As I have just said, there has been an increase of £780 million in additional high-needs funding next year, which is a 12% increase. Performance does vary, but we know that only because of the joint Oftsted-CQC inspections that this Government introduced. The reports do not give a pass-fail judgment, and many of them show strength. Furthermore, when they have been re-inspected following the work of the Government, six of the 17 councils have made sufficient progress in every area.

In the UK, we have an ample supply of creative and talented people working for our video and online gaming companies. Those companies have mastered the art of creating addictive games such as “Grand Theft Auto”, where young people are driven to the next level. Would it not be great if, in education, our children were refusing to leave their games consoles because they were driven to the next grade for their GCSEs? What is the Department doing to incentivise the industry to create addictive educational games that will help our children improve their scores?

In 2010, like thousands of other young people, I argued against the tripling of tuition fees, but the Government ignored us, and I currently have around £50,000 of student debt. I have here my latest student loan statement, which says that the interest added in the past year alone was £2,022.65. Can the Secretary of State look me in the eye and tell me that it is fair that working-class kids who want an education are being forced to take on colossal debt while his Government is led by a man who went from the playing fields of Eton to a free education at Oxford—

Students pay nothing back until they start earning £25,725 a year, and that will rise to £26,575 from April 2020. It is important to understand that the number of people from disadvantaged backgrounds going to university has risen by 62% since 2009, and the Government are committed to looking at interest rates in future as part of the Conservative manifesto’s proposals.

The hon. Gentleman is absolutely right that there is a cycle of deprivation, which I will come on to discuss, but, as I said to the hon. Member for Oxford West and Abingdon (Layla Moran), although Sure Start centres are a vital part—having that safe place—in the work that I shall come on to talk about, this is about much more than that. That is just one of many services.

I am grateful for your guidance, Mr Deputy Speaker.

Those who go on to become abusers in 20 years’ time will all too often be vulnerable babies who are themselves being abused today. The question that really matters is how we even start to tackle this issue.

Having had my own brief experience of post-natal depression, I can certainly attest to how difficult it can be to cope as a new parent. Colleagues might have heard me speak before about my own memory of sitting in my kitchen with a crying baby, in the middle of winter, with snow on the ground outside, looked at through dirty windows, feeling totally unable to call a window cleaner or even just to make a cup of tea. That feeling of helplessness and hopelessness is a vivid memory—and it is now 23 years on.

This is not my sob story, though: I was lucky enough to have a great husband, a strong network of support and a job to go back to, which snapped me out of it, but, thinking back, it could have been so much worse. Many parents who are struggling to cope are dealing with that reality each and every day. I really do understand how debilitating depression is and how unexpected and horrible the feelings are.

It was when my mum, herself a trained midwife and therapist, asked me to go along and help with a charity she was working with—the Oxford Parent Infant Project —that I realised just how vital secure attachment in those first years really is. After 10 years as chairman and a trustee of OXPIP, I went on to set up NorPIP, the Northamptonshire Parent Infant Partnership, into which my hon. Friend the Member for Banbury (Victoria Prentis) was dragged—although not kicking and screaming; she was delighted. I then set up PIPUK, the fabulous national charity that is setting up PIPs throughout the country to provide specialised parent-infant relationship support, including parent-infant psychotherapy, to families and their babies. PIPUK’s aim is not only to address the immediate problems in the relationship between the baby and their parent, but to support a more positive and secure attachment for the long term.

I brought my passion for early years with me to Westminster when I was elected in 2010. I have since met so many brilliant people in the world of infant and maternal mental health, some of whom are present in the Chamber today, and many more of whom are following proceedings on TV. So many people have generously given their time and expertise. In 2011, with support from colleagues from every political party currently represented in Parliament, I launched “The 1001 Critical Days” manifesto, which called for a rethink of how we approach early years intervention at a policy level.

I particularly recognise the early commitment of the right hon. Members for North Norfolk and for Birkenhead (Frank Field), and of the hon. Member for Brighton, Pavilion (Caroline Lucas), in getting the work off the ground. I pay special tribute to the hon. Member for Manchester Central (Lucy Powell) for her dedication to the “The 1001 Critical Days” campaign. She and I promised each other years ago that we would remain committed to achieving real and long-lasting positive change. I am delighted that she is present. We can definitely achieve much through cross-party collaboration for the greater good, and this work is the perfect example of it.

“The 1001 Critical Days” campaign has received the support of more than 100 different organisations, including the National Society for the Prevention of Cruelty to Children, Barnardo’s, Best Beginnings, the Royal College of Midwives, the Royal College of General Practitioners and the Royal College of Obstetricians and Gynaecologists. There are just too many esteemed charities, royal colleges and foundations for me to list here. I also had the pleasure of working closely with Dame Tessa Jowell on her interest in bringing early years support into the UNICEF millennium development goals.

With cross-party colleagues, we set up the all-party group for conception to age two. I wish to mention the hon. Member for Washington and Sunderland West (Mrs Hodgson), with whom I very much enjoyed working on the all-party parliamentary Sure Start group.

The right hon. Lady has made an excellent speech and I commend her on the great work that she has done. However, she must also recognise that all the suggestions and ideas that have been put forward to deal with this situation require proper funding and new funding: new moneys for local authorities and for different groups to be able to carry out the suggestions. Is that money being promised?

Before the right hon. Lady responds, let me just say that I am not impatient—far from it. We have time on our hands. Unfortunately, I do not make the conventions of the House. As a former Leader of the House, the right hon. Lady will be well aware that the opening speech should last 15 minutes and that the Minister will have 10 minutes. I did not make the rules. I am just trying to ensure that hon. Members have enough time to discuss a very important subject that matters to us all.

I am grateful for your advice, Mr Deputy Speaker, and I absolutely do understand your point. I know that you are very sympathetic, and I will hurry up.

The second key recommendation I want to mention is that Departments should work together to develop a spending review proposal for a fund that would support local authorities in rolling out best practice and innovation in the delivery of the 1,001 critical days services. Thirdly, Departments should work together to ensure that the successor to the troubled families programme has a specific focus on the 1,001 critical days.

The IMG set out many other recommendations, including investing in maternal and paternal perinatal mental health and ensuring that support is available to address issues in parent-infant relationships. We recommended that the NHS expands access to evidence-based parent-infant psychotherapeutic services within specialist service provision. We also felt that a website should be created to support parents to make informed choices and decisions at key points in their parental journey, including the information that people need about parental leave, childcare support, family-friendly policies and the 1,001 critical days.

Given that breastfeeding boosts a baby’s ability to fight illness and infection and supports emotional bonding in the early months of life, and given that the UK has one of the lowest rates of breastfeeding in Europe, we also recommended that further action must be taken to continue to focus on reforms that enable and support breastfeeding in England, including the recommendations of the “Becoming Breastfeeding Friendly” review. The IMG made many other recommendations, and I do hope that the Government pick these as soon as possible. One recommendation that I personally made very strongly is that there should be a specific ministerial responsibility for the 1,001 critical days.

As Members may know, I raised the work of the IMG with the Prime Minister during PMQs earlier this month, and I have tabled several written parliamentary questions to ask what progress has been made on addressing the IMG’s recommendations. I truly believe that we are on the threshold of something very exciting for our country—a real opportunity to deliver long-lasting and positive change in our early years family support policy that would make a huge difference to individuals and society as a whole. I call on the Minister to commit that the Government will report back before the House returns from summer recess, and I ask him to make a statement about that response on the Floor of the House as soon as possible after we return, so that we may debate it further.

I thank the right hon. Member for Birkenhead (Frank Field) for putting his case so well. I also commend the hon. Members for Congleton (Fiona Bruce), for Stoke-on-Trent North (Ruth Smeeth) and for Washington and Sunderland West (Mrs Hodgson) for their contributions. No one could listen to their contributions and not be moved. Minister, I am going to say some things fairly firmly. I am not a person for harshness—that has never been my nature—but I want to speak honestly about how things are. I think everyone has done that. I need to do that too, and in a way that I hope the Minister can respond to.

I am well known for supporting working class people and, increasingly, the so-called middle class who are living hand-to-mouth. It is beyond shocking to me and others that in this day and age children are starving and their families have to turn to food banks to put food in their bellies. Children are suffering for their parents’ financial position. Through no fault of their own, children are sitting in school classes hungry and unable to concentrate. When you are hungry, you are unable to concentrate. The hon. Member for Stoke-on-Trent North referred to the wee child who fainted because he had no food. It is clear that children are unable to concentrate and frankly that is cruel.

It is heartbreaking that 4.5 million children across the United Kingdom live in poverty. We in this place and the Government are not doing enough to tackle the issue. That is somewhat vindicated by the fact that we foist responsibility on to charities, but why is this the case?

To the surprise of the mainstream media, which often portrays the Church as out of touch and not involved in communities, the Church is stepping up to the challenge. That is the case in my constituency and, from what I have heard so far, I suspect that churches in everybody else’s constituencies are filling the gap and taking responsibility. Despite some saying that the Church indoctrinates children, the only thing that it seems to be indoctrinating children into displaying is compassion. For me, that is clear. It is bringing up the next generation to care and take action when they see people in need and are in a position to help.

I am very proud to be the Member of Parliament for Strangford, which is stepping up to the challenge on child food poverty. Our local churches in Newtownards have stepped up where local and national Government have failed. The Thriving Life Church, the Ards Congregational, the Ards Baptist Church, the Glen Community Church, St Mark’s, Londonderry Primary School, Greenwell Street Presbyterian, First Ards Presbyterian Church, Ards Reformed Presbyterian, Scrabo Hall, Scrabo Presbyterian Church, St Patrick’s tennis skills and Northdown Christian Fellowship Church have all advertised that they include free food with their Bible clubs.

Other Members have referred to the summer, which was in my mind before the debate, because it brings added problems for children and their parents, who do not have schools to fall back on. That is why what the churches in Strangford and Newtownards specifically are doing to come together collectively, cross-religion, is so important. They have all seen the need and have stepped into the gap. They should not have to do that—it is not their responsibility—yet they are, because that is what their Bible teaching, beliefs and faith tell them to do. We need to ask ourselves in this place: are we doing all we can? The Government have not delivered for these poor children who need food, which is a sickening thought.

Whatever is being done to solve this pressing issue is clearly not working. Thanks to charities such as the Trussell Trust—it set up the first food bank in Northern Ireland, in my constituency in Newtownards—and other various organisations in the community, the problem is minimised. Without them, the issue could be far worse, which is a scary thought, to say the least.

The situation is particularly disappointing, bearing in mind that there is not enough focus on the options to minimise the problem. Recent data published by UNICEF shows that one in five youngsters under 15 now lives in a food-insecure home. How is that possible in this day and age? This should be a red flag for Government and for everyone else, yet they continue to employ—I say this respectfully, Minister—austerity measures that only make matters worse. It really does not take a genius to realise that the cuts and changes that the Government continue to employ are paramount to the problem. That is the feedback I am getting in my constituency about universal credit. The food bank tells me that the changes in benefits are putting the pressure on, so I have to say that in this House because it is true. It is happening and we cannot ignore it. When someone works different hours and their tax credits claim materially changes, they migrate to universal credit with a five-week embargo on payments. That puts people over the poverty breadline and it is really unfair.

I asked my local food bank for its up-to-date figures. This is what is happening in my area:

“So for the last year we have fed 1,992 people…846 were children”—

so 45% were children. It continued,

“this is a 3% rise on the last year. The rise is on the increase as we see more and more families switching to UC. And as we head to the summer, kids off school—414 of those kids from low income families = summer hunger with no free school meals.”

That is going to be the issue this summer. The churches stepping in, running their Bible classes and Bible clubs and having the meals alongside those, is so important. The food bank continued:

“Last summer June-August we saw 152 low income families alone! The problem we see is families going without.”

The reality of today’s society is that families are going without. Parents do not eat so that their children can, or children do eat not because their parents are not eating either.

The food bank continued:

“Last year we began partnering with Ards Community Network to help families with free uniforms. And this year we are launching with local churches and their holiday bible clubs to offer lunches.”

I suggest that is true community spirit at work, alongside the churches and faith groups, offering practical, financial and emotional help when it is needed most.

I urge the Government to do the right thing by helping to better the lives of those who are left with no option but to line up at food banks. More funding is needed, along with better understanding. One of the fundamental purposes of government is to help the people. Frankly, that is not being achieved at the moment.

Twenty years ago, Tony Blair—people have their own opinions about him—pledged to end child poverty, calling it a “20-year mission”. Three Prime Ministers later—the fourth is on the way—we are nowhere near accomplishing that mission. Children have to go home after school and sleep on an empty stomach. That is a disgrace. Never would I have expected child poverty to be such a problem in 2019. Nations are meant to develop, not to go backwards, but I am afraid that is what I see.

The National Housing Federation, using Office for National Statistics data, has found that roughly 847,000 children from working families—a 30% increase from 2010—live in poverty due to the sole reason that their homes are too expensive. We need to look at the reasons for that as well. One of the reasons is the cost of rental accommodation. Many parents have to choose between paying the rent and feeding their children. We have recently had debates about that—last week in Westminster Hall, I think—when there has been some talk about how the Government could help people under rental pressure. It breaks my heart that parents have to make that choice.

With all due respect, we must stop approaching these life and death issues in a daze. I gently suggest that this House needs to wake up to what is happening, because children are starving and families are having to turn to food banks. For heaven’s sake, we are in the 21st century and this is one of the richest countries in the world. When will we get it right for those children and families? I am sorry if I am being a bit harsh, but we must take a good look at the important underlying crisis in this country. More importantly, we must make better decisions. We need to be aware of how decisions made here affect children throughout the whole United Kingdom.

I am speaking today from my knowledge of the matter in Northern Ireland, which comes from seeing it directly in my constituency office every week. The Thriving Life Church food bank in Newtownards tells me that the organisation that points the most people to it is our advice centre. That tells me, and hopefully this House, that I have my finger on the pulse of what is happening in my constituency, and that I understand that the food bank is doing an incredible job, but I also understand that people are under pressure.

We must take a better look at this important underlying crisis. The issue is not one that we can poke with daisies—if we poke it with a daisy, it will not move, because daisies have no strength. I say this with respect to Opposition colleagues—they may agree with me and they may not—but of course Jeremy Corbyn would make the matter worse, with his Marxist manifesto—

Members for Ilford North (Wes Streeting) and for Rotherham (Sarah Champion), my hon. Friends the Members for Congleton (Fiona Bruce) and for Bexhill and Battle (Huw Merriman), the right hon. Member for East Ham (Stephen Timms)—yes to his invitation; officials would be pleased to attend the roundtable he is holding in his role as the chair of the all-party group—the hon. Members for Birmingham, Ladywood (Shabana Mahmood), for Bury North (James Frith), for Great Grimsby (Melanie Onn), for Plymouth, Sutton and Devonport (Luke Pollard) and for Birmingham, Yardley (Jess Phillips) and the right hon. Members for Birmingham, Hodge Hill (Liam Byrne) and for North Norfolk (Norman Lamb). I am grateful for the support that hon. Members right across the House have given to the regulations.

The regulations have also had support from beyond the House, from the Catholic Education Service, the Church of England, the PSHE Association, the National Children’s Bureau, Mencap, the End Violence Against Women Coalition and the Board of Deputies. The director of the Catholic Education Service has said:

“We welcome this commitment by the Government to improve relationships and sex education”.

I apologise that in the two minutes left I cannot respond to the many important issues raised by right hon. and hon. Members, but I will write to them with my comments.

I believe that we all share the ambition to ensure that children and young people have the knowledge to help keep themselves safe, to be prepared for the world in which they are growing up and to respect others and to respect difference. The regulations give us the opportunity to build a consistent foundation across all schools, and I commend them to the House.

Yes, as ever.

I entirely take the point made by the hon. Member for Strangford. In fact, one of the weaknesses of the system is that we do not share best practice enough. When I was the Minister, I tried to get together the children’s Ministers from all four parts of the United Kingdom. Of course, we also have Children’s Commissioners from all four parts of the United Kingdom, and we ought to meet them and see what they are all doing more often because there are some really good aspects of the care system in Northern Ireland that we could learn from in England, and vice versa.

It is our balanced approach to the public finances that allows us to spend record amounts on health and education while at the same time delivering a strong economy with some of the lowest levels of unemployment since the 1970s, unlike in every period of Labour Government, which end with people not working and higher unemployment than when they came into office, as time after time they mismanage our country’s economy.

I listened to the contributions of Labour MPs, but there was almost nothing about standards and, with the notable exception of the hon. Member for Burnley (Julie Cooper), nothing about the importance of children learning to read. Following our focus on phonics and the introduction of the phonics screening check, more children have learned to read more effectively and sooner. England moved from joint 10th in 2011 to joint 8th last year in the PIRLS—Progress in International Reading Literacy Study—international rankings, with our highest ever score in reading.

There was nothing from Labour about the importance of arithmetic, or the reforms to the maths curriculum that have significantly raised standards, with a curriculum on a par with the best in the world to which schools have responded well. We heard nothing from Labour about the importance of children knowing their multiplication tables by heart, nothing about the higher standards following our reforms to GCSEs and A-levels, and nothing about our fairer accountability system, Progress 8, which holds schools to account for the progress of every single child regardless of their ability. There was nothing about the fact that more disadvantaged children are now studying core academic subjects at GCSE with the EBacc. [Interruption.] There was nothing about the fact that under this Conservative Government the attainment gap between children from disadvantaged backgrounds and their more affluent peers has closed by 10% since 2010. We heard nothing from Labour about T-levels or apprenticeships, and nothing from Labour—[Interruption.]

We heard nothing from Labour about our investment of half a billion pounds in arts and music education, including £300 million of funding for music hubs. There was nothing about the fact that the proportion of pupils taking history or geography GCSE has risen from 48% in 2010 to 77% in 2017, with the proportion taking at least two science GCSEs rising from 63% in 2010 to 91% in 2017.

The Labour party opposes free schools—state schools established by teachers, education groups and high-performing schools, rather than local councils—which are disproportionately graded as outstanding. Free schools such as Dixons Trinity Academy in Bradford would not exist but for this Government. With a third of its pupils from a disadvantaged background, Dixons Trinity was ninth in the country last year for Progress 8, and 82% of its pupils entered for the EBacc, rising to 86% this year. Free schools such as Harris Westminster would not exist but for this Government. It told us that, with 40% of its intake from disadvantaged backgrounds, 18 pupils secured places at Oxbridge this year and one at Harvard. Six of those 18 were from a disadvantaged background. The King’s College London Mathematics School would not exist but for this Government. It takes students from all backgrounds, with last year 59% of its A-level grades being A* and 92% of its maths A-levels being A*. The free schools programme would be abolished by Labour, the enemy of promise and the enemy of social mobility.

My hon. Friend the Member for St Ives (Derek Thomas) spoke with sincerity about the exemplary work of the schools in his constituency, which teach about Parliament and the first world war. I enjoyed seeing the high standards and phenomenal work at Alverton Primary School in Penzance and at St Erth Community School in Hayle at his invitation last year. My hon. Friend the Member for Spelthorne (Kwasi Kwarteng) spoke perceptively about reading standards and mathematics, and about the improvement in standards in his schools and the importance of T-levels. My hon. Friend the Member for South Suffolk (James Cartlidge) spoke knowledgeably about reading and the rise in Progress 8 and Attainment 8 in his schools.

This is a Government who have put education reform at the heart of their programme, who are committed to ensuring every school is a good school, who have delivered fairer funding, who are spending record amounts on education and schools, on a par with the largest economies—

I thank the hon. Lady. I was coming to that point, but she has made it very effectively for me.

I will draw my remarks to a conclusion because others wish to get in. My central point is that we see terrible abuses of LGBT people globally, but change can be effected, and we should not be despondent about that. In Uganda, partly because of the influence of the World Bank, which was considering granting an important loan to the country, the President was prevailed on not to implement the law the Parliament had passed, which would have oppressed gay people. In Belize, a legal challenge has resulted in protection for LGBT people. In Mozambique, legislation has effected the same thing. We can effect change.

The United Kingdom has a really important role. We are still the fifth largest economy in the world. We have a global reach. We have important historic ties across the world, not least through the Commonwealth. We have one of the largest aid budgets in the world and the massive opportunity to exercise soft power and influence. In Cairo, the crackdown on gay people began when they flew the rainbow flag, and the flying of the rainbow flag over our own Parliament and our own Government buildings sends an important signal about an attachment to freedom and a belief in liberty and equality. We should not underestimate the fact that taking such a stance is not trite and not trivial. It matters. It matters in the eyes of the communities and activists who are looking for our support in other countries. People will be watching this debate, and they want to know that this House supports these communities on a cross-party basis and that the British Government supports them. We are talking about thousands of activists and millions of people. Let freedom ring for them!

That is exactly the sort of vision that we hope to have in Northumberland. Given the enormous expanse of territory, the challenge for our children is the need to spend hours travelling in order to achieve the flexibility and the breadth of education to which those living in a city, or even in a less sparsely populated county, might have easier access.

If children are indeed to fulfil their dreams, we will need departmental leadership from the Minister to help Northumberland County Council host the new concept. I understand that education action zones used to exist, and I also understand that £77 million has recently been allocated to education output areas, but that will be directed towards the development of education in cities. Northumberland, our most sparsely populated English county, needs such investment too.

I have always been a believer in nudge politics. We humans always respond better to encouragement and carrots than to chastisement and sticks. However, if long-term outcomes for the children of Northumberland are to be as good as they can be, we need university voices to be heard in rural communities where aspiration to a top-quality education, whether it involves apprenticeships in engineering or university studies in the sciences—I speak as a mathematician, and I apologise for the bias—are still not always understood or valued. What is considered elitist and far beyond can become within reach: indeed, education for life can become a passion for all those children. The 21st century, in which they will live, demands that we accept our responsibility to give them the tools and the passion to learn, as well as all the standard basic skills. That should be taken more seriously than it has been in the most northern county of England for too long.

I want to see an educational leadership framework that gives each and every one of my schools the nudge that they need to rise to the educational challenges ahead by supporting them with a coherent educational framework of which everyone is a part. There would be no rivalries, no catchment area battles, no school partnership lines in the sand, but an overarching educational Northumberland nudge partnership. As the Minister himself said in a speech last week,

“a small group of thoughtful, committed citizens can change the world; indeed, it’s the only thing that ever does.”

The teachers and councillors of my beautiful, unique and most sparsely populated of English counties wish to do exactly that for the children in their care.
