To ask His Majesty’s Government what steps they are taking to assist the government of South Sudan to support refugees from the conflict in Sudan.

My Lords, I thank the most reverend Primate the Archbishop of Canterbury for his Question and for his long-term and outstanding commitment to the people of South Sudan, including on his recent visit to Juba with the Holy Father and the Moderator of the Church of Scotland.

The violence in Sudan has displaced more than 1 million people internally within the region, including approximately 73,600 people fleeing to South Sudan, where the humanitarian situation is already at crisis level. The UK Government allocated an initial £5 million, including £2 million in South Sudan, to meet the urgent needs of refugees and returnees who are fleeing the violence in Sudan. Today, the Minister for Development and Africa has announced £143 million in humanitarian aid for east Africa, including nearly £20 million for South Sudan.

I am grateful to the Minister for his response. Given that the peace agreement in South Sudan remains extremely fragile and the Government there are at best dysfunctional, incompetent and corrupt, what other measures are the Government taking beyond humanitarian aid in order to address the situation, especially in other countries in east Africa? Will they consider seriously channelling the funds they are making available through civil society groups, especially faith groups, which tend to be more effective in that country in getting money on the ground?

The most reverend Primate is right; he should perhaps not mince his words so much in describing the Government there. The UK is pursuing every diplomatic avenue we can to bring about an end to violence, establish humanitarian corridors, which are essential, and pave the way for meaningful talks. The Prime Minister, the Foreign Secretary and the Minister for Africa have engaged on a regular basis with their counterparts in the region, including with partners in neighbouring countries—Kenya, Djibouti, South Sudan and Egypt—with the African Union and with the Intergovernmental Authority on Development. The Foreign Secretary has also engaged directly through various intermediaries with the two military leaders to press further for a cessation of hostilities, and we will continue to work with the international community in every way we can in order to push for a longer-term and more permanent end to the fighting and a return to talks on transitioning to civilian rule.

I apologise that I did not answer the most reverend Primate’s question about funnelling finance through civil society. He is absolutely right: we do not funnel money through Governments in the region; we rely increasingly on established NGOs on the ground, which are often far better placed to direct that money in a useful manner.

My Lords, the announcement today in New York is very welcome, but let us not forget that that pledge still represents a 13% cut on previous commitments to east Africa. The UN High Commissioner for Refugees, Filippo Grandi, said that resources are essential if we are to address this issue. Can the Minister tell us whether, in addition to financial support, we are able to provide technical support to those countries to ensure that proper assistance is given to those refugees? Can he also tell us how we are supporting the African Union’s efforts for peace and stability in that region?

My Lords, we work very closely with the African Union, as I said, and also with neighbouring countries. I cannot add to the data that I have already provided in relation to the financial support we are providing, but I am not sure a 13% cut is correct—I am going to have to get back to the noble Lord if I am wrong about that. However, I think it is the case, based on the figures I have seen, and I will check with the Minister for Africa, that our contribution to the region is increasing, not decreasing, partly as a consequence of the humanitarian crisis that we are discussing today.

My Lords, the Minister mentioned the AU, as indeed did the Opposition Front Bench spokesman. Surely the time has come for the AU to mobilise and energise those front-line states neighbouring Sudan, including—as the Opposition Front Bench spokesman mentioned—Egypt, but also Ethiopia, Chad and the Central African Republic. They have a crucial role not just in stabilising the region but in helping with this appalling refugee crisis unfolding on their borders.

My noble friend is absolutely right that this is a growing crisis that has huge ramifications for neighbouring countries, as we have already seen, not least from having to cope with the huge movement of very large numbers of people who are often in desperate circumstances. The responsibility, therefore, to forge a lasting ceasefire rests not just on our shoulders but on those of the neighbouring countries as well. That is why the Foreign Secretary, the Prime Minister and the Africa Minister have been engaging so frequently with those neighbouring countries.

My Lords, we have heard mention of the other countries that are bearing the brunt, such as Chad, which has received around 60,000 refugees, adding to the 600,000 already there. Does the Minister accept what the charities are saying about the British Government simply not doing enough to facilitate family reunions with safe and legal routes from Sudan? Those from the UK who were eligible for evacuation were told that they would have to leave family members behind in Sudan. There was one example of a British national taking his two children, but he could not bring his pregnant wife because she was a Sudanese citizen. Is enough being done to facilitate children—especially those on their own, who have been abandoned—coming to this country where they have family members? Are we doing enough when other countries, such as Chad and other neighbouring countries, are suffering so dreadfully?

I want to acknowledge the huge contribution being made by neighbouring countries. The noble Baroness mentioned Chad, which I think has taken 75,000 people, but Egypt has taken well over 100,000, South Sudan 71,000 and Ethiopia, the Central African Republic, Saudi Arabia and Libya have all taken significant numbers. If there are other specific examples of difficulties—she alluded to two—I will be keen to ensure that they are seen by the Home Office, which holds responsibility for this policy. To reiterate, our current refugee resettlement schemes allow us to support the most vulnerable refugees direct from regions of conflict and instability. Through those schemes, the UNHCR refers refugees whom it has assessed as in need of resettlement here. For some —indeed, for many—people, it is nevertheless in their best interest to stay close to the region or in a neighbouring country, where there are often similarities in culture, language and bureaucracy, and where they can be supported by international organisations, including the UN, which we support financially.

My Lords, the Minister mentioned that more than 1 million people have been displaced, and that is very serious. But can he tell the House why the Government brought to an end a year early the money allocated to Sudan through their own programme under the Conflict, Stability and Security Fund—the CSSF? In retrospect, does he not agree that this was a mistake? In light of the continued violent conflict, will the Government now restart funds for Sudan under the CSSF programme?

My Lords, the CSSF is one tool, or fund, within government that has targeted support historically to Sudan and a whole range of other countries, but it is by no means the only fund available to government. As I mentioned earlier— I will not repeat the figures—we remain a very significant funder. The commitments that we have made in recent days and weeks have added to what is already a significant flow of support to the region.

Can the Minister confirm that as much as 17,000 metric tonnes were looted from WFP warehouses in Khartoum in the early stages of the crisis? The WFP itself is 15% funded for its work not just in Sudan but in South Sudan, including with those returning every day. How are the Government sustaining the World Food Programme at this critical time?

I have to admit that I am not aware of the example that the noble Earl gave. I will have to put that to the Minister for Africa and provide a proper response in due course. On the issue of food provision generally, we have provided emergency food aid to an estimated 193,000 people as well as daily water and sanitation provision for 83,000 of the most vulnerable displaced people in South Sudan. This is a key area for us and the record is one that we should not be complacent about but can be proud of.

My Lords, the refugees referred to by the most reverend Primate in his Question include women and girls who have suffered horrendous sexual and gender-based violence, including rape used as a weapon of war. What are the UK Government doing to help to ensure accountability for the actions of those responsible for these crimes?

Our starting position is that a competent national or international court should determine whether crimes against humanity or genocide have been committed and who is responsible, and there have been numerous allegations, many of them backed up with impressive evidence, to suggest that very serious things have happened in the region. We remain a staunch advocate for justice. We support the role of the International Criminal Court in investigating war crimes, genocide and crimes against humanity. We work with a wide range of NGOs that are monitoring the situation closely, and we will continue to do so.

My Lords, I thank the right reverend Prelate the Bishop of St Albans for tabling this debate. Without sounding too clichéd, I strongly agree with the noble Baroness, Lady Smith, that it has been a fascinating debate, and probably the most illuminating debate that I have taken part in, at least as a Minister. I have so enjoyed many of the speakers that we have heard today. Like everyone, I do not agree with everything that I have heard, but I agree with much of it and have enjoyed the passion with which the speeches have been delivered, and the depth of knowledge and wisdom.

As your Lordships will be aware, since publishing the IR in 2021, we have seen a huge escalation in geopolitical competition, with an intensification of threats to our democracy and security. The global turbulence forecast in the review has moved at a quicker pace than anyone had imagined just two years ago. In recent months, we have seen an emerging trend, a transition to a multi-polar and contested world, from Russia’s unprovoked invasion of Ukraine to China’s growing economic coercion. The world is a most dangerous place, as the noble Lord, Lord Howell, said very convincingly, with far-reaching consequences for the security and prosperity of the British people.

I pay tribute to the noble Lord, Lord Coaker, for delivering his speech so compellingly and covering a lot of the points that I wanted to cover. He made the point that the current situation in Sudan, the most recent of this tumult, amply demonstrates the heightened volatility that is likely to last beyond the 2030s. That is why we published the IR refresh earlier this year, setting out how the UK will meet this reality head on.

The refresh describes how the UK will protect our core interests—the sovereignty, security and prosperity of the British people—and pursue a stable international order, with enhanced co-operation and well-managed competition, based on respect for the UN charter and for international law. Rightly, our approach is an evolution as opposed to a revolution. Our strategic ambition is on track, positioning the UK as a responsible, reliable and effective international actor and partner, investing in the global relationships that we know we need to thrive in an era of international uncertainty. We meet our obligations as a permanent member of the UN Security Council and as the leading European ally within an expanding NATO.

We do have strong relations with our neighbours in Europe. I say that in response to a number of points made by the noble Lords, Lord Browne and Lord Bilimoria, and the noble Baroness, Lady Smith. We have strong relationships, notwithstanding Brexit. I see that in my own work almost every day, much of which would not be possible without co-operation with our friends and allies in Europe, but, yes, we must build on the Windsor Framework to invigorate those partnerships even more. We are deeply engaged in the Indo-Pacific, we are active in Africa and we enjoy thriving relationships with countries across the Middle East and the Gulf.

A number of noble Lords mentioned the Commonwealth. Although I will not focus on it too much in this speech, because I have so many points to cover, I want to amplify the point made so well by my noble friend Lord Howell, the noble Lord, Lord Bilimoria, and the noble Baroness, Lady Smith. It is not just a unique club but an extraordinary club of nations. As one speaker pointed out, it encompasses 2.5 billion people. It is a club unrivalled in its diversity—geographic, economic, cultural and in every conceivable way. There is an incredible strength in it, with these countries—in some ways unlikely countries—bound together by something very strong and with the UK playing a critical role, not least through the role of His Majesty the King. Like others, I believe that there is much more to be extracted from that club. There is much more to be done to strengthen it and give it purpose. That has moved higher up the political agenda, even in the last few months here in the UK.

Today’s debate has touched on issues right across the spectrum of our international interests. There is no way that I will be able to answer all the points made, but I will do my best. My noble friend Lord Frost made a point, followed up by the noble Lord, Lord Coaker, about the importance of our relationship with the US. The US is clearly our closest ally. It remains so and I hope it always will. There has been tremendous political volatility recently, with the election of President Trump followed by a shift towards the Administration of President Biden. That has made the status quo trickier and we have had to navigate uncharted waters in that relationship.

I know this is absolutely not central to our debate, but the noble Lord and my noble friend Lady Meyer raised the current obsession within the US, which is unfortunately catching on here as well, with what are often termed culture wars. I can only imagine what our competitors in China and combatants in Russia think when they see western politicians unable even to answer the question, “What is a woman?” It just makes no sense at all. We can laugh at it, but there is something more serious there. The implications go further; my noble friend Lady Meyer made the point, so I will not repeat it, other than to say that we are seeing a creeping intolerance, through every aspect of society, which is antithetical to our values as a country and to any kind of advancement and progress in relation to intellectual discourse, politics or anything else. It cannot just be dismissed as trivia. It is a fundamental issue and I very much share the point that she made.

The UK has provided nearly £6.5 billion in military, humanitarian and economic support to Ukraine since the start of the invasion. This goes to the point a number of noble Lords made about the position that the UK holds in the world. We led the G7 response, co-ordinating diplomatic activity and imposing our toughest ever sanctions, and we have trained thousands of brave Ukrainian troops.

As a Foreign Office Minister, I have the privilege of travelling the world and, like my noble friend Lady Meyer, I do not hear people outside this country talking down the UK. I hear people talking up the UK and the role that we have played, in relation not just to Ukraine but to other issues such as climate change, which the noble Lord, Lord Coaker, mentioned and I will come to later. We are seen as a world leader, and I have seen no sign whatever that this has been diminished by the decision we took to leave the European Union—on the contrary. We often hear that we no longer have a seat at the table, but the opposite is true: we have a seat at many more tables than we had before and are able to make decisions often in partnership with the European Union, which we are routinely able to push into much stronger positions.

As we update our Russia strategy, our objective is to contain Russia’s ability to disrupt the security of the UK, the Euro-Atlantic and the wider international order. As we face the most significant conflict in Europe since the end of World War II, we need to know that our Armed Forces are ready for the battles to come—a point that has been well made—and that the wider threat that Russia, Iran and North Korea pose to the international order is contained.

We have already announced that we will bolster the nation’s defences, investing £5 billion over the next two years. This will replenish our ammunition stocks, modernise our nuclear enterprise and fund the next phase of the AUKUS partnership. This investment represents significant progress in meeting our long-term minimum defence spending target of 2.5% of GDP and comes on top of the £560 million of new investments last year and the record £20 billion uplift announced in 2020.

Secondly, we know that the prosperity and security of the Euro-Atlantic and Indo-Pacific regions are inextricably linked. It is critical to our economy, security and values that we build on those partnerships. The review makes our long-term commitment to a free and open Indo-Pacific a permanent pillar of our international policy. In answer to questions raised by a number of noble Lords, in particular the right reverend Prelate, that long-term commitment is already bearing fruit across defence, diplomacy and trade, evidenced by our recent accession to the CPTPP, which my noble friend Lord Frost talked about. We are its first European member.

The PM announced in March that the AUKUS partnership will deliver a state-of-the-art nuclear-powered submarine platform to Australia, setting the highest nuclear non-proliferation standard. This capability will help uphold the conditions for a secure and stable Indo-Pacific. I do not pretend to be an expert in Australian politics but, again, I see nothing to suggest that politics in Australia is moving against this new arrangement. On the contrary: it seems to be embraced cross party—or mostly. The Foreign Secretary’s recent visit to the Pacific nations demonstrated that commitment to partner with our friends there for the long haul, listening to their priorities and working together on issues that are existential for us all but especially for those small island developing states that are absolutely on the front line when it comes to tackling climate change.

As the Foreign Secretary set out last week, and as someone here also said, China continues to present an “epoch-defining challenge” for an open, stable international order. This is our third key area, which I will focus on briefly. As noble Lords will know, China is a permanent member of the UN Security Council and the second-largest economy in the world, with an impact on almost everything of global significance to the UK. Therefore, it is firmly in our national interest to engage with China bilaterally and multilaterally, and to ensure that we have the skills and knowledge to do so.

I pay tribute to the noble Lord, Lord Alton, for raising, on so many occasions in the short time that I have been a Minister, issues of injustice that flow from the current Chinese Government—I say current, but it has been the same Government all my life. We are not blind to the increasingly aggressive military and economic behaviour of the Chinese Communist Party, stoking tensions right across the Taiwan Strait. The evidence of human rights violations in Xinjiang is truly harrowing.

In response to a couple of the questions that the noble Lord, Lord Alton, asked, I do not know what the Vice-President and the Foreign Secretary will talk about but I hope it will be Hong Kong and the situation in relation to the Uighurs and Jimmy Lai, the noble Lord’s friend, who is clearly being pursued as a mechanism to silence a critic and as part of a broader attack on media freedom—there is no doubt about that. I hope these issues are raised and that the Foreign Secretary is able to lay out the UK’s position on them. I will write to the noble Lord about the commission of inquiry in relation to North Korea, as I am afraid that I cannot give him an answer. On the Iranian national guard, we have responded to Iran’s completely unacceptable behaviour by sanctioning the IRGC in its entirety as well as certain of its leaders specifically. That was announced last week.

Going back to China, our approach must combine these two currents. We will strengthen our national security protections wherever Beijing’s actions pose a threat to our people or our prosperity. We will ensure alignment with our core allies and a wider set of international partners, and we will engage directly with China to create a space for constructive and stable relations.

The noble Lord, Lord Coaker, made the point that there are many problems globally that we cannot solve without China. This international co-operation occasionally works; I saw that myself in Montreal, where China held the pen of the CBD COP 15, working with Canada as the host and delivering something which exceeded anyone’s expectations. I was about to use a word that I would come to regret—I am enthusiastic about efforts to protect the environment—but I certainly did not expect that the outcome would be what it was. To be fair about it, we must acknowledge that China played a very unexpected but positive role. A lot of that was a consequence of engagement. There was a real sense of expectation in China, with the pressure of a risk of being seen to fail, which I think led to them taking a stronger position than they would have otherwise.

To support all these efforts, we have confirmed that we will double our funding for China capability, to continue to build expertise and language skills here in government. I acknowledge the point made by my noble friend Lord Frost about the behaviour of the World Health Organization during the Covid crisis. He is right. While on one level it is also right that we should be critical of the efforts that China made to capture that organisation, I am far more upset with the World Health Organization for allowing itself to be so obviously captured.

Would my noble friend the Minister consider how this country can lessen its economic dependence on China? There is a great deal of research now about not having dependency for more than 25% of imports on any one country, and—

The noble Baroness does make a very important point. I will be touching on it in the remaining stages of my speech but yes, absolutely that must be a focus. That is at the heart of our critical minerals strategy but it goes way beyond that, for precisely the reasons that she has said.

Responding to this ever faster-moving global context means stepping up to protect the UK’s economic resilience, not least by acknowledging the point made by the noble Baroness. We have established a new directorate in the FCDO, incorporating the government information cell, to increase our capacity to assess and counter hostile information manipulation where it affects UK interests overseas. A new economic deterrence initiative will build our diplomatic and economic toolkit. With initial funding of up to £50 million over two years, the initiative is designed to strengthen our sanctions implementation and enforcement, and to give us new tools to respond to hostile acts and crack down on sanctions evasion. A new national protective services authority, located within MI5, will provide UK businesses and other organisations with immediate access to expert security advice. We will be publishing the UK’s first semiconductor strategy, which will grow our domestic industry for that vital technology, as well as the updated critical minerals strategy that I mentioned a few moments ago.

On science and technology, I want to acknowledge a point made by the right reverend Prelate on the importance of investment in science and technology. In a world of technological change, we are investing more in the UK’s science and tech ecosystem than ever before. Through our international tech strategy, we have laid out how we will cement the UK’s place as a science and tech superpower, working with partners to secure strategic advantage and ensure that technology promotes our shared values of freedom. We have already reorganised government to focus better on this area and are increasing our resilience for the long term, spending around £20 billion a year across government on research and development by the next financial year.

The noble Lord, Lord Browne, raised the issue of AI. I cannot go into detail but AI technology is a step forward, which offers potential answers to questions that we have never been able to answer. It is an incredibly powerful tool and there is a question of whether we have demonstrated that we have sufficient wisdom to control such a powerful tool. Rather than rushing in as we are, we should be discussing, debating and figuring out what we want from AI and how we can prevent that incredibly powerful new thing from falling into the hands of people who will not be approaching issues in the benign manner that noble Lords have in this debate today.

I want to talk about Horizon very briefly. A number of speakers, including the noble Lord, Lord Bilimoria, mentioned it. Yes, we are discussing association. We want negotiations to be successful. Clearly the outcome needs to be in our interests, but that is very much a government policy and will continue to be.

On soft power, I will talk on international development, because that is probably one of the best examples of where we deploy soft power. Sustainable international development clearly is and remains central to our foreign policy. It is fundamental to the goals of the integrated review. I apologise to the right reverend Prelate the Bishop of Leeds for having left the Committee to answer the call of nature half way through his speech. I very much share his views on Lord Mitchell—or rather Andrew Mitchell; he is not a lord, although he may become one—who is one of this country’s great experts when it comes to development, as you could see by the reception he received when he was given that appointment. We spent £11 billion on international development assistance last year, including on climate, girls’ education, global health and so on, and we remain absolutely committed to that broader agenda.

To support our commitment to development earlier this year, we launched the women and girls strategy to tackle threats which have been debated and discussed—three minutes to go; halfway through. This year we will go further and faster to deliver that strategy, the IDS. The IDS was not given the prominence that it merited, and I encourage noble Lords to really have a look at it to see what is driving our approach to international development.

I will have to use the last few minutes to talk about climate change. The noble Baroness, Lady Northover, described it as an existential threat, and the noble Lord, Lord Bilimoria, praised the King for his history of involvement long before others, at a time when it was almost crank-like to worry about these issues, which have become mainstream, and I totally agree. I also just emphasise the UK’s leadership on this issue. COP 26 was the first COP where nature was brought in from the outside and put at the centre, with 90% of the world’s forests covered in commitments to end deforestation this decade, and 90% of the global economy signed up to net zero—it was only 30% when we took on the presidency. Real leadership through the UK resulted in a COP which again surprised the world in its effectiveness and how far-reaching it was. Our job now is to make those commitments real. We saw some of that at COP 27, where the UK had, other than the hosts, probably the most impactful interventions. We saw that in Montreal, which I mentioned earlier, where the UK did more heavy lifting to get that agreement over the line than any other country, including the presidents and the hosts of that conference. Many countries would agree that we would not have succeeded had it not been for the UK’s involvement.

I see I have only 30 seconds left, which is awful, and I have not even begun to address the comments from my noble friend Lord Popat on Africa, but I agree with him very strongly that there is huge promise there. The noble Lord, Lord Coaker, made an interesting point about why investing in and supporting Africa is in our interest. One example of that is that the Congo Basin produces nearly two-thirds of Africa’s rainfall, yet it has been cut down at a rate of half a million hectares a year. If that were to continue—it will if we do not intervene—we will see a humanitarian crisis on a scale that exceeds anything even in the Bible. We would be looking at something off the scale. That is not a question for debate. We know that the forests generate rainfall and that cutting down the forests will stop rainfall, and we know that rainfall is necessary for the lives and livelihoods of hundreds of millions of people and those to whom that food is exported.

I apologise that I have to conclude. I was going to address the 0.7% question, but I will simply say that I agree very much with the comments made. I urge the Government to move as quickly as possible to restore that 0.7%. It is an incredibly valuable thing the UK has in its armoury, not only doing good but benefiting us as well.

The UK has committed to work with our allies to shape an open, stable, international order with co-operation and partnership at its heart. Today, in a climate-threatened and geopolitically contested world, we are taking steps to adapt. We commit to taking the long-term view, acting with agility and, as always, being a champion for the values that we hold dear. I thank noble Lords again for their insightful comments and I apologise for not answering every question.

I salute my noble friend for his contribution to the overseas territories. The Prime Minister has been clear that supporting the overseas territories is a top priority for this Government. That includes supporting Caribbean overseas territories tackling irregular migration. I am working closely with colleagues across government to strengthen our collective support for the OTs. The Turks and Caicos Islands face particularly high levels of irregular migration from Haiti. The UK’s support package includes FCDO-funded work to introduce electronic borders and procuring a maritime surveillance aircraft.

My Lords, last month I visited the Turks and Caicos Islands with the Chief of the General Staff to see the work of the TCI regiment, which is supporting the countermigration challenges the islands face. It is a very real problem. So far this year, some 1,599 Haitians have been intercepted—which, for an island with a population of just 60,000, is an enormous challenge. Notwithstanding the work of my noble friend, who I know is committed to the OTs, I must say that I was underwhelmed by the response of His Majesty’s Government. It really is a challenge. The problem seems to be that other government departments here in the UK view the OTs as not their problem but an FCDO problem. However, the FCDO does not have the levers to pull to help the overseas territories, for example in policing. If the FCDO is unable to support the OTs, should responsibilities be transferred to the Cabinet Office to ensure a whole of government approach to supporting our overseas territories?

My noble friend raises an important point; I know I am expected to say this, but I am genuinely grateful to him for raising this issue, which is not raised enough in this place. The problem he described is serious, but he is semi-right in relation to the FCDO. The FCDE is air traffic control for the OTs; the levers of delivery belong to other departments of government. But I pay tribute to the team in the FCDO, given that it is the department, notwithstanding what I just said, delivering the most for the OTs. We commissioned a serious crime review before the situation escalated in TCI, and urgently requested the deployment of UK police—and funded this. It is true, as has been noted, that UK police pulled their officers out and chose not to provide operational officers at the time they were needed. That was a mistake on their part, but the Foreign Office then secured further UK police capacity-building team and separately procured a 16-strong operational serious crime team for TCI through commercial routes, and that team is in place and making a big difference today. The FCDO also requested and funded the support of a Royal Navy helicopter at the height of the crisis in the TCI. The Foreign Secretary has been working with the Prime Minster and myself to ensure that all government departments understand their role in supporting the overseas territories. The noble Lord makes an important point that this is not someone else’s problem. The OTs are part of the UK family and the message has gone out from the Foreign Secretary and the Prime Minister, and to individual Ministers from me, that the Government need to step up across Whitehall.

My Lords, the international medical charity MSF has underlined that gang violence has spread to every part of Port-au-Prince, displacing many residents who are now living in dire conditions. Hospitals, clinics and schools have been forced to close, worsening already appalling food shortages and limiting access to clean drinking water. What steps are the UK and UN taking to help address the violence and humanitarian situation, and to support those fleeing the country to find safety?

I thank the noble Baroness for her question. Of course, Haiti is not an overseas territory, but it has a big impact on neighbouring overseas territories, as we have been discussing. We are obviously very concerned. We used our platform in the UN Security Council to support the UN sanctions back in October. We continue to engage in Security Council discussions, including considering Haitian requests for security assistance, and we want stability and security as soon as possible in Haiti. We are supporting it through contributions to the UN and other international agencies that have a strong presence on the ground, including the World Bank, and we are working with the UN office in Haiti and the international community to support a peaceful, democratic and Haitian-led solution for the Haitian people.

My Lords, the Minister knows that the OTs operate their own visa regime, which is separate from that of the United Kingdom. Given the violence and climate crises in that near neighbourhood, there are no safe and legal routes for seeking asylum. Are the OTs fully covered by the proposals in the Government’s Illegal Migration Bill, which means that they will now have to detain and then remove to Rwanda any of those individuals? What are the mechanisms for providing support for detention facilities within the OTs and supporting the cost of flights to Rwanda that the Government are now going to insist the OTs carry out? What was their response? I assume the Government and FCDO consulted them. What was the response to the consultation?

Different OTs have different challenges and problems. We began the conversation about TCI, where the migration problem is on a scale that is incomparable. If it was translated into UK conditions, it would be like 4 million or 5 million people crossing the channel every year, and clearly that is a major problem for a small island with a small population. What we are helping to do in TCI is helping the country return those refugees to Haiti where possible. Similarly, we have a problem in Cayman, where large numbers of people are fleeing from Cuba. The answer there is to return people wherever possible to Cuba. The only issue that seems to be of interest to Parliament at the moment relates to the British Indian Ocean Territory, where we have a particular problem with refugees, mostly from Sri Lanka, who are inhabiting an area that is effectively uninhabitable. There we have particular issues and it is in those circumstances where the Rwanda option may be the best one.

My Lords, when I had the good fortune to do the Minister’s job in the other place, I was able to visit most of the OTs. One of the consistent themes was the lack of capacity, experience and training across the Governments of the OTs. One way to address this is to put in place twinning arrangements with local authorities in the UK. One such partnership was between the TCI and Hertfordshire County Council to exchange and train staff, move people and embed them and, above all, build that crucial capacity. Is that twinning arrangement still going? What plans do he and HMG have to put in place further such arrangements?

There are actually quite a few arrangements of the sort that the noble Lord describes—on education, policing and a wide range of issues. There are too many for me to regale now in the short time that we have, but I am happy to write to him and detail some of the most effective arrangements in place. I would emphasise the point made in the original Question. Different government departments need to recognise that we have a constitutional responsibility to the overseas territories. While the FCDO is a key central organisation in ensuring that that delivery happens, different government departments need to recognise that the inhabitants of the overseas territories are no less His Majesty’s subjects than we are in this place.

My Lords, HMS “Medway” was deployed to very considerable and very good effect in the Caribbean in 2022. Why cannot it or a vehicle of a similar class be deployed in the Caribbean in support of the overseas dependencies in 2023? If it cannot, is that not a good argument for having a permanent naval presence in the Caribbean?

The noble Lord makes a good point and I agree with him that HMS “Medway” and the auxiliary ship RFA “Tideforce” were of huge assistance in the Turks and Caicos Islands in the wake of Hurricane Fiona. “Medway” then supported the Cayman Islands in response to Hurricane Ian. HMS “Dauntless” will be in the region from 1 June this year to provide a consistent maritime presence in the Caribbean, including humanitarian assistance and disaster response support. It is our intention and duty to ensure we have that presence when needed, particularly during the hurricane season.

My Lords, if flights to Rwanda are an option for the Caribbean, overseas territories and beyond, who picks up the bill?

The noble Lord raises what I think is currently an academic question. The Rwanda option is being explored in relation to the refugees I mentioned earlier who have landed in Chagos—Diego Garcia. We have a particular issue there, given that the facilities are not appropriate. The area that the refugees currently occupy is not strictly inhabitable and we need to return as many of those people as possible. I would add 130 individuals have already voluntarily returned home and the numbers are now pretty small.

My Lords, on the issue of assistance from HMG to the overseas territories, can the Minister confirm that carbon emissions from overseas territories count under the UK’s net-zero target? What support are the Government providing to those overseas territories to tackle their carbon emissions?

The key value of the overseas territories is related less to carbon—their emissions are minuscule—than to the fact that 96% of UK biodiversity is in the overseas territories. That is an enormous source of pride for the UK, and rightly so. We provide a lot of financial support through Darwin Plus, which we expanded to £10 million annually. We have £2 million also available this year to the OTs through the CSSF. We have the Blue Belt programme, which has grown—Anguilla joined a few months ago and another overseas territory will be joining. I long to tell the House about that but I cannot do so yet. That programme continues to grow. We are focusing a lot of effort and energy in helping the OTs to protect and enhance their biodiversity. I did not answer the question about whether emissions are included, because I am afraid that I do not know the answer. My colleague here no doubt does.

My Lords, I reiterate my entry in the register of interests and declare my interest, in having visited Sudan on a number of occasions, most recently during the Easter Recess and in March, when I met Generals Burhan and Hemedti separately. I thank officials and the UK special envoy to Sudan and South Sudan for being open to engaging with me and responding in a personal way. I also commend the officials and staff, as well as our military and Armed Forces, who have worked very hard to ensure the safety of British nationals, as well as of our diplomatic staff, who are now re-establishing diplomatic channels from outside Sudan.

What is the Government’s estimate of the capacity of the current means by which we are evacuating British nationals? Are we both sharing other countries’ resources and co-ordinating that? There has been a number of differing figures from partnering countries as to how many nationals have been evacuated for seeking refuge. How are we co-ordinating that number? Having been to Sudan on a number of occasions, and having asked our embassy during previous visits how many nationals and joint nationals there are in Sudan, I understand the complexity. It has been, in a way, a positive in the past that we have never counted people in and out. I have a degree of understanding of the complexity of the operations, but what is the estimate, and for how long do we anticipate the ability to have evacuations? I will return to the need for expanding the 72-hour temporary cessation of hostilities to a longer term in a moment.

Will the Minister provide the House with an update on British Council staff? British Council staff had to shelter in place within the British Council offices. Are all British Council staff accounted for? What is the status of local Sudanese staff who worked in our embassy and in the British Council? What is the status of the local staff who supported the work of the UK Government there, who also require our support and assistance? What is the Minister’s assessment of where they are?

The need to extend the 72-hour cessation is now of paramount importance. I endorse the comments of the noble Lord, Lord Collins, with regards to IGAD and those working for it. I know the IGAD representative, the former Foreign Minister of Somaliland, who had been doing good work there. I believe that there is an opportunity to try to refocus some of the work, if we can secure a further humanitarian window. What is now the Government’s primary aim with regards to securing the extension of the 72 hours which has been brokered by the United States and the Saudis? I believe it is now vital that the 72 hours becomes a further 72 hours, and that we focus not only on bringing people out but on getting humanitarian assistance in. There is little point in sending empty planes to Sudan to bring out foreign nationals if we have an opportunity to get medical assistance in. That means that any extension of the ceasefire should be monitorable, and that there should be warnings that there is no impunity for those who would break such a humanitarian corridor, should it be established.

I believe very strongly that such an extension would aid the worry for British nationals; if there is no reliable safe route to the area from which they might be evacuated, they have to take their own risk to get there. What is the UK doing with our partners to ensure a whole network of safe routes that can become reliable and trustworthy? There is real fear from people in Omdurman and Khartoum who have contacted me just today that the two combating forces are reassessing their strength and waiting until the end of a humanitarian window in order to recommence work. We must prevent this happening. If the Minister can update us on initiatives for that, I would be very grateful.

Can the Minister say what advice and support we are providing to the immediate relatives of British nationals, as well as to those who have sought access to the UK through existing visa applications? Are we working with the UN on humanitarian papers and access for those categories of people?

What is the Government’s advice to those in the UK, both from the diaspora community and elsewhere, who wish to donate or provide medicine or other equipment? How can they do that and get it to the people who need it? Equally, we need to ensure that the warring parties cannot replenish their munitions and supplies, so what work are we doing with our international partners to ensure that those forces, whether governmental or non-governmental, that have offered assistance for replenishment of arms are warned in the strongest possible terms that they may be contributing to war crimes?

Finally, I am travelling to Nairobi tomorrow, where I will engage with former Prime Minister Abdalla Hamdok to try to scope where there may be an opportunity for some form of civilian dialogue that can offer reassurance or hope for the people of Sudan that, in the medium and long term, there will be a civilian and then democratic Administration in that country. I agree with the noble Lord, Lord Collins, that this is not the Sudanese people’s war, nor their fault. Some hope should be provided at this time of great horror. I am grateful for the Government’s support for that initiative. If the Minister can respond to my other points, it would provide some reassurance to people to whom we owe a great debt of support.

My Lords, I am grateful to noble Lords for this opportunity to respond to questions and provide an update on the increasingly troubling situation in Sudan.

Ten days ago, fierce fighting broke out in Khartoum. It has since spread to Omdurman, Darfur and other Sudanese cities. As noble Lords will know, a violent power struggle is ongoing between the Sudanese army and the paramilitary Rapid Support Forces. The UK unequivocally condemns that violence and welcomes the 72-hour ceasefire agreed on Monday. Like the noble Lord, Lord Purvis, and everyone else in this Chamber, we would welcome an extension of it, but it would be risky to base our plans on the assumption that those discussions would succeed. We call on the Sudanese armed forces and the Rapid Support Forces to ensure that this ceasefire holds—the previous one did not.

The situation is grave. More than 427 people have been killed, including five aid workers, and over 3,700 people have been injured. Before this violence began, the humanitarian situation in Sudan was already deteriorating. We now estimate that approximately 15.6 million people—a third of the Sudanese population —are in need of humanitarian assistance. These numbers, I am sorry to say, will continue to rise.

Given the rapidly deteriorating security situation, the Government took the difficult decision to evacuate all British embassy staff and their dependants to fulfil our duty as their employer to protect our staff. This highly complex operation was completed on Sunday. It involved more than 1,200 personnel from 16 Air Assault Brigade, the Royal Marines and the RAF. I am sure noble Lords will join me, as the noble Lord, Lord Collins, did earlier, in commending the brilliant work of our colleagues in the Ministry of Defence and the bravery of our service men and women in completing the operation successfully, in enormously complex and dangerous circumstances. I also pay tribute to our international partners for their ongoing co-operation in aligning our rescue responses and to the crisis centre in the FCDO, where more than 200 officials are working tirelessly and seamlessly across government to co-ordinate the UK response.

The safety and security of British nationals continues to be our utmost priority. We began supported departures on Monday, prioritising British passport holders and their families. Our support for British nationals has not been impacted by the relocation of British embassy staff, who continue to operate around the clock from a neighbouring country alongside staff here in London working 24/7 to support British nationals and promote a peaceful resolution. We are asking all British nationals in Sudan to register their presence with us. In response to a question from the noble Lord, Lord Collins, I say that our latest figures are that 2,500 people are already registered and now receiving at least daily updates by text and email. That helps enable us to remain in contact and monitor their well-being while we find a safe passage from Sudan in highly complex circumstances.

Despite the ceasefire, the situation remains highly volatile, and movement around the capital is extremely dangerous. No evacuation options come without risk to life and, in most cases, serious risk to life. Khartoum Airport is out of action, energy supplies are disrupted, food and water are becoming increasingly scarce, and internet and telephone networks are becoming difficult to access, with levels of 2% in some parts. We continue to advise all British nationals in Sudan who do not have departure plans to remain indoors where possible. We recognise that circumstances will vary in different locations, so we are asking people to exercise their own judgment about whether to relocate as we initiate an evacuation plan during this unpredictable ceasefire.

We are following closely reports of independent convoys departing Khartoum for Port Sudan. The British embassy has no involvement in those convoys so I emphasise that joining them would be at British nationals’ own risk. The noble Lord, Lord Purvis, asked how many British nationals, other than those working for the Government, had been evacuated; as of 6 am today, that number was 231.

Ending the violence is the single most important thing we can do to guarantee the safety of British nationals and, of course, everyone in Sudan. In answer to the noble Lord, Lord Collins, the Prime Minister, the Foreign Secretary and the Secretary of State for Defence have all been in continuous contact with international allies and key regional partners since this outbreak of violence, to agree a joint approach to both evacuation and de-escalation of violence. Over the weekend, the Prime Minister spoke to his counterparts, including Egypt’s President Sisi. The Foreign Secretary was in contact with the Kenyan President, the US Secretary of State, the Foreign Ministers of France, Germany, the UAE, Saudi Arabia, Djibouti, Sweden, Turkey and Cyprus, and the EU high representative for foreign and security policy. The Defence Secretary has engaged with counterparts in Djibouti, as well as in the US, France and Egypt. I reassure the noble Lord, Lord Collins, that the Minister of State for Africa has spoken to the African Union and the Prime Minister in exile of Sudan, upon whom so many hopes had rested. Further escalation of this conflict, particularly if it spills into neighbouring countries, would clearly be disastrous. As we continue to make clear, this must a be a genuine and lasting ceasefire.

To conclude, the Government are working round the clock to ensure the safety of our nationals, and to support and encourage all parties to maintain this current ceasefire. A peaceful political transition to democracy and civilian governance is still possible in Sudan, but while the fighting continues, we expect those casualty numbers that I cited earlier to rise. Government departments and military personnel are working hand in glove to initiate a safe evacuation for our nationals in incredibly complex and challenging circumstances. The Government undertake to keep the House informed and, as the noble Lord, Lord Collins, mentioned, there will be an update tomorrow.

My Lords, given the background that my noble friend has described, I add my congratulations to all those involved in the evacuation. My noble friend has set out the challenges of communication, given the circumstances. How would he advise British citizens to best communicate with the Foreign Office to get an update, if communications are as challenging as he says?

There is no perfect answer to that question because the communications infrastructure is so patchy. We are doing our best to encourage as many—ideally, all—British nationals to register with us so that we can keep them informed as much as is practically possible. As I said earlier, 2,500 British nationals have registered but we need that number to grow.

My Lords, does my noble friend have anything in his brief he could share with us on the presence and role of the Russians in this situation? He has confirmed that it is already having major international repercussions and he will recall that the Russians were negotiating with the then Government, a few months ago, for a major port development in the Red Sea. There is no doubt that they are probably playing a thoroughly unconstructive role. I do not know whether we have any record of it, or could raise it with the Russians, but if the Minister has anything, can he share it with us?

My Lords, I am afraid I do not have anything that I am able to share with the House on that point—it is key. I think the question was asked by the noble Lord, Lord Collins, about the Wagner Group, who have been incredibly disruptive across the continent. But I am afraid there is nothing specific that I can add to that. It may be possible for the Minister for Africa to elaborate more on this point tomorrow in the update—I hope that is the case.

My Lords, the Minister will already know that this is not a new situation. He will also know that this morning a report from the All-Party Group on Sudan and South Sudan was published, examining progressive genocide over 20 years in Darfur and elsewhere.

I do not minimise the importance of evacuation— it is very important to evacuate all your friends and relations in these crises—but the Sudanese themselves tend to get overlooked in the media. I will put one thought in the Minister’s mind: NGOs are still working through this crisis. I know that the FCDO has a strong connection with many of these NGOs, but more relationships could be developed over the coming weeks. I will give him an example. We know that there is a great shortage of food and water, but for all sorts of obvious reasons we do not know so well how communications have suffered and whether people are communicating with each other on mobiles. Is that an area that can be explored? We also have an opportunity in the right reverend Prelate the Bishop of St Albans’s debate next week to amplify this.

I thank the noble Earl for his intervention, his suggestion and his question. He is right to identify the often extraordinary work done by NGOs in incredibly dangerous circumstances, to pay tribute to them and to suggest that the FCDO should work very closely with them. That is unavoidable. As I said earlier, it is now estimated that 15.5 million people are in a position where they are becoming, or have already become, dependent on humanitarian assistance. We know that Governments cannot always deliver that level of assistance without the help and support of the networks created and nurtured by those NGOs, so we will have to work very closely with them.

In relation to the point on evacuation, it has to be a priority for any Government to evacuate their nationals when the conditions determine that it should happen. This has been and remains a top priority for us, in addition to those people who are working for us and to whom we have legal obligations.

My Lords, what are the Government doing with our international allies on the situation that has arisen whereby people who were waiting to face an international war crimes court have escaped from prison—in particular, the guy who led most of the massacre in Kordofan? The prison has been overrun and they were seen rejoicing that they were going to escape justice. What are we doing with our international allies on the ground to address this?

I support the noble Lord on his point about NGOs. I am chair of Christian Aid, which has already been working hard in South Sudan—there are now a lot of refugees coming out of Sudan into South Sudan—and it is handicapped because the Government’s reduction of international aid has left it without the necessary tools. Is this the moment at which the Government are going to revisit their reduction of international aid?

I thank the noble and right reverend Lord for his comments in relation to Christian Aid, and I agree with him. I hope that when the dust begins to settle and the immediate crisis begins to be alleviated, we will be able to work together and co-operate internationally to ensure that those responsible for undoubtably grotesque crimes are held to account. I cannot tell him more than that, unfortunately, because it is such early days. It would represent a failure of global systems that we have in place were that not to occur, so I very much hope that becomes a priority at the appropriate time.

I also agree with the noble and right reverend Lord’s comments about the need to restore our aid budget as soon as possible; I have made the point many times in response to comments by people across the House.

Finally, our priority has to be to pursue now, not just in the immediate aftermath of the outbreak of violence involving evacuation, every single diplomatic avenue to end the violence and to de-escalate tensions. We are working with our friends and allies across the world, including across the continent of Africa, to try to help facilitate the environment and conditions in which peace will be possible. But at this stage it is incredibly difficult because, as the noble and right reverend Lord knows, we are in the heat of the violence as we speak.

My Lords, I, too, feel grateful for the opportunity to ask some of the questions which have been highlighted by this extraordinary extraction operation we have been involved in over the last two weeks. On the whole, it has been very successful, which I think is largely due to the extraordinary qualities of our service men and women, who are prepared to show cool courage in the face of adversity. They do not let us down, and their existence is a great national asset, in my view.

The Government say—the Minister said it just now—that they are working with friends around the world to try to solve some of these problems. Anybody who looks at this operation from a relatively objective point of view, trying to ensure that lessons are learned for the future, would be above all struck by the fact that we have been attempting to do all this entirely on our own. However, it is quite obvious that there are other countries which are willing to take on some of the risks and costs involved in the extraction operation, and which can in some cases supply useful bases, such as Djibouti—of course, we could supply Akrotiri—or a lot of materiel, aircrafts and so forth, which are necessary for this purpose.

So it is a rather sad fact that we are not collaborating with our partners and allies around the world on this particular matter; we are trying to do it all ourselves. I think that is characteristic of the post-Brexit mentality and the feeling of the Government that we do not want to become associated too much with other people, multinational organisations of different kinds and, above all, any operation that has called itself European at some point. That is a great mistake. I hope it will be corrected, because it is quite clear that other extractions of this delicate nature will be required from time to time, and we must be in a position to make the contribution that we need for the sake of people’s lives and for the sake of world peace.

First, I echo the noble Lord’s remarks on the bravery of our service men and women. I made that point in my opening remarks, but it is absolutely right that it should be amplified. I extend that to staff in the FCDO who have been working around the clock for the staggering commitment they have shown in recent days and weeks.

I do not recognise the approach that the noble Lord has just conveyed. Our post-Brexit position in the world does not translate, and has never translated, into isolationism in the way that he implies. We recognise that challenges such as this cannot be solved by the UK working alone. We have been working across the board, with allies across the European Union and beyond, and will continue to do so.

What discussions are the Minister and his colleagues having with colleagues in the Home Office regarding the issuing of visas to immediate family members of British nationals? We hear reports that British nationals are unable to leave because very close relatives, such as mothers, are being refused visas by the Home Office. Could he urge his colleagues in the Home Office to take a compassionate approach and to act urgently, given the urgency of the situation?

I personally have not had discussions with the Home Office. Undoubtedly, the Minister for Africa will have done so, but I will make sure that the noble Lord’s message is fed back to the Home Office. He makes a valid point.

My Lords, I return to the first question asked by the noble and right reverend Lord. I think he was referring to Ahmed Haroun, who was among those being held in Kobar prison and facing charges from the International Criminal Court. He was indicted in 2007 for his alleged role in the atrocities in Darfur, including 20 counts of crimes against humanity and 22 counts of war crimes, with charges that include murder, rape, persecution and torture. There are, I believe, clearly correct reports that Mr Haroun is now out of prison, free and appearing in the local Sudanese media.

The noble Lord, Lord Purvis, referred to the issue of impunity in the current circumstances. Clearly, we have a huge problem around the world, in Sudan and elsewhere, in that people have got away with, and continue to get away with, hideous crimes. Will the Government look to do whatever they can to support the work of the International Criminal Court to continue to pursue people facing charges such as this in Sudan? Will that be part of the ongoing work?

My Lords, as it stand today, our priority has to be to continue with the programme of evacuations of British nationals. We completed an operation for those working for government, but there are more people to be saved from this situation. We are committed, as a priority, to trying to extend the 72-hour ceasefire, for the reasons that the noble Lord, Lord Purvis, identified very clearly in his remarks. We may not succeed in that but it is our duty to try to extend it, and ideally even to turn it into something more lasting. The circumstances today are incredibly difficult, and it is unlikely that the kinds of concerns that the noble Baroness identified would be top of the list in these circumstances. However, there can be no doubt about the UK Government’s support for the ICC, or of our commitment to ensuring that people who engage in what are unarguably crimes against humanity are held to justice. We will do whatever we can to support that process but we have to maintain our sight on the clear priorities of today.

My Lords, in response to the noble Baroness, Lady McIntosh, the Minister suggested that communications on the ground in Sudan were difficult. That is obviously right. However, one of the issues with the evacuation of people from Afghanistan two years ago was that family members in the UK and their MPs—and indeed Peers—could not connect with the Foreign Office; it was impossible to find out what was happening on the ground. Could the Minister reassure us that, this time round, the Foreign Office is better equipped to be able to respond at least to MPs talking about their constituents? Surely we ought to be able to do that.

The noble Baroness makes an important point, and of course we have learned lessons from Afghanistan, as we strive to from every event that involves the UK and the FCDO, including on things such as evacuation planning, consular assistance, and so on. However, this is a very different situation, in the UK’s capabilities and the overall context, as well as the risk to British nationals. That is not to say that comparisons are invalid—they are absolutely valid—but it is a very different situation.

My Lords, the Minister may be aware that two dioceses in this country, Salisbury and Leeds, have strong links with Sudan and South Sudan. The right reverend Prelate the Bishop of Leeds has regular contact, particularly with the Primate in Sudan. The people in those two dioceses absolutely understand the total focus on bringing British citizens out but they are also concerned for the Sudanese on the ground, particularly those in the churches; the Church there is quite fragile and relies quite a lot on the support that comes from western diplomats, and so forth. They are asking what they can do to support their Sudanese friends in churches and in other communities who are not going to be rescued. There may not be an immediate answer, but perhaps the Minister would consider what advice might be given to people who want to support the Sudanese in the coming weeks and months.

My Lords, I have no doubt that people not just in Salisbury and Leeds but across the country will want to provide support where they can—particularly those people with links and connections, but even those who do not. I do not believe there is yet an agreed and accepted pathway for that support—such things tend not to happen in the immediate aftermath of the outbreak of violence—but I will certainly convey that message to the FCDO and the Africa Minister. I imagine we will see the same sort of generosity as we have on so many other occasions in the past few years.

My Lords, following on from the intervention of the right reverend Prelate reflecting the concerns of British-Sudanese communities, the Guardian quotes Nadir Bhanda, a British-Sudanese community organiser, who said that people in Sudan felt “frightened” and “abandoned” by the international community. Irfan Nour said:

“Historically, Sudan is a former British colony and the British government has got a big influence in Sudan. But we feel as though the British government has let us down—there has been no major effort to stop the war and the human situation in Sudan looks very scary”.


I acknowledge the Minister’s earlier comments, but what would he say to Mr Bhanda and the broader community, who are so fearful for their friends and relatives and the communities from which they emerged, about what the British Government are doing?

I certainly would not want to dismiss, disparage or devalue those sentiments, because people in Sudan are, unfortunately, right to be afraid. It is a very unstable and dangerous time for everyone, no matter where they come from, who is caught up in this conflict. But I do not accept those remarks about the UK. We have been at the forefront of international diplomatic efforts: first, to help try to create the conditions in which peace has a chance; and, secondly, to evacuate those people for whom we have a particular responsibility. There is no doubt that, as one of the most generous donors in the global context, notwithstanding the cut from 0.7% to 0.5%, we will be committing ourselves to helping the process of rebuilding lives when circumstances allow.

My Lords, a range of obligations exist in international humanitarian law and international refugee law concerning the safety and well-being of civilians displaced by conflict. The UK consistently uses its diplomatic influence to uphold these protective laws and hold those who violate them to account. We work tirelessly with the UN High Commissioner for Refugees and other relevant agencies to ensure protection and humanitarian assistance are provided to individuals displaced by conflict.

My Lords, I thank the Minister for his Answer, but it does not go as far as I would like. It is important that any country contemplating military action in today’s world accepts full responsibility for its action. Twenty years ago, we invaded Iraq and toppled Saddam Hussein on the pretext that he was accumulating weapons of mass destruction. His removal resulted in brutal civil war between Shia and Sunni and a mass exodus of terrified refugees, genocide against the Yazidis and the emergence of ISIS and the Islamic State, leading to further mass killings and a still continuing flight of traumatised refugees to a hostile world. Then there was the debacle of Afghanistan. My request to the Minister is that the UK take a moral lead in working through the UN to make it mandatory for any country that embarks on conflict, causing an exodus of refugees, to accept full responsibility for their care and well-being, not only for humanitarian reasons but also to deter other countries from strutting their importance through the use of force in a smaller, interdependent world.

I thank the noble Lord for raising this issue and for the points that he has made, but we believe there is already a robust and comprehensive ecosystem of laws and norms to protect civilians displaced by conflict. However, he is right that the UK should use our position of leadership to highlight this issue politically and raise it on the global stage—and we do so. We regularly engage in UN discussions, including at UNGA and the UN Security Council, and underline the responsibility of all states engaged in armed conflict to respect international humanitarian law and international refugee law and act in accordance with our obligations under them. The UK has been one of the most consistent and loudest voices on the subject for some time.

My Lords, the UN High Commissioner for Refugees is a key partner for the UK. It provides protection and humanitarian assistance to refugees and other displaced persons. We have provided the UNHCR with more than £70 million in 2022-23, including £25 million for the Ukraine response.

The noble Lord makes a key point. We have repeatedly called on Russia through the United Nations to cease targeting civilians and civilian infrastructure and allow unfettered humanitarian access to civilians impacted by this illegal invasion. The lack of compliance with international humanitarian law contributes to displacement in Ukraine. As the noble Lord suggests, pressure must be mounted on Russia to take responsibility.

My Lords, I declare a voluntary interest as the UK chair of the peacebuilding charity Search for Common Ground. The UK is and continues to be a world leader in the “do no harm” principle, but the Independent Commission for Aid Impact highlighted a concern in its December report that:

“The UK government’s poor donor practice weakened results and increased the risk of doing harm”.


Has the FCDO had an opportunity to reflect on the ICAI report, and how will it ensure that we improve our delivery of peacebuilding services to ensure that we do not undermine the “do no harm” principle?

My Lords, the FCDO is a permanently evolving organisation. We always try to refine and improve the manner in which we make substantial annual investments. Despite the cuts to spending, which the noble Lord rightly raises on a regular basis, we remain a major partner to the UN and other multilateral organisations, while spending more bilaterally to allow us to focus on the UK’s highest priorities. We are providing £108 million in core funding to UN humanitarian agencies this year, which makes us one of the top contributors of unearmarked support. That includes £33 million to the UNHCR and £6 million to the International Organization for Migration, and we will provide a far higher figure through country-specific programmes.

My Lords, the noble Lord mentioned the work of the United Nations General Assembly. In 2018, it affirmed the global compact on refugees, a framework for responsibility-sharing and international co-operation. Given that 83% of people who have been forcibly displaced are hosted in low and middle-income countries, can the Minister tell us how the Government will build on that compact at the Global Refugee Forum later this year?

I draw the noble Lord’s attention to the Integrated Review Refresh and the international development strategy, both of which were published recently, in which we reiterated our commitment to championing international humanitarian law. We are focused on protecting those most at risk, including from gender-based violence, and on barriers to accessing humanitarian assistance. We work closely with the UN humanitarian agencies, the UN General Assembly and the UN Security Council to promote compliance with international law, and will continue to do so.

My Lords, I hope that I may make a valid point too, on the noble Lord’s assertion a moment ago on the amounts of money given by the Government to the UNHCR. I am off to Strasbourg on Sunday and will be debating the United Kingdom’s current immigration policy in its migration committee and in plenary. Granted the levels of support that have just been mentioned, I am interested to know why the UNHCR repeatedly, at length, in detail and according to law has set itself so fiercely against present proposals in the immigration Bill.

My Lords, there can be no doubt that there is an urgent humanitarian need to stop the small boat crossings. The UK Government have introduced legislation to prevent further loss of life by disrupting the business model of people-smuggling networks. Clearly, a system that enriches those smugglers and people traffickers is one that needs improvement. That is what we are trying to do. New approaches to these kinds of issues will raise new questions for the interpretation of international law. The UK will work openly and constructively to ensure that its new approach is fully compliant with international human rights, refugee and human trafficking protections. The legislation is about ending dangerous and unnecessary routes to the UK; it is not about denying protections to those in immediate, genuine need. We will continue to work with the UNHCR, not least through the financial contribution that I mentioned earlier, to ensure that those most in need can find sanctuary in the UK.

My Lords, the manner in which the situation in Afghanistan was allowed to change caused appalling humanitarian problems on a scope and scale that has rightly taken the attention of this House on many occasions. I make the broader point that, as we restrict illegal migration through the legislative pathway that I was just describing, we will do more to help people at risk of war and persecution by setting up safe and legal routes, as we have done in the cases of Syria, Afghanistan, Hong Kong and Ukraine. Since 2015, the UK has offered places and safety to nearly 480,000 people. The Government will commit to resettle a specific number of the most vulnerable refugees from around the world every year, working with local councils to understand their capacity for accommodation and support first and providing for the annual number to be agreed by both Houses.

My Lords, I am very grateful to the noble Lord, Lord Naseby, for securing this debate. As he illustrated with frightening clarity, climate change and biodiversity loss are the defining challenges of our time and many developing countries including Commonwealth members are particularly vulnerable.

This is not a futuristic scenario. This is not all about predicting where we are going to end up, much as that matters and is important, but, as the most reverend Primate the Archbishop of Canterbury pointed out, it is happening now. He made that point forcefully and extremely well and it was picked up and echoed by the noble Lord, Lord Collins.

Just in the last year we have seen drought in Australia, flooding in New Zealand and record weather patterns in Pakistan, causing mayhem for millions of people. We have seen heatwaves in India claim lives and wipe out livelihoods. The recent report, which has been mentioned a few times, from the UN Intergovernmental Panel on Climate Change finds that nearly half the world’s population live in the danger zone of climate impacts. It is also estimated that climate change will push 100 million people into poverty by 2030. As the noble Baroness, Lady Blackstone, made clear, the pain will be felt and is being felt disproportionately by women and girls. I reassure her that this is recognised and reflected in the programmes we are developing and have already developed.

Meanwhile, extreme weather and damage to nature are fuelling a raft of other problems—food insecurity, water scarcity, pandemics and, as the most reverend Primate said, conflict and instability to name just a few. Unprecedented global action is therefore needed to tackle climate change and to protect and restore nature on a scale that we have never seen before. This must be coupled with full-scale economic transformation, the global shift to net zero, and climate-resilient and, crucially, nature-positive economies. It will require trillions of dollars of investment. I will come back to that point in a few moments.

In this, the UK values its strong relationship with our fellow Commonwealth members. In an increasingly turbulent world, this family of free nations continues to work together to advance our common values and address our shared challenges. Key among them, the thread that runs through them all, is a terrible concern about what we are doing to the world’s climate and environment.

As was pointed out by the noble Lord, Lord Brennan, in total the Commonwealth represents 2.5 billion people, so this is an incredibly valuable club and we can get more out of it on this agenda. However, the Commonwealth has long been a strong advocate for the concerns of its most vulnerable members. I reassure the noble Lord, Lord Collins, that this includes the 25 small island developing states. Although they are not part of the Commonwealth, I include the British Overseas Territories, which were referenced earlier, in response to my noble friend Lord Naseby. I believe that I am the first Minister to have the overseas territories mentioned in my title and I intend to do everything I can to be their champion in government. The Foreign Office, or FCDO, is like air traffic control for the OTs; the levers of delivery are across Whitehall. I have been bombarding colleagues across government with very bossy letters about the need to step up and support our overseas territories much more than we are doing at the moment.

At the last Commonwealth Heads of Government Meeting, leaders including the UK stressed the urgency of enhancing climate ambition and action in this current critical decade. At CHOGM 2018, leaders adopted the Commonwealth Blue Charter, which has already been mentioned—an agreement to tackle marine environment problems. The UK is a member of six of the 10 action groups set up to deliver the charter and has provided support to progress the work of all the groups. The UK will continue to use its voice on the international stage to advocate for Commonwealth countries. That includes placing action on climate and nature at the forefront of our international agenda.

We know that the commitments that we secured at COP 26 will count for nothing if they are not delivered. Under our presidency, developed countries made some genuinely strong new commitments on climate finance, with many doubling or even quadrupling their support. The UK is leading by example in delivering our commitment to double our international climate finance to £11.6 billion by the financial year 2025-26. The Government fully expect to be held to account on that promise and will not leave the next Government, whoever they might be, with an impossible task in the final year. I am very pleased to make that commitment today.

Our commitment also includes investing at least £3 billion in solutions that protect and restore nature, and tripling adaptation finance from 2019 levels to £1.5 billion. I think I am responding here to a question from the noble Lord, Lord Oates, but I cannot read my own writing. He raised 0.7% again, and he is right; I agree. The most reverend Primate the Archbishop of Canterbury made the same point, and he is right too. I would love to see us return to 0.7%, but it is not something that I am capable of doing. I am very keen to see it happen as soon as possible, but I am afraid that I cannot say anything more useful about it.

The noble Lord, Lord Oates, also talked about the UK in the world. We can do much more, but it is not fair to say that we are isolated. We are seen by numerous countries around the world as the primary champion among rich countries on nature, forests, climate, indigenous people in local communities and making sure that small island and climate-vulnerable states get more finance. That is a general view and it is merited, but I acknowledge that we need to do much more.

The noble Lord, Lord Collins, mentioned that he had a meeting with BII a few days ago. I think that BII has the capacity to be an incredibly valuable tool; it can leverage a lot of extra money. I strongly encourage BII to focus more on small island states and climate-vulnerable nations. It is harder to do, which is why the government bank—if you like—is well placed to intervene in those kinds of countries, as the private sector will not. I would encourage it to do much more of that and to focus on the natural environment much more, because there is no pathway to solving climate change that does not involve nature. But I agree with the noble Lord’s broader points about that.

Our refreshed integrated review, published this month, places our work to tackle climate change, environmental damage and biodiversity loss as the first thematic priority. Today’s plan is another step forward. It outlines how the Government will boost the country’s energy security and independence, reduce household bills and maintain a world-leading position on net zero. We will also continue to lead internationally, building on our COP 26 presidency. Two documents we are publishing today are the 2030 strategic framework, which I really do encourage people to have a look at—I suspect it will be ignored by the media, but is one of the most important documents that the Government have produced; it really intelligently identifies the importance of nature in this challenge, not just climate change but poverty as well—and the international climate finance strategy. They show what this leadership actually looks like.

We are delivering on our commitments, including the £11.6 billion that contributes to the $100 billion global climate finance goal each year. The international climate finance strategy sets out our ambition to support the clean energy transition, protect and restore nature and biodiversity, facilitate adaptation and build resilience, and develop sustainable cities, infrastructure and transport. Since 2011, our international climate finance investments have helped, we believe, more than 95 million people in developing countries to cope with the effects of climate change. Since that same year, we have spent over £1 billion in climate finance for Commonwealth countries. That includes programmes such as our UK Caribbean infrastructure and reconstruction fund, which is helping to build around 15 major climate-resilient economic infrastructure projects, and the Africa clean energy programme, which is also supporting the rollout of clean, affordable energy.

A number of noble Lords mentioned access to finance. We really are doing what we can to champion better access to finance. We know there is a problem; we know that small countries find the multilateral system almost impenetrable and impossible to navigate—that is clearly true. We are a major contributor to the multilateral system, and I have personally spoken to my counterparts among the other big contributors to ask them to join the UK in adopting a much more muscular approach. I do not think that our contributions to that system should just be unconditional; they should be conditional on it doing the stuff that the private sector cannot or will not do.

We are also pioneering innovative financial tools such as climate-resilient debt clauses; I do not have time to go into details here, but there are a number of really wonderful projects around that in the world. I am happy to talk to anyone who is interested.

We are working with forest countries, with a particular focus on the Amazon, the Congo Basin, and Indonesia, to catalyse a step change. We committed £1.5 billion as part of the pledge we secured from COP 26. In fact, at COP 27, we created a structure to ensure that every COP will now have a leader-level moment where forest countries and donor countries report back on the progress that is being made.

The UK will continue to support countries to adapt to climate change, and to avert and address the loss and damage it causes—a point that has been made by most speakers today. I would just add one thing; I am not going to repeat the moral case, which I think the noble Lord, Lord Collins, made very well. There is a gigantic gap financially between where we are and where we need to be, but that gap will not be filled by ODA; that is just not going to happen. Total global aid is $163 billion, and the cost of loss and damage, as well as repairing our relationship with the natural world, is five to seven times more than that, so it will have to come from other sources as well.

The noble Lord, Lord Collins, identified the central role of climate as the fourth pillar in the UN. He will know—and I am going to have to be so brief—that Vanuatu, one of the smallest countries in the world, achieved a global sensation when it secured its resolution at the UN General Assembly whereby climate irresponsibility now becomes a potential avenue for litigation, which is a huge achievement. I really do pay tribute to Vanuatu.

I know I have basically run out of time. I am so sorry; there is so much to say on this issue. I will just finish with one point. As we recognised that commodity production is responsible for almost all deforestation, some time ago we created a dialogue, the FACT dialogue—the forest, agriculture and commodity trade dialogue—between all the key consumer and producer countries. We had our first face-to-face meeting today. We are all committed to breaking the link between commodity production and deforestation. Today’s was the most positive meeting I have ever had on that subject, and I would love someone to ask a Question at some point about this so that I can go on a bit longer. I am going to have to conclude because I am out of time. I thank noble Lords.

Before the Minister sits down, could he possibly answer my question about the private sector and the role that fossil fuel companies could play in helping to narrow this enormous gap between what is currently available in financial terms and what is needed?

I am so sorry; I know there are other questions that I also did not answer, but I spoke as fast as I physically can. We need vast amounts of money, as I said—trillions. That will largely come from the private sector—not just fossil fuel companies but the private sector across the board. Fundamentally, the challenge is not just to raise money for climate and nature. Our challenge as a species is to ensure that every decision, every investment and every political decision that is made takes into account the value of nature and the cost of destroying it. That is how we move from where we are today to where we need to be. That includes things such as subsidies. Some $700 billion a year subsidises the bad use of land and destructive land use. Imagine if that was shifted towards renewal and regeneration. That would close the nature gap immediately. There are those kinds of opportunities that we need to look for. I apologise.

My Lords, the UK supports the findings of the UN World Water Development Report 2023. We agree that partnership and co-operation are key to achieving sustainable development goal 6: equitable access to water and sanitation for all. However, delivery is far off track, particularly on accountability, political leadership and finance. At last week’s UN water conference I called for increased action in these areas and announced a new £18.5 million water sanitation and hygiene—WASH—system for health programme, as well as seed funding for a new £38 million water programme.

I thank the Minister for his reply. The report shows that where a country’s access to water is under threat, it can quickly lead to security issues, sometimes war, and eventually even higher levels of migration, so it is a subject that affects our country and every country in the world. One of the asks of the report is for partnerships to

“accelerate the development and uptake of innovative technologies through knowledge transfer, entrepreneurship and applied research.”

What are His Majesty’s Government doing to further the partnerships called for in the report?

The right reverend Prelate is exactly right on both counts, and our approach focuses very much on partnership and co-operation. The figures are huge: 2 billion people lacked access to safely managed water services in 2020, and 3.5 billion people lacked access to safely managed sanitation. He is also right about the link between water shortage and conflict. I think the House will find it as shocking as I do that children under five in protracted conflict zones are more likely to die as a consequence of unsafe water than from violence, so the link is absolutely there.

My Lords, will my noble friend encourage Ofwat and UK water companies to enter into a partnership programme with countries such as those identified by the right reverend Prelate? Can he explain why we are importing so much fruit and vegetables from countries in areas challenged by water stress, when we could grow much more at home?

I would love to see us produce more fruit and veg here in the UK. We produce wonderful fruit and veg. I suspect that the answer is that water is not priced correctly. Water is essential to all lifeforms on earth, yet we regard it as an expendable, infinite source. I suspect that is the reason why water footprints so rarely feature in prices.

My Lords, the simple fact is that fully functional WASH services are absolutely essential in healthcare facilities, as we heard from the noble Lord. The report highlighted gaps in co-ordinating provision with different agencies and NGOs. Can the Minister reassure the House that, when the Government attend the UN high-level panel meeting on universal health coverage, we will take up this question to ensure that those basic facilities are there to support health globally?

I absolutely can make that commitment. The water conference that I have just returned from was the first such conference in 46 years, which is a reflection of the lack of importance that has been attached to this critical issue for far too long. Over the course of the conference, between big business and Governments, 700 new commitments were made; if even half those commitments are seen through, it will have a life-changing impact for a very large number of people.

My Lords, last month I visited rural Malawi, where the source of water for the families in villages was a filthy stream, collected by hand, primarily by women and young girls. That area has been so badly affected by the horrific typhoon, and most of the victims have been women and girls. The Government have cut UK aid development assistance by 21% overall, but they have cut water and sanitary health support by 80%. Given what the Minister just said about the vital need for extra support, can he explain in clear terms, so we all understand, why there have been disproportionate cuts for water and sanitary health, affecting women and girls, most particularly in Africa?

The noble Lord makes the point about ODA cuts on most occasions when we debate. He is absolutely right to and, like him, I would very much like to see a return to the 0.7% spending—but that is something over which I am afraid I have no control. I do not think it is the case that water has been disproportionately cut. It may well be that the noble Lord is not aware of some of the programmes that directly overlap with this agenda but would not necessarily be described as water projects—not least, a whole new range of nature-based solutions that the Government are focusing on.

My Lords, does the Minister recognise that the expansion of population has not been marked by an expansion of water availability? One way in which that could be tackled is by putting more money into desalination programmes of the United Nations and other agencies to try to get more water processed from salinated water to drinkable water.

My noble friend makes an important point. There are lots of ways in which we can alleviate that problem. I add to his suggestion that the most important focus is to concentrate on the environmental link between water shortage and environmental degradation. To put that in context, the Congo Basin provides around two-thirds of Africa’s rain, so if we allow it to continue to be cut down at the rate it is currently being cut down—half a million hectares a year—one only needs to imagine the humanitarian crisis that would follow.

My noble friend makes a very important point. We have a lot of partnerships. For example, since 2020 with Unilever we have supported 14,800 healthcare facilities with critical WASH supplies and services. We have trained nearly half a million health and other key workers on hygiene practices to help tackle the threat of Covid in 37 countries. I am afraid I cannot think offhand of such a partnership with one of our water companies, but I know that partnerships are core to how we approach this issue.

My Lords, on the theme of water scarcity and quality, can the Minister address two issues much closer to home? Can he tell the House how many new reservoirs have been built in England since 1991, when the population was 47.8 million, compared with nearly 56 million now? Secondly, can he provide data on the damage to human health caused by consumption of seafood taken from UK rivers and seas polluted by the discharge of raw sewage?

My Lords, I am afraid I do not know how many reservoirs have been built since 1991. I am sure that another department of government will provide that answer, but I am afraid I have no idea. I suspect that the answer is “not enough”. On the noble Lord’s question about the quality of seafood, to my knowledge the seafood captured by British fishing communities is of a higher quality than we find in most parts of the world. I am willing to be proven wrong if the noble Lord knows otherwise.

My Lords, I was recently in Nepal in my capacity as Colonel Commandant of the Brigade of Gurkhas and had the pleasure of visiting a WASH programme delivered by the Gurkha Welfare Trust. Such programmes have been delivered by the GWT for nearly 30 years, and just two years ago the GWT signed a new five-year contract. Unfortunately, while I was there I discovered that the five-year contract has now been cancelled after next year, and as a result the Gurkha Welfare Trust is going to have to make redundant some 300 employees who were delivering that programme at their own cost. I appreciate the cuts in ODA, but it rather proves the point that we have challenges. I simply ask my noble friend to look into this case.

My Lords, as the occupying power in the West Bank, Israel’s presence is governed by the provisions of the Geneva convention, and we call on Israel to abide by its obligations under international law. We are still examining the consequences of the recent transfer of some governance powers in the Israeli Ministry of Defense related to the occupation. The UK remains of the belief that there is no better alternative than a two-state solution for peace and for realising the national aspirations of both the Palestinians and Israelis.

I thank the Minister for his response. However, in the negotiation of the recent trade deal with Israel, which, according to the Prime Minister, was based on the common values of democracy, what assurances did the UK Government seek from the Netanyahu Government over compliance with international law in the Occupied Palestinian Territories and the avowed intent of the Netanyahu Government to remove democratic safeguards by emasculating the judiciary, in the face of massive opposition from Israeli citizens? What assurances did they receive?

As noble Lords will know, our Prime Minister spoke to Mr Netanyahu just a few days ago as part of the development of the road map. The road map does not in any way change our support for a two-state solution. Our position on the settlements is clear: they are illegal under international law, they present an obstacle to peace and they threaten the physical viability of a two-state solution. Our position is reflected in our continued support for UN Security Council Resolution 2334.

My Lords, does the Minister recognise that, last week, a Minister in the Netanyahu Government opined that the Palestinians are neither a people nor a nation? Is that the view of His Majesty’s Government? If not, did that view get communicated by the Prime Minister to Prime Minister Netanyahu when he saw him? Also, what line did the Prime Minister take on the intention of the present Israeli Government to expand the scale of illegal settlements?

My Lords, the remarks that the noble Lord refers to absolutely do not reflect the position of the UK Government and nor, I believe, do they reflect the view of the vast majority of people in Israel. High-level members of the current Government there have found themselves having to speak out on the same issue.

My Lords, I draw attention to my interests in the register, particularly those relating to friendship with Israel. Does my noble friend agree with the sentiments of Golda Meir, who said that it is very difficult to negotiate with people who are trying to kill you? Looking for a secure and lasting peace in the region, does my noble friend think it would be sensible for the Palestinian Authority to cease the “pay to slay” policy whereby Palestinians are rewarded financially for the murder of an Israeli, whether it is an army officer or a child?

My Lords, I fully subscribe to the comments my noble friend quotes. It is very hard to negotiate if one side does not believe that you have the right to exist, and it is clear from the security situation today that things are particularly fragile. Last year, a very large number of Palestinians and Israelis were killed by acts of violence, and 2023 started the same way. We are all appalled by the recent terror attacks near Jerusalem that killed two Israelis, and the attack on Sunday 26 February, which killed two Israelis on the West Bank. We condemn these attacks, as we do all such attacks, in the strongest possible terms, and we condemn the glorification of violence that so often happens among those in Gaza.

Does the Minister acknowledge that for years, if not decades, Ministers in his position on that Front Bench have reiterated support for a two-state solution and opposition to illegal settlement by the Israelis in the Palestinian territories? Can he confirm that there has been no progress whatsoever on either of those fronts in all the time that Ministers have been expressing those wishes and desires? Does he further agree that there is a diminishing prospect of any kind of two-state solution so long as the illegal Israeli occupation of parts of Palestinian territory continues?

My Lords, the UK’s long-standing position on the Middle East peace process is clear and remains clear. We support a negotiated settlement leading to a safe and secure Israel living alongside a viable and sovereign Palestinian state, based on the 1967 borders, with equal land swaps to reflect the national security and religious interests of the Israeli and Palestinian peoples. That is our position and always has been our position.

Regarding the settlements, there too our position remains unchanged. We want to see a contiguous West Bank, including east Jerusalem, as part of a viable sovereign Palestinian state, based on those same 1967 lines. We recognise that many such settlements are contrary to international law.

In his Answer to the noble Baroness, Lady Janke, the Minister said that the occupation should be governed by the Geneva convention and that the question of whether the transfer from military to civilian rule contravened or agreed with the convention was still being examined. My Lords, previously the Foreign Office indicated that it would not engage at ministerial or official level with Itamar Ben-Gvir and Bezalel Smotrich—the Minister referred to by the noble Lord, Lord Hannay. In a recent debate, the noble Lord the Minister said from the Dispatch Box that we would now engage with them and all Ministers in the Israeli Government, so why has there been this change of approach? Also recently, the noble Lord, Lord Johnson, the Trade Minister, said that human rights will not now be part of trade agreements. So can the noble Lord answer my noble friend’s Question and confirm that British Ministers, including the Prime Minister, have stated that the long-held protection for the illegally occupied territories in trade relations with the UK will be maintained in a specific chapter in any Israel-UK FTA?

The noble Lord asked a lot of questions and I doubt whether I will be able to answer them all. In both this House and the other House, the UK has repeatedly and strongly condemned the comments of the Israeli Finance Minister, who, as the noble Lord will know, called for the Palestinian village of Huwara to be “wiped out”. We condemn his recent comments, which deny the very existence of the Palestinian people, their right to self-determination, their history and their culture. The UK has been unequivocal in its condemnation of that language.

My Lords, I was in the West Bank last week and I talked to Palestinians. They said—and this was supported by surveys—that they no longer believe in the two-state solution. They saw what happened in Gaza, they do not trust their leadership and they want the advantage that Israeli benefits in health and so on can give them. Now is perhaps the time for the FCDO to lead the way and come up with a more imaginative solution, possibly modelled on the United Kingdom, where we have separate Governments for separate countries, because the two-state solution is a very long way away.

My Lords, in last week’s exchanges on the road map for future relationships with Israel, the Foreign Secretary also met with Eli Cohen, the Israeli Foreign Minister. The Foreign Office said that the recent spike in violence would be discussed, so can the Minister tell us what the outcome of those discussions was and whether any practical steps were agreed to support de-escalation?

My Lords, I welcome this opportunity to respond to questions following the Foreign Secretary’s Statement on the integrated review refresh yesterday. As noble Lords will be aware, the IR refresh is the culmination of work across government over recent months. The Government have engaged with Parliament, the devolved Governments, external experts and wider stakeholders with an interest in our nation’s security and prosperity. At a moment of evolving global challenges, this refresh demonstrates that the UK is agile and ready to respond to the geopolitical issues that we face. I thank the noble Lords, Lord Purvis and Lord Collins, for having made broadly the same point.

In 2021, the IR established a strong foundation for the UK’s overarching national security and international strategy. It took the right judgments to drive investment in collective defence and security; to increase emphasis on domestic resilience; to advocate a more activist problem- solving global posture; and to prioritise strength in science and technology. However, the review also identified that the world is becoming more contested and volatile, and those trends have clearly intensified over the last two years, with far-reaching consequences for the security and prosperity of the British people. From Russia’s unprovoked invasion of Ukraine to China’s growing economic coercion, the reality is that the world has become a more dangerous place. This update, IR 2023, sets out how the UK will meet that reality head on.

IR 2023 confirms that the UK’s most pressing national security and foreign policy priority in the short to medium term is to address the threat posed by Russia to European security, although I very much note the remarks of the noble Lord, Lord Purvis, about the wider implications of Russia’s activities. Our new Russian strategy began evolving the moment that Russian troops crossed the border into Ukraine, waging an illegal assault on a sovereign nation and raising the spectre of war in Europe. The UK has provided huge quantities of military support for Ukraine’s defence, co-ordinating diplomatic activity and working with allies to impose the toughest ever sanctions on Putin’s Government. As we update our Russia strategy, our objective is to continue to contain and challenge Russia’s ability and intent to disrupt the security of the UK, the Euro-Atlantic and the wider international order.

China too, under the Chinese Communist Party, presents an epoch-defining challenge for the UK. It is a permanent member of the UN Security Council and the second largest economy in the world, so it has an impact on almost every global issue of importance to the UK. Our approach must therefore be rooted in our national interest, co-ordinated with like-minded partners that are working with us to maintain an open and stable international order. We have already taken robust action to protect UK interests since the last review, such as new powers to protect our critical industries under the National Security and Investment Act, bolstering the security of our 5G network through the telecommunications Act and training more than 170 civil servants in Mandarin.

The refresh confirms that we will go further. We will double funding for a Government-wide China capabilities programme, including investing in Mandarin language training—in addition to the numbers that I just mentioned —as well as diplomatic networks and intelligence analysis. We will roll out a new college for national security curriculum to boost our capability across government. Yesterday it was announced that as part of the IR refresh we will take action to bolster the nation’s defences as well, with an immediate uplift in funding and a new ambition to increase defence spending to 2.5% of GDP in the longer term.

The noble Lord, Lord Collins, asked for a timescale. I cannot give him a precise timescale, but I can say that we are committed to investing £5 billion over the next two years, which will help to replenish our ammunition stocks, modernise our nuclear enterprise and fund the next phase of the AUKUS partnership. As we face the most significant conflict in Europe since the end of World War II in an increasingly volatile world, we must ensure that our Armed Forces are ready for anything. We will maintain our leading position in the NATO alliance, with the new ambition, as has already been noted, to invest 2.5% of GDP in defence.

IR 2023 also sets out how we will step up work to protect the sectors, supply chains and technologies of strategic importance to the UK and our allies, with the new National Protective Security Authority providing a source of expertise and an interface between the Government and business. We will publish a new strategy on supply chains and imports, and we will refresh our delivery of the UK critical minerals strategy.

Our new semiconductor strategy, which the noble Lord, Lord Purvis, asked about, will set out plans to grow the UK semiconductor sector and improve the resilience of our supply chains at home and overseas. As has been noted, semiconductors are critical to the UK’s economic and national security and fundamental to many technologies—everything from fighter jets to ventilators. We need to build on the UK’s strategic advantage to secure supply and our future as a technical leader in areas like artificial intelligence, quantum and cyber. The strategy will focus on our existing strengths in R&D, intellectual property and design and compound semiconductors to grow the domestic sector. It will also increase the resilience of supply chains against disruption.

The new economic deterrence initiative will build upon our diplomatic and economic toolkit to respond to hostile acts by current and future aggressors. With initial funding of up to £50 million over the next two years, the initiative will improve our sanctions implementation and enforcement. This will maximise the impact of our trade, transport and financial sanctions by cracking down on sanctions evasion.

After the Euro-Atlantic and Indo-Pacific regions we are looking at our wider neighbourhood, those regions where developments have direct consequences for this country, from migration flows to transnational security threats. Our approach in Africa, for instance, will continue to be defined by a greater appreciation of the perspectives of partners across the continent, focusing on mutually beneficial development on security and defence but also on clean infrastructure and, increasingly importantly, on climate adaptation. We will host the next UK-Africa Investment Summit in April 2024, bringing countries together to strengthen those economic and trade links.

In Latin America, we are working with partners on a wide range of issues but with a particular focus on implementation of the GBF agreed in Montreal in December—on biodiversity, nature and tackling climate change. Alongside that, we are continuing to up our work on tackling organised crime. We would be supportive of Brazil joining the UN Security Council as a permanent member, as well as India, Japan and Germany. Development remains at the heart of our foreign policy.

The UK is a leading global aid donor, notwithstanding the cuts we have debated many times. The noble Lord knows I wish to see a return to 0.7% as soon as possible. Notwithstanding that, we have a reputation for being effective and generous; we have spent more than £11 billion on international development assistance since 2021, including on tackling climate change and a whole range of other issues, not least girls’ education and global health. We remain committed to saving lives, to protecting the world’s poorest. We continue to prioritise development in our thinking. That was recently exemplified by the Minister for Development becoming a permanent member of the National Security Council.

The noble Lord, Lord Purvis, raised a number of other issues, which I am going to tackle now before I move on. One of them was in relation to the BBC World Service. We will provide £20 million of additional funding to the service over the next two years. I think I am answering his question in saying that that will protect all 42 World Service language services, as well as supporting English language broadcasting and the ongoing counter-disinformation programme.

As in the original IR, climate is at the heart of our thematic priorities. It is essential that the UK transitions away from fossil fuels here if we are to meet our net-zero targets. At COP 27, we set out our intention to make the UK a clean energy superpower. The UK has already cut emissions faster than any G20 country, with renewable sources such as wind and solar now making up more than 40% of our supply—a fourfold increase in just 10 years. The UK was also the first major economy to sign net-zero emissions by 2050 into law. Just last month, we created a new Department for Energy Security and Net Zero. We tasked it with securing that long-term energy security and supply, bringing down bills and halving inflation.

IR 2023 reinforces the argument for even more investment in the UK science and tech ecosystem while we continue to manage the risks from rapid technological change. We will increase our resilience for the long term by surging investment into these areas. That is why we are committing to spending £20 billion a year on R&D by 2024-25 and why we have reorganised government to enable better focus and dynamism in an area that is critical for our future prosperity and security. Two years ago, we sent a clear message about what the UK stands for as an independent actor on the global stage. We committed to work with our allies and partners to shape an open, stable international order. Today, in a more geopolitically contested and less safe world, the IR refresh ensures that we continue that success as we continue to prioritise the British people’s way of life.

My Lords, an effective strategy requires a sensible balance between ends, ways and means. The integrated review refresh is certainly better than its predecessor on ends and ways. I welcome the sharper focus on Europe and the Russian threat and the more coherent and robust approach to China. Unfortunately, the refresh fails signally when it comes to means. Does the Minister recall that as recently as 2010, we were spending 2.6% of GDP on defence? Given the accounting changes that have occurred since then, that probably equates to something like 2.8% in our present terms. The integrated review refresh is saying, in essence, that we face a more dangerous world than we have seen for many a year, and the Government’s response is a vague aspiration to increase our defence expenditure at some indeterminate point in the future to a level still well below that which we had in 2010. Could he have a go at explaining the logic behind that?

My Lords, it is not true that these are vague aspirations. I think I said in response to the noble Lord, Lord Collins, that we are committed to investing £5 billion over the next two years to replenish our ammunition stocks, modernise our nuclear enterprise and fund the next phase of the AUKUS partnership. We are committed to spending at least 2.5% of GDP in the longer term. As I said, I cannot provide a precise timeline on that, but there is pretty clear evidence of our intent in the commitments that have been quantified and given a timeline.

My Lords, I welcome the Statement, but like others, I am slightly concerned about the gap between the rhetoric and the reality. Successive Governments have had a habit of defining success by financial input. Of the extra £5 billion, which I welcome, £3 billion is for nuclear—it is probably already held in the Treasury contingency and simply being drawn forward—and £2 billion is simply replacing munitions we have given to Ukraine. It is widely accepted that defence needs £11 billion just to stand still. That is a £6 billion deficit, meaning that there will have to be cuts. The reason why it is so important to know when we will meet 2.5% is that, without knowing that date, we do not know what needs to be cut and when. That is why we need an answer on that.

I declare my interest as a serving member of the Army. In pillar 2—“Deter, defend and compete across all domains” —paragraph 24 has the aspiration that with our military presence in the Baltics, we may be able to surge to a brigade; that is some 5,000 people. Ten years ago, we had 10,000 soldiers in Afghanistan. Twenty years ago, we had a division of 20,000 in Iraq. Yet now, we may be able to surge to a brigade in the Baltic states. If that does not underline to my noble friend the Minister the perilous state of our Armed Forces right now without adequate financial investment, I do not know what does.

On the financial commitment, I will just clarify that the extra £5 billion for defence is in addition to the overall spending powers set out in the Autumn Statement and was agreed with the Chancellor as part of the wider Spring Budget plans. It is not recycled finance. In 2020, the Ministry of Defence received what I believe was the largest sustained spending increase since the end of the Cold War: a £24 billion uplift in cash terms. I think the noble Lord asked whether or not some of the money being spent in Ukraine was part of that. The extra funding that was provided at the Budget—and I will correct the record if I am wrong—will be in addition to the £2.3 billion of military support we have already committed to provide to Ukraine in 2023, matching what we spent last year.

My Lords, I too welcome the integrated review and note that paragraph 28 on page 28 confirms the Government’s commitment to the fourth overarching priority of the 2022 international development strategy, which includes supporting global health. The Minister will be aware, as I know his department is, that drug resistance poses an increasingly significant and global threat to tackling global health risks of all kinds, including TB, malaria and HIV. So, while we await the global health framework refresh for the detail of the Government’s support for global health, can the Minister confirm that it will include commitments both to restore the cut in funding to Unitaid of nearly £250 million and to follow our G7 allies—the US, Japan and Germany—and pay in full the 29% increase in funding that the Global Fund to Fight AIDS, Tuberculosis and Malaria called for, which will mean, in our case, making up a shortfall of £800 million?

My Lords, first, I simply reiterate that the IDS—the international development strategy—remains our overall strategy, and that does not change. But the changing global context means we need to go further and faster on certain elements of it, not least international development, and we are supercharging that IDS. I cannot answer the question in relation to the spending commitments. I am afraid I am going to have to put that to colleagues in the FCDO, in whose portfolio that sits. But I strongly agree with the noble Lord’s comments about the threat of drug resistance. This is probably the greatest health threat we face today. We take our eye off that very immediate, very grave threat at our peril. I will make sure that his remarks are heard by colleagues in the department. I also believe that on a domestic scale we should be investing in protecting ourselves—insulating ourselves as much as possible against the threat of drug resistance here in the UK as we reach the end of the pipeline of existing antibiotics, partly as a consequence of our abuse of them.

My Lords, this paper is a great improvement on its predecessor. I agree with the comments of my noble friend Lord Collins and the remarks of the noble Lord, Lord Purvis. What I fear is that, although it recognises that Russia is the main immediate threat we face, as the noble and gallant Lord, Lord Stirrup, says, it does not do sufficient to make sure that we can actually face that threat.

Is it not the case that what we need within the NATO alliance today is a massive programme of European rearmament to deter Russian aggression? Is it not also the case that, of the £5 billion that has been awarded in this defence review, £3 billion will be spent, as it says in the document, on nuclear capabilities and the AUKUS submarines—not on conventional defence? Are we really satisfied that we are doing enough? Does the Minister accept that deterring Russia for us, as a medium-sized European power, must be the top priority?

Not only do I agree that it is a short and medium-term top priority but I think that is reflected squarely in this document. How the additional money is spent is, as noble Lords know, for the MoD to prioritise. Whereas we are a medium-power European economy, we invest more in our Armed Forces than almost any other country in the world. We are a top investor.

Notwithstanding that, we are only as good as our partnerships with allies and friends around the world. The UK has been at the forefront of rallying a consensus against Russia’s illegal attack on Ukraine, with some considerable success, in addition to the direct support we have provided to Ukraine’s defence. The UK has stepped up. I do not think we could be accused of underestimating or underplaying the threat posed by Russia. The UK will continue to prioritise this issue.

My Lords, the Statement says that we

“enjoy thriving relationships with countries in the middle east and the Gulf.”—[Official Report, Commons, 13/3/23; col. 539.]

This Statement came out just after the Times reported that there had been 11 executions in eight days in Saudi Arabia, among them that of Hussein Abo al-Kheir, the 57 year-old Jordanian father of eight. A UN Working Group on Arbitrary Detention had called for his release and said his case lacked “a legal basis”. It is reported that a UK Minister met the Saudi Government the day before the execution to call for it not to take place. I also note that in Bahrain it was reported yesterday that four people have been arrested over tweets, including tweets backing reform to its parliamentary system. This is in the context of an Inter-Parliamentary Union meeting that is going to be in Bahrain. It has also revoked entry visas for two Human Rights Watch staff. Does the Minister really think that this would describe a “thriving relationship” that meets the Government’s stated intentions of supporting human rights around the world?

I have a second question that is perhaps more to the Minister’s taste. I am sure he has noticed that the word “climate” does not appear anywhere in this Statement. Does he agree that, if we are looking at the refresh of the integrated review, the extreme events of the climate emergency over the last two years surely should have seen a focus on the even more pressing nature of that issue?

My Lords, the noble Baroness is right that a Foreign Office Minister made representations before the execution took place. I think it would be wrong to exaggerate the power we have as a country; we cannot command countries not to take decisions of the sort that Saudi Arabia took, but it is right that Foreign Office Ministers made representations. We will always continue to do so. It is a long-standing policy that we oppose the death penalty.

We use every opportunity we can to promote the values we hold dear: freedom of speech, freedom of religion and democracy. I do not think anyone questions our commitment to those values. Equally, we work with countries all around the world that do not share all those values. If we were to work only with countries whose values aligned entirely with ours, we would be pretty isolated on the world stage. It is right that we should have a constructive relationship. We are working closely, for instance, with the UAE as it makes preparations for COP 28. We will be a very strong partner to ensure that all the commitments secured at previous COPs are followed through and strengthened at COP 28, which is being hosted by the UAE.

On climate change, the noble Baroness is right, but this is a refresh. It is an additional document, almost an appendix to the IR, and does not replace it. Although there are many ways in which the threat of our abusive relationship with the natural world can be seen to have increased over the last two years—or at least our understanding of the threat has—the emphasis in the IR on the need to prioritise global environmental protection, restoration and tackling climate change was pretty much front and centre. Therefore, by definition, it remains front and centre. The refresh does nothing to diminish that commitment.

My Lords, can the Minister make a clarification? In his answer to my question, he said that the Government had a firm commitment to increase defence expenditure to 2.5% of GDP. The integrated review refresh says it is an aspiration. I would be very pleased indeed if the Minister were able to say that his remarks were the accurate statement of the Government’s position.

My Lords, Myanmar’s public healthcare system has been in crisis since the coup. We are concerned about Myanmar’s level of basic healthcare services and childhood immunisation rates. The UK is a leading donor on supporting healthcare needs in that country. This financial year, the UK has provided £13.95 million for healthcare in Myanmar, which is being delivered by the UN, by civil society and by ethnic healthcare organisations. This support is saving the lives of vulnerable women and children.

I thank the Minister for that response. I agree that the situation in Myanmar two years after the coup is truly appalling. I pay tribute to the UK Government’s efforts, including their efforts at the Security Council to keep up pressure on the country. There are many courageous health workers in the parts of the country that are not controlled by the military who are providing health services where and how they can from makeshift facilities, and they are being targeted by the military as a result. They are being excellently supported by UK and UK-based Burmese clinicians with education, training, advice, some supplies and more, largely over the internet. However, this is problematic because it is very largely controlled by the Government.

I have two immediate questions. I understand that Professor Zaw Wai Soe, the Health Minister of the National Unity Government, has asked the noble Lord, Lord Ahmad, if the UK can help by providing access to satellites. Can the Minister tell the House what progress is being made with this and when a response can be expected? Would he be willing to meet representatives of the UK and the UK-based Burmese clinicians in this country to discuss the situation, and what further practical action can be taken?

My Lords, for obvious reasons, humanitarian access is extremely challenging, with many areas cut off completely to the UN and international NGOs. That is why our approach has been targeted at using and working with domestic organisations of the sort that the noble Lord has cited. The problem with that, as he knows, is that healthcare workers affiliated in any way with the civil disobedience movement are targeted. According to the World Health Organization, at least 51 healthcare workers have been killed and 352 attacked since the coup, and the Tropical Health and Education Trust, which the noble Lord is part of, reports that 624 healthcare workers remain in arbitrary detention. I am afraid I do not know the answer about progress on satellites, but I will ask my noble friend Lord Ahmad, in whose portfolio this sits, and if he is not able to meet representatives then I will certainly happily do so.

My Lords, since Security Council Resolution 2669, we have seen 2 million children in need of a targeted immunisation catch-up programme and 3,000 people having died at the hands of the military coup. Does the Minister agree with the UN High Commissioner for Human Rights, Volker Türk, that the crisis will not end until those responsible are held to account? Will the Minister ensure that we pursue that strongly at the United Nations?

I absolutely agree with the noble Lord and with the UN. He will know that in December last year the UN Security Council passed the first ever resolution on the situation in Myanmar, and that was led by the UK. The resolution demands an end to violence and urges immediate action by the military regime to fully implement the ASEAN five-point consensus and release everyone who has been arbitrarily detained. However, we are not going to see change until we see change at the very top. The noble Lord is right to make that point, and it is of course a priority for the UK.

My Lords, I declare my interests as vice-chair of the all-party parliamentary groups on Burma and the Rohingya. I want to take the Minister back to what he has just said about levels of access and the request from my noble friend Lord Crisp about meeting some of those who are involved in these issues, specifically in this case Burma Campaign UK, in order to address their concerns about the level of reporting that is required for the receipt of international humanitarian aid, which they say is wholly unrealistic and simply not feasible in a conflict zone. They say that people are dying because of the red tape. Can we look again at how to utilise local civil society organisations, as referred to by the Minister a moment ago, which are indeed best placed to get aid to those who need it? They say that, among Burma’s ethnic minorities and the 2 million displaced since the military coup, a humanitarian catastrophe is unfolding.

My Lords, it is without doubt a humanitarian catastrophe. Myanmar is the Indo-Pacific’s most desperate humanitarian crisis. Some 17.6 million people are in need of humanitarian assistance and over 1.6 million have been displaced, including over 500,000 children. Some 15 million people are considered moderately or severely food insecure, and 7.8 million children remain out of school. So the noble Lord is right. The difficulty, as I mentioned earlier, is access. When dealing with a regime of the sort that runs that country, access to the grass roots is very difficult. So we have a twin approach: first, we work through channels such as the UN and ASEAN to push for greater humanitarian access and, secondly, we increasingly support local civil society networks with access to vulnerable communities to be the first responders to the crisis. That has ensured that UK aid is reaching the most remote and hard-to-reach areas, but it is difficult.

My Lords, the Burmese diaspora are working closely with NHS colleagues in delivering clinical education and training. Their time and expertise are gifted free of charge and supported by modest FCDO funds, which allow organisations such as the Tropical Health and Education Trust to organise and structure this support in a professional way. Could the Minister comment on whether he sees any scope for increasing those funds for UK health communities in their response to Myanmar?

I will reiterate the point I made. We applaud the Myanmar health professionals who are risking their lives to continue treating patients. We commend the NHS volunteers who are sharing their skills and knowledge with colleagues and friends in Myanmar, taking huge risks in doing so. I absolutely pay tribute to them. Since the coup, we have provided around £100 million to support those in need of humanitarian assistance, to deliver healthcare and education for the most vulnerable and to protect civic space. In 2021-22, we provided nearly £50 million in aid to Myanmar, including £24 million of life-saving assistance for 600,000 people. I am not in a position to comment on future expenditure, but I think it is very clear from our recent track record that this remains a priority focus for the FCDO.

My Lords, as I started to say earlier, the attack on health workers and health support workers is deeply reprehensible and I support the Government’s actions, including the sanctions. The operation of a parallel health system by health workers to provide much-needed support for children could be a model in other countries, such as Syria and Afghanistan, where we do not recognise the regimes. When the Minister is considering the right reverend Prelate’s question regarding UK government support, can that support include those seeking to offer vital health support in Syria and Afghanistan, where we do not recognise the regime?

The noble Lord makes an important point, and I will make sure that that suggestion is conveyed to relevant Ministers and officials. I will add that, according to the World Health Organization, one-third of all attacks on health workers around the world have occurred in Myanmar. This is a real problem. I think the approach adopted in that country by the international community has worked and, like the noble Lord, I do not see any reason why it would not in other areas where we do not recognise the regime.

My Lords, I declare an interest as a trustee of Burma Campaign UK. The Minister will know that, since the coup in 2021, the military has brutally suppressed its critics and unlawfully attacked civilians on the ground and from the air, including many health workers working in the ethnic areas. While the UK and EU-imposed sanctions on aviation fuel are welcome, will the Minister give assurances that he will keep those sanctions under urgent review as companies change names to avoid sanctions, and look into whether British companies are involved in the provision of third-party services to vessels involved in the shipment of aviation fuel to Myanmar, such as insurance, shipping or financial services? Stopping the military’s relentless bombing campaign on innocent civilians will help those providing humanitarian aid.

The Government always keep their sanctions policy under review. We are considering a range of further targets and other measures to hold the suppressive, brutal regime to account. It is vital that any sanctions imposed have the desired effect of denying the regime credibility and reducing its access to finance, arms and equipment. Part of that is to tackle the problem identified by the noble Baroness—the use of aviation fuel to facilitate bombing campaigns. That is a focus of the FCDO when it comes to looking at the appropriate sanctions.
