(Urgent Question): To ask the Secretary of State for Education if he thinks that it is appropriate that David Meller remain a non-executive director in the Department for Education following the revelations about the men only Presidents Club dinner.

Mr Speaker, I am sure you have seen the papers this morning. It has been reported that last Thursday, the Presidents Club—this is the first time I have heard of the club—[Interruption.] I am just saying, I had not heard of it before. This club hosted a charity dinner to raise money for causes such as Great Ormond Street Hospital in London. I understand from reports that there are allegations of inappropriate and lewd behaviour at this event.

It is quite extraordinary to me that, in the 21st century, allegations of this kind are still emerging. Women have the right to feel safe wherever they work, and the type of behaviour alleged to have occurred is completely unacceptable. I have recently taken on ministerial responsibility for the board of the Department for Education and was previously Minister for Women. As hon. Members will know, David Meller has been a non-executive board member in the Department for Education and chair of the apprenticeship delivery board. The Government expect board members to adhere to the code of conduct for board members of public bodies, which clearly states that they should adhere to the seven principles of public life.

David Meller is stepping down as a non-executive board member for the Department for Education and as a member of the apprenticeship delivery board. I know that my right hon. Friend the Secretary of State is absolutely clear that that is the right thing to do. In case right hon. and hon. Members or you, Mr Speaker, are in any doubt, the event was absolutely nothing to do with the Department for Education.

I thank the Minister and welcome David Meller standing down. The undercover report in the Financial Times about the event organised by the charitable trust that David Meller chairs tells more than just an alarming story. I notice that the organisation wants to put the blame on the individual members, but what actually happened is that women were bought as bait for men—rich men—not a mile from where we stand, as if that is acceptable behaviour. It is totally unacceptable.

The Department for Education recently published a response to the Women and Equalities Committee report on sexual harassment in schools, saying:

“The scale and impact of sexual harassment and sexual violence in schools set out by the inquiry shines a light on a worrying picture: sexual harassment and abuse of girls being accepted as part of daily life…and a prevailing culture in schools which seemingly condones sexual harassment as being ‘just banter’. It is clear that action is needed”.

Those are the words of the Department. Does the Minister think that one of the junior Ministers in that Department attending that event is appropriate? Did that Minister—the Minister for children and families—raise concerns with the Department about David Meller and his conduct after he realised what was going on at the event? What is the Department going to do to make sure that a message is sent that this “lads culture” has no place in our Department for Education and it has no place in our country?

My hon. Friend raises a number of important issues, not least sexual abuse and harassment in schools, and that is where the sort of culture that ends up at a dinner like last night’s starts. Unless we get it right in schools, it will simply feed through to the rest. The Department for Education is clear that this is unacceptable right from the word go. All Departments and public bodies need to ensure that this sort of behaviour is not going on anywhere; it cannot be tolerated. This is not just about forcing people to do the right thing; it is about changing attitudes. The reports of women being bought and sold are extraordinary. I contributed to a WhatsApp group this morning and said that words failed me. I am quite old—I was born in 1955—and as I have said at the Dispatch Box before, I thought that things had changed. However, it is absolutely clear that things have not changed. I think that there is an association between wealthy people and this sort of behaviour, and we have to send a clear message that it is unacceptable.

As a mother of three young women who are the same age as the hostesses who attended this function, I can only describe my initial response as emotional and like a lioness. I immediately put myself in the position of it having been one of my daughters. That must be the reaction of every woman and every mother across the country—[Hon. Members: “And fathers!”] And fathers, too. My apologies. I am a single parent; I never think of fathers. I support the Minister in her response. It was not just Conservative men at that dinner; they were from all political denominations. The problem is with the dinner itself, and the fact that there are men who attend those dinners and think that that is appropriate. One of the prizes on the brochure was plastic surgery to

“add spice to your wife”.

It is appalling that this continues, and I support the Minister in her response. We all have a duty to ensure that these dinners never happen again.

My hon. Friend is a lioness in so many ways. I also speak as the mother of a daughter, and this can become very personal. I have also been the Deputy Chief Whip, and to some extent had duties and responsibilities towards women in the House. This is an issue on which women across the House combine. We have to send out a clear message that this is unacceptable. People need to know where the line is, because there is a line. This is about changing attitudes.

I thank my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) for securing this urgent question. I welcome the new Secretary of State to his place and thank the Minister for her comments today. I hope that the Secretary of State is as disappointed as I am that a board member and a Minister in his Department attended an event that described itself as

“the most un-PC event of the year”.

Let us be clear about what that meant. It meant an event where women were invited not as guests but as objects for rich and powerful men. They had to act as hostesses and were forced to wear revealing clothes. A number have reported that they were groped and sexually harassed. Will the Secretary of State make it clear that, like me, he believes those women and that the reported events were totally unacceptable?

I welcome the Minister’s comment that organising this kind of event should not be acceptable for any official, let alone a member of the board of the Department. I also welcome the fact that David Meller is standing down. He should not have any other role in education. Will the Secretary of State also investigate the attendance at the event of the Minister for children? Can he confirm reports that the Minister attended previous events and was invited personally by David Meller this year? His Department is responsible for safeguarding millions of children, for caring for thousands of victims of child sexual exploitation and abuse, for tackling sexual harassment and violence in our schools, colleges and universities and for educating another generation of girls and boys. Is it not time that it started leading by example?

I will lead by example. I have spoken to the Secretary of State this morning, and I know that he is equally appalled by the reports of this event. I have also spoken to my fellow Minister in the Department. He did not stay at the event long—[Interruption.]

I know that my hon. Friend the Minister found the event extremely uncomfortable. He left, and he was truly shocked by the reports that have emerged. As my hon. Friend the Member for Mid Bedfordshire (Ms Dorries) said, this is an event that is attended by men of various party political allegiances—[Interruption.] Sadly, they do not know any better, and that is the tragedy—[Interruption.] That is the tragedy. Opposition Members are right to feel appalled. Believe you me, I also feel appalled. It is a tragedy that they do not know where the line should be and that they attended these events.

In this centenary year of suffrage, is this not an opportunity for all female parliamentarians to unite and send a clear message on behalf of all women in this country that this behaviour is no longer acceptable?

In this centenary year, there is an important opportunity for women not just in this House but around the country —but particularly here—to join together and send out the message that this has to change. Thank you, Mr Speaker. I will put a couple of questions. First, what message does this send to our young people, and how are we giving our teachers the ability to fight sexism when the Government are appointing such people to prominent roles? I also ask the Minister, what screening is being carried out of people who are being appointed to all Departments?

I thank the hon. Lady, but I would just like to say that I do not think my attitude towards this issue and many others affecting women could be described as “fairly robust”. I am extremely robust and extremely radical. She made a point about where the line should be drawn. I have not seen how the event was billed, but the people who attended it clearly did not know where the line was. We need to make it clear where it is—[Interruption.] If Opposition Members would listen for a minute, I would just like to say that this is not about this Government. I will answer the points about due diligence and governance, but this is an issue for women that goes right across the political spectrum. This is not just about this Government or Conservative Members; this happens everywhere. If hon. Members do not think that it happens everywhere, they will be in for shock. The Government do understand, and there is no doubt that measures will be put in place so that proper due diligence is done. We cannot do that just once, however; we have to look at people’s behaviour continually. We cannot just do it as a one-off and leave it at that.

I thank the Minister for her strong condemnation of this event. Does she share my disgust for the women who put themselves in a position of leadership and groomed and pimped the young ladies involved? Does she agree that their actions are also abhorrent?

I thank my hon. Friend for raising that related but important issue. There were women in leadership roles who painted these women, and it does not fall far short of payment for sex. It is shocking that such women were probably encouraging other women into these sort of jobs.

Is the Minister aware that, according to the Financial Times, the Presidents Club actually includes the following disclaimer in its corporate literature for the event? It states:

“The Presidents Club shall accept no responsibility and shall not be held liable for any actions of its members, staff or event attendees that amount to harassment.”

The fact that it tried to include that disclaimer in the first place shows how shocking things are. It was trying to disclaim any responsibility for what happened. The organisers chose to make it a men-only event. They chose to treat the hostesses in this way, making them parade across the stage in front of the men, making them wear black skimpy outfits and specifying the colour of their underwear. They chose to ask them to drink before the event. Does the Minister agree that all the organisers, including the Presidents Club and all the private companies involved in organising the event, should be investigated for breaches of the law and charity rules?

The right hon. Lady is obviously very angry about this, and her report—[Interruption.] Mr Speaker, do I look like somebody who is not angry? Do I look like somebody who is in any way excusing this sort of behaviour? I am not. I am absolutely shocked by the Presidents Club. If the organisers were trying to deny responsibility in their literature, perhaps they will wake up at the end of this urgent question and realise that they now do have some responsibility. Things are now out in the public domain, and Members’ contributions today will have added to that. It is shocking, but do not cry at me; I feel as appalled as all Opposition Members.

I thank my right hon. Friend for her statement today. She has done absolutely the right thing. I share everybody’s anger, disgust and, frankly, astonishment that an event of this nature can even have taken place. Does she think that possibly one of the best things that we could do is to ensure that every single person at that dinner who runs a big business in our country damn well gets their gender pay gap data published?

I thank my right hon. Friend for that question. Never miss an opportunity, I say, to mention the gender pay gap. She is absolutely right that every single business and organisation that attended that dinner should report that data at least by the end of this week.

The Fawcett Society recently published a report stating that violence and harassment against women was endemic in our country, with two thirds of women over 16 reporting that they have suffered sexual harassment. Does the Minister note that the employment contracts and notes for the women attending the event as hostesses asked them to be “tall, thin and pretty” and that they had to deal with what was expected to be harassment? That is surely against the law. Will she look at employment law protections and make it certain that the law is enforced, that the Equality and Human Rights Commission looks at the event and that we get some protection for vulnerable women?

The hon. Lady makes an important point, and I will certainly ensure that the situation is looked at with regard to employment law. I commend the Fawcett Society, which does brilliant cross-party work to further women’s rights and women’s political representation. But clearly—[Interruption.] The hon. Lady asks me from a sedentary position whether these women were self-employed. I do not know anything about the Presidents Club—[Interruption.] Let me finish. I know nothing about the Presidents Club, but we will clearly look into it, particularly if there is a suggestion that the law was broken. If any hon. Member knows of something that they think should be investigated, it would probably be helpful if they used me as a conduit and sent me their emails. I will investigate and ensure that, if any law has been broken, the full force of the law will come down on those who have broken it.

I warmly welcome the Minister’s response and the resignation of the individual concerned. Does the Minister agree that there is much cross-party work that we could do to ensure that such events have no place in our society and that such behaviour is condemned?

The outstanding journalism of Madison Marriage at the Financial Times shines a spotlight on a real problem in our society. Some men, especially the rich and powerful, feel entitled to women, view their bodies as playthings and think that the lecherous pawing and groping of women is acceptable behaviour. That a charity is prepared to facilitate that behaviour as long as wealthy men are opening their chequebooks beggars belief. I am glad that David Meller has stepped down from the board of the Department for Education—perhaps he was encouraged to do so—but does the Minister agree that the Charity Commission urgently needs to investigate the failure of the trustees of this charity to discharge their duties to protect health and safety and the reputation of the charity?

The hon. Lady mentions rich entitled men, but I will also mention powerful entitled men because this is not just about the rich. I gather that Great Ormond Street Hospital is not going to take the money that was raised by the event, which is a start, and I also gather that the hon. Lady has raised her point with the Charity Commission.

I thank the Minister for her robust response, which is unequivocally supported by Conservative Members. The businesses involved need to be hit in the pocket. What more can the Minister do to send out a clear message that this culture is unacceptable and to damage their profits?

Today’s contributions from all around the House should send an important message to businesses that such behaviour is unacceptable, but this does not just happen at big charity events. We have heard about sexual abuse and harassment in this House but, believe you me, it is also going on in the workplaces of businesses up and down the country.

I suggest to the Minister that this is more than a collective misjudgment; it is a deliberate sticking up of two fingers to those who are perceived to be part of the PC culture. One way in which her Department could root out this behaviour is to expedite the introduction of compulsory personal, social, health and economic education in our schools, so that at least the next generation of men will know that it is totally unacceptable.

Sex and relationships education is now compulsory. The hon. Lady raises an important point that the hon. Member for Birmingham, Yardley (Jess Phillips) also raised. What really matters is that we breed a new generation of young people who understand where the boundaries lie. What has gone so terribly wrong that we have bred young men—I suggest that a lot of people at the event were perhaps 20 or maybe even 30 years younger than me—who think that this sort of thing is acceptable?

I thank the Minister for her considered response. However, it is frankly not good enough to say that the Minister for children and families stayed a short time, which is a very subjective term—it might be an hour to some and three hours to others. Can she advise whether that same Minister reported back after he had seen, at worst, illegal or, at best, unsavoury activities during that event?

The hon. Lady will have to take me as vouching for the Minister for children and families. I know he felt deeply uncomfortable. I would be surprised if he had seen all the publicity material for the event, but I know he felt very, very uncomfortable. The hon. Lady will have to believe me that, from his demeanour this morning, the Minister for children and families was truly shocked.

I was profoundly shocked by the reports of what happened at the event organised by the Presidents Club, and I am pleased that the Minister has given such a robust condemnation of the event. Although she has been very loyal to her ministerial colleague, who reportedly did not stay for any long period of time, it is also reported that the same hon. Gentleman attended the Presidents Club event on a previous occasion. I have no idea whether that is true, but that is what has been reported. If that is the case, should he not consider his position?

I have no idea whether the Minister for children and families has attended the event before, but I know that senior Members on both sides of the House have attended this event. Let us hope that this urgent question draws a line in the sand and demonstrates to hon. Members that they should think twice about attending any event like this ever again.

With 64% of teachers in mixed secondary schools telling UK Feminista that they hear sexist language on a weekly basis, what message does the Minister think the attendance of the new Minister for children and families at this event sends to those teachers who are trying to combat sexism in their classrooms? And what action, not words, will the Department take to address it?

I know the Secretary of State will want to look at all aspects of this, not least the due diligence. The hon. Lady is right, but hearing sexist language in the playground and in schools is just the tip of the iceberg. The stories of sexual abuse, rape and harassment happening in some of our schools are shocking.

In light of the fact that a departmental non-executive director and a Minister attended this despicable event, does the Minister agree that it may be time for a review of the ministerial code of conduct and of the seven principles of public life to ensure that they reflect the commitment to the standards of equality and decency that we expect from our public servants? That will set an example and send a message to society as a whole.

My right hon. Friend the Leader of the House is looking at a number of issues, and I believe the code of conduct is being reviewed. The tragedy is that we should not need a code of conduct, but we clearly do. It is a tragedy that we need it. Why do people need to be told to behave appropriately? Why do they need to be told not to use sexist or racist language? Why do they need to be told where the boundaries are? People clearly do, and that is the sadness of it. I am robust and angry, but a little bit of me is also extremely sad.

As a former Education Minister, I know jolly well that civil servants brief Ministers on what events are in their diary and give them information. I have a lot of time for the Minister. Can she find out exactly what was said to the Minister for children and families about attending the event last week?

The Financial Times reports that lot four of the charity auction last week included lunch with the Foreign Secretary. Has the Minister spoken to him? Does she know whether the lunch is still going ahead? What message does it send out to the world that our Foreign Secretary endorses such an event?

It is absolutely clear from the Financial Times report that the women were employed to be harassed. They were forced to sign a disclaimer beforehand that they were not given time to read. Whatever the Minister’s personal views, will she take away the message from this House that we do not have confidence in the Minister for children and families, who attended the event and who is meant to be in charge of child protection?

Yes, I think they were employed to be a great deal more than harassed. We will look at all aspects of this in relation to employment law. As my hon. Friend the Member for Chelmsford (Vicky Ford) said earlier, this brings into sharp light the women leaders—the people who run the businesses that employed these young women. We need to look at it all, and we will take robust action. Have no fear about that.

As a former teacher, I woke up this morning thinking, “What on earth will my former students be thinking this morning about the state of the world?” It is absolutely disgusting. I press the Minister on the point already made about bringing sex and relationships education into schools for the upcoming academic year. Sex and relationships education has never been more needed. Please can we have it sooner rather than later?

We have an ongoing call for evidence. [Interruption.] I think it is extremely important to hear the views of young people themselves, because they are very aware of what sort of relationship and sex education is needed. There is no doubt that the Department will make sure these guidelines are out as soon as possible, because there is clearly an urgent need. It is absolutely right that we hear the views of young people on how they feel this should be delivered.

What talks does the Minister intend to have with the Financial Times? This was not a one-off incident, and the Financial Times must have had some suspicions that something like this was going to happen. How many times has it happened before?

That is a very good question. It is important to talk to journalists about this event and about whether they know of any others, how they found out about it, et cetera, particularly if we want to pursue the issues that have been raised about a possible breach of employment law.

It seems to me that the Minister for children and families has attended this event and failed to report his concerns about its nature. Will the right hon. Lady please inquire with him as to why he did not submit a report, and will she urge him to do so even at this late stage?

The Minister talks about the importance of talking to young people. I am sure that all Members here spend time talking to young people, and I have been shocked, in my six months of being an MP, at the young girls who have an expectation that it is normal to sleep with their boyfriend’s friends, carry their boyfriend’s knives and behave in a certain way; and language is so important, as well as words. If it transpires that the Minister did not report his concerns, and that he attended the event on previous occasions, it is obvious that he needs to resign. Our women, our young girls are too important to be getting this kind of message from our leaders and to think that it is acceptable.

Language is critical because language says more than the words that are said, because it describes underlying attitudes. With relationship and sex education in schools, I think we can make young people understand what attitudes lie behind the words that they use.

These were crimes against women, but I hope the Minister will also agree that these were crimes against a decent society, and that plenty of men share my bewilderment and revulsion at what has gone on. In response to my hon. Friend the Member for Wallasey (Ms Eagle) the Minister offered to be a conduit, so would she possibly be a conduit to Home Office Ministers, who might then refer the matter on to the Metropolitan police for consideration of crimes such as indecent exposure and sexual assault?

I welcome the hon. Gentleman’s contribution, because it is important that we all recognise that men can be very powerful agents for change, at all levels, concerning the abuse of women. The appropriate authorities will look at all of this. Obviously, today’s exchanges in the Chamber will be read by Home Office Ministers, and I know they will take this matter very seriously; I give the hon. Gentleman my assurance of that.

What can I say? It is an absolutely appalling event. It objectified women, undermines the steps we have taken towards equality and perpetuates fundamentally abuse in society. When it comes to the Minister, I have to say I believe it is absolutely incongruous to be working seriously on sexual harassment in Parliament and beyond whilst attending this type of event.

It is a pleasure to serve under your chairmanship, Mr Paisley. I congratulate the hon. Member for Hornsey and Wood Green (Catherine West) on securing the debate. We do not have enough time to cover everything. It has been a fantastic debate, and it is useful for me to hear from individual Members. As the shadow Minister said, there is a lot of cross-party agreement on the subject. It is not terribly party political.

The hon. Lady talked about the significant skills gap. I was recently at the WorldSkills competition and conference, and of particular note was that Ministers from about 55 countries all around the world were saying the same thing. This is not a uniquely British problem. There is a skills gap around the world. If we look ahead 10 or 20 years, we cannot think of the jobs that will be available. This is a fast-changing climate.

To give some background on how serious the situation is, the skills for life survey in 2011 reported that 43% of people were found to have literacy skills below level 2 —a good pass at GCSE—and 78% had numeracy skills below that level. Of the respondents, 15% were found to have the literacy skills of an 11-year-old or lower—an estimated 5 million people—and 49% were at that level for numeracy. Therefore, it is estimated that 17 million people have the numeracy skills of an 11-year-old or lower.

According to a 2017 Lloyds bank report, 11.5 million people in the UK are classified as not having basic digital skills. However, increasing numbers of young people are now leaving compulsory education with good standards of English and maths. In 2016, just over 71% of 19-year-olds held a level 2 qualification in both English and maths—the highest figure on record. However, we have a cohort of adults who lack those basic skills.

The hon. Lady was quite right that historically employers’ investment in skills has been poor. Employers and businesses have been bad at investing in the skills of their workforce, and the levy is one way of making sure that that is no longer the case. They pay into an account that must be used for training and assessment.

The hon. Lady also mentioned careers. I hope she has time to read the careers strategy I launched late last year—I spent a lot of time on it. Careers advice has been delivered poorly—I say that not least from my own experiences at school—and the strategy specifically mentions some of the issues she raised. She talked about patchy careers advice. What is the point of education if not to give young people the right start in life? Education is not an end in itself but a launch pad for life. We therefore need careers to become integral to what happens in schools. The largest word on the cover of the careers strategy is skills, because that is what it is about. I am not terribly fond of the word “careers”, because it invokes images that no longer apply. It is about jobs and skills.

It was a pleasure to see my right hon. Friend the Member for Witham (Priti Patel) contribute to the debate. I know how passionately she feels about this subject. As an aside, my hon. Friend the Member for Filton and Bradley Stoke (Jack Lopresti) mentioned the moral case, as did the shadow Minister. I could not feel more strongly that we have a moral imperative to get this right. It is not just about business and the skills needed; it is about making sure that people have a job path and manage to reach their potential in life. It should not matter where they come from, who they are or who they know. Everybody should have the same opportunity.

I urge Members to go into schools and talk about their careers advice, and to look at the careers strategy. There are a lot of requirements—there needs to be a lead on the governing body—and the spine that runs through the strategy is the Gatsby benchmarks.

My right hon. Friend mentioned two examples in Essex. I met a fantastic company in Essex, with 1,000 employees and 54 apprentices at any one time. That company is doing what we need employers to do. If it has a skills shortage, it recruits locally and takes apprentices from level 2 up to level 7, catering in some areas specifically for people with special needs and people on the autism spectrum. It is brilliant.

All the changes brought in have put the Institute for Apprenticeships and employers centre stage. Someone mentioned how the work is led by employers, and in a way it has been devolved to them. They, along with the IFA, can set up the new standards and fill those gaps. My right hon. Friend mentioned the training programmes needed, and that is one way of dealing with that.

Flexibility on the levy came up in the debate. Yes, I am open to extending the levy’s use, but it has been in place for less than a year. We will allow transfers. For me, the levy is something I will review constantly and see how it is spent—it will not be about having a review. What matters is not that we just get apprentices. I want high-quality apprenticeships and the money from the levy to go to where it is needed. There is a lot of money sloshing around in the system, and what matters is that it is not gamed or misspent but spent on the purpose for which it is intended.

On small and medium-sized enterprises, the Government will pay 90% of their training costs, and I believe for SMEs with fewer than 50 employees we pay 100%, so there is nothing to stop them taking on apprentices. The opportunity is there.

I have personal experience of this. The Minister says that the Government pay 90% of SMEs’ costs, but that is only for 16 to 18-year-olds. It would be useful if they were to look at the market for 19 to 24-year-olds as well.

The shadow Minister raises an important point. There are so many issues I would like to raise—I have all these lovely notes about all the things we are doing. The best response I can give to hon. Members is that it might be useful to set up, along with officials from the Department, a session to let them know what is going on and to get their feedback. That would be a useful way of moving forward, particularly on where we support SMEs, because they are an important part of every local economy.

Although I have lots of things to talk about, I have to conclude. The national retraining scheme, which we have launched, is one of them. We have put £64 million of new funding into early initiatives. I could talk about the skills advisory panels, which will be important in looking at the regional skills issues mentioned by the hon. Member for West Bromwich West (Mr Bailey). I commend what is going on at Dudley College and the local initiatives there. That is exactly the sort of scheme we want to see, and which I am seeing.

T-levels are not in place yet. I wish they were, but they are coming down the road soon. They are part of a consultation. We are also changing completely the approach to careers, and—I am skimming through my notes now—there is the devolution of 25% of the adult education budget. The areas where it is being devolved to have asked for more time, but it will be devolved in 2019-20.[Official Report, 30 January 2018, Vol. 635, c. 4MC.]

None of the skills improvements we want to see will happen through Government action alone. Schools need to see students’ future, not just a set of exam results, as mainstream to their work. Employers need to play their part in building a skilled workforce, and we need a really strong FE sector and those important, independent training providers. That is critical. Parents also need to see that what their children need is a set of skills, not only—and not always—a university degree.

It is a pleasure to serve under your chairmanship this morning, Sir Henry. I congratulate the hon. Member for Bristol East (Kerry McCarthy) on securing this debate. I pay tribute to her work. I know she feels passionately about this subject, as was clear in her speech. She is right that it is important that our children are taught about all the issues she mentioned. She mentioned animal welfare—she did not have time to expand—which is an important part of this. I want to stress that we are doing possibly more than she is aware of.

Let me look at primary education first. As part of the science curriculum, children are taught about the scientific concepts that relate to the environment from key stage 1. Under the national curriculum, five-year-olds will be taught to identify a variety of common and wild plants. They can do that by going out with their teachers. What better way to do it? Pupils at age 5 will also be taught to observe changes across the four seasons, including weather associated with the seasons. They start looking at the climate and how it is changing.

In the following year, pupils look at how seeds and plants grow, including the importance of water, light and the right temperature to keep them healthy. They are encouraged to ask questions about plants and animals in their local environment and observe how living things depend on each other, such as plants serving as a source of food. Such topics are built on at key stage 2, where pupils explore the requirements of plant life and growth. They will learn that environments can change and that that can pose dangers to living things. That includes exploring positive and negative impacts on environments, such as the negative effects of litter or urban development. Pupils are taught about the properties and changes of different materials such as metal, wood, paper and plastic, and that can provide an opportunity to consider how the materials are used, including their impact on their lives.

In key stage 1 geography, pupils are taught about seasonal and daily weather patterns in the UK, and the location of hot and cold areas of the world. In physical geography at key stage 2, pupils will learn about climate zones, biomes, vegetation belts and the water cycle. They will need to understand where food comes from as part of what they are taught in design and technology about cooking and nutrition. That will include seasonality and knowing where and how a variety of ingredients are grown, reared, caught and processed.

I am grateful to the Minister for giving way, and to you, Sir Henry, for allowing me to intervene. On the point about the importance of observation in science and geography lessons, does the Minister agree with me that observation skills have made a great contribution to the development of science in this country? I think of the work of Charles Darwin and his observation of finches and evolution on the Beagle voyage, and of Sir Alexander Fleming and his work on the discovery of penicillin. Would she also agree with me about the importance of climate change education, specifically as part of the geography curriculum? She has dealt with that in part in her speech; I would love to hear more details and gain her support for the principle.

I will certainly give the hon. Gentleman more detail. He is absolutely right: observation is critical. I do wonder whether we spend too much time on our mobile phones walking down the street; we observe very little these days about what is going on around us.

Much can also be done at home. The hon. Member for Bristol East mentioned David Attenborough. He is specifically mentioned in the key stage 2 curriculum—I am sure he has inspired many children with the breadth and wonder of his “Blue Planet II” series. Much can go on beyond the classroom.

In key stage 3 science, pupils cover the composition of the atmosphere, the carbon cycle and the importance of recycling. Ecosystems and biodiversity are covered again in more depth. Crucially, pupils will also be taught specifically about the production of carbon dioxide by human activity and the effect that that has on the Earth’s climate. Key stage 3 geography covers how human and physical processes interact to influence and change landscapes, environments and the climate, and the fact that human activity relies on effective functioning of natural systems. 

I could mention the Government’s 25-year environment plan; I possibly do not have time to do that. It will be published shortly and will set out a vision for how we will improve the environment.

Our new citizenship curriculum can support people with that. For example, at key stage 4, pupils are taught the different ways in which a citizen can contribute to the improvement of their community, including having the opportunity to participate actively through volunteering as well as other forms of responsible activity. The hon. Lady mentioned a number of organisations doing good work, which can form part of that work.

As part of the new science GCSEs introduced in September 2016, pupils will need to demonstrate their knowledge and understanding of the evidence, and the uncertainties in evidence, for additional anthropogenic causes of climate change. The GCSE also includes the potential effects and mitigation of increased levels of carbon dioxide and ethane on the earth’s climate, and more about ecosystems, including positive and negative human interactions with ecosystems.

Geography GCSE enables students to become globally and environmentally informed. It includes, for example, the UK’s physical and human landscapes and environmental challenges, the characteristics of climate change and the evidence for different causes, including human activity.

As part of the new food preparation and nutrition GCSE, students are required to understand the economic, environmental, ethical and socio-cultural influences on food availability and production processes, as well as diet and healthy choices. Other GCSEs touch on environmental issues, including the new design and technology GCSE, which provides opportunities for students to consider the environmental issues of designing and making products, for instance by investigating factors such as environmental, social and economic challenges. Geology GCSE requires students to look at and consider evidence for climate change. Business GCSE requires students to know and understand the impact of ethical and environmental considerations on business, including sustainability.

It is important to say that teachers are free to teach beyond the curriculum content. For example, teachers can discuss the global development goal on climate action as part of lessons on climate change. They can also draw on the wealth of resources that are out there to support and enhance what they teach. Teachers are professionals and I know they will use every opportunity to do that.

There are many charities and organisations—the hon. Lady mentioned a few—that provide additional support, for example, the Eco-Schools programme run by Keep Britain Tidy. It is pupil-led and involves hands-on work; it gets the whole school and the wider community involved. I believe St Patrick’s primary school in Liverpool has received a green flag school award for doing that. Schools are also free to follow the forest school approach, where pupils can be taught in a woodland or natural environment with trees.

Of course, it is not just what is taught in the curriculum that matters; it is how it is taught. The quality of teaching is vital, and we are offering generous bursaries of up to £26,000 and scholarships worth up to £28,000 to attract science and geography graduates into teaching. We also fund the national network of 46 science learning partnerships to provide science teachers with access to high-quality continuing professional development that aims to improve how they deliver the science curriculum and qualifications. STEM Learning, which delivers that programme, has worked with the Royal Horticultural Society to develop a CPD programme on plant science for primary teachers, including practical sessions on outdoor teaching. STEM Learning also houses a considerable library of teaching resources that schools can access online, many of which will help support the teaching of environmental topics in the curriculum.

At post-16 there will be other opportunities for pupils to study all those issues. The new environmental science A-level replaces the old environmental studies—I think it is crucial that it is called environmental science. It was introduced in September 2017 and provides its students with the opportunity to develop their knowledge and understanding across a range of related topics. The content has been brought into alignment with content for other new science A-levels, to better prepare students for higher education, and that is reflected in the change of name from environmental studies to environmental science.

The new reformed geography A-level enables students to participate critically with real-world issues, grow as independent thinkers and understand the role and importance of geography as one of the key disciplines relevant to the understanding of the world’s changing peoples, places and environments. It includes recognising and being able to analyse the complexity of people-environment interactions and appreciating how they underpin an understanding of some of the key issues facing the world today.

I would add a word about T-levels. The Chancellor allocated additional funding of £500 million for their delivery, and the first teaching of T-levels by a small number of providers will start in September 2020. The agriculture T-level and the environment and animal care T-level will be rolled out in the second wave, to be launched in 2022. That will be of particular interest to my hon. Friend the Member for Gordon (Colin Clark).

As with all routes, the content of T-levels will be determined by advisory groups of employers, professionals and practitioners, which will mean that T-level programmes have real market value. We recently launched a public consultation on the implementation of T-levels and want to hear from all stakeholders; the hon. Member for Bristol East might want to contribute to that.

The importance of observation and of embedding a true understanding of science within the curriculum was raised. This is not a subject that can be placed in one little box. What is really important is that the issues the hon. Lady raised are touched on in many different subject areas—one of the problems is that education has been very siloed—and we need good maths, English and digital skills as a foundation. I am sure the hon. Lady is aware that 49% of adults have the maths capability of an 11-year-old or less. It is important that we get the fundamentals right, so that young people grow up to understand exactly the impact that they have on the world around them, the environment in which they live and their local communities. When they drop a piece of litter, they should understand the impact that can have.

I am enormously grateful for the support that the hon. Lady has given to this crucial subject. She has raised some important issues and I know she has campaigned on this. I am sure that, with the Speaker’s leave, she may well secure another debate on this matter—perhaps even a Backbench Business debate.

We are determined to reach 3 million apprenticeship starts in England by 2020. There have been 1.1 million new apprenticeship starts since 2015, but quality is also important. I am pleased that there were 24,600 starts on new employer-designed apprenticeship standards in 2016-17. That is a huge increase from 4,300 the year before.

Gentleman will find that it is only because of the reforms we have introduced, which have allowed employers to be at the very heart of the process, that we have made the progress we have. Numerous Governments have attempted to do something about apprenticeships, but it is only now that we are seeing real change.

I am delighted to join my hon. Friend in congratulating Fareham College. In fact, I recently met an employer who has started an innovative co-operation with that college, which is doing a brilliant job and really addressing the skills shortages in the area. It is good to see employers coming together, working successfully with a local college, and making sure that they have the power behind them to get the skills that are under-represented in the area.

We have put in place key reforms to drive investment in apprenticeships: employer-designed apprenticeship standards to meet their needs and drive up quality; and the apprenticeship levy to encourage sustained employer investment. By 2019-20, spending on apprenticeships in England will reach £2.4 billion, which is double what it was in 2010 in cash terms.

Given the Government’s recent changes to apprenticeships, will the Minister meet me to talk about how we can ensure that we continue to provide the support that the Government are offering for smaller and more rural employers and training providers?

I am a bit disappointed that the right hon. Member for Twickenham (Sir Vince Cable) is not in the Chamber to listen to the rest of this question. If the hon. Member for Oldham West and Royton (Jim McMahon) looks at the figures more closely, he will see that there was a sharp spike of 46% between February and April this year compared with the situation in 2016. This year’s starts are therefore down just 2.8% overall. This was entirely as we anticipated. We have brought in new systems, and it is right that employers that are now paying the levy are taking the time to plan. I suggest that Opposition Members need to talk up apprenticeships and apprentices.

The Secretary of State might not be aware of this yet, but on 4 December I wrote to her to ask for an urgent meeting to discuss the funding of high needs in Kingston. Kingston’s high needs budget is set to be overspent this year by £6.5 million, or 35%—the worst in London. Will she meet me as soon as possible to discuss this?

A lot of work and a lot of money is going into making sure that young people with learning difficulties can access apprenticeships. That is why we have set targets so that 20% of all apprenticeship starts will be people with learning difficulties by 2020.[Official Report, 15 January 2018, Vol. 634, c. 4MC.]

It is essential that we highlight job opportunities to our young people when businesses have needs. There are large gaps in the £6 billion landscape industry. Does the Minister agree that there are big opportunities to address that through our careers services?

If the Department is serious about meeting its apprenticeships targets, surely the Minister will agree with me about the need to reclassify apprenticeships as improved education or training so that young, hard-working apprentices, such as Chloe from Hull, save money on their transport and prescription costs.

As the hon. Lady will know, transport is the responsibility of local authorities. We are determined to make sure that there are no barriers to anybody taking up an apprenticeship. As I go around the country, it is amazing to hear stories about the programme. I am delighted by its success so far.

It is a pleasure to serve under you today, Mr Sharma; I do not think that we have done so before.

I congratulate the hon. Member for Oxford West and Abingdon (Layla Moran) on securing this debate. She is absolutely right that this topic remains taboo. I think we can go back 1,000, 2,000 or 3,000 years to find some of the origins of the taboo. Even today, some of the cultural issues around women and menstruation are still very strong and not what we would want to see, certainly in this country.

I thank the hon. Lady for her honesty in the story that she told. I was once a young girl at school, and the situation she described would have filled me with horror; I would also have been in the lavatories weeping. I will deal with the issue of poverty and sanitary products in a minute, but while it is a shame that we have not made as much progress as all that, I think back to when I was first elected in 2005, when hon. Members would have been a bit aghast at us even mentioning the word “period” or “menstruation”, so maybe we have made some progress. It is good to see two men in the Chamber—my hon. Friends the Members for Ayr, Carrick and Cumnock (Bill Grant), and for Thornbury and Yate (Luke Hall)—because this is not just a women’s issue. It is also about men.

Period poverty has been the subject of quite a lot of media and parliamentary attention in recent months; I know that the hon. Member for Dewsbury (Paula Sherriff) put a question on it to the Minister for Women and Equalities. In general terms, we are clear that no person should be held back by their gender or background, and if someone cannot attend school on the days that they are having a period, it is much harder for them to reach their potential. They are missing out on valuable school time.

On school absences, the evidence is quite clear. We have all seen that every day of school missed can alter a pupil’s chances of achieving good GCSE results and have a lasting effect on their life chances. It is important to say that in this context. That is why we have made it a priority to reduce school absence. There has been some success, with overall yearly absence rates decreasing from 6.5% of possible sessions missed in 2006-07 to 4.6% in 2015-16, which is quite a marked drop. In the context of this debate, it is interesting and perhaps surprising to note that in 2015-16, the absence rates for boys and girls were almost identical, with boys missing, on average, 4.6% of possible sessions and girls missing 4.5%.

The Minister agrees that this is a taboo subject—she is absolutely right—but it seems as if the Government have prevented us from talking about it during the passage of the Finance Bill by refusing to table the normal motions. Can she assure us that the Government will allow us to address this issue directly in the House, because we have been prevented from doing so thus far?

With the greatest respect, I do not know this, because I have not looked into it, but I would imagine that that was not to do with the subject. I have no doubt that the Government were not unhappy to discuss periods; we are having this debate today, so there is no question of that. I have no doubt that there are other reasons for what she describes. I am sure that if the hon. Lady made representations to the Backbench Business Committee, it would accept a proposal for a debate on this subject. It is also open to her party to put this forward as the subject of an Opposition day debate—there is an Opposition day debate today.

There is no question of anybody—certainly not me, as Minister for Women— suppressing any debate about periods; the more we talk about these issues, the more we lessen the taboo. If we cannot talk about them here, how can we expect children to talk about them in school?

We need to look into those absence rates further. Also, not being able to afford sanitary protection does not necessarily mean being absent from school; the two do not necessarily correlate. In fact, if the hon. Member for Oxford West and Abingdon is suggesting that that is the reason why many girls are missing school, it is of note that the girls’ absence rate is still lower than that for boys. As I say, we need to do a lot of research on this, and I know that the Minister for Women and Equalities is very keen for that to take place. It will be difficult to dig down into the detail, but we will find out more information by doing so.

The hon. Lady talked about alternatives to sanitary towels and tampons. I looked into this. I was at a meeting with young people who raised some of the issues that she has raised. Actually, I think that one of the Labour Members present was there. We discussed school lavatories being locked during lessons. It seemed odd to me that they should be locked at that time, but it to do with the fact that often it is in the lavatories that a lot of sexual abuse, bullying and harassment takes place. Although there is no policy on that—schools are open to do what they want, and they will open the toilets during breaks, when there can be a teacher on duty—it is a sorry state of affairs that we have got to in this country when bullying, harassment and abuse are so rife that we cannot do what we should be able to do, which is leave the lavatories open so that young girls can be excused from class to change their sanitary protection, or for whatever reason.

There is an underlying problem there, which I know the Minister for School Standards is looking at: making sure that we reduce the amount of sexual abuse and bullying that takes place in lavatories. It has always taken place there; it did when I was at school. The boys’ lavatories in particular were a place where boys’ heads were shoved down the lavatory at regular and frequent intervals, and the girls’ loos were a place where a lot of bullying took place. That has got worse, not better, which is worrying, if we consider all the guidance that has been produced for schools and the fact that we should be a more progressive and open-minded society. I am probably a great deal older than many other Members in the Chamber today, and it feels as though the situation has got worse; it feels regressive, including with respect to taboo.

Interestingly, I saw online a story about Sally Ride, the first American woman in space, that showed just how ignorant people are. She was asked if 100 tampons was the right number for a one-week mission. It is quite extraordinary that people in NASA had no idea—no more than a lot of other people—about this issue.

Although this is a very serious subject, I will raise a smile and share an event with Members. It is to do with the taboo and the lack of awareness, particularly among males. As a father, I was encouraging my oldest daughter to go to her swimming club one night. We had a great exchange of views, but how embarrassed was I when I found out the reason why she was not going? I felt so small, and I was an adult. Both the hon. Member for Oxford West and Abingdon (Layla Moran) and the Minister are absolutely right about the taboo, and that the subject is one that a parent of a 10 or 11-year-old girl has to understand; indeed, I am the father of two girls and we have had a number of these experiences. Promoting awareness and talking about this is helpful, although that does not excuse the poverty aspect and the need to provide young girls with the products that we are discussing. That is a male contribution, to balance the conversation.

I thank my hon. Friend for his intervention. I particularly commend him on being here, because it shows that we are all prepared to talk about the issue.

Sex and relationships education and religious education definitely came up as issues. We need to do a great deal more to educate young people about the alternatives. Mooncups are one option; I should think that a lot of people do not know about them. There are alternatives.

Sorry, Mr Sharma. I will put it back in my handbag. I do not go on marches as a point of principle, but I will be interested in the feedback of the hon. Member for Dewsbury from that event. I do not feel under political pressure, because although we may argue about welfare benefits and poverty—we obviously do—and the route out of those things, we do not disagree on periods and sex education. It should be noted that the Department for Education does not issue specific guidance to schools on the provision of sanitary protection, but it is without doubt the case, and always has been the case, that the school office will have supplies for children who are caught short.

If I give way now, I will not have time to make all my points. I ask the hon. Lady to bear with me for a minute.

Members are aware of the long-running campaign for sanitary products to be exempt from VAT and the Government’s commitment to zero-rate such products once our leaving the EU offers us the discretion to do so. There are good and bad sides to Brexit, and that is perhaps one of the good sides. In anticipation of that development, we set up the £15-million tampon tax fund, which is equivalent to the amount of VAT paid on sanitary products each year. The hon. Member for Dewsbury raised an issue about one of the organisations, but I was not involved in that. The majority of funding has been grants to frontline charities that aim to improve the lives of disadvantaged women and girls. Those charities include health, wellbeing and education initiatives and support services for vulnerable women. I understand that some of the money has gone to women’s refuges. As a former health professional, I can say how superb some of those organisations’ work is. While the tampon tax fund is not currently open for applications, we can look forward to updates on that in the near future.

More generally, I have to talk a bit about poverty. I have talked about periods, and poverty is the other side of the issue. We know that children do worse in households where no one is in work. Children in such households are five times more likely to be in poverty than those in households where all adults work. They are also almost twice as likely to fail at all stages of their education than children in working families. The number of households where no one is working is just short of being 1 million lower than it was in 2010, which means that there are 608,000 fewer children in such households than seven years ago.

I have seven minutes left, so I will not at the moment. I will give way if I have a bit of time at the end.

We have increased the national living wage, which means that a full-time worker is now £1,400 a year better off. We have increased the personal allowance again, meaning that a basic rate taxpayer is now £1,000 better off than they would have been in 2010. We have doubled the childcare entitlement for working parents of three and four-year-olds in England from 15 to 30 hours, introduced tax-free childcare and supported the right to request flexible working, which enables parents to arrange care in a way that works for them. We have a returner programme going on. It is easy to dismiss all that in the arguments that we want to have across the House on benefits, but it is important to recognise that those measures will make a difference to those families.

On the point of money, this is a women-only issue, pretty much by definition; does the Minister not agree that we need new money to tackle the problem? It is all very well us all agreeing with each other, but without the new money, we are not going to get where we need to go.

What we need is credible and robust evidence about the issue. There are a number of other issues, such as young men in school who possibly have to be clean shaven. There is an issue about razors for boys, which are very expensive. They are probably the item in the supermarket that is more frequently shoplifted than anything else. As a former public health Minister, I know that toothpaste is an issue. People with low incomes are perhaps not spending money on toothpaste when they should. There is a clear correlation between that and dental caries, given the fluoride in toothpaste. There are a number of issues. What things are families doing without because they feel that their finances are too tight for them to afford them? Sanitary products are separate, inasmuch as they are a sensitive issue that can increase the stigma that young women face about their menstrual cycle and their reproductive system. I accept that there are additional issues there, but sanitary products are not the only issue.

It is important to find out about school absences and how many children are not buying sanitary protection because they feel too poor to do so. Only then can we think about possible solutions. I thank Members for attending. I am sure that this will not be the last time that we discuss periods. SRE and RE are critical. What matters to me is that we have lessons that include boys and girls, because it is important for boys to understand. It is important to debunk some of the myths that some makers of sanitary products exploit. Saying that sanitary products are meant to keep someone odour-free is complete nonsense. There is no specific odour associated with menstrual blood; it is not like anything else.

There is a great deal more that we should do. Young boys need to hear about menstruation in the same way that young girls do, but I also feel strongly that young girls need an opportunity to have structured discussions on their own, without boys present, for the simple reason that someone going through puberty might feel very uncomfortable discussing things in front of people of a different gender.

Apprenticeship starts for women have gone up from 52% to 53% approximately; for people from black, Asian and minority ethnic backgrounds, they have gone up from 10.4% to 11.2%; and for those with learning disabilities or difficulties, they are up from 9.9% to 10.3%. There is a great deal of work going on to broaden participation. The apprenticeship diversity champions network and the Careers and Enterprise Company are both doing an excellent job. I could go on, but I will not try your patience, Mr Speaker.

Indeed, I will, and I know that my hon. Friend has a particular interest in this. We have said that we will implement the Maynard taskforce recommendations in full. That includes introducing flexibility, so that the English and maths requirements can be adjusted for a defined group with a learning difficulty or disability. We have also made British sign language qualifications an alternative to English functional skills for those who have it as their first language. Of course, I am working closely with my colleagues in the Department for Work and Pensions and the Department for Business, Energy and Industrial Strategy.

I welcomed the announcement in July of a new apprenticeship procurement process for non-levy employers. What assurances can the Minister give that the Department is now better placed to award apprenticeship funding to those employers who are so keen to train our young people?

My hon. Friend is right that the procurement that was launched in July will ensure that there is good geographical coverage, stability of provision and high-quality apprenticeship training for small and medium-sized enterprises, but I accept that this has been an unsettling time. We are making £440 million available between January 2018 to April 2019 as an interim measure before employers get on to the proper apprenticeship system.

The Social Mobility Commission recommends that the application process for apprenticeships should be made clearer and simpler, and be better co-ordinated across institutions, so applicants can see what courses are available and what their outcomes will be—a bit like what happens when applying for university courses. Do the Government intend to introduce such a scheme?

We are looking at a number of measures. As the hon. Lady rightly says, clarity is very important. The long-awaited and eagerly anticipated careers strategy will set out some work on this, but a lot of other work is going on. We have to make sure that apprenticeships are easy to apply for and that it is easy to see exactly what they will give apprentices at the end of their apprenticeships.

I will not miss an opportunity to remind businesses that they have until April next year to report their gender pay gaps. [Interruption.] That includes unions and Departments. I am pleased that apprenticeship starts for women have gone up, but I recognise there are issues around pay. The bottom line is that we want to ensure access for all young women in particular, but older women, too, many of whom are taking up apprenticeships as a way of returning to the workplace.

Ofsted says that 37% of apprentice providers are not of good quality, and that does not include the 1,200 subcontractors. Does my right hon. Friend not agree that Ofsted should inspect subcontractors? Will she review the extent of subcontracting and ensure that all apprentices receive the quality training they deserve?

My right hon. Friend is absolutely right, and he did excellent work in this area in his previous role. What matters to me is that every pound spent produces a pound’s worth of good, high-quality training. We are looking at subcontracting to ensure money goes to where it is needed: producing high-quality apprenticeships that young people and employers value.

If we are looking to broaden apprenticeship participation, it helps to have as many people starting them as possible, but total apprenticeship starts in the three months since the levy came in, in spring, are down by a disastrous 61%. Why are Ministers not doing anything to promote traineeships, which can be game-changers for people accessing apprenticeships? With a 30% drop in traineeship starts by 19 to 24-year-olds this year and last week’s critical comments from the Education Policy Institute, is it not time they did something?

It is disappointing that the hon. Gentleman expresses dismay about apprenticeships. We need to talk apprenticeships up. There was a 47% increase between February and April 2017. We know there has been a fall in the number of starts, but that was anticipated because we have brought in a brand new system. He is absolutely right that traineeships play an important part in ensuring a path on which young people can travel to get on, but I urge him to speak up for apprenticeships and apprentices and to do everything in his power to encourage employers to take on apprentices.

I have a long speech, so I will not be able to cover all the points that have been raised, but I will ensure that everyone who has contributed to the debate gets a timeline of what is happening. If I do not address all the points raised by the shadow Minister, the hon. Member for Brent Central (Dawn Butler), I will ensure that she gets an update.

I congratulate my right hon. Friend the Member for Basingstoke (Mrs Miller) on securing this debate. She has done a brilliant job as the first and only Chair of the Women and Equalities Committee, on which she really is to be commended. The hon. Member for Ogmore (Chris Elmore) said that it was a coincidence that we should be having a debate this week on individuals abusing their powerful positions in order to sexually exploit those who are seeking patronage or merely trying to get on with their jobs—and that is just in Westminster. As we have heard, however, the reality is that this is happening everywhere, including in our schools. The #metoo campaign has without doubt gained momentum and done much to reduce the stigma and damaging shame associated with people coming forward to tell of their experiences. The hon. Member for Ogmore got a hug from the hon. Member for Walthamstow (Stella Creasy). He bravely mentioned his own horrific experiences, for which he deserves not only a hug but our respect.

I want to pick up on a number of points that have been raised. My right hon. Friend the Member for Basingstoke gave the House some shocking figures, but the really worrying thing is that they are just the tip of the iceberg. She rightly said that if we get this wrong in schools, the problem can go on right the way through a child’s life and result in them becoming abusive adults. She talked about the collection of data, and I have great sympathy with her on that. If we measure it, it matters. I think she deserves a fuller letter on that point in particular. She specifically mentioned online pornography. We have been talking about that for as long as I have been a Member of this House. I am not a schools Minister, but I am Minister for Women, and perhaps it is sad that I am not entirely shocked by all this.

I have been asked whether the law is clear and if teachers understand it, and the shadow Minister talked about training. Even when people understand the law and what they are required to do, they still need training in how to do it. My right hon. Friend the Member for Basingstoke was also right to say that as soon as the Government introduce restrictions, someone will find a way round them. I know that my right hon. Friend the Secretary of State for Digital, Culture, Media and Sport is very aware of a number of these issues.

When my friend—I use that term on purpose, because our friendship has been in the papers—the hon. Member for Birmingham, Yardley (Jess Phillips) and the hon. Member for Walthamstow spoke, the emotion behind their contributions was clear. Like the hon. Member for Birmingham, Yardley, I have to keep on believing that things will change. We will not give up. Things can be dispiriting at times, but I am firmly of the belief that if we—women in particular, but I am not excluding men, who have made some contributions today—keep on going resolutely and in a cross-party way, we will make some progress.

There will be more directive guidance—the shadow Minister requested that—but in some ways, sadly, action needs to be taken on a case-by-case basis. Teachers cannot be the arbiter, but schools have to recognise that a referral of a serious sexual assault to the police is not the end of the matter. The hon. Lady is right that we have to act. The hon. Member for Walthamstow spoke a lot about power, which we do not talk about enough, because a lot of sexual abuse and harassment is all about power.

The hon. Member for Bassetlaw (John Mann) was as dogged as ever. He rightly pointed out that we must not forget that some schools are excellent, but that we do need consent training in schools and universities. He was also absolutely right that we need training about consent in this place, too. He talked about an epidemic in this country and, sadly, he is probably right. We can start by talking about and changing things here, but there has to be change across the country. My hon. Friend the Member for Eastleigh (Mims Davies), who is doing a great deal as chair of the all-party group for women in Parliament, talked about social media companies, which have been mentioned a lot. They have to come to the table, and we need to do more to make them stand up and note their responsibilities.

Relationship education in primary schools and relationship and sex education in secondary schools were made compulsory by the Children and Social Work Act 2017. The Act also provides powers to make PSHE mandatory in schools subject to consultation, which is ongoing, and we will be looking to hear from schools, teachers, parents, safeguarding experts and, to respond to the shadow Minister, from young girls and indeed young boys. The consultation should not be restricted, because sexual violence is not just restricted to girls. We will develop new statutory guidance on RSE, and we hope that draft regulations and guidance will be published in 2018. Regulations will then be laid alongside the draft guidance, and I have no doubt that there will be further opportunities for debate in the House.

Making RSE compulsory is absolutely not the end. I was public health Minister when the FPA was campaigning to make it compulsory, and I used to say that just ticking a box and getting the geography or RE teacher—somebody with nothing to do on a Thursday afternoon—to do it is not sufficient. This education has to cover the sort of issues that have been spoken about in this debate, and the situation is complex. We all come to the topic of RSE with our own experiences, and we need to be able to park those experiences in order to provide high-quality training, which must include an understanding of power in relationships and among peers, and how it can be used in a sexual nature to force young people to submit.

All schools have a legislative duty to safeguard and protect children, and Ofsted always reports on whether arrangements for safeguarding children are effective. The Education and Skills Funding Agency carries that responsibility for academies and free schools. Similarly, parents and carers must always have the opportunity to discuss concerns with children’s social care and the police. “Working together to safeguard children” is the definitive piece of statutory guidance on safeguarding. It clarifies the legislative requirements on local authorities, children’s social care, health services, the police, schools, and other organisations that work with children and families.

It is important to note that inadequate safeguarding is one of the few reasons why Ofsted can rate a school as inadequate, irrespective of other good performance. A school can be brilliant at maths and everything else, but if it fails on safeguarding, it will be rated as inadequate. In a serious situation—a number of serious and harrowing situations have been raised today—if parents or carers do not think that a child is safe, they should go to children’s social care. Alternatively, if a parent or carer feels that a school is not fulfilling its duty because either it is not following its policies or it has inadequate policies, there is a whistleblowing line with Ofsted and the NSPCC.

Part of what we can do as Members of Parliament is to get parents and carers who come to us to look at their schools’ policies and then call out the schools that are not doing what they should. Ofsted can do what it does, but in the meantime we all have a duty. Perhaps we as Members of Parliament should be looking at the schools in our constituencies, asking them about their safeguarding policies and taking a view as to whether they are adequate.

I have not covered all the points I would have liked to address, but I just want to say that I do not consider myself to be an inbetweener—I think I am a born-again feminist. I do not think that the House of Commons is sexist; I think it just smells of boys a bit, to be honest. When I was public health Minister and I had responsibility for sexual health, what struck me more than anything when reflecting back over 40 years was how very much more complicated life is for today’s young people. Young people have to make decisions on a far more complex set of choices than I ever had to make. For me, it was just about smoking and drinking, and how much to do of both. Now it is about taking club drugs, being on the pill, using a condom to protect oneself from STIs, who to have sex with—and where and when—and the risks of going home with somebody. If we overlay that with everything that is on social media, all the pornography that is freely available, all the coercive sexual behaviour that we know goes on in schools, and sexual assault and rape in or outside the classroom, it is absolutely clear that we have much more to do to make young people more resilient and able to resist the challenges they face. There is no doubt that there is an urgency to do exactly that.

I congratulate my hon. Friend the Member for Harwich and North Essex (Mr Jenkin) on securing this debate on the University of Essex. Perhaps, Mr Speaker, as you are unable to speak on this subject from the Chair, we can all speak on your behalf, as I am sure that you concur with many of the comments.

We have a world-class higher education system, and the Government are obviously committed to ensuring that that success continues. Delivering the reform outlined in the Higher Education and Research Act 2017 will enable us to do that, and my hon. Friend made a number of mentions of that.

The teaching excellence and student outcomes framework will allow students to see clearly where teaching is of the highest quality and where they are likely to achieve the best outcomes. The results will also show us that every single participating provider has met very demanding national requirements.

It was interesting to see my right hon. Friend the Member for Rayleigh and Wickford (Mr Francois) and my hon. Friends the Members for Clacton (Giles Watling) and for Colchester (Will Quince) stay for the debate. Such is the affection and acclaim Essex enjoys that it has kept three Members here for the debate.

Universities such as Essex, which has been shortlisted for university of the year in the Times and Sunday Times “Good University Guide”, are critical to the success of our higher education system. The university was awarded a gold rating in the teaching excellence and student outcomes framework and was in the top 15 for student satisfaction.

We should particularly celebrate the approaches the university has introduced to achieve those outstanding student satisfaction results. It is important to mention, in particular, its fostering of a culture that uses student feedback to develop rigorous and stretching teaching that is tailored to suit student needs, and its effective retention strategies, including a peer mentoring scheme for all new students, with targeted support for disabled students, supported by the student engagement team.

My hon. Friend the Member for Harwich and North Essex rightly highlighted the university’s outstanding research output, and particularly its work with business. As Minister for Apprenticeships and Skills, I particularly welcome that work, which is critical as we look ahead. I am also very impressed by the work with the county council.

Essex is, without doubt, an example to other universities. Universities must take student satisfaction and value for money seriously, and it is paramount to the Government that students are put at the heart of the system. The Office for Students will be the new regulator, putting the interests of students at its heart. It will be innovative—that is a bit of a Government-type word, but it truly will be innovative in its approach to student participation, success and employability.

The reforms will help promote the significant value that universities can offer their local communities and the economy, including by promoting outreach initiatives, and hon. Members have heard from me and my hon. Friend that Essex is doing that significantly.

My hon. Friend raised some specific issues about Brexit, and there are a couple of things I should cover. We have asked the independent Migration Advisory Service to report on two things: the impact of Brexit on the labour market and on EU and international students. It will report by 2018, but it has the power to provide interim reports, and I am sure my hon. Friend will ensure that that happens if he feels it is necessary.

We are looking at finance, but I should say that it cannot be considered without also looking at the further education sector. It is important that both are looked at, particularly when we consider our skills and apprenticeships reforms and the joint working we are encouraging between FE and HE.

In the meantime, guarantees on student finance for EU students starting in 2018-19 will remain as before. The citizen’s rights offer is important, but we know it is clunky, and we are trying to make it as streamlined as possible.

My hon. Friend talked about research, and there is no doubt that the University of Essex is really leading the way—I am incredibly impressed. I should also mention the university in my constituency, the University of Surrey, which has also developed innovative and really world-leading efforts on research and on working with business. The EU Horizon programme lasts till 2020—there is a successor programme—and as long as a bid is submitted before we leave the EU, the Government will underwrite the costs if Horizon does not continue the funding. We are bringing together all the research councils and want to ensure that the OFS and UK Research and Innovation work together, but my hon. Friend is right that these things do not simply happen; we need to make sure they become a reality.

As Minister for Women, I was hugely impressed with the work on the gender pay gap, and I will never miss an opportunity to say in this House that all companies with more than 250 employees have until next April to report on their gender pay gap. And there we have it: the University of Essex is a beacon on this subject. This work is really important, because if we do not get it right, we will miss out on the talent and skills of women who can contribute and make sure this excellence continues.

Universities such as Essex are part of our world-leading higher education sector and the qualities that make it great: the fact that it is open to all, innovative, offers students choice and value for money, which is critical, and puts students at the heart of ensuring that that continues. I congratulate my hon. Friend, therefore, on securing this debate. I probably have not answered all his questions, but I have no doubt that he, along with my hon. Friend the Member for Clacton, my right hon. Friend the Member for Rayleigh and Wickford and my hon. Friend the Member for Colchester, will continue to sing the university’s praises and make sure, as we progress towards Brexit, that all the concerns of such universities are fully reflected in the Government’s response to our leaving the EU.

It is a pleasure to serve under your chairmanship, Sir Roger, and to congratulate my hon. Friend the Member for Eastleigh (Mims Davies) on securing the debate. I was tempted to say “Stop squabbling,” and it is very likely that I will forget the speech I have in front of me: my one point is that if we want to change things, we have to take down the party political barriers. There is fault on every side, but all political parties have done what they can and what they feel is appropriate to make sure that some of the barriers come down.

I go to women’s forums where people stand up and say, particularly in business, “We have done so well.” I get a bit tired of hearing how well we have done; the truth is that we have not done well enough. I am absolutely clear about one thing: as women, we have to take down those barriers. Only then can we get change.

My right hon. Friend is absolutely right to say that we need to do more. We need the data to understand exactly how much more we need to do. As she knows, the Government could enact section 106 of the Equality Act 2010, so that parties publish the data on candidates who are standing. The Government have rejected that proposal from my Committee.

That was a compliment, Sir Roger. It is the tenacity of people such as my right hon. Friend that will change things. It is almost 100 years since the Parliament (Qualification of Women) Act 1918 was passed, which made it possible for women to stand as parliamentary candidates. Next year is the centenary, which is an opportunity for us, as women in Parliament, to do something to make sure that we remember the message. It is extraordinary to think that that Act received Royal Assent on 21 November 1918, just 10 days after the end of the first world war. Even while Europe was reeling from four years of devastating conflict, Parliament recognised the necessity for equality by introducing and passing a Bill.

The question we need to take away is whether we still recognise that necessity for equality today. Those of us in this chamber do, but we need to make sure that we never let that ball drop. The 1918 Act came after years of protest and debate for women’s suffrage. Brave women fought and died, and were imprisoned and demonised by Government and the police. Thousands petitioned and marched throughout Britain. The struggle was bruising. Nancy Astor has been mentioned already. In her maiden speech, she said:

“it was very difficult for some hon. Members to receive the first lady M.P. into the House. It was almost as difficult for some of them as it was for the lady M.P. herself to come in.”—[Official Report, 24 February 1920; Vol. 125, c. 1623.]

This is the most diverse Parliament in British history, with 208 female MPs: 32% of the House. Some 45 MPs identify as lesbian, gay or bisexual, and 52 MPs are from a black, Asian or minority ethnic background—interestingly, they are 26 women and 26 men. However, that progress has been painfully slow, and 100 years on the House does not reflect the public it serves. One hon. Member referred to there having been only 489 women MPs, with 33 of those first elected in 2017. In 2015, we finally exceeded the existing number of sitting male MPs. Women make up 51% of the population and, as the shadow spokesperson rightly pointed out, the men would not be here if it was not for us.

It would be ridiculous to believe that, in a population of 66 million, there are not 124 women who are capable and absolutely willing to take on the job of MP. Women made up a record 29% of candidates in 2017, but it is a stark fact that in 104 constituencies there were no women candidates at all. That equates to about 7.5 million people who had no option to vote for a woman.

The problem is twofold. My hon. Friend the Member for Eastleigh talked about barriers and the problems of women who have children, and we looked at a number of those, but there are also the social and structural limits that we systematically place on women and girls. Women are less likely to consider themselves knowledgeable about subjects than men, despite growing evidence that proves there is no difference. Many women feel excluded or uninformed, because time and again they are shown that the opinions and authority of men are valued over theirs. The overwhelming majority of expert opinion and commentary in all public spheres is given by men.

Much work has been done in recent years to improve the diversity of experts called on by the news media. The 30% Club, which was launched by women, created a database of women experts for the media to contact on a range of topics. However, we need to see sustained efforts. I was recently told a story by a member of the Government who was phoned up by a mainstream radio news outlet in the past couple of years but who was stood down at the last minute and told, “It’s alright; we’ve already got a woman.” It is shocking that, in this day and age, mainstream media still feel it acceptable to say something like that.

We are not very good on that in Parliament either, are we? Often, every single witness—brought in at MPs’ request—in a Select Committee evidence session will be a man. Surely that should be a thing of the past.

It absolutely must, and I take the opportunity to praise Mr Speaker for his chairing of the diversity and inclusion group. We have looked at exactly that—opportunities for crèche facilities for expert witnesses and so on.

There is no doubt that parenthood remains a structural and practical barrier for many women. Of those not in work due to caring responsibilities, 89% are women; I am not denying that men perform some of those roles, but 89% are women. Mothers have been underrepresented in Parliament. Interestingly, a 2013 survey of MPs found that 55% of the women had children, which is low, compared with 72% of the men. Women juggle their dual lives as parent and a parliamentarian, working against long and unpredictable working weeks—an issue that the hon. Member for Rhondda (Chris Bryant) rightly raised.

I will pick up on a couple of points. My hon. Friend the Member for North West Hampshire (Kit Malthouse) mentioned gender stereotyping. It is a critical issue and I am pleased that the Advertising Standards Authority has recently taken action on it. All-women shortlists also came up. I also struggle with them; they ensure compliance but not a change in culture, and as women in this place we need to aim for a change in culture. I went into politics with absolutely no political background at all. Somebody once described me as an “accidental Member of Parliament”, which I feel I was. I did not feel as though people like me were well represented—a woman with a background in the public sector—and that was one of the driving forces behind why I came here.

I would like to feel as though I will leave something behind me. The shadow Front-Bench spokesperson talked about things the Government can do, and that plays its part, but we have to change the culture. We have to leave women feeling that they have an equal chance of getting here. It is critical that they come, so that we have the benefit of their skills, life experience and the unique contribution that they make, and to make sure that the voice of 50% of the population is equally represented in this place.
