Much of South Sudan has enjoyed improved security over the past year, but we are concerned about violence in Jonglei, including the recent attack on a UN convoy in which 12 peacekeepers and civilians died. We are supporting community reconciliation efforts and urging the Government to prioritise the protection of civilians.

I thank the Minister for that answer. Have the Government been able to form any reliable assessment of recent events in Eastern Equatoria, particularly the alleged killings by the army in Lorema hospital? Obviously those alleged events follow the recent killing of members of the governor’s bodyguard, but there are divergent accounts and allegations. Have the Government been able to give credence to any side’s version of events?

We are still trying to assess the detail of exactly what happened and to untangle the different stories emanating from that part of southern Sudan. There needs to be recognition that significant progress has been made and that a key part of finding a lasting solution to the tension between South Sudan and North Sudan is the implementation of the agreement that was announced at the United Nations General Assembly last year.

Now that South Sudan and Sudan have resolved their difficulties over oil, South Sudan has the potential to become an extremely prosperous country, but it still has very weak governance. What are Her Majesty’s Government doing to help the Government of South Sudan enhance their machinery of governance and their capacity properly to govern South Sudan?

My hon. Friend makes exactly the right point: the oil now flowing between and through South Sudan and Sudan creates the opportunity for economic stability, development and growth in the southern part of Sudan, so the Government of South Sudan will have to have additional capacity to deal with the income that will, I hope, flow into the South Sudanese exchequer. Support is provided by the Foreign Office and by the work of our colleagues at the Department for International Development. We are assisting the South Sudanese Government in building that relevant capacity.

The UK’s primary goal in Mali is to encourage the transitional authorities to pursue an inclusive political process that supports long-term stability. We welcome the commitment to a road map and the creation of a national commission for dialogue and reconciliation, but rapid progress is required if that is to stay on track.

The French Parliament has just voted to extend France’s military mission to Mali at least until the end of the year. A French colonel is reported in Le Monde as saying that the Malian military remains ill-equipped and ill-trained. How long does the Minister think the UK will contribute by deploying troops to the EU training mission?

Let us be absolutely clear that the UK is offering the French deployment, at the behest of the civilian-led sovereign Government of Mali, limited logistical support. Approximately 40 UK military personnel are deployed as part of the EU training mission, three of whom are specifically related to the Foreign Secretary’s initiative on preventing sexual violence in conflict. They are there to train the Malian army with respect to human rights. Other international and multilateral discussions are taking place on deploying AFISMA—the African-led international support mission to Mali—to replace the French troops and, ultimately, a UN mission.

Indeed, Jeffrey Feltman, the United Nations Under-Secretary General for Political Affairs, said last week that it was vital that the political process be taken forward in Mali. Given our previous military involvement, what specific assistance are the UK Government giving to the political process? Does the Minister envisage the elections taking place by the summer of this year?

My right hon. Friend the Foreign Secretary visited Bamako recently to support that process. The Prime Minister has appointed a special representative, my hon. Friend the Member for Eddisbury (Mr O’Brien), who is very involved in the process. The hon. Gentleman is right to focus on the importance of the political process. We are discussing whether we can support the efforts of the African Union as well. We need to ensure that all the groups in the north are involved in the political process, and that mechanisms are put in place to air and resolve the grievances of those who live in the north.

We welcome Ghana’s successful conduct of elections in December 2012, which were internationally recognised as generally free, fair and credible. The Foreign Secretary visited Ghana in March, strengthening further the already excellent Ghana-UK relationship, and I had the pleasure of attending the presidential inauguration in Accra in January.

I am a little bit surprised by the Minister’s answer to be honest. Last week some women from the Ghanaian Parliament came to Westminster, and they emphasised the value of stable institutions. As the Minister knows, a dispute about the presidential election is, fortunately, being pursued in the courts rather than on the street. Will he say a little more about discussions that the Foreign Secretary has had about that episode?

The hon. Lady is right to highlight the petition before the Supreme Court in Ghana. However, Ghana has now had six successful elections since military rule ceased in 1992, and is rightly seen as a beacon of democracy in western Africa. She is also right to say that it is essential that such disputes are delivered through the courts, rather than on the streets. In the legal process, the Supreme Court started looking at the petition on 16 April, and we anticipate a judgment within the next month or two.

We have encouraged the Somali Government to bring a representative delegation. My right hon. Friend the Secretary of State for International Development and I will hold an event early next week to hear from prominent Somali women about empowerment, violence against women and forced marriage. Preventing sexual violence in conflict is also a theme of the Somali conference.

Members of the Somali community in my constituency feel it is hugely important that work is done to reach out to, identify and encourage key women to participate in the conference. Will the Minister reassure them that that will be the case?

In short, I can, not only at the conference but also prior to it. I and officials from the Foreign and Commonwealth Office are reaching out to and meeting not just male, but female representatives of the diaspora throughout the United Kingdom. As I mentioned, a meeting will be focused on Somali women and the preventing sexual violence initiative is a key part of the Somali conference. I reassure the hon. Lady that the key is an end to conflict and insecurity in Somalia, and we sought to insert language into UN Security Council resolution 2093 about the importance of the role of women in all efforts for peace and security going forward.

Sanctions against Zimbabwe were recently eased and the UK gave £90 million in aid last year, but many British pensioners are being robbed of their pensions, following Mugabe’s decision in 2002 to stop paying pensions to British citizens. Will the Minister meet me to discuss the case of my constituent Mr Scott, who worked for the Zimbabwean police for over 20 years and is being denied his pension, to end this injustice?

My hon. Friend is absolutely right to raise this important issue on behalf of his constituent, but he will also be aware that many others have been affected by the withdrawal of pension payments. Hopefully his concerns will be assuaged by the fact that I have met representatives of civil servants who used to work in Zimbabwe who are not getting their pensions. I have also discussed the issue with the Zimbabwean Finance Minister, as part of the challenge to try to find a satisfactory resolution, but I am happy to meet my hon. Friend and his constituent to discuss the matter further.

FCO Services operates as a trading fund of the FCO. I have set the following performance targets for 2013-14:

An in-year surplus before interest and tax producing a net margin of between 1 and 5%.

A return on capital employed of at least 3.5% (weighted average).

Cost of corporate functions as a % of revenue of no more than 10%.

A utilisation rate for revenue earning staff of between 75 and 80%.

Customer satisfaction rating to be within or above the 2nd quartile in the UK Customer Satisfaction Index, as produced by the Institute of Customer Service.

Employee engagement in FCO Services using civil service survey of at least 60%.

FCO Services will report to Parliament on its success against these targets through its annual report for 2013-14.

Force protection for the small UK military team supporting the C-17 operation in Bamako is being provided by the French as part of the wider Mali operation. Protection for the EU training mission, to which the UK has offered both military and civilian personnel, is being provided by French and Czech military personnel. We do not envisage UK personnel fulfilling a force protection role.

I thank the Minister for his answer. What lessons have been learnt from the EU mission in Somalia, which was relatively successful in keeping terrorists out of the security services, as opposed to a rather less successful exercise in Afghanistan in which many allied servicemen lost their lives as a result of terrorists entering the security services?

The hon. Gentleman is correct to say that we learn lessons from EU trading missions where they are taking place. Lessons have been learnt from Somalia. However, there are also differences, one of which is that we are going to infuse into the EU trading mission to Mali some civilian trainers who will focus on the Foreign Secretary’s prevention of sexual violence in conflict initiative to make sure that the Malian army understands the importance of that as well as the importance of humanitarian law and human rights.

T5. Twenty-seven years ago, the arrival in Uganda of President Museveni’s regime seemed to herald a new dawn for the country. Last week I was visited by Bishop Zac Niringiye, the assistant bishop of Kampala, who used to be a parish priest at Christ Church, Beckenham. Bishop Niringiye, who was himself arrested three weeks ago, briefed me on the appalling levels of Government corruption now endemic in the country. What can Her Majesty’s Government do to succour the drive to end corruption in Uganda?

My hon. Friend is absolutely right to highlight the threat that corruption poses both in Uganda and across the African continent. We remain concerned about the situation in Uganda and he may be aware that the Department for International Development temporarily froze all UK aid going through the Ugandan Prime Minister’s office. The UK, along with other donors, is supporting the Government of Uganda’s action plan, which will be reviewed next April.

I have today placed a copy of the annual statement on the Government wine cellar for the financial year 2011-12 in the Libraries of both Houses.

Following the outcome of the review of the Government hospitality wine cellar announced by the then Foreign and Commonwealth Office Minister, my hon. Friend the Member for North West Norfolk (Mr Bellingham)— 13 May 2011, Official Report, column 48WS—this first annual statement meets our commitment that there would be an annual statement to Parliament on the use of the wine cellar, covering consumption, stock purchases, costs, and value for money.

The report notes that:

The wine cellar has already moved to a self-funding regime, through the sale of some high-value stock;

Sales of stock amounted to £44,000;

Further funds from other Government Departments added £10,519 to the overall receipts;

Purchases amounted to £48,955;

Highest consumption level by volume was French wine, followed by English wines in second place.

My hon. Friend is right to raise the progress that has been made in Somalia. She will be aware, I hope, that we are planning a second conference in May this year that will be hosted jointly by the UK Government and the Somalian Government. It will prioritise the security sector, the justice sector, and building governance in the Somali Government so that they can provide services for their people.

I am sure that the Foreign Secretary will remember that in October 2011 he and I stood shoulder to shoulder in the same Lobby opposing a motion for an in/out referendum on Europe. He said at the time:

“It would create additional economic uncertainty in this country at a difficult economic time.”

The hon. Lady is absolutely right to raise this important issue. I will travel tomorrow to the African Union summit in Addis Ababa, where one of my main priorities will be to encourage regional countries to sign the memorandum of understanding, which will go into some of the detail that she has mentioned. There are two elements: one is to resolve short-term issues that involve the M23—talks are taking place in Kampala—and the other is to put in place longer-term strategies that will enable the aid and assistance to get in for long-term sustainable solutions in that troubled area.

I was fortunate enough to attend the inauguration of President Mahama in Accra about two weeks ago, and I can say to my hon. Friend that the elections were free, fair and credible. The election observers uniformly came up with that view. The Ghanaian people and body politic need significant credit for five or six free and fair elections that have enabled the free transfer of powers to take place.

Rising global food prices are a major cause of instability in developing countries, including those in north Africa. The UN has recently described the practice of converting agricultural land to biogas as a crime against humanity. What more can the Government do to persuade the EU and the US to stop subsidising that practice?

I join others in congratulating my hon. Friend the Member for Shrewsbury and Atcham (Daniel Kawczynski) on securing this important debate and putting on record his dedication not just to his constituency, but to driving the UK’s recovery by rebalancing the economy, based on export-driven recovery. He was absolutely right to highlight at the beginning of his speech the importance of the progress made since May 2010, with the refocusing of the Foreign Office on the prosperity agenda and the refocusing of the Department for Business, Innovation and Skills on the strategy of pursuing an export-led recovery.

My hon. Friend was also right to highlight some of the progress made in exporting expertise, particularly in responding to our hon. Friend the Member for Ceredigion (Mr Williams) about its importance in the education sector, and also in discussing other key areas. My hon. Friend the Member for Shrewsbury and Atcham was right to point out that the UK is highly regarded elsewhere in the world, not just in traditional Anglophone countries, but in the French-speaking world, in which I travel quite extensively given my additional and other responsibilities in Africa. He was also right to imply that more needs to be done. We certainly should not rest on our laurels, but ensure that we are maximising the opportunities for UK businesses elsewhere in the world.

The support provided to businesses by UKTI has created significant economic benefits since May 2010. Indeed, some £45.6 billion-worth of total additional sales have resulted from UKTI assistance. In 2011-12, UKTI support helped firms to create 36,400 jobs and secure a further 68,500 jobs. The role of UKTI is not just to maximise exports, for both large companies and SMEs in the UK, but to persuade foreign companies to invest here in the UK too. In that regard, the UK has benefited from 1,406 inward investment projects in 2011-12 in which UKTI has been involved, which have helped to create or safeguard more than 112,000 jobs in the UK. It is therefore fair to say that UKTI is making a significant contribution to driving the UK’s economic recovery.

I want to say a little about the background—the architecture—against which UKTI operates. In early 2011, the Government published the White Paper “Trade and Investment for Growth”, which outlined our commitment to an open trading system and to removing barriers and supporting UK firms that wished to export. The Government’s “Plan for Growth”, which was published at the time of the 2011 Budget, linked the policy objectives for greater global trade to our economic aim of providing a climate that would help businesses to grow and prosper. The key objective was to encourage investment in exports as a route to a more balanced economy.

Some of the issues that my hon. Friend has raised are particularly pertinent. It might help his constituents and others who are unaware of the opportunities that UKTI offers to know that those opportunities are posted on the UKTI website, and that companies can sign up to alerts for any opportunities that might be relevant to them. I would certainly be happy to provide him with details of how to access that information, which he can pass on to the relevant businesses in his constituency.

My hon. Friend also raised the important issue of the Prime Minister’s appointment of trade ambassadors. I can give him an assurance that all the trade ambassadors—not just my hon. Friend the Member for Gloucester (Richard Graham)—are very significantly engaged in the countries for which they are responsible. Many of them have already made visits, and many are planning—with the missions on the ground as well as with the Department for Business, Innovation and Skills—to lead trade delegations to those countries.

It is also important to put on record that the Government are seeking a transformation of the UK’s export and inward investment performance—so much so that, in November 2011, the Prime Minister and the relevant Minister, the excellent Lord Green, launched the national export challenge, to encourage more SMEs to export. As my hon. Friend rightly pointed out, in some markets, the UK is below the EU average percentage of exporting SMEs. We want to see it achieve at least that level, if not higher. To that end, the Prime Minister has set the extremely ambitious target of getting another 100,000 companies exporting by 2020 and doubling UK exports to £1 trillion.

However, UKTI cannot deliver the Government’s ambition to transform the UK’s export and inward investment performance alone. It is working in close co-operation with the rest of Government and particularly with the Department for Business, Innovation and Skills and the Foreign and Commonwealth Office. Outreach with business intermediaries such as banks, lawyers and accountants is also playing a major role. We aim to access their client bases to help businesses to expand into key markets.

My hon. Friend also raised the important subject of marketing. He will understand the very challenging—to put it politely—macro-economic situation that we inherited, and it was absolutely right that when we came into office, we looked at every aspect of Government expenditure to ensure that UK taxpayers’ money was being spent properly and that we could make a significant inroad into the huge deficit that we inherited. That does not mean, however, that we have been unable to persuade the Cabinet Office, which is the responsible Department, to put in place marketing budgets when and where appropriate. Perhaps the best example is the “Great” campaign, which was linked to the Olympics and to our Olympic legacy. I can inform the House that that campaign has had a significant positive impact, persuading businesses based abroad to invest here and enabling our missions abroad to persuade UK companies to invest elsewhere in the world.

Indeed, the House has played its part, too, with Members of Parliament hosting seminars in their constituencies to highlight the opportunities that exporting can offer businesses, especially to small and medium-sized enterprises. I am grateful to my hon. Friend the Member for Stourbridge (Margot James) who has played such a significant role in engaging and encouraging MPs across the House to hold such meetings in their constituencies. If Members either here this evening or reading the debate in Hansard tomorrow are interested, I would urge them to contact my hon. Friend who will provide them with the information necessary to enable them to hold such meetings in their constituencies.

That is not all. Last August, the Government announced additional support to help UK businesses. There will be more money available for SMEs to attend trade shows abroad, and I very much hope that the constituents of my hon. Friend the Member for Shrewsbury and Atcham will access this funding. There will also be increased support available for travel on overseas missions. Substantial discounts will be available and will be offered through the Overseas Market Introduction Service, which provides targeted research to help businesses find those first crucial contacts in the markets. In addition, the autumn statement provided a further resource allocation of £70 million a year for the next two years.

This package of support will play an important role in helping realise the Government’s ambitions, by building up the capacity and capability of the British Chambers of Commerce overseas, where we lag behind competitors such as the Germans. Lord Green has made this a personal crusade, and I am 100% supportive of the direction of travel. It is focused initially on 20 pilot chambers in key export markets. Once again, I very much hope that my hon. Friend’s constituents will engage with this excellent new initiative.

Increasing the number of international trade advisers in the English regions is a key part of how the money will be spent, offering additional funds to SMEs with high-growth potential, enabling more companies successfully to export. I can inform my hon. Friend that some of these advisers are private sector employees, who are performance-related rewarded—exactly the agenda he talked about—and I think that is exactly the right direction in which to go. We hope that this additional funding will double the number of companies given financial support towards the cost of exhibiting at their first overseas trade shows; and double the support for private sector-led project teams campaigning for UK success, by enhancing inward investment support in growth markets, such as the UAE, Qatar, Kuwait and Russia. I hope that some of that inward investment will end up in my hon. Friend’s constituency. This is also about positioning the UK as the leading location of choice for European headquarters and elite global enterprises, building on the success of Tech City and developing further inward investment campaigns as well as building on the Olympic legacy.

This has been an important debate. My hon. Friend is right to continue the work he is doing to raise the significance of the contribution that UK exports can make to our own UK economic recovery.

That is absolutely right. One interesting point about new clause 1—this is one reason why we should not support it—is that more and more nation states are showing an interest in Antarctica. That brings pressure in respect of challenges to the Antarctica environment as well as numbers. Some of the new arrivals are not as interested as we are in making sure that the area is properly protected and that responsible actions are taken. By passing this legislation, we apply international pressure, ensuring that other nation states that need to do the same get on with the process and that the international focus on what is important for Antarctica—the protection of the continent—continually remains a top priority.

Amendment 1 deals with historic sites and monuments. It is an interesting amendment and it is right to discuss it because it provides an opportunity to make a very important point. The point is that the provisions relate to who is doing something, not to where the action is being taken. If we wanted to take action to preserve the hut of Captain Robert Scott and his colleagues, the fact that it is in what might be described as the New Zealand slice of Antarctica would not prevent us from doing so. As we would be going there to preserve the hut, British law would apply to our efforts to ensure that it was looked after properly.

While I have a huge amount of sympathy with the thrust of amendment 1, and while I think that the hon. Member for Bury North is absolutely right to remind us that we need to have the capacity to deal with all monuments and sites of historical interest, it is with the British people, and those connected with Britain, that clause 15 deals, and they are more than welcome to pursue such priorities throughout the continent of Antarctica. I therefore do not think that the amendment is necessary, although I do think that it has given us a useful opportunity to reinforce the point that everyone in our jurisdiction would be covered by the clause. Indeed, as the Bill’s promoter, I have welcomed the opportunity to comment on all three of what I consider useful amendments—not because I think that they should be included in the Bill, but because the House has been able to discuss them all properly and make some important points.

Let me summarise those points. With regard to the cost-benefit analysis proposed in new clause 1, the Bill is financially neutral. I do not think we should add any extra burden of bureaucracy, but I do think we should make it clear that the real test is co-operation between all interested nation states in ensuring that the continent is properly protected, and ensuring that the measures on which we continue to work are properly supported and implemented by all of them. That is the test that I shall continue to press for beyond the passage of this Bill, because I believe it is critical.

The main issue in relation to amendment 2, which proposes the removal of clause 5, is that we are building on existing measures—and quite right too. It is good that the House has had an opportunity to test the validity of the clause, because it is important. It will ensure not only that there is a line of responsibility for operators, visitors, tourists and so on, but that they must have contingency plans. In the absence of those two measures, such people would make themselves vulnerable to punishment. The clause also includes the important provision that people and organisations should be properly insured for whatever they may do. The clause puts into domestic law a clear set of responsibilities for operators visiting Antarctica.

As I have already made abundantly clear, amendment 1, which refers to historic sites and monuments, is unnecessary, because clause 15 relates to the people who are doing something rather than where the action is taken. However, it has provided another useful opportunity for me to make it clear that we are taking responsible action, and enabling others to take responsible action, in protecting monuments and sites of historical interest.

Let me end by expressing my gratitude for the opportunity that the debate has given us so far to expose and develop some of the elements of the Bill.

I congratulate my hon. Friend the Member for Stroud (Neil Carmichael) on getting the Bill to this stage, and I thank him for the time and trouble he took to visit Antarctica and his determination and commitment to securing environmental protection in the Antarctic.

I shall begin by setting out the overriding architecture of the protections currently in place for the Antarctic, as there seems to be some confusion about that. The Antarctic treaty was signed in 1959 by 21 countries. It has several purposes.

I am grateful, Mr Deputy Speaker, for your guidance. I was trying to put the implications of new clause 1 into context. The Antarctic treaty has 50 signatories, and the UK is one of the core 28 countries that play a positive role, and we intend to continue to do so.

I shall turn now to the amendments. On new clause 1, I say to my hon. Friend the Member for Bury North (Mr Nuttall) that the Government have prepared and made available a full impact assessment for this Bill. The impact assessment was independently reviewed by the Regulatory Policy Committee, which determined it was fit for purpose and that the costs and benefits of the Bill had been adequately assessed.

The most likely monetised costs to arise from the Bill were identified as additional premiums for insurance cover, which my hon. Friend rightly mentioned, and one-off costs to any operators who will need to update their equipment or plans to deal with an environmental emergency. The insurance industry was consulted, and it was suggested that additional insurance premiums to cover the costs of responding to an environmental emergency would probably either be minimal or non-existent. My hon. Friend the Member for Stroud made that point. Given the level of insurance already required by operators and vessels in Antarctica, it was suggested that that was the case for both small and large operators.

The one-off costs to operators of updating their equipment or plans was also deemed small, given that the vast majority of UK operators already meet the requirements.

My hon. Friend makes a good point. We have carefully assessed the number of scientists and tourists who might visit Antarctica, and if my hon. Friend is patient, I will address his point in detail later.

It is also essential to ensure compliance with the Bill’s provisions. As that will be achieved through the existing permitting system, the additional administrative costs will be negligible.

One non-monetised cost of the Bill might be that operators adjust their plans to avoid highly sensitive or remote areas. Training time may also be needed in respect of any equipment obtained for potential response action. Again, however, such non-monetised costs are not expected to be significant. The main non-monetised benefit is that the Bill will reduce the likelihood of an environmental emergency occurring in the Antarctic through effective forward planning and providing a deterrent to potential irresponsible behaviour. The Bill will also reduce the environmental damage caused by any environmental emergency that does arise; simplify permitting procedures for non-UK nationals; and improve the conservation and preservation of UK historic monuments and sites in Antarctica.

Last night, I was at the Royal Geographical Society attending a reception and talk by a number of the military who had just come back from a trip to Antarctica. If new clause 1 was introduced, would it not do quite a lot of damage by discouraging the military from going down there and doing research? What about those scientists who go down, too? Will it have an impact on them?

My hon. Friend makes a very good point. He will be aware that one of the exclusions under the Antarctic treaty concerns military operations in the Antarctic, although we have a presence there. We have a rescue vessel in case anything goes wrong and aspects of the Navy are there in relation to the Falkland Islands and the assistance we provide to them. There might well be problems for scientific research and the military if new clause 1 were implemented, which is one of the reasons I hope that my hon. Friend the Member for Bury North will withdraw it.

I take the Minister’s point on new clause 1. If there is no cost-benefit analysis, post-legislative scrutiny or whatever we want to call it, how will the Government assess whether the Bill is effective or whether we need to put more measures in place to protect the Antarctic?

I am grateful to my hon. Friend for giving me the opportunity to clarify that point. We believe that the best place to do that analysis on an ongoing basis is under the architecture of the Antarctic treaty and at the Antarctic council, where the UK plays a significant, positive and engaged role. If opportunities emerge from that analysis in the future to add additional environmental protection with the agreement of all the other members of the Antarctic council, we will consider it extremely closely.

Is the Minister saying that the Antarctic council will effectively be carrying out the kind of cost-benefit analysis that my hon. The Antarctic council, as well as the UK as an important part of that council, will assess the whole gamut and remit of the working of the Antarctic treaties and the Bills that have come out of the protocols that developed out of the 1959 agreement, the 1961 treaty, the 1994 Act and the protocols agreed in 2005. I can give my hon. Friend the assurance that there will be continual assessments, but the assessments the Government have made in the run-up to the Bill demonstrated, as I said earlier, that there will be no significant additional costs or detrimental impact on UK businesses or scientific operations as the Bill is structured.

Let me address the second set of remarks made by my hon. Friend the Member for Bury North on amendment 1 to clause 15, which relates to historic sites and monuments as provided for under annex V of the protocol on environmental protection to the Antarctic treaty. It is important to note that any party may propose a site or monument of recognised historic value for such designation to the Antarctic treaty consultative meeting. As the Antarctic treaty system operates on the basis of consensus, the agreement of all Antarctic treaty parties is needed for such a designation to be approved. Once approved, the proposed site is added to the approved list of historic sites and monuments, which is kept updated by the Antarctic treaty secretariat. As Members will no doubt recognise, the designation of historic sites and monuments and the protection that affords them under the Antarctic treaty and subsequent protocols is of extremely high importance to the United Kingdom, as we have significant historical ties with and have taken a significant interest in the Antarctic since Captain Scott’s visit there. It is important on this day to recognise the bravery and commitment of those early explorers.

I want to ensure that the House understands that clause 15, as drafted, provides that the Secretary of State will grant a permit to any British national involved in such work. That will ensure that the work is undertaken to high standards, and that a proper system is in place to guarantee that any artefacts removed for conservation work remain protected until they can be returned to Antarctica. That is important because the British Antarctic Territory has published a heritage strategy for the conservation of the British historic huts and other artefacts in the territory, which has been agreed with the United Kingdom Antarctic Heritage Trust and the British Antarctic Survey. That sets out overall principles for heritage conservation in the territory, and the United Kingdom Antarctic Heritage Trust has developed such plans, and undertakes a programme of maintenance at some of the sites, particularly the huts, each year. The Foreign and Commonwealth Office has granted the trust £100,000 in 2011 to support that important work, and the Government of the British Antarctic Territory share profits from the sale of stamps and coins, which also helps to support the trust’s important work.

I am sure that all Members of the House share the national pride in the historic discovery, exploration and scientific pioneering legacy of the UK in Antarctica. The scientific legacy of Captain Scott’s exhibition permeated many of the studies undertaken in subsequent years. British graves and other important legacy aspects are also there.

Is the Minister aware that it is a poignant time to be discussing this subject, because it is more or less the 100th anniversary of the news finally reaching England, and indeed my constituency, that the Scott expedition had met its very unhappy end? One of those who died, of course, was one of Cheltenham’s most famous sons, Dr Edward Wilson.

I thank my hon. Friend for that comment. Of course he is absolutely right.

I reassure Members that clause 15 already allows for suitable amendments to be made to section 10 of the 1994 Act to ensure the long-term protection of Antarctica’s cultural heritage. The British historic legacy spans right across Antarctica, as do our responsibilities under the Antarctic treaty system. It is therefore crucial that clause 15, which is vital to the support and the longevity of historic and monumental sites in Antarctica as well as the objects housed within them, is extended to the whole of Antarctica, not just those historic sites and monuments in the British Antarctic Territory. I am therefore pleased to be able to reassure my hon. Friend the Member for Bury North that the amendment is unnecessary. The 1994 Act already ensures the regulation of British activities in Antarctica. As clause 15 is an amendment of section 10 of that Act, it will apply also to all historic sites and monuments designated under the Antarctic treaty system, wherever they are in Antarctica.

I shall now address the suggestion made by my hon. Friend the Member for Shipley (Philip Davies) that clause 5 be removed from the Bill. Before I respond to my hon. Friend, I want to ensure that the House understands exactly what clause 5 does. It places a requirement on people who are organising activities that are to be carried out in Antarctica, and which are connected with the United Kingdom, to take reasonable preventive measures designed to reduce both the risk of environmental emergencies arising from those activities and the impact that such environmental emergencies might have. The requirement must be fulfilled before the person who is carrying out the activities enters Antarctica.

I reinforce the points that my hon. Friend just made about identifying people who might pollute the Antarctic environment, because the Bill enshrines the “polluter pays” principle. Historically, we have found it very difficult to identify that polluter, and often, as time has gone by, the polluter is no longer around to remediate the damage they have done. That is why I strongly support the specific point in the Bill that says, “Let’s find out who the polluter is before the damage can be done.” I think that is very important.

My hon. Friend makes an extremely pertinent point. He is right in his assessment of the importance of both the Bill as a whole and the “polluter pays” principle. Many of the clauses are designed to act as a deterrent to ensure that the appropriate mechanisms, thought and strategies have been put in place to stop any emergency occurring and to react quickly in the unfortunate event of an environmental emergency in Antarctica.

May I begin my remarks on Third Reading by reiterating the praise that has rightly been expressed for my hon. Friend the Member for Stroud (Neil Carmichael) for his able stewardship of the Bill through its Second Reading, Committee and Report stages? He has done an excellent job not only in taking the time and trouble to follow in the footsteps of Scott and Shackleton, but in getting to grips with the detail of this all-important Bill.

I also thank all those who have participated in the passage of the Bill at its various stages, and those who have proposed new clauses and amendments and taken part in the Third Reading debate today. One reason why the debates have been so successful is the cross-party support that has been shown consistently in the House for this important Bill and the important protections that it will afford to the pristine Antarctic environment. That has been highlighted again in today’s debate.

My hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile) was right to raise the presentation of Queen Elizabeth Land to Her Majesty at the Foreign and Commonwealth Office by the Foreign Secretary on the last visit that the Queen made during her jubilee year. It is important that areas of the British Antarctic Territory are named for identification and safety reasons. It is fitting that such a significant area should be named after Her Majesty as she has been the sovereign for all of the time that the British Antarctic Territory has been in existence. I confirm to my hon. Friend and to the House that that approach fits with the provisions of the Antarctic treaty.

In an intervention on my hon. Friend the Member for Stroud, my hon. Friend the Member for Plymouth, Sutton and Devonport also asked about Ireland. Ireland has not signed the Antarctic treaty, although we encourage all states with an interest in science or activities in Antarctica to do so. We will continue to try to persuade Ireland, and over past years we have offered to facilitate any interest from Ireland in Antarctica. My hon. Friend may have been referring to Northern Ireland, and I assure him that all devolved Administrations have been consulted and are supportive of the Bill. My final point in response to my hon. Friend’s remarks relates to education, and I confirm that the British Antarctic Survey and the Royal Geographical Society have provided an educational website on aspects of Antarctica, and a question about Antarctica was included in the GCSE geography exam last summer. Antarctica is, therefore, already a key part of the geography curriculum.

The Government have consistently shown their support for this Bill and the important protections that it will afford to the Antarctic environment. A number of hon. Members have mentioned the legacy of Captain Scott and his fellow explorers, and scientists understand the significant risks they took when they set out on their fateful expedition. Despite considerable advances in technology and communications, Antarctica remains a potentially life-threatening environment.

Human activity in Antarctica has increased significantly over past decades, and the number of countries party to the Antarctic treaty has risen from an original 12 signatories in 1959 to 50 today. As I said, in 1992-93, fewer than 9,000 tourists visited Antarctica, but by 2012-13 that number had increased threefold to 26,000. In addition to the number of tourists visiting Antarctica, in the mid-1970s only the original 12 signatories to the treaty had established research bases there. The Council of Managers of National Antarctic Programs currently lists 80 stations, and growing global interest in Antarctica as both a place of science and of tourism poses an increasing risk to Antarctica’s environment. That is the background to the provisions in this important Bill.

The consequences of an environmental emergency in Antarctica could be devastating. Antarctica is one of the world’s most pristine natural environments, if not the most pristine. The Southern ocean is surprisingly biologically diverse, and much of the Antarctic landscape is virtually untouched by man. On its own that is enough to make an environmental emergency potentially devastating, and the continent’s remoteness, harsh operating conditions and relative lack of infrastructure serve only to exacerbate any potential impacts. It is therefore crucial that all reasonable steps are taken to prevent, minimise or contain the impact of an environmental disaster, and that is the driving force behind my hon. Friend’s Bill and the Government’s support for it.

This is an important, well-drafted and coherent Bill, and the clauses outlined by my hon. Friend the Member for Stroud, and others, include important aspects concerning environmental emergency responses, civil liability, preparatory prevention measures, and historical monuments and sites. That comprehensive package of measures will greatly enhance the protections afforded to Antarctica and ensure that the UK has fully implemented current obligations in the Antarctic treaty.

My hon. Friend the Member for Bury North (Mr Nuttall) was correct to try to determine whether the Government will not just continue their interest but take a proactive role, and I assure him and other Members of the House that we will not rest on our laurels. Hopefully, after the Bill makes it on to the statute book, we will continue to participate in a significant and leading way.

We remain fully committed to the treaty, seeing it as one of the best conflict prevention strategies, as well as a robust protection for our sovereign claim to the British Antarctic Territory. The Government want to ensure that the treaty system does not stagnate, and it is crucial that the treaty parties continuously look ahead and make sound, proactive decisions about future management. Co-operation has worked in the past and we hope it will continue to do so. With an increase in the number of parties engaged, it is not only dependent on the commitment of states to the treaty system, but intrinsically linked to wider global challenges, from population increases to global climate change impacts, wider diplomatic relations and the continued willingness of states to work together for the greater good.

As my hon. Friend the Member for Plymouth, Sutton and Devonport pointed out, Antarctica is unarguably changing as a result of the climate. In the face of these challenges, the UK will advocate and implement comprehensive environmental protection measures and careful conservation of the Southern ocean. The Government remain resolute in our commitment to the indefinite prohibition of commercial exploitation of Antarctic minerals. We will continue to promote the values and importance of Antarctica, and ensure that the British historic and scientific legacy is promoted and conserved. Working with key partners, such as the Scott Polar Research Institute and the UK Antarctic Heritage Trust, we want to ensure that future generations can continue to be inspired by the endeavours of our forefathers. Most importantly, the Government want to ensure a continued active and influential British presence, both in the region and in the treaty system. This will remain grounded in science, but with a clear objective to uphold the principles of the treaty system and international law.

I am grateful for the opportunity presented today by my hon. Friend the Member for Stroud to reaffirm the Government’s continued and wholehearted support for the Bill to increase protection of the Antarctic environment. The Government look forward to continued support as the Bill enters the other place and hopefully proceeds expeditiously to the statute book.

With permission, Mr Speaker, I would like to make a statement on Mali and on the United Kingdom’s limited support to the French military deployment to assist the Government of Mali. On 10 January, Mali’s Islamist rebel groups, including significant terrorist elements, moved south from their northern strongholds and captured the town of Konna. From there, they posed a danger to Mali’s second and strategically important garrison of Mopti, and potentially to its capital, Bamako. The situation in Mali is a serious concern for the UK; it would not be in our interests to allow a terrorist haven to develop in northern Mali. As a responsible member of the Security Council, we must support the region in limiting the danger of instability in that part of Africa threatening UK interests.

This latest violence follows a year of instability in Mali. In January 2012, Tuareg nationalist rebels under the banner of the National Movement for the Liberation of the Azawad—the MNLA—reignited a long-standing armed rebellion against the Malian state. Fighting opportunistically alongside the MNLA, but with a very different agenda, were two terrorist groups: al-Qaeda in the Islamic Maghreb; and the Movement for Unity and Jihad in West Africa. Another mainly Tuareg group with an Islamist agenda and strong ties to other terrorist groups, Ansar Dine, also fought against Malian troops. In March 2012, Mali experienced a coup d’état by army officers concerned that the Malian Government were not responding effectively to the threat from these northern groups. Shortly afterwards, Islamist rebels took advantage of the instability caused by the coup to establish control of the north of the country—70% of the territory, including 10% of the population. Following strong pressure from the Economic Community of West African States, the military junta then passed control to an interim civilian-led government.

Along with the international community, the UK has been concerned by the potential for terrorist groups to establish a safe haven in northern Mali that, if left unchecked, could pose a threat to Europe and the UK as well as to our interests in the region. Together with the international community, the UK has been promoting an effective political process in Mali, which includes a road map to democratic elections and a mediation process between the Malian Government and the northern political groups. Both the political and the military tracks—and, in the longer term, economic development—must contribute to a strategy to strengthen the whole region and make it less vulnerable to humanitarian and political shocks.

The United Nations Security Council met for an emergency session on 10 January to discuss the movement of extremist forces south and concluded that recent events posed a direct threat to international stability and security. Furthermore, it emphasised the urgent need to counter the increasing terrorist threat and reiterated its call to member states to assist the settlement of the crisis in accordance with United Nations Security Council resolution 2085, issued and agreed on 20 December 2012.

In response to the statement by the United Nations Security Council and in the light of the fast-emerging threat to the city of Mopti, the Government of Mali made a direct request to the Government of France for assistance. France commenced the deployment of a military contingent on 11 January. The Foreign Secretary, the Secretary of State for Defence and the Chief of the Defence Staff discussed the situation with their French counterparts on 11 January. On the afternoon of 12 January, the United Kingdom received a French request for limited military logistic support to its deployment to Mali and the Prime Minister spoke to President Hollande later that evening. They discussed the deteriorating situation in Mali and the importance of limiting civilian casualties, expediting the deployment of regional forces and co-ordinating international efforts effectively. During that phone call, and on the basis of advice provided by the Ministry of Defence, the Prime Minister agreed to the French request for limited logistic support and directed the Chief of the Defence Staff to make aircraft available.

I wish to inform the House that two C-17 transport aircraft have been assigned to assist in the deployment. Additionally, a small detachment of technical personnel has deployed to Bamako airport to assist with the reception of UK aircraft. I am informed by my MOD colleagues that on arrival in Paris one of the aircraft faced technical problems, which engineers are currently working on. My MOD colleagues will provide additional information on that in due course. In the coming days, the African-led force, AFISMA—or the African-led international support mission—will begin deploying to Mali to bolster the Malian forces in the aim of restoring Mali’s territorial integrity.

Separately, the EU is considering a military training mission to help to build the capacity of the Malian forces. As the December European Council made clear, the mission has a clear training-only mandate and no combat role. UK support for the mission and for the Council decision is currently under parliamentary scrutiny, and my right hon. Friend the Minister for Europe will discuss it with the European Scrutiny Committee on 16 January. The EU training mission will support and is in line with the UNSCR obligations on Mali.

I assure the House that British forces will not undertake a combat role in Mali. The Prime Minister has authorised a limited logistical deployment following a direct request from one of our closest allies. The National Security Council will meet tomorrow and will be briefed on the latest developments in Mali. Government Ministers, alongside the Prime Minister’s special representative for the Sahel, my hon. Friend the Member for Eddisbury (Mr O'Brien), will work with the French Government, the region and international actors such as the UN to put in place the short-term resolution to the crisis and the longer term conditions for security and economic development. The UN Security Council will meet again this afternoon to discuss the crisis.

The House will no doubt be concerned about the humanitarian situation in the region and what the UK is doing to alleviate that situation. The UN reports that more than 200,000 people have been displaced inside Mali and another 210,000 have fled as refugees in the region. In addition to the immediate support to France, the UK has contributed £59 million in humanitarian aid to the Sahel region through multilateral organisations. In December 2012, the Department for International Development agreed a further £15 million in humanitarian aid to the region and funds from the UK have been put to work to help the immediate needs of the Malian people.

Finally, I would like to reassure the House that the safety of British nationals and personnel remains of paramount concern. Our travel advice has advised against all travel to Mali since the coup in March 2012. That was updated on 11 January this year to advise British citizens remaining in Mali to leave by commercial means, if possible. Our embassy in Bamako is in regular constant touch with the British community there, and the Foreign and Commonwealth Office in London is, of course, working to ensure that contingency measures are in place.

The threat posed by the instability in Mali is of grave concern to the UK. We must not allow northern Mali to become a springboard for extremism and create instability in the wider west African region. The ferocity and fanaticism of the extremists in northern Mali must be not be allowed to sweep unchecked into the country’s capital. France, which has an historic relationship with Mali, is quite rightly in the lead. In the coming days we will be focused on the regional and international diplomacy we must achieve to check this emerging threat.

I thank the Foreign Office Minister both for his statement and for advance sight of it. We were slightly surprised that on the day of Defence questions, the statement was not made by the Ministry of Defence, especially given the difficulties experienced today by one of our C-17s—although with the Defence Secretary absent, that is probably understandable.

On behalf of the Opposition, I clearly state our support for the commitment that is being made in support of our close and important French ally, acting in pursuit of a Security Council resolution which stated

“its grave concern about the consequences of instability”

in northern Mali

“on the region and beyond . . . the continuing deterioration of the security and humanitarian situation”

and

“the increasing entrenchment of terrorist elements including Al-Qaida in the Islamic Maghreb (AQIM)”

and affiliated and other extremist groups. That resolution went on to call on member states to provide assistance to Mali’s armed and security forces as soon as possible in order to restore the state’s authority over its entire territory.

It is important, therefore, to be clear on the strategic purpose of this military engagement and the end point that is sought. Is it to enable the transitional authorities to regain control of the entire north of the country, as outlined by the Security Council in October, or just to halt the southern advance of rebel forces? Those extremist groups operating in the Sahara and Sahel regions are responsible for guerrilla attacks, suicide bombings, attacks against Government, military and civilian targets, as well as for gross abuse of human rights.

As the Minister said, this is not just an issue for Mali, important as that is; it is an issue for stability across the region, especially as there are concerns that AQIM has been networking with other terrorists groups in the region, including in Nigeria, Somalia and Yemen. It is very clearly against the interests of international security that they should be allowed to establish a base in Mali. From our own Government’s experience of the successful intervention in Sierra Leone, we know how effective timely, well executed military action can be. That depends on good intelligence. There is a concern that the fall to Islamic militants of the southern town Konna—the strategically important town in Mali which led to the French taking action—appeared to take the international community by surprise. Why was that? Why was the intelligence not better, and how can it be improved?

I realise the difficulty in commenting on security matters, but the French President, Francois Hollande, has ordered an increase in domestic security in the aftermath of recent French military operations in Mali and in Somalia. Now that we are engaged in assisting the French operation, can the Minister reassure the public that our Government are taking similar action here in the UK and also to protect the position of British citizens abroad?

While supporting this action, the British people will want to understand the military consequences of the announcement. Our first current military priority must remain Afghanistan, so can the Minister say whether the deployment of British military aircraft will impact on ongoing operations in Afghanistan or other commitments? Will he also say over what period the aircraft will be operational in Mali, and what will be the cost to the defence budget?

Given the leakage of weaponry from Libya, what assessment has the Minister made of the risk from surface-to-air missiles to our and other countries’ aircraft? I raised that point several times with Defence Ministers in 2011, so I hope that the current Ministers are more seized of its importance than Ministers were then.

What will be the involvement of other nations, obviously beyond the commitment of the French? It has long been intended that the lead on supporting the Mali Government should be provided by an African-led force, so does not the present French deployment only emphasise the urgency of that? Will the Minister set out what steps are being taken to speed up efforts to achieve that, and when does he expect that the African force led by ECOWAS will reach the UN-authorised level of 3,300 personnel on the ground?

We want to be clear about the underlying objectives of the mission. Is it viewed as a one-off British contribution, or does it mark the beginning of a phased engagement that could see further British capabilities playing a part in the future? There are press reports today about trainers being sent and RAF drones being prepared, and the Minister indicated that ground crew will be in theatre, so will he clarify the position?

Essential as military action is, it is not sufficient, and the lasting stability that we all want in Mali, and in west Africa more generally, will be realised through a political process involving a successful, inclusive mechanism for transition to a permanent political authority in Mali. The involvement of regional partners, especially the Algerian Government, will be important. What discussions have taken place between us—and indeed our allies—and the Algerians on this matter? Will the Minister provide the House with the Government’s assessment of the likelihood of such a transition and the potential for lasting political stability and reconciliation?

Long-term stability will come through the developmental process, which is why we support the governance and transparency fund in Mali—I am pleased that the Secretary of State for International Development is in the Chamber—and west African food aid programmes. In recognising the threat, it is essential that we also recognise the need to focus on longer term preventive measures that can limit the requirement for military action—that is to say that interventionism should be about proactive developmental work as much as reactive military responses. Will the Minister update the House on how the Government are ensuring that our developmental priorities are linked to our security objectives in north-west Africa?

Finally, I am sure that the Minister, with his usual courtesy, will seek to ensure that any escalation beyond what has been announced today is brought to Parliament for its approval.

I thank the right hon. Gentleman for his support. His remarks will be extremely helpful as we continue diplomatic discussions with our international partners.

I understand that the deployment of the two C-17 planes was discussed earlier during Defence questions. The reason it was decided that the Foreign Office should take the lead on the statement was the complex diplomatic and regional foreign policy implications of this limited deployment.

The right hon. Gentleman was correct to highlight the UN Security Council resolution. As he will probably be aware, resolution 2085, which was adopted just before Christmas, was the second to set out, under chapter VII, a whole series of policy strands that need to be followed to promote security and territorial integrity in not only Mali, but the wider region. Included in those strands is the all-important matter of human rights, which he was absolutely right to mention.

The right hon. Gentleman asked what we wanted to achieve, and I can summarise that in two specific strands: first, to diminish significantly the presence and influence of al-Qaeda in the Maghreb and the allied terrorist groups; and, secondly, to secure a democratic Government who are acceptable to the whole people of Mali—in the north and in the south—and who provide basic services. Priority should therefore be given to a lasting political process.

The right hon. Gentleman will not be surprised to hear that security, as it relates to the UK, is constantly monitored and under review, but at the moment we do not feel that it is necessary to raise the threat level beyond substantial. I can confirm that there will be no impact on the priority operations in Afghanistan, and the Prime Minister has made it categorically clear that the initial supporting deployment will be for a period of one week. He has also made it clear that no combat troops from the UK will be involved, and we have no plans to provide more military assistance.

The right hon. Gentleman was also right to pinpoint the importance of the African Union and ECOWAS-led force. One of the proposals under discussion is to bring forward that deployment, and some member states of ECOWAS have already suggested that they will be willing to put troops into Mali. Togo and Senegal are the first two that immediately spring to mind. He is also right to highlight the importance of Algeria in this process. I can assure him that both the Prime Minister’s special envoy, my hon. Friend the Member for Eddisbury (Mr O'Brien), and the Foreign Office have been discussing this matter with the Algerian Government and their representatives in New York. It is essential that we bring back the territorial integrity of Mali as part of what we want to do.

The right hon. Gentleman is absolutely right to highlight the importance of long-term sustainable development, and that is why the Foreign Office is working closely with DFID to make sure that there is not only a political solution but sustainable economic development to break the cycle of conflict in the northern part of Mali.

Does my hon. Friend agree that Ansar Dine’s close links with Boko Haram is another reason why this organisation cannot be viewed in isolation, and obviously has potential to interact and encourage further terrorist activity? Does he also agree that if the EU deployed a training team, it would be in our interests to support it, and that it would make sense to do that from our training mission in Sierra Leone?

I thank my hon. Friend for his remarks. I know that as my predecessor in the Foreign Office he had significant involvement in monitoring this situation. He is absolutely right to highlight the potential danger and links between the respective terrorist organisations in the northern part of Mali, in northern Nigeria and elsewhere in the Sahel. He is also absolutely right to highlight the importance of the potential EU training mission to build capacity in the Malian military forces to ensure that they have the capacity to retake the northern part of Mali and to hold it once the territorial integrity has been regained.

I am grateful for the right hon. Gentleman’s remarks about the Prime Minister’s correct decision. He is also right to highlight the potential for the terrorist activity taking place in the northern part of Mali spreading to other parts of not just the Sahel but west Africa. There are clearly potential dangers from the threats that have been articulated by those in al-Qaeda in the Islamic Maghreb not only to those in Europe, but to economic and social development and to the alleviation of poverty, which is abject in some parts of the Sahel and in northern Mali, and to the commercial interests of UK firms in the region.

Some northern groups, such as the MNLA and even Ansar Dine are not straightforward jihadists, and there have been genuine grievances in the north around issues such as poverty and disempowerment, all of which suggests that a political solution as well as a political response might be possible, given enough subtle use of local intelligence and negotiating skills. Can Britain ensure that subtlety in negotiating skills are deployed alongside the Mirage jets, especially since Britain is widely regarded as rather more neutral in the region than France?

The hon. Gentleman makes a very good point: this is not a simple picture. A variety of groups are involved in northern Mali—not only those associated with terrorist activities but, in some cases, those associated with the Tuareg people, who have not necessarily been sufficiently engaged in the government of Mali in recent years. An important process is in place, established under the auspices of the United Nations and set out in UN Security Council resolutions, that encourages dialogue and discussion with those who want to play a responsible part in trying to find a satisfactory and peaceful solution, in the long term, to the future of Mali as a credible sovereign state.

The European Union training mission in Mali, which will be discussed under the common security and defence policy, involves a few hundred training personnel being sent to Mali to build capacity in the Malian military and security forces to enable them to reduce the influence of the terrorist activity taking place in the northern part of the country. The detail is still being discussed, but recent events at the end of last week mean that these discussions need to be expedited so that the Malian military can have the capacity not just to retake the northern part of their country but to make sure that they can provide security and stability in the months and years ahead.

The discussions relating to the problem in northern Mali have been going on for some considerable time in the Foreign Office, the Ministry of the Defence and the Department for International Development. The response that the Prime Minister gave to the request from President Hollande, who was responding to a request from the Malian Government, was a crisis response. It was not a detailed, thought-through response—it has been thought through since—but a response to a particular need at a particular time of crisis. As my hon. Friend will be aware, these things are monitored persistently and continually. I do not have the numbers with me on the military personnel who are being deployed to Paris and Bamako, but I can tell my hon. Friend that the number of people operating the military aircraft and those who will be protecting them will be very small.

In response to the hon. Member for Moray (Angus Robertson), the Danes have said that they are going to make commitments on logistical support, as have others in the international community beyond the immediate region.

The Minister will be well aware that there is a great deal of antagonism towards the Malian army and its human rights record in the north of the country, that the Tuareg people have been systematically excluded from the political process, and that that has laid very fertile ground for this conflict to break out. Is he concerned about mission creep and the unintended consequences of Britain’s and France’s involvement in a war that will create a growth in the forces he is seeking to oppose, rather than bring about the political settlement that is necessary to achieve peace and prosperity for the people of the country?

I reiterate that the Prime Minister made it very clear that we were offering only limited logistical support—two C-17 planes and no combat troops—and have no plans to provide more military assistance. The hon. Gentleman is absolutely right, though, to say that it is necessary to bring the Tuareg and their representatives into the political process and the political governance structures of an integrated Malian state. That is being discussed at the United Nations and at a regional African level, led by the African Union and other senior figures in ECOWAS.

The House totally understands that no combat troops will be deployed, yet technical personnel will be sent to Bamako airfield to service the large aircraft that will presumably bring in equipment such as tanks. When those aircraft land, will those technical personnel include force protection personnel, possibly including personnel from the RAF Regiment, who are actually soldiers?

I thank my hon. Friend for his question. The capital of Mali is pronounced “Bam-ack-co”.

Just to clarify the matter, there are currently no plans for NATO to be involved in Mali. The EU has drawn up a mission comprising 400 men, about 250 of whom will be force protection, and they are due to deploy later in the year. My hon. Friend asked a specific question about the number of military personnel who will be there to operate and to defend, if necessary, the aircraft when they are in Bamako. I will have to let him know about that.

Does the Minister share my scepticism at the French Foreign Minister’s prediction that French soldiers will be out of Mali in a matter of weeks? That seems pretty unlikely to me. On the comparisons with Sierra Leone, does the Minister agree that it would be wrong to make the wrong comparisons? ECOWAS was deployed in Sierra Leone, and I understand that it will quite rightly be deployed in Mali, but the situation in Sierra Leone required British troops to go in and defeat the terrorists there. The second point on Sierra Leone is that there were no jihadi extremists with an international dimension, including al-Qaeda. Sierra Leone was a specific situation, fuelled by blood diamonds. For all those reasons, I believe that the situation in Mali could become an incredibly long-drawn-out morass, and we must be careful to promote a political solution to it.

The right hon. Gentleman makes an interesting point. He is right to highlight the complexity of the situation, and the fact that it will take some considerable time to arrive at a complete solution—a political resolution to the problem and providing stability to enable the northern part of the country to be part of the territorial integrity of Mali. The United Nations resolutions are absolutely clear that the political process is a fundamental part of finding a stable, long-term solution to the problem. I very much hope that the French-led military operation, to which we are providing limited logistical support, will be a short time-frame deployment. However, the right hon. Gentleman is right to say that the diplomatic, political and economic processes will take some time.

Is it not the case that al-Qaeda and its affiliates are not dead, and that there is now an arc of terror from Somalia in the east of Africa right up to Algeria and now down to Mali in the west? Will the Minister confirm that, while Britain and France are offering support, there will be a Malian and African solution to the problem? Does the situation in Mali not underline the fact that today’s fragile states can become tomorrow’s failed states, which can have a direct and sometimes costly impact on the British national interest?

I agree with my hon. Friend. He is absolutely right to set out the trajectory that can be put in place when the international community does not act expeditiously to resolve particular problems. The African Union and ECOWAS have been seriously engaged with this problem for some considerable time, and I can assure him and the House that, in all the discussions held with senior African political figures in the region and elsewhere, with the United Nations and with other political figures around the world by my hon. Friend the Member for Eddisbury (Mr O’Brien) and me, and by other Foreign Office and Defence Ministers with an interest in this area, there has been unanimity of concern and purpose that the international community needs to act in a co-ordinated way to resolve this difficult and dangerous problem.

From the information that I have, I can inform my hon. Friend that there is limited support from the population who live in the northern part of Mali for the terrorist activities taking place. The atrocities that are being committed are appalling, including not just the prevalence of sexual violence and rape, but the abduction of children and persuading them, through appalling means, to participate in the military conflict. Stoning, amputations and other participation in extreme sharia law are also taking place. That is not the main reason we are providing limited logistical support, but it starts to paint a picture of why most of the people in northern Mali are not supportive of the terrorist activities and Islamist atrocities, and, indeed, why so many of them—approximately 200,000—have left the northern part of Mali.

As well as condemning the vicious behaviour of the rebel forces, will the Minister address more directly the clear human rights violations of Malian Government forces? On the complicated cast of support and tendencies on the rebel side, do the Government share the suspicion of some credible observers that there is Qatari and Saudi support for some of the rebel forces, and have they addressed those regimes about the matter?

The hon. Gentleman is absolutely right to highlight the importance of human rights, which he will not be surprised to hear is an integral part of the training that will be given to the Malian Government to ensure that they are well aware of the way in which the military should behave when they go into the northern parts of Mali. He will also not be surprised to hear that, on Saudi Arabian and Qatari involvement, I have seen no evidence to support the reports in the media that they are supporting terrorists in the northern part of Mali.

Islamic extremists have been threatening civil society and committing gross atrocities in west Africa for many years, but the situation in Mali is a marked escalation of violence. As in Afghanistan, the Islamists have been brutal in their suppression of women’s rights in Mali. Will my hon. Friend reassure the House that he will work closely with the Department for International Development to ensure that Malian women are fully involved in any future conflict reconciliation?

My hon. Friend is absolutely right to highlight the appalling level of atrocities taking place against women, particularly in the northern part of Mali. I know that she will be pleased to support the Foreign Secretary’s preventing sexual violence initiative, which we are pushing forward and engaging with very seriously across many African countries and elsewhere in the world. My hon. Friend is also absolutely right to highlight the importance of the involvement of women at a much earlier stage in the resolution of conflict, both in northern Mali and elsewhere.

My hon. Friend is right to make that point. The neighbouring countries are extremely concerned about the possibility of the terrorists expanding their area of control into their countries because of the porous borders. They are keen for the region, under the auspices of the international community at the United Nations, to resolve the problem as far as is possible as quickly as possible. There is great concern about the increasing migration from northern Mali that may occur if the problem continues, and the knock-on that that may well have in Europe. Another problem is the criminality in parts of the Sahel, including drug, cigarette and people smuggling. All those problems need to be resolved as much as is possible, and the international community is working to that end.

Why us again? We have no post-colonial obligations to Mali. Even without mission creep, we are already exposed to possible terrorist reprisals because of the actions that we have taken. We have seen 618 British lives lost in two wars where there was little direct threat to British interests. Why are the Government so eager to put at risk the lives of British citizens in order to become the policeman of the world?

The hon. Gentleman will not be surprised to hear that I do not share his analysis. As we have discussed, there are serious concerns not just in the UK, but in Europe and the rest of the international community. China and Russia are concerned about what is happening as well. We are right to provide limited logistical support to the French, who are taking the lead because of their historical links with Mali. The two main reasons we are doing this are security and to support the region in ensuring that the conflict does not spread.

Has a timeline for the transition to democracy been discussed, so that the military can go back to the borders, there can be a civilian Government and the United Kingdom cannot be accused of supporting a military dictatorship?

Of course, there is not a military dictatorship in Mali at the moment. Although there was a coup d’état in March, pressure from ECOWAS, the regional African economic group, ensured that the military handed over to a civilian-led transitional Government. My hon. Friend is right about the importance of the success of a political track alongside the military track. That is why, as set out in both UN resolutions, there are detailed timelines for the transition from the current civilian-led Government to a democratic process. However, before that can happen, there needs to be security and stability in northern Mali to ensure that those who live there can participate in the democratic process.

Charities based in my constituency have been active in northern Mali, in particular in Timbuktu, to improve the medical and educational facilities, the local economy and agriculture. They are concerned about the well-being of the people with whom they are working. Will the Minister commit to supporting those charities when a degree of stability and security have been re-established in starting their work again, which is greatly valued by the local people?

I thank my hon. Friend for his remarks and, through him, I thank the charitable organisations in his constituency for their excellent and dedicated work. He will be aware of the terrible destruction of some historic Islamic icons that were an essential part of the historic make-up of Timbuktu. I am happy to provide support to the charitable organisations that he talked about. I suggest that he also take up the matter with my right hon. and hon. Friends the Ministers in the Department for International Development. It is essential that, when the security situation allows, humanitarian assistance and further assistance to build capacity in the provision of services are allowed in to ensure that people in northern Mali have a proper state under which they can lead happy and fulfilled lives.

I should like to pursue the question asked by my hon. Friend the Member for New Forest East (Dr Lewis). There are obviously people in Mali supporting this action, but how many people are coming from outside the country to support it, and how many countries around Mali appear to be supporting it—not the Governments, of course, but the local people?

I would say three things in response to my hon. Friend. The French deployment is of course at the request of the Malian Government, and the limited British support is at the request of the French. There is no doubt that the terrorist activities in the northern part of Mali have attracted people from outside northern Mali to participate, which is one reason that the matter needs to be dealt with sooner rather than later.

In response to my hon. Friend’s final point about the support from regional countries, from the discussions that I and my right hon. and hon. Friends in various Departments have had, I think I can assure him that almost all Governments, and therefore people, in the region support finding a long-term, satisfactory solution to the current problems in Mali.

I chaired the first meeting of the Overseas Territories Joint Ministerial Council in London from 4 to 5 December. This Council brings together the political leaders from the overseas territories and UK Ministers. It provides a forum for the exchange of views on political and constitutional issues and has a mandate to lead work to review and implement the strategy and commitments in the June White Paper “The Overseas Territories: Security Success and Sustainability” and to promote the security and good governance of the territories and their sustainable economic and social development.

This Council agreed a communiqué which identified priority issues and set out a comprehensive action plan for joint work. A copy of this communiqué has been laid in the Library of the House. The communiqué reflects the commitment of the Governments of the overseas territories and the UK to work together to support economic growth and jobs; to protect the environment and create green growth; to harness effectively the support of the EU, the Commonwealth and other international organisations; and to deliver better Government, better education and stronger, healthier and safer communities.

In line with our commitment in the White Paper we will report to Parliament on progress in implementing the commitments in the communiqué by territory Governments and UK Departments.

The annual Joint Ministerial Council succeeds the Overseas Territories Consultative Council set up in 1999. It was attended this year by political leaders and representatives of the following territories: Anguilla; Bermuda; the British Virgin Islands; the Cayman Islands; the Falkland Islands; Gibraltar; Montserrat; Pitcairn; St Helena, Ascension and Tristan da Cunha; and the Turks and Caicos Islands.

On 5 December the Prime Minister welcomed territory leaders to 10 Downing Street: the first time that overseas territory leaders have had a collective meeting with a Prime Minister.

The Government aim to raise the global standards of private security companies (PSCs) working in complex and high-risk environments overseas. To this end, we have been working closely with interested partners, including industry and civil society, to establish a voluntary, independently audited and internationally recognised regulatory system that is practicable, effective and affordable.

Certification to professional standards is the next step towards effective voluntary regulation. First the Government endorsed the Montreux document in 2008, in which states commit to observe existing international legal obligations relevant to the operations of PSCs in areas of armed conflict. Secondly, in 2010, an international code of conduct for private security service providers (ICOC) was created. This provides a set of principles to guide companies. The ICOC has now been signed by over 500 PSCs, around a third of them British. We have reviewed options on setting new professional standards to make the code effective. We now intend to issue an HMG publication specifying that ASIS PSC 1-2012 is the applicable standard for UK-based PSCs working in complex environments on land overseas. I will place a copy of the publication in the Libraries of both Houses. Companies, independent auditors and the UK Accreditation Service (UKAS) will then take the further steps to enable auditing against these standards to begin.

The ICOC mandated the development of auditable standards to ensure that signatory companies are implementing their commitments under the code. In response to this requirement, the international security trade association (ASIS) was funded by the Department of Defence to develop the standard—“PSC1”—for the regulation of private security companies operating on land in complex environments overseas. This standard was drafted in a multinational and multi-stakeholder forum in which UK Government, UK industry and UK civil society fully participated. It was published in March 2012 as an approved American National Standard and is the only standard currently available for companies operating in this field. PSCs seeking certification in the UK to this new standard will have to be audited by independent third-party auditors accredited by the UK Accreditation Service (UKAS). Our trade association partners, the Security in Complex Environments Group (SCEG), will, in consultation with Government, develop guidance to help British PSCs meet the requirements of the new standards.

Our ambition is to have a single, internationally agreed standard and we therefore welcome the fact that PSCl was recently submitted to the International Standards Organisation (ISO) to be considered for adoption as an international standard for PSCs working in complex environments. This process may take some time. We will review the need for a separate HMG publication of this standard once the ISO process has been completed.

We are also working with other states, industry and civil society internationally to ensure that there should be globally recognised standards and that UK companies are not unfairly disadvantaged by raising their standards. We expect that the ICOC governing board, when established, will advise that certification to the PSC1 standard by suitably accredited independent auditors will meet the code’s requirements for PSCs to have auditable professional standards. We are still consulting with industry and civil society partners on what additional steps PSCs might need to take to obtain full certification by the ICOC that they are meeting the code’s principles but I can confirm that there will be no need for PSCs to go through duplicate auditing procedures to become certified.

The ICOC was drafted with land-based PSCs in mind. However, since 2010 there has been a rapid rise in the number of PSCs working on anti-piracy operations at sea. Although many of the principles relating to PSCs working on land and at sea are similar, there are important legal and practical differences. The Government are therefore also contributing to an international drafting process under the ISO for an equivalent professional standard for PSCs working in the maritime sector. A draft maritime standard was introduced at the International Maritime Organisation (IMO) in late November. If and when this standard is adopted, UKAS will start the process of accrediting suitably qualified independent third-party auditors to certify UK-based maritime PSCs under it.

Clarity on the standards against which PSCs should be audited is an important step forward in the drive to raise standards in this industry through voluntary action, but independently audited. It is also a practical illustration of the Government’s commitment to human rights and to working with business and civil society to find effective ways to implement our commitments even in the most challenging environments.
