Commons ChamberI understand that people face a cost of living crisis. What the hon. Member should have explained to that lady is why she feels so much worse off after 14 years of Conservative Government. He should not try to pin it on a single issue; it is down to his Government’s failure, and he should take some responsibility for that.
I thank my hon. Friend for her excellent speech in support of clean air, which is what this debate is all about. What would she say to the many parents I meet in my constituency who introduce me to children who have asthma on a scale never seen before? Through ULEZ and other measures, they will see their children’s health improve.
My hon. Friend makes an important point that could be lost in this debate, which is that the issue is about health—the health of children and older people. It is, as my hon. Friend the Member for Walthamstow (Stella Creasy) said, about the health of some of the poorest in society; they are most impacted by poor air quality. That is what we should be talking about.
I am grateful for the opportunity to speak on an issue that is of the utmost importance for my constituents. I draw all Members’ attention to Bill No. 12 on the Order Paper, which is my private Member’s Bill, the Landlord and Tenant Act 1985 (Amendment) Bill. It is about clean air, taking action on mould and giving private landlords more powers to take action—and ensuring that they have to take action. My Bill is connected to the Bill we are debating, because my constituents often suffer the double whammy of living in poorer, cheaper housing that is on a main road. They are very unlikely to have a car—the majority of my constituents do not—and are more likely to suffer from the effects of air pollution and to have mould in their homes. Many of my constituents talk to me about this issue, so if we get to my Bill, I hope all Members will support it.
Does my hon. Friend agree that it would be better for us to spend parliamentary time looking at a comprehensive strategy that tackles air pollution and respiratory conditions, rather than going down this rabbit hole today? The issue she raises with her legislation, which I hope the Government will support, could be a foundation stone for us to tackle the problems of housing and respiratory conditions.
I absolutely agree with my right hon. Friend. There are many better things we could be discussing here than trying to turn back the clock on a progressive and life-changing policy that has been brought in by the Mayor. We could be discussing the Renters (Reform) Bill or action on respiratory health—or a whole number of things that my constituents would like to see us discuss instead of this Bill.
I object to the principle of the Bill, as well as its substance. The Bill proposes to
“amend the boundaries of the Greater London Low Emission Zone and Ultra Low Emission Zone; to provide that Transport for London may not make an order amending those boundaries without the consent of the Secretary of State”,
and legislates for connected purposes. In London, we voted to have a Mayor and voted for who that Mayor would be, and we support our Mayor in London making decisions about our roads. Parliament granted the power to make decisions on London-wide road charging schemes to the Mayor. This Bill is trying to take powers away from the Mayor—it is playing politics with our constitutional arrangements, and it is quite clear why.
Does my hon. Friend agree that the Bill is particularly disingenuous, because a number of the air quality mandate changes are the results of European and national decisions? It is not just Sadiq Khan or other people unilaterally doing it; it is being done because the whole of Britain needs to improve its air quality, which is currently producing real and harmful effects for our constituents.
I am glad that my hon. Friend has raised that point. The Government have asked councils in Bristol and Birmingham, for example, to bring in clean air zones, and have asked for one to be brought in in London as well. I hope the Government will not be supporting the Bill today, because it would be against their policy of giving more people clean air across the country.
Any proposed changes to devolved powers would pose a threat to the existing powers of the Mayor and the London Assembly, and to those of devolved institutions across the country. It starts here—where will it go? We cannot just have the Government taking back powers willy-nilly and whenever they like because a mayoral election is due to take place in a few weeks’ time. The Mayor of London introduced the world’s first 24-hour ULEZ in central London in 2019 to bring in health benefits, and expanded it in 2021. That expansion brought the health benefits that were the result of the first ULEZ to 5 million more people and 87,000 more children. Rolling that back would mean worse air for those 5 million people and 87,000 children. I cannot believe that the Government would support this Bill.
The ULEZ is a highly targeted scheme that is set to disincentivise frequent trips in non-compliant vehicles. It certainly had that effect on me: I had a diesel car, which I bought back in the days when we were told that diesel was a better choice for the environment. I realised that it was not, and the fact that the ULEZ was coming speeded up my decision to not have a car. We do not have a car as a family—we have not had one for three years. I do not think we would have made that jump if it had not been for the ULEZ coming in. We thought we would see how it went, and it is going fine. We do not have a car; we do not need one, and I am not driving around in a car that is polluting the air in Putney.
Is it not also the case that even if my hon. Friend were to have a car, the vast majority of cars—as she well knows and as has been mentioned in this debate, which I have been listening to—are ULEZ compliant? I have a 10-year-old petrol car. I do not drive it in London, because I am not a maniac, but if I did I would not be ULEZ charged, because it is a small, lightweight petrol car. The vast majority are perfectly fine.
I absolutely agree. A Member asked earlier for data on the ULEZ scheme and the effect it has had. Data from the first month’s report shows a 10 percentage point increase in vehicle compliance in outer London, with 95% of vehicles seen driving in London on an average day now meeting the ULEZ standards—up from 85% when the consultation was launched in May 2022. That means that vehicle compliance rates in outer London have nearly caught up with inner London, which is having a good effect.
The decision to expand the ULEZ was a difficult one for the Mayor, but it was felt necessary to save lives, protect Londoners’ health and tackle the climate crisis. I agree, because in 2019, toxic air contributed to around 4,000 premature deaths in London. Just because we cannot see the smog—as was the case back in the days of the great smog that led to the first clean air Act—does not mean that it is not all around us. We can see the impact in our hospitals. It is mainly parents and doctors who write to me in support of the legislation that the Mayor has introduced to clean up our air, because it is doctors who see the effects of air pollution: rising levels of asthma, cancer, heart disease, stroke and dementia in our hospitals. If no further action is taken to reduce air pollution, over the next 30 years around 550,000 Londoners will develop diseases related to poor air quality. That will cost the NHS and social care system in London £10.4 billion by 2050. Air pollution costs lives, but it also costs our public services. The first, inner-London ULEZ contributed to a 30% reduction in children being admitted to hospital with asthma. I think those results speak for themselves. How can we argue against that?
Taking action on the climate emergency and clean air was one of the reasons I became an MP. One of the first things I did when I became an MP was set up the Putney Environment Commission, a rather grand-sounding group of local people who want to take action locally, nationally and internationally. We had several open meetings to decide what we would do. One of the first things we did was run Putney’s first ever clean air fair. It was clean air that everyone wanted to take action on. Hundreds of people attended the fair. There were stalls from brilliant local organisations, including Friends of Wandsworth Park, Friends of Wimbledon Park, Little Ninja UK, Wandsworth Living Streets, the Roehampton Garden Society, Putney Community Gardens, the Putney Society, Friends of the Earth Wandsworth, the Putney Pollution Busters, Green the Grid and Cycle Buddies. Hon. Members can see how many local organisations we have that really care about clean air.
The number of residents who contributed to the event, and who came to check out the stalls on the day and ask what they could do or how they could push for more action, shows the huge concern in Putney, Roehampton, Southfields and Wandsworth town for cleaner air. We will be holding a second fair this year on 11 May, to which I invite all Members here today. Mr Deputy Speaker, if you would like to come to that event, it is at Wandsworth park. We would love to see you there. We will be talking about action that everyone can take on clean air, about saving our green spaces, about active travel and about green buses—all the ways in which, alongside the ULEZ, action can be taken.
On so many occasions while out canvassing I speak to parents who introduce me to their child who they say has asthma. It happens time after time. So many children in the schools I visit are now affected. I went to a school in Roehampton recently and asked the headteacher what the main issues were. I was expecting to talk about the curriculum and Ofsted—we did talk about that—or other issues, but she said that the main issues were mould and air quality, which were keeping children off school. She has had to introduce adaption strategies in the school to take action on that. It is horrifying that that is what she is saying in this day and age.
My hon. Friend makes an important point about active travel. I am a massive fan of active travel, as I know colleagues present are too, but if we are to get more people walking, cycling, wheeling and running, we need decent air quality in every town and city across the country. That is why it is so important to have things that bring air quality back to an acceptable standard.
Absolutely. We want more people cycling and walking, to take cars off the roads and make them less congested for those who have to drive. We want to see an impact on active travel, but one that supports the businesses on the roadside in our community. It is unfair on the majority of constituents who do not have a car and those who live on the main roads in less expensive housing to bear the burden of air pollution.
The hon. Lady is making a fair point about the impact of air pollution on the main roads. Does she therefore agree that it is somewhat strange that the largest investment that the Labour Mayor of London will have made during his term as Mayor will be the £2.2 billion Silvertown road tunnel, which will encourage heavy goods vehicles to drive along the A2 and into central London? That is why the Green party and the Conservatives are opposed to it.
I would point to others, such as the Superloop—the new buses that will go around London—and the Elizabeth line. The Mayor will be able to invest more in public services because of the revenue from the ULEZ scheme, enabling people to travel on our public transport. That is the action we need to take to really clean up our air.
I have even taken to the streets for Clean Air Day to measure the clean air—or the polluted air—on Putney High Street. I used an ultra-fine particle counter, lent to me by the environmental research group at Imperial College London. It was amazing to take the counter out for the day and see the effects of air pollution. As I went down some of our main roads—Upper Richmond Road, Lower Richmond Road and Putney High Street—I saw a spike when buses and polluting cars came by. I thought there would be a constant level of dirty and polluted air, but it went up and down. I could see the impact of diesel buses and polluting cars. I thought of all the times that I had taken my children to primary school in Wandsworth over 15 years, walking along very polluted roads. All that time, it was damaging their lungs. This was worrying for me to see and for my constituents to know about.
My hon. Friend is talking about damage to lungs, but will she also mention the damage that air pollution does to the brain? These microscopic particles and nanoparticles, such as PM2.5, can cross the blood-brain barrier and can cause long-term developmental problems for children that mean the brain never functions properly, even if the air is later cleaned up. That is why it is important to get it right now.
Air pollution is like a ticking timebomb for our children. It has been shown that children who live on polluted roads in inner London have smaller lungs, and that their lungs will never fully grow. Pollution also has an impact on the brain, potentially including dementia in later life.
We owe it to our children to have this increased ULEZ zone to clean up our air. We have recently made progress on Putney High Street. Since I did the monitoring, we have a larger proportion of green buses—80%—which has made a significant difference. We need to get to 100%, and the Mayor has a plan. We need this robust action for the sake of our health and children.
Both in this Chamber and on the Environment Bill Committee, I have called many times for a new clean air Act. Mayors, including Sadiq Khan in London, need to introduce measures so that we are able to see an impact across the country. According to Asthma + Lung UK, more than 600,000 people in Greater London have asthma or chronic obstructive pulmonary disease, and nearly 60% of them live in outer London. Outer-London Members need to be concerned about their constituents and the impact on their health.
I am pleased with the Mayor’s action, including the increase to more than 1,400 zero-emission buses on London’s roads. He has also rapidly expanded London’s fleet of green buses, with the capital now boasting more green buses than any other city in western Europe. He has also delivered a 170% increase in the number of public electric vehicle charging points, with London now boasting more than 11,000—a third of the UK’s total.
My hon. Friend is making an excellent speech. Does she agree that the Mayor of London has consistently demonstrated that he is doing everything in his power, under London’s devolution settlement, to improve air quality for Londoners? Does she share my concern that he is somewhat hamstrung by the policies of a Conservative Government who, for example, take the vehicle excise duty paid by London residents and spend it elsewhere in the country, and by the fact that London is the only city of its size and scale that has a public transport system that relies entirely on fares and charges for its income? The Mayor of London is showing leadership where he can, but he is entirely constrained by a Conservative Government who do not care about the lung health of Londoners.
I absolutely agree. My hon. Friend is right that a fair amount of the vehicle excise duty is not being spent in London. Despite being hamstrung in many ways, the Mayor of London has been world-leading—he is going around the world to talk about the action he is taking on clean air. What we really need is the Mayor of London being able to pull in the same direction as the Government. We need a national strategy that goes as far and as fast on clean air as the Mayor has done in London. That is why it would be good if there was not only a Labour Mayor, but a London Government, because they would be able to work hand in hand to achieve that. That would be good for all of us wherever we go, and not just in London, but across the country.
The hon. Lady criticised the funding in answer to her hon. Friend the Member for Dulwich and West Norwood (Helen Hayes), but surely she is aware that the Department for Transport has given £6.4 billion in funding to the Mayor of London. That is not insignificant by any stretch.
I thank the Minister for raising that, but that is not equivalent to the amount actually raised by Londoners and that goes to the rest of the country, which we understand, but that should be a factor when talking about how the ULEZ money, for example, is paid. Further to the Minister’s point, there are the concerns about those areas outside ULEZ that do not receive the same amount of funding. They are represented by their local representatives, who should have a strategy for responding to ULEZ being expanded to those areas of London as well.
The Putney Society in my constituency is a local amenity group of fantastic local people. They have chosen to concentrate on clean air because it is one of the issues of most concern. As a result of concern over the levels of atmospheric pollution in Putney, especially on the high street, the society has carried out a series of citizen science exercises over the past 10 years or so to measure the levels of nitrogen dioxide. Those have been one-off exercises measuring pollution for a month at a time. With the generous help and support of the local environmental health team, they have been able to mount a series of monthly tests, enabling them to see what the levels look like in the longer term. The highest level they found was—not surprisingly—at the northern end of Putney High Street, where it was 62.9 micrograms and 57.6 micrograms per cubic metre of air. In Putney Bridge Road, it was almost as high at 50.7 micrograms. Putney Cross and Upper Richmond Road were both in the mid-40s.
To put those results in context, we need to bear in mind that, although the agreed statutory maximum level is 40 micrograms per cubic metre of air, that is essentially an interim target level, whereas the agreed World Health Organisation safe level is 10 micrograms per cubic metre. Consequently, the levels that Putney Society recorded are still disturbingly high. I went into that detail because I do not think the high levels we have on our London roads are properly acknowledged in the Bill. Reining back the good results of ULEZ to a smaller area would mean leaving those larger areas outside the South Circular, which cuts through my constituency, and people in the whole of that area with those high levels of air pollution. That is simply not acceptable.
I support the implementation of ULEZ because we have a public health emergency. I am concerned about the impact on the health of children and vulnerable adults, so action is needed. I do not want to die earlier, and I do not want any of my constituents to die earlier, but that is what is happening. The existing ULEZ has been proven to change behaviour, and we need that change in behaviour to clean our air so that more Londoners will benefit. I welcome the extension of the scrappage scheme, which happened after consultation, for low-income and disabled Londoners and for charities to have their minibuses exempted. I welcome the additional time given to charities and small businesses to comply with ULEZ. I support and wish to see in the Bill no more bus route reductions, improvements in public transport and 100% green buses. I welcome investment in better public services as a result of the fines charged by ULEZ and the introduction of the Superloop. We also need to invest in more safe cycle routes, safe cycle storage and local cycle delivery bikes. We are proud in Putney to have an e-bike delivery scheme for our local businesses, which picks up waste and gets rid of it. We also have more local bus delivery routes available.
We need to make clear what is being funded by the ULEZ fund so that Londoners see the benefit of investment in local services and cycle provision as well as knowing that the air is healthier and that their lives will be healthier. I have been inspired by parents campaigning for change, including Mums for Lungs, which is based locally, and Rosamund Adoo-Kissi-Debrah, the mother of Ella Kissi-Debrah, who died of asthma 11 years ago. If I had a daughter die in such tragic circumstances, I do not know what I would have done, but she has been so brave, courageous and inspirational in finding out and exposing the reasons for Ella’s death—the high levels of pollution—and in taking so much action to counter that issue. I also thank the Putney Society, Putney Pollution Busters, the London Sustainability Exchange, King’s College London, Clean Air in London and the Healthy Air Coalition for all the work that they do exposing pollution and taking action together for local people.
This is a huge issue for people across my constituency and across London. We cannot start to meet clean air targets without ULEZ. People in outer London are disproportionately affected, as more older people live in outer London. Recent analysis by Asthma and Lung UK has shown that the UK has the worst death rate for lung conditions in western Europe. Surely that demands urgent action, not reining in our action.
Toxic air is also shortening lives. Every year, 36,000 people in the UK die a premature death as a result of toxic air, and 4,000 of them are in London. We can see that we need action in London, but we also need it across the country. Let us look at outer London. In Dartford, for example, the equivalent of 66 deaths a year are attributable to long-term exposure to particulate air pollution. This is not just an inner-London issue; we need ULEZ expansion to the outer London boroughs.
Air pollution is killing us, and children are particularly vulnerable, but poor communities and black, Asian and minority ethnic communities are the worst affected. Eleven Londoners a day die prematurely because of air pollution. In Wandsworth—my constituents’ borough —129 deaths every year are attributable to the effects of toxic air. Before the ULEZ expansion, which the Bill would undo, only a small part of my constituency was covered by the ultra low emission zone, because the south circular cuts through my constituency. My constituents faced a postcode lottery, with only those on one side of the road covered by the clean air zone. Why should only some of my constituents, who live on the right side of an arbitrary boundary, be able to breathe cleaner air? It is far better to have a larger area covered that is much more consistent with where the polluted air is. If we sit back and do nothing to reduce air pollution, about 550,000 Londoners will develop diseases.
I have talked about the impact on small businesses. It is an issue that I have raised with small businesses on Putney High Street, who have said that the dirty air is holding back their businesses. We want Hammersmith bridge reopened—I cannot resist saying that and will do so whenever I can—but we also need the continuation of the ULEZ.
A report commissioned by the Clean Air Fund concluded that improving air quality could bring an annual boost of £1.6 billion to the UK economy through 3 million additional working days and a reduction in early retirement. The evidence shows us that ULEZ works, and that it has been hugely successful, with 5 million more people expected to breathe clean air.
I end with the words of a constituent—a doctor—who wrote to me and said:
“This Bill will send the capital backwards and is counter to the devolutionary system of our politics. Just as we are beginning to see the benefits of ULEZ, I am dismayed…that this Private Member’s Bill will make already poor air quality worse, harming Londoners’ health—particularly that of children. To make matters worse, the Bill takes the important decision about the air we breathe away from us as Londoners, and undermines our democratically elected mayor—who is accountable to us and will shortly be tested in the May elections.”
That is where such a decision should be made. I urge all hon. Members to put our health first, to support Mayor Sadiq Khan’s action to clean up our air, and to oppose the Bill.

Commons ChamberThank you for calling me, Mr Deputy Speaker, and I am grateful to Mr Speaker for granting my request for a debate on the funding of London bridges. I am proud to be a River Thames MP, with Putney bridge a major and much-loved landmark as well as an essential road route in my constituency. However, it is not Putney bridge but the closure of Hammersmith bridge and its huge impact across London that brings me here this evening.
I congratulate my hon. Friend on securing the debate. More than a year ago I asked the then roads Minister, the hon. Member for North West Durham (Mr Holden), for a meeting to discuss the repair of Hammersmith bridge. I followed up that request on at least six occasions, but he had not replied by the time he was reshuffled yesterday. I did, however, receive a reply to my letter to the Secretary of State for Transport after the cancellation of the future stages of HS2. I had asked for a little of the £36 billion to be redirected to Hammersmith bridge, given that 0.5% of that would pay the full cost, and we know that the Department for Transport typically pays between 80% and 90% for strategic road schemes. Does my hon. Friend agree that the only reason the bridge has not been repaired is that the Government refuse to pay more than a third of the cost, and cash-strapped local authorities cannot meet a bill running into hundreds of millions of pounds?
I thank my hon. Friend for making that important point. He puts the case very well that finance is available, that it could come from the money allocated for HS2 funding for south-east roads and that Hammersmith and Fulham Council cannot be expected to pay a third of the costs for this bridge, which are very high and rising. He has summarised my speech very well but it will be going ahead, and I hope that the Minister will respond by using this opportunity to at last announce the funding for the reopening of the bridge. Here we are, my hon. Friend and I, representing both sides of the river and both seeing the impact that this is having on our constituents.
I look forward to hearing more of the hon. Member’s speech on this vexed topic, but I feel a sense of déjà vu because we have all been here before. As she and the hon. Member for Hammersmith (Andy Slaughter) know, my constituents have also been badly affected by this closure. They are prevented from accessing schools, medical facilities and public transport on the other side of the bridge in Hammersmith, and that is having a really damaging impact on the local community, particularly in Barnes, but while I am concerned about my constituents, it is having an impact on the much wider geography. Does she agree that it is affecting not just Barnes, Hammersmith and Putney but the whole of south-west London? It is a vital strategic route across the river—of which we do not have enough—and its closure is causing lengthy tailbacks and congestion in a large area across west London and south-west London, and the wider south-east and Surrey in particular.
I absolutely agree with my constituency neighbour. This shows not only the cross-party support for the reopening of the bridge but the enormous impact that its closure is having across a wide area of London. Hammersmith bridge is a national transport route and the fact that it has been closed for so many years is a disaster for many people.
I commend the hon. Lady, and I want to add my support for her request. On Monday this week, the Quoile bridge in my constituency developed a crack right down it and it is now closed. It is a major thoroughfare that carries lots of traffic, which will now be unable to go through Downpatrick on that road for a period of time. I understand the pain that the hon. Lady feels for her constituents and I offer my support to her.
I was intrigued as to how there could be a Northern Ireland aspect to Hammersmith bridge, and now we all know. Well done, Jim!
It is a huge honour to be intervened on by the hon. Member for Strangford (Jim Shannon). I just hope that his constituents will not have to go through the same enormous pain, the long wait and the despair about funding as our constituents in south-west London. I also hope that the Minister heard that and will look into funding for the hon. Gentleman’s bridge as well. The closure of a bridge is a dreadful thing.
At every advice surgery I hold, at every visit to businesses, at every local event I go to and every time I go knocking on doors, everyone wants to know when Hammersmith bridge will be reopened. It is a grade 2 listed heritage suspension bridge. It was built in 1887 but closed to motor vehicles in April 2019 when fissures were found, making it dangerous. Boris Johnson said at Prime Minister’s questions here in this place on 21 October 2020 that it would be reopened, but it is still closed. I held an Adjournment debate on the issue in June last year, with a very disappointing Government response. The restoration has still not had its funding agreed, let alone being started or finished, so I am back here again.
This is a London issue but it needs a national solution and actions that can be taken only by the Government to fund the restoration. It is a disgrace that Transport Ministers have not sorted this out. My constituents are worried that it has become a plaything of Conservative party politicking, with Conservative mayoral and parliamentary candidates and MPs standing next to the bridge saying that something will be done, and then quickly forgetting about it altogether.
The Hammersmith bridge saga has revealed systemic failures in the way that bridge maintenance is funded that need to be urgently addressed by the Minister. While the Government have dragged their feet, the estimated cost of the bridge has been hit by Conservative-fuelled inflation and the war in Ukraine, where the steel was going to be sourced, rising from the initial £140 million to an estimated £250 million. The longer the Government wait, the more the costs will rise.
The closure of Hammersmith bridge since 2019 has had a huge impact on my constituents, especially in Putney and Roehampton. An estimated 22,000 vehicles used to cross the bridge every day, as well as seven vital bus services. Those vehicles are now diverted through Putney, which causes high levels of pollution and congestion and long journey times.
So that the Minister can fully understand what this closure has meant for my constituents, I will tell him some of the results of my recent survey of local residents and businesses. Over 75% of business owners said that the closure has negatively impacted their business because of pollution, difficulties with deliveries, employee commutes and low morale. Some 90% of people said that the bridge closure has been “extremely disruptive” and that they feel more isolated and disconnected.
Putney suffers severe traffic jams every day, with children inhaling toxic fumes. Asthma levels are rising. Patients needing to get to a hospital in an emergency are stuck in traffic that is barely moving. It is also making cyclists and would-be cyclists less likely to cycle because of the danger and pollution on the very congested roads. People who commute through, live or work on Putney High Street, Upper Richmond Road and Lower Richmond Road know how bad things are, and they need their voices to be heard.
The Government should have stepped up back in April 2019, worked with Hammersmith and Fulham Council on the business plan and funded it, and then they should have begun the restoration works. We might then have had the bridge reopened by now. Instead, they palmed off responsibility and have played political games.
Engineering works costing £8 million started in February 2022 and will be finished in a few months—the carriageway will then be cleared for pedestrians and cyclists, which is very welcome—but the full restoration is still unfunded architects’ plans.
The Hammersmith Bridge taskforce chaired by Baroness Vere agreed a settlement of Hammersmith and Fulham Council paying a third, Transport for London paying a third and the Government paying a third, but the taskforce then did nothing else. The taskforce has not met since November 2021. No task and no force. This third-third-third structure is a very poor settlement, as neither the council nor TfL can afford a third and the Government have not yet agreed to their third. The estimated cost is £250 million, but the council’s entire annual budget is just £132 million.
A business plan was submitted by Hammersmith and Fulham Council in December 2022, proposing a toll to pay for its third but, nearly a year on, it has still not been agreed and funded by the Government. I hope the Minister can tell us what will happen. These sums are way beyond the means of an individual council. How can a council with a budget of only £132 million a year for libraries, adult social care and children’s services afford to pay for this? Where could the money come from?
When it was announced that over £4 billion had been carved out from the cancellation of HS2 for road infrastructure in the south-east of England, it was an opportunity to fund the bridge. My constituents deserve to know why Hammersmith bridge is not receiving any support from this fund, or from which fund it will receive support. If just 5% of the £4 billion budget for the south-east—that is just 6% of the overall budget—were used, Hammersmith bridge could be fixed and reopened after all these years of closure.
My constituents and people across south-west London need answers, so I hope the Minister can answer these questions today. Why is it taking so long to fund the bridge? Has a funding source been identified? When will we know that it has been funded? When will the bridge be reopened for buses and vehicles? What is being done to stop another London council having to foot such a large bill again in future?
The closure of Hammersmith bridge should be a wake-up call for the Government to reassess the state of our bridges and the broken funding settlements. I hope that the Minister will commit to looking at the ownership and funding of all London bridges, so that this Hammersmith bridge fiasco is never repeated. But why does Hammersmith and Fulham Council have responsibility for this enormously expensive bridge? The arrangements for responsibility for London bridges were established by the Local Government Act 1985, when the Greater London Council was dissolved, and we have a disorganised and messy hotchpotch of responsibilities. Some were assigned simply because of the names, and so Hammersmith and Fulham Council is responsible because the bridge is called “Hammersmith bridge”. That is a ludicrous way of assigning responsibility for a national, heritage, landmark bridge and a vital connection in our city’s transport infrastructure. It is an embarrassment that as a country we are unable to find a political solution to this crisis. Hammersmith bridge is a national infrastructure project in the greatest city in the world, and the abstention from responsibility by the Conservative Government is shocking. Would Brooklyn bridge, or any other bridge in any other capital, be allowed to remain closed to all vehicles for years and years on end? We urgently need a futureproof, reliable and sufficient stream of funding so that all our bridges are maintained for all who use them. I urge the Minister to look into reforming the funding formula for London’s bridges and river crossings, so that another council is not burdened with a bill of £250 million that it cannot afford.
London boroughs were previously able to access support for bridge maintenance from TfL’s local implementation plan, but the Government’s restrictive cuts imposed on TfL mean that that support is no longer available. That will inevitably lead to more and more bridges needlessly falling into disrepair, meaning bigger and bigger bills in the long term. So what needs to happen? TfL needs new, long-term funding certainty through a multi-year funding arrangement, which would make sure that councils can access the support they need when bridges fall into disrepair. Without this investment, costs will continue to soar, with the Conservatives kicking the can down the road for a future Government to clean up. If the Minister is still convinced that this is not his problem, I hope that the £500 million paid by Londoners in vehicle excise duty every year which is spent on roads in other parts of the country, convinces him of the need to make sure that London’s roads and bridges are maintained when they need it.
I invite the Minister to visit the bridge and I request a meeting to discuss the funding. My main ask is very straightforward—it is for the Government to do everything in their power to urgently fund the restoration and reopening of Hammersmith bridge at the earliest opportunity. I hope he will not tell me that the Government have done everything they can and that it is all up to Hammersmith and Fulham Council to step up, because all the leadership so far has come from the council. That applies in respect of discovering the fissures in the first place; taking action to close the bridge and make it safe; the memorandum of understanding; the proposals for a cheaper bridge replacement and the first project; the business plan; and the stabilisation work. The Government must now step up to shoulder their responsibility to push this through, respond to the business plan, work with Hammersmith and Fulham Council and TfL and ensure that the restoration is finally fully funded. I also ask the Minister to review the entire funding settlement for London bridges, which has led us here, and why this most expensive of heritage bridge projects is being left to a cash-strapped local council because of a historical whim. We clearly need a new approach that safeguards our London bridges for generations to come.

Moving staff from being solely behind the ticket office window to being more visibly present on the station, and directly helping passengers with purchasing tickets or helping people on and off trains, is a good concept. In principle, it is an initiative that I support, but behind the veil is the reality: at Sherborne station, the overall staffed hours will be 40% less than today; Crewkerne station in south Dorset, which serves the rural west of my constituency, will have its hours slashed by 50%; and the reality for Dorchester, the county town of Dorset, is that South Western Railway currently proposes to slash the staffing presence at Dorchester South station by 55%.
Staff cuts are also proposed at Barnes, Earlsfield, Putney and Wandsworth Town stations, which serve my constituents. Does the hon. Member agree with me and my constituents, who do not understand why the Government seem to be pushing for this change and why the potential changes to the ticketing and settlement agreement made earlier this year have forced the changes on the rail companies? Does he agree that many people are concerned that this violates the Equality Act 2010?
Some of the hon. Lady’s questions are for the Minister to address later, but I agree that a number of aspects have not been taken into account in the current consultation and proposals, which is why I called for this debate and am making this speech.
The disingenuous veil of moving staff from behind the ticket office window to be out on the station, with no change in staff hours, is patently untrue in West Dorset. This is not reform but inequality against not just those with mobility issues, but the elderly and those who are often without access to technology, driving issues of rural isolation still further.

That this House has considered the future of Heathrow Airport expansion.
It is a pleasure to serve under your chairship, Ms Elliott, and to speak in this important debate. I thank colleagues for taking the time to participate and am glad to see so many present. This issue affects the day-to-day lives of constituents in Putney, and across south-west London and the whole of the country, given the climate change issues. I am sure that constituents in Putney will be watching with interest.
There is strong opposition to the expansion of Heathrow from residents across the region; the Mayor of London; local councils, including Wandsworth Council; environmental groups; a cross-party group of MPs, many of whom are here today, along with many more; and even two former Prime Ministers. Virgin Airlines, which does not want the extra costs that expansion would bring, has not said it supports expansion. Heathrow is already the most expensive airport in the world for airlines and for customers.
Heathrow’s expansion plans were put on hold during the pandemic, but the Government are now talking about reviving them. That will result in an additional 260,000 flights a year; an increased site of 950 acres, which is twice the size of the City of London; the biggest car park in the world, with 43,000 spaces; and increased carbon emissions of 9 megatonnes. That is more than the carbon emissions for the whole of Luxembourg.
The plans were drawn up before the Government agreed to their climate targets. The promise of economic growth and new jobs, which I am sure the Minister will talk about, does not seem to stack up under scrutiny. Investing more in Heathrow will come at the cost of undermining regional jobs and regional growth. The cost to the quality of life of Putney residents cannot be underestimated. The noise is constant. It affects sleep, and physical and mental health. We cannot have it any more. I am here to ask the Government to rethink the plans and say a definitive no to Heathrow expansion.
On growth, the figures cited by the Government seem to be very misleading. The final national policy statement claims that the benefits of an expanded Heathrow would be £73 billion to £74 billion. However, that measurement does not include the actual economic and financial costs of the proposal. Buried in the Department for Transport’s own updated appraisal report is evidence that shows that the net present value ranges from an increase of £3.3 billion to a decrease of £2.2 billion.
Then there are the claims on jobs. Job-creation figures used by Heathrow are based on estimates made by the Airports Commission report in 2015. They have been revised twice since then by the Department for Transport, and are now at least 50% lower and could fall even further. Analysis of the Department’s own jobs data by the New Economics Foundation found that jobs would be drawn away from regional airports, which would see a reduction in passengers. A staggering 27,000 people could lose their jobs from cities including Bristol, Solihull and Manchester. That is hardly levelling up. Any claims on jobs or economic growth made by Heathrow should be at best only half believed.
I am grateful to my hon. Friend for securing today’s important debate on Heathrow airport expansion. No talk of expansion can be complete without first addressing the surface access requirements to decongest the roads around Heathrow and to improve the environment. More than a decade ago, the Government committed to building the western rail link to Heathrow. The successful business case was predicated on a two-runway scenario. A third runway, if it was built, would make the scheme critical; however, not a single spade has been dug into the ground. Does my hon. Friend agree that this No. 1 infrastructure priority for the Thames valley region, which has the support of the Welsh Government and others in the south and west—including in my Slough constituency—must finally be built without further procrastination by the Government?
I thank my hon. Friend for his helpful intervention. An expanded Heathrow would see an additional 175,000 trips every day. That is more than the daily rail arrivals to the whole of Birmingham, yet the proposal does not have a plan for how to deal with it. I shall say more on that later. My hon. Friend is absolutely right.
What about green aviation? We are told that green aviation and green tech will catch up. Are we close to the breakthrough in alternative fuels, carbon capture or battery-powered planes that would make an expanded Heathrow sustainable and viable? No, we are not. In 2010, the aviation industry pledged to source 10% of its fuels from sustainable sources by 2020. We are in 2023; how is that going? Only 0.05% are sustainable fuels. There are no electric aircraft currently in development that could be commercially viable for long-haul flights. The green aviation revolution that could make the Heathrow expansion environmentally viable is a long way from taking off.
So what is the case against? I will talk about climate change, air quality, noise and transport. First, on climate change, the expansion is fundamentally incompatible with the Government’s own net zero target. Heathrow is the largest single polluter in the UK. Its emissions account for half of all UK aviation emissions. Its expansion proposals of 260,000 additional flights a year, on top of the existing 480,000, will increase carbon dioxide emissions from air travel by a staggering 9 million tonnes a year. As I said, that is more than the entire carbon emissions of Luxembourg.
The Government recently published their jet zero strategy; is that the answer? No. The strategy makes no attempt to set out what share of the transport carbon budget the aviation sector should be allocated or how that would be divided between airports, and it fails to articulate circumstances in which airport expansions could be compatible with climate change targets. Heathrow is just one of many airports across the UK with ambitions to expand, yet the Government has no overarching framework to guide airport expansion plans throughout the country.
The hon. Lady is making an important speech. I also have an airport in my constituency, and it is investigating sustainable fuels. The French Government have announced that they will ban short flights when a train is an alternative; does the hon. Lady agree that such ideas should be part of the strategy we hear about from the Government? Part of the net zero strategy should be to reduce the number of ridiculously short flights in this country. I do not mean island-hopping; I mean flights between cities that are unnecessary and no one would even think about taking if we had better train routes and train services.
I thank the hon. Member for that useful intervention. The need for investment in other areas instead of this expansion is the whole argument.
If we are really going to meet the net zero target, we cannot rely on the increasing long-haul flights that we are talking about at Heathrow. Can the Minister be clear about the trade-offs? If a third runway is built, does that mean that growth must be curbed at all other UK airports in order for the UK not to breach its carbon targets?
Air quality is also a major issue for my constituents in Putney. The additional 9 million tonnes of carbon dioxide that an expanded Heathrow will produce must end up somewhere. Unfortunately for residents in Putney, it will be dumped on our high street, school playgrounds and green spaces such as Putney heath.
I congratulate my hon. Friend on securing this important debate. My constituents in Battersea will be hugely negatively impacted if the expansion goes ahead. Heathrow is already one of the biggest polluters, and the assessments that it previously carried out—on air quality, noise and so on—are all now outdated. Does my hon. Friend agree that the Government need to revisit those assessments before Heathrow begins revisiting the issue of expansion? My constituents and I believe that Heathrow should not be expanded.
I thank my hon. Friend and constituency neighbour for outlining what residents across south-west London are saying together. This is an outdated plan, it needs to be updated and it does not account for what we now know about the need to reduce air pollution and the damage it is doing to our children’s lungs and our health.
Putney has suffered—and continues to suffer—from some of the worst levels of air pollution in the UK, so my constituents will be devastated if Heathrow gets the green light to expand. The Government themselves accept that it would have a significant negative effect on air quality, but have provided no evidence to show how Heathrow can both expand and comply with legal limits on air quality simultaneously. It just does not seem to add up. I therefore ask the Minister: what safeguards on air quality can he offer to Putney residents today?
The constant noise, often from very early in the morning, is a serious health issue for Putney residents. The current level is already too much, and I know people who have moved away from the area because of it. We cannot take any more. According to the European Environment Agency, noise pollution is the second largest environmental threat to health, causing 12,000 premature deaths a year. It is not just an inconvenience. It is not just Putney residents who are suffering, either. The No 3rd Runway Coalition has calculated that an expanded Heathrow could see more than 650,000 people fall within the Department for Transport’s “significantly affected” noise pollution category. That is very serious.
The Government’s night-time noise abatement objective for noise-designated airports is simply not good enough. It could provide some answers, but the objective downplays the serious negative health impacts caused by aircraft noise at night. The negative health impacts should have been made the central tenet of the objective, to reduce the harm caused, but there is no definition of the objective
“to limit and where possible reduce…noise”.
The objective is far too vague; it should have much clearer commitment to noise-reduction targets, with measurable outcomes, so that successive interventions by airports and airlines can be determined, and enforcement action against noise can be taken. Otherwise, Heathrow can do what it likes. I urge the Minister to put himself in the shoes of my constituents and offer more than just vague promises that will not be kept.
Finally, on transport, an expanded Heathrow will see an increase in daily trips of 175,000 people, as I said before, and an additional 43,000 car park spaces. The biggest car park in the world is now about 20,000 spaces; this will be 43,000 spaces. Who is going to meet the extra demand of the cost of this extra transport, congestion and pollution? The cost is estimated to be £5 billion to £15 billion; to date, Heathrow has committed to contributing only £1 billion. I ask the Minister: who is going to pay for the additional transport needs? Will it be taxpayers, such as my constituents, who will be the ones losing sleep, losing out by breathing more polluted air as a result of the expansion, and losing out because of the transport costs?
I shall end with an unequivocal message for the incoming new chief executive of Heathrow. There is no version of an expanded Heathrow that is compatible with climate targets. There is no version of an expanded Heathrow that does not reduce the quality of the lives of the 650,000 people in my constituency and beyond who live under the flightpath. There is no version of an expanded Heathrow that does not make the air that our children breathe even more polluted. I implore them to put the quality of life and the planet first, and the pockets of shareholders second. The new chief executive can expect any future plans to be met with the fiercest opposition from me and colleagues present.
I look forward to the rest of the debate and the Minister’s response. When he responds, I would like answers to the following questions. Will he commit to reviewing and amending the airport’s national policy statement, to ensure that it is compatible with the UK’s climate targets? Will he commit to publishing an overall strategy setting out how greenhouse gas emissions from aviation are to be managed and reduced over the coming decades? I urge the Minister: listen to the Government’s own climate targets, listen to the experts, listen to residents and listen to MPs. It is high time that the prospect of an expanded Heathrow took flight.
I remind Members to bob so that we have an indication of who wants to speak. I suggest an informal four-minute limit. We should get everybody in if we stick to that.
I thank all Members who have taken part in this important debate; they all added a different perspective and added to the case, giving strong reasons for why this is a deeply flawed plan. Heathrow expansion is not in the planet’s interest or the national interest. I implore the Government to stop supporting the plan and invest in trains instead.

I very much welcome the debate, because air quality is one of the biggest issues faced by my residents in Putney. They hope that the extended ULEZ policy will have a significant impact on children’s lives and on small businesses, which complain to me about pollution on Putney High Street—one of the most polluted high streets in the country. However, that pollution is coming down as a result of the Mayor’s policies.
I thank the Putney Society, Putney Pollution Busters, Mums for Lungs, the London Sustainability Exchange, King’s College London and Clean Air in London for all their campaigning and for speaking up for residents in Putney, in Dartford, and across and outside London, who know that air quality is a silent killer. The hon. Member for Dartford, too, called it a silent killer, with air blowing pollution from London to his constituency, so I am surprised he does not welcome the Mayor’s actions to reduce that pollution and to instead have cleaner air for us all, especially our children.
Yesterday, the Government finally brought out their air quality targets under the Environment Act 2021. I have been calling for those targets for years, but they are not good enough. First, they just aim not to have toxic air by 2040, which is a whole 18 years away. Someone born now will potentially not see the results until they become an adult. Secondly, we cannot start to meet the Government’s targets without the ULEZ. It is needed, so I hope to hear support from the Minister for actions that will meet the Government’s air quality targets.
Outer London is disproportionately affected by this issue, because there are more older people, who are particularly affected by the damaging effects of air pollution. The UK has the worst death rate for lung conditions, and that simply cannot be ignored—we cannot hope that it will all go away in any other way than by us taking action. Recent analysis by Asthma + Lung UK has shown that the UK has the worst death rate for lung conditions—higher than anywhere else in western Europe. In total, around 600,000 people have a lung condition in Greater London, and 60% of them live in outer London and do not currently live inside the ULEZ. I hear again and again of people who say that they or their children did not used to have asthma but that they do now. We can see the effects. If we could see the air pollution on our streets, we would know it for the killer that it is.
Toxic air is shortening the lives of our constituents. Every year, up to 36,000 people in the UK die prematurely as a result of toxic air, and 4,000 of those deaths occur in London alone. In Dartford, the equivalent of 66 deaths per year are attributable to long-term exposure to particulate air pollution. But it is not only about deaths; it is also about people who are hospitalised or who live with debilitating conditions.
If the hon. Lady feels that the Mayor of London is expanding the ULEZ to tackle pollution across the south-east, does she think it is simply a coincidence that he is due to make hundreds of millions of pounds out of it, or does she think it is actually motivated by money?
I thank the hon. Member for his question. What is the Mayor spending the money on? He is spending it on local transport. Every single penny raised by the ULEZ is being spent on local transport, which is exactly what we need. That is the way we are going to overcome the toxic air that is killing our constituents.
Could the hon. Lady outline where the new public transport infrastructure is? What exactly are the improvements that the Mayor is apparently giving us?
I am not here to talk about local infrastructure, but we have to invest in the local public transport infrastructure so that we can overcome this problem. I had to give up my car—it was a diesel car— when the first ULEZ came in, and I do not have a car now. I rely entirely on public transport, but it has to be improved. How will we get the money to do that? The expansion of the ULEZ is one way to get that money. I hope to hear from the Government how they will fund public transport in London, if that is the key factor that we need.
Nearly 10 years after Ella Adoo-Kissi-Debrah became the first person to have air pollution recorded as a cause of death, people in Dartford and London are still breathing toxic air. Poor communities and black, Asian and minority ethnic communities—those who are least likely to have a car—are the worst affected by air pollution. We have to take action.
In Wandsworth, the borough where my constituents live, 129 deaths a year are attributable to the effects of toxic air. That is such a shocking figure. Knowing that I was taking my children to school and exposing them to toxic air every day really worries me, and it worries all my constituents too. Currently the ULEZ goes through Putney, but it is not a wall—the world has not ended, life has carried on and travel has continued. It is not the hard-and-fast border it is being portrayed as.
Expanding the ULEZ will reduce NOx emissions by 10%, and PM2.5 exhaust emissions by nearly 16%, and prevent 27,000 tonnes of CO2 emissions from being released. It will lead to a nearly 10% reduction in NOx emissions from cars in outer London, on top of the 30% reduction in road transport NOx emissions that is already expected from the current ULEZ and the tighter low-emission zone standards. It works, and it should continue. We need to have this action.
I welcome the news from the Mayor of London that, as part of the ULEZ expansion, he is introducing a scrappage scheme to support residents on lower incomes, as well as businesses and charities. It is the biggest scrappage scheme yet, at £110 million, and it will help those in Putney and every other area who are on low incomes and who need support to replace or retrofit their cars. I am pleased that the Mayor has also introduced new grace periods for disabled people, allowing them more time to adapt to change.

I understand the concerns raised about the impact on small and microbusinesses. I met the Federation of Small Businesses this week to discuss its concerns about the ULEZ. It welcomes the move towards greening businesses and a more sustainable future, because it makes clear business sense. We cannot simply do nothing. However, the FSB is concerned about the impact of the ULEZ on microbusinesses—those businesses with under 10 employees. I have two brothers-in-law who are plumbers, so I have heard their concerns as well. [Interruption.] They are very useful.
I know that this is a tough time for small businesses, so I join the FSB in urging the Government to support the ULEZ and to provide additional funding, on top of the Mayor’s £110 million scrappage scheme, so that it can support microbusinesses to change their vans, instead of stopping them coming into London. I also join the FSB in calling for small businesses to be given extra time to comply—up to September 2024—and for us to consider a way for small businesses to pay their charge into a special fund that they can put towards purchasing a ULEZ-compliant vehicle.
This announcement will ensure that the most vulnerable in our communities are looked after and give them the support they need as the ULEZ expands. So I will end by asking whether the Minister supports the Government’s air quality targets, the ULEZ itself and small businesses. If so, will he support them further by topping up the Mayor’s scrappage scheme? Also, does he support a new clean air Act, because the time has surely come for one. Are there plans to introduce one?
In conclusion, I welcome the ULEZ and this action to clean up our air for our planet, our health and especially our children’s health.
As I have said to the hon. Gentleman, we have already made substantial progress in that area. On the specifics of any legislation, I will write to him.
I have been advised by my officials in the strongest terms that section 143 of the GLA Act is focused on correcting inconsistencies between national policy and the Mayor’s transport strategy. It is not intended to be used to block specific measures that the Mayor would like to introduce under the devolution settlement.
Hon. Members raised two specific issues about councils and their land and about council consent and the environment. I will write to Members on those issues, as well as the other issues that they raised with me recently. In fact, I will write to Members across the House in the coming days.
I understand the concerns of hon. Members. Estimates show that approximately 160,000 cars and 42,000 vans that use London’s roads would be liable for the £12.50 ULEZ charge on an average day—approximately 8% of cars and 18% of journeys. But it is not just about the charge of around £1 million a day, as hon. Members have said. It is also about the fines, as my hon. Friend the Member for Dartford said.
In spite of the hundreds of millions of pounds that it is proposed will be raised annually, the Mayor has announced a new £110 million pound scrappage scheme to help certain Londoners prepare for expansion. The scheme will launch at the end of next month, but it will be open only to certain residents and to Londoners, not those from outside London who are affected and travel in every day, including 50% of people who work in blue light services. They will not be touched by that scheme at all. Moreover, it will only be for those on specific benefits, including universal credit. There will be no help at all for the majority of Londoners affected, with many small and medium-sized businesses, as my hon. Friend the Member for Sutton and Cheam said, left to bear that heavy burden alone.
As the hon. Member for Putney quoted from the FSB report, I will cite it as well. For businesses that do not currently comply with the zone, 25% said that they will immediately pass any increase on to customers directly, creating further inflationary pressure, and 18% of firms—almost one in five—said that they would close their business. That is from a Federation of Small Businesses press release today.
The Federation of Small Businesses has asked the Government to deal with this by topping up the scrappage scheme. Will the Minister consider topping up the scrappage scheme to help more people, as he has outlined?

It is a pleasure to have you chair this debate, Sir Edward. I think it is fair to assume that if I were to say to most of my constituents—and to most people—the words “airspace modernisation strategy”, they would not necessarily immediately assume that it directly affected them or was something they might even get emotional about. But they would be wrong.
For as long as I have been elected, my inbox has been full of reactions from people reaching out to me because of their distress at the constant noise, the lack of sleep and the pollution caused by the local airport, all of which are reasons why it is difficult to overstate the importance of the current airspace modernisation exercise to our communities, to our airports themselves and, of course, to the climate.
The airspace above the UK is, as we know, some of the world’s most complex. It has been variously described as an invisible motorway network or an infrastructure in the sky, and it is at least as crucial to the UK’s domestic and international connectivity as our more tangible ground-based networks. However, its use and air routes were designed in the 1950s for a very different generation of aircraft. Modern planes and their capabilities, and modern navigation technology, make it possible to move towards having more efficiency and environmental protection.
Aircraft can now follow clearer and less complicated structures, fly more directly and reduce emissions. With such changes and modernisation, passengers can be more confident that their holidays, business trips and deliveries will not be affected by costly delays, and that they will be offered quicker, quieter and cleaner flights, which is the aim of NATS, as a founder member of the International Civil Aviation Organisation’s global coalition for sustainable aviation. We are also told that changes will make it possible to achieve the 2050 net zero emissions target that the aviation industry has set itself.
Of course, we all want the modernisation exercise to succeed, but we also have to recognise that since it was launched the circumstances have changed. It will now be more complicated and more expensive. At a time when the aviation sector is recovering from the impact of covid, the additional costs will place an enormous burden on our airports. Along with NATS, they have to follow the Civil Aviation Authority’s seven-stage CAP1616 airspace change process. That is why I felt it was important to raise this issue and its implications, to examine progress, and to ask whether more can be done to support our communities and to put our airports through this exercise more smoothly and effectively.
I have a lot of constituents writing to me about flights coming into Heathrow at 4 o’clock in the morning. Does the hon. Lady share my concern, and the concerns of my constituents, that more and more special dispensations are being given to break the Heathrow airport night-flight quota? Does she agree that as part of this modernisation all airports in urban areas should be beginning to move towards an eight-hour night-flight ban?
I thank the hon. Lady for her kindness at the start of her comment, and for the point that she makes. That cap is in place. She is right that, through modernisation, there will be an ability to increase capacity. It might be best if I wrote to her to clarify, because I recognise that her constituents want certainty on this point.
Although a redesign of our airspace might not be as tangible as other major transport projects, it would nevertheless be a vital pillar of future growth of the aviation industry. CAP1616, the Civil Aviation Authority’s guidance document on airspace change, was introduced in 2018 to make the process fairer and more transparent, and to provide the opportunity for adequate engagement with local communities and other stakeholders impacted by airspace changes. I say that in reference to the third point that the hon. Member for Edinburgh West asked me about. The process rightly continues to be kept under review. Given the implications that airspace changes can have for safety, security and the environment, it is necessary for the programme to be subject to robust and transparent procedures.
The airspace modernisation strategy underpins the future development of the UK’s aviation sector. It provides clear direction on how to bring our ageing legacy airspace design up to date, and how to take it into the future, for modern aircraft and technology. On the future airspace strategy implementation, one of the most complex and pressing aspects of airspace modernisation is the need to redesign outdated flightpaths to and from our airports. The future airspace strategy implementation programme is a fundamental component of the airspace modernisation strategy. FASI is a UK-wide upgrade of terminal airspace, involving our 22 airports. The work to co-ordinate a more efficient airspace system is being done in collaboration with the Airspace Change Organising Group and National Air Traffic Services. Earlier this year, the Civil Aviation Authority accepted the second iteration of the Airspace Change Organising Group’s master plan for UK airspace change proposals in the airspace modernisation strategy.
On the hon. Lady’s second point, there is Government funding of £9.2 million to support these proposals and continue this important work. Edinburgh airport, which is in her constituency, received £484,500 of Government funding through the programme. The funding allows airports to remain in the FASI programme, and I am pleased to say that much progress has been made under that initiative.
Fortunately, the aviation industry is recovering. This year, traffic levels returned to 85% of pre-covid traffic, and some airports forecast that growth will exceed 2019 levels in just a few years’ time. It is therefore only right that we return to the “user pays” model, under which airports fund the modernisation of their airspace. Those costs may be passed on to customer airlines, but it will ultimately be the passengers who benefit from the changes through quicker, quieter and cleaner journeys.
I, too, welcome the Minister to his place. Would he agree that the modernisation strategy is an opportunity to acknowledge the damage done to the mental health of residents who live under flightpaths and are woken up at 4.30 am regularly? Does he agree that it is an opportunity to look at a longer night ban, and to consider and reduce the number of exemptions from the rules? Exemptions have been given to so many flights. It would be not just customers who benefited, but residents living under the flightpath near airports such as Heathrow.
I thank the hon. Member for her intervention, but I think it is right that I stick to the airspace modernisation strategy. I know she has concerns about night-time flights. I touched on the fact that the strategy gives us an opportunity to add more capacity, but that should not be seen as altering anything that works with regard to night-time flights. I take the point about the impact on residents, and on their mental health and wellbeing. That is why I welcome the fact that there is so much transparency and consultation. I know that the timescales may be frustrating, but it is important that everyone can have their say, particularly those most impacted.
I will move on to decarbonisation and jet zero, which the hon. Member for Edinburgh West touched on. As she will be aware, the UK has committed to an ambitious target to reach net zero emissions by 2050. The UK was the first major world economy to put such a target in law, and we continue to focus the efforts of our aviation industry on the jet zero strategy. Airspace modernisation will help us to reach that target by reducing delays and allowing aircraft to fly more direct routes. That will mean that aircraft burn less fuel and so reduce their carbon emissions. By moving to best-in-class aircraft and undertaking modernisation, we could deliver carbon dioxide savings of between 12% and 15% by 2050. Additionally, airspace modernisation will allow new technology to be introduced, such as performance-based navigation. That will improve the accuracy of aircraft flight and create opportunities to better avoid noise-sensitive areas and so provide residents with respite.
I turn to the Scottish regional approach and the benefits of airspace modernisation. Another key initiative of the airspace modernisation strategy is the deployment of free route airspace. Rather than crossing the upper airspace through a series of waypoints, aircraft can now fly on a direct flightpath between entry and exit points. That will reduce aircraft fuel burn and CO2 emissions. The first free route airspace in the UK was opened over Scottish airspace this year. Up to 2,000 flights use that crucial part of the UK’s airspace every day, and it supports 80% of transatlantic traffic, so NATS estimates that the change will save 12,000 tonnes of CO2 a year—the equivalent of the CO2 emissions from 3,500 family homes.
To safeguard airspace modernisation and its benefits, the Government have introduced new powers through the Air Traffic Management and Unmanned Aircraft Act 2021. I thank the hon. Member for Edinburgh West for her engagement and support during the passage of that legislation. It allows the Secretary of State for Transport to direct an appropriate entity to progress or co-operate with an airspace change proposal, if doing so would assist in the delivery of the airspace modernisation strategy. Of course, the exercise of those powers will be carefully considered and progressed only when absolutely necessary.
To end, airspace modernisation is vital to unlocking the benefits of a growing UK aviation sector. Without modernising our airspace, we cannot realise benefits for passengers, communities, operators and the economy. The Government remain committed to delivering this key piece of infrastructure, and I thank the hon. Member for Edinburgh West for raising this important subject.

I am interested to hear that, although I would note that now the economy is reviving Heathrow has gone back to being the busiest airport in Europe. But it must operate within the law and we will investigate any evidence that that is not the case.

Here I am again, and talking about Hammersmith bridge again. It has been closed to vehicles for three long years, and that closure is still having a huge impact on the everyday lives of residents in Putney, Roehampton and Southfields, and much more widely across south-west London.
I last held an Adjournment debate on the closure—and, hopefully, the reopening one day—of the bridge in April 2021, and I have raised it in the House several times since then. Since that debate there have been welcome stabilisation works to make the bridge safer, and it has reopened to pedestrians above and river traffic below. However, I am here again because there has still been no agreement on the building of a temporary vehicle bridge, on any date by which the restoration of the bridge will be complete, or on when—and residents are crying out “When?”—the bridge will fully reopen. I hope to hear much better news from the Minister this time than last time, and I know that plenty of people in Putney and across south-west London are listening to the debate and also want those answers.
The Government have been dragging their feet, and the taskforce has had no task and no force. Responding to my last debate, the then Parliamentary Under-Secretary of State for Transport, the hon. Member for Redditch (Rachel Maclean), simply said:
“The buck stops with Hammersmith and Fulham.”—[Official Report, 14 April 2021; Vol. 692, c. 442.]
That was a very disappointing end to the debate. I will be describing all that Hammersmith and Fulham Council is doing now, because it is the council that is responsible for the bridge, and explaining why it is the Government who need to do more.
It is Hammersmith and Fulham Council that made the assessment of the danger in the first place, has made the business case for the stabilisation works and funded those works up front, and has drawn up the memorandum of understanding between the council, the Government and Transport for London, the three parties that will be responsible for the funding. However, Transport for London does not have the funds to restore the bridge because of reduced fees and other payments as a result of covid, so it comes down to the Government. What have the Government done, what will the Government do, and when will the bridge reopen?
Let me first say something about the impact of the closure. It has resulted in between 500 and 4,000 vehicles a day coming through Putney High Street. Local residents complain constantly of increased travel times for journeys by bus and car, of increased congestion and pollution and of accidents on the roads, especially involving children near the schools on the most affected roads.
We want more safe cycle routes in Putney, and in Wandsworth we have one of the highest “propensity to cycle” ratings. However, the increased traffic and traffic jams make cycling more dangerous and put people off cycling. In meetings that I have held with potential cyclists, most people say they feel that Putney Hill, Putney High Street and Putney Bridge are very dangerous roads. That in turn means worse air quality, because if there are fewer cyclists on the road there are more vehicles, which add to the congestion. As you will know, Mr Deputy Speaker, each year more than 4,000 Londoners die prematurely as a result of air pollution, and more than 500,000 people in London boroughs suffer from asthma and are vulnerable to toxic air.
Recently, for Clean Air Day, I undertook readings using an ultra-fine particle counter—lent to me by Imperial College—along Putney High Street and the Lower and Upper Richmond Roads, the main diversion routes from the bridge. The readings were exceptionally high, even from inside homes along those roads. Residents have shown me the black soot that builds up in their homes, and companies tell me about the impact that the poor air quality is having on their business.
The Putney Society is concerned about this as well, and it has sent me the following statement about the impact of the bridge closure:
“Congestion is at an all time high with roads leading towards Putney Bridge clogged up before 7 am in the morning, with traffic jams continuing well into the evening. Prior to the Bridge closure in 2019 Putney already suffered from one of the most polluted High Streets in the country. And despite positive measures such as the introduction of cleaner buses and the ULEZ zone, our pollution levels continue to exceed UK legal limits, in part because of additional traffic resulting from the Bridge closure. Around 60 constituents die prematurely each year because of this pollution, and we now face the prospect of this continuing for several more years until Hammersmith Bridge is fully repaired.”
The statement continues:
“The extra traffic has affected thousands of people. Aside from the impact of pollution on residents’ health, children and students have suffered disrupted journeys to their school or college; workers, especially those travelling from Roehampton, have faced significantly lengthened bus journeys and businesses have had delayed deliveries. And the most vulnerable people, who require access to healthcare, whether appointments or vital emergency treatment, face delays in getting an ambulance or reaching nearby hospitals. Why? Because ambulances can no longer take a short hop across the Bridge to Barnes or beyond but now spend much, much longer in traffic”.
My hon. Friend is making an excellent speech, particularly in drawing attention to the fact that the closure of Hammersmith bridge is having a sub-regional and regional effect. It is much wider than just the immediate locality. Does she find it surprising that the Government have dragged their feet all the way along the line on this, first by asking Hammersmith to find all the funding, then £64 million and now a third of the cost, which is more than double what they would propose for similar schemes? Does she agree that until the Government are prepared to take their responsibilities in this matter seriously, we are not going to see progress?
I absolutely agree with my hon. Friend. We have just had a debate on Government failure, and this is Government failure 101. Not keeping a major transport route open in our capital city and letting it stay closed for so many years—and who knows how much longer—is a Government failure. They need to step up with the funding, and I will be outlining more information about that.
Hammersmith bridge is a very unusual bridge, and this is why it requires special attention from the Government. It is a grade II listed structure and part of Great Britain’s engineering heritage. It is also one of the world’s oldest suspension bridges, and only five years younger than the Brooklyn bridge in New York. It is unique, having been built out of cast iron, wrought iron and wood. No Government, surely, would allow the Brooklyn bridge to stay closed, so why let Hammersmith bridge do so? It has suffered from over seven decades of deterioration and corrosion. This corrosion, along with the fact that the bridge was designed for the needs of the 19th century, is what makes Hammersmith bridge one of the most expensive bridges in Britain to repair. When warnings of its possible imminent collapse forced its closure, I perfectly understood that the engineers faced huge challenges.
Transport for London has estimated that the repair bill could be between £141 million and £161 million. By comparison, the cost of repairing other Thames bridges is far smaller. For example, Chiswick bridge cost £9 million to repair, and Albert bridge cost £9.7 million. In those cases, Transport for London largely funded the works, paying between 85% and 100% of the costs. The responsible council was not left to foot the bill in the way that Hammersmith and Fulham Council is being asked to do. The bridge is a special case, both historically and financially, and it needs a different funding package from the Government.
Overall, there needs to be a change in bridge policy in London. Lambeth Council has five bridges, but is responsible for none of them. Southwark bridge and London bridge are managed by a trust. Two railway bridges are managed by Network Rail, but Hungerford railway bridge is managed by Westminster. The policy is all over the place. I think it might be time to look at the inequity of bridge responsibilities in London, because it is clear that the system is failing us over Hammersmith bridge. But we are where we are, and there is currently an agreement that the Government, Transport for London and Hammersmith and Fulham Council will fund it.
The Mayor of London has repeatedly sought to meet the Transport Secretary to discuss this and a range of London transport funding issues, but these requests have all been refused. Twenty meetings with Transport for London have been cancelled by the Department for Transport or the Treasury since the last TfL funding deal was agreed. The last time the Transport Secretary and the Mayor of London spoke and discussed Transport for London funding was on 30 May 2021. That is shocking to hear, as Londoners are being let down by this Government. We need them to work with the Mayor, and I hope to hear more of that from the Minister later. We are talking about a national transport route, and the Government must lead the way in funding and reopening it. If a toll is going to be made necessary because the Government will not fund the bridge, has the impact on Putney residents been factored into that business case?
What has Hammersmith and Fulham Council done? Can we say that the buck stops with it? Last November, the council submitted a full business case to the Department for Transport for the stabilisation works, at a cost of £8.9 million, which was £21 million less than the TfL stabilisation plan, so this is a major saving to the taxpayer. To speed up the repair programme, the council decided in December to make the cash available up front, rather than wait for the DFT and TfL governance processes to sign off their shares, as that process is simply too cumbersome. That enabled works to begin several months early. The DFT did not sign off on its one-third share until 22 March this year, many months later, showing that the Government are dragging their feet. The phase 1 stabilisation programme was able to get under way on site in February. It will stop the risk of collapse and prevent future closures to pedestrians, cyclists and river traffic, which I, of course, welcome. On 7 March, Hammersmith and Fulham Council signed off a further £3.5 million investment so that it could crack on with all the essential expert studies required to obtain Government and TfL funding through the full business case. That includes essential concept design work, geotechnical studies, crowd loading assessments and traffic modelling. I understand that the council and the DFT officials are working together on completing the business case, but when will that be done? Will funding be ready to go as soon as that is completed and approved, so that we do not have any more delays?
The latest investment of £3.5 million by the council to deliver those essential studies has again been paid for by the council up front, rather than having to wait for the DFT and TfL governance processes to kick in. This signing off of money, at its own risk for the council, in order to expedite bridge works is a situation that the council says cannot continue. I understand that the impasse is now the memorandum of understanding, which would confirm the one shares payable for the council, the DFT and TfL, but that it has not been signed. The latest draft version was sent by the council to the DFT on 14 September 2021, but it has not yet received a response from Ministers or their officials. So I hope that I will not hear, “The buck stops with Hammersmith and Fulham Council” from the Minister again. The Government need to recognise the huge impact of this closure on people in Putney and beyond, and they need to take far more proactive and urgent action.
I shall finish with some questions for the Minister. When is the next meeting of the taskforce? When will Secretary of State sign the memorandum of understanding to enable the next phase of the works to continue as fast as possible? What is the hold-up on that? Has an assessment of the impact of a proposed toll, or of any other financial proposals, on routes through Putney been carried out? Would the Government consider underwriting the full works? When will the building of the temporary bridge start? How long will it take? Is there a deadline from Ministers for the completion of this project, as we would certainly like to see that there is and that it is as soon as possible? I ask again, and I will keep asking, what have the Government done, what will they do and when will Hammersmith bridge reopen?
Sarah Olney has asked permission from the mover of the motion and the Minister to make a short contribution in this debate. Both have agreed and I have been informed.
I reject the characterisation of my Department as not taking this seriously. The hon. Gentleman will know that when one is potentially spending more than £100 million on a new bridge, much consideration and engineering knowledge will need to go into things such as a review by the Case for Continued Safe Operation Board. The board monitors the condition of the bridge, and has enabled it to stay open to pedestrians, cyclists and river traffic. I am relieved to say that since that reopening, no further closures on safety grounds have been necessary.
The commitment to this project did not stop at the initial £4 million investment—not at all. In the TfL extraordinary funding and financing settlement of June 2021, we committed to sharing the cost of reopening the bridge. We have committed to that funding with the London Borough of Hammersmith and Fulham and TfL. We reiterated that commitment in a subsequent settlement, agreed in February 2022. That commitment ensures that the Government will fund up to one third of the cost of opening the bridge to pedestrians, cyclists, river traffic and—depending on those costs—buses and motor vehicles as well.
The first part of that commitment has already been delivered. Earlier this year, the Department approved the full business case from LBHF for the stabilisation works on the bridge. Those works will ensure that the bridge will remain open to pedestrians, cyclists, and river traffic permanently, with no risk of further temporary closures due to unsafe conditions.
The approval of the business case was a condition of the Government’s releasing their third of the funding for stabilisation. I am pleased to say that in May this year, my Department provided the borough with almost £3 million to allow the works to progress unimpeded by financial concerns. That brings the total investment to date to nearly £7 million.
It is thanks to the excellent work and diligence of my Department, TfL and the London Borough of Hammersmith and Fulham that the works are already well under way. At long last, the residents of this part of London can see tangible progress being made. The borough is now managing the works, and will be providing my Department with regular updates on progress.
The next stage is to strengthen the core and renovate other structurally significant parts of the bridge. The strengthening phase of engineering works will build on stabilisation works; on its completion, the bridge can open to all users, including buses and motor vehicles. LBHF is required to submit a further business case to my Department and to TfL; in that business case, we would expect to see that the proposed method of strengthening is viable, offers value for money and minimises disruption to current users of the bridge. That is essential. The business case will also set out the final cost estimate for strengthening the bridge and, once approved, will allow my Department to release its third of the funding.
Sorry; unfortunately, I cannot give way due to time. All three parties will work together over the coming months to ensure that an HM Treasury Green Book-compliant business case is developed and submitted for approval as soon as possible.
In closing, I re-emphasise that reopening Hammersmith Bridge to all users is and remains a Government priority. Restoring full access to this vital south-west London artery will improve the lives of thousands of residents, commuters and businesses who have, as we have heard this evening, been long deprived of a convenient route across the Thames. I also restate my Department’s commitment to funding up to one third of the cost, on approval of an appropriate business case.
I thank hon. Members for their contributions, and for their dedication in highlighting the issues that the continued closure of the bridge causes for their constituencies and others in the surrounding area. I reassure them that we are working tirelessly to deliver the full opening of the bridge.

Commons ChamberWe published a strategic outline business case updating the business case for HS2 when we deposited the Bill. We will continue to publish further analysis whenever investment decisions are made.
I need to make some progress. While there will be differences of opinions across the House on many issues—hopefully not too much on HS2—I hope that the transport Bill announced in the Queen’s Speech last week will receive broad support. After all, I hope that we can all agree that we want a rail service that delivers day in, day out for passengers: one that provides comfortable, affordable services that run on time. I am sure we all agree that the current model is not working. I therefore hope that hon. Members will support our plans to fundamentally reform the rail sector. We will create a new body, Great British Railways, which will act as a single guiding mind for the entire network, get a grip on spiralling costs, replace franchising with passenger service contracts, improve the passenger experience and simplify the ticketing offer.
The Bill also paves the way for the transport of the future, putting the UK at the forefront of new low-carbon technology. It will help the transition to electric vehicles by installing 300,000 public and private charge points across the country by 2030. It will set new safety standards and assign legal responsibilities to introduce self-driving vehicles on to our roads. That market, which is worth tens of billions of pounds and set to create 38,000 jobs, is a matter of when, not if, and UK consumers need to be reassured that the legal protections are in place. Similarly, rules are needed to improve the safe, legal use of smaller, lighter zero-emission vehicles such as e-scooters, which are only growing in popularity.
I hope that hon. Members will recognise that the Government are finally correcting the historic wrong that has long denied seafarers the same rights and protections as workers on land. That was ruthlessly and shamefully exploited by P&O Ferries earlier this year. My right hon. Friend the Secretary for Transport pledged swift action at the Dispatch Box, and I recall that his plans received support from both sides of the House. The harbours seafarers’ renumeration bill will make it a condition of entry for ferry services to pay the equivalent of the national minimum wage to seafarers while in UK waters. It is not right that workers plying their trade in and out of British ports, carrying passengers or vital freight, are denied the rights that the rest of us enjoy.
I may be pre-empting the Minister in raising the subject of Hammersmith bridge, which has been closed for three years, but Putney residents will really want to know that urgent action is being taken. Will he give a date by which Hammersmith bridge will be reopened for vehicles, freeing up the roads in Putney from the congestion and pollution that they suffer?
The Government continue to work on that issue with the local authority. Obviously, we have committed funding towards supporting the repairs of the bridge, and I am pleased that the work is under way. I would suggest that the timescale for those works is a matter for the local authority, and I cannot answer that today, but the Government continue to support swiftly bringing that bridge back into use. We have been critical of some of the delays in getting the work under way, but I am pleased to say that it is now happening.
It is a pleasure to follow the hon. Member for West Dorset (Chris Loder) in what is a hugely important debate to my constituents in Putney, Roehampton and Southfields.
I am a member of the all-party parliamentary group for cycling and walking. I would like to invite you, Madam Deputy Speaker, to my fun bike ride at 11 o’clock on Sunday, leaving from Putney embankment, as part of the celebrations of the 150th anniversary of Wimbledon and Putney commons. It is my contribution to active travel as part of those celebrations.
It will not surprise you, Madam Deputy Speaker, that I will start with the closure of Hammersmith bridge. Huge congestion, pollution and danger to cyclists—indeed, potential cyclists are being prevented from cycling in Putney—are caused by the additional 500 to 4,000 vehicles a day that go through Putney as a result of the closure. I urge the Minister to stop playing party politics. Every answer I get in the House suggests that Labour Hammersmith and Fulham Council should deal with the matter. No, there should be working together. People in Putney are sick and tired of the lack of urgency on the issue. I ask Ministers to stop expecting the council and Transport for London to pay two thirds of the more than £100 million cost of the heritage restoration. I urge the Minister to fix a date when the bridge will be open to vehicles and to take action, together with Hammersmith and Fulham Council and TfL, to pay for the bridge. A toll is not the answer, because it will still result in lots of vehicles going through Putney.
I echo other Members’ comments about disability access to our tube and train stations. I make the case again for step-free access at East Putney station, which has high passenger use and high potential use for those with mobility issues and for parents of small children, but has unusually steep stairs, so many people in the area cannot use it. Covid has paused disability access schemes for trains and tubes, but it can no longer be an excuse. I urge Ministers to work with TfL to move forward on access schemes and to put East Putney tube station at the top of the list.
I was disappointed by the lack of comment on active travel in the proposed transport Bill. In 2020, the Prime Minister announced £2 billion of ringfenced funding for the next five years for active travel, which is only about a quarter to a third of what is needed to meet the Government’s active travel targets. After three years of allocations, the Government are not on course to deliver the £2 billion, and in the meantime, local authorities do not have the funding that they need for active travel. In Putney, many constituents write to me that they do not have safe cycle routes and safe places to store cycles. The council does not have the funding to deliver all that is needed. A huge number of people would cycle if our local authority had the funding. I urge Ministers to step up and release the promised funding, but also to beef up the provision in the transport Bill.
I look to the transport Bill to provide for far better connection between cycling and trains, and cycling and buses. On the continent, there are many buses where people can put their bikes at the front. They can cycle up, then take the bus, enabling them to make longer journeys and meaning that those who would otherwise need to use a car do not have to. That should also apply to trains: it should be far easier to take a bike on the train. There should be many more spaces for bikes and a much easier booking system. That would transform urban transport in areas such as Roehampton, which has poor transport links.
I would like much more emphasis on cleaner and greener buses. We have many greener buses on Putney High Street, which are essential for increasing our clean air—a real problem in Putney. However, the 39, 93 and 424—I am following other Members in naming bus numbers; it is important to get them out there—need to go green. We must have no more diesel buses.
I welcome the inclusion of e-scooters in the transport Bill. I have met constituents who are blind or have visual impairments and who will not leave their homes for fear of e-scooters because of their silence and speed. Regulation is key. E-scooters are here to stay, for sure, but we need to ensure that we do not inadvertently trap people in their homes because of them. It was heartbreaking to hear those stories, so I welcome that aspect of the Bill.
The Government have consulted on proposals to set up a road collision investigation branch. Last year, 55 pedestrians and nine cyclists were killed in London. We must have more investigation into the reasons for such deaths, not only in London but across the UK. A road collision investigation branch could do that far more effectively. I would like to hear from the Minister whether the transport Bill will include powers to establish such a body.
I look forward to seeing inclusive and ambitious transport policies that increase active travel and cut air pollution.

Commons ChamberAlong with Department officials, I am in regular dialogue with South Western Railway about its service levels. I have also recently met all managing directors of the train operating companies, including the managing director of South Western Railway, to discuss service provision, among other key industry topics.
I am glad the Minister is holding meetings with South Western Railway, as Putney residents have faced dreadful service from SWR for years, with overcrowding, delays and the cancellation of trains. Currently, they are on a temporary timetable—a chaos omicron timetable. The Prime Minister announced in Prime Minister’s Question Time that that timetable would end on 19 February, but that seems to be news to SWR. Did he inadvertently mislead the House?
As I explained to the hon. Lady, my officials and I are in regular dialogue with SWR, working hard on the issue of services, because we absolutely understand that it is what matters to passengers right across the country. Services will be restored as soon as possible.
