Commons ChamberI am following the position very carefully in all parts of England and Wales. The hon. Gentleman is right that there are some areas, such as his, where there has not been the rise in prosecutions that we have seen in others. We have to further encourage consistency. The training that has been rolled out in recent months to all the CPS areas needs to bed in. With that approach, I think we will see a rise across the board not just in the prosecution of these offences, but in the confidence of victims to come forward.
Does the Solicitor General agree that prosecution of hate crimes is helped when the victim is supported enough to give evidence, and that more training must be provided by the teams that deal with hate crime UK-wide to ensure that all possible support is afforded to victims and their families?
The hon. Gentleman knows from his experience in Northern Ireland that the Leonard Cheshire Disability organisation has an excellent scheme in place to support victims. This echoes the point that I made earlier about the need for such best practice to be spread to give better support.
We want that to take place. The full-time gender pay gap has never been narrower than it is today, but it is important that we look beyond that and understand that people working part time have the same right to no gender pay gap.
Does the Secretary of State agree that although the gender pay gap has reduced, the fact that the pay gap for full-time workers is at a differential of 13.9% indicates that much work still needs to be done? Has she considered a penalty system for employers who do not comply?
We try to work with employers on a voluntary basis. This is not just about forcing employers, although we have laid gender pay gap regulations on transparency before the House. It is about business understanding why they have an interest in fixing this issue in the first place. Yes, we are bringing in mandatory reporting, and we laid regulations on that before the House in the last few days, but we want business genuinely to grasp the nettle and understand why the issue matters so much.

I have no idea who this Chairman person is, but I will give the matter a bit of thought and see if I can work it out.
I have every sympathy with what the hon. Member for Tewkesbury (Mr Robertson) is proposing, Mr Speaker, but you are always very kind and assiduous in ensuring that all right hon. and hon. Members from Northern Ireland get a chance to ask our questions. If we had topical questions, that would reduce those opportunities. Could we instead have more time for Northern Ireland questions?
There is pressure on the time in the House and we have a six-week cycle for questions to each Department. However, these matters are always carefully considered and my right hon. Friend the Leader of the House and I will certainly take on board the hon. Gentleman’s comments.

It is a pleasure to speak in this debate, Mr Streeter. May I first thank the right hon. Member for Tottenham (Mr Lammy) for presenting an excellent case? We are all here because we feel passionately about this issue. I have spoken about apprenticeships many times in this House—unsurprisingly, Mr Streeter—and when I was a Member of the Legislative Assembly in a previous life. There is a reason for that: apprenticeships are a vital part of our country’s future. It is essential that we do not leave ourselves with skills gaps and that we have knowledge, ability and opportunities at every age group and level.
I want to give a Northern Ireland perspective to the apprenticeships scheme and speak about something that is close to my heart—the Prince’s Trust. I often have pointed to the great apprenticeship schemes at Bombardier and other major employers throughout Northern Ireland. I welcome the fact that the importance of this training has been recognised in Northern Ireland. In my constituency, there is an opportunity for everyone in pharmaceuticals, food processing, light engineering and agri-food, which is a growth industry.
I congratulate the right hon. Member for Tottenham (Mr Lammy) on securing this debate. Does the hon. Gentleman agree that we need an investment of time and effort by Government and those in the hospitality industry to bring forward apprenticeships in catering to underpin that industry?
I thank the hon. Lady for that important comment. The tourism sector can, should and must grow. One way of doing that is through the apprenticeship scheme; she is absolutely right. I fully support that, as I am sure all of us here would.
Businesses and companies must step up to the bar and be prepared to take people on. That is why when the scheme was announced I openly welcomed the initiative to create provision for 3 million places—how tremendous to have help in ensuring that work schemes are available to young men and women alike. However, I was not so excited when I realised what exactly was happening with the scheme. That is why I congratulate the right hon. Member for Tottenham on bringing this issue to the Chamber for consideration. What seemed to promise more help in fact seems to have the opposite effect, with the number of apprenticeships for perhaps the most vulnerable group—16 to 18-year-olds—being cut. I know that the changes impact all ages of apprentices, but time demands that I focus on only one strand, and that is young people.
I will never forget reading the dire statistics from research by the Prince’s Trust two years ago, which laid bare a direct link between joblessness and suicidal thoughts, as well as self-harming, alcohol and drug abuse. The figures do not make good reading but they are the reality for many people.
About one in three—35%—of youngsters in Northern Ireland experienced mental health issues, compared with the UK national average of 19%, which is almost one in five. The research also revealed that long-term unemployed 16 to 25-year-olds are twice as likely as their peers to have been prescribed anti-depressants and to believe they have nothing to live for. Over one in three—34%—young people said that they always, or often feel down or depressed, compared with a national average of 32%, with the long-term unemployed significantly more likely to feel that way. Over one in four—29%—said that they feel like an outcast, compared with 24% nationally, with the report finding that the long-term unemployed are significantly more likely to feel that way. Over one in five—21%—admitted that they feel like a waste of space, against the national average of 17%, with the long-term unemployed more than twice as likely to feel that way.
Those stats tell the story of young people and how they feel about their lives in Northern Ireland. They show why Northern Ireland Members are here today and why we are pleased to be able take part in the debate.
A point was made earlier about some schools perhaps looking at the content of skills and at keeping the level up, but surely careers officers in schools play a pivotal role in helping to advise young people to go down the vocational route.
My hon. Friend always brings a wealth of knowledge to these debates and I thank him for his intervention. Careers officers and school staff have an important role to play.
The correlation with the figures is clear, which is why, with others, I have fought and pressed for more apprenticeship schemes and why, with great respect to the Minister, I was so disheartened to see the details of the new scheme. I was pleased to hear of the so-called U-turn, but the Government must rectify the shortfall and do what they said they would do: create more apprenticeships and more training opportunities.
We will all have read the figures provided by Government and the figures, which are disputed in articles such as those by FE Week, that indicate that the introduction of two measures to arrest the decline—paying an extra 20% on the funding band limit for 16 to 18-year-olds, and promising £60 million of
“additional support in areas of disadvantage”—
has not and will not stop or address the shortfall. Indeed it is alleged that most frameworks will still feel cuts of 20% or more.
My hon. Friend the Member for Belfast East (Gavin Robinson), who has just left the Chamber, has done exceptionally good work in his constituency for the apprenticeship schemes in Bombardier. I am conscious of the time, Mr Streeter, so I will hurry along. It was announced that the cuts to construction skills at level 2 would range between 27% and 50%. Later, it was announced that they would range between 14% and 37%, which could still devastate the sector. In sectors such as hairdressing—I do not have worry about that—and engineering, FE Week analysis revealed that at levels 2 and 3 there could still be maximum cuts of some 50%.
I stand firmly with the right hon. Member for Tottenham and thank the Government for the changes, but they are not enough. We already have a society in which too many young people feel worthless and they need the help and attention that these schemes provide. Let us do what we can for young people. They are crying out for help, support and particularly hope. Let us give them that hope today in this debate and from the Minister.

I congratulate the right hon. Member for Tottenham (Mr Lammy) on securing this important debate and on the work he has done, but I was disappointed that he did not feel that it was right to mention the £13.4 million spent by the Government in his constituency on the new digital college, which I was proud to open with him only a couple of weeks ago; the 920 apprentice starts in his constituency over the past year; the Government’s doubling of apprenticeship spending to £2.5 billion by 2020; the 619,000 apprentice starts that we have had since May 2015; or even—dare I say it?—the record on people not in education, employment or training. The previous Government left us with 1 million unemployed young people. Between 2014 and 2015, the proportion of 16 to 18-year-olds in education or work-based learning increased to 90%, which is the highest figure on record, and the proportion of 16 to 18-year-old NEETs fell to 6.5%, which is the lowest rate since records began. I was also disappointed that the right hon. Gentleman did not mention the 500% increase in higher apprenticeships since 2010, the £7 billion to be spent on further education and training, and the extra incentives given to the frameworks. His speech was partial and disappointing given his record in standing up for apprenticeships and skills.
I congratulate my many hon. Friends, and hon. Gentlemen and Ladies of all parties, on their thoughtful speeches. My hon. Friend the Member for North Swindon (Justin Tomlinson) was a brilliant Disabilities Minister. We are very supportive of the work done by him and my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard) to encourage more disabled people into apprenticeships. We fully accept their recommendations and we are implementing them.
On the levy, we are increasing the incentives to employers and providers by £1,000 each for those on a healthcare plan or those from care homes; specific disabilities providers will get an extra £150 a month, and up to £19,000 will be provided for adaptation. My hon. Friend the Member for North Swindon will know about the £2 million that we put by for support for mental health apprenticeships; that money supports roughly 2,000 participants. It is worth mentioning traineeships, on which something like 19.7% of those with learning disabilities are represented. That has not been mentioned in this debate.
I am very happy to meet with the hon. Member for Liverpool, Walton (Steve Rotheram), and I am meeting him on Thursday about another issue. There are no existing plans to devolve the levy funds to specific areas. We are creating a system that simplifies funding across England, making it easier for employers to navigate. We will be reviewing how the disadvantage funding works over the next 12 months.
There were some thoughtful speeches, including from the hon. Member for Glasgow North West (Carol Monaghan). I say to her and to the hon. Member for Motherwell and Wishaw (Marion Fellows) that the devolved Administrations will get a fair share, and we hope to make the announcement shortly. The hon. Member for Glasgow North West made important points about apprentices getting real jobs. It is good that 90% of apprentices stay in work. Surveys show that the satisfaction of those apprentices is incredibly high.
I could talk about many of the issues raised today, but in the time available I want to go through those raised by the right hon. Member for Tottenham and Labour’s Front-Bench spokesman, the hon. Member for Blackpool South (Gordon Marsden). Hon. Members have to see what the Government are doing in the overall context of the £2.5 billion increase by 2020. A huge amount is going towards increasing funding rates for STEM frameworks—that too was not mentioned by Opposition Members. Just under half of 16 to 18-year-olds will attract more funding thanks to the uplift in STEM frameworks. Huge amounts of money are going into support for disadvantaged apprentices, as was acknowledged by the right hon. Gentleman and others today. A significant amount is going towards helping small employers, as those with below 50 employees will pay no training costs at all. There are all kinds of other incentives. Some 25% of frameworks will be replaced by the new apprenticeship standards by the end of the year.
I am sorry, but I cannot give way because very little time remains.
More money will be spent on standards. A huge amount of money is going into the system to ensure that 16 to 18-year-olds and those who are socially disadvantaged are properly represented. Many of the frameworks that apply to adults are the same as those applied to 16-year-olds, yet the ones for 16 to 18-year-olds can cost double the amount. The surveys and the evidence show that they do not need to cost as much, and that, often, only a few hundred pounds would make a difference.
We are moving into a new world. The apprenticeship levy is changing employer behaviour. Businesses will choose different kinds of apprenticeships because of the move to standards, and would-be apprentices will choose different kinds of apprenticeships. The way the discussion has gone among some Opposition Members, it is as if we were comparing apples with apples. However, the world is changing and we are now comparing apples with pears.

Commons ChamberMy hon. Friend is right that those witnesses are of particular concern. I am sure she will be pleased to learn that those kind of witnesses will particularly benefit from pre-recorded cross examination; where it has been trialled—we have trialled it in three court centres so far—about three quarters of the cases have been cases of a sexual nature, and most of the witnesses have been children.
Does the Attorney General agree that we have to address the issue of having to go to court for initial proceedings, where victims may come face to face with the accused at a very early stage? Victims feel fear when facing the accused. Will he outline what will be in place to help them?
The hon. Gentleman is right that that is a serious concern for many of those involved in these kinds of cases. That is precisely why the measures I have described are of benefit. If all of a witness’s evidence is pre-recorded, they will not come face to face with the defendant at all. That is a huge benefit.
This will be an open consultation. We know and understand how sensitive and emotive this subject is, and that there are very strong opinions on both sides of it. We need to look at the best and necessary level of legal protection against caste discrimination, and the findings of that consultation will help inform us on what to do to provide the appropriate legal protection.
In the consultation process, will the Minister outline what steps have been taken by diplomats, ambassadors and embassies to combat caste discrimination, and is there an estimate of the success of these steps?
My old Department, the Department for International Development, working hand in hand with the Foreign Office does huge work not only to advocate but to take action on the ground to help groups fighting for equality, including fighting against caste discrimination. We do that in the countries where it is most prevalent. As the hon. Gentleman will be aware, these are generational issues that take time steadily to shift, but we believe we need to keep pushing on them to move things forward.

I thank the Chair of the Education Committee, the hon. Member for Stroud (Neil Carmichael), for setting the scene so well. As many in the Chamber will know, I have a particular interest in the mental health and wellbeing of children, which the report looks into in some detail. I want to provide some comment on the report, while being ever mindful of the way that the hon. Gentleman has clearly set out the issues, where the needs are, and perhaps where they have not been met but we hope that they will.
The issue of foster children is of particular interest to me. I know that it is of interest to many others, inside the Chamber and outside it. I commend the members of the Education Committee on the report and the hard work and effort they have clearly put into it. They should be praised for that, and I put that on record.
The welfare of children is one of the most important issues that this House can deal with. Decisions made in this place have the ability to help or hinder a child in their progress towards becoming a contributing member of society. We only get one chance to have a great childhood. We do not get a chance to relive it, just as we do not get a chance to relive later stages of our lives. I was blessed to have a great stable home life, with parents who loved and supported us no matter what the issues were. I have attempted to give my sons a great childhood, and I do what I can in my granddaughters’ lives to see them happy and contented.
The thrust and the theme of the report, I suggest, is how we can look after children at the earliest stage. My home is not perfect. As a father I have done things that I probably should not have done. I have made mistakes, and were my boys here they would laughingly list some of my not-so-finest moments—I am sure there are many—but there is love in our home, and that is important. The report gives us a chance to understand the issues in fostering and the need for foster parents.
It breaks my heart that 2,212 children were living with foster families in Northern Ireland as of 31 March. It is a devolved matter, and I understand that. That figure is nearly nine-tenths—88%—of the 2,500 children in care looked after away from home in Northern Ireland. There are approximately 2,095 foster families in Northern Ireland, and the Fostering Network estimates that fostering services need to recruit a further 170 foster families in the next 12 months.
I have spoken about the issues before in the House, and they are real in my constituency. I have a particular interest in fostering, and I meet people every week in my office who are affected by it. It breaks my heart when I meet women who have given their children up because, although they love them, they cannot give them the life they deserve and need or, sometimes, the care they need. Sometimes love just is not enough. Help and support should be available for those brave families who make sacrifices to give their child a good start in life. The issues are real, and the report’s important recommendations would ensure that children who have to be looked after away from home are helped in the best way possible and the strategy in place is the best available.
In particular, I echo the recommendation that the Government amend the statutory guidance to make it clear that a strengths and difficulties questionnaire should be completed as a starting point for every child entering care. I commend the Committee on that helpful recommendation. Children who are put into care feel that loss the most keenly. They feel abandoned, unwanted and unloved, and those feelings can lead to emotional wounds that may never heal if they do not receive the care and attention that is needed. Putting that recommendation in the report goes a long way to addressing the issues that I perceive in the system. The mental health assessment is one step in ensuring that children get the care and support they need for healing to take place, for them to be integrated into society and to make them feel part of society.
I was surprised to learn that the CAMHS team does not help those who are not in a long-term home. While I can understand the rationale—a stable environment helps the process—I have also seen at first hand the tremendous job that the team can do. That is not just in my constituency, but across the whole of the United Kingdom of Great Britain and Northern Ireland. My office has helped many people who would swear by the difference that our local CAMHS team in Newtownards is able to make with children. The team does marvellous work, and I would like to see a wee bit more focus on that. I agree with the Committee report that the CAMHS team must be available to foster children who are put into foster homes for any length of time, and I hope that that is done as a matter of urgency. I commend the Committee for that recommendation, which is a step in the right direction.
The Minister is assiduous and responds to our queries on every occasion, in every position that he holds. I look forward to his response. I congratulate the Committee on its hard work and commend Committee Members who have made a significant contribution on this emotive and essential topic. I look forward to seeing how the system for looked-after children will improve when the recommendations come into action, and how we in Northern Ireland can follow suit.

Commons ChamberI had hoped that progress might have been better, but it would be unfair on my hon. Friend the Minister to say that nothing has happened. He has met me on several occasions and pushed the case.
My hon. Friend could almost have been reading my speech, because I was about to remind the Minister of the issues that I raised last year, which I wish to raise with him again this evening. First, following that debate, he wrote a helpful letter to local authorities. The only problem is that a postcode lottery has developed. Some local authorities have been receptive to his letter, have taken the point that there is going to be a consultation, and have therefore looked to apply flexibility to when a child should enter school. That has been very good news for a number of parents. Unfortunately, many other authorities have said, “Well, that is just a letter from the Minister, and a consultation may happen at some stage in the future,” but have taken absolutely no notice. In the past two days I have had emails flooding in from people across the country sharing radically different experiences.
Secondly, as my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) said, we need the timetable for the changes to the code. That would lead to the end of the postcode lottery, but more importantly it would allow parents some certainty in planning their child’s future.
The hon. Gentleman brought this subject to Westminster Hall a short time ago, and I supported him then and do so again tonight. We are all concerned about the angst of parents and pupils, and the educationalists—the teachers themselves—want to do away with the rigidity in the system and bring flexibility. Is that not what the Minister should do after tonight—bring about flexibility for everyone?

Commons ChamberMy hon. Friend is quite right. We have moved from a system where there was a one-size-fits-all approach to schools for children. We now have a system where there is so much more diversity and choice. We think it is wrong to have one kind of school within the system that is unable to respond to parent demand—that is the need for more grammars. We want to open up the debate and look at what we can do to enable parents around the country to have more of a choice.
When it comes to schools that work for everyone, the Secretary of State says she wants views from everywhere. She will be aware that the exam results from schools in Northern Ireland for GCSE were some of the best in the United Kingdom. Has she had the opportunity to strategise those results for the benefit of the UK mainland?
I know the system of grammars in Northern Ireland is one that people would point to and say that, on average, attainment has increased. During the urgent question last week, I was invited to Northern Ireland to look for myself. I am sure I will be able to visit Northern Ireland shortly.

I just want to put this on the record. In Northern Ireland only 19.7% of young Protestant boys actually achieve five or more GCSEs. That is an indication of the many per cent who do not achieve that. Does the hon. Gentleman agree that there is a need for vocational courses with on-the-job training, and that they must be available at all large schools to enable those who do not have the academic ability to forge ahead vocationally?
I thank the hon. Gentleman from Northern Ireland, who never fails to make a good point in debates in Westminster Hall.
Bringing back secondary moderns for those who do not go to grammar schools and ensuring they attain the same results would cost a fortune, and may not be attainable in the short, or long, run. So any moves on this policy need to be well thought out. No one, whatever their gender or background, deserves to be left behind.
If I am anything, I am someone who believes in striving for a utopian, completely level playing field in life’s chances; but I am a realist and I know that such a dream can never be. I will do my best to ensure that our young people realise that, as my maternal grandma said to me and my younger brothers on more than one occasion, “No one can ever take your education away from you.” She wanted us to work hard at school and go on to college or university and it is only through the second, and perhaps third, chances that I have been granted, mainly through her sacrifices and those of my grandfather and parents, that I was able to achieve what I have. That is why I am honoured and privileged to stand in this place in front of hon. Members today as one of the 650 Members of Parliament who have been elected to represent their fellow countrywomen and men of all ages and levels of educational attainment.
Additionally, I believe we should also have three-year, five-year or seven-year apprenticeships equivalent to degrees but that are vocational for those who are non-academically minded. Those should of course be available to girls as well as to boys, but we need to think differently; it works in countries like Germany, so why not here? University is not for everyone, and certainly with an increase in participation rates from circa 5% in the early ’80s to 30% in the early ’90s and 47% now, it should not mean it is automatically the primary option for young people. The Labour con of the late 1990s to keep youth unemployment figures low is not a good reason to increase university attendance and participation, although I believe that wanting to win in a global economic race with a well-experienced, well-educated and motivated workforce across the myriad economic sectors is.
I find it odd that although we are all promoting more women to be engineers and scientists, there are no such reciprocal schemes for boys. Given the lack of young men now entering the professions, where are the schemes for young men enticing them to apply themselves and to enter professions where they are now underrepresented, such as teaching, medicine, law, psychology and a raft of other subjects and specialisms?
My final theme is about focus and political leadership. There has been precious little attention and focus from the Department for Education, or anyone else in Government and Whitehall for that matter, in terms of recognition, policy and action on this issue. Given that this pattern has emerged and then become embedded for three decades, it is for Governments of all shades, including the last Labour Government, to hang their heads in shame and hold their hands up in acknowledgment that they missed a trick and seek redemption.
I am almost certain that if the genders were reversed this current situation would not exist. Indeed, for more than 20 years copious amounts of taxpayers’ money have been successfully spent on encouraging female applications for STEM subjects and a plethora of degree subjects, college courses and, in more recent years, apprenticeships. That is all to be welcomed, but where has the focus and investment been for boys? I also looked at what focus there was from the Government Equalities Office, the Equality and Human Rights Commission and the educational trade unions; little, if anything, was the result of such fruitless searches.
In conclusion, this subject is not going to go away. We cannot wait any longer for more generations of boys to fall behind girls educationally. That is why I believe the Government need to set up an implementation taskforce, as they have on so many other important policy areas. This is exactly such a policy area. The Government have rightly given much focus, policy and leadership on matters such as the lack of women on boards and the gender pay gap. There is an unarguable case that the Government should give the same level of focus, policy and leadership on the gender education gap as they have on those worthy issues that have received much media and BBC coverage in recent politically correct years.
The Department for Education and Ofsted need to step up to the plate and ensure that schools, whether run through local education authorities or as academies and free schools, are boy-friendly. The gender education gap is a very serious matter affecting boys, their families, communities, businesses and our country as a whole. It is a one nation issue, a fairness issue, an equality issue and an issue that has been ignored for far too long. Our boys’ underperformance at school deserves national attention and action. They, their teachers, parents, we as their Members of Parliament, and our nation should expect nothing less.

I have plenty of thoughts, and I am glad to share them. It is a pleasure to be called to speak in this debate. I enjoyed the setting of the scene by the hon. Member for Halifax (Holly Lynch), whom I congratulate on securing the debate. It is also a pleasure to be one of two males who will contribute.
It is hard to argue with the principle, ideal and intent of the national living wage. We want everyone in our country to have a life free from poverty and a job that compensates them properly for their labour, which is the purpose of the national minimum wage. In Northern Ireland we have some of the highest levels of poverty in the whole United Kingdom, so the minimum wage is an important issue for us.
We are a nation of shopkeepers, and I am descended from a family of shopkeepers. Margaret Thatcher said that we were a nation of shopkeepers—I am not sure whether we are as much as we used to be, but we still have a lot of shopkeepers. As the hon. Lady said, we are debating the principle of rewarding those who put in the graft by getting up to go to work and work hard for their family, but we would not be having this debate if there were not outstanding issues with the minimum wage changes.
We have all heard that small businesses across the country are worried that they will have to pick up costs that they cannot afford and, as a result, may have to lay off workers, who are not just employees but friends and family. That is an important issue. While seeking to improve the wages of people in the 18 to 25 bracket, we have to ensure that the businesses that employ them are able to pay those wages—it is important that we achieve that.
My constituency office—other Members will say the same—has been visited by many 18-year-olds who are setting up home together. That is good, and we want to encourage them, so we help them as best we can with housing. We hope that their wages will be enough for rent, food, heat and enjoying some time together as a young couple starting off. The hon. Member for Glasgow Central (Alison Thewliss) said that an 18-year-old could be doing the same job as a 25-year-old to the same level of expertise and ability but receive a lesser wage, which is grossly unfair.
Evidence from the Association of Convenience Stores shows that it is extremely concerned about the prospect of the national living wage reaching 60% of median earnings, which is currently projected to be £9 an hour. Retailers report that that is likely to change their staffing structures and affect store profitability. Some 25% of shop owners work more than 70 hours a week, and 20% do not take any annual leave. The May 2013 “voice of local shops” survey indicated that a majority of independent retailers, some 55%, believe that they earn less than the national minimum wage when taking into account the hours they work. Shop owners might not be earning the wage they need, but they do it because they have done it all their life and they want to create some employment for those around them. There are other reasons for doing it as well.
The Chancellor has taken that into account and has offset various business costs such as corporation tax and national insurance. The Government are cutting the burden of business rates by some £6.7 billion over the next five years. Provided that that does not affect tax receipts, it is a most welcome move that will help business owners across the country by freeing them of some of the shackles and obstacles that ambitious and striving small and medium-sized enterprises face in their quest to succeed and expand. The national living wage will hopefully not have the impact that SMEs once feared, but only time will tell. We will see how that works.
It is easy to jump to the assumption that there may be a form of discrimination, as the hon. Member for Glasgow Central said. Many of us feel that there might be discrimination, and in some cases there may well be blatant discrimination. It is about getting fairness so that people get a wage that reflects their labour and the sweat on their brow. That is what I am keen to see. There are mortgages or rent to pay, as well as childcare costs, family expenses and possibly pension savings, because now when people get a job they are often entered into a pension scheme almost straight away; indeed, people are encouraged to join pension schemes, by the Government among others. It is also important to have a pound or two set back for a rainy day. The hon. Lady referred to her grandmother. My grandmother and my mother are the same in this regard; they always had a pound or two set back for a rainy day, or the “what if?” category. When something goes wrong, it is good to be prepared for it.
Those are just a few of the costs that people have to factor in after being paid as they get older. Before the national living wage, people on the old-style minimum wage also factored those things in. It is true that there are some 21 to 24-year-olds who have all those expenses and more, which why it is important and welcome that the Low Pay Commission will continue to monitor, evaluate and review pay conditions for younger workers when it makes recommendations for future changes to the national living wage. I am keen to hear the Minister’s response to the debate, particularly on how he sees the Government monitoring, evaluating and reviewing those conditions. If those conditions are not right, what will happen?
The fact that changes to the national living wage are possible shows that there is room for movement. I believe that the Government have created some flexibility for the changing, adaptation and correction of the national living wage; the Minister will confirm whether that is the case or not. I hope that what is on the table now will not be, by any means, the end goal. There have to be some possibilities for movement, to secure better conditions for those on the minimum wage.
It is important that we do not disadvantage anyone financially in all of this activity, but at the same time we cannot disadvantage those who need the wage increase the most and those who are trying to get on in their life. Let us encourage our young people. That is why we are here; that is why we are MPs. We want to encourage our constituents, and our young people in particular. There needs to be careful monitoring of how the national living wage plays out in reality for those in the lower pay brackets, to ensure that no one is being disadvantaged by the structures.
I conclude by saying that close monitoring of the situation should allow for appropriate adjustments to be made. It is imperative that it continues in the future and that all essential amendments are made in a timely fashion, to ensure that the national living wage is the success that the Government, the hon. Member for Halifax and the rest of us here today want it to be.

I was expecting a few more hon. and right hon. Members to participate in this debate, which is important to me as the Member for Strangford and for a great number of Members who would probably wish to participate but for whom there are many other distractions in the House today, with votes and other commitments. I am sure that those who are not here wish that they were and will read Hansard tomorrow.
I congratulate the hon. Member for Telford (Lucy Allan) on securing this debate. I have some comments on the Northern Ireland perspective, and it is disappointing that the research on regional variations in the rate of teenage pregnancy has nothing on Northern Ireland. Perhaps that will change when we have other debates on similar issues. Teenage pregnancy is a public health concern in both the developed and the developing world.
Hopefully most of us in the Chamber have had the joy of holding our own babies in our hands when they were first born. The birth of a new baby in the world is a joy. Today we have had the chance to see the hon. Member for Chatham and Aylesford (Tracey Crouch) with her new baby boy, and not a person passed by without a smile on their face and without congratulating her on the birth of her firstborn. Seeing a new life in the world, loved by their mother and by everyone, is a joy.
When we talk about teenage pregnancies, we must recognise that many of those who become pregnant have a strong, loving relationship to their babies, the new additions to their family. In my constituency office, I have the privilege as the Member for Strangford to engage with many of those young mothers, helping them get the housing benefits, care, nurseries and other support that they need. Those are some of the things that we do. This debate is not meant to be about judging teenage pregnancies in any way; it is about what we can do to help and assist. My contribution will be along those lines, and will focus on how we can assist those young ladies who are teenage mothers.
The United Kingdom has one of the highest teenage pregnancy rates in the whole of Europe. The most recent data show that teenage pregnancy rates in Northern Ireland continue to fall, including—I will qualify this later on—in my own constituency, where they have been relatively high in the past. Ours is still the third highest of all the constituencies in the Province, so my constituency still has a health issue to address. Health is devolved, so the Minister does not have responsibility for replying on that, but hopefully he can take note of my contribution.
Northern Ireland’s teenage pregnancy rates are now at a record low, according to the most recent figures released by the Department of Health in the Province, with a fall in teenage pregnancy rates of 37% in the last 10 years. That is a significant decrease, and I believe that it is caused by some of the policies that we have adopted. In December 2008, when I was in the old Northern Ireland Assembly and made some inside contribution to the relevant debates there, the regional sexual health promotion strategy and action plan was launched and set a target to reduce the rate of births to teenage mothers under 17 by 25% by 2013. We have exceeded that, and the target has been well beaten. The figures have gone the way that the NI Executive and Assembly desired, and the strategy undoubtedly played a large part in that.
I will mention a bit about that, if I can. Better sexual education and availability of contraception have helped drive down the rate of teenage pregnancy in the Province, and although the overall fertility rate in Northern Ireland has been falling, it is most welcome to see it falling more significantly where we want it to do so. Regional variations in teenage pregnancy rates are apparent, but within those, there are also key socioeconomic variations. The hon. Member for Telford referred to some of the reasons for teenage pregnancies, and I am sure that other Members who speak will comment on them.
As we have heard, there are many explanations for the variations in teenage pregnancy. As the rate falls nationwide, we need to take note of those indicators and of similar research to develop a strategy that can work nationally. I have always said that it is important to do so. I bring a Northern Ireland perspective to this debate, and the hon. Member for Glasgow Central (Alison Thewliss) will bring a Scottish perspective. We bring our perspectives to add to the debate and show that where what we are doing can be replicated in other parts of the United Kingdom of Great Britain and Northern Ireland, we should do so. If we see something being done in England, Wales or Scotland that can help us, we in Northern Ireland will look towards that as well. That is why I am commenting about how we can work together.
The factors involved in teenage pregnancy can affect anyone, regardless of where they are in the country, so they should be at the core of identifying how to reduce teenage pregnancy rates further and support teenage mothers. We want to support them. We want them to have the support that we as Members of Parliament can give, and that the Government, society and families can give as well. The hon. Member for Telford mentioned the effect on families, and we need to look at that as well.
The hon. Gentleman is making some interesting points. He referred to the potential to learn from other areas and he gave examples of the progress that has been made on the strategy in Ulster. Can he give a couple of examples of specific actions that have made a difference?
I am coming to that if the hon. Gentleman will bear with me. He always makes a valuable contribution in his interventions. He and I seem to always attend these debates. Whatever they are, we are here together to make our contributions. I thank the hon. Gentleman for his intervention and I will come on to the issues.
Within the main council area that dominates my parliamentary constituency, teenage pregnancy rates are the third highest—unfortunately—in Northern Ireland. Although there has been a decrease of 37%, I represent the area with the third highest teenage pregnancy rates in Northern Ireland. It is important for me to learn from other Members—to learn from their experience and understand their knowledge can add to the research that I have done so that I can take that back to Northern Ireland and to my constituency of Strangford.
Progress has undoubtedly been made through personal education. Families and those who are close such as brothers and sisters—probably more sisters to sisters or mothers to daughters—is something that we perhaps should focus on more. Sometimes relationships break down between parents. Young girls can find themselves at a loose end and sometimes things happen. Things happen for many reasons. They can happen because of what has happened at home or because of what is happening in society. They can happen because of peer pressure as well. Those are issues that Government cannot legislate for, but which we as parents need to do something about. We need to encourage the people who have influence to do likewise. When it comes to some of the things that we have done, I can point to the education plan, setting a target for reduction, and the availability of contraception. We have to address those issues. Sometimes we have to be aware that young people will want to do their own thing, but sometimes we have to be aware of what we can do as a society.
I note the hon. Gentleman’s points on the availability of contraception and appropriate advice. We tend to assume that we are talking in the main about unplanned teenage pregnancies, and that is not always the case. Does the hon. Gentleman think that we should do more to show that the role of parenting is a hugely challenging one? It is very rewarding, but challenging and costly—emotionally, financially and socially. Do we do enough in that regard?
I thank the hon. Lady for that intervention and for her wise words. We in this Chamber will say yes, we have done our bit, but many of us here could perhaps do that wee bit more. People could be more conscious of where their children are at night; what they are doing; who they are with and what their peers are doing. I see this in my advice centre all the time; I see some of the issues. I am not here to criticise or to point the finger. That is not what this is about. This is about saying how we and Government can help and assist young people. We should aim to try and enable people to see how we can reduce teenage pregnancies, which we have done in Northern Ireland in significant numbers, but we need to do more. When it comes to whether people can do more, yes, they can. I have three boys—three young men. One is married and one is about to get engaged. If the third boy leaves it until the age of his dad, he has 10 years to go before he gets married, as I was married at 32.
We have to look at the issues individually. Society itself, but particularly the role of parents, is important. The hon. Lady is right. The role is critical and necessary. The Prime Minister has often said that families are at the core of society. I believe that as well, and that is where we need to start.
Although progress has undoubtedly been made, we cannot take our eye off the ball. With research ongoing, the Government need to keep on top of the issue of teenage pregnancies and work with the various bodies—private, voluntary and public sector—to continue the good work that has been done in Northern Ireland and elsewhere and to adapt to the ever-changing goals in the effort to address teenage pregnancies.
For me, the issue is knowing how we can do things better. The hon. Member for Telford referred to some of the reasons for teenage pregnancy. When we consider those reasons, we cannot ignore the variations and variables in the regions of the whole of the United Kingdom. The Department of Health has made clear what it has done to drive down the overall rate of teenage pregnancies and recognised socioeconomic variations. In June 2014, the Department amended the 2008 strategy to include the aim of reducing
“the gap in births to teenage mothers living in deprived areas.”
Identifying and targeting the population most at risk of an unplanned and possibly unwanted pregnancy is vital to both prevention and improving the accessibility and uptake of post-natal medical care. That is another issue that we have addressed. I hope that these comments are helpful and specific. Regardless of their background, all sexually active teenage girls are at risk of becoming pregnant. That fact cannot be denied. Teenage mothers are more likely to be in what are known as routine or semi-routine occupations—for example, sales and services operatives or low-grade administration. I am not doing those jobs down, but that is what the statistics say.
Research evidence from the Family Planning Association in Northern Ireland suggests that risk factors include low self-esteem; poverty; low educational attainment; declining educational achievement; alienation and non-attendance at school; children being looked after by health and social care trusts; children of teenage mothers; a history of sexual abuse; mental health problems; and a history of offending behaviour. Those are all explanations for the variations in the rate of teenage pregnancy. When we look at these issues as we did in Northern Ireland, we can come up with a strategy. The hon. Member for Torbay (Kevin Foster) asked what we did. That is what we did, and it has made a significant contribution to where we are.
I again thank the hon. Member for Telford for giving us the opportunity to participate in this debate. When the shadow Minister speaks and the Minister responds, I hope that we will hear how we can address teenage pregnancy to an even greater degree, because there are many ways we can do that.
It is a pleasure to serve under your chairmanship, Mr Chope. I thank the hon. Member for Telford (Lucy Allan) for securing this debate and for her very interesting speech.
When we are discussing teenage pregnancy, it is critical that we do not seek to stigmatise or hurt young women. As the hon. Member for Strangford (Jim Shannon) said, every baby born should be celebrated and every mother supported. Having a baby at any age has its challenges, and we should always seek first to offer assistance rather than dole out judgment.
Since the SNP Scottish Government were elected in 2007, the rate of teenage pregnancies in Scotland has fallen every single year, and it has dropped by about 35% in six years. All the NHS board areas in Scotland have seen reductions in their rates of teenage pregnancies. In the under-20 age group, it has decreased by 34.7%; in the under-18 age group, it has decreased by 41.5%; and in the under-16 age group, it has decreased by 39.8%. All that has not happened by accident. The SNP seeks to give every young person in the country a good start in life, regardless of their circumstances. The Scottish Government and the Minister for Children and Young People, Aileen Campbell MSP, have been working to achieve the goal of making Scotland the best place in the world to grow up, and they are leading policy in early years intervention.
The hon. Member for Telford mentioned looked-after children in particular. I draw attention to the Centre for Excellence for Looked After Children in Scotland—CELCIS—which does great work. The Scottish Government have also worked in a number of different ways to support care leavers by giving them an entitlement to university and further training. There are lots of measures to build their self-esteem and make them feel like the valued part of society that they are.
At the weekend, the SNP pledged to give every newborn baby born in Scotland a Finnish-style baby box to ensure that families have all the things they need to start in life. That programme has been hugely successful in Finland in reducing infant mortality from one of the highest rates in the world to one of the lowest. Interestingly, infant mortality is 60% higher among babies born to teenage mothers, so the baby box has the potential to become an important intervention for this vulnerable group.
It takes time and effort to change the causes and history of teenage pregnancy, as the hon. Member for Strangford indicated. I recently visited the National Society for the Prevention of Cruelty to Children in Glasgow. It is doing interesting and worthwhile work to support young mums. It is piloting an intervention that was started by Yale University called “Minding the Baby”. A health visitor and a social worker work with teenage mums from around seven months into pregnancy until the child is two. That very intensive model has resulted in benefits in improved attachment and better parenting skills. It has raised the self-esteem of the young women involved and had a wider effect on their families. Some have younger brothers and sisters who have seen a benefit in their family after teenage mums went through the programme, so there is a wider benefit to society. I was also delighted to hear that through the programme, a number of young women have been supported to breastfeed. That demographic has a low uptake of breastfeeding, but the babies gain a huge and significant benefit.
There is an undeniable correlation between deprivation and teenage pregnancy. Dundee is often mentioned very negatively in that light, but there has been significant progress. Over the past decade, Dundee has seen a 58% drop in teenage conception rates. That is credited to the close working of schools and the local health board and the valuable work of family-nurse partnerships. It is also credited to education. Dundee has a young mums’ unit, which keeps young women in full-time education, meaning that they do not lose out on their education—that vital piece of the jigsaw in moving out of deprivation.
The hon. Members for Telford and for Strangford mentioned the impact of sexual health and relationships education. The House of Commons Library research mentions in relation to England that it is unclear what obligation there will be for schools in England to provide sexual health and relationships education should the Government’s full academisation plans go through. The SNP sees the value in that education and urges the Government to clarify whether new academies will have an obligation to provide sex education in schools. It would be utterly unacceptable for schools to offer no sex education whatever.
The hon. Member for Strangford mentioned prevention and young men, who have an important role. It is not just up to young women; young men have a serious role in teenage pregnancy.
A very significant role. If young men and young women together are not educated about sexual health and relationship more widely, we are missing an opportunity to impart important lessons about consent and respect. Leaving it to chance is hugely damaging, as we can see with the ongoing investigations in Parliament into harassment in schools and the higher education sector.
Sexual health and relationships education is very much part of the curriculum in Scotland. My son is five. His primary 1 class has just been learning about human bodies. We should not be daunted by these issues as parents or politicians, because serious issues such as consent can be taught at a young age. It can be as simple as stopping tickling a child when they say no. That is consent, and we need to think about these things more widely.
In Scotland, we updated our national guidance on relationships, sexual health and parenthood education in December 2014. That guidance puts into practice the commitment made in the Children and Young People (Scotland) Act 2014 that the Scottish Government would actively promote the rights and wellbeing of children and young people. Education in schools should equip children and young people with information to help them keep themselves safe. Giving children and young people the knowledge and understanding of healthy, respectful and loving relationships and the opportunity to explore issues in a safe environment protects them from harm and promotes tolerance. Young people have the right to comprehensive, accurate and evidence-based information to help them make positive, healthy and responsible choices in their relationships.
Dr Alasdair Allan, our Minister for Learning, Science and Scotland’s Languages, said at the end of 2014:
“The issues covered by RSHP can be seen as the building blocks to how pupils look after themselves and engage with people for the rest of their lives. These classes allow pupils to think about their development and the importance of healthy living surrounded by their peers who will have similar experiences to them…The guidance recognises the professionalism of teachers, the expertise they bring to making lessons age appropriate and an invaluable addition to discussions that parents are likely already having with their children at home.”
Finally, I come back to my point about poverty and deprivation and the correlation with teenage pregnancy. In its most recent statistics, which are from 2013, the Information Services Division notes:
“There is a strong correlation between deprivation and teenage pregnancy. In the under 20 age group, a teenage female living in the most deprived area is 4.8 times as likely to experience a pregnancy as someone living in the least deprived area and nearly 12 times as likely to deliver their baby.”
The UK Government’s welfare cuts and sanctions are increasing poverty—that is the context in which this debate exists—and will not help the teen pregnancy rate. In particular, I draw Members’ attention to how young people aged 18 to 21 will lose access to housing benefits from next year. Centrepoint and Shelter have expressed concerns about the impact that will have on young people. One exception to that policy is where people of that age are parents. When the Government begin to make policies that take age and particular things into account and certain groups lose out, that will have a consequence. My concern is that by excluding that group from housing benefit, the Government perhaps encourage young people in particularly desperate circumstances to make huge life decisions for the wrong reasons, and that would be a seriously retrograde step.

It is a challenge to do five minutes, but I will do my best, Mr Davies. I congratulate the hon. Member for Swansea East (Carolyn Harris) on securing this debate. She focused comprehensively on the subject.
I think it is important that we give thought to the 13 people killed in Brussels on the metro and at the airport, and to the many others who have been injured. Prayerfully, physically and emotionally, we commend them all in our hearts and thoughts at this time.
To come back to the debate, 24% of household fires in the past five years were caused by electrics, as hon. Members have said. Irresponsible behaviour and accidents can happen, but the majority of cases are due to faulty electrical equipment. People’s lives and livelihoods are literally at stake as a result of the trade in faulty or illicit electrical goods. In December, my hon. Friend the Member for East Londonderry (Mr Campbell) tabled an early-day motion, which I was happy to sign, urging families and friends to take extra care and be aware of electrical safety, especially in the homes of elderly relatives and friends, during the Christmas period. We had a chance to highlight the issue at a reception here. It is important to use our positions as public representatives to raise awareness of the risks and urge people to take heed of warnings, but, no matter how aware people are of the risks, there is still the problem of electrical faults that happen without any human error on the part of the consumer.
The hon. Member for Foyle (Mark Durkan), who is no longer in his place, has been a champion for consumer safety and I commend him for his hard work. More than £90 million is spent on counterfeit products each year, and in 2013-14 customs officials detained some 21,000 consignments of fake goods at UK borders. In just one operation alone, almost 170,000 dangerous and counterfeit goods were stopped from entering the UK by border staff at Dover docks in one of the biggest ever hauls at the port.
As hon. Members have mentioned, the manufacturing base in the United Kingdom has long eroded. Manufacturing has gone to the far east, China and eastern European countries, where the same levels of control are not as apparent as they are back home. That has been a disappointment not only because of the jobs that have been lost, but because the quality of goods cannot be secured in the way that we would like.
There has been a huge increase in the number of counterfeit and substandard electrical goods coming into the United Kingdom of Great Britain and Northern Ireland. These counterfeit products follow the trends in must-have items. The must-have item is incredible; everybody must have it irrespective of what it is. The number of fake mobile phones seized has risen by more than 50%, as have other top electrical fakes, including hair straighteners, which I do not have to use, and games. Those are simply examples of things that people want. Despite campaigns to heighten awareness of the risks of counterfeit electrical goods, 24% of people have knowingly bought a counterfeit product; 21% would consider buying one to save money; and 16% do not think counterfeit products would put them at risk.
Clearly, the public have to be educated. They have to understand what might happen. By and large, if they buy it cheap, they buy a problem as well. Is legislation robust enough? Shortly, I will come on to the things that trading standards have said we must do. We need a two-pronged approach to continue and strengthen the campaigns to raise awareness, but the Government must have a role in this, too. I am pleased to see the Minister in his place. I know we will get a robust response from him, and also from the shadow Minister as well.
The UK’s electrical safety experts, Electrical Safety First, want to see a review or an assessment of the number of counterfeit electrical goods being imported into the UK and a strategy from the UK Government to support trading standards to tackle the problem. Electrical Safety First is largely considered the most reputable in the sector, so it is worth listening to its recommendations, which are important. It is calling for a proper assessment of the number of fulfilment houses and their involvement with the distribution of counterfeit/substandard goods; ensuring that all electrical goods sold to UK consumers, including those sold online, are compliant with British electrical standards such as the Plugs and Sockets etc. (Safety) Regulations 1994; asking the large online sales auction sites to work with sellers and have a charter mark for safe electrical goods; and ensuring that the trading standards review includes consideration of online shopping and the importation of faulty electricals into the UK and how trading standards can enforce against illegal sales of counterfeit and substandard electrical goods.
We need to address the issue of eBay purchase when the driver for the person on eBay is what is cheap rather than what is best or safe. Electrical Safety First also recommends that the Government ensure the product safety recall system is robust, and it supports the setting up of the steering group by the Department for Business, Innovation and Skills to ensure a way forward to protect consumers. Those are not unreasonable requests. Indeed, further to my earlier point, there is only so much that raising awareness and taking care can do. Accidents and incidents still happen that could be prevented by better Government action to tackle the issue of faulty and counterfeit electrical products.
Parliamentarians need to come together and raise awareness in all constituencies throughout the country, and the relevant bodies, both public and private, need to play their part, but it is also clear that further Government action is needed. There have been fatalities as a result of counterfeit and faulty electric goods. Awareness campaigns can only do so much. We need action from the Government to protect citizens from the harm of counterfeit goods and action to bring to justice those who import and distribute these goods.

It is a pleasure to see you in the Chair, Mr Davies. I thank all hon. Members who have spoken, and I congratulate the hon. Member for Swansea East (Carolyn Harris) on securing this important debate. I pay tribute to the staff at Electrical Safety First—in particular, Wayne Mackay for the briefing that he gave all of us. I will do all I can to share it with members of the public, because it contains a lot of interesting information about electrical products that they would not necessarily know from comparing two items.
I also pay tribute to the Scottish fire and rescue service, which works with Electrical Safety First and does lots of community outreach work, including home fire safety visits to inform people about the risks in their own home and to draw attention to such items. They are free to members of the public in Scotland and are well worth doing. I pay tribute to the many trading standards officers around the country who work incredibly hard to highlight these issues. In Glasgow, a lot of work is going on in the Scottish Anti Illicit Trade Group and the Scottish National Markets Group. Glasgow’s scientific services department does much testing of these items, which is really important.
There has been an interesting change in the way that such items reach us over the years. Previously, we might have picked them up in a market or a small shop, but since the legislation was introduced in 1994 there has been a move to online shopping. At about that time, eBay and Amazon were founded. We could not have predicted the increase in the volume of online shopping and the way that trend changed over time. A lot of hon. Members have talked about that. When people buy things online, it is difficult to ascertain their quality and legitimacy. The legislation is ripe for review. We must address those issues, because those changes to the market could not have been anticipated in 1994 when the legislation was introduced. The work that has been done to highlight these various issues is very important. The hon. Member for Swansea East talked about monitoring these issues and the sale of such items, and I support her call for action. The Government must do something about this.
Although it is important that we all raise public awareness in our communities, as the hon. Member for Strangford (Jim Shannon) said, that is not enough. We can raise awareness as much as we like, but without the legitimacy of legislation to crack down on traders on popular websites such as Amazon and eBay, we will be stuck. Nothing will help our consumers more than legislation. If illegitimate sellers suffer no penalty for what they are doing, they will continue to do it.
My hon. Friend the Member for Rutherglen and Hamilton West (Margaret Ferrier) said that it was important to have a full investigation of trading standards throughout the UK to see where there are gaps and to ensure that people are protected equally around the country.
Another interesting issue is that of retro items, older electrical goods that people want to have in their homes but might fall foul of the legislation—perhaps they were made just before 1994, or are much older. Such items are being sold and kept in homes, although people might not realise the potential difficulties because of the safety standards that are not present.
Some of the advertising on eBay and Google advertises a genuine product. However, an Apple product cannot be genuine if it is only £2.89—let’s be honest. Perhaps the Government need to look at the advertising as well.
The advertising issue is significant. During the speeches, my hon. Friend the Member for Glasgow North West (Carol Monaghan) and I were looking online at such advertising, and the products are all described as genuine. People should not be fooled into thinking that “genuine” means genuine in such cases, because they simply cannot be so.
The hon. Member for Merthyr Tydfil and Rhymney (Gerald Jones) spoke passionately about the history of manufacturing in the country and in his constituency, with particular reference to the Hoover factory. That is a critical point: when we employed people locally in the UK to produce the goods, we all had a stake—we knew, or we could trace the supply chain back to, the people in the factories. Everyone had an interest in ensuring that the products or their components were safe and legitimate, because everyone knew who would be buying the end product. Producing locally has an impact—people know who will buy the products, and we can all feel more secure when we have a stake in their production.
