It is a pleasure to speak in this debate. I represent a constituency that has one of the largest groups of African diaspora communities in the UK. As I always say to constituents, one of my principal missions is to try to educate much of the British population that Africa is a continent, not a nation. Unfortunately, that observation has a hollow ring of truth for many of my constituents, who get fed up having to explain that to people.

I represent one of the largest Nigerian and Ghanaian diasporas in the UK, but we also have significant communities from the Democratic Republic of the Congo, Sierra Leone, Ethiopia, Eritrea, South Africa, Cameroon and Zimbabwe. In fact, French is the second or third most spoken language in Hackney, because of the number of French speakers and Francophone Africans. I even conduct some of my surgeries in French, because for many constituents English is a third, fourth or even fifth language, and when distressed it is easier to speak in a more familiar tongue.

My comments today will focus on Nigeria, as I chair the all-party group on Nigeria. Although they have been mentioned by several colleagues already, I think that it is worth touching on some of the major issues in our relationship with that country. When the all-party group hosts events, members of the diaspora turn up and we usually have standing room only and waiting lists for attendance, because they are very concerned about the country of their origin or that of their parents.

I will touch first on human trafficking, which is a huge concern. I do not need to say much about what the Government should do, because the new Bill on trafficking, which of course has cross-party support, is a really important step forward. I welcome its introduction. However, it is worth highlighting that Nigeria is the biggest source country for trafficking into the UK. I had the pleasure of visiting Nigeria last year—my most recent visit—with the hon. Member for Rochford and Southend East (James Duddridge), where we met the agencies trying to tackle trafficking. I observed, as we fed back to the Minister at the time—it is worth getting on the record—that they are battling against a huge onslaught. It is a big international crime. We need to ensure that there is as much support as possible between our nations if we are to tackle the evil people who traffic others across continents to the UK.

As a constituency MP, I often meet the victims of trafficking years later. I talked recently with the Nigerian Catholic Chaplaincy in the UK, which is based in a Hackney parish, and heard that they also see that. We find that people come to us later without leave to remain in the country or full legal support, and often they are not related to the people they have been brought up with as a family member. These issues rumble on in the diaspora, so it is a living issue in my constituency.

I want to talk about a number of issues, but in the brief time available I will have to canter through them. Security and trade in Nigeria are very much linked. As other Members have said, Nigeria is Africa’s largest country, in terms of both population and economy, and a significant player in west Africa and the continent as a whole. The UK and Nigeria have a long history of bilateral engagement. I welcomed the pledge between President Jonathan and our Prime Minister to double bilateral trade from £4 billion in 2010 to £8 billion in 2014. Growing insecurity, of course, puts that at risk. With two thirds of the population aged under 25—this is an issue I looked at when I visited with my hon. Friend the Member for Newcastle upon Tyne Central (Chi Onwurah) in 2012—there is a real potential for Nigerian businesses to do business in Nigeria and in the UK, and vice versa. Many Nigerians in the diaspora are keen to expand their business opportunities. That is a huge resource for the UK: a group of people committed to Britain, but also with a footprint in Nigeria, who can be a real tool for us in engaging as a nation and for different businesses.

Other Members have talked about Boko Haram. We cannot talk about Nigeria today without mentioning that scourge and the threat it poses not only to the country, but to the region and, indeed, the world. Nigeria has been grappling with that threat for two decades, so it is not new, although the headlines are more recent. Boko Haram remains focused on destabilising the Nigerian Government. The crisis spills over into neighbouring countries, with an influx of refugees into Niger and Cameroon, so there are big regional impacts. Boko Haram’s radical form of Islam rejects not only western education, but secularism and democracy. Muslims who do not share its views are just as legitimate a target for that terrorist group as Christians are. The causes are multiple, complex and difficult to address in a short debate, but we know that local political and socio-economic factors have become fused with wider political and religious-ideological influences in fuelling that group. Of course, corruption and poor governance also play a role.

It is important that the UK continues to provide support, and not just in military terms. The Nigerian Federal Government are attempting a new “soft approach” to countering terrorism, with an holistic framework incorporating de-radicalisation and community engagement. There are examples of good work from the UK. The Tony Blair Faith Foundation recently held a programme for northern Nigerian Muslim and Christian faith leaders to come to the UK and work together to enable them to go back and try to educate from the grass roots up. We need more of the same.

I recently met the Metropolitan police’s Nigerian police forum. The Minister might be interested to know that up to 900 officers in the Metropolitan police alone are of Nigerian origin. In the past fortnight I mentioned that to the Prime Minister, who promised to look at the option of having some of those officers go to work with the police in Nigeria to help educate them in human rights policing, because we know, as a recent Amnesty International report has shown, that there are serious concerns about extra-judicial action by the Nigerian police. I do not have time to go into that today, and I do not need to educate the Minister about the challenges, but we have very experienced professionals in this country who are keen to make further links with Nigeria, so I hope that he will promise to look into that and meet the Nigerian police forum, which is a very committed group of individuals who are keen to do that.

In the run-up to Nigeria’s 2015 elections there is a real risk that we will see further politicisation of this complex situation. It is important that the UK Government and the international community support both Government and civil society in Nigeria, particularly in relation to criminal justice, investigative capacity and humanitarian relief. Of course, if we can tackle the terrorism at its source, the humanitarian relief needs will be far less great.

When I visited Nigeria in 2012 with my hon. Friend the Member for Newcastle upon Tyne Central, we went to Minna in Niger state. At the time we were able to travel that far north, although sadly restrictions now mean that we cannot travel much further north of Abuja. We went there to see a scheme supported by DFID that was training young women to become teachers, because it was finding that in the north of Nigeria many girls were not going to school because there were not enough female teachers. The girls were living in a compound surrounded by barbed wire, because their husbands and fathers were keen that they should be secure while away from home.

It was also striking, particularly for two British women MPs, that the member of staff from the aid agency sponsoring the programme, Save the Children, told the girls in our presence, “When you go back to your homes, do not act too western. Stay the same as you are.” We found that quite jarring, because many of the girls had ambitions to study further. There is a real challenge there. Even where there is progressive thinking and girls are encouraged to be educated, there is a desire for them to go back to their communities and help educate the next generation, and going back in such a transformed way, with regard to their education, runs the risk that their fathers and husbands will not let the next generation be educated. That demonstrated in a very human way the challenges that remain when it comes to educating girls and women in Nigeria.

The Nigerian Government recently pledged to educate a million children in northern Nigeria to boost development, but more than 10 million children in the country still do not go to school. Some 60% of six to 17-year-old girls in northern Nigeria are not in school. On the same visit, I went to a school where I met parents who were very ambitious for their daughters—for all their children—but there is a need for support to get the children into school and ensure that they stay there, rather than having to earn money to support their families.

I do not have time to go into all the trade issues in Nigeria, but we know that the country is Africa’s largest producer of oil and gas. But other sectors are important, too. Agriculture accounts for 42% of GDP; sadly, however, it is underdeveloped—the majority of Nigeria’s produce is now imported. There is a real opportunity for UK agribusiness—perhaps some of our big supermarkets—to work in Nigeria to help improve food processing.

The Minister is nodding; I would be grateful if he commented on that in his response.

I mentioned the youth of the Nigerian population, which means that there is a growing demand for education and training services—another issue I have looked at in recent visits. That demand has grown faster than the Nigerian Government can meet it. There is a real opportunity for Britain to export some of our excellent education sector and work with Nigerians in Nigeria to ensure good quality education for that growing cohort. I am thinking of technical skills as well as academic education.

The Government must ensure that the bilateral trade, which has started, continues. They have not yet met the target. Will the Minister comment on that? Nigeria’s imports from the UK rose by 99% in 2012. That is good news, but a lot more can be done. Clearly, the security situation dampens down activity and businesses that I talk to worry about it a great deal. Will the Minister reassure them that the Government are aware of the situation and are willing to support them? Parts of Nigeria are still safe to invest and work in. We need to make sure that businesses not already in the country get across that confidence threshold.

I am aware that my time is running out. I turn briefly to the issue of oil; it is impossible to talk about Nigeria without mentioning that. Nigeria produces 2 million barrels of oil per day, making it the world’s 13th largest producer. In the first quarter of 2013 alone, at least 100,000 barrels a day were lost to theft from onshore production operations and the swamps alone. That causes environmental damage and affects communities. The stolen oil is exported; the proceeds are laundered through world financial centres and used to buy assets in and outside Nigeria, polluting markets and financial institutions overseas. It also compromises parts of the legitimate oil business.

This is a real issue. Nigerian officials are aware of the problem, but we need transnational action to tackle it. Nigeria’s partners, including the British Government, should prioritise the gathering, analysis and sharing of intelligence so that we tackle this scourge on communities in the oil-producing parts of Nigeria. It is not good for the world as a whole.

I congratulate my hon. Friend the Member for Rochford and Southend East (James Duddridge), and the hon. Members for York Central (Hugh Bayley) and for Cheltenham (Martin Horwood), on securing this important debate on the UK’s relationship with Africa. All hon. Members who have spoken have done so with a huge amount of knowledge and passion, setting out the UK’s modern approach to its relationships with African countries and being clear about the belief in Africa’s prosperous future in the context, as the hon. Member for Wrexham (Ian Lucas) rightly said, of a modern 21st century partnership.

This has been a stimulating and wide-ranging debate, with significant expertise and knowledge on show. Historically, aid has been important, and it still is, with UK taxpayers’ money making a positive difference in Africa, but there is now a forensic focus by most African Governments on private sector investment driving economic growth, creating jobs and thereby alleviating poverty. As other hon. Members have rightly pointed out, all too often when Africa is mentioned people automatically think of conflict or poverty. We do need to focus on those issues, but Africa is much more than that. As my right hon. Friend the Member for Saffron Walden (Sir Alan Haselhurst) rightly pointed out, Africa is not a homogeneous country but a vast, complex and varied continent fuelled by a rising middle class with middle-class aspirations, with improved governance and stability in some African countries. There is much evidence that Africa is rising. Everywhere I go across the continent I see ambition, determination, talent and entrepreneurial flair.

As Africa has risen, the Government have transformed their relationship with African countries. We have opened six new embassies, often in countries where historical engagement has been limited, including in Juba, Bamako, Mogadishu and Antananarivo. We have added more than 20 prosperity experts to our Africa network to develop the business environment. We are considering in detail expanding our UKTI platform and presence across sub-Saharan Africa. We have pulled together expertise from the Foreign and Commonwealth Office, Department for International Development and Ministry of Defence. They are now working together effectively as one team across the continent and across Whitehall, using our combined efforts and resources, including the FCO’s network of 36 posts and more than 2,000 staff, DFID’s 17 missions and 11 defence sections, including defence attachés, and the permanent training teams already mentioned.

Six of the 10 fastest-growing economies in the world are in Africa. Last year, five African nations outgrew China, and 17 African nations are ranked higher than India in the World Bank’s ease of doing business index. In 2013, trade investment between the UK and sub-Saharan Africa was almost £20 billion. This, however, is not sufficient. Africans tell me that they want British companies to invest. They want our expertise and they respect the ethical approach of our firms. I do not want this to be just London-centric; I want it to include the whole of the United Kingdom. That is why, later in this Session of Parliament, I will be taking part in a tour of the north of England to explain the opportunities to our entrepreneurial businesses in the north. These opportunities are not just in the traditional African markets, but in Francophone and Lusophone countries too.

I would like to address briefly some of the key points raised by hon. Members. In an excellent speech, my hon. Friend the Member for Rochford and Southend East rightly highlighted the optimism and positive economic activity that is already happening in sub-Saharan Africa. He was also right to say that there needs to be a balance between getting a fair return on capital invested and the benefit to Africans. That balance has not always been right. He asked about high level prosperity partnerships. I assure him that they are aligned with the priorities of the host African Governments and increasing building capacity.

The hon. Member for York Central was right to note the correlation between conflict, poverty and a lack of economic development. He also rightly raised the challenges of hard power. He gave us a very good example, Operation Serval, where in the short term hard power had made a positive difference—but it can only ever be a part of the solution. A medium to long-term developmental and economic plan needs to be put in place. He also raised the issue of whether the UK is committed to supporting the Libyan people and the Libyan Government across a whole range of areas, and I will consider his request for more information. He was absolutely right to say that these problems do not stick to traditional geopolitical boundaries, which is why the FCO and DFID, working in a joint team and working closely with the French, have put in place a north-west African strategy which we discussed at length with the Foreign Affairs Committee.

My right hon. Friend the Member for Saffron Walden (Sir Alan Haselhurst) rightly highlighted the importance of the Commonwealth, and our ability and willingness to share and take ideas from elsewhere. From within the African continent there are internal Africa peer review mechanisms, particularly on transparency and governance. They are an essential cornerstone in providing confidence for business investment. He may be interested to know of the enthusiasm from non-Commonwealth countries in Africa to join the Commonwealth, demonstrating the respect in which it is held and its ongoing value.

The hon. Member for Ilford South (Mike Gapes) also raised the issue of Libya. He will be well aware of the work that we continue to do regionally with countries around Libya to try to protect and shore up some of the very porous borders. He raised the important ongoing challenge of Boko Haram. I do not have time to go into exactly what we are doing to support the region, but we made announcements after both the Paris summit and the meeting we held on the fringe of the end sexual violence in conflict conference. I can assure him that we are working together on a multilateral and bilateral level with the French, the US and countries in the region.

My hon. Friend the Member for North West Norfolk (Mr Bellingham), my predecessor, gave a hugely well-informed contribution, in which he articulated some of the very powerful contributions he made to the relationships between the UK and sub-Saharan Africa, and, in particular, on the positive contribution he made to progress in Somalia. I have been fortunate to visit Mogadishu twice in my time as a Minister. I noticed positive progress the second time I went, but it is still fragile. We therefore need to all work together with the region and the international community. There are in place new deal compacts that were set out in the Brussels conference. The Federal Government of Somalia are working towards finalising the constitution in the run-up to the 2016 elections.

The hon. Member for Hackney South and Shoreditch (Meg Hillier) has a huge volume of knowledge, interest and passion about Nigeria, which I share. She was right to raise the importance of inter-faith work, and I saw for myself in Kaduna the work being done between the bishop and some of the imams. She was also right to raise the importance of human rights and the challenges in both the Nigerian police and Nigerian military structures. The positive contribution that the Nigerian diaspora can make is essential to trade and to building capacity. I will look at the suggestion she discussed with the Prime Minister. I completely agree with the hon. Lady about the importance of the agricultural and horticultural expertise we have in the UK, which can make a positive difference.

The hon. Member for Cheltenham (Martin Horwood) was absolutely right to raise the Chinese involvement and to highlight the potential opportunities for manufacturing and adding value. However, there are already some good examples of that, whether it be the Lonrho prawn-freezing factory in Maputo, the juice factory in Ghana or the glove factory in Ethiopia. All are examples of British companies investing in Africa, creating huge numbers of African jobs and exporting high-quality goods to the United Kingdom. The hon. Gentleman made many other good points, using his extensive knowledge of Africa, in particular about the significant contributions that the United Nations makes and our financial contributions through United Nations mechanisms.

The hon. Member for Edinburgh North and Leith (Mark Lazarowicz) rightly raised the importance of education, and not just basic education. I suggest that there are already significant higher education links across the African continent, with many more coming to fruition, and a greater appetite for the further education and vocational expertise we have in the UK, which is being demanded by African Governments and educational establishments. That is in addition to the excellent work the British Council does teaching the English language and a focus on girls’ education in particular, as well as the large role that private sector education in the UK has to play.

We also heard hugely important contributions from my right hon. Friend the Member for Banbury (Sir Tony Baldry), who talked about Ethiopia and the positive progress that has been made, and the hon. Member for Islington North (Jeremy Corbyn), who spoke with great passion about the great lakes. He will be interested to hear that I met the World Wildlife Fund to talk about Virunga national park only this morning and I am going to Angola next week to talk about ongoing stability and how we can work in the great lakes region with the Angolans, who are currently in the chair.

I will ensure that the points made by my hon. Friend the Member for Bedford (Richard Fuller) are followed up by DFID Ministers, but I think the general thrust of this debate has been extremely positive. In every African country we now have FCO, DFID and UKTI teams working jointly on these partnerships to continue to drive economic development and progress across the African continent.

The British Government fully support the efforts to combat terrorism in Nigeria. On 12 June, my right hon. Friend the Foreign Secretary chaired a meeting with regional Foreign Ministers and representatives from the US, France and others to strengthen the international response. A package of measures was announced to support building peace and security in Nigeria.

It is obviously essential, as the Minister knows, that bilateral and international efforts concentrate on finding a long-term response to the problems caused by Boko Haram. Following that meeting, will the Minister indicate how the UK will work with our international partners to support the international effort that needs to be focused on this issue?

The hon. Gentleman raises an excellent point and I can confirm that the announcements we made after the meeting chaired by my right hon. Friend the Foreign Secretary last Thursday specified offering direct tactical training and advice to the Nigerian and regional forces and strengthening the Nigerian Government’s capacity to deliver a co-ordinated and effective response, including support for an intelligence fusion cell. Importantly, we also increased our support for girls’ education, drawing, we hope, 1 million more children into education in northern Nigeria. In addition, we will increase assistance to Nigeria to ensure that services and infrastructure are provided in the medium to long term to withdraw the very root causes of the problem.

The issue of the schoolgirls has resonated in our constituencies, particularly among schoolchildren—it is of great importance to a great many people. What are countries and organisations in the region doing to co-ordinate action against Boko Haram?

My hon. Friend raises an important part of resolving the challenges that northern Nigeria faces. That is why, the week after I went to Abuja to discuss with President Jonathan how the UK could be of assistance, I went to Cameroon to meet the Cameroon Government and assist them in continuing to strengthen our security co-operation. At the London meeting, we maintained the regional momentum by committing to implement a regional intelligence fusion unit and multinational taskforce patrols, as well as considering further focus on development, particularly empowering women and girls.

The hon. Lady is absolutely right to refocus on the importance of regional co-operation. At the meeting in the fringes of the end sexual violence in conflict conference last week, the Nigerian Foreign Minister as well as regional Foreign Ministers, including the Chadians and Nigerians, as well as representatives from multilateral institutions such as the African Union and the United Nations were all present to make sure that the thinking, the progress and the focus was all joined up—particularly on important regional issues such as shoring up the borders.

Nigeria is, in effect, two countries with an affluent south and a poor north that is part of a new front line of violent extremism in the western Sahel. Does the Minister agree that we need a robust security response? When the Foreign Affairs Committee looked at regional co-operation in our recent inquiry, we found a lack of clarity about where the responsibilities for the response lay. Could the Minister look at that?

My right hon. Friend is absolutely right to highlight the enormous diversity within Nigeria—now the largest economy in sub-Saharan Africa, with parts of the country such as Lagos state growing at an extremely rapid rate. There is now, I think, a real focus both from the international community through the multilateral organisations and from the regional countries on ensuring not only that we do everything we possibly can to buttress and support the Nigerian Government in removing the security challenges of the northern part of Nigeria, but that we put in place long-term plans to remove the root causes of terrorism and build developmental and economic progress.

Will the Minister clarify the nature of the work carried out by the UK security advisory team? Is he satisfied that it is receiving the full support of the Nigerian Government?

The original offer from the UK Prime Minister to President Jonathan, which I went to discuss with the President in Abuja, sets out four specific areas, including the use of the Sentinel aircraft, building capacity in the Nigerian military as well as for intelligence co-operation, interpretation and, indeed, putting resources into education into the northern parts of Nigeria under the UN safe schools initiative. We are working extremely closely with the Nigerian Government to make sure that the United Kingdom, France and the United States as well as the regional countries and the international multilateral institutions are doing everything possible to resolve the terrorist activities in the northern part of the country and to remove the root causes by making long-term economic and developmental progress.

I look forward to visiting the Central African Republic as soon as practicable. In the meantime, we remain acutely concerned by the serious situation across the CAR. We will continue to work closely with the UN and international partners to strengthen the international response to the crisis in the CAR.

The recent UN report suggests that war crimes and crimes against humanity have been committed by both sides. Do the Government support the call from the Central African Republic’s President for a full investigation by the International Criminal Court?

I am grateful to my hon. Friend for raising this important issue. I have met the interim President of the Central African Republic twice to discuss how the international community can best support efforts to restore peace and stability. The referral to the ICC, building on the work of the African Union, is a very significant step by the interim President. It demonstrates that the ICC is there to support African countries and African Governments when things go wrong. I also have to tell my hon. Friend that, very positively, at the end sexual violence in conflict summit last week, the African Union announced the launch of a pilot project in the CAR to respond specifically to the urgent needs of victims of sexual violence.

As the Minister will know, in conflicts such as those in central Africa, child soldiers are open to all kinds of physical, sexual and mental abuse. What are the Government doing to put pressure on those countries to stop the use of child soldiers in conflicts of that nature?

I am grateful to the hon. Gentleman for raising that important issue, which is of great interest to me personally. Last week, on the fringes of the ESVC summit, I held a very large and well-attended meeting with child soldiers—who described their personal experiences—along with excellent, hard-working non-governmental organisations such as War Child. The aim was to find a way in which the international community could work together to remove this scourge, and, in particular, to use the experience of countries that have achieved post-conflict successes, such as Sierra Leone—and the more recent progress that has been made in the Democratic Republic of the Congo—to benefit those who are still suffering.

In the light of the Minister’s reply to my hon. Friend the Member for Tewkesbury (Mr Robertson), may I ask whether he agrees that it is the International Criminal Court, and possibly regional ICC sittings in Africa and, indeed, other parts of the world, that can deliver justice—and there can be no peace without justice—rather than the African Union regional court?

The International Criminal Court deserves our full and unconditional support. My hon. Friend has made the important point that the people who are responsible for crimes such as those that have been reported in the CAR and elsewhere must be brought to justice. I think that the move by the interim president is significant and welcome, especially as the CAR is not able to prosecute domestically, and further demonstrates the value that African countries ascribe to the ICC.

The current agreement with the US runs until December 2016. I expect my officials to begin substantive discussions with US colleagues about post-2016 arrangements later this year. The independent feasibility study on resettlement should be complete by early 2015.

My hon. Friend is assiduous in his commitment to the Chagossians in his constituency, but we need to be careful that we do not prejudice the outcome of the independent study, which has the full involvement of the Chagossians. I can assure my hon. Friend that the US is being kept informed, but the challenges to resettling these low-lying islands, which lack basic facilities and infrastructure, are very clear, as I saw myself in March. We will look at the report, however, and we will consider the range of factors—value for the UK taxpayer, long-term contingent liabilities and the defence requirements of DG to the UK and our allies.

I know that my hon. Friend takes a keen interest in progress in Djibouti and the important UK-Djibouti links. He will be aware that we held a highly successful and well-attended Djibouti-UK trade and investment conference in London last year and there has been follow-up from that. We hope that will continue by taking UK companies to Djibouti, particularly in key economic sectors that are aligned with the priorities of the Djibouti Government.

May I turn the Foreign Secretary’s attention to the situation facing the Democratic Republic of the Congo and its neighbouring countries? There have undeniably been huge changes and improvements in the DRC and I commend him for his work on violence against women and rape as a weapon of war, but is he not concerned that last week there was an exchange of fire between Rwandan forces and the DRC, and that Rwanda still appears to have some military ambitions in that region? Will he put pressure on it to desist?

The hon. Gentleman raises an important point, and I can give him an assurance that we are heavily engaged from a diplomatic perspective in trying to support the international community in finding a resolution to the challenges that the eastern DRC has faced for far too long. To that end I met both the Rwandan Foreign Minister and Senator Feingold, the US special representative for the region, to encourage everybody to work together, both to find a lasting solution to remove the militia groups that operate in the eastern DRC, including the ADF and the FDLR, but also to find long-term solutions to the big problem.

We should welcome the resumption of diplomatic relations with Tehran and their normalisation, but is it not necessary to reassure our closest allies in the middle east that there are severe limits for the foreseeable future as to the kind of relationship that we can have with Iran? Will it not in fact be the kind of relationship that the west had with the Soviet Union during the cold war—diplomatic relations, trade and practical co-operation in specific areas?

I wish to update the House on the situation in South Sudan and UK efforts to help resolve the conflict.

We remain deeply concerned about the security situation and growing humanitarian crisis in South Sudan. The agreement reached by the parties on 9 May seeks to end months of fighting, in which atrocities have been committed by both sides. Although the fighting on the ground has diminished, the ceasefire remains fragile. Regional leaders, led by Prime Minister Hailemariam of Ethiopia, have made clear that they will not stand by while South Sudan descends further into conflict. We continue fully to support regional efforts to broker inclusive and substantive peace talks leading towards a lasting political settlement.

The already fragile humanitarian situation in South Sudan has become desperate. Since the conflict started, thousands of innocent civilians have died and 1.3 million have fled their homes, of whom 80,000 have sought shelter in UN bases and 300,000 have sought refuge in neighbouring countries. Millions more face the serious threat of famine. Humanitarian access continues to be restricted by both sides. Enabling humanitarian access and assistance is an immediate priority for the UK. When I visited South Sudan in April and met the South Sudanese vice-president, I made clear that South Sudan was on the brink of disaster.

This Government are also concerned about reports of serious human rights violations and abuses in South Sudan. On 8 May, the UN mission in South Sudan issued a human rights report that makes clear the scale of human rights atrocities committed since the conflict began. It concludes that civilians were directly targeted by forces on both sides, often along ethnic lines. South Sudan’s own National Human Rights Commission has come to broadly similar judgements. Justice is essential for sustainable peace and national reconciliation in South Sudan. It is therefore vital that all allegations are subjected to thorough, impartial investigation and that perpetrators are brought to justice. The UK looks forward to the outcome of investigations of the African Union’s commission of inquiry on South Sudan.

The Foreign Secretary and I, working with our international counterparts since the conflict started, have urged President Kiir and former Vice-President Machar to show leadership by ending the fighting and committing to an inclusive political process. We have increased our diplomatic and political engagement with regional leaders to encourage international unanimity and pressure on both sides to resolve the crisis through dialogue. UK officials work closely with regional mediators and others to maintain pressure on the parties and ensure that the international community speaks with one voice. We are considering all levers at our disposal, including the possibility of targeted sanctions, which we are currently discussing with EU partners.

In addition to diplomatic and political support, the UK continues to provide financial assistance and expertise to the regional mediation efforts led by the Intergovernmental Authority on Development (IGAD). UK expertise supports both the political process and arrangements for monitoring and verifying ceasefire violations. The swift deployment of the protection force for the IGAD monitoring and verification mechanism as part of the UN mission in South Sudan will help build confidence and ensure that the fragile ceasefire holds.

In the UN Security Council, the UK worked to achieve a more focused mandate for the UN mission in South Sudan (UNMISS), adopted on 27 May 2014 as UN security council resolution 2155 (2014). The new mandate will allow UNMISS to respond more effectively to the current situation in South Sudan, focusing on better protection of civilians, enabling the provision of humanitarian assistance, monitoring the human rights situation and crucially providing protection and other support to regional efforts to maintain a ceasefire.

At the UN Human Rights Council this month we are aiming, with African support, for a strong resolution that properly reflects the seriousness of recent events in South Sudan. The gravity of the situation in South Sudan will also be highlighted at this week’s global summit to end sexual violence in conflict that the Foreign Secretary is co-hosting with Angelina Jolie, special envoy of the UN High Commissioner for Refugees.

The UK is one of the leading donors to the humanitarian effort in South Sudan, contributing around £93.5 million since the conflict started, including £13 million for regional support to refugees. UK humanitarian assistance helps support food security and provides an emergency lifeline of tents, health care and other vital supplies to millions. At the Oslo humanitarian pledging conference on 20 May, the Parliamentary Under-Secretary of State for International Development announced new UK funding of £60 million for the humanitarian effort in South Sudan.

The Foreign Secretary launched the 2013-16 Consular Strategy in April last year, setting out a series of changes to drive innovation and excellence in the Foreign and Commonwealth Office’s consular services.

One year on, the FCO has already delivered significant improvements to the services received by our consular customers across the world:

We have given our front-line consular staff the skills and tools to identify and assist our most vulnerable customers, including new policies for cases involving children and young people, and those who have been affected by mental health problems, rape and sexual abuse, and forced into marriage.

We are using new and strengthened relationships with non-governmental organisations (NGOs), such as mental health charity “MIND”, and missing persons charity “Missing Abroad” to provide specialist services in areas we cannot.

We now offer our customers a fast, professional and consistent response to their first-time telephone enquiries through our three global contact centres, fielding over 30,000 calls a month from British nationals worldwide. This is enabling our front-line staff to assist those most in need.

In March 2014, we completed the full transfer of all responsibility for passport applications, decisions and the issuing of documents to Her Majesty’s Passport Office (HMPO), who now offer a online passport application service to 4 million British nationals overseas, and have reduced the cost of replacing or renewing passports for British nationals overseas by 35% (from April 2014).

We are making better use of digital channels and technology. The FCO’s new Crisis IT system was successfully deployed in our recent crisis responses, including in Ukraine, South Sudan and Typhoon Haiyan in the Philippines. We have standardised and improved the consular assistance information online at: www.gov.uk, and increasingly offer social media channels for responding to travel advice and assistance enquiries.

Alongside all of these changes, we have simplified notarial and documentary services, worked with host Governments to reduce bureaucracy, and stopped providing some services where the private sector offers comparable and trusted alternatives.

Drawing on this, I am pleased to highlight that the FCO has updated our public targets to reflect the improvements made to our consular services, demonstrating our commitment to providing high levels of service to British national overseas. These new targets appear in the updated version of “Support for British nationals abroad: A Guide”, in print and online. We will use these new, ambitious targets to drive and measure the performance of our consular network.

Our efforts do not stop here. In the next year, we will continue to drive forward delivery of the 2013-16 Consular Strategy. We will continue to review and update our policies for providing assistance. We will continue to prepare for and manage crisis situations effectively, carrying out a lessons learned process after each crisis with the aim of continuous improvement of our performance and procedures. We are aiming to deliver more services digitally, including enabling our customers to pay for some services online. We will help British nationals find the information they need to help themselves, and get through to us quickly and easily when they need consular support. And we will complete our preparations for helping British nationals stay safe at the FIFA World cup in Brazil.

I am proud of the work being carried out by the FCO staff across the world, often in very challenging circumstances. I can assure you that the FCO remains committed to providing a modern, efficient consular service supporting British nationals overseas.

Thank you, Mr Howarth, for calling me to speak. It is a pleasure to speak in a debate chaired by you.

I thank all Members who have participated in what has been—almost by definition—a wide-ranging debate concerning a hugely important but under-addressed issue. It is under-addressed not only in the House of Commons but in the UK as a whole.

First, I thank my hon. Friend the Member for Islington North (Jeremy Corbyn) for his wide-ranging introduction to the historic context of this region, which is so important. We need to be involved with and to participate in the process of trying to achieve progress in the region, not only because we are of humankind but because we have a historic responsibility in the region, and we need to address the deficiencies of the past in order to make progress in the future.

The issues that have been raised during this debate include the importance of considering the fact that this region is one of the richest areas on the planet in terms of the extractive industries but the people who live in the region do not see the benefit of those industries. It is vital to put right at the top of the priority list the importance of good governance, because good governance is a precondition of being able to make progress in the region.

In certain areas of the region, such as Rwanda, we have seen progress on material wealth. Anyone here who has visited Rwanda will have seen the progress on infrastructure and the Government’s capacity to deliver to the people of Rwanda in practical terms.

We have also heard concerns today, including from my hon. Friend, that the Rwandan Government are not allowing the development of an effective Opposition within a pluralistic democracy in the way that we would like. That is a common concern. Last week I participated in a debate commemorating the genocide in Rwanda, and the progress that has been made in Rwanda is extraordinary, but one sometimes wishes that some of the language used by Rwandan politicians and those who speak for Rwanda was more measured when we hear of deaths occurring in other parts of the world. Now that Rwanda is in the Commonwealth, it has accepted the importance of a pluralistic democracy, which Members here would like to see. We would like the Rwandan Government to take that on board much more.

My hon. Friend the Member for Middlesbrough South and East Cleveland (Tom Blenkinsop) spoke with great authority on the Democratic Republic of the Congo, and he obviously did a great deal of work to prepare for this debate. Shortly after I took on the Africa brief, I visited the Democratic Republic of the Congo in November 2011 when the last elections occurred. I was struck by the people’s massive enthusiasm to vote in those elections. I was in Kinshasa, and the election I saw was in some difficulty because of the electorate’s intense passion to vote. We might be encouraging some of our electorate to take steps towards a polling station over the next few days, but in the Democratic Republic of the Congo no such exhortation was needed. The difficulty within the Democratic Republic of the Congo is that the elections delivered in 2011 are not widely accepted as credible, which has been a block to progress. As we progress towards 2016, what steps are being taken to ensure that belief in the system, which was not there in 2011, can be secured by 2016? In 2011 the electoral authority, CENI, was widely discredited, and it is important that the Democratic Republic of the Congo has a Government in which it can believe by 2016.

We then heard about the conditionality of aid, which is another issue that kept cropping up. Good governance in the Democratic Republic of the Congo is important because this has been a difficult period. I was in the country about a year ago when there were intense problems relating to eastern Congo and the activities of the M23. Some progress has been made since then, and I commend not only the UK Government but the Minister personally for his hard work. What is his current assessment of the progress of the development of governance in the Democratic Republic of the Congo? Now that there is less pressure and immediate violence in eastern Congo, what is the current position?

I am also interested in what my hon. Friend the Member for Middlesbrough South and East Cleveland had to say about returning asylum seekers and his worrying accounts of the way they have been treated. I support what he said about investigating those cases and seeing what is actually being done to address the appalling conduct of the security forces, as it seems, in the Democratic Republic of the Congo.

My hon. Friend the Member for Strangford (Jim Shannon)—if I may call him my hon. Friend—spoke eloquently about the importance of human rights in the Democratic Republic of the Congo. He also referred to the extractive industries and the importance of the churches in the region. On my first visit to the Democratic Republic of the Congo in 2011 I was privileged to leave Kinshasa, which in my experience is not the most attractive city on the planet, to go south to Bas-Congo to visit the region’s idyllic Salvation Army church. Every day, churches are carrying out intensive work on behalf of the region’s people. The churches have a positive role, which the UK Government recognise, but they need to recognise that role more often because people work extremely hard to carry matters forward.

My hon. Friend the Member for Bassetlaw (John Mann) spoke eloquently about Burundi, for which I am glad. I think the Minister went there recently.

It is a pleasure to serve under your chairmanship this morning, Mr Howarth. I particularly congratulate the hon. Member for Islington North (Jeremy Corbyn) on securing this important debate and on the knowledgeable and detailed way in which he set out many of the challenges across the great lakes region. I know that he has a particular passion and interest in the important area of human rights, and that came over strongly in his contribution.

The hon. Gentleman neatly set out the challenges of the region. He highlighted the extensive suffering, both historic and, sadly, more recent, in the DRC and elsewhere in the region; the appalling atrocities, particularly those that relate to rape being used as a weapon of conflict; the significant challenges around the illicit use of extractives; the important issue of Virunga national park; and the challenge of the failed asylum seekers. He also mentioned Rwanda, Burundi and Uganda. He packed a tremendous amount into his contribution.

If I may, I will try to respond specifically to the points that all Members made. It has been an excellent debate and all the contributions have been significant, powerful and articulate. That demonstrates the great knowledge that exists across the House in these important areas and our ongoing interest, as parliamentarians in the UK, in doing everything we can to improve the lives of those who live in the great lakes region.

It might be an obvious point to make, but we are talking about vast geographical areas, which create part of the challenge. The DRC alone is approximately the size of western Europe. That is why it is important that we continue with our development assistance to help lift people in the great lakes region out of poverty, and that we support the work of improving political and human rights situations on the ground.

The hon. Member for Islington North rightly raised the issue of conflict minerals. The OECD’s “Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas” includes specific guidance on gold, tin, tungsten and tantalum, all of which are used in consumer electronics. We encourage and expect UK businesses to respect all laws and the voluntary principles. The United Kingdom is chair of the voluntary principles on security and human rights, which are designed to guide companies in maintaining the safety and security of their operations in a framework that encourages respect for human rights. I am the Minister responsible and I am encouraging our team, as part of our chairmanship, to persuade more companies and more countries, both in the region and internationally, to participate in the voluntary principles.

It is important that the DRC should be committed to improving openness and the accountable management of resources. We encourage the DRC to pursue its EITI accreditation and believe that that is important. I met with President Kabila and Prime Minister Matata in February this year. During my visit to Kinshasa, I reiterated our view that it is important that the DRC retains its candidature status. That will ensure that the DRC and its people get full benefit from the mineral wealth of the country and maintain investor confidence. That idea is a main driver behind our Prime Minister’s G8 agenda of tax, trade and transparency, which could play an important role in ensuring a fair balance between the return on capital invested and people in the DRC benefiting significantly from the minerals in their country.

The hon. Members for Islington North, for Strangford (Jim Shannon) and for Bassetlaw (John Mann) raised the issue of Virunga national park. I want all Members to understand that the UK continues to oppose oil exploration in Virunga national park. Many of the points that the hon. Gentlemen made were absolutely right. We urge the companies to act appropriately and the DRC Government to respect the international conventions to which it is already a signatory. We are committed to supporting UK companies in the great lakes. Investment needs to be responsible and sustainable. I reassure the hon. Gentlemen that I have lobbied in the DRC, making clear the UK Government’s position verbally and in writing.

The hon. Members for Islington North and for Middlesbrough South and East Cleveland (Tom Blenkinsop) rightly mentioned the issue of failed asylum seekers returning to the DRC. We need to acknowledge that the UK has a proud history of helping those who need to escape persecution to access the UK. Each application, however, is judged on its individual merits, and any decision to refuse asylum is made on the basis that it is safe for someone to return to their country of origin. All Members will be aware that the courts have ruled that failed asylum seekers who are returned to the DRC are not at risk of treatment contrary to article 3 of the European convention on human rights. I would be grateful if the hon. Member for Middlesbrough South and East Cleveland sent me the report to which he referred.

The hon. Gentleman also mentioned the importance of elections in the DRC. When I met President Kabila in February, I encouraged him to draw up a clear electoral timetable to cover the period from now until 2016. We continue to work closely with the DRC Government, the UN and international partners as those plans develop. Progress needs to be made on the outstanding recommendations of the EU election observation report to which the hon. Gentleman referred. We encourage the Congolese Government to implement those recommendations. To respond to the shadow Minister’s point, I should say that in November last year I met with the head of the Congolese electoral commission and encouraged the full implementation of the reforms. We offered our support on that.

I assure the hon. Gentleman that those conversations not only will take place, but have started already. When I was last in Goma, I met Martin Kobler and we discussed the security situation, the broader political situation and the role that Church groups and others can play in building security and stability.

There are several points that I want to make quickly in the time I have left. The first is on the donor co-ordination of development spending. DFID leads donor co-ordination in the DRC and is working closely with the Government, MONUSCO and other donors to ensure that our development assistance can best help the people in the region out of poverty. We have significant accountability mechanisms in place. The UK is one of the largest donors to the DRC. DFID supports inclusive institutions, the empowering of citizens and the holding of service providers to account. Support to the DRC is based on DFID’s partnership principles, of which hon. Members will be aware.

A number of Members touched on the appalling levels of sexual violence. Tackling that is a significant priority of the Foreign and Commonwealth Office with the preventing sexual violence initiative. We are holding a conference in June. I am delighted that the Democratic Republic of the Congo is a signatory to that initiative and wants to be a key participant in the conference. I went to Goma with the Archbishop of Canterbury, where I visited some of the victims of these appalling events. I reiterate my thanks to faith groups and recognise the significant contribution they make and continue to make in tackling sexual violence and in building capacity and rehabilitation for those who have suffered sexual violence.

Our role is not just bilateral but multilateral, through important organisations such as the UN Human Rights Council. The hon. Member for Strangford rightly raised the persecution of Christians, and we share his concerns about the rising tide of violence against Christians in middle east Africa and the north of Africa. On Tanzania, there is an impressive record of peace and stability, although we are concerned about the violence that led to the death of the priest in Zanzibar, which he mentioned. Alongside our EU partners, we have urged that the highest levels of the authorities investigate that.

I want to touch on Burundi, which a number of Members raised as a particular concern, especially the hon. Member for Bassetlaw. We give aid to Burundi; we contribute 15% of EU funding and 30% of World Bank funding to the country. There will be significant sums of money in the next three or four-year period through the EU loan, and Burundi is targeted to get more than €400 million. We are, however, concerned about the country. That is one of the reasons why I visited. I was the first Foreign Office Minister to go to Burundi for many, many decades. I discussed some of the existing challenges with the President. We are committed to reducing poverty and supporting human rights and free, fair and credible elections while building the capacity of civil society, and there are concerns in Burundi about political tensions and the closure of political space.

In the time I have left, I want to reassure all hon. Members that the UK Government will keep the great lakes region at the forefront of our priorities, play our role bilaterally and through multilateral institutions and support the UN deployment in the eastern part of the DRC as well as the wider peace and security framework.

Tomorrow the UK takes on the chairmanship of the voluntary principles on security and human rights for one year. The voluntary principles provide guidance to extractive companies operating in fragile and conflict-affected areas, on effective risk management and on mitigating the risk that the security around their operations might contribute to human rights abuses or exacerbate conflict. The voluntary principles support our conflict prevention objectives, in line with the Government’s building stability overseas strategy, and help us to meet our commitment to supporting UK extractive companies do business overseas in complex and fragile environments. The voluntary principles also fall within the UK’s business and human rights action plan, as one way of helping companies to abide by their responsibility to respect human rights in line with the UN guiding principles on business and human rights.

The voluntary principles initiative consists of eight Governments, 23 extractive companies and nine civil society organisations. It provides a space for discussion of security and human rights challenges in the extractive sector, and is a useful mechanism for sharing best practice and learning lessons.

We have three priorities for our chairmanship. First, we want to expand Government membership, particularly Governments of fragile and conflict-affected countries, where it can be difficult for UK extractive companies to do business. The more Governments that join the voluntary principles, the easier it is for UK companies, operating in complex environments, to manage their human rights impact, which in turn reduces the risk of violence and conflict. We will encourage greater Government membership through lobbying at ministerial and official level, and supporting roundtables, workshops and other events to promote the voluntary principles and raise awareness of the initiative.

Secondly, we will work to strengthen corporate implementation of the voluntary principles. We will seek to more effectively engage local communities on the voluntary principles, to ensure that their voices are heard on the issues which directly affect them. We will also support project work to strengthen implementation of the voluntary principles on the ground, for example human rights training for public security, and capacity building for both civil society and Governments to enable them to engage more effectively in voluntary principles dialogue with other stakeholders.

Thirdly we want to strengthen the accountability and transparency of the initiative, to bring the voluntary principles more into line with the UN guiding principles on business and human rights. This will include efforts to encourage greater public reporting on implementation, and support for peer review initiatives to learn lessons and improve processes.

We will work closely with other voluntary principles participants, and through our network of overseas missions, to deliver these objectives. Our chairmanship is an important opportunity for us to play a leading role in strengthening the initiative to ensure it remains a credible and effective mechanism for managing security and human rights risks in the extractive sector.

It is a pleasure to serve under your guidance this afternoon, Mr Davies. I congratulate the right hon. Member for Blackburn (Mr Straw) on securing this important debate and, as always, on the detailed, measured and articulate way in which he set out his case.

Before I get into the granularity of some of the issues that he raises, I want to set out Her Majesty’s Government’s wider approach to tackling extraterritoriality, because it is an important issue. The impacts of extraterritorial application of another country’s domestic laws on UK businesses can be significant and are not always easy to measure or to cost. British Governments of all colours—both the current Government and their predecessor—have maintained their opposition to over-broad assertions of extraterritorial civil jurisdiction, including when the right hon. Gentleman was Foreign Secretary.

It is not that the UK is averse to legislating to regulate extraterritorial activity; we have done so ourselves in certain cases that concerned the actions of British nationals abroad, the most obvious example of which is the Bribery Act 2010. However, the UK has always opposed the exertion of jurisdiction by a foreign country over British nationals or businesses that have little or no connection to that country. In such cases, we consider that the UK or the state on whose territory the activity occurred should rightfully exercise jurisdiction. As the right hon. Gentleman rightly said, that has principally been an issue with regard to the United States. He will be aware, I hope, that the United States Supreme Court is not immune to such arguments, and has stated that

“even where the claims touch and concern the territory of the United States, they must do so with sufficient force to displace the presumption against extraterritorial application.”

Successive British Governments have taken an interest in seeking to ensure that US courts do not try to exert jurisdiction over cases that have no substantial links to the United States. Indeed, we have submitted amicus briefs in a number of cases to the US Supreme Court under the so-called alien tort statute, and the right hon. Gentleman may well be aware of the most recent cases involving Rio Tinto and Shell.

It is important to reiterate the importance that the UK Government attach to sanctions. I know that there is cross-party support from Members, including the right hon. Gentleman, for those sanctions. They are an essential tool of foreign policy and provide a means of coercing changes in behaviour, constraining ability to continue to behave in a particular way and signalling collective opposition to the actions of certain states or individuals. It is still Her Majesty’s Government’s view that that is the case, as has been evidenced by the reaction to the events recently in Ukraine.

I turn to Iran, which was the main focus of the right hon. Gentleman’s remarks. The international community has applied significant pressure to the Iranian economy through sanctions, because of the international concerns surrounding Iran’s nuclear programme. International sanctions, particularly the stringent measures put in place in recent years by the US and the EU, have brought Iran back to the negotiating table. I believe that sanctions have, therefore, been proven to be a vital tool in our attempts to resolve the Iranian nuclear question through peaceful means. I will drill down into what that means with specific relation to Iran in a moment.

My hon. Friend the Member for Wyre and Preston North (Mr Wallace) rightly raised the example of Cuba. In the case of Cuba, we and our EU partners have a very different view from the US on how best to engage. The US continues to impose a trade embargo and apply sanctions, but we do not feel that the US approach regarding sanctions is right and we have raised our objections with them. Clearly, however, US policy towards Cuba is a matter for the US authorities and not for the UK Government. Whereas British businesses and banks can trade freely with Cuba, the US has a sanctions regime. Companies must be fully aware of how their business is being transacted. Banks often use the US clearing systems—this goes right to the heart of the point my hon. Friend made—in which case they are subject to US laws. That is not extraterritorial application of the US-Cuban sanctions regime. We have made it clear for some time to British businesses that operate in Cuba that that is a risk that they should look to mitigate.

On the points the right hon. Member for Blackburn made about the impact of sanctions, it is important that the House understands the distinction between what is and what is not extraterritorial in nature. US sanctions impact on all businesses that operate through the US. Companies, including UK companies, that conduct business with sanctioned regimes must therefore ensure that, if their business goes through the US or there is a US link within the transactions, they comply with US law. That applies to Iran, Cuba and other regimes against which the US applies sanctions but the EU does not—for example, Sudan.

I would like to make it clear that the principle of sanctions is not an issue; my concern is about their application. Does the Minister accept that, whichever way we look at the data, one cannot but come to the conclusion that United States practice and the way they pressure British banks is operating more harshly on our banks than on US banks and entities? That is the heart of the matter on which we want to see some action taken by the British Government.

I am grateful for the right hon. Gentleman’s intervention, because it leads me on quite neatly to my next remarks. Before I move on, however, I must say that I do not think he can conflate the challenges that some UK banks have—we can come on to the specifics—with the whole range of issues that affect the bilateral trade relationship between the United Kingdom and Iran. For example, banks must consider other aspects in order to comply with regulatory authorities in the UK and the European Union, as well as in the US. Such considerations include anti-money laundering, concerns about counter-terrorism and all the other aspects that banks must consider when assessing risk and ensuring that they comply with the whole package of important regulatory regimes, US or otherwise.

The right hon. Gentleman referred to banks that have fallen foul of the US regime, but those cases concerned not extraterritorial sanctions but transactions that had a connection to US territory. The allegations were that the banks had directly violated US law by conducting business with Iran from the United States, and it is correct that those banks should respond to allegations that they have broken US regulations within US territory.

I want to move on to secondary or extraterritorial US sanctions, which are at the heart of the thrust of the right hon. Gentleman’s remarks. Along with the European Union, we have taken steps to protect UK companies from such extraterritorial jurisdiction. The key to our approach to Iran is that our sanctions are so closely aligned with those of the US that the scope for such jurisdictional conflict is small. As I mentioned, we recognise the importance of US and EU sanctions in bringing Iran to negotiations.

I must say that I am rather disappointed with my hon. Friend the Minister’s response—I was hoping it would be rather more Thatcherite, if I can put it that way. It seems that the right hon. Member for Blackburn has a valid point: US trade with Iran is going up and British trade with Iran is being adversely affected. If that is happening, it is possible that the US intends that to happen. Will the Minister address that point?

As I said in response to the right hon. Member for Blackburn, I do not think we can conflate the issues relating to the complexity of a bilateral trade relationship with alleged extraterritorial US sanctions. Many other issues are at stake—for example, the fact that the UK Government currently do not encourage or provide support for UK companies to trade with Iran. However, where trade is allowed under the existing sanctions regime—for example, within the scope of the humanitarian issues raised earlier, such as medicines and pharmaceuticals—the UK’s trade with Iran has increased by 80% since 2012. Where it is allowed within the sanctions regime, therefore, there is a significant uplift in UK trade.

I want to assure my hon. Friend the Member for Wyre and Preston North that we are implementing the EU regulation. The right hon. Member for Blackburn rightly mentioned the Protection of Trading Interests Act 1980, but that cannot stop the US applying its laws to the US arm of a British multinational company. It stops the enforcement of US sanctions here in the UK, but cannot stop British businesses making commercial decisions on the basis of perceived risks in the United States.

I am grateful to my hon. Friend the Minister for his clarification. Is he saying that a British bank choosing to trade in euros, and therefore not clearing through the United States, in order to carry out a transaction in correspondence function for an Iranian, Cuban or any other type of entity, based in London, should not fear any US sanctions? Does he also not recognise that, if they do business in euros and there is no transaction that touches the United States, it would be grossly wrong for the United States Administration to have a go at the US entity of the British parent company, because they have not broken any law in the United Kingdom or Europe?

The Act to which reference was made—as well as the subsequent statutory orders, most recently updated in 1997—provides measures to protect British companies from the impact of, and prevent them from complying with, US sanctions. Judgments against UK companies that result from such sanctions, in the way that has been described, cannot be enforced in the UK. That sends a signal to the US that the EU is opposed to such an approach to sanctions.

What both the right hon. Gentleman and my hon. Friend the Member for Wyre and Preston North have described is a result as much of perception as of legal issues. It is true that all UK banks must ensure that they are taking a risk-based approach to transactions, and that they comply with relevant anti-money laundering and sanctions legislation. EU sanctions law does permit avenues through which certain types of key transactions with Iran can be made legitimately. Her Majesty’s Treasury works very closely with the financial sector to ensure that it is clear about applying for licences and authorisations that allow legitimate financial transactions involving Iran, particularly in the sphere of humanitarian trade, where the limit has recently been increased tenfold, since the agreement on the joint plan of action.

I am coming towards the end the time allotted for the debate, so I want to reiterate that our best approach must be to work with the US and others in seeking to minimise conflicting approaches. Although our objectives on particular policy issues vary on occasion, in most cases any difficulties arise from different regulatory approaches—we have similar objectives. That does not imply any loss of sovereignty: it is a clear UK foreign policy position.

FCO Services operates as a trading fund of the FCO. I have set the following performance targets for 2014-15:

An in-year surplus before interest and tax producing a net margin of between 1% and 5%

A return on capital employed of at least 3.5% (weighted average)

Cost of corporate functions as a percentage of revenue of no more than 7%

A utilisation rate for revenue-earning staff of between 75% and 80%

A customer satisfaction result of at least 80%

Employee engagement in FCO Services using civil service survey of more than 57%

FCO Services will report to Parliament on its success against these targets through its annual report for 2014-15.

I wish to inform the House that the Government Diamond Office is shortly to launch a public consultation on a review of its charging structure, with a view to bringing it more into line with the UK Government’s best practice on fee charging.

The Government believe that a review is timely in order to continue to maintain an effective service for the rest of the UK rough diamond industry following the transfer of De Beers London-based rough diamond sales to Botswana.

We are therefore launching a consultation looking at charging principles which will begin on 13 March and will last for two weeks.

We will be seeking views from stakeholders who have an interest in the way fees are set, and in how the Government and UK industry meet their commitments under the Kimberley process certification scheme.

A copy of the terms of reference of the consultation will be placed in the Library of the House and on the gov.uk website.

I wish to update the House on our work to protect the environment of the British Indian Ocean Territory and, in particular, the island of Diego Garcia which is home to a large UK-US military base.

This Government, and the Government of our most important ally, the United States, value the strategic location of the island of Diego Garcia, and we want to see our partnership there continue.

We also share a deep commitment to the pristine environment of BIOT, and take great steps to minimise the impact of the military presence on Diego Garcia on that environment. This ranges from the troops stationed there regularly taking part in beach clean-ups to remove Indian ocean flotsam that has washed ashore, through conservation efforts with NGOs like the RSPB to remove rats or invasive plants, to a US investment of over $30 million during 2014-15 to protect the shoreline from gradual erosion. Diego Garcia military base operates an environmental protection council which co-ordinates this activity, and the standards governing its behaviour are guided by our own scientific advisers and the most stringent relevant environmental legislation.

One area where we have been working recently with the US to ensure the highest standards of environmental stewardship is in the lagoon of Diego Garcia where we are on a path to recovery and protection of the coral that supports the island above the waves. In April last year it came to our attention that the US vessels moored in the lagoon had been discharging waste water into the lagoon since the establishment of the naval support station there in the early 1980s.

This waste water is treated sewage, and water left over from routine processes like cleaning and cooking. Though the amounts are small in proportion to the size of the lagoon itself, our policy has consistently been that any form of discharge of these substances into the lagoon is prohibited because of clear scientific advice that it would be damaging to coral in the long term. That advice has not changed, and nor has our policy.

I asked my officials to immediately establish the impact of these discharges, and in October 2013, UK scientists concluded that based on the available data, there were elevated levels of nutrients in the lagoon which could be damaging to coral.

Over the period since October, my officials have been working to agree a plan with the US to come into compliance with our no discharge policy, and I am pleased to say I have now agreed this. The plan will involve expenditure of several million dollars by the US over a period of three years to retrofit all of the vessels in the lagoon. The programme of work balances the requirement to maintain operational readiness in the region, meet international security commitments, and deal with the logistical and fiscal challenges such a large-scale programme brings with it. A comprehensive joint UK-US study is now also under way to assess and monitor the coral and marine health of the lagoon and ensure that the programme has the desired effect of reducing the levels of nutrients in the lagoon and protecting the coral.
