14. Thank you, Mr Speaker. In Oxford West and Abingdon, many schools are struggling to meet the needs of pupil premium students in particular. The funding formula has historically been especially low in my constituency. What will the Secretary of State do to address this issue?
Since 2015, the number of part-time students aged over 30 has dropped—by 10% in the first year alone. Funding for the adult education sector will remain frozen for five years after 2020. That real-terms cut has led to a drop-off of almost 16,000 in the number of people aged 30 and over being able to afford access to further education. Will the Secretary of State confirm what actions her Department is taking to halt this nosedive in the number of older part-time students seeking to improve their education opportunities, or have she and the Government already written those people off?
I am grateful to the hon. Gentleman for his doctoral thesis on the subject, but subsequent questions should, frankly, be shorter. The hon. Gentleman is an experienced hand, and he ought to know better.
There is absolutely no question of this Government writing anybody off. In fact, social mobility is at the heart of everything that is driving our policy. I would point out other areas where the Government are putting in substantial amounts of money. The Government are spending up to £5 million on the returner programmes to enable people to retrain and upskill, particularly in social work and our allied health professions. This is important for people who have taken a career break because of caring responsibilities. We set an ambition in our document “Building on the Industrial Strategy” to make sure that we have a proactive approach for people to learn throughout their lives.
Order. The erudition of contributions is equalled at the moment only by their length, but we can hope for an improvement erelong because we have the Chair of the Select Committee, Mr Robert Halfon.
In terms of social mobility, students in alternative schools are significantly disadvantaged, as a minuscule proportion get good GCSEs. What more can the Government do to give students in alternative provision the chance to climb the educational ladder of opportunity?
Surely the Minister realises that, while it is true that the summer-born question is difficult and complex, it must be linked with a terrible stain on our education policy: the fact that little children who have been identified as bright up to the age of 11 are lost to the education system post-11. What is going on with the failed policies of a Government who cannot help kids who are bright at 11 and who disappear afterwards?
I thought that the hon. Gentleman had been born in August. He has done all right.
I wrote an open letter to all local authorities about the issue, urging them to take the wishes of parents very seriously, to act in the best interests of children when considering which age group they should start with, and to enable them to start school outside their own age group if their parents have elected not to allow them to start in the year in which they turn five. I believe that local and admission authorities are taking notice of that letter.
I have previously exhorted the right hon. Member for New Forest West (Sir Desmond Swayne) to circulate his textbook on succinct questions. It is now timely that he should do so.
My hon. Friend the Member for Manchester, Withington (Jeff Smith) made a very good point, and the School Teachers Review Body, the Education Select Committee and the Secretary of State’s predecessor have all said that pay has contributed to the crisis in teacher recruitment, but—notably—not the Prime Minister. Last week, our research showed that the Government’s freeze and cap on public sector pay has left the average teacher more than £5,000 a year worse off. Will the Secretary of State get the cap lifted for schools or is she telling us that nothing has changed?
Order. The emphasis in topical questions is supposed to be on quick-fire questions and quick-fire responses. I am not sure that that has been altogether grasped either by those who advise Ministers and tend to write out long and tedious screeds or even by Ministers themselves, but it would help if it was.
Last week’s stunning National Audit Office report said that the Department for Education could not show that £200 million from LIBOR funds pledged by the Government for 50,000 apprenticeships for unemployed 22 to 24-year-olds had actually been used for that purpose. Eighteen months ago, when I tabled four parliamentary questions on the issue, Ministers ducked and dodged answering. Was the £200 million shoved down a Treasury sofa, or was it just pocketed by DFE? What is the Secretary of State going to do now that the NAO has found the Government out?

I absolutely welcome the policy. After all, it was a Liberal Democrat policy that we started implementing while in coalition so I would like to see it succeed. However, I invite the Minister to come to Oxford West and Abingdon because I am afraid that the suggestion that the policy is absolutely fine and working on the ground is simply not correct. In my constituency, the places are not available and they are being heavily subsidised by early and late pick-up fees, and extra money for nappies and lunches. Those costs simply were not there before. Please will you look again at the funding in different parts of the country? The total figure does not matter. It needs to be available where parents are. Have you looked at this and what are you going to do about it?
I have not done so and I have no plans to do anything about it, but I have a feeling that the Minister might; we will see. Let’s hear the fella.
When we selected the areas for the early roll-out pilots, we were careful to select places that were representative of different parts of the country. For example, York would have many parallels with Oxford. Indeed, 100% of providers delivered that childcare in York and 100% of families looking for childcare got it. I would be more than happy to visit Oxford and see the successful policy being delivered for parents who need it so much.
I will, exceptionally, take the hon. Lady’s point of order now, if she so wishes, because otherwise I will not hear it and I might feel sorely deprived.

Commons ChamberOrder. Before we proceed to the hon. Member for Oxford West and Abingdon (Layla Moran) and to subsequent questioners, I must make it clear that I granted the urgent question because of the narrow and specific focus on the issue of the accessibility, or otherwise, of the Government’s website. This is not an occasion for a general debate about childcare policy. If Members want just—this is not unknown in politics—to score political points and to ask rhetorical questions, that is not what this exchange is about. It will run for 20 minutes and it will focus on the particular issue that the hon. Lady identified in her application.
I thank the Minister for his response, but as some may be reading in their end-of-year reports due this week, “Good effort; just not good enough.” The process for applying for free childcare is confusing both for parents and nurseries. As one parent said to me:
“getting the code was the most complicated process that I have ever endured. I would imagine that many parents would give up!”
They explained that
“you get passed from pillar to post between different areas of the website, each asking you for a different password, sent to you by SMS or email. Is this really necessary?”
As Members will attest, setting up two-factor authentication on our phones was difficult enough, and we have a well-resourced IT department. Who is helping the parents at home who are juggling this with jobs and caring for their young children? As a result, parents have not been able to open accounts to pay their nursery, playgroup or pre-school. Even some of the providers, particularly in the voluntary sector, cannot register.
The Government’s roll-out of 30 hours of free childcare is welcome, but only if it is of high quality and if parents can access it readily. Therefore, I ask the Minister: why is the Department for Education website still sending parents a holding response when they finally submit an online application? How long is the Department taking to confirm eligibility? What proportion of children eligible for the free childcare have been able to access it? Moreover, with the end of the school term rapidly approaching, how can nurseries plan for the upcoming year if parents cannot provide them with their voucher details? What support can the Government provide to nurseries to plan and budget effectively for an as-yet-unknown number of children who will be joining them on 1 September? Finally, what will the Government do to review the matter and the accessibility of the online registration process so that this does not happen again next year?
The hon. Lady asks some reasonable questions. I reassure her that, at the moment, 2,850 parents are registering per weekday and we are on track to reach, we think, about 200,000 by the end of the month. I encourage parents to get on with it. We do not want everyone to leave it until 11.30 pm on 31 August. As I said, the vast majority of cases are processed fairly simply, but because we need to check that the person meets the eligibility criteria on income, sometimes there are complications. I have mentioned self-employed people and people who change jobs, so occasionally it is more complex. I reassure the hon. Lady on the point about people who cannot use the online system. We have an offline process for any parents who experience persistent technical difficulties. I encourage anyone who has those problems to take up the matter.
I have made that clear today. There have been a number of outages, several of which were to fix some of the glitches to which my right hon. Friend draws attention. The most recent one was due to a power supply issue between 6 pm and 10.20 pm last night, 17 July. That has now been fixed and the system is up and running again.
I congratulate the hon. Member for Oxford West and Abingdon (Layla Moran) on securing this urgent question, and given that this is largely a devolved matter, I will be brief.
Ensuring affordable, flexible and secure childcare is one of the best ways to narrow the gender pay gap, by helping parents back to work when it suits them, and also to prepare children best for school. In Scotland, the Scottish Government are trialling childcare funding following the child by investing £1 million to make sure that, when we expand free childcare to 1,140 hours, parents have the choice to decide what is best for them and for their children. We are also going further than the UK Government by helping the most vulnerable two-year-olds in Scotland, to ensure that all children can have the best start in life. That is quite a contrast to the issues being faced by parents south of the border. If disadvantaged parents are not able to apply for childcare by the deadline due to the Minister’s website problems, how will they will be supported thereafter?
I will certainly be happy to give updates. As I have said, we have now passed 143,000 valid applications—not 120,000, as the hon. Member for Manchester Central (Lucy Powell) suggested earlier—and I would be more than happy to give the right hon. Gentleman ongoing updates on that.

Commons ChamberI thank the Secretary of State for the slight advanced sight of her statement.
I will always be the first to welcome new money for schools. After all, I have spent a year asking the Secretary of State to give our schools the funding they need. It is nice to know I am finally getting through to her. I thank parents, school leaders and teachers across the country for all their work in pushing this issue up the political agenda. Both the Secretary of State and I know that this would not be happening today without them. But, sadly, today’s statement raises more questions than it answers.
I welcome the £1.3 billion announced today, but will the Secretary of State confirm whether it will protect per pupil budgets in real terms, or just the overall budget? Astoundingly, this has all been funded without a penny of new money from the Treasury. Perhaps the Chancellor did not want to fund schools, and thought that teachers and teaching assistants were simply more overpaid public servants. I wonder whether the Secretary of State agrees with him. Does her decision to seek savings from the free schools programme mean that she finally agrees with Opposition Members who believe that the programme has always been inefficient? It has always been more expensive than Ministers hoped it would be, so the idea that hundreds of millions of pounds can now be saved seems like a bad joke. Will she simply be honest with the House and tell us all exactly how much money will be cut, from which spending items and who will lose out as a result?
I know that Conservative Members are in full retreat from their own manifesto, but I do not see how this £1.3 billion can possibly fit with it. We were promised £4 billion—[Interruption.]
Order. A kind of group hysteria takes over. Mr Chalk, you are usually a very understated fellow—rather a gentlemanly type, I had always thought. Calm yourself. And you are sitting next to a very senior Member—Prince Andrew over there—who normally behaves as the very embodiment of dignity. Anyway, I am sure you will recover your composure in a minute. You should watch a few Federer matches; you will learn something about composure.
Conservative Members are in full retreat from their own manifesto. We were promised £4 billion only a few weeks ago, and now we are getting only £1.3 billion. Can schools expect anything else in future, or is this yet another broken promise?
The Conservative manifesto promised a free breakfast for every primary school pupil. First, the Secretary of State said it would cost £60 million, leaving parents across the country wondering how you can provide breakfast at under 7p per meal. Then she said that it would be £180 million, but that it would go only to the most disadvantaged pupils. She has had plenty of time to get her figures straight, so can she tell the House whether this is still her policy? How many pupils will benefit, and how much it will cost?
The Secretary of State said that the full funding formula has been delayed again, with local authorities playing a role in setting budgets until 2020. Is this because she has finally acknowledged the role local authorities have to play? Or has she simply realised that to implement her plans fully she would need to pass primary legislation, and that her Government are so weak and wobbly that they cannot even get new money for schools passed through this House?
What the Secretary of State has announced today is nothing more than a sticking plaster. Per pupil funding will still fall over this Parliament unless further action is taken urgently. I will welcome the opportunity to protect budgets for our schools, but this statement alone will do nothing of the kind.

This news will welcomed by schools, teachers and parents, especially given the additional costs facing schools. In addition to moving money from healthy pupil programmes, my right hon. Friend said that she is redirecting £200 million from the Department’s central programmes to the frontline in schools. Which programmes are included?
The funding I have set out is indeed for 2018-19, which is when the national funding formula will be introduced. In relation to capital, I simply believe that we can make better use of our budget. Significant funding has been set aside from the sugary drinks industry levy, and we have been able to retain that additional money despite the fact that receipts from the levy were slightly lower than we originally expected. I hope hon. Members welcome the fact that I am therefore pushing that to the frontline.
Mistakenly, because I was trying to do two things at once, I called two Government Back Benchers in succession. I would not want there to be a lingering sense of resentment on the Opposition Benches, so I call Mr Christopher Leslie.
Thank you, Mr Speaker. I want to press the Secretary of State a little on the point that the right hon. Member for Harlow (Robert Halfon)—the new Chair of the Select Committee on Education—and some of my hon. Friends have mentioned: where in the Department is the money coming from? It sounds as though the Secretary of State will be robbing Peter to pay Paul from within central programmes. Will she set out a bit more clearly which of these central programmes will be cut: the teaching and leadership college, the standards agency, the mentoring programme, the longer school day programme, the 16-19 budget, university technical colleges or the apprenticeships programme? Or is she promising not to cut any of them?
It is important to get on with making more apprenticeships available for young people, including in sectors like education, but I recognise what my right hon. Friend says. It is important that my Department does more to work proactively with schools to help them deal with some of the cost base pressures they have been facing. I feel that best practice can be spread more effectively through schools when they are working out ways to do smart timetabling and smart procurement deals. We need to do that much more systematically in the future and if we do, I believe that we can get much more out of the budget we already have.
Order. Pursuant to the plethora of points of order that I took on the subject of HS2 from right hon. and hon. Members on both sides of the House immediately after questions, I can inform the House that the Secretary of State for Transport would like to make a statement at the moment of interruption—that is to say, at 10 pm—this evening. I have acceded to that request on the basis that the official Opposition are content to hear the statement at that time, and I have received that assurance. There will be a statement, I believe entitled “HS2 Update”, at the moment of interruption tonight. I hope that that is helpful to the House.
In December last year, the National Audit Office said that the Secretary of State’s Department was expecting 8% cuts, which is equivalent to £3 billion, in our school budgets—no one else but her Department. The figure was £24 million across Greenwich schools, which is the equivalent of 672 teachers. She went into the last general election saying that my schools were overfunded. Does she still believe that?
I do not believe we did say that, but what I can say is that the hon. Gentleman’s schools will now get a better settlement under the national funding formula than they would have got under his party.
I know that the House will want to be well informed. The moment of interruption would ordinarily be expected to be 10 pm on a Monday, but it is not certain to be at 10. It could be a bit earlier and it could be a bit later. The point that colleagues need to have lodged in their little grey cells is that the statement will come at the moment of interruption. Keep an eye on the annunciator—always a very good piece of advice to proffer to new Members.
Parents and pupils in my constituency will be delighted with the minimum funding of secondary school education, which will represent a substantial increase in secondary school funding. However, I would be grateful if the Secretary of State outlined the minimum level of funding for primary school pupils, which was not addressed in her statement.
I welcome the Government’s delivery on our manifesto commitment to ensure that no school loses out under the national funding formula—it is nice to see that at least one party takes its educational commitments at election time seriously. For clarity, can the Secretary of State confirm to the parents and teachers who were concerned about some of the scare stories that were kicking around in March this year that no school will lose out as a result of the changes in the funding formula?
My hon. Friend raises an important point. What will now happen is what happens every year: local authorities will consult on a formula to spread the money they will receive around the school system. We have made sure that, for the first time, as of 2018-19, that amount will be fair, unlike in the past, and I encourage Members from all parties to work with local authorities as part of that consultation process to ensure that they feel that the money is being fairly spread. I will be clear that there is an indicative budget for every single school from 2018-19 onwards and I am sure that local authorities that do not want to pass that amount of money to schools will be asked why that is so.
Thank you, Sir; lucky me. In my constituency surgery on Friday parents once against raised the issue of high needs with me, so I thank the Secretary of State for this statement, especially for its focus on that area. As she is being so bold, will she look at nursery funding, and post-16 funding, which we have heard about today, where standards can really make a difference to our children’s generation?
I take this opportunity to welcome my hon. Friend to the House. We are committed to pushing on with that Budget announcement. I am absolutely determined to make sure that that this really will be
“a breakthrough Budget for skills”,
as the CBI described it. We have had excellent engagement with employers on technical education since we set out our broader strategy. I assure my hon. Friend that the investment will be flowing in.

Order. In view of the level of interest and the other business that I have to accommodate, I appeal to colleagues to ask brief, preferably single-sentence questions. I call Tim Loughton.
While appreciating the fact that the Government have done more to address the fair funding formula, the Minister knows from his own county, which is the worst-funded shire county in the country, that heads face urgent decisions. In view of the fact that the consultation has been put back a year, can we have an urgent steer on whether the formula is going to be resolved before the recess, because these challenges face heads now?
I have enjoyed visiting schools in Erdington with the hon. Gentleman. I have seen some very good practice in the schools that he took me to. As I have said, under the new national funding formula no school will lose funding on a per pupil basis. I have given that commitment in response to this question and I will give it every time an hon. Member asks me. I have acknowledged that there are cost pressures facing schools. Those cost pressures start in about 2016-17—the year that has just gone. That was about 3% of cost pressures, and the figure will be roughly between 1.5% and 1.6% per year for this year and the next two years. We are helping schools to deal with those cost pressures, which apply right across the public sector, in terms of how to manage staff budgets but also how to manage non-staff spend. That is why we are introducing national buying schemes and school hubs to purchase products and services such as energy and water together to help them deliver efficiency.
I am immensely grateful to the Minister. I am minded to move on at approximately 1.15 pm, which ought to allow for another 10 questions and answers, assuming that both the question and the answer are moderately brief.
Can the Minister confirm that the many primary schools in Amber Valley that are set to gain under the fairer funding formula will get the full gain in year 1, or will it be spread over several years after that?
I represent Crewe and Nantwich, where Cheshire East Council is the worst-funded in Cheshire. My concern is that a primary school in Crewe is cutting six teaching assistants, including the only teaching assistant who can speak Polish. We have a new reception class starting in September with 23 EAL—English as an additional language—children who will have no support. I would like to invite you to come to Crewe and Nantwich and speak to headteachers, because they really are very, very concerned.
I do not think the hon. Lady wants me to visit the school, but I am sure she wants the Minister to do so, which might be more beneficial.
Well, perhaps I can come on a subsequent occasion, if the hon. Lady is so generous as to invite me.
I would be delighted to visit the school with the hon. Lady, and you are very welcome to join us, Mr Speaker. It was precisely to tackle underfunding in schools in areas such as her constituency that we introduced, and consulted on, a national fair funding formula. For too long, too many areas have been underfunded. That is what the new national funding formula is designed to tackle. Now, on top of that, we have said that even where schools in other parts of the country would lose under that formula, they no longer will.
Order. We must now move on. I know that there is extensive interest in this subject, but these matters will be treated of on subsequent occasions.

Commons ChamberIf, inexplicably, there are right hon. and hon. Members who do not wish to hear the debate on the school funding formula in London, I hope that they will courteously leave the Chamber quickly and quietly, so that we can all listen to the right hon. Member for Twickenham (Sir Vince Cable).
I am a school governor at a local primary school in my constituency. You say that we need help to find efficient ways of spending the money in the school. I have to tell you, from personal experience, that, as a group of experienced governors, we have done absolutely everything we can to be as efficient as we possibly can. The next thing to go will be teaching assistants and teachers. I have respect for what you say but—I am sorry—I just do not think that any more tools will help. What would help is more money. That is what we need.
Order. May I just say very gently to the hon. Lady, who is already well and truly making her mark, that the word “you” implies the Chair, and I have not made any statements about any of these matters? The hon. Lady is new, but extremely articulate, and I know that she will get to grips with these things very quickly.
I understand the hon. Lady’s point, but there are ways in which we can help schools to become more efficient with the available tools such as reviewing the level of efficiency, investigating levels of expenditure against other similar schools and other benchmarking tools that are on the website. The best way for schools to know what is effective is to share best practice. There are case studies on the gov.uk website, showing, for example, how a school in Leicestershire supports other local schools to develop a strategic three-year budget plan and thinks through its staffing model to best meet the curriculum. It also shows a school in Barnsley that has made significant savings by introducing a more efficient working pattern for support staff, and a school in my county of West Sussex that used a data-led approach to designing its curriculum and strategic staffing plans.
Earlier this year, we introduced a schools buying strategy to support schools to save more than £l billion a year by 2019-20 on their non-staff expenditure. The strategy includes the introduction of school buying hubs, which are regional units designed to communicate with and provide procurement support to all schools in the area. The hubs will provide expertise and specialist advice on procuring and managing catering and cleaning contracts, for example, to help to deliver better value in school buying. Alongside procurement advice, they will provide market intelligence, help with complex contracts, and promote local collaboration and aggregation.
The Government are building a digital buying platform to enable schools to compare prices more easily and to access a wide range of suppliers. School business management is an important and increasingly skilled profession. To support school business managers and help them to share their market knowledge, we will provide support to create new school business manager networks in areas of the country where they do not already exist. We will also create a network leaders forum to bring together leading members of the many networks, creating face-to-face opportunities to share knowledge and best practice on a national basis.
We will also provide schools with more access to better national deals. We have introduced a new deal on multifunctional devices—printers and photocopiers—this year. On average, schools could save more than 40% by using this arrangement, and up to 10% by making use of our national energy deal. The Department will work closely with schools—including the school the hon. Lady is a governor of—and suppliers to ensure that deals are easily accessible to schools and tailored to their needs.
Improved procurement will help free up resources available for teaching pupils, but to maximise these resources, it is also essential for schools to deploy their staff effectively and efficiently. This can be achieved through reducing unnecessary workload—that is where the Government have a key role to play—and making use of the full set of resources on the gov.uk website that support schools’ efficiency and financial health.
We are continuing our extensive work with the profession, teaching unions and Ofsted to challenge unhelpful practices and reduce workload, so that teachers can concentrate on teaching, not bureaucracy and paperwork. In February, we published the findings of the 2016 teacher workload survey, an update on how we are meeting our commitments to tackle workload, and details of further steps we will take, including an offer of targeted support. Earlier this year, we also published the school workforce planning guidance to help schools to make well-informed decisions about their staffing structures, and schools should always carefully consider their individual context and the mix of staffing roles they require.
In summary, this Government will continue to support England’s schools by providing more funding than ever before, by making sure that the funding is distributed fairly and to where it is needed most, and by helping schools to achieve more with that funding, with a focus on sustaining and improving the rapid progress our children and young people are making under this Government.
Introducing fair funding will be an historic and necessary reform—the biggest change to school funding for well over a decade. Thanks to the determination of this Government to address issues of unfairness in our society, we will have a clear, simple and transparent system that matches funding to children’s needs and the schools they attend. It will enable all schools, regardless of where they are situated in the country, to provide the very best education for pupils and an excellent education system.

Commons ChamberI hope that it is a point of order, rather than merely a point of frustration.
Is it in order, Mr Speaker, for Front-Bench Government spokespeople to put questions to Back-Bench Members of the Opposition? They are there to defend their record; it is not for the Opposition to do so.
There is nothing disorderly about it. It is not in that sense, I must tell the hon. Gentleman, narrowly analogous to Question Time. At Question Time, I have said now and again to Ministers that it is not for them to ask questions; they are there to answer questions. A debate is a more seamless enterprise, as I think the hon. Gentleman, who is an experienced denizen of the House, must know. It is perfectly in order for the Secretary of State to pose an inquiry to a Member, just as it is perfectly in order for another Member wholly to disregard it. I call the Secretary of State.
I can set out for the hon. Lady exactly what we have been doing. We have been reforming our education system and standards have gone up; we have taken away a cap on the number of students going to university, which is why a higher percentage of disadvantaged young people are going to university than ever before; and, of course, our economic policies have led to 2.8 million jobs being created in our economy, which has provided opportunity for young people who would otherwise have been sat at home getting unemployment benefits, with their careers on hold until they were able to get them kick-started. That is what we have been doing.
The final thing we have been doing is tackling the huge, huge deficit left by the Labour party when it left office. [Interruption.] The Opposition are bored with hearing about it, because clearly—[Interruption.] I am sorry they are in such uproar at being reminded that when we came to power, the country was living £151 billion a year beyond our means—borrowing that was due to be passed on to young people. Clearly, the Labour party has learned nothing from this at all. Its only answer to every single question it faces in any policy area is, “Spend more money, but don’t worry about where it comes from because”—[Interruption.]
Order. There is a cacophony of noise. I have told the hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) before that he should not yell out from a sedentary position. I had great aspirations for him to obtain the level of a statesman, but his apprenticeship has some distance to run if he is going to conduct himself in that manner. The Secretary of State must be heard, and the same goes for everybody else in the Chamber.
We are focused on raising social mobility and on levelling up opportunity for people who do not have it. That is why we have made investment in technical education a priority, as Her Majesty set out in the Queen’s Speech. For too long, there has not been parity of esteem between technical and academic routes in education. That has cost our country dearly. It has also created inequality between those who go to our world-renowned universities and those young people who do not have the chance to do so. That inequality stretches across communities and regions. It has cost us dearly in the loss of the human capital and productivity that high-skilled people in a high-skilled economy provide. We are determined to continue our work to recover the legacy of Labour’s lost generation of young, unemployed, unskilled people coming into the labour force. Those young people have been let down—
The Secretary of State cannot hear that the hon. Member for Copeland (Trudy Harrison) is seeking to intervene. It is up to her whether to accept the intervention; I am merely offering a helping hand.
Order. From now on, interventions should be brief. A very large number of colleagues wish to contribute, and I am keen to accommodate as many as I can.
I absolutely agree with what my hon. Friend has said.
On the Secretary of State’s point on tuition fees, she seems to have misunderstood the way in which the policy was costed. That is hardly a surprise, given that her party is not exactly used to costing its commitments. The extra £2 billion that she calls a black hole would only be a black hole if all universities charged the highest fee level. Under her Government that number is rising again, with no end in sight. But based on actual outlay by the Student Loans Company, we have fully costed an end to tuition fees. Frankly, it is ironic to hear the Secretary of State who scrapped the maintenance grant complaining that we would not be able to undo her policy. This, too, is fully costed, and I am happy to send her a copy of our manifesto to show her just how we will do it. I will even get the next Prime Minister to sign it for her.
The Secretary of State talks about prioritising technical education. Does this mean that the 14% real-terms cut to the further education budget or the billions of pounds cut from the adult skills budget will be reversed? We can all guess the answer to that one. And may I remind her that our manifesto pledged to reverse her cuts to Sure Start? Sure Start and other early intervention programmes have the greatest impact on boosting social mobility for the most disadvantaged. How can she possibly justify cutting hundreds of millions of pounds in Sure Start funding, and the loss of a third of designated Sure Start centres under the Conservatives?
Finally, on helping the disadvantaged, the Secretary of State conveniently ignores the fact that new research shows that students from low-income backgrounds are most likely to be deterred by higher levels of student debt. Under Labour, there will be no barriers to young people pursuing whatever education they want, be it further or higher, academic or technical. It is only her party that, by slashing school budgets while tuition fees skyrocket, is capping aspiration.
Another way is possible. It is the plan set out in the Labour party manifesto—a plan that will invest in our young people to ensure that everyone, whatever their background, can fulfil their potential. It is a plan in which we reverse the cuts to school funding and then protect their budgets in real terms for the lifetime of this Parliament, and in which we provide free lifelong learning so that everyone can retrain and reskill when they need to, free from the fear of a lifetime of debt. It is a plan in which aspiration is encouraged, not taxed, and in which we invest in early years education and childcare, making sure that every child gets the best possible start in life, because social mobility does not start at 11 but in the early years, when interventions make the greatest impact.
This is what Members of this House must ask themselves. Do they stand for cuts to schools and local services, or for investment? Do they stand for the managed decline of further education, or do they support lifelong learning? Do they stand for taxing the aspiration of our young people, or do they stand for allowing every child to fulfil their potential? I know where we stand on this side of the House, and the choice has never been clearer.
I congratulate the hon. Member for Glasgow East (David Linden) on a wonderful maiden speech. His passion and his determination to serve his constituents well are clear. I look forward to working with him and all the other new Members in this House.
This is my first debate on a Queen’s Speech. My interest in rural schools is well known to my fellow Members. I was pleased to see in the Conservative manifesto a recognition of the importance of rural schools and was pleased to hear my right hon. Friend the Secretary of State mention the importance of fairer funding.
Moving on to technical apprenticeships, in a practical skills community such as mine in Copeland, it is essential that we continue the legacy of world-class skills to move forward. With 32 miles of coastline and the rugged beauty of our fells, we have a lot to be grateful for in my constituency, but we want to see the benefits of the northern powerhouse spread further north. We want to deliver the modern industrial strategy. I therefore welcome the 683% increase in technical apprenticeships and the expansion of the northern powerhouse up the country. I hope the commitment to new nuclear will be a prevalent feature of this Government, because Moorside is essential in my constituency of Copeland.
That was such a wonderfully pithy and succinct speech by the hon. Lady that I had not expected it to conclude, but it has done and we thank her for what she has said.

Financial Support for Students Undertaking Apprenticeships

This Bill was introduced to transform the prestige and culture of technical education, providing young people with the skills that they, and our country, need. It provides necessary protection for students should colleges get into financial difficulty, and ensures that the most disadvantaged are able to climb the ladder of opportunity. It left this House after thoughtful scrutiny and, after similar diligence in the other place, I am delighted that it returns for consideration here today.
I ask hon. Members to support the Government on all amendments made to the Bill in the other place except amendments 1 and 6, where we have tabled an amendment in lieu. Amendment 1 impinges on the financial privilege of this House. I urge the House to disagree to that amendment and will ask the Reasons Committee to ascribe financial privilege as the reason.
The amendment, costing more than £200 million per year by financial year 2020-21, would mean that the parents of apprentices aged under 20 would continue to be eligible for child benefit for those young people as if they were in approved education and training. It is an issue in which I have a great interest. Apprenticeships provide a ladder of opportunity, and we should seek to remove obstacles to social mobility wherever we can.
A young person’s first full-time job is a big change for them and for their family, and it marks a move into financial independence that should be celebrated. I know that the adjustment can be challenging for the young person learning how to manage a starting wage and new outgoings and for parents who may experience a fall in income from the benefits they previously received for that dependent child. One of the core principles of an apprenticeship is that it is a job, and it is treated accordingly in the benefit system. It is a job that offers high-quality training and that widens opportunities. Moreover, more than 90% of apprentices continue into another job on completion. Most apprentices are paid above the minimum wage. The 2016 apprenticeship pay survey showed that the average wage for all level 2 and 3 apprentices was £6.70.

Commons ChamberThe terms of the Secretary of State’s initial reply to the right hon. Member for Chelmsford (Sir Simon Burns), perfectly properly, went somewhat beyond Chelmsford. I make no criticism of that at all, but it simply widens the field to colleagues who do not represent Chelmsford.
Thanks to increased investment and the work of teachers, other teaching staff, supportive parents and the local community, standards in our schools in Southwark have massively increased, but our schools are not overfunded. Surely it cannot be right that, per pupil, we will see a cut of £1,000 per year as a result of this so-called fair funding formula. It is not fair. Whatever levelling up the Secretary of State needs to do in other parts of the country, she should please go ahead and do so, but do not cut schools funding for the poorest children.
I fought the hon. Lady’s constituency, but, unfortunately for me, and probably beneficially for her, the constituency fought back.
We of course welcome initiatives, such as the one the hon. Lady has described, to widen participation in higher education. In 2017-18, universities intend to spend more than £833 million on measures to improve access and student success through their access agreements for students from disadvantaged backgrounds—up significantly from £404 million in 2009.
Order. I am keen to get through some more questions, but we do need shorter questions and shorter answers.
My right hon. Friend knows how dealings with the Treasury work; one has to justify every penny. We managed to secure a very good deal with the Treasury, and we have the highest level of school funding— £40 billion, rising to £42 billion by 2019-20, as pupil numbers rise—at a time when we seek to continue to tackle the public sector deficit that we inherited from the Labour party.
We will have two questions from the hon. Member for Ashton-under-Lyne (Angela Rayner). They need to be extremely brief, otherwise we will just have to move on.
Earlier, I set the Secretary of State a simple maths question on free schools, but I do not think we had a clear answer. So let me set her one on verbal reasoning. If David promised to protect school spending per pupil and Justine’s new funding formula cuts spending per pupil in more than 9,000 schools, what does that make Theresa?
I have been advised—as I could have seen with my own eyes, but I must admit that I had not—that the hon. Member for Romford (Andrew Rosindell) is not in the Chamber. Fortunately, the hon. Member for Gillingham and Rainham (Rehman Chishti) is here, so we will hear him.

Mr Speaker, I apologise: my hon. Friend the Member for Enfield, Southgate (Mr Burrowes) asked the question I was going to ask, and I did not want to detain the House any longer.
Extraordinary self-effacement; the hon. Gentleman is setting a very dangerous precedent.
Although the judgment applies to men and women, does the Minister agree that it sends an appalling message, particularly to Muslim women in places such as my constituency? Will she reassure me that she will take tangible action to reassure specific faith communities that the United Kingdom certainly will not go down this route?
We tend to come to points of order after statements. We can hear from the hon. Lady at that point.
The spirit of generosity gets the better of me. If the hon. Lady is extremely brief, we will hear her point of order.
I am enormously grateful to you, Mr Speaker. This is a very important point. The great repeal Bill will incorporate all existing EU law at the moment of Brexit. It will therefore incorporate the two judgments of the European Court of Justice that we have just discussed. Will you seek confirmation from the Prime Minister and her Government, if possible, that the two judgments will not be allowed to remain part of our domestic law one moment past Brexit?
I am extremely grateful to the hon. Lady, but I fear she invests me with a power that I do not possess. It is not for me to ask the Government to take a position one way or the other. All I would say is that I have no reason to dissent from her interpretation of the legal and, in a sense, parliamentary position. However, the whole point of that upcoming Bill to be introduced by the Government is that it imports from Europe into our law a body of material with the option then to preserve, to amend or to repeal, case by case, as the Government propose and ultimately the House decides. On the basis of the hon. Lady’s expression of interest in this important matter, I feel certain that, when any such matter comes up for consideration, she will leap from her seat to acquaint the House with her views, and we all look forward to that.
