoria Atkins), who is sitting beside me on the Front Bench, and to the Prime Minister for playing a vital role. We have more than doubled the safer streets fund, while our unprecedented police recruitment drive is putting more officers in our communities to protect the public and drive down crime.

We are determined to go further, which is why we published our new tackling violence against women and girls strategy in July, and we will publish a complementary domestic abuse strategy this year. Our new strategy will drive our effort to prevent these crimes, ensure that victims get the support they need, and bring perpetrators to justice. It details a number of steps, including immediate investment in measures to make our streets safer, more funding for specialist support services, and a multimillion-pound public behaviour campaign to challenge unacceptable behaviour.

Public protection is our No. 1 priority. Violence against women and girls has absolutely no place in our society, and we are committed to working with the police and other key partners to confront these crimes wherever they appear.

Thank you, Mr Speaker. I am really grateful to you for granting this urgent question.

I thank the Minister for her response and welcome her to her new role and wish her well in it. I will support her in her work, but we need a greater sense of urgency. In just the last few days, there have been more horrific killings of women. In Sheffield, 35-year-old Terri Harris was killed together with three children, John Paul Bennett, Lacey Bennet and Connie Gent. In Greenwich, primary school teacher Sabina Nessa was only 28 years old.

Her Majesty’s inspectorate of police, Zoë Billingham, rightly describes this as an “epidemic” of male violence against women, and the extent of the impunity of men for this violence is shown by the killer of Sophie Moss saying that it was just “rough sex gone wrong” and literally getting away without a murder charge.

All credit to the Government for commissioning this report. Will they now implement its recommendations in full? We have a woman Homey Secretary, and I believe that women in leading positions have a special duty to deliver for other women. Although she will meet the inevitable institutional objections and traditional resistance to change, she will, if she does this, have 100% support from this side of the House and, indeed, 100% support from her own side. It is not often we can say this, but this is something that the whole House wants.

I thank the right hon. and learned Lady for her questions, and I pay tribute to her for her long-standing record of action in this area. I am sure that she will continue to hold me to account at this Dispatch Box and in other forums.

Speaking on behalf of the Government and myself, our heart goes out to all those affected by these horrific crimes. Our thoughts are with the families and the victims. The right hon. and learned Lady will be aware, however, that we cannot comment on ongoing cases.

Addressing murder is a key priority for the police. They are, of course, operationally independent from the Government, and rightly so. Driving down the murder rate in this country is a key priority. The right hon. and learned Lady mentions the report’s findings. We are working carefully and very closely on them and are considering them in detail. That is why we have appointed the policing lead Maggie Blyth; we look forward to working with her and taking forward those recommendations and actions.

I welcome my hon. Friend to her role at the Home Office, a great Department of State. She is going to be doing important work there, and I wish her well.

We can succeed in ensuring that we have no violence against women and girls only if we change attitudes, as referred to by the right hon. and learned Member for Camberwell and Peckham (Ms Harman), including the attitude that women “just ask for it”. One of the issues in the report is a lack of consistency across and between forces in their treatment of crimes of violence against women and girls. The College of Policing plays an essential role in developing and spreading best practice, so will my hon. Friend ensure that particular attention is paid to recommendations 4.3 and 4.4, to ensure that best practice is adopted by all forces up and down the country?

It is a real privilege to be questioned by my right hon. Friend on this issue. She has been instrumental throughout the years in initiating the important work I am now talking about. She is absolutely right to highlight the fact that when women go to the authorities to seek help, they need to be listened to and they need to be supported adequately. That is a key part of the work we set out in the violence against women and girls strategy. We will be making sure that that takes place.

Thank you, Mr Speaker. I welcome the new Minister to her place.

The report from Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services highlights the continued staggering failures by the Government to protect women and girls adequately. We should not make any bones about what it actually says. Since Sarah Everard was killed, a further 78 women have been killed by men, and I am sure that we would all wish to send our support to the family of Sabina Nessa this week.

The report tells the Government that there cannot be anything less than sweeping and fundamental changes across the board. There have been many reports, statistics and cases this year. After each one there has been an opportunity for concrete action, but each time we simply get a piecemeal response—a little review here, a pilot project there. Tackling misogyny and violence is on all of us, but primarily it is on the Minister. It is the Government’s job to keep people safe. The report is clear. In the words of Her Majesty’s inspectorate, these problems have arisen because of

“the continuing effects of austerity on policing and partner-agency budgets.”

The Labour party continues to call for a comprehensive violence against women and girls Bill. We also support all the recommendations in Zoë Billingham’s report. Will the Minister today commit to keeping to the very detailed action plan commanded by the report within the timeline it states? I will, of course, be checking. Will the Minister now take seriously our calls for the proper supervision and management of repeat offenders? Again, I quote from the report:

“there is no consistent and dedicated model in place for managing domestic abuse offenders”.

No model in place, Mr Speaker. I could actually scream. How can there be no model in place to deal with violent criminals? We have repeatedly asked for one. When can we expect it?

Will the Minister tell this House—I have asked this from this Dispatch Box before—when the Government will finally categorise violence against women and girls as a serious crime, just as they do with terrorism and serious youth violence? When I asked this question recently of the Minister for Crime and Policing, the right hon. Member for North West Hampshire (Kit Malthouse), who is in his place, he said that local areas can do it if they want. That is exactly the kind of half-hearted effort that leads to patchy approaches that this report decries. It is not an acceptable response. Will they finally act? They have a chance to do it in the House of Lords in these weeks around us.

The safety and security of women is not some side-line, add-on issue; it is essential to a functioning society. It can no longer be a weight borne by women everywhere. Every day wasted waiting for the Home Secretary to decide if she wants to undertake the recommendations is another rape, another murder and another beating.

I am delighted to answer questions put to me by the hon. Lady and I look forward to many more opportunities to do so, but I must start by robustly rejecting her central accusation, which I think is that the Government have done nothing. May I remind her that the Government commissioned the report precisely because this is a priority for this Government? This Government have delivered a number of measures to keep women safer, whether they are legislative measures, funding to essential services to support women, toughening up laws or passing laws to keep more perpetrators behind bars.

Let me point to a couple of key parts of the strategy. We have appointed someone with a lifetime of experience to work with us; following the report published only last week, I am looking forward to working closely with Zoë Billingham. I will take forward what she comes out with very seriously to ensure that the police drive forward her recommendations.

Make no mistake: this issue is a central priority for me. I have been in my role for three days, but the hon. Lady will know that it is a priority for me and for the Home Office as a whole.

There will not be a single woman in this House who has not been the victim of dehumanising behaviour from men. As my hon. Friend says, addressing that will require societal change, but we are increasingly seeing that women’s first exposure to that violent behaviour is in schools. What steps will she take to challenge the Department for Education to make sure that we have conversations about consent and tackling entitlement at the earliest possible time?

I completely agree about the important issue of early intervention, working with families and young people and tackling the root cause of these horrific crimes. That is why, as part of the violence against women and girls action plan, we have commissioned a significant public communications campaign that will tackle many of the issues that my hon. Friend addresses, but it is also vital that I work with my colleagues in the DFE and that we ensure we are working in schools as well.

The Select Committee on Home Affairs heard damning evidence last week from rape survivors about how they have been let down by the criminal justice system. The report is also damning about the scale of the problem and the scale of the change that is needed.

I welcome the Minister to her new post and look forward to working with her on the issue, but may I say to her that urgency is hugely important? We have heard very many words about very many reforms over a long period of time, but on rape prosecutions, things have actually gone backwards. I urge her to say that she will support all the recommendations and implement them, not just take them forward. If she cannot commit to implementing them this week, will she come back next week, commit to implementing them and make sure that they actually happen in practice and save women’s lives?

I refer to my previous comments. It is right that we work with people who are independent and have authority over the police forces in this country. They are operationally independent from the Government; that is the system we have in this country, and it is right that we have that. It is right that I take evidence and work closely with those who have that expertise. I remind the right hon. Lady that we have already implemented a number of the recommendations in the report, as I set out earlier. My colleagues in the Home Office are doing wider work around rape and the end-to-end rape review, which is tackling some of the very important issues that she raises.

I welcome my hon. Friend to her place. Does she agree that one of the best things that we could do to protect women and girls from violence would be to reverse the catastrophic decision to close hundreds of police stations? If police stations are open, particularly in our towns and cities, the police patrol from them. They offer deterrence, reassurance and, in the worst cases, a place for women and girls—and men and boys—to run to.

My hon. Friend is right to point to the importance of active and visible policing. The Government are committed to recruiting 20,000 new police officers for exactly that purpose. It is right that we have our officers out on the streets, where they can fight the crime that is affecting our communities.

On Friday evening, Sabina Nessa, a 28-year-old primary school teacher, was walking near her home in my constituency, in the Kidbrooke area, when she was attacked and murdered by a man who is yet to be identified. Our hearts go out to her family and friends.

Sabina’s murder highlights yet again the growing problem of violence against women and girls. The Victims’ Commissioner, Vera Baird, has described it as an epidemic and has endorsed the recommendation of Her Majesty’s inspectorate of constabulary and fire and rescue services that violence against women and girls be given the same priority as counter-terrorism. Will the Government accept that recommendation, agree that the time has come to prioritise tackling violence against women and girls, and give it the resources it demands?

Our deepest sympathies are with the family and friends of the hon. Gentleman’s constituent. It is precisely cases like those that have led us to prioritise violence against women and girls in such a vital way. That is why we have appointed a national policing lead so that we can put the issue at the heart of Government policy. That is the right way to tackle it.

The Employment Appeal Tribunal has recently held that gender-critical beliefs are protected under the Equality Act 2010, yet women in public life are increasingly finding that we cannot debate or discuss our rights under the Act without fear of abuse, threats, intimidation and violence; I know that from my own experience, and I know that other Members of the House know it. To take just two other examples from public life, the celebrated writer J. K. Rowling and the celebrated feminist and campaigner against abuse against women, Julie Bindel, who was assaulted outside Edinburgh University, know that to be the case. My question for the new Minister, whom I welcome to her place, is this: what is this Government doing to make sure that women can debate or discuss their rights under the Equality Act without fear of abuse, without fear of threats, without fear of intimidation and without fear of violence?

I am grateful for the opportunity to answer the hon. and learned Lady. I am acutely aware of the issues that she raises. It is frankly a disgrace that women cannot go about their important work and express their opinions freely without the kind of harassment and intimidation that she refers to. This is a very wide societal issue. I would like to see the Labour party taking more active steps to protect its own members so that they can go to conference without fear of being attacked or abused, but these are matters for wider Government; I am very happy to meet the hon. and learned Lady and discuss them in more detail in due course.

Two years ago, when my constituent lived in a flat in London, she had to barricade herself in, while for two hours, on eight occasions, her neighbour, who had known mental health issues, tried to get in. When she called the police and they turned up, she begged them to look at the CCTV. They refused and left her and the individual still in those flats. When she—not the police, but she herself—looked at the CCTV evidence seven days later, the man was found to have been naked and holding an implement. Only then did the police take the matter seriously.

Will the Minister meet me and my constituent to discuss these issues? Does she agree that if I write to the Met commissioner, I would be a lot more assured that she was taking it seriously if she wrote back herself rather than palming it on to the local force who were responsible for the failure in the first place?

My hon. Friend raises an incredibly important constituency case. It is shocking to hear the experiences of his constituent. I am very happy to meet him and I fully agree that this is exactly why we have published the strategy: to make sure that all police forces across the country are responding appropriately to crimes in these horrific circumstances.

Sabina Nessa, a young teacher in Catford, had so much left to give our community. She was described by the headteacher as

“kind, caring and absolutely dedicated to her pupils.”

Her life was brutally taken, like those of so many before her, through misogynistic violence. How many women’s lives must be stolen before the Government take serious action?

Every women who loses their life is one woman too many. We are devastated to hear of the loss of the life of Sabina Nessa, and our hearts go out to the family, as I said, but the hon. Lady will have heard my earlier comments about the priority that we have put on this work. The Government are passing legislation, setting out actions and tackling these horrific crimes, and we are determined to see a reduction in them.

I welcome my hon. Friend to her place.

In the year to June 2020, it was estimated that 70% of domestic abuse cases were closed prematurely by Greater Manchester police. During the same year, 80,000 crimes were not recorded at all. The picture nationally is even worse: three out of four domestic abuse cases end without charge. A crisis is happening, certainly in my local policing area. Will my hon. Friend agree to meet me and the chief constable of Greater Manchester to ensure that the failures that have happened there over many years can be put right at the earliest opportunity?

Violence against women and girls needs to be treated in much the same way as terrorism and county lines. It is about resources. It cannot be left to local forces and police and crime commissioners. What conversations is the Minister having, if this is a priority, with police and crime commissioners to ensure that they deliver on the agenda?

The role of police and crime commissioners will be vital in this regard. Because I have been in my present role for only two days, I have had no conversations with them yet other than in my capacity as a local MP, but I am acutely aware of the role that they play in commissioning those vital local services, and I look forward to having many conversations about that in the future.

I congratulate my hon. Friend on her new job. She is right—operational policing has to be left to commanders and suchlike—but she can set the policy. Can we make it clear that there will be zero tolerance of any violence against women and girls, and that women who are at risk will be taken to a place of safety and not returned against their will to a place where a perpetrator could continue to subject the victim to violence?

My hon. Friend has referred to domestic abuse. We have pulled out the whole issue of domestic abuse, because it warrants a separate response. That is why the former Prime Minister and Home Secretary, my right hon. Friend the Member for Maidenhead (Mrs May), initiated the landmark Domestic Abuse Act 2021, which has rightly strengthened protections for domestic abuse victims across the board.

I welcome the Minister to her new responsibilities.

This new report recognises that fundamental system change is needed in the way in which police respond to violence against women and girls, and highlights positive examples in our devolved policy, such as the Violence against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015. The commission led by the former Lord Chief Justice Lord Thomas recommended that policing and crime reduction policy should be determined in Wales so that it is properly aligned with and integrated in our health, education and social policy. Good work is happening in Wales now; imagine how much more we could do if we had the necessary powers and funding. Does the Minister agree that in order to take a truly radical approach to tackling gender-based violence, we should follow Lord Thomas’s recommendation and devolve powers over policing in Wales to Wales?

It is a pleasure to respond to the right hon. Lady, but I am sure she will not expect me to make such commitments at the Dispatch Box. Of course we work closely with the devolved Administrations—the Minister for Crime and Policing, my right hon. Friend the Member for North West Hampshire (Kit Malthouse), will have had many such conversations—but we need to work collegiately across our entire United Kingdom.

I hope that Members in all parts of the House can agree that every rape survivor is worthy of compassion, support and justice. Last week I highlighted the case of a constituent who had been raped but was not entitled to any criminal injury compensation because of a past conviction related to a previous addiction. I have written to the Department, and I hope that the promise of a meeting is fulfilled and we are able to sit down and discuss this. However, it seems wrong to me—and I hope the Minister agrees—that one rape victim should be considered somehow less worthy than another.

I, too, welcome the Minister to her place. I have listened carefully to these exchanges, and I understand that she sincerely wants to tackle the issues, but I think that what we on these Benches are asking is for the piecemeal approach to end and for the Government to deal with the root causes of the problem. Will they finally tackle the root causes of violence against women and girls, and legislate to make misogyny a hate crime?

If the hon. Lady is serious about tackling the root causes, she will understand that we need a whole-system approach—a societal approach—and it is impossible to do justice to that in these exchanges. The violence against women and girls strategy sets it out in considerable detail, and the inspectorate report pulls out some key themes. We are looking across the piece at all the actions that we need to take. We are taking this seriously: that is why we have passed the Domestic Abuse Act, created the VAWG strategy, and appointed the national policing lead. However, there is a great deal of work still to be done, and I am determined to do it.

We had another horrific incident in the Rhondda yesterday, and the police are still investigating. However, I want to ask about the injuries that are done to women. Many such injuries show bruises, and there is something to be seen by the naked eye, but many others are injuries to the brain, and are often not recorded by the police. No evidence is taken about them, and there is no screening.

First, may I urge the Government to please ensure that every woman who makes complaints about domestic violence is screened for brain injury? Just two simple questions—that is all they have to ask, so that we can get the right help to people who have had such injuries. Secondly, will the Government please support my private Member’s Bill on acquired brain injury, which will be debated later this year? It is very simple: it does exactly what Dame Cheryl did for autism. It simply requires the Government to have a cross-party strategy. Sixty-seven per cent of women in prison have had a brain injury. We are not going to tackle this unless the Government as a whole take a position on it.

I thank the hon. Gentleman for his long-standing advocacy of this vital issue. He is right to say that many of the injuries done to women are hidden—and we know that this is a hidden offence, which often takes place behind closed doors. I shall be happy to meet him and discuss further what I can do in my capacity, and he is right to highlight the fact that this is a cross-Government approach.

I welcome the Minister to her new role. May I, in her early days in that role, ask her to look specifically at low-level sexual offending against women? As we know, offences such as indecent exposure often go unreported, or, if they are reported, are not taken seriously by the police. We also know that that behaviour often escalates to far more serious sexual offending and to murders, as happened in the case of Libby Squire in Hull and Sarah Everard in London.

The right hon. Lady makes a valid point, and this is an area that the Home Office is determined to look at in more detail. As she will appreciate, there are difficulties in gathering evidence, which is why we have focused on the communications strategy, helping women to have the confidence to come forward to report offences—and, most important, to know when they do come forward that they will be believed and action will be taken. That is a central part of our action plan.

As the Minister will know, the Department for Transport’s consultation on personal safety on the streets of England closed on 15 September. I appreciate the fact that when she was my opposite number in that Department she met me to talk through the issues, but, as she will also know, the Department for Transport is not the quickest Department when it comes to acting on responses to consultation, and I could reel off a whole list of issues that I am waiting to see turned into concrete action. Could she take it upon herself to talk to her colleagues in that Department, and ensure that there is speedy action on those responses?

It is a pleasure to see the hon. Lady in a different capacity. That was a strategy that I initiated during my time as a Minister in that Department, and she will see that my successor in the role, the Under-Secretary of State for Transport, my hon. Friend the Member for Copeland (Trudy Harrison), is sitting here on the Front Bench listening carefully to her comments. I am sure that my hon. Friend would be delighted to meet the hon. Lady. This is an important issue for the Department for Transport, and I am sure that the Department will respond in its usual speedy way to this consultation and all the others.

The Minister is obviously right to say that every woman murdered is an appalling tragedy, but it is particularly agonising when women are murdered when there were opportunities to protect them but they had not been taken. In my constituency, 23-year-old Gracie Spinks was murdered by a man who had been stalking her for months. She had reported this to the police. What has been described as a murder kit was found at the stables where she kept her horses, and it was handed into the police, but no action was taken. Ultimately, she was murdered at that very spot on 18 June. There is a real need for urgency and for police forces to be consistent in their approach. I welcome the fact that the Government have commissioned this report, but what can the Minister point to that the Government are physically doing to ensure that consistency across police forces prevents families like that of Gracie Spinks from having to undergo similar appalling grief?

I am obviously sorry to hear about the case that the hon. Gentleman mentions, which is clearly devastating. I can specifically point to the laws that we have already passed to tackle stalking, which are much tougher than the previous regime and include stalking protection orders. These are a vital part of our response. In terms of consistency, which he and many other Members have raised, it is important to stress again that this is why we have appointed a national policing lead, Maggie Blyth, to drive this consistency. We know that there are forces that are doing an excellent job in responding to some of these horrific crimes, but some are not. That is why we need to work across the whole of the policing community.

In the wake of so many women across the UK losing their lives at the hands of male perpetrators, I welcome the publication of the report. It recommends that

“there should be a radical refocus and shift in the priority given to VAWG offences by the police and all partners, including wrap-around, tailored support for victims”.

However, the Government have still failed to confirm the details of the long-awaited perpetrator strategy, so I ask the Minister, whom I welcome to her place, when exactly this strategy, which is so crucial to tackling violence against women and girls, will be published.

I would like to be able to write to the hon. Lady about this specific strategy, as these are my first couple of days in this role. She is clearly right to highlight the importance of dealing with perpetrators and bringing them to justice, which is why we have introduced a number of measures across the piece in the new Police, Crime, Sentencing and Courts Bill.

I welcome the Minister to her new post. On this issue, there has to be a culture change in society as well as in the police and the criminal justice system, because the common thread running through many of these crimes is a power differential between women and men. Too many men still feel entitled to do or say whatever they wish to women, to disrespect women and to harm them. What more is the Minister doing to tackle head-on the culture that is prevalent in too many men out there? What is she doing to change that culture?

The hon. Gentleman is right to highlight this culture. He is also right to say that it is unacceptable. This type of violence against women and girls has no place in our society. Publishing the strategy is simply the first step. There are a number of actions that many actors in the system have to take. They include, but are not limited to, our significant public communication campaign, as well as working with our colleagues in education and schools, driving through our priorities and making it crystal clear that this culture has no place in our society and that we must tackle it.

Bearing in mind the shocking increase in domestic abuse throughout lockdown, has any consideration been given to allocating additional funding to women’s aid charities to help them to make contact with their vulnerable clients and to offer them the help that they very much need?

The hon. Gentleman will be aware of the landmark Domestic Abuse Act 2021 that we have passed, and we will be publishing our domestic abuse strategy setting out more detail of how we will work across the whole system to ensure that those places of safety are rightly available. Any conversations around funding are a matter for our colleagues in the Treasury, but he should be in no doubt that we are strongly advocating to see adequate funding going into those vital services.

We need to be clear that the document was produced by the police for the police’s use and purpose. That is separate from the wider Prevent programme, which works across a huge range of communities and organisations around country. It is very successful in safeguarding and protecting vulnerable people and, as a result, our society, which we should be lauding and very pleased with. From the police’s point of view, as I have said, they have withdrawn this document and are reviewing it.

Does the Minister agree that we must never lose sight of the possibility of reform, even for the worst criminals and terrorists who have committed heinous crimes? Will he update the House on when we will start the programme of recruitment for specialist counter-terrorism probation officers, which I think will be welcomed to keep our society and our constituents safe?

My hon. Friend makes a very good point. It is important that we remember that people are able to reform, and we want people to reform. Obviously, we want to get the balance right, while making sure that the British public are clear that the Government are on their side and that people who commit heinous crimes will serve severe, proper and long sentences, because our first priority is to keep people safe. We made the announcement about the increase in counter-terrorism funding just yesterday, and we will be updating the House on when and how it is spent, but we are keen to move quickly to ensure that we keep our country safe.

It is a great pleasure to follow the hon. Member for Halifax (Holly Lynch). I welcome her words about protecting the protectors. I hope that the Government are listening. I am sure that she has support across the House on that issue.

We can talk about public services only in the context of considering where the money comes from to fund them. We do not talk enough about a certain group of individuals and teams in our country: the brave entrepreneurs who create the businesses and the jobs that ultimately fund our public services. I do call them brave; we rightly talk about the brave men and women in the armed forces, the police and the emergency services, but it is also brave to leave full-time employment and a secure job to start a business and endure years of uncertainty and financial sacrifice. Sometimes it does not work out, but our entrepreneurs carry on and overcome those hurdles. As a result, they contribute to our society and enrich our country.

We are the party and the Government who back entrepreneurs, so we have a fantastic Queen’s Speech with a number of measures. I am proud that we have some fantastic entrepreneurs in Redditch; I have time to pick out only two. Nik Spencer invented the HERU, a machine that will process all our household waste into products that can be used to power our household electricity and gas—our heating and lighting. That fantastic innovation will ultimately contribute to solving the climate emergency. Another friend, Sobea Irfan, has started a firm of solicitors that provides services all over my constituency. Those are two entrepreneurs, but there are many more. We have a great heritage in Redditch, but we are always looking to the future.

The work of those people and many others means that we have funds to spend. As hon. Members might expect, I will first touch on our Alexandra Hospital. I announced today that, thanks to the fantastic work of our Health Secretary, we have secured the money that we need to put the business case to improve our local hospital. That has been a long time coming; I have been campaigning for it since the day I first set foot in Parliament. I have met the Health Secretary and the trust at every opportunity to make sure that the money is there.

The Government pledged the money but, unfortunately, the trust delayed putting forward the business case. In that time, the costs went up, so the business case could not be put forward, which meant more delay. Finally, the Health Secretary has agreed to increase the funding so the business case can be put forward. The money will go forward so we will start to see improvements on the ground to the hospital that serves our community in Redditch. That will mean improvements to our theatres, our endoscopy services and children’s out-patient services. That is brilliant news for our local hospital and it goes to show that when a local MP stands up and fights for their local hospital, they can achieve real change on the ground. I warmly welcome that and I thank the Prime Minister and the Health Secretary for all their support.

When I meet my constituents in the streets and they come to see me in my surgeries, they often talk about law and order. I am surprised by how negatively Opposition Members have talked about the fact that there are so many Bills about law and order. I welcome that; our constituents want to see more officers on the street. The work and investment that the Government have put into the police mean that we will be able to recruit 93 more officers in West Mercia, on top of the 215 officers who were already coming onstream. That will mean more police on the street—more bobbies on the beat—in Redditch to tackle issues such as antisocial behaviour, to keep people safe and to continue our work to unlock Redditch.

I was delighted to see the focus on youth services. As I have said, antisocial behaviour often happens because there is nowhere for young people to go. We need to focus on those services in our local communities so that there is somewhere constructive for people to go. We have some fantastic services in Redditch. We have a wonderful boxing academy that takes young people off the streets and teaches them fun, useful and constructive skills. That is a great initiative, but we need more like it across the town.

I am delighted that Redditch, and Herefordshire and Worcestershire more generally, are included in the pilot for local community mental health services because of the fantastic proposals put forward by the local clinical commissioning group. That means that there will be more community mental health nurses on the ground working with GP surgeries, able to provide the services that are needed when people approach their GP with a mental health crisis.

I do not have time to go into all the other Bills, but it is important to recognise the Government’s acknowledgement that there is a social care crisis in this country—something I have often spoken about. I would like to see more detail on what the Government are proposing. From my extensive work with all-party parliamentary groups and my constituents, and from my own experience of the social care system with my mother, I can see that it is not where it needs to be. We desperately need to fund it and reform it. That cannot come soon enough for me.

To finish where I started, I say thank you to those people who have created jobs in our country. This country has record levels of employment, thanks to the Conservative Government’s record. I am absolutely delighted to see this Queen’s Speech, and I shall support it.
