Commons ChamberMr Speaker, I feel as though I have to make an apology to the House. Last time I was at the Dispatch Box, I forgot to mention that the hon. Gentleman had been the principal of a college. I said he was lecturing at a college, so I apologise for demoting him.
I am more than happy to continuously look at how we can give the maximum amount of support for our further education colleges and the 16-to-19 sector. We saw one of the largest increases in the base rate with the announcement last week. That is a good foundation on which to build.
The Secretary of State ought to be able to detect the hon. Gentleman’s status and his intellectual distinction from a radius of approximately 1,000 miles.
The extra money for post-16 providers is extremely welcome. It has been warmly welcomed by Havering Sixth Form College in my constituency. However, it appears to be a one-year funding deal, rather than the three-year settlement that five to 16 education providers received. Will the Secretary of State look at giving colleges more long-term certainty by delivering future increases in line with inflation and raising the overall rate for 16 to 18-year-olds?
My hon. Friend raises a very valuable point about the importance of long-term certainty for all parts of the education sector. That was very clearly explained in the report from the Select Committee chaired by my right hon. Friend the Member for Harlow (Robert Halfon). We will continue to look at it. It was a one-year settlement for 16 to 19-year-olds. We made sure we gave as much certainty in the schools sector as possible. We continue to look at what more we can do to give confidence to the further education sector on how to invest in the future of our young people.
Will the Secretary of State tell the House what plans he has to implement the recommendations of the Augar post-18 education review?
I take this opportunity to thank my right hon. Friend for all the work that she has done for this sector. Much of the work that we have inherited is down to her close attention to detail in delivering for a sector that she is so passionate about. I also thank her for the work that she did as a Deputy Chief Whip, when she was slightly less friendly, but equally effective.
I will certainly look at how we ensure that we have the right funding for apprenticeships. Apprenticeships have been one of the greatest successes of the Government. We have achieved so much over the last nine years, encouraging so many young people to take up the opportunity to train in an apprenticeship and have the skills that they need to succeed in future. We will be determined to build on that success.
I think the Secretary of State is rehearsing for his conference oration. That has to be what it is—we are grateful to him.
This Government are making a complete hash of the apprenticeship levy in quality and quantity. It is running out of money, so the trainers who provide 70% of all apprenticeships cannot meet the demand from small businesses, such as the two I met recently in Blackpool that have had no money from the Department for Education. There was nothing new in the spending review for providers or for small businesses for apprentices. Starts for 16 to 18-year-olds are down 23% on the pre-levy numbers. There was nothing for the 800,000 young people who are stagnating in the NEET category, as my hon. Friend the Member for Leeds West (Rachel Reeves) pointed out. There is not even a dedicated day-to-day Skills Minister to tell them, or us, why they are in this mess. Has anyone in this disappearing Government left the lights on?
In August, the Prime Minister announced an extra £14 billion for schools in England over the next three years. That will bring the schools budget to £52.2 billion in 2022-23. This will allow funding increases for all schools. In particular, our pledge to level up pupil funding means that every secondary school will receive a minimum of at least £5,000 per pupil next year, with every primary school getting a minimum of at least £4,000 from 2021-22. This is the largest cash boost in a generation, and that has only been possible because of our balanced approach to public finances and careful stewardship of the economy since 2010.
The Department for Education is no doubt very illustrious, but it is not well versed in the application of the blue pencil.
Thank you, Mr Speaker. I congratulate the Minister and the Secretary of State on securing the extra funding from the Chancellor in the spending review. As the Minister knows, I have been arguing for this for some time. Can I urge him to front-load this money, because we know that school costs have been outstripping their incomes? They need this money as soon as possible. And while he’s there, as the Secretary of State is Bradford educated, will the Minister encourage him to return to Bradford district in order to visit some schools in my constituency?
I am sure that if I did not call a retired headteacher, I would be subject to the most condign punishment imaginable. I call Thelma Walker.

I recently spoke on BBC Radio Leeds about the number of young people who suffer trauma and bereavement just before sitting exams and who often do not get the appropriate support and bereavement counselling. Will the Secretary of State meet me to discuss adequate counselling provision for those going through such a difficult time?
I have called a distinguished headteacher to speak, so I must call a distinguished nurse. I call Anne Milton.
The correlation between good education and good health has long been known, not least by Professor Sir Michael Marmot in his 2010 report. With that in mind, surely it is now the time to give further education the long-term funding that it needs.

Moreover, unusually, I cannot guarantee that everybody who wishes to take part in the statement will be able to do so.
I warmly welcome my right hon. Friend’s statement on education funding. It is really good news. We must ensure that our young people have the skills they need to succeed in our modern economy. Does he agree that investing in further education is the best way to achieve this?
The hon. Member for Manchester Central (Lucy Powell) is invariably the winner of the “biggest smile” competition.

I welcome the Secretary of State to his post. We in the Education Committee look forward to giving him a good grilling, hopefully fairly soon. I also welcome his announcement, which is long overdue, but may I ask him about the crucial early years and, in particular, about our maintained nursery schools, about which he has said nothing? Their funds will run out very soon, but they are the jewel in the crown of social mobility, and the amount that they need is a tiny fraction of what he has announced today.

This spring, Parliament passed the relationships, sex and health education regulations with overwhelming support. We know that many parents agree that these subjects should be taught by schools. We also know that for some parents, this raises concerns. Parents have a right to understand what we are requiring schools to teach and how their child’s school is intending to go about it. That is why we will be requiring schools to consult parents on their relationship education or RSE policy. Open and constructive dialogue can only work, however, if the facts of the situation are known to all.
We are aware that misinformation is circulating about what schools currently teach about relationships and what they will teach when the new subjects are introduced. The Department for Education has undertaken a number of activities in response. In April this year, we published frequently asked questions designed to bust myths on the subjects. They have been translated into three languages. In June, we published the final version of the relationships, sex and health education guidance, as well as guides for parents on the subjects. Alongside that, we produced infographics that can be easily shared on social media—including WhatsApp, where we know much of the misinformation is shared—setting out the facts. We also sent an email to almost 40,000 teachers, providing them with factual information and links to various documents.
The Department has also been working on the ground with Birmingham City Council, Parkfield School, parents and other interested parties to convey the facts of the policy and dispel myths, to support a resolution to the protests in that school and nearby Anderton Park School. Nationally, we have worked with the National Association of Head Teachers to understand where there might be parent concerns in other parts of the country and to offer support. We will continue those efforts to support the introduction of the new subjects, which we strongly believe are hugely important for children growing up in modern Britain.
I am sure that Members from across the whole House will join me in affirming the importance of accepting that people have different family relationships and that it is not the shape or set-up of your family that matters, but only that you are loved and cared for.
Passing the Equality Act 2010 was rightly a proud moment for our country, but these rights remain only for as long as we fight to keep them. Respect and equality are the true British values. There is no reason to treat sexuality any differently from the way that we discuss any other part of the Equality Act, or families that may have a difference in age or even a disability. The misinformation is vast and in danger of spreading. With respect to the Minister, whatever efforts the Department has been making to counter that misinformation have clearly not worked.
It is clear from last night’s “Panorama” programme that protests against relationship education are growing across the country. Over 70 schools are now experiencing pressure and intimidation because school leaders are fulfilling their legal duty under the Equality Act. It would also appear, from last night’s “Panorama” programme, that pressure was applied from the Department to Parkfield School to suspend its equality programme to get the school out of the national news. This has led to copycat protests elsewhere, as protesters believe that if they make enough noise, and turn up with loudhailers and hurl abuse at headteachers, other schools will back down, too. There is a desperate need for clear, firm leadership from the Department.
Will the Minister assure the House that Department officials did not pressure the Parkfield leadership team into suspending its equality programme? Will he confirm that he will launch an investigation into such claims? Does the Minister agree with the Government’s lead commissioner for countering extremism, Sara Khan, that the Department has been slow to respond to the growing protests? What lessons have the Department learnt from that? Will the Minister update guidance to schools from “if” to “when”, to ensure that schools have a clear message about the need to teach LGBT-inclusive sex and relationship education? Will the Minister send a clear message to school protesters that LGBT-inclusive sex and relationship education is mandated by the Government, that compliance will be checked by Ofsted and that attempts to intimidate individual headteachers will not change that?
My right hon. Friend is right that the guidance needed to be updated. It includes teaching children how to tackle the pitfalls of social media, how to recognise the signs of things such as an unhealthy relationship and how to stay safe online. These are important additions in the relationships guidance. It is an important document. People are focusing on one or two paragraphs, but we should not underestimate its importance to schools in helping children to navigate what she correctly says is an increasingly complicated and at times dangerous world for young people.
Flockton Church of England Voluntary Controlled First School and Overthorpe C of E Academy were alike privileged to benefit from the headteachership of the hon. Member for Colne Valley (Thelma Walker), from whom I think it apposite that we should now hear.

On a point of order, Mr Speaker. I seek your advice about potentially correcting the record on something that has been said during this urgent question. The Minister stated that the no Outsiders programme had come to a natural conclusion and had not been shut down because of pressure from the Department. I and a number of other Members of Parliament—some present today and some not—from across parties heard a very different story from the leaders of that school last week in a meeting in this House. I wonder how I can seek clarity on that, because I am certain, as a local Member of Parliament, that had that action not been taken, the subsequent protest outside Anderton Park school would not have emerged. I have also been told by Members of Parliament from Yorkshire, Nottinghamshire and Lancashire this week that they are expecting protests at their schools this week, next week and in September, and I wish to push back against the suggestions I feel we have heard today that this is just a Birmingham problem.
I am grateful to the hon. Lady and will offer some thoughts in a moment, but the Minister is signalling a willingness to respond and I think we should hear him.
As I said in response to the hon. Member for Kingston upon Hull West and Hessle, that was my understanding from a briefing I received from officials, some of whom had been involved in the day-to-day discussions with the school. Given that the hon. Member for Birmingham, Yardley (Jess Phillips) has raised this point of order, I will go back to those officials and ask them to check again whether the briefing I was given was correct, and if it turns out that I inadvertently misled the House on that particular point I will ensure that the record is corrected.
That is a most helpful and gracious response from the Minister of State which has, I think, for now satisfied the hon. Member for Birmingham, Yardley. I just want to say that the House collectively and the House service alike are very proud of our record on LGBT equality. In thanking the hon. Member for Kingston upon Hull West and Hessle for raising this urgent question, and all colleagues for participating in the exchanges, I am going to permit myself two observations. First, in my experience as a Member of Parliament for more than 20 years, I often find that when people say, “We haven’t been properly consulted”, what they really mean is “You haven’t done what I told you to do.” Secondly, again on the strength of experience, we cannot appease bigots and homophobes; we have to confront them and defeat them. My strong sense is that there is unity across the House in that conviction.

I told the protesters this and I also told them that they had made their point and that the protests should end. I reiterated this when they came to see me at my surgery, which was filmed on phone camera and put into the public domain in an abridged version. [Interruption.]
Order. I absolutely understand the strong feelings that exist on this subject, but there is no way—I say this as much for public interest as for any other reason—that this debate will be curtailed. It can run until 7 o’clock, so any right hon. or hon. Member who wishes to catch my eye has an extremely good chance of doing so. The hon. Gentleman has the Floor now, and whatever hon. Members think about his decision to give way or not, he has a right to be heard and he will be heard.

I have to say that the breakdown in trust between the headteacher and the parents has not been helped by certain tweets that the headteacher has put out. She is, of course, perfectly entitled to tweet what she wants to, as is everybody else, but to call parents who are participating in highly organised police-supervised protests a “mob” which needs to be “sorted” and accuses Muslim parents—mostly young women—of “homophobic hatred” and to say that
“if we allow parents to think consult means demand resignations if we don't get our way”
is not exactly helpful in reducing tension because it is immediately recycled on multiple social media sites, which builds up a frenzy of hatred against parents. As I have said, they are mostly young mothers who have done nothing wrong. They are good mothers who want to express concern about what their children are telling them.
I hope it is reassuring to colleagues to know that you will all get in; don’t worry.

Will the Minister give some indication of when the results of the consultation on the restraint of children will be published? The consultation closed in January 2018, having commenced in 2017. When is it going to happen?

The hon. Member for Huddersfield (Mr Sheerman) sports an admirable tie, about which my only reservation is that it is a tad understated.

I know that my right hon. Friend is a doughty campaigner for more further education funding, but the main estimates memorandum for 2019-20 shows that resource expenditure on further education on a like-for-like basis is falling by 3.3% in cash terms and more in real terms, and the Department for Education’s capital budget for FE is also set to decrease by 40% from £186 million to £112 million. Can she explain the reason for the reduction and its impact?
Is there any way to see whether pupils are being let down by their schools, other than seeing that they are not getting up to certain standards?
We will keep the formula design under consideration and we will consider feedback on specific factors when developing the formula in the future. For this coming financial year, the formula is already fixed. However, as I said earlier we are in discussion and preparing for the spending review. We want the best possible settlement for small rural schools and the education sector as a whole.
We are running late, but I do not want the subject of special educational needs and disabilities to miss out, so we will take the next question. However, I appeal to the questioners to be particularly brief.
Order. If the hon. Gentleman were to conduct himself in that manner in a breakfast club, he would be in danger of permanent exclusion. It would be a very unseemly state of affairs, and I would not wish it on him or, indeed, on his fellow attendees.
Will the Secretary of State join me in congratulating the headteacher of Dronfield Henry Fanshawe school on the two lifetime achievement awards that she received last week, which demonstrate the esteem in which the school and Miss Roche are held in the Dronfield community?
My experience is that whenever I listen to the Secretary of State, I feel not only entertained but improved. I am deeply grateful to him.
A shrinking curriculum, larger class sizes, less student contact time and less student support are some of the effects of shrinking student funding for 16 to 18-year-olds. It is time to raise the rate. What order of priority is being given to speaking to the Treasury to ensure that that is done?
I hope the Minister will agree that Catholic education providers make a great contribution to education in this country. With that in mind will the Minister provide an update on the uptake of the voluntary-aided capital scheme?
As I have acknowledged on a number of occasions, I know the strains on school budgets and how difficult it can be to manage them. The hon. Lady specifically raised the question of teaching assistants: there has been an increase of over 40,000 teaching assistants since 2010.

Thank you, Mr Speaker, for granting this urgent question on these horrific and tragic cases. I thank the Minister for his heartfelt response. I also thank the shadow Leader of the House, my hon. Friend the Member for Walsall South (Valerie Vaz), for highlighting this issue to the Government during business questions last Thursday.
Last week, two serious case reviews were published in Northamptonshire on the deaths of these two toddlers. Both these very young children were systematically let down by the local authority, Northamptonshire County Council—an institution that was supposedly there to protect them. The reports examined the deaths of Dylan Tiffin-Brown, aged two, when he died of a cardiac failure after his father assaulted him in December 2017, and Evelyn-Rose Muggleton, aged one, when she died in hospital days after being assaulted by her mother’s partner in April 2018.
I hope that we will now see—I believe that we will—Ministers use everything in their power to ensure that this public institution does not fail children again and to prevent other tragedies from happening elsewhere.
I note that a serious case review into the death of a third child remains confidential. The review looked into the case of a boy from Northampton who was locked in a room, beaten and abused. The parents were jailed for neglect last month, with professionals describing it as the worst case of child cruelty that they had seen in 25 years.
The two published reviews highlight key misjudgements from staff about the level of danger posed by the men to the two children and failures to act on warnings that the children were at risk. Northamptonshire safeguarding children board said that there were “lost opportunities” leading up to the murders and that the two children’s safety was “seriously undermined” after the significance of the killers’ criminal past and history of domestic abuse was overlooked by agencies.
Dylan died aged two after sustaining 39 injuries to his face, neck, torso and limbs, including 15 rib fractures and lacerations to his liver. After a sustained beating at home by his father—a drug dealer from Northampton who was convicted of murder in October 2018—a post-mortem found cocaine, heroin and cannabis in the two-year-old’s body at the time of death. No social worker saw Dylan in the two months between his being discovered at his father’s home during a police drugs raid and his death at his father’s hands.
Evelyn-Rose, aged one, died three days after sustaining a traumatic brain injury from her mother’s partner. She had received multiple bruising and bleeding injuries, including damage to her spine and both eyes. Social care and health agencies that had been involved with the family had failed to recognise the neglect that was taking place. The safeguarding children board stated that two social workers had been allocated to the case, but that the case had started to
“drift, with little if any attention being paid to the children’s welfare”.
Sadly, Northamptonshire’s children’s services have been on the radar since the severe financial troubles at the county council overwhelmed the local authority. The county’s children’s services were said to have “substantially declined” when inspectors were called in during last October’s visit and that a “fundamental shift” in culture was required—something that the Minister acknowledges. Given that, can he assure the House that the financial problems at Northamptonshire are not further jeopardising or worsening the provision of children’s services across the county? If he finds that they are, what representations will he make to Ministers in the Ministry of Housing, Communities and Local Government, to ensure that Northamptonshire has the resources it needs? Is he assured—
Order. I am loth to interrupt, because the hon. Gentleman is treating of a matter of the utmost gravity, and I respect that, but I am afraid he has taken two and a half times his allotted time. I feel sure that he is reaching his peroration, which will be of formidable eloquence and brief.
Thank you, Mr Speaker. These are very serious matters. Is the Minister assured that the authority is able to finance improvements to children’s services both now and during the reorganisation, including the transfer to the trust that he mentioned, and to implement the improvements needed to put right these severe service failings? Lastly, will he intervene and ensure full transparency on the third serious case review, which remains unpublished? This matter is so severe and so serious that every opportunity must now be taken to act.

Commons ChamberI can only refer the hon. Lady to the report that states that we are the highest-spending nation in the OECD. It is very easy for Opposition Members to throw the word “austerity” around without looking at the evidence or the other models available. She is fixated on a centre. What about the families and mothers who are too depressed to go there? I am saying we need good—[Interruption.]
We need a variety of models of care and we will be led by the evidence.
The right hon. Lady raises an important issue—she is the first to have specifically raised it—and that is maternal mental health, which is a significant problem for many and is not limited to those from disadvantaged areas. I think that is important. Paternal mental health is now getting slightly more attention than previously. I cannot comment on Kirklees specifically, but if there is any information that we can send her, I will make sure she receives it.
With typical generosity, the Minister has elevated the hon. Member for Dewsbury (Paula Sherriff) to membership of the Privy Council. As far as I can discern or guess, it can only be a matter of time.
One of the great successes of Sure Start was that it reached out to rural areas. We saw that particularly in Dursley and the Top of Town in Stroud. The problem with the cuts is that they have come along with other cuts in, for instance, the number of health visitors. All the increases that were put in place by the Government post-2010 have gone. We also see all sorts of problems in the private and voluntary sectors. Will the Minister agree at least to look at the impact on rural areas? There may not appear to be great areas of deprivation, but to people in those areas who are suffering as a result of deprivation, this matters just as much.

Commons ChamberOne way to reduce the cost burden of achieving a degree is to conclude the studies over two years rather than three. What does the Secretary of State have to say to those who argue for greater availability of two-year degrees?
Pioneered by the University of Buckingham, the only independent university in the country and housed in my constituency. [Interruption.]
My hon. Friend the Member for Rugby (Mark Pawsey) says, “Bring it on!”. Your intervention, Mr Speaker, also gives me an opportunity to say nice things about Buckingham, which is always welcome.
We have legislated on this exact point to make two-year degrees more prevalent and available. Having different models of learning—models that are more flexible and which fit in with people’s lives—and greater diversity of choice is a very good thing.
As I learned from the 10 years I chaired the Select Committee, we make most progress in higher education when we find a cross-party consensus, as anyone who looks at the Robbins report or subsequent reports, such as the Dearing report, will know. There is some good stuff in this report. Some of the people on it were special advisers to my Committee when I was Chair. We have to build a consensus. There are good things in the report and some things I really would not like. Our universities and colleges are the most important institutions for most towns and cities in the country, and we endanger their existence at our peril, so let us build a cross-party consensus. I love the part about a new fund for lifelong learning. Tony Blair introduced one in 1997. It failed, but everybody knew we should bring it back to secure the future of further and higher education. So I say well done in part, but if the Secretary of State could keep a higher education Minister for more than a few months we would do a lot better.
The hon. Gentleman’s long-term aspiration should be to ensure universal public awareness of the length and distinction of his tenure as Chair of the Select Committee.
The hon. Gentleman was right about more than one thing—let us say several. He spoke of the local importance of universities not only to the cultural life of our towns and cities but to, for instance, local economies, business development, innovation, and research and development. He was absolutely right about that, but he was also right to speak of the importance of securing a degree of consensus about these matters. The last two major reports, the Browne and Dearing reports, straddled a change of Government. I hope that that will not happen on this occasion, but I think it right for us to have an opportunity, between now and the conclusion of the spending review, to engage in a good discussion with, among others, representatives of the sector and politicians on both sides of the House and elsewhere, because I think that such discussions help policy making to evolve.

Commons ChamberI certainly agree with all that. I will certainly support the fair that the hon. Lady plans in her area, and I am sure that my colleagues would join me in visiting it.
That sounds very exciting, I must say. I have been to the hon. Lady’s constituency a number of times, but I have merely spoken. The notion that I might create a robot has never been put to me—thankfully.
The Minister may be aware of the recent “Sounds of Intent” report, which showed that targeted music lessons for under-fives helps close the gap, particularly in deprived areas and for children with complex needs. Can the Minister tell us whether he believes that every child should have access to music while at nursery? If so, what audit is he doing on quality? He may agree that putting a CD on at Christmas is very different from having a professional come in on a weekly basis. If he believes that quality is important, what is he doing to ensure that music has a greater role in the early years foundation stage?
The hon. Gentleman talks about uncertainty, but it is uncertainty that he himself has created, as one of the Members who has not voted for a deal, which would have provided certainty on student mobility and student finance. The deal, if passed, will allow us to begin work on a future relationship that ensures that we can work together, with our universities sector and with our European partners. Although we are leaving the European Union, we are not leaving our European neighbours behind. We want to continue those close partnerships, which is why I have been in Brussels attending the European Competitiveness Council—I hope to do so again on 28 May—to ensure that we can associate into Horizon Europe. I want to continue to work on the possibilities for student exchanges. It is important that we maintain our university system not just as a European one but as an international one as well.
I congratulate the hon. Member for Corby (Tom Pursglove) on running in the marathon yesterday, while also expressing some surprise that he is nevertheless still leaping to his feet with notable alacrity.
Thank you, Mr Speaker. That is very kind. All the pain is worth it for two great causes.
Corby is the fastest growing town in the country, and it is essential for school places to keep up with that housing growth. What reassurance can the Minister give parents in my constituency that both the policy and the resources are in place to achieve exactly that?
The hon. Lady is absolutely right to highlight this exceptionally important issue, and it is vital that we have the right education and the right support for every child, whatever their unique personal make-up. As I say, there have been pressures on the high-needs budget, which I totally recognise. There have been multiple reasons for that, as schools up and down the country identify. I will be happy to meet her to discuss the specific issues that she mentioned and how best we can address them.
The hon. Member for Barnsley East (Stephanie Peacock) is also a successful marathon runner who deserves the approbation of the House.

When the Government announced their new institutes of technology earlier this month, there was not a single one in South Yorkshire or West Yorkshire, and just two across the whole of the north. Will the Secretary of State review that decision and support new applicants from those areas?
I completely agree with my hon. Friend. All the areas that he has cited are vital for children in schools. Art and music are compulsory in the national curriculum up to age 14, and the Government have provided almost £500 million between 2016 and 2018 for arts education programmes. As he pointed out, Ofsted’s proposed framework increases the emphasis on schools’ provision of a broad curriculum, and inspectors will also expect to see rich extracurricular activities for pupils.
We are under considerable pressure of time, but time must be found to hear the voice of Watford.

This Government are spending £3.5 billion on early years entitlement, and we are absolutely committed to ensuring that pupils get the best start in life as early as possible. The hon. Lady hits on the crux of the issue: to ensure that we have an education system that is sustainable and works for everyone, we need to make sure that all parts of the Department for Education are properly financed.
The hon. Lady’s commitment on the teachers’ pension scheme has to compete with other commitments within the education system. We will have an urgent question later about EU student finance, and I see in the papers that she has stated she would give free tuition fees to EU students. The point here is that money for EU students comes out of the pockets of Sure Start. The issue she has to address is where the money is coming from in the Department for Education for all her unfunded announcements. It is simply not acceptable for her to stand at the Dispatch Box and make commitments that will only disappoint people in the long term.
I would like to take this opportunity to thank Philip Augar and his team for the very thorough piece of work they are doing, looking at post-18 education and its financing. Of course, that covers both the university route and others. It is an incredibly important piece of work. I do not have a date to give the hon. Lady today; I will avoid using the “s” word, but we will come back on this before too long. While I am on my feet, let me say that we have mentioned everybody else who ran the marathon and who has stood up today, but my hon. Friend the Member for Bolton West (Chris Green) also put in a very creditable performance.
I congratulate the hon. Member for Bolton West (Chris Green); I was not aware of that, but I am now, and I thank him for what he has done.
Although I welcome the focus on phonics, recent research suggests that that method of teaching is less effective for children who have a specific learning disability, such as dyslexia. Will my right hon. Friend reassure me that resources will be allocated to provide teachers with the specialist training needed to support those pupils who find it hard to learn using phonics? Will he ensure that this research is taken into account when assessing the literacy levels of dyslexic children?
It was an undistinguished career, Mr Speaker. May I thank my right hon. Friend the Secretary of State for visiting Romiley Primary School in my constituency with me on Friday, for very constructive discussions with the headteacher and governors? I urge him to have similarly constructive discussions with our right hon. Friend the Chancellor of the Exchequer on matters such as the apprenticeship levy, per-pupil funding and the high-needs budget.
The mention of phonics is usually a magnet for the right hon. Member for Bognor Regis and Littlehampton (Nick Gibb).
I was determined that no one else would answer this question, Mr Speaker. I send my congratulations to Queen Emma’s Primary School on a wonderful set of results in its Ofsted inspection. Phonics is the most effective way of teaching young children to read, and 82% are now reaching the expected standard. There is a direct link between reaching the expected standard in a phonics check and reaching the expected standard in the key stage 2 reading test: 88% of those who reach the expected standard in a phonics check go on to reach the expected standard in reading at key stage 2.
We have run out of time, but in admiration of the marathon man—or one of the marathon people—in the Chamber, and his persistence in springing to his feet despite his athletic endeavours yesterday, I call Mr Tom Pursglove.

Commons ChamberYes, we have invested £500 million in music and the arts. To put that into context, the hon. Lady should be aware that the Secretary of State met headteachers on Thursday, Friday and Saturday. He did not meet any on Sunday, but I am sure that he will meet more headteachers this week, so there has been no snub from the Secretary of State. He meets headteachers all the time—[Interruption.] From a sedentary position, the hon. Lady suggests that the Secretary of State refuses to meet headteachers, but that is not the case. That is not an honest representation of the Secretary of State that I know—[Interruption.]
Order. Please stop issuing instructions to withdraw. The statement from the Minister was borderline, because there can be no accusation of anything other than honesty in the Chamber, so I was happy to leave it there. I do not require advice or help from any other quarter.
In The Times on Friday, the Secretary of State said that
“an exclusion should not just be the end of something but be the start of something new and positive.”
What is he doing to address the postcode lottery of alternative provision, particularly in areas with high amounts of exclusion? Why does the latest free school wave contain just two free schools with alternative provision? What is he doing to change that?
Some alternative provision free schools are already open, and there will be more over time, and my right hon. Friend is right that today’s announcement contained two more. Like him, I have seen some outstanding alternative provision in our country, and we need to ensure that that happens everywhere.
Of course I recognise the value of rural schools, not least as a constituency MP—I have many brilliant rural schools in my constituency. As we come to look again at the formula, of course we will look at how the different elements work to make sure that all types of schools are supported.
The hon. Member for Harborough (Neil O’Brien) is a jolly lucky fella to get in at Question Time, as he withdrew his own question. He is a very busy fella, with many commitments and a very full diary, but I got him in early, which I know he duly appreciates.
Surely it is impossible to raise standards in schools when 15.93% of children with special educational needs and disabilities are excluded, compared with 3.6% of children without special educational needs. What is the Minister doing to address this stark difference in exclusions?
Order. Progress is very slow, so we need to speed up. There are a lot of questions to get through; short questions and short answers would facilitate us in the process.
I have to say that I do not think the hon. Gentleman always believes what he says from the Dispatch Box. [Interruption.] He talks apprenticeships down. How can he possibly talk about an overspend on higher level apprenticeships? In this country, we are desperate for people who are able to do level 4 and level 5 qualifications. The National Audit Office report was a very backward-looking report. I am sure he would agree with me in private, if not from the Dispatch Box, that the difference he will have seen between National Apprenticeship Week this year and the one last year is quite extraordinary.
Everybody in this Chamber believes what he or she says from either the Front Bench or the Back Benches. It is a point so blindingly obvious that only an extraordinarily sophisticated person could fail to grasp it.
It is time for the right hon. Gentleman to issue his brevity textbook. Let us have an extract.
We are spending more per pupil than any other G7 nation, but headteachers are complaining that they are cleaning the loos themselves. Something is going wrong. What is it?
I am sorry; we struggled a tiny bit to hear the full question. We have several programmes on the subject of FE staff and ensuring that posts are sufficiently attractive. However, it is probably best if I say that either my right hon. Friend the Minister for Apprenticeships and Skills or I will meet the hon. Gentleman to discuss the college in Eastbourne.

Thank you, Mr Speaker. In the past few years, the salaries of FE teachers teaching A-levels and vocational education have ended up almost 20% lower than those of the teachers at the school down the road. What will the Secretary of State or the Minister do to address that?

Thank you, Mr Speaker. When a child is excluded, where the responsibility for their education lies can be ambiguous, meaning that too many pupils fall through the net. What steps is the Secretary of State taking to clarify who has responsibility for excluded or off-rolled children to stop that from happening in future?
