With permission, I will make a statement on the Palestinian resolution to be moved at the United Nations General Assembly tomorrow. The resolution calls for the upgrading of the Palestinian UN status from observer to non-member observer state. I wish to inform the House of the discussions the Government have had about this with the Palestinian leadership, and of how we intend to proceed.

Achieving a two-state solution to the Israeli-Palestinian conflict is one of our top international priorities. We support a negotiated settlement leading to a safe and secure Israel living alongside a viable and sovereign Palestinian state, based on 1967 borders, with agreed land swaps, with Jerusalem as the shared capital of both states and with a just, fair and agreed settlement for refugees. That is the only way to secure a sustainable end to the conflict, and it has wide support in this House and across the world.

There has been a dangerous impasse in the peace process over the last two years. The pace of settlement building has increased, rocket attacks on Israel have increased, frustration and insecurity have deepened on both sides, and the parties have not been able to agree a return to talks. The crisis in Gaza and tragic loss of Palestinian and Israeli life shows why the region and the world cannot afford this vacuum in the peace process.

I pay tribute today to Egypt, the United States and the UN Secretary-General for their role in bringing about a ceasefire in Gaza, and we now need to build on it to bring about a lasting peace, including an end to the smuggling of weapons and the opening up of Gaza for trade as well as for aid.

I set out in the House last week our belief that the United States should launch a new initiative urgently to revive the middle east peace process. If progress on negotiations is not made next year, the two-state solution could become impossible to achieve. Yesterday, I said to Secretary Clinton that such an effort led by the US would need to be more intense than anything seen since the Oslo peace accords, and it should backed by a more active role for European nations as well.

Given the overriding need for both Israelis and Palestinians to return to negotiations as soon as possible, we asked Palestinian President Mahmoud Abbas not to move a resolution at the UN General Assembly for the time being. Our view was that it would be better to give the US Administration the opportunity to set out a new initiative. We pointed out that a UN resolution would be depicted by some as a move away from bilateral negotiations with Israel. We were also concerned about the considerable financial risks to the Palestinian Authority at a time when their situation is already precarious, if a vote led to a strong backlash from Israel and within the US political system.

Nevertheless, President Abbas has decided to press ahead—a decision we must respect. No one should be in any doubt that he is a courageous man of peace. Our central objective remains that of ensuring a rapid return to credible negotiations in order to secure a two-state solution. This is the guiding principle that will determine the way in which we will vote on any resolution at any time.

The frustration felt by many ordinary Palestinians about the lack of progress in the peace process is wholly understandable. Illegal settlement activity in the west bank, which we condemn, threatens the very viability of the peace process, and after many decades the Palestinians still do not have the state they aspire to. That is why we have consistently asked Israel to make a more decisive offer to Palestinians than in the recent past, and have also called on Palestinians not to set preconditions for negotiations.

We want to see a Palestinian state and look forward to the day when its people can enjoy the same rights and dignity as those of any other nation. For us to support a resolution at the UN, it is important that the risks to the peace process are addressed, so that the chances of negotiations beginning after it are enhanced rather than diminished.

I spoke to President Abbas on Monday and my right hon. Friend the Deputy Prime Minister spoke to him yesterday. We explained that, while there is no question of the United Kingdom voting against the resolution, in order to vote for it we would need certain assurances or amendments. The first is that the Palestinian Authority should indicate a clear commitment to return immediately to negotiations—without preconditions. This is the essential answer to the charge that by moving the resolution, the Palestinians are taking a path away from negotiations. Given the great difficulty in restarting negotiations in recent years and the risk that some will see this resolution as a step that is inconsistent with such negotiations, this commitment is indispensable to us.

The second assurance relates to membership of other specialised UN agencies and action in the International Criminal Court. Our country is a strong supporter, across all parties, of international justice and the International Criminal Court. We would ultimately like to see a Palestinian state represented throughout all the organs of the United Nations. However, we judge that if the Palestinians were to build on this resolution by pursuing ICC jurisdiction over the occupied territories at this stage, it could make a return to negotiations impossible. This is extremely important, given that we see 2013 as a crucial year—for the reasons I have described—for the middle east peace process.

We have also said to President Abbas that we would like to see language in the resolution that does not prejudge any deliberations by the UN Security Council, and for it to be clear that the resolution does not apply retrospectively. We believe these changes would not be difficult to make; that if they were made either in the text of the resolution or in accompanying statements as appropriate, they would win wider support for the resolution without any prejudice to final status issues; and that they would increase the prospects for negotiations moving ahead.

Up until the time of the vote itself, we will remain open to voting in favour of the resolution if we see public assurances by the Palestinians on these points. However, in the absence of these assurances, the United Kingdom would abstain on the vote. That would be consistent with our strong support for the principle of Palestinian statehood, but also with our concern that the resolution could set the peace process back.

We call again on the Palestinian Authority to make every possible amendment to win the widest possible support and to give the strongest possible assurances. We call on Israel to be ready to enter negotiations, and to agree a two-state solution before it is too late. Whatever happens at the General Assembly, we call on Israel to avoid reacting in a way that would damage the peace process or Israel’s international standing. We would not support a strong reaction that undermined the peace process by sidelining President Abbas, or risked the collapse of the Palestinian Authority. We also look to the US, with our strong and active support, to do all that it can in the coming weeks and months to restart this process.

The only way in which the Palestinian people can be given the state that they need and deserve, and the Israeli people can be given the security and peace to which they are entitled, is through a negotiated two-state solution. That requires—now—Israelis and Palestinians to return to negotiations, Israel to stop illegal settlement building, Palestinian factions to be reconciled with each other, and the international community —led by the United States and supported by European nations—to make the necessary huge effort to revive the peace process.

I thank the Foreign Secretary for early sight of his statement, and welcome his decision to come to the House to debate this matter today.

Only last week, the Foreign Secretary admitted in the House that

“Time is running out for the two-state solution.”

I agree with his assessment. Belief in the possibility of a negotiated two-state solution is today haemorrhaging, and haemorrhaging badly, across the region. The Foreign Secretary is an eloquent man, but I struggle to reconcile his statement of today with his analysis of last week. Exactly eight days ago, he told the House:

“There is a perfectly respectable and legitimate case for saying that it would be right to pass such a motion because this has gone on for so long and because Palestinian frustrations are so intense, for understandable reasons. I believe, however, that the balance of judgment comes down on the side of saying that to do so would be more likely to retard efforts to restart the peace process than to advance them”.

Following his statement today, may I ask the Foreign Secretary whether he has, in fact, changed his mind?

Let me now address the criteria that the Foreign Secretary tells us that he will use to determine how the United Kingdom votes. First, let me turn to the issue of the International Criminal Court. It is a matter of record that, as the Foreign Secretary repeated today, our country is a strong supporter of international justice and of the ICC. It is also a matter of record that Israel is not a party to the ICC treaty, and does not accept its jurisdiction within its own boundaries. Given that, as recently as two weeks ago, the British Government were urging Israel to adhere to international law, will the Foreign Secretary explain why the UK Government now apparently wish to exempt it from possible actions in the ICC for any future breaches of international law in the Occupied Palestinian Territories?

The second criterion that the Foreign Secretary mentioned was a return to negotiations without preconditions. Only eight days ago, he told the House:

“Owing to unacceptable settlement building on the west bank and in east Jerusalem, we are not far from a two-state solution becoming impossible and unviable.”

So why, just eight days later, is he apparently suggesting that Israel’s refusal to suspend the expansion of illegal settlements—changing the very facts on the ground as the basis of the negotiations, even as future talks get under way—is a reasonable position for the Israelis to adopt? Is it not the truth that, for all today’s sonorous words from the Foreign Secretary, he let the cat out of the bag eight days ago when he explained his own thinking on the issue? He stated then that

“because of the possible reaction of the US Congress and the possibility of Israel withholding tax revenues, the position of the Palestinian Authority could be made worse by the passage of such a resolution.”—[Official Report, 20 November 2012; Vol. 553, c. 450.]

Let me ask the Foreign Secretary this. Does he really believe that threats issued by a Republican-controlled Congress to punish the Palestinians for taking this diplomatic step are a reasonable basis on which to determine British policy? Does he really believe that Israel’s threat to withhold tax and customs revenues that it collects on behalf of the Palestinians, which legally belong to the Palestinians, are a reasonable basis on which to determine British policy on this vote? When will the Foreign Secretary understand that statehood for the Palestinians is not a gift to be given, but a right to be acknowledged?

I warn the Foreign Secretary that if the United Kingdom abstains tomorrow, it will not be a measure of our growing influence; it will be a confirmation of our growing irrelevance to meaningful engagement in the search for peace. Across Europe, countries such as France and Spain have already made it clear that they will join what I believe will be an overwhelming majority of the 193 members of the UN General Assembly in voting for enhanced observer status for the Palestinians. That vote can, and must, send a powerful signal to the Palestinians that diplomatic efforts and the path of politics, not the path of rockets and violence, offer the route to a negotiated two-state solution.

Let us be honest: in recent days Hamas-run Gaza has, in the midst of conflict with Israel, welcomed the secretary-general of the Arab League, the Prime Minister of Egypt and the Foreign Ministers of Turkey, Iraq, Jordan, the Palestinian Authority, Qatar, Tunisia, Saudi Arabia and Sudan. In his statement today, the Foreign Secretary rightly lauded President Abbas as a “courageous man of peace”. If, as the Government assert, they genuinely want to support moderate Palestinians and efforts to engage in meaningful negotiations, what signal would an abstention tomorrow send about whether violence or politics secures legitimacy and results?

Just eight days ago the Foreign Secretary sought to explain his position by telling the House that recognition at the UN could “risk paralysing the process”. He spoke again of the process today, but when will he understand: there is no process; there is only paralysis? Indeed, can the Foreign Secretary explain what process he was referring to today? In the last two years, there have been continued illegal settlement-building and continued rocket attacks. There has been fear, anxiety and continuing conflict. There has been continued occupation. There has been continued blockade. But there have been no meaningful negotiations. That is why, for more than a year, Labour has been clear that recognition at the UN for the Palestinians is one of the steps required to achieve a negotiated two-state solution. Abstention tomorrow would be an abdication of Britain’s responsibilities.

Let me appeal to the Foreign Secretary as a historian, by referring to a figure from history whom he and his party rightly revere. The phrase “to govern is to decide” is attributed to Winston Churchill. I urge the Foreign Secretary, even at this late hour, not to dither, but to decide to vote for enhanced recognition for the Palestinians tomorrow at the United Nations.

Although there are clearly some differences between us, the shadow Foreign Secretary expressed common ground when he said that time is running out. The analysis of all of us in all parties on both sides of the House starts from that point, although we draw some different tactical conclusions from it. Indeed, my statement, and our attitude, is based on a sentiment the right hon. Gentleman expressed: we support the right to a Palestinian state. I supported that very strongly in my statement. I have not, however, changed my mind about anything. The right hon. Gentleman was looking too hard for changes between what I said last week and this week because, so far as I am aware, I said the same things about the risks to the peace process, the risks in the US Congress and the risks in Israel.

The right hon. Gentleman asked: is there a process? One of the main points I have been stressing is the need to revive—to restart—that process. There have been many attempts to do that over the past year, and, in particular, the Kingdom of Jordan has played a very constructive role. There are many obstacles to achieving that, however, including Israeli settlement building—which I think is condemned across the House—but another obstacle has been an unwillingness by Palestinians to remove all preconditions for negotiations. It is important to have the commitment from Palestinians to return to negotiations without preconditions, which is why that is one of the criteria we have set. We need both sides to do that, and to be ready to do so whatever happens at the General Assembly. We would welcome that—and, of course, we would particularly welcome it if it could be made clear before the vote. It would be the single most crucial factor that would enable us to vote for the resolution. We will still welcome it if the Palestinians can say that after the vote.

The right hon. Gentleman asked about the International Criminal Court. We are certainly not arguing that Israel should be exempt from the ICC, but it is important to remember that, given the urgency on which we all agree, our overriding objective is for negotiations to resume and to succeed. The right hon. Gentleman appealed to me as a historian, and the lesson of history in respect of negotiations is that we have to have enough common ground to bring the two sides together, and that it is important to avoid doing things, certainly in the short term, that make it harder to bring the two sides together. That is the reason for that criterion. So these are sensible criteria for us to have put forward. The right hon. Gentleman expressed his support for voting for the Palestinian resolution even before seeing the resolution. I have waited to see the resolution and then looked at how it can be improved and how we can react to it in a way that maximises the chances of successful negotiations.

It is very important for the Opposition to ask themselves this: if we succeeded and the Palestinians did give the assurances I have asked for, would the chances of negotiations taking place and succeeding be improved? Yes, they undoubtedly would if the Palestinians made those commitments. If they do not give those commitments and we abstain, will the United Kingdom still be in a position, with the Palestinians, with the Israelis, and with the United States, to advance whatever we can make of the peace process? Yes, we will. Therefore, what I have expressed is the optimum position for the United Kingdom and the best for the middle east peace process.

This is not about just agreeing with a resolution because we sympathise, as we do, with the position of the Palestinians; we are a country, not a newspaper or a pressure group. We have to use our vote with all considerations and the ultimate objective in mind. It does not help the Palestinians to help them celebrate for one day while at the same time failing to address the wider needs of the peace process. That is the reason for our position. Whatever happens with this resolution and in the vote tomorrow, the United Kingdom will continue to be at the forefront of working for peace, stability and security in the middle east.

I agree with what my right hon. Friend has said about the urgent need for talks. I also agree with my right hon. Friend the Prime Minister, who has said that for the Palestinians

“there is no path to statehood except through talks with Israel.”

Both territory and security for Israel must be addressed in the course of that. Will the Foreign Secretary give us some indication of the precise nature of the assurances he has sought from the Palestinians about membership of the International Criminal Court and the other international bodies? Have any assurances so far been offered from the other side and the Palestinians?

I am grateful to my hon. Friend for that. The assurances are those I have described in the statement. On the recourse to the ICC, at this stage, in the occupied territories because of the impact on the ability to bring about a negotiated settlement, we are not talking about that. As I said in response to the right hon. Member for Paisley and Renfrewshire South (Mr Alexander), we are certainly not advocating some permanent exemption. We have not received any assurances on those points, which is one of the reasons why we continue to seek them and why, as things stand, we cannot vote for the resolution. We will continue to seek them over the coming 24 hours.

Will the Foreign Secretary please understand that this complex conditionality of which he speaks is too clever by half and that what it will most achieve is to undermine Britain’s influence, both with the Israelis and in the Arab world, and at the same, and more crucially, to undermine the position of the man he has praised, President Abbas? What has happened in the past three weeks is that Hamas has seen its power and influence enhanced and that the message has gone out, not least from Israel, “If you send enough rockets over the border, you can get to negotiations”, while one condition after another is imposed on the peace-seeking Palestinians. This approach, I am afraid, is not going to help.

I do not agree with that, although the right hon. Gentleman has a lot of experience in these matters. I can tell him that in all the conversations that we have had with Palestinian negotiators, and that the Deputy Prime Minister and I have had with President Abbas in the past few days, our relations have been excellent. That deep friendship will continue. The financial and political support that this country gives, with very strong cross-party support, to the Palestinian Authority, which is among the foremost in the world, is understood well by the Palestinian Authority and will, of course, continue. That is very clear, and so I do not believe that anything we have said or done is in any way undermining of President Abbas. It is also important for us to maintain our close relations with all the other countries involved in the peace process. So I do not accept the premise of the right hon. Gentleman’s argument.

May I say to my right hon. Friend that I certainly understand the fiendish difficulties of this matter, but I profoundly disagree with what he says? Whatever this resolution says, these conditions are unnecessary, one-sided and grossly unfair. What further steps does he plan to take to help and encourage the Palestinians to proceed with these vital peace talks, without which the middle east will continue to sink into an abyss?

Clearly my right hon. Friend and I have a different view on this point, as is very apparent to the House, but we will go on arguing for the same things. Although the concentration at the moment is, understandably, on tomorrow’s vote, what is very important is what happens on Friday. Whatever the result of the vote and however individual nations vote, we must discourage any steps by any parties involved, including Israel, that would be damaging to the peace process and negotiations. We will continue to urge the Palestinians to do the things that I have described—in particular, to enter into negotiations without preconditions. As he knows, I have been very, very critical of Israel on settlement building and on not making a big enough, generous, decisive enough offer to the Palestinians, but we also have to be critical of Palestinians at times, when opportunities are not taken. They have failed on several occasions to take the opportunity of negotiations, because too many preconditions have been set, and we have to be frank about that. So I will encourage them in that direction.

Does the Foreign Secretary think it would be reasonable for this country or the international community to make Israel’s continued full membership of the United Nations dependent on meeting conditions laid down by him or by the international community? If he thinks that would be unreasonable, as I do, why does he apply different standards to the Palestinians? Does he not realise that the position he has articulated today will again be seen as a classic double standard on the part of the United Kingdom? Why will he not join the more than 100 Members of this House who have signed an early-day motion calling for recognition? Why will he not join France, Spain, the majority of the United Nations General Assembly and the more than 1.5 million people who, in an online poll, supported upgrading the Palestinian recognition? Is it not time to drop the double standards?

What we want is, as I have explained, a successful negotiation. We deal with the hand that history has dealt to us all. Decisions about Israel’s membership of the United Nations were taken long ago, but decisions about Palestinian membership were not, so now we have to try to resolve that. We want to see Palestine in the United Nations, at the United Nations and in all the organs of the United Nations. However, I stress the point the Prime Minister made at Prime Minister’s questions in answer to the hon. Member for Islington North (Jeremy Corbyn): this will come about only as a result of a successful negotiation with Israel. If that is true, and I have not heard anyone argue that it is not, everything we do should be consistent with promoting, facilitating and bringing to a success such negotiations. That is our guiding principle; it is an overriding principle set against all the other factors that, understandably, people raise.

May I applaud the Foreign Secretary for bringing Britain closer to a yes vote in support of Palestinian aspirations than any previous British Government have done, but say that Liberal Democrat Members, too, would have preferred a British yes vote with no preconditions? In anticipation of the General Assembly as a whole voting yes, will he tell us what representations he has made to the Governments of Israel and the United States to discourage either of them from giving a punitive response to this peaceful diplomatic initiative?

I am grateful to my hon. Friend for that, and he will be pleased that the Deputy Prime Minister has been so much involved in our efforts over the past few days. Of course, we have made such representations, doing so directly in Israel and in the United States. I referred to the conversations that I had with Secretary Clinton yesterday, which of course covered this subject. We will make urgent such representations if the resolution is passed by a large majority, as is expected, on Thursday night. So those representations will be strong and continuous.

For two years, the Palestinians have refused to go back to the negotiating table. What will convince the Foreign Secretary that enhanced status for the Palestinians at the UN will encourage them to go back to the negotiations in which they have refused to take part for the past two years?

This is the other side of the argument. I have pointed out that as well as our criticism of Israel, which has been very strong, I am also critical of Palestinians for sometimes, including over the last year, setting preconditions for going back into negotiations that meant that such negotiations did not take place. I believe in their wish to enter into and conclude such negotiations, so I do not go as far the other way as the hon. Lady. Since those negotiations are the only way to bring about a settlement of the issue for Israelis and Palestinians, we must promote them, however difficult they are.

My right hon. Friend has correctly told the House that time for a two-state solution is running out. He has also told the House that that is the only thing that can guarantee statehood for the Palestinians and peace for Israel. How long have we got?

I think that we do not have very long and that is why urgency has been expressed across the House. The pace of settlement building is steadily reducing the time available for a two-state solution, as has the sheer time that has been exhausted over so many years of trying to bring it about. Although I would not count the time in months, we do not have many years. We might have only one or two years to bring this about, hence the urgency of restarting negotiations.

So the right hon. Gentleman offers President Abbas all support short of actual support. May I warn him, just as I warned Yitzhak Rabin when he was Prime Minister of Israel? I said to him personally in conversation that if he failed to give validity to Fatah, all that would be left would be Hamas. Mr Rabin shook hands with Arafat on the White House lawn; the right hon. Gentleman sits on his hands.

I do not think that that is what the Palestinians would think after all the discussions we have had with them over the past few days. Of course, I do not agree with the right hon. Gentleman on that point. Support takes many forms and our strong support for the Palestinian Authority as well as the huge financial and other support we give are maintained and much appreciated by the leaders of the Palestinian Authority. Of course there are disagreements about our vote tomorrow, but I hope that no one in the House will pretend that we do not have good relations with and support for people, particularly those of a moderate persuasion, in the Palestinian Authority. There is no doubt that we have such relations and that they continue.

The Foreign Secretary is absolutely right to seek those assurances and I give him credit for that. I think he said that he wanted to see public assurances by the Palestinians. Will they be in writing and will he ensure that they are not time limited?

They could take many forms, of course, and I have made that point to the Palestinians. What we are seeking could be in the resolution, which can be amended at a very late stage—even right up to the vote tomorrow—it could be in the speech we expect President Abbas to deliver in New York tomorrow, or it could be in writing and published. Such assurances could take many forms and there is still time to give them.

In the House in October, the Foreign Secretary described the Palestinian application as a “divisive symbolic” gesture. In the absence of the assurances or amendments he seeks, does he stand by that statement? Will he update the House on the progress that has been made in getting Hamas to renounce its commitment to the absolute annihilation of the state of Israel?

Sadly, no one has made that progress with Hamas yet. Indeed, it is vital for Hamas to recognise previous agreements, forswear violence and recognise the right of Israel to exist. It is good that talks are taking place under Egyptian auspices on Gaza and that those talks include how to prevent the smuggling of weapons into Gaza as well as how to open it up. It is important and good that those talks are taking place. As I said in the statement, we asked the Palestinians not to proceed with the resolution at this time because our fear is that although it could be symbolic, which is why many people want to support it, the fact that it could be divisive in the peace process is a danger. The assurances we have sought would make it more than symbolic and would mitigate any divisive effect. That is the logic of what we are doing.

Following the answer my right hon. Friend gave to our hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips), what will happen if the two-state solution fails? Will the Palestinians for ever remain an occupied people? Will they for ever remain stateless? Will they for ever remain in a situation where more and more of their land is being taken by illegal settlements?

The outlook is very bleak if a two-state solution fails, but the outlook is bleak for Israel, too. That is the message in our constant conversation with Israeli leaders: unless they conclude a two-state solution within the kind of time frame that I have been talking about, they are faced with one-state solutions, which pose many profound challenges for Israel and the nature of its society. That is why it is so important for both sides that this is addressed and such challenges would be so difficult that I do not want to speculate about what they would lead to at this time.

A yes vote would mark an historic and very welcome shift in British Government policy. I congratulate the Foreign Secretary for edging towards that position and my right hon. Friend the shadow Foreign Secretary for encouraging him to do so, although I regret the conditions. The Americans, as ever, are critical. How hopeful was the Foreign Secretary after his discussion yesterday with Mrs Clinton?

After my discussions with Secretary Clinton yesterday, I think there is a good understanding of the strength of view across the world, including in countries such as ours as well as in other European countries, and of the urgency of the matter. It is very important for that understanding to be shared across the American system. I have worked closely with Secretary Clinton over the past two and a half years, but she intends to depart office as Secretary of State in the coming weeks. This will be the No. 1 item we discuss with the incoming Secretary of State of the United States; indeed, I have already discussed it with some of the people who might become Secretary of State. It has been prominent among our discussions with President Obama, and the Prime Minister and I have both put the point strongly to the President. The understanding is there in the United States but we now need to help them translate it into real action.

I pay a great tribute to the Secretary of State for not only ensuring that this is a UK Government foreign policy priority but trying to ensuring that it becomes a second-term American Administration foreign policy priority. On the difficult issue he has addressed of the ICC jurisdiction, I understand exactly what he is trying to do. Is it his hope not that the ICC should not have a jurisdiction but that if the Palestinians and Israelis come to the table for peace talks, the question of the ICC can be parked for a time so that the attempt to get a peace deal is not skewered by sending the question to courts that would take much longer to resolve it?

My right hon. Friend is right, of course, about the second-term priorities. Given the urgency of the situation and given that from January the Israeli elections will have taken place and the United States will be at the beginning of a second-term Administration, if we are not going to address and resolve the problem then, when on earth will we ever do so? We see this question as very important for the re-elected US Administration. He is also right about the ICC and that is what we are saying. We are saying not that anyone should be exempt from the ICC for the long-term future, but that since a negotiation must succeed everybody has to accept some things that are temporary or unpleasant. We had our own experience of that—many hon. Members have much experience of it—in the Northern Ireland peace process. We had to do things we were very reluctant to do but that were necessary to bring about a settlement. That is true in the middle east, too.

My right hon. Friend the shadow Foreign Secretary set out the very powerful case that support for the resolution could act not as a block to peace but as a bridge. Earlier this year, I met President Abbas and I was convinced that he was a man of courage who wanted to get back to negotiations. How has the Foreign Secretary weighed the importance of empowering President Abbas to kick-start the negotiations against the assurances he has set out, which although they are important are a very high bar? That balance is key if we are to make progress for both Israel and Palestine.

The right hon. Lady is absolutely right. That is the judgment—how to weigh those things. We want the Palestinian Authority to succeed, and we believe that President Abbas is the best interlocutor that Israel will have to bring about peace. We also believe, however, that the other factors that I have described are essential for that to work. Our way of weighing those two factors in the balance is to try to combine them in a successful resolution.

I make again the point that I made in response to the right hon. Member for Paisley and Renfrewshire South: if these assurances were received, and we could vote for the resolution, and it was passed with a large majority, would the chances of negotiation beginning again and succeeding be greater than they are today? The answer is undeniably yes, and that is the logic of our position.

As my hon. Friend can imagine, we have discussed this with the United States and Israel in detail, and there are people who do not in any way hold extreme views on these things who are concerned about possible reactions and about—we certainly hope that there will not be—any sudden, dramatic, adverse reaction to the passing of the resolution. They are concerned that the result might be stagnation and that it could make it more difficult for the United States to do the sort of thing that we have all called for in the House today. That is why we have asked for additional assurances.

The Palestinian people deserve the support of the British people and the British Government. Why does the Foreign Secretary ask the Palestinian people not to set conditions, only to set conditions on his support for the Palestinians at the United Nations?

We are simply trying to frame the resolution and what goes with it in the right way to remove preconditions. An obstacle to negotiations in the past year, as I explained, has been preconditions on the Palestinian side. We want to get rid of that obstacle and secure a commitment to return to negotiations without preconditions. I do not see any problem with that condition.

I understand that the Foreign Secretary had a conversation with President Abbas about the resolution. In that conversation, at any point did President Abbas indicate that his priority was to return to peace talks without preconditions? If he did not, does the Foreign Secretary agree that this is just a distraction?

We have had many conversations with President Abbas on this subject, and we have discussed many times over the past two and a half years how to get back into negotiations. At one stage, for a brief period, that happened at the end of the 10-month settlement freeze. I have no doubt of President Abbas’s sincerity in wanting to bring about successful negotiations, but he did not respond to my request by saying that he would say publicly that there would be no preconditions. We will continue to encourage him to do so, but we should not draw any adverse conclusions about President Abbas on that either. We simply have to keep encouraging him in that direction.

How Britain votes at the United Nations will surely be a test of how genuine our commitment is to the Palestinian cause. Arising from previous questions, does the Foreign Secretary accept that the choice is really for Israel, leaving aside the resolution at the UN, on whether it accepts a viable and independent Palestinian state—the Palestinian people are certainly not going to disappear any more than Israelis are—or a one-state solution with safeguards for both communities? That may not be the best choice for Israel, but the choice lies with Israel.

Well, I will go so far with the hon. Gentleman: absolutely, of course that is an important test for Israel, which is why it needs to enter negotiations in the right spirit and with the right generosity. However, the Palestinians need to play their part. Any such negotiation requires both parties to conclude it successfully, and they must be prepared to make the necessary compromises. There are important tests for both sides, and our vote in the UN General Assembly should be determined by our determination to see them make a success of those negotiations, rather than to demonstrate that the Palestinian cause is more important than Israeli security, or the other way round. The test for us is supporting negotiation.

We have heard today the consequences for the Palestinians if they place any preconditions on entering peace talks, but what consequences does the Foreign Secretary see for the next Israeli Government, both political and economic, if they fail to end the illegal settlement activity that he said threatens the viability of any peace process?

As I mentioned, there will be serious and accumulating consequences for Israel of failing to bring about a two-state solution. Settlement building is a major contributor. It is the single biggest factor in removing the time and opportunity to create such a two-state solution. So, yes, Israel will face greater problems in future. As for other measures—my hon. Friend is seeking diplomatic penalties and so on for Israel in future—that arises when we turn our minds to how the United States should restart the peace process, and how European nations can support that. We will want to do so in a very active way, but I do not want to speculate about what measures we could take at this point.

The Foreign Secretary must be aware of the misery of refugees living for 60 years in the camps in Lebanon, Jordan and Syria; of the people of Gaza, imprisoned effectively by the Israeli blockade; and of the west bank under occupation. Why has he made a statement that effectively says that the diplomatic objectives of the US and Israel are holding a veto over our vote at the UN tomorrow? Will he not put himself on the side of history, rather than talking about the hand of history, and vote for the unconditional recognition of Palestine?

I do not think that I was talking about the hand of history. That was a Tony Blair phrase—I have not adopted it. The lesson of history—I shall return to that point—is that we need a negotiation to succeed. The hon. Gentleman asked why the opinions of Israel and the United States matter so much. It is because we will only alleviate these problems and help decisively the people to whose plight he rightly drew attention with a negotiated settlement with Israel. Of course, one has to allow for opinion in Israel as well, and the nation with the closest relationships with Israel and the biggest leverage over its foreign policy decisions is the United States. That is why we must have due regard for its opinions. That is the practical and diplomatic approach that foreign policy must allow for. As I said, we are exercising the vote of a country and exercising our foreign policy, not making gestures.

In 1947, His Majesty’s Government abstained on the admission of a Jewish national homeland into the United Nations. Sixty-five years later, it looks as though we will do the same again. Now, we are a constant friend of Israel, and in recognition of the fact that the resolution will be passed tomorrow whatever we do, should Her Majesty’s Government not change gear and work over the next few years with both Israelis and moderate Palestinians to bring about the real game-changing event in the middle east—Israeli sponsorship of eventual full Palestinian admission to the United Nations, with both states living in peace behind secure borders?

Yes, my hon. Friend puts it very well. This has moved rapidly to the top of the list of international priorities, and this is the time to do so. Given that, as we discussed, it is the beginning of a second term in Washington and the Israeli election campaign concludes in January, it is an important moment to try to achieve exactly what he describes.

May I ask the Foreign Secretary to show a little less neck to the Palestinians and a little more backbone to the Israelis? He referred to the Northern Ireland peace process. One of the lessons of that is that when give and take is not happening between the parties immediately involved, responsible external weight can be used to establish necessary givens, even against the shrill opposition of key elements at the time. Has he no fear that an abstention tomorrow will only undermine President Abbas and underwrite an Israeli veto in terms that will be seen to underwrite the very Israeli violations that he himself has condemned?

No, I do not think so. I gave the reasons earlier why I do not think that undermines President Abbas at all. Indeed, in his phone call last night with the Deputy Prime Minister, President Abbas was clear about the strong and continuing friendship between us, irrespective of the vote tomorrow. I defer to Northern Ireland Members on some of the lessons of the peace process, but here that requires external parties to say, “Above all, you are going to have to be pushed back into negotiations.” That means pressure on both sides. This is an example of us exerting that pressure on both sides, so the hon. Gentleman should welcome that.

I refer Members to my entry in the Register of Members’ Financial Interests. I thank my right hon. Friend for his reasoned statement and particularly for the work of the Minister with responsibility for the middle east. Inevitably, Hamas will see tomorrow’s vote as a victory for its missile attacks on Israel. The Palestinian Authority say that recognition will help bolster the moderate Palestinians. If the Palestinian state is voted for and Hamas is strengthened and resumes its missile attacks on Israel, what actions will the Government take?

My hon. Friend paints a range of unwelcome events that could come about, and he knows many of the things that we do to discourage those things, including rocket attacks on Israel. Of course we will continue to advocate the revival of the peace process. Of course we stand by the security and legitimacy of Israel, as he knows, but we also want Israel to do what is necessary for the peace process to succeed and Palestinians to enter negotiations with them, so we will do our utmost to guard against the outcomes that he fears.

The Secretary of State said that he had spoken to Mahmoud Abbas. I would be interested to know which Israelis he spoke to before putting together this miserable little offer that continues to treat the Palestinians as second-class citizens, if citizens at all. What, apart from the fact that Israel wants it, should lead the Palestinians to fetter their access to the Security Council and the International Criminal Court, and what in particular should make them enter negotiations for their own land when the colonisation of that land continues?

The hon. Gentleman can make that case and it is very powerfully felt among Palestinians, but I remind the House again that their plight will be alleviated only if there is a successful negotiation between both parties—between Israel and the Palestinians—so it would not be wise to disregard all Israeli concerns. Those concerns have to be met as well. Israel has to know that it can reliably live in peace and security, just as Palestinians need to know that they can live in a viable sovereign state. So it is very important to understand both sides of the argument, and I do not think the hon. Gentleman’s question was a very good example of that.

A two-state solution demands, in my view, bilateral talks, not unilateral grandstanding. As such, does my right hon. Friend have any views on the numerous peace initiatives of the Israeli Government over the past three years, all of which have been rebuffed by the Palestinian Authority?

It does require bilateral talks; my hon. Friend is absolutely right. There is, as I indicated a few moments ago, fault on both sides when it comes to efforts to have negotiations over the past few years. Israel has been, on the whole, readier to enter into negotiations, but Israel has not made the decisive offer, or the more decisive offer than anything seen in recent years, that I have called for. The Palestinians have not always been ready to enter into negotiations at all. Both those things will have to change if we are to see a successful peace process.

The Foreign Secretary said that he was worried about a backlash from Israel and others. Given the blockades, the illegal settlements, the wall, the destruction of Palestinian farms, the arrests, the imprisonment, the decades of ignoring UN resolutions, the refugee camps, the abject poverty and the rest, how much worse does he think it can get for the Palestinians?

Unfortunately, the position could get worse. The Palestinian Authority is in a precarious financial position, although the United Kingdom, under Governments of all parties, has a very strong record in that regard, and we will maintain that strong record. But it is a difficult position. Given the nature of the west bank, the proximity of Israel and the obviously very difficult relations with Israel, yes, things could get worse. There are ways in which they could get even worse, so the hon. Gentleman is right to draw attention to all the factors to which he drew attention, but we still need the parties to be able to restart negotiations, taking into account the concerns of both sides.

May I first express the regret of my right hon. and hon. Friends who sit on this Bench in respect of the conditions set out by the Foreign Secretary? May I ask him a genuine question? What assessment has he made of any change for good or ill in the stance of the Israeli Government with the forthcoming election and with the departure of Ehud Barak?

This is a matter for the Israeli people. I will not intervene in their politics. We have always had close and good relations with Mr Barak. Indeed, he is one of the Israeli leaders I speak to most frequently, so in that sense we will regret his departure. But it is up to the Israelis who they choose to lead them in their elections in January. Whoever that is, we will make the case powerfully to them about the urgency of the issue and about the importance of it being in their own long-term strategic interests to tackle it decisively over the coming year. So we will not be shy of doing that, just as we are not shy of saying to Palestinians what we need from them.

I welcome the news that the UK will not oppose or veto greater recognition for Palestine. The House should support all those on both sides who strive for peace and lay aside violence. Although I hope that the Secretary of State’s conditions can be satisfied, does he agree that enhanced recognition would mark a step towards the sovereign Palestine and secure Israel that we all want to see and increase the accountability of Palestinian organisations to the UN?

Whether that would mark a step towards that depends on what happens next. As I mentioned earlier, it is important that Palestinians can celebrate success not just for one day at the United Nations, but that then there is a sequence of events that they can celebrate and that will give them hope for the future. That is what we are trying to provide in the assurances that we have asked for, to maximise the chances of further progress being made after a vote at the UN tomorrow, rather than the peace process going backwards. So we can answer my hon. Friend’s question fully only when we see what happens next.

The Foreign Secretary told us about the conditions that he put to the Palestinian Authority. What I am interested in is what he said to the Israeli Government about their threat to withhold the taxes that they owe the Palestinians. What is he doing to prevent that threat from being carried out?

We have said what I said about that towards the end my statement—that we would not support any such action by Israel. Of course we are concerned. Among our concerns is that something like that could happen, but we are very clear, and we have been very clear with Israel already, that we hope that the Israeli Government will not take any such steps and that they will not react in an adverse way to the passing of the resolution. As I have explained in answer to other questions, we will apply our persuasion and pressure to Israel, just as we do to Palestinians.

Is this not all about the messages that we are sending out? The Foreign Secretary speaks in complimentary terms about President Abbas but urges him not to move his resolution because of the possible financial and political consequences for Palestinians. If the resolution is not moved, will that not simply show that bullying and threats work and send out completely the wrong message to all Israelis and Palestinians who seek a peaceful resolution to the divisions that they face?

I have some differences with my hon. Friend on that, because I do not think that this is just about messages; it is about how we get these two parties, who have not had a successful negotiation for a long time, back together and negotiating. It is actually quite a practical question. It is not just the business of loud hailers; it is the business of painstaking negotiations. Our actions should therefore be guided by what maximises their chances. That is the guiding principle of our policy.

I am sorry to say that the Foreign Secretary’s statement undermines the UK’s credibility as an honest and fair player in what remains of the peace process. It is clear that there is overwhelming global support for the resolution. Indeed, there is overwhelming public support for it in the UK. He said that President Abbas is a courageous man, but is the Foreign Secretary?

I do not agree that this undermines our credibility in any way. On the contrary, I think that we will be in a strong position, after all the discussions that we have had with the Palestinians, the Israelis and the United States in recent days, to do our utmost to move the peace process forward with those countries and parties over the coming weeks. I think that the hon. Gentleman will find that his prediction is not borne out by events.

We have heard a lot this afternoon about preconditions. Will the Foreign Secretary tell the House which preconditions he regards as most unreasonable, and does he not regard Israeli settlement activity as a different type of precondition?

We condemn settlement activity on occupied land, but we differed with the Palestinians over the past year when they would not re-enter negotiations without a halt to such activity. Of course one can understand the rationale behind them not doing so, but the result, since that is a precondition, is that such activity goes on but no negotiations take place. It would be better to get stuck into negotiations, even while settlement activity continues. That is the sort of precondition that I am talking about.

Does the Foreign Secretary feel comfortable with the fact that what he is effectively suggesting is that a nation’s status at the UN should depend on its willingness to give up access to recognised mechanisms for implementing international law? How does that look consistent or fair?

Because we want a negotiation to succeed. I do not think that any right hon. or hon. Member has successfully contradicted what I have said several times. Across the House, we all recognise that this conflict will be resolved and peace will come to the middle east only if there is a successful negotiation between the Israelis and the Palestinians. I have heard no one offer any alternative. There is much desire to express opinions, make gestures and so on, but no one has contradicted that. If that is the case and a successful negotiation is required, that requires us to encourage both parties into that negotiation and for each side to do what will allow it to be successful. That is the simple logic.

In his statement, the Foreign Secretary paid tribute to Egypt and its role in obtaining a ceasefire. Does he agree that Egypt has a role to play in reopening the peace negotiations and bringing some normality to that troubled region?

Yes, absolutely. There is a major opportunity for the new Egypt to do that. Last week, I called the Egyptian Foreign Minister to congratulate him on the efforts Egypt has made, and the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), called again last night to urge the Egyptians on with their efforts on further negotiations about Gaza, in trying to open up Gaza but prevent the smuggling of weapons. If that can be achieved, Egypt will be in a strong position to continue its efforts on broader issues.

No hon. Member doubts the Foreign Secretary’s integrity or honesty or the diligent way that his team has tried to bring about peace in the middle east with his usual good humour, but is he not concerned that we are on the wrong side of the argument? We should be on the side of the right, not the might. Opposition Members have referred to a major poll conducted by YouGov, showing that 76% of respondents were in favour of recognising the Palestinian state and only 6% were against it. Is it not rather perverse that he is saying that Palestinians should not place preconditions on negotiations when that is precisely what we are doing? I am afraid that we are putting ourselves on the wrong side of the argument.

I am grateful to the hon. Gentleman for stating his arguments in such a measured way. I think that Members on both sides of the House are on the side of a successful settlement of the middle east peace process and a two-state solution. Our only disagreement is about how to encourage that. Our view is that when faced with such a vote at the UN we should use it in a way that maximises the chances of negotiations by removing preconditions. I know that there are strong feelings about that, as has been illustrated across the House. He will understand that we cannot determine our foreign policy week by week according to opinion polls. If we did, he might not agree with the conclusions that would be reached on many issues.

Given our country’s distinct history in the region and the legacy that was left behind, does the Foreign Secretary agree that Britain has a unique responsibility to take a stand, show international leadership and courage and generate some hope for both the Palestinians and the Israelis who want peace? Surely, the resolution would be one way to signal our role in showing that leadership. I ask him to think again before tomorrow.

The hon. Lady is right about the history. We have a unique responsibility, although of course we do not have power in exactly the same way that we did in the 1940s, but we have it in many new and different forms. We have a great responsibility as a member of the UN Security Council to assist in these matters. The problem with her question was apparent when she referred to giving hope to Palestinians and to Israelis. That is an important point. It is important that we give hope to people on both sides of the divide, and that is what I am seeking to do.

It would be churlish not to recognise that the Foreign Secretary has shifted his position to an extent, but I am sorry to say that I feel that, as my right hon. Friend the Member for Blackburn (Mr Straw) said, this manoeuvre is too clever by half. Given that countries around the world are shifting their position—I am thinking of France and Spain—is the right hon. Gentleman not worried that we risk losing influence on these matters? Given our history and standing in the region, would voting in favour of the resolution tomorrow not send a signal to both sides that only a political solution is viable?

No, I think that our influence will be important whatever happens in the vote and, indeed, however we vote. As a member of the Security Council and given the good relations that we have with the Palestinian Authority and Israel and our special relationship with the United States, our influence will continue to be very important. That absolutely will be maintained. We will be using that influence from the moment after the vote is conducted to try to ensure that negotiations begin again.

Surely, a vote for Palestinian statehood would give faith to many Palestinians that a political solution is possible, and surely the strengthening of such moderate Palestinian opinion must be key to progress.

The thing that would most give those people hope and confidence that there is the future that they rightly desire would be to see their leadership sitting down with the Israeli leadership, both making the necessary concessions and talking about how they can help each other to achieve the goal of a settlement based on 1967 borders, with Jerusalem as a shared capital of both states and with a settlement for refugees. That would really give them hope, as it would have done at the time of the Oslo peace accords, so everything that we do should be calculated to encourage that, and that is what has dictated our policy.

I thank the Foreign Secretary for his considered statement to the House. When the latest peace agreement was reached, Palestinian authorities stood by and allowed seven Palestinians to be killed after allegations were made that they had given information to Israel. One of them was under close arrest in a prison in Palestine at the time and so could have given no information whatsoever. Does the Foreign Secretary agree that it is obvious that Palestine has not moved away from Hamas terrorism and brutality and that he must stand firm and not agree to the enhanced recognition for Palestine at this time for those very reasons?

That is the other side of the argument that we have heard. Certainly, Hamas is an organisation that has committed serious abuses of human rights. In response to the right hon. Member for Belfast North (Mr Dodds), I referred to what Hamas needs to do and how it needs to change. The hon. Gentleman has given a further illustration of the need for that.

I would like to update the House on the case of the five British hostages who were kidnapped from the Ministry of Finance in Baghdad in May 2007.

The House will recall that one of the hostages, Peter Moore, was released alive in December 2009. The bodies of Jason Creswell, Jason Swindlehurst and Alec Maclachlan were returned to the UK in 2009. In my statement of 22 June 2011, Official Report, column 16WS, I informed the House that HM coroner for Wiltshire and Swindon, who is responsible for determining the cause of death, had completed his inquest into the deaths of Mr Creswell, Mr Swindlehurst and Mr Maclachlan and recorded a verdict of unlawful killing. I called on those holding the last hostage, Alan McMenemy, to return Alan.

The House will be aware that the body of Alan McMenemy was returned to the UK in January this year. I can report to the House that HM coroner completed his inquest into the death of Mr McMenemy on 26 November and he has recorded a verdict of unlawful killing. The coroner concluded that Mr McMenemy had been brutally murdered by his captors.

I am sure that the House joins me in extending our deepest condolences to the family and friends of Alan McMenemy. They had to suffer uncertainty and pain after Alan was taken hostage and grief on news of his death. I am sure the House would also wish to join me in reiterating our sympathy to the family and friends of his three colleagues as well.

We call on the Iraqi Government to continue their investigations into these horrific crimes and to bring those responsible to justice.

Mr Speaker, with permission, I will make a statement on Gaza, the middle east peace process and Syria.

The whole House will be united in concern both at the intolerable situation for the residents of southern Israel, and at the grave loss of life and humanitarian suffering in Gaza, including the particular impact on children. On 14 November, the Israeli defence forces began air strikes against the Gaza strip in response to a sharp increase in rocket fire. Hamas and other militant groups responded with even greater rocket fire, although those attacks have been reduced in the last two days. As of today, three Israeli citizens have been killed, including one woman and one child, and at least 109 Palestinians have been killed, including 11 women and 26 children.

We have made clear both that Hamas bears principal responsibility for the start of the current crisis, but also that all sides have responsibilities. We quickly called on Israel to seek every opportunity to de-escalate its military response, and to observe international humanitarian law and avoid civilian casualties. At the meeting I attended in Brussels yesterday, EU Foreign Ministers condemned the rocket attacks on Israel and called for an urgent de-escalation and cessation of hostilities. We have also warned that a ground invasion of Gaza could lengthen the conflict, sharply increase civilian casualties, and erode international support for Israel’s position.

We wish to see an agreed ceasefire that stops the rocket attacks against Israel and ends Israeli military operations. Efforts to agree a ceasefire are continuing as I speak, and the UN Security Council will continue discussions on the situation today. More open access in and out of Gaza is part of any longer-term solution. We pay tribute to the efforts of the Egyptian Government and the UN Secretary-General to secure an agreed ceasefire, and have supported those efforts over the past few days. I discussed them with my European colleagues yesterday, and with the Egyptian, Israeli and Turkish Foreign Ministers over the weekend, as my right hon. Friend the Prime Minister did with Prime Minister Netanyahu and President Morsi. The Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), is in Ramallah today, where he will meet President Abbas, after visiting southern Israel yesterday.

There is no military solution to the crisis in Gaza or to the Israeli-Palestinian conflict. Peace becomes harder to achieve with each military confrontation, each loss of life, and the creation of facts on the ground. The only way to give the Palestinian people the state that they need and deserve, and the Israeli people the security and peace they are entitled to, is through a negotiated two-state solution, and time for this is now running out. It requires Israelis and Palestinians to return to negotiations; Israel to stop illegal settlement building; Palestinian factions to reconcile with one another; and the international community, led by the United States and supported by European nations, to make a huge effort to push the peace process forward urgently.

While there is any chance of achieving a return to talks in the coming months, we continue to advise President Abbas against attempts to win Palestinian observer state status at the United Nations through a vote in the UN General Assembly. We judge that that would make it harder to secure a return to negotiations, and could have very serious consequences for the Palestinian Authority. Our collective goal must be a two-state solution based on 1967 borders with agreed land swaps, Jerusalem as the capital of both states, and a just settlement for refugees, so while we support Palestinian aspirations and understand the pressures on President Abbas, we urge him to lead the Palestinians into negotiations and not to risk paralysing the process, but we also urge Israel equally to make every effort to restart negotiations, before the window for a two-state solution closes altogether.

The urgency of all of this is underlined by the conflict in Syria. The whole House will join me in condemning the barbaric violence by the Assad regime, which continues its aerial warfare against Aleppo, Homs and Damascus itself. Thirty thousand people have died already, and more than 100 are still being killed each day. Countless homes, clinics, hospitals and essential infrastructure, such as water and sanitation systems, have been destroyed or severely damaged, and between 1 million and 3 million people have been displaced from their homes. There are appalling reports of rape and sexual violence by Government forces and militia, and as a form of torture in regime detention centres, which the UN Human Rights Council-mandated commission of inquiry has said could be prosecuted as crimes against humanity.

There are now well over 400,000 refugees in neighbouring countries. The impact on young Syrians is particularly acute, since 50% of all Syrian internally displaced persons and refugees are children. We are increasing our humanitarian assistance as the crisis grows and winter approaches, and our appeals to other members of the international community to give far more to UN relief efforts have been intensified. Our £53.5 million in humanitarian assistance so far includes £9.7 million for the World Food Programme to feed 80,000 people inside Syria each month; £4 million to the UN Refugee Agency to provide shelter and other basic relief items; and £9.7 million to other relief agencies for medical services and supplies, food parcels, water and sanitation services, distribution of blankets and hygiene kits.

In neighbouring countries, we have given £10 million for the UN Refugee Agency to provide shelter, protection, registration, and water and sanitation services to refugees; £5 million to the World Food Programme to feed 20,000 people; and £6 million to UNICEF to provide education and trauma support for children, and water and sanitation services. In Cairo last week, I called on other countries to increase their contribution to the relief effort, which the UN has described as “critically underfunded”. But what is urgently needed is a political transition to new and legitimate leadership that reflects the will of the Syrian people and that can end the violence and begin to rebuild the country with regional and international support. On 11 November there was a major breakthrough in Doha, with the establishment of the National Coalition of Syrian Revolutionary and Opposition Forces, which has been welcomed by many Syrians.

Last Friday, I met the president and two of the vice-presidents of the national coalition on their first visit to Europe. I sought assurances from them in three areas. First, I urged them to commit themselves to developing their political structures, widening their support among all sections of Syrian society, and agreeing a detailed political transition plan for Syria. Secondly, I encouraged them to use the next Friends of Syria meeting, which we hope will be held in Morocco next month, to set out a plan for Syria’s future in detail. Thirdly, I urged them to show a clear commitment to human rights and international humanitarian law, including the protection of all religious communities and unfettered and safe access for humanitarian agencies. In response, they stressed their determination to build on the Doha agreement and to leave the door open to other opposition groups to join them. They spoke of their intention to win the trust of Syrians from all communities, to be a moderate political force committed to democracy, and not to repeat the abuses of the Assad regime. They told me that their priority was protecting the civilian population against attack, and focusing on achieving a political transition. It would be for the people of Syria, they told me, to approve a future Government.

These are important and encouraging statements by the national coalition. They have much to do to win the full support of the Syrian people and to co-ordinate opposition efforts more effectively, but it is strongly in the interests of Syria, of the wider region, and of the United Kingdom that we support them and deny space to extremist groups. On the basis of the assurances I received and my consultations with European partners yesterday, Her Majesty’s Government have decided to recognise the National Coalition of Syrian Revolutionary and Opposition Forces as the sole legitimate representative of the Syrian people. As the president of the national coalition said to me on Friday, recognition imposes responsibilities on the coalition, and we will continue to press them to uphold their commitments.

I can also announce a significant increase in practical support for the Syrian opposition by the United Kingdom. First, we will invite the coalition to appoint a political representative to the UK, and we will offer support to them as they set up their political and humanitarian structures. Secondly, we will provide a £1 million package of communications support, which could, for instance, include mobile internet hubs and satellite phones to improve their ability to communicate inside Syria. Thirdly, we will urgently deploy a stabilisation response team to the region to work with the coalition to develop its plan to meet people’s basic needs in opposition-held areas. This team will draw up recommendations for areas for further UK assistance.

Fourthly, and separately, my right hon. Friend the Secretary of State for International Development is looking at increasing our assistance to Syrians affected by the conflict. This could include increasing our humanitarian medical assistance for wounded Syrian civilians by providing UK funding for hospitals and mobile clinics, and training for health workers. We also intend to launch new work to build on our existing work to support victims of sexual violence in Syria.

This new package of support amounts to about £2 million of immediate commitments, and we will look to expand this considerably in the coming months. This comes on top of the training of citizen journalists, human rights advocates, doctors and Syrian activists that we have already provided, and the generators, communications equipment and water purification kits for unarmed opposition groups and civil society that I announced during the summer. Alongside that increased political and practical support, we are pressing the EU to increase its support to civil society in Syria.

We will continue to increase the pressure on Assad and those who support him through EU sanctions, including seeking accountability through the UN’s commission of inquiry. We also expect there to be discussions in NATO in the coming days about supporting the security of Turkey, and we will continue to work with all of Syria’s neighbours to help them mitigate the effects of the crisis. We will also step up our support for political transition and our planning for the day after Assad.

Finally, we will continue to support the work of the UN and Arab League envoy Lakhdar Brahimi, whom I met a few days ago in Cairo, and we will renew our efforts to persuade Russia and China to work with us at the UN Security Council. I will take every opportunity to urge my Russian and Chinese colleagues to support a political and diplomatic solution to the conflict in Syria. Without such a solution, everything that they and we most fear is coming closer, including ever greater loss of life, instability in neighbouring countries and an opportunity for extremists to pursue their own ends.

The basis for such a political settlement is clear. A credible alternative to the Assad regime is emerging that has the growing support of the Arab League, the European Union, the United States and an increasing number of other countries, and we have an agreed basis for a transition in the form of the Geneva communiqué, which all permanent members of the UN Security Council signed up to in June. In the absence of that political and diplomatic solution, however, we will not rule out any option in accordance with international law that might save innocent lives in Syria and prevent the destabilisation of a region that remains critical to the security of the United Kingdom and the peace of the whole world.

I thank the Foreign Secretary for making his statement and for giving me early sight of it today. I shall first address the issue of Syria and the announcement that the Foreign Secretary made in his statement, and I wish to note my recent visit to the Zaatari refugee camp in Jordan, which has been appropriately registered.

As we have just heard from the Foreign Secretary, only a credible and inclusive transition plan and a united opposition hold the prospect of being a bridge between conflict and a sustainable peace in Syria. Until now, not only the Security Council but the Syrian opposition have been disastrously divided. Over many months, the Russians have continued to ask the west, “So if Assad goes, what comes next?” On 11 November, however, we saw the establishment of the new Syrian national coalition in Doha.

Last week, the Opposition called on the Government to recognise the new Syrian national coalition, so I welcome the Foreign Secretary’s announcement today that the British Government have taken the decision to recognise it as the sole legitimate representative of the Syrian people. Recognition is a vital step forward, but can he tell us whether he intends to use this new-found unity within the opposition as the basis for a fresh diplomatic approach to the Russians?

The Opposition are clear that the correct focus for the UK’s efforts on Syria in the days and months ahead must be helping to unify the Syrian opposition, not helping to arm them, so will the Foreign Secretary give the House a guarantee that the recognition of the Syrian national coalition is not a precursor to arming the Syrian opposition fighters, which he must acknowledge would be against the European arms embargo currently in place?

The emergence of a political process must not distract us from the pressing humanitarian crisis. On my recent visit to the Zaatari refugee camp in Jordan, I saw for myself the sheer scale of the human suffering that is a devastating consequence of this war in Syria.

As winter approaches, with more than 2.5 million of Syria’s 23 million people now displaced and non-governmental organisations warning that 200,000 Syrian refugee children are at serious risk from freezing temperatures, action is needed. I therefore welcome the Foreign Secretary’s announcement that the British Government will be increasing British aid, but will he set out what specific steps he and his colleagues in Government will take to encourage others in the international community to increase their support in the face of the growing humanitarian crisis to which he referred? There is still a significant shortfall in the funds for the UN appeal for Syria. Britain must play its part in encouraging others to contribute and make up this inexcusable shortfall.

Let me turn now to the issue of Gaza. In common with those on the Government Benches, we abhor the loss of life that we have seen in recent days. The Foreign Secretary has reiterated today that principal responsibility for the start of the crisis lies with Hamas. Of course the recent rocket attacks into southern Israel, targeted at a civilian population, deserve our categorical condemnation, but does he accept that although the rockets were the proximate cause, the deeper causes of the latest crisis reflect the failure over years and decades to achieve a two-state solution? Every time a military solution is prioritised over a political solution, greater future problems are generated. Indeed, there is and can be no military solution to the Israeli-Palestinian conflict.

The Israelis have stressed that their response is justified by the recent escalation of Hamas rocket attacks. No civilian population should have to live in such constant fear, but does the Foreign Secretary recognise that acknowledging—as I do—Israel’s right to defend itself does not oblige the British Government to suspend judgment on the wisdom of its chosen actions? As a response to the rocket attacks from Gaza four years ago, Israel launched Operation Cast Lead, in which 13 Israelis and more than 1,400 Palestinians were killed. Operation Cast Lead had the aim of

“destroying the apparatus of terror”,

yet four years on Hamas is still in power in Gaza. More than 1,000 missiles have been launched from Gaza into Israel this year, and in recent days rockets have reached Tel Aviv and the outskirts of Jerusalem. Since Operation Pillar of Defence began on Wednesday, three Israelis and more than 100 Palestinians, many of them civilians, have been killed. Does the Foreign Secretary therefore accept that the scale of the casualties in Gaza, together with the continuing blockade, fuels hatred and emboldens those seeking to isolate Israel internationally? Does he also accept that the marginalisation of the Palestinian Authority by these events further diminishes the prospects for immediate negotiations—and, indeed, Palestinian unity—and that Hamas will undoubtedly claim itself to be the victor, whatever the outcome of the operation or, indeed, the negotiations currently under way in Cairo?

Does the Foreign Secretary accept that if the operating logic of Hamas is terror and the operating logic of Israel is deterrence, then pleas for restraint risk simply falling on deaf ears? We on the Opposition Benches have for a number of days been urging not simply restraint, but an immediate cessation of violence. We have been clear that a full-scale ground invasion would be a disaster for the peoples of both Gaza and Israel. It would risk escalating the already spiralling death toll and further damage the hope for peace and security. Does the Foreign Secretary accept that, given reports of overflowing wards in Gazan hospitals and the prior degradation of those facilities as a result of the blockade, free and unfettered access, including free passage through crossings, should urgently be guaranteed for medical and humanitarian personnel? Will he also set out what discussions he has had with the Egyptians about humanitarian access and stemming the flow of arms into Gaza—specifically Iranian missile technology—not only in these volatile days of conflict, but in the longer term?

On Saturday, Opposition Members called for a full-scale UN diplomatic initiative to end the violence. We urged the Secretary-General of the United Nations to travel to the region, and we welcome the fact that he has now done so, because sustained international engagement will be vital in helping to bring the conflict to an end. Past military action has failed to bring a durable peace. The fear of the Israeli population today stands alongside the suffering of the Palestinian people. Permanent occupation and blockade is not a strategy for peace; it is a recipe for repeated conflict. Talk of the “middle east peace process” ignores the fact that, sadly, today there is no peace and there is no process. Does the Foreign Secretary agree that the long-term security of Israel will depend on its readiness to be as bold in seeking peace as it has been in using military force? At a minimum, that means that Israel must immediately end illegal settlement expansion, which is currently a key barrier to advancing negotiations.

Labour urges the Government to reconsider their stated opposition—repeated again today—and instead support the Palestinians’ bid for enhanced status at the United Nations at this month’s General Assembly meeting. This is not an alternative to negotiations, but a bridge for beginning them. The Foreign Secretary in his statement argued that recognition at the UN could “risk paralysing the process”, but when will he understand that there is at present no process, only paralysis? There is continued illegal settlement building. There are continued rocket attacks. There is continued fear and anxiety. There is continued occupation. There is continued blockade. But there are no meaningful negotiations, and there have not been any for a number of years. The suggestion that enhanced recognition of the Palestinians could somehow imperil progress in the peace process implies that progress is being achieved—and, indeed, that a peace process exists. At present, sadly, neither statement is true. Let us acknowledge this fact. After decades of diplomatic failure, increasingly some are questioning whether a two-state solution is any longer possible. That is why it is vital that as an international community, amidst the undoubted despair and the disappointment, we encourage the Palestinians to take the path of politics and reject the path of violence, and we rekindle hopes that there is a credible route to a viable Palestinian state and a secure Israel achieved by negotiations. The British Government, among others, have a heavy responsibility to advance that goal at the United Nationals in the coming weeks.

I am grateful to the right hon. Gentleman. Although there is one difference between us, on the UN General Assembly, I welcome his support and the fact that there is so much accord across the House on so many of these subjects and—taking them in the order he raised them—certainly on the new national coalition of the Syrian opposition. As he said, he has called for their recognition. Before the Government gave that recognition, I very much wanted to look into their eyes and ask the questions that I set out earlier, but I have given that recognition, and it is right to do so. All of us across the House have referred for a long time—as the right hon. Gentleman did in his questions—to the need for a unified opposition and the absence of that in the past as one of the obstacles to peace in Syria. Now that the Syrian opposition have done their utmost and made so many compromises to form a national coalition, it is right that we get behind them and that as much as possible of the world gets behind them. It is right for us to join in that, and we now look to the Syrian opposition to fulfil the commitments they have made.

We have taken no decision consequent on that—or no decision at all as things stand—to change our policy on the EU arms embargo. We look at all options, as I have repeated today. We rule out no options. It is the job of the National Security Council to look at all options, particularly as the crisis worsens. At the moment it is going in the wrong direction, but we have taken no decision as things stand to change the policy. We are certainly putting other nations under a lot of pressure—there is a lot of persuasion—to increase the aid they are giving to address the huge humanitarian suffering that I and the right hon. Gentleman have seen on the borders of Syria. My right hon. Friend the Secretary of State for International Development convened a meeting of many nations on this issue at the UN General Assembly. Since then some of them have increased their aid. Last week I attended the meeting of EU and Arab League Foreign Ministers in Cairo, and that was one of the main points I made to them—that increased contributions, particularly from the Arab world, will be necessary as winter comes and the number of refugees continues to increase—so I think I can readily agree with everything the right hon. Gentleman said on that subject.

Of course we will now—again, as the right hon. Gentleman suggested—use the fact that the opposition have come together in an unprecedented way to renew our diplomatic efforts with Russia. If one of Russia’s objections is—and it always has been—that there is no single interlocutor on the opposition side, that objection at least has now been removed to the possibility of diplomatic progress. I stress that it remains the case that the only real solution in Syria is a diplomatic and political solution. Neither side has anywhere near the military strength to overthrow or remove the other. Even if they did so, they would then be dealing with a deeply fractured society for generations.

There is a lot of agreement on many aspects of the middle east peace process. Whenever a conflict such as this one in Gaza occurs, it is vital to remember the wider picture. At the root of all this is the failure to make progress on the middle east peace process. It is absolutely right to point to the sharp increase in rocket attacks—they have gone up steadily over the years since Operation Cast Lead—producing the current crisis, but it is also quite right to make clear the need for improved access in and out of Gaza in order to allow humanitarian assistance and trade to proceed. It is a mistake by Israel to have such tight restrictions on Gaza; we have often made that clear.

The one point of difference between the right hon. Gentleman and me has been over the tactics of the UN General Assembly, and I want to explain the reason for the Government’s position. Time is running out for the two-state solution. Owing to unacceptable settlement building on the west bank and in east Jerusalem, we are not far from a two-state solution becoming impossible and unviable. With the Israeli election coming to an end in January, with the US election now over, and with time clearly running out, this coming year will be a critical one. People always say, “This will be a critical year,” but this really is one. If progress towards a two-state solution is not made in the coming year, it will, in all probability, not be made.

The message that we have given to the United States is that it is vital that they and we and the major EU countries put our full weight behind this over the coming months. However, we have to ask whether a motion on observer status being carried at the UN General Assembly now would make that easier or more difficult. There is a perfectly respectable and legitimate case for saying that it would be right to pass such a motion because this has gone on for so long and because Palestinian frustrations are so intense, for understandable reasons. I believe, however, that the balance of judgment comes down on the side of saying that to do so would be more likely to retard efforts to restart the peace process than to advance them—[Interruption.] Hon. Members will make different judgments about that. We will see, over time, what the reality is.

If such a motion is carried, we must of course move heaven and earth to prevent it from retarding the peace process and the attempt to restart negotiations. Our message to the United States would be the same. As things stand, however, because of the possible reaction of the US Congress and the possibility of Israel withholding tax revenues, the position of the Palestinian Authority could be made worse by the passage of such a resolution. We will therefore use our vote on this in whatever way we think will keep open the best prospect of negotiations. We will consult closely with our partners in the European Union about this, as I was doing yesterday. I hope that there will be a large measure of European agreement on how to vote on the resolution.

That is the reason for our position on the matter, and it has the best interests of the Palestinians and the creation of a Palestinian state at heart. In international diplomacy, when our heart and our head pull in different directions, we have to give precedence to the considerations of our head, and the best way to pursue the peace process is to put our full weight behind it in the coming months.

Given that the experience of the past decade or more is that Israel pockets any concession made by the west to accommodate its position and then not only does nothing but makes the situation worse—by illegal settlement building, for example—will the Foreign Secretary please reconsider his position on the British Government’s refusal to vote for the United Nations General Assembly resolution? He is a man of great fluency, and he normally convinces the House with his arguments, but I find his reason for that refusal utterly incomprehensible. It is not that I disagree with it; I simply do not understand why our voting for the resolution would make the situation worse. Surely it would make it much better.

I always listen carefully to the right hon. Gentleman, for obvious reasons. For the sake of clarity, I should say that the Government have taken no decision yet on how to vote on the resolution. We are arguing against the holding of such a vote, which would be carried in the UN General Assembly, because of the number of nations in favour of it. As I mentioned earlier, we will consult closely with our EU partners on this matter. There was a time when the right hon. Gentleman used to place great weight on the views of European Union Foreign Ministers, and after yesterday’s discussions, I believe that most of them have the same view as ours. That is the majority view for a reason: there is genuine anxiety about whether it would be possible, in the remaining short window, to restart the middle east peace process negotiations if the motion were carried now. It is therefore a tactical difference. There is a respectable difference of opinion on the matter, but I come down on that side of the judgment.

Does the Foreign Secretary agree that the emergence of the Syrian national coalition, and this Government’s welcome recognition of it today, removes a major barrier to the supply of defensive military equipment to the Syrian resistance? As the European embargo is due to expire on 1 December, and as President Hollande of France has said that France is now willing to reconsider the supply of defensive military equipment, will the Foreign Secretary look at this matter constructively? Does he recognise that what he rightly described as the barbaric violence of the Syrian regime against the civilian communities will not come to an end unless and until the Syrian resistance is able to defend itself?

My right hon. and learned Friend has consistently made the case for the active arming of the Syrian opposition by western countries. In response, I have often pointed out some of the disadvantages of that course of action. There is no automatic change in our policy on that as a result of the recognition of the Syrian opposition. I have discussed the issues with the French Foreign Minister. The arms embargo is due to be rolled over and continued from 1 December, as part of the entire package of Syrian sanctions. Whatever one’s views on the arms embargo, we very much want to maintain all those sanctions, so any changes would rely on a subsequent amendment to the overall sanctions package. There has been no request from France to the EU to change that position at this stage. We will keep all the options under review, but we have made no decision to change our policy on arms supplies, as things stand.

But surely the Foreign Secretary must accept that his specific and chilling refusal to rule out western, British-backed military activity in Syria will make a disastrous policy even more disastrous. Nobody can win this civil war. Assad’s savage regime has the backing of at least a third of the population, including Christians and other minorities. The conflict is also a proxy for Sunni versus Shi’a, for Saudi Arabia versus Iran and for the west versus Russia and China. We have to resolve this by political settlement, not by upping the military stakes.

I think I made the point a few moments ago that there can only be a political and diplomatic solution. It is also important to point out that no one knows exactly how events in Syria will proceed in the coming months and years. Situations such as the one that arose in Libya last year and the present one in Syria are uncharted territory in international affairs. It is foolish to rule out options when we do not know how the situation will proceed. However, it is right to place huge emphasis on diplomatic and political progress and on humanitarian assistance, as I have done in my statement.

Israel has an unambiguous right to defend itself, but along with such rights go duties, and in this case the duty is to use only proportionate means to effect that defence. Does my right hon. Friend believe that targeted assassination, the destruction of civilian infrastructure and the imposition of casualties on women and children are consistent with that duty?

Of course all our efforts have to be directed to making sure there is a ceasefire, and only at a subsequent stage could one make the judgment that my right hon. and learned Friend is inviting me to make. I have not shied away from it in the past, as he knows; in fact, during the Lebanon war when we were in opposition, I was very clear about the disproportionality of what happened. In this case, we have to ask ourselves whether the current conflict in Gaza would be taking place without the increase in rocket attacks, which have gone up from 200 in 2010 to more than 1,300 before this conflict began and up to last week. That is clearly an intolerable situation in the south of Israel, so we have to bear that in mind as well.

Does the fact that Hamas is committed to the destruction of the state of Israel, that in 2005 Israel removed all its 9,000 settlers and soldiers from Gaza and that that was followed by Hamas firing thousands of rockets from civilian centres in Gaza targeted at Israeli citizens mean that Israel deserves full support in defending its citizens against this aggression?

We are rightly critical of Israel when there are civilian casualties, but we have to bear in mind that for Hamas and other groups firing rockets out of Gaza, the sole intention is to cause civilian casualties; that is the entire purpose of what they do. We are right to stress the responsibilities on Israel and the need to stop settlement building and restart the peace process, but also the responsibility on Hamas to renounce violence, to recognise previous agreements and to recognise the right of Israel to exist. Such things would also be immense steps forward in the peace process in the middle east.

Over the weekend, Israel was widely condemned for a military strike on an international media centre in Gaza in breach of the Geneva convention. Can my right hon. Friend confirm that it was in fact a base for Islamic Jihad and that the only person who lost their life was its military commander?

I have heard that, but I hesitate to confirm the actual fact definitively. Certainly the Israelis explained that, rather than targeting a media centre, they were targeting a different organisation. Is it not interesting that when Assad lethally represses the Syrian people, he is the bad guy, yet when Netanyahu lethally represses the Palestinian people, he is the goodbye—[Interruption.] I mean the good guy—I wish it was goodbye! Also, when the Syrians respond with brutal force to that repression, they are the good guys, yet when Palestinians respond with brutal force to that repression, they are the bad guys. It is this kind of discriminatory attitude by the international community that will prevent there being peace in the middle east.

As the right hon. Gentleman knows, I always have a great deal of time and respect for him, although I think that in that question he tends towards a caricature of the situation in the middle east. I do not think that is the attitude of anybody in this House; there are responsibilities on all sides. Our response—the response of the western world—is, yes, to give assistance to the Syrian people, but it is also to give a huge amount of assistance to Palestinians. DFID’s current programme provides £359 million for the Palestinian Authority and for humanitarian assistance, including in Gaza. We are trying to assist everyone in desperate need in the middle east—Palestinians and Syrians.

I draw the House’s attention to my interests as declared in the register. Does my right hon. Friend agree that there is a world of difference between Hamas, which specifically targets Israeli children, and Israel, which does its best to avoid killing Palestinian children, although both sometimes fail?

Yes. As I pointed out a moment ago, it is important to remember that the rockets launched against Israel have no other purpose than to cause civilian casualties. That is the only reason they are fired. It is important to bear that in mind. Of course Israel’s Iron Dome system means that it is able to stop a large part of them, and some rockets are inaccurate in any case, but that is little consolation to the people who have to be within 30 seconds of a shelter in southern Israel. My right hon. Friend thus points out an important difference.

Is not the lesson of the last decade that meaningful progress towards a two-state solution is made only when American Presidents in their second term use that freedom to make the huge effort that the right hon. The right hon. Gentleman is broadly right. We have already had that discussion with President Obama earlier in the year, and I have discussed the issue many times with Secretary Clinton and, just a few days ago, with Senator Kerry, the chairman of the Senate Foreign Relations Committee. The United States must now make its decision. As the re-elected Administration, albeit with many new personnel, is established, they must now take their decisions. Throughout that, the US will hear very clearly from us at every level that this provides an opportunity—perhaps the last opportunity—to push this forward. If that does not happen within a year from now, the US would probably find the votes of many European nations very different, the process very different and American leadership of that process in considerable doubt.

In his statement, my right hon. Friend said that the security of Israel and the security of the region have a direct impact on UK national security and the peace of the whole world. Given that the current diplomatic efforts, and indeed efforts over the last few years, have failed, would he consider a new possible solution: an EU security treaty with Israel in return for substantive and meaningful negotiations over land?

There is an important role for the European Union and its nations, but for the moment or for the coming months, we must not take our eyes away from the goal of a negotiated two-state solution with the United States playing a leading role. The US still has a unique degree of leverage over all concerned and a particular influence on Israel, so it is important for the Americans to be able to lead such efforts. The EU should act in a way that buttresses and supports those efforts—unless they are not made or come to an end.

The Foreign Secretary has rightly drawn attention to the impact on children. The 13,000 rockets fired into Israel since 2001 have led to many children and young people suffering post-traumatic stress disorder, while the children in Gaza must fear the terror from the Israeli action and also from Hamas. I urge the Foreign Secretary to redouble his efforts to call for peace, because of the impact of these events on these children’s future, which will be lifelong.

Yes, the hon. Lady makes a very important point. That is why we support the current efforts to bring in a ceasefire. I pay tribute again—I referred to it in my statement—to the efforts of the Egyptian Government over the last few days. This is a new Government with a new presidency and a new system of government. Our impression is that the presidency, the Foreign Ministry and other Egyptian agencies have worked together cohesively, talking both to Hamas and Israel to try to bring about a ceasefire. We have to support their efforts.

While that statement is different from what my hon. Friend or I might say about the origins of this, I hope that he will bear in mind the answer that I gave to the hon. Member for Sheffield, Heeley (Meg Munn) about the very constructive role being played by Egypt. My experience, and the Prime Minister’s experience, of meeting President Morsi suggested to us that he wants a peaceful future for his country, that he has not turned against the peace treaty with Israel, and that he knows the importance of building up the economy and society of Egypt and not having conflict on his borders. I think that we should give him the space and time in which to accomplish those things.

No one is trying to justify rocket firing into Israel, but does the Foreign Secretary recognise that Israeli air strikes have caused so many civilian casualties in Gaza that the killing of children—the burning to death of children—should be considered a war crime? As for the overall position, is not the truth of the matter that since the state of Israel was created in 1948, and even more since the 1967 war, the Israeli authorities have refused to recognise the legitimate entitlement of the Palestinian people to statehood, dignity and a proper life? That is the real issue that faces the international community now.

There have been failings on all sides. I do not want to agree with everything that the hon. Gentleman has said. On other occasions, he has heard me criticise both the Israeli and the Palestinian leaderships from the Dispatch Box for their failure to make progress in the peace process. Many opportunities have been missed by both sides, but it is our job in the international community to try to bring them closer together and to ask for de-escalation rather than inflaming these situations. I will not, therefore, take up his invitation to go down a more dramatic rhetorical path.

All these terms and accusations are flung around in the world and across the House, and the extreme feelings engendered by these situations are completely understandable. Indeed, we have referred several times to the targeting of civilians by Hamas, and to the way in which they have sometimes shielded themselves behind civilians. I stress, however, that our job now is to de-escalate and use the language of de-escalation, and to encourage that to happen over the coming hours.

It is welcome that the British Government followed France in recognising the Syrian national coalition, but merely saying that it is the sole legitimate representative does not make it so. What action is being taken to deal with the problem that has already arisen in Aleppo, where groups have rejected the coalition’s leadership, and to secure international recognition for it as well as its effectiveness in Syria?

I think that there will be further international recognition for the coalition—I think that, for example, other EU countries will recognise it, in stages—and that growing international recognition will in turn lead to an increase in practical support. I have announced several areas in which we would increase our own practical support and channel it through the coalition, and if other countries do the same, that will steadily add to their credibility inside and outside Syria. Obviously we cannot control or dictate the reactions of all groups in Syria, but from all that we understand, the coalition has received a warm welcome from many people there. I do not think that we shall see a better attempt to create an umbrella opposition group, and I think that we should therefore get behind this one.

Egypt surely has a key role to play, given its proximity to Gaza and its Government’s proximity to Hamas. Will the Foreign Secretary therefore continue to encourage it to broker a genuine ceasefire, and, together with others in the region, to enforce both the ceasing of fire and, crucially, the ceasing of the supply of weapons to terrorists?

Yes, we are fully engaged in that process. I have spoken to my Egyptian counterpart twice during the last few days, and the Prime Minister spoke to President Morsi at the weekend. We are strongly encouraging Egypt in that regard. However, it has more than a responsibility to try to bring about a ceasefire. In a diplomatic context, in the aftermath of the tragic sequence of events over the last week, there is an opportunity to work with Israel to deal with security challenges as well as improving the overall situation in Gaza, and I hope that Egypt will move on to that.

Since the Israeli withdrawal in 2005, nearly 7,000 missiles have been fired on Israeli towns by Hamas and Islamic Jihad. In this year alone, 47,000 tonnes of food and provisions and 300 trucks went from Israel into Gaza. Does my right hon. Friend think that Israel’s response in taking out missile silos in Gaza is proportionate?

I have, I think, laid out clearly the responsibility for precipitating the current crisis—the exchange of fire with Hamas that has taken place over the last five days—and I do not want to enter into any finer judgments than that. Yes, if the right hon. Gentleman would like me to. DFID’s Palestinian programme is contributing £359 million to—among other things—provide primary education for more than 36,000 children, immunise 2,000 children a year against measles, train and equip the Palestinian police so that they can provide a more professional service, provide basic services for refugees across the region, and help to develop the private sector in order to stimulate the economy. Until 2015, £106 million of that funding is going specifically to UNRWA and one third of that to Gaza.

This is the debate that we entered into earlier, and I have had that discussion with my Egyptian counterpart a couple of times already, understandably. There are wholly legitimate points of view about that. My judgment is that it is important to do whatever is necessary to support a return to negotiations, and that a vote now in the General Assembly does not support that. That is the Government’s considered view. We will continue to discuss with our European partners how we should respond to any actual vote.

Can the Foreign Secretary have a word with the Under-Secretary, the hon. Member for North East Bedfordshire (Alistair Burt), who is apparently in Ramallah today, and who visited southern Israel yesterday? Will he suggest to the Under-Secretary that he should go on to visit Gaza, and talk to the people of Gaza and their elected representatives and examine for himself the destruction Israeli war planes have wrought on the people of Gaza? That would be a way of promoting the unity of all the Palestinian people, which is what the Foreign Secretary says he wants. This opportunity should not be missed or wasted.

My hon. Friend the Under-Secretary is very busy in the region today. I am not going to comment on his programme, for security reasons, but he has not only visited southern Israel—he is in the west bank today. He has now had his meeting with President Abbas. I am not going to speculate about where my hon. Friend will go next, but of course we will want to understand the humanitarian needs in Gaza and the extent of the damage that has been caused, as well as to alleviate that problem for people in Gaza and in southern Israel.

First, I declare an interest: I have just returned from a trip to Israel and the west bank. Israel has made genuine efforts to provide humanitarian assistance to Gaza, to maintain the fabric of civilian life there, and that has been done despite the current hostilities and increased number of rocket attacks. What discussions has the Foreign Secretary had with his Israeli counterpart as to the importance of this humanitarian support?

My Israeli counterpart frequently makes that point, and it is true that Israel sends that humanitarian support. Nevertheless, I think there are additional steps that it is important for Israel to take. We have been talking about some of them, including freer access for others into and out of Gaza. That must be part of any longer-term solution for Gaza.

Can my right hon. Friend assure me that the aim of our diplomacy is not only to reduce these rocket attacks but to bring them to an end? Surely we in this country would not have put up with hundreds of long-range missiles being fired into our centres of population? If some of those rockets had landed in Fife, even the right hon. and learned Member for North East Fife (Sir Menzies Campbell) might have had something to say about that.

I am sure he would, although he is no longer in the Chamber and I will not put words into his mouth. My hon. Friend makes a wholly legitimate point, but at the same time we must, of course, recognise that it is important to bring the entire conflict to an end, of which the violence in the last week is another tragic symptom. It is important for Israel to address itself to doing that, as well as to the immediate security of its population.

Palestinian victims of Israeli atrocities are so many that they often go unnamed. I would like to name the four youngest members of the El Dallo family: Sara, 7; Jamal, 6; Yusef, 4; and Ibrahim, 2. They were four of nine family members and of 26 children killed in Israeli air strikes in the last week. Does the Secretary of State accept that hundreds more Palestinian children will die, as they did four years ago, if he and other western leaders do not put more pressure on Israel not to launch a ground assault?

I think I have made very clear what we believe about a ground assault, and in my statement I briefly gave several reasons why that would lose Israel a great deal of international support. The Israelis are very clear about the message they are receiving from the United Kingdom on that. The best thing we can do to avoid more names being added to that list is to support those trying to bring about an agreed ceasefire, but that has to be a ceasefire on both sides, of course, and it has to include an end to rocket fire against Israel as well as an end to Israeli military operations.

Does my right hon. Friend agree that it is easy to call for Israel to show restraint from the safety of this Chamber, but showing such restraint is difficult for those living with the daily threat of seeing their family and friends wiped out by the rockets fired from Gaza?

That is true, of course. We heard earlier about the need for balanced media reporting. Some of the recent media reporting has brought out what a terrifying experience the current situation is for people in southern Israel as well as for people in Gaza. It is important to understand that, and to direct ourselves to bringing this situation to an end.

Does the Foreign Secretary recognise that his repeated claim that Hamas bears principal responsibility for the current crisis is gravely misleading, as it completely ignores the five-year blockade Israel has put on Gaza, which the UN has called a policy of collective punishment? It is illegal under international law. What more will he do to put pressure on Israel to lift the blockade?

I have already addressed the need to do that. I hope the hon. Lady heard that, but I also hope she is clear that if there had not been rocket fire—and an increase in rocket fire—in recent days and weeks, we would not now be debating this situation or the deaths of so many people on either side, so I think she should think again about who is misleading people about that.

I do not have any information I can give the House of Commons on that, but I do believe Iran is involved in sending weapons to Hamas, as I mentioned on the television a couple of days ago. That contributes further to this type of crisis, of course, instead of turning people’s minds to a negotiated settlement and a peaceful way forward, and Iran should desist from that.

The Foreign Secretary will no doubt be aware of the understandable concerns of many about the nature of Israel’s response to the rocket attacks, but may I press him to say something more about an issue that many of my constituents are concerned about, and to which the shadow Foreign Secretary alluded: the growing crisis in the Gaza hospitals, and whether they are able to cope with the number of casualties they are seeing?

Those hospitals, particularly UNRWA health centres and food distribution centres, benefit from the support of some of the DFID money I was talking about earlier, and which has been established for several years. My information is that at the moment the majority of those health centres and food distribution centres are managing to operate, and valiant attempts are made to continue that, of course. We will watch what is happening very closely, however. We are in touch with the situation, and I know my DFID colleagues are following it very closely as well.

I recently visited Sderot and Ashdod as part of a pioneering cricket tour to Israel, the purpose of which was to bring together Israeli and Palestinian children in the pursuit of peace, but I also saw at first hand the anxiety felt by citizens in southern Israel about the persistent threat from Hamas rockets. Does the Foreign Secretary agree that any sovereign country would feel a duty to protect its own citizens from such a threat?

Yes, of course that is right. I read about the cricket tour, and I applaud that initiative. If cricket can be brought to Israel, peace can be brought to the middle east. It gives us hope for the future. Any nation will wish to protect its own citizens against attack, of course, but at the same time any nation must try to ensure that there is long-term security and peace, so it is very important that Israel does that, as I mentioned a few moments ago.

In equally condemning terrorising violence against civilians, whether they are in southern Israel or in Gaza, we cannot all subscribe to the hierarchy of blame offered by the Foreign Secretary for the immediate crisis. On the UN resolution, which is a modest proposal from Palestine, does the Secretary of State not believe that if time is running out for a two-state solution, it is time that the international community took the chance to create more of a semblance of a two-state process?

As I explained earlier, that is a completely acceptable argument. The frustrations are intense and there has been completely inadequate progress in recent years. We have to judge what is the best hope for that now, and I do not believe that a debate and vote on a resolution at the General Assembly will improve matters. If it happens, we will do everything we can to try to make it improve matters but it will make things more difficult for the US Administration and possibly for the Israeli Government, whatever their intentions, to engage in the peace process over the coming months. That is why at this moment—not for ever—I counsel against it.

I visited Gaza in early 2009 with other Members of the House in the weeks following Operation Cast Lead. The evidence of destruction and misery that I saw there was almost indescribable. May I urge the Foreign Secretary not just to warn Israel against a ground invasion but to condemn those plans in the strongest possible terms?

Following the conversations we have had with Israel at many levels and following what I and many other Foreign Ministers and Heads of Government in other western countries have said, Israel is in no doubt about the opinion in the western world. At the same time, our greatest effort is supporting the efforts to bring about a ceasefire so that any such plans for a ground invasion become academic.

Does the Foreign Secretary agree with me that there will be no solution to this appalling and tragic situation if any side feels that it can act with impunity? In particular, where Israel’s recent actions are found to have breached international law and fallen far, far short of the UN convention on the rights of the child, to which it is a signatory, what will he do to ensure that it is held accountable?

We must bear in mind at all times the need to try to bring about a settlement in the whole region. The hon. Lady is right to refer to this, as it is important to abide by international humanitarian law. That is one of the specific points I have made to the Israeli Foreign Minister in my conversations with him over the past few days. Of course, we will have to judge what happens after that and after any breaches of humanitarian law when we have the evidence of those things. It is also very important for other organisations, including Hamas and militant groups, even to begin to think about international humanitarian law, something of which they have taken no notice so far.

Surely the Foreign Secretary sees the double standards in his statements. The only way that the UK will be seen as an honest peacemaker in the middle east will be if we treat every life as equal, irrespective of religion or nationality—every British or American life as equal to every Iraqi life and every Israeli life as equal to every Palestinian life. Although I condemn the rocket attacks into southern Israel, surely the principal reason behind this ongoing conflict is an ongoing illegal occupation and an ongoing siege and blockade in Gaza. Twice the Foreign Secretary has been asked what the humanitarian response is from the UK Government and twice he has told us about the ongoing support that we give on an annual basis. What support have the Government given in this specific week to alleviate the humanitarian crisis in Gaza?

I very much agree that all lives are of equal value to us in our society and in this Parliament. That is absolutely right. Of course, we stress, as I did in my statement, the importance of more open access to Gaza and of stopping illegal settlements. The hon. Gentleman asked for a balanced approach, or for no imbalance, and it is right to call for those things. If we are doing those things, it is also right to assign blame or responsibility when it belongs elsewhere and not to give a totally one-sided picture the other way. On the humanitarian side, the help goes in every week but my colleagues in the Department for International Development have a budget of several hundred million pounds going in to help Palestinians. If the evidence is there for them to change or adjust that budget, they will look into that.

What help have or can the British Government, either alone or with the United States Administration, give to Israel to ensure that the Iron Dome defence system that gives security to sections of Israel can be delivered for vulnerable parts of Israel that are not at present protected by a defence system?

Israel, as I understand it, receives a good deal of help from the United States on its Iron Dome system, and it is American technology that has made that possible. The United Kingdom is not involved in that and I do not see any need for the UK to become involved. Israel and the United States have worked on it successfully together.

It is now clear that far from homemade rockets being sent from Gaza, these are serious missiles supplied by Iran. What action is my right hon. Friend taking internationally to stop the resupply from Iran or anyone else to Gaza so that Israel can feel less threatened?

My hon. Friend is right and it is clear, particularly in the case of longer range rockets, that they are coming from elsewhere. I mentioned earlier the involvement of Iran and of course we encourage all countries that might be transit routes for such weapons—whether they are Iranian weapons going into Syria, Gaza or Lebanon—to live up to their international responsibilities and stop the transfer of such weapons. We will intensify those efforts.

What I am calling for in conjunction with that is a major effort by the United States and European countries to drive forward the peace process. That very much has at its heart strengthening Palestinian moderates and saying to Israel that this is a Palestinian leadership with which it can do business in our judgment. Although there is a legitimate difference of view and argument about tactics, I believe that that is the right way to go about it.

I refer to my interest in the Register of Members’ Financial Interests. I have just spent a week in Israel and I came back and spoke to Israelis and Palestinians alike. Despite prejudices in this House, I can assure hon. Members that everybody to whom I spoke has an absolute thirst for peace, but one of the greatest obstacles to peace is the Israeli dilemma of how to trade off intangibles for tangibles. Israel will happily give up land, but how can it have guaranteed security and peace?

Of course, this is one of the challenges and the widespread perception in Israel. However much they might want peace, some Israelis argue that peace is not available. That is the importance of giving the support we give to the Palestinian Authority and of trying to ensure that progress is made in the coming months. As I was arguing a moment ago, there might not be a better Palestinian leadership for Israel to come to a peace agreement with than the current one.

Under normal circumstances the hospitals and medical facilities in Gaza operate without essential supplies, and that has been exacerbated in the past week. What efforts have the UK Government made to ensure that essential medical equipment and supplies reach Gaza urgently?

Yes, absolutely. It is very important to prevent wider proliferation in the middle east and for Iran’s nuclear programme to be solely for peaceful purposes. That is the purpose of the negotiations that we are engaged in, as well as the sanctions that we are applying to Iran. My hon. Friend reinforces the importance of this very well.

In his response to the right hon. and learned Member for North East Fife (Sir Menzies Campbell), the Foreign Secretary declined to say what he felt was proportionate. When an organisation such as Hamas gets international sympathy and support, and unprecedented support in the region, does he not think Israel’s approach is a mistake, and if so, is he willing to say so?

I have made very clear my views about a ground incursion, but I have also said many times that Israel is making a mistake through settlement building, through not easing access into Gaza and through not, so far, making a more decisively advantageous proposition to the Palestinians about a two-state solution than it has made in recent years. So we are very clear about all of that and very clear about mistakes that have been made. Now we have to bring an end to the mistakes and make progress on a two-state solution before it is too late.

On the Syrian opposition group and recognition, what discussions have been held with the United States to get it to recognise the opposition group? So far the United States has refused to recognise the group.

The United States has so far used different wording from that which I used today. It has talked about the coalition being a legitimate representative of the Syrian people. It has not yet gone as far as we have, or France, Turkey or the Gulf states. It is for the United States to decide over the coming days or weeks but I believe, as I said, that other countries will add to the recognition that we have given today, and I hope that in due course the United States will be one of them.

I would be grateful if the House would note my recent employment with Oxfam. The Foreign Secretary will no doubt be aware that in the Cast Lead operation four years ago, there was significant damage to UN facilities and the operations of other humanitarian agencies in Gaza. What conversations have he and the Secretary of State for International Development had with the head of the United Nations Relief and Works Agency and other humanitarian agencies in the past week about the continued functioning of their operations?

May I be the first across the Floor of the House to congratulate the hon. Gentleman on arriving in the House of Commons? I speak as someone who won a by-election for the governing party many years ago, although in my case there were not very many at that time. I welcome him to the House and so quickly speaking in the House. The issue that he identifies is important and other hon. Members have raised it. Ministers at the Department for International Development are in constant touch with UNRWA and with this problem. The Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), who is in the region now, is forming his own assessment of the situation in Gaza, and I will make sure that those contacts are properly followed up over the coming days.

The blame game in the middle east can be taken back tens, hundreds, even thousands of years, but it will never bring us closer to peace. Does the Foreign Secretary agree that our focus now must be on an immediate ceasefire and ensuring humanitarian access so that we can end the unacceptable toll in civilian lives on both sides?

Yes, we do need that, but we need a ceasefire that works, a ceasefire on both sides—that means an end to rocket attacks on Israel, as well as an end to Israeli military operations—and, of course, the proper humanitarian access of which we have all spoken.

The pictures on last night’s television of Palestinian children being put in graves is an abomination, but does the Secretary of State concede that the firing of rockets from Gaza means that the lives of innocent Palestinians have been used as pawns on the jihadist and Hamas chessboard, and that the only game in town must be an intensified effort for peace talks?

One hundred per cent. of Hamas’s rocket arsenal is delivered across the Egyptian-Gaza border. Over the past year Egypt has lost control over a lot of the increasingly lawless Sinai. Is there any realistic prospect of Egypt securing its border with the Gaza strip?

My hon. Friend draws attention to a very important issue. When I met President Mursi a couple of months ago for the first time, we discussed security in the Sinai. It is crucial for Egypt to ensure that there is such security, and I believe that this situation and other incidents that have happened over recent weeks demonstrate clearly the need for that. Now it is extremely important for Egypt to attend to that, as well as to bring about the ceasefire for which we are calling.

Yesterday, 38 aid agencies asked for the help of the international community to put pressure on to get the crossings into Gaza open so that essential humanitarian supplies—clean water, food and medical supplies—could get through. I acknowledge that the Foreign Secretary has acknowledged the role of the blockade in this conflict, but notwithstanding the responsibilities on both sides for the recent escalation, does he believe that the actions of Israel have had a disproportionate impact on civilians?

The hon. Lady invites me to get into the proportionate/disproportionate debate, which I am not going to take any further, but she makes a very important point about humanitarian access and what aid agencies have called for. The Government will pursue that in our contacts with Egypt and with Israel, and my colleagues in the Department for International Development will look particularly at whether further British assistance is required.

Given the volume of rockets that have been fired from Gaza on civilian targets in Israel over a very long period indeed, and given the cost of intercept missiles, does the Foreign Secretary agree that maintaining a purely defensive strategy in Israel is neither effective nor economically sustainable?

Clearly, such a strategy has not succeeded in reducing the number of rocket attacks. That has gone up over a long time, although it has protected many Israelis from the consequences of those rocket attacks. As we have said before and as I said in my statement, there is no military solution to the problem. There is only a political solution, and that is for the Israeli leaders, the Egyptian leaders and Palestinian leaders to concentrate on very hard over the coming weeks and for us to support them in doing so.

The Foreign Secretary earlier mentioned the fact that the window of opportunity was closing for a two-state deal. Is that because Israel will not lift the sanctions on the Palestinians and it would be impossible for Israel to dismantle the settlements?

Certainly, the more settlements are constructed, yes, the harder it becomes for anyone to envisage a two-state solution working. That is the heart of the argument, particularly the expansion of settlements in east Jerusalem, which of course makes it harder for Jerusalem to be the shared capital of both states, as all of us envisage, in an eventual settlement of this issue. So yes, we are on the same lines.

As the international community has failed the Palestinian people for the past 64 years, perhaps a new approach is required. Will the Foreign Secretary therefore contact the Jewish Voice for Peace based in Oakland, California? Perhaps its programme could be a catalyst for a peaceful future for Israel and Palestine.

What discussions has the Foreign Secretary held with Secretary Clinton over Egypt’s role in brokering a comprehensive ceasefire agreement? Might such an agreement deal with issues such as border crossings and trade between Gaza and Egypt, which would help reduce Gaza’s economic dependence upon Israel?

Yes, we are in close touch with the United States. I have regular discussions with Secretary Clinton and we are to have another very shortly. The wider solution for Gaza, not just an immediate ceasefire, is of course important. It includes the role of better access to and from Gaza and greater assurance that weapons are not going into Gaza—there are many aspects. We will discuss that with the United States as well as Egypt directly.

I declare an interest: I have just returned from a visit to the Palestinian authorities and to Israel. The Foreign Secretary’s statement that Hamas bears the principal responsibility for the crisis and could end the conflict by stopping bombardment of Israel was heard attentively, but does he agree with me that the use by Hamas of long-range imported missiles capable of striking Jerusalem has made that much more difficult to achieve?

Yes, absolutely. It is clear that the armoury of rockets in Gaza has changed since the time of Operation Cast Lead; there are now longer range rockets, which have been launched at Tel Aviv and, in at least one case, at Jerusalem. Of course, that is an escalation of the threat to Israel, but it only underlines the importance of taking forward all the work on a negotiated peace and settlement in the middle east, which is supported across the House.

In August this year, an UNRWA report found that Gaza would be unliveable by 2020. Already, because of the blockade, 44% of Palestinians in Gaza are food-insecure, and 80% are aid recipients. What recent conversations has the right hon. Gentleman had with his Israeli counterparts about increasing the flow of basic humanitarian goods into Gaza, and ensuring that that continues to increase, to meet the needs of the Palestinian people?

That is a constant part of discussions with Israeli leaders. Of course we have put the case for that, and indeed more than that, by saying not only that humanitarian relief is required, but that a different and more open approach is required. In fact, tight restrictions often serve the purposes of Hamas, rather than directly the purposes of Israel, and sometimes help to fund Hamas through its operation of smuggling and the use of tunnels into Gaza, for example. The civilian populations of southern Israel and Gaza desperately need an immediate and effective ceasefire: that means no rockets, no air strikes and no land invasion. What hopes does my right hon. Friend have of the US Secretary of State being able to broker that immediate and lasting ceasefire?

There are some hopes. I do not want to overstate them, because of course these things can go wrong. Anything at any moment can go wrong, endangering the process through some event on the ground or breakdown in what either side seeks from a ceasefire, but the UN Secretary-General has put energy behind this; Egypt is playing a strong role, which the visit of Secretary Clinton will bolster; and all of us in the EU countries are determined—a lot of effort is being put behind the ceasefire proposal.

We had the whole EU Foreign Affairs Council meeting yesterday, from which the conclusions are published. It made calls very much in line with what I have said to the House in terms of the need to end rocket attacks on Israel, but also stated our support for a negotiated ceasefire. The whole of the European Union spoke clearly together on that yesterday. Of course, we also regularly discuss matters with Tony Blair, the Quartet’s envoy to the Palestinians: most recently, I spoke to him about this nine or 10 days ago, and my colleagues are in constant touch with him. We will see whether there can be a role for the Quartet in the coming weeks in attempts to restart negotiations on the peace process.

The Secretary of State has made clear his belief that Hamas bears the principal responsibility for the start of the crisis, but does he not accept that many people believe that the blockade of Gaza amounts to an act of aggression perpetrated by the state of Israel against the Palestinians every single day, whether a rocket or a shot is fired? How does he believe that assigning blame for the present situation will help the Government to work with both sides to achieve a peaceful resolution to the conflict?

I think we have to speak clearly about these things. The hon. Gentleman is right that restrictions and blockades are part of the problem, not part of the solution, and we are always clear about that. The occurrence of yet another crisis in Gaza adds to those arguments, but we also have to be clear that the firing of hundreds of rockets at Israel certainly does not help and is no tactic designed to get rid of any blockade or restrictions; it is totally counter-productive in that respect, and it kills civilians. We should not hesitate to criticise that just because we want a wider solution.

Given the blocking stance taken by Russia and China on Syria, have they contributed any money to address the current humanitarian crisis in Syria?

Contributions from Russia and China have been very small. I would have to write to the hon. Lady with the details, but they are not so large that I have them immediately in my mind, let me put it that way. We will encourage—I have done so previously—Russia to make a contribution to the UN funds, but the biggest contribution has been from the United States, the second biggest from the EU and the third biggest from the UK—of course we are also contributing to the EU money—so as things stand, the backing is heavily western.

The Foreign Secretary said that he did not want to get into a debate about disproportionate or proportionate, but while it is right that we condemn militant rocket attacks, should we not also condemn the loss of innocent lives and particularly children? Regarding the vote at the UN, is he wholly convinced that the UK Government, by taking the stance they have taken, do not risk undermining those who want a peaceful solution?

That the Government and the whole country deplore the loss of life in Gaza and southern Israel, particularly children, was the first line or second sentence of my statement today, and I reinforce that now. As I think I have explained, the reason why we are so concerned about a vote at the United Nations General Assembly coming now is precisely that we think it will make it more difficult to advance the peace process. We will make every effort to prevent its damaging the peace process, but the likelihood is that it will.

May I press the Foreign Secretary once again on the importance of ending the blockade if we are to make progress in the peace process? The impact of the blockade on the Palestinian people, in terms of the destruction of their economy, has been mentioned, but there is also an impact on Israel: there is a thriving tunnel economy and most of the weapons currently being used in Gaza come through it. There could be a win-win situation if we can make progress on the issue.

I do not think I need pressing very much, because I just made part of that point myself when I talked about the tunnels and the way Hamas, rather than the security of Israel, profits from them through smuggling. For a win-win, there has to be a greater degree of trust and peace on the border, which has eluded us all so far, but if that can be brought about, then yes, there can a very big win-win for all involved.

Mr Speaker, I will try to raise an issue that has not been raised so far. Has the Foreign Secretary been able to assess whether UK-made components are being used in Gaza, as part of Israeli equipment, and what implications do the actions of recent days have for UK military links with Israel?

The hon. Lady has raised an issue that no one else raised, which is pretty good going after one hour and 40 minutes, so I thank her for that. As she knows, we have very tight export controls, through our and the EU’s consolidated guidance. We always evaluate any arms export licences against the risks of misuse, of intensifying conflict and of being used for internal repression. That leads us to refuse some export licences for Israel, but to grant others. Of course, any future grant or refusal of licences will be considered against the background of recent events.

I, together with my right hon. Friends the Secretary of State for International Development and the Secretary of State for Defence, wish to inform the House about our plans for funding conflict prevention, stabilisation and peacekeeping activities for financial years 2012-13 and 2014-15, via the tri-departmental conflict pool.

We intend that this funding be spent within the strategic context set out by the building stability overseas strategy (BSOS). We reported progress on implementing the BSOS in our written ministerial statement of 16 July 2012, Official Report, column 103 WS.

Delivering this strategy is an important priority for the Government. Enhancing genuine stability by supporting the development of societies with strong and legitimate institutions which can manage tensions peacefully is central to our national interests. We have improved our early warning analysis, to better identify instability risks upstream and develop effective interventions. We have also enhanced the UK’s ability to provide a rapid response where that is needed. The co-ordinated use of our highly respected diplomatic, defence and development expertise is central to delivering these priorities. The National Security Council ensures we target our efforts, including our joint conflict resources, on the highest UK priorities. The Government’s commitment is reflected in the increasing size of the conflict resources settlement for the remainder of the spending review period. We are under no illusions about the size of the challenges, for example in the middle east and in Africa. But we are equally clear that the UK can help make a difference, as we have done in Somalia.

Our written ministerial statement of 5 April 2011, Official Report, column 57WS, provided details of the total settlement for conflict resources for the spending review period, covering both the conflict pool and the peacekeeping budget. In financial year 2012-13, the overall settlement will increase to £644 million, rising further during the remainder of the spending review period. The settlement continues to provide a mix of official development assistance (ODA) funding and non-ODA resources.

The peacekeeping budget—from which we meet our obligatory and assessed international peacekeeping costs—has first call on the settlement. The settlement provides £374 million for the peacekeeping budget each year. If costs exceed this figure, they are met from the conflict pool. For financial year 2012-13, we have estimated our obligatory peacekeeping costs to be some £435 million. An additional allocation of £61 million has been made, therefore, to the peacekeeping budget from the conflict pool. In-year monitoring allows us to make adjustments, when necessary, to the balance of resources among budgets.

An allocation of £435 million to peacekeeping leaves a balance of some £209 million available for the conflict pool for financial year 2012-13. The allocation round for this financial year has provided an important opportunity to align conflict pool resources with the BSOS aims of early warning, rapid crisis prevention and upstream conflict prevention. Programme allocations have been decided on their ability to deliver results on the ground against these objectives, with a tight focus on the highest priorities, where the risks are high, where UK interests are most at stake and where we know we can have an impact. Due to the unpredictability of conflict programming we have over-committed initial allocations to ensure we fully utilise the resources.

In the BSOS we said that the UK needed to be better able to respond rapidly to unexpected conflict risks. The new early action facility (EAF) helps us do that. The EAF provides a guaranteed, flexible funding resource of £20 million each year for the remainder of the spending review period to respond rapidly to early warnings of conflict and emerging opportunities to prevent conflict. Potential uses include funding a short-term surge in UK effort, support for peace negotiations or new peacebuilding opportunities. The EAF is already being used for projects in Syria, Libya and Somalia.

We have also introduced provision for sustained, multi-year funding. This is an important step forward, providing predictability to build long-term relationships where needed and to deliver greater value for money. For some programmes we have set firm multi-year allocations; in others, where medium-term perspectives are less clear, the allocations in the outer years of the spending review period are partial or indicative.

In line with priorities identified in the BSOS, we are aiming to increase the proportion of conflict pool activity focused on upstream prevention, including by supporting free, transparent and inclusive political settlements; working with Governments to develop effective and accountable security and justice systems; and building the capacity of communities, regional and international institutions to resolve conflicts.

The breakdown between peacekeeping and conflict pool is not yet determined for financial year 2013-14 and additional resources are expected to be transferred to the conflict pool in financial years 2013-14 and 2014-15.



In financial year 2012-13, Afghanistan will remain the single largest allocation at £69.4 million, as part of our continued contribution to achieve a stable, viable Afghan state. The allocation will subsequently reduce over the spending review period, in line with the UK’s transition planning in Helmand province.

Funding for the south Asia programme will largely focus on Pakistan and its neighbours, including improving relations and border management between Afghanistan and Pakistan. This programme will increase significantly over the spending review period. The programme will also work to reduce the risk of renewed conflict in both Nepal and Sri Lanka and instability in the Maldives.

The Africa programme has been allocated £42.8 million in financial year 2012-13. This allows an increase in funds to support additional work in Somalia and Sudan and south Sudan. Partial allocations for the outer years at this stage will also focus on these priority countries and ongoing capacity building work in African institutions.

In response to the Arab spring, we intend to increase resources to the middle east and north Africa region over the remainder of the spending review period. We are allocating £23.7 million for financial year 2012-13, with increasing indicative allocations for both financial years 2013-14 and 2014-15. We will expand the range of countries where conflict pool activity takes place to include more activity in north Africa and the Gulf. Allocations for the outer years will be confirmed following further analysis. The early action facility will ensure we have the financial agility to respond to urgent needs as they emerge, including in Syria, but also elsewhere.

Allocations for wider Europe, covering the western Balkans, Caucasus and central Asia have been increased to reflect a stronger UK commitment to the EU-led military operation in Bosnia and Herzegovina. The allocation will remain broadly constant over the rest of the spending period. This programme also covers costs associated with the UK’s military contribution to the UN peacekeeping mission in Cyprus, at £18.3 million a year.

In line with the importance highlighted in the BSOS of working with international partners to achieve our objectives, we are increasing funding for the strengthening alliances and partnerships programme to £8 million in financial years 2012-13 with small further increases thereafter. Resources will help improve the performance of UN bodies and regional organisations and to support our work to prevent sexual violence in conflict.

The conflict pool also provides funding for the tri-departmentally owned stabilisation unit. The reduced allocation of £10.2 million for financial year 2012-13 reflects efficiency savings. Allocations for the remainder of the spending review period are indicative at this stage, pending work on restructuring and refocusing the unit, following a review earlier this year.

Our Departments will continue to improve the impact and efficiency of the pool, taking into account recent reviews by the National Audit Office and the Independent Commission on Aid Impact.

We will continue to update the House on our use of these resources.

I would like to provide the House with an update on Syria since my last statement, 18 October 2012, Official Report, column 34WS.

This week talks are taking place in Doha between members of Syrian opposition groups. The United Kingdom, France, Turkey, the United States and other international partners will attend the meeting on 8 November.

Our objective is to encourage Syria’s opposition groups to unite around a vision for a democratic and stable Syria. This is necessary to offer the Syrian people a credible alternative to the Assad regime and to achieve an inclusive political transition that ends the appalling bloodshed and reflects the will of the Syrian people.

Last year I established the full-time and dedicated role of special representative to the Syrian opposition to co-ordinate our diplomatic contacts with opposition figures. Jon Wilks, the current incumbent, is attending the meeting in Doha.

We have taken gradual steps to establish and deepen contacts with new actors emerging in Syria. These include political opposition groups, local co-ordination groups working to deliver services in areas no longer under the full control of the regime, and human rights activists and civil society groups struggling for a free future for the country.

These contacts are essential if we are to deliver practical support to help save lives, to detect and seek to deter human rights violations and abuses, to increase the prospect of a political transition and to prepare the support Syria will need to recover from conflict. These efforts are particularly important in the absence of a British embassy in Syria. We discuss our work frequently with the joint UN and Arab League special representative for Syria with the US, our regional allies and our European partners.

As well as increasing our development assistance to the Syrian people, we have gradually increased our efforts to build the capacity and co-ordination of unarmed opposition groups inside Syria. This includes the provision of technical, non-lethal equipment such as radios and emergency power generators, as well as training journalists and civil society groups on human rights.

Earlier this year I instructed FCO officials to begin to make contacts outside Syria with political representatives of armed Syrian opposition groups. I informed the House of this on 3 September 2012, Official Report, column 54, Vol. 549.

Such groups are playing an increasingly influential role within Syria as the conflict worsens. I have therefore now authorised my officials to have direct contact with an even wider range of representatives including military figures in the armed opposition. This will help us to understand better the situation in Syria and the relationship between political and armed opposition groups so we can properly support political transition.

All contacts will take place outside Syria, and then only in environments we deem suitably secure. Each potential contact will be explored cautiously and on a case-by-case basis. Through continuous assessment, we will make every effort to ensure that FCO officials engage only with legitimate representatives of the opposition. We will continue to adhere to our clearly stated policy of only supplying non-lethal support to the unarmed opposition. All support is in compliance with both the EU arms embargo and our own stringent export licensing laws. In all contacts my officials will stress the importance of respecting human rights and international human rights norms, rejecting extremism and terrorism, and working towards peaceful political transition. British contacts with military elements of the Syrian armed opposition will be limited to a political dialogue including working towards an inclusive political transition.

The decision to engage with military representatives of the armed opposition in a political dialogue supports our efforts to achieve a peaceful and sustained political solution to the crisis as set out in the Geneva communiqué, and avoid wider conflict.

I will keep the House informed of further developments relating to Syria.

I wish to inform the House that the Foreign and Commonwealth Office, together with the Ministry of Defence and the Department for International Development, is today publishing the 21st progress report on developments in Afghanistan since November 2010.

September has been a sombre month for British forces in Afghanistan. The loss of eight members of our armed forces has been keenly felt. We offer our deepest sympathies to the family and friends of those who have died and pay tribute to their bravery. They will never be forgotten.

The attack on Camp Bastion reminded us that we face a determined enemy in Afghanistan and we must expect challenges ahead. But tangible progress continues to be made as we work with the Afghan National Security Forces (ANSF) towards delivering our shared security objectives. Transition is working well and gathering pace. In part this is because of the increasing strength, confidence and capability of the ANSF. With the help of UK and the international security assistance forces (ISAF), they are steadily developing into capable and professional forces.

We continue to work closely with ISAF and our Afghan partners to mitigate the threat of insider attacks. Vetting and screening of recruits to the ANSF is getting stronger. Counter-intelligence efforts have been stepped up. Cultural awareness training has been intensified. The surveillance and monitoring of Afghan forces deemed to be at risk has been increased.

Insider attacks remain the exception. The overwhelming majority of our forces work well with their Afghan colleagues. The ANSF are increasingly in the front line in combating the insurgency and they too face the insider threat. We will not allow these terrible incidents to detract from the very real progress which has been, and continues to be, made in Afghanistan. Nor will we let them derail our strategy or our commitment to the mission, while taking steps to reduce the threats to the absolute minimum.

The UK Government continued efforts to promote women’s rights in Afghanistan and ensure women have the opportunity to take decisions that affect their own lives. We continued to promote sustainable development in Helmand, by supporting community-led development projects, including the building of a major health clinic and repairs to schools and canals. The UK is also helping the provincial government in Helmand to access national Government finance and encourage international partners, public and private, to work in Helmand up to and after transition. This will help to ensure that development gains in Helmand endure.

We continue to support an Afghan-led political process to support peace and stability to Afghanistan. We agree with the Afghan Government that there is a role in this process for all Afghan groups that renounce violence, split from international terrorism and respect the Afghan constitutional framework. We recognise the way forward will be challenging but we are committed to supporting the Afghan Government’s efforts.

We judge that co-operation between opposition groups is increasing, but there is much more to do. They need to unite and to appeal to all Syrians, regardless of religion and ethnicity. Our special representative is in constant contact with opposition groups and there will be a further meeting with them in Doha next month—next week, in fact—to work on that more united position.

In light of the failure of the recent ceasefire, what recent discussions has the Foreign Secretary had with the United Nations about reinstating a monitoring mission in Syria?

That is of course a difficult thing to do because of the situation in Syria. The Arab League had a monitoring mission; then there was a United Nations monitoring mission. All of them found it impossible to do their job because the regime did not keep its word and fighting continued, so that is not on the table at the moment in Mr Brahimi’s proposals. I will discuss with Mr Brahimi this afternoon what his next proposals will be. We continue to work for a diplomatic solution and to advocate the creation of a transitional Government in Syria, but so far our efforts to do so have been blocked or not carried forward by Russia and China.

The first thing to say is that our assistance is non-lethal. We are providing to the opposition equipment such as generators, communications equipment, water purification kits and things of that kind. We make every effort to track such equipment and ensure that we know where it is going, but as I have explained to the House before, the risks that we take in this area are outweighed by the risk of not giving any assistance to such groups and to civilian populations in Syria, who are in a dire situation. The balance of risk suggests that we should give assistance to them.

Can the Secretary of State say what progress he is making with the Governments of Russia and China on their position, which is clearly proving a stumbling block to action by the UN Security Council?

We continue to try to make such progress. I and all the EU’s Foreign Ministers met the Russian Foreign Minister two weeks ago for a further discussion about this in Luxembourg. There is no change in the position of Russia as things stand, which is a tragedy for Syrians and the world. In fact, since the last attempt to pass a chapter VII resolution was vetoed by Russia and China, more than 13,000 people are thought to have died. This is a major block on our diplomatic progress. In the absence of that, we are giving non-lethal support to the opposition, we are the second largest bilateral donor of humanitarian aid, we work with other nations to prepare for the day after Assad and we continue to assist the opposition in coming together as a more coherent force.

Does my right hon. Friend agree that, as I suggested at the time, it was really a mistake for the west to encourage a civilian rebellion against the dictatorship in Syria? That rebellion has been joined by the Muslim Brotherhood, Hamas, the jihadists and al-Qaeda, among others, while the Alawite regime is being supported by the Christians, the Kurds, the Druze and Russia. As I predicted, this has become a secular civil war and it is already threatening the stability of Lebanon, Jordan and Turkey. Given that the United Nations route has failed, that even Governor Romney has ruled out military intervention, and that the Russians are seriously concerned to prevent the conflict from spreading to the Caucasus, surely the time has come for my right hon. Friend to make further bilateral suggestions to Russia to find a joint approach that will end the bloodshed.

I can assure my right hon. Friend that there has been no shortage of bilateral and multilateral suggestions being made by us to Russia. I will pick him up on something that he said at the beginning of his question, when he implied that we in the west had encouraged a rebellion in Syria. That rebellion did not require any encouragement from western nations. That was the people of Syria rising up against an oppressive regime, and they did so without any incitement from western leaders of any kind. There is the sectarian tension and conflict to which my right hon. Friend refers, as well as a genuine desire to get rid of an oppressive and tyrannical regime.

But is it not the sad truth that Syria is bleeding to death because of a military stalemate in which the insurgency is incapable of bringing down the Assad regime and the Assad regime is incapable of putting down the insurgency? May I suggest that the only way to break down that military stalemate is to break down the political stalemate at the United Nations? Do not recent events in Lebanon serve to underline the fact that the risk to regional stability is now very considerable? Is it not in the interests of Russia and others to seek to bring an end to the political stalemate?

I hope that if any good can come of the events in Lebanon, they will serve as a fresh wake-up call to the world about the dangers of the Syrian conflict. This is not a containable crisis. A regime is waging war against its own people, and the longer it goes on, the more extreme will be the forces that are drawn into it, which is the very thing that Russia says it is worried about. We warned about all those dangers when we called on the United Nations Security Council to act, and those predictions have so far been proven to be true. Of course we will continue to work on this at the United Nations and to support Mr Brahimi, as I have said, while in the meantime doing all that we can to alleviate suffering inside Syria and on its borders.

There is a variety of political programmes from a variety of opposition groups. I pay tribute to the people I have met, some of whom have come out of Syria to tell us about their experience, for the extraordinary courage and determination that they have shown in the face of overwhelming odds in trying to fight and work for a better society in Syria. However, they do need a more coherent programme for transition, and it is important for them to make every effort to win over the middle ground of Syrian opinion. That includes minorities, Christians and the business community, who need to know that there can be a change to something better than the Assad regime.

I have listened with care to the answer that the Foreign Secretary has just offered, but it is worth bearing in mind that it is now more than 18 months since the beginning of the popular uprising and that neither unity nor a credible opposition plan has yet emerged from the Syrian opposition movement. The right hon. Gentleman referred in a previous answer to the Doha meeting as the next significant step, but would he accept that that meeting has already been postponed? Will he set out what practical steps can be taken with partners in the regions to try to effect the unity that has so far proved elusive?

Yes, it is true that that meeting has been postponed, and there have been many meetings with Syrian opposition groups. It is, of course, not possible or desirable for people in other countries, including our country, to try to impose on them any particular programme. The whole point is that Syria’s future should be for Syrians to decide, so they have to take the decisive steps to come together with a coherent platform. Our special representative works with them on a daily, usually an hourly, basis, and our pressure on them for the forthcoming meeting is co-ordinated with the United States, France, Turkey and leading Arab nations. It is very clear that the Syrians know that the world is looking to them to come together in a more effective way.

Does the Foreign Secretary accept that there is a relationship between whether such a transition plan emerges and the capacity of the international community to break the diplomatic logjam that we have heard about already in the course of our questions? If there are to be further discussions with the Russians and the Chinese in particular, which I sincerely hope there will be, the emergence of a credible transition plan is going to be one of the bases on which the optics of that conversation can be changed from the last 18-month stalemate.

Yes, that is quite right. I would not want the right hon. Gentleman or the House to think that it would necessarily bring about an end to that diplomatic stalemate, but it is one of the necessary ingredients, and it is one of the arguments of Russian leaders that the opposition is divided and that there is no single interlocutor with which to deal. It would indeed be very advantageous to remove that argument in trying to bring peace and stability to Syria. I think we are all very conscious of that, and will be very conscious of it over the coming months, and that, indeed, this has gone on for 19 months in total and more than 30,000 people have died. We will continue our work for a peaceful, sustainable transition in Syria.

Yes, absolutely. Again, I want to pay tribute to many people who risk their lives to support the opposition and to many who have worked in the Syrian National Council, for instance, to set out a clear intention to create a better future for their country, but it is now important that they come together in a more effective way. I have often explained to them that in the history of this country when we have faced an existential threat, all parties have come together on a common programme. Syria now faces an existential threat to any peaceful or stable future; it has to do the same.

If, in the right hon. Gentleman’s answers to questions, I have detected a change of tone from the previous insistence on regime change above all else, may I welcome that? Will he explain his own view that what we are faced with is a civil war—a civil war not just at the present time, with around a third of the people backing the barbarity of Assad out of fear of something worse from Sunni domination, but the continuation of a civil war following a simple collapse of the regime? What we therefore need is his insistence on a transitional Government.

Since I agree with the right hon. Gentleman about the need for a transitional Government, I do not want to disappoint him too much in respect of the start of his question. It is not that the western world has set out on regime change in Syria, but it is certainly our analysis, and it has been for a long time, that peace cannot be brought to Syria without the departure of President Assad. There is no viable peace; there is no peace that the people of Syria would accept without that. I am not changing tone or policy on that. The right hon. Gentleman is quite right about the need for a transitional Government. We agreed in Geneva at the end of June—with Russia, China and all other leading nations—about the need for that. What we do not have is the active participation of Russia in bringing about such a transitional Government.

As my hon. Friend will know, there is a great variety of views. I find that there is enormous gratitude for what we have done and what we try to do diplomatically, and for the huge amount of humanitarian assistance that is provided, but yes, there are also members of Syrian opposition groups who would like us to do something different, and who would like a military intervention from outside. As I have explained to the House before, we do not rule out any options. We do not know how the situation will develop. However, for reasons that I have given the House many times before, it is very different from the situation in Libya last year.

No application for enhanced status is currently before the United Nations. The whole House supports the right of the Palestinian people to have a state of their own: that state cannot come soon enough for them, and for the peace and stability of the region. We support a sovereign Palestinian state on 1967 borders with agreed land swaps, Jerusalem as the shared capital and a just settlement for refugees, and we will judge any proposal at the UN on whether it advances that goal.

Following the announcement from President Abbas that the Palestinian authorities will be seeking observer status at the United Nations, can the Foreign Secretary give the House any kind of assurance that the Government intend to support such a bid?

: The hon. Gentleman is right: President Abbas has stated that intention. However, no proposal is currently before the UN. In our view, the priority is for the United States—after the election, obviously, and whoever is successful—to lead a major push to restart negotiations and arrive at a two-state solution. The opportunity to do that is slipping away, and may have slipped away completely within another year or two. For the present US Administration it is absolutely crucial, and we have already said that to President Obama and to Governor Romney. Any decision on votes at the UN must be made on the basis of actual proposals.

I think the hon. Gentleman will infer from what I am saying that we believe that actual negotiations would be infinitely preferable to divisive symbolic gestures, and we are advising President Abbas not to go down the path of tabling such a resolution at the moment.

We all want to see significant progress towards a two-state solution, but does the Foreign Secretary agree that any attempt by the Palestinians to declare unilateral statehood might provide an obstacle to the opening up of real negotiations, without preconditions, with the Israelis?

We will only arrive at a two-state solution through successful negotiations. It is therefore very important that the Israelis and Palestinians are prepared to enter into those negotiations, and, as I have said, that the United States is ready to put its full weight behind them in 2013, after the presidential election. That is the way forward. I think that if the Israelis and Palestinians or the United States fail to do that, we shall enter into a new and even more dangerous situation.

That is a hypothetical question. Of course it could be argued that it would be a very important statement. As I have said, I think that Members on both sides of the House believe in the importance of bringing about a Palestinian state, but if that cut across the ability of a re-elected or new US Administration to put its full weight behind this, and if it made Israelis less likely to enter into constructive negotiations in the coming months, it would take us further away from our goal rather than nearer to it.

That is an understandable question. As my hon. Friend knows, we have condemned the expansion of settlements. The settlements are what is bringing about the urgency of the issue, because they are making a two-state solution in the coming years less feasible. However, I reiterate that the best hope of achieving a solution is a major push by the United States in the coming months and over the coming year. Everything else is second best to that.

I do not think we are short of positions on this matter, and I have just explained the Government’s position on it. It is one of the great foreign policy frustrations for this country and for people across the world, but as we know, and as all previous Administrations have known, there is not a magic or overnight solution to it. The solution is negotiations on a two-state solution, and we now have an opportunity to make a major push for that. If that does not happen, we will be in a new and more dangerous situation, and that will require many nations to reconsider their approach.

Friend confirm that the Government policy is as set out by the Prime Minister in his excellent recent United Jewish Israel Appeal speech, when he made it clear that there is no substitute for face-to-face negotiations without preconditions and that the United Kingdom Government would not support a premature move to statehood at the United Nations?

I thank the Foreign Secretary for that reply and for the work that he and Ministers have undertaken on behalf of Mr Aamer’s family in Battersea. Obviously, the next months offer a window of opportunity, as there will be a change of personnel, even if there is not a change of Administration. Can the Foreign Secretary assure me that he will continue to seek waivers, particularly to the National Defence Authorisation Act, with counterparts on the other side of the Atlantic?

Yes, and I pay tribute to my hon. Friend’s work on this issue. Senior US officials have confirmed that the National Defence Authorisation Act 2012 has the potential to make Mr Aamer’s release more likely than the Act of the previous year, but no releases have yet taken place under that Act and the criteria for the national security waiver remain unclear. We will certainly be pursuing this with the re-elected or incoming US Administration.

That would be a strange thing to take any lessons from, because when the shadow Foreign Secretary was Minister for Europe, the Labour Government signed away £7 billion of the British rebate with nothing in return. It is notable that last year Labour MEPs voted against a budget freeze in Europe because they wanted an increase instead. It is also notable that in the time that the shadow Chancellor was a Treasury adviser and in the Cabinet, the annual EU budget increased by no less than 47%.

Let me return to the subject of Europe, but its relationship with Iran. I associate myself with the latest round of sanctions that have been imposed. Given the imminence of the elections in the United States, what does the Foreign Secretary regard as being the next steps in the diplomatic engagement on the nuclear issue with Iran? In particular, following a rather well-sourced, I understand, piece in The New York Times last week, how does he judge the prospects for bilateral discussions between the United States and Iran on this issue?

The United States and Iran have both denied the prospects, let alone the existence, of such bilateral talks. The next step is for the E3 plus 3 nations, of which we are one, to consider what we can do in any further negotiations with Iran. Our experts are meeting on this. Of course, it is necessary for the US elections to be completed before any further round of negotiations can take place. We are open to those negotiations. We are considering whether to amend our approach in any way, but it remains the case that for them to be successful, Iran would have to engage with those negotiations in a much more meaningful way than before. In the absence of that, we have agreed intensified sanctions on Iran in the European Union, and I want Iran to know that as long as these negotiations are not successful, we will go on intensifying the sanctions pressure upon it.

T2. In the earlier discussion on Syria we did not talk about the refugees, but of course hundreds of thousands of people, both internally and in neighbouring countries, are now homeless and face a desperate situation. What are we and the international community doing to assist them?

The hon. Gentleman is quite right to draw attention to that. There are now up to 350,000 refugees in neighbouring countries, about 1.2 million people are thought to be internally displaced in Syria and about 2.5 million need humanitarian assistance. It is a rapidly escalating humanitarian crisis that will only get worse in the coming months. The United Kingdom is the second largest bilateral donor to the relief effort. We have so far given £39.5 million and consideration is being given to what further assistance we can give. We are also helping directly as well as through UN agencies, particularly in Jordan, so we are doing everything we can to alleviate the suffering in the crisis.

My hon. Friend is absolutely right. That is why we are opening the 19 embassies and consulates to which the Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for East Devon (Mr Swire), just referred. We are determined to expand Britain’s market share in the fastest-growing economies. In the past two years, from August 2010 to August 2012, we have seen an increase in our exports to China of 46%, to South Korea of 69% and to Thailand, which I will visit next week, of 118%.

The civil war in Syria and the estimated 100,000 refugees are having a seriously debilitating impact on Lebanon and remind us of the horrors that took place in that country between 1975 and 1990. What steps are the Government taking, through the international community, to try to return some stability to that country?

Again, that is an absolutely crucial issue. It is not a containable crisis, as I said earlier, and the impact on Lebanon is the starkest and most worrying example of that. We are working closely with the authorities in Lebanon. After the recent bomb outrage, the Prime Minister spoke immediately to the Prime Minister of Lebanon to urge stability, and our ambassador there is very active. We have increased the assistance we give directly to the Lebanese armed forces and, of course, much of the humanitarian assistance we are giving is going to Lebanon.

Yes, absolutely. We welcome the election of a new President of Somalia, to whom I spoke directly after his election. The new Under-Secretary, my hon. Friend the Member for Boston and Skegness (Mark Simmonds), has already visited Somalia with the International Development Secretary. Important progress has been made since the London conference on Somalia, with a reduction in piracy, al-Shabaab in military retreat, and now a new and legitimate President. The United Kingdom will continue its strong support for these developments and the international leadership that we have given in relation to them. We will place just as much emphasis on Somalia in the coming year as we have in the past year.

Is it not of interest that both United States presidential candidates have emphasised in the debates that took place between them their support for sanctions rather than any military strike against the Iranian regime? Does not that very largely express the mood in the United States, let alone here, that warmongering, which unfortunately some people are involved in—certainly not the Foreign Secretary—would be wrong and counter-productive?

Both candidates in the presidential debates have, yes, been talking about the policy that I have been talking about in this House. I am sure that the two candidates for President of the United States are the experts on the mood in the United States more than any of us can possibly be here. Our approach, and that of the United States, is based on sanctions and negotiations. The United States is part of the E3 plus 3 nations that I have been talking about, and its sanctions are as strict as anyone’s, so it clearly believes in this approach.

Is there not a democratic imbalance—I know that the Foreign Secretary will agree with this question and so give a good answer—in allowing every 16-year-old in Scotland to vote on whether to remain in the Union while ensuring that no one in this country under the age of 55 has ever had a chance to vote on whether we should stay in the European Union?

I wish to inform the House that, further to my oral statement at the launch of the balance of competences review on 12 July 2012, Official Report, column 468, the Foreign and Commonwealth Office is today publishing the timetable for the review including departmental responsibility for the reports into each individual area of competence.

The review will complete its work during 2014 and will look at the scope of the EU’s competences (the power to act in particular areas conferred on it by the EU Treaties) as they affect the UK, how they are used, and what that means for Britain and our national interests.

The review will be divided into four semesters, each containing six to 10 reports. This will allow reports on related topics to be grouped together. The reports from each semester will be published at the end of that semester. If necessary, changes to this timetable will be made in order to take account of any events which could impact upon the timing of a report. The semesters are:

Semester one:

autumn 2012—summer 2013

Semester two:

spring 2013—winter 2013

Semester three:

autumn 2013—summer 2014

Semester four:

spring 2014—autumn 2014



The first semester reviews will be:

an overview on the single market;

taxation;

animal health and welfare and food safety;

health;

development; and

foreign policy.

The single market encompasses such a broad area of competence that it is being split, with further reports on the four freedoms—goods, persons, services and capital—in semesters two and three.

Departments will take a rigorous approach to the collection and analysis of evidence. The Government Department leading each review will, at the appropriate time, publish a call for evidence which will set out the scope of their report and include a series of broad questions on which they would like contributors to focus. The calls for evidence for first semester reports will be published shortly and will be available through the FCO website and through the website of the Department leading each review. The reports into the first six competences will be published in the summer of 2013, along with the evidence received, subject to the provisions of the Data Protection Act.

Government Departments will consult widely, including Parliament and its committees, business, the devolved Administrations, and civil society in order to obtain evidence to contribute to their analysis of the issues. Our EU partners and the EU institutions will also be invited to contribute evidence to the review.

The result will be a comprehensive, thorough and detailed analysis of where competence lies and what it means for the United Kingdom. It will aid our understanding of the nature of our EU membership; and it will provide a constructive and serious contribution to the wider European debate about modernising, reforming and improving the EU. The review will not produce specific policy recommendations.

I am pleased to announce the reopening of Britain’s embassy in Madagascar after seven years. The ambassador, Mr Timothy Smart, will take up his appointment in Antananarivo this month, and the embassy will be fully functional by March 2013.

This marks Britain’s full diplomatic re-engagement with Madagascar after the decision by the last British Government to close the embassy in 2005. The new embassy replaces the British interests section which was set up in the German embassy in November 2008, which was run by a locally engaged member of staff and reported to Britain’s high commissioner in Mauritius.

Having a fully accredited British ambassador and embassy in Antananarivo will enable us to provide more effective systematic support to British business, a stronger trade and investment relationship with Madagascar, and full consular assistance to British residents and visitors.

The resources of a full embassy will also allow us to work more effectively with the international community to support Madagascar’s return to a fully recognised constitutional Government after free and fair elections, as set out in the Southern African Development Community’s road map.

This decision sends a strong signal of British interest in and engagement with Madagascar and the region. And it is part of the expansion of Britain’s diplomatic network in key regions of the world. By 2015 the British Government will have opened up 11 new British embassies and eight new consulates, and sent over 300 extra staff to over 22 countries in emerging economies.

As I said in Parliament on 11 May 2011, there will be no strategic shrinkage of Britain’s diplomatic influence overseas and we will work to extend the reach of British diplomacy. Reopening the embassy in Madagascar is part of that commitment.

I would like to inform the House of the latest developments in Syria since my statement of 3 September 2012.

The situation in Syria remains dire. More than 25,000 have died since March 2011. The UN estimates there are over 2.5 million people inside Syria in need of urgent humanitarian help and over 340,000 Syrian refugees who have fled from the brutality of the regime to neighbouring countries.

The British Government’s objective is a peaceful end to the violence and a political transition to a more democratic Syria. We believe that Assad must step aside in the interests of the Syrian people if a sustainable transition is to occur.

We are continuing intensive diplomatic efforts to make progress on a political transition. We are supporting the UN-Arab League Special Representative Brahimi in his efforts to implement the Geneva communiqué which sets out a process of political transition and which was agreed by the permanent five members of the Security Council and the Arab League in June. We continue to believe that there is a need for a chapter VII resolution putting the full weight of the Security Council behind a peaceful settlement and will continue our efforts to that end. However, in the absence of Russian and Chinese agreement to such a resolution we are intensifying our work in four areas: supporting the Syrian people and political opposition; increasing pressure on the Syrian regime; preparing for a political transition; and helping mitigate the humanitarian and regional effects of the crisis.

First, in our work to support the Syrian opposition, we have expanded our assistance to those in parts of Syria where the regime is no longer in control. With the £5 million non-lethal assistance that I announced in August we have trained citizen journalists and other activists in media skills; and in the coming weeks we will train civil society groups to document human rights violations; train doctors to gather evidence sexual and gender-based violence; and train a network of “active citizens” in peacebuilding and conflict resolution skills. We are also providing generators, communications equipment and water purification kits to unarmed opposition groups and civil society organisations in some of the areas worst affected by violence.

We are at the forefront of international community activity to support the international and external opposition to become a viable political alternative to the Assad regime. On 18 September the UK’s special representative to the Syrian opposition chaired a meeting of countries to agree a strategy to encourage the opposition to unify and present a common vision for Syria. We are working with Qatar to support an inclusive opposition conference in Doha at the start of next month. We have made clear the importance of the opposition reaching out to all elements of Syrian society to reassuring them of their place in the Syria of the future.

Secondly, the UK is leading efforts to increase pressure on the Assad regime and to deny it sources of finance with which to buy more weapons. We helped to secure the latest round of EU sanctions agreed on 15 October which targets senior members of the Assad Government we believe share responsibility for the regime’s violent repression of the Syrian people. We also remain at the forefront of the international community in calling for the situation in Syria to be referred to the International Criminal Court to ensure that the perpetrators of the most serious international crimes will be held to account. With our strong support, the Human Rights Council in Geneva adopted a resolution on 28 September which condemned the continuing violence in Syria and extended the mandate of the UN Commission of Inquiry to enable it to continue its invaluable work in documenting human rights violations and abuses.

Thirdly, we are working with international partners to ensure that the international community is ready to support the process of political transition in Syria. At the Foreign Affairs Council on 15 October, I encouraged the EU to start developing plans for how the EU can support a future Syrian transitional Government and to support peacebuilding initiatives with civil society inside Syria.

Fourthly, we are working to mitigate the impact of the crisis on Syria’s neighbours. The House will be aware the British Government have been clear about our diplomatic support for Turkey, including through NATO, following recent aggressive Syrian actions on the Turkey-Syria border. We have supplied practical assistance to Lebanon to help improve border security and provided stabilisation assistance to Palestinian camps in the region.

The British Government are also working to address the humanitarian impact of the crisis. The Secretary of State for International Development has increased our humanitarian support to assist people in desperate need in Syria and those who have fled to neighbouring countries. We are providing food to over 80,000 people a month in Syria, urgent medical care for over 50,000 people affected by the fighting, and help for more than 45,000 refugees. Humanitarian needs will increase as winter approaches. The Prime Minister and the Secretary of State for International Development last month announced an additional £8 million in humanitarian support to provide essential supplies to help the Syrian people over the coming months. The UK is the second largest bilateral donor with £39.5 million in funding for the Syrian people but UN appeals for assistance remain drastically underfunded. We are working closely with key donors to ensure that the international community stands by the Syrian people during their time of need.

Last month, at the United Nations General Assembly in New York, the Secretary of State for International Development and I urged other donors to provide more to address the escalating humanitarian crisis in Syria.

I will continue with my colleagues in Government and with international partners to pursue action in support of a resolution to the crisis in Syria. I will keep the House informed of developments.
