Commons ChamberOn a point of order, Mr Speaker. We discussed in Transport questions the cancellation of line electrification throughout the country. The Secretary of State said in the recess last summer that the bi-mode alternatives could achieve the same significant improvements to journeys. The National Audit Office, on which we rely—it is not Opposition Members saying this—has said that
“bi-mode trains with the required speed and acceleration”
to meet the timetable
“did not exist”.
The Secretary of State has had the opportunity today to correct the position. The two statements are mutually exclusive and he cannot maintain that position. It is important that Ministers of the Crown come to the Dispatch Box and say things that are grounded in fact. There is a danger, however inadvertent, that the House has been misled about these trains’ ability to deliver, as my hon. Friends have pointed out repeatedly, yet the Secretary of State will not take the opportunity to clarify the position. I seek your advice as to how that clarification might be achieved, Mr Speaker.
The Secretary of State is now poised, like a panther ready to pounce, so the hon. Gentleman may have secured, if not pre-empted, at any rate, early gratification, in that the Secretary of State is marching towards the Dispatch Box.
Further to that point of order, Mr Speaker. It is self-evident that last January, when we discussed these issues, the trains that will run on the midland main line had not been ordered and therefore did not exist. As things stand today—as things stood last summer and last April—there are already 120 mph-plus bi-mode trains operating on the Great Western main line. I have manufacturers beating a path to my door to build the trains for the midland main line; of course they are going to run.
What I would say to the shadow Secretary of State is that he has made his point with force and alacrity, it is on the record, and the Secretary of State has responded in a similar vein. This dispute—it is a genuine dispute about what the facts are—can and doubtless will continue, but by means other than the point of order procedure. I hope that honour is served.
Just as I am about to proceed to the next business, I see leaping to his feet, with his characteristic energy and suppleness, the young representative from Stone, Sir William Cash.
On a point of order, Mr Speaker. Do you regard the outrageous abuse and intimidation that has been levelled against the hon. Members for Stoke-on-Trent North (Ruth Smeeth), for Liverpool, Wavertree (Luciana Berger) and others as sufficient evidence of a contempt of the House? Page 262 of “Erskine May” states that it is a contempt of the House to molest and intimidate MPs by abusive language outside or inside the precincts of the House. Is there a prima facie case for contempt in the circumstances that I have described, with this completely and totally outrageous behaviour by members of the public towards those Members?
I am grateful to the hon. Gentleman for his point of order, which I treat extremely seriously. I do so partly because of the content and partly in deference to his renowned parliamentarianism. The short answer is that there could be such a case. The particulars would have to be studied and it would be imprudent, and therefore inappropriate, for me to seek to venture a judgment here and now. However, as he will know, if there is an allegation of contempt to be made, it should properly be made in writing to me and I will then reflect on it, taking such professional advice as I think I need, but I thank him for raising this point of order, which I know he does out of a concern to protect the rights of Members in all parts of the House. Any Member could be similarly affected, and he has done a public service. Knowing his dogged tenacity and his insistence on following through, I imagine that his letter will be winging its way to me ere long.

Commons ChamberSimpler may be cheaper, and there may also be circumstances in which it leads to cost increases. It is important that we achieve a system that is comprehensible, in which passengers do not have to struggle for hours to work out which ticket is the right one for them. Following the 2016 fares and ticketing action plan, we introduced advance tickets for sale on the day of travel that benefit hundreds of thousands of passengers.
I am grateful for the Minister’s letter of this week, saying that his Department is taking on extra resource to simplify the fare structure on the Brighton main line. Will he reassure passengers in the area that that simplification will involve the rounding down of fares, not just rounding up? Will he also tell passengers when they can expect the review to complete?

The Federation of Small Businesses says that this will put small companies out of business because the new private owner will rapidly rack up rents, which will restrict key developments in places such as Chesterfield. Does he not see that the sell-off will lose the railway valuable and vitally important income?

On a point of order, Mr Speaker. Given that this is such an important matter, surely we should have a point of order on it.
As the hon. Gentleman will know on the strength of his nearly 39 years of experience in the House, the effect of a point of order during exchanges on a question is to cause all further exchanges on it immediately to cease. Fortunately for the hon. Gentleman, he does not risk becoming hugely unpopular as a result of his attempted point of order, for the simple reason that no one else was standing and seeking to catch my eye—other than the hon. Gentleman with his rather bogus, albeit enjoyable, point of order.
Order. I know the whole House will want to join me in congratulating the hon. Member for Bromley and Chislehurst (Robert Neill) on his engagement to Ann-Louise Whittaker, and may I say to the hon. Gentleman that, notwithstanding the fact that he is a very young man to be planning to rush into matrimony, we all wish him and Ann-Louise a very happy wedding on Friday 27 July?

Is the Minister not concerned, first, that many of the regular commuters on our line do not regard the performance measures as reflecting reality, particularly in the rush hour, and, secondly, that Network Rail only a couple of days ago published a suggestion that performance will actually deteriorate over the next coming years and will not pick up again until 2024? I would like our wedding guests to come on the train, but I do not think I can advise them to do so at the moment; does the Minister agree that the situation is wholly unacceptable, and what will he do about it?
We are working closely with Network Rail to ensure punctual and reliable services on the network. We are ensuring it is doing everything it possibly can to maintain and build upon the current improving levels of performance. My hon. Friend mentioned the performance targets: the operator will be required as part of the next franchise arrangements to publish on its website in relation to each reporting period its performance against the following metrics: cancellation figures, short formation figures, and now, critically, timing to three minutes, rather than the previous performance targets.
We do like romance, and the new trains will offer improved facilities, comfort, hospitality and security for passengers. Passengers’ experience will be enhanced, supported by improved ticketing, booking channels and information, station improvements and support for post-travel arrangements. Staying on the theme of romance, I know that the hon. Gentleman has a particular interest in disability and access, for which these trains will be suitable, as he has a close family member with disability issues.
That sounds like a very agreeable adventure to me. I must obviously add it to my bucket list.
This is certainly an idea worth exploring. I repeat that this is a view shared not just in this Government but in the French Government. The hon. Gentleman will recall that at the conclusion of the highly successful Anglo-French summit it was agreed that there would be a committee of wise people, a comité des sages, established to consider reviving the tradition of UK-French collaboration on a range of matters, including infrastructure projects.

Commons ChamberWithin the context of equity of spending, I wonder whether, after this snow event is over, my right hon. Friend will ask some serious questions about, or even have a review of, why we still seem to be in no way prepared for such events. For example, I discovered yesterday that Heathrow is busy offloading flights because it cannot cope, whereas—[Interruption.]
Yes, regional flights. What I am saying is that, given all of that, airports such as Gatwick and others are able to cope. Does my right hon. Friend not think that it is ridiculous that some airports are simply unable to cope while others across the UK can?
I am not entirely sure what the impact of the Virgin Trains East Coast franchise is on Horsham, but doubtless the hon. Gentleman is about to explain to us with the lucidity for which he is renowned in all parts of the House.
I am absolutely going to. In respect of the proposed alternatives to the current east coast franchise, has the Secretary of State seen President Macron’s recent remarks about the nationalised French railways, and has he any remarks to make on them?
Wisdom sometimes comes from our allies across the channel. I did see those remarks, and they are a timely reminder that a nationalised railway is not the panacea that some believe it is.
It was not the Horsham perspective, but the international perspective. Why would I expect anything less from someone so illustrious as a man who served as my constituency chairman for three years, for which he deserved a medal?
The Secretary of State says that Stagecoach got its sums wrong, but clearly his Department got its sums wrong, too, when it awarded the franchise to Stagecoach. Surely one merit of this situation should be that failing franchise holders should not be allowed to bid for future franchises. Does the Secretary of State agree that this gives us the opportunity to put the franchise into the public sector, allow further public sector involvement across all franchises, and review and improve the franchise tender process?
The Government are intending to close the driving test centre in Pontypridd and move it to Llantrisant, which will make it far more inconvenient for people in the Rhondda—one of the poorest constituencies in the land—and probably more difficult for people cost-effectively to learn how to drive safely. It will also put the driving test centre in a place that does not have suitable roads for people to do the test properly. Will the Minister look again at closing the Pontypridd driving test centre?
One wonders if style is everything in these matters or whether content should have a place at some point. The answer to that question is that of course we will continue to look at it, but I doubt the answer will change.
As colleagues will know, I have spent a lot of time working with the bodies responsible for the sector and visiting local community transport organisations. I take my hat off to them for the astonishing work that they do, which is, in a way, a form of social care as much as a form of transport, if not more so. Our consultation document, which I am sure my hon. Friend will have read, lays out three potential exemptions: derogations from commercial operators in favour of community transport operators, showing that there is in fact no competition in specific cases; a potential distance exemption of 15 miles from a particular hub; and the separation of commercial and non-commercial activities. We expect them to receive a lot of comments. I am not aware of a direct threat to any operators in particular, but we very much seek their feedback.
Notwithstanding what the Minister said about the hat—he talked about taking his hat off—I would not have thought he would want to do so in the present weather, as a protective function.
Many community transport operators use diesel vehicles, so what representations have the UK Government made to the German Government to hold Volkswagen to account for its emissions scandal?
My hon. Friend has been a great advocate of transport locally and is obviously an expert in the field, as a previous Minister in the Department. He is absolutely right that we are investing in the biggest upgrade of the midland main line since it was completed in 1870. It is, however, for Derbyshire County Council to assess the need for that particular project in Ashbourne, and to decide whether to work on plans to deliver it. If the council applies for appropriate Government funding, we would be pleased to consider its bid.
I know that the hon. Lady will accept that he was not merely a Minister in the Department but the Secretary of State and a right hon. Gentleman of notable industry and distinction.
The previous speaker said a lot of things about the possibility of getting extra money spent in Derbyshire. What he failed to do—this is very important—is say that when the electrification of the midland main line was put forward in this House, it was decided that it would go only as far as Kettering and Corby. Should not the question now be about the wholesale electrification of the midland main line, which would result in people in Derbyshire being better off?
Order. The hon. Members for Plymouth, Moor View (Johnny Mercer) and for Redditch (Rachel Maclean) who missed out on substantive questions can seek to catch my eye during topical questions.
Protecting the line at Dawlish is a national priority of utmost importance and we are determined to find a permanent solution for this vital connection. Some £15 million of funding has been provided to Network Rail to take this forward and planning and development work is well under way. There will be no unnecessary delay, and we will complete this work as soon as we can within the law.
It is very good to see the hon. Member for Hove back in his place. I call Mr Peter Kyle.
Thank you so much, Mr Speaker. There is one set of tracks and one franchise operator between London and Brighton, but there are three separate pricing structures. I urge the Secretary of State and the Rail Minister to think about implementing the Gibb recommendation to lower the pricing to the lowest possible one—the Thameslink one—for a two-year period. That could be done with no technical changes whatever, and it would have a transformative impact on passengers who have suffered so much in the last few years.
Order. We are very short of time. In fact, we have run out of time. We have had some very comprehensive answers, for which we are grateful, but I will take only two more questions, if the questions and answers are very short.

Commons ChamberOn a point of order, Mr Speaker. During business questions last Thursday, I asked the Leader of the House about the “eye-watering” interest rates charged by rent-to-own firms. In response, she said that the Financial Conduct Authority
“has capped the interest rates that such companies are allowed to charge”—[Official Report, 1 February 2018; Vol. 635, c. 1002.]
Unfortunately, no such cap has yet been placed on these interest rates. I thought that I would aid the Leader of the House by clarifying the point for the record.
Well, the hon. Gentleman has achieved his objective. Moreover, he may feel gratified that the Leader of the House is in her place. She is under no obligation to say anything, but she is welcome to do so if she wishes.

On a point of order, Mr Speaker. I would like to receive your guidance. I have been seeking meetings with Transport Ministers regarding a possible Flockton bypass and the services delivered by TransPennine trains. I secured a meeting with the hon. Member for Blackpool North and Cleveleys (Paul Maynard) before the reshuffle, but the Department has been unable thus far to honour that commitment.
I learned that the Secretary of State was in Kirklees last Friday. I asked on a number of occasions via his office to meet him, but I was refused and told that he would meet only Conservative members and activists. Those members have since indicated on social media that they discussed the very two issues I wished to discuss with the Secretary of State. I now understand that members of the public were also present at those meetings—something for which there is photographic evidence.
I have sought to raise the issues I mentioned with the Secretary of State for months, as the MP elected by the constituency. Can you please advise whether Ministers in this House should be prepared to meet Members on issues relating to their constituencies?
I am very grateful to the hon. Lady for her point of order and for her courtesy in giving me advance notice that she wished to raise this issue.
What I would say—and it is very commonplace for me to get points of order of this type—is that I understand her concern to achieve a meeting with Ministers on a matter which is of importance to her constituents. Clearly, she had that prior commitment. It is customary, but not to be guaranteed, that a commitment by a Minister will tend to be honoured by his or her successor. While I would hope that Ministers would be even-handed in their response to Back-Bench Members on both sides of the House, I have nevertheless to say to the hon. Lady that it is not for me to tell Ministers whom they should meet; it is for an incoming Minister to decide whether to continue with a meeting arranged by his or her predecessor.
If a Minister goes to an area and is principally concerned to have what would be called a political meeting with members of his or her party, that may be exceptionally irritating to a Member who is not a member of that party, but it is not, of itself, illegitimate. There is no bar on Ministers undertaking party political activity alongside their ministerial duties.
All that said, I think that this place works best when there is a basic courtesy and respect from one Member to another. The hon. Member for Blackpool North and Cleveleys (Paul Maynard), who was previously the serving Minister, has always struck me as a most courteous fellow, but, looking at the Treasury Bench, I have known the Secretary of State for at least two decades, and we have always enjoyed very cordial relations—he is a most courteous chap. As for the hon. Member for Orpington (Joseph Johnson), well, I think my cup runneth over—the hon. Gentleman is personable to a fault. I cannot understand why neither of them is willing to meet the hon. Lady—I would have thought that they would think it a most worthwhile enterprise.
It looks as though an explanation is in the offing, because the Secretary of State is perched like a panther ready to pounce. Let us hear from the fella.
Mr Speaker, as you know, I am regularly around this House. I am sure there will be plenty of opportunities for the hon. Lady to tap me on the shoulder and say, “Would it be possible to have a meeting? There has been a reshuffle.” I would be delighted to organise a meeting with the Department. However, what I cannot offer her is a commitment that, when I attend a meeting with Conservative councillors in a constituency, I will invite the Member from the neighbouring constituency at the same time. I am afraid that that issue is completely separate, but I am very happy to ensure that she has a meeting with Ministers.
If I may say so—it may not please everybody—that seems to me to be a reasonable compromise, because what the hon. Lady really wants is to meet the Secretary of State. She may be interested in what the Secretary of State has to say to her, but I think she is, in particular, extremely interested in what she has to say to him. If they get a meeting, it does not matter that it is not in Dewsbury or a neighbouring constituency; it is a meeting about the matters of substance, and that should be the source of much merriment for all concerned.
On a point of order, Mr Speaker. I apologise for not having given you prior notice, but pursuant to the comments that have just been made by my hon. Friend the Member for Dewsbury (Paula Sherriff), you will recall that I raised a similar point of order last week about the Secretary of State attending my constituency, not giving me prior notice and then meeting Conservative colleagues. If it becomes a pattern of regular behaviour that a Minister on ministerial duties seeks to meet only Conservative councillors and fails to give proper notice, how might we remedy that in the House to prevent embarrassment for the Minister should he accidentally do that in the future?
Well, I suppose Members can keep raising tedious points of order about the matter, which may disincentivise Ministers from behaving in this way. I say to the hon. Gentleman that I am not defending it or saying that I think it particularly desirable, but I think this phenomenon of Ministers meeting only with members of their own party on a visit is what I would call “seasonal”. It tends to apply in the run-up to local and by-elections, so it may be that a meeting at another time of the year would be easier to arrange.
I think that we will probably have to leave it there. We seem to have excited a member of the public, who is standing in the Gallery. We normally discourage that, but I am very grateful to him. On the whole it is best not to stand in the Gallery, but nevertheless, sir, thank you for attending our proceedings. [Interruption.] Yes, maybe he was going to raise a point of order—I do not know. If we have exhausted the appetite for points of order at least for today, we shall proceed. I thank the Secretary of State and other colleagues.

Commons ChamberOrder. Just before the Secretary of State responds to the shadow Secretary of State, I must say to the hon. Member for Kingston upon Hull East (Karl Turner), who, in his usual fashion, yelled, “It’s a disgrace,” from a sedentary position, that this morning I conducted my weekly Skype session with school students from the Education Centre. They were students of the Herne Bay primary school, one of whom asked me, “Mr Speaker, is there a Member who is particularly cheeky in terms of loud and repeated heckling?” I said, “Well, seeing as you ask, there is a chap called Karl Turner, who is a very agreeable fellow, but he does tend to go from nought to 60 in about five seconds.” I proceeded to educate the pupils of that primary school class in the favoured expressions of the hon. Gentleman—“Shocking” and “It’s a disgrace”—and his ritual exhortation, which fortunately I have not heard today to a Minister, to wit “be’ave”, which he makes while conspicuously failing to do so himself.
As we were caught short by the speed of the urgent questions, I know that the hon. Gentleman did not have as much time as he might have wished to prepare, but I am not sure that he listened to a word I was saying. He talked about a bail-out culture, gifts and standing up to people, but I have just announced that we will terminate a contract and that we may bring the operation of this railway back into the system of operator of last resort, which is, if I recall correctly, what Labour did in 2009.
I intend to ensure that I do what offers the best value for the taxpayer and the best option for the passenger at a time when exciting things are happening on this railway. New trains arriving in the coming months will transform the journey for passengers on the route, and that is long overdue. In the next control period, there will be investment in different parts of the route in order to improve performance in places where it is desperately overdue. The future is promising for the passengers on this railway, as they will have a better travel experience in the months to come.
The hon. Gentleman talked about long-term thinking, which is precisely what the east coast partnership is about. It is about unifying track and train in a way that I believe the public of this country want, and people on the railway believe that this will lead to a more efficient railway. The more that we can reunite the day-to-day operation of the track and trains right across the network, the more reliable a railway we will have.
Despite what the Transport Secretary says, the franchising system is quite clearly not working, especially given today’s further announcement. When all these announcements are made, we keep hearing about the private investment that privatisation of the railways has brought in with the increasing passenger numbers. The reality is that all that new investment is paid for by the rail users. Sure, it might make the railways more attractive, but it is being paid for by those who use the railway. It is not magic money; it comes out of our pockets. It is quite clear that the parent company guarantee system is not working. If it were working properly, the east coast franchise would continue until the end, so there is clearly a failure in the system.
The Secretary of State did the usual bluster, but he mentioned water companies when he was talking about nationalisation. Well, I have news for him: in Scotland, the water company is a national company. It is owned by the public and operates successfully. The Scottish Government are also looking into a public sector rail bid, so these things can work. If the Transport Secretary’s defence is that Stagecoach got its sums wrong, what does that say about the Government’s due diligence on the tenders that were submitted? The fact is that the Government followed through and awarded the tender to a company that got its sums wrong. That is another reflection on his Department.
All this follows the west coast main line tender farce—the franchise deal collapsed in 2012, resulting in the direct award to Virgin, which is now going to get another direct award. There are way too many direct awards in the franchise system, and that kind of goes against the ethos of competition that a franchise is supposed to bring, which again highlights that the system is not working. What will be the duration of the next award and what impact will that have on the timescales for HS2? Will the Secretary of State give us accurate timescales for the HS2 tender process?
On the east coast and west coast awards, will the Secretary of State follow the Scottish Government’s lead? All employees on the ScotRail franchise are paid the real living wage, there are no compulsory redundancies and ScotRail is operating at a higher satisfaction level than the companies in the rest of the UK. For once, will he seriously consider the devolution of Network Rail to Scotland? That would save his Department money, take away some responsibility—given that it is a failing Department—and perhaps make up for a £600 million shortfall in maintenance monies allocated for the next control period in Scotland.
I have one final question. [Hon. Members: “Oh!”] How is the Secretary of State’s new railcard system working? What funding has been put in place for it? Does the inflation-level rise he has agreed cover the new railcard?
I simply advise the hon. Gentleman, in all friendliness and candour, that he was only 43 seconds over his time.
I do not know how long it seemed to the right hon. Gentleman, who is usually quite a patient fellow. Not everybody, I am afraid, is as succinct as the right hon. Gentleman, who has developed it into an art form, but the hon. Member for Kilmarnock and Loudoun (Alan Brown) must do better.
We are going to hear a lot today about the public versus private argument. What SNP Members, and indeed Labour Members, have not remembered is that if the investment has to come from the public sector, it competes with money for schools, hospitals and the armed forces. That means that, as happened in the days of British Rail, our rail network is starved of investment, and we saw the consequences. By contrast, the new trains that are shortly going to be arriving in Edinburgh Waverley and going up the east coast to Aberdeen are paid for by the private sector.
Is it not right that Members should be told of another Member visiting their constituency?
I am extremely grateful to the hon. Gentleman for his point. The Secretary of State says that the hon. Gentleman was notified and his office was informed. I must say, I think the spirit of the requirement is not always honoured. It is quite important that a genuinely conscientious effort is made to contact the Member concerned, but, to be fair, the Secretary of State did start by saying, “I informed his office.” That may or may not be entirely satisfactory, but we will have to leave it there for now, because notwithstanding the hon. Gentleman’s considerable perturbation about what he regards as late notification, other hon. Members are now waiting to ask their questions and will become very perturbed if they do not have the chance to do so.
We will start with one that I feel sure, from experience and precedent, will be very brief. I call Sir Desmond Swayne.

The Secretary of State spoke in his statement about protecting the interests of passengers and taxpayers. When will he look at the example being taken forward in Scotland, where Scottish Government Minister Humza Yousaf has said he is minded to accept a public sector bid to run the railways? What is the Secretary of State’s objection to that? Is it ideology or just an obsession with corporate recklessness?

As my right hon. Friend will know, the first debate I ever secured in the House of Commons was on car parking charges at Hereford Hospital—[Interruption.]
I apologise, Mr Speaker. My first ever debate in the House was on car parking charges at Hereford Hospital, so I absolutely understand and share my right hon. Friend’s concern. I am afraid that this has been the legacy of the Labour Government’s investment in private finance initiative projects in hospitals in the period up until 2010.
Decisions on electrification do not and will not in any way impede safety improvements. We have announced a large amount of money over the next five years, and I am happy to see what we can do to move this issue on rapidly.
A very short question is required so, of course, I look in the direction of the right hon. Member for New Forest West (Sir Desmond Swayne).
Is there an end to M3 night closures?
As my right hon. Friend will know, these are night closures because of the protections being offered to daytime running. Upgrading of smart motorway junctions has already taken place—junctions 2 to 4 are complete, and work on junction 6 is due to complete soon. Other work on junctions 9 and 14 is planned, but it has not yet commenced.

The previous rail Minister agreed to meet me to discuss the reopening of the railway line to Fleetwood. Will the new Minister honour that and get Fleetwood back on track?

I will speak quickly. As the Minister said in his opening remarks, 2018 is the year of engineering. Will the new Minister, my fellow Brummie, say what the Government are doing to increase diversity within the engineering profession?
I feel obliged to respond to a fellow Brummie. I congratulate the engineering envoy, my hon. Friend the Member for South Basildon and East Thurrock (Stephen Metcalfe), who I believe is sitting in the Gallery. The Government have launched the Year of Engineering—I did that myself on Monday at Crossrail—and we are particularly keen to open up engineering as a career for young girls and boys, especially those from black and Asian ethnic minorities. I urge Members to become ambassadors for science, technology, engineering and maths in their constituencies if they have not already done so.

Commons ChamberThe Minister might know that I have probably done more miles on the east coast line than any other Member of this House. May I tell him, with that experience, that it is chaos again on the east coast? Stagecoach is being let off the obligation to pay the full money it should be paying to the British Exchequer. Yet again, the east coast line is in a mess, and he is doing nothing about it.
I am very glad that the hon. Gentleman has already recovered from his obvious misery at Arsenal’s demolition of his team by five goals to nil last night.
A tiny bit below the belt, I think, Mr Speaker, but the hon. Gentleman seems to have weathered the storm pretty well.
The hon. Gentleman will be aware that, notwithstanding issues on the east coast main line, passenger satisfaction on that route has actually improved rather than reduced; indeed, the money flowing to the taxpayer has increased rather than reduced, so he is slightly misjudging the current position.
In the case of the Minister for Transport Legislation and Maritime, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes), I am sure that we have not had too much of a good thing, Mr Speaker. You will be delighted to know that it is not only the House that has heard extensively from him this week but 175 Ministers from around the world. We have been hosting the biennial meeting of the International Maritime Organisation general assembly in London. The IMO is the specialist United Nations organisation responsible for measures to improve the safety and security of international shipping and to prevent pollution from ships. We host the IMO here in London. I want to thank everyone who has been involved in organising that event and to extend a warm welcome on behalf of the United Kingdom Government to all the Ministers and other delegates who have attended the convention this week.
I am sure that all those Ministers from around the world feel both informed and improved as a result of their interaction with the Minister for Transport Legislation and Maritime, the right hon. Member for South Holland and The Deepings.
I warmly welcome last week’s announcement of an £8 million road safety fund for the areas of Warwickshire affected by HS2. Does the Secretary of State agree that the Trinity Road-Overwoods Road junction in my constituency, which has seen numerous fatalities and serious accidents, would be an excellent candidate for some of that funding, given that the proposed solution is now unlikely to go ahead owing to the development of HS2?
I will take the point of order as I understand it flows from questions, but it had better be a genuine point of order and it had better be extremely brief.
I am grateful to you, Mr Speaker. I seek your clarification. Not an hour ago, I raised the question of the £2 billion that was due from Stagecoach to the Treasury. The Secretary of State said yesterday:
“let us be absolutely clear for the House that as we bring the east coast franchise to a close and move to the new arrangements, no one will get any bail-out”.—[Official Report, 29 November 2017; Vol. 632, c. 344.]
He clarified that by also saying that every franchise makes a parent-company commitment before taking out a contract and will be held to that commitment, to be paid in full. That is £232 million—
Order. The hon. Gentleman must resume his seat. I am extremely grateful to him for his attempted point of order, but it is not a matter for the Chair.
Order. It is not a matter for the Chair. If he wishes to, the Secretary of State can respond, briefly. The truth is that the hon. Gentleman is dissatisfied with the position that the Government have taken. If he wishes to explore the matter further, which of course he can and, I dare say, will do, he can do so through questions, the use of the Order Paper or further debates, but he cannot do it any further now.
There is substantial pressure on time today, as a study of the Order Paper will demonstrate, but I thought the House would want urgently to express support for the victims of racism and bigotry and to denounce their purveyors.

Commons ChamberWhat an excellent debate this has been. It has been largely warm, sensible and, in general, non-partisan—until the last few minutes at least. The speech of the hon. Member for Middlesbrough (Andy McDonald) would have been electrifying, but only if he had been plugged into one of our 11,500 charging points around the country. We have had a Whig theory of history; we have had the modern industrial strategy from my beloved colleague, the Minister for Transport Legislation and Maritime; but there has been no mention of Keats, Shelley or Byron.
I know; it is hard to imagine, Mr Speaker. None the less, we have managed to soldier on. As the Minister said, his remarks were all too brief at a mere 58 minutes, leaving the House yearning for more. He went on at some length—and rightly so—about the rurality of his constituency and the importance of these issues, which affect not merely urban, but rural constituencies. All I can say is that South Holland and The Deepings is downtown Manhattan compared with Craswall, Longtown and Rowlestone in my constituency. He also advertised the electrical charging points, which I think he wishes to be known as “Hayes’s hook-ups”. I think he is secretly yearning for such a name, based on the Belisha beacon. May I suggest “Johnny’s jumpstarts” as an appropriate alternative name for the charging points, doubtless equipped with car-activated klaxons, lasers, smoke, and son et lumière to alert the driver to the possibility of a charge?
We have had a good debate. I can do no better than to touch on some of the contributions and correct one or two points in passing. The hon. Member for Kingston upon Hull East (Karl Turner) said that the Bill contains too much discretion for the Secretary of State, but the Secretary of State’s power is not discretionary. If a vehicle conforms to the criteria, the Bill will apply to it. He also rightly mentioned the importance of a common mode to access charging, which is what the Bill is designed to provide.
I greatly enjoyed the excellent speech of my right hon. Friend the Member for Chesham and Amersham (Mrs Gillan). She made us very happy by not talking about HS2, as she promised. She rightly encouraged Transport for London and local authorities to invest more in charging infrastructure. The Government agree, which is why we have invested £28 million so far to support charging points at tube and train stations. She rightly talked about manufacturing opportunities. Again, the Government agree. The industrial strategy has the Faraday Challenge, which many hon. Members have mentioned, as its counterpart. That is worth some £246 million. My right hon. Friend also pointed out, as others have, the importance of charging back to the grid. We have announced a £20 million competition to stimulate vehicle-to-grid charging.
I greatly enjoyed the speech of the hon. Member for Kilmarnock and Loudoun (Alan Brown), who regretted a sense of déjà vu and worried that insurance premiums will not fall as we hope they will. I hope that he was reassured by the quotation from the head of insurance at AXA.
My hon. Friend the Member for Charnwood (Edward Argar) was right to emphasise both the commercial and environmental opportunities offered by the legislation. The hon. Member for Ellesmere Port and Neston (Justin Madders) emphasised the importance of proper support for jobs, so it is interesting that the Transport Systems Catapult predicts that this technology set will provide 6,000 to 10,000 new jobs by 2035. I also welcome the focus he and several other hon. Members gave to the legal and moral issues raised by this legislation.
My right hon. Friend the Member for West Dorset (Sir Oliver Letwin) made some brilliant philosophical points, which will need to be addressed in Committee. The same was done by several other colleagues, including my hon. Friends the Members for Milton Keynes South (Iain Stewart) and for Cannock Chase (Amanda Milling). My hon. Friend the Member for North East Derbyshire (Lee Rowley) built his reputation on a further excellent extemporary speech.
This is an excellent piece of legislation, it is warmly supported by the Opposition, and I commend it to the House.

Commons ChamberHe mentioned Shipley but it is not sufficient simply to animadvert on Shipley. The question ought to relate to the matter.[Interruption.] Which is a bypass, as somebody has observed, very originally and wittily from a sedentary position.
It is worth putting on the record that I have not announced any changes to that programme. There is money for the trans-Pennine modernisation. I am expecting the detailed proposals from Network Rail later this year. However, it is worth saying that we are spending more money on more projects across the north of England than any Government have for decades and decades, including during the 13 years when Labour was in government. It is also worth saying that we have electrified four times as many miles of railway in the north of England alone than Labour did in 13 years in government. So I am not going to take any lessons from Labour Members about commitments to the modernisation of the transport system—in the north or elsewhere.
Many of my constituents would like to visit Shipley on many occasions, but in order to do so that they would have to travel along concrete sections of the A180, which causes great disturbance to residents in Stallingborough and other villages in my constituency. Will the Secretary of State urge Highways England to look favourably on funding improvements to that section of the A180?
Ah, yes! I chaired the South Lakes Pupil Parliament in the hon. Gentleman’s constituency on Friday. The children there spoke of him with great warmth and affection.
That is very kind of you, Mr Speaker; I hope you will indulge me. Just like Shipley, Kendal is a beautiful northern town with severe congestion problems. It is beautiful and thriving despite the fact that it has a prehistoric road network. Is the Secretary of State aware that there is a long-stalled plan for a northern access route that would solve congestion in the town and open up the industrial estates to the north-east of the town? Will he meet me and business leaders to see whether we can move things forward and make that plan happen?
I always try to be helpful in the Chamber, and I know that the hon. Gentleman is doing his best, but a lot of what has been published about this is, quite frankly, just wrong. He may be drawing on the Institute for Public Policy Research North figures, which do not take account of the whole picture. They consider only 40% of the national infrastructure pipeline, exclude schemes that cross regions and ignore the majority of smaller transport schemes. He is a diligent constituency MP, so he will know that they do not include—perhaps he has not factored this in either—the work that is being done on local roads at junction 36 of the M62. I hope that when he stands up to speak again in this Chamber, he will welcome the Government’s commitment to his area of the north of England.
I am sure that the right hon. Gentleman is closely familiar with junction 36, about which, I dare say, we shall hear more in due course.
May I urge my right hon. Friend to be very granular when making such sub-regional assessments, to ensure within a regional context that rural areas, not just urban areas, secure the funding that they need?
As I said in my first answer, we are doing our bit. My hon. Friend is assiduous in keeping Cornwall County Council on its toes. It is its responsibility to ensure that carriageways are properly cared for in the way he described, and it is not easy to keep such a flat-footed Lib Dem council on its toes.
The right hon. Gentleman’s performances in the Chamber are always a source of great excitement—especially for the right hon. Gentleman.
