Commons ChamberNo, I do not agree with that contention. This is a firm price contract. We are working closely with General Dynamics to ensure that it gets delivered, but as the hon. Gentleman would be the first to say—as we would all say in this House—the safety of our personnel must come first, which is why we paused those trials. As soon as we can get them going again, we will, but we will do so only if that can be done safely and appropriately.
My hon. Friend is right to highlight the real importance that we attach to Ukraine as a friend and a partner, and to reiterate the fact that the Royal Navy will always uphold international law and will not be deterred by bullying. The transit by HMS Defender was through Ukrainian waters; we do not recognise Russia’s claim on Crimea. Our Navy will continue to uphold the rule of law wherever she sails.

At the high point, I believe we had 7,500 military personnel deployed in support of the civil power, so it has been a large-scale commitment by Defence, alongside our other tasks. We stand ready to respond with those numbers or more if required. The hon. Lady is right to say that we are always there to plan, assist and support, but we do so in response to requests, and I know she would respect that principle. Defence is always here to help and to be engaged, and there is a great trust from the British nation, particularly this week, when we think of what has gone before. We always respond at the request of the civil power and to support it.
May I ask the Minister to pay particular tribute to the science and to the scientists working at the Defence Science and Technology Laboratory, and to the important role they are playing? As we see this increased visibility domestically from our armed forces, is it helping with the important task of recruitment into our armed forces?
There speaks a distinguished former Defence Minister; it is a pleasure to see my hon. Friend in her place. I am glad that she has mentioned DSTL. On a whole series of tasks, from helping the Welsh ambulance service through to planning for a range of options that have come through to the military—including how we roll out modelling for a whole range of projects during the course of this pandemic—DSTL has done a first-class job. I am therefore delighted that she has mentioned it in the Chamber. On recruitment, what she expects has come to pass. We have seen a 13% increase in applications to join the armed forces in the year to July 2020, and retention has increased. That reflects the pride that people have in our armed forces. They see members of the armed forces doing such a valuable task around our country day in, day out, and they are responding in kind.

Gentleman the commitment that we are absolutely determined to help those people who share our values and have a key part to play in the reconstruction of that region. He reminds me that we should not forget in this House the evil nature of the Assad regime, which rules Syria, where some of the Kurds are living. That is the regime that gassed its own people and disappeared people in the night. That has not gone away and it is currently focused on a direction towards Idlib, where the humanitarian catastrophe will only grow for as long as Assad and his regime continue.
I thank the Defence Secretary for the update on Daesh, but he will know that the world’s fastest growing Islamist insurgency is in the Sahel and west Africa. I welcome the commitment to send UK troops to be part of MINUSMA—the United Nations Multidimensional Integrated Stabilisation Mission in Mali—the most dangerous peacekeeping mission in the world. Will he reassure the House that the National Security Council is looking across government at how the UK can address the sources of conflict in the Sahel and west Africa?
When my hon. Friend was in the Foreign Office, she did an excellent job on crafting the Africa strategy, from which we still work. Just so that Members realise that I have not just announced a new troop deployment, let me say that the MINUSMA troop deployment was announced to the House some years ago. I fear it may have been so far away that people may have forgotten and thought I have suddenly announced a deployment. Africa is going to be key in the next 10, 15, 20 years. It always has been important, but the spread of Islamist terrorism, through al-Shabaab, Boko Haram and Islamists in west Africa, is a real, existing threat that we have to deal with. They undermine fragile democracies and fragile countries, often those that are very poor. We cannot turn our back on Africa on these issues. Where we can, we have to support those countries to see off the threat of Islamists and help them on the path to successful economies. I know that DFID and its strategies are working to do that, and at the MOD we are doing it through training and other such things. That is why we commit to countries such as Kenya and, indeed, now to Mali.

Commons ChamberSince resetting their relationship in 2018, the Army and Capita have worked on improving all aspects of the recruiting pipeline. Halfway through the recruiting year, two thirds of the Army’s regular soldier requirement have either started training or are due to do so.
On behalf of the Prime Minister, I chair the defence, security and exports working group, which is attended by the International Trade Secretary. Ministers from Defence and International Trade support regular overseas trade missions and attend a wide range of international exhibitions, most notably last year’s Defence and Security Equipment International, where we jointly hosted 58 international delegations, demonstrating the best of British defence exports.
The Secretary of State will know how much of our defence equipment pipeline is coming from the US. He will also know how much our excellent UK defence industry sells into the US. Will he make sure that, as we start the US-UK free trade agreement discussions, the defence sector is one of the sectors that is prioritised?
My hon. Friend is absolutely right. The US defence market is incredibly important for both the United States and the United Kingdom. Some of my honourable colleagues in this House and I lobbied for the original UK-US defence tech trade treaty in 2006. I can see the right hon. Members for North Durham (Mr Jones) and for Warley (John Spellar) sitting on the back row of the Labour Benches—we went together. We believe that it is so important. The reality is that, yes, we have more work to do. These trade deals will be incredibly important to make sure that we secure British jobs in order to sell aerospace and partner in aerospace across both countries.

Commons ChamberMy right hon. Friend the Foreign Secretary is visiting the United States later this week, when our determination will be to try to seek a diplomatic way out. In that, he will no doubt have discussions with his counterparts, and we will see where we can get to. The United States does not share its visa decisions on a live wire with us. However, we saw earlier reports, as I think many Members here have done. We will find out and get to the bottom of it. Certainly, my urging from the Dispatch Box on behalf of the Government is that we think allowing Mr Zarif to go to the UN would of course be a sensible thing to do.
The Defence Secretary has mentioned on numerous occasions during his statement the importance of our diplomatic network in de-escalating this crisis. Does he agree with me that the position of the UK ambassador to Washington has now been vacant for far too long, and will he encourage the Foreign Secretary to make that appointment?

Commons ChamberI will be delighted to engage with the hon. Gentleman, and I would reiterate my point about the sacrifice and the service of so many of our Commonwealth soldiers, who have contributed so much to the armed forces in this country and who make them such a diverse and incredible set of armed forces that do such a good job on our behalf.
Defence exports will continue to be supported, not just by the Ministry of Defence but by other Government Departments including the Department for International Trade, after the UK leaves the EU. Work is ongoing to explore how to strengthen the competitiveness of UK industry and to support exports, both to the EU and globally. My right hon. Friend the Defence Secretary has regular conversations with the Secretary of State for International Trade, including through the defence security and exports working group.
I congratulate my hon. Friend on her appointment. I know that she is a fervent champion of the tremendous exporters that we have in the defence sector. She will know that they often face non-tariff barriers when they export to the United States. Can she reassure me that she will be championing their cause and ensuring that those non-tariff barriers are broken down when we have a new trade deal?
I thank my hon. Friend for her kind words. I reassure her that, through our long-standing bilateral relationship with the US, we work closely across the full spectrum of defence, including on issues of shared economic interests such as reducing barriers. Free trade agreements are not used as a means of increasing defence exports. For non-sensitive and non-warlike defence goods and services, the UK may pursue greater access to US public procurement opportunities through the free trade agreement.

Commons ChamberHMS Queen Elizabeth has returned to Portsmouth after a successful second set of sea trials. Her commissioning ceremony is planned for 7 December in the presence of Her Majesty the Queen. The handover to the Royal Navy from the contractor is planned for the end of the year.
Does my hon. Friend agree that there is now a sense of urgency? Not only are we planning a global future for ourselves, which will require a greater presence around the world, but with the royal wedding coming as early as next year, and with the absence of the yacht Britannia, is there not a possibility that the new prince and princess will require something to sail around the seas?
I certainly was not anticipating that line of questioning from my hon. Friend, the Chair of the Foreign Affairs Committee, but he is absolutely right that this new class of aircraft carrier will give a powerful expression of national ambition and intent. They are versatile and agile ships and will be able to perform a wide range of maritime security roles.
Will the Minister confirm that the Government see the future of the Queen Elizabeth, when it comes into service, as an aircraft carrier and not as meeting defence cuts by replacing amphibious landing craft such as HMS Bulwark and HMS Albion?
I am delighted to confirm that we have not only one aircraft carrier but a second aircraft carrier, which is now structurally complete, at Rosyth. Of course, there will be adaptations to ensure that the carriers are able to support the full range of helicopters in our fleet, but we have absolutely confirmed that we will have a full range of maritime capabilities from these two remarkable and adaptable ships.
It will be essential that we have sufficient surface fleet to provide escort capability for the carriers. Will the Minister confirm that we will indeed have sufficient of the Type 31s and that, where possible, they will be made from UK steel?
My hon. Friend is absolutely right. To give just one example, today in Portsmouth one of the new Military Afloat Reach and Sustainability tankers has been commissioned into the Navy. There are six Type 45 destroyers. We cut steel on the first of eight new anti-submarine frigates, and we are running the competition for the Type 31e global general purpose frigate.
HMS Diamond recently had to abandon its operations because of issues with its propeller. This means that none of the £1 billion Type 45 destroyers, which have been riddled with issues, is currently at sea. Given the important role that they will play in supporting the carriers, what urgent action are the Government taking to remedy these issues?
There is of course a limit to what we can comment on with regard to the specifics of the situation, but I can assure the hon. Gentleman that as part of our regular force deployment we will be regenerating that capability, and the Royal Navy is able to meet all its operational capabilities around the world.
The Ministry of Defence and the Department for International Trade continue to work closely with BAE Systems to promote and secure sales of the world-leading Hawk advanced jet training aircraft.
I recently had the opportunity to talk to Unite and GMB members about the importance of a consistent flow of orders to maintain jobs throughout the supply chain for Hawk. In a recent debate on defence aerospace strategy, the Minister referred to 12 Hawk aircraft for Qatar. Has this figure changed from the six initially announced? Could she update us with progress on getting further orders on the books?
I can absolutely confirm that the Government are working wholeheartedly in every way they can to ensure that we put that order from the Government of Qatar on the order books by the end of the year. That includes—
I can write to the hon. Gentleman if there is some confusion. I thought it was six.
How important are these iconic aircraft to supporting and promoting the soft power of a global Britain?
My hon. Friend and constituency neighbour will know that the Red Arrows have just returned from a very successful tour of the Gulf. Part of what they do is support the wonderful export campaigns that the company is running.
There are 21 RAF officers sitting in the Gallery today who are due to be deployed on Op Shader in the new year. I am sure that the whole House wishes them well in their future deployment.
Ten days ago, we had a debate in this Chamber on a new defence industrial strategy. Given the jobs that are still vulnerable at Brough and the Qatar order that we still do not have the detail on, can we just have a defence industrial strategy, please?
I am happy to pay tribute to the people who are here in the Gallery today for everything that they do.
The hon. Lady is right to keep raising these issues. I can assure her that the Government are focusing very fully on both the matters that she raises.
On the day that the Government are launching their industrial strategy, this country is in danger of losing its sovereign defence industrial capability, not least in aerospace. Will the Minister therefore be specific in telling us what efforts she is making to promote additional orders across the world?
Nonsense! We could not be working harder across the globe. We have not only the Department for International Trade but a fantastic network of defence attachés.
I am working tirelessly on behalf of the Government, travelling around the world to support a range of different export campaigns, as is my colleague, the Secretary of State for International Trade.
The £800 million defence innovation fund provides great opportunities for innovative suppliers. For example, I can today announce that the defence, science and technology laboratories, working with industry and academia, have developed a cutting-edge new chemical process to recover fingerprints, making it harder for terrorists and criminals to escape justice.
The Minister identifies great innovation within our suppliers, but does she also agree that an example is shown by the advanced induction motor technology—the most power-dense electric motors available anywhere—that have been installed on the Queen Elizabeth aircraft carrier, which were manufactured by GE in my constituency?
My hon. Friend is absolutely right to speak up for the amazing work being done in his constituency, not only for the carrier programme, but for the long-lead items for the Type 26 frigates.
The Government talk about wanting to increase the role of small and medium-sized enterprises in MOD procurement. Can the Minister tell us what steps have been taken to facilitate that?
A range of steps have been taken to facilitate that. For example, we have a single website, which is meant to be an easy portal into what we are procuring at the MOD. We have shortened the contract we require small businesses to sign, from 18 pages down to three. We also have a system of people within the organisation who can help new businesses find their way around the intricacies of the MOD.
Of course I can confirm that we have a commitment to a world-class shipbuilding industry. Indeed, the shipbuilding industry in Scotland has a pipeline of work going out two decades.
The hon. Gentleman’s question gives me an opportunity to pay tribute to the fantastic work that is being done on the 589 Ajax vehicles. This is the largest contract for military vehicles that has been awarded in the country for 30 years, and it involves a lot of work for the South Wales workforce.
I can confirm that—exactly as outlined in the recommendations of the national shipbuilding strategy, and as has been stated before in the House—that particular part of our shipbuilding programme will be open to international competition, including shipyards on the Clyde.
The Minister has already spoken about the important trade role that the Red Arrows play as ambassadors for great British aeronautical engineering. Will the Secretary of State, who knows East Yorkshire well and knows how important those skilled jobs are to Brough, look again at the request from 142 Members on both sides of the House for renewal of the fleet for the Red Arrows?
I am glad that the hon. Lady pays tribute to the Red Arrows’ amazing trade promotion role. She will know as well as anyone that the current Red Arrows will be in service until 2030, so a decision to replace them will not need to be made until after the end of this Parliament.

Further to the question from the hon. Member for Ilford North (Wes Streeting), I should like to clarify that the statement of intent for Qatar is for six Hawks, which gives 12 months of work at Brough.

I congratulate the hon. Member for Stoke-on-Trent North (Ruth Smeeth) on securing this debate—the second debate of hers that I have replied to in a week, which truly demonstrates her passion for and dedication to our armed forces. She is not only a member of the Defence Committee, but chair of the all-party group on the armed forces covenant and deputy chair for the Royal Navy of the all-party group for the armed forces, which you chair, Mr Gray.
The 11 Back Benchers who spoke in the debate unanimously supported the UK’s amphibious capability in the 21st century. As so many right hon. and hon. Members said, our amphibious capability is a vital component of our nation’s power projection capabilities. The Royal Navy’s LPD-class ships HMS Albion and HMS Bulwark provide afloat command and control facilities and capabilities needed to deploy and sustain the lead commando group ashore by air and sea. They can embark one large helicopter or up to three medium helicopters on the flight deck and carry the equipment required to support aircraft operations. In addition, Lyme Bay, Mounts Bay and Cardigan Bay, the Bay-class ships of the Royal Fleet Auxiliary Service, provide the capacity and capability to deploy our expeditionary strike forces. I am sure all hon. Members present thank the crew of RFA Mounts Bay for their incredible work over the summer and autumn, having been pre-positioned for hurricane season in the Caribbean. [Hon. Members: “Hear, hear!”]
The UK’s amphibious capability will be further enhanced by our new Queen Elizabeth-class aircraft carriers. As we stated in the 2015 strategic defence and security review, we will enhance a Queen Elizabeth-class aircraft carrier to support our amphibious capability.
Colleagues have asked about HMS Ocean. Just to clarify matters again for the record, SDSR 15 allocated £60 million to optimise the QEC carriers, to meet the demands of the landing platform helicopter role, including the communication systems for amphibious operations, improving services on carriers for the Royal Marines, providing ammunition storage and expanding helicopter operating capacity. The initial operating capability for the helos is in summer 2018. This commitment demonstrates the importance that the Government place on the future of our amphibious forces and the vital role that they will play in the defence of our nation.
An essential part of that future is, as we have heard, our elite amphibious commando force, the Royal Marines, and Members have rightly paid tribute to them. The Royal Marines are held at very high readiness, trained for worldwide rapid response and often operate in difficult or dangerous circumstances. So far, they have given us 353 years of unbroken service, in support of the UK’s national interests and often in the defence of others.
Members should note that, as of 1 October 2017, the Royal Marines’ full-time trained strength is approximately 6,520, which is 99.3% of its 6,570 liability. We will continue to have the appropriate number of frontline Royal Marines to achieve all taskings, and we will ensure that the Royal Marines are properly trained and equipped to perform a wide range of crucial tasks that we ask them to undertake.
This debate has no doubt been prompted by speculation in the media on the future of the amphibious ships. As Members will be aware, the Government have initiated work on a national security capability review, which is being conducted to ensure the UK’s investment in national security capabilities is as joined-up, effective and efficient as possible for the threats that we face in the 21st century. This work is being led by the National Security Adviser, with individual strands being taken forward by cross-departmental teams, and the Ministry of Defence is contributing to this review and considering how we can best spend what is a rising defence budget, in order to support it.
We are indeed committed to increasing the £36 billion defence budget by at least 0.5% above inflation every year for the rest of this Parliament. Indeed, we are one of only six NATO allies who are currently meeting the guideline to spend at least 2% of GDP on defence, and we are also one of only 13—
I thank the Minister for giving way. She has talked about speculation, but will she confirm or deny the press reports that the new Secretary of State for Defence has asked the Treasury for more money?
I can confirm that there have been press reports. [Laughter.] I can also confirm that we are one of only 13 NATO countries that meet the guideline to spend 20% of our defence budget on major equipment and research and development. I can also confirm that the Ministry of Defence will spend £178 billion on equipment and associated support between 2016 and 2026.
Members are eating into my time, but I will give way to the Chair of the Defence Committee.
I am grateful to the Minister for giving way, but she does seem to have moved into discussing general expenditure issues and away from the specific topic. Does she remember writing to me on 25 January this year to say:
“There are no current plans to decommission the ships”—
that is, HMS Albion and HMS Bulwark—
“early, and I can reassure you that their out of service dates are 2033 and 2034 respectively…HMS Bulwark continues to prove a vital asset to the Royal Navy…HMS Albion…is programmed to replace HMS Bulwark as the high-readiness ship this year”?
Does that remain the position?
I can indeed confirm that I not only wrote those words but recall writing them.
I have already made it very clear on the record what today’s position is. [Interruption.]
We can all see that the global security context is challenging. So, Members would expect us to ensure that, as we spend our growing budget, we focus expenditure on those capabilities that are most effective at keeping us and our allies safe, and at deterring or defeating our adversaries or potential adversaries.
Will the Minister give way briefly?
I thank the Minister very much for giving way. Of course, the resources that keep us safe are unable to do so just now, because there simply are not enough of them. We now regularly see Russian submarines and warships in our waters, and we have nothing that we can throw at them to keep them out.
Well, Mr Gray, I really do not know where to start with that intervention, because the hon. Member and I disagree so profoundly on what we need to spend money on to ensure the security of this nation. Frankly, she might want to ask the former leader of her party why he wants to take a gig on Russia Today. [Interruption.] That is my response, because that is how we send out a strong message in terms of the strength of this country.
Mr Gray, I really do not know where to start in terms of the Scottish National party’s priorities, but I will say a few words about ours. [Interruption.]
Order. If I may, I will nudge the Minister gently back towards UK amphibious capability.
Indeed. In our national security capability review, we seek to understand how to spend that growing budget in the most intelligent way, by further modernising our armed forces against the traditional and non-traditional threats that we now face. In that context, it is only right that all areas of business across defence—
On a point of order, Mr Gray. We have had a very good debate this morning. A lot of questions have been asked by Members across the Chamber. Now, call me old-fashioned, but I thought it was the role of the Minister when replying to a debate actually to reply to it and not just read out a prepared statement.
I am grateful to the hon. Gentleman for that point. Of course it is not a point of order; the Minister may indeed say what she likes when replying to the debate. However, if she replies inadequately, that is of course a matter for the record.
Mr Gray, in considering how I respond to this debate, I am very conscious of the lack of time available to me, but I will respond to a few of the points that were raised in the debate.
My hon. Friend the Member for South East Cornwall (Mrs Murray) and the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) both spoke about the important role of HM Naval Base Devonport and the particular importance of the south-west of England, which continue to be so vital for the Royal Navy. Also, I was very pleased to learn that the father of my hon. Friend the Member for Torbay (Kevin Foster) had served on HMS Albion.
I want to leave a couple of minutes for the hon. Member for Stoke-on-Trent North to speak at the end of the debate, so I will conclude by saying that the national security capability review is ongoing work. I can say that no decisions have been put to Ministers and, at this stage, any discussion of the options is pure speculation. I emphasise that, while the review continues, the naval service continues to meet all of its operational commitments. I further affirm to hon. Members that, in order to protect the UK’s interests at home and abroad, the Government remain committed to the future funding, support and capability of our armed forces.

Commons ChamberThe whole defence procurement sector, and especially the defence aerospace industry, has a huge role to play in supporting employment, exports and growth, but our sovereign defence capability, in the national interest, must lie at the heart of the decisions we make and at the centre of the Government’s defence policy. We therefore need a defence aerospace industrial strategy that takes into account the practical needs of our armed forces. Recent and ongoing operations to counter Daesh, as well as humanitarian efforts in the wake of Hurricane Irma, have shown how our modern, powerful and flexible armed forces are vital to our national strategic interest and our place in the world.
It is not sufficient, however, just to ensure we have capability today and in the short term to enable the RAF to defend our skies, fight our enemies, and aid our friends and allies. We must also have the sovereign skills capacity to continue to manufacture platforms and to innovate in Britain far into future. The skills that are needed to continue to develop high-tech, world-leading aerospace platforms are already present across this country, particularly in my constituency, which has Airbus, Boeing, Rolls-Royce and BAE, among many others. We must, however, work hard to maintain and, crucially, to enhance and develop these skills. There is a serious shortage of skilled engineers and scientists, and we must avoid ever being forced to rely entirely on expertise from abroad.
Does my hon. Friend welcome this week’s announcement at the Dubai airshow that Airbus has struck its single biggest aircraft order ever—for 430 A320neo jets? That is great news for the workforce.
I am obviously delighted and thrilled. That excellent news will help to secure jobs in my constituency and elsewhere in the country.
As I have said in previous debates, the defence and aerospace companies I have met and engaged with over many years are clear that without long-term procurement commitments, Britain will start to lose the skills that we have worked so hard to nurture and develop. To illustrate the long-term nature of this issue, it is worth remembering that equipment used in the 2011 Libyan intervention derived from research and development that started in the 1970s. We cannot fall prey to short-term decision making on the basis of the current defence and budgetary landscape yet still expect to find a skilled defence and aerospace workforce in the future when we need it most.
I thank the Under-Secretary of State for Defence, my right hon. Friend the Member for Bournemouth East (Mr Ellwood), for writing to update me on the progress that his Department is making on a replacement for the Typhoon. I am sure that that will be welcomed by companies in the defence and aerospace industries such as Rolls-Royce and BAE Systems throughout the country, but particularly in my constituency. The Minister informed me that the preparatory work for the procurement process had begun. The future combat air system—FCAS—will be vital to support our defence and aerospace skills base. Most importantly of all, it will be vital to the maintaining of our sovereign defence capability, our export opportunities and our place in the world.
Alongside such procurement commitments, it is important that we support and maintain the excellent work of a number of defence aerospace companies to encourage apprenticeships and graduate programmes. Those will help to secure our skills base, as well as providing excellent opportunities for young talent and, of course, enhancing our country’s social mobility. The 5% club, in which companies undertake to ensure that 5% of their UK workforce will be either apprentices or students in structured programmes, is a very welcome scheme. I commend it to all the other manufacturers in my constituency, and indeed to manufacturers throughout the country. I also welcome the efforts of Airbus in particular, as well as others in the sector, to engage directly with universities and university technical colleges, and to invest heavily in highly skilled research and development across the country.
However, our sovereign defence requirements, and the requirements of our skilled industries, extend beyond the FCAS. I urge the Government to consider a wide range of equipment and research opportunities for inclusion in any future defence aerospace industrial strategy. A comprehensive approach is required to ensure that our armed forces remain equipped with the best possible technology, and that our country has the skills base to design, build and continue to develop that technology.
It gives me great pleasure to respond to this debate. I congratulate the hon. Member for Stoke-on-Trent North (Ruth Smeeth) and my hon. Friend the Member for Witney (Robert Courts) on securing it. We have heard 14 interesting and compelling Back-Bench contributions, and I will start by picking up on some of the general themes that came from them.
Many hon. Members spoke out on behalf of the incredible work of the BAE workforce in their constituencies. There has been an urgent question on this subject in recent days. The decision was made by the company, and it is currently consulting the workforce. As the Department is its largest customer, I have been in discussions with the company, asking that it looks to avoid any compulsory redundancies. As an employer ourselves, we are also in ongoing discussions regarding staff with the right skills who could fit into our organisation.
On the subject of the unfortunately named MUFC—the maritime underwater future capability—there is no hon. Gentleman who speaks up more for his constituents than the hon. Member for Barrow and Furness (John Woodcock). However, I am sure that he would acknowledge that there is a very solid pipeline of work in his constituency for decades to come. That shows the amazing work of those who live and work in his constituency. The maritime underwater future capability project is still ongoing work, and he will have seen some of the wonderfully imaginative recent ideas.
Regarding the Hawk pipeline, I can reassure the House that we continue to work on export opportunities to Kuwait and India. The RAF has 28 of the T2 aircraft, and there is no risk to the Red Arrows. A number of colleagues mentioned the P-8 aircraft. The first of that capability will come into service in 2019, and will be based at RAF Lossiemouth in the north of Scotland, which will be good for the local economy. Some excellent UK companies are in the P-8 supply chain, including Marshall with the fuel tanks, Martin-Baker with the crew seats and General Electric with the weapons pylons.
I will not take any interventions because there is so little time.
My hon. Friend the Member for Henley (John Howell) spoke eloquently about the excellent Puma squadrons in his constituency. A number of colleagues asked about Typhoons. So far, just over 500 Typhoons have been built, and they are in service and have been ordered by nine countries around the world. There is still a significant pipeline of Typhoons to be built, and the statement of intent was signed with Qatar. Of course, the Government are working as hard as possible to ensure that those and the 12 Hawk aircraft are on contract by the end of the year.
Contributions from across the House have shown that not a corner of our great country is untouched by the nationwide enterprise that is defence aerospace. Indeed, we have a rising defence budget overall, and the strategic defence and security review in 2015 set out a £178 billion equipment plan for the next decade. In the last year for which we have the recorded numbers, 2015-16, the MOD had a spend of over £2 billion with UK aerospace, and that directly sustained over 7,000 jobs. In fact, I am delighted to be able to announce today that we have awarded Babcock three new contracts, worth £160 million, to provide RAF bases across the country with expert support.
As we heard in today’s debate, aerospace strikes a real chord with the British public, and we have heard some key reasons for that. There is obviously the historical connection and the fact that we have 100 years of the RAF coming up in the next year. We also know that our country would be a very different place were it not for the immense intervention of air power in world war one and particularly during the battle of Britain in world war two.
The current crop of aerospace experts in the UK has a worldwide leadership reputation. We have some of the most technically advanced and capable aerospace companies in the world. Aerospace is an engine of local and national prosperity. Up to 2,500 UK companies are involved in it, and it generates more than £33 billion of turnover, employing more than 120,000 people, including 26,000 just in research, design and engineering. Interestingly, more than 80% of the sector’s production is exported. Of the £64 billion brought into this country through defence-related exports in the last decade, 85% was generated by aerospace, and much of that was from the combat air sector.
Crucially, as the hon. Member for Stoke-on-Trent North mentioned, we are using our kit in places such as Iraq today. A combination of our Tornadoes and Typhoons has helped to bring Daesh to its knees and liberated millions of people from an evil death cult. I am sure hon. Members will want to join me in paying tribute to all the brave men and women who are currently serving in our aircrews on deployment.
We are absolutely right to celebrate the aerospace sector, but we also need to talk about the future. The Typhoon has been selected by nine national air forces, and we are currently pursuing exports to Bahrain, Belgium, Finland, the Kingdom of Saudi Arabia, Malaysia and Qatar. Other Typhoon nations are also pursuing export opportunities to other countries.
On the export pipeline, we are looking ahead not just one or two years. We need to look decades ahead, because we know our Typhoon aircraft will go out of service in 2040. The 2015 SDSR allocated a substantial budget over 10 years to the future combat air system technology initiative, precisely to protect and develop key design and engineering skills in our industrial base. The money includes funding for a national technology programme to maintain the UK’s position as a global leader in this area. Some of the work to mature other high-end technologies is with France, and some is with the US.
The decision on the future of combat air will require us to decide at some stage to replace the capabilities currently delivered by the Eurofighter Typhoon. It will be a complex decision, involving a clear military requirement and requiring detailed consideration of the industrial and financial implications. In terms of the timing, the decision will be made in the very early 2020s or sooner to enable a maingate decision on the procurement in or around 2025.
In conclusion, this is a key sector, and we have had a good debate highlighting a number of the issues in it. Our approach to the defence aerospace industry should be about an overall industry strategy, taking into account the business leaders, the educators, the representatives, the unions and the local economy. We must ensure that, whatever the dangers to come, the great industry we have been discussing today flies even higher, faster and further in the future.

Commons ChamberWe published our national shipbuilding strategy in September. The very next day, we launched the programme for five new Type 31e frigates. We are currently considering at least 20 different proposals from industry across the UK.
I thank the Minister for her response. It is fantastic news that the national shipbuilding strategy will benefit the whole United Kingdom. Cornwall has a long and proud history with the sea. HMS Cornwall was decommissioned in June 2011. I urge her to take a bid from Cornwall to put, once again, Cornwall back on the waves.
My hon. Friend is an absolute champion for his county of Cornwall. He will be aware that we have started to announce the names of the Type 26 frigates with HMS Glasgow and HMS Belfast. Further names will be announced in due course. The Type 31e frigate will be named by the Royal Navy Ships Names and Badges Committee, and he has set out his claim today.
The strategy announced by the Secretary of State will provide many opportunities for the supply chain, including for companies such as GE Energy in my constituency, which is currently working on the first batch of the Type 26—the global combat ship. Will the Minister say something about the timetable for the second batch of those vessels?
My hon. Friend highlights the importance of the supply chain right across the UK and the fact that, in a relatively landlocked part of the UK, so much work is pouring in from the frigate programme. We announced a £3.7 billion first batch of Type 26 frigates. We will be securing the necessary approvals to carry on negotiations for that contract and we will announce the second batch of five frigates early in the 2020s.
I am delighted to let the House know that UK steel was represented at the first of the industry days that we held for the Type 31e frigate at the end of September. Its involvement at that very early stage ensures that it has the best chance of winning these competitions.
How does the Minister respond to suggestions from trade unions on the Clyde that the promises made to them have been broken by the Ministry of Defence, and will the Government change their illogical decision to put three fleet support ships out to international competition? Should they not be built in the UK, too?
Well, honestly, every time I talk about our wonderful programme of shipbuilding in the UK, I hear nothing but doom and gloom from our friends on the Scottish nationalist Benches. In fact—and no one would believe this—there are currently 15 ships being built in Scotland, including the second of the two new aircraft carriers, two decades-worth of work on the frigate programme and five new offshore patrol vessels. Frankly, I do not know what I could do to keep these gentlemen and ladies happy.
HMS Queen Elizabeth sailed from Rosyth in June to commence her sea trials. She made her first entry into Portsmouth in August for a scheduled engineering period. Her second set of sea trials should begin this week, weather permitting. She remains on track to be accepted into the Royal Navy this year.
Will my hon. Friend confirm that, as well as projecting global Britain’s power for the next 50 years, HMS Queen Elizabeth and HMS Prince of Wales will provide long-term skilled job opportunities and training for people in Portsmouth and its neighbouring constituencies such as mine?
My hon. Friend is absolutely right to point out that this is not only about the 10,000 people who have worked on getting the ship to the point where she is now, but about long-term sustainment over the next 50 years. May I take this opportunity, Mr Speaker, to put on record my appreciation to the Fareham company Boskalis Westminster Ltd, which did a lot of the dredging of Portsmouth harbour?
Will the Minister update the House on what is happening with regard to ordering the aircraft for the aircraft carrier? It would be handy to have an update on that.
I am pleased to be able to update the hon. Gentleman. As he will know, we already have 12 F-35 aircraft and they are already flying in the US. We will have 14 by the end of the year. Next year, we are on track to stand up the first squadron in the UK. I am pleased that I was able to announce last week that the F-35 has successfully completed the trials on the ski jump in the US and is now cleared to take off from the carrier.
Given the announcement of nearly 2,000 job losses at BAE Systems, will the Government bring forward their order for new Hawk aircraft for the Red Arrows to maintain industrial capacity?
May I use this opportunity to put on record what a wonderful job the Red Arrows do for the UK around the world? I congratulate them on the successful 11-country tour from which they have just returned. The hon. Gentleman will know that the Hawk is an important training aircraft for the RAF. We have 75 of them and expect them to last until 2030. We are pursuing a range of export opportunities around the world.
We will create two additional frontline squadrons from our existing fleet and extend Typhoon in service until 2040. The Typhoon’s capabilities are constantly evolving through initiatives such as Project Centurion. We will also upgrade our Chinook heavy-lift helicopter to extend its life into the 2040s.
I assure the hon. Lady that an extensive programme of work is under way not only in the Ministry of Defence, but with our colleagues in the Department for Exiting the European Union. We are very conscious of the importance of those supply chains.
Five ships of the Royal Navy have been named HMS Exeter after Devon’s county capital, the first in 1680. Does my hon. Friend agree that it would be entirely appropriate if one of the new frigates continued that great tradition?
My right hon. Friend makes a very compelling case, as have many other colleagues from all parts of the House. I am sure he will welcome the fact that an offshore patrol vessel, HMS Tamar, is currently being built.
The hon. Gentleman makes an important point, because we have such strong leadership in this area. What I would say is this: it is also important that we show cross-party support for the many export campaigns BAE Systems is involved in around the world. I urge him to do what he can with his leader and the Opposition Front-Bench team to do that.
Given that Typhoon is scheduled to leave service in 2040, what steps is my hon. Friend taking to procure the next generation of fighter aircraft given the potential opportunities for export, and to preserve and maintain our sovereign defence capability?
Again, a very important question. On the support we are giving to Typhoon exports around the world, I was delighted that recently my right hon. Friend the Secretary of State was able to sign a statement of intent with Qatar. We will continue with that effort, as well as considering our options on a replacement.
The Secretary of State was most welcome to my constituency four weeks ago, albeit to name a ship that was built in Glasgow. When does he intend to visit Glasgow to announce naval shipbuilding in Belfast?
It is 35 years since HMS Sheffield was sunk in the Falklands war, and my constituents believe it is about time that another Royal Navy ship was named after our great city. Will the Secretary of State ensure that the relevant committee gives full consideration to ensuring that we can enjoy the third HMS Sheffield?
The hon. Lady makes a poignant appeal for another ship to be named HMS Sheffield, and I am sure that her representations will have been heard by the relevant committee. I am pleased we are building so many new ships in this country that we can have all these new names.
Engineers at BAE in Chelmsford were critical in developing the Sampson multi-function radar, the Sea Wolf missile tracking radar and the highly innovative T994 two-dimensional radar. When it comes to the next generation, the ballistic missile defence radar, will the MOD consider employment as well as capability and make sure that these skills stay in Britain?
My hon. Friend will be pleased to know that we do not have to distinguish between the two things, because the radars made by BAE Systems are unrivalled around the world.
I agree with what the Secretary of State said about Daesh, but he will know that one thing that separates them from us is that we are bound by the rule of law, specifically rules of engagement. Will he confirm that our conduct will always be bound by the Geneva convention?
The Secretary of State’s own permanent secretary said last Tuesday to the Defence Committee, on the subject of the F-35 programme:
“We will not be in a position to be able to give a precise view as to what the whole of this very complicated programme will be until 2035”.
Does that not put paid to the Secretary of State’s incredible claim that eight Type 26 frigates would provide work on the Clyde till 2035?
It puts paid to the idea that anyone can forecast a budget two decades out and get it down with pinpoint certainty, which is something I know the Scottish Government might also find difficult.
