I thank the Chair of the Education Committee, the hon. Member for Stroud (Neil Carmichael), for setting the scene so well. As many in the Chamber will know, I have a particular interest in the mental health and wellbeing of children, which the report looks into in some detail. I want to provide some comment on the report, while being ever mindful of the way that the hon. Gentleman has clearly set out the issues, where the needs are, and perhaps where they have not been met but we hope that they will.

The issue of foster children is of particular interest to me. I know that it is of interest to many others, inside the Chamber and outside it. I commend the members of the Education Committee on the report and the hard work and effort they have clearly put into it. They should be praised for that, and I put that on record.

The welfare of children is one of the most important issues that this House can deal with. Decisions made in this place have the ability to help or hinder a child in their progress towards becoming a contributing member of society. We only get one chance to have a great childhood. We do not get a chance to relive it, just as we do not get a chance to relive later stages of our lives. I was blessed to have a great stable home life, with parents who loved and supported us no matter what the issues were. I have attempted to give my sons a great childhood, and I do what I can in my granddaughters’ lives to see them happy and contented.

The thrust and the theme of the report, I suggest, is how we can look after children at the earliest stage. My home is not perfect. As a father I have done things that I probably should not have done. I have made mistakes, and were my boys here they would laughingly list some of my not-so-finest moments—I am sure there are many—but there is love in our home, and that is important. The report gives us a chance to understand the issues in fostering and the need for foster parents.

It breaks my heart that 2,212 children were living with foster families in Northern Ireland as of 31 March. It is a devolved matter, and I understand that. That figure is nearly nine-tenths—88%—of the 2,500 children in care looked after away from home in Northern Ireland. There are approximately 2,095 foster families in Northern Ireland, and the Fostering Network estimates that fostering services need to recruit a further 170 foster families in the next 12 months.

I have spoken about the issues before in the House, and they are real in my constituency. I have a particular interest in fostering, and I meet people every week in my office who are affected by it. It breaks my heart when I meet women who have given their children up because, although they love them, they cannot give them the life they deserve and need or, sometimes, the care they need. Sometimes love just is not enough. Help and support should be available for those brave families who make sacrifices to give their child a good start in life. The issues are real, and the report’s important recommendations would ensure that children who have to be looked after away from home are helped in the best way possible and the strategy in place is the best available.

In particular, I echo the recommendation that the Government amend the statutory guidance to make it clear that a strengths and difficulties questionnaire should be completed as a starting point for every child entering care. I commend the Committee on that helpful recommendation. Children who are put into care feel that loss the most keenly. They feel abandoned, unwanted and unloved, and those feelings can lead to emotional wounds that may never heal if they do not receive the care and attention that is needed. Putting that recommendation in the report goes a long way to addressing the issues that I perceive in the system. The mental health assessment is one step in ensuring that children get the care and support they need for healing to take place, for them to be integrated into society and to make them feel part of society.

I was surprised to learn that the CAMHS team does not help those who are not in a long-term home. While I can understand the rationale—a stable environment helps the process—I have also seen at first hand the tremendous job that the team can do. That is not just in my constituency, but across the whole of the United Kingdom of Great Britain and Northern Ireland. My office has helped many people who would swear by the difference that our local CAMHS team in Newtownards is able to make with children. The team does marvellous work, and I would like to see a wee bit more focus on that. I agree with the Committee report that the CAMHS team must be available to foster children who are put into foster homes for any length of time, and I hope that that is done as a matter of urgency. I commend the Committee for that recommendation, which is a step in the right direction.

The Minister is assiduous and responds to our queries on every occasion, in every position that he holds. I look forward to his response. I congratulate the Committee on its hard work and commend Committee Members who have made a significant contribution on this emotive and essential topic. I look forward to seeing how the system for looked-after children will improve when the recommendations come into action, and how we in Northern Ireland can follow suit.

I had hoped that progress might have been better, but it would be unfair on my hon. Friend the Minister to say that nothing has happened. He has met me on several occasions and pushed the case.

My hon. Friend could almost have been reading my speech, because I was about to remind the Minister of the issues that I raised last year, which I wish to raise with him again this evening. First, following that debate, he wrote a helpful letter to local authorities. The only problem is that a postcode lottery has developed. Some local authorities have been receptive to his letter, have taken the point that there is going to be a consultation, and have therefore looked to apply flexibility to when a child should enter school. That has been very good news for a number of parents. Unfortunately, many other authorities have said, “Well, that is just a letter from the Minister, and a consultation may happen at some stage in the future,” but have taken absolutely no notice. In the past two days I have had emails flooding in from people across the country sharing radically different experiences.

Secondly, as my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) said, we need the timetable for the changes to the code. That would lead to the end of the postcode lottery, but more importantly it would allow parents some certainty in planning their child’s future.

The hon. Gentleman brought this subject to Westminster Hall a short time ago, and I supported him then and do so again tonight. We are all concerned about the angst of parents and pupils, and the educationalists—the teachers themselves—want to do away with the rigidity in the system and bring flexibility. Is that not what the Minister should do after tonight—bring about flexibility for everyone?

My hon. Friend is quite right. We have moved from a system where there was a one-size-fits-all approach to schools for children. We now have a system where there is so much more diversity and choice. We think it is wrong to have one kind of school within the system that is unable to respond to parent demand—that is the need for more grammars. We want to open up the debate and look at what we can do to enable parents around the country to have more of a choice.

When it comes to schools that work for everyone, the Secretary of State says she wants views from everywhere. She will be aware that the exam results from schools in Northern Ireland for GCSE were some of the best in the United Kingdom. Has she had the opportunity to strategise those results for the benefit of the UK mainland?

I know the system of grammars in Northern Ireland is one that people would point to and say that, on average, attainment has increased. During the urgent question last week, I was invited to Northern Ireland to look for myself. I am sure I will be able to visit Northern Ireland shortly.

I just want to put this on the record. In Northern Ireland only 19.7% of young Protestant boys actually achieve five or more GCSEs. That is an indication of the many per cent who do not achieve that. Does the hon. Gentleman agree that there is a need for vocational courses with on-the-job training, and that they must be available at all large schools to enable those who do not have the academic ability to forge ahead vocationally?

I thank the hon. Gentleman from Northern Ireland, who never fails to make a good point in debates in Westminster Hall.

Bringing back secondary moderns for those who do not go to grammar schools and ensuring they attain the same results would cost a fortune, and may not be attainable in the short, or long, run. So any moves on this policy need to be well thought out. No one, whatever their gender or background, deserves to be left behind.

If I am anything, I am someone who believes in striving for a utopian, completely level playing field in life’s chances; but I am a realist and I know that such a dream can never be. I will do my best to ensure that our young people realise that, as my maternal grandma said to me and my younger brothers on more than one occasion, “No one can ever take your education away from you.” She wanted us to work hard at school and go on to college or university and it is only through the second, and perhaps third, chances that I have been granted, mainly through her sacrifices and those of my grandfather and parents, that I was able to achieve what I have. That is why I am honoured and privileged to stand in this place in front of hon. Members today as one of the 650 Members of Parliament who have been elected to represent their fellow countrywomen and men of all ages and levels of educational attainment.

Additionally, I believe we should also have three-year, five-year or seven-year apprenticeships equivalent to degrees but that are vocational for those who are non-academically minded. Those should of course be available to girls as well as to boys, but we need to think differently; it works in countries like Germany, so why not here? University is not for everyone, and certainly with an increase in participation rates from circa 5% in the early ’80s to 30% in the early ’90s and 47% now, it should not mean it is automatically the primary option for young people. The Labour con of the late 1990s to keep youth unemployment figures low is not a good reason to increase university attendance and participation, although I believe that wanting to win in a global economic race with a well-experienced, well-educated and motivated workforce across the myriad economic sectors is.

I find it odd that although we are all promoting more women to be engineers and scientists, there are no such reciprocal schemes for boys. Given the lack of young men now entering the professions, where are the schemes for young men enticing them to apply themselves and to enter professions where they are now underrepresented, such as teaching, medicine, law, psychology and a raft of other subjects and specialisms?

My final theme is about focus and political leadership. There has been precious little attention and focus from the Department for Education, or anyone else in Government and Whitehall for that matter, in terms of recognition, policy and action on this issue. Given that this pattern has emerged and then become embedded for three decades, it is for Governments of all shades, including the last Labour Government, to hang their heads in shame and hold their hands up in acknowledgment that they missed a trick and seek redemption.

I am almost certain that if the genders were reversed this current situation would not exist. Indeed, for more than 20 years copious amounts of taxpayers’ money have been successfully spent on encouraging female applications for STEM subjects and a plethora of degree subjects, college courses and, in more recent years, apprenticeships. That is all to be welcomed, but where has the focus and investment been for boys? I also looked at what focus there was from the Government Equalities Office, the Equality and Human Rights Commission and the educational trade unions; little, if anything, was the result of such fruitless searches.

In conclusion, this subject is not going to go away. We cannot wait any longer for more generations of boys to fall behind girls educationally. That is why I believe the Government need to set up an implementation taskforce, as they have on so many other important policy areas. This is exactly such a policy area. The Government have rightly given much focus, policy and leadership on matters such as the lack of women on boards and the gender pay gap. There is an unarguable case that the Government should give the same level of focus, policy and leadership on the gender education gap as they have on those worthy issues that have received much media and BBC coverage in recent politically correct years.

The Department for Education and Ofsted need to step up to the plate and ensure that schools, whether run through local education authorities or as academies and free schools, are boy-friendly. The gender education gap is a very serious matter affecting boys, their families, communities, businesses and our country as a whole. It is a one nation issue, a fairness issue, an equality issue and an issue that has been ignored for far too long. Our boys’ underperformance at school deserves national attention and action. They, their teachers, parents, we as their Members of Parliament, and our nation should expect nothing less.

I have plenty of thoughts, and I am glad to share them. It is a pleasure to be called to speak in this debate. I enjoyed the setting of the scene by the hon. Member for Halifax (Holly Lynch), whom I congratulate on securing the debate. It is also a pleasure to be one of two males who will contribute.

It is hard to argue with the principle, ideal and intent of the national living wage. We want everyone in our country to have a life free from poverty and a job that compensates them properly for their labour, which is the purpose of the national minimum wage. In Northern Ireland we have some of the highest levels of poverty in the whole United Kingdom, so the minimum wage is an important issue for us.

We are a nation of shopkeepers, and I am descended from a family of shopkeepers. Margaret Thatcher said that we were a nation of shopkeepers—I am not sure whether we are as much as we used to be, but we still have a lot of shopkeepers. As the hon. Lady said, we are debating the principle of rewarding those who put in the graft by getting up to go to work and work hard for their family, but we would not be having this debate if there were not outstanding issues with the minimum wage changes.

We have all heard that small businesses across the country are worried that they will have to pick up costs that they cannot afford and, as a result, may have to lay off workers, who are not just employees but friends and family. That is an important issue. While seeking to improve the wages of people in the 18 to 25 bracket, we have to ensure that the businesses that employ them are able to pay those wages—it is important that we achieve that.

My constituency office—other Members will say the same—has been visited by many 18-year-olds who are setting up home together. That is good, and we want to encourage them, so we help them as best we can with housing. We hope that their wages will be enough for rent, food, heat and enjoying some time together as a young couple starting off. The hon. Member for Glasgow Central (Alison Thewliss) said that an 18-year-old could be doing the same job as a 25-year-old to the same level of expertise and ability but receive a lesser wage, which is grossly unfair.

Evidence from the Association of Convenience Stores shows that it is extremely concerned about the prospect of the national living wage reaching 60% of median earnings, which is currently projected to be £9 an hour. Retailers report that that is likely to change their staffing structures and affect store profitability. Some 25% of shop owners work more than 70 hours a week, and 20% do not take any annual leave. The May 2013 “voice of local shops” survey indicated that a majority of independent retailers, some 55%, believe that they earn less than the national minimum wage when taking into account the hours they work. Shop owners might not be earning the wage they need, but they do it because they have done it all their life and they want to create some employment for those around them. There are other reasons for doing it as well.

The Chancellor has taken that into account and has offset various business costs such as corporation tax and national insurance. The Government are cutting the burden of business rates by some £6.7 billion over the next five years. Provided that that does not affect tax receipts, it is a most welcome move that will help business owners across the country by freeing them of some of the shackles and obstacles that ambitious and striving small and medium-sized enterprises face in their quest to succeed and expand. The national living wage will hopefully not have the impact that SMEs once feared, but only time will tell. We will see how that works.

It is easy to jump to the assumption that there may be a form of discrimination, as the hon. Member for Glasgow Central said. Many of us feel that there might be discrimination, and in some cases there may well be blatant discrimination. It is about getting fairness so that people get a wage that reflects their labour and the sweat on their brow. That is what I am keen to see. There are mortgages or rent to pay, as well as childcare costs, family expenses and possibly pension savings, because now when people get a job they are often entered into a pension scheme almost straight away; indeed, people are encouraged to join pension schemes, by the Government among others. It is also important to have a pound or two set back for a rainy day. The hon. Lady referred to her grandmother. My grandmother and my mother are the same in this regard; they always had a pound or two set back for a rainy day, or the “what if?” category. When something goes wrong, it is good to be prepared for it.

Those are just a few of the costs that people have to factor in after being paid as they get older. Before the national living wage, people on the old-style minimum wage also factored those things in. It is true that there are some 21 to 24-year-olds who have all those expenses and more, which why it is important and welcome that the Low Pay Commission will continue to monitor, evaluate and review pay conditions for younger workers when it makes recommendations for future changes to the national living wage. I am keen to hear the Minister’s response to the debate, particularly on how he sees the Government monitoring, evaluating and reviewing those conditions. If those conditions are not right, what will happen?

The fact that changes to the national living wage are possible shows that there is room for movement. I believe that the Government have created some flexibility for the changing, adaptation and correction of the national living wage; the Minister will confirm whether that is the case or not. I hope that what is on the table now will not be, by any means, the end goal. There have to be some possibilities for movement, to secure better conditions for those on the minimum wage.

It is important that we do not disadvantage anyone financially in all of this activity, but at the same time we cannot disadvantage those who need the wage increase the most and those who are trying to get on in their life. Let us encourage our young people. That is why we are here; that is why we are MPs. We want to encourage our constituents, and our young people in particular. There needs to be careful monitoring of how the national living wage plays out in reality for those in the lower pay brackets, to ensure that no one is being disadvantaged by the structures.

I conclude by saying that close monitoring of the situation should allow for appropriate adjustments to be made. It is imperative that it continues in the future and that all essential amendments are made in a timely fashion, to ensure that the national living wage is the success that the Government, the hon. Member for Halifax and the rest of us here today want it to be.

I was expecting a few more hon. and right hon. Members to participate in this debate, which is important to me as the Member for Strangford and for a great number of Members who would probably wish to participate but for whom there are many other distractions in the House today, with votes and other commitments. I am sure that those who are not here wish that they were and will read Hansard tomorrow.

I congratulate the hon. Member for Telford (Lucy Allan) on securing this debate. I have some comments on the Northern Ireland perspective, and it is disappointing that the research on regional variations in the rate of teenage pregnancy has nothing on Northern Ireland. Perhaps that will change when we have other debates on similar issues. Teenage pregnancy is a public health concern in both the developed and the developing world.

Hopefully most of us in the Chamber have had the joy of holding our own babies in our hands when they were first born. The birth of a new baby in the world is a joy. Today we have had the chance to see the hon. Member for Chatham and Aylesford (Tracey Crouch) with her new baby boy, and not a person passed by without a smile on their face and without congratulating her on the birth of her firstborn. Seeing a new life in the world, loved by their mother and by everyone, is a joy.

When we talk about teenage pregnancies, we must recognise that many of those who become pregnant have a strong, loving relationship to their babies, the new additions to their family. In my constituency office, I have the privilege as the Member for Strangford to engage with many of those young mothers, helping them get the housing benefits, care, nurseries and other support that they need. Those are some of the things that we do. This debate is not meant to be about judging teenage pregnancies in any way; it is about what we can do to help and assist. My contribution will be along those lines, and will focus on how we can assist those young ladies who are teenage mothers.

The United Kingdom has one of the highest teenage pregnancy rates in the whole of Europe. The most recent data show that teenage pregnancy rates in Northern Ireland continue to fall, including—I will qualify this later on—in my own constituency, where they have been relatively high in the past. Ours is still the third highest of all the constituencies in the Province, so my constituency still has a health issue to address. Health is devolved, so the Minister does not have responsibility for replying on that, but hopefully he can take note of my contribution.

Northern Ireland’s teenage pregnancy rates are now at a record low, according to the most recent figures released by the Department of Health in the Province, with a fall in teenage pregnancy rates of 37% in the last 10 years. That is a significant decrease, and I believe that it is caused by some of the policies that we have adopted. In December 2008, when I was in the old Northern Ireland Assembly and made some inside contribution to the relevant debates there, the regional sexual health promotion strategy and action plan was launched and set a target to reduce the rate of births to teenage mothers under 17 by 25% by 2013. We have exceeded that, and the target has been well beaten. The figures have gone the way that the NI Executive and Assembly desired, and the strategy undoubtedly played a large part in that.

I will mention a bit about that, if I can. Better sexual education and availability of contraception have helped drive down the rate of teenage pregnancy in the Province, and although the overall fertility rate in Northern Ireland has been falling, it is most welcome to see it falling more significantly where we want it to do so. Regional variations in teenage pregnancy rates are apparent, but within those, there are also key socioeconomic variations. The hon. Member for Telford referred to some of the reasons for teenage pregnancies, and I am sure that other Members who speak will comment on them.

As we have heard, there are many explanations for the variations in teenage pregnancy. As the rate falls nationwide, we need to take note of those indicators and of similar research to develop a strategy that can work nationally. I have always said that it is important to do so. I bring a Northern Ireland perspective to this debate, and the hon. Member for Glasgow Central (Alison Thewliss) will bring a Scottish perspective. We bring our perspectives to add to the debate and show that where what we are doing can be replicated in other parts of the United Kingdom of Great Britain and Northern Ireland, we should do so. If we see something being done in England, Wales or Scotland that can help us, we in Northern Ireland will look towards that as well. That is why I am commenting about how we can work together.

The factors involved in teenage pregnancy can affect anyone, regardless of where they are in the country, so they should be at the core of identifying how to reduce teenage pregnancy rates further and support teenage mothers. We want to support them. We want them to have the support that we as Members of Parliament can give, and that the Government, society and families can give as well. The hon. Member for Telford mentioned the effect on families, and we need to look at that as well.

The hon. Gentleman is making some interesting points. He referred to the potential to learn from other areas and he gave examples of the progress that has been made on the strategy in Ulster. Can he give a couple of examples of specific actions that have made a difference?

I am coming to that if the hon. Gentleman will bear with me. He always makes a valuable contribution in his interventions. He and I seem to always attend these debates. Whatever they are, we are here together to make our contributions. I thank the hon. Gentleman for his intervention and I will come on to the issues.

Within the main council area that dominates my parliamentary constituency, teenage pregnancy rates are the third highest—unfortunately—in Northern Ireland. Although there has been a decrease of 37%, I represent the area with the third highest teenage pregnancy rates in Northern Ireland. It is important for me to learn from other Members—to learn from their experience and understand their knowledge can add to the research that I have done so that I can take that back to Northern Ireland and to my constituency of Strangford.

Progress has undoubtedly been made through personal education. Families and those who are close such as brothers and sisters—probably more sisters to sisters or mothers to daughters—is something that we perhaps should focus on more. Sometimes relationships break down between parents. Young girls can find themselves at a loose end and sometimes things happen. Things happen for many reasons. They can happen because of what has happened at home or because of what is happening in society. They can happen because of peer pressure as well. Those are issues that Government cannot legislate for, but which we as parents need to do something about. We need to encourage the people who have influence to do likewise. When it comes to some of the things that we have done, I can point to the education plan, setting a target for reduction, and the availability of contraception. We have to address those issues. Sometimes we have to be aware that young people will want to do their own thing, but sometimes we have to be aware of what we can do as a society.

I note the hon. Gentleman’s points on the availability of contraception and appropriate advice. We tend to assume that we are talking in the main about unplanned teenage pregnancies, and that is not always the case. Does the hon. Gentleman think that we should do more to show that the role of parenting is a hugely challenging one? It is very rewarding, but challenging and costly—emotionally, financially and socially. Do we do enough in that regard?

I thank the hon. Lady for that intervention and for her wise words. We in this Chamber will say yes, we have done our bit, but many of us here could perhaps do that wee bit more. People could be more conscious of where their children are at night; what they are doing; who they are with and what their peers are doing. I see this in my advice centre all the time; I see some of the issues. I am not here to criticise or to point the finger. That is not what this is about. This is about saying how we and Government can help and assist young people. We should aim to try and enable people to see how we can reduce teenage pregnancies, which we have done in Northern Ireland in significant numbers, but we need to do more. When it comes to whether people can do more, yes, they can. I have three boys—three young men. One is married and one is about to get engaged. If the third boy leaves it until the age of his dad, he has 10 years to go before he gets married, as I was married at 32.

We have to look at the issues individually. Society itself, but particularly the role of parents, is important. The hon. Lady is right. The role is critical and necessary. The Prime Minister has often said that families are at the core of society. I believe that as well, and that is where we need to start.

Although progress has undoubtedly been made, we cannot take our eye off the ball. With research ongoing, the Government need to keep on top of the issue of teenage pregnancies and work with the various bodies—private, voluntary and public sector—to continue the good work that has been done in Northern Ireland and elsewhere and to adapt to the ever-changing goals in the effort to address teenage pregnancies.

For me, the issue is knowing how we can do things better. The hon. Member for Telford referred to some of the reasons for teenage pregnancy. When we consider those reasons, we cannot ignore the variations and variables in the regions of the whole of the United Kingdom. The Department of Health has made clear what it has done to drive down the overall rate of teenage pregnancies and recognised socioeconomic variations. In June 2014, the Department amended the 2008 strategy to include the aim of reducing

“the gap in births to teenage mothers living in deprived areas.”

Identifying and targeting the population most at risk of an unplanned and possibly unwanted pregnancy is vital to both prevention and improving the accessibility and uptake of post-natal medical care. That is another issue that we have addressed. I hope that these comments are helpful and specific. Regardless of their background, all sexually active teenage girls are at risk of becoming pregnant. That fact cannot be denied. Teenage mothers are more likely to be in what are known as routine or semi-routine occupations—for example, sales and services operatives or low-grade administration. I am not doing those jobs down, but that is what the statistics say.

Research evidence from the Family Planning Association in Northern Ireland suggests that risk factors include low self-esteem; poverty; low educational attainment; declining educational achievement; alienation and non-attendance at school; children being looked after by health and social care trusts; children of teenage mothers; a history of sexual abuse; mental health problems; and a history of offending behaviour. Those are all explanations for the variations in the rate of teenage pregnancy. When we look at these issues as we did in Northern Ireland, we can come up with a strategy. The hon. Member for Torbay (Kevin Foster) asked what we did. That is what we did, and it has made a significant contribution to where we are.

I again thank the hon. Member for Telford for giving us the opportunity to participate in this debate. When the shadow Minister speaks and the Minister responds, I hope that we will hear how we can address teenage pregnancy to an even greater degree, because there are many ways we can do that.

It is a pleasure to serve under your chairmanship, Mr Chope. I thank the hon. Member for Telford (Lucy Allan) for securing this debate and for her very interesting speech.

When we are discussing teenage pregnancy, it is critical that we do not seek to stigmatise or hurt young women. As the hon. Member for Strangford (Jim Shannon) said, every baby born should be celebrated and every mother supported. Having a baby at any age has its challenges, and we should always seek first to offer assistance rather than dole out judgment.

Since the SNP Scottish Government were elected in 2007, the rate of teenage pregnancies in Scotland has fallen every single year, and it has dropped by about 35% in six years. All the NHS board areas in Scotland have seen reductions in their rates of teenage pregnancies. In the under-20 age group, it has decreased by 34.7%; in the under-18 age group, it has decreased by 41.5%; and in the under-16 age group, it has decreased by 39.8%. All that has not happened by accident. The SNP seeks to give every young person in the country a good start in life, regardless of their circumstances. The Scottish Government and the Minister for Children and Young People, Aileen Campbell MSP, have been working to achieve the goal of making Scotland the best place in the world to grow up, and they are leading policy in early years intervention.

The hon. Member for Telford mentioned looked-after children in particular. I draw attention to the Centre for Excellence for Looked After Children in Scotland—CELCIS—which does great work. The Scottish Government have also worked in a number of different ways to support care leavers by giving them an entitlement to university and further training. There are lots of measures to build their self-esteem and make them feel like the valued part of society that they are.

At the weekend, the SNP pledged to give every newborn baby born in Scotland a Finnish-style baby box to ensure that families have all the things they need to start in life. That programme has been hugely successful in Finland in reducing infant mortality from one of the highest rates in the world to one of the lowest. Interestingly, infant mortality is 60% higher among babies born to teenage mothers, so the baby box has the potential to become an important intervention for this vulnerable group.

It takes time and effort to change the causes and history of teenage pregnancy, as the hon. Member for Strangford indicated. I recently visited the National Society for the Prevention of Cruelty to Children in Glasgow. It is doing interesting and worthwhile work to support young mums. It is piloting an intervention that was started by Yale University called “Minding the Baby”. A health visitor and a social worker work with teenage mums from around seven months into pregnancy until the child is two. That very intensive model has resulted in benefits in improved attachment and better parenting skills. It has raised the self-esteem of the young women involved and had a wider effect on their families. Some have younger brothers and sisters who have seen a benefit in their family after teenage mums went through the programme, so there is a wider benefit to society. I was also delighted to hear that through the programme, a number of young women have been supported to breastfeed. That demographic has a low uptake of breastfeeding, but the babies gain a huge and significant benefit.

There is an undeniable correlation between deprivation and teenage pregnancy. Dundee is often mentioned very negatively in that light, but there has been significant progress. Over the past decade, Dundee has seen a 58% drop in teenage conception rates. That is credited to the close working of schools and the local health board and the valuable work of family-nurse partnerships. It is also credited to education. Dundee has a young mums’ unit, which keeps young women in full-time education, meaning that they do not lose out on their education—that vital piece of the jigsaw in moving out of deprivation.

The hon. Members for Telford and for Strangford mentioned the impact of sexual health and relationships education. The House of Commons Library research mentions in relation to England that it is unclear what obligation there will be for schools in England to provide sexual health and relationships education should the Government’s full academisation plans go through. The SNP sees the value in that education and urges the Government to clarify whether new academies will have an obligation to provide sex education in schools. It would be utterly unacceptable for schools to offer no sex education whatever.

The hon. Member for Strangford mentioned prevention and young men, who have an important role. It is not just up to young women; young men have a serious role in teenage pregnancy.

A very significant role. If young men and young women together are not educated about sexual health and relationship more widely, we are missing an opportunity to impart important lessons about consent and respect. Leaving it to chance is hugely damaging, as we can see with the ongoing investigations in Parliament into harassment in schools and the higher education sector.

Sexual health and relationships education is very much part of the curriculum in Scotland. My son is five. His primary 1 class has just been learning about human bodies. We should not be daunted by these issues as parents or politicians, because serious issues such as consent can be taught at a young age. It can be as simple as stopping tickling a child when they say no. That is consent, and we need to think about these things more widely.

In Scotland, we updated our national guidance on relationships, sexual health and parenthood education in December 2014. That guidance puts into practice the commitment made in the Children and Young People (Scotland) Act 2014 that the Scottish Government would actively promote the rights and wellbeing of children and young people. Education in schools should equip children and young people with information to help them keep themselves safe. Giving children and young people the knowledge and understanding of healthy, respectful and loving relationships and the opportunity to explore issues in a safe environment protects them from harm and promotes tolerance. Young people have the right to comprehensive, accurate and evidence-based information to help them make positive, healthy and responsible choices in their relationships.

Dr Alasdair Allan, our Minister for Learning, Science and Scotland’s Languages, said at the end of 2014:

“The issues covered by RSHP can be seen as the building blocks to how pupils look after themselves and engage with people for the rest of their lives. These classes allow pupils to think about their development and the importance of healthy living surrounded by their peers who will have similar experiences to them…The guidance recognises the professionalism of teachers, the expertise they bring to making lessons age appropriate and an invaluable addition to discussions that parents are likely already having with their children at home.”

Finally, I come back to my point about poverty and deprivation and the correlation with teenage pregnancy. In its most recent statistics, which are from 2013, the Information Services Division notes:

“There is a strong correlation between deprivation and teenage pregnancy. In the under 20 age group, a teenage female living in the most deprived area is 4.8 times as likely to experience a pregnancy as someone living in the least deprived area and nearly 12 times as likely to deliver their baby.”

The UK Government’s welfare cuts and sanctions are increasing poverty—that is the context in which this debate exists—and will not help the teen pregnancy rate. In particular, I draw Members’ attention to how young people aged 18 to 21 will lose access to housing benefits from next year. Centrepoint and Shelter have expressed concerns about the impact that will have on young people. One exception to that policy is where people of that age are parents. When the Government begin to make policies that take age and particular things into account and certain groups lose out, that will have a consequence. My concern is that by excluding that group from housing benefit, the Government perhaps encourage young people in particularly desperate circumstances to make huge life decisions for the wrong reasons, and that would be a seriously retrograde step.

It is a challenge to do five minutes, but I will do my best, Mr Davies. I congratulate the hon. Member for Swansea East (Carolyn Harris) on securing this debate. She focused comprehensively on the subject.

I think it is important that we give thought to the 13 people killed in Brussels on the metro and at the airport, and to the many others who have been injured. Prayerfully, physically and emotionally, we commend them all in our hearts and thoughts at this time.

To come back to the debate, 24% of household fires in the past five years were caused by electrics, as hon. Members have said. Irresponsible behaviour and accidents can happen, but the majority of cases are due to faulty electrical equipment. People’s lives and livelihoods are literally at stake as a result of the trade in faulty or illicit electrical goods. In December, my hon. Friend the Member for East Londonderry (Mr Campbell) tabled an early-day motion, which I was happy to sign, urging families and friends to take extra care and be aware of electrical safety, especially in the homes of elderly relatives and friends, during the Christmas period. We had a chance to highlight the issue at a reception here. It is important to use our positions as public representatives to raise awareness of the risks and urge people to take heed of warnings, but, no matter how aware people are of the risks, there is still the problem of electrical faults that happen without any human error on the part of the consumer.

The hon. Member for Foyle (Mark Durkan), who is no longer in his place, has been a champion for consumer safety and I commend him for his hard work. More than £90 million is spent on counterfeit products each year, and in 2013-14 customs officials detained some 21,000 consignments of fake goods at UK borders. In just one operation alone, almost 170,000 dangerous and counterfeit goods were stopped from entering the UK by border staff at Dover docks in one of the biggest ever hauls at the port.

As hon. Members have mentioned, the manufacturing base in the United Kingdom has long eroded. Manufacturing has gone to the far east, China and eastern European countries, where the same levels of control are not as apparent as they are back home. That has been a disappointment not only because of the jobs that have been lost, but because the quality of goods cannot be secured in the way that we would like.

There has been a huge increase in the number of counterfeit and substandard electrical goods coming into the United Kingdom of Great Britain and Northern Ireland. These counterfeit products follow the trends in must-have items. The must-have item is incredible; everybody must have it irrespective of what it is. The number of fake mobile phones seized has risen by more than 50%, as have other top electrical fakes, including hair straighteners, which I do not have to use, and games. Those are simply examples of things that people want. Despite campaigns to heighten awareness of the risks of counterfeit electrical goods, 24% of people have knowingly bought a counterfeit product; 21% would consider buying one to save money; and 16% do not think counterfeit products would put them at risk.

Clearly, the public have to be educated. They have to understand what might happen. By and large, if they buy it cheap, they buy a problem as well. Is legislation robust enough? Shortly, I will come on to the things that trading standards have said we must do. We need a two-pronged approach to continue and strengthen the campaigns to raise awareness, but the Government must have a role in this, too. I am pleased to see the Minister in his place. I know we will get a robust response from him, and also from the shadow Minister as well.

The UK’s electrical safety experts, Electrical Safety First, want to see a review or an assessment of the number of counterfeit electrical goods being imported into the UK and a strategy from the UK Government to support trading standards to tackle the problem. Electrical Safety First is largely considered the most reputable in the sector, so it is worth listening to its recommendations, which are important. It is calling for a proper assessment of the number of fulfilment houses and their involvement with the distribution of counterfeit/substandard goods; ensuring that all electrical goods sold to UK consumers, including those sold online, are compliant with British electrical standards such as the Plugs and Sockets etc. (Safety) Regulations 1994; asking the large online sales auction sites to work with sellers and have a charter mark for safe electrical goods; and ensuring that the trading standards review includes consideration of online shopping and the importation of faulty electricals into the UK and how trading standards can enforce against illegal sales of counterfeit and substandard electrical goods.

We need to address the issue of eBay purchase when the driver for the person on eBay is what is cheap rather than what is best or safe. Electrical Safety First also recommends that the Government ensure the product safety recall system is robust, and it supports the setting up of the steering group by the Department for Business, Innovation and Skills to ensure a way forward to protect consumers. Those are not unreasonable requests. Indeed, further to my earlier point, there is only so much that raising awareness and taking care can do. Accidents and incidents still happen that could be prevented by better Government action to tackle the issue of faulty and counterfeit electrical products.

Parliamentarians need to come together and raise awareness in all constituencies throughout the country, and the relevant bodies, both public and private, need to play their part, but it is also clear that further Government action is needed. There have been fatalities as a result of counterfeit and faulty electric goods. Awareness campaigns can only do so much. We need action from the Government to protect citizens from the harm of counterfeit goods and action to bring to justice those who import and distribute these goods.

It is a pleasure to see you in the Chair, Mr Davies. I thank all hon. Members who have spoken, and I congratulate the hon. Member for Swansea East (Carolyn Harris) on securing this important debate. I pay tribute to the staff at Electrical Safety First—in particular, Wayne Mackay for the briefing that he gave all of us. I will do all I can to share it with members of the public, because it contains a lot of interesting information about electrical products that they would not necessarily know from comparing two items.

I also pay tribute to the Scottish fire and rescue service, which works with Electrical Safety First and does lots of community outreach work, including home fire safety visits to inform people about the risks in their own home and to draw attention to such items. They are free to members of the public in Scotland and are well worth doing. I pay tribute to the many trading standards officers around the country who work incredibly hard to highlight these issues. In Glasgow, a lot of work is going on in the Scottish Anti Illicit Trade Group and the Scottish National Markets Group. Glasgow’s scientific services department does much testing of these items, which is really important.

There has been an interesting change in the way that such items reach us over the years. Previously, we might have picked them up in a market or a small shop, but since the legislation was introduced in 1994 there has been a move to online shopping. At about that time, eBay and Amazon were founded. We could not have predicted the increase in the volume of online shopping and the way that trend changed over time. A lot of hon. Members have talked about that. When people buy things online, it is difficult to ascertain their quality and legitimacy. The legislation is ripe for review. We must address those issues, because those changes to the market could not have been anticipated in 1994 when the legislation was introduced. The work that has been done to highlight these various issues is very important. The hon. Member for Swansea East talked about monitoring these issues and the sale of such items, and I support her call for action. The Government must do something about this.

Although it is important that we all raise public awareness in our communities, as the hon. Member for Strangford (Jim Shannon) said, that is not enough. We can raise awareness as much as we like, but without the legitimacy of legislation to crack down on traders on popular websites such as Amazon and eBay, we will be stuck. Nothing will help our consumers more than legislation. If illegitimate sellers suffer no penalty for what they are doing, they will continue to do it.

My hon. Friend the Member for Rutherglen and Hamilton West (Margaret Ferrier) said that it was important to have a full investigation of trading standards throughout the UK to see where there are gaps and to ensure that people are protected equally around the country.

Another interesting issue is that of retro items, older electrical goods that people want to have in their homes but might fall foul of the legislation—perhaps they were made just before 1994, or are much older. Such items are being sold and kept in homes, although people might not realise the potential difficulties because of the safety standards that are not present.

Some of the advertising on eBay and Google advertises a genuine product. However, an Apple product cannot be genuine if it is only £2.89—let’s be honest. Perhaps the Government need to look at the advertising as well.

The advertising issue is significant. During the speeches, my hon. Friend the Member for Glasgow North West (Carol Monaghan) and I were looking online at such advertising, and the products are all described as genuine. People should not be fooled into thinking that “genuine” means genuine in such cases, because they simply cannot be so.

The hon. Member for Merthyr Tydfil and Rhymney (Gerald Jones) spoke passionately about the history of manufacturing in the country and in his constituency, with particular reference to the Hoover factory. That is a critical point: when we employed people locally in the UK to produce the goods, we all had a stake—we knew, or we could trace the supply chain back to, the people in the factories. Everyone had an interest in ensuring that the products or their components were safe and legitimate, because everyone knew who would be buying the end product. Producing locally has an impact—people know who will buy the products, and we can all feel more secure when we have a stake in their production.

It is a pleasure to speak in this debate. I thank the hon. Member for Chippenham (Michelle Donelan) for setting the scene so well on a subject that is of interest to us all. It is nice to see the Minister here, too. I look forward to his contribution. I also look forward to the speech of the shadow Minister. He and I celebrated Leicester City’s win against Newcastle last night as we march on to premier league success, so we have more reasons for smiling this morning than we normally do. As a Leicester City supporter of some 46 years, I must say that we have been through hard times, so it is good to enjoy the good times, too. I digress; we are here to discuss an important issue.

I have spoken on this issue many times in the House, and I have tabled questions and early-day motions. The need for MPs—and Members of the Northern Ireland Assembly, as it is a devolved matter—to push for engineering skills and design and technology education has never been more important. When I first became a Member of Parliament in 2010, our unemployment rate was 5.4%; it is now down to 3.9%. To give credit where it is due, that is due to the Government’s economic policy and to our Ministers in the Northern Ireland Assembly, who have collectively encouraged job creation. In proportion to our size, job creation in Northern Ireland has matched job creation in south-east England.

Job creation in Northern Ireland is important, but we need a skilled workforce and young people coming through to take advantage of the many good jobs that have been created. The country needs to look to the future and produce a workforce that will allow the jobs of the future to come to the United Kingdom of Great Britain and Northern Ireland and be part of a resurging manufacturing sector in the high-skilled economy that we are trying to create. We in Northern Ireland are keen to benefit from that, and we have seen some benefits. We have seen economic growth in the Province, with more jobs than ever, but the jobs that have come have too often not offered the quality career that aspiring young people want and need. The jobs of the future will be located in the STEM sectors of our economy, which can make a real contribution towards establishing a more balanced economy across the whole country and producing a more sustainable economy in a volatile global market.

We have to respond to the market. Of course, many people would say that the market is uncertain, as the Chancellor seems to be indicating—we will probably know more about that after tomorrow’s Budget—which raises concern for the future. One reason why our economy was exposed during the recession was the lack of manufacturing jobs. We need to focus more on manufacturing. We cannot let all the manufacturing jobs go outside the United Kingdom. We cannot let other countries take advantage of lower workforce costs. We have to retain as much of our manufacturing base as we can.

When we talk about manufacturing jobs, of course, we have to take account of the fact that manufacturing is part of a global market, and it is near impossible to bring production line manufacturing jobs back to the United Kingdom. Simply, nations across the globe are undercutting us to such an extent that we would have to abolish the minimum wage even to try to compete, and we are not going to do that. We are going in the opposition direction, and the Prime Minister and the Government have committed to introducing the living wage, which is a welcome development. With that in mind, we must seek to bring in high-end manufacturing jobs—the jobs of the future of which I spoke—which require a highly skilled workforce. Such a workforce can only be achieved by investing properly in this field of education, and in apprenticeships, so that we can be globally competitive once again.

We debated International Women’s Day last Tuesday, and a notable achievement of the push for STEM education in schools is that more than 40% of ambassadors in the STEM ambassador programme are women. In last night’s debate on Commonwealth Day, the Minister of State, Foreign and Commonwealth Office, the right hon. Member for East Devon (Mr Swire) said that women were in very high places across the United Kingdom, as they should be. It was once a male-dominated industry with a male-dominated ethos and environment, but real change is now happening in the STEM sectors, and careers are open to all. I am encouraged by what the Northern Irish Minister for Employment and Learning, the Department for Employment and Learning and the Northern Ireland Assembly are doing. We have created a lot of apprenticeships for young people across the gender base. Many young girls are now taking up engineering as a job. The wage structure is such that new starters earn £30,000 to £35,000. Some people tell me that that is not a great wage, but it is a terrific wage for Northern Ireland. Such wages provide opportunity and keep our skill base at home. We want to see more of that.

I sit on the board of governors of Glastry College in my Strangford constituency. At our meeting last Thursday, the careers teacher had an opportunity to indicate some of the things that she was doing to ensure that young people at the school, and particularly young girls, saw engineering and the STEM industries as an opportunity. How do we do that? It is not just about the jobs; it is about pointing people in the right direction and bringing those two things together. In her introduction, the hon. Member for Chippenham mentioned “designer technology”—I wrote it down. That is what we need. We need to get our young people looking towards where those jobs are, which is important to me.

Shorts Bombardier has announced the bad news of job layoffs, but we are hopeful that that will make the company leaner, although maybe not meaner, and therefore more cost-effective, which will be a base from which the manufacturing base can hopefully bounce back. Last Thursday, the Minister for Skills announced more help for apprenticeships across the United Kingdom of Great Britain and Northern Ireland. We are all going to benefit—Scotland, Wales, Northern Ireland and England—and perhaps the Minister for Schools will comment on that. I know that it is not his Department, but there are great opportunities to do more.

Indeed, there have been commendable efforts and STEM initiatives, particularly in schools. We need to ensure that those initiatives translate into results and that there are real returns on our investment. The Government have invested some £15 million, and we need results not just for the sake of the economy but for our young people who need to grow up with the security of a top-class career and wage so that they can cement their position here in the United Kingdom.

Despite those efforts, results have been disappointing, and I have some statistics. GCSE entries for design and technology declined by 18% between 2011 and 2014-15. The decline has been even more pronounced among girls, with entries falling by 26%, compared with 12% for boys over the same period. Will the Minister comment on that? Between 2011 and 2014-15, A-level entries for design and technology fell by 24%. Either the Government’s efforts have not taken hold or we need to consider a different way of doing it. I always like to be constructive in debates, so that is not a criticism. It is about how we can do it better and how we can find solutions and improvement.

Efforts have also been made in Northern Ireland’s higher education sector, where the Department for Employment and Learning has taken significant steps to focus on STEM and make changes in the further education sector, universities and colleges. In the 2015 autumn statement, the Government announced that from 2017-18, the equal and lower qualification fee exemption would be extended so that students wishing to take a part-time second degree in a wider range of STEM subjects would be eligible for tuition loans. Will the Minister comment on that?

In addition to supporting those in education, there has been some support for educators in the STEM sector. Trainee teachers in England with a first-class degree or a PhD in physics, chemistry, mathematics or computing are eligible for a bursary of £25,000, which is significant. The bursary for trainee teachers in physics with a first-class degree or a PhD will go up to £30,000 in 2016-17. Those are significant, positive changes to the bursary opportunities that are available.

Compared with November 2010, the number of design and technology teachers has fallen by 2,300, but the number of engineering teachers has risen by 100. Again, it seems that a change in education provision is needed. Have the Government made provision to ensure that there is a sufficient number of engineering teachers so that pupils can take advantage of that opportunity? The situation reflects decreased demand in schools, but it also prompts us to ask what point there is in incentives for teachers in the sector if we cannot even motivate students to take the subject.

There has been some success. In the year 2014-2015, there were 74,060 apprenticeship starts in the engineering and manufacturing technology sector. Absolutely significant steps forward have been taken if there are 74,000 apprenticeships in engineering and manufacturing. It is the highest figure of all comparable years since 2011; that is a big step. There has been some success, but unfortunately, lower figures in schools should raise alarm bells. I urge the Government to act on that, for the sake not just of the economy but of the future of our young people, who want quality long-term and sustainable careers.

I am in the second half of life. Although not everyone in this room is, those of us who are must prepare our young people to come forward—our children, our grandchildren and other people’s children and grandchildren. Let us give them the job opportunities that we want for them. I want to see our young people stay in Northern Ireland; I certainly want them to stay within the United Kingdom of Great Britain and Northern Ireland. That means Scotland staying in the United Kingdom of Great Britain and Northern Ireland as well, by the way. [Interruption.] The hon. Members from the Scottish National party knew I was going to say that. It has been a pleasure to speak in this debate, and I thank the hon. Member for Chippenham for securing it and giving us a chance to participate.

I am glad to be speaking here today, Mr Bailey, and I congratulate the hon. Member for Chippenham (Michelle Donelan) on bringing forward the debate.

I wanted to speak in this debate because I had three years in Northern Ireland as vice-chair of the education committee—so a little bit of experience there—and I now chair the all-party parliamentary group on education here. I also worked for three years in the 1980s at Short Brothers, later Bombardier Aerospace, where I was definitely a square peg in a round hole. At university, I remember computer science coming at me for the first time as part of my business studies degree, and in those days—I am a little older than most here—it was about punching cards, stacking them into a machine and pressing the button that said “Run”. I think it worked only once. So the message I would really like to hear is that we need to teach and train everyone in these skills—they certainly passed me by.

I feel that, particularly in Northern Ireland, we have lost our way in education by concentrating too much on certain skills. Because we are devolved and in danger of devolving further into northern powerhouses, midlands machines and all sorts of other things, we must ensure that we all work together, helping each other throughout education, and do not end up concentrating on our little areas.

There are schemes for sharing the skills that are there, such as Catapult, and that is the sort of thing I would like to see as we all work together. I want education to prepare pupils for jobs, life and employment. The all-party group will be doing a survey and an inquiry into future skills, and I hope that all hon. Members here and their colleagues will get involved in helping us to explore what those skills are and how we work at the issue so that people leave school ready for a job.

When I was at Stormont working on education, various statistics came at me. One was that the Chinese produce 76,000 engineers a year. We have to stay better than them, and keep our entrepreneurship better than theirs too. I was also told that 80% of jobs now include IT, and when we went down to our excellent science park in Belfast, we discovered that there is a shortfall of some 30,000 people in Northern Ireland being trained in those skills. That fits with all the other figures. We need to get more people involved, and I think that our approach is wrong.

I will be a little local. In Northern Ireland, we have had Sinn Féin running our education system for more than a decade. It is trying to get rid of the grammar schools, squeezing them from every angle. Grammars are our one chance of getting people to perfect certain skills and certain angles, so we have had to work hard to get changes in so that they all work together. Sinn Féin has tried to get rid of that concentration on high-level skills, to bring everything down to the lowest common denominator. That is where we have lost our way.

We need to get science teaching into primary schools—Sinn Féin cut that and moved it away. It also cut the funding to Sentinus, one of the major bodies involved in making STEM interesting to pupils, and then it cut a lot of the funding to STEM. We are going in the opposite direction, but we have some fantastic teachers—in fact, most of our teachers are good. A teacher at one of my local schools, Creavery, won the award for the best primary school science teacher of the year. We must keep working so that everyone gets interested.

We also have to work on careers and make them interesting. A few years ago, I met someone from Northern Ireland who had gone to China and produced a business skills course, which he sold to the Chinese but not to us. The course teaches everything from sourcing raw materials all the way through to working on them and producing the end product. No one ever taught me that sort of skill at school—how to understand the whole business of trade and creation—and that is the sort of thing we have to get into the teaching. We have to make the area interesting.

I sometimes wonder whether we could not have one big web portal, into which someone would stick the skill they were interested in. Say they put in “Art”: it would lead them down to design and technology, to whether they were going to design pottery, paint paintings or do the interiors of houses or ships. Everything would open up. I have been to various air shows and seen the great big banks of screens about what industry is doing. That could all be on a web portal. Every single angle could be gone down and children and pupils could go, “Wow! That’s what I want to do”. That is what we should be doing. We should be lifting everyone’s education so that they really want to move into the fields of science and technology. It did not work for me.

If I have a message today, it is this: “Please promote and educate in STEM—all the sciences and technology—so that it really grips the students and pupils and makes them interested, so that they want to go out and work in those fields”.

The Institute for Apprenticeships will come into being in a kind of shadow form this spring, after which it will have 12 months to start taking over its responsibilities before formally taking over in April 2017. Specific complaints about training provision, which sometimes occur, will continue to be dealt with in part by Ofsted through its inspections and in part by the Skills Funding Agency, which will manage the relationship with training providers. However, broader complaints about employers or particular apprenticeship standards will indeed be the responsibility of the Institute for Apprenticeships.

Last month, it was announced that 1,080 jobs were to be lost at Bombardier and that its three-year modern apprenticeship programme would suffer as a result. That programme involves a level 3 NVQ and it is one of the most impressive apprenticeship schemes in Northern Ireland, if not in the whole of the United Kingdom. The Minister has indicated that some money has been set aside. Can he tell me what discussions he has had with his Northern Ireland counterpart on establishing some kind of co-operation between Northern Ireland and the mainland UK on apprenticeships in the engineering and manufacturing sectors?

This is a devolved matter, as the hon. Gentleman knows, but I am happy to reassure him that I have had meetings with the Ministers responsible for apprenticeships in all the devolved Administrations. We have made a commitment to meet every six months to talk through the issues, to learn from each other what works and what does not work, and to ensure that the introduction of the levy actually boosts apprenticeship activity in all parts of the United Kingdom, not just in England.

I thank my right hon. Friend for her helpful intervention. Of course, we can work in our constituencies to make people aware of the effects of autism, but national organisations such as the National Autistic Society are doing a brilliant job of promoting more understanding of the issue across the United Kingdom.

May I also congratulate the hon. Gentleman on bringing this matter to the House for consideration? A large number of my constituents also have autism or autistic children. About 2,000 children in Northern Ireland have been waiting more than 20 months for a diagnosis. It is clear to me as an elected representative, and probably to the hon. Gentleman as well, that early diagnosis is critical if children are to get the correct treatment and the help they need. Does he agree that greater priority needs to be given to autism diagnosis, especially given the rising number of autistic children and adults across the United Kingdom of Great Britain and Northern Ireland?

The hon. Gentleman is absolutely right: more needs to be invested in diagnosis. I commend him on the work he is doing in Northern Ireland to ensure that there is more awareness of this condition.

Autism Sunday was founded by British autism campaigners and committed Christians, Ivan and Charika Corea, who live in Buckhurst Hill, in Essex. It began as a small acorn of an idea, hatched in their front room, but today it has grown into a major global event celebrated in many countries throughout the world. This year, it will take place this coming weekend, on Sunday 14 February.

Our own Prime Minister has personally supported Autism Sunday, stating:

“I would like to express my support for Autism Sunday. As many as one in a hundred people could be affected by some form of autism, and it is important that we recognise and raise awareness of the difficulties and challenges that they can face.”

Autism Sunday is now a permanent fixture in my constituency.  Ivan Corea is a teacher at the Frances Bardsley Academy For Girls. When he joined the school in 2009, he set about creating awareness of autism, not only in the school, but across the whole of our local community in Havering.

In January this year, that culminated in a very special event in Havering town hall, when the mayor of Havering, Councillor Brian Eagling, and the leader of Havering Council, Councillor Roger Ramsey, presented a civic award to the Frances Bardsley Academy For Girls autism and disabilities club and to the school’s autism ambassadors, many of whom are here today watching our proceedings, for reaching out to the most vulnerable sections of society in our local community.

The club has been working in partnership with local autism campaigners Ade and Ronke Ogunleye, who run the RIEES Autism Club based at the Romford Baptist church. That work has received praise from the leader of the council, Councillor Roger Ramsey, who stated:

“To my memory, there has never been such a successful relationship between a secondary school and a local charity regarding autism in this borough and the FBA”—

Frances Bardsley Academy—

“Ambassador Programme has been of supreme service to the community. Through volunteering in the community, members have helped support those with autism, as well as their parents and carers, who are often just as much in need of support.”

The Frances Bardsley autism and disabilities club has been working closely with the Step Up To Serve charity, whose patron is His Royal Highness Prince Charles, the Prince of Wales. Charlotte Hill, the chief executive officer of the charity, which is running the #iwill campaign, said:

“We are delighted that the Frances Bardsley Academy for Girls Autism & Disabilities Club has pledged to support our work, and shared their progress during #iwill week to inspire others to take part also. If we are to make involvement in social action the norm for 10-20 year-olds we need partners to commit to tangible actions just as they are doing. The involvement of the FBA Autism Ambassadors of the Autism & Disabilities Club will undoubtedly help us progress towards our goal.”

I must pay tribute to the school’s headteacher, Julian Dutnall, who was recently presented with a special award by RIEES for showing outstanding leadership in promoting charitable giving at the school. Frances Bardsley has a thriving charity committee raising funds for a number of local, national and international charities, and Julian Dutnall has talked about the need for students to give back to the community and the need to show compassionate leadership to the most vulnerable sections of our society.

The chair of governors of Frances Bardsley Academy for Girls is the Rev. Father Roderick Hingley, who also serves as priest of the church of St. Alban Protomartyr in Romford. He has been hugely supportive of Autism Sunday. When Ivan Corea approached Father Hingley with regard to establishing the first ever Havering Autism Sunday service at St.Alban’s church in 2010, he saw the need to reach out to parents, carers and the autism community, and agreed to host the annual service. I have witnessed at first hand the moving partnership between the Frances Bardsley autism ambassadors from the sixth form and young people with autism—surely a model of how a school can make an impact in this area.

All this work has certainly helped to act as a catalyst for change in the London borough of Havering. Frances Bardsley Academy for Girls is fully behind Autism Sunday 2016. Indeed, class 7E created school history by organising the first ever year 7 assembly on Autism Sunday, finishing with a flourish as they sang the Nimal Mendis song for autism, “Open Every Door”. In so doing, they have raised much more awareness of the condition with their peers. I would also like to mention the assistant headteacher, Julie Payne, who has led school assemblies on the importance of Autism Sunday, and music teacher Amy Johnson and the Frances Bardsley chamber choir, who always perform on Autism Sunday and will do so this year,.

As the MP for Romford, I am immensely proud of what has been achieved so far, but there is still a long way to go before all adults with autism start receiving the care and support they need. For example, in a recent National Autistic Society survey, 70% of adults with autism said that they are not receiving the help they need from social services. Furthermore, only 23% of those who did have contact with social workers felt that they had a good understanding of the condition and its effects. This must change. The Government’s current review of the implementation of the strategy is a unique opportunity to urge local authorities and Ministers to ensure that they live up to their commitments.

Times are challenging, but that must not be used as an excuse for failing to meet obligations to adults with autism and their families. With the right support, many adults with autism can work for and participate in their communities. Difficulties in communication and social interaction might mean that someone with autism finds it hard to find and keep a steady job. They might find it challenging to prepare a CV, or find that they need support in preparing for an interview. Moreover, once they have a job, they might find it difficult to work with people who do not understand the complexities of their condition.

A number of barriers to successful implementation of the autism strategy have been identified. The good news is that there will be simple yet effective solutions to these challenges. For example, an innovation fund would support local authorities to improve the services currently available to adults with autism and help them to develop an understanding of the best way to deliver services and highlight areas of best practice. An autism awareness scheme would also allow volunteers and community groups to tap into resources that would help them to develop a programme of autism awareness and training in their local areas. That can be achieved in the simplest of ways, through things such as adaptations to public buildings and local businesses, autism awareness training for front-line staff in public services and more autism-friendly activities.

I conclude by urging the Minister to consider my proposals. In so doing, I commend to the House the work of the Frances Bardsley Academy for Girls autism and disabilities club and the important concept of Autism Sunday, which is a beacon of light and compassionate leadership in action in my constituency, reaching out to those who need that support most of all.

I congratulate my hon. Friend the Member for Romford (Andrew Rosindell) on securing this important debate. He has afforded the House the opportunity to raise awareness of autism and mark Autism Sunday in Parliament, albeit on a Wednesday. As my hon. Friend has mentioned, Autism Sunday is an event with worldwide recognition, as well as being a permanent fixture in his own constituency. That is a fantastic achievement, of which Ivan and Charika Corea, who have grown the event since 2002, should be proud.

I commend Ivan Corea for his promotion of autism awareness in Romford through his work at the Frances Bardsley Academy for Girls, his role in creating FBA autism ambassadors and the #Iwill campaign, which I know well. Such local partnership working is vital if we are to change the lives of people with autism, to ensure that they achieve and lead fulfilling, happy lives. It was uplifting to hear about the incredible impact that Corea’s vision has had in and around Romford, and I am sure that it reverberates much further.

As we have heard, autism is a lifelong condition that affects how a person communicates and relates to people around them. As a result, people right across society, from school teachers and bus drivers to general practitioners, need to be aware of autism and what it means for those who live with it.

I will start by outlining the framework that is in place to improve the lives of people with autism. Since the Autism Act 2009, which was spearheaded by my right hon. Friend the Member for Chesham and Amersham (Mrs Gillan)—I thank her for reminding us that world Autism Awareness Week is from 2 to 8 April—the 2010 cross-Government autism strategy was updated by the “Think Autism” strategy in 2014 and new statutory guidance in 2015. The aim of all of this work was further to improve the care and support that local authorities and NHS organisations provide for people with autism.

“Think Autism” placed greater emphasis on involvement and awareness within the local community and on ways of looking differently at support and engagement. That is very much what is happening in Romford, as we have heard. It moved the original vision of the strategy on, including to an increased focus on areas such as young people, criminal justice and employment.

The reason we have kept up the momentum is that there is more to do to ensure that all those with autism get the help and support that they need. Last month, we published a progress report, which is designed to challenge local partners delivering a wide range of services, such as health, education, children’s services, adult services and transport to “Think Autism”. With over 500,000 people in England estimated to have autism, this was done for a very good reason: because it matters.

These organisations and services come into contact with people on the autistic spectrum daily. By engaging with them effectively, we can ensure that such people do not miss out on accessing services and support. By doing so, we can bring about a positive influence on their mental and physical health. That is why it is so important that the Department of Health is continuing to make autism a top priority for the NHS. The NHS mandate sets the priorities for the NHS, and signals what the Department of Health will hold the NHS accountable for. Next year, it will include an important call on the NHS to reduce health inequality for autistic people.

In launching “Think Autism”, we wanted to promote innovation and awareness, and we made available over £4 million to do just that. My hon. Friend the Member for Romford rightly argued strongly for a further drive on innovation in how we deliver services for people with autism. Until last year, the Department of Health ran an innovation fund of £1 million to promote innovative local ideas, services or projects that could help people in their communities. Forty-two projects were chosen, with a focus on people with autism who do not qualify for social care support. The projects focused on four key areas: advice and mentoring, gaining and growing skills for independence, early intervention and crisis prevention, and support into employment.

Some £3 million has been given out in capital funding to councils, so that they can make public spaces, such as inquiry offices and libraries, more autism-friendly, and provide IT and technology to make life easier for people with autism. For example, in the London Borough of Havering in my hon. Friend’s constituency, funding was allocated to improve autism-friendly safe spaces, allowing people with autism greater access to Romford town centre. I know that that is an opportunity that he would not want anybody to miss.

As a Minister in the Department for Education, I have a particular focus on the education of children and young people with autism. A key part of that are our recent fundamental reforms to the new nought-to-25, family-centred, outcomes-focused special educational needs and disability system. We have made changes to the law to ensure we provide the support that children and young people with special educational needs and disabilities require. The work I have seen so far, which is putting families at the heart of the process, is in many ways inspiring, but we know that we still need to do more to engender the culture shift necessary to achieve that end. I am pleased that we were recently able to announce an additional £80 million to boost support for children with special educational needs and disabilities during the next financial year to help to ensure that our reforms have real impact on the ground, including for children and young people with autism.

We are doing specific work to help to support children and young people with autism. First, we want to ensure that all education staff are able to recognise and support children with autism in schools. We have therefore funded the Autism Education Trust from 2011 to 2016 to provide training for early years, school and further education staff. To date, the AET has provided training for about 87,000 education staff. I know that the trust is aiming to reach the milestone of 100,000 trained staff this summer. I hope that I will be able to celebrate that achievement with it.

Secondly, we know that young people with autism can find dealing with change particularly hard, so it is important that they make a successful transition from school to post-16 provision. We have therefore funded the Ambitious about Autism charity from 2013 to this year to develop an innovative, integrated model of transition support. That model enables more young people with complex autism and learning difficulties to access further education and training beyond school, helping them more successfully to move on to adult life and work.

We know that a disproportionate number of children with autism are excluded from school. As a result, we have funded the National Autistic Society to provide families with information and advice on exclusion and alternative provision, and to support education professionals with advice and guidance on early intervention to reduce the risk of exclusion.

Finally in relation to children and young people, the expansion of the Government’s free schools programme has benefited many children with special educational needs and, specifically, with autism. Several specialist autism free schools have opened, including Church Lawton School, which is near my constituency in Cheshire. There are 11 more free special schools in the pipeline, of which seven are specifically for children with autism. That demonstrates the demand and desire of parents and charities that we meet that need and offer a truly outstanding education for autistic children.

I applaud the initiative that has been taken by Sunderland football club, although they are not my team, to provide a small room in the stadium where autistic children can go with their parents and enjoy the football match, without the noise that disaffects them. That initiative clearly helps autistic children. Would the Minister encourage other premier league football teams and, indeed, all football teams to do likewise?

I agree wholeheartedly with the hon. Gentleman. The Under-Secretary of State for Disabled People has worked hard with the premier league and football clubs to improve the facilities for and awareness of people with disabilities, whether they be physical, mental or otherwise, at football grounds. There is clearly more that can be done. Clubs such as Sunderland are taking the lead and showing what can be done. With a little bit of thought, as my right hon. Friend the Member for Chesham and Amersham said, we can go a long way. I encourage every club to look at what Sunderland are doing and to make such easy but important adjustments, so that they can fill the seats in their stadium, which Sunderland has struggled to do this season.

In addition to what we are doing at the Department for Education, my colleagues right across Government are thinking autism. They are doing more to raise awareness of autism and to provide support across a range of Government services. The National Autistic Society is doing excellent work in this area. We wish to support other charities in their endeavours through the strong partnerships that are needed.

The Department of Health has funded Autism Alliance UK to undertake an awareness campaign that seeks to dispel the myths around autism, which still exist all too readily, as well as to improve training, create employment and make reasonable adjustments in how everyday services are provided for people with autism. The alliance is working with local and national businesses, and with providers of services in the private, public and voluntary sectors. In my hon. Friend’s county of Essex, the awareness work has involved another football club, Colchester United, who are having an indifferent season, the Essex County Council equality and diversity service, and councillors in Chelmsford, so it is really starting to reverberate around Essex.

Autism Alliance UK is also working to improve knowledge and awareness of autism in the Department for Work and Pensions by, for example, building an autism network across Jobcentre Plus by training nominated autism leads, including work coaches and dedicated employment advisers.

To build knowledge and expertise among health professionals, the Department of Health has provided financial support to the Royal College of General Practitioners’ clinical priorities programme on autism, which is undertaking practical work on autism awareness and training for GPs. Health Education England has developed the online MindED portal, which contains learning resources for enhancing the effectiveness of working with children, young people and young adults who are on the autistic spectrum.

Last year, the Department of Health also provided funding to a number of organisations, including the British Psychological Society, the Royal College of General Practitioners, the Social Care Institute for Excellence and the National Autistic Society to upgrade their autism e-learning training tools and materials. Those tools will assist GPs, social workers, whom my hon. Friend the Member for Romford mentioned, clinicians and nurses. The intention is to enable the training to have a direct impact on the quality and effectiveness of the services they provide. As a result of building staff capabilities on autism awareness, there will be better outcomes for people with autism and their families.

The Ministry of Justice must play its part, too. It is working to achieve better awareness of autism in the criminal justice system, for victims, witnesses and perpetrators of crime. For example, my hon Friend the Minister for Prisons, Probation, Rehabilitation and Sentencing wrote to prisons last year to encourage them to apply for the National Autistic Society’s autism accreditation. Under the pilot, several prisons are currently in the process of working towards accreditation, and by October 2015 a further 20 prisons had expressed their interest.

Finally, Disability Matters is a Department of Health-funded e-learning tool to provide training in understanding and supporting the needs of people with a disability, and it will help those with autism, too.

As you can see, Madam Deputy Speaker, from this short summary, there is a raft of activity going on to ensure that, across Government, we are “thinking autism” and raising awareness, alongside other events such as Autism Sunday. Our mission is to help people with autism to fulfil their potential, to have full, happy lives and to live as independently as possible. I join my hon. Friend the Member for Romford in embracing Autism Sunday and the golden chance it gives us to raise these issues in Romford and beyond, and I look forward to working with him on this further as we continue to work to improve the lives of all those with autism in our society.
