Commons ChamberMy hon. Friend the Under-Secretary of State and I have regular discussions with ministerial colleagues about cross-border connectivity and the Union connectivity review.
From the castles of north Wales to the pleasure beach in my constituency, popular tourist attractions across north Wales and the north-west of England will host thousands of visitors this summer as people choose to holiday here in the UK rather than abroad. In order to support tourism and economic growth, it is vital that we strengthen transport links between those regions, so does my right hon. Friend agree that delivering on our manifesto pledge to upgrade the notoriously congested A55 must remain an absolute priority?
I am very grateful to my hon. Friend for raising that question, and he is right. I have visited the area quite a bit recently and seen exactly the challenges ahead. It is a manifesto commitment. We visited with the Transport Secretary. That is very much in our sights, and we hope to have some good news about it in the foreseeable future.
My Italian forefathers always understood the importance of sunshine, sandy beaches and full-bodied, gorgeous ice cream, but for those who live in Dudley, the nearest beach is in Wales, and access is almost mission impossible. What can my right hon. Friend do to improve the wellbeing of my constituents by improving access to these basic rights?
Sadly, we cannot move Dudley, but what we can do is progress the Union connectivity review and strengthen the links. I know my hon. Friend’s part of the world very well. Of course, the cross-border holidaying and other activity between the west midlands and Wales is well known, and we want to improve it. That is exactly what the review is about, because we know that brings not only gratification to the residents of Dudley, but economic prosperity to both areas.
Diolch yn fawr, Llefarydd. The Wales Governance Centre has calculated that, were Wales to be treated like Scotland in relation to HS2 and rail funding, we would be over half a billion pounds better off. Only 1.26% of the firms in the HS2 supply chain are Welsh and we know that, when HS2 is complete, it will take £200 million out of the south Wales economy alone. In the Secretary of State’s opinion, what percentage of HS2 supply chain firms should be based in Wales—or is he happy for his Government to continue to short-change Wales?
I am glad that the right hon. Lady has recognised the relevance of HS2 in shortening journey times; indeed, the journey from her own constituency to London will benefit from the improvements that we are recommending—and that were included in the recent Queen’s Speech, for that matter. There will be shorter journey times, but there will also be numerous opportunities for businesses in Wales to be part of the supply chain, not only in the construction period but thereafter. I hope that what she has actually pointed out is how her party, in her area, is going to warmly embrace that major infrastructure scheme, which will benefit Wales, whichever part of it people live in.
A percentage would be nice, and an increase would be most welcome, given the effect that it will have.
In another area, Welsh-language TV channel S4C has seen a 36% real-terms cut since 2010, and there are now concerns that it will receive a flat cash settlement in the next licence fee round. S4C requires only a modest £10 million per annum of additional investment and the retention of CPI-linked annual increases in licence fee funding to remain competitive with the already advantaged BBC and, essentially, to reach audiences on new digital platforms. Will the Secretary of State work with the Department for Digital, Culture, Media and Sport to ensure additional investment for S4C so that the channel is treated with equivalence to the BBC and, equally or more important, it is viable into the future?
I am grateful to the right hon. Lady for raising the cultural and linguistic significance of S4C, not least because it is headquartered in my constituency. I have a very warm relationship with all the individuals who have been making their case very powerfully to Members across the House in the last few months. I can confirm to her that the Wales Office has of course made some very strong submissions to DCMS. The decision has yet to be made, but I urge her and other colleagues to continue to do that. We recognise the importance of this and we want very much to get to a speedy and correct conclusion.
One of the ways in which the Government could improve transport connectivity is by figuring out what they are doing with their much-lauded levelling-up fund. Given the performance of Business, Energy and Industrial Strategy and Housing, Communities and Local Government Ministers at the BEIS Committee yesterday, which can be described as confused at best—not knowing how the fund will work, how it will be delivered or whether funding will continue into levels 2 and 3—can the Secretary of State confirm that there will be funding available for the second and third funding bids, and that it will be at the same level promised by Ministers just at the beginning of this year? Will he also commit to a further meeting with all Welsh MPs of all parties and MHCLG officials, so that they can clarify the confusing situation for those Members who have more than one county in their constituency and constituents do not lose out on this much-promised money?
Certainly as far as meetings are concerned, I am more than happy to confirm that we will put those in the diary. Whether they are with the MHCLG or others is a matter for discussion. I am very happy to do that; we have done it on a number of issues. I have found that to be quite a constructive and collaborative experience.
As far as the levelling-up fund is concerned, this is, at the end of the day, a good news story. I recognise that there are lessons to be learned from year one, but the levelling-up fund, in whatever shape or form we like to describe it, is here to stay. I am very keen to hear the lessons from the hon. Member, his local authorities and other stakeholders on how we can make it even better than it already is in years two and three.
The House only needs to look at the £16 million recently given to Meritor in Cwmbran, or the £30 million given to Celsa at the beginning of the pandemic, to see our commitment to Welsh manufacturing. The Government have provided over £11.35 billion in direct and indirect support for businesses in Wales to tackle the pandemic.
The news in recent days that the Serious Fraud Office has launched an investigation into Liberty Steel will be really concerning for workers in Newport and Tredegar, and for all of us who want to see a rescue deal. However, given that global steel production is actually increasing, the industry can clearly be viable and it is, of course, critical to our supply chain infrastructure for so many industries. May I therefore urge the Government to come forward in the next few days with a clear plan and to confirm that they will do whatever it takes, including the option of public ownership, to secure UK domestic steel capacity and the jobs they support, including in my constituency of Warwick and Leamington?
I am sure the hon. Member will understand if I do not get drawn into any questions about Liberty, particularly given the case he mentions, but I hope he will be reassured by the fact that my earlier reference to Celsa—we were able to step in at short notice and help a company for exactly the reasons that he rightly points out—is a demonstration of exactly how committed we are to a sustainable steel industry in Wales.
Way back in 2012, in the good old days, the Conservative-led Government promised to build a western rail link to Heathrow that would benefit not only my Slough constituents, but the many Welsh businesses and families who would have a shorter, more direct route to our major national transport hub. So can the Secretary of State tell us when we can finally expect work to begin on that line? Can he also guarantee that Welsh and other UK steel manufacturers will be at the front of the queue when the line is being built?
I would be a beneficiary of that line, so I am with the hon. Member in terms of our ambition to always try to improve on our infrastructure links. It is good for the economy and particularly good for the supply chain economy, as he rightly points out. Plenty of businesses in Wales could benefit from that. I hope the recent announcement on procurement in the Queen’s Speech will give him and others encouragement that we are taking that extremely seriously.
North Wales is part of an integrated cross-border economy that stretches from Wrexham and Flintshire to my constituency on the banks of the Mersey. Covid-19 has devasted key local manufacturers across the area, including the Vauxhall car plant in Ellesmere Port and many companies located in the Deeside enterprise zone. Can the Secretary of State inform the House what steps the Government are taking to expedite the proposed Mersey Dee Alliance fiscal stimulus package, which will help manufacturers across north-east Wales and the Wirral to build back better and greener in the wake of this terrible pandemic?
I hope I can give the hon. Gentleman some encouragement. We are enthusiastic about the Mersey Dee Alliance and everything it stands for. We are keen to continue to work with it, looking at ways of recognising that the economic area stretches way beyond the geographical borders of Wales and England—we absolutely recognise that point. We are determined to make sure we get further progress and deliver on some of the commitments we made on manufacturing and other industries in Deeside that he referred to.
The Port Talbot and Bridgend area could lend itself fantastically to the establishment of the UK Government’s first freeport in Wales, creating up to 15,000 jobs in the process. Does my right hon. Friend have an update on this initiative in Wales, and can he confirm whether the UK Government will start the freeport process alone if the Welsh Government continue to ignore this fantastic opportunity?
My hon. Friend is right to point out how enthusiastically the freeport scheme has been welcomed across the whole of Wales, and it is a source of some frustration that we have yet to get it over the line. He is right to ask whether we could do that. Clearly, we would like to do it in collaboration with the Welsh Government, which is where the blockage currently resides, but we can and, if necessary, will proceed to deliver on our manifesto commitment come what may.
Trade agreements with other countries can provide new opportunities to promote our excellent Welsh manufacturers around the world, but we must ensure that these deals do not end up undercutting our industries in the process. The Welsh Automotive Forum has said that current trading arrangements between the UK and Europe are leading to disruption to Welsh companies due to new checks on imports and rules of origin, and I have heard that from local companies in Merthyr Tydfil and Rhymney, too. What has the Secretary of State done personally to address this and will he guarantee that Welsh agricultural producers do not lose out from the proposed deal with Australia?
We have regular meetings with the automotive sector, and with stakeholders, the supply chain and others, to try to ascertain exactly what the issues are and how they can be speedily resolved, so we are engaged on that level. As for the rumours about the Australia free trade agreement, I should point out that no deal has been done, but if and when it is done, it will include protections for the agricultural industry and it will not undercut UK farmers or compromise our high standards.
The Senedd election has shown that three out of four voters rejected separatism, recognising that our economic prosperity is indelibly linked to being part of the Union.
I am concerned that one of the first priorities of the Welsh Government seems to be a universal basic income. Is my right hon. Friend aware of the debates that I took part in at the Council of Europe, in which the idea was completely rubbished?
I say to my hon. Friend:
“Anybody who thinks this is a good idea should knock some doors of Labour voters in working families. It might sound radical to academics and ‘policy wonks’ but it sounds out of touch if you ask most normal people.”
Those are not my words, but the words of the new Minister for the Economy in the Welsh Government, so it seems that they have a problem in their own ranks, let alone trying to persuade us of the merits of it.
Does the Secretary of State accept that it is Mark Drakeford’s superb stewardship of the Welsh economy and the Welsh NHS that has secured Mark’s overwhelming re-election? Will he welcome the Welsh Labour Government’s new 10-year infrastructure investment plan for a zero-carbon economy and release the promised UK Government funding for the global centre of rail excellence to be built in my Neath constituency?
There were many questions included in that, but I am delighted to have played a part in getting the global centre of rail excellence situated in the hon. Lady’s constituency. That was a Government announcement by the Chancellor in the Budget, and it shows that collaboration can work when we try to achieve these aims. As far as covid reaction is concerned, that has been a team effort and a cross-UK effort. The vaccination programme is probably the clearest indication of why the Union matters and how we have been able to work collaboratively with our colleagues in the Welsh Government to deliver something that genuinely benefits the entire nation.
My right hon. Friend the Prime Minister spoke with the First Minister shortly after the election result. I have extended an invitation to meet the new Minister for the Economy. We have had calls with the First Minister and the Chancellor of the Duchy of Lancaster last week, and another one is due this evening.
The recent elections demonstrated that the vast majority of voters in Wales have no time for independence. They have little time for ripping up the devolution settlement either. What the elections showed is that they want their politicians and Ministers at either end of the M4 to work together to make good things happen for Wales, and to make Wales a stronger and more prosperous part of the UK. Given that the success of the vaccination programme shows that this can be done, what needs to happen now to unblock other important policies such as freeports, which are stuck between the UK and Welsh Governments?
My right hon. Friend is spot on; we have had considerable, really enthusiastic interest in the freeport programme from across the whole of Wales—it will bring 15,000 jobs and it is a manifesto commitment—and the only obstacle standing between us and delivering it is currently the Welsh Government. I am determined to work collaboratively, as we have said before, to get this over the line, and any pressure that anybody in this House can bring to bear to help us achieve that will be very welcome.

Written StatementsThe legislative programme for the second session was outlined by Her Majesty on 11 May. This statement provides a summary of the programme and its application to Wales. It does not include draft bills, Law Commission Bills or Finance Bills.
The United Kingdom has faced many unexpected and difficult challenges over the past year. The UK Government have supported communities in Wales with an extra £7.9 billion to tackle the pandemic; in addition to over £2.75 billion in direct support to businesses in Wales.
We are slowly emerging from the worst public health crisis in over a century and this Government’s focus will be on increasing job opportunities, productivity and long-term investment in the people of this great nation. This legislative programme will support our collective recovery from the covid-19 pandemic and support our efforts to build back better, strengthening the ties between all parts of the UK and unleashing its potential.
By focusing on the key areas of growth, infrastructure, skills and innovation, our legislative programme will directly contribute to levelling up the whole of the UK and delivering a global Britain.

Commons ChamberI have regular discussions with Cabinet colleagues and Welsh Government Ministers about freeports. North Wales and the Liverpool city region are interdependent, and Liverpool freeport can bring significant economic benefits for the whole region.
As my right hon. Friend has said, Liverpool freeport is potentially of huge benefit not only to the city itself, but to north Wales, which is part of the same economic region. Does he agree that there is considerable potential synergy to be found, for example, between the Deeside enterprise zone and the new freeport, and will he urge the Welsh Government to grasp the opportunity and work with Westminster to maximise that synergy?
I absolutely agree with my right hon. Friend’s assessment of the situation. Local authorities and port authorities are keen on this initiative, and these schemes can produce up to 15,000 jobs each. It is therefore disappointing that the Welsh Government seem to be still dragging their feet and allowing the initiative to flourish everywhere other than Wales, which is costing jobs and livelihoods.
A freeport at Liverpool will sap and displace trade, investment and jobs from Holyhead in north Wales. Liverpool will get £26 million of investment, whereas we are only being offered £8 million for one UK freeport in either north or south Wales. How will the Secretary of State ensure that Wales gets its fair share of £26 million for its one UK freeport, and how will he prevent jobs being lost and moving from north Wales to Liverpool?
The best way of avoiding that outcome is for the Welsh Government to get behind the scheme and support a project that is endorsed by local authorities and port authorities in Wales, and to encourage jobs and livelihoods in that way. Every single day that they leave it—on the basis of the “not invented here” syndrome—will cost jobs and livelihoods. My message to the hon. Gentleman is get hold of the Welsh Government and encourage them to come to the party.
As the vaccine roll-out has shown, our four nations are safer, stronger and more prosperous together, and I look forward to the people of Wales giving a resounding endorsement of the Union at the Senedd elections in May.
I find that very interesting, because the Labour First Minister of Wales, Mark Drakeford, told the Welsh Affairs Committee a few weeks ago that devolution is under aggressive attack by a Tory Government who have “outright hostility” at the heart of their governance. With independence currently polling as high as 40% in Wales without an official campaign, will the Secretary of State respect the democratic rights of people in Wales and Scotland to have a post-pandemic independence referendum in the event of pro-independence majorities in May?
I think the First Minister has been pretty reckless in trying to inject an air of uncertainty into these discussions, and most of us realise that he is only doing so because his only chance of remaining as First Minister post May is to do some kind of a deal with Plaid Cymru; and we know what the price of that would be.
Will my right hon. Friend explain what benefits to Wales being a member of our United Kingdom brings?
We could spend the rest of the morning listing the benefits, but I refer my hon. Friend to the Budget only a few days ago, with £4.8 million for the Holyhead hydrogen hub, £30 million for the global centre of rail excellence, the £4.8 billion levelling-up fund and £450 million community ownership fund. I could go on and on, but the benefits are numerous.

Asylum seekers will—

Asylum seekers will leave the squalid Penally camp this weekend, thanks to months of campaigning by Plaid Cymru police and crime commissioner Dafydd Llywelyn, and others. The camp is in the Secretary of State’s constituency, but he only became aware of the Home Office plans on 12 September last year, days before people moved in. Despite months of resistance from his own Government, I am afraid to say that he now scrabbles to change the narrative, and he recently dismissed the Welsh Government’s “little status”—those are his own words. Given the “little status” of the Wales Office, how does he continue to justify its existence?
As brass neck goes, that is quite an exceptional example of it, as far as Penally is concerned. It seems that Plaid’s commitment to a nation of sanctuary extends only as far as its not being in its patch, as we have discovered from the reactions of the right hon. Lady’s party colleagues. The fact of the matter is that this has been a difficult situation for a number of people involved. It is being resolved, thanks to collaborative efforts between the Home Office and the Wales Office, demonstrating the value of both.
On Wales as a nation of sanctuary, Penally is closing while Napier remains open.
Today, work begins on reducing Wales’s voice in Westminster from 40 MPs to 32. At the same time, the levelling-up fund will make local authorities’ ability to bid for funding dependent on—wait for it—the number of MPs in their areas. The Secretary of State has been gifted a role in overseeing all this, while our Senedd —the Parliament with competence over economic development—is sidelined. How does he condone taking such power away from the people of Wales in the name of pork barrel politics?
The right hon. Lady needs to read up on the notes on the subject. What she has described is nothing resembling the truth. The levelling-up fund is a fantastic opportunity for Wales, as is the community renewal fund. It involves local authorities and local stakeholders in a way that she should welcome. It is the true definition of devolution. It does not get wedged in Cardiff; it goes to local authorities and local communities across Wales, and she should welcome that. The fact is that we have extended the hand of friendship to the Welsh Government. We want this to be a collaborative approach, and we very much welcome that being the case. This will involve local communities in a way that they have never been involved before, and she, of all people, should welcome that.
Vale of Glamorgan received a tiny amount of European aid over the past 20 years despite having areas of significant deprivation. Can my right hon. Friend reassure me that the levelling-up fund and the community renewal fund will apply to Vale of Glamorgan—we have been ignored up until now—and that exciting projects such as Barry marina, St Athan train station and the Dinas Powys bypass could now become possible because of Union support?
Who would ever dare ignore the efforts of my right hon. Friend? He is absolutely right that the local authority in his area will now have a chance to bid in a way that it never could before, and to bid with the strong and vigorous support that he provides. I think this is going to be a golden age for the vale.
We have provided £2.75 billion in direct support for businesses in Wales during covid. The job retention scheme has been extended until September, and we are introducing a new super deduction to cut companies’ tax bills by 25p for every £1 they invest in new equipment.
A recent report by Grant Thornton stated that Brexit could cost Flintshire and Wrexham as much as £300 million a year. Manufacturing is vital to the future of north Wales, but numerous companies are telling me of the difficulties they are having exporting. Instead of saying that everything will be fine, when are this Government going to sort these problems out and get this moving?
I draw the right hon. Gentleman’s attention to the additional £5.2 billion we have provided to the Welsh Government and the £2.75 billion to businesses in Wales, with £1.5 billion in bounce bank loans and £503 million in coronavirus business interruption loans. This is all about jobs and livelihoods in the part of Wales that he represents so vigorously, and he should welcome that, as he should welcome the £20 million announcement this morning for the south Wales industrial cluster. There is good news, and he cannot dwell on the past in order to make political capital.
On 10 February, the Prime Minister said from the Dispatch Box that there would be a world-leading battery plant in Bridgend, but I think he meant the Vale of Glamorgan. It has been moved to Blyth because of investment from the Tory Government. The Secretary of State then decided to take to Twitter to praise the Prime Minister for announcing that the mythical battery plant was going to be in Bridgend. Could the Secretary of State set out when he will deliver a world-leading battery plant for the Bridgend county borough or, indeed, for the neighbouring Vale of Glamorgan, and when he will start bringing inward investment into the Bridgend borough? That would all be very welcome, because my constituents deserve a lot better than what the Secretary of State is currently not delivering.
I think that the hon. Gentleman’s question was probably intended for the First Minister in Cardiff, but I will do my best to answer it anyway. As he well knows from the Prime Minister’s statement, there is considerable investment going into Wales. There are some really encouraging job prospects, particularly around gigafactories and the like.
The hon. Gentleman can shake his head as much as he likes, but he fails to grasp that there are many millions and billions of pounds going into exactly these kinds of technology improvement in Wales.
Bridgend has lost the Ford factory, and we did not get the investment from Ineos that we were hoping for. For Bridgend and the wider area to move forward, the town needs regeneration in order to increase the attractiveness of the overall area for investment. Can my right hon. Friend outline what the Government are doing to help towns such as Bridgend?
Absolutely. I start by reminding my hon. Friend—not that I need to—that Bridgend is a priority 1 area for the levelling-up fund, which means that it has potential access, with his assistance, to significant sums. Each local authority will get £125,000 of capacity funding to make those bids to the central fund. I hope he will recognise that there is a real focus on exactly the kind of town and area that he represents as part of the levelling-up project, which will produce jobs and livelihoods in a way that has perhaps been difficult in the past.
Highly skilled workers in the aerospace industry across Wales, such as those at AIM Altitude, are now facing redundancy or even factory closure, as this sector will take years, not months, to recover. While overseas competitors are giving their companies support so that they can up production when the sector recovers, the UK Government still have not brought forward a specific aerospace package some 12 months after the pandemic started. Is the Secretary of State just going to sit there and watch these industries fold, or can he persuade his Cabinet colleagues to put in the long-term support that these high-value industries need?
The hon. Lady’s comments are not reflected by large companies, such as Airbus, whose judgment I trust in these particular circumstances. I simply repeat what I said in answer to an earlier question: the UK Government have provided £5.2 billion for the Welsh Government; £2.75 billion for businesses in Wales; another £1.5 billion in bounce back loans and £500 million in CBILS loans. If that is not an indication of how committed we are to this particular sector, which I absolutely recognise is going through an especially difficult time, I do not know what is.
But if we are going to retain these industries and rebuild for the future, then we need a comprehensive UK-wide plan. However, this Government have just shelved their industrial strategy, scrapped their advisory council and are now preparing to rip up their industrial policy, so when will the Secretary of State and his Cabinet colleagues develop a forward-looking, far-reaching UK industrial policy that will build on our fantastic skill base to guarantee the new green jobs of the future?
I disagree with the hon. Lady’s comments. She has referred to some process issues. We want to get process and bureaucratic issues out of the way and actually deliver money and prospects, jobs and investments to the places that need them the most. That is what the Government are committed to doing, and we have widespread support from industry in that ambition. As I said in answer to an earlier question, only this morning a further £20 million has been announced for the South Wales industrial cluster. Rather than talk about process, bodies and bureaucracy, we are actually doing real things.
Can I wish everybody celebrating a happy St Patrick’s Day today?
As my hon. Friend the Member for Llanelli (Nia Griffith) has said, the Secretary of State will be more than aware of the complex challenges that coronavirus has presented to the aviation sector and the entire manufacturing supply chain. I hear what the Secretary of State says about Airbus, but sadly, General Electric and British Airways in my constituency of Pontypridd have had to make significant staffing cuts. This sector is crying out for financial support, but its pleas are falling on deaf ears, so will the Secretary of State therefore please update the House on his recent conversations, specifically with the Chancellor, on a sector-specific support package for Wales’s aviation industry?
The Chancellor has, I think, made it very clear how he is supporting every sector that has been so adversely affected by the coronavirus. In fact, I do not think there is a Government in the world who have done as much in financial support either for this sector or, indeed, other sectors or individual families. That has been to the huge credit of the Treasury and all those who have been part of the team that has been able to do that. The Office for Budget Responsibility forecast for economic recovery next year and the year after is a testament to that, and that should benefit this sector just as much as it does everything else.
Earlier this month, the Chancellor committed £4.8 million to the Holyhead hydrogen hub project. Offshore wind in Wales is going from strength to strength, with the potential for a 1.5 gigawatt project in north Wales and growing interest in floating wind off the south-west Wales coast.
Green issues affect the whole of this Union; does my right hon. Friend agree that it is important not only that Wales capitalises on new and innovative green industries, but that it continues to decarbonise the heavy industry it already has given that over 10 megatons of carbon emissions were generated by businesses and industries in Wales alone last year?
As I mentioned in answer to an earlier question, only today there has been an announcement of a further £20 million for the South Wales industrial cluster to develop an industrial decarbonisation plan. The 10-point plan and our net zero ambitions will create 250,000 jobs across the UK, and I am absolutely determined to ensure Wales gets more than its fair share of them.
Cutting crime is an absolute priority for the UK Government. We are working cross-Government with local partners to address the drivers behind drug-related crime, to help prevent further substance misuse and offending.
From the village of Wales in Rother Valley to the great country of Wales, drug usage, including in the form of nitrous oxide capsules, is a huge blight on our communities. What steps is the Secretary of State taking to ensure that the law is rigorously enforced, and even tightened, in regard to nitrous oxide so that everyone, particularly young people, is protected from this noxious substance?
My hon. Friend points to a crucial approach, and it is worth pointing out that these awful crimes do not respect political or geographical borders; they are international problems and UK problems. Therefore, one way of approaching this is to make sure UK police forces can collaborate effectively cross-border, and that is what they are doing. My hon. Friend might have heard of Project Adder, the trial in Swansea bay, and of course seen some of the benefits from the Psychoactive Substances Act 2016.
I have regular discussions with the First Minister of Wales and his ministerial team on a range of issues, including the UK shared prosperity fund. The Government will continue to engage with the Welsh Government as we develop the fund’s investment framework, which will be published later this year.
Will the shared prosperity fund allocate resources on the basis of need?
Absolutely; that underpins the entire thrust of a number of these funds. We are attempting to prioritise areas with greatest need and where there is opportunity and challenges so that we get the money to the right places at the right time as fast as we can. One of the bits of feedback we get from local communities is that there seems to be a lot of money talked about but it never quite gets to the right place; this new initiative provides a much quicker and better way, involving local authorities, to get over that problem.
On top of the new UK-wide funds, £4.8 million has been committed to the Holyhead hydrogen hub, up to £30 million to the global centre of rail excellence, and we are accelerating funding for the growth deals in Wales.
In north Wales, just as in Burnley, there is a strong and proud aerospace manufacturing sector. Does my right hon. Friend agree that the Chancellor’s super deduction, announced at the Budget, could be transformational for that sector, allowing it to invest in equipment and machinery that will create jobs and boost productivity?
My hon. Friend does not have to take it from me; he makes a very good point and I have to tell him, from the number of stakeholder engagements we have had in the Wales Office, including with that sector, that the reception to this particular recommendation has been fantastic. It is transformational. This is the first time this has ever been done—probably the biggest tax cut in history. That is the sort of thing that will regenerate jobs and livelihoods at a time when they are most needed, and I congratulate the Chancellor on his efforts.

Commons ChamberMr Deputy Speaker, how appropriate it is to see one of Swansea’s most famous sons in the Chair for today’s debate.
I thank the hon. Members for Cardiff West (Kevin Brennan) and for Arfon (Hywel Williams), and of course my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb), for bringing the debate before the House. I also join many colleagues in paying tribute to Hywel Francis. Back in 2010, he was the first and, I suspect, the only Member from the Opposition Benches who came and welcomed me to the House, and he did so with great warmth and civility. I have never forgotten that moment.
The St David’s Day debate last year was in a busy Chamber and guests from across Wales poured into No. 10. There was lots of positivity and good humour, but also some serious discussion of Wales’s place in the world. Little did we know what lurked around the corner at that time or how Wales would rise to the challenge. This is a good opportunity to thank the thousands of people in every village, town and city, and in every shop, hospital, care home, church and council building across Wales for going way beyond the call of duty over the last few traumatic months. Sadly, I do not have time to recognise them all, but some were recognised in the new year honours list. All those who were honoured would probably say that they simply reflect the massive national effort in their local communities.
I hope that further down the line there will be a full-scale analysis of the last few months—a chance, perhaps, to lay to rest a host of conspiracy theories and to heap praise on those who have borne the greatest burden. It will help us show where devolution has worked—and it has worked, in parts—and, if we are honest, where it has not. It will show the role played by the Ministry of Defence, the vaccine programme, research and development, and financial support of the sort that we were able to put in place quickly and positively for Celsa in the constituency of the hon. Member for Cardiff South and Penarth (Stephen Doughty), which rescued nearly 800 jobs.
Sadly, time prevents me from taking an intervention.
The analysis will demonstrate, I hope, that the Union is about more than money; it is an historic bond that adds to the individual strengths of its component parts. I hope it will show, once and for all, that the choice is not whether we can be a patriot or a Unionist, but how we can effectively be both.
I hope, too, that history will record the value, in social as much as economic terms, of furlough, business interruption loans, universal credit support, VAT changes, kickstart and restart, tax holidays and, of course, the £6.6 billion of additional funding the UK Government have provided for our colleagues in Cardiff Bay. I hope it will also show that the UK Government have engaged more closely than ever with the devolved Administrations. What better example is there than the vaccination programme, where there was proper teamwork between central and devolved Administrations to really positive effect? It will show that devolution can work and does work, but not when it is misused or—worse—hijacked by political ideologies.
What really matters now for all our constituents is what the future looks like and what our covid recovery plan consists of. For me, recovery is about optimism, commitment, resilience and investment—in other words, all the ingredients needed for jobs and livelihoods. It is also about levelling up, so that life chances in Blaenau Gwent are the same as in Buckingham or Bath. That includes connectivity—roads, rail, digital—and yes, that does mean we will help the Labour party deliver its 2016 manifesto commitment to build an M4 relief road. It is about being serious about net zero and looking at it as an opportunity as well as an obligation—tidal, wind, nuclear, hydrogen—with a proper share in the 250,000 jobs that that ambition presents. It is about an economy that works well enough to fuel our public services, and that takes schools and hospitals in Wales from the bottom of the UK league tables to the top.
That is why we extended the levelling-up fund yesterday, taking the total to £4.8 billion of direct investment from the UK Government in projects across Wales. It is why the shared prosperity fund will mean that at least £375 million comes into Wales via the UK Government for the lifetime of this Parliament. It is why the UK Government will deliver a freeport in Wales—hopefully with Welsh Government support, if we can get it—and many other schemes. Yet somehow, we have heard speeches, particularly from separatists, who seem to want to turn this vision of optimism and investment into some kind of bad news story. I profoundly reject the Welsh Government’s recent letter from Rebecca Evans, in which they claim that Cardiff Bay is “best placed” to make these choices, just as I do not believe that those of us in Westminster have a monopoly of wisdom, either. What does it actually say about the Welsh Government’s attitude towards MPs across the House, local authorities, universities, businesses and others who are deeply embedded and sensitive to their local needs? Is that the respect that the hon. Member for Cardiff West mentioned at the beginning? It is not devolution either. True devolution is about involving all those people in the decision-making process. That is what we want to achieve. It is not just about Labour in the Bay or, indeed, us in SW1; it is about involving everybody.
There have been a number of interesting points raised, and I would love to deal with all of them, but, sadly, time prevents that. It is revealing and to some extent a little depressing that over the something like 25 speeches we have heard this afternoon, a significant proportion were from Opposition Members who were laden with negativity and pessimism, talking down Wales’s prospects and opportunities. It was depressing to hear. It is almost as if they look at their electoral chances in Wales in May as being dependent on a Wales that fails.
It was on a happier note that my hon. Friend the Member for Brecon and Radnorshire (Fay Jones) made a very good point about the role of the armed forces. Unsurprisingly, they have been as professional in dealing with covid as they have in their other duties around the world, and it is a good opportunity just to mention very quickly one of Wales’s three great regiments—the Queen’s Dragoon Guards, who are currently stationed in Poland with the NATO enhanced forward presence. She also made a very good point about the veterans’ commissioner. I have been speaking to the Minister for Defence People and Veterans, and I am therefore delighted to announce that the UK Government are actively exploring ways to establish the first ever veterans’ commissioner in Wales.
I will finish on this point. Every Member of this House, when they stand back from the politics, knows that in the end it is a small number of things that matter a lot to most of our constituents: our health, our jobs, our homes, our schools and our planet. Everything that the UK Government and the Wales Office believe in—our values and ambitions—is covered by those five expressions. While the Welsh Government seem strangely to fixate about power and process, every decision we take and every judgment we make will be through the prism of jobs and livelihoods, investment and opportunity, and prosperity and growth, and that is the true choice that faces voters in Wales in about 70 days’ time.

Written StatementsI hereby give notice of the Wales Office’s intention to seek an advance from the Contingencies Fund. The Department requires an advance to meet an urgent cash requirement pending parliamentary approval of the supplementary estimates 2020-21.
The Wales Office’s net cash limit for 2020-21, approved in the main supply estimate, will be reached by mid-February 2021. This is a consequence of meeting in full the funding requirements of the Welsh Government. Significant additional consequential funding for the Welsh Government, arising from announcements made by the UK Government, will be provided in the supplementary supply estimate. This will cover the increased costs incurred by the Welsh Government in response to the covid-19 pandemic.
Parliamentary approval for additional non-budget expenditure of £3,800,000,000 will be sought in a supplementary estimate for the Wales Office. Pending that approval, urgent expenditure estimated at £3,800,000,000 will be met by a repayable cash advance from the Contingencies Fund.
The advance will be repaid immediately following Royal Assent of the Supply and Appropriation (Anticipation and Adjustments) Bill in March 2021.

Commons ChamberThe Government have provided Welsh businesses with wide-ranging support, including more than £1.5 billion in bounce back loans, £503 million in coronavirus business interruption loans, £726 million for the self-employed income support scheme, in addition to the £5.2 billion funding guarantee given to the Welsh Government.
It is important that, as we build back better and progress the levelling up agenda, businesses in all parts of our United Kingdom are encouraged to maximise the benefits of Brexit and the multitude of trade agreements secured by the Department for International Trade. Can my right hon. Friend give me reassurances that he is working with the DIT to ensure that businesses get the best out of Brexit? Whether those businesses are in Wrexham, Clwyd South, or Sedgefield, we should work as one United Kingdom.
I can give my hon. Friend that assurance. He makes a crucial Union point in his question. We have secured trade deals with more than 60 countries, which is good for Wales, good for Welsh business and good for the UK. I should also tell him that we are working with the Secretary of State for International Trade on putting a proper dedicated team into Wales to deal with these matters in that capital city.
It costs British Wool 50p a kilo to bring Welsh mountain sheep’s wool to market where it sells for only 30p a kilo. I wrote to the Prime Minister six months ago to ask what he was doing to boost this fantastic Welsh product now that his Government are responsible for procurement. Welsh wool as a raw material for carpets and upholstery should be woven into every relevant UK Government-funded public project contract by now. Why is it not?
I am very grateful to the right hon. Lady for raising that question. Indeed, she has raised it with me before, as have a number of others. I have strong sheep-farming interests in my own constituency and I know the problem to which she refers. We are working closely with our colleagues in the Department for Environment, Food and Rural Affairs and indeed with the Welsh Government on this and a range of other issues. Since the end of the transition period, we do have more flexibility in our markets for wool and in other matters, but home procurement is very much top of the Government’s agenda.
Timing does seem to be a bit of an issue with the Government. Almost a month has gone by, and it seems that Wales is still waiting for a reply from the UK Government about our final financial settlement. This, of course, has created unnecessary doubt over the date of the Welsh Budget. Welsh businesses and public services are enduring ongoing uncertainty over funding, and this will handicap our response to the pandemic. Will the Secretary of State please explain what is the point of his office if he cannot even persuade his colleagues in the Treasury to speak to the Welsh Government?
That is a slightly strange question, given that the relationship between the Treasury and the Welsh Government, particularly around covid recovery, has been conducted on a daily, if not hourly, basis, with vast sums of money being made available to businesses and individuals of Wales, very much in the spirit of collaboration and co-operation. Rather than trying to make cheap political points, the right hon. Lady should acknowledge the fact that, in these very difficult times, two Governments have worked quite well together and the Union, which is perhaps the point that she does not like me to make, has been particularly crucial in that process.
Before I start, on behalf of the Labour party, I would like to pay tribute to Captain Tom Moore and send our deepest condolences to his family.
Cockle-gathering in both north and south Wales is not just a job, but a way of life, dating back generations. Gatherers, who are already alarmed at DEFRA advice that they could not resume the export of shellfish until April, now feel not just forgotten, but utterly betrayed to discover that UK Ministers knew all along that the EU ban on importing non-decorated UK shellfish would be indefinite. What urgent action will the Secretary of State and his Government take to facilitate the resumption of shellfish exports and save this traditional industry from disappearing forever?
I join the hon. Lady in her tribute. My right hon. Friend the Prime Minister will be making a more formal statement in a few minutes’ time, but I do recognise—as does the whole House—the comments she makes.
On the industry and sector to which the hon. Lady refers, I am in close contact with my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs, the Cabinet Office and, indeed—through the Government—the EU, to make the distinction between teething issues that might be arising out of the particular subject to which she refers, and perhaps more permanent structural matters that may need a longer-term solution. I assure her and the industry that we are very seized of the challenges that the industry currently faces.
Small businesses in Cardiff North and across the country are struggling to cope with impossible red tape, with no time to prepare due to this Government’s eleventh-hour Brexit deal. Despite more than 10 days preparing the correct documents for full compliance, a local family export meat business has had its produce turned away in Italy, leading to thousands of pounds of stock being destroyed. The owners have subsequently been up all night every night trying to salvage and recoup. They do not want to hear excuses such as “teething problems” when it is their and their employees’ livelihoods on the line, so can the Secretary of State clarify what urgent actions he and his colleagues are taking to resolve these issues, and will he meet me along with this business to see how he can help?
I received the hon. Lady’s letter about this particular constituent only last night. I am very happy to meet her and to see if we can resolve her constituent’s particular problems; that letter is already receiving the urgent attention that it deserves. I would challenge her on the readiness point that she makes more generally, given the numerous levels of engagement that I and other Government colleagues conducted in the run-up to the end of the transition period; and given the reaction since then from businesses and stakeholders across Wales. They are generally supportive of the fact that a deal has been reached and of the opportunities that it presents, and now actually want to get on with a positive relationship with the EU and the other countries with which we deal.
I have regular discussions with the Minister for Vaccine Deployment, the Under-Secretary of State for Health and Social Care, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), as well as Defence Ministers and the First Minister of Wales, on the delivery of covid-19 vaccines. Rapid vaccine roll-out is key to us getting back to normality.
The work being done in Wrexham to manufacture the vaccine is quite literally saving lives in my constituency of East Surrey. Will the Secretary of State join me in extending our thanks to all those workers and the supply chain for the vital work that they are doing to protect the nation?
I am delighted to join my hon. Friend in that tribute. The Prime Minister and I visited Wockhardt in Wrexham a few weeks ago to see the fantastic work that it is doing. Hers, like so many stories, is a story of a successful Union. As we all know, the vaccine roll-out is not a competition between Governments; it is a competition between Government and covid, and the Union is central to that.
The logistical expertise of Her Majesty’s armed forces is second to none. What role are defence personnel playing in the vaccine roll-out in Wales?
The short answer is: a pivotal role. It has been a joy to behold the unbelievable enthusiasm, dedication and professionalism in Wales and across the rest of the UK from servicemen and women. We are regularly receiving requests from the Welsh Government for additional support, and we turn that support around in Cardiff just as soon as we can.
The mid-February target to vaccinate Joint Committee on Vaccination and Immunisation priority groups 1 to 4 involves offering a dose to all those who are considered clinically extremely vulnerable. What discussions is my right hon. Friend having with the Welsh Government regarding the accuracy of data being used in relation to this group?
As my hon. Friend might imagine, there are regular discussions across all levels of government around data accuracy and the progress that we can make with this particular challenge. He is right to point out that it is, of course, a devolved issue. We are trying to ensure that we can find solutions to issues of a more permanent nature—perhaps persistent data problems, for example—but the ambition remains to get absolutely everybody in those cohorts done within the timescale, and we are currently on target to achieve that.
The UK Government have taken significant steps to support and promote Welsh lamb exports around the world. That includes securing a tariff-free, quota-free deal with the EU and securing the protection of the Welsh lamb geographical indicator as part of the Japan deal.
Rules on international trade require sanitary and phytosanitary rules to be based on risk and science, so will the Government put immediate pressure on the European Union to lift the unreasonable compliance requirements it is imposing on British food exports? They are disproportionate, given that our food standards and rules are among the very toughest in the whole world.
My right hon. Friend is absolutely right, particularly in her last point, and I can offer that guarantee. We are in regular contact with our colleagues in the EU about this specific point, and there are meetings later this week involving the Chancellor of the Duchy of Lancaster on this and related issues.
Lamb exporters in west Wales have raised concerns about the delays they are facing at EU ports, reporting that some shipments have been held by customs officials for two to three days because of to the supposed issues with animal export health certificates. Can the Secretary of State enlighten us as to whether he expects an urgent resolution to this problem?
I do not know how “urgent” would be defined in the EU at the moment, but certainly there is an urgency to resolve some of these problems. As I have mentioned, there are some teething issues that can be resolved quite quickly. If there are longer-term structural issues, they need to be looked at in more detail. I have sheep farming interests in my constituency, as does the hon. Member, and it is worth pointing out that there are some big opportunities across the rest of the world that we should be exploring, rather than necessarily just concentrating on some of the difficulties with the EU.
Welsh lamb is a premium product that is wanted across the world. Welshpool livestock market, which is usually the heart of my farming community, is quieter because of covid, but the sheep meat prices are still robust. Will the Secretary of State meet me, farmers and slaughterhouses in Montgomeryshire to discuss the health certificates and the wider SPS issues on the EU border, which are clearly out of order?
I am always happy to meet my hon. Friend and his constituents; I used to live in his constituency, so I know some of them quite well. He is right to raise this issue. One of the companies in question is meeting the Cabinet Office later this week; that is progress. I am delighted that Welshpool mart has done some good business. I see that lamb prices have increased by around 17% in 2021, and consumer spending was £652 million, but the rest-of-the-world opportunities that I mentioned—particularly the Gulf, the middle east and the US, once we get the small ruminant rule resolved—will help the lamb industry across Wales and the UK.
The Wales Office recognises the importance of apprenticeships and the opportunity they provide. We have funded dedicated apprenticeship roles since 2011 and continue to be fully committed to the apprenticeship scheme.
Will my right hon. Friend outline what progress the Welsh Government have made towards meeting the public sector apprenticeship target of 2.3%, and what progress frontline services in Wales such as the police have made on offering apprenticeships to their employees?
I am delighted that my right hon. Friend has raised this point. The public sector apprenticeship target is applicable only to bodies in England, but he raises a critical point about devolution. We are concerned that, for example, Welsh police forces are paying into the apprenticeship levy scheme but not getting anything out of it because the Welsh Government do not support police apprenticeships. I suggest that it would be very interesting for his Committee to look at why Welsh forces are paying in but getting nothing out the other end by way of apprenticeships.
We have agreed a deal that provides Welsh business with exceptional access to the EU market. It is the first time ever that the EU has agreed a zero-tariff, zero-quota deal.
Getting the Brexit deal across the line before the end of the year was important, and huge credit is due to the Government for securing it, but we have a serious situation emerging at Welsh ports, with freight levels way down on where they should be. Will my right hon. Friend work urgently with ministerial colleagues, HMRC and trade bodies to find simpler solutions to the problem of checks and paperwork, which risks making the UK land bridge more costly and less attractive for trade between Ireland and the continent?
As my right hon. Friend knows, I am in touch with Pembroke, Fishguard and Holyhead about this issue, and we are trying to make a distinction between what we can assign to covid changes in business and the other, more permanent factors that he refers to. There are some complications to do with port infrastructure, which is the responsibility of the Welsh Government. We have meetings tomorrow to try to push the Welsh Government to get that process under way more quickly. We have discussions with road hauliers about the land bridge. I assure him that we want this business to return to as near as possible as soon as possible, and I am happy to work with him and others to achieve that goal.

Before we come to Prime Minister’s questions, I want to express, on behalf of the whole House, our deep sadness at the death of Captain Sir Tom Moore. His dignity and determination in raising money to support NHS charities caught the nation’s mood at the most difficult time. He exemplified the best of our values. I know the whole House will want to join me in sending our condolences to his family and his many friends. I invite Members to join me for a minute’s silence to commemorate Sir Tom’s life, and to pay our respects to those who have lost their lives as a result of covid and their families and friends.

Commons ChamberOur commitment to this country’s fishing industry is absolute, and we have defended it resolutely in our negotiations with the European Union. We promised fishermen in Wales, Cornwall and across the United Kingdom that we would take back control of our waters, and that is precisely what will happen.
Welsh fishermen have said to me how important it is that we take back control of our waters and do not give away access in any trade deal with the EU. Does my right hon. Friend back them in that goal?
I agree with my hon. Friend. The fishing industry made its views absolutely clear back in 2016, as did 55% of the Welsh nation. UK sovereignty over fishing in UK waters is not up for discussion.
The Wales Office is engaged with businesses the length and breadth of Wales, with a simple message: “Make sure you are prepared for the end of the transition period, whether or not we reach a negotiated outcome with the EU.”
When I was speaking to sheep farmers in Builth Wells in my constituency at the weekend, they made it clear that they do not want to be a political football. They are keen to embrace the changes that will come, but they want the certainty that their Government will support them come what may. Will the Secretary of State confirm that he is working closely with all Cabinet colleagues to ensure that my sheep farmers are front and centre of the UK Government’s mind when transition ends?
Not only my hon. Friend’s sheep farmers but sheep farmers in constituencies across the House can feel confident that the Government are on their side. One way we can demonstrate that is the fact that we have guaranteed the £337 million of funding across the lifetime of this Parliament. People said we would not do it, but we have done it, and we are committed to ensuring that there is a healthy future for the farming industry, particularly livestock in Wales.

Diolch yn fawr, Lefarydd. It was interesting to hear the reference made to Welsh fishing previously, but I am sure the Secretary of State is aware that 90% of the Welsh fleet is made up of small boats, under 10 metres in length, which catch shellfish and non-quota fish species such as bass. Between the prospect of no-deal tariffs to their markets in Europe and the covid closure of hospitality, fishermen such as those in Porthdinllaen near where I live see no Brexit bonanza on the horizon. As Nelson might have put it, “Wales expects that every Secretary of State for Wales will do his duty.” Can the Secretary of State explain how his Government’s vainglorious Trafalgar posturing with warships in the channel helps our small fishing vessels?
I am grateful to the right hon. Lady for her comments. I was rather hopeful that leaving the common fisheries policy and regaining our status as an independent nation state might be something that would appeal to a separatist, but sadly that does not appear to be the case. I can answer her question, perhaps, by referring her to the inclusion in the spending review of £2 million-worth of support for fisheries in Wales in 2021-22 and for the lifetime of this Parliament. We share a common theme, in the sense that I too have those fishing interests off the coast of west Wales and I am very conscious of the problems she raises. That is why we are determined to ensure that they are properly looked after.
I am sure the Secretary of State is aware that there is a consultation going on about how to allocate fishing quotas in the future. If that is done on historical grounds for Wales, it will be very bad news indeed for our fishermen. Turning to the Prime Minister’s latest U-turn on the United Kingdom Internal Market Bill, it will give a modicum of flexibility to the devolved nations, but it is undeniable that the Bill is a disaster, weakening devolved power and centralising more power here in Westminster. The Conservatives and Labour have been working together this week to let efforts to give our devolved Governments a say in state aid fail. Will the Secretary of State commit to a productive U-turn this time, and assure me that no other powers will be reserved through the internal market Bill?
The fact that the Government have listened carefully to the arguments should not be deemed some kind of act of evil or a U-turn. It shows that we are conscious of the complexities of this legislation and have listened carefully to the arguments. Where the right hon. Lady makes a mistake is in thinking that the contents of the UK Internal Market Bill are somehow a threat to devolution. Actually, they are a means by which we can encourage inward investment into Wales and encourage jobs and livelihoods. We have had this exchange across the House before, and it strikes me as worrying that she always refers to power—it is all about power to Cardiff, rather than jobs and livelihoods in Wales. For a party that argues it is the party of Wales, it seems to be remarkably out of touch with the people of Wales.
One of the findings of our Select Committee report last week on this issue was that the Government have really stepped up their communication with Welsh businesses ahead of the end of the transition period, which is very welcome. The new money that the Government have announced for Welsh ports, including Fishguard in my own constituency, is very welcome too, but will my right hon. Friend say a bit more about what he is doing with the Welsh Government to ensure that the inland checking facilities that will be required ahead of the full implementation of new border checks will be in place, given the very challenging timetables that he is working to?
My right hon. Friend raises an interesting point. Of course, the devolution settlement poses its own complexities. With Holyhead, we have a Welsh Government-UK Government-HMRC relationship that needs to be managed as we progress towards the end of the transition period, but Fishguard and Pembroke on the coast of west Wales, in the areas we represent, are entirely in the gift of the Welsh Government. However, we have tried to ensure that we work almost on a daily basis with the Welsh Government to ensure that those delivery timetables and objectives are in place.
The Government’s failure to get the Brexit deal that they promised means we still have no clue about the terms on which businesses will be trading from January, and we face the very real prospect of a no-deal exit, risking chaos at our ports and shortages of critical goods. As the CBI and others have said all year, businesses cannot be expected to prepare for a no deal Brexit in the middle of a pandemic, so what is the Secretary of State’s message to those Welsh businesses that now face a Brexit cliff edge in just a few days’ time?
I have been working closely with the hon. Gentleman’s colleagues in Cardiff, hosting joint webinars and seminars. We are also engaging with businesses across Wales in limitless number of ways, and the message I am getting from them is not the same as the message that he has just delivered to the House. They are, by and large, prepared. They are certainly aware of the challenges, but also of the opportunities that this process throws up for them. I would also make the point that, right from the start of this, the hon. Gentleman’s party was saying that there would not be a manifesto commitment about a referendum, but there was, and that there would not be a referendum, but there was. They said that the leave camp would lose the referendum, but it did not. Then they said there would not be a withdrawal agreement, but there was. They said that the Conservatives would not win the election, but they did. Now he is saying there will not be a deal; I think we should wait and see.
I have been speaking to businesses across Cardiff North, and they are doing all they can to protect against the impact of a no deal, but they are deeply worried about supply chain delays, stockpiling and a tariff cliff edge. They are saying that they can put the sandbags down, but that’s it. So will the Secretary of State apologise to the many people in Cardiff North and across the whole country whose jobs and livelihoods he is willing to gamble and play politics with, and tell me whether his Government are preparing to fail or failing to prepare?
After all, it was the hon. Lady’s party that voted against a deal last year, so when she had the opportunity to land this more carefully, she chose not to and therefore increased the risk of getting the outcome that she definitely does not want. Attempting to pillory the Government when actually there has been considerable daily joint working between the Welsh Government, under the control of her own party, and the UK Government over many months to ensure that the risks are minimised, is not just an insult to the House but an insult to her own colleagues in Cardiff who have been devoting a huge amount of time to try to make this work as seamlessly as possible.
The Government have provided a record amount of support to the Welsh Government, including a funding guarantee of an additional £5 billion this financial year. The Welsh Government will also receive an additional £1.3 billion next year, including £770 million to tackle covid-19.
What further pressure can the Secretary of State bring to bear on Cardiff Bay to ensure that the funding going to the Welsh Government as a consequence of the Barnett consequentials formula finds its way to frontline services and is not absorbed in the bureaucratic costs of the Lib-Lab Government in Cardiff Bay?
My hon. Friend makes a very interesting point, particularly at a time when the Welsh Government are sitting on over £1 billion of unallocated Barnett funding, and so many businesses and institutions in Wales are crying out for support. As the Under-Secretary of State for Wales, my hon. Friend the Member for Monmouth (David T. C. Davies) said, we respect the devolution settlement and it is right that we should. However, if people are concerned, they have an opportunity to change this one-party state at the Senedd elections next May.
The House needs only to look at the £30 million loan we secured for Celsa to see our commitment to Welsh manufacturing industry. We also provided over £2 billion in direct support to businesses in Wales, and our 10-point plan for a green industrial revolution will mobilise £12 billion of Government investment to stimulate manufacturing across the whole of the UK.
The delays in the Brexit deal, alongside the pandemic, have meant that the Welsh steel industry has been hit hard, Airbus has lost 1,400 jobs, Grenadier cars will be produced in France instead of Wales, and even Brains brewery is up for sale. Will the Secretary of State now press the Chancellor for a sector-specific manufacturing strategy, in the knowledge that only UK Governments can borrow in the long term at low interest rates to secure long-term pre-pandemic production levels after the vaccine is deployed and after the deal is agreed?
The Chancellor’s contributions to the companies that the hon. Gentleman mentioned, as well as to Celsa, which I mentioned in my answer, have been second to none. We have had a very good, robust and thorough exchange with all the businesses to which the hon. Gentleman referred. I could not agree with him more that part of the covid recovery programme is there to ensure not only that we get through the next few months but that there are sustainable futures for all those industries, particularly steel. I hope the hon. Gentleman recognises the fact that we were quick off the blocks to rescue Celsa—and 600 to 800 jobs—in that process right at the beginning of the pandemic. That shows beyond reasonable doubt that we are absolutely committed to a steelmaking footprint in Wales.
The Shotton steel plant produces some of the finest quality steel products in the world. The Prime Minister has said that UK steel producers will be
“at the front of the queue”—[Official Report, 24 June 2020; Vol. 677, c. 1311.]
when it comes to future infrastructure projects, so will the Government now set targets on procurement? We need action rather than words—all we tend to get from this Government are warm words. Please, do not just blame Europe; can we have a proper answer?
I am not going to blame Europe—or anybody else, for that matter. I absolutely agree with the hon. Gentleman. We have been making big strides as far as procurement is concerned and, of course, after the end of the transition those strides will be even bigger—that does not constitute blame, of course. We have regular conversations in Government, including with the Welsh Government, about making sure that procurement not only offers value for money for taxpayers but taps into the wonderful supply chain that we have in the UK, of which he gave a very good example.
The Government are unwavering in their commitment to the Union as a social and economic partnership. Its strength is demonstrated by the economic support we have provided to Welsh business during the covid-19 outbreak and by the city and growth deals that help to level up communities across the UK.
Does my right hon. Friend agree that one of the strengths of our Union—our great and united Union—is that we can support and help each other in times of crisis? What support are the UK Government giving to the Welsh Government to help them to fight the pandemic, now that Wales has the second-highest death rate per 100,000 in Europe?
My hon. Friend touches on a current and important point: the Union is not a competition; it is a partnership. I sometimes think it gets portrayed as the former, whereas we all know that it is the latter. The UK Government have been able to introduce numerous financial interventions to assist the Welsh Government in fighting this dreadful pandemic. The most recent is yesterday’s joint letter from the Secretary of State for Health and Social Care to the First Minister saying that where hospitals face real challenges and hardship in Wales, NHS England and the UK Government stand ready to offer whatever support we can and to put down our political differences to make sure that we fight covid as a UK-wide challenge.
The scale of the response to covid in Wales in terms of economic support would never have been possible without the combined strength of our United Kingdom, so will my right hon. Friend emphasise that that strength will help us to ensure that Wales recovers alongside the rest of the United Kingdom as, hopefully, we move on from covid next year?
My right hon. Friend is right. All the businesses in Wales that we have spoken to during the covid crisis have pointed out that they do not recognise political boundaries: they are fiercely Welsh and very patriotic, but they recognise that the economic regions stretch into the far corners of the UK and well beyond. My right hon. Friend is absolutely right that we do make that commitment. Whether or not we are Unionists in the original sense, we are very much on the same page.

Commons ChamberI have regular discussions with Welsh Ministers on a range of issues, including EU negotiations. The Joint Ministerial Committee on EU negotiations meets regularly. My Cabinet and ministerial colleagues frequently meet Ministers from the devolved Administrations.
Tomorrow is the day the Prime Minister has set as the deadline for a trade deal with the EU. So far, the devolved Administrations have been left out of the loop or deliberately kept in the dark on some details. Does the Secretary of State believe that withholding key information and detail at such a stage as this shows respect or disrespect to the devolved Administrations?
I do not recognise the hon. Gentleman’s accusation. Given the number of meetings I have personally been in with Ministers from the devolved nations, let alone other colleagues, it would be a difficult charge to land to suggest that they have not been closely involved with the process right from the beginning. I suspect his comments are based on the fact that he does not like the reality of what is going on, rather than being a legitimate comment.
Last week, it was revealed that the Secretary of State’s Government have actively sought to conceal information from the Welsh Government. This information included the likelihood of food shortages and their intention to grab new powers. That does not sound like inter- governmental parity of esteem. Where does his role to represent the Tory party in Wales stop and his role to build trust and mutual respect start?
The first responsibility in this particular context is to respect the fact that 55% of people in Wales voted to leave the European Union, and it seems astonishing that the party of Wales, represented by the right hon. Lady, is still so out of step with the people of Wales when it comes to that. The clock is not being turned back, and what we are attempting to do is to deliver a deal that respects that decision and all the institutions in Wales, which I thought we both valued.
Trust in politicians is sadly diminishing, because politicians are not seen to answer the question at hand. Back to the matter of trust, transmission rates indicate that Wales stands on the brink of a circuit-break announcement. Businesses in Wales, and people who need to self-isolate, seek assurance that they can trust the Treasury to back up covid-19 control measures made in Wales for Wales. Can the Secretary of State guarantee to the people of Wales that they can, indeed, trust the Government to do this?
Having seen the Chancellor ensure that the Welsh Government have had £4.4 billion-worth of UK taxpayers’ money for exactly that purpose, I hope the right hon. Lady would share my view that we are looking at the UK in the round. Covid is an international problem, and it does not respect political boundaries. The Chancellor’s announcements make it very clear that he sees all the UK as a priority, not just individual component parts, and I would think the numbers speak for themselves.
The Chief Secretary to the Treasury wrote to the hon. Gentleman last week to confirm that he is expecting to provide £2.5 million needed for the tip repairs in Tylorstown, in the hon. Gentleman’s constituency. The letter also clarifies that the Chief Secretary is waiting to hear further from the Welsh Government on an additional request to access the reserve.
That was useless yet again. I have been asking for the money for the Rhondda for months. The Prime Minister wrote to me in June saying that he recognised that Wales had been particularly badly hit by Storm Dennis and that the UK Government would look seriously at any requests for funding. I am delighted that we have got the £2.5 million for the Tylorstown tip, but we need £60 million to mend culverts and drains and to make people’s houses secure in Pontypridd, the Rhondda and across the whole of Rhondda Cynon Taf. Make sure you earn your money by getting us the money in the Rhondda.
What a contrast with the conversation the hon. Gentleman and I had last when I reported this news to him; he was charm and diplomacy itself then, yet when he gets in the Chamber with an audience, he becomes a different personality. I will remind him, just in case he has forgotten, what the Chief Secretary’s letter actually says. Among other things, he says, “I am expecting to provide the required funding.” That is in relation to the Welsh Government confirming they will make a reserve claim for 2020-21. So this process is under way. It does require the Welsh Government to come to the party, too, but they have not yet done so. Of course a lot of this is in the devolved space, so the hon. Gentleman cannot just pick and choose which bits of devolution suit his desire to make a statement in the Chamber.
I have regular discussions with the Chancellor, and we spoke only last week. He has since announced a significant package of further job support and an additional £400 million of funding for the Welsh Government.
Tourism and hospitality is the backbone of the economy of the Gower peninsula. My constituent Lara Joslin runs the Kings Head in Llangennith. She is fighting to keep her family businesses alive. Lara runs a popular rural pub with accommodation, which, like many others in Gower, provides vital part-time jobs for local people. Why is the Secretary of State not banging on the door of the Treasury to right the wrong of the job support scheme failing to support independent hospitality businesses such as Lara’s?
The hon. Lady and I have a similar dependence on tourism in our constituencies, so I understand absolutely the argument she makes about its value, but I remind her that so far UK taxpayers have contributed £1.1 billion by way of bounce back loans; £490 million in self-employed income support; £303 million in coronavirus business interruption loans; £30 million-worth of eat out to help out; future funding of £7 million—I would carry on, Mr Speaker, if only you would let me—and that is not to mention the 401,000 employees on furlough. The Treasury has gone above and beyond the international average and tried to get to every single business in every single area of the UK, and that includes Gower just as much as anywhere else.
For those who are able to access the Government’s new job support scheme—many are locked out or deemed by the Government to be in unviable jobs—a cut of a third of wages for the low paid makes it extremely hard to pay bills and feed families. Does the Secretary of State really get this? If so, will Wales Office Ministers fight to get a better scheme?
Often in this questions session we have talked about the fact that there will always be those in all our constituencies who do not quite fit every single one of the intervention measures that the Chancellor has announced over the past few months. In those circumstances, of course we want to be as flexible as possible and to try to find ways, through either the intervention schemes or universal credit, to support the hardest-hit families as best we can. If the hon. Lady brings to my attention individual examples of those gaps, I will of course do my best to address them.
Throughout this pandemic, Welsh businesses have done all they can to stay open and stay trading, with so many drawing on the support grants and loans that have been so important in keeping them afloat. But as more areas of the country come under local restrictions, with trading halted or severely limited, and amid fears about public confidence, many businesses feel that they have absolutely maxed out on their borrowing and are worried about the future. What plan do the Government have to support businesses that are now heavily in debt, to make sure that the burden of repayments in the coming months does not mean that they go under?
I start by expressing some confusion: on the one hand, Opposition Members are articulating a Welsh Government view that the existing interventions are not strict enough, but on the other, the hon. Lady gets to her feet and says that the interventions are almost imposing undue hardship. It is quite difficult to know exactly where the Opposition stand on getting the balance right between disease control and the maintaining of a vibrant economy. At each and every stage of this process, the Chancellor has been flexible and adaptable and has recognised that the situation is changing, often by the hour, let alone by the day or week. The financial interventions, which up to now have been about £4.4 billion by way of Barnettised contributions to the Welsh Government—and we could probably double that for the other interventions, which are more direct—have supported business in Wales. But of course, as the circumstances change and our reaction changes, so we will remain flexible.
Indeed, we have always said that any restrictions need to be backed up with proper financial support measures for business. To reduce the spread of the virus it is also vital that workers who are unwell or asked to self-isolate do actually stay off work, but as hours are reduced in sectors such as hospitality, an increasing number of Welsh workers will find themselves falling below the minimum weekly earnings threshold needed to qualify for statutory sick pay. To expect them to live off nothing for a fortnight is totally unacceptable. Will the Secretary of State urge the Chancellor to do the decent thing and extend the statutory sick pay scheme to all workers?
I know from my personal contact with the Chancellor over the past few weeks that he is looking at all these options. That is why the winter resilience measures were brought in a week or so ago, on top of all the other measures he has introduced, which recognise the very difficult situation in which so many people find themselves. I am not going to stand here and say that we are never going to consider another option; of course we will. We will always look at the individual circumstances, particularly of those who are hardest hit.
Further to our recent meeting, with the various covid funding measures being announced by the Government sometimes seeming haphazardly and causing some confusion—the bid for football here, the bid for the arts there and now, apparently, Department for Business, Energy and Industrial Strategy funding for universities in Wales even though the matter is devolved—will the Minister consider publishing a regular simple table of the Government’s covid funding with the consequential amounts for Wales if there are such?
The hon. Gentleman makes a good point about universities. Of course, that is a devolved matter and yet hugely dependent on the Union effort. In answer to his very direct question, I can give him a very direct yes.
The UK Government have provided a support package for Welsh businesses and communities in recent weeks, including the Government’s £30 billion plan for jobs. Our ambition remains to secure jobs, stimulate growth and provide opportunities to level up Wales.
I thank the Secretary of State for his financial support for Wales and for the devolved Welsh Government. Does he agree that, if the Welsh Government want to trigger further restrictions and go beyond Government measures, which should ultimately be used as a last resort, they need to provide plans for how they will financially support the industries that will be hit as a result?
My hon. Friend makes a very good point. The Barnettised numbers, which total £4.4 billion so far, do give the Welsh Government a degree of flexibility in addressing issues if the evidence supports doing it in a slightly different way. There are one or two examples of where they have introduced their own interventions, courtesy of money provided by UK taxpayers, but the overriding point is that there does need to be a degree of collaboration and co-operation that straddles all the countries of the UK, because this is an international and a national challenge.
Like me, the Secretary of State will have welcomed the vision set out by the Prime Minister last week for expanding renewable energy and, importantly, the commitment to boosting floating offshore wind power, which represents such a big opportunity for us in Wales. May I ask him if he would use his good offices to ensure that all the relevant players in this—the private sector developers that have projects ready to go, the Department for Business, Energy and Industrial Strategy and the Crown Estate, which owns the seabed—are all on the same page, working towards a shared goal so that we get decisions made in a timely way?
Absolutely. I agree with my right hon. Friend and neighbour’s assessment of the situation. We were all encouraged by my hon. Friend the Under-Secretary’s comments just now in that respect. I can, I hope, encourage my right hon. Friend by saying that I am meeting the Crown Estate the day after tomorrow, I think, to discuss the potential delays, which at the moment look like being its problem, and we need to unblock that.
I have frequent discussions with the Secretary of State for Work and Pensions. At least 510,000 people in Wales have been directly supported by the measures we have so far put in place. However, the best possible support we can provide is to get behind the national effort and public health guidelines to ensure that we overcome this crisis sooner rather than later.
With the UK’s unemployment rate at its highest level in three years, it is clear that many workers in Wales will need to rely on social security in order to get back on their feet. Does the Secretary of State agree that it is only fair to update legacy benefits such as jobseeker’s allowance and employment and support allowance to match the increase in universal credit that was announced earlier this year?
I thank the hon. Lady for her comments. Conversations I have had with the Department for Work and Pensions, and indeed the Chancellor, have touched on this very issue. This is why the arrangements on universal credit have been as flexible as they can be. The Department is making an effort to ensure that everybody is accounted for and that those who might fall into the gaps we referred to earlier are properly looked after. That is very much uppermost in the minds of Cabinet and ministerial colleagues. I can give her that assurance.

Commons ChamberThere are 205,000 self-employed in Wales, 110,000 of whom are receiving direct cash grants, totalling over £295 million, through the Government’s self-employment income support scheme. The scheme is one of a range of Government initiatives supporting the self-employed during the coronavirus outbreak.
If you will indulge me, Mr Speaker, I want to pass on my commiserations to everyone involved in the horrific car crash in Trebanog in the Rhondda earlier today. I thank the police and the fire brigade, who have been helping.
The Secretary of State is right that lots of people have received help, but an awful lot of people in the Rhondda have not had a single penny. There are people who set up a company just two years ago and have now lost their business, their home and their livelihood. There are people who have gone from having £3,000 a month in the bank to £300 a month. When we come to the next round of decisions by the Government and the Treasury, we have to do something for the 3 million people who have been excluded from every single scheme. They feel that this has been massively unfair, and we have hundreds of tradespeople in the Rhondda who have not had a single penny off the Government.
I know the whole House will join me in expressing our sympathy for those involved in the accident in the hon. Gentleman’s constituency this morning. I know what a blow it is for him and everybody involved, and our thoughts are with them.
In relation to the schemes, I suspect that we all, as constituency MPs, have examples of people who have fallen through the net. I can only reiterate what the Chancellor has said on numerous occasions, which is that we will always try to look at every possible way to ensure that those who qualify for help but, for some reason, are not getting it do get it. If the hon. Gentleman wishes to raise any individual cases, which we have all had, I am happy to look at them.
My thoughts are with those caught up in the awful crash in the Rhondda.
Many self-employed people in Wales who have already been hard hit by lockdown now fear the impact on their customer base of the looming spectre of mass unemployment that is hanging over their communities—industrial communities that still bear the scars of the damage wreaked by the Tories in the ’80s. When will this Government grasp the urgency of the situation and bring forward specific measures for sectors such as aviation that need longer to recover, in order to support the thousands of Welsh workers who depend on them?
The hon. Lady makes an unnecessary political point. The Government, along with the Welsh Government, have done everything they can to ensure that the smallest possible number of people in Wales have gone without important assistance during this pandemic. If she is hinting that the extension of furlough is the only answer, I can tell her that it is not. The Treasury has said that that is one option, but there are numerous other options that ought to help people and are already helping people make their way out of covid and back into a properly functioning economy. Of course, the best way to save jobs across the whole of Wales is to get people safely back to work.
Indeed, but there is now barely a month to go until the Government’s job protection schemes end, leaving thousands of self-employed people and others at risk of unemployment. It is not just Labour saying that. Businesses, trade unions and the Treasury Committee have all sounded the alarm. Will the Government accept that a one-size-fits-all approach to this jobs crisis is simply not working, and will they come forward with concrete proposals and a real plan to safeguard jobs for people across Wales?
A third of the workforce in Wales has been supported by the UK Government during the pandemic. We have gone further and deeper than pretty well any Government in the world, with VAT deferrals, mortgage holidays, rental support, increases in universal credit, relaxation of the minimum income floor and VAT reductions. This is not a one-size-fits-all arrangement. This is a whole package of measures that are designed to help as many people as possible to stay in work and get back to work as soon as it is safe to do so. I am surprised that the hon. Lady does not welcome that.
On the issue of the 3 million excluded, my hon. Friend the Member for Rhondda (Chris Bryant) is right. At a time when more local areas are facing lockdowns, I urge Ministers to do far more to help those who have fallen through the gaps, at the very least by addressing the five-week wait for universal credit—it should be a grant, not an advance.
I assure the hon. Lady that there will never be a moment when the Government or the Wales Office sit back and think we have done enough as far as this is concerned. We are always striving and will always strive to ensure that we improve every one of our schemes. Where there are gaps, which we have identified before—Government Members have also been helpful in that respect—we will do everything we can to ensure that they are plugged.
The Government’s response to the UK internal market consultation published last week highlighted the broad support for the proposals from businesses and job creators in Wales. The Bill gives businesses the continued certainty of seamless trade across the UK as the transition period ends.
Much of the rhetoric around the United Kingdom Internal Market Bill is that it is a shared asset, yet what is missing are any shared intergovernmental structures. On Owain Glyndwr Day, why will the British Government not be honest for once and admit that they are using consequential legislation resulting from Brexit, such as this Bill, to effectively reassert direct Westminster rule over Wales?
I disagree with the fundamental premise of the hon. Gentleman’s question. These proposals went to public consultation, and I will quote the response from one business in Wales that is promoting Wales, employing people in Wales and contributing to the Welsh Government. It said:
“The UK Internal Market Bill will be the making of the UK.”
It seems to me that the comments relating to UKIM are divided into politicians who are anxious to protect their cosy clique in Cardiff, and business, employers and the public in Wales, who recognise that this is an important part of the next stage of our economic recovery.
The proposals in the Bill are designed to make sure that UK businesses can continue to enjoy the ability to trade easily across our four home nations in a way that helps them to invest and create jobs, just as they have done for hundreds of years. It is extremely important, therefore, that businesses are onboard and happy with our proposals. What conversations has the Secretary of State had with businesses across Wales about these proposals and what sort of a response has he received?
My hon. Friend raises an interesting point. There have been numerous engagements in person with the Business Secretary and others, and online engagements, and I can safely assure the House that those who have responded have not expressed any great concerns about UKIM. In fact, they see it as a perfectly natural successor to the existing status quo. They want us to proceed with it, they consider it to be fair, and more importantly they think that jobs depend on it.
Ministers seem to be in a state of denial about what this internal market Bill actually says. It is quite clear that it will give the power to the UK Government to make spending decisions in Wales on matters that are devolved to the Welsh Parliament. Can the Secretary of State tell the House how on earth that respects the devolution settlement?
The hon. Gentleman illustrates my point. It seems that in certain nationalist quarters this is all about politics and power, whereas in fact it is all about jobs and the economy and people grafting their way into a post-covid world. The Welsh Government will not lose a single power—not one—after the Bill is passed; in fact they will have 70 new ones. The fact that the UK Government will be there as well to contribute to the economy of Wales in a way they have not been able to for 45 years should be welcomed by him and his colleagues in Wales as a major step forward.
Next spring, Milton Keynes theatre will host the Welsh National Opera—a great, historic institution in Milton Keynes hosting a great Welsh institution. Does my right hon. Friend agree that it is not just the free movement of goods, but the free movement of people, culture, ideas and values between our four nations that makes our Union so strong?
That is a wholly appropriate question, because it enables me to say that sometimes when we talk about the strength of the Union, we limit ourselves to talk simply about economy activity, but my hon. Friend is right to point out that the Union is magical for a whole lot of other reasons too. The cultural and social elements he describes sum up why the Union is important. Some of the legislation and ideas we are talking about will enhance and encourage that over the coming years.
I echo the findings of the public consultation on the internal market Bill and reinforce the reality: in mid-Wales and Montgomeryshire, economic activity, transport links and our public services look to the west midlands economy. My constituents and businesses have been watching the progress of the Bill, they welcome it and they want it. They do not want Cardiff Bay or nationalist politicians distracting people’s attention from the fact that they would welcome investment. I look forward to lobbying the Secretary of State and the Department for Transport to build things such as the Middletown bypass.
I am a former resident of my hon. Friend’s constituency and I know exactly what he is referring to. It is worth reminding ourselves that a quarter of his constituency’s workforce cross the border every day to make a living, and cross back again in the evening. The border must be porous. The worst thing for jobs and the economy of mid-Wales, or anywhere else, are artificial, political boundaries put up for the advantage of a few people, under a cosy arrangement in Cardiff. We are talking about proper jobs, proper people and proper parts of Wales that require and deserve the support of all the parties, including the nationalists, who make so much noise but never deliver.
On 8 July, the Secretary of State, in response to a question from my hon. Friend the Member for Ceredigion (Ben Lake), said that ending our relationship with Europe would allow public bodies in Wales to buy more local goods, more local products and more local services, yet his own Government’s UK Internal Market Bill appears to block local measures that would prioritise local goods or services over those from other parts of the UK. How does he reconcile those two positions now?
I reconcile the position by not recognising the claim that is being made. If the public consultation on the UK Internal Market Bill is anything to go by—forget what us politicians may say—the public welcome the idea, because it secures a market that has been enjoyed for hundreds of years. People see it as logical. They see it as a perfectly reasonable step forward to enshrine in UK law what has for 45 years been conducted in Brussels. They see that as good for jobs, and the right hon. Lady seems to have some objection to that.
Well, he said it, and it was in the White Paper; procurement was mentioned there. Given that that is one of the weapons in the armoury of the Welsh Government with which to support businesses, it would be fair to expect something on that in the Bill—but I will move on.
Today marks, of course, the anniversary of the proclamation of Owain Glyndŵr as Prince of Wales at the first Senedd or Parliament in Machynlleth.
Maybe even the debate is lost entirely here or lost in translation, but how can the Secretary of State reconcile this historical serendipity with this Government’s brazen power-grab?
It seems astounding to me that the Labour Opposition consider the UKIM Bill to be a threat to the Union and the nationalists consider it to be a threat to separatism. I think they should continue their debate, so that they could inform the rest of the House of their objection. To describe a piece of legislation that would result in 70 new powers and the removal of none as a power-grab, is to use a definition of power-grab that I do not recognise.
Last year, the Tory party promised to strengthen the Union and strengthen the devolved settlements, but their Internal Market Bill does exactly the opposite, as the Secretary of State’s colleague David Melding knows. So will the Secretary of State accept that, rather than being about promising more powers to Wales—promises that we simply cannot believe—the Government’s Internal Market Bill actually rolls back the powers, undermines the devolution settlement and gives comfort to those who want to break up the Union?
The answer to that is no, no and no. The reason is that when it comes to testing the temperature and mood of the people of Wales, I rely on public consultations and my engagement with businesses—employers—north, south, east and mid, and none of them make the claims that the hon. Gentleman has made. They see this legislation as a perfectly natural transition from EU rule to UK and Welsh Government collaborative operations in Wales; that seems to them to be perfectly sensible. It seems to me to be perfectly sensible. It seems that the objection is about politics and power, rather than about jobs and livelihoods.
We all know the interest with which the Secretary of State listens to the No. 10 chief adviser, like every other member of the governing party. The Brexit Minister in the Welsh Government, Jeremy Miles, has been very clear that there are no new devolution powers; the measures are within the existing rules of devolution. Members on the Government Benches may pontificate all they like; the reality is that they are trying to roll back devolution because they do not like what the people of Wales do by electing Labour-led Governments in Welsh Government elections. This is a reversal of 20 years of the Tories’ not liking who is elected to Government in Wales.
The hon. Gentleman needs to remind himself that there was not a single seat in Wales where Labour did not lose votes at the last election. He needs to be a little careful—[Interruption.] With respect, he needs to be a little careful about making accusations, based on the political reality. The economic reality is that the people of Wales do not share his enthusiasm for defining the next stage of our post-covid and post-Brexit evolution purely in terms of political one-upmanship. They want to see jobs and investment, and that is what we intend to deliver.
By the end of July, more than 400,000 Welsh jobs had been supported by the coronavirus job retention scheme, while £295 million has been provided to support 110,000 self-employed people. Since the start of March, that is at least 510,000 people in Wales who have been supported directly by the UK Government.
More than 77,000 meals were enjoyed in Brecon and Radnorshire as part of the eat out to help out scheme created by the UK Treasury. This provided a very welcome boost to the hospitality and tourism sectors in my constituency, which I particularly welcome as those sectors largely employ more women than men. Will my right hon. Friend join me in encouraging the Welsh Government to do their part by creating a similar scheme and getting more women back into the workplace?
My hon. Friend makes a really good point. Having visited her constituency twice, I think, in the recent past, I know just how much she has done to promote these schemes. Another value to the eat out to help out scheme is to remind everybody, whether members of the public or Members of this House, for that matter, of the importance of supporting local businesses in every possible way that we can as we climb out of these horrible few months. The work that my hon. Friend has done, and that of the Treasury, has been a pretty good start.
A key element in supporting people back into work is access to high-speed broadband, particularly in rural areas. Will my right hon. Friend join me in welcoming the first broadband USO—universal service obligation—connection in Wales, which was launched last week in Tregeiriog in the Ceiriog valley in my constituency as part of the Government’s across-the-UK USO scheme to improve broadband where it is currently running at a low level?
My hon. Friend is a solid champion of that cause. Some 3,500 premises in Clwyd South and over 200,000 in Wales have access to full fibre connection, but, as he says, this is only the start. For those businesses and individuals who really need high-quality broadband to operate, the clock is ticking in their favour. This will help jobs, families and prosperity in Wales.
The UK Government share the steel industry’s ambitions for a sustainable future in Wales. That is why the Business Secretary, the Chancellor and I worked to reach an agreement with Celsa that saved hundreds of jobs in Wales. I have frequent discussions with Cabinet colleagues about supporting the Welsh steel industry, especially in dealing with the impact of covid-19.
In the debate led by my hon. Friend the Member for Newport East (Jessica Morden) held in this House the other evening, we heard about how the Welsh steel sector has been so adversely affected by this economic crisis. The response from the Minister who replied was yet again, I am afraid, lots of warm words. When are we going to see more action, notwithstanding Celsa, to support this vital industry in Wales to save jobs and the economy?
I would like to think that warm words are better than cold words, but actions speak louder than words, at whatever temperature they come. The fact is that the UK Government absolutely recognise the importance of the sector. That is why we did the deal with Celsa and saved 800 jobs there, and that sends a message to other steel producers in Wales that we mean business. We are not just talking about the survival of the industry during covid; we are talking about having a significant steel manufacturing presence in Wales in five years, 10 years and 15 years. That is why we have continued these discussions. The Celsa deal ought to be a source of encouragement for everyone involved that actually, when it comes to it, we do mean business.
