The Government absolutely agree about the historic relationship between the UK and Hong Kong and the current incredibly strong and important relationship. In opposition, my party rightly supported the measures for British nationals overseas. We have been crystal clear in our view on yesterday’s sentencing. I repeat that it was a clear demonstration of the Hong Kong authority’s use of the NSL to criminalise political dissent.
Respectfully, I have to say to the right hon. Lady that when she seeks to lecture the new Government on our approach to China she should be aware of what we saw over the past 14 years: a wild oscillation in policy towards China that went from the golden era period right through, finally, to a complete lack of engagement that was out of step with our partners, including the US, France and Germany, which were having those conversations. The new Government have been determined to have those conversations.
The right hon. Lady referred to the Prime Minister’s meeting, where he made very clear his concerns about human rights issues. He did raise Jimmy Lai’s case. That is very clear from the footage of that meeting. If she has not seen it, I respectfully encourage her to look at it. We will continue to raise human rights issues as part of our consistent approach to China.
The verdicts and sentences of the 45 are, like the 2020 national security law itself and the treatment of Jimmy Lai, clear violations of the Sino-British joint declaration on Hong Kong. Following the meeting between President Xi and the Prime Minister, will my right hon. Friend please share with the House what steps the Government plan to take to ensure that the joint declaration is adhered to?
I am grateful to my right hon. Friend for the work that she is undertaking on this matter through her leadership of the Select Committee.
The UK Government have been very clear about these issues. The right hon. Lady rightly mentioned the case of the British national Jimmy Lai, whose trial will resume tomorrow and whose case is a priority for the UK Government. The Foreign Secretary raised it during his first meeting with China’s Foreign Minister, Wang Yi, at the summit of the Association of Southeast Asian Nations on 26 July, and, as I have said, the Prime Minister also raised it during his engagement a few days ago. We will continue to call on the Hong Kong authorities to end their politically motivated prosecution and release Jimmy Lai immediately, and we will continue to press for consular access and, indeed, exert pressure in relation to the other human rights issues that are of such concern to everyone in the House.
We are deeply concerned by the sentencing of the NSL45. Beijing’s assault on fundamental liberties in Hong Kong—liberties that it is obliged to preserve under the joint declaration—continues. We have a moral duty to stand with Hongkongers, not least Jimmy Lai. I met his son Sebastian last week. His father has been held for in solitary confinement for more than four years, despite a serious health condition. Does the Minister understand that meeting Chinese Ministers, as the Foreign Secretary and the Prime Minister have in the last month, without setting out any consequences gives China the green light to continue? We saw under the Conservatives that this passive approach yielded no results, so does the Minister agree that there should be no further ministerial meetings until these human rights abuses are addressed, and specifically, does she agree that there should be no visit by the Chancellor to Beijing until Jimmy Lai is released?

Commons ChamberI can say to the right hon. Lady that we will absolutely do more. We are doing more in four months than the Conservatives did in 14 years. They had 14 years, yet she has the temerity to stand there and carp about the changes that we are bringing in for some of the most vulnerable children in our country. Markets were left to fail, costs were left to soar and, worst of all, children were failed. We will ensure that there are high quality placements for our children who need that provision. That is why we set out £90 million to expand capacity and provision for children who need it.
We have to break this cycle of crisis intervention that is leading to spiralling costs and poor outcomes and bankrupting local councils. That is why we will have much more of a focus on kinship care, foster care and early intervention to support families. I know that where families are supported at the earliest possible moment, we can often prevent problems from escalating, and the right hon. Lady will know that, too. I am determined that we build a system that gives all our children the best possible start in life, and that is why I can confirm that we will give Ofsted the powers that it needs to tackle unregistered and illegal provision and to ensure that it is looking at patterns across providers. We will introduce legislation on everything we have set out today as soon as parliamentary time allows, but I can say to her that this is urgent and we will act as swiftly as we can.
On the right hon. Lady’s question about the Children’s Commissioner, I welcome the work of the commissioner in this important area. As on many other issues, she has cast a light on an important area of policy where we have not acted swiftly and her party failed to act. I would gently point out to her that the Children’s Commissioner carried out that work on behalf of the Department for Education. The Conservatives had 14 years to tackle these issues. I note that the right hon. Lady welcomed some of the measures that we have set out today, but when we set out legislation before this House to tackle the shameful failure that we have inherited, I hope that Conservative Members will back us and, more importantly, back the vulnerable children in our country.
I welcome the action that the Government have announced today to improve children’s social care. The Secretary of State will know that families from the poorest neighbourhoods are 14 times more likely to be referred to children’s social care than those from the richest areas, and that there is a growing body of evidence linking child poverty to the rise in children entering the care system. How will she ensure that the upcoming child poverty strategy delivers more stability and safety for children and ensures that fewer families enter the kind of crises that result in their children being removed from their care?
My hon. Friend has long championed this cause and brings considerable expertise to the role that she now undertakes as Chair of the Select Committee. I look forward to discussing these issues with her and her Committee in due course. She is right to identify that child poverty is a significant issue in this area. That is why we got the work of the child poverty taskforce under way in August; we know that that work is crucial. What she has set out today is something that I have heard from parents the length and breadth of the country as part of the work that we are undertaking. It is important that, alongside tackling child poverty, we ensure that all families have early support and early intervention to ensure that they can thrive, and that, as she says, problems do not escalate in the way that they currently do.
The review of children’s social care carried out by the hon. Member for Whitehaven and Workington (Josh MacAlister) in 2022 found that, without reform, there could be almost 100,000 children in care by 2032, costing an extra £5 billion a year, so it is essential that we recognise the scale and urgency of this crisis and move quickly, unlike the previous Conservative Government. Today’s announcements are therefore a welcome step forward.
Tackling profiteering will help not only to address the financial crisis facing councils, but to deliver better outcomes for our most vulnerable children and young people. These are children for whom we in this place all bear a huge responsibility, and it is simply unacceptable that they have become a cash cow for private equity companies raking in profits of 28% or more, so could the Secretary of State spell out when we will see these reforms implemented, and when she anticipates the backstop taking effect?
Cracking down on profiteering is only one side of the bargain. To put provision on a stable and sustainable footing, we must also ensure that councils can provide these services themselves, where necessary, so will the Government work to support local authorities in running children’s homes, where they want to do so and where there is need? Many of these private equity firms are also profiteering from special schools, and we are starting to see them in the early years sector, too. Is the Secretary of State looking at those areas, and will she apply some of today’s announcements to them?
A new focus on family care is very welcome, as early support for families can keep children out of care who do not need to be there. Kinship carers are unsung heroes who often step up at a moment’s notice to look after family members. Will the Secretary of State please commit to moving beyond the very limited pilots that have been proposed, to a universal allowance for kinship carers, on a par with that received by foster carers? Will she also take the opportunity offered by the Employment Rights Bill, which is currently before the House, to legislate for paid employment leave for kinship carers? All the evidence points to that leading to better outcomes—and it would achieve cost savings immediately, not just in the long term.
I pay tribute to my hon. Friend, who has consistently shared his personal experience, and who has demonstrated to so many young people what can be achieved, even when there are barriers to overcome. He knows as well as I do that far too many care-experienced young people in our country lack the support and backing that they deserve, and we are determined to change that. He is also right to point to the excellent work of my hon. Friend the Member for Whitehaven and Workington (Josh MacAlister). I am delighted to have been able to set out many developments arising from that crucial work. There is so much more that we need to do together to put the rights and needs of vulnerable children at the heart of our policymaking.

I regret the Secretary of State’s tone in response to the shadow Secretary of State, and I hope that, over time, she learns not to adopt that tone on issues such as this. The shadow Secretary of State noted that there is a capacity crisis, and the Secretary of State has said that we need greater early intervention now. Is the Secretary of State confident that she has the resources to support local authorities and others in tackling this twin challenge? Both parts need to be tackled at the same time, which is a truly serious undertaking.

The Secretary of State is here to make a statement, so hon. Members will have the opportunity to question her. If the premature media reporting is due to an unauthorised leak, that is a great discourtesy to this House. I hope the Secretary of State will be able to identify the guilty party, take appropriate actions and brief me accordingly. I hope the Secretary of State will announce a leak inquiry, we will get all the details of how this information could have got out and the House will be informed as that goes forward.
Mr Speaker, may I begin by expressing my deep regret that the content of the statement that I am about to make appeared in the media earlier this afternoon? It had always been my intention to come before this House to make the statement first, given its significance and importance. I appreciate that you, Members across the House, and our conventions, rightly demand and expect that. I hope that you can accept my deep frustration and regret at what has taken place. I will take whatever steps I can to keep you updated on the matter, because I do respect the conventions of and my responsibilities to this House.
Can we take it that there will be a full inquiry into how this has happened—that everybody will be brought in and questioned, and you will then update us on that full inquiry? That is what I really want.
I can give you that undertaking, Mr Speaker, and I will speak to officials about the matter, as you request.

I am grateful to the right hon. Member for bringing this urgent question before the House and ensuring that we discuss the appalling situation that we currently see in Sudan. Since conflict erupted between the Sudanese armed forces and the Rapid Support Forces in April last year, Sudan has witnessed one of the world’s most severe humanitarian crises. Humanitarian access continues to be deliberately blocked, and atrocities are being committed on a horrific scale.
The UK is at the forefront of responding to this crisis. Yesterday at the UN Security Council, the UK condemned the horrific escalation in violence in Al Jazirah state over recent days, with the Rapid Support Forces reportedly shooting indiscriminately at civilians and committing heinous acts of sexual violence. In September, as world leaders gathered for the UN General Assembly, the UK convened an event with partners to draw international attention to conflict-related sexual violence in Sudan. That followed my visit to South Sudan, where I spoke with some of those who have been impacted by this horrific violence. On 12 October, Her Royal Highness the Duchess of Edinburgh also visited the Chad-Sudan border to witness the impacts of the conflict in Sudan on women and girls and shine a light on the deteriorating situation.
On 9 October, as co-leader of the UN Human Rights Council’s core group on Sudan, the UK led efforts to extend the mandate of the independent fact-finding mission on Sudan. That mission is vital for documenting human rights abuses. Most recently, on 18 October, the UK led a joint statement with 10 other donors condemning the obstruction of aid and calling on the warring parties to comply with obligations under international humanitarian law. I also want to underline that this year, the UK has provided £113.5 million in aid to support those who are fleeing violence in Sudan and those who have fled to neighbouring Chad, South Sudan and Libya.
The war in Sudan represents the largest humanitarian crisis, hunger crisis and displacement crisis in the world, but it has been almost entirely neglected because of the crises in the middle east and Ukraine. In the 18 months since hostilities erupted, tens of thousands have been killed and more than 10 million people have been displaced. Horrifically, 13 million face death by starvation this winter. We are witnessing a continuation of what the Janjaweed, the murderous militia now restyled as the RSF, started in Darfur 20 years ago. This is a deliberate strategy to destroy a population based on their identity—a crime against humanity. More than 1 million people in El Fasher in north Darfur are at immediate risk.
As a member of the troika and through many other actions, Britain has been active, but as the penholder on Sudan at the United Nations Security Council and with our deep historical connections to Sudan, the UK has a special responsibility to accelerate international efforts to find a solution. Events are not moving far enough or fast enough. Where is the responsibility to protect—a policy endorsed by the whole United Nations—in this dreadful catastrophe? What steps is the Foreign Secretary taking to ensure the international community lives up to its obligation under the responsibility to protect framework?
We have seen how contentious issues on the global stage often spill over into domestic discourse, but the debate on Sudan has been muted: there are no protests in the streets and no mass public social media campaigns, and news coverage has been sporadic. Yesterday, the Government announced that they will be match-funding the Disasters Emergency Committee’s middle east appeal. Can the Minister confirm today that she will do everything she can to support the launch of a DEC appeal on Sudan as soon as possible? The British public are one of the most generous, and I am certain that with greater awareness, many will dig deep to help, both in humanitarian terms and in calling for urgent international action. As Christmas approaches, from the comfort of our homes, we are going to witness the hideous spectre of mass starvation in a world of plenty. “Urgent” is an understatement: we must do more and act now.

I thank my hon. Friend the Member for Middlesbrough and Thornaby East (Andy McDonald) for raising this important question. We are deeply concerned about the continuing violence; we must avoid this conflict spiralling further out of control and into a wider regional war, which is in no one’s interest.
The UK was the first G7 nation to call for an immediate ceasefire between Lebanese Hezbollah and Israel and for the implementation of a political plan that will enable civilians on both sides to return to their homes. The Prime Minister has spoken with international leaders including Prime Minister Netanyahu, King Abdullah of Jordan, President Macron and Chancellor Scholz to press the case for a ceasefire. This builds on extensive discussions by the Foreign Secretary and the Prime Minister at the United Nations with regional leaders.
We were gravely concerned to hear that five UN peacekeepers had been injured by the Israel Defence Forces. We reiterate that attacks on UN peacekeepers and UN members of staff are unacceptable. All parties must take all necessary measures to protect all UN personnel and premises and allow the UN to fulfil its mandate. The UK co-signed a joint statement by 34 United Nations Interim Force in Lebanon-contributing countries condemning recent attacks, calling for such actions to stop immediately and be adequately investigated.
The situation in Lebanon is worsening by the day. Civilian casualties are mounting and more than 25% of the Lebanese population has been displaced. On humanitarian needs in Lebanon, I announced £10 million of support to Lebanon to respond to the widespread lack of shelter and reduced access to water, hygiene and healthcare. This is in addition to the £5 million that we have already provided to UNICEF.
It is clear that a political solution consistent with resolution 1701 is the only way to restore the sovereignty, territorial integrity and stability of Lebanon. This requires an immediate ceasefire between Lebanese Hezbollah and Israel now and immediate negotiations to re-establish security and stability for the people living on either side of the Israeli-Lebanon border.
While the world turns its attention to Lebanon, we must not forget the situation for the people of Gaza: they are in a truly intolerable situation currently and winter will make them increasingly vulnerable including to communicable disease. All of Gaza’s population now faces the risk of famine. Access to basic services, safe drinking water, shelter and healthcare are becoming harder by the day.
We are gravely concerned by the situation in northern Gaza in particular. Very little aid has entered northern Gaza since 1 October. Evacuation orders continue to be issued across northern Gaza but civilians are struggling to move to safety and we are worried that the IDF-designated humanitarian zone is overcrowded and unsafe. Israel must comply with international humanitarian law and allow unfettered aid access. The message from this Government is clear: Israel could and must do more to ensure that aid reaches civilians in Gaza. It is unacceptable to restrict aid.
We have not lost sight of the destabilising role of Iran across the middle east through its support to militias including Hezbollah, Hamas and the Houthis. Iran must halt its attacks on Israel. To that end, we have placed a number of sanctions designations, and I welcome the question.

I thank the Minister. As Israel cuts off northern Gaza from essential supplies, it continues to strike Palestinian civilians while demanding their displacement. The attacks, such as those on the al-Aqsa hospital in central Gaza on Sunday night, show that there is nowhere safe to go. The sight of a patient on an IV drip burning to death in the flames of an airstrike on the tents of refugees will be the abiding image of this genocide. The 400,000 or so civilians left without food or supplies in northern Gaza are increasingly subject to airstrike, artillery and small arms fire from Israeli forces. Some 11,500 children have been killed in Gaza in a year: that is one classroom full of children every day for a single year. In Lebanon, we see Israeli strikes killing civilians, and now we hear that, in addition to invasions of UNIFIL posts—United Nations Interim Force in Lebanon positions—there are reports of attacks on UNIFIL forces of a chemical nature.
On UNIFIL, I acknowledge the Foreign Secretary’s call to Israel and all parties to uphold their obligations, but repeatedly calling on Israel to uphold its obligations has no impact. Unless forced to change, Israel will continue to commit further outrages and breaches of international law in Lebanon and the west bank and continue its starvation and targeting of civilians in Gaza. Even Lord Cameron has today talked about individual sanctions for far-right Israeli Ministers. Will the Foreign Secretary consider those and other measures?
A partial arms embargo has not stopped the attacks on civilians either. Surely that has to be extended. The Government told me in a written answer:
“The US Government manages the sale of F-35 aircraft to Israel and the F-35 Global Supply Chain.”
In the interests of protecting civilians in Gaza, I ask the Government to open discussions with the US to remove Israel from the end-use destinations of the F-35 global supply chain. There are many partners for peace in the region whose efforts are rejected by Israel, but the UK has an important role to play. Given that recognition of Palestine is a prerequisite for peace, and not a by-product of it, is it not now time to join the global majority in doing so?
I am grateful to my hon. Friend for the number of important points that he makes. First, he referred to footage that has been circulating widely. It is one of many instances of very disturbing footage that many of us and many of our constituents will have seen. Of course, the Government look very closely at all those reports, and we are concerned by all reports. We will continue to take very seriously our responsibilities when it comes to conducting international humanitarian law assessments in that case or any other such case.
My hon. Friend also mentioned the UK Government’s position on UNIFIL. The UK Government could not have been clearer on that. We were appalled to hear that UN peacekeepers had been injured by Israeli fire. Alongside international allies and partners, we condemn the attacks on UN peacekeepers. I think that is crystal clear.
My hon. Friend also referred to Palestinian statehood and recognition. The UK is working with partners to support a path to long-term peace and stability with a two-state solution at its heart. That means a safe and secure Israel alongside a viable and sovereign Palestinian state. We want to be clear: Palestinian statehood is the right of the Palestinian people; it is not in the gift of any neighbour, and it is essential to the long-term security of Israel.
Palestinians face a devastating humanitarian crisis. The UK must continue to play a leading role in alleviating that suffering. There are still hostages in Gaza, including the British citizen Emily Damari. Can the Minister update the House on efforts to secure her release and the release of other hostages who are in such awful jeopardy?
The previous Government trebled our Gaza aid commitment and facilitated aid flows by land, sea, and air. Will the Minister confirm that those efforts continue? Can the Minister give us an update on the implementation of the Colonna recommendations on the United Nations Relief and Works Agency?
Turning to Lebanon, British nationals are urged to follow the UK travel advice. Clearly, resolution 1701 has not been implemented. Hezbollah has mobilised south of the Litani river and fired thousands of rockets into northern Israel. What steps are the Government taking with the UN to secure implementation of UN Security Council resolution 1701 and get Hezbollah to pull back?
Just as aid workers are not a target, UN peacekeepers cannot be a target. Does the Minister agree with Israel’s assessment that Hezbollah has built thousands of tunnel shafts next to the chapter 6 UNIFIL peacekeepers? Has that put their mission in such grave danger that the UN must now review its mandate?
This is a grave situation. There is no equivalence between Iran’s terrorist proxies, Hezbollah and Hamas, and the state of Israel. Israel has a right to defend itself against an existential threat. But too many innocent civilians are losing their lives or seeing their lives irreparably changed. The UK must continue to support them with humanitarian aid.
I am grateful to the hon. Lady for the many important points she made. First, she commented on the humanitarian situation in Gaza. Clearly, we currently see a truly desperate and appalling situation for many people in Gaza. More than 90% of the population has now been displaced, and many people have been displaced numerous times, with some even having been forced to move 10 times. As I mentioned in my response to the urgent question, all of Gaza’s population now faces the risk of famine, as well as many other challenges around water, sanitation and the spread of communicable disease, and of course, as I said, winter is approaching. This really is a very concerning time.
The hon. Lady talked about the situation in relation to hostages. I can confirm that the Foreign Secretary has met or spoken to all the families of UK and UK-linked hostages who have been cruelly detained by Hamas, and he has heard at first hand the suffering that those families have endured. The Prime Minister also met the families of UK hostages in London on 11 and 14 September, and he has hosted them at No. 10. We continue to raise the cases of UK and UK-linked hostages at every single opportunity.
The hon. Lady talked about the need to ensure that aid is reaching Gaza and that the UK plays its part. This Government take that responsibility very seriously indeed. As the new Development Minister, I was concerned to ensure that I saw the delivery of the aid that the new UK Government have committed to, and that included visiting Jordan so that I could see the situation on the ground for myself. Clearly, however, it has got more challenging since then. None the less, we will continue to work to ensure that much-needed aid is received. That work has included, for example, an announcement of additional support to UK-Med, as well as to UNICEF, and a joint UK-Kuwait approach to funding to help UNICEF to deliver lifesaving aid to almost 2.5 million people in Gaza and in Yemen.
The hon. Lady talked about the situation in Lebanon. The UK Government’s position on this is clear: any UK citizens must leave Lebanon immediately. Clear advice about that is now available, and has been for some time, on the FCDO website.
Finally, the hon. Lady talked about resolution 1701 on Lebanon. We are clear that a political solution consistent with resolution 1701 is the only way to restore the sovereignty, territorial integrity and stability of Lebanon, and to restore security and stability for the people living on either side of the Israel-Lebanon border. We will continue to support it and to advocate for it.
My right hon. Friend speaks with great eloquence about how completely wrong it is for UN peacekeepers to be attacked in the way that they have been. They put their bodies on the line, keeping warring parties apart, and they were able to maintain peace—a rough peace— on the blue line for nearly 18 years before the conflict began. Is it possible for us to go further than just condemning it?
Given that there are 10,000 UNIFIL peacekeepers from 50 countries and that the full complement ought to be 15,000—Italy provides 1,000, France and Spain provide over 600, Ireland provides nearly 400 and Germany provides more than 100, while we provide one—might it be possible for the Government to reconsider the number of peacekeepers who are sent to UNIFIL, and whether Britain could make a bigger contribution?
I welcome my right hon. Friend to her rightful place as Chair of the Foreign Affairs Committee. She is right that UNIFIL’s role is absolutely crucial. It was already incredibly important in southern Lebanon, of course, but it is now even more important given the escalating situation in the region. The UK fully supports UNIFIL’s work. We of course keep our support for all UN agencies continuously under review, and that applies to UNIFIL as well.
I have realised that I failed to respond to the question from the shadow Minister about the Colonna report in relation to another UN agency, UNRWA. To be clear, the UK has engaged substantively on the recommendations from the Colonna report—I have done so myself with both Commissioner-General Lazzarini and his deputy—and we continue to work on them, including by providing financial support towards implementing the report.
No one can be left unmoved by the level of human suffering we have seen recently on our screens. We need immediate ceasefires in Gaza and Lebanon more than ever. Liberal Democrats were appalled to learn of the unjustifiable attacks on UN peacekeepers in Lebanon by the Israel Defence Forces. Israel must stop these attacks and comply with international humanitarian law. The mass displacement orders issued by the IDF to 400,000 Palestinians in northern Gaza, and the ongoing bombings, place the population at grave risk. The international community must press for their protection.
Will the Minister commit to increasing the supply of aid to the region? UK aid to Lebanon has been cut by 90% since 2019. Does the Minister agree that now is the time to use our sanctions regime against the extremist Ministers, Ben-Gvir and Smotrich? Following the Government’s new sanctions on Iran announced yesterday, will they go further and now proscribe the Islamic Revolutionary Guard Corps?
It feels a pathetic understatement to say that the situation in Gaza, particularly northern Gaza, grows ever more desperate and urgent—particularly as I have been saying that for a year. The UN says that it has not been allowed to deliver essential supplies, including food, since October. Last week, 15 UK and Irish humanitarian organisations warned that the UK is failing to uphold international law and that, without bold and immediate action from the UK, Palestinians in northern Gaza are facing an imminent existential threat. Please, Minister, give us more details on exactly what this Government are doing to make sure that the retired generals’ “surrender or starve” strategy is not being implemented. We need to do more than just debate in this Chamber.

The UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem and Israel, has said:
“Israel has perpetrated a concerted policy to destroy Gaza’s healthcare system as part of a broader assault on Gaza, committing war crimes and the crime against humanity of extermination with relentless and deliberate attacks on medical personnel and facilities”.
The United Nations does not make those claims lightly. Have those assessments also been made by our Government’s legal teams? In the light of that, what further actions are being taken to protect international law, life itself in Gaza, and human rights?
My hon. Friend mentioned the critical issue of healthcare in Gaza, which has been of considerable concern to the UK Government. That is why we announced £5.5 million of new medical aid to UK-Med to operate its field hospitals in Gaza. I met UK-Med representatives to understand more about its response and to ensure that we were playing our part. It is also why we have helped UNICEF to support vulnerable families in Gaza with water, healthcare and specialist treatment. We take our responsibility to international humanitarian law very seriously, ensuring that we conduct the assessments that are needed legally.
Mohamed is a consultant NHS surgeon—in fact, he was mine when I was in hospital with sepsis just a few months ago. His parents are in the Jabalia refugee camp. They are elderly. His father has no colon, and his mother has diabetes. They cannot move, and there is nowhere safe for them to move. If they tried to move, he tells me that everything is being shot by drones and bodies are strewn in the street. Will the Minister impress upon the Israeli Government that Mohamed’s parents, the sick, the elderly and those who have stayed to care for them are not legitimate targets of war, no matter how many times they might have been told to move? Furthermore, if arrest warrants are issued for Netanyahu, as has been trailed, will this Government support it?
Order. This is a very important issue and I really want to get everybody in, but you are going to have to help each other. I do not want people to miss out.
We are very much aware that more than 85% of Gaza is under evacuation orders. That is causing chronic overcrowding, with people desperately seeking shelter. Last month, the number of humanitarian trucks that entered Gaza was the lowest since the start of the year. The hon. Lady asked about our message to Israel and the representations that we have made: we call on Israel to take all possible steps to avoid civilian casualties, to allow unfettered aid into Gaza through all land routes, to respect the UN’s mandate and to allow the UN and its humanitarian partners to operate effectively—particularly in relation to the most vulnerable, as she rightly mentioned.

I am grateful to my hon. Friend for raising this issue. The staff from the UK embassy that was previously in Sudan showed the best of UK government; there is no question about that. They were placed in a truly horrendous, terrifying situation at the beginning of the conflict—they were effectively under siege at the beginning of a dreadful war—and I praise them. I was pleased to meet a number of them in Addis Ababa; they are operating out of Ethiopia, because it is too dangerous for them in Sudan. I know that they would be keen to ensure that we have that presence there, but we need to ensure their safety—and my goodness, that sense of safety was tested. Again, I praise their bravery.
I congratulate the shadow Minister on securing this urgent question, and I thank you for granting it, Mr Speaker. As we have heard, this could not be more urgent. More than 25 million people are suffering from acute food insecurity—more than half the population. In one South Darfur health facility, five malnourished children died every day in July, yet their plight, on the whole, has largely been met with silence from the international community. At the Paris donor meeting in April, the previous Government did not commit to any additional humanitarian assistance; they just reannounced a previous commitment. Will the Minister tell the House what extra support the new Government will provide? Given that the conference raised only half of what is needed, the case for even more UK aid is clear.
We need to play our part in securing a path to peace in Sudan as a whole. Given the UK’s role as the penholder at the UN, what specific actions are being taken to prevent the supply of arms by neighbouring countries? We hear the distressing news that a slave market has opened outside Khartoum. What actions are being taken to prevent human trafficking during the conflict?

I am grateful to my right hon. Friend for raising these matters. Clearly her contact with that constituent has been incredibly important in understanding the situation on the ground, and I know that my right hon. Friend has a deep understanding of these foreign policy matters. The UK is well aware that the US has committed $105 billion in support for Ukraine. It was announced at the NATO summit at the beginning of July that Germany, Romania, the Netherlands and Italy would be working with the US to provide Ukraine with five strategic air defence systems. We have very much welcomed sustained bipartisan US support for Ukraine, which has been key in the international effort, and I know that the United States will want to continue that support into the future. Certainly, we in the UK will be doing all we can to ensure that that remains the case.
The Foreign Secretary has spoken of his warm relations with the running mate of Donald Trump, J. D. Vance. That is just as well, because Vance said previously that he does not really care what happens to Ukraine one way or another. While Russia’s Deputy Foreign Minister is talking about changes to Russia’s doctrine on the use of nuclear weapons, Vance is joking about how Britain is somehow the first “Islamist country” with nuclear weapons. Will the Minister tell the House what efforts the Government are making to rid Vance and some others in the Republican party of the idea that the security of Ukraine and the security of Europe is somehow not important to the security of the United States?
I am grateful to my hon. Friend for raising that issue. We will continue to work hard to ensure that Ukraine has what it needs to defend itself in the face of Putin’s illegal aggression. As I mentioned in my statement, the Prime Minister has committed £3 billion a year in military support for Ukraine until 2030-31, or for as long as is needed. That means that the UK has committed almost £12.7 billion in military, humanitarian and economic support for Ukraine since 2022, but I want to be clear that we are stepping up our military support, including via a new package announced by the Defence Secretary in Odesa in early July—soon after the election—which includes more artillery guns, a quarter of a million ammunition rounds and 90 precision Brimstone missiles, because, as my hon. Friend mentioned, the stockpile is indeed important.
It seems to me that if you are attacked by a demented bear, you either run away or hit him so hard that he runs away, but the west’s policy on Ukraine appears to be to wound and not win. In that context, will the Government make an unequivocal public statement that Ukraine should be allowed to use Storm Shadow and, more importantly, the US-made army tactical missile system? Then we might actually win this war.
I am grateful to the Member for his question. I do not want to repeat word for word what I said previously. He will, I am sure, understand that the US and the UK have worked together for over 100 years on issues of importance, and that has not varied despite the party political composition of the leaderships in our two countries. We will not be speculating about hypothetical scenarios. Instead, we will be ensuring that we continue to work with our allies to ensure that the Ukrainian people, who have so bravely been defending their country, are supported in their self-defence by the UK.
I thank the Minister very much for her confident answers. They will encourage us all in this House and indeed our constituents back home as well, and I thank her for that. As she stated, as all our children—and in my case, my six grandchildren—make their way back into their classrooms in safety and security today, our minds are with those children in Ukraine who are unable to access an education, a hope or even a future. Can she outline what discussions have taken place to ensure that those children remaining in Ukraine have access to their education, to vocational training and indeed to a future?

With permission, Mr Speaker, I would like to update the House on the UK’s support for the global effort to tackle the coronavirus pandemic.
The world is now having to address the biggest threat that it has faced in decades: an invisible killer on a global scale. Here in the UK, communities across the country are united in their determination to beat it, making their own personal sacrifices by staying at home, protecting our NHS and saving lives.
There is a daunting outlook for countries in the developing world, simultaneously facing a health crisis, a humanitarian crisis and the risk of a protracted economic crisis leading to much greater hardship for years to come. The threat of famines, exacerbated by the worst locust plague for 70 years, fragile healthcare systems that enable the spread of the disease and economic disruptions risk a much longer and harder road back to recovery than for wealthy countries.
However, through the altruism of the British people and the expertise of our scientists and engineers, the UK is proudly playing a leading role in the global response. On Monday, together with other world leaders, my right hon. Friend the Prime Minister co-hosted a virtual global coronavirus response pledging conference. He called on countries around the world to step up their efforts and work together on this, the
“most urgent shared endeavour of our lifetimes”.
World leaders responded, and some £6.5 billion was pledged for the covid-19 response, including the UK’s own £388 million commitment for vaccines, tests and treatments. The UK is proud to stand with our international partners—this is a truly global effort, and the only way to fight this pandemic is together.
The UK is a development superpower, and we are also a scientific and medical world leader. This enables our response to this global pandemic to be greater than the sum of its parts. From Gloucestershire’s Dr Edward Jenner, who laid the foundations for immunology, to our researchers who developed vaccines for measles and Ebola, the UK has led the scientific response to many global health challenges in the past. I am so proud to be able to say that UK-based scientists, such as those at the Liverpool School of Tropical Medicine, are playing key roles in the global response to this deadly new virus. Scientists in Bedfordshire who developed rapid diagnostic devices to manage the recent Ebola outbreak, funded with taxpayers’ money through UK aid, are using that expertise to develop new rapid diagnostic tests.
Researchers at Oxford University, funded through CEPI— the Coalition for Epidemic Preparedness Innovations —are now progressing to clinical trials, with funding from the UK Government’s vaccines taskforce, which is also funding a vaccine trial starting soon at Imperial College. In partnership with a British success story, AstraZeneca—one of the world’s largest pharmaceutical companies—our Oxford researchers are working towards their vaccine being manufactured at scale. We know that any vaccine might prove to be the solution, so through our Department for International Development aid budget, the UK is the largest single contributor of any country to CEPI’s international efforts to find a coronavirus vaccine. Through this fund, we are working to improve our understanding of the virus and to support scientists around the globe. CEPI is already backing nine potential vaccines.
The Foreign Secretary outlined at the launch of the World Health Organisation’s access to covid-19 tools accelerator that the UK is proud to work with our international partners to ensure that new vaccines are accessible to everyone, as quickly as possible. No one will be safe until we are all safe. So we will need vaccines against this deadly disease, at home and abroad. Once a vaccine is found, delivering it globally will be the next big challenge. To help with that, we have invested the equivalent of £330 million a year for the next five years in GAVI, the global vaccine alliance that delivers vaccines in 68 of the poorest countries around the world. On 4 June, the UK will be hosting the global vaccine summit to co-ordinate international investment efforts for GAVI. Together with the announcement made by the Prime Minister on Monday, that is a combined additional investment in global health security that comes to more than £2 billion, helping combat the spread of disease. In investing globally, we are helping to protect our citizens—our families—from future waves of infection, and protecting our NHS.
The global pandemic is one part of the challenge facing the world. DFID’s immediate coronavirus response to date amounts to £744 million. But this is on top of our work to pivot much of our existing work to provide health, humanitarian and economic support where it is needed most, as part of our response to these crises, with a health response that builds on the UK’s long-standing record of supporting countries to prepare for and respond to large disease outbreaks, including as the third largest donor to the World Health Organisation. We are investing on the frontier of research into new rapid diagnostics and therapeutics that can detect and treat coronavirus. Working in partnership with Unilever, we have launched an innovative hand-washing campaign that will reach 1 billion people around the world—a major contribution to global sanitation and hygiene. With the support of British and international non-governmental organisations, and advice from the London School of Hygiene and Tropical Medicine, we will reach one in seven people around the world with information on the most effective ways to stop the virus spreading and save lives.
We are also working to reduce the global economic impact of the virus by preventing its spread, protecting both the UK public and the stability of our economy. Last month, the UK, together with other G20 countries, announced a commitment to suspend debt service payments to the poorest countries until the end of 2020. This will create up to $12 billion of additional fiscal space. DFID has also made up to £150 million available to the International Monetary Fund for debt relief. These measures will enable developing countries to direct greater domestic resources to their own healthcare efforts, helping to prevent the virus from spreading around the world. We are supporting developing country Governments to make proportionate, evidence-based trade-offs between containing the virus and maintaining open trade, so that essential goods and services, including critical medical and food supplies, can continue to move around the world. That supports developing countries, but it also means that British consumers will get the vital goods they need.
Covid-19 is a global pandemic. It does not respect national borders. Individual efforts will succeed only as part of a global response. The UK will continue to play a leading role in galvanising the most effective co-ordinated international action. In 2017, the scientific community in the UK proudly played a key role in the international response to the Ebola outbreak in west Africa. I am proud to update the House that we are doing so again.
We are using British expertise and funding to demonstrate leadership internationally. Recognising that needs will be great, we are doing whatever it takes to ensure that vaccines, treatments and technologies are available, to save lives and to support economies in the most vulnerable countries, and to help end the pandemic. That will help reduce the risk of the world being attacked by a second wave of infection. As the Prime Minister said on Monday:
“It’s humanity against the virus—we are in this together, and together we will prevail.”
I commend this statement to the House.
I thank the hon. Gentleman for his questions. He and I are very aligned in terms of the wider implications and the secondary impacts that we risk seeing unless we can be really forward thinking in supporting the weakest and most vulnerable countries.
The hon. Gentleman asked about debt relief and the work that has been pulled together by the World Bank and the IMF. We have been an integral part of the conversation, as an important member of those organisations. This is very much a rolling activity. Countries are working on building up country plans and sharing those with the World Bank to understand how, as a whole, the economic community can best support the countries we are talking about to move forward. To answer the question about 2020, there is not an answer as yet, because it is a continuing and rolling conversation with each country, led by the World Bank.
We are looking across our portfolio of programme activity, much of which is in the humanitarian space and in the refugee camps, to make sure that we can repurpose and refocus the work we are doing in the short term, so that we do all we can to get the best healthcare outcomes possible in each of those programme areas.
In terms of delivering vaccines, we are committed to investing in Gavi, because it has both the delivery programme and the respect of so many countries around the globe. Those countries in most conflict will challenge us all, but an organisation such as Gavi, with the support of other UN agencies, is the most effective chance we have to ensure that everybody is vaccinated.
We now go across to the Chair of the Select Committee. I call Sarah Champion.
I welcome this statement, but, like the Secretary of State, I am terrified of the pandemic hitting the global south, not least because of the existing weaknesses in its healthcare. What is she doing to support UK NGO organisations to deliver their core work as well as covid-19 work, and is this the time for DFID to develop a global health strategy?
Conclusive evidence on the origin of the mode of transmission of covid-19 is not yet with us, but it is essential that strict food hygiene and health standards are met and we support the WHO’s position that markets should close if those standards are not met. We welcome China’s decision on 24 February to put in place a ban on the sale for food of all meat other than from livestock or poultry and to work towards a better place.
Thank you, Mr Speaker. The Minister has spoken well, and I thank her for her comments. I am heartened that we continue to meet our obligations. However, I stress the fact that there are projects that in December were sustained by thousands of pounds of support but have lost it all as people stop all outgoing non-essential direct debits. One project that I support is in Swaziland, and its children are supposed to be here right now singing in concerts in my constituency and around Northern Ireland, raising money to support the orphanage for the year that they have nothing for. What help can we deliver for projects that are not supported by the Government thus far but are in real dire need?
We are engaging with businesses in the UK and developing countries to understand the challenges they are facing in protecting incomes and livelihoods and in ensuring that supply chains remain resilient. To tackle the factors driving covid-19-induced food insecurity and to keep farmers’ supply chains open, we are repurposing programmes in agriculture, social protection and humanitarian assistance. In all of these we continue to put the poorest and most marginalised at the heart of our programmes to address the underlying causes of chronic hunger.

After turning a blind eye to Turkey’s disgraceful offensive against the Kurds in Afrin province, will the British Government now unreservedly condemn the Turkish army’s intention to extend the offensive into Idlib, Manbij and Kobane, and all the way to the Iraq border? As Turkey is now directly undermining a counter-Daesh operation, should not the British Government at least stop selling arms to that country?

Member for Leicester East (Keith Vaz) is familiar with a report in which the Business, Innovation and Skills and International Development Committees called for an independent United Nations-led investigation and a pause in the sale of arms exports until that had taken place. Does he agree that that could only assist in alleviating the humanitarian crisis?
I will put that in my diary, Mr Deputy Speaker.
Let me return to the serious issue of Yemen. The issues of the investigations of the bombings, which have been mentioned by several Members, and the UK’s sale of arms to Saudi Arabia have been raised here tonight, and also outside Parliament. The UN High Commissioner for Human Rights, as well as Oxfam, Amnesty International and others, have identified, as have hon. Members this evening, the human rights violations committed by all sides. The latter of those organisations argues that DFID’s good work is being undermined by £3.3 billion of aircraft and bombs sales to Saudi Arabia in the 12 months from March 2015.
The Saudi Arabian Government have investigated incidents, but these investigations have been criticised for not being independent. They must understand that continuing the bombing campaign will lead only to more incidents and criticism, and calls for further investigations.
We are joined by the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood), and I am grateful to him for reinforcing the Government’s position tonight. Only one of the Ministers present will be able to speak in this debate, but I would like them both to clarify a number of points. What support is the UK providing Saudi Arabia with regards to both preventing and investigating human rights violations, including through providing personnel? What is the UK’s policy on an independent investigation into possible human rights violations by all sides in the conflict? What is the current status of UK arms sales to Saudi Arabia, and will this be subject to review?
Just as it is darkest before the dawn, the international community is finally moving in the right direction. After the Houthis fired on the USS Mason last week, the Americans fired back, into Yemen, for the first time in this conflict. Hillary Clinton and Donald Trump talked about Syria at length in their last debate; it is hoped that they will be asked about Yemen tomorrow. Let us not forget that Secretary Clinton was the first Secretary of State in history to visit Yemen.
On Sunday, in London, US Secretary of State John Kerry and the Foreign Secretary met Saudi Foreign Minister Adel al-Jubeir and the UN special envoy to discuss this conflict. At the meeting, they made a very clear call for a ceasefire “within hours”. An hour is clearly a long time in diplomacy, but at last today a 72-hour ceasefire has been announced. This is most welcome, but it is not the end. Seventy-two hours is not enough for the Yemeni people. It is vital that our Government ensure that the ceasefire becomes permanent.
