Commons ChamberI entirely endorse the comments of the hon. Member for Westmorland and Lonsdale (Tim Farron), the leader of the Liberal Democrat party. Until we remove Daesh, we are all at risk. We are at risk with or without bombing in Iraq, and we are at risk with or without bombing in Syria.
I was in France and saw the stunned reaction of the French populace. There is no negotiation in the way that the Leader of the Opposition suggests, with those who gun down people going about their daily business and in restaurants, or those who take a bomb to a crowded football stadium. Removing Daesh, therefore, is an absolute priority. A large number of Members voted a year ago to bomb in Iraq. It is clearly nonsense for our aeroplanes to stop at an arbitrary boundary in the sand. If we are invited by our severely damaged and hurt allies and neighbours, the French, to bring special technology, it is a terrible dereliction not to involve ourselves and offer that technology.
In the past couple of days, I have talked to some very experienced allied generals. There is no doubt whatever that having the UK playing a full part in a coalition, bringing intelligence, planning and experience, does give an intangible moral and philosophical boost to the campaign. I am clear that this is about the safety of our citizens. We are better off if we engage in this activity.
I would like to touch briefly on the artificial boundary. My right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan) called these nation states. The entities of Syria and Iraq were created in the 1920s out of elements of the Ottoman empire. Iraq was made up of three old Ottoman vilayets: Basra, which is very Shi’a; Baghdad, which is mainly Sunni; and Mosul in Kurdistan. When the Kurds—there were about 19 million then and there are about 30 million now—emerged from the first world war, they were promised a country. They did not get one. We are living with the consequences of what was decided then.
I remember when I was at Cambridge the late Professor Jack Gallagher talking about the fat cats. France and Britain came out of the first world war with these new entities very much increasing their sphere of influence. It was always assumed that there would be British and French influence: passive military influence if necessary; very active military in the case of the bombing campaign in Iraq in the 1920s. This system worked until 1958, when the king was killed. It sort of worked under the horrendous dictatorships of Saddam Hussein and Assad père. It has broken down now. For all the criticism of the Iraq war, it could have worked. It was a terrible decision by the Obama regime to withdraw the US garrison. There are still US garrisons in west Germany, Japan, South Korea and the Philippines. It should have been there for the long term.
The Americans withdrew, of course, because the Iraqis would not give a status of forces agreement under which US forces would not be liable to Iraqi law. That is why the Americans were forced to withdraw.
Yes, and I think the Administration were weak not to get their way on that. Of course, the Maliki regime, which was corrupt and sectarian, has now gone. What we need to look at now is how we make these entities work. Any expert on the area will say that it is not an option to destroy these boundaries.
What I would put to those on the Front-Bench—a line in the motion provides the grounds for this—is that we should follow what the current Prime Minister is doing in Iraq in talking about functioning federalism. We need to give these ethnic groups security within the old post-world war one boundaries. If we look at how the Ottomans did it, we see that they basically left the locals to run their own show. There is a clear breakdown in Iraq whereby significant autonomy is provided within these entities, and this is already happening with the Kurds.
Given the terrible conditions under which local people are living, we will not get their support to remove Daesh if they do not feel that they will emerge at the end of this very difficult process with an entity to which they are loyal and feel safe in. Sunnis in Iraq will not stick their heads above the parapet if they think they will end up with another corrupt Maliki Shi’a regime. The same applies the other way round, because the Shi’a will not want to end up with another Saddam regime.
I entirely agree with my right hon. Friend on the point about federation. Trying to put the construct of a nation-state boundary on what are still tribal areas is almost impossible. Federation has clearly worked well in Yugoslavia, following the conflict there, and it is something that we should look towards.
My proposal is that we do not rearrange the post-world war one boundaries. We should work very closely with the locals in the Vienna negotiations, with the clear intent that at the end of the process, having removed Daesh by military means, we will have an entity that will allow local ethnic and religious groups to have real loyalty to the area where they live. If we do not do that, all the questions from the other side about the 70,000 and all the rest of it will arise. Of course there is doubt, because they are not prepared to stick their heads above the parapet until they know exactly where we are going and they know that they will emerge living in part of a federation where they can be loyal to the new entity.
I shall support the motion tonight, but I urge the Government in the Vienna negotiations to look at how to bring in the Sunni and other local powers in order to establish a long-term solution. We have to look to the long term; there is no short-term fix. Ultimately, there will have to be an international presence to help grow these local institutions, but we must build them around the local ethnic groups.

Commons Chamber1. What recent assessment he has made of the security situation in Northern Ireland; and if he will make a statement.
The threat level in Northern Ireland remains at severe, meaning that a terrorist attack is highly likely.
Despite overwhelming community rejection of their murderous activity, terrorist groups continue to carry out indiscriminate attacks, as we saw in Londonderry last week. The Government remain committed to countering terrorism in all its forms.
What measures is my right hon. Friend taking to ensure that young people do not gravitate to joining paramilitary organisations?
My hon. Friend touches on an important point. The problem cannot be solved by containment alone, although we pay full tribute to the Police Service of Northern Ireland and all those who are working in our security effort. The Prime Minister said that he wants a shared future, not a shared-out future, in Northern Ireland, and we are working closely with the devolved Administration. Only last week, Eamon Gilmore, the Tánaiste, was in Northern Ireland talking to the First Minister and Deputy First Minister about the very schemes to which my hon. Friend refers. A review is taking place to see which are the most effective, and which could be endorsed for a future PEACE IV programme.
Does the Secretary of State understand the anger and fear that is felt in my constituency and, indeed, throughout Northern Ireland, in the light of the release of Colin Duffy, a person charged on three different occasions with the murder of innocent people and who always seems to find a get-out card? What assurance can the Secretary of State give my constituents that they will be safe from brutal terrorists such as Colin Duffy, and not become another statistic in a long line of innocent victims?
I entirely sympathise with the concerns of the hon. Gentleman and his constituents. We believe in the separation of powers, and the decision was made by due process. I am delighted that there was one conviction for that appalling incident. I assure the hon. Gentleman that, as he knows from our private discussions, the Government will bear down on all terrorists. We have brought a further £200 million to Northern Ireland at the request of the Chief Constable, and we will stand by the PSNI and all those working to eradicate that very small number of totally unhinged, dangerous people.
As the Member for the city of Derry, may I inform the Secretary of State that the overwhelming majority of its citizens deplore and resent the dissidents’ acts of civic sabotage on Ireland’s fourth city? Given the right hon. Gentleman’s locus on some security matters, what input does he have into the justice and security Green Paper, and what engagement is he having with the devolved authorities about its implications for Northern Ireland?
I wholly sympathise with the hon. Gentleman’s thoughts on behalf of his constituents. Last week’s attacks were completely incomprehensible to any sane person: elderly people in a home and disadvantaged young people in a home were at real risk. I pay full tribute to the incredible bravery and professionalism of those PSNI officers who led the evacuation. I assure the hon. Gentleman that I work closely with David Ford, the Justice Minister, and the Chief Constable. I spoke to them both this morning, and we are liaising on the justice Green Paper.
I associate myself with the Secretary of State’s remarks about the PSNI and others in Northern Ireland who are combating the threat.
Last week saw the inspirational launch of an exciting tourist initiative for Northern Ireland, NI 2012. When so many people are doing so much work to create a better future, does the Secretary of State agree that last week’s bomb attacks in Derry/Londonderry were reckless and futile? Will he guarantee to the people of Northern Ireland that all those coping with the terrorist threat are given our full support and the resources that they need to deal with any future threat?
I thank the hon. Gentleman for his supportive comments and for the support he gives me on that in private. He is absolutely right to condemn the attacks, which play absolutely no part in the future of Northern Ireland.
On support for the PSNI, as I have just said, the Chief Constable requested extra funds soon after the Government came to office and we delivered £200 million over the next four years. He is quoted in April last year as saying:
“We have the resources, we have the resilience and we have the commitment.”
I again assure the Secretary of State of the Opposition’s full co-operation in dealing with those matters. He will know that responsibility for national security in Northern Ireland rests with him. What assessment has he made of the effectiveness of the security services’ performance and the implementation of the five key national security protocols agreed between the security services and the PSNI at St Andrews?
I am happy to confirm that Lord Carlile, in his third annual report earlier this year, confirmed that MI5 and the PSNI are working very closely together. More work could not be done more energetically to deal with the difficult dissident republican threat.
The devolution of policing and justice reinforced the determination of the political parties in Northern Ireland to face down the small minority who still engage in violence, but legislation stipulates that the Justice Department will disappear in May unless the Assembly resolves that it should continue. Will the Secretary of State update the House on the current thinking within the Executive and the details of any action he might need to take to maintain progress?
I pay tribute to the right hon. Gentleman’s hard work when he ran security under direct rule. As he rightly says, the position is that the current arrangements cease in May this year. Negotiations are going on within the Executive between the First Minister and the Deputy First Minister, in which the Government are also involved. As I understand it, the incumbent, David Ford, has the full support of the First Minister and Deputy First Minister. For the Government’s part, where we have overlapping roles, we have strong support for him and get on with him extremely well. I was in Dublin recently and I can confirm that Alan Shatter, the Irish Justice and Equality Minister, also enjoys working with David Ford. I hope that in due course this will become—
5. What discussions he has had with Ministers in the Northern Ireland Executive on the Welfare Reform Bill.
I discuss welfare reform regularly with the First Minister and Deputy First Minister. We now have a once-in-a-lifetime opportunity to reform the welfare system and to tackle the problems of poverty and welfare dependency by ensuring that work pays, and is seen to pay.
I am sure that the Secretary of State understands the concerns and fears being expressed by many in Northern Ireland, given that the report by the Institute for Fiscal Studies found that, after London, Northern Ireland will be hardest hit by the proposals in the Bill. There is a suggestion that some £600 million will be lost. Does he find it surprising that civil society and Church organisations across Northern Ireland—and, indeed, the UK generally—oppose the Bill? Will he also give me an undertaking that no one will be left homeless as a result of the reforms?
I am grateful to the hon. Gentleman for his question. The four Church leaders came to London to meet the Minister responsible for welfare reform, my noble Friend Lord Freud, who is taking the Bill through the Lords. He explained many of the details of the Bill, which, sadly, is not well understood in Northern Ireland. I see great benefits in making work pay, and we will ensure that every person, regardless of their opportunities, will be better off if they work one hour longer.

Since taking office, my right hon. Friend the Minister of State and I have met the political parties and other interest groups to discuss the issue of dealing with the past, but there is no consensus. I shall meet the parties again in the coming weeks.
I thank the Secretary of State for that answer and I welcome the progress made by the Historical Enquiries Team. Is my right hon. Friend confident that all cases will be dealt with by 2014?
My hon. Friend is quite right to comment on the HET, whose satisfaction levels have been extraordinarily high, with some 90% of families being either satisfied or very satisfied. I last spoke to the Chief Constable about this a few weeks ago and he was confident that on his current track the HET would complete on time.
What discussions has the Secretary of State had with victim and survivor groups, how often has he met the Commission for Victims and Survivors and what have been the positive outcomes?
As I said in my opening answer, my right hon. Friend the Minister of State and I have met the local parties and numerous groups around Northern Ireland since we came to power, seeking a way forward on the issue of the past. We do not own the past, however. We can help facilitate, but ultimately the solution is very much in local hands and depends on local groups and local parties reaching consensus. Sadly, we have so far not found consensus.
Further to that helpful answer, back in November the Secretary of State said that he would meet parties to move the issue forward. Does he agree that bilateral discussions are no substitute for multilateral discussions, and will he tell us when he will make progress on bringing all the parties together to discuss this matter?
That is a very helpful question. There was a debate in the Assembly that asked me to call for talks, so I consulted the Speaker of the Assembly and decided to write to each party individually. I am not convinced that a great summit with satellite camera vans outside Hillsborough is the answer. The issue needs to be discussed soberly, quietly and privately to see whether I can find a way forward. I do not own the past—the solution must come from local politicians themselves. [Interruption.]
Order. There are far too many very noisy private conversations taking place in the Chamber. I want to hear Mr Gregory Campbell.
Does the Secretary of State accept that part of the problem in dealing with the past and trying to get the parties around the table is that one party was party to the major problem of the past—the Provisional IRA. It will not own up to the part it played in creating the past—rather, it tries to deem everyone equal, innocent and guilty alike.
I am grateful to the hon. Gentleman for his question and he touches on the problem of arriving at uniform consensus. We were elected on a platform of no more costly and open-ended inquiries, because we do not like the asymmetry of applying an extraordinary intensity of effort and expense to a very small number of cases. That is why I am trying to find a broader approach, working with all local parties.

With permission, Mr Speaker, I will answer Questions 1, 3, 8 and 11 together.
The threat level in Northern Ireland remains at severe, and we continue to work closely with our partners in the Police Service of Northern Ireland, the Northern Ireland Executive and the Irish Government to counter that threat. We are not complacent, and this Government remain totally committed to ensuring that the Chief Constable has the necessary resources to deal with the threat posed by those terrorist groups.
Does the Secretary of State welcome the many hundreds of people who came out in the constituency of my hon. Friend the Member for Foyle (Mark Durkan) last week to protest against the bombing for the second time of the city of culture office in the city of Derry? Does the right hon. Gentleman agree that they represent the true voice of Northern Ireland, and will he work with the Northern Ireland Executive to ensure that nothing deflects from the city of culture programme taking place in Derry?
I am grateful to the right hon. Gentleman for this question and entirely endorse his comments. It is quite extraordinary, when we think of how that city is coming together, united behind the city of culture programme, which is coming along soon, that that tiny number of unrepresentative people could do such a crazily reckless thing. The demonstration of people coming out on to the street shows the support that exists for the settlement and for the PSNI, and that was endorsed this morning in my conversation with the Northern Ireland Justice Minister, Mr David Ford.
Does my right hon. Friend agree that the recent unanimous support from all parts of the Northern Ireland Assembly for the Police Service of Northern Ireland in dealing with the dissident threat sends a clear message that those organisations will not succeed?
I am grateful to my hon. Friend for that question, which follows on from what I have just said. He is absolutely right to draw attention to the fact that we now have a police service that is wholly accountable to a democratically elected Justice Minister and a democratically elected Policing Board, on which all parties sit.
Is the security situation worse or better than it was a year ago?
I am very grateful to the hon. Lady for that question, and as she knows we have put in very significant extra resources, with £200 million going in over the next four years, backed by the Executive putting in a further £45 million. In discussions with the PSNI, we are determined to bear down on those groups, which are dangerous, and we are not complacent about them.
To answer the hon. Lady’s question directly, we have slowed down the increase in such activity which we saw when we came into office, but there is definitely more work to do, and none of us should underestimate the danger that that small number of people represent not just to the police, but to people going about their everyday business.
I endorse what the Secretary of State has already said about the lack of support from all parts for dissident groups in Northern Ireland, but on combating the dissident threat, what is he doing to strike at their source of funding and their raising of finances, particularly through illicit fuel laundering and other sources of revenue? What is happening to tackle that?
I am grateful to the right hon. Gentleman for that question, because it gives me an opportunity to make clear to the House the remarkable successes that the PSNI has pulled off, stopping fuel laundering and making some very significant arrests on illegal cigarettes. We should all remember the extraordinary level of co-operation that we now have between the PSNI and the Garda, working both sides of the border, because such activity is not restricted to the north.
I am grateful for the Secretary of State’s answer, but he will know that, as well as finance helping the dissident terrorists, one thing on which such people thrive is the hope that they are dictating the Government’s agenda. On that point, they have taken great comfort and solace from the fact that the Ministry of Defence decided not to allow a homecoming parade for the Royal Irish and the Irish Guards in Belfast. Will he continue his efforts and speak to the MOD about that issue, which has gone down very badly in all quarters of Northern Ireland, especially when such parades have been allowed elsewhere throughout the Province? Will he have a word with the Ministry of Defence on that?
I am grateful for that question, too, because I can now clarify that I have regular discussions with the Ministry of Defence. I went to Balmoral showground and I was there with the First Minister when the Royal Irish Regiment and the Irish Guards put on a wonderful demonstration and were warmly welcomed by a large number of people. That was agreed by the Ministry of Defence with the city council.
Recently there have been two bombs found in south Belfast, a bomb found in Bradbury place, and a pipe bomb left on the windowsill of a Polish couple on an estate in Antrim. These are in addition to the other bombs and outrages of which the Secretary of State will be aware. This is totally unacceptable. People have a right to live without fear and intimidation in any community. It is welcome that these attacks have been widely condemned as the work of a very small number of people who seem determined to turn the clock back. What is the latest assessment that the Secretary of State and the Northern Ireland Executive have made about the dissidents’ capabilities, and what steps have they agreed to take to combat their activities?
I very much welcome the hon. Gentleman to his first Northern Ireland questions. As I said in the statement last week, Northern Ireland would not have progressed to where it has without the extremely close co-operation of the main political parties, not just in the UK but in Dublin and Washington. I very much look forward to working with him and wish him well in his difficult role.
As the hon. Gentleman knows, we work extremely closely with the Justice Minister, David Ford, and, as I have already said, we work very closely with the authorities in Dublin, and our assessment is that these groups are still dangerous. He has rightly cited a number of recent incidents which are absolutely outrageous and which are wholly exceptional. The vast majority of people in Northern Ireland want to grab this wonderful opportunity to move Northern Ireland on, and so we will guarantee to work extremely closely with the Police Service of Northern Ireland, the Justice Minister, and the Garda in Dublin.
I thank the Secretary of State for his kind words. I will certainly try to work with him and others for the good of the people of Northern Ireland.
What plans does the Secretary of State have to use his role in working with Northern Ireland ministerial colleagues to promote Londonderry/Derry as the UK city of culture 2013 both nationally and internationally? Is it not the case, as my right hon. Friend the Member for Delyn (Mr Hanson) said, that one very powerful way of combating any dissident threat is to give a positive image of what the city and the whole of Northern Ireland can offer in terms of culture, and to give a true reflection of the people of Northern Ireland, in stark contrast to those who so recently caused outrage when they attacked the city of culture offices?
I am very grateful for the hon. Gentleman’s question and totally endorse it. I was at the launch of the city of culture with the First Minister and the Deputy First Minister, but the key people there were the young people who put on the film and the soundtrack by Snow Patrol, which wowed the judges; Phil Redmond confirmed that it was the thing that really swung it. That is a complete celebration of everything good that is going on in that city, as was the opening of the bridge this year. The tiny number of crazy people putting bombs outside the offices are unrepresentative, and they will not succeed.
I am extremely grateful. We will now move on with rather greater dispatch, I hope.
2. What plans he has to publish his conclusions on legacy issues in Northern Ireland.
My right hon. Friend the Minister of State and I have been meeting a range of political parties and victims’ groups to discuss the issue of dealing with the past. So far, we have not found consensus. While the Government have a role to play, the way forward on this matter must come from within Northern Ireland.
The Secretary of State is of course right that solutions must come from within Northern Ireland, but he will realise that there is now widespread opposition to his proposal for a semi-inquiry into the Pat Finucane case. Does he understand that by going ahead with his proposal, £1.5 million is likely to be wasted, and will he now rethink?
I am grateful to the right hon. Gentleman for his question, and I pay tribute to him, as I did last week in the statement. I am sorry that we disagree on this. He committed to a public inquiry, but he then passed the Inquiries Act 2005, which was the stumbling block. We inherited a complete impasse; this was going nowhere. We think that by accepting the conclusion of the Stevens inquiry, which is possibly the largest police inquiry in British history, and by having the family to Downing street for a fulsome apology, we can now concentrate on what is really important, which I raised with the family when I first met them—namely, to get to the truth as fast possible. That is why we have gone down this route of appointing a well-respected international lawyer and giving him very wide powers to get to the truth by December next year.
I thank the Secretary of State for his answer. However, given the political sensitivity surrounding legacy issues and the fact that the greatest legacy issue in Northern Ireland is the murder of Pat Finucane, will he reflect on the comments of the Minister for Foreign Affairs and Trade in Dublin and of members of the Finucane family, and realise that this could undermine the very architecture of the Good Friday agreement? Will he now redress the situation and ensure that there is an independent judicial inquiry into—
I am afraid that I simply do not agree. We inherited an impasse and have come up with a solution. I have talked to senior members of the Irish Government and I talked to the Tánaiste this week after he had seen the family. On this issue, sadly, we will simply disagree with them. We will not let this one issue undermine the extraordinarily good relations we have with the Republic, nor will we let it undermine the settlement. If the hon. Lady had been at Hillsborough last night and seen people from right across the community welcoming the President, she would have seen just how far Northern Ireland has moved on. We are all determined to keep that going.
One legacy issue that has never been addressed is the role played by elements of the Republic of Ireland’s Government in creating, financing, training and arming the Provisional IRA, and Dublin’s shielding of the provos by refusing to co-operate fully with extradition. Does the Secretary of State accept that the families in Birmingham, Warrington, London, Aldershot and elsewhere deserve to see Enda Kenny step to the mark, acknowledge the failings of the southern Government and formally apologise for those killings?
I think that it is outside my remit. If the hon. Gentleman has questions that he would like to address to the Government of the Republic, he should write to them direct.

6. What discussions he has had with the Chancellor of the Exchequer on the effect in Northern Ireland of changes to air passenger duty.
I have had regular discussions with my right hon. Friend the Chancellor of the Exchequer, who came to Northern Ireland in June, heard at first hand from local businesses about the importance of the issue and became personally involved in resolving it. As a result he announced a cut in air passenger duty next month for all direct long-haul flights from airports in Northern Ireland.
May I welcome yesterday’s announcement and say how encouraging it is to other parts of the UK that think that particular tax is unfair? Will the Minister keep the House updated on the progress of the tax cut so that we may learn something and get a change in other parts of the UK?
I think the hon. Gentleman is asking me to stray into areas that are not my responsibility, but I pay tribute to him and his friends on the Northern Ireland Affairs Committee, who rapidly produced a report making a convincing case for the change. I would like to put on the record that it was a team effort. My right hon. Friend the Minister of State worked closely with the hon. Member for East Antrim (Sammy Wilson) and with the Minister for Enterprise, Trade and Investment, Arlene Foster. The key person was the Chancellor, who saw the need for the change following his visit, took a real personal interest and pushed it through.
I thank the Secretary of State, and indeed the Chancellor of the Exchequer, for taking swift and timely action on air passenger duty in Northern Ireland. When will the Secretary of State consider giving the Northern Ireland Assembly the power to set the level of corporation tax?
I am grateful to my hon. Friend for leading the Northern Ireland Affairs Committee and for getting the report through. I announced two weeks ago that a ministerial working group would be set up, chaired by my hon. Friend the Exchequer Secretary to the Treasury, and it hopes to meet in early November.
Has the Secretary of State had any discussions with members of the Northern Ireland Executive about the devolution of taxes other than corporation tax to Northern Ireland?
Order. We need particular reference to the importance of the air passenger duty. I am sure the hon. Gentleman meant to mention that.
I discussed air passenger duty with members of the Executive, namely the First Minister and the acting Deputy First Minister, yesterday, and I have discussed corporation tax. I have not discussed the devolution of any other taxes.
With respect to the devolution of air passenger duty, will the Secretary of State be pressing for a swift timetable to take that forward? Will he also consider other double-duty taxations caused by people having to travel through GB airports?
My hon. Friend the Economic Secretary made a statement yesterday confirming that from 1 November the long-haul rate will be reduced. I hope to see that followed through swiftly by the Treasury, which is working closely with Executive Ministers so that this issue can be devolved as soon as possible.

With permission, Mr Speaker, I would like to begin by paying tribute to David Cairns, the former Member for Inverclyde, who died recently. He served as a Minister in the Northern Ireland Office for a short time in the run-up to devolution in 2007, and was liked and respected in all parts of the House. I speak for many in Northern Ireland in passing on our sincere condolences.
The British and Irish Governments have been presented with the IICD’s final report, which focuses on commissioners’ experiences and lessons learned. I am considering the report with my counterpart in the Irish Government and we will publish it in due course.
I thank the Secretary of State for his reply, and may I associate myself with the condolences he expressed?
When the Secretary of State announced the dissolution of the IICD and the Independent Monitoring Commission at the end of March, he thanked the commissioners for the crucial part they played in assisting Northern Ireland’s transition to a peaceful, stable and inclusive society. Given developments since, what plans does he have to continue the work previously undertaken by those bodies?
I am grateful to the hon. Lady for her question and her comments. I would like to put on record our thanks to General de Chastelain, Brigadier Nieminen and Andrew Sens for the work they have done over the years. We intend to keep Parliament updated on developments, probably by written statements.
May I pay tribute on behalf of my colleagues to the late David Cairns, former Northern Ireland Minister, for the excellent work he undertook during his time in that post, and pass on our sympathies to his family?
I am sure the Secretary of State will join me in congratulating the Police Service of Northern Ireland and the Garda on the recent Northern Ireland weapons finds in East Tyrone and South Armagh. Will he give an assurance that the amnesty previously offered under the decommissioning legislation to those handing in, and in possession of, such weapons will no longer apply, and that anyone caught in possession of weapons will be brought before the courts and any evidence arising from examination of the weapons will be used in prosecutions?
I am grateful to the right hon. Gentleman for his question, and I entirely endorse his comments on the co-operation between the PSNI and the Garda and the recent arms finds in Tyrone. The amnesty to which he refers expired in February 2010, and we have no plans to reintroduce it. There is no place for arms in today’s Northern Ireland. Everyone can pursue their legitimate aims by peaceful democratic means, and those caught with arms will go through the due process of law.
2. What discussions he has had with the Northern Ireland Executive on the level of security threat from dissidents.
Close co-operation with the Northern Ireland Executive plays a major part in our efforts to counter the threat from terrorism in Northern Ireland. This involves regular discussions with the Executive’s Justice Minister. I look forward to continuing work with the new Executive in the coming weeks and months on the security, economic and community aspects of this problem.
First, may I thank the Secretary of State for his tribute to David Cairns, whom I served with as a Northern Ireland Minister some years ago?
The Secretary of State will know that the PSNI is making good progress in capturing weapons and Semtex, but, with more than 100 bombings in the last year alone, I believe it is clear that supply is coming from outside Northern Ireland. Will he work with the Executive, the Home Office, the Irish authorities and, indeed, international authorities to ensure that he does everything possible to stem the supply of such material from outside Northern Ireland?
I thank the right hon. Gentleman for his question, and pay tribute to his work on Northern Ireland. He is absolutely right that we must make sure that at every level of government we work to stem the flow of fresh arms into Northern Ireland. We now have unprecedented co-operation. That is the case not only between the Westminster Government and the Northern Ireland Executive—I pay tribute to all those who have recently been elected to the Executive, and I am delighted that David Ford, whom I spoke to this morning, has been re-elected—but there is also exceptional co-operation with the Garda. I discussed this matter with the Home Secretary yesterday as well, so we are clearly working at all levels.
May I also pay tribute to David Cairns on behalf of the Select Committee on Northern Ireland Affairs? I had the honour of working with him on a number of Committees and always found him to be extremely efficient and courteous.
All Members will recall the show of paramilitary strength by men in balaclavas over the Easter period, which brings shame to Northern Ireland. Will the Secretary of State give an update on what is being done to pursue those who obviously have common cause with those who were threatening violence?
I thank the Chairman of the Select Committee for his remarks. As he will have seen over the weekend, the police investigation into those shocking scenes at Easter took its course, and in one case charges were laid against Marian McGlinchey. I took the decision to revoke her licence as she was charged under the Terrorism Act 2000. I spoke to the chief constable this morning. The police investigations continue, and I am confident that the PSNI will bring further charges when there is sufficient evidence.
Will the Secretary of State accept—I am sure he will—that the outcome of the recent Assembly and council elections in Northern Ireland showed a clear endorsement of moving Northern Ireland forward and a clear rejection of those who would use violence, whose philosophy is to wreck Stormont and drag us backwards? Will he give a clear commitment to work closely with the security forces, the police and the new Minister of Justice in Northern Ireland to protect society and do whatever is necessary to protect all of us from dissident terrorist threats?
I wholeheartedly endorse the right hon. Gentleman’s comments; there is absolutely no place for the pursuit of any political aim by physical violence in Northern Ireland. I congratulate all those who were elected to the Assembly and to the Executive. Obviously, on this particular issue, I congratulate David Ford, to whom I spoke this morning. I can assure the right hon. Gentleman that we will keep up the very closest co-operation with the Stormont Executive on this issue.
I welcome the Secretary of State’s action on the revocation of the licence of Marian McGlinchey—or Marian Price, as she was known—as it sends out a clear signal to those who would threaten violence. Will the Secretary of State give us his assessment of the number of people he believes are involved in dissident terrorism? What is his assessment of the current level of police and other resources deployed to combat that threat?
I am not sure that the number of those involved is as important as their capability. The right hon. Gentleman knows as well as I do that these people are continuous in their efforts to attack not just the police, but completely innocent members of the general public who are going about their day-to-day business. Although these people are small in number, as we saw in the recent elections, they do have capability and we do not underestimate the threat. That is why we endorsed £50 million of spending last year, and we managed to negotiate an extraordinary settlement of a further £200 million over the next four years. We are absolutely determined to stand by Northern Ireland and do the right thing.
I join the Secretary of State and hon. Members in their tribute to David Cairns. He was a much respected Minister when Labour were in government and a much loved colleague and friend. Our deepest sympathy goes to his family and his partner, Dermot.
It would be remiss not also to take this opportunity to put on the record the fact that the Queen’s extraordinary visit to Ireland at the moment is an enormous success. It is as healing as it is inspiring. The visit both symbolises the peace process and represents the next step in that process. The process is still necessary, as dissident republican groups pose new threats to the police and the public; just this Monday, a coded bomb warning brought huge disruption to central London. What is the Secretary of State’s evaluation of the capability of this growing number of dissident terrorists, not only in Northern Ireland but here in Britain?
I entirely endorse the right hon. Gentleman’s comments on the significance of Her Majesty the Queen’s visit to the Republic of Ireland. It is a wonderful way to end the current President of Ireland’s two terms and it is a wonderful, ringing endorsement of the normality between our two nations. Significantly, the right hon. Gentleman and I are not in Ireland this morning; we are here answering questions in Parliament. This is an endorsement of the tremendous progress that has been made and a sign of how we will move further forward. On the question of capability here, we do not like to get into operational matters but, as he knows, we do not underestimate the threat of these groups and we have done a significant amount in the past year to bear down on them.
The threat, none the less, has clearly heightened, not only in Northern Ireland, but here in Britain. We must all ensure that in Northern Ireland, as well as here in Britain, no part of government resides in just hoping for the best; realism is as vital a tool in containment as is prevention. As part of that realism, the British Government must continue to recognise their responsibility in addressing the sectarian legacy of the troubles. What is the Secretary of State’s response to Co-operation Ireland’s bid for £20 million from the British Government—not from the Assembly—to ensure that in Northern Ireland the big society is more than just aspiration?
Again, I thank the right hon. Gentleman for his question. We increased the threat level from moderate to substantial in Great Britain last year and we are doing what we think is necessary to work closely with the authorities not just in Northern Ireland but in the Republic and to bear down on this issue. The right hon. Gentleman is absolutely right that this is a policy of containment long term and we need to break the cycle. We are extremely interested in the projects run by Co-operation Ireland, such as that in Kilwilkie, but many of these projects are also run by the devolved Administration. As I mentioned in my reply to the right hon. Member for Delyn (Mr Hanson), we will discuss this work with the new devolved Ministers. I had a meeting with the chairman of Co-operation Ireland this week and I shall see him in Dublin later in the week.
7. What recent assessment he has made of the state of the Northern Ireland economy.
Like many in Northern Ireland, I believe that we need to rebalance the Northern Ireland economy and boost private sector growth and investment. The Government will work closely with the Northern Ireland Executive to help make Northern Ireland a beacon for foreign investment and growth.
Enterprise zones in England are an exciting opportunity to grow the private sector, and I hope they will be delivered in my constituency by the Welsh Assembly Government. Will the Secretary of State update the House on what progress is being made in Northern Ireland to deliver such an innovative opportunity?
I am grateful to my hon. Friend for the question. I have been travelling to Northern Ireland for nearly four years and wanting to turn the whole of Northern Ireland into an enterprise zone, making it an attractive place for investment and building on all the advantages that it now has. On my hon. Friend’s specific question, enterprise zones as described in the Budget are now in devolved hands and I hope the devolved Ministers grasp the opportunity with both hands. [Interruption.]
Order. There are far too many noisy private conversations taking place in the Chamber. The House must hear Mr Sammy Wilson.
Recently the Irish Republic abolished air passenger duty, which has put at risk cross-Atlantic flights from Northern Ireland and had an impact on the tourist and investment strategy of the Executive. Ironically, that was done as a result of loans facilitated by the UK Government. Will the Secretary of State ensure that in the renegotiation of those loans or any further loans, conditions are attached that stop the Irish Republic gaining such competitive advantage?
I congratulate the hon. Gentleman on his re-election, and re-election to his Ministry. He is right that maintaining good, cheap and quick transport links between Northern Ireland and the rest of the world is vital. I have discussed APD with Treasury colleagues. A consultation is going on and I would like to meet the hon. Gentleman to discuss how we work together on the matter. In meetings with the Government in Dublin, I will also raise the issue.
9. What assessment he has made of the security threat from dissident republicans; and if he will make a statement.
The threat level in Northern Ireland remains at severe. Despite the overwhelming community rejection of their murderous strategy following the despicable murder of Ronan Kerr last month, the terrorist groups continue to pose an indiscriminate threat to the lives of police officers and the general public, who just want to go about their lives without fear, disruption or intimidation.
I can reassure the hon. Gentleman that we take the threat extremely seriously. We do not underestimate it. As I said earlier, we endorsed an extra £50 million package last year for the PSNI and we have negotiated an exceptional four-year plan of £200 million over the coming years. I know that Matt Baggott, the Chief Constable, to whom I spoke this morning, is already putting those funds to very good use. We are determined to bear down on that small number of wholly unrepresentative, dangerous people.
10. Whether he plans to provide further direct funding for projects to deal with legacy issues in Northern Ireland.
This Government funded the four public inquiries into legacy cases, which were set up under the previous Government, so that they could be completed as soon as possible. I am currently considering what, if any, further role the Government can play in dealing with the past in Northern Ireland.
A successful and prosperous future for Northern Ireland requires the Government to deal responsibly with all outstanding issues related to the peace process. Does the Secretary of State intend to honour all those outstanding issues?
Yes, I understand the tone of the hon. Gentleman’s question. We endorse the agreements. We made that clear, as our record over the past year shows, but we also recognise that the past continues to be an issue. That is why I am continuing to talk to a wide range of groups, as is my right hon. Friend the Prime Minister, to see whether we can find a way forward on which we can work with the Executive.
Does the Secretary of State agree that a coherent and comprehensive strategy to deal with legacy issues is vital if we are to build a stable future for the people of Northern Ireland?
I could not quite hear the hon. Lady’s question, but I think I got the gist of it. As she knows, it is not easy to achieve consensus on this issue, which is why we are carrying on this listening exercise and talking with a wide range of groups, and I am very happy to talk and listen to her.

Commons Chamber1. What assessment he has made of the effect on economic growth in Northern Ireland of the increase in the basic rate of value added tax.
Before answering, may I pay tribute to Ranger David Dalzell of the 1st Battalion the Royal Irish Regiment? He came from Bangor, but he was also stationed with his regiment in my constituency at Tern Hill. I am sure the whole House will join me in offering our condolences to his family and friends, and thanking this brave young man for his service to his country after he was killed in Helmand this week.
The reckless years of debt and spending made the VAT rise a necessary step for national economic recovery. Forecasts from the Office for Budget Responsibility show that the Government’s plans will deliver sustainable growth for each of the next five years, with employment rising by 1.1 million by 2015, and the deficit falling.
When will the Secretary of State set out his paper on rebalancing the Northern Ireland economy? That is particularly crucial at a time when the VAT rise is damaging local retailers.
The hon. Lady is correct. We need to bring the paper forward as a team effort, working with local Ministers. I will come to that in response to later questions. We had a very satisfactory meeting with the Exchequer Secretary earlier this week, and we hope to publish the paper as soon as possible.
Further to that answer, how long will the consultation period on the document be when it is released?
I am grateful to the Chairman of the Select Committee on Northern Ireland Affairs for his question. That has to be finally decided, but I would estimate that we should have a public consultation period of two to three months.
I associate myself with the comments of the Secretary of State on Ranger Dalzell. Across the House we are all well aware of the bravery and courage that all those young men show. We sympathise with his family at this time.
On VAT, shoppers from the Republic of Ireland coming across to Northern Ireland contribute greatly to the economy of Northern Ireland. The VAT increase has impacted directly on Northern Ireland, leading to a 10% reduction in sales and a 28% reduction in exports. What will the Secretary of State do to address that?
I am grateful to the hon. Gentleman for his comments on Ranger Dalzell.
Cross-border taxation is an issue that we will consider as part of the paper. We are acutely aware of the ability of consumers to move their spending rapidly either way, depending on taxation.
Can the Secretary of State put into context the changes in taxation? Basic rate taxpayers in Northern Ireland have had their personal allowance increase, which has taken many of them out of the tax net.
We regard Northern Ireland as an integral part of the United Kingdom. Northern Ireland taxpayers pay their tax and receive public spending in return.
I join the Secretary of State in his tribute to Ranger Dalzell and his family.
The Secretary of State has made it clear that he wants to be Northern Ireland’s man in the Cabinet. As he knows, following the rise in VAT instituted by his Government, a litre of fuel in Northern Ireland is the most expensive in any part of the UK. Can he tell the House why it is more expensive in Belfast than in North Shropshire, and what a litre of fuel costs in Belfast this morning?
Prices vary from 120p to 133p for petrol or diesel, but the right hon. Gentleman should remember that it was his Government who increased the rate of duty on fuel. He was in the bunker with the great incompetent for Kirkcaldy and Cowdenbeath (Mr Brown), who got the country into this mess in the first place.
I am glad that the Secretary of State managed to find an answer in his folder. The First Minister and Deputy First Minister are asking him urgently for help in Northern Ireland now. He has been in the job for nearly a year, but so far there has been no real help on the economy, just a promised paper on the economy that is still stuck in the printing press. Meanwhile, VAT is up, fuel prices are up and private sector business activity is reporting the biggest fall in 26 months. Hundreds are losing their jobs at Belfast Metropolitan college, 4,000 more are due to lose their jobs in health and social services and tens of thousands more jobs will go in the public sector. In Dublin, demand evaporates. Now we learn that he is losing his battle with the Chancellor for a future grab on end-of-year funding from the Executive. We can all see that it is hurting. When are people in Northern Ireland going to see it is working?
I do not know how the right hon. Gentleman has the nerve. When he was sitting in the bunker in Downing street shoring up his former boss, who overruled the right hon. Member for Edinburgh South West (Mr Darling) when he wanted to raise VAT, the Belfast News Letter found out that I was in Northern Ireland more than he was. We were in the danger zone in May, but thanks to the measures that we have taken, everyone in the UK, including in Northern Ireland and Lancashire, are in a better place as we establish stability in the public finances. We cannot go on spending £120 million a day on debt interest.
2. What his policy is on the use of stop-and-search powers by security forces in Northern Ireland.
3. What arrangements he has made to ensure that the Police Service of Northern Ireland has the resources to meet threats from dissident activity.
Funding for the PSNI is primarily a matter for the Northern Ireland Executive. However, this Government are committed to ensuring that the Chief Constable has the necessary resources to counter the threat posed by terrorist groups. The Northern Ireland Justice Minister has made a strong case to the Treasury for access to additional resources, but discussions are continuing at the highest level, and I am confident that we will have a satisfactory outcome soon.
The Chief Constable of the PSNI has requested an extra £200 million to deal with the perceived dissident threat in Northern Ireland. Yesterday the Chancellor of the Exchequer said that he was “interrogating the request”. Surely we should have had a proper response by now.
The hon. Gentleman is quite right: the Chief Constable and the Justice Minister have made that request, and we are taking it extremely seriously. The bid is, of course, for money over four years, which is probably unprecedented for the reserve, and it is not an easy matter, given the national economic circumstances that we face. I remind the hon. Gentleman, however, of the Chancellor’s words yesterday. He said:
“We will treat the request with due diligence, but I am clear that security comes first. That will be my priority.” —[Official Report, 8 February 2011; Vol. 523, c. 148.]
The Secretary of State will no doubt be as delighted as I am by the proposed visit of the Queen down to Dublin, but he will have seen the news on republican websites that there is likely to be dissident activity. What assistance will be given to the PSNI during that difficult period?
My hon. Friend will know that no visit has formally been confirmed, although everyone in the House would welcome one. I should like to confirm that we have the closest possible collaboration with the Garda Siochana out in Dublin. A couple of weeks ago I met the new commissioner, Martin Callinan, and I am delighted to say that he is absolutely as robust and as determined to face down those terrorists as his predecessor, Fachtna Murphy.
Given the continuing perceived threat from dissident activity, the disruption to normal human and economic activity two weeks ago in Belfast, and the calculating callousness of leaving a booby-trap device on a child’s bicycle, will the Secretary of State now take action to ensure that intelligence is transferred from MI5 to the Police Service of Northern Ireland, which has all the accountability mechanisms in place?
I agree with the hon. Lady about the disgusting nature of those terrorists: booby-trapping a child’s bicycle is absolutely revolting. I know that her strong belief is that the regime should be changed, but at this moment it would be crazy to move the furniture around. Let me make it very clear that Lord Carlile, who conducted an independent review of the matter, said that MI5 and the Police Service of Northern Ireland are working very closely together, and that we could not do more work, or do it more energetically, to deal with what is a very difficult threat. I am afraid that we just have to disagree on this matter, but I do agree that we have to do everything that we can to bear down—
Order. I am immensely grateful to the Secretary of State, but we must move on.
Although PSNI funding is rightly the responsibility of the devolved Administration, will my right hon. Friend reassure the House that, in the event that dissident activity becomes much stronger, resources may be made available from the UK Government?
I thank my hon. Friend for that question. We made it clear that a bid has been made by the Justice Minister, whom I met on Monday and talked to this morning on the phone. We are raising this at the highest level of government and we are determined to stand by Northern Ireland and do the right thing.
It would be churlish of me to let this occasion pass without congratulating the right hon. Gentleman, the Minister of State, on his elevation to the Privy Council, and I do so with pleasure.
It would be negligent of me—
It would be negligent of me, Mr Speaker, not to remind the Secretary of State that the request for additional funding has been with the Treasury since last year—for months. The signal that we send to dissident terrorists is the most important thing here. Will the Secretary of State fight for Ulster, fight against the dissidents and fight with the Treasury to get this money, which the PSNI needs now?
I thank the hon. Gentleman for his congratulations to my right hon. Friend. He is not quite right about the request—[Interruption.] No, he is not right to say “months”. The Minister of Justice has negotiated within the Executive and got a significant increase from his fellow Ministers, which we welcome. Having resolved where he stood with the Executive, he then wrote to me with a request calling on the reserve. That letter came to me in January.
4. What recent assessment he has made of the level of threat to security in Northern Ireland posed by residual terrorist groups; and if he will make a statement.
5. What recent discussions he has had with Ministers in the Northern Ireland Executive on economic development in Northern Ireland.
The Minister of State and I met last week with the Exchequer Secretary and Northern Ireland’s First Minister, Deputy First Minister, Minister of Finance and Personnel, and Minister of Enterprise, Trade and Finance to discuss the Government paper on rebalancing the Northern Ireland economy and promoting investment and growth.
Given the coming corporation tax cut, the national insurance contributions holiday for small businesses and the avoidance of Labour’s national insurance tax increase next month, does the Secretary of State agree that this Government are restoring Northern Ireland’s reputation as a destination for inward investment, which was badly damaged by the previous Government?
I endorse my hon. Friend’s comments. We had an excellent meeting at Hillsborough only last week with a number of major businesses, at which we saw significant investment coming in from Denmark. I am pleased to say that our plans were endorsed by a coalition of significant business organisations last week.
Will the Secretary of State outline his assessment of the potential impact on the Northern Ireland economy of the reduction in corporation tax, and of its cost?
The coalition of businesses that I mentioned gave an estimate last week of 94,000 jobs, and the Northern Ireland Economic Reform Group published a report yesterday with an estimate of 90,000 jobs. On the costs, the hon. Gentleman should consider the case of Canada, where corporation tax has been reduced over recent years and revenue has increased. He will have to be patient and wait for the publication of our paper, which I hope will happen soon.
Does the Secretary of State agree that Northern Ireland urgently needs meaningful action on creating economic opportunity? Has there been any discussion about how we might create the authority for the Northern Ireland Executive to create bonds, thereby creating private funding to boost our construction industry and build the necessary schools and infrastructure that are missing?
Order. There is far too much noise in the Chamber. [Hon. Members: “Hear! Hear!”] Agreement is one thing; abiding by it is another. Ministers cannot even hear what is being asked. A bit of order please.
I am grateful to the hon. Gentleman for his question. We will have a consultation period once the paper is published. He made an interesting suggestion, which the Chancellor will have heard. I hope that he will put it through formally in the consultation process.
7. When the Government expect to publish their proposals for rebalancing the Northern Ireland economy.
The Exchequer Secretary, the Minister of State and I continue to work intensively with Northern Ireland Ministers on the Government’s consultation paper to set out measures aimed at rebalancing and growing the Northern Ireland economy. We hope to complete our work and publish the paper soon.
Does the Secretary of State accept that the Northern Ireland economy needs to stimulate the private sector? How do the Government propose to do that?
The hon. Gentleman is right. According to one report, Northern Ireland’s economy depends on public spending for 77.6% of its gross domestic product. That is wholly and totally unsustainable. I have been visiting Northern Ireland for three and a half years now and visiting businesses, and we are considering a whole range of measures for rebalancing the economy and helping to promote the private sector, which will be published in our report. There are excellent private businesses in Northern Ireland, just not enough.
The Secretary of State will be aware that to travel from Aldergrove airport in Northern Ireland on a transatlantic flight, a passenger has to spend an additional £150 in tax. If he travelled from the south of Ireland, 90 miles away, as of 1 March he would pay €3 in tax. What is the Secretary of State going to do about that to encourage people to travel on transatlantic flights from Northern Ireland?
The hon. Gentleman raises an important issue. I discussed it with Declan Kelly, the US envoy, 10 days ago, and it was also discussed at our meeting with local Ministers and the Exchequer Secretary earlier this week. My right hon. Friend the Minister of State is working on it with colleagues in the Treasury.

Commons Chamber3. What recent assessment he has made of the level of dissident republican activity in Northern Ireland.
With permission, I would like to make a brief comment about the shadow Secretary of State for Northern Ireland, the right hon. Member for St Helens South and Whiston (Mr Woodward), and his deputy, the shadow Minister of State, the right hon. Member for Wythenshawe and Sale East (Paul Goggins), as this might be their last outing in their current positions. We should put on record our gratitude for the work that they did when in office and for pulling off the great final stage of ensuring that policing and justice were devolved. We all owe them—and everyone in Northern Ireland owes them—a debt.
The threat level in Northern Ireland remains at severe. The security forces continue to bear down on these terrorist groupings. So far this year, there have been 163 arrests and 56 persons charged with terrorist offences. That compares with 106 arrests and 17 charges in the whole of 2009. The numbers involved are small in terms of the overall population, but not insignificant in some areas. Everyone must play their part in demonstrating that these people have nothing to offer but suffering, damage and the diversion of money that would be better spent elsewhere.
Order. In future, questions must be shorter. This really will not do.
I am grateful for the hon. Lady’s question. This was a disgusting murder, carried out at just after 1 o’clock in the afternoon in front of good, ordinary people going about their daily business, and it should be utterly condemned. The IMC report makes clear how extremely serious the matter is, but it does not recommend that we consider specification. We in Westminster, those in Stormont, the police, those responsible for security in Northern Ireland and, above all, the community have to bear down on this small number of people. I pay tribute to the very large number of people who turned out for the funeral, showing what the local community really thinks.
The Secretary of State will be aware of a recent attack by dissident republicans in my constituency, in which two young children almost lost their lives. My understanding is that six or seven people were arrested by the Police Service of Northern Ireland, but all were released. Does the right hon. Gentleman understand the frustration of my constituents at the fact that no one has been charged for that and other offences, or is it the case that the PSNI no longer has the experienced detectives that it needs?
I am very sympathetic to the problems that the hon. Gentleman has in his constituency. This small number of people are wholly unrepresentative of the community. What they are doing is utterly irresponsible and risks serious damage to lives—it has to be utterly condemned. We have to respect the operational independence of the police. As I cited earlier, arrests are up and charges are up this year. We have had 56 charges as against 17 last year, but it is not for me to interfere with the processes of the police or of justice. The hon. Gentleman has good contacts with the local Minister and this is a devolved matter. If the local judicial system can be accelerated, that is now in local hands; we should not tamper with the independence of either the police or the judiciary.
I also pay tribute to the work of the shadow Secretary of State when he was in office, and I particularly thank the shadow Minister of State for the very courteous way in which he treated me while I shadowed him for a number of years.
Given the pressures of historical inquiries and the inevitable budgetary pressures that all public sector workers and departments are facing, is the right hon. Gentleman satisfied that the PSNI has adequate resources to counter the threats we face—not only from dissident republicans, but from any terrorists in Northern Ireland?
I am grateful for the comments of the Chairman of the Select Committee. We will stand by Northern Ireland, and we will do what is right. As for police numbers, we know that there could always be more—there is not a chief constable in the United Kingdom who would not like more—but I am in regular contact with the local Justice Minister, the Chief Constable and those who are bearing down on dissidents, and we will ensure that we do the right thing by Northern Ireland.
I echo the words of thanks to the former Secretary of State and his former security Minister. We had several bruising encounters—some good and others not so good, but very enjoyable none the less.
Let me turn to the dissident threat. Will the Secretary of State give us a progress report on the automatic number plate recognition system that his security Minister announced in the House not long ago? Has it been introduced, and what progress is being made in countering and surveillance activities relating to dissident republicans?
At the previous Question Time, we announced that we had approved the final tranche—the £12.9 million that was required for the new technology, which I expect to have a real impact in bearing down on the small number of dangerous people. Its implementation is in the hands of the local Minister and the Chief Constable. I shall meet them in the forthcoming days and ask how they are progressing, but at the time of my last meeting with them, they were well on the way to introducing the technology.
I am grateful to the Secretary of State and, indeed, other Members who have made generous remarks this morning. I wish the Secretary of State and his deputy every success in their responsibilities.
Dealing with threats to security in Northern Ireland requires full public confidence in a police service that is representative of the community it serves. Although policing has now been devolved, the legal framework for ensuring that 30% of officers in the Police Service of Northern Ireland come from the Catholic community remains the Secretary of State’s responsibility. Will he take this opportunity to confirm his commitment to achieving that target as soon as possible?
As the shadow Minister knows, the Patten commitment was to achieve a figure of 29% to 33% by this year. The current figure is 29.33%, so we have achieved the Patten threshold. The renewal of the measure was due to last one more year, and we agreed to that when we were in opposition. What we do next is up to us to discuss with the local Minister responsible and with those who now run the police service, but I hope that we have established enough momentum to ensure that people throughout the community will see joining the PSNI as a worthwhile career, and will be attracted to it.
2. What recent discussions he has had with Ministers in the Northern Ireland Executive on the effects of the recession on the Northern Ireland economy.
4. What progress he has made in discussions with the Northern Ireland Executive and the Chancellor of the Exchequer on changes to corporation tax in Northern Ireland.
My hon. Friend the Minister of State, the Exchequer Secretary and I met Executive Ministers last month to discuss corporation tax and how the Northern Ireland economy could be rebalanced. We are working closely with them in the preparation of a Treasury paper and shall consult on this later in the year.
I thank my right hon. Friend the Secretary of State for that answer. Does he agree that the problem with the Northern Irish economy is that the private sector is too small, and that reducing corporation tax rates will help boost the private sector and rebalance the economy?
I entirely agree with my hon. Friend. Let me give one figure: 77.6% of Northern Ireland’s GDP is dependent on public spending. That is clearly wholly unsustainable, and our proposal is to rebalance the Northern Ireland economy—which I estimate will take at least 25 years—by a number of measures that could include the devolution of corporation tax rates, thereby allowing the local Executive to reduce them.
In the Secretary of State’s consideration and representations on these matters, will he take particular account of the circumstances of border areas? Is he prepared to receive proposals on cross-border economic zones and their tax treatment, not least in the north-west, so that we can win investment and employment on the back of the cross-border Project Kelvin?
I am open to any ideas that will help to revive the private sector in Northern Ireland, which we all agree is too small. If the hon. Gentleman would like to make suggestions, my door will always be open. However, he should remember that a lot of this is devolved, with the decisions in the hands of his colleagues in the Assembly, and that this is a team game.
I thank the right hon. Gentleman and the Minister for their kind words. It has been a huge privilege for my right hon. Friend the Member for Wythenshawe and Sale East (Paul Goggins) and I to serve the people of Northern Ireland. Whatever my future, which is in the hands of my hon. Friends, the right hon. Gentleman can be sure that we will continue our bipartisan support for his policy.
During the general election, the right hon. Member for Witney (Mr Cameron) talked about targeting Northern Ireland and the north-east of England for special cuts in Government spending. The Secretary of State tried to blunt that with the prospect of cutting corporation tax, but he will know from the Azores ruling that it is legal only if Northern Ireland bears fiscal consequences. What is his estimate of the annual additional cut the Treasury would have to take from the annual block grant to fund a cut in corporation tax to 12.5%?
I am grateful for the right hon. Gentleman’s comments, but I would just like to correct an inadvertent comment on my colleague the Prime Minister, who did not target Northern Ireland; he just said, correctly, that it is one of those parts of the United Kingdom that is over-dependent on the public sector. On the question of the corporation tax sums, I say, bluntly, that nobody knows. That is why I am working closely with my Treasury colleagues—in particular, the Exchequer Secretary—to work out exactly the cost. Some international accountancy firms have estimated that, according to the Azores ruling, about £100 million to £150 million would have to be taken off the block grant.
The right hon. Gentleman will know that Northern Ireland is over-dependent for a very good reason: because of the troubles. The answer to the question is contained in the report produced by Sir David Varney for the Treasury, and it is that £300 million would be taken out of the block grant. I simply say to the right hon. Gentleman that the net cost to the Exchequer for 10 years would be estimated at £2.2 billion. He is a very good sort of fellow, so why does he not level with the people of Northern Ireland? Just as his party’s electoral pact with the Ulster Unionists left them with nothing, just as his party’s talks on the Presbyterian Mutual Society look like leaving small investors with nothing, the promises on corporation tax will result in at best nothing and at worst an invitation to his right hon. Friend the Chancellor to wield the axe.

I am sorry that the tone has descended. All my colleagues in Front-Bench positions inherited the odd prawn behind the radiator. We inherited Northern Ireland and a whole bag full of old langoustines stuck under a radiator going at top speed. We face a long-term problem with the economy. The Varney report is, sadly, now out of date. It cited a figure of more than £300 million, whereas the independent Northern Ireland Economic Reform Group, which carried out a detailed study of the benefits that a reduction of corporation tax would bring, gave a lower figure. The fact is that we do not know yet, and we will be studying this in detail and introducing our proposals later in the autumn.
6. What recent representations he has received on the report of the Saville inquiry.
The reaction to the report of the Saville inquiry and to the Prime Minister’s statement to this House on 15 June has been overwhelmingly positive. Since publication, I have also met the families of those killed. I have received no formal representations in relation to the inquiry’s report, other than routine correspondence.
Yesterday, the Secretary of State once again informed the House that he will be meeting the families who lost their loved ones in Ballymurphy in August 1971. Will he assure the House that the issues that cannot be explored by the Historical Enquiries Team will be resolved by a process that is satisfactory to the families?
I thank the hon. Lady for her question. I think that she should understand the sensitivities of these historical cases. Where I have given a commitment—I have a meeting planned with the families—it is appropriate that I talk to the families before I comment further.
Whatever mechanism we adopt to deal with the past, if we adopt any at all, surely it must be consistent. Does the Secretary of State agree that, whereas the Saville report dealt purely with the activities of the troops, soldiers and other activists on the day, the Billy Wright inquiry, which the media attended, seemed to deal with issues before and after the events of the day? We need a consistent approach to try to bring some closure.
The hon. Gentleman is absolutely right, and that is why we have launched a process of talking to local politicians and local groups to work out a way forward on how we handle the past. It was clear from the submissions to Eames-Bradley that there is absolutely no consensus, but the hon. Gentleman is right that we must have a process that is consistent. We will be working on that over the coming months.
7. Whether he has met the family of Pat Finucane to offer an inquiry into his death; and if he will make a statement.
I met the family of Pat Finucane while in opposition. On becoming Secretary of State, I wrote to the family and invited them to meet me.
Will the Secretary of State elucidate the questions that were put to him by the family at that meeting?
The meeting that I had with them in opposition was some time ago. I have a meeting planned shortly and I think that it is appropriate, as I have said on several occasions, that I talk to the families before pronouncing further. The hon. Gentleman knows from his time as a Minister in Northern Ireland how sensitive and difficult this issue is, which is why it was not resolved by his Government.
Surely the Secretary of State will realise that, rather than individual inquiries, it would be better to put the resources into the Historical Enquiries Team so as to allow a swathe of the people who have been injured and who suffered through the tragedies of Northern Ireland’s years of terrorism to find answers to their questions.
The hon. Gentleman is absolutely right. The Historical Enquiries team is looking at 3,268 deaths on a budget that was originally set at £34 million over six years. We must contrast that with the Billy Wright inquiry on which I reported yesterday, which cost £30 million and looked into one death.

This is just one of the 10 volumes that have been published today. People will want to take time to read them. In a way, I am sorry that the debate is not until the autumn, but it is probably right to give the Government, the families and others time to assess what is in the report and to come back with sensible proposals, where necessary, on how to deal with them.
