My hon. Friend is correct, which allows me to move neatly on to the next part of my contribution. As she has rightly said, showing and informing children about nutritious and healthy meals will clearly help in the battle against childhood obesity. Education and the health of our children are hugely important. It is estimated that obesity and associated conditions such as diabetes cost the NHS £3.5 billion a year, and that figure is set to rise. This is therefore a cost worth paying to save money in the long run. Even at a time when the deficit needs to be cut, we cannot forget the social implications of the Government’s decisions. If we want to reduce the attainment gap, as my hon. Friend the Member for Nottingham South (Lilian Greenwood) has said, we must ensure that all children at school are given an equal chance. We know that free school meals contribute enormously to reducing attainment gaps, because they help children from low-income backgrounds, who may not have good nutrition, to concentrate more in the classroom.
I thank the hon. Gentleman for bringing this subject to the Chamber. He has clearly outlined the issue for those in the poverty trap, which is part of the cycle. Another issue is those of perhaps a different build, who are eating the wrong foods. He has indicated that education can address that issue. How does he see that balance being achieved between those who need that square meal every day and those who are, perhaps, eating the wrong food?
The hon. Gentleman makes a good point. Education is the key here. People need to learn about nutrition, and what is right for one child is not necessarily right for another. I hope that one of the long-term benefits of a scheme such as Sure Start is that those families start to understand the nutritional value of different foods and the need to have a balanced diet, with the need for healthy eating as part of that balanced diet, alongside other factors such as physical education and physical activity. There is no magic wand. There is no answer to one aspect. I am really concerned about some of the cuts to Sure Start that we are starting to see, because some of those very early age healthy eating programmes are now being targeted by local authorities facing the squeeze on their budgets. Some of the work done with very early years, which would benefit through to school age and beyond, is starting to be scaled back, too.
One of the perks of this job, as I am sure that you are aware, Mr Dobbin, and as all hon. Members from both sides of the House will agree, is the chance to visit schools in our constituencies. I have spoken to not one head teacher or teacher in either the Tameside or Stockport part of my constituency who is not tremendously supportive of the free school meals programme, because they know just how much it benefits the children whom they teach.

Indeed. I am grateful to my hon. Friend for making that point. I will say something about how parents have been involved with the process, because obviously it was important initially to get parents signed up, which is why schools had taster sessions. As the pilot progressed, what schools felt was really important. When they sorted out with children how to have a balanced and healthy diet by choosing different things on different days, and ensured that salad or vegetables and a balanced meal were always available, they decided to get the parents to sign up to whatever meals the children were choosing. That was important, because parents across the board—given that the take-up was 100%, that meant all parents—had to engage with what their children were going to eat in school, and to talk to them about the importance of a balanced meal. That required the schools to undertake work with parents.
That is what we mean about changing the culture. We know how to do it, and the evidence exists. My hon. Friend and I were able to see that before our eyes, and indeed the schools managed to develop, probably inadvertently, evangelism in the children, who were able to explain carefully to us how the food system worked in their school.
The United Kingdom is a multicultural society where ethnic groups introduce their own food ideas. In the pilot schemes, was the hon. Lady able to introduce some of the benefits of other foods to make food exciting?

That is an important point. Schools in Durham managed to do that, but perhaps not as effectively as schools in Newham, and it was an important aspect of the pilots, as the evidence suggests. That is what I mean when I say that schools that embraced the scheme were able to add the subject to the curriculum and use it to talk about other cultures, and so on.
I hope that I have made the point that the pilot was really successful. It had started to change the way in which schools, parents and young people think about food and exercise. I saw with very great sadness that the Government’s priorities meant that the first thing they did on taking office was cancel that pilot programme. The Minister has some questions to answer about that. We know that the Liberal Democrats have form on such matters because when they took over Hull city council, the first thing they did was to cancel the free school meals programme. That showed an extraordinary set of priorities, which I simply do not understand.
If the Minister wishes to find allies in the coalition Government, she might like to ask her fellow Ministers why it is that private schools ensure that their children have a healthy, usually hot, school meal at lunchtime. The coalition Government are good at emulating the private sector across the public sector, so how come that aspect of the private sector, which could easily be transplanted to public sector schools, is not on their list of priorities? Instead of concentrating on the needs of children and families, the Government—really quite staggeringly—lifted the ring fence on the school lunch grant from April this year. That money now has to compete with all the other priorities currently facing hard-pressed schools.
Such concerns lead me to ponder the fact that the Labour party has to make a tough call; we have got to win the argument about the importance not only of healthy school meals, but of universal free school meals at primary school level. There is no point in having healthy school meals if no one takes them up or if they are too expensive for most parents to afford, but unfortunately, that is the route down which the Government are taking us.

I absolutely agree with the hon. Gentleman. He has brought home to us the sort of exploitation that we are talking about in his description of what happens to children. It is truly horrible, and he is right to say that we must take all available action to prevent it.
West Mercia police say that 266 children in care went missing for more than 24 hours in 2010, and Kent police figures for 2010 reveal that 826 children were recorded missing for more than 24 hours. However, an answer to a parliamentary question stated that in Stockport only 45 young people were missing from care for longer than 24 hours in the three years from 2008 to 2010. The Department for Education figures that I mentioned earlier are staggering, given that Stockport police has told me that there were 2,014 missing incidents between July 2009 and June 2010, of which 41% were from care homes.
The police have provided me with their most up-to-date figures for Stockport, which cover the first five months of this year up to Friday 17 June. They reveal that the police received 1,070 missing-from-home reports, generated by 284 children in Stockport under the age of 18; of those, 77 were reported missing from care, and they generated a massive 711 reports. Forty-six of the youngsters were missing for more than 24 hours, and of those 25 were from care.
That shows a clear pattern of repeated missing episodes and a consequent vulnerability to abuse, as well as further evidence of gross under-reporting by local authorities. In addition, two thirds of missing incidents from home are not reported by parents. As I have said, there is good evidence that repeated missing episodes are correlated to children being exposed to sexual grooming. If accurate data are not held by the Department for Education and the Home Office, it becomes more difficult to estimate the risk of sexual exploitation to which these children are exposed. It is important that we get it right.
On that point, ACPO pilots are looking at ways of achieving the collection of meaningful data on missing episodes, so as to determine when a child is missing. It is concerned that children’s homes are reporting children missing when a telephone call could establish where the child was.
All the evidence shows that sexual grooming starts by encouraging children to stay away from home, or persuading them to go home late, in order to create parental disputes and thus drive a wedge between child and home. Removing the protection of families and carers is the beginning of the grooming process, and the eventual outcome is the sexual exploitation of the child. The significance of that should not be lost in any redefinition of “missing”.
The “Puppet on a string” report states that the entrapment of children and young people in sexual exploitation does not occur overnight. If a child goes missing for a few hours, there is a danger that professionals will become complacent. However, that is when the child may be at risk from the gradual grooming process that I have described, and these early missing episodes may be the warning signs.
Experience in my constituency, and I suspect in many others, is that the homes may not be able to control the children and keep them in all the time, and the children will always indicate that they have human rights that must be respected. However, is there not a better and more definite way, with the homes and the local police co-ordinating on those who habitually stay out late or who may not return until the early hours of the morning? Could more not be done by the police, the local homes and the local authorities?
Of course the hon. Gentleman is right. We must have proper arrangements between children’s homes and the local police. If they do not work together, we will be unable to prevent children from going missing; and we will not know where those children who are that do go missing. He has made an important point.
Barnardo’s says that those who exploit children are all too aware of how the system works:
“These heartless men and women understand the police procedure on runaway children and know if a child goes missing on a regular basis, for a short period of time and then returns home safely, the case is unlikely to attract much attention.”
Turning to statutory guidance, another concern is the mixed picture that not all local authorities are adhering to the statutory guidance on children who run away from home or care, which was published in 2009. The guidance states that local authorities should have procedures in place for recording and sharing information between police, children’s services and the voluntary sector, and that the local authority should have a named person responsible for children and young people who go missing or who run away and that there should be return interviews.
I cannot emphasise enough the importance of the independent return interview. As the Children’s Society has demonstrated, children are more willing to disclose what has happened to them to adults whom they do not perceive to be in authority. A 16-year-old at Manchester’s Safe in the City project said:
“It was horrible. I felt I could not talk to anyone—friends, family, police, teachers—no-one.”
Eventually, however, the child did talk to the Children’s Society.
I have asked a number of parliamentary questions about implementation of the guidance, but I have been repeatedly told that the information is not held centrally. Implementing statutory guidance should be a high priority for local authorities. Local safeguarding children’s boards have a responsibility to protect children in their areas. The young runaways action plan 2008 asked safeguarding boards to evaluate the risk of children running away and to put action plans in place. The Children’s Society’s “Stepping Up” report found that half of the local authorities surveyed had no protocol for managing cases of children and young people who are missing from home.
According to recent research by the international centre for the study of sexually exploited and trafficked young people at the university of Bedfordshire, there are protocols for responding to sexual exploitation in less than a quarter of local safeguarding children’s boards. Ten years on from the introduction of the dual strategy of protecting young people and proactively investigating their abusers, a third of the country has no plans for the delivery of such a strategy.

Commons ChamberI am delighted to be able to do that. In fact, I was able to do so earlier this week, when the Department launched a new showcasing of composite technology. The national composites centre based at the science park in my hon. Friend’s constituency is an excellent example of UK technological excellence. We have invested £16 million in that centre, and it has our full support and encouragement.
There are clearly changing economic times right across the United Kingdom. What help is there for the British manufacturing industry to take advantage of new green opportunities? Harland and Wolff in Belfast has invested £17 billion in marine wind turbines. Can the Minister assure us that what has happened at Harland and Wolff can happen across the United Kingdom?

My hon. Friend has great expertise in family law and in this matter, and she is absolutely right. Serious case reviews should reveal not just the failures and the bad things, but good practice so that we can learn from where things went right. Of course, we only ever read about the stories that go wrong in the papers. The media are not interested in the plane that lands safely. People do not really understand social work. It is easily caricatured, and that happens even in the soap operas that we see on our screens. Our report in 2007 made the not entirely flippant suggestion that there should be a soap based on social workers to give the public a better understanding of the exceedingly complicated job that they do. Day in and day out, they have to exercise the judgment of Solomon in deciding whether children should be taken into care or left with the family.
May I remind the Minister that these are devolved matters in Wales, Northern Ireland and Scotland? Learning, experience and good value have been mentioned. Does he intend to make the devolved Administrations in the Assemblies in Wales and Northern Ireland and the Parliament in Scotland aware of the 15 recommendations in the Munro report? I think it is good to exchange information for the benefit of parts of the United Kingdom that might not have experienced what has happened in England and Wales.

The hon. Gentleman is absolutely right. There has been some correspondence between Professor Munro and the devolved Assemblies, and I have been trying for some time to meet my counterpart in Northern Ireland to go through such matters with him or her, whoever it was on either side of the elections. I am keen to go and hold conversations with our counterparts in Scotland, Wales and Northern Ireland so that they can hear what we are doing, but also so that I can hear what they are doing. There are different ways of working in those areas.

I agree, and we could have a debate just about the list of matters that the hon. Gentleman mentions, most of which are covered in the Munro report. The social work profession in this country has an awful lot of good people who do not get recognised and some poor people who need to be weeded out. In the past, people have felt frustrated and undermined, and the media onslaught against them has been completely demoralising. They have therefore left their jobs or taken early retirement, because the pressure has been too much for them. Who would want to go into a job like that, after all the publicity about baby P and other cases? Who would want to put themselves in the firing line by taking a job in which they try to do their best, but blame is pointed at them because they happen to be a social worker, even though they might be doing a good job?
We have problems at both ends. We need to retain and encourage good social workers and ensure that they can do their job as efficiently as possible, and we also need to ensure that the people coming into the profession—there has been a big rise in applications for social work degrees recently—are the right people. They need to have the necessary calibre and dedication and be there for the right reasons, and we need them to stay the course. That is part of the work that the Social Work Reform Board is doing and part of the reason why the College of Social Work is so important. Having a chief social worker, which is the 15th recommendation in the report, will help to raise the game. It will raise the profile and status of the profession, and it will give people in it the feeling of being valued. Those are important matters.

I am grateful for that intervention, and I am sure that the Minister will have noted that point and will come back on it in due course.
Developing the themes of our debate today, we now have to consider the obstacles that small businesses face in taking on apprentices. I have touched on the two key areas of bureaucracy and cost. On bureaucracy, the challenge for those of us who want to promote apprenticeships is that there are so many different ways of taking on apprentices. For example, it is generally the case that the training costs for 16 to 18-year-olds are entirely funded by the Government and those for 19 to 24-year-olds are half-funded by the Government. Members will find in their own constituencies that we have training providers who will provide certain training courses for 19 to 24-year-olds entirely free of charge. On the one hand, that gives the 19 to 24-year-olds a competitive advantage, and on the other, it offers to small businesses the opportunity to take on a slightly more experienced individual at a lower cost than might be the case normally.
The hon. Gentleman mentioned two schemes—I think that one of them was for 16 to 24-year-olds and that the other was for 24 to 27-year-olds—but some people lose their jobs and have to retrain. Does he not think that opportunities should be given to those who want to diversify into other jobs? Should they not be given apprenticeships as well, even if they are past those ages?
The hon. Gentleman raises an interesting point about the ways in which we can get people back into work. The Work programme is starting this week. I am sure that he is already in touch with both the contractors and sub-contractors in his own constituency. Working closely with those who are rolling out the Work programme offers the best chances of getting older people back into the workplace. What we are really talking about today is apprenticeships that are focused specifically on the 16-to-24 age group. I acknowledge the hon. Gentleman’s general point, but I think that it ranges wider than today’s debate, although the Minister might want to comment on that.
I will return to the obstacles for small businesses and quote from the NAS in Gloucestershire, which works with hundreds of SMEs on a daily basis. We know that the definition of an SME can include businesses that, on a constituency basis, are really quite large. Companies employing 250 employees are big employers as far as I am concerned, but they are categorised as SMEs. One of the challenges for the NAS, which is resourced by one representative per county, is to engage with the small businesses that we are discussing today, which would technically be called micro-businesses. I do not use the term “micro” because I do not think that companies enjoy being called “micro”—they do not relate to that word. We are talking today predominantly about companies with fewer than 12 employees.
The NAS in Gloucestershire has spoken to more than 15,000 small businesses in the past five months. That is an astonishing achievement, and I pay tribute to its hard work in spreading its tentacles so widely among small businesses in our county. Its experience has shown that it has been able to spread the word about apprenticeships and their role.
As hon. Members have said, the role of the media and further education colleges has also been critical in spreading the word, but it can be very difficult to reach businesses of the size that we are discussing today. Many people
“simply don’t have the time to come out of their businesses”
to attend events. Such companies—often one man, one woman or a family working together—do not have the sort of people who typically sit on the committees of their local Federation of Small Businesses. We are fortunate if we can persuade them to come to an event, a lunch or a supper to discuss topical issues.
There are some breakfast clubs for very small businesses—I have certainly been to them, as have other hon. Members. They are quite good at doing business-to-business with each other, but the process of filling in forms, searching on websites, discussing with training providers and working out whether to go to the further education college or a more specialist training provider is quite time-consuming for people who are dealing with customers minute by minute in their shops.
To try to ensure that very small businesses get the opportunities to incorporate apprenticeships into their companies, the Department and the NAS are therefore supporting projects among group training associations and apprenticeship training agencies. In response to a letter that I wrote him, the Minister highlighted that
“recently, Group Training Association and Apprenticeship Training Agency models have been proving successful in making it easier for small business to take on apprentices.”
I hope that the Minister will share some examples of those successes with us, whether they are geographical or sectoral, and share with us how we can help him to promote GTA and ATA models in our own constituencies, as a way of helping small businesses to overcome the apparent obstacle of administration.
It is true, for example, that the South West Apprenticeship Company in my own constituency is able to provide the legal ownership of apprentices taken on by small businesses should there be future employment law concerns with an apprentice who has not worked out. Many of us will know that the business of finding the right apprentice is the single most important thing and often a very hard thing for a small company to do. As far as employment law is concerned, ownership of the apprenticeship is with the training provider, which can be enormously helpful to small businesses.
The next stage covers what sort of carrots might be offered to very small businesses as part of the incentive to take on an apprentice. I start from the presumption that if we were all able to persuade half the small companies in our constituencies to take on one apprentice each, we would have solved the youth unemployment problem in this country by that step alone. The opportunity, if we were able to seize it, would be enormous. The goal would be considerable, so how can we get closer to achieving it? We could consider two or three things, the first of which is to provide a financial incentive. In March 2010, there was an apprenticeship grant for employer scheme—AGE—which gave a straightforward cash amount of £2,500 to employers taking on their first apprentice. As a result of that incentive, which was offered for a limited period of three months, 5,000 unemployed 16 to 17-year-olds were taken on during that time.
It is right to ask ourselves whether that incentive was entirely motivated by a long-term solution for youth unemployment or by a short-term concern to keep teenagers off the unemployment statistics in the run-up to a general election. It is also right to ask whether cash incentives for taking on a first apprentice, without necessarily a time commitment on how long that apprentice will work, will always generate good long-term results, or whether that is a very short-term way to enhance small business profitability without necessarily leading on to career opportunities for 16 to 17-year-olds, but it is something on which perhaps the Minister might comment today.
A slightly different thought offered to me by the chairman of the FSB in Gloucester was to look at ways to subsidise apprentices over a three-year period. For example, when a company takes on an apprentice for the first time, a percentage of the amount paid by the employer could be reimbursed by the Government at the end of the first year. A smaller amount would be reimbursed in the second year, and in the third year all the cost would be absorbed by the company. That is a slightly different and more interesting model to look at, were the Government able to offer financial compensation for some of the employment costs of taking on new apprentices for small businesses.
Other ways to help small businesses to take on apprentices could be considered. One of them could be to rationalise the training costs for 18 to 24-year-olds as well as 16 to 18-year-olds. The Government have previously differentiated between the two age groups on the basis that getting people started is the most important thing and that, by the time people are 19 to 24, they should have more experience and more maturity to offer employers. But we know that that is not always the case. Some 19-year-olds and older people might still need considerable investment of time and effort by very small businesses to bring them to a stage where they can contribute to the growth of that company. The cost of that investment in time is as important to the smallest companies as the financial cost of paying apprentices for however many hours a week they are employed.

I agree. That was to be my next point. A company in Burnley called Aircelle makes thrust reversers for the Trent jet engine. Three years ago the company employed 350 people; it now employs 800 people and has work for 15 years. Aircelle has been offered work from Boeing and other aircraft manufacturers, but has to turn it away because it does not have the skills.
I used to work for the company when it was called Lucas Aerospace, which was a long, long while ago. I walked around the place, and I said to the managing director, “I look at some of the people here and I remember them working here when I did, and I’ve been retired for three years. Some of these guys must be coming up for retirement.” He replied, “The age profile is a big concern because more than 80% of the work force is 40-plus.”
Another big problem for the company is that young people coming into the industry want to be designers and technicians, working on computers on the other side, and the guys who put the aircraft engine parts together are in short supply. It is a problem getting skilled fitters and process workers to come and do the job. The company is now a world leader in composites, but it is very difficult to get people to come and work on composite design and manufacture. Fortunately, it is using a lot of young ladies to do that now; because of the dexterity of their fingers, they are able to mould things in carbon fibre. I agree entirely that this is an issue that the Government must pick up. We must ensure not only that we train people to do the real top jobs but that we train young people to come in and do the jobs that involve physically making things.
As I said, at Burnley college we are having a manufacturing summit on 20 June. The council there has worked with the college. We spent £100,000 from the working neighbourhoods fund, and three years ago the college put in a further £100,000 to buy three Mazak advanced machine tools. The hon. Member for Worcester (Mr Walker) will know of Mazak because the company is based in his constituency. The college ran an engineering course but could not get anyone to go on it, but as soon as we put in the Mazak machine tools the course was overwhelmed, because young people see that they can work in an office and a workshop and design a product, go on a computer and feed the design into the machine, and then make the product on the new CNC—computer numerical control—machine. They can see that it is a great job for the future. The days of what I call the garage on “Coronation Street” with engineers in blue overalls with oily rags in their pockets have long gone.

Are they? They are very fortunate to be on three days. In some of the big companies that make advanced products, food could be eaten off the floor because it is so clean, and young people see that.
An apprentice is an investment. Companies think nothing of spending thousands of pounds on a machine but will then worry about spending a few thousand on training someone to run it. It is important that companies think of apprentices as an investment for the future, because without them they will not have any staff for the future to make their product of the future, and the profits of the future will disappear.
The Government need to carry on with what they are doing. Like my hon. Friend the Member for Gloucester, I am extremely disappointed that we have not seen anyone from the Opposition here today. That is a big disappointment because this is a big issue. They often go on about it in the House, yet when we have a debate like this they cannot be bothered to turn up. Having said that, I hope that the coalition Government will get on with it and complete the course.

I congratulate the hon. Member for Congleton (Fiona Bruce) on her debate. Obviously, hon. Members are speaking with considerable passion. I acknowledge that, of a number of things I have done in life for which I am barely qualified and have no genuine talent, one has been teaching RE. I taught it for quite a long time to bright adolescent boys, so I know a little about the matter.
Religious education is not an attempt to make people religious, and that must be clearly stated. It is not an attempt to instruct people on what they should believe. Religious education and religion are misunderstood and widely misrepresented.
It seems to me that a person adopts a religion because that provides a framework within which they try to understand their existence; they abandon that religion if and when it fails to provide that meaningful framework. A religion or faith is tested as one’s existence is played out day by day—religion is caught, not taught. Some people get by without using any traditional religious concepts to clarify their life and existence, and such people are called secularists. Most hon. Members present in the Chamber appear to be religious, but in general, people who are not religious are frankly indifferent to those who are. There are, however, an increasing number of angry and aggressive secularists who are filled with what can be described only as missionary zeal to ensure that people are as unreligious as possible. Some people make no attempt to apply a framework to their existence and live an unreflective life.
Within our existence we do a range of things—we study science and history, make moral decisions, listen to music. We join political parties, fall in and out of love, make speeches in Westminster Hall, get ourselves elected and so on. Those things are part of our existence, but they do not entail a particular view of what existence is about. We struggle; we sometimes wonder what we are all doing here. Happily or unhappily, most cultures have a particular view of how we should understand our existence. We call those views religions, and in a sense they come from the groundwork carried out by our forebears. The merits, strength and weaknesses of religions are discovered by those who adopt and try to live out such explanations for their existence.
We cannot teach a religion in a classroom, but we can teach about it and that is what religious education involves. RE may include a number of elements such as the history of religion to explain what people of a particular religion have done, how that religion began, how it spread and so on. The sociology behind religion may be taught to identify a religion’s social effects and the factors that influenced its growth. There may be elements of psychology in identifying traits that may—or may not—incline one towards a particular religion, and the effects of religious belief on a person. RE is not philosophy; its principal job is to clarify how religions, which exist all around us, endeavour to explain our existence and how adherents of a religion live their lives and are likely to act.
Religious education has historically been taught in a narrow way that simply explained the Christian framework. More recently we have had more of a Cook’s tour approach—I am sure that would disgust the hon. Member for Gainsborough (Mr Leigh)—and a whole range of religions are covered with a fairly light-touch approach. It is a hard subject to teach in a totally fair and scrupulous way.
Only once we understand how people view their lives will we know how to engage with them properly, which, I suggest, is what life is about. Therefore, understanding people’s religions is at least as important as understanding their history or geography. Arguably, it is more important than knowing about one’s own past or locale, although there is considerable benefit in understanding one’s culture, background and habitation. History, geography and religious education are all equally important subjects, and there is no convincing case for excluding one and including the others in the English baccalaureate. The reason given by the Secretary of State is that RE is a compulsory subject under law, but the grounds for that curious legal status are obscure and not explained. It is not clear—it seems a straight non-sequitur—why making a subject compulsory in the syllabus means that it does not need to be optional and given more intensive study in the baccalaureate. The blessings of compulsory status are mixed. In the average British school, subjects with compulsory status are often ignored or not explained, and even good schools feel licensed to provide minimal or poor-quality teaching, simply to comply with the law. The compulsory status of RE in this country has done little to stimulate genuine religious belief or interest. In the United States, where teaching religion in schools is absolutely forbidden, church attendance is higher and there are greater levels of belief.
Given the decline in attendance at church services across the United Kingdom and particularly in England, is there not a greater need for religious education and study in schools, so that the benefits of that will be felt by those families who do not have the chance to attend church on Sunday?

Given that people do not necessarily have an adequate understanding of what religions represent and involve, there is a case for teaching more about them in schools. I will go that far, but one cannot argue that it is the job of schools to make the nation religious. RE was made compulsory in schools due to a Victorian belief that an irreligious proletariat would be difficult to handle.
Whether or not RE is legally compulsory should not affect its inclusion as a humanities subject in the baccalaureate. The most interesting thing about humanity—we are discussing humanities—is not that we live, breathe, procreate and die, but that we seek to grasp what our existence is about and live accordingly. We are all religious in some sense or other. To make RE a statutory obligation risks diminishing its status, narrowing its scope and lessening its quality. It is a poor argument to suggest that, just because a subject is compulsory in one context, it cannot be optional in another.

I, too, congratulate the hon. Member for Erewash (Jessica Lee) on raising the subject. All of us believe that family values are important; I certainly do as an elected representative. They are the core of society, and it is important that they are in place. That is the thrust of what was said by the hon. Lady and the hon. Member for South West Bedfordshire (Andrew Selous). I missed the beginning of the hon. Lady’s contribution, but I understand that she mentioned Kate and William’s marriage as an important example. That was also important for me: it was not just the pageant, the grandness of the occasion and that 2 billion people around the world watched; it was that it was about two young people in love. That is the core of the marriage relationship. They are two ordinary people, if one takes away all the grandness of last Friday.
I have a couple of points to make about marriage. In correspondence that we all received as elected representatives, the Secretary of State for Work and Pensions and the Prime Minister clearly stated that family values are important to them. They intended to take action to help, which I would welcome. I will return to that later, but I am conscious that others want to speak, so I will not deliberate for too long.
I have one of those long-suffering wives who from the beginning realised that the guy was going to be away most of the time, and that she would have to look after the family, which is what happened. The role of the lady is important in any marriage. Ultimately, they run the household and look after the children. That bond between mother and child is stronger—perhaps more than it should be—than the one between the father and child. Statistics indicate that 90% of those in a married relationship are happy, and a similar percentage of those cohabiting are also happy. That is an indication that lots of people are committed to the married or cohabiting relationship.
It is not just about the relationship between the mother and father; it is also about the families and the time they spend with their children. The only mealtime I spend with my children is on a Sunday. There is an indication that families should eat together on a more regular basis. A family eating together three times a week provides that strong bond for a marital relationship.
My comments focus on the marriage relationship and the need to build upon it, and the need for Government to play a role. Words are all very well, but actions are needed to back them up, and I want to see that happen. If my wife is watching, she would probably say that that man is talking about love and romance, and wondering whether that is the man she married. I hope it is, but maybe we do not always show our emotions in the way that we should.
Will the Minister indicate the progress of the Conservative promise of a tax break for married couples? I do not think that we should base marriage on finance alone. People do not get married because of a house, car or good job; I hope people always marry for love. The Conservatives and the coalition have clearly stated that they wish to bring in a tax break for married couples, so I want to hear from the Minister where that features in the process. We heard the suggestion discussed a lot in June and July last year but not much since. In Hungary, it has been proposed that families should be allowed an extra vote on behalf of their children. I am not saying that we should do that here, but I am interested to see what we are doing to assist families with a tax break.
My final point is about breaking up. The hon. Member for South West Bedfordshire hit on the fact that not every marital relationship works out. We all have friends who tried hard but the relationship fell down. That happens. We must have a process in place to ensure that those who experience marital break-up can survive and get by. I hope the Minster will state whether there should be a mediation process. I believe that there should be. Should both parties be committed to that mediation process? Yes, they should. That has perhaps been overlooked. It is all too easy, when a relationship falls down, to walk away and leave it. It is almost a part of the disposable society: the car breaks down, get a new car; household appliances break down, get a new one; the marriage breaks down, move on.

Does the hon. Gentleman agree that although families sometimes break down, it is at that point that the parents need to put the interests of their children first and foremost, and set aside their own differences, for the well-being and the future of those children? To emphasise that, the Government have taken various steps in welfare benefit reforms, as well as through the Department for Education.
A lot of things are being done. I am not saying that things are not being done; they are. I suggest that there are some things we can do but have not been. There is an indication that, with the removal of legal aid, people contemplating divorce or separation might decide to do a quickie and get it over. That means that they would not go through the process. As the hon. Lady has said, children who are clearly part of the relationship are pushed aside and forgotten. Will the Minister indicate where mediation should be in the process?
Does the hon. Gentleman agree that, in the unhappy circumstance of a breakdown, the emphasis should be on relationship repair, keeping people out of courts and moving on in a much more civilised, less expensive way?
I agree wholeheartedly with the hon. Lady. Sometimes, when relationships have fallen down, anger comes to the fore. I feel mediation provides a method for focus, strategy and drive in the direction that she has mentioned. That would be good. It is much better in every case to have mediation rather than battles in court—or out of court, and battles everywhere else. I would like to see mediation from that point of view as well.
Mr Justice Coleridge of the Family Division has said that
“almost all of society’s…ills can be traced directly to the collapse of the family life”.
The judge deals with such problems each and every day, and he has knowledge and experience of family breakdowns. He also referred to a
“never ending carnival of human misery.”
We have to move on from that.
We need more commitment from people outside the marriage to make the marital relationship work. We need a commitment to young families, to children and to doing the things that are important. We all have to work at it. We cannot say, “It’s great to do that.” We have to work at it and try to make it happen. We need tax breaks from the coalition Government and an indication of how they might work. We also need mediation. If we have that, there is a chance of people holding on to their relationships, which will ensure that families and children are helped.
Again, I congratulate the hon. Member for Erewash on introducing the debate. It is a good and timely debate, especially as the whole nation is thinking about that special marriage last Friday.

Commons ChamberWhen we publish the Bill, the hon. Gentleman will see that we wish to have a reserve power for the adjudicator on penalties, but there is also a real case to be made for the adverse publicity that large supermarkets would face if they breached the groceries supply code of practice.
Last week we had a debate in Westminster Hall on the pig industry, and Members indicated clearly that if there was no immediate action to restore the balance between supermarkets’ profits and the profitability of farmers, many farmers would go out of business. What steps is the Minister taking to ensure that that does not happen?
I may have to refer the hon. Gentleman to Ministers in the Department for Environment, Food and Rural Affairs, who are obviously responsible for agriculture. We should be clear that the groceries code adjudicator will not be a price regulator—that has never been proposed. It will be there to enforce the groceries supply code of practice. That is very important, because it is in the interests not just of the producers and farmers who supply the large supermarkets but of consumers.

I will not, because I do not have much time left.
There is much more to do, and the times we live in are very difficult, but, taken together, the Government’s measures will create the right conditions for business to thrive, compete and create sustainable economic growth and employment. The coalition Government are doing a good job, getting us out of the mess left by the previous Labour Government—decisive action by a decisive Government. I, for one, applaud the progress made by the Government and wholeheartedly disagree with this very mean and inconsiderate motion.
My hon. Friend is right. The sad fact is that whereas we wanted to support General Motors in its plans for restructuring in Europe, by the time the current Government got round to making a decision on that, Vauxhall had decided to go away and sort out its own financing.
Let me turn to some of the issues that have arisen since the election. We could trade quotes from Sir Richard Lambert all day, so let us be candid about what he said last week. He said that he agreed with the Government on the deficit reduction strategy, but he thought that there was no wider vision for the economy and there was a danger that the Department was turning into a “talking shop”. That is a fair summary of Sir Richard Lambert’s speech.
I will not give way because I want to make progress.
What business wants is for the Department to be winning battles in Whitehall. That, sadly, has not been happening. The Department and the Government talk about rebalancing the economy. By that we mean rebalancing away from an excessive dependence on financial services and from excessive dependence on certain parts of the country. How, then, can the Government justify in their first Budget cutting some £2.8 billion in investment allowances to manufacturing industry? The corporation tax cut, which has been mentioned, adds up to a benefit of £2.7 billion. In other words, what has happened is that manufacturing industry is paying for a tax cut for the rest of the economy.
The Secretary of State referred to the decline in manufacturing as a proportion of output and of employment. What he did not mention was the fact that we were going through the biggest wave of globalisation in world economic history. He takes an entirely national view, when there was profound change going on in constituencies such as mine and other black country constituencies in manufacturing during that period.
The programme of grants for business investment has been responsible in the past six years for some £400 million of grants to small and medium-sized mostly manufacturing businesses. Fewer than one in five of the grants is more than £1 million. Those grants have supported some 1,800 projects, secured almost £4 billion in investment, and helped to secure almost 80,000 jobs. How on earth does abolishing that programme fit in with rhetoric about trying to rebalance the economy?
Further, those grants are specifically geared to the assisted areas—areas that need help most, such as my own in the west midlands. We met people from the Black Country local enterprise partnership a few days ago. I pay tribute to the business people in that area who have worked so hard to pull together the Black Country LEP. I reflect a fear and a concern, which I suspect are shared elsewhere. Despite the commitment of the business people, will they get the support that they need from the regional growth fund? That fund is grossly oversubscribed. If business has put in the effort but Government do not back those bids and projects, business will rightly feel let down, and my constituents will rightly feel let down by the prospectus that has been offered.
On trade and immigration, the Minister for Universities and Science is in his place. How does he feel that the soft power that is gained from the UK as a wonderful location to study will be affected by the new proposals on restricting the right to work of people who come here to study? How does that help us to sell Britain abroad as an attractive location for investment?
The truth is that business is concerned about the difference between commentary and delivery that we see in the current Department. That is the difference between opposition and government. The Secretary of State, having lost the battles over LEPs, where the Department for Communities and Local Government appears to be running the show, and over immigration policy, has been left to bet the farm on the banking commission. It is not even fully within his control. Business will want to see less commentary and more delivery in future.

I am sure that the Minister is aware of the great success story of the North East of England Process Industry Cluster: it made £1 billion, gross value added, in six years with just £3 million of public support. It was set up by One North East, the local regional development agency, and has an ongoing portfolio of 62 projects worth £8 million. One particular project, the Tenergis project, which is worth $5 billion, could rejuvenate the local economy and, in turn, attract further world-scale investment.
Chemicals contribute to more than 30% of the nation’s industrial economy, and the sector attracts some of the chemical and process industry’s world leaders. Teesside’s process industry contributes about £10 billion to the north-east’s economy—almost a third of regional GDP—but has seen a series of job cuts and plant closure announcements in recent months, despite having grown in the past five years.
What has that sector seen from the Department since May? The Government have put much emphasis on export-led growth—pretty much a statement of the bleeding obvious. A friendly voice from the Government Benches will no doubt state that manufacturing growth in general has increased amidst a sea of GDP decline, but such statements will not be followed with the caveat that the majority of that growth is in inventory spending, meaning the restocking of raw materials for production. It is a restocking at a time when raw material and commodity prices are at a real high, inflating the costs per measure of materials purchased. I fear that that will be demonstrated in the second and third quarters of this year as domestic demand unfortunately wanes, especially if domestic interest rates are raised. That is combined with the VAT increase, the increased national insurance contributions, wage cuts, fuel costs and the fact that although the world function is based on the retail prices index, the Government function is based on the consumer prices index. We are looking for a domestic multiplier here.
Any policy that is reliant on export-led growth ignores reality as the EU’s internal problems continue and Asian markets become increasingly protectionist and insular in their dissemination of vital raw materials. NEPIC’s vision in its industrial plan is to seek out other clusters like itself and send its industrialists there to win the crucial research and development contracts that will hugely benefit our economy. Getting £l billion in six years from £3 million is good business in anyone’s book. It is a clear example of how public investment can and does attract private investment, both domestic and from abroad.
As well as the scrapping of One North East, the body that helped set up and support NEPIC, we have now seen the abrupt end to the emergency package devised for Teesside in the wake of steel job losses. It targeted jobs growth in the chemicals sector as an alternative to steel jobs. That scheme has been axed, even though it is still allocating work and has £18 million in uncommitted funds that could have been used to support and enhance the objectives of NEPIC member companies.
Now we hear that a long-standing and successful job-creation fund, which over the past decade has helped to create many hundreds of thousands of jobs in areas such as the north-east, is to be axed by stealth. That fund, the grants for business investment scheme, has been—under its own name of regional selective assistance—responsible in the north-east for pumping £112 million into poorer parts of the region and for helping to create 25,000 jobs.
Does the hon. Gentleman agree that we need to foster opportunities for young people, especially when unemployment among young people has reached 951,000, the highest it has ever been? One in four people between 16 and 25 years old are out of work, and there is a need to create opportunity for young people.

I wholeheartedly agree. Indeed, the grants for business investment scheme helped deal with that problem.
In various forms and under successive Governments, the scheme has been in place since the late 1960s. It survived the Heath years, the 1970s Labour Governments and even the Thatcher and Major years and the most recent round of Labour Government. Despite differences on economic policy, all those Administrations recognised the value of regional selective assistance. It was a genuine central-local partnership, handled by the Department for Trade and Industry and then by Department for Business, Innovation and Skills’ offices in London, but its decisions were guided by a regional evaluation board made up of regional businessmen and women. A measure of its success was its crucial role in bringing Nissan to the north-east in the 1970s. More recently, it helped Teesside to secure jobs in the offshore engineering sector and underpinned the decision to rebuild the SABIC Wilton site catalytic kraken, currently the single-most important plant on the Wilton site.
What is worse, and what puts us at even more of a disadvantage, is that the scheme will close only in England; Scotland and Wales will keep it and be able therefore to compete directly with the north-east for a position of advantage. It is tragic that the scheme will go, because it will only put more pressure on the hopelessly oversubscribed and underfunded regional growth fund, which seems to be the Government’s sole contribution to regional economic growth. The RGF, which has about £300 million to allocate, has already had bids from throughout the region, from Berwick in the north to Boulby in the south, topping £3 billion.
The Government cannot keep relying on a weak pound or ignore industry’s need for direct investment in research and development and for partnership with them. I asked the Secretary of State where his influence on the feted local enterprise partnerships is in the Localism Bill. Why has he handed the European regional development fund over to the Secretary of State for Communities and Local Government?
Does the Business Secretary not acknowledge that the Office for Budget Responsibility told him explicitly that unemployment would increase as a result of his policies? Only 3% of people who have achieved work since the recession have gained full-time work. Could he not have reformed RDAs rather than destroy them, or at least asked industrialists in the north-east what they thought? Does he not find it bizarre that more money will be spent on post offices than on the entire English RGF? Why is he allowing long-term timber deals between biomass generation plants and the Forestry Commission to be undermined by Ministers in the Department for Environment, Food and Rural Affairs, who want to sell off cash-crop forests?
The Department for Business, Innovation and Skills and its Secretary of State are summed up by his magical mystery tour last year of the beam mill at Tata’s Redcar plant, which is part of the long products division, not of Teesside Cast Products, the actual plant in question. His party and his Government promised that they would not stand by while steel jobs were lost. In fact, they did more than that. At Forgemasters in Sheffield, a site where I was the union official, Labour put pen to paper when money was requested to help industry. The Secretary of State’s Government ripped it up.
When my right hon. Friend the Member for Wolverhampton South East (Mr McFadden), the Business Minister in the previous Labour Government, contacted the former chief executive officer of Corus Europe, Kirby Adams, a personal friend of the Prime Minister and much mentioned in the leaders’ television debates, he literally put the phone down on a Labour Minister offering help.
The Secretary of State has metaphorically put the phone down on Teesside’s manufacturing, cutting almost one third of the funds set aside for the Tees valley industrial aid package. Standing idly by? No, I could not accuse him of that. Turning his back on Teesside? Yes, I could certainly say that. It was again evident when he was dictated to by his colleagues in DCLG, the Treasury and the Departments of Energy and Climate Change and for Environment, Food and Rural Affairs.
The Secretary of State’s colleagues at DECC refer to high-energy manufacturing as sunset industries. Why on earth is he allowing a rammed-through consultation on carbon price support and energy market reform with no impact assessment on energy-intensive industry in either case? Why does the consultation have a short time scale? He says he wants to take away regulation. That is utter nonsense: he is allowing far more complex and damaging regulation through that programme; and he is attacking workers, particularly those in the steel industry, who kept their patience over two and a half years when they had more than a few good reasons to take industrial action. I know, because I led them alongside colleagues, but we restrained ourselves to ensure that we had an industry in Teesside and an industry for this country.

Commons ChamberI support the motion tabled by the Labour party. All hon. Members are aware of the reasons for the introduction of education maintenance allowance. It was set up to encourage young adults to stay at school. If we change it, we will reduce its impact and discourage the people who need it from continuing in education. It was created to give people an incentive not to give up on school just because their part-time job—if they could get one—offered them only some of the money that they needed. It was created to help families that could not afford bus fares or lunches, and to ensure that children could stay on at school if that was their desire.
I wholeheartedly support EMA, and I put that on record. I have seen its importance in my constituency. Although I understand that it is a devolved matter in Northern Ireland, it is clear from the parents and students I have met that EMA is critical to the students for continuing their schooling and education. That cannot be ignored. I am here to support the 16 to 18-year-olds who clearly would not be able to remain in education and continue their studies if they did not have this help. Members from across the Chamber have recorded the issues in their constituencies, and those are replicated across the United Kingdom—in Northern Ireland and further afield.
An interesting report by the Association of Colleges states:
“Whilst we understand that the Department is taking action to protect institutions from the full effect of this budget cut in 2011-12 through the use of a safety net which limits the cuts to 3% there is concern in Colleges at the scale of the cut over the next four years which will remove £500 million from the education of young people.”
That £500 million, which has also been quoted as £555 million, should certainly be there to encourage those who would love to stay in education, but are restricted in their ability to do so by the lack of money.
I will give an example from my area that illustrates the situation across the United Kingdom. I asked the chief executive of South Eastern regional college, in Newtownards in Strangford, for figures that would enable a greater understanding of the difference that EMA makes to disadvantaged students. Many Members have indicated the number of students who will be affected by the change. In my area in Northern Ireland, it will impact on 1,708 students who need EMA to continue their education. The people who will be affected the most are the most deprived people in the community, who represent almost 50% of those students. Only 30% of the students in that group are affluent, and it could be argued that they could pay, but that leaves 70% of the students who cannot continue without EMA. It is clear from those figures that EMA has encouraged those in disadvantaged areas to stay in education. The evidence is clearly there. I have read the Association of Colleges report and visited the Save EMA website, and it is clear that those are not local figures found just in Strangford and Northern Ireland; they are found across the United Kingdom. I have read some touching stories and have spoken to pupils with a real desire to learn who rely heavily on EMA to continue learning.
There is an indication that the learner support fund that is administered by colleges and school sixth forms will receive additional money. However, the amount of funding is not clear. Until that is clear, we have to try to understand how the system works. My fear, as the MP for Strangford, and that of a great many Members, particularly on the Opposition Benches—in fairness, it exists on the Government Benches too—is that if the coalition are not careful they will create a generation of young people who feel disadvantaged, and perhaps even abandoned. As was said earlier, there will be a lost generation if we are not careful, and a generation that feels angry. What can we do to stop that happening? It must be inherent in any strategy on child poverty that young people are educated and have an opportunity to stay in education to escape the poverty trap.
Claus Moser, a German-born British academic, who was once a warden of Oxford, said:
“Education costs money, but then so does ignorance.”
I urge the coalition to go back to its doctrine of last year, under which it supported EMA. It should help to raise a generation of educated British young people—experts in academic and practical fields—and not foster people who have no proper outlet for their energy. I support the motion and urge all hon. Members to do the same.
