We have raised the issue with the Indian Government on a number of occasions, including at ministerial level, and continue to do so with relevant officials, most recently in July. As my hon. Friend will be aware, progress on the issue has been delayed pending the outcome of judicial proceedings.

The Minister will be aware that the report by India’s Central Bureau of Investigation exonerated the company of any criminal wrongdoing over a year ago. I think that he will also be aware that the court has met regularly to discuss the report but has been adjourned on every single occasion. Does he agree that the prolonged case leaves the company in a very difficult position, and will he continue to do everything he can to speed the matter up?

My hon. Friend is absolutely right to highlight the length of time the case has taken. He is correct to point out that the police filed a report to the court in July 2012 but that the formal judicial process has not concluded. He will also be aware that the time scale for the proceedings is, of course, a matter for the Indian courts, but I can give both him and the company the assurance that we sympathise with the position it is in and will continue to raise the issue with the Indian Government.

We take the threat of criminal and terrorist groups in west Africa seriously. Officials and Ministers have had a significant number of productive discussions with west African Governments, including the Foreign Secretary and me meeting the Nigerian President’s special envoy and my own visit to Ghana in July, where I met the President and the Ghanaian Foreign Minister.

I am grateful to the hon. Lady for raising these very important issues. There are clear differences between the piracy off the east coast of Africa and the west coast of Africa. I have offered to the relevant west African Governments our experiences and those of the international community, and we are helpful where we can be. Only yesterday, I discussed with the Cameroonian Foreign Minister the implementation of the agreement that was set out in Yaoundé between the 13 Heads of State from west and central Africa exactly to address the problems of maritime insecurity off the west African coast.

The Minister will be well aware that terrorist groups are roaming throughout north and west Africa, from Sinai in the east to Mali in the west. Throughout the region, this state of affairs is exacerbated by struggling economies, and it is causing instability. Does he agree that what is needed, very urgently, is a regional initiative?

My hon. Friend is exactly right to highlight the regional nature of the particular challenges that are faced in west and northern Africa. The principal terrorist threat in west Africa is from the extremist group Boko Haram, which kidnapped French nationals in Cameroon in April. That is why we have put together a north and west Africa strategic framework to tackle the region-wide threats. It is also why the G8 focused on trying to provide a counter-terrorism strategy, which importantly included building security, the rule of law and capacity, and on tackling criminal trafficking as well as the terrorist threat.

I am very pleased that the Minister recognises that piracy off the coast of west Africa is part of a wider range of threats, including, as has been mentioned, the infiltration of terrorism from the north and organised crime from the drugs trade. Will he expand on concrete proposals he has made to west African countries, but also, particularly, to our wider allies, as to what action can be taken to counteract these multiple threats to the stability of countries in the region?

There are a number of key initiatives to support, through technical facilitation, the west African countries and to enable co-operation with our Navy, in its visits to the region, to train the necessary west African naval capacity to deal with these challenges. Ultimately, however, as we found in east Africa, the solution is on land, not on sea, so we are working with west African Governments to try to provide economic and developmental assistance to make sure that people have economic hope and the ability to provide for their families, rather than piracy off the west coast of Africa.

We are very concerned about the current situation in eastern DRC, in particular the impact on the civilian population in the region. I spoke to Mary Robinson about this most recently on 27 August, following an earlier bilateral meeting, and I made clear the UK’s full support for the UN and MONUSCO as they work to protect civilians against the M23 rebels.

There were reports last week of fighting between the M23 rebels and UN peacekeepers. Will the Minister give us details of the steps the Government are taking, including with the UN, to put a stop to this fighting?

The hon. Lady is absolutely right to raise her concerns about the fighting that took place in the eastern part of the DRC. We have been working with the international community, including the United Nations. I have spoken, and offered the United Kingdom’s full support, to Martin Kobler, the UN Secretary-General’s special representative who is in charge of MONUSCO, and to Mary Robinson. I have also spoken to the Prime Minister of the Democratic Republic of the Congo in order to urge restraint, as I have to the Rwandan Foreign Minister. President Museveni of Uganda has called for talks in Kampala on 5 September, and I very much hope that that will be the beginning of the process so that everybody is focused on implementing the peace and security framework that was set out after the problems a few months ago.

The humanitarian emergency in that part of Africa is grave and long-standing. What would we say to China, as it acquires interests and, gradually, the ability to project military power there, if it invoked international humanitarian law to intervene militarily and there was opposition from other members of the Security Council?

I have seen no evidence that the Chinese propose to intervene militarily in the eastern DRC. The United Nations Security Council is unified in its determination to provide assistance to the DRC Government in providing security and stability in the eastern DRC. My hon. Friend is absolutely right that there is no long-term military solution. There need to be military, political and economic solutions to ensure sustainable economic development and growth for the benefit of the people who live in eastern DRC.

I assure my hon. Friend and the House that the Prime Minister, the Foreign Secretary and I have engaged closely with leaders of SADC countries, the African Union, the EU and the US in support of free and fair elections in Zimbabwe. In the light of the serious allegations of election irregularities, our message has been consistent: a peaceful election is not enough. I assure my hon. Friend that I will be visiting three SADC countries over the next week. On sanctions, I confirm that we will continue to work with EU partners to ensure an appropriate and robust EU response to the political and democratic situation in Zimbabwe. It is important that the EU shows leadership.

May I begin by saying how delighted I am to serve under your guidance this morning, Mr Hollobone?

I congratulate my hon. Friend the Member for Braintree (Mr Newmark) on securing this important debate on the International Commission on Missing Persons. I know that it is an issue in which he takes a very keen interest, and with my colleague Baroness Warsi he has visited Sarajevo to see the ICMP’s incredible operation at first hand. I also congratulate him on the articulate and knowledgeable way in which he introduced this important debate.

I know that my hon. Friend shares my view that often when conflict and violence end, our attention is drawn away too quickly to another crisis and other parts of the world. However, for many people a conflict cannot truly end until they know the fate of their missing loved ones. Those loved ones are parents, wives, husbands or children, who are often civilians and not combatants and who were separated from their families by the chaos of war, who disappeared while in detention or who simply did not return home one day.

As the House may be aware, this week saw the burials of another 409 newly identified victims of the Srebrenica massacre. This year alone, more than 6,000 victims of that massacre have been identified and 6,000 families—after 18 years of uncertainty, anguish and longing—at last have a chance to mourn their dead and to give them the dignity of a decent burial, as well as an opportunity for acceptance and closure.

However, as my hon. Friend quite rightly pointed out, those events, while solemn, could not have taken place without the ceaseless and vital work of the ICMP. As he also rightly said, the ICMP has identified approximately 16,000 people from the conflicts in the former Yugoslavia, including 85% of those reported missing after the fall of Srebrenica. The ICMP has also responded to requests for documentation and expert testimony from international and domestic courts on matters relating to serious international crimes. Without the ICMP, many families in the former Yugoslavia would have been unable to gain any form of closure, and without that vital closure the feelings of injustice and resentment would continue to build, fuelling ethnic tensions and making reconciliation all but impossible, particularly for future generations.

That is why the Government have played an active role in championing the ICMP’s work, alongside our broader conflict prevention, peace-building and international justice policies. We are firmly committed to the ICMP, just as we are committed to challenging impunity and ensuring accountability for the most serious international crimes. We are clear that where there is no accountability, there is no justice, and that where there is no justice, there will not be lasting peace, reconciliation or stability. That is why we also welcome the excellent work that the ICMP has done, including sharing its pioneering expertise, particularly in the use of DNA, in other conflict zones.

Although it is of course saddening that the ICMP’s work continues to be relevant and needed, we recognise the important role that it has played, and will continue to play, in identifying many missing people in places such as Iraq, Kosovo, Libya and—my hon. Friend made this point forcefully—in Syria. It is clear that in the aftermath of the terrible conflict that is raging in Syria, Syria will face many challenges to achieving peaceful transition, recovery and reconstruction. The UK will continue to support the Geneva II process to deliver a transitional governing body with full executive authority. I am sure that my hon. Friend will accept that it is for the Syrian people to agree the make-up of a transitional Government who can win the consent of all Syrians, and to decide how transition will take place, including—importantly—the future role of the ICMP in Syria. However, we believe that the ICMP’s expertise will be relevant, and we continue to work closely with the United Nations to ensure that the international community is ready to support a future Syrian authority to rebuild stability and democracy.

Of course, the ICMP makes a vital contribution not only in conflict zones but in its work to identify the victims of natural and other disasters, such as those that have happened in Thailand and the Maldives, and following Hurricane Katrina in the United States.

It is in recognition of its work that the Government have provided consistent political and financial support to the ICMP for a number of years; again, that was accurately pointed out by my hon. Friend. In addition to contributions made through the European Union, the UK Government have directly provided more than £3 million in funding towards the work of the ICMP since 2000. Recent UK programmes have included funding of almost £400,000 to assist the ICMP with identification of missing persons in Libya.

I thank my hon. Friend the Minister for everything that he is saying. However, it is not only a financial commitment that the ICMP seeks, because frankly I could go round to a bunch of my friends and raise £5 million to keep the ICMP going. The ICMP’s frustration is at the lack of political will by the major countries—including even the United States, which originally formed the ICMP—to give it permanent legal status. That is what the ICMP needs, and I wonder what the Government will do to assist it in giving it the permanent legal status it needs, because that is what its future depends on. The clock is ticking, the ICMP’s centre will close down this year and if the ICMP does not gain permanent legal status we will not be able to help families, for example in Syria, who will have missing persons and who will need the support that the ICMP provides.

I am grateful for that intervention by my hon. Friend; he is not only visionary but prescient, because I am about to address exactly the point that he has just raised. He is absolutely right that it is important to fund the future work of the ICMP through projects, but the ICMP does not just need financial support. The ICMP is keen to secure a legal status and move its headquarters. Despite the success of its projects, we also understand—again, this was a point that he correctly made—that ICMP programmes have been thwarted because of its current legal status. That is why it is all the more important that the ICMP be afforded a status that allows it to operate with Governments and countries across the globe.

The Government support the ICMP’s efforts to establish a legal status that will afford its staff, records and equipment the protection required to allow it to operate in potentially hostile political environments, and to have a global reach and an international profile that befits the importance of its role. It is vital for the families of the missing, and for the processes of reconciliation and international justice, that the ICMP be able to continue its work unimpeded and that the expertise that has been developed is not lost. I agree with my hon. Friend about that.

The city authority of The Hague has offered the ICMP the opportunity to relocate its headquarters there, and the Dutch Government have offered assistance in dealing with questions of policy and legality, such as securing legal status for the ICMP. We readily support the Dutch Government’s initiative in offering the ICMP a new home in The Hague, alongside other international institutions. Officials from the British embassy in The Hague took part in an initial working group held in May, specifically to discuss the issues that my hon. Friend outlined, and we will participate in further discussions as we move the process further.

For my hon. Friend’s information, we will participate in the next ICMP event in The Hague at the end of October, at which it will share its ambitions and plans for the long-term future. In parallel, we will also consider who should fill the significant role of the UK’s international commissioner to the ICMP.

As my hon. Friend will know, last week we marked the 18th anniversary of the Srebrenica genocide. It needs to be said that, although significant work has been done, there is still a significant amount more to do. Sadly, some of those responsible for the appalling atrocities that took place are still at large and many victims’ remains have not yet been identified. The difficult, painstaking work must continue, not just in the former Yugoslavia but in some of the other places that we have discussed this morning.

In conclusion, the Government will continue to support strongly both the ICMP’s work and efforts to formalise its status. Once again, I thank my hon. Friend. I reiterate that the UK Government are committed to the ICMP and will continue to press other Governments to do likewise to ensure that it is as effective a body as possible, so that reconciliation, peace and stability can be brought into being and maintained in some of the places around the world that have suffered terrible conflict and atrocities.

May I begin by expressing my pleasure at serving under your guidance this afternoon, Mr Benton?

I congratulate my right hon. Friend the Member for Sutton and Cheam (Paul Burstow) on securing this important debate today and on setting out his case and concerns, and those of his constituents, so eloquently. I pay tribute to the role that he has played in supporting his local community on this challenging and difficult issue, and I am struck by the strength of local feeling that clearly exists about the future of St Raphael’s. This is clearly a great concern for many people, given the excellent and dedicated work that has been undertaken—both recently and over a significant period—both by St Anthony’s hospital and St Raphael’s hospice.

In particular, the work of the hospice exemplifies the huge support that exists for the hospice movement across the whole United Kingdom. St Raphael’s clearly plays a very important role in the lives of many people within the community of Sutton and Cheam. Indeed, hospices such as St Raphael’s have a crucial role to play in providing a dignified environment for people with serious or terminal illnesses throughout the United Kingdom.

Of course, my right hon. Friend will be aware of the additional £60 million in Government funding that was awarded to hospices across England earlier this year. A total of 176 hospices will benefit from that fund. It will not only help to improve conditions within hospices themselves, but support the care that hospices provide to people in their own homes, which is a crucial factor that he personally focused on when he was a Minister in the Department of Health and for which he deserves enormous credit.

Given today’s debate, I am particularly pleased about the award of more than £500,000 to St Raphael’s hospice, which I understand will help towards building its new extension. Investment in hospices is vital, not least because more and more people are using their services. Hospices need support to provide the care that is so desperately required. Such additional funding will enable hospices to modernise their premises, to improve further the facilities and care that they provide to patients and—significantly—to give increased support to patients’ families. The importance of that support and the continued provision of compassionate and dignified care at what is a very difficult time for both patients and their families should never be underestimated.

St Raphael’s can be held up as an excellent example of the strong role that faith groups can play in contributing to wider society. St Raphael’s ethos of accepting people of all faiths and, indeed, people of no faith is admirable; that is exactly the sort of model for interfaith relations that the Government are keen to promote. It is also important to say that this role of religion and faith within communities makes a vital contribution to national life, by not only guiding the moral outlook of many people but providing help for those in need. Compassion and the desire to provide assistance to those who suffer are excellent principles for faith groups to focus on.

Across the country, people from different faiths are working hard, not only in countless churches but in countless mosques, temples and synagogues, as well as in charities and community groups, to address problems in their local communities. The Christian Churches have an extensive national framework of buildings, expertise, volunteers and reach that can put them at the very heart of providing services, not only to the homeless but to others in need. St Raphael’s is a very good example of that in my right hon. Friend’s own community.

I will now turn to the future of St Raphael’s, which was the main focus of my right hon. Friend’s remarks this afternoon. I understand that, as he quite rightly pointed out, the trustees of the Catholic Congregation of the Daughters of the Cross of Liege are members of an international order of religious sisters based in Belgium. They help to provide health care and similar services, both in England and around the world. As he also quite rightly pointed out, the Daughters of the Cross are not subject to the jurisdiction of the Catholic Bishops’ Conference of England and Wales. Ultimately, they are subject to the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life, based in Rome within the Roman Curia of the Holy See.

Given the strong local concerns for the future of the important health care and hospice provision provided by St Anthony’s hospital and St Raphael’s hospice, the Foreign and Commonwealth Office is making representations to the relevant Holy See authorities, through the British ambassador to the Holy See. I will come on to the details of those representations shortly.

Our ambassador has also spoken to the apostolic nuncio in the United Kingdom, Archbishop Mennini. We understand that the archbishop would be delighted to meet my right hon. Friend, if he was willing to attend such a meeting, to hear his concerns and discuss these important issues. The papal nuncio, as His Holiness the Pope’s representative in the UK, is an appropriate vehicle for these concerns to be expressed and passed to the Holy See, as is, of course, our ambassador to the Holy See.

I can inform my right hon. Friend that only this morning our ambassador had a meeting in the Vatican with the secretary of the Congregation for Institutes of Consecrated Life, Archbishop José Rodríguez Carballo, and was able to brief him on the concerns of the local community about the future of St Anthony’s and St Raphael’s. I am delighted to tell my right hon. Friend that the archbishop was fully aware of the case and acknowledged receipt of the recent letter from the chairman of St Raphael’s hospice about the issues that my right hon. Friend has articulated today.

In the meeting this morning, the archbishop made it clear that the decision on the future of St Anthony’s and St Raphael’s was ultimately for the trustees. However, he assured the ambassador that the Vatican would look carefully at the case, as it does all such cases, and will do so over the summer. I can inform my right hon. Friend that there are similar cases, particularly across western Europe, as those who are providing the health care are ageing, as he described earlier. The archbishop also confirmed that, in general terms, guidance would be given to the trustees on the basis of the known preference of the Church that such good works should continue to be run on Catholic lines and that a reply would be forthcoming to the chairman of St Raphael’s hospice once proper consideration had been given. I hope that goes some way to placating the concerns that my right hon. Friend outlined, but I suggest that he follow up the offer of a meeting with the papal nuncio in the UK.

I am sure that Dr McKeran will look forward with great interest to the response from the Church. May I ask the Minister to do one further thing, which is to ensure that the report of today’s debate is also passed to the papal authorities, so that they can be aware of our exchange?

I am grateful to my right hon. Friend for that intervention. I understand that the archbishop in the Vatican was made aware this morning that this debate was taking place. However, I will of course be happy to respond to my right hon. Friend’s request, to ensure that he sees the Hansard report of the debate passed through our ambassador to ensure that there is follow-up to this debate in the way that he describes.

With your indulgence, Mr Benton, I would just like to set out, for a couple of minutes, the importance of the relationship between the United Kingdom and the Holy See. This debate exemplifies why it is increasingly important for the UK to maintain a positive, dynamic and energetic relationship with the Holy See. Not only for bilateral purposes but globally, there is significant mutuality of interest between the UK and the Holy See.

To that end, Baroness Warsi led an historic visit of seven British Ministers to the Holy See, where they were received at the highest level, including an audience with the Pope. This visit broke new ground, both in the scale of the delegation and the substantive nature of the talks, which covered issues as diverse as sustainable development, conflict prevention, Somalia and the ongoing process of reconciliation in Northern Ireland.

During 2013, we have worked closely with the Holy See in furthering our global agenda. Indeed, my right hon. Friend the Prime Minister wrote to His Holiness Pope Francis in June this year, before the G8 summit, to brief him on our agenda and to seek his views. That is a reflection of the importance that we place on the influence and role of the global Catholic Church and the Holy See.

Of course, this has been a historic year for the Vatican, with His Holiness Pope Benedict XVI’s decision to stand down and the subsequent inauguration of His Holiness Pope Francis. The Government warmly welcomed the appointment of Pope Francis, and we strongly support his unceasing desire to tackle social and economic injustice, poverty and disease—issues that of course have been at the heart of our own G8 agenda.

I will conclude by reiterating the importance of the Catholic Church—along with so many other religions and faith groups—as a provider of much-valued and often unsung social services, including health care and hospice provision, support for the homeless and the marginalised, education provision and much else. The Government value the work of the Daughters of the Cross in running St Anthony’s hospital since 1904 and St Raphael’s hospice since 1987, and we understand their difficulties in maintaining these responsibilities. However, like my right hon. Friend, I very much hope that a solution can be found that satisfies all parties and that ensures the continuation of these vital services to the local community.

I have today placed in the Libraries of both Houses a copy of the annual statement on the Government wine cellar for the financial year 2012-13.

Following the outcome of the review of the Government hospitality wine cellar, this second annual statement meets our commitment that there would be annual statements to Parliament on the use of the wine cellar, covering consumption, stock purchases, costs, and value for money. The wine cellar is now self-funding through the sale of some high-value stock and payments made by other Government Departments to Government hospitality.

The report notes that:

Sales of stock at auction amounted to £63,300, an increase in revenue from sales of nearly 50% from 11-12;

Further funds from other Government Departments added £22,129 to the overall receipts (over 100% increase cf. 11-12);

Purchases amounted to £45,866 (cf. £48,955 in 11-12);

For the first time ever the highest consumption level by volume was of English wine, at 49% of the total.

On 20 December last year my right hon. Friend the Foreign Secretary announced that we would take stock of our policy on the resettlement of the British Indian Ocean Territory (BIOT). I wish to update the House on this process.

This Government have expressed their regret about the way resettlement of BIOT was carried out in the late 1960s and early 1970s. We do not seek to justify those actions or excuse the conduct of an earlier generation. What happened was clearly wrong, which is why substantial compensation was rightly paid. Both the British courts and the European Court of Human Rights have confirmed that compensation has been paid in full and final settlement.

Decisions about the fixture of the BIOT are more difficult. Successive British Governments have consistently opposed resettlement of the islands—on the grounds of both defence and feasibility.

The Government must be honest about these challenges and concerns. Long-term settlement risks being both precarious and costly. The outer islands, which have been uninhabited for 40 years, are low-lying and lack all basic facilities and infrastructure. The cost and practicalities of providing the levels of infrastructure and public services appropriate for a 21st century British society are likely to be significant and present a heavy ongoing contingent liability for the UK taxpayer.

However, the Government recognise the strength of feeling on this issue, and the fact that others believe that the resettlement of BIOT can be done more easily than we have previously assessed. We believe that our policy should be determined by the possibilities of what is practicable.

I am therefore announcing to the House the Government’s intention to commission a new feasibility study into the resettlement of BIOT.

While we believe that there remain fundamental challenges to resettlement, we are resolved to explore these in partnership with all those with an interest in the future of BIOT. We are determined that this review will be as fair, transparent and inclusive as possible, so that all the facts and factors affecting the issue of resettlement can be shared and assessed clearly.

As part of the process, officials are meeting with a wide range of interested parties, including Chagossian communities in Mauritius, the UK and in the Seychelles. We know that there are strong views and expertise within the House and we welcome contributions from all.

The results of these consultations will inform directly the detailed shape of the new study. Though this will be a study commissioned by the Government, we will ensure that independent views from all interested parties will be used when considering how we take the study forward. Our intention is to make the remit of the study of resettlement as broad as possible, so that all the relevant issues—practical, financial, legal, environmental, and defence matters—are given full and proper consideration.

It is important that we take this forward carefully. The last feasibility study 10 years ago took 18 months. The new study is unlikely to be concluded any more quickly. I will update the House once the initial consultation has been concluded.

I begin by congratulating all hon. Members who have participated in this important debate. Their knowledge was exemplified by and built on the visits that people have clearly made to this important and challenging part of Africa. I agree with the hon. Member for Wrexham (Ian Lucas) on the importance of the all-party group on Sudan and South Sudan and its significant contribution to highlighting the importance of this issue in the House. He was right to mention that this subject was not raised in Foreign and Commonwealth Office questions this morning, but to be fair to the hon. Member for Foyle (Mark Durkan), he certainly managed to raise it in the previous FCO questions, and I have no doubt that he and other hon. Members will do so again.

I also want to congratulate the hon. Member for Foyle not only on securing this debate but on the detailed and passionate way in which he introduced the topic, highlighting the significant problems that exist. He was absolutely right to raise the challenges that exist, particularly the humanitarian crisis. If I have time later, I will say a little more about what we and the Department for International Development are doing about that. I join him and other hon. Members in putting on the record our recognition of the bravery and commitment of many non-governmental organisations in the work they do on the ground, albeit without being specific, as they request. He also raised the significant role of UNAMID, which is a joint UN-African Union force. It also needs to be put on record that Robin Gwynn, who is a senior FCO official and the United Kingdom’s special envoy to Sudan, is in Darfur today to discuss exactly how to reinvigorate the peace process and how we can support UNAMID and give it a greater focus.

The hon. Gentleman was also right to highlight the terrible suffering in Blue Nile state and South Kordofan—suffering that is sadly stretching and expanding into North Kordofan—and the importance of trying to ensure that the international community gets humanitarian access into those parts of Sudan when it is safe to do so. I can give the hon. Member for Wrexham an assurance that we are co-operating and discussing with multilateral organisations such as the United Nations and the African Union, as well as through the troika—the United States, Norway and the United Kingdom, which work together closely on these issues—and with other organisations, such as the Arab League, which also has an important role to play.

The hon. Member for Foyle was absolutely right to highlight the current deterioration of the situation in Darfur and the attacks on UNAMID, which have continued. We have also seen tribal clashes over land, which means that this is not a simple matter of the South Sudanese forces attacking those tribal groups. Things are much more complicated than that, but that does not take away from the suffering that is occurring. More than 300,000 people have been displaced this year—more than in the last two years—and 1.4 million internally displaced people are already in camps in Darfur. We are doing what we can to alleviate the human suffering and the humanitarian situation, and we certainly press the Government of Sudan very strongly to honour their commitment under the Doha peace agreement and allow unhindered humanitarian access.

The hon. Gentleman also talked about the risk that aid for Darfur will be used by the Government. I can give him an assurance that UK assistance in Darfur is delivered through UN agencies and NGOs and is carefully targeted specifically to benefit ordinary Darfuris, not Government institutions. Indeed, after the Doha conference there were significant and detailed strategic talks to ensure that all donor assistance is targeted in that way.

My hon. Friend the Member for City of Chester (Stephen Mosley) made an informed and knowledgeable speech. He was absolutely right to say how highly regarded the United Kingdom still is in Sudan and to talk about the significant educational links that exist. He also raised the importance of the humanitarian challenges, quite rightly highlighting the excellent work of the NGOs. If I may build on the sad point he made about the Ethiopian peacekeeper who was killed, we utterly condemn the attack. Indeed, last night I had the sad task of writing to the Ethiopian Foreign Minister to express our condolences at the loss of a young female Ethiopian peacekeeper.

My hon. Friend was also right to highlight the importance of oil to both economies and to acknowledge and congratulate those officials in the Foreign Office and DFID who work tirelessly to alleviate the suffering and do what they can to find lasting solutions to the problems that have dogged Sudan and South Sudan for far too many years. I can confirm to him that their focus on DFID, in addition to alleviating humanitarian suffering, is about building accountable, capable and responsive government, public financial management through the anti-corruption commission and supporting civil society.

On the issue of accountable management, is the Minister aware of any worker projects relating to land management or agricultural projects, perhaps to enable people to try to feed themselves? Is there a way for that to happen?

I am grateful for that intervention. The Department for International Development does that sort of project, and the hon. Gentleman is right to highlight the importance of putting in place sustainable economic policies to give people a stake in the community and to be able to provide for themselves and their families in a sustainable way. Ultimately, that is the only way we are going to break the cycle of conflict.

Another key point raised by my hon. Friend the Member for City of Chester was the prevention of humanitarian access in Jonglei. I can give him an assurance that we consistently raise our concerns with the Minister for humanitarian affairs and did so only yesterday. Additional officials in the FCO and DFID Sudan unit are today meeting the South Sudanese foreign affairs ministry to make that point very forcefully again.

We then heard from the hon. Member for Edinburgh North and Leith (Mark Lazarowicz), who was absolutely right to reiterate and highlight the powerful point about the suffering of refugees. He was right to highlight, too, weak civil governance and food shortages. He made a very important point about the effectiveness of UNAMID. I share his concerns and those of his right hon. Friend the Member for Coatbridge, Chryston and Bellshill (Mr Clarke) about the performance of UNAMID in respect of its core mandate to protect civilians. I can give him an assurance that the UK is working with the UN and the troop-contributing countries to improve the performance of troops and that we regularly raise with the Government of Sudan the restrictions placed on the mission by the Sudanese authorities, which are completely unacceptable. Officials are in regular touch with Mr Chambas, the new head of UNAMID, about more effective management of the mission.

My hon. Friend the Member for Mid Derbyshire (Pauline Latham) was absolutely right to highlight the lack of infrastructure in South Sudan, and the importance of roads for economic development and economic growth. She further emphasised the point that other hon. Members made about the importance of oil revenues and keeping the oil flowing to build up infrastructure and capacity. She also highlighted, with great articulation, the practical problems of flooding, lack of jobs and language difficulties, not to mention the significant economic challenges. We share those concerns about the situation of those of southern origin, who have been required to leave Sudan following the independence of South Sudan. DFID has provided financial support specifically to respond to the humanitarian and resettlement needs of the returnees.

Let me deal now with the important contribution of the hon. Member for Strangford (Jim Shannon), who focused his remarks on problems with religious freedom and the persecution of Christians. We are very concerned about the increase in the number of reports in recent months of intimidation and threats to Christians and to church premises—from other groups and, significantly, from parts of the Sudanese security services—as well as of the deportations of individual Christians of foreign origin. Our officials in Khartoum have, together with the EU, met members of the Sudanese Government to raise our significant concerns. In particular, we have urged them to investigate the attack on Christian individuals and properties. It is also worth emphasising that the UK embassy is providing assistance in a consular capacity to foreign Christians who have been affected by these problems.

Briefly, if I may, I would like to put on record even though I am a Minister in the Foreign Office, some of the very significant and important work being done by the Department for International Development, both in Sudan and South Sudan. The work focuses on responding to the underlying causes of conflict and its impact on the poorest and most vulnerable in Sudan—displaced people, particularly girls and women, the urban poor and the disadvantaged young. DFID will work to tackle the impact of unequal allocation of finance and unequal access to basic services.

Some of the figures are quite extraordinary, so let me quickly trot some of them out. About 800,000 people have been given access to clean drinking water; 20,000 young people have been helped to obtain education and training; 80,000 people have access to financial services; 10,000 sq km of land have been returned to productive use—the hon. Member for Strangford alluded to that—and 250,000 women and girls have improved access to security and justice. The list goes on, and it relates only to northern Sudan. In the southern part, our aid has enabled 2 million children to go through primary school, provided 750,000 people with malaria prevention and treatment, provided food security for 250,000 people, and given 470,000 people access to clean water and sanitation. Significant outcomes have been achieved, thanks to UK taxpayers’ money.

As always, my hon. Friend the Member for Cheltenham (Martin Horwood) made a very articulate speech. One of the key issues that he rightly raised was the influence that China can have in encouraging better behaviour on the part of the Sudanese Government, and we agree that it can play an important role in encouraging the Governments of Sudan and South Sudan to resolve their problems and build stability. We have regular discussions with China about Sudan in Beijing and at the Security Council in New York, as well as through our respective embassies in the two countries. I welcome China’s clear statement last week that Sudan should not shut down oil production, but should implement all agreements on their merits.

It was, perhaps, fair for the hon. Member for North Antrim (Ian Paisley) to suggest that there had been “silence” in the House, but I assure him that there has not been silence in Government Departments, in the United Nations, or elsewhere in international multilateral organisations in regard to the significant challenges faced by both countries. He rightly mentioned the importance of business, and I can give him a categorical assurance that DFID is working to improve the business environment in northern Sudan. He may be interested to learn that in the autumn an international investment conference will take place in Juba, in South Sudan, with the aim of stimulating inward investment and sustainable job creation in the area. He also rightly referred to the tension and the difficult balance that sometimes exists between the regime in northern Sudan and the wish to support the long-suffering people.

The hon. Gentleman made an important point about the cost-effectiveness of the United Nations missions. I was in New York 20 days ago, discussing that very issue with key UN officials. We have supported a UN review of the military and the civilian elements of the mission over the past year. That has led to some reductions in the size of the mission, intended to improve the focus on its core mandate, and we will continue to work with the relevant UN department to improve the mission’s performance on the ground. The hon. Gentleman spoke of the importance of security support for South Sudan, and I can tell him that we are working with the international community to assist the reform of security services there. The cross-departmental conflict pool is funding a major project to improve the leadership and accountability of the southern Sudanese armed forces.

A major challenge clearly faces the two countries in the context of their bilateral relationships and their relationships with the regional and broader international communities. There is a huge amount of work to be done before Sudan and South Sudan can finally put this regrettable chapter of their history behind them. I urge the two Governments, with the support of the international community, to focus on ensuring that any influence that they have over armed groups in each other’s territories is used to positive rather than negative effect. We must all co-operate, co-ordinate and provide assistance to ensure that the nine-point plan that was detailed at the United Nations General Assembly last September is implemented in full as quickly as possible, to the benefit of people living in both countries.

As my right hon. Friend the Foreign Secretary stated in December last year, we are taking stock of our policy on the British Indian Ocean Territory. We are engaged in a programme of consultation, including with the Chagos islanders.

Will the Minister put a timetable on that consultation? He will recall that it was in the 1980s that the islanders were last able to live on the islands. Surely it is time to go beyond apologies, guarantee a right of return for the Chagos islanders to the islands, and allow limited fishing and ecological tourism on the islands, rather than having a no-take marine protection area, which is the Government’s current policy.

As I said in my previous response, we are undertaking a review. There is no fixed timetable for the conclusion of that exercise. It is important that the review is thorough and that it consults as wide a range of partners as possible, both inside and outside Whitehall. That cannot be rushed. However, I hope to provide the House with an update on the process before the summer recess.

I thank the Minister for his answer. May I seek assurances that consultations on the future of the Chagos islands will include representations from the Chagos islands community in this country, most of whom live in my constituency?

21. As I understand it, the current arrangement with the US Administration expires at the end of 2014. Will the Minister assure the House that, notwithstanding the vital role of the base, the Government will make it clear to the US Administration that we will not simply roll over that deal?

If I may correct the hon. Gentleman, the existing agreement runs out in December 2016. The agreement set out in 1966 stipulated that it would automatically be rolled over unless one of the parties disputes it between 2014 and 2016. We welcome the US presence in Diego Garcia, which offers a shared strategic asset for both countries, but the hon. Gentleman has alighted on some of the main issues about resettlement—first is security, and the other serious issue is the potential impact on the United Kingdom taxpayer, which must be looked at thoroughly.

The United Kingdom works on human rights issues through international organisations, as well as bilaterally though our embassies and high commissions. Tackling discrimination on grounds of sexual orientation or gender identity is a UK priority. Our clear message is that human rights are universal, and should apply equally to all people.

Approximately three quarters of Commonwealth countries criminalise homosexuality. Will the Minister discuss the amendment of the Commonwealth charter to include LGBT equality, given the striking omission of discrimination on grounds of sexuality from the forms of discrimination to which the Commonwealth is rightly opposed?

If the hon. Lady has time, she should look at the Foreign and Commonwealth Office’s human rights and democracy report. It contains a section on LGBT rights, respect for which is an integral part of the Government’s wider international human rights programme. We lobby consistently to try to ensure—through our bilateral relations, and also through multilateral organisations such as the United Nations, the European Union, the Council of Europe and, indeed, the Commonwealth—that people respect human rights, irrespective of gender and sexual orientation.

The freedom to be oneself is a pretty fundamental human right. Will my hon. Friend ensure that organisations such as the Kaleidoscope Trust—which has a rather distinguished president, and whose parliamentary friends group I chair—Human Rights Watch and the Human Dignity Trust are able to work with his officials in territories where homosexuality is criminalised, and to support those who are standing up for the rights of LGBT people there?

My hon. Friend has made a powerful point. Of course I shall be happy to ensure that the relevant and important non-governmental organisations to which he has referred, along with others, engage with officials from the Foreign and Commonwealth Office. He is also right to draw attention to the significant challenges that exist in some countries, but I assure him and other Members that we lobby vociferously, not just in countries such as Uganda and Nigeria but in Russia and Iran, where there are particular problems that need to be dealt with to ensure that there is equality of rights.

I urge the Minister to prioritise talking to other Commonwealth countries about this issue in the run-up to the Commonwealth Heads of Government meeting. May I ask him specifically about Russia, however, where in the context of a wider crackdown on freedom of expression and human rights, the Duma has just passed a law introducing draconian penalties for propaganda for non-traditional sexual relations? Have the Government taken advantage of President Putin’s presence in the UK this week to push him on this issue and to urge him not to go down that path?

As I said a moment ago, we consistently lobby—through bilateral relations and our embassy in Moscow, as well as through the multilateral organisations I referred to earlier, particularly the UN with its universal periodic review—to make sure that countries like Russia adhere to the international framework for human rights, especially as it relates to LGBT rights. I can give the hon. Lady an assurance that we will continue to lobby through both those two sets of organisations, bilaterally and multilaterally, to try to make sure that all people have equal access to human rights.

The hon. Gentleman is right to signify the importance and potential benefit to Africa of the discussions taking place at the G8. He also should be aware of the very positive and speedy way in which the United Kingdom’s Crown dependencies and overseas territories engaged with this important agenda, particularly as it relates to the automatic exchange of tax information, signing up to the multilateral convention on tax matters and putting in place action plans for beneficial ownership, which could have a significant positive impact on African economic growth and development.

T6. The Foreign Secretary was only 14 at the time of the last referendum on EU membership and therefore could not vote. So does he welcome the private Member’s Bill being introduced on 5 July that will give the British people an opportunity to vote on this important matter or does he share my concern that not all sides of the House are engaging fully in this important process?

I congratulate the hon. Member for Brighton, Pavilion (Caroline Lucas) on securing this debate and on her passionate introduction, in which she put on the record her strong views. Clearly, there is still significance and passions are still aroused 10 years on.

I also congratulate the other two hon. Members who have spoken, my hon. Friend the Member for Basildon and Billericay (Mr Baron) and the hon. Member for Hampstead and Kilburn (Glenda Jackson). I agree strongly with my hon. Friend the Member for Basildon and Billericay about the importance of removing the fundamentals that give support to al-Qaeda and other terrorist organisations. He will be well aware that the United Kingdom has done that not just in Iraq, but in other conflict states, with a particular focus at the moment on Somalia and Mali.

More broadly, the United Kingdom has contributed directly towards reconstruction in Iraq. We have helped to provide vaccinations for millions of children, improve access to safe water for more than 1 million people in southern Iraq and provide additional electricity equivalent to that used by a city the size of Leeds. We have also trained tens of thousands of teachers and approximately 20,000 policemen and women.

The hon. Member for Hampstead and Kilburn was right to point out that this matter was a significant part of the lives of those of us who were Members of Parliament in 2003, and that it exercised both ourselves and our constituents. I would suggest that it was almost the only point of debate at the point in time when the right hon. Member for Blackburn (Mr Straw) and others were deciding what they should do.

As the hon. Member for Brighton, Pavilion set out in her opening speech, the decision to go to war in 2003 was one of the key foreign policy decisions of the last decade. As I have said, I and other Members who were in the House at the time will remember it for ever. However, it is important to state at the outset that the policy of this Government is not to comment on the decision to go to war ahead of the report of the Chilcot inquiry. I will therefore not do so here, but will look at the future of Iraq and the UK’s relationship with Iraq.

If the hon. Lady will be patient, I will give the House an update on the Chilcot inquiry.

The decision to go to war has had long-lasting implications not only for Iraq, but for the region, the United Kingdom, our allies and international relations more broadly. Those implications are not necessarily yet clear, but they will be debated for many years to come. There were also more immediate implications. One hundred and seventy-nine British armed forces and Ministry of Defence personnel lost their lives in Iraq, as did a number of British civilians. We must also never forget the loss of life suffered by the Iraqi people. It is right that now, 10 years on from the start of the war, we remember all of them. We must also remember those who were wounded in the war and those who lost loved ones.

Those of us who opposed the war are often told, “If you’d had your way, Saddam would still be there.” Surely we are entitled to say that so would hundreds of thousands of innocent Iraqis, because they would still be alive.

I understand the point that my hon. Friend makes. I say to him that the tragic loss of life, wherever it occurs, needs to be remembered. We must also bear in mind the huge disparities between the estimations of the number of Iraqi civilians who lost their lives. There needs to be better analysis of that. It must also be said that the vast majority of Iraqi civilians who lost their lives did so in terrorist incidents, not in military action.

The Minister must be aware of the massive refugee problem that the war created. There are still 450,000 Iraqi refugees living in Jordan. Palestinian refugees who went to Iraq from the Gulf states were expelled from Iraq after the invasion. The refugee crisis in the region is enormous as a result of that war and the Syrian war. Does he have any comment to make on that?

The hon. Gentleman is right to highlight the plight of refugees and displaced people. He will be aware of the significant contribution that the Department for International Development makes to support displaced people’s camps. The only long-term solution is to create stability and security in the middle east to enable people to return to the countries from which they originated.

It is vital that we learn the lessons of the conflict. That, of course, is the fundamental and primary remit of Sir John Chilcot’s Iraq inquiry.

I want to make a little progress and then I will give way.

The inquiry is a complex and substantial task and it is considering an eight-year period. When he set up the inquiry, the then Prime Minister, the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), described its scope as “unprecedented”, and Sir John has said that its final report is likely to exceed 1 million words.

The hon. Member for Brighton, Pavilion asked when the process will be completed and the report published, and the short answer is that it is up to Sir John and his team. The inquiry is independent of the Government, although I assure the hon. Lady and other hon. Members that the Government are co-operating fully with it. Indeed, the Foreign Office alone has made some 30,000 documents available, which gives a further idea of the scale of the work. Those doing the inquiry have indicated that they intend to begin what is called the “criticism phase” of their work this summer. That will give individuals who may face criticism in the report the chance to make representations to the inquiry. Thereafter, the inquiry and Sir John will have to assimilate those representations into the final report. I do not have a definitive time scale for when that final report will be published, but it is essential that Sir John Chilcot and his colleagues do that work in a thorough and professional way.

That is absolutely right and it is important that John Chilcot gets all the information required for the report. He will have seen the remarks by David Owen that hint at collusion by Tony Blair and the Prime Minister’s office to ensure that private correspondence between George Bush and Tony Blair will not be available to the inquiry. Can the Minister say that that will now be made available and that we will be able to see the private correspondence between Tony Blair and George Bush?

Let me be clear with the hon. Gentleman. The debate about the private correspondence between Tony Blair and George Bush, and the Cabinet minutes from the time, concerns their public publication. The Chilcot inquiry has seen both sets of documents, which I hope goes some way to assuage the hon. Gentleman’s concerns.

The inquiry is already two years late given the date it originally promised to report and, as the Minister says, it is an important report. Had the United Kingdom not joined the war, Saddam would still have been removed and the war would have gone on because our support was not needed. The crucial point— I do not know whether the Minister has confirmed this—seems to be what Bush and Blair cooked up in 2002, because the decision to take the United Kingdom into the war was probably taken then. That is the essential point—not why the war took place, but why the United Kingdom was dragged into it by Tony Blair.

Even if the Government are not prepared to concede that point, does my hon. Friend agree that the issue raises questions about the capacity of Parliament to scrutinise the evidence? Even if we accept the evidence from the time at face value—although a lot of us were very sceptical of it—the only thing it concluded was that Saddam had the ability of potentially reaching UK assets in Cyprus within 45 minutes, and that was all. Was that really sufficient evidence for Parliament to decide that we should go to war?

Those are all matters that Sir John Chilcot will be looking at, and I am sure my hon. Friend would prefer there to be an independent inquiry looking at what happened, rather than a Government inquiry. We have made a conscious decision not to comment on the decision to go to war until the inquiry has reported, but as I have said, I recognise that it was a decision of huge significance.

I want to make a little progress and I will be happy to give way later. We must not get into a position of prejudging the inquiry’s conclusions, but I am sure that—quite rightly—that will not prevent other Members of the House from having a full and frank debate as they put their views on the record this afternoon. I would also find it helpful to hear the views of Members on where Iraq might be in 10 years’ time, as well as reanalysing events that took place a decade ago. We should look forwards as well as backwards.

The hon. Member for Brighton, Pavilion rightly set out some of the enormous challenges that Iraq still faces. Most visible and acute is the terrorist violence that continues to kill all too many people all too regularly, and I discussed that when I visited Baghdad in January—indeed, when I was in Baghdad a series of car bombs went off. In the past three months we have sadly seen an increase in such attacks, and the UN estimates that more than 1,000 people—mostly civilians—lost their lives in May alone. We continue to condemn utterly such acts, and almost all the Iraqi people believe that such violence has no place in their country’s future.

There are other longer term difficulties, and many fundamental political issues remain unresolved with no settled agreement on how power is to be shared. Ethnic and sectarian divisions remain, often exacerbated by those elsewhere in the region—particularly in Syria, as others have mentioned. Over the past six months, those factors have led to protests in west Iraq, and to disputes between Iraq’s political leaders that have prevented them from taking the decisions the country needs. That political deadlock holds back Iraq’s stability, and in turn its development. As has been rightly pointed out, public services and standards of living in much of Iraq remain poor, and corruption and bureaucracy are also problems that must be faced. As we consistently point out, Iraq’s human rights record remains a source of concern, from the Government’s increasing use of the death penalty to the recent removal of licences from some media stations.

I thank my hon. Friend for giving way. He is being generous, for which he is to be commended. May I take him back to the Chilcot inquiry? Probably like a lot of other Members, I have submitted evidence to that inquiry and we wait to hear its results. One thing Chilcot cannot do, however, is manufacture WMDs from his report. Given that the main pretext for war was WMDs, will the Minister at least accept the prima facie case that we went to war on a false premise because there were no WMDs?

My point is that the challenges Iraq faces are not the whole story. Although the level of violence is unacceptably high, it is noticeably lower than at its peak during the very dark days of 2006-07. Life across much of Iraq, particularly in the south and the Kurdistan region, is peaceful for most people most of the time. Three democratic national elections have been held since 2005 with another due next year, and in April, 8,000 candidates contested provincial elections across most of the country. Two further provinces will vote next week, and the rest in September.

Iraq’s economy has been transformed. According to the World Bank, its GDP has increased from approximately $19 billion in 2002 to roughly $116 billion in 2011. It is now forecast by the IMF to grow by 8% in each of the next five years. That growth will hopefully turn Iraq into one of the success stories of the next decade, and mean that people no longer see it as a post-conflict state, but as a key emerging economy.

The International Energy Agency world economic outlook predicts that Iraq will be responsible for nearly half the increase in global oil production over the coming decades, and its production could double by 2020. The hydrocarbons potential represents a huge opportunity to drive economic growth for the good of the maximum number of Iraqi people, if used responsibly and properly.

We went to Iraq to defend ourselves against non-existent weapons of mass destruction. We are now being prepared to go to war in Iran to protect ourselves against non-existent Iranian long-range missiles carrying non-existent Iranian nuclear bombs. The Minister cannot postpone the Government’s responsibility and say that we must wait for the Chilcot report, which will be produced this year, next year, some time or never. They must take a decision on Iran, possibly in the near future. Should we not be informed of the truth of what we did in 2003?

The hon. Gentleman will not be surprised to hear that he will not tempt me away from the well considered Government line on the Chilcot inquiry. I will not get into the details of the decision to go to war in Iraq in 2003. His point on Iran has been made by other hon. Members. I acknowledge and respect his perspective and views, but the international community has serious concerns about Iran’s nuclear programme. The Government continue to believe that the twin-track process of pressure and engagement offers the best hope of resolving the Iranian nuclear issue. We are not advocating military action against Iran, but all options should remain on the table.

To return to the positive side of Iraq, the Iraqi Government’s task is to build on that progress and make the most of the opportunities, ensuring that Iraq’s economy is booming, and that that translates into a better life for normal people throughout the country. Improving the country’s security, which has been fully under Iraqi control for 18 months, is vital, but the Iraqi Prime Minister and other political leaders need to find an inclusive political process to resolve the underlying tensions that, I acknowledge, remain, and therefore to reduce the space within which the extremists operate. In that context, I welcome the holding of last Sunday’s Cabinet meeting in Irbil, which I hope sends a signal of serious intent to improve relations between the Federal Government and that of the Kurdistan region.

No doubt many hon. Members will want to raise Iraq’s relations with the region. Increasingly, Iraq has been making progress on rebuilding its relationships with countries that were once adversaries. I was particularly pleased to note that the Kuwaiti Prime Minister met Prime Minister Maliki in Baghdad only yesterday. That is another sign of the increasing warmth of relations in the region.

The UK will continue to support Iraq as it faces those challenges. Indeed, the relationship between our countries is increasingly strong. That is true at the Government level. Four UK Ministers including myself have visited Iraq in the past nine months. We visited not only Baghdad, but Irbil and Basra—my right hon. Friend Lord Green, the Minister for Trade and Investment, visited Basra. We have relationships in the Defence Ministries—a meeting took place in London only this morning. I can assure the House that UK Ministers press the Iraqi Government and Ministers on a range of issues, including their plans to improve security.

Our relationship is strongly increasing on a commercial level. Exports were up significantly, and not only in the hydrocarbon sector. There are opportunities in sectors such as education, health care, infrastructure and financial services. The UK Government are doing what we can to help. For example, when the Foreign Secretary was in Iraq in September, he agreed we should set up a UK-Iraq ministerial trade council, which was launched in February by my colleague, the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), who has responsibility for the middle east.

We have opened a new visa application centre in Baghdad, and encouraged Iraqi Airways to schedule direct flights from London to Baghdad for the first time in more than two decades, which it has done. All of that will help to cement the closer ties between the UK and Iraq at individual level. Hon. Members will be aware of the large and significant Iraqi diaspora in the UK. Iraqi students are keen to study here, and we are even beginning to see British tourists return to the Kurdistan region.

Many other hon. Members wish to speak, so I shall draw my remarks to a conclusion. I hope those links continue to strengthen. It is right for us to look forward to the future of Iraq even as we look back on the events of 10 years ago. As I have said, the Government have not come to a conclusion and will not comment until we see Sir John Chilcot’s inquiry.

Does my hon. Friend agree that, to maintain internal security, which is vital to restoring the Iraq economy and keeping civil peace, we need to ensure that external actors in the region do not participate in stirring up ethnic conflict within Iraq?

My hon. Friend is absolutely right to make that point. When I was in Baghdad in January, there was significant concern across the political spectrum and the religious divides in Iraq about Syria, and about the potential spillover into Iraq. It is right that the international community, and the British Prime Minister and Foreign Secretary, focus on using all the levers they have to try to find a lasting political solution to the challenges in Syria.

Iraq is undoubtedly a country of great potential, with an economy that is expanding at 8%, but it has challenges. The UK wants to assist in resolving those challenges for the benefit of the maximum number of Iraqi people in the minimum time scale.

I am pleased to be under your guidance this afternoon, Ms Dorries.

I congratulate the hon. Member for West Lancashire (Rosie Cooper) on securing this important debate and on the measured, calm and detailed way in which she set out her concerns and those of her constituents and other hon. Members. Before I respond to her points, I put on record that my thoughts and sympathies are with all those affected by the terrorist attacks at In Amenas. I am personally very sorry for the tragic loss of Mr Barlow and all those, UK citizens and others, who lost their lives in that terrorist atrocity.

No one will forget the horror of those days in January, when six British nationals and one British resident lost their lives. I can only begin to imagine how difficult those days must have been for those anxiously waiting for news and how painful every moment has been since that news was received. The hon. Lady is absolutely right: no words, however well meaning and however often they are repeated, can relieve the suffering of the loved ones of those British citizens and others who lost their lives in Algeria.

I remind hon. Members that Her Majesty’s coroner is legally responsible for determining the cause of death, and my response must not in any way prejudice the course of her inquiries.

The hon. Lady raised very serious, significant, substantive and important issues, and I will try to address them in my remarks. I hope she and other hon. Members will be patient. What happened at In Amenas was abhorrent, and it was the terrorists who were responsible for the tragic deaths of so many. We know that the terrorist threat in the Sahel comes from al-Qaeda in the Islamic Maghreb, which aspires to introduce Islamic law across the Sahel and north Africa and to attack western interests wherever it can. The hon. Lady is right to say that we should not assume a straightforward link to events in Mali given the complexity of the attack, but we do not know now, and we may never know, what motivated the individuals at In Amenas. What we do know is that their actions—the cold-blooded murder of innocent workers—can never be justified. That is why the world stood united in its condemnation, and why the actions of the extremists have only confirmed our implacable opposition to terrorism and our resolve to fight it together.

The Minister will be aware that the Select Committee on Foreign Affairs is holding an inquiry into terrorism in north and west Africa. To our mind, it seems that many of the terrorists who carried out the attack, and who were involved as well in the destabilisation of the Malian force, were trying to help Colonel Gaddafi before his regime in Libya fell. Many of them are not from Algeria but from neighbouring countries in the Sahel. Does he accept that the outcome of the Libyan conflict had some bearing on the attack, and indeed on what is happening in Mali?

Of course I am aware of the detail of the Foreign Affairs Committee investigation. The hon. Gentleman is partially right, in that the perpetrators of that terrorist atrocity were not all from inside Algeria, but he will also be aware that the borders in that part of Africa are extremely porous. It is a significant challenge that countries in the region must resolve, with the co-operation and assistance of the international community at both multilateral and bilateral levels, if we are to ensure that that sort of situation does not occur again.

To pick up on one of the key elements of the contribution made by the hon. Member for West Lancashire about the safety of the British nationals involved, the repatriation of those killed and the evacuation of the wounded and freed hostages was the top priority of the Foreign and Commonwealth Office, and of the international community as it related to people of other nationalities. Staff in London and Algiers worked around the clock to support the Algerians in resolving the crisis, and our embassy in Algeria was strengthened by 18 consular experts, six experts from the Red Cross and specialists from the Metropolitan police. We gave direct assistance to the British nationals involved in Algeria, and our ambassador was the first to reach In Amenas. Our response involved playing a leading role among the countries affected, including sharing information with them and supporting the identification of victims. We have continued to take a lead since then, for instance by co-ordinating work on the return of possessions.

As hon. Members will remember, In Amenas is two days’ drive from Algiers; it is in the middle of the Sahara desert and is one of the most remote places in the world. Information was therefore difficult to come by, not least since we were not informed in advance of Algerian operations. None the less, I understand and regret that the unpredictable nature of events and a lack of detail caused distress for those waiting for news.

The attack was on a significant scale. From the outset, the Prime Minister led the United Kingdom response, chairing Cobra on a number of occasions. He continued to do so in the month after the attack, making a ground-breaking visit to Algeria, closely followed by the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt). We believe that early, proactive and personal engagement with families and relevant MPs is essential. I am grateful to the hon. Member for West Lancashire for her commendation of my hon. Friend, who did a sterling job in difficult circumstances.

My right hon. Friend the Prime Minister immediately offered ministerial contact, via police liaison officers, to all affected families and MPs, a number of whom took up the offer, including the family of Mr Barlow. I know that my right hon. Friend has recently spoken with them again and regrets sincerely that he cannot be here in person today.

I accept that we may not always get contact right in crises where information is limited. The Foreign and Commonwealth Office always seeks to learn from such incidents, and my hon. Friend the Member for North East Bedfordshire will be doing so. He has discussed the police liaison process with the assistant commissioner of the Metropolitan police to see whether it can be improved in future.

The hon. Member for West Lancashire specifically made the point that what happened was unclear. It is still unclear. Some of the details are still not known. I know how hard that must be for the families, but it would not be appropriate for me to comment on behalf of the Algerian authorities or BP. Instead, we very much hope that the investigation, on which the Algerian authorities are leading, and the coroner’s inquest in the UK, will answer some of the hon. Lady’s questions, and those of her constituents and others.

We continue to discuss the detail of the In Amenas attack with the Algerian authorities at every available opportunity, including at ministerial level, as we did when the Prime Minister and the Minister for the middle east visited in the weeks following the attack. We will support their investigations in any way that we can. We continue to seek assurances from the Algerian authorities that they will share details and access to the site in the aftermath of the attack. None the less, it must be said that Algeria is a sovereign country and, just as we would expect to do here, the Algerians must be allowed to conduct their investigations in accordance with their own laws.

The coroner’s investigation will take place early in 2014. The Government are supporting that process. A small team of Metropolitan Police Service officers travelled to Algeria on 18 January to lead on the identification and repatriation of those who died, and they continue to gather information. They last travelled to Algeria in May. Her Majesty’s coroner for West Sussex will hold a preliminary hearing on 1 July, which will set out the scope of her investigation.

It is important to understand that this is a complex inquiry into deaths that occurred at a site staffed by multinational personnel. Nationals from nine other countries lost their lives, and individuals from a total of 29 countries were involved, so much of the information that might assist the coroner is not automatically available in the UK. The police are therefore liaising with the Foreign and Commonwealth Office, the Algerian authorities and other international authorities and partners to progress enquiries and get that information on the coroner’s behalf. Regrettably, that will take time, but I am sure that the hon. Member for West Lancashire will agree that it is absolutely essential that the investigation is thorough and benefits from the maximum availability of the appropriate amount of information.

I am happy to agree that the investigation should be thorough and proper, but can the Minister comment on the fact that SO15 officers were not allowed access to begin that investigation when members of the media were? Surely that is the starting point for a thorough investigation, is it not?

I understand the hon. Lady’s point. She was right to emphasise in her initial remarks the assurances that the United Kingdom Prime Minister received, but I am sure she also understands that the Algerians are leading the judicial investigation. They have allowed some access to the site for the repatriation of personal property and possessions, which the UK took a lead on. I assure her that we will continue to press for the appropriate level of access for the UK investigative team in support of the Algerian and coroner’s inquests. I assure all hon. Members that the Government will continue to do all they can to support the families in their search for answers to their very appropriate questions.

Is the Minister aware that the relatives of Garry Barlow know no more now than they did in January about when and how Garry died? They are becoming distressed at the passage of time, without any commensurate increase in the amount of information they have.

That was one of the first questions I asked my officials. I prefer not to put the response on the record, but I am happy to talk privately to the hon. Lady and the hon. Member for West Lancashire to give them a more accurate assessment as to why that situation is the case. Perhaps we can find a moment to do that.

I also want to pick up the point made by the hon. Member for West Lancashire about travel advice, which was integral to the thrust of her initial remarks. I assure her that we did not have advance warning about the attack or about specific threats that would have warranted further changes to our travel advice. As I am sure she is aware, our advice already made it clear that western interests were specific targets for terrorism in Algeria.

The Foreign and Commonwealth Office closely monitors and keeps under constant review travel advice around the world, including for Algeria, and the advice was updated several times in the months before that appalling attack. It needs to be said, however, that travel advice is what it says—advice. It is up to companies and individuals to heed that advice, or to follow their course of action in the full knowledge that the advice is there.

The advice noted the increased risks following the French military intervention in Mali. Having reviewed our advice once again, I am confident that it accurately reflected what we knew at the time. Had we had any specific information relating directly to In Amenas, it would have been passed to the company immediately. Protecting our citizens is a priority. We try to establish as much information about terrorist activity as we can, and to communicate it both to relevant companies and to the public. The tragic reality is that sometimes there is no warning.

From the outset, the Foreign and Commonwealth Office has provided support to those caught up in the attack and their families, and we will continue to assist in any way we can. Police family liaison officers remain appointed to each family and are in regular contact.

The hon. Lady mentioned concerns about BP. Companies, ultimately, are responsible for the security of their staff and assets. As investigations continue, however, it would not be appropriate for me to comment on the security arrangements at the site, or on how BP and the other companies used the information that was available about the threat. Any specific questions on those issues must be addressed to them. Nevertheless, looking ahead, we are doing everything we can by engaging closely with industry representatives to ensure that we are aware of their concerns and that we take steps to give them the best support we can in keeping their staff and assets safe.

To that end, since the In Amenas attacks, we have actively engaged with UK industry in the region and the extractive industries sector to review and refine how we work together on crisis and threat management: first, to ensure that Her Majesty’s Government and industry understand each other’s crisis management mechanisms through information sharing, exercising and using lessons learned from this and other crises; and, secondly, on threat management, to ensure the most effective channels between industry and Government on threat contact, informing our bilateral engagement with partners such as Algeria on their response. I assure the hon. Lady that that work is ongoing.

I also assure the hon. Lady that we will continue to provide the best information possible through our travel advice, and we will work with countries in the region to reduce the risk to British nationals in Algeria and elsewhere in the Sahel and north and west Africa. As the Prime Minister said, we are determined to root out and defeat the terrorist scourge and those who encourage it anywhere in the world, including in north Africa. That issue will be debated at the G8 meeting next week.

In conclusion, the In Amenas attack was a stark reminder of the threat we face throughout the world, and of the importance of a global response to terrorism, not only over months, but over years. I hope that the Algerian investigation and the coroner’s inquest will help to answer some of the questions asked by the hon. Lady this afternoon, and that families in West Lancashire and elsewhere, whose lives were changed for ever by those terrible events, will get responses to their questions. Through the police liaison officers, we will continue to inform them of progress. Finally, I offer again my sincere condolences and those of the Government to the families who lost loved ones in that terrible atrocity.

I am pleased to see you in the Chair this morning, Mr Hood, and I am delighted to be under your guidance.

I congratulate the hon. Member for Bolton South East (Yasmin Qureshi) on securing this important debate, and on the articulate and passionate way in which she put her case. She is absolutely right to highlight the concerns about human rights, sexual violence, displaced people and other ethnic violence, as well as the humanitarian concerns that she articulated. Many other hon. Members made a significant number of points, which, unfortunately, I will not have time to address in their totality this morning, although I will try to deal with the particular points made in the debate. If I do not have time to respond to all of them, I or the Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for East Devon (Mr Swire), will of course be happy to do so in writing after the debate.

I must first reiterate a point that the right hon. Member for Warley (Mr Spellar) and other hon. Members have made. There has been progress in Burma in the last two years. Hundreds of political prisoners have been released, most notably Aung San Suu Kyi, who now sits in the Burmese Parliament building alliances and working to strengthen the process of reform. There has been a general relaxation of the crippling censorship and onerous infringements of freedom of expression that once characterised Burma. Civil society organisations, non-governmental organisations, unions and individuals are freer to organise and to act. The international community—Governments, NGOs and others—deserve praise for their significant pressure on successive Burmese Governments, which has led to the improvements of the past two years. However, that does not mean that there are not significant issues that need to be addressed, as we have heard this morning, and that progress is not still a long and difficult road ahead.

It is right to acknowledge the strides that have been made in Burma since President Thein Sein took office, and it is also right to continue to express our concerns and to take action. Human rights and ethnic reconciliation remain at the heart of UK policy and our discussions with the Burmese Government. I assure hon. Members that the Foreign and Commonwealth Office and the Department for International Development are significantly engaged at senior ministerial level with Burma. The Minister of State, my right hon. Friend the Member for East Devon, was the first EU Minister to visit Rakhine last year. He visited five camps for people displaced by the violence and heard for himself the terrible stories that the hon. Member for Bethnal Green and Bow (Rushanara Ali) outlined in her articulate contribution. He also heard the stories of loss and abuse. He raised at all levels in the Burmese Government the need for a co-ordinated humanitarian response, accountability and security. That has been followed up by the Foreign Secretary and other Ministers in the Foreign and Commonwealth Office and the Department for International Development.

I want to take the opportunity to address head-on the point made by hon. Members about European Union sanctions. As the right hon. Member for Warley rightly said, the arms embargo has not been lifted. Its purpose, which was agreed in the EU, was to deepen engagement and to encourage reformists. It was also agreed and suggested by Aung San Suu Kyi, although she has said that it

“is time we let these sanctions go...we can’t go on relying on sanctions forever to aid the democracy movement.”

I assure hon. Members that human rights will be at the centre of UK and EU policy on Burma. EU Foreign Ministers have agreed a comprehensive framework that sets out how we will work with the Burmese Government and apply pressure on them to address the many challenges that Burma still faces.

My right hon. Friend the Member for Hazel Grove (Andrew Stunell) made a key point about the importance of humanitarian aid and the alleviation of suffering in parts of Burma. It is not just about those who are suffering from being internally displaced, although that is of course a pressing concern. The UN is building temporary shelters for 24,000 people, but 40,000 more remain vulnerable to flooding, a point that hon. Members rightly made. We must continue to do more. Significant work has been done and continues to be done, but I want to ensure that hon. Members understand that we do not pass UK taxpayers’ money through Burmese Government mechanisms; we do so through the NGO community, most if not all of which does sterling and excellent work on the ground.

We are a leading donor to Burma and in the past few years no country has given more humanitarian aid to the Burmese people than the UK. Our commitment to aid for Burma is £187 million over four years until 2015. If hon. Members are interested, I will be happy to provide details of the geographical breakdown of where that money is being spent. It is focused on health care, responsible investment, good governance, improving livelihoods, strengthening the work of Parliament and civil society, and, importantly, assisting people affected by conflict with a focus on ethnic reconciliation.

Britain also has a package of emergency measures. Nearly 80,000 people will be able to access safe drinking water and improved sanitation facilities. Acutely malnourished children will receive treatment in the rural camps to which some hon. Members referred, and hygiene kits will be available for 40,000 people. There is significant co-ordination and co-operation between the FCO and DFID to ensure that we maximise the impact on the ground of UK taxpayers’ money.

My right hon. Friend the Member for Hazel Grove referred to the relationship between the UK and Burmese militaries. At the request of Aung San Suu Kyi during her meeting with the Prime Minister last year, we have an accredited defence attaché in Burma. She specifically recommended that appointment as a key channel for engagement with the Burmese military. As my right hon. Friend said, the Chief of the Defence Staff visited Burma from 2 to 4 June as the next stage of our engagement. I assure my right hon. Friend and other hon. Members that the focus of that engagement will be on adherence to the core principles of democratic accountability and human rights. There must be accountability for those who took part in and organised last year’s violence. The process of justice must be in accordance with the rule of law and should adhere to international standards. Accountability is important in its own right and underpins the process of reconciliation between the Rohingya and Rakhine communities.

The hon. Member for Bolton South East made an essential point related to the recent report from Human Rights Watch—the UN special rapporteur raised similar concerns in his report in February. I reiterate the point that she rightly articulated: the report contains disturbing and specific allegations, backed up by evidence. We will follow up those allegations directly with the Burmese Government. If serious crimes have been committed, those who perpetrated them must be held to account for their specific actions. That should be done through a clear and transparent investigative and prosecution process that meets international standards. Further investigative work must fully establish the facts that will be required for an informed assessment of whether ethnic cleansing and crimes against humanity have been committed. The Government are looking carefully and seriously at the contents of those reports.

Some hon. Members referred to the two-child policy. I want to put on record the fact that a presidential spokesman in Burma said on 2 June that the central Government did not announce the Rohingya two-child policy and that it would be looked into. I am happy to keep the House informed as the matter develops.

Finally, I want to address a point that several hon. Members made about the initiative on preventing sexual violence in conflict. There is support for the initiative throughout the House, and significant progress has been made in engaging the international community, including at the G8 Foreign Ministers’ meeting in London in April. Sadly, Burma is not the only place that suffers from terrible and unacceptable levels of sexual violence. Somalia, Mali, eastern Democratic Republic of the Congo and Syria are but a few examples. As the right hon. Member for Warley pointed out, during the summer the British embassy in Rangoon will scope options for increasing UK engagement and embedding the initiative to tackle sexual violence in Burma. Wherever it occurs, whether in conflict or elsewhere, sexual violence is completely unacceptable, and the impunity that has existed for too long must be stopped.

The hon. Member for Walsall South (Valerie Vaz) rightly raised the issues in Kachin state. Although significant challenges remain, there has been progress recently, which we should encourage. With its expertise in Northern Ireland, the UK is playing a positive role.

In conclusion, the UK will remain a constructive, supportive and critical partner for Burma, committed to supporting reform efforts to ensure that the Burmese people, wherever they live in Burma, can live in peace and harmony, for the betterment of themselves and their families.
