For students in the Black Country, T-levels and technical education will be a vital part of our story when coming out of this crisis. My further education providers are committed to ensuring that we get this right, but there is some concern about the work experience time allocation element. Will my hon. Friend meet me and representatives from my fantastic FE college, Sandwell College, to discuss how we can ensure that this system works for students in the Black Country?
The shadow Secretary of State can now ask two questions to whichever Minister would like to take them.
Perhaps I could start by asking the Schools Minister a question, since he is here. The Secretary of State has repeatedly said that every child would return to school in September, and I support him in that ambition. Being safely back in school is best for children’s wellbeing and learning. Latest figures show that one in 10 pupils are out of school, as bubbles and year groups are forced to isolate whenever a child or a member of staff tests positive for covid. Worryingly, attendance at special schools is down at just over 80%, and some teachers report that parents are withdrawing their children altogether to home-school them.
We are not even at the start of winter, yet hundreds of thousands of children are already having their learning disrupted. We all agree that a functional test and trace system is crucial to keep teachers and children safely in schools. How many pupils and staff are currently waiting for a test result or are forced to isolate? Why have the Government not included school pupils on the list of priority groups for testing, as the schools Minister promised?
Teachers and headteachers up and down the country have done a tremendous job of getting children back to school, and 99.8% of schools are open in this country. In special schools some 80% of children with education, health and care plans are in school, and we kept schools open for children with EHC plans throughout our tackling of the pandemic. We have a very successful test and trace scheme, which is why we are able to pinpoint local outbreaks, and why we have statistics about outbreaks up and down the country. I welcome the Secretary of State to his place. On 1 October, he said that people must be given
“the opportunity to retrain and upskill”—[Official Report, 1 October 2020; Vol. 681, c. 541.]
but it has now been announced that his Department will be scrapping the union learning fund, which supports hundreds of thousands of learners each year, many with little or no formal education. That scheme benefits workers, our economy and business, so getting rid of it must be either astonishing incompetence or playing shameless politics with people’s life chances. Which is it, and will the Secretary of State rethink this wrong-headed initiative?
It probably wasn’t worth the wait, Mr Speaker.
It is very kind of the hon. Lady to read out the press release that the TUC sent her, but the reality is that we are investing more in skills and further education than ever before. That is why we are investing over £1.5 billion in capital in further education. That is why we are investing more in level 3 A-level equivalent qualifications. That is why we are driving opportunities forward. I will not apologise; if we think we can spend money that was previously channelled to the TUC in a better way to deliver more opportunities in our colleges, yes, we will do it in a better way, and that is what we are doing.
May I just say that the Secretary of State will apologise to the House, because it was rather discourteous of him to disappear?
Mr Speaker, I apologise for being a little late. I got waylaid by a colleague asking a question outside the Chamber, and I did not realise the speed at which you were working through the Order Paper; it was so much more efficient than the last Speaker.
My hon. Friend the Member for Calder Valley (Craig Whittaker) raises a really important question about apprenticeships and ensuring that we support youngsters who may find themselves in a situation with the company that they are working for where they are not in a position to complete their apprenticeship. That is why we are working very closely across Government to put in place measures to ensure that if a youngster, or anyone of any age, is in a position where they would not be able to complete their apprenticeship, they can do so, and to support employers to continue to take on apprentices. That includes the up to £2,000 that employers can benefit from by taking on apprentices.
I was delighted to hear last week that the Scottish Tories now support the Scottish National party’s policy on free university tuition. I am sure the Secretary of State will welcome that U-turn, but can he confirm that the United Kingdom Internal Market Bill will not undermine the ability of the Scottish Government to set university fees in Scotland, or to continue providing free university tuition?
I will work closely with the OfS to ensure that it is working with universities and that universities are delivering what students expect and require for their studies. We will always work closely with all government organisations to deliver the very best for students and ensure that universities deliver on students’ behalf.

I know that both the University of Glasgow and Glasgow Caledonian, which neighbour her constituency, have been doing an awful lot of work in welcoming students from all four parts of the United Kingdom. That demonstrates how important the United Kingdom is for all universities to succeed, in terms of collaboration.
I thank the hon. Lady for putting forward policy suggestions for future Conservative party manifestos. We want to ensure that universities are properly funded, so that they are able to have world-class facilities that can beat other universities anywhere in the world. Universities in Scotland also benefit from the UK finance system, as do Scottish students. In terms of test and trace, we continue to work—

Mr Speaker, I think you will agree with me that my hon. Friend deserves a first-class degree for that question. He is absolutely right to say that university students will face a different set of circumstances, but going to university opens up so many doors and opportunities, in terms of not just study and what they will learn but the opportunities and friendships they will forge over their period of study.

I strongly welcome today’s remarkable announcement on skills, which we should all celebrate, and I thank my right hon. Friend, and the Universities Minister, for the work that they are doing on universities. There are 3,000 students, roughly, in lockdown at the moment. All I ask of my right hon. Friend is that if that number grows dramatically—to 10,000, 15,000, or 20,000—he review the current policy, which he set out today.
May I also ask my right hon. Friend specifically about a long-term issue that has been exposed by the coronavirus? Of state school pupils, 45% go on to higher education; of pupils on free school meals, it is 26%; and of white working-class boys on free school meals, it is just 13%. What are my right hon Friend, and the Universities Minister, doing to reverse that and to ensure that more white working-class boys and girls go to university?

Commons ChamberPrivate candidates who were entered for the summer series or where the school intended to enter them for the summer are eligible to enter the autumn series. The candidate’s age is actually not relevant. We expect the school or college that enters students for the summer series to enter them for the autumn.
Thank you, Mr Speaker. Many thousands of private candidates, including mature students and those undertaking resits, have been left without a grade under this year’s exam arrangements and unable to progress to the next stage of their education or employment. Will the Minister ensure that UCAS predicted grades are confirmed for all external candidates, provide them—just to confirm—with the option to sit autumn exams free of charge, ensure that the highest grade of the UCAS result and autumn resit will be awarded, and urge universities to honour their offers for a September 2021 start date? Will he allow those external candidates who have received a centre-assessed grade to appeal their results?
I am happy to join my hon. Friend in congratulating Bungay High School on its new specialist facility, and I pay tribute to him for his passion and his support for a GCSE in British Sign Language. I do remember meeting Daniel Jillings and his mother who made a compelling case. As this is a brand new subject at GCSE, we have been taking care to consult experts very closely on the detail of the subject content. The covid pandemic has affected the timeline for developing the GCSE, but my hon. Friend will be pleased to know that that work has now been resumed.

Commons ChamberThank you very much, Mr Speaker. I thank the Secretary of State for his statement and for an advance copy of it. I also thank him for his call last night. I very much look forward to working with him.
Mr Speaker, every child must be safely back in school in September. By then, many children will have experienced nearly six months’ gap in their education. Some have been able to maintain their learning during that period, but there has been a huge gap in learning for others, especially the most disadvantaged. A senior official in the Secretary of State’s own Department has warned that the attainment gap could widen by as much as 75% as a result of the crisis. Today’s announcement finally recognises the desperate pleas of heads, staff and governors for information and certainty about plans for the next academic year. For too long, the Government have been asleep at the wheel. The announcement today comes just three weeks before the end of term, and an immense amount needs to be done to prepare.
Staff have been working flat out since February half term and I, too, want to thank teachers, school leaders and everyone who works in our education settings for their exceptional efforts during these unprecedented times. Over the summer they will need a break, and as they prepare plans for return, they will also need the active support of the Department. It cannot be left to heads to struggle through on their own. So I have a number of questions for the right hon. Gentleman. What consultation has been undertaken in preparing this guidance with heads, teachers and school staff, governors and unions, who have made many sensible and practical suggestions for students’ return? The Government need to learn from their previous mistakes. That is why Labour suggested a taskforce of school leaders, which would have meant we could bring children back to school sooner.
Can the Secretary of State guarantee that every school will have full access to testing and tracing, and all the personal protective equipment and other resources that they need to open safely? The Government’s track record has not been impressive so far, and we cannot allow any further failure to supply the safety essentials to prevent children’s return. I support the Secretary of State in reintroducing compulsory attendance, but fining poor parents will not serve the best interests of their children. Parents need reassurance that their children will be safe, especially in communities, including ethnic minority communities, where the prevalence of covid is higher. Many children will have found the past few months unsettling, even traumatic. What is needed is a trauma-informed approach to school and to families.
Staggered starts may present difficult challenges for parents. Can the Secretary of State say more about wraparound care for families and about transport arrangements for children to travel to school? Can he confirm that all children are expected to be safe in school in September? Will there be a delay in incoming reception children starting school?
In relation to early years, what financial support will be available for parents or childcare providers to protect their viability if children cannot attend, or if settings are forced to close?
I welcome the recognition of the needs of children with special educational needs and disabilities, and the assurances on education, health and care plans. Will the Secretary of State guarantee to the House that the needs of those children will be met in full?
Does the Secretary of State agree that a broad curriculum, including arts and humanities, supports children’s attainment in the core subjects, too? What discussions have taken place with further education providers about how they will provide the “full education” envisaged?
Will the Secretary of State say a little more about plans for students who are due to sit exams? What about home-schooled children whom schools refuse to assess? A huge divide is opening up between children who have had a good study experience at home and those who have lacked the resources to learn. Ofqual must address that in its recommendations for arrangements for exams next year.
The announcement of the £1 billion of catch-up funding is welcome, but can the Secretary of State confirm that it is all new money and will not be funded by cuts elsewhere? What guarantee can he give of the availability of sufficient high-quality tutoring capacity with tutors expert in the subjects they will teach? Does he share my concern that requiring schools to contribute 25% of the cost of the national tutoring programme advantages the better-off schools? Why have post-16 students been excluded from catch-up funding support?
On Tuesday, it was reported that the 230,000 laptops that had been promised for children who lacked full digital access had not been delivered in full, as promised, by the end of June; when will they arrive?
Finally, the six-week-long summer holiday always widens the attainment gap, and this year that will be exacerbated by the time already spent out of school. What activities and support are being put in place for the summer break? The funding for pupils on free school meals is welcome, but what about children who become eligible for free school meals during the summer holiday? Will the Secretary of State guarantee that no eligible child will miss out?

Commons ChamberMay I associate myself with the condolences expressed by the Secretary of State to the family, friends and pupils of James Furlong? No one who heard the “Today” programme interview this morning with one of his former pupils could fail to be moved. I also express my condolences to the family of Fred Jarvis, the celebrated educationalist and trade unionist, who is sorely missed.
The Secretary of State says that the Government will do whatever they can, which seems some way short of whatever it takes. The Government’s latest Social Mobility Commission report reads like a litany of failures, with references to a lack of “coherent” strategy; “mounting evidence” that welfare changes over the past 10 years have put many more children into poverty; children in disadvantaged areas already facing “limited life prospects” by the age of five; the attainment gap at 16 widening; and further education “underfunded and undervalued”. I do not know whether it was incompetence or a row between the Department for Education and the Treasury, but last Thursday we saw a DFE press release at half-past 6 announcing support, including for early years and post-16 education, and by half-past 8 we saw a support package only for schools. Is it not time for the Secretary of State to get a grip and take the action that we really need?
Order. We were very good at the beginning. This is important, but lots of Members want to speak, and it is not fair to take all the time. When I stand up, it means that I want to bring in the Secretary of State.
I would very much like to associate myself with the hon. Member’s comments about the sad passing of Fred Jarvis, and I am sure all Government Members would wish to do the same.
This is the party and the Government that are absolutely committed to closing the gap between those who are most advantaged and those who are most disadvantaged. That is why we are not just talking about it, like the Labour party did—we are driving up standards in education and schools. That is why we are spending an extra £1 billion to raise standards and help those youngsters who have been impacted by this.
I was getting rather optimistic that the hon. Lady would say that she believed it was safe for children for go back to school, but she missed out on the opportunity. The difference between our scheme and the hon. Lady’s is that ours will deliver results and make a difference. Our scheme is for £1 billion extra to go to schools and for £350 million to be targeted at children from the most disadvantaged backgrounds. It will close the gap in terms of attainment much more effectively than any of the Labour party’s proposals. It would be nice if the hon. Lady welcomed such proposals.
Can I just say that it is the Opposition who ask the questions, not the other way round?
Thank you, Mr Speaker. The Secretary of State did not listen to my question—indeed, he does not listen very often at all.
Geoff Barton from the Association of School and College Leaders said:
“It remains frustrating that we haven’t had the opportunity to discuss any of this with the government ahead of this announcement and that we once again find ourselves having to guess the detail.”
There were no details on resource for early years, 16 to 19, summer provision or emotional and mental health support; there were no plans to source additional school space, to streamline GCSEs and A-levels or to roll out blended learning; and there was no promise to extend free laptops to all children who do not have them, rather than just the groups who have been identified by the Government.
All of this uncertainty could have been avoided if the Secretary of State had chosen to listen to the sector. Will he confirm that he will now formally convene a taskforce of trade unions, education and childcare leaders and staff, local authorities, parents’ organisations and health experts to address these issues urgently?
Order. It would be easier if we could try to make questions shorter. There are other shadow Ministers to come and we have lots of other Members; I do not want them to miss out, because they blame me.
May I confirm, Mr Speaker, that I would never blame you?
The hon. Lady asked a number of questions. The reality is that Government Members are committed to getting every child back into school. We understand that that is where they are going to benefit. If it was up to the Labour party, we would not see any children going back into the classroom, but what have we already got? We have got nursery back, reception back, year 1 back, year 6 back, and years 10 and 12 as well. We have given schools extra flexibility to get more children in and we have made it clear that next week we will outline plans for the full return of every single child in every year group. We will always listen to the whole sector, whether it is trade unions, those running the schools, or parents and children themselves—
I strongly welcome the Government’s catch-up announcement, which will make a huge difference to the left-behind children. Will my right hon. Friend confirm that out of that £1 billion, money can be used to set up summer schools or camps? Will the Department for Education work with Essex County Council, which is considering setting up summer camps across the county?
We are working towards bringing all children and young people back to school in September. The Government’s ambition is that all organisations running holiday clubs and activities for children over the summer holiday will be able to open if, of course, the science allows. The time anticipated for holiday clubs to open is no earlier than 4 July as part of step three of the Government’s recovery strategy.
As the Minister has pointed out, as of 12 days ago, 92% of school settings were open, but only about 9% of children were actually attending. Many parents remain understandably reticent. We all want children to return to full-time education. May I ask the Secretary of State what considerations have influenced the Government’s thinking regarding the full reopening of schools, specifically in relation to the potential for child-to-child and child-to-adult transmission of the virus? Most school staff are not as concerned for themselves as they are for the potential implications that could be of particular seriousness for families of black, Asian and minority ethnic children, children living in extended families, or children living in overcrowded conditions or even in poverty. What considerations have been given to that in order to put parents’ minds at rest?
I have seen the hon. Member’s letter. On this anniversary of Windrush, as much on as any day, we need to understand the strong feelings on this issue. People do suffer racial prejudice, and we need to eliminate discrimination and bigotry wherever it occurs in our society. So far as the curriculum is concerned, we give schools the autonomy to decide what and how history is taught, provided it covers a wide range of periods of British and world history, but that very autonomy means that schools can and do teach about black and Asian cultures and history. The citizenship curriculum and the new relationships curriculum teach the importance of respect for other cultures and respect for difference.
By the nature of the crisis, sadly, guidance, which we always want to get out at the greatest of speed, has always faced quite considerable time pressures, but I can assure my hon. Friend that we very much take his words to heart. As we issue guidance for schools about the full return of all pupils in September, we will ensure that this goes out in plenty of time before schools rise for the summer.

(Urgent Question): To ask the Secretary of State for Education if he will make a statement on his Department’s plans to reopen schools as part of the Government’s covid-19 recovery strategy.
I call the Secretary of State, who should speak for no more than three minutes.
Mr Speaker, I am grateful to you for granting this urgent question. We had requested to make a statement this week, but Members will understand that there are restrictions on the number of statements, so I am grateful to the hon. Member for Oxford West and Abingdon (Layla Moran) for the opportunity to answer questions today.
It is over seven weeks since we asked schools, colleges and childcare settings to close to all but vulnerable children and those of critical workers. This has been a huge ask of teachers and parents, but the greatest impact of all has fallen on children themselves. I am immensely grateful for the response of all those working in education, childcare and children’s social care, but we all know that the best place for children to be educated and to learn is in school, and it has always been my intention to get more of them back there as soon as the scientific advice allowed.
As the Prime Minister has confirmed, we are now past the peak of the virus, and he has set out a roadmap for the next phases of our recovery. If progress continues to be made, we expect that, from 1 June at the earliest, we will be able to begin a phased return to school, college and childcare for children in key transition years, alongside our priority groups. Primary schools will be asked to welcome back reception, year 1 and year 6 children in smaller class sizes. Nurseries and other early years providers, including childminders, will be able to begin welcoming back children of all ages. Secondary schools and colleges will be asked to provide face-to-face support for years 10 and 12, who are due to take key exams in the next year.
On Monday, my Department published initial guidance for settings on how to begin to prepare, and we will work with the sector leaders to develop this further in the coming weeks. This guidance sets out protective measures to minimise the risk of infection, including restricting class sizes and limiting mixing between groups. Crucially, all children and staff will have access to testing if they develop symptoms of coronavirus. This will enable a track-and-trace approach to be taken to any confirmed cases.
We continue to follow the best medical and scientific advice, and we believe that this phased return is the most sensible course of action to take. I know that it will be challenging, but I know that nursery school and college staff will do everything in their power to start welcoming our children back to continue their education.
My right hon. Friend is absolutely right to say that we need to do everything we can to help children who will not have the benefit of returning to school before the summer holidays, and to support them to give them that extra boost to ensure that they are learning all the things that they want to learn. He is right to highlight the many thousands of volunteers who want to reach out to help our children to have the knowledge they will need to succeed in the future. We are looking closely at such schemes, and working with schools and with the sector to see how we can make them available. I very much value my right hon. Friend’s advice, insight and thoughts on this, and we are looking at how we can mobilise the schemes.

We all desperately want schools to reopen for the sake of children’s education and wellbeing, but the Secretary of State must appreciate that the guidance provided so far does not yet give the clear assurances over safety that are needed. Anxious shielding families, worried grandparents, teaching staff in fear—sadly, this sums up the theme of the past 48 hours. I hope that, to allay these concerns, he can address the following issues today.
Will the Secretary of State consider changing the focus of the plan so that, instead of asking schools to scramble to implement an unrealistic plan by a specific date, we ask them to plan to meet certain conditions that, when met, would signal that it was safe to open—a subtle but important distinction? Does he acknowledge that, due to the availability of staff and space, splitting classes while simultaneously providing remote learning is incredibly difficult, and will he work with schools to develop a realistic plan for social distancing? Has he modelled the impact of reopening schools on the infection rates, and will he publish that? Will he acknowledge that for younger year groups, social distancing will be virtually impossible and that the current guidance, sadly, gives the impression that those pupils and staff should just accept being exposed? With this in mind, will he rethink the position on PPE?
Finally, most schools break up for summer in mid-July; if the ambition is to get pupils back for a month, that means the whole school would need to be back less than two weeks after the priority years, so how does the Secretary of State expect schools to implement social distancing for the whole school when many heads say this is just impossible? If they do not, then what is the point of schools planning strict health and safety measures for two weeks only to abandon them? The Secretary of State repeatedly states that schools will open only when it is safe, and he referred to the scientific advice, which requires a return in a controlled manner; I do not see much of a controlled manner at the moment, so please will the Secretary of State work with the sector to get this right?
My hon. Friend is absolutely right on the importance of supporting youngsters and children who are going to be facing GCSEs next year, as well as A-levels, BTECs and other qualifications in years 10 and 12. We are working with the sector, because we want all children in those year groups to have the opportunity to go into school and to speak with their teachers. We want their teachers to be able to make an assessment of the learning and support they will need over the following weeks as we approach the summer holidays, and to set the work at the right level so that children can benefit from learning through the six weeks of the summer holidays as well as in the weeks approaching the summer holidays. It is important to get those transition years back into schools, even if not for a full timetable, as that will be a first step in the right direction.
Although young children seem to be less susceptible to covid-19, Professor Graham Medley told the Select Committee on Science and Technology:
“It is still not clear what the role of children is in transmission.”
So what new evidence does the Secretary of State have on the ability of children to transmit, and will he publish it? When the Scottish Government recently published detailed proposals for reopening schools, with a mixture of home and school learning, his colleague the First Secretary of State said that that would cause hospitals to be overwhelmed, so why is England considering this reckless full reopening of primary schools?
Finally, if the ambition is to bring all primary year groups back before the summer holidays, with a maximum of 15 pupils per class, where are the extra teachers going to come from? As most schools do not have rooms lying empty, where are the additional classrooms coming from? Will he reassure teachers and school staff that they will not be expected to make or provide their own personal protective equipment?

Commons ChamberI am very grateful to the Deputy First Minister in Scotland for the discussions we have had and the work we have already started undertaking together, recognising that the issues and co-ordinating a response across England, Scotland, Wales and Northern Ireland are incredibly important.
The hon. Gentleman raises the issue of the private nursery sector. We have established a working group with that sector and we have already been addressing key issues in making sure that it has confidence in the finance it is expecting to receive from Government—this will continue.
On free school meals, the hon. Gentleman raises the issue of direct payments from the Department for Work and Pensions. That is one of the things we are actively considering. We can do this either through that method or other methods that can be used to do it, but we would do it in consultation with the Scottish Government. On the issue of universities, we have a completely integrated system, where so many students from all four nations of the UK do not pause for a moment when they are thinking about where they may wish to go to university. We have had discussions with Universities UK about how best to deal with this. Part of the answers he and many others will be seeking we will not be able to give until we have a greater and clearer idea as to how this virus is going to pan out and how the actions we are taking are going to curtail it. But we are already in extensive discussions and looking at various ways of making sure that every child has the best opportunity of going on to the university of their choice.
May I just advise the House that I expect to run this statement until about 6.45 pm?
Several heads have contacted me to say that they wanted their schools to remain open at all costs, so this will be a great upheaval for them, but I respect that schools are being kept open for certain people. What is crucial is where the definition of “key workers” comes in, so may I stress that giving some discretion to heads is essential, as is whether school premises can remain open for outside groups that use their facilities? Inevitably, informal childcare groups and arrangements will spring up and there are safeguarding considerations in that regard. So will the Department make sure guidance is given so that workers who continue to go to work and are able to have childcare arrangements are doing it in the safest way for them and for their children?
This is why we have made clear the continued funding that we would be paying to nurseries, but also why the Chancellor has touched on the issue of a business rate relief, which is obviously an important component in the cost base of many of these nurseries.
As a representative of a borough that has suffered cuts of 64% under this Government, can I ask what additional assistance will be available to Ealing to absorb some of the consequences of this decision? Our libraries, for example, are volunteer-run on reduced hours, when they should be at more than full tilt—or will they be next to close? As the mum of a year 11 pupil, can I also ask whether his exams will now be indefinitely postponed? For all his cohort, can I ask whether their sixth-form admissions, which are not automatic nowadays, will now be based not on actual grades but on predicted grades, in a Mystic Meg kind of way?
On a point of order, Mr Speaker. I seek your advice on an urgent and important matter. On Monday, the Government advised the public to avoid large gatherings and gatherings in smaller public spaces, such as pubs, cinemas, restaurants, theatres, bars and clubs, rather than closing venues directly. The Creative Industries Federation has said that this is a “crippling blow” to the UK’s creative sector, and there was understandable anxiety that it would mean mass bankruptcies and long-term closures of venues. However, the Chancellor reassured us yesterday that insurance companies would help, saying that
“for those businesses that…have a policy that covers pandemics, the Government’s action is sufficient and will allow them to make an insurance claim against their policy”—[Official Report, 17 March 2020; Vol. 637, c. 932.]
He even went so far as to say that the Government had spoken to the insurance sector looking for support, yet many organisations have made representations to me today to say that insurance companies will not permit losses due to the covid-19 pandemic and that no theatre, restaurant, or small or medium-sized enterprise would ever be able to afford that sort of cover—cover usually associated with Apple and big companies like that. Therefore, what advice can you offer me on how Members might seek clarification from Ministers on this crucial issue, which is adding to the anxiety for businesses in the creative industries and more widely?
I thank the hon. Lady for giving me notice of her question. She is well aware that it is not a point of order for the Chair, but those on the Treasury Bench will have heard her comments and I would expect some response. Perhaps if we can also work through the Table Office, via email at the moment, or by picking up the phone to speak to someone, that may also help to resolve the situation.

Thank you, Mr Speaker. We are excited about all the opportunities that are developing around the country. The NHS people plan, which has considered options for growing the medical workforce, will be published later this year.
As I have just said, there has been an increase of £780 million in additional high-needs funding next year, which is a 12% increase. Performance does vary, but we know that only because of the joint Oftsted-CQC inspections that this Government introduced. The reports do not give a pass-fail judgment, and many of them show strength. Furthermore, when they have been re-inspected following the work of the Government, six of the 17 councils have made sufficient progress in every area.
Order. The Opposition are getting upset because Government Front Benchers are taking too long. They should speed up in future.
In the UK, we have an ample supply of creative and talented people working for our video and online gaming companies. Those companies have mastered the art of creating addictive games such as “Grand Theft Auto”, where young people are driven to the next level. Would it not be great if, in education, our children were refusing to leave their games consoles because they were driven to the next grade for their GCSEs? What is the Department doing to incentivise the industry to create addictive educational games that will help our children improve their scores?

Commons ChamberIn 2010, like thousands of other young people, I argued against the tripling of tuition fees, but the Government ignored us, and I currently have around £50,000 of student debt. I have here my latest student loan statement, which says that the interest added in the past year alone was £2,022.65. Can the Secretary of State look me in the eye and tell me that it is fair that working-class kids who want an education are being forced to take on colossal debt while his Government is led by a man who went from the playing fields of Eton to a free education at Oxford—
Students pay nothing back until they start earning £25,725 a year, and that will rise to £26,575 from April 2020. It is important to understand that the number of people from disadvantaged backgrounds going to university has risen by 62% since 2009, and the Government are committed to looking at interest rates in future as part of the Conservative manifesto’s proposals.

Commons ChamberThe hon. Gentleman is absolutely right that there is a cycle of deprivation, which I will come on to discuss, but, as I said to the hon. Member for Oxford West and Abingdon (Layla Moran), although Sure Start centres are a vital part—having that safe place—in the work that I shall come on to talk about, this is about much more than that. That is just one of many services.
Order. Let me just help a little. The opening speech on a Back-Bench debate is meant to be 15 minutes and we are now at 20 minutes. I am worried about that. Although of course it is a very important debate and I will allow some time, Members should bear in mind that we have time limits that we try to work to. But it is too important an issue to curtail at this stage.
I am grateful for your guidance, Mr Deputy Speaker.
Those who go on to become abusers in 20 years’ time will all too often be vulnerable babies who are themselves being abused today. The question that really matters is how we even start to tackle this issue.
Having had my own brief experience of post-natal depression, I can certainly attest to how difficult it can be to cope as a new parent. Colleagues might have heard me speak before about my own memory of sitting in my kitchen with a crying baby, in the middle of winter, with snow on the ground outside, looked at through dirty windows, feeling totally unable to call a window cleaner or even just to make a cup of tea. That feeling of helplessness and hopelessness is a vivid memory—and it is now 23 years on.
This is not my sob story, though: I was lucky enough to have a great husband, a strong network of support and a job to go back to, which snapped me out of it, but, thinking back, it could have been so much worse. Many parents who are struggling to cope are dealing with that reality each and every day. I really do understand how debilitating depression is and how unexpected and horrible the feelings are.
It was when my mum, herself a trained midwife and therapist, asked me to go along and help with a charity she was working with—the Oxford Parent Infant Project —that I realised just how vital secure attachment in those first years really is. After 10 years as chairman and a trustee of OXPIP, I went on to set up NorPIP, the Northamptonshire Parent Infant Partnership, into which my hon. Friend the Member for Banbury (Victoria Prentis) was dragged—although not kicking and screaming; she was delighted. I then set up PIPUK, the fabulous national charity that is setting up PIPs throughout the country to provide specialised parent-infant relationship support, including parent-infant psychotherapy, to families and their babies. PIPUK’s aim is not only to address the immediate problems in the relationship between the baby and their parent, but to support a more positive and secure attachment for the long term.
I brought my passion for early years with me to Westminster when I was elected in 2010. I have since met so many brilliant people in the world of infant and maternal mental health, some of whom are present in the Chamber today, and many more of whom are following proceedings on TV. So many people have generously given their time and expertise. In 2011, with support from colleagues from every political party currently represented in Parliament, I launched “The 1001 Critical Days” manifesto, which called for a rethink of how we approach early years intervention at a policy level.
I particularly recognise the early commitment of the right hon. Members for North Norfolk and for Birkenhead (Frank Field), and of the hon. Member for Brighton, Pavilion (Caroline Lucas), in getting the work off the ground. I pay special tribute to the hon. Member for Manchester Central (Lucy Powell) for her dedication to the “The 1001 Critical Days” campaign. She and I promised each other years ago that we would remain committed to achieving real and long-lasting positive change. I am delighted that she is present. We can definitely achieve much through cross-party collaboration for the greater good, and this work is the perfect example of it.
“The 1001 Critical Days” campaign has received the support of more than 100 different organisations, including the National Society for the Prevention of Cruelty to Children, Barnardo’s, Best Beginnings, the Royal College of Midwives, the Royal College of General Practitioners and the Royal College of Obstetricians and Gynaecologists. There are just too many esteemed charities, royal colleges and foundations for me to list here. I also had the pleasure of working closely with Dame Tessa Jowell on her interest in bringing early years support into the UNICEF millennium development goals.
With cross-party colleagues, we set up the all-party group for conception to age two. I wish to mention the hon. Member for Washington and Sunderland West (Mrs Hodgson), with whom I very much enjoyed working on the all-party parliamentary Sure Start group.
The right hon. Lady has made an excellent speech and I commend her on the great work that she has done. However, she must also recognise that all the suggestions and ideas that have been put forward to deal with this situation require proper funding and new funding: new moneys for local authorities and for different groups to be able to carry out the suggestions. Is that money being promised?
Before the right hon. Lady responds, let me just say that I am not impatient—far from it. We have time on our hands. Unfortunately, I do not make the conventions of the House. As a former Leader of the House, the right hon. Lady will be well aware that the opening speech should last 15 minutes and that the Minister will have 10 minutes. I did not make the rules. I am just trying to ensure that hon. Members have enough time to discuss a very important subject that matters to us all.
I am grateful for your advice, Mr Deputy Speaker, and I absolutely do understand your point. I know that you are very sympathetic, and I will hurry up.
The second key recommendation I want to mention is that Departments should work together to develop a spending review proposal for a fund that would support local authorities in rolling out best practice and innovation in the delivery of the 1,001 critical days services. Thirdly, Departments should work together to ensure that the successor to the troubled families programme has a specific focus on the 1,001 critical days.
The IMG set out many other recommendations, including investing in maternal and paternal perinatal mental health and ensuring that support is available to address issues in parent-infant relationships. We recommended that the NHS expands access to evidence-based parent-infant psychotherapeutic services within specialist service provision. We also felt that a website should be created to support parents to make informed choices and decisions at key points in their parental journey, including the information that people need about parental leave, childcare support, family-friendly policies and the 1,001 critical days.
Given that breastfeeding boosts a baby’s ability to fight illness and infection and supports emotional bonding in the early months of life, and given that the UK has one of the lowest rates of breastfeeding in Europe, we also recommended that further action must be taken to continue to focus on reforms that enable and support breastfeeding in England, including the recommendations of the “Becoming Breastfeeding Friendly” review. The IMG made many other recommendations, and I do hope that the Government pick these as soon as possible. One recommendation that I personally made very strongly is that there should be a specific ministerial responsibility for the 1,001 critical days.
As Members may know, I raised the work of the IMG with the Prime Minister during PMQs earlier this month, and I have tabled several written parliamentary questions to ask what progress has been made on addressing the IMG’s recommendations. I truly believe that we are on the threshold of something very exciting for our country—a real opportunity to deliver long-lasting and positive change in our early years family support policy that would make a huge difference to individuals and society as a whole. I call on the Minister to commit that the Government will report back before the House returns from summer recess, and I ask him to make a statement about that response on the Floor of the House as soon as possible after we return, so that we may debate it further.
