The UK is committed to preventing Iran from developing a nuclear weapon. We believe the Joint Comprehensive Plan of Action (JCPoA) remains the best way of achieving that goal. It is a critical agreement that makes the world a safer place. The United Kingdom, and our European partners, continue to work with the remaining parties to the deal to maintain it. We expect Iran to meet its nuclear commitments as set out in the agreement in full.

In May of this year, President Trump announced the withdrawal of the United States of America from the JCPoA. In consequence, today US sanctions on Iran will be re-imposed, including on Iran’s oil and gas exporting capability. We have been clear with the US Administration about our determination to preserve the JCPoA, and the fact that this is driven by our national security interests.

As a party to the JCPoA, we remain committed to ensuring that Iran receives the sanctions relief to which it is entitled. This includes taking steps to enable firms wishing to engage in legitimate trade with Iran to do so. We are working with our partners France and Germany, fellow parties to the JCPoA, to develop a special purpose vehicle (SPV) to enable continued sanctions relief to reach Iran, and allow for European exporters and importers to trade in compliance with EU and UN sanctions.

In parallel to our work with partners to maintain the JCPoA, we continue to take steps with our partners against the IRGC’s destabilising behaviour across the region and to hold Iran to account on human rights, including its treatment of British-lranians detained in Iran.

Conditions remain dire for civilians in Syria. Half the population is displaced and some 13 million people are dependent on humanitarian assistance. We continue to engage with agencies and Governments to ensure humanitarian access and the use of supplies. Yesterday, I had an opportunity to meet Staffan de Mistura here in London.

As the Minister has said, civilians in Syria desperately need calm, and they need a political process to lead them out of this conflict. On Saturday, France, Germany, Turkey and Russia met in Istanbul. How will we bring the UK’s influence to bear to ensure that this is a Syria-led process that puts Syrian civilians at the heart of whatever the political process brings next?

I should like to start by thanking Staffan de Matura for all the work he has put in. As the House will know, the United Nations special envoy will be standing down in November. He has devoted the past few years of his work to trying to achieve a settlement and agreement in Syria that will indeed enhance the rights of civilians. At present, he is still working on the details of the constitutional settlement. It will involve a constitutional committee, for which he has put forward various names. There is an impasse on that at the moment, but his work, and the work of the Syrian high negotiating committee, to ensure that civilians have a recognised role in the future of Syria remain a key part of the United Kingdom’s contribution to these discussions.

I am grateful to the Minister for that response, but could he take this a little bit further and tell us what conversations he is having with his counterparts in other countries to ensure that civil society and civilians are at the heart of the post-conflict resolution and the peace and reconciliation that are so needed?

That is a good question. We as a Government are engaged in regular consultations with states that have an interest in supporting the UN process. Essentially, this is a UN process, supported by the UN Security Council, to ensure a settlement that involves civil society. All the evidence suggests that conflict will reoccur unless women, civil society and others are involved in the resolution of that conflict. The United Kingdom takes this issue forward very carefully.

But as my hon. Friend the Member for Wirral South (Alison McGovern) said, the UK was not at Istanbul and it will not be part of the EU-US summit organised to take place in France next month. Is it not a source of profound dissatisfaction and, potentially, shame that the UK will not be at the table? What are the Minister, the Foreign Secretary and the Prime Minister going to do about that?

Yesterday, the UN small group met in London with representatives of a variety of countries and the UN special envoy in order to be part of the process that is supporting the special envoy in his work. My right hon. Friend the Foreign Secretary and I have been involved, and I was at a meeting of the United Nations General Assembly with other Foreign Ministers to discuss the future of Syria. We are engaged—we cannot be at every meeting, but the United Kingdom is heavily involved in backing the work of the UN and will remain so.

What update can my right hon. Friend offer the House on the resettlement of the White Helmets in the UK following the joint operation to rescue them in the summer?

The White Helmets and their families were evacuated from southern Syria under the vulnerable persons resettlement scheme. That support has been delivered, and we continue to work with other countries to ensure the resettlement of the White Helmets’ supporters who left Syria a short while ago.

The Government remain deeply concerned about the humanitarian situation in Gaza. I regularly raise with the Israeli authorities the need to ease restrictions there. Our ambassador to Israel discussed Gaza with the Israeli authorities on 17 October. The UK supports healthcare in Gaza through the International Committee of the Red Cross, and is a strong supporter of the UN Relief and Works Agency for Palestine Refugees, which provides basic healthcare in Gaza.

As well as many breast cancer patients not being allowed out of Gaza for treatment, it is very difficult for doctors to get out to access training, so Medical Aid for Palestinians has recruited specialists to bring the training to them. But on our visit last month, I was formally denied permission to enter Gaza and two other doctors on our team never received theirs. This totally wrecked our teaching programme. Will the Minister make representations to the Israeli authorities to allow these medical projects in Gaza to continue unhindered?

First, I have already done so. Secondly, although it is of course a matter for Israeli authorities to make those decisions, the value of the visits of the hon. Lady and her team cannot be overestimated. Thirdly, we are all in her debt for the work that she does to support those suffering conditions in Gaza.

The Save a Child’s Heart programme at the cardiology department of the Wolfson Medical Centre in Israel has now seen or treated around 6,000 Palestinian children. Does my right hon. Friend agree that these kind of projects—which bring together Palestinian and Jewish medics, and bring Israelis into contact with Palestinian families—are incredibly powerful and uplifting? Will he look at what more we can do to support such projects?

It is an often understated fact of the complex relationship between Israel and its neighbours that there is cross-border work, and that medical treatment takes place in Israel for those from both the west bank and Gaza—some of it is very high level and done in the most important circumstances. Save a Child’s Heart is not directly supported by the United Kingdom, but we certainly support all efforts to make sure there is even more contact between the Palestinians and the Israeli authorities, particularly in healthcare matters.

The United Nations says that international funding to tackle the humanitarian crisis across the Palestinian territories is at an all-time low, with the shortfall to meet this year’s needs now standing at $380 million. Although we warmly welcome the £7 million increase in September from the UK Government, the Minister of State must know that it is a drop in the ocean. Will he instead do what we have been calling for since January, convene an urgent global funding conference and treat this as the pressing emergency it is?

The support we give to UNRWA continues to be considerable, and we have brought forward support that would have come in the next couple of years, but the hon. Gentleman is absolutely right that, compared with the loss from the United States, it is only a small amount. We lobby other states directly on this, and there has been an increase in funding that will see us through a relatively short period of time. After that, it is essential that the issues surrounding UNRWA are dealt with and that funding is found for those who are in need. Ultimately, the issues that UNRWA deals with will only be resolved when we get the final agreement for which we are all searching. In the meantime, we do encourage, and we have seen a response from, other states following the United Kingdom’s generosity.

I discussed the proposed United States peace plan with the US President’s middle east envoy, Jason Greenblatt, on 28 September in New York. The Foreign Secretary discussed this with the special adviser to the US President, Jared Kushner, on 22 August. The UK remains committed to a negotiated settlement leading to a two-state solution based on 1967 borders, with Jerusalem as a shared capital.

I am glad the Minister has made that commitment, but does he agree that the time really has come for a re-energising and reinvigorating of a two-state solution? Will he personally take a lead in that? Surely what the world expects from both sides is restraint and statesmanship, with Hamas stopping the constant rocket attacks and Israel drawing a halt to the west bank settlement programme?

I am grateful for my hon. Friend’s questions. The need to keep the middle east peace process at the forefront of the world’s mind is perhaps greater than ever. Just because it has gone on for so long, that is no reason why it should slip away. I absolutely assure my hon. Friend that, everywhere I go and in every conversation I have in the region, they know that the middle east peace process will come up because the United Kingdom must not let it be as it is, because there will no peace or security for either the state of Israel or its neighbours unless the issue is finally resolved.

After a comprehensive two-year investigation, Human Rights Watch has concluded that

“Palestinian authorities routinely arrest people whose peaceful speech displeases them and torture those in their custody.”

Will my right hon. Friend condemn that deplorable abuse of power and make appropriate representations to the Palestinian Authority?

We read with great concern the report that my hon. Friend quoted. We do not provide any funding to the agencies mentioned in it, although we do support other areas of the security sector. We have raised our concerns about this issue with the Ministry of Interior and continue to encourage the Palestinian Authority to respect human rights and to ensure that complaints of mistreatment or arbitrary detention are properly investigated. We continue to work with the authority to improve the performance of the security sector.

Has the Minister considered the political implications of the recent tragic events at the Gaza border, where Palestinians are encouraged to believe that they have a right of return within Israel’s internationally recognised 1948 boundaries? That makes a two-state solution impossible.

What I can and should say to the House is that it has been clear in recent weeks that Hamas has much greater control over the demonstrations at the border than it had at the start of the summer. Hamas has in effect completely taken over the committee that was responsible for the protests and the march on the right to return, and it is now taking people, including children, to the border. That is a practice that must end. The situation at the Gaza border is very grim. It will take both sides to realise that there can be no future unless Gaza and the west bank are included in the overall settlement for which we work so hard.

Is not it incredible that earlier we had a discussion about the terrible situation in Gaza in which the word “Hamas” was not mentioned once? Is not it the case that the only way in which that terrible situation will be alleviated and improved is through progress being made on a peace process, and that the only way that that is going to happen is when Hamas lays down its weapons, stops using resources that should be used to build houses, hospitals and schools to dig tunnels and to make rockets to fire at civilians in Israel, and stops the incendiary attacks that have caused 1,000 fires on the border?

As the hon. Gentleman knows, although very often Members on one side of the House or the other tend to raise issues of greatest concern to themselves and ignore the other side, the United Kingdom Government have been clear about the responsibilities in Gaza. I just mentioned Hamas in my previous answer—but I understand the point—and it is very clear that Hamas has significant responsibility for the events in Gaza. None the less, Israel also has some responsibility for the restrictions and the issues in Gaza, which is why, as the hon. Gentleman rightly said, none of this will be settled by one side or the other; it will be settled only by the comprehensive agreement that we are all working so hard to achieve.

The situation in Yemen is tragic and we are deeply concerned by the humanitarian impact. We play a leading role in efforts to find a peaceful solution by supporting the UN special envoy Martin Griffiths, calling a special session of the UN Security Council, and pressing all parties to join peace talks.

In the past three years, the UK has granted military export licences to Saudi Arabia worth a total of £5 billion. Given that the Saudi-led invasion has pushed Yemen to the brink of famine, with thousands of civilians killed in the process, does the Minister feel any guilt that those arms sales have helped to enable the Saudi regime to perpetrate war crimes? Or, as with the American President, does money trump ethics for this Tory Government?

I shall say two things. First, on arms sales, which have been discussed comprehensively in this Chamber and elsewhere, every licence is considered on an individual basis. A very comprehensive set of controls are gone through and the United Kingdom sticks to that process. Secondly, the hon. Gentleman referred to an invasion by the coalition. Let me be clear: an insurgent movement usurped a legitimate Government, who were then backed by the UN in order to relieve that Government, and the coalition responded to that call to take action to protect the Government and to protect the civilians in Yemen, who are being comprehensively abused by the Houthi insurgency. The hon. Gentleman should not refer to it as an invasion, as that is just not what it was.

Has our new Foreign Secretary had a chance to review the position of the British Government at the United Nations in respect of Yemen? Will he move from a position of supporting the Saudi coalition where Britain is complicit in creating a famine, to one of constructive neutrality to secure a ceasefire and meaningful constitutional negotiations, as the UN special representative, Martin Griffiths, is consistently urging and trying to secure?

On 15 March, the UK proposed and co-ordinated a United Nations Security Council presidential statement, which called on the parties to agree steps towards a ceasefire. That remains our position. Calling for a nationwide ceasefire will have an effect on the ground only if it is underpinned by a political deal between the conflict parties. Given the lack of agreement between those parties, passing a ceasefire resolution risks undercutting the UN envoy’s efforts to reach a political deal and undermining the credibility of the Council. As soon as the right opportunity arises, we will bring forward a resolution.

We have already expressed our condolences to Tunisia for the attack yesterday. The security situation in Tunisia has been worked on quite intensively by the Tunisian authorities since the attack in Sousse some years ago. We remain in close contact with Tunisia. We constantly update our travel advice to keep people in touch with the situation. We will continue to work with the Tunisian authorities to improve the security situation still further.

For at least nine months, the Met’s war crimes unit has been assessing material from the Rwandan authorities relating to five men living in the UK likely to have committed genocide offences in Rwanda in 1994. T6. The Saudi-led war in Yemen is causing what could be the world’s worst famine in 100 years, with 14 million people at risk according to the UN. This war is dependent on the UK Government’s assistance and support, and it could not be waged without UK arms and military assistance. What crimes does the Saudi regime need to commit before the Government finally stand up for human rights and bring forward that resolution?

The most important thing in Yemen is to bring the conflict to a conclusion. Over the weekend, I spoke to representatives of the UN, the United States, the coalition and the Government of Yemen. Intensive work is going on to make every effort to bring the conflict to a conclusion, and the United Kingdom will play a full part in that.

Following the terrible Salisbury attack, the United Kingdom Government expelled 23 Russian diplomats, and about 20 other countries did the same. Given the evidence that has emerged since then—for example, the attempted hacking of the Organisation for the Prohibition of Chemical Weapons—does the Foreign Secretary agree that there is a case for the UK to go further in degrading the Russian state’s ability to commit espionage on our territory, by expelling more Russian diplomats?

What steps have been taken to counter the rise of Russian influence inside Libya?

Increased Russian military activity has been noticed in Libya, and we continue to monitor that. We would reiterate that there is a UN arms embargo in relation to Libya. It should be the role of all parties to work constructively with the efforts of UN special envoy Ghassan Salamé, and Russia should direct its efforts to encouraging parties to work with that process to bring the conflict to a conclusion.

I have recently returned from Abu Nuwar, a village close to Khan al-Ahmar. There, I asked some of the mothers about their hopes and expectations. They said their hope was to remain in their village; their expectation was that, if Khan al-Ahmar is demolished, they would be next. What hope can the Minister give the mothers of Abu Nuwar?

I am grateful to the hon. Gentleman, both for his visit and for his continuing interest in this issue. As he knows, and as the House knows, we have made significant representations in relation to Khan al-Ahmar and other Bedouin communities in recent times. There has still been no decision to demolish the Khan al-Ahmar village; that is currently paused—a decision by the Israeli authorities that we welcome. We continue to hope that a resolution will be found that does not involve demolition. The United Kingdom will remain closely involved.

Why are the Government not doing more to help UK citizens in Yemen who wish to leave?

We have no current presence in Sana’a, so we have no consular staff or anyone available. When people can get to a border, we can offer support, but we cannot physically offer support in Yemen. I know that the hon. Gentleman has a continuing case, and we have done our very best to support him and his constituents in very difficult circumstances. We will continue to do so, but the conflict makes our assistance extremely difficult.

It is a pleasure to be able to reply to the debate, as well as to two eminent colleagues who know their business very well, and in front of you, Mr Speaker, who also knows the issue very well through long engagement with it.

I thank the hon. Member for Hornsey and Wood Green (Catherine West)—I spent many happy years some time ago in her constituency with the Young Conservatives—for securing the debate. I also thank the hon. Member for Liverpool, West Derby (Stephen Twigg), who grilled me for an hour yesterday on this very subject—fortunately, because a lot of the stuff is still in my mind. As the hon. Lady said, this would normally be the province of my right hon. Friend the Minister for Asia and the Pacific. He is busy attending to other duties, so forgive me for taking his place. Of course, my DFID responsibilities absolutely lead into the Rohingya crisis, and I can also speak to that.

I want to talk a bit about Burma and what is happening there now, then about the Rohingya in Bangladesh and the issues affecting that, and I will then come on to the questions the hon. Lady raised at the end. I will start by picking up on her thanks to two groups of people. The first is journalists—and absolutely. Every now and again, we get a little message saying that another journalist has been killed or wounded, and every year there is a commemoration of those who give their lives to bring information and news to all of us. We are well aware of the risks that they run. Yes, we have our issues with journalists here, but we must never forget the job they are required to do. Sometimes they are the only people able to bring us first-hand accounts of really dreadful places, and the hon. Lady is right to remember those who run risks for us in every circumstance.

On behalf of the Government I am happy to pay tribute to and thank those journalists for what they do. Such people not only show bravery in difficult places, but in my experience—I have had the good fortune to be in my role for quite a while—really good commentators know what they are talking about. They have got into a state; they have understood it and spoken to all sides, and they maintain a constant interest over many years. Therefore they are a memory bank and a fund of knowledge about a place, and the very best commentators play an important role in informing me, other Ministers and our officials about what is going on—such people are even more vital than we sometimes realise.

I join the hon. Lady in thanking aid workers for what they do under difficult circumstances. We are proud of those who work for DFID and the partner agencies that it supports. I wish particularly to recall those involved in medicine. Last Christmas we sent an emergency team to Cox’s Bazar to combat a diphtheria outbreak, which they successfully dealt with. That team was drawn from NHS workers all over the country, and other specialists, and they did a remarkable job. By and large, those teams are composed of people such as the hon. Member for Tooting (Dr Allin-Khan) who use their skills in such circumstances. It was entirely appropriate for the hon. Member for Hornsey and Wood Green to mention her hon. Friend, and we wish her well in continuing her work. The hon. Member for Central Ayrshire (Dr Whitford) also does remarkable work, particularly in Gaza, and we are lucky to have colleagues who do such remarkable things.

As we know, Burma is struggling to emerge from 50 years of military rule. The hon. Member for Hornsey and Wood Green mentioned the appalling nature of some of the atrocities committed in Rakhine State, which amount at the very least to ethnic cleansing. That and the ongoing conflicts in Kachin, northern Shan and other ethnic areas highlight the enormous scale of continued suffering among Burma’s marginalised and most vulnerable communities.

We have looked closely at the UK’s support to Burma to ensure that the needs of those communities are at the centre of what we do. We are working to ensure that UK programmes build resilience and can rapidly respond to meet urgent humanitarian needs. We are increasing support for access to education and livelihoods to meet the longer-term needs of vulnerable populations and displaced people. The UK will continue to press for and support a more hopeful and peaceful future for all people in Burma, including leading work at the UN’s Security and Human Rights Council to shine a light on Burma’s atrocities and accountability. Only through peace, inclusive democracy, and a fairer economy will the longer-term safety, dignity and prosperity of all Burma’s people be secured. We are under no illusions. As the hon. Lady said, the pathway to democracy is rarely linear. This is a long and difficult road.

UK-funded humanitarian and development assistance supports vulnerable and displaced people in Rakhine, Kachin and northern Shan. In some of those areas—for example in parts of Kachin that are not controlled by the Government—we are the largest provider of assistance, reaching parts of Burma that neither the Government nor the UN can access. We increasingly focus our humanitarian and development assistance in those areas to support better prospects for displaced people through better health, education, skills and livelihood opportunities.

We will do more. We have changed the way we operate in Burma following the atrocities in Rakhine, and continued instability and violence in other areas. DFID’s entire portfolio has been adapted so that all programmes focus on inclusion, social cohesion and equity. We are also placing a greater focus on supporting internally displaced people and refugees. Burma’s internal conflicts have persisted since the 1940s—the recent focus on the Rohingya must not obscure the other conflicts and issues that are going on—and together, they constitute the world’s longest running civil war. Of 21 active ethnic armed organisations, only 10 have signed the Government’s nationwide ceasefire agreement to date. We will continue to support Burma’s peace process, but it is an enormous and difficult undertaking. Progress will be slow and fitful, but we and our partners remain committed to supporting peace.

The hon. Lady focused a great deal on the Rohingya in both Bangladesh and Burma. Let me first respond in relation to what we are doing to support the Rohingya in Rakhine itself. We are working in northern Rakhine, through the United Nations and development partners, to meet immediate humanitarian needs. Since 2017, we have funded over £3.5 million to the few organisations that have been able to get access. The International Committee of the Red Cross has distributed over 350,000 litres of water to affected communities; over 8,000 people have received sanitation services; and 119,000 have received food distributions. The World Food Programme has provided emergency food assistance for some 118,000 people, including 24,000 children under the age of five. Lobbying by the UK and others led to the Burmese Government allowing the World Food Programme to operate again in northern Rakhine. We continue to push for safe access for all aid actors across Burma.

The UK remains one of the largest donors in Rakhine. Humanitarian and development assistance is provided to all communities. We continue to operate in central Rakhine. DFID has provided more than 100,000 people with emergency food, safe water and sanitation services. Our support has provided antenatal care visits for pregnant women, birth deliveries by skilled birth attendants, and the refurbished Sittwent General Hospital.

Of the pressing needs for the Rohingya community remaining in Rakhine—it is important to note that not everyone has been forcibly evicted; some still live in Rakhine —the violence has subsided to a degree but there is still, obviously, a climate of fear and great trepidation. We estimate that some 600,000 Rohingya remain in Rakhine: up to 250,000 in northern Rakhine and the remainder in central Rakhine. Some 128,000 have been living in camps since the intercommunal violence in 2012. Restrictions to movement prevent them from accessing health services, their livelihoods, markets and other basic services. Poverty and food insecurity are among the highest in Burma.

The rule of law and protection against intimidation and violence for remaining civilian populations is a priority. Reconstruction of homes and villages, support for livelihoods, access to basic services, psychological trauma support, guarantees on security and basic rights, and work on reconciliation and intercommunity relations are needed. In the longer term, the Rakhine advisory commission’s recommendations provide a pathway to progress. They have been accepted by the Government, but are yet to be meaningfully managed. We will remain very engaged with that process in Rakhine, as well as in Bangladesh.

Let me turn now to Bangladesh. As the hon. Member for Liverpool, West Derby knows, I was there recently in order to be able to report more accurately to the House. The overall impression I gave to the Select Committee yesterday was that the immediate needs of the 750,000 who fled last August are, extraordinarily, being met in the camp. We must always pay tribute the Government of Bangladesh and the local community for their work. I think we know what the reaction would be in the United Kingdom if 750,000 people suddenly appeared here. It is remarkable to host that group of people and to help the agencies to provide for them. The UNHCR now operates very effectively in the camps and works with the agencies. The work cannot be done by any one single group. DFID has supplied and supported the agencies working there.

The evidence we see on the ground is of health clinics and primary care services being provided. Reproductive health services are incredibly important and are being very well used. The child-friendly spaces are terribly important. Many children came with appalling memories and visions of what they had experienced. It takes time to work that through. As the International Development Committee knows from its time there a few months’ ago, they were still seeing children working through experiences of trauma. Some few months later, I saw children who were, with their extraordinary resilience, clearly adapting. The pictures that they were drawing were of much happier scenes. They were benefiting from DFID’s support for these child-friendly spaces, of which there were some 30 around the camp. When I say spaces, I mean halls where children could meet, be taught and spend some time with people. That is progressing.

The issue now for the Rohingya in the camps is what happens next. As the protests on the anniversary demonstrated, they have had 365 days of tears, and now they are angry and want to know what will happen to them next. Their immediate needs having been provided for, the focus is now on dealing with the things that they fear in the camps. Domestic violence is, sadly, perhaps the No. 1 concern of the agencies, and the second is trafficking—people are being taken out of the camps for all sorts of purposes. The third is idleness—what are people to do now? There is only a certain amount of work available. Because the community are now living together in a way that they were not allowed to in Rakhine state, when their movements and everything else were controlled, there will be a build-up of expectation and activity.

The fourth concern is education, which the hon. Member for Liverpool, West Derby mentioned. It is one thing to help children to recover from trauma, and to give them the counselling and encouragement that they need, but they are going to need education. People are not going to leave quickly, so those children’s education needs must be met. The process is not easy. People will come in from outside and some teachers will need to be recruited locally, but that creates local issues because the agencies may well pay more for teachers than they might be paid in the local community.

Now that we have dealt with the immediate emergency, other issues need to be considered. That is where we are now. I pay a huge tribute to all who have worked in Kutupalong camp and the area of Cox’s Bazar. They have done a remarkable job over the past year. I am very proud of the DFID team and its work. Jane Edmondson, who has just left the post of director there, and Jim McIntyre, who has also been involved, have done a great job. We can be proud of that and proud of the British people, who have contributed £129 million of taxpayer support for that emergency. We play a leading part as donors.

Let me deal with some of the questions that the hon. Member for Hornsey and Wood Green asked. First, I turn to the issues surrounding the UN. I spoke to the permanent representative yesterday before I spoke to the Committee. The view is taken that passing a resolution is not a simple process. We want to do something that ensures accountability, and we are looking at options for what happens next. We have been very active. We led the recent visit to Burma and Bangladesh by permanent representatives from the UN, and we played a leading part in EU sanctions in relation to other individuals. There may still be more to do, but the fact that there has not been a resolution does not mean that other work is not going on.

The recent fact-finding mission confirmed the appalling human rights violations that many have suffered. UK Ministers have long stated that the Burmese military is primarily to blame for the atrocities, which include the widespread rape and murder of Rohingya. We believe that the gravity of the report warrants the attention of the UN Human Rights Council and Security Council. We are discussing options with other Security Council members, and we intend to do so in a couple of weeks at the UN General Assembly, at which I and my right hon. Friend the Minister for Asia and the Pacific will be present. Of course, we have to consider bringing the full report to the Security Council once the fact-finding mission has made its final presentation to the Human Rights Council on 18 September.

Let me return to the UN issues. To date, we have judged that pushing for a UN Security Council resolution that includes a referral to the International Criminal Court would not be productive as part of our efforts to ensure accountability and persuade the Burmese authorities to make progress on conditions for safe returns, and nor would it have received sufficient support among Security Council members. When the Security Council considers the final UK fact-finding mission report, which is yet to be seen, we will have an opportunity to discuss all options to ensure accountability, including ICC referral, while also pushing for accelerated progress on conditions for refugee returns.

The hon. Member for Liverpool, West Derby mentioned the ruling on 6 September by the Pre-Trial Chamber of the International Criminal Court. The Court has jurisdiction over the alleged deportation of the Rohingya from Burma to Bangladesh, and we acknowledge that as a very important decision. We will support the Court’s efforts to bring perpetrators to justice.

Friend the Member for Bethnal Green and Bow (Rushanara Ali) and, indeed, the hon. Member for Sutton and Cheam (Paul Scully), would be making the same points if they were here? Indeed, over the summer, as the reports have been coming out and as we have seen the seriousness of the situation, they too have been making representations.

Absolutely. There is no doubt that we all want to see justice applied in this case. If the world cannot respond to this, what can it respond to? Names are being named, and we expect to see more in the final report. That will, of course, lead to an increased interest in sanctions and the like.

I take the hon. Lady’s point about the efficacy of sanctions. They are an easy tool to go for, but they do not always do the job. In this case, we need the sort of accountability that can ultimately be achieved only through a judicial process, as the world has recently seen at The Hague in a number of different instances. We must ensure that we have the right process to get the right answer. The current process involves taking a bit of time to talk to partners about what is in the best interests of justice, and I hope that the House will not mind that. Sanctions have already been applied, and the United Kingdom has worked with partners in the EU to ensure that they are effective.

The House is aware that my right hon. Friend the Foreign Secretary will pay a visit to Burma shortly, because he wants to observe for himself the different issues affecting it. We spoke about the process of democracy, and the role of Aung San Suu Kyi is, of course, of fundamental importance in relation to that. There is disappointment and concern that a position that she might have taken has not been clearly heard but, equally, the differences between the civilian and military parts of the Government need to be known and understood, because they are not straightforward. The Foreign Secretary will have an opportunity to explore that himself, and he will do so. He will return to let the House know of his deliberations, and that will feed into other conversations that he will have during the week of the United Nations General Assembly.

I thank the hon. Lady again. I think I have dealt with the questions raised, although this is a matter that we will all be returning to. One cannot go and see this extraordinary camp and the exodus that produced it without being incredibly touched but also angry at what is happening and the realisation that the world has again been presented with another “never again” situation. We have to find a way through this crisis that can add to a sense of a global order in which the perpetrators of such violence and atrocities realise they can no longer be tolerated. Bearing in mind what we face in other parts of the world, however, particularly in the region I am fortunate enough to cover, I fear that we will rather too often have to deal with the consequences of actions that should have been stopped long ago and to work through them to find the next phase.

On this matter, the commitment of the House, through the Select Committee and individual Members, and through questions to both DFID and the Foreign and Commonwealth Office, is remarkable. We will continue to give this matter our every attention. The Foreign Secretary, who will raise the issue of the Reuters journalists with the Burmese authorities when he is there, is committed to doing all that he can to reflect the attention and concern that this House has consistently shown for Burma and the Rohingya, and their issues, over a good period of time.

What will be the consequences for Assad, Putin and other belligerents if these violations of international humanitarian law continue, whether through the use of chemical weapons, barrel bombs or cluster munitions, all of which are equally wrong? What assessment has the Minister made of the potential for such attacks to be carried out? What sanctions have been issued against individual Russians and others who command responsibility for operations in Syria?

In terms of consequences and accountability, sanctions are already in place against Russian entities and that will continue to be the case. Last week at the Security Council, the permanent representative read through details of the units of the Syrian army that were involved in the Idlib operation, together with the names of their commanders, and made it very clear that accountability would follow. I thank all colleagues who have taken part in this excellent debate. It has mostly been a fair illustration of the complexities and difficulties of this conflict, which not a single person in the House wants to see continue. I think the source of some of the frustration we express is that we would like a simple answer that just ends it all, but there is not one. I understand the frustration that that brings.

There is a legitimate cause, which is to resist an insurgency, and there is a reason, which is to support an ally under fire from missiles. There are regional conflicts over which the events in Yemen have an influence. There are unimaginably painful events that challenge the UK Government, who are doing all they believe they can to bring the conflict to an end, and there is criticism of all parties to the conflict. The killing of children can never be justified—however it occurs, it cannot be right—so the catalyst for this debate, so ably led by the hon. Member for Liverpool, West Derby (Stephen Twigg), is clear. The only real issue is how to bring it to an end and what the UK can do.

However grateful I am, I beg colleagues not to load my shoulders with what I do not deserve. There are, fortunately, many peacemakers; my role, through the UK Government, is to encourage and support them. I cannot deliver to the House a simple answer or give the political answer I know some colleagues believe would simply end it all—and I do not intend to do so—but before I deal with some of the issues raised, I will briefly run through the debate.

The hon. Member for Liverpool, West Derby, the Chair of the International Development Committee, gave a powerful speech covering all the background, with which the House, after too long, is now sadly familiar. I will answer many of his questions during my remarks, but to come to the long term right at the beginning, of course the UK has a long-term interest in supporting Yemen. We did so before the conflict. It was Gordon Brown who in 2009, as part of Friends of Yemen, sought further development in Yemen—a process followed through the UN for some years before the conflict broke out. So certainly we will support Yemen in the long term.

My right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) was harsh on us, but that harshness came from a genuine desire for peace and his upset with what he sees in Yemen. The right hon. Member for Islington South and Finsbury (Emily Thornberry) gave a powerful speech—no one can talk about the death of children without the emotion she rightly brought to it—and I will answer her three questions in due course. My hon. and gallant Friend the Member for Tonbridge and Malling (Tom Tugendhat) spoke of regional issues, ably put the conflict into context and expressed the risks he believed the coalition was taking, even if it had a rightful cause.

The right hon. Member for Leicester East (Keith Vaz) spoke movingly about Yemen as only he can—we have grown used to his emotion in speaking about the country of his birth and his hopes for the future. The hon. Member for Edinburgh West (Christine Jardine) wants the war to come to an end—as we all do—and set out clearly why, and my hon. and gallant Friend the Member for Aldershot (Leo Docherty) gave a thoughtful speech in which his experience of conflict in the region came through very well. He was neither sentimental nor unsympathetic, and I think he told it as it was. The hon. Member for Glasgow Central (Alison Thewliss) trod understandable ground given the Scottish National party’s view on arms sales and spoke about it, with her usual power and distinction, as the fundamental issue in this complex conflict.

My hon. Friend the Member for Henley (John Howell) spoke about Iran and its involvement. Iran is a complex state with a complex authority structure and a country with which I am personally engaged in seeking to persuade it that its activities in Yemen should change and that if they did, the risks to it would diminish, and who knows what doors might be open to it. That is what diplomacy is all about. My hon. Friend the Member for Reigate (Crispin Blunt), with his great experience as a former Chair of the Foreign Affairs Committee, set out the context of the war, which is not simple, and related it not just to the region itself but to the post-2011 timescale and all that that means.

I am grateful to the hon. Member for Liverpool, West Derby for securing this opportunity to discuss the humanitarian crisis in Yemen, and I know from personal experience that, as Chair of the International Development Committee, he has a deep knowledge of the situation. It is important for us all to be mindful of the background to the current conflict, but I will be brief as it has been covered. The causes of the conflict are numerous and complex. Since unification in 1990, Yemen has suffered internal power struggles, unrest and terrorist attacks. After a year of protests in 2011, the 33-year rule of Ali Abdullah Saleh transferred to President Hadi as part of a unity Government brokered with regional support. A national dialogue process began that offered an opportunity for a democratic future—I remember it well.

Tragically, that opportunity was lost when the Houthi insurgency movement, which claimed to have been excluded from the national dialogue process but was encouraged by the ousted Ali Abdullah Saleh, sought to take power through violence. In September 2014, Houthi rebels took the capital by force, prompting President Hadi to flee to the southern city of Aden. The Houthis then began advancing on the south of the country. President Hadi, as the internationally recognised leader of the legitimate Government of Yemen, requested military help from the Saudi-led coalition. The conflict between the Government of Yemen, backed by the coalition, and the Houthis and their allies has so far lasted three years.

The position when President Hadi was forced to flee was potentially disastrous. At that moment, there was a clear risk that the country would fall into the hands of forces avowedly hostile to Saudi Arabia, which shares with Yemen an 800-mile border that is vulnerable and porous. It was against that background that the Saudis and their allies were requested by President Hadi to intervene in March 2015, a decision that was not only justified but legally sound. Saudi Arabia and its allies are responding to a crisis that was forced on them and that poses a grave threat to international peace and security. The Houthis have frequently fired mortar bombs and rockets into Saudi territory, including Scud missiles.

Let me directly address what the Government have been doing to bring the conflict to a resolution—which is what we all want—and to alleviate the suffering of the Yemeni people. We continue to urge all parties to the conflict to do everything possible to protect civilians and to demonstrate their commitment to international law. That brings me, first, to the desperate events of the attack on the bus. One of the reasons for our belief that it is still possible to continue arms sales to an ally which is under attack is our belief in the efforts being made by the coalition to avoid the tragedy of the attack that led to the death of children on the bus. Let me quote what was said about it by the Joint Incidents Assessment Team. As one or two other Members have mentioned, this is deeply unusual in the context of the middle east.

The coalition has said that every civilian death is a painful tragedy, and it is always the first to investigate these incidents so that it can reduce future risk whenever possible.

On the attack itself, the coalition said:

“With regard to the bus incident, the JIAT has concluded that there were mistakes made in abiding by the rules of engagement. Based upon that, the Command of the Coalition would like to express regret for these mistakes, and offers its condolences and solidarity with the families of the victims”.

In the context of the deaths of children, I well understand how that must sound, but it is unusual in the wider context. That is what gives us the sense that the coalition is doing all that it can not to target civilians unnecessarily and not to target children, but to do what it can in a military context to avoid such events.

We were deeply concerned by the tragic incidents of 2, 9 and 23 August in which so many Yemenis were killed. On 16 August, the Foreign Secretary spoke to the Saudi Foreign Minister and pressed for a quick and transparent investigation. On 1 September, the coalition announced the outcome of that investigation, as I have just set out. We welcome that acknowledgement and the steps that the coalition intends to take.

On 2 September, Her Majesty’s Government issued a statement that reiterated our concerns, and our appreciation of the speed of the coalition’s investigation of the 9 August incident. We encouraged the coalition to publish the outcomes of its investigation of the 23 August incident as soon as possible; we called for clarification of the circumstances of the incident of 2 August, for which responsibility is still unclear; and we condemned the Houthi attacks against commercial shipping in the Red sea, as well as the regular missile strikes against civilian targets in Saudi Arabia that have been launched by the Houthis with Iranian support.

I raised those matters with the Emirati Minister of State, Dr Gargash, on 3 September, with the Saudi Foreign Minister on 4 September, and with the Saudi Ambassador to London on 6 September. We have done all that we can, in relation to those incidents, to express the concern that has been expressed by the House and to encourage the coalition to do all that it can to avoid them in the future.

The Yemen Data Project has counted more than 16,000 air raids—one every 90 minutes—over the past three years. More than 5,000 have involved non-military targets. What does the Minister believe has changed in the case of the most recent attacks? There has been a consistent pattern of hitting civilian targets indiscriminately.

As has been made clear during the debate, there is a war going on, in which the Government of Yemen have been usurped and those who are seeking to push back an insurgency are having to do it by military means because of the forces that they are facing.

Let me say a little more about the alleged breaches of international humanitarian law, because the issue is understandably vital to what the UK believes. We are, of course, aware of reports of alleged violation of that law, and we take them very seriously. It is important for all sides to conduct thorough and conclusive investigations of incidents in which it is alleged that international humanitarian law has been breached. As I have just indicated, we regularly raise the importance of compliance with the Saudi Arabia Government and other members of the military.

Saudi Arabia has publicly stated that it is investigating reports of alleged violations and that lessons will be acted upon. The key test for our continued arms exports in relation to international humanitarian law is whether there is a clear risk that those items subject to a licence might be used in serious violations of international humanitarian law. That situation is kept under careful and continued review. If the efforts of the coalition were not made, that would certainly be breached, but it is not, and that is why we believe as we do.

However, equally we are appalled by the many ballistic missile attacks the Houthis have launched in Saudi Arabia in recent months. There have been seven long-range ballistic missile attacks on Riyadh, indiscriminately, from March to August. The coalition claims that the Houthis have fired 190 ballistic missiles at the Kingdom of Saudi Arabia since the start of hostilities, and the Saudis have also recorded a number of smaller strikes on the KSA—mortars, artillery and so forth—with the total number currently standing at 67,000 strikes. That is not always given the prominence it needs to have.

Let me at least answer the previous intervention first.

Her Majesty’s Government are not opposing calls for an international independent investigation, but first and foremost we want the Saudis to investigate allegations of breaches of international humanitarian law that are attributed to them and for those investigations to be thorough and conclusive.

In relation to the HRC, the UN report further underlines the deeply concerning human rights situation in Yemen and the importance of reaching a political solution. We believe it is important to give the group of eminent experts more time to examine the conflict fully and to ensure that their conclusions in future reporting accurately reflect the conduct of all parties, because we are not completely convinced of that so far. The UK joined the consensus on the resolution that established the group of eminent experts last year and we hope the UN HRC will renew its mandate this year.

The Minister is giving a powerful speech and a good explanation of the situation on the ground and the political judgment the Government are making. Does he share my grave concern that what we saw with ISIS is now happening in Yemen, with the use of human shields, politicised as part of the conflict? We are seeing rockets not just fired at the KSA, but fired from urban areas where there are Yemeni citizens who will then suffer from a retaliatory or a defensive strike by the KSA. This is a dreadful situation.

Before the Minister moves on, I have a question. It is estimated that 400 civilians were killed in the past month, largely as a result of coalition action. Is the Minister in a position to tell us whether any of those deaths were a result of the use of British bombs or planes?

No, I am not able to answer that, because there is no tracking of the use of arms supplied by the UK. The risk assessment is done prior to the issue of licences; there is no feasible way of examining every piece of ordnance that may be used. So the short answer to the right hon. Lady is no, we are not aware of that.

May I talk about the political process? One question the right hon. Lady asked was about what the UK was doing, and she believed a further resolution, again, was the answer. I spoke to our UN permanent representative, Karen Pierce, just before the start of the debate. We are determined to continue to play a central role in efforts to end the conflict. On Saturday 8 September, the special envoy called an end to the UN-sponsored consultations due to the inability of the Houthi delegation to resolve transportation issues in a timely manner. The UK appreciates and strongly supports the special envoy’s extensive efforts to bring together the representatives of the Yemeni Government for consultations in Geneva. We are disappointed that the Houthi delegation did not attend, despite the great efforts by the UN and other states to address their concerns. I spoke to the Omani Foreign Minister about these challenges on 5 September, and my officials did everything they could to help the UN to secure Houthi attendance. We welcome the Government of Yemen’s engagement with the consultations and their positive discussions.

The peace process through the UN has not ended. That is why the United Kingdom will not be setting up its own peace process. There is a peace process, which we all have to get behind. We have to give every support to Martin Griffiths to do his job. That is our role. The permanent representative and the British Government take the view that a resolution is not the answer at the moment. The answer is what Martin Griffiths is already attending to, and the existing resolution does the job that it was designed to do. A special resolution would not further that process, but Martin Griffiths’s work will. Passing a resolution without clear progress on the political track risks undermining the authority of the Council. As penholder, we have proposed and co-ordinated a UN Security Council presidential statement, which was agreed on 15 March 2018 and which builds on the text of 15 June. We are doing all we can as penholder in relation to that, but the most important thing is to back the work of the special envoy.

Let me now say something about the humanitarian side. The UK remains at the forefront of the international humanitarian response to the conflict in Yemen. None of us wants to do this, because we do not want there to be any need for it, but there is, so we are engaged. The UK is more concerned than ever by the catastrophic effect that the conflict is having on millions of Yemeni civilians, many of whom are children. The humanitarian crisis is the largest in the world, and the United Kingdom has helped to secure vital access for food, fuel and medicines to enter the country. As my hon. Friend the Member for Henley reminded us, we have provided £170 million in UK aid in this financial year, bringing our total aid to Yemen to £570 million since the conflict began.

Our support this year will meet the immediate food needs of 2.5 million Yemenis, treat children with severe acute malnutrition and provide safe water, shelter and emergency livelihoods to vulnerable communities across the country. Other donors have played a substantial part, including Saudi Arabia and the United Arab Emirates, which together have provided almost $1 billion to the UN’s humanitarian appeal this year. We remain concerned about access to Houthi-controlled areas. Humanitarian agencies have highlighted long delays in the signing of agreements with de facto authorities. In practice, this means that aid organisations are unable to reach some of the people most in need in the Houthi areas. Speeding up that process would go a long way towards improving aid access across the region.

I shall conclude my speech, because I want to give the hon. Member for Liverpool, West Derby time to respond. As has been made clear in the debate, no one here wishes to see this conflict go on. I wish with all my heart that there was a simple answer to this, but there is not. We will remain engaged, including with those who are parties and participants in the conflict, to do all we can to help them to appreciate that the longer the conflict goes on, the more of a quagmire it becomes. We give that advice to our friends as well as to those who have influence with the Houthi. I can assure the House that the plight of the Yemeni people is a top priority for this Government. This is why the UK continues to play a leading role in helping to find a political solution to this devastating conflict and in alleviating the suffering of the Yemeni people. I acknowledge that what I have said might not carry the House, but the tone and seriousness of this debate require deep consideration in all the capitals that have influence. I will endeavour to carry out the clear wish of the House to ensure that the UK does all it can to ensure that peace comes to Yemen.

It is a pleasure to serve under your chairmanship, Ms McDonagh. I am grateful to the hon. Member for Hammersmith (Andy Slaughter) for securing the debate. I know that he and other colleagues across the House take a keen interest in developments in Bahrain, and I recognise the strength of feeling that was expressed about human rights.

I will try to respond to many of the points that were raised, although, as the hon. Gentleman kindly recognised, I will not be able to address them all. In so doing, I will highlight areas where Bahrain has made real progress and set out plainly where I believe the Government of Bahrain have further work to do. I thank all the Back-Bench speakers, as well as the other Front-Bench speakers, the hon. Member for Dundee West (Chris Law) and the hon. Member for Leeds North East (Fabian Hamilton), who again did an excellent job of summing up all the speeches. That means I can get to the substance of the concerns, which I hope is the best way for me to spend the next 13 minutes.

Let me start by making it clear that Bahrain is a key partner for the UK in the middle east, as was expressed. The UK Government make no apology for that. Our two kingdoms share a close and lasting bond that dates back more than 200 years to the treaty of friendship of 1816, as my hon. and gallant Friend the Member for Beckenham (Bob Stewart) made clear. We have a strong partnership based on mutual interests, shared threats and a desire to promote greater security and peace in the Gulf. For example, as colleagues mentioned, our new United Kingdom naval support facility, which opened this year, is the first UK naval presence east of Suez since 1971. However, I reassure the hon. Member for Leeds North East that none of that allows the UK to overlook the things that need to be brought out in a relationship between friends. As the hon. Member for Strangford (Jim Shannon) said, we sometimes need to make representations to our friends.

As my hon. Friend the Member for Aldershot (Leo Docherty) made clear, we work with Bahrain and other regional partners to confront states and non-state actors whose influence fuels instability in the region. We remain committed to working together to address Iran’s malign regional behaviour and ballistic missile activity. I confirm his view that we will continue to be engaged in such a way in the region.

It is not unfair or partial, however, to observe that there is a much-contested political dispute about Bahrain—national and international. There is a significant gap between the claims on the two sides, which this debate is unlikely to dispel. We heard contrasting speeches, which illustrated the differences of opinion about Bahrain. As with most things in the House, there are elements of truth on both sides of the debate. The United Kingdom recognises that. A number of colleagues have expressed concern about the human rights situation in Bahrain, the subject of today’s debate, and questioned the UK’s close partnership with that country. Although the difference between the speeches has been stark, the United Kingdom recognises that Bahrain has more work to do in this area. Bahrain continues to be a human rights priority country for the Foreign and Commonwealth Office, and as the hon. Member for Strangford has recognised, that is no small admonition by the UK Government.

The Government remain committed to protecting and promoting human rights around the world. However, we believe that the best approach—as other speakers have indicated—is to engage with Governments and work with international partners and civil society organisations to promote and defend those universal freedoms, and to bring about positive change. We apply this approach consistently, including with Bahrain, and it follows work that—as many of us know—began in Bahrain before 2011. The reform programme led by the crown prince and others had been ongoing, but 2011 catalysed it. The response of the Bahraini Government—the establishment of the commission of inquiry—was unprecedented in the region. The public presentation of its findings in front of the king was unprecedented, and the response of the Bahraini Government was also very different to anything in the region.

The depth and breadth of our relationship with Bahrain means we can, and do, express our concerns about human rights in a frank and open way at senior levels. We do so publicly, but more often do so in private discussions, as the House has obviously noted. The FCO’s latest annual human rights report outlined action taken by the UK—relating, for example, to the prison sentence given to Nabeel Rajab—as well as our concerns about the deprivation of nationality, where that renders an individual stateless. We will continue to support Bahrain to address those and other human rights concerns, both through our bilateral engagement and through international institutions. At the same time, we should acknowledge and welcome the steps that Bahrain is taking to address a range of rights issues. I will highlight some of those before returning in more detail to some of the cases mentioned by the hon. Member for Hammersmith.

The UK has provided assistance and support to Bahrain in many areas. First, freedom of religion is guaranteed by the Bahraini constitution. There is a vibrant multi-religious community, and in addition to numerous mosques, Bahrain is home to churches, a synagogue, and the region’s oldest Hindu temple. As my hon. Friend the Member for Gillingham and Rainham (Rehman Chishti) has so clearly stated, members of all religions and communities co-exist peacefully and play an important part in Bahraini society, whether in the Shura Council, in the elected chamber of Parliament, or as senior Government Ministers and officials. My hon. Friend made a brave speech, and I hope that no-one would seek to defend those who pursued him outside the Bahraini embassy in the manner he described. The United Kingdom acknowledges peaceful protest, but there is activity that is unacceptable, and my hon. Friend was right to raise his concerns.

The Bahraini embassy requires protection when that sort of thing happens. Will the Foreign and Commonwealth Office consider whether policemen should be placed outside it, like they are outside the Iranian embassy?

Matters affecting the Bahraini embassy and its protection are at the front of our mind, and a conversation is ongoing with many of those who were involved. We hope that protest can be de-scaled, and normal service can return.

Secondly, Bahrain is taking a leading role in the region in protecting and safeguarding women’s rights. It is a party to the convention on the elimination of all forms of discrimination against women, and last year, the Bahraini Parliament adopted new legislation designed to benefit women and children from all the country’s communities. I also welcome Bahrain as a signatory to the UK-led WePROTECT global alliance, demonstrating its commitment to combating the abuse of children online.

Thirdly, as has been mentioned during the debate, Bahrain is a regional leader in improving the rights and combating the exploitation of migrant workers. The Bahraini Government have increased the transparency of working conditions, introduced a victim-centred approach to their response to trafficking and exploitation, and signed the UK-led call to action on modern slavery. Such efforts have been recognised internationally. The US’s annual trafficking in persons report recently rated Bahrain a tier 1 country, the same as the UK, indicating that Bahrain fully meets the minimum standards for the elimination of trafficking. Finally, Bahrain is taking steps to improve prison conditions, particularly for young offenders and vulnerable children.

Our objective in providing technical assistance is to help to bring about positive change by sharing the UK’s expertise and experience. One thing should be said straight up: the UK’s technical expertise in improving a human rights situation is usually employed in countries where that is needed. That is why we engage with countries where support is needed, as opposed to countries where everything is perfect, and that is what we have tried to do here. All training is provided in line with international standards and fully complies with our domestic and international human rights obligations. A number of colleagues have mentioned oversight bodies; the UK has been working with Bahrain’s independent human rights oversight bodies since their creation, following recommendations from the commission of inquiry in 2012. Our work has supported the building of effective institutions that hold the Bahraini Government to account. While those bodies still have more to do, they have already demonstrated their abilities, including through the prosecution of police officers accused of human rights abuses.

We also work to strengthen Parliament and youth engagement. Bahrain remains one of only two countries in the Gulf with an elected Parliament, and we look forward to elections this year. UK support has strengthened the institutional capacity of the Bahraini Parliament secretariat, enhancing staff skills to support MPs in their oversight of the Government, and the composition of that Parliament is wider than some outside critics recognise.

Is it the Minister’s decision that the human rights assessments that the FCO is currently withholding will now be released, so we can have our own insight into what those assessments are?

We publish what we can, and what it is appropriate to publish. We try to be as transparent as possible in official publications, and we will continue to do that. Not everything is publishable, but we will publish as much as we can to give a clear impression of what is happening. We will, as always, continue to look at whether there are ways to strengthen such publication.

Earlier, I mentioned Bahrain’s new legislation related to alternative sentencing. The Bahraini system has already started to implement provisions under this new legal framework, and it would be unfair for me not to deal with some of the individual cases that have been mentioned.

The Foreign and Commonwealth Office and the British embassy in Bahrain have closely followed the case of Mr Hassan Mushaima, and have raised it with the Government of Bahrain. We continue to encourage anyone with concerns about treatment in detention to report them to the appropriate oversight body, and we also encourage the oversight bodies to carry out swift and thorough investigations into such claims. The Government of Bahrain have released a detailed public statement regarding the access to healthcare that Mr Mushaima has received since he has been in detention, and we have received categorical assurances that, in his case and others, there is and has been access to appropriate medical care while in detention.

I expressed my concerns about the sentence given to Mr Nabeel Rajab on 21 February, and reiterated the UK’s call to protect freedom of expression for all its citizens. We have closely monitored the trials of Mr Rajab. Officials from the embassy regularly attend Mr Rajab’s court hearings, including the handing down of the latest appeal verdict. There is now an opportunity for Mr Rajab’s legal team to apply for an appeal through the judicial system, and our officials will continue to monitor the case closely.

The British embassy and the FCO continue to monitor the cases of the family members of Mr Sayed Alwadaei. We have raised those cases with the Government of Bahrain, and should we have further concerns, we will do so again as part of our continuing dialogue. We welcome the investigation and recommendations of the Special Investigations Unit in relation to Mohammed Ramadan and Husain Moosa, and the subsequent decision of the Minister of Justice to refer those cases back to the Court of Cassation for retrial.

We take seriously both sides of today’s discussion. Bahrain remains an important partner, but we do not ignore the other voices that we hear. As a long-standing friend of Bahrain, we both offer support and speak frankly about our concerns. We will continue to do so.

When I was first in Bahrain, so many people expressed their desire to be Bahrainis, not to divide themselves into their respective groups. I am keen that we should look forward to that future in Bahrain, so that people see themselves as Bahrainis first and foremost, and nothing else. The United Kingdom will continue both to support Bahrain, and support progress where it is needed to deal with the sorts of concerns that have been raised today.

I thank the hon. Gentleman for his urgent question and congratulate him on securing it. The United Kingdom is extremely concerned about the escalating military action by Russia and the Syrian regime, which is putting at risk nearly 3 million civilians who have sought shelter in Idlib and the surrounding area. The past few days have seen dozens of Russian and regime airstrikes against areas of Idlib. Over the weekend we received reports of three hospitals, two White Helmets centres and an ambulance system being attacked and put out of service, leaving thousands with no access to medical care. Civilians, medical facilities and aid workers must be protected; they are not a target.

It is vital that a humanitarian catastrophe is avoided. The UN has been clear that a worst-case scenario in Idlib would

“overwhelm capacities and…create a humanitarian emergency at a scale not yet seen through”

the conflict, with up to 900,000 people displaced. We have therefore been supporting the urgent diplomatic efforts being made by Turkey and the UN. I spoke to my Turkish counterpart on 4 September, and the Prime Minister spoke to President Erdoğan on 27 August to discuss the situation. Of course, the situation is considered by the UN Security Council very frequently.

It is deeply disappointing that Russia and Iran rejected President Erdoğan’s calls for a renewed ceasefire at the Tehran summit last Friday. Russia and the Syrian regime also rejected similar calls by ourselves and others at the UN Security Council on the same day. We urge them to reconsider and instead to find a negotiated way forward to avoid an entirely man-made disaster.

The UK has pledged additional humanitarian assistance and medical support. We are also backing innovative early-warning technology to save lives in communities threatened by airstrikes. Finally, along with the United States and France, we have been clear that we will respond swiftly and appropriately if the Assad regime repeats its appalling use of chemical weapons.

I thank you, Mr Speaker, for granting this urgent question, and the Minister for responding to it. There is a significant risk in this House that our current focus on Brexit and many other issues means that Parliament, the Government and, indeed, the media pay far too little attention to the horrific scenes and repeated brutal attacks on civilians and humanitarians that we are seeing in places such as Syria and Yemen. In that regard, I commend the efforts of the right hon. Member for Sutton Coldfield (Mr Mitchell) and my hon. Friend the Member for Wirral South (Alison McGovern) to constantly bring to our attention the situation facing Syrian civilians. I also commend my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), who chairs the International Development Committee, for making an application today for a urgent debate on Yemen, which I support.

As the Minister said, this weekend has sadly seen a further grim descent into violence in and around Idlib, which many of us predicted. Russian and Syrian jets have resumed intensive airstrikes after the failure to agree a ceasefire. It is alleged that on Saturday regime forces carried out attacks with artillery and rocket shelling for over three hours. Yesterday, Syrian army helicopters and Russian air forces conducted 60 strikes for over four hours, including with barrel bombs, typically filled with high explosives and shrapnel, on Habeet, Abdin, Hasraya, Al Zakat and many other villages around Hama and Idlib. It is therefore crucial that we understand what the UK Government’s political, humanitarian and military strategy is, given the breakdown of the talks and the horrific scenes.

The Minister mentioned the work of the White Helmets. In the past few hours, I have seen video footage showing horrific attacks on their brave workers, who are under fire from indiscriminate artillery and cluster bombs. We cannot and must not simply wring our hands and say, “It’s all very difficult.” Millions of civilians are trapped in the province, including people who have been displaced from other parts of Syria by the Assad regime. Hospitals have been targeted, in violation of international law. Schools have been hit, and children have been injured and killed. Barrel bombs have been used, in violation of UN Security Council resolution 2139 and others. We led an international fight against cluster munitions, yet we have seen them used in Syria and Yemen.

With a staggering 5.3 million children in need of assistance across Syria, Save the Children and other agencies have warned that hundreds of thousands of people will be displaced in this initial offensive, piling pressure on an already overstretched humanitarian response. This has been echoed by the UN Secretary General and many of the humanitarian agencies responding to 3.9 million people already living in and around Idlib, with many of the population having fled places such as eastern Ghouta with almost nothing.

I know that the Minister takes these issues very seriously, and he has already set out a number of the steps that the UK Government are taking, but could he answer a few questions? Is he tracking, and will he publish details of, air attacks on civilians from wherever they come? What UK military support could be used to support the maintenance of humanitarian corridors, or to prevent the indiscriminate bombing of civilians and the use of chemical weapons? What will be the consequences for Assad, Putin and other belligerents if these violations of international humanitarian law continue, whether through the use of chemical weapons, barrel bombs or cluster munitions, all of which are equally wrong? What assessment has the Minister made of the potential for such attacks to be carried out? What sanctions have been issued against individual Russians and others who command responsibility for operations in Syria? Will the Minister say a little more about his discussions with the Turkish Government? What discussions have there been about the permissions for NGOs to operate in Turkish-held areas? Many are not registered in Turkey and may need assistance to be able to carry out operations in those areas with one of our allies.

Thank you, Mr Speaker, for granting this urgent question. These are incredibly serious issues. I hope that the whole House and the country will be looking at them very closely.

I am grateful to the hon. Gentleman and, of course, to others who take a very close interest in this situation. I can assure him that there is no shortage of efforts by the United Kingdom Government on this matter, whether here, in capitals abroad or at the UN.

The hon. Gentleman accurately describes the situation, which has become desperately familiar, regarding the conduct of events in Syria, where civilian populations have been put at risk. We estimate that the Idlib region now has some 3 million inhabitants, many of whom have been displaced from other parts of Syria. The number of extremist fighters is reckoned to be quite small—perhaps 15,000, with maybe a further 25,000 to 35,000 opposition fighters—and that number is dwarfed by the number of people in Idlib itself. As our excellent permanent representative said at the UN last week, there are more babies in Idlib than there are terrorists. That is why we need to concentrate our efforts on humanitarian relief and assistance, and to try to find a negotiated way out of the situation.

To answer the hon. Gentleman’s questions, I am not sure it is technically possible to track every air strike. Certainly we know when they have happened, but I am not sure how we would be able to find out from where they are being directed or anything like that. The obvious nature of the air strikes is very clear: they are from the Russian and the Syrian regimes. No one else is up in the air, so we all know where they are coming from.

The UN is actively considering any measure that might assist civilians. If there are corridors, there are questions to be asked about such things as how they would be made secure and policed, and we will give every consideration to that. No suggestion has been made for any military intervention in relation to that. If it were to be done with United Kingdom involvement, that would be a military intervention on Syrian soil, which would have obvious consequences. That has not yet been contemplated.

In terms of consequences and accountability, sanctions are already in place against Russian entities and that will continue to be the case. Last week at the Security Council, the permanent representative read through details of the units of the Syrian army that were involved in the Idlib operation, together with the names of their commanders, and made it very clear that accountability would follow. I think that that was a bold and necessary step. [Official Report, 12 September 2018, Vol. 646, c. 4MC.]

On the hon. Gentleman’s question about the potential of chemical warfare, the truth is, of course, that we have seen it elsewhere. The permanent representative spoke about the failure to deal with chemical weapons usage, saying last week:

“As of March 2018, the OPCW”—

the Organisation for the Prohibition of Chemical Weapons—

“fact finding mission had confirmed 13 cases of likely chemical weapons use in Syria since it was established in 2014. And in terms of allegations, the fact finding mission have recorded at least 390 allegations. After more than four years of work by the declaration assessment team, the OPCW still is unable to verify that the Syrian declaration is accurate.”

She continued:

“And we’ve heard many times that there are ‘gaps, inconsistencies and discrepancies’ in Syria’s account of its declaration under the CWC.”

We can be fairly clear that those weapons still exist and are available in Syria. Of course, we have seen instances when conventional military action has been followed towards the end by chemical weapons usage. We have made it very clear through the UN and partners that appropriate action would be taken if that were the case. We are all also aware of disinformation campaigns being launched to say that such a chemical weapons attack is being prepared by other sources. There is no credibility to those accounts, they will not be used as a smokescreen should chemical weapons be used, and people will be properly held accountable.

Will my right hon. Friend ensure that in all the international councils the immense moral authority that Britain has in this matter is exercised to the full? After all, we are, through our taxpayers, looking after more of the 11 million displaced people from this conflict than the whole of the rest of Europe added together. Will he also be sure to make it clear that the bombing of hospitals in Idlib, each of which is clearly marked with a red cross on its roof, is a war crime, and that the individuals engaging in those attacks will be held to account, however long it takes?

I agree with my right hon. Friend. The United Kingdom has spent some £2.71 billion on supporting those in Syria who have been displaced. We have provided food, healthcare, water and other life-saving relief to the internally displaced. Since 2012, we have delivered more than 22 million food rations, 9 million relief packages, 9 million medical consultations and 5 million vaccines to those in need across the country. The work of the Department for International Development is commended all round.

The determination was increased last week. On 17 August, I announced a further £10 million in additional emergency and medical support for Idlib. My right hon. Friend’s point about health centres is well made—we have more documented evidence of recent attacks on health centres. This is unacceptable. The deliberate targeting of health centres is against international humanitarian law, as he said, and that should be spelt out every single time.

I thank you, Mr Speaker, for granting this urgent question, and I congratulate my hon. Friend the Member for Cardiff South and Penarth on securing it. I can only echo what he said about the terrible bloodshed and humanitarian crisis that is looming in Idlib, the urgency for all sides to work to find some form of peaceful political solution to avert it, and the importance of holding those responsible for war crimes to account.

I want to press the Government specifically on how they intend to respond if there are any reports over the coming weeks, accompanied by horrifying, Douma-style images, suggesting a use of chemical weapons, particularly because of how the Government responded after Douma without seeking the approval of the House and without waiting for independent verification of those reports from the OPCW. If that scenario does arise, it may do so over the next month when the House is in recess.

We know from Bob Woodward’s book that what President Trump wants to do in the event of a further reported chemical attack is to commit to a strategy of regime change in Syria—and, indeed, that he had to be prevented from doing so after Douma. That would be a gravely serious step for the UK to take part in, with vast and very dangerous implications not just for the future of Syria, but for wider geopolitical stability.

In light of that, I hope that the Minister will give us two assurances today. First, will he assure us that if there are any reports of chemical weapons attacks, particularly in areas of Idlib controlled by HTS, the Government will not take part in any military action in response until the OPCW has visited those sites, under the protection of the Turkish Government, independently verified those reports and attributed responsibility for any chemical weapons used? Relying on so-called open source intelligence provided by proscribed terrorist groups is not an acceptable alternative. Secondly, if the Government intend to take such action, thus escalating Britain’s military involvement in Syria and risking clashes with Russian and Iranian forces, will the Minister of State guarantee the House that we will be given a vote to approve such action before it takes place, even if that means recalling Parliament?

The co-ordinated action that was taken earlier this year with the United States and France was not about intervening in a civil war or regime change; it was a discrete action to degrade chemical weapons and deter their use by the Syrian regime in order to alleviate humanitarian suffering. Our position on the Assad regime’s use of chemical weapons is unchanged. As we have demonstrated, we will respond appropriately to any further use by the Syrian regime of chemical weapons, which have had such devastating humanitarian consequences for the Syrian population. The right hon. Lady may recall that there are circumstances, depending on the nature of any attack, in which the United Kingdom Government need to move swiftly and to keep in mind, as their utmost priority, the safety of those personnel involved in a mission. I am not prepared to say at this stage what the United Kingdom’s detailed reaction might be or to give any timescale, because the importance of responding appropriately, quickly and with the safety of personnel in mind will be uppermost in the mind of the United Kingdom.

I pay tribute to the hon. Member for Cardiff South and Penarth (Stephen Doughty), who has done so much to stand up for the voiceless in this matter. Does my right hon. Friend the Minister agree that there is much that this country can and should do? Only recently the Prime Minister stood where the Minister sits now and talked of the attacks we had faced from Russian chemical weapons. Should we not also stand up to the Russians, who are financing this war, and to banks such as VTB that are trading on our markets and raising debt in this country? Is it not outrageous that these people are allowed to exploit our assets, property and laws to finance a war in Syria that is leaving hundreds of thousands injured and many more millions displaced, and that is fundamentally destabilising not only our interests but those of our partners around the world?

Russia has an important role at this stage of what will likely be the end of the formal conflict in Syria. It is taking part in attacks that appear indiscriminate—in relation to targeting civilians—and all the fears are that the civilian damage and humanitarian distress that we have seen in other parts of Syria will be repeated. There is an opportunity to prevent that. The United Kingdom has called on Russia and Iran to do all in their power, with the Syrian regime, to prevent it. This is an opportunity for Russia to step forward, to do what is right on the international stage—even at this stage—and to assist in Syria’s transition to something different. The United Kingdom remains determined to use any diplomatic measures and other sanctions at its disposal to ensure the conduct necessary to provide a more peaceful solution to the troubles in Syria and to end a conflict that has done so much damage.

I am grateful to the Minister for his answers and I commend the hon. Member for Cardiff South and Penarth (Stephen Doughty) for securing the urgent question and for the well-informed and passionate way he set out the background. He reminded us of the humanitarian catastrophe that is happening even as we speak.

May I press the right hon. Gentleman on something about which I asked the Minister for Europe and the Americas on 24 July? When the House voted in December 2015 for military action in Syria, it was in expectation that that would help in the establishment of an interim Government in about six months. Clearly that prediction went badly wrong, and it is not enough for the Government to say, as they did last time, that these predictions are difficult. Will the Minister for the Middle East say what lessons we learning about the reliability, or otherwise, of such predictions, especially if, as now seems might be the case, we are heading towards a scenario where the House is once again asked to give its consent to military action?

Secondly, I welcome the Minister’s mention of something else that I asked about in July: the UK following the lead of others in establishing a national mechanism for the prevention and prediction of, and the rapid response to, mass atrocities, chemical weapons attacks and so on? Will he give us more detail about, or at least an indication of, what he intends to do to keep Members updated and to improve on the response so far?

Finally, given the very clear evidence of the commission of war crimes, does the Minister agree that if there is an all-out, indiscriminate offensive in Idlib, the terrorists there will be able to get away, but the babies—as the Minister said, they outnumber the terrorists—will not? They are the ones who will be left behind to die. In those circumstances, should not such an all-out, indiscriminate offensive be classified as a crime against humanity, because it is clearly designed to cause civilian casualties? Will the Minister give an assurance that the pursuit of all those responsible for war crimes in Syria will also apply to members of the Russian military who are involved, including, if necessary, the commander-in- chief who has given the orders for these atrocities to take place?

The processes to try to bring about a political transition in Syria are still going on, led by UN special envoy Staffan de Mistura. Talks are continuing, and have been supplemented, to a degree, by talks that have taken place with those outside the formal process—Turkey, Iran and Russia. Efforts have failed because, on the ground, the regime has been successful, and the cost to it has therefore not been sufficient for it to want to make changes that would bring political reconciliation or political change. Those efforts are still being made through the United Nations. It is clear that a reimposition of the regime in its current form after the conflict is unlikely to bring stability to Syria, and to prevent the opportunity either for extremists to act again or for further civil unrest to occur. If the conflict is to come properly to an end, there will indeed have to be a degree of transition and change in the regime, and that will come through political efforts that are ongoing and will continue.

As for the prediction of events and military attacks, what the United Kingdom has been able to supply—the House will understand that I do not want to go into too much detail—is effectively an early warning system, which can be activated by electronic awareness of potential attacks. It can provide information through social media as well as by more conventional means, which enables people to take evasive action and to hide to the extent that they can. Of course, the best way to avoid civilian casualties is not to employ an early warning system, but to stop the bombing.

That leads me to the issue of war crimes. The designation of a war crime is not a political act, but a judicial act. Certain criteria are clearly laid out through international humanitarian law. There is an independent accountability mechanism—the so-called IIIM—that the United Kingdom is supporting in Syria. It is essential that, at some stage, the world is able to see accountability measures working. If there is impunity, there is injustice, and if there is no accountability, there is impunity. We will work with those systems. Whoever may be liable for war crimes, the United Kingdom will seek to ensure—through international and judicial means—that they are appropriately pursued.

I welcome the Minister’s remarks about chemical weapons. I want to develop the point about the primary and priority targeting of hospitals in Syria—in Idlib, and also during early parts of the civil war—which is one of the most flagrant and obvious violations of the Geneva conventions since the Spanish civil war.

Seven or eight weeks ago, the hon. Member for Wirral South (Alison McGovern) and I met 20 Syrian doctors, some of whom had been in hospitals that were bombed 30 times by the regime and its Russian backers. The Minister talked of naming and shaming Syrian military units, but he said nothing about shaming Russian and Iranian units that are involved in the same flagrant breach of the Geneva conventions, along with their command chains. Will he confirm that as well as naming and shaming those Syrian military units, he will name and shame individual Russian and Iranian units, pilots and chains of command?

Russia has continued its close military co-operation with the regime in spite of the atrocities that it has committed, including the use of chemical weapons. It has chosen to shield the regime’s use of chemical weapons from international scrutiny. Its repeated blocking of the mandate of the UN-OPCW joint investigative mechanism sent a dangerous signal to the Syrian regime that it could continue to use chemical weapons with impunity.

Russia must change tack. It must end its destructive support for the regime’s military campaign and instead support de-escalation and a political settlement. Of course, when information is available about those who may have taken part in war crimes, the accountability mechanisms that I have mentioned should, and must, come into play.

As has been said by almost every Member who has spoken today, the bombing of a hospital is a terrible war crime, but it is worse than that: doctors in non-regime areas in Syria, including Idlib, lack basic supplies. The Minister has been working on that, so may I ask him about his conversations with his Turkish counterparts and that of the Prime Minister? Have they been asked to make sure that the route through to Syria stays open, and will they help make sure that no doctor in Syria lacks basic medical supplies to save lives?

We have indeed been working extremely hard to try and make sure the supplies are there, and I commend the hon. Lady on her consistent championing ever since the beginning of this business in Syria of the White Helmets, civilian workers and the medical teams who operate there. We have indeed been speaking to Turkey about the efforts that might be made should there first be a movement of population. Turkey recognises that it is the first safe border to the north of the Idlib area and is likely to be called upon to use its resources. We and other international agencies have done what we can to ensure that what is available in the area to support people who are moving will be available. I understand that it is at present still possible to get assistance into Idlib; those humanitarian corridors are still working in a way they did not in other parts of the area. We will do all we can and respond in any way to further pleas for what may be necessary. We are extremely conscious of this, which is why I added £10 million extra on 17 August to the support the UK is giving specifically for medical aid supplies, to make sure they are available to those who need them. Turkey is working extremely hard both diplomatically and practically to try to stop the humanitarian disaster, because as well as preparing for it, we must do all we can to prevent it in the first place.

Does my right hon. Friend agree that the continued use of the UN Security Council veto by Russia has hampered efforts to prevent atrocities, and how can the UN be reformed so we can avoid this situation in the future?

Yes, as we have discussed a number of times in the House, the issue surrounding the Security Council at the moment is quite severe and will be for so long as the major powers use their veto in a manner that prevents action on issues where others are agreed. The power of veto is there for a specific purpose and cannot be gainsaid, but if it is always used to prevent the sort of action the rest of the world deems necessary, there is a risk the Security Council loses the moral authority it seeks to have. As we have seen in places where it has asked for ceasefires and humanitarian access in Syria and been denied, that problem still occurs, so I agree with my hon. Friend.

I welcome the right hon. Gentleman’s assurance that Britain will support a robust response should Assad resort to chemical weapons again, but the sad truth is that Syria represents the worst failing of the civilised world since Rwanda and Burundi, after which we said, “Never again,” so does he think that, when all this is over, there may be a case for an inquiry in Britain into how on earth we allowed this to happen?

The right hon. Gentleman raises a wider question and the Foreign Affairs Committee published something on it today. Indeed, sitting behind him is one of the members of that Committee, the hon. Member for Ilford South (Mike Gapes), brandishing a copy of the report, and I know his feelings about it very clearly, and all of us who were in the House on 29 August 2013 remember the circumstances. It would be wrong to pin the blame for everything that has happened in Syria on such a vote and such actions that were taken at the time. The responsibility for the tragedy of Syria lies fairly and squarely at the hands of Assad, the regime and those who have supported it, and we should look in no other direction. None the less, the question about what needs to be found out is real. I am not sure whether an independent inquiry is the right thing to do; we have been over this many times, but the right hon. Gentleman is right that there are lessons to be learned about how we got where we are, and they are essential because the world cannot go on looking on at these dreadful situations and feel as powerless as often we do.

I thank the Minister for his kind words and for reiterating the need to ensure that our military personnel are well protected from the disinformation that is being put out across the world. What can be done to stop the reported rise in attacks on medical facilities? Is the international community able to collect evidence so that we can hold to account these barbarians who are killing children and the sick?

To date, we have reports of some 37 attacks on medical facilities and health workers. These are being documented and detailed. As has been mentioned, deliberate attacks on such premises are a contravention of international humanitarian law. Every effort will be made, and our work with the accountability mechanisms such as the international, impartial and independent mechanism is designed to provide the necessary evidence, should accountability proceedings be held in the future, as we hope they will be.

Is the Minister able to give an indication of how many Syrians, Russians and Iranians are subject to asset freezes and travel bans and of how many cases are being built against those people for prosecutions for alleged war crimes? Would Mr al-Assad and Mr Putin fall into that category? Finally, would not the biggest contribution that the UK Government could make be to expand the family reunion scheme so that we could support more vulnerable Syrian refugees?

On reunion, the United Kingdom will see resettled the 20,000 refugees that were accepted by the United Kingdom, and that programme is proceeding well. We have done a great deal to settle people in the area and to see them returned. The big issue at the moment in Lebanon, Jordan and Turkey is not sending people to the United Kingdom; it is how safe they will be when they get back to Syria, which is where most of them want to go. There needs to be an adequate programme in relation to that. That is where the focus of our efforts is now, but that can come about only if there is a safe and secure Syria, where certain guarantees have been given by the state so that those who fled will not have reason to flee again.

Idlib is the last major rebel and jihadist stronghold, so this could well be the military endgame as President Assad seeks to finish the job, as he sees it, of re-establishing his regime. I do not know anyone who believes that the rebel forces can possibly win this conflict, so the fighting will end only if they are defeated or killed, or moved out of Idlib. As I understand it, the two main rebel groups are Hayat Tahrir al-Sham and the National Liberation Front. The first is linked to al-Qaeda; the second to Turkey. Can the Minister tell the House whether both groups are being attacked by Syria with its Russian backers? It seems to me that plans need to be put in place to move those rebel fighters out of Idlib. The alternative is that the Syrian forces will go in and defeat and kill them.

I am grateful to my hon. Friend for his question, in which there is an awful lot wrapped up. As I indicated earlier, the assessment by the United States and ourselves is that the extremist terrorist groups in Idlib constitute perhaps 0.5% of the population—a very small number, about 15,000 people. There are other groups fighting against the regime that the United Kingdom does not designate as terrorist groups, although they are so designated by the regime. There may be another 25,000 to 35,000 people involved in those groups. As I said earlier, the number of civilians in the area is much greater than the numbers in either of those two groups.

The possibility remains for those groups to surrender, either to Turkish or UN authorities, but for those who continue to hold out against any peaceful or negotiated end, if that proves impossible, there is little doubt that military action or special operations may become part of the future. It is essential to civilians that that does not happen, because they will inevitably be caught up in such activity if it takes place, so the determination is to try to find a way to negotiate an outcome.

My hon. Friend said that people could go elsewhere, but the problem is that Idlib is the end of the line. It is where people have been brought to now. Whatever the solution, it must be an Idlib solution, and we are pressing all the authorities to do all they can for a negotiated surrender solution, if that is possible, to spare lives. However, the most important thing is that those who have had no contact with extremist groups and the civilians who have been caught up in this should be safe and free from the risk of indiscriminate attacks, which should stop now.

The Select Committee’s unanimously agreed report on “The Responsibility to Protect and Humanitarian Intervention”, published today, says:

“There has been a manifest failure to protect civilians and to prevent mass atrocity crimes in Syria.”

It calls for an independent inquiry to investigate the processes that lead to and the consequences of the Government’s decision not to intervene in Syria. We could have intervened in 2011, with humanitarian corridors and no-fly zones, and the Minister referred to the 2013 debate and others. However, why are we quite happy to hold inquiries when we do intervene, such as with Iraq, but not when we do not intervene? As the Committee points out, the consequences of non-intervention by the international community can be worse than those of intervention.

It is obviously too early to give an official response to the Committee’s report, but the hon. Gentleman and I know the circumstances well. There is absolutely nothing to stop a further inquiry by this House into the decisions that were made and why. Indeed, I can remember most of the arguments now. However, he is correct that Syria has demonstrated the consequences of non-intervention in a way that had not been made fully clear before. Many of the political arguments at the time were based on what happened in Iraq and Afghanistan, and I remember the public—it was nine to one—telling Ministers and Members not to do anything.

We now know that there have been consequences of that non-intervention. I do not know what the right forum is to learn still more of that, and I am not sure about the process, but now that the potential damage from non-intervention is established fact, the hon. Gentleman is right that the House needs to consider the consequences of non-intervention as well as intervention. I should add of course that there has been intervention since 2013, just not by the United Kingdom and its allies.

My right hon. Friend has already spoken about Russia’s gross dereliction of duty in its continued wielding of its veto on the UN Security Council. What can we, the Americans and the French—our allies on the Security Council—do to try to resolve this impasse to save the many thousands of civilian lives that will be lost as a result of this dereliction of duty?

Every diplomatic tool is being employed to demonstrate to those currently responsible for actions in Idlib the risk that they are taking—the risk to international humanitarian law, future accountability and the need to avoid both civilian casualties and the use of chemical weapons. That effort is being exercised by the international community as a whole. As I mentioned earlier, the UK was distressed by the fact that a ceasefire and other efforts promoted by the United Kingdom at the UN Security Council last week were not supported by Russia and the Syrian regime.

I am grateful to the Minister for all his responses to questions on such an important issue. Can he expand on his response about how and when action will be taken against those commanders who have been found to be responsible for these illicit attacks, for these war crimes? It is not good enough to say that it will happen at some stage. Will he reassure us that no stone will go unturned and that these people will be held to account, and held to account quickly?

In all honesty, it would be comforting, both to the House and to the hon. Lady, for me to say what the process will be and that it will be swift and so on, but I do not believe I can say that. Look how long it has taken for there to be accountability for serious crimes at Srebrenica. It depends on the gathering of evidence, and it depends on the willingness of authorities to take part and the willingness of the agencies to bring forward those within their own communities who might have been responsible.

We looked at the Burma fact-finding mission last week, and it is a scar on the world community that it can attribute blame, that it can demonstrate what has happened but that the processes of accountability are incredibly slow. We have done all we can at present to give people the tools they need to collect evidence. The United Kingdom has worked hard to explain to people how they can collect evidence and keep it safe to record crimes, but, ultimately, an accountability mechanism is still needed to bring that forward.

All I was able to say at the United Nations last year, when we moved the resolution on the creation of the accountability mechanism, was that the wheels of justice may grind slow but they grind exceeding small, and they get there. I wish I could say how much quicker it will be, but that tends to be the truth.

A joint statement issued by the United States, France and the United Kingdom made it clear that we will respond appropriately to any chemical weapons attack. Nobody wants to do that, and the warning was intended to prevent it, rather than to give an indication of response.

I echo the comments of my hon. Friend the Member for Ilford South (Mike Gapes) on the Foreign Affairs Committee’s report. I hope that, at some point soon, we can try to find a way out of this political and intellectual cul-de-sac whereby intervention seems to be seen as, de facto, the bad response and non-intervention as, de facto, the peaceful response. Let us look at the lessons we have to learn from Syria.

I have a specific question for the Minister. Will he update us on the possibility of safe exit and assessment points on the border with Turkey and on assistance with triaging people who have to flee so that we can provide more resettlement, possibly in this country?

As I indicated earlier, we are working very closely with Turkey on what the responses would be if a large number of people were to move. Preparations are already in place for the provision of support in safe areas on the Syrian side of the border. Turkey is cautious about a large number of people coming across the border, and we have offered assistance in relation to that. All this is currently being worked out to try to find the best ways in which humanitarian access can be safeguarded and to find how people can be protected. That work is ongoing, and I commit to updating the House whenever anything new is available.

I mentioned this earlier, but I am keen to repeat that the difference we have been able to make is in supplying food, humanitarian assistance and medical assistance to literally millions of people in Syria over a period. Specifically, between January and December 2017, our support in Idlib governorate provided approximately 653,000 people with access to clean drinking water, immunised 1,335,000 children under five, helped 321,000 children access education and provided 398,000 medical consultations. That is just in Idlib; that is the Department for International Development; and that is the United Kingdom’s population getting behind our work.

I thank the Minister for his response to the urgent question. There is a strong and significant evidential base to show that Assad has given the green light to the gas attacks. I am certain that, as the Minister has said clearly, the Foreign and Commonwealth Office is doing everything diplomatically possible to prevent gas attacks, which would have an impact on innocent women and children. As the noose closes around Idlib, what additional aid and practical support will the Minister’s office make available to deal with what will undoubtedly amount to massive casualties?

Without going into detail, I say to the hon. Gentleman that whatever preparation can be made is being made. We are conscious of the risk, and as I indicated earlier, we are also conscious of the fact that should there be an attack, disinformation would be spread about it. We want to make every preparation possible to save lives and treat people should it become necessary, and that is certainly being done by providing the supplies that are available in the area.

As I indicated earlier, the issue is not necessarily moving people across the sea to areas either in Europe or elsewhere. We have already seen the difficulties of displaced populations. The effort is appropriately directed towards ensuring that people are immediately safe but then that they are returned to a safer Syria. What the area wants is not more refugees, either in Turkey, Lebanon, Jordan or elsewhere, but the means and mechanisms for people to be returned to their home areas safely. That will take further negotiation and the absolute commitment of the Syrian regime that people should be safe, so there is a lot to be done. I am not certain that there is any need to evacuate people to UK sovereign bases, because there will be other areas nearby where people would be safer, but it is much easier for people to return to their homes when they have been settled closer to home after displacement than when they have been overseas.

Yes. One of the points I am coming to later—I thank my hon. Friend for mentioning it—is that we are at the moment in a global struggle with authoritarian states that wish to use cyber but also open societies to undermine those open societies and the freedoms that we have. Therefore, to see the BBC—the World Service, radio and TV—endlessly begging for money is, again, a luxury that we cannot afford. I believe that we should rebalance overseas spending, respecting aid, but redefining how that is done.

Do we have a grand strategy, or is grand strategy a thing of the past? It very much feels that we are simply muddling through with a foreign policy. We have stumbled into Brexit. I voted for Brexit, but we have stumbled into it. The European Union has treated this like the mother of all vicious divorces, while we have treated it as a flat-share partnership in which we are going our separate ways. I think that if we stumble into a global Brexit, it will not be particularly helpful to our future.

Those are just some of the questions. I will also be thinking about these themes, and writing about them, as I have today on ConservativeHome. I know that the Foreign Office and other parts of our Government are very focused on Brexit—in fact, politically, our political classes are obsessed by it to the diminishment of the domestic agenda, which I think is extremely serious in its own right—but more thinking on global Britain would not go amiss.

To come on to the point raised by my hon. Friend the Chair of the Foreign Affairs Committee, the international order is under threat.

The Minister was waving earlier, and I thought he was just being friendly and agreeing with me, as ever.

The international order is not being helped by President Trump, whose actions are deeply rash and foolish. However, the main structural threat to the international order comes from authoritarian states that are trying to break down the current system. As I have said, one of the key battles we face is how we will protect the future of open and free societies against states that want to undermine them. China is doing it gently, while Russia and Iran are doing so much more aggressively.

Although China is being more subtle, its aims are somewhat the same. It does not have Russia’s little green men, but it has little blue men pushing the maritime boundaries. It has claims in the South China sea, it has tried to change the law of the seas and it is building artificial islands. It is offering loans to Vanuatu and other Pacific states, and it is building up an unhealthy degree of influence in New Zealand and Australian politics, some of it corrupt. Against that, we need global as well as Atlantic and European alliances. That leads me to raise this question: NATO—the North Atlantic Treaty Organisation—has been a force for good in our area, but does it need to be extended to have a global front?

The international order is not perfect, but it is worth defending, but one of the things that is changing and making it more difficult for the international order to work is the nature of warfare. Conventional warfare is becoming rare and forms of non-conventional warfare are becoming much more common. Indeed, one of my roles when I was serving in the military was to understand these new forms of unconventional war. This has put significant pressure on the norms of war. For example, in Syria, the Syrian war—now in its seventh year—is arguably the first in history in which hospitals and medical facilities are the primary and, indeed, the priority targets for the Syrian regime backed by the Russians. Yesterday, we talked a great deal in this House about bringing to justice people in Myanmar, but there is an embarrassing degree of silence in the western world about naming Russian regiments and Russian planes that are dropping bombs on hospitals.

It is a pleasure to respond to this debate. First, may I congratulate my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat), the Chair of the Foreign Affairs Committee, on securing it and on all he does to support and challenge United Kingdom foreign policy through that chairmanship and his team? I am grateful for the contributions made by other hon. Members. We always face a limitation in this debate; we get 10 minutes or so to respond to thoughtful and considered contributions that have added up to nearly a couple of hours, and it cannot really be done. It can be done better by speeches and by conversations with the Select Committee, and I commend the Foreign Secretary’s recent speech in Washington as a start. I will do my best to make some points in relation to what has been said.

I will cover some of what my hon. Friend said in these remarks. As to what is going to be different, that might be difficult, because we have always been global Britain; it is not that there has suddenly been a gear change because of Brexit. The issue of the EU and EU engagement is a really important one. He spoke of John McCain and his recognition that the US was enhanced through alliances, and I have always believed the UK was enhanced through alliances. One problem of Brexit will be that we lose the automatic political structures that the EU provided, and colleagues have rightly said that we need to find a way of re-engaging. For the Foreign Secretary, for other Ministers in the Department and for me, the speed-dial remains, “Paris, Berlin, Rome”. These are the places we contact, and we will build these things up. My hon. Friends the Members for East Renfrewshire (Paul Masterton) and for Hornchurch and Upminster (Julia Lopez) spoke about that. May I also commend what she said about the Konrad-Adenauer-Stiftung? I made my first visit with it 35 years ago, and I am still in touch with it, and with friends in the Christian Democratic Union and in the Christian Social Union—we built up through there. Those foundations were vital and we miss those party links at our peril. They are so important.

My hon. and gallant Friend the Member for Tonbridge and Malling spoke about the cost of war. He and others, such as my hon. Friend the Member for Isle of Wight (Mr Seely), have experienced that in a manner which others have been spared, and he is right to recognise that at the heart of policy is a determination to do all we can to prevent that. He spoke of governance and the importance of government; that is absolutely right. In so many of the places where we see conflict or the likelihood of it arising, the failure of governance has been catastrophic.

My good friend the hon. Member for Ilford South (Mike Gapes) made a typically brave speech. I commend him for reminding us of successive Labour Governments’ commitment to defence and security through NATO. I notice that the right hon. Member for Islington South and Finsbury (Emily Thornberry) responded to some of his challenges, but not all.

My hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) reminded us of the good things in the world—the things that have changed—and that is positive, but also why we have to have great expectations. There is a lovely line in “The Way We Were”, when Robert Redford turns to Barbra Streisand and says in frustration, “You expect so much”, and she looks at him and says, “Look at what I’ve got!” We are the same with the world: we expect, because look at what we’ve got. Look at what we risk if we do not keep it.

The hon. Member for Bristol North West (Darren Jones) offered particular challenges on climate change, as well as on other matters.

My hon. Friend the Member for Isle of Wight made a series of challenges in relation to his ConservativeHome article, and spoke of some structural changes that he wanted to see.

The hon. Member for Aberdeen North (Kirsty Blackman) spoke of the importance of the sustainable development goals—I am wearing the badge; they are important. It is most important to find ways to prevent conflict by making sure that a conflict has ended effectively.

I commend the right hon. Member for Islington South and Finsbury for speaking of Kofi Annan, who was probably the first UN Secretary-General whom I got to know. His stature and what he stood for are immense.

The right hon. Lady also touched on something that is important to bring into a debate such as this: the messy area of compromise. It is great to bang the table and be very clear about our values, but what do we do when the restatement of values does not produce the results that we want, in a world where people do not do what we want, where our friends sometimes do not do want we want, and where things are more nuanced? That is where diplomacy comes in, and that is what is sometimes the difference between standing at this Dispatch Box and standing at the Opposition one. My hon. Friend the Member for Tonbridge and Malling will experience what it is like in relation to foreign affairs, I have no doubt. Sometimes, an ethical foreign policy lasts only the distance between the Dispatch Boxes, in every effort. Unless we have that at the back of our mind and unless we reject what the right hon. Lady said about the core of British policy, which is not all about trade—it is about the whole variety of other things for which we stand—we will risk losing something. Alas, life is sometimes messier than we would wish.

Global Britain describes the Government’s vision for this country as an outward-facing, globally engaged nation; influencing and leading on the world stage; reinforcing what it has always been; projecting our influence; championing democracy, human rights, and the rule of law; protecting our people; and promoting our prosperity. It was coined in the aftermath of the vote to leave the EU, partly in response to the narrative that the UK would turn in on itself after Brexit. Global Britain is a clear rejection of that narrative, which was never at the core of those of my colleagues who took that particular line. It is not an empty slogan. Although our departure from the EU is an important factor, it is not the only one, because global Britain is also about how the delivery of UK foreign policy must adapt and evolve in a rapidly changing world. It is about strengthening our bilateral relationships around the world, as well as our partnerships with important regional bodies. That is why we are expanding our diplomatic network with 10 new posts and more than 250 new diplomats.

New investment is also necessary to protect and defend the system of international rules on which our prosperity and security have depended for more than 70 years—a system that is under strain. Some challenges are natural. There is nothing in a post-1945, heavily western-orientated order that should not be open to evolution. Some challenges come from the shift in economic gravity from west to east. As the second largest global economy, China’s desire to take on a greater leadership role and to change some aspects of the system to better reflect its position is entirely understandable. However, China’s mixed record on respecting the existing system and its rejection of liberal democratic values remain a concern. Other challenges come in the form of anti-globalisation and populist movements that question the wisdom of international co-operation and free trade. Others criticise the multilateral system for failing to deal with conflict, inequality, and human rights violations.

The debate was right at various times to highlight the threat from Russia in particular. I welcome a statement made in the past hour from international partners expressing full confidence in the Prime Minister and the United Kingdom’s response as articulated in the House yesterday. Russia has the privilege and responsibility of a permanent seat on the UN Security Council, but continues to flout its responsibilities, annexing territory in Europe, shielding the regime in Syria, which violates the international ban on chemical weapons, and instituting cyber-attacks that are reaching deeper into our politics and our critical infrastructure. I note that a number of colleagues have intervened on this issue and I commend some thoughtful speeches.

The rules-based system is, however, resilient. It continues to ensure that the great powers have not been involved in a global war, but flexibility must not become fragility and confidence must not become complacency. Any erosion, as opposed to evolution, of international rules and institutions threatens the very basis of our advanced democracies, our open societies and those free economies. That is why objectives for a global Britain are predicated on the conviction that strengthening the rules-based international system and the institutions and the values that underpin it remain the best way to ensure our collective and individual security and prosperity.

My hon. Friend, the Chair of the Select Committee, spoke of the importance of shaping events, rather than being shaped by them. We continue to work at the UN as shapers and as penholders in a number of areas including in Libya and Burma. In Yemen, we are actively supporting the efforts of UN Special Envoy Martin Griffiths to build trust between the parties and to bring them to the negotiating table. We know how important it is just to bring that conflict to a solution. We also remain concerned about Iran’s destabilising role there and other places.

In Syria, we are supporting the urgent diplomatic efforts being made by Turkey and the UN to avert a human catastrophe. Those of us still scarred by the events of August 2013 know now that the international order has to consider inaction as well as action as it looks at how to establish itself.

It has been understandable to characterise recent crises in foreign affairs as a challenge to the world order and fear that what has been so painstakingly built following the tragedy of the wars of the 20th century might be lost. It is not surprising. I was born in 1955 within striking distance of the war’s end. While I was growing up, unknown to me, the architecture was being put together. The EU, born out of the disaster on our continent, was a deliberate attempt to forestall the accumulation of the then requirements for a war economy—iron, coal and steel.

That generation has gone. It is essential that what drove it is not forgotten, but, as the debate has indicated, while we worry about what we might lose, let us recognise and cherish the world that we have and defend it and its values robustly even though it sometimes calls upon comprise. We must not mistake evolution for fragility or allow the undermining of rules under a guise of seemingly benign objection. Let me echo a great phrase of Robert Kennedy: global Britain will continue to see the world as it is and question why, but never lose sight of a world as it might be and ask why not.

We are deeply concerned by the tragic incident in which so many were killed. My right hon. Friend the Foreign Secretary spoke to his Saudi counterpart shortly afterwards and pressed for a quick and transparent investigation, so the recent announcement of the outcome, the coalition’s regret and action to address the recommendations are important developments. We call on all parties to adhere to international humanitarian law, and to engage in the UN-led talks this week to reach a political settlement.

It beggars belief that anyone could claim that a school bus travelling through a marketplace crowded with civilians could ever be a legitimate military target, but that is precisely what the Saudi Arabian regime did. Does the Minister now accept that the previous Government policy of leaving Saudi Arabia to investigate its own crimes is not working, and will the Government support the call from the United Nations Human Rights Council for us to refrain from providing arms that could be used in this dreadful conflict?

The hon. Gentleman’s concerns are obviously shared by all, but let me draw attention to the fact that the report produced by the Joint Incidents Assessment Team is almost unparalleled in terms of admitting error and pointing out where that error was. I think that the hand of the United Kingdom can be seen in the work that we have done with the coalition over time in order to ensure that should things go wrong, there is proper accountability, and I think that that is what we have seen in the report. Of course we regret the circumstances hugely, but what is most important is for the conflict to come to an end so that we see no more of this.

As the Minister will know, in the past I have offered help from SNP Members to support the work of Martin Griffiths, the UN special envoy for Yemen. I have also issued a plea for a halt to the bombing and the weapon sales from the UK to Saudi Arabia, and for the envoy to be given space in which to do his work and, indeed, back up some of the great work done by Karen Pierce, our ambassador to the UN, who has asked for a review in the event that an investigation proves flimsy. Why is the Minister tone deaf to those calls? How many more Yemeni children have to die?

I am grateful for the hon. Gentleman’s approach to this and know that he wants Martin Griffiths’s work to succeed. The United Kingdom is not tone deaf to this at all; I draw attention to the detail of the report which sets out the errors that were made and suggests that this would just not have happened some time ago. I am not aware of it happening in parallel with others responsible for humanitarian offences and issues in the region, such as the Houthi; there is no comparison with this. We are not tone deaf; we will continue to work with partners but the most important thing is to give Martin Griffiths that space so that the conflict comes to an end.

The value of British arms sales to Saudi Arabia surpassed £1billion in the first six months of 2017 alone. Is not one of the most effective diplomatic and political steps the Government can take right now to join other countries such as Germany and Norway and stop selling arms and call for a genuinely independent international inquiry to fully establish culpability?

I understand the force of the question and I think we will be coming to that in detail in a further question, but the short answer is no. The coalition acted in support of a legitimate Government; they are currently having missiles fired at civilian targets in their own state and I do not see the political justification for withdrawing our arms.

Assad has been roundly condemned in this Parliament many times for dropping bombs on schools and hospitals, let alone the barrel bombs, so why are the Saudis getting off lightly in this case when they are acting like barbarians? The Minister should go and tell them that.

There is no justification for any breaches of international humanitarian law. It is absolutely essential that it is adhered to, and should errors be made in any bombing, the United Kingdom will continue to ensure that those responsible are called to account, but the way in which there has been a particular response on this is, in my opinion, unparalleled.

The United Kingdom continues to work very closely with all parties to ensure that special envoy Martin Griffiths has the necessary space. We are in constant contact; I spoke to the Deputy Foreign Minister of the United Arab Emirates yesterday and spoke to the Saudi Arabian Foreign Minister just this morning to urge the maximum support for the negotiations, and we have spoken to other parties who have an opportunity to make representations to others involved in the conflict to do exactly the same.

Last week’s United Nations expert panel report on Yemen completed before the bus bombing of 9 August said that the Saudi coalition was routinely ignoring its own no-strike list of 30,000 civilian sites. Surely that is the very definition of indiscriminate bombing. In light of that, how can the Government continue to claim that there is no clear risk that the arms we sell to Riyadh are being used to violate international humanitarian law?

The particular report that has been brought forward is not accepted in full by the coalition, and there are some elements of it that the UK does not accept, so we are looking at that more carefully. The important thing is—the hon. Gentleman is absolutely correct on this—that international humanitarian law must be adhered to, but the practices of the coalition that have developed over the conflict to ensure proper investigation should anything go wrong are far more developed than they were. Nobody wants to see such investigations because nobody wants to see the actions that have caused them, and that is the UK position.

We assess arms exports to Saudi Arabia against strict criteria. The key test is whether there is a clear risk that the items might be used in the commission of a serious violation of international humanitarian law. We take this very seriously and keep licensing decisions under careful review.

The New York Times reports today that Spain has heeded the United Nations Human Rights Council’s group of eminent experts on Yemen and ceased its sales of arms to Saudi Arabia for fear that they might be used in Yemen. This decision was taken following the publication of the report, which also expressed serious concern about the independence of the Joint Incidents Assessments Team. How many children in Yemen have to be blown to pieces on a bus before we cease our arms sales to Saudi Arabia?

That incident, and the deaths of any civilians, particularly children, caught up in a conflict are always dreadful. The most important thing is to bring the conflict to an end. We assess our arms sales on a case-by-case basis. I indicated earlier that the coalition was engaged in Yemen to try to reverse an insurgency. That insurgency is now firing missiles at civilian targets and, accordingly, I do not think that the political justification to withdraw arms sales to Saudi Arabia is made, but it is essential that international humanitarian law is adhered to and that there are no such further incidents.

There is an urgent need to restart the peace process, and we regularly press Israel and the Palestinians to resume direct negotiations towards a two-state solution. We are in close consultation with international partners on how to encourage the parties to the middle east peace process to reverse the negative trends on the ground. Rocket fire and other violence makes achieving peace more difficult.

I am grateful for that answer. The World Health Organisation reports that 10 Palestinian people, including a pregnant woman and her two children, were killed and more than 400 were injured by Israeli forces in one week in August. Instead of deploying even more chatter, why will the international community not actually act and protect some of the most vulnerable people on earth?

The experiences in Gaza and the crisis we have seen over the summer have different roots and causes. It is essential that all those who are contributing in any way to the violence in relation to the process desist and find a way through to the peace opportunities that are there. We deeply regret the loss of life, and it is essential that all sides respond to that. Also, the violence that comes from Gaza towards Israel is making negotiations very difficult.

Both the rocket fire and the incendiary devices that have come from Gaza have certainly made this difficult for Israeli politics, because a great deal of damage has been done in the area, which encourages people to demand that their Government protect them and keep them safe. As we know well, there are difficulties on all sides. Our concern has been that the problems in Gaza have made it more difficult for the negotiations, which we all anticipate following the US envoy’s reports, to get started. That is why we urge a restraint on violence and that the talking going on all through the region bears some fruit.

In response to the cruel decision taken by the Trump Administration to cut US funding for the United Nations Relief and Works Agency, the German Government have pledged to increase their financial support for the agency. Will the Minister commit his Government to do the same, so that Palestinian refugees do not suffer as a result of the President’s decision?

I am pleased to announce to the hon. Gentleman and to the House that today we have taken the decision to increase funding to UNRWA by a further £7 million. I spoke just a couple of hours ago to Commissioner-General Pierre Krähenbühl to express our support for UNRWA. We understand the concerns of the United States, but we do not believe that the way it has gone about this is correct. We will continue to support the most vulnerable people, because that also forms a vital part of a just solution to the issues between the Palestinians and Israel.

Does my right hon. Friend agree that the single most important thing for both unlocking the peace process and bringing relief to the desperate lives of Palestinians in Gaza is for Hamas to renounce violence and terror, and turn its back on those ways?

Yes. Hamas’s resistance to meeting the Quartet principles and to renouncing violence, by contrast to the Palestinian Authority, who have done that for many years, is indeed a stumbling block. Talks, brokered by Egypt, are taking place in the region, as we are well aware. Who knows what will come out of those talks, but if there is to be any progress in the future, Hamas’s position on Israel has to change.

To follow up on that point, there needs to be the renunciation of not only violence, but of the idea of the annihilation of Israel as a state. If we are to have proper negotiations, is it not critical that they are based on a mutual recognition of people’s rights and not on the basis of Hamas and others wanting to see the destruction of Israel?

Of course, the right hon. Gentleman is right; Israel cannot be expected to find an accommodation with terrorist groups that seek an annihilation and the extinction of the country. However, there are opportunities to make progress on that. Hamas’s position is in contrast with that of the Palestinian Authority, who have accepted the existence of Israel and worked with it on security matters in the past 20 years. A resolution has to be just to all sides in the situation, but Hamas’s position cannot hold.

I welcome what the Minister has just said about new funding for UNRWA. Labour has been saying for months that proposed cuts from Donald Trump would damage Palestinian schooling and education and harm the peace process. Will the Foreign Office also now take the lead in organising an international emergency conference, so that others may also pledge more support?

I am grateful for the hon. Lady’s support, and it is a common view in the House. We have increased funding more than once during this year, and more than £40 million extra has been brought forward to support UNRWA. I spoke to the commissioner-general about education in particular. He has the funds to open the schools at present and keep them going, but this will depend on further funding decisions in the future. I hope that we will be able to take part in mutual discussions at the UN General Assembly with other states that are affected. This is not just about the west bank and Gaza; it is also about Jordan and Lebanon. It is about places where children are getting an education. We are talking about an education that is gender neutral in a way in which other parts of the education system in the region are not. The question is: if UNRWA does not provide the education, who might? That is why it is so important to keep this going.

T8. The Indian state of Kerala has suffered its worst flooding in almost 100 years. One million people have been displaced and more than 400 have already died. This is some distance from the middle east, but in the absence of my right hon. Friend the Minister for Asia and the Pacific, I will say that I am aware that we have been engaged in supporting British citizens and in offering support to the Government of India where necessary. The Government are very self-sufficient, as they have dealt with similar issues before, but we have said that, should there be things they need, we will help. As always, our FCO team has been touch through its consular service with those who seek support.

Further to the Minister’s earlier remarks, will he make it clear to our Saudi allies that they are on a hiding to nothing in this war in Yemen and that every effort must be made to support the peace process being brokered by Martin Griffiths, the UN Special Representative for Yemen? Will the UK support renewal of the mandate of the UN’s group of eminent experts on Yemen at the Human Rights Council this month?

Will the Minister insist as a matter of urgency that Kurdish representatives are allowed to attend the peace process meetings on the future of Syria?

Kurdish representatives are already included with the representatives of the Syrian opposition. Any further invitations are up to Staffan de Mistura, who is responsible for the negotiations, but the hon. Lady is right that it is absolutely important that Kurdish interests are represented.

There are reports this afternoon that Russian war planes have resumed bombing in Idlib province. What can we do to help Staffan de Mistura’s plan to create a humanitarian corridor to prevent more civilian tragedy in Syria?

In the first place, it is essential to convey to the Syrian regime, through its partners, the need to avoid a tragedy in Idlib, and that includes a bombing campaign or anything similar. I have been in contact with Turkey. I will be speaking to the Turkish Deputy Foreign Minister later this afternoon. It is essential that we find a way for non-combatants to leave the area, and all efforts are being made with all partners to try to ensure that this will be the case. However, the House should not be in any doubt that there is likely to be some military action. There are some terrorist entities in Idlib against whom the United Kingdom has been engaged in the past and who pose a threat. It is essential that there is not a humanitarian disaster, nor the use of chemical weapons.

What assistance has the Foreign and Commonwealth Office given to the victims of the devastating earthquakes on the island of Lombok over the past two months—UK citizens in particular—and to the humanitarian effort in general?

Will the Foreign Secretary respond positively to Etienne Krug of the World Health Organisation, who said that any Foreign Secretary’s priority should be the end of violent deaths of so many children worldwide?

The hon. Gentleman is right to raise this. I have regular contact with the WHO through my responsibilities at the Department for International Development. There is a tragedy of children caught up in violence wherever it may be, whether it is the result of trafficking, abuse or conflict. This is not just for the WHO; it is for all parties involved. It should be of interest that only last week we spoke about mediation at the UN General Assembly. There must be more mediation, rather than confrontation, to end conflict.

It is very welcome that the UK is the first country to support the International Fund for Israeli-Palestinian Peace to bring people together to build peace, reconciliation and coexistence—vital for a lasting settlement. What multilateral and bilateral steps will the Government now be taking to build international support for that vital fund?

The right hon. Lady is right that one of the elements of distress over the years has been the gradual separation of young people, in particular, in the Palestinian areas and those in Israel. All efforts to use the organisations that bring people together are to be supported and sponsored. She will know well that we have a bilateral programme to do this. I hope to ensure when I am in conversation with others, particularly at the UN General Assembly, that this area is not neglected and that we see more of it. It also forms part of the comprehensive settlement we know is necessary to end the conflict in the area.

It is a pleasure to serve under your chairmanship, Sir Christopher, as always.

I thank the right hon. Member for Enfield North (Joan Ryan) for securing the debate. I shall not be able to answer all her questions this afternoon. The time I had available to prepare was cut short because earlier in the main Chamber I had to deal with an urgent question about the demolition of Khan al-Ahmar. Some Members present were there for that, but not everyone. I am afraid that it ate into my time, so I have not been able to do as much preparation as I would have liked. None the less, I am grateful to her for raising a subject that is, across the House, of considerable interest and concern, which is shared by me and all Ministers.

The UK strongly condemns all forms of violence and incitement on both sides of the Israeli-Palestinian conflict. We continue to urge the Israeli and Palestinian leaderships to avoid engaging in or encouraging any type of action and language that makes a culture of peaceful co-existence and a negotiated solution to the conflict more difficult to achieve. Nowhere are the values of peace and tolerance more important than in education.

It was perfectly right and proper for the right hon. Lady to cite a series of examples. None of them was justifiable, and the United Kingdom would not seek to justify them in any way, but we have discussed such matters too many times in this place, and too many attitudes are born out of the conflict’s history and context, making them difficult to escape. None the less, if a future generation is to have the opportunities that we want for it, that will have to start in schools—all the schools, and all the teaching of those who go to school. As I mentioned earlier, one of my concerns is that over time the distance between young people and others, between Israelis and Palestinians, becomes greater, because of the length of time the conflict has gone on and because of a hardening of attitudes on all sides. We have to start with that, but we have to see what we can do about such an important issue.

In May, in Ramallah, I raised incitement with the Palestinian Education Minister in a meeting about the UK’s future support to the Palestinian Authority. To give the right hon. Lady the concrete example she is looking for, I sat across a desk from the Education Minister and asked him about incitement in textbooks. We talked about what to do and he answered me. It is that direct—straightforwardly, with a colleague. I shall move on to what we will do in a moment, but British officials hold similar conversations with other Palestinian counterparts, so it is done and it is done directly. The Education Minister welcomed the prospect of an independent international review of Palestinian textbooks and assured me that the Palestinian Ministry of Education and Higher Education would take seriously the findings of any such review. I shall move on to that in more detail in a moment.

The UK is a long-term supporter of Palestinian education. Last year UK aid helped up to 24,000 Palestinian children in the west bank go to school. I saw for myself the positive impact of our money on the lives of just a few of those boys and girls during my recent visit. The children I met at an elementary school in Ramallah showed me with pride their school garden and artwork, and told me about their hopes and aspirations for the future—to be doctors, engineers and teachers. They need our help to have a fair chance of making those dreams a reality. They are the peace-builders of tomorrow, and that is why it is vital that the UK and other international partners support them.

Our continued support will come with a continued strong challenge to the Palestinian Authority on education sector incitement. Let me be very clear: education has no place for materials or practices that incite young minds towards violence. I have seen the reports expressing concern about the content of new Palestinian textbooks, and I take the findings of those reports seriously. Our response must be rigorous, evidence-based and made in the company of other international supporters of the Palestinian education system, in order to ensure that the Palestinian Authority hear a strong, credible and unified voice about what must be done so that their textbooks support peace and do not incite violence.

That is why we are in the final stages of discussions to establish an independent textbook review jointly with other donors. The plan at the moment is for the review to be completed by September 2019. Department for International Development officials have begun preparation for that independent review. It will be evidence-based and rigorous, to ensure that the Palestinian Authority hear that strong, credible voice. In the interim, we shall continue to express concern about incitement with the PA.

A specific concern was the new pilot textbooks, which is why they are the most appropriate focus for analysis and our immediate work with the PA. Separately, we are interested in the role that education can play in promoting tolerance and inclusion. We shall, accordingly, look at other aspects of the education system, including the broader curriculum.

Why are we seeking a joint review instead of doing it ourselves? We think that joining up with other donors will provide a rigorous analysis of Palestinian textbooks and a unified voice from the international community about what the PA need to do. That will also deliver value for money and avoid the risk of two different analyses from competing authorities.

I did have one concern when the right hon. Lady mentioned the review. She suggested that in some quarters the review of the Institute for Monitoring Peace and Cultural Tolerance in School Education was disregarded, but I too was concerned at some of the findings. The Department has met IMPACT-se to investigate further, but we thought that an objective review was also necessary. It is right to have done that.

In answer to the hon. Member for Dudley North (Ian Austin) on co-existence, as I think the House knows, I value such projects very much. Some are proceeding at the moment with £3 million in support, but we might well have more in future. I have listened to the right hon. Lady, the hon. Gentleman and indeed the hon. Member for Birmingham, Northfield (Richard Burden) on that, because if such co-existence projects are to work, they must come with support from all sides. There is more that we can do, and that is important.

Our ambition for inclusive education must be much greater than simply to ensure that textbooks do not incite violence. To contribute towards a just and lasting peace, we must promote positive portrayals of others to instil the values of peace and tolerance in the minds of young people. That is why the UK will continue to seek ways of ensuring that our current and future support for education brings young people together to build confidence, trust and understanding across communities.

To conclude, I reiterate that the UK condemns incitement in all its forms. I shall continue to raise the issue directly with the leadership of the Palestinian Authority, both during and upon conclusion of the textbook review. I shall also continue to encourage positive portrayals of others on both sides of the conflict, because that is vital to deliver a two-state solution that will lead to a just and lasting peace.

To repeat one or two of the things that I said in the earlier debate, a lasting and just peace is based not only on words but on actions. Actions that are detrimental to a two-state solution and look likely to make it more difficult will be condemned by the United Kingdom Government—we do make such condemnations, such as that of the demolition of Khan al-Ahmar, which started earlier today. On both sides of the conflict, things are done that make peace more difficult. Incitement is wrong and should not be any part of the situation. Each party to the conflict, whether Hamas pushing people towards the fence to be killed or those involved in actions likely to make a two-state solution more difficult, bears responsibility for the peace we need in the future.

This House is clear in its determination that a two-state solution is the only viable future. We have to continue to be clear and determined about that. We have to ensure that those we talk to know that we mean it seriously. Removing incitement will play a key part, and it cannot be ignored by those who may think that the experience of occupation is so severe that in some places it can be condoned. No, incitement cannot and will not be condoned. We will be clear about speaking out on everything that gives rise to the perpetuation of a conflict that, as the right hon. Lady concluded, has gone on for far too long.
