The hon. Gentleman opened his question by expressing his view that I had given a long and rambling answer. I am pretty confident that the question was longer and more rambling than my previous answer.
Will there be no basis of trade if we fall out without an agreement? No. There will continue to be the basis of trade that exists for everybody, which is the World Trade Organisation. [Interruption.] Indeed, I do confirm that. That is why we are putting such an enormous amount of effort into transitioning these agreements. Will the terms be amended? Yes; plainly, the bilateral partners with whom we are negotiating have different motivations. That is something that I have made very clear to members of the International Trade Committee when I have talked to them. That has led to some extension of the discussions that we are having, but many of those discussions are going extremely well. I reiterate to the House that I am confident that the majority of these trade arrangements will be put in place by the time we leave the European Union.
The hon. Gentleman also treated us to his analysis of EPAs, saying that they were not fit for purpose. He gave us the example of oranges. The last time I stood opposite him in a debate, he gave us the example of the difficulty that EPAs cause Ghana and its chicken, and indeed Tanzania and its fish. On the Ghana agreement, the fact is—I remember this—that chicken had been completely excluded from the EPA. The point about Tanzania and fish is not entirely relevant to EPAs, as there is no EPA with Tanzania.
My confidence is strong on this issue. I believe that we will have the majority of these arrangements in place. Yes, some of them are challenging. One or two of them are even more than challenging; they are close to impossible. Turkey has clearly been identified as an area where the issue of a customs union makes a deal with it very difficult indeed. I have made these things absolutely plain to the House before. However, I believe that we will have the vast majority of these other arrangements in place. We will protect our consumers and our businesses, which will be able to carry on using preferences.
Obviously, behind the debate about the concept of trade are jobs. What assessment has the Minister made of the number of jobs at risk if these agreements are not put in place? Has he identified the companies that will struggle? Is he working with the Department for Work and Pensions on contingency plans for those communities that might be particularly affected by any failure to roll over the agreements?
We are in constant contact with all the businesses that trade on these preferences; we have written to them many times. We have issued technical notices advising businesses on the steps they need to take to ensure that they are prepared for that scenario. Plainly, it is much better to have these agreements in place than not, but as I have just discussed with the hon. Member for Sefton Central (Bill Esterson), a change in the arrangements does not mean that trade with those countries will stop; it simply means that the terms will change. I believe that we are doing all we can and should to prepare businesses for some of the deals potentially not being passed, and we continue to do that.

Commons ChamberI thank the hon. Gentleman for raising this important issue. It is absolutely critical that we celebrate it in this centenary year. I hope that he will speak to the activists in his constituency and consider applying for some support to raise the profile of the historical suffragette in his area. We are absolutely committed as a Government to ensuring that we have high representation not only in Parliament, but in Government. I am delighted to say that women make up 30% of the people attending Cabinet.
First, let me congratulate the Home Secretary on her expanded role. I know that she will do a brilliant job. She will know that young people, parents and teachers think that it is vital in a modern internet world to see sex and relationships education updated. Can she confirm that the Government will push ahead with updating the guidance, which is now so out of date, and that she will meet me, my right hon. Friend the Member for Basingstoke (Mrs Miller) and the hon. Member for Rotherham (Sarah Champion) to make sure that we can have cross-party support for the work that is being undertaken?

Commons ChamberAll Departments carefully consider the equalities impact of individual policy decisions on those who share protected characteristics, including gender and race, in line with the Government’s strong commitment to equality issues. From April 2018, the national living wage will increase by 4.4%. Past increases have disproportionately benefited women and those from BAME backgrounds, as well as the disabled.
Does the Minister accept the figures contained in the “Intersecting Inequalities” report by the Women’s Budget Group and the Runnymede Trust, showing the disproportionate impact of tax and benefit changes on women from black and minority ethnic backgrounds, and will the Government issue an official response?
I am aware of that work. Part of the challenge is that we need to see much more clearly the broader picture in relation to how Budgets and Government decisions affect BAME women. The analysis that the hon. Gentleman mentions does not take into account the impact of the national living wage, the changes we have made to childcare—introducing 30 hours’ free care—the work that we are doing on reducing the gender pay gap, the introduction of shared parental leave or the introduction of increased flexible working. The Institute for Fiscal Studies has been very clear that
“what is possible falls a long way short of a full gender impact assessment”,
and that is the underlying weakness in the analysis.[Official Report, 18 December 2017, Vol. 633, c. 4MC.]
Does the Minister agree that the welcome announcement in the Budget yesterday of £600 per pupil towards the study of maths at higher than GCSE level will be of huge benefit for BAME women, and women across the board, because many studies show that women with higher science, technology, engineering and maths qualifications can earn up to 20% more?
My hon. Friend is absolutely right, and this has been a focus for the Government for the past seven years. The next steps were announced yesterday, with the £600 extra for young people enrolling on such A-levels, alongside a commitment to have more transparency on the STEM A-level subjects that girls are taking, so that we can really focus on gender disparities and seek to address them. It is probably worth pointing out that maths A-level has been the most popular A-level in our country since 2013, which shows that although we have a long way to go, this Government are already making a difference in successfully encouraging young people to take maths.
The Chancellor’s £1.5 billion package for universal credit will do very little to address the disproportionate impact of previous Budgets and policies on BAME women. According to the Women’s Budget Group, BAME women will be £1,400 a year worse off. Will the Minister make representations to the Chancellor on behalf of these women?
It is worth reflecting on the fact that two thirds of the people who will benefit from the national living wage increase—it is increasing by 4.4% from next April—will be women. Indeed, because of the tax changes we are making, with the increase in the personal allowance from 2015-16 to 2017-18, 800,000 women will be taken out of tax altogether, which is something we should all welcome.
We know that black and minority ethnic women face multiple disadvantages in society, and good information is crucial for sound policy making. I listened to the Minister’s concerns about publishing such information on the impact of the Budget, but may I offer a solution? If the Government were to publish their own analysis of the impact of the Budget on gender and race, everybody would be able to see what the impacts are, and indeed Ministers would be able to make good policy decisions for all groups who are protected.
As I have set out, it is difficult to do that, as the IFS has said. The underlying point, which I think everyone recognises, is that it is very difficult to do the analysis because it relies on assumptions about how income is shared within households. In relation to the outcomes for BAME women, and BAME people more broadly, 3.8 million ethnic minority people are now in work, which is a rise of 1.7 million since 2005. It is also worth telling the House that we are making a particular push on apprenticeships by ensuring that we see diversity among those who are taking them, and a growing number of BAME young people are doing so.
Over the past month, Mr Speaker, we were both, along with many colleagues from across the House, able to attend the event recognising the Patchwork Foundation’s excellent work engaging under-represented groups in politics. I was also lucky enough to be able to join the UK Youth Parliament in Parliament a few Fridays ago, when it debated important equalities issues such as LGBT rights and the need for a more diverse Parliament over the coming years.
Increasing diversity in Parliament is critical. The Government also remain committed to increasing equality in the workplace and it is good news that the new gender pay gap reporting released last month shows that the full-time gender pay gap is now the lowest it has ever been. Of course, this week marks the launch of our latest programme for returners in the public sector, for those wishing to rejoin the civil service. My Department is leading the way by offering returner places within the Government Equalities Office.
What steps is the Minister planning to take to celebrate the centenary of women being able to vote?
We have announced a £5 million fund that will do three things. First, it will help us fund the statue of Millicent Fawcett in Parliament Square. Secondly, there will be grassroots funding and we are alerting community organisations around the country so that they can do their own local projects. Thirdly, as we announced in the Budget yesterday, seven centenary cities and towns in England with a strong suffrage history will receive funding to make sure that the places where the push for women’s votes was strongest can play their role in helping us remember such an important milestone.
Parliament itself is very much engaged with these matters, of course, and that will take the form of a huge exhibition in the course of 2018, which I am sure all colleagues will wish to visit and to encourage others to visit.
Yesterday’s Budget proved that austerity is a failed economic project and women have paid the price. Since 2010, 86% of net savings to the Treasury have come from women. Last year, the Treasury refused to send a Minister to the Women and Equalities Committee to answer questions about the impact of the Government’s budget plans and fiscal statements on women. The intersectionality of the cuts takes into account all the benefits to women, and they are still 10 or 12 times worse off. If the Minister disagrees, does she not think that it is about time for a comprehensive equality impact assessment to be conducted by the Government and for the Treasury to be held to account on the impact of their policies on women and diverse communities?
In the fact-free environment in which the Opposition live, it is easy to ignore what respected commentators such as the Institute for Fiscal Studies say about that analysis. It has said that
“what is possible falls a long way short of a full gender impact assessment.”
The IFS makes that point because the analysis of the Budget considers tax and welfare but does not and cannot take into account the impact of the national living wage, the childcare policies this Government have introduced, the work we have done on the gender pay gap, or the legal changes we have made on shared parental leave and flexible working. It gives a very narrow picture of how much the Government are doing to support women. The other point that has been missed is that there are now more women in work than ever before. If we are really interested in women’s economic empowerment, surely that is the main statistic we should focus on.
I call David Morris—he is not here. Where is the fellow? An extraordinary business; he is no doubt in Morecambe. What a pity. Nevertheless, Mr Cleverly is here, so let’s hear him.
This is an important topic. Paying men and women unequally for the same work has been unlawful for nearly 50 years, and I spoke directly with Frances O’Grady only yesterday about the need for us to work collectively to tackle this. The Department for Education also held a flexible working summit with the teaching profession last month. I agree that improving flexible working is part of how we can ensure that women are better able to get back into the workplace. In relation to equal pay, that is a legal requirement and gender pay gap transparency is part of how we can continue to shine a light on this range of issues.
Parliament and the Leader of the House are tackling the difficult issue of sexual harassment in this place, and that is to be applauded, but 50% of women in the workplace in general suffer sexual harassment. What are the Government going to do to ensure that the strong laws set out in the Equality Act 2010 and beyond are actually abided by, by businesses in this country?
The debate that we have been having in this place is part of how we raise these issues of sexual harassment in the workplace. We need to be clear that it is illegal and unacceptable, and that it needs to be stamped out wherever we see it. There is legal protection, but we are increasingly understanding that attitudes fundamentally need to change. Also, the Department for Education can play a clear role in ensuring that young people at school get the kind of education that they need to understand that these attitudes are unacceptable, and that they get that from an early age.

Commons ChamberI have regular discussions with Cabinet colleagues, including my right hon. Friend the Secretary of State for Exiting the European Union, on ensuring that all the protections in the Equality Act 2010, including the public sector equality duty, will continue to apply after we have left the EU.
I apologise for being a newbie, Mr Speaker.
Will the Minister confirm that pregnant women will not be obliged to work night shifts after we have left the EU? They currently enjoy such a protection under EU law.
EU equalities law has already been overwhelmingly transposed into UK law via the Equality Act. As I said, Ministers must also comply with a public sector equality duty. On workers’ rights more broadly, the Prime Minister was clear in her Lancaster House speech, which she made some time ago, that one of our key priorities will be to protect and maintain them.
As the Chair of the Women and Equalities Committee, may I say how heartening it is to see seven Ministers present to respond to Women and Equalities questions, which shows the importance that the Government attach to these issues?
Ministers have been consistent and clear that their policy objective with the European Union (Withdrawal) Bill is for things to stay the same after we leave the EU, with our having time to debate policy changes after that point. It is clear, however, that the removal of the charter of fundamental rights in itself creates a significant change in the underpinning of equality rights. Will my right hon. Friend meet me to discuss how we can avoid that unintended consequence?
As my right hon. Friend the Member for Basingstoke (Mrs Miller) points out, the Government are committed to this agenda, which is why so many Ministers are prepared to answer questions this morning. She raises an important point. I have been very clear that there will be no backsliding on our equalities agenda and law as we leave the EU. I know that my right hon. Friend has a meeting with the Minister of State, Ministry of Justice, my hon. Friend the Member for Esher and Walton (Dominic Raab) next week. That will be an important time to discuss how we can make sure that there will be no backsliding.
Very unusually, I had not heard the hon. Member for Bolsover (Mr Skinner), but I have now.
Many protections in EU law, especially equality rights, have already been written into UK law. Does the Minister therefore agree that our leaving the EU should not cause any detrimental impact on or removal of the rights and equalities that we currently enjoy, and will merely present us with the opportunity to further improve the law wherever we in the UK see fit to do so?
Absolutely, and it is worth my pointing out that in several areas, UK law already goes beyond existing EU law.
Does the excellent Secretary of State agree that one of the many advantages of coming out of the EU is the fact that this Parliament will be able to improve equalities and human rights without being restricted by the European Union?
My hon. Friend is absolutely right. We have been one of those countries around the world that has constantly stood up for human rights and that has been credible because of our human rights record and our legal framework. We are determined that there will be no backsliding. I have no doubt that this Government, and future Governments, will want to continue to make progress.
The gender pay gap is the lowest it has ever been, but we can do better. We have introduced mandatory gender pay gap reporting for the first time and large employers now have six months left to report their gender pay gaps.
The gender pay gap remains as high as 34% in the east midlands. In my region in Wales, it is now 18%. That is largely due to the efforts of the Welsh Assembly Government in trying to support organisations in Wales, funded by the European social fund. What assessment has the Minister made of the use of that fund to help to close the gender pay gap? Will she examine this, to replicate it post-Brexit?
We are of course looking at all the European funds we currently have and how we can best ensure that we continue the work that they are doing post-Brexit. We can all do a lot more on this specific issue. The right hon. Gentleman will be aware of the recent Government Equalities Office employer events, which we have done around the country; I think he attended the one in Cardiff. The key thing is that the transparency requirement now on companies will, as much as anything else, force them to be clear-cut about where their policies lie. We are already seeing that, when that light of transparency is shone on the data, companies are producing action plans that are really making a difference.
Are the Government as committed to eliminating the part-time gender pay gap as they claim to be about eliminating the full-time gender pay gap? Will the Minister set out exactly what they are doing to eliminate the part-time gender pay gap?
We are absolutely committed to eliminating all the different gender pay gaps. Through the transparency work, we will ensure that companies produce clear-cut action plans that cover all their employees, whether or not they have flexible working arrangements.
Two days ago, the First Secretary of State made a statement to the House on the race disparity audit. He also told the House, as a white man with privilege, that he knew more about race than me—a black women with lived experiences—and Opposition Members, who are a broad church. As there are seven Ministers here today, will the Minister for Women and Equalities highlight seven of her Government’s policies, new or old, over the past seven years—seven is the magic number—that have helped to narrow the inequalities in our country?
Income inequality is at its lowest level. In the Department of Education alone, we have done significant work to ensure that black and minority ethnic pupils are doing better in school. Like me, the hon. Lady is a London MP and will know that there have been dramatic improvements in educational outcomes for BME communities here in London. More young people from BME communities are going to university than before. In fact, the ethnic group that is now the least likely to go to university in the UK is that of white British males. We are taking action across the board. The important thing about the race disparity audit is that, alongside things such as gender pay gap reporting, it is about using transparency to shine a light on areas where inequalities do still exist. I would like to think that we can work together as a Parliament to tackle those inequalities.
In relation to progress on childcare, we are taking unprecedented steps to support parents with caring responsibilities, whether by providing tax-free childcare or doubling the provision of free childcare from 15 to 30 hours, and nearly 80% of parents in the early-delivery areas with 30 hours reported that the extended hours had given them more flexibility in their work choices. Of course, the right to request flexible working is also helping parents to balance work and care between them in a way that works for them and their families.
Does the Minister agree that it is important that the message goes out that mothers and fathers who choose to stay at home full time to care for their children, and who often care for those in their wider families and communities, are just as valued and appreciated for their contribution to society as those who of us who go out to work?
I could not agree more with my hon. Friend. The approach in our Government policy agenda has been to give choice and to enable families to make the choices that are right for them. For many people, that will involve staying at home, and that is a choice that we also want to support. We have taken steps to equalise the choice for those parents who want to stay in the workplace and continue with careers, so that they can do so while also bringing up a family.
Caring for a terminally ill child can be absolutely devastating for parents. Currently, however, parents in this circumstance are not able to access disability living allowance mobility payments when the child is under three, despite having to carry about often very bulky medical equipment. Will the Government overcome this anomaly and support parents in this absolutely devastating situation?
Our hearts go out to any parent in what is, as the hon. Lady says, a devastating situation. We have a Minister from the Department for Work and Pensions here today, who I know will take note of what she said. More broadly, we are spending nearly £3.6 billion on carer’s allowance every year. However, I think that we all recognise the responsibility we have, as a Government and a community, to support those who are carrying out such vital roles.
Last month, I was delighted to be able to speak at the Financial Times Women at the Top summit, urging business leaders to fast-track their plans to address their gender pay gaps.
Similarly, on a separate matter, we will mark the centenary of voting rights being extended to women for the first time, by creating a new £5 million fund to help celebrate this landmark occasion. That will include a £1.5 million scheme specifically for projects run by local and community groups across England. We will set out plans for that shortly, and I hope that many communities will take part practically in those centenary celebrations.
I am delighted to say that the number of girls taking science, technology, engineering and maths A-levels—we saw the results this year—increased by 20% between 2010 and 2017.
Elsewhere on our policy agenda, we have now received over 100,000 responses to the nationwide survey on the views and experiences of LGBT people living in the UK.
The High Court judgment on Monday found that the Government’s 2016 redefinition of torture for immigration purposes was unlawful. Will the Government now widen the definition of torture so that vulnerable women who have been victims of abuse and trafficking who are currently held in Yarl’s Wood can be immediately released?
We can be proud of this country’s record on not only fighting torture abroad and improving human rights but being a sanctuary and home for asylum seekers. In relation to the court case the hon. Gentleman mentioned, I have no doubt that Ministers are looking at the judgment carefully and will want to address the issues it raises.
Earlier this week, we saw new information that shows that the incidence of sexual harassment and sexual violence against girls in our schools is increasing, and that is a year after the Women and Equalities Committee published its inquiry into the subject. What more will the Government do to make sure that their policies are working to keep girls and children safe in our schools?
As my right hon. Friend points out, we have taken a range of steps already, but the recent report highlights again how significant an issue this is for young people now. As social media become a staple part of young people’s lives to a greater and greater extent, those risks will only grow. She will be aware that we are trying to make sure that the guidance that we provide to schools remains up to date, and that sits alongside other areas of action from the Government such as updating the relationship and sex education guidance. We are clear that if schools see this happening, they should report it to children’s social services or the police—it is vital that they take action.
Schoolgirls in Yorkshire and elsewhere have had to use toilet paper and even socks stuffed into their underwear because families cannot afford sanitary protection due to poverty pay and welfare cuts. Will the Secretary of State consider matching our commitment to set aside funding to tackle period poverty and ensure that girls never miss out on their education just because they are having periods?
Schools already have discretion over how they can use their funding. If they want to make sanitary products available to disadvantaged students, they are free to do so. The House will recognise that the issue goes far wider than the role of schools: it is also about making sure that parents understand the need to play their role in educating their children and, separately, the clear-cut duty that they have to comply with the law and make sure that their children are attending school.
The Secretary of State referred to the welcome increase in the number of girls doing STEM subjects at A-level. What measures will the Government take to increase the number of girls choosing careers that require STEM subjects?
The work of the Careers & Enterprise Company will be vital in making sure that employers are plugged into schools and helping to shape careers advice at a much earlier stage, including in primary schools, than in the past. It is welcome that we are now truly building that pipeline of women who will be able to go into those careers. I opened the National College for High Speed Rail earlier this week, and many girls were starting their apprenticeships there, but there is much more work to be done.
The hon. Lady is really getting going now. She required only a modest encouragement.
As I said, this is clearly an important area, but we have to recognise that we need to allow schools some discretion about how they deal with this alongside a range of other specific issues that the pupils that they teach may face. I do not agree with the hon. Lady; I do think that parents have a responsibility to play their role in making sure that children understand how to approach adult life.
The publication of this week’s racial disparity audit contained many interesting findings, including that Chinese pupils do particularly well at school and that white British males are under-represented in university applications. How will the Minister promote and replicate the first issue and tackle the second?
My hon. Friend is quite right. He will be aware that our opportunity area work—bearing in mind the communities in which it is being done—is doing a lot to address those issues. We have excellent data in the Department for Education to enable us to look at where we are doing well at improving outcomes for white working-class boys, but we absolutely have to do a lot better. That is why we are taking a much more place-based approach to our education delivery.
As the hon. Gentleman knows, I have campaigned on this for many years, and we can be proud of the role that the UK has played in helping to tackle this atrocious practice overseas as well as at home. We have introduced FGM protection orders, and most recently the Girl summit was co-hosted by the Department for International Development, of which I was Secretary of State at the time, and by the then Home Secretary, who is now the Prime Minister. There is much more work to be done, but we are more on track than we have ever been in the past. We are, importantly, working with communities on the ground to change cultural attitudes.

Thank you, Mr Speaker. Following yesterday’s High Court decision to allow a full judicial review of the Government’s policy, does the Minister agree that it is time for the UK to join countries such as Ireland and Australia in issuing gender-neutral passports?
I know that the Home Office will be studying the Court ruling carefully. The Office for National Statistics is also looking generally at how we approach data in relation to gender. I simply say that, although we need to reflect the modern world in which we live, I hope that a bit of common sense can be brought to the matter.

Commons Chamber8. What discussions she has had with the Democratic Unionist Party on the Government’s commitment to equality and women’s rights.
The UK has a proud record of promoting equality, and we have some of the strongest laws in the world to prevent and tackle discrimination. The Government will continue to champion equal rights.
We have seen the recent tangle on abortion policy that the Government got into with the DUP. Women with pre-existing medical conditions, such as uncontrolled epilepsy, who seek abortions need to receive treatment in hospital settings to access back-up medical care if it is required. Will the Minister commit to ensuring that women from Northern Ireland with complex medical needs who cannot be treated in a stand-alone clinic will be able to access funded care in NHS hospitals?
First, I recognise that this whole subject area is incredibly sensitive, and we need to approach it with some care and, indeed, some respect. I had a helpful first meeting with a number of the organisations, including charities, that are involved in this area. We talked about not only the core issues that were discussed in the House last week but some of the more challenging issues that women face when seeking abortion services. I assure the hon. Gentleman that we will consider all those issues very carefully.
Equality and tolerance are important British values that we should all be proud of, so will the Minister work to overturn the ongoing ban on equal marriage in Northern Ireland? Does she believe that £1 billion is a fair price to pay for selling off such fundamental values?
I am proud to have been part of a Government who introduced same-sex marriage, and we should all be proud that we are in a Parliament that passed that Bill. The London Pride celebrations are taking place this weekend, and that will be a chance to celebrate the progress that has been made. We have to fundamentally win the argument on moving forward on LGBT rights. This is something that needs to take place throughout the country, including in Northern Ireland, where there is a democratic Northern Ireland Assembly. It is a debate we all need to engage in, but we have seen progress over many years and we can be proud of that. Nevertheless, as the hon. Lady sets out, there is still a lot of progress to be made.
In response to a 2005 Northern Ireland Department of Justice consultation, the Royal College of Midwives, the Royal College of Nursing and the Northern Ireland committee of the Royal College of Obstetricians and Gynaecologists all backed changes to give more women in Northern Ireland access to terminations. In the absence of a Northern Ireland Assembly, how will the Government deal with this issue?
What we can do is make sure that Northern Ireland women who are presenting here in the UK have the same rights as a woman from England would already have. To my mind, we need to ensure that whether someone’s address is Belfast or Birmingham, if they are here in England seeking abortion services, they have comparable service and comparable rights, and that is what we will seek to do. As my right hon. Friend sets out, though, there is also a debate to be had in the Northern Ireland Assembly. It is of interest that Ireland’s new leader has talked about bringing forward a referendum on abortion in Ireland next year.
It is good to see the Rainbow flag flying over the Foreign Office in Pride week. Will my right hon. Friend assure me that she and the Government will remain fully committed to protecting LGBT rights, both at home and abroad, where there is work still to do?
At least as importantly, the Rainbow flag will be flying over the House.
I can absolutely give my right hon. Friend that assurance. There will be no backsliding on LGBT rights from this Government. We aim to continue the progress that has been made working throughout the House and across party lines. We will seek to do that not only in the UK but around the world. I will be part of the London Pride celebrations this weekend and I am proud that since the election we now have, I think, more openly LGBT MPs in this House than in any other Parliament in the world.
I have spoken about equality and the rights of women in our party to my party leader, who is a woman, to my close constituency colleague and a Member of the Legislative Assembly, who just happens to be a woman, and to my most senior member of staff, who is my close adviser and who, shockingly, is also a woman. They seem to be satisfied. I ask the Minister this question: what discussions have been held with Labour’s sister party, the Social Democratic and Labour Party, which has many of the same moral stances that we have, which is what I believe this question seeks to highlight?
The hon. Gentleman sets out the fact that there is a discussion and a debate to be had across political parties both here in this Parliament and in Northern Ireland. That is a debate and a discussion that I welcome, and I know that we can have it in a constructive way. As I said right at the beginning, it is important that we recognise that this is an important and sensitive issue and that the way in which we have that debate needs to be in accordance with how important it is to have a measured approach and an informed discussion about how we can continue to see women’s rights go forward.
I join hon. Members across the House in wishing a happy Pride to all those celebrating London Pride this weekend. Despite the fact that a number of promises were made during the election campaign on the need to strengthen and protect equality legislation, there was no such commitment in this year’s Queen’s Speech. People across this country have deep concerns that the Tory backroom deal with the DUP could undermine our equality here in the UK. What assurances will the Minister provide that progress on equality will not be sidelined for political expediency?
I think that I have given those assurances on a number of occasions. I will be very happy to come to this Dispatch Box and continue to give them, as they are important. I simply say to the hon. Lady that, as we have been so clear-cut that there will be no backsliding in this area, to continue to suggest that there will be is not a very helpful approach to achieving cross-party consensus to move forward on these issues.
DUP representatives have described homosexuality as repulsive, wrong, vile, immoral, offensive and obnoxious. Does the Minister agree that it is those hateful remarks themselves that are repulsive, wrong, vile, immoral, offensive and obnoxious and that they should have no place in our politics let alone in Government? The DUP once ran a campaign called, “Save Ulster from Sodomy”. Is it not time to save Ulster from bigotry?
The views that the hon. Lady sets out are absolutely not ones that I agree with or that are shared by this House. As I have said, it is important that we have this debate and progress continued improvements in LGBT rights, women’s rights and the rights of disabled people—and all sorts of people who face discrimination in our country—in a measured fashion and that, where we can, we find some consensus. It is in that fashion that we will steadily win the battle.
2. What discussions she has had with the Secretary of State for Work and Pensions on the disadvantage experienced by women born in the 1950s as a result of changes to the state pension age.
10. What steps the Government are taking to reduce the gender pay gap.
The gender pay gap is now at its lowest ever, which is great news, but we need to go further. We are one of the first countries to introduce gender pay gap reporting, and I am delighted that mine is the first Government Department to have published its pay gap figures. What matters is not just transparency, but recognising where women face barriers and taking action.
I welcome the progress that has been made, particularly under this Secretary of State. Does she agree that central to further progress on this issue is a genuine and continued partnership between business and Government?
Absolutely. Mandatory reporting is just the start. We have worked with business to publish guidance on how to pull together accurate information and set out case studies showing what businesses and trail-blazing employers are already doing. With the Government Equalities Office, we recently held events in places such as Leeds and Glasgow that gave employers an opportunity to showcase the business benefits of closing their gender pay gap.
I congratulate the Department for Education on being the first Government Department to publish its gender pay gap and its bonus pay gap. Does my right hon. Friend agree that the Department is leading by example in promoting gender equality in the workforce?
I hope that is correct. It is important work and we are strongly encouraging other civil service Departments and employers across the public sector to follow suit.
Globally, only about half of working-age women are employed, and they earn three-quarters as much as men even if they have the same level of education and are in the same occupation. Does my right hon. Friend agree that realising the economic potential of women benefits the whole of society, not just women?
Absolutely. This is not just the right thing to do; it is the smart thing to do. I have a role on the UN High-Level Panel on Women’s Economic Empowerment, whose work showed that gender equality and women’s economic empowerment is one of the most powerful global levers for growth that we can pull. Indeed, McKinsey did work that suggested that if we bridged the gender gap here in the UK, it could add £150 billion to our GDP by 2025.
International women in engineering day was 22 June. The Minister knows how important career choices are for women and the gender gap. What is she doing about that?
One of the main actions we can take is to make sure that girls study maths and science at A-level. We know that that is a powerful way to keep those career options open to them.
T1. If she will make a statement on her departmental responsibilities.
In April, our groundbreaking legislation on the gender pay gap came into force. This weekend we are celebrating London Pride, where people come together to celebrate how far we have come and to keep up the pressure for progress in LGBT equality. I look forward to joining those celebrations. Fifty years ago this year, Parliament voted to decriminalise male homosexuality in England and Wales, and this year’s general election returned the most openly LGBT MPs Parliament has ever had. Finally, and importantly, I outlined last week how the Government will ensure that women from Northern Ireland seeking an abortion in England will no longer have to pay for NHS treatment.
Is my right hon. Friend satisfied with the Government’s efforts to empower women economically internationally?
I think that we can be proud of the work that this country is doing, not just here at home, but internationally, to beat the drum for women’s economic empowerment. In fact, alongside the work that we have been part of at the UN, this week the Prime Minister will attend the G20 summit in Germany, where women’s economic empowerment will be a priority, and we will keep on being a champion of that.
The Minister will be aware of the levels of persecution, intolerance and hate crime towards transgender people. Can she therefore confirm whether she has plans to develop a new transgender action plan, in line with the previous response to the Women and Equalities Committee? Also, do the Government plan to conduct a review of the Gender Recognition Act 2004?
The hon. Lady raises an important point. We responded very constructively and positively to the Select Committee’s important report, and we have been very clear that we will review the Gender Recognition Act. That sits alongside a lot of other work that we will be doing to ensure that we take action on this.
T4. The excellent Leonard Cheshire charity has estimated the disability employment gap to be 31.3%. What are the Government doing to close it?
T2. The Minister for Women and Equalities has this morning heard the overwhelming view across the House on the WASPI issue, following yesterday’s Westminster Hall debate. Is she not embarrassed by the Government’s current policy, and what will she do to change it?
I know that there was an important debate yesterday in Westminster Hall. This is an important area, but it is also important that we have a steady transition, as the Under-Secretary of State for Work and Pensions, my hon. Friend the hon. Member for Hexham (Guy Opperman), has set out. I am content that the way the Government are handling this, which follows on from previous Governments, is the right way. The hon. Gentleman should also reflect on the fact that we have invested £1.1 billion to ensure that there is support during the transition.
I recently had the pleasure of speaking at the Women’s Leadership Network conference, alongside the principal of Eastleigh College. Confidence is key in getting women back to work, particularly returners, or climbing up the ladder. What are the Government doing to encourage returneeships so that we can support what the Prime Minister has said?
As part of the Budget the Chancellor announced a £5 million fund for returneeships, which we know disproportionately help women returning to the workplace. Industry is already doing some groundbreaking and innovative work. We want to use the fund to help develop that work and hopefully mainstream it.
T3. A TUC survey of workplace representatives found that one in three respondents have reported management criticism of menopause-related sick leave. What discussions has the Minister had with the Secretary of State for Work and Pensions on reducing discrimination faced by women during the menopause?
Any discrimination of that nature is entirely unacceptable in 21st-century Britain, and I can assure the hon. Gentleman that, through my Department and the Government Equalities Office, we have discussions across Government to see what more can be done to strengthen the legal framework within which businesses operate, but the framework is already there and it is important that we ensure that it is enforced.
Following an earlier question, women must feel that they can bring forward cases of maternity discrimination. What steps are the Government taking to ensure that people from all backgrounds can access justice?
T5. Following recent reports of arrests in relation to planned attacks at an LGBT event in Barrow, what discussions has the Minister had with the Home Office to further combat far-right extremism?
Hate crime is entirely unacceptable. As the hon. Gentleman will know, we have developed and are now funding a hate crime action plan. Alongside that, it is important that we work upstream. The work that we are now doing on bullying in schools can play a massive role in the long term. I also draw the House’s attention to the recent social attitudes survey, which really showed that tolerance and inclusiveness of LGBT rights are now widely accepted across the country, but there are clearly still pockets of intolerance, which we absolutely have to combat.
There are record numbers of women in this Parliament, but women are still outnumbered by men two to one. Will the Government consider the recommendation in the report of the Women and Equalities Committee to bring into action section 106 of the Equality Act 2010 to ensure that each political party is transparent about the gender of the candidates they field?
We will be responding to the Committee’s report. These are incredibly important issues for our country. I am concerned to ensure that, although we have now broadly got up to a third of parliamentarians who are female, we do not now plateau. We all have a role in ensuring that we continue to see progress, and I assure my right hon. Friend that I am committed to ensuring that the Government play a leading role in that, and I am proud that we also have a female Prime Minister.
T6. Two thirds of public sector workers are women, so they are disproportionately hit by the public sector pay cap. What is the Minister doing to argue the case for scrapping the cap?
We have an evidence-based approach in relation to public sector pay. An independent group of people looks at the pressures on the public purse and at ensuring that our pay settlements are affordable. It also looks at the evidence in relation to recruitment, retention and the numbers of people we want in our public sector, particularly on the front line. That is a sensible approach. The hon. Lady will be aware that a number of pay review bodies will come out with their reports across the board, and we will consider them when they do.
As my right hon. Friend confirmed earlier, the gender pay gap is at its smallest ever, but more needs to be done. What work is being done to encourage girls and women to choose careers in high-paying sectors traditionally dominated by men, especially Pakistani and Bangladeshi women, who have the largest gender pay gap?
We heard a question about STEM subjects earlier. That is one of the most important areas where we can really start to level up girls and women in the workplace. More generally, it is important that all girls going through school understand that there is a career ahead of them that they can aim for. That is not just about the subjects they do; it is about ensuring that their attitudes and expectations are suitably high.
T7. Nottingham Women’s Centre recently launched its “Help through Crisis” report—Big Lottery-funded research that indicates that women often experience multiple disadvantage and have complex needs that are not currently being met. May I invite the Minister to visit Nottingham Women’s Centre, meet some of the women who took part in that research and discuss how she will ensure the provision of appropriate holistic services for women with multiple and complex needs?
I am grateful for that very kind offer. The Under-Secretary of State for Justice, my hon. Friend the Member for Bracknell (Dr Lee), will also have heard that request for a visit. From my personal experience as a local MP, I know the amazing work that many such centres do, so I thank the hon. Lady for her invite and I will ensure that somebody responds. I would love to visit.
What assessment has my right hon. Friend made of the impact of vile online abuse on people, particularly women, coming forward to stand for public office?
Following this election, the issue has never been higher on the political agenda. As somebody who did not have a particular life mission to become an MP, but wanted to play a constructive role in my community and represent it in this place, I think it is important that we get rid of this aggressive sort of political campaigning. It does our democracy no good and puts decent people off running for Parliament, and that is a bad thing.
The Scottish Government have committed to increase the number of women on public boards, and the Partnership for Change 50/50 campaign encourages the private, third and public sectors to achieve gender balance on boards by 2020. At the current rate of change, gender balance will take several decades, so when will the UK Government follow the Scottish Government’s lead?

Commons ChamberFirst, I would like to set out my own condolences to PC Keith Palmer’s family and all those who were affected by the terrible incident yesterday. I would also like to say a big thank you to the emergency services and the House of Commons staff, who I felt were outstanding yesterday. The kind of people who perpetrate these sorts of attacks need to understand that they will never disrupt our democracy, because democracy is part of our country’s DNA. That is why oral questions are happening perfectly as normal today.
This is a fantastic time to be able to celebrate the centenary of women’s suffrage. We now have our second female Prime Minister, who I know is committed to encouraging women in politics, and the proportion of women MPs has finally reached 30%. However, there is much, much more to do. In the Budget, we announced a £5 million fund to support projects to educate young people about the important milestone that is coming up and to inspire women to get more involved in politics at all levels.
As we mark 100 years since women were given the right to vote, will my right hon. Friend join me in celebrating the election of two female Prime Ministers, the first of whom made our country and the world better places in which to live, and the second of whom will make our leaving the European Union a great success?
My hon. Friend is absolutely right. I am extremely proud that it is our party—the Conservative party—that has delivered not only the first two female leaders of the major political parties represented in Westminster but, critically, the first two female Prime Ministers of our country. One of them shaped the Britain we live in today; one of them will shape the Britain we live in tomorrow. It is long overdue that we celebrate the centenary that is coming up.
Women won the right to vote—they fought for it, as they have had to fight for so many rights. I want to make that clear. What is the Minister doing, as we approach the year in which we celebrate that struggle, to ensure that all women in the country today are registered to vote, as many are finding individual registration difficult?
The Government are committed to ensuring that everybody who is entitled to vote in our country, women included, is registered to vote. I very much hope over the coming months that we can all be role models and inspirations for a new generation of young girls growing up in our country, and encourage them to play their role in our democracy not just in this Parliament, but in councils and other community groups around the country.
This House benefits hugely from the much broader representation that women and all those from different backgrounds bring to it. As chair of the all-party group for women in Parliament, may I ask the Minister to commit the Government to highlighting women’s suffrage, which was hard fought for and should be highly valued and used?
I absolutely give my hon. Friend that commitment. We announced £5 million in the Budget to help community groups around the country to celebrate and highlight this important centenary. When I arrived here as a Conservative female MP just over 10 years ago, there were fewer than 20 others. We now have a huge number, but we need to do more. We all need to work together to say that politics is a place that should have more women in it. It is important that we see that happen.
While it is welcome that next year we will celebrate 100 years of votes for women, those women were also campaigning for economic equality. How then, 99 years on, can the Government justify the fact that 86% of Treasury gains come from women?
One of the Government’s important achievements is getting more people, particularly women, into work. Indeed, there have never been more women in work. However, women’s economic empowerment is vital—it is one of our biggest economic growth levers, not just in the UK, but around the world. I was on a United Nations high level panel that recently completed a second report to hand over to the Secretary General in New York. That will provide a platform for delivering global goal 5 of the sustainable development goals.
The scale of the humanitarian crisis we are facing in 2017 is unprecedented. Once again, the impact falls disproportionately on women and children. I am proud that the UK is leading the way, stepping up DFID’s life-saving emergency assistance for those affected by food insecurity in east Africa, with women and girls at the heart of that response.
The Minister is right that women and girls are disproportionately affected by the food insecurity crisis in east Africa, and I recognise her experience in dealing with such matters. What further discussions has she had with the Secretary of State for International Development about not just immediate, short-term aid, but long-term rebuilding, especially access to education for women and girls, which is the best route out of poverty?
The hon. Gentleman is absolutely right. He will know that my right hon. Friend the Secretary of State for International Development announced £100 million to support South Sudan in particular. More broadly, we need to look long-term, and I am delighted that my right hon. Friend the Foreign Secretary is leading a big push to ensure that girls and women, wherever they are in our world, have education. It is vital if women are to take their proper place in our society.
Millions of impoverished women and girls in developing countries spend much of their life fetching and carrying very heavy loads of water to and from their homes. Their lives would be vastly improved if DFID encouraged proper sanitation and water facilities.
I agree with my hon. Friend and, indeed, substantial investment has gone into improving water and sanitation. It is a basic issue, but it makes a tremendous difference to being able to lift up women and girls.
We celebrated International Women’s Day this year with a budget for potential and a budget for equality, including £20 million of funding to combat violence against women and girls, £5 million for internships and £5 million to mark the centenary of women getting the vote for the very first time. Next month, the gender pay gap reporting regulations will come into force. I want to thank Members from all parts of the House for their constructive support as we take forward amendments to the Children and Social Work Bill, enabling statutory, age-appropriate relationship education in primary schools and relationship and sex education in secondary schools.
The European Social Investment Fund has supported a Cardiff-based charity, Chwarae Teg, to deliver a range of successful programmes to help women in Wales achieve pay equality and progress in Welsh workplaces. One example is the £8.6 million for the Agile Nation 2 project. Can the Minister provide a guarantee that post-Brexit the Government will provide equivalent replacement funding for Chwarae Teg?
The Government are proud that we now have the lowest gender pay gap on record. We are absolutely committed to making sure that that continues post-Brexit.
I know that my right hon. Friend the Secretary of State for Health looks into these incredibly serious issues very carefully. I will raise my hon. Friend’s concerns with him.
The bottom line is that the best route for all of us as women is to be able to have the chance to have a working life and a career. That is why we have more women in employment than ever before, something the House should welcome.
The right hon. Member for Chipping Barnet (Mrs Villiers) had a question on the Order Paper. She is here and it could be topical. She should be heard.
Absolutely. The Department for Transport set out an ambition for women to represent at least 20% of new entrants to engineering and technical apprenticeships in the transport sector by 2020. My right hon. Friend the Minister for Apprenticeships and Skills visited the Crossrail Academy recently. The academy is exceeding the target: 27% of its apprentices are female.
Some 54,000 women are forced out of work due to maternity discrimination. Will the Government look at reducing the extortionate fees for employment tribunals, and will the Minister specifically look at extending the time for application from three months to six months?
Is my right hon. Friend aware that only 36% of headteachers are women? In my constituency, the Affinity Teaching Alliance, led by local headteacher Sarah Watson, is working on an innovative programme to change that. Will my right hon. Friend join me in congratulating Sarah Watson on enabling many more women to take up senior teaching posts, and does she agree that that is the best way to get the most out of our workforce?
I would indeed like to congratulate Sarah Watson. Improving flexible working in the teaching profession is one of the best things we could do to ensure that women can get to the top, and later this year the Department will host a summit with teachers to discuss how we can make more progress in that regard.
