Commons ChamberI would be very happy to look at the details of the scheme that the hon. Lady outlines. It is important for everyone on both sides of the House that we do everything so that those who need the maximum amount of support always get it.
Will my right hon. Friend ensure that the apprenticeship programme has the year-on-year cash that it needs to continue to deliver the life-changing opportunities that it does to people of all ages, without restriction?
I take this opportunity to thank my right hon. Friend for all the work that she has done for this sector. Much of the work that we have inherited is down to her close attention to detail in delivering for a sector that she is so passionate about. I also thank her for the work that she did as a Deputy Chief Whip, when she was slightly less friendly, but equally effective.
I will certainly look at how we ensure that we have the right funding for apprenticeships. Apprenticeships have been one of the greatest successes of the Government. We have achieved so much over the last nine years, encouraging so many young people to take up the opportunity to train in an apprenticeship and have the skills that they need to succeed in future. We will be determined to build on that success.
I have called a distinguished headteacher to speak, so I must call a distinguished nurse. I call Anne Milton.
The correlation between good education and good health has long been known, not least by Professor Sir Michael Marmot in his 2010 report. With that in mind, surely it is now the time to give further education the long-term funding that it needs.
I know that my right hon. Friend is passionate about this matter and has campaigned on it. By setting out a three-year deal for schools, I appreciate that that has raised everyone’s expectation right across the education sector for three-year deals for everyone. It is something that we continue to look at. It was vital that we got the extra £400 million for 16 to 19-year-olds, and we continue to have discussions about how we can set out a longer-term future for all sectors in the education market.

Written StatementsI am pleased to launch the consultation on higher technical education (levels 4-5) in England. Qualifications at this level sit between level 3 qualifications, such as A-levels and the new T-levels, and level 6 qualifications, such as bachelor’s degrees.
Our vision is for higher technical education to be a prestigious choice that delivers the skills employers need, encourages more students to continue studying after A-levels or T-levels and attracts workers of all ages looking to upskill and retrain.
The proposals in this consultation are the next step in our programme to reform technical education. They build on the introduction of T-Levels and our investment in apprenticeships as part of our modern industrial strategy to improve productivity and help people progress in their work and lives.
The Government’s review of higher technical education has found that there is growing employer demand for the skills provided by higher technical education. But it also found that uptake of higher technical qualifications is low by international standards, has fallen over time, and is low by comparison to other levels of education.
Some higher technical qualifications and courses are well-recognised and valued by employers and students. But overall there is low awareness and varying quality, with the range of terminology, qualifications and provider types creating a complex landscape that is hard for employers and students to navigate.
The starting point for our reforms is to raise the prestige of higher technical education and strengthen its value to employers by putting their needs and quality first. Improving quality now—to demonstrate the value of higher technical qualifications—will lead to increased uptake of higher technical education in the future.
To do this we are proposing a new system to make it clearer which higher technical qualifications provide the skills that employers want. This will be delivered through the Institute for Apprenticeships and Technical Education signalling which qualifications deliver the knowledge, skills, and behaviours set out in employer-led national standards. This will help qualifications at this level command the confidence of students and employers alike.
Alongside this we propose working with the Office for Students to demonstrate the quality of providers, so there is more high-quality provision delivered across higher and further education, including through our flagship employer-led national colleges and institutes of technology.
Finally, we want to make higher technical education a positive and more popular choice by raising awareness and understanding of the new suite of institute-approved qualifications in colleges and universities, and among potential students and employers.
These reforms will take time to deliver. We want to work with everyone who wants to improve higher technical education. I strongly encourage everyone with an interest to contribute to the debate, so we can build the world-class technical education system our students deserve and our country needs.

It is an absolute pleasure to serve under your chairmanship, Ms Dorries. I congratulate the hon. Member for Birmingham, Edgbaston (Preet Kaur Gill). We all know—there has been agreement in the debate—that English language skills are crucial. Last week I had the privilege of meeting adult education providers in Birmingham, who spoke passionately about helping students to succeed. I also had a chance to chat to some of the students not just about progress they had made to date but about the progress they hoped to make in the future and what that meant for them.
We estimate that 1 million people—quite a big figure—living in England cannot speak English well or at all, and we know how important English language skills are. The Government make funding available for English language through the adult education budget, and via the Ministry of Housing, Communities and Local Government for community-based provision. There is also specific support for refugees via the Home Office. We are keen to ensure that funding offers the best value for money for those learning and those contributing through taxes.
When I looked at the funding streams available for English language, I saw that the Department for Education, MHCLG, the Home Office, the Ministry of Justice and the Department for Work and Pensions all put funding into this area. The hon. Member for Blackpool South (Gordon Marsden) talked about silos, which are a problem because they are not always the most efficient way of delivering the services we want.
Last year, providers supported adults to access English courses with £105 million of investment from the adult education budget. We are developing a new strategy, as hon. Members will be aware, which we plan to publish in the autumn. I share Members’ frustration about Ministers always saying “in the autumn” or “in the spring” or “in the summer” because we are never quite sure when that is. However, we are keen to get the strategy out as soon as possible. I do not mean to be evasive, but it will need to be right before we publish it. It will set out shared aims across Government to ensure that the ESOL provision is effective. We will need to use evidence-based decisions about what we do, and we have undertaken research to ensure that we get it right, which has included speaking to teachers, colleges, adult community learning providers, charities and academics to understand more. Last week, we published a report that explores what barriers those who have not accessed English language support have faced, some of which have been highlighted in the debate.
The hon. Member for Birmingham, Edgbaston articulated extremely well the reasons why being able to speak, understand and communicate in English are critical to building cohesive communities. It has become a bit of political rhetoric to talk about cohesive communities, but we know what that means. It has to mean more than co-existing, which the hon. Member for Blackpool South mentioned.
The hon. Member for Birmingham, Edgbaston also pointed out that specific first-hand experiences are important in highlighting some of the more general problems with accessing ESOL. She raised several points about the devolution of the adult education budget, which is important. I saw some of that in the west midlands. I met staff and some of the Mayors of the combined authorities a couple of weeks ago, and it will be interesting and useful to us all to note what they do in their local areas, because we can all learn from best practice and experience of delivery in different areas.
The hon. Lady asked four questions, which I think I will have answered before the end of my remarks. On her last question, I can only give my wholehearted support to the fact that we must be an inclusive and welcoming country, particularly for refugees, who have often been through a lot and also have much to contribute to the rich fabric of our society.
The Minister mentioned the notion of devolution, which is a personal favourite of mine. However, devolving only really works if the money is not top-sliced first. Will she please give assurances that any further devolution will not lead to cuts on the way down?
Of course, around all this is the budget that we have available, and I know that the adult education budget has gone down in its totality. We have a spending review coming up. I am also a fan of devolution. It can make Governments slightly nervous as they hand over authority for something for which ultimately they will be held responsible, which can feel uncomfortable. But in an area such as this, devolution is the way to get solutions that work, because people know and understand their local communities, their population and the barriers in their area. Top-slicing is always a little trick of the Treasury; our job in the Department for Education is to ensure that nobody top-slices anything. We do not want top-slicing. However, as I said, there are a lot of complex funding streams, although not specifically for refugees.
I think it was the hon. Member for Halifax (Holly Lynch) who asked whether I would give my word that money for ESOL will be replaced pound for pound. I cannot give any assurances, because the spending review is coming up.
I am really sorry to interrupt the Minister, to whom I am listening carefully. I do not mean this in any way sardonically—the mood music coming from her is great—but my hon. Friend the Member for Sheffield Central (Paul Blomfield) made a point about losing European regional development fund and ESL funding, and we do have a real concern about this area and others. Can the Minister give us any details on when we will see some nuts and bolts about the shared prosperity fund?
I will refer to that later, but to answer directly now, there is a lot of work going on about the shared prosperity fund. In the Department for Education, we are very aware of the benefits delivered through the European social fund. Moral imperatives were mentioned, and that money plays a crucial part in giving people an opportunity to take a step on various paths in their lives, as will the shared prosperity fund that replaces it. I cannot give details—not because I do not want to, but because I do not know.
The hon. Member for Newcastle upon Tyne Central (Chi Onwurah), who is not in her seat, mentioned a German example. We always have much to learn from other countries, although we can rarely transfer ideas straight across because they will not necessarily work.
The hon. Member for Hornsey and Wood Green (Catherine West) evocatively referred to the prison that people inhabit when they cannot speak English. I have never been in that position, but it must feel like that if people cannot speak or understand any English.
My hon. Friend the Member for Henley (John Howell) referenced the all-party parliamentary group’s work and highlighted issues such as loneliness and isolation, which have been well articulated. He also referenced the Council of Europe’s work. Europe gets many mentions in this place and elsewhere at the moment, but we rarely hear about the Council of Europe’s work, so that was good because it does a lot of good work.
Several hon. Members mentioned the particular problems that women face, including cultural and more complex problems. My hon. Friend the Member for Henley also mentioned community provision. I saw an extremely good example of community ESOL where the local authority was working with primary schools to encourage women to come in to help their children with some of their SATs and end-of-year tests. That is a good vehicle for improving their English while helping them to help their children with the tests that they will sit in school. For women who do not find it easy to get to adult community provision, for a variety of reasons, it is a good way to bypass the barriers that they might face in their own homes.
The ESOL strategy emerged as part of the integrated communities strategy action plan. The strategy has involved officials across Departments, so we have a shared vision, including addressing the needs of refugees. As we set out in the integrated communities strategy, we want to create clearer and easier pathways, improve outcomes and get better value for the money that we spend.
We always come back to funding at the end of the day—funding matters. The hon. Member for Blackpool South and I have frequently discussed the financial pressures that FE is under, which we will look at in the spending review. Warm words from me do not necessarily bring more money—they are needed, but they do not guarantee it. I am sure that all hon. Members who are keen for things to be funded will lobby. Debates such as this add to the pressure on the Treasury. We rarely make a good case for education in a broader sense. For people who do not speak English, ESOL is the first step down a path that includes further education. It also enables refugees who have prior education—we have talked about refugees who are doctors—to come to life and feel that they are a useful member of the society and community that they have joined. We can also realise the benefits of that.
The 2011 census revealed that 59%—nearly 60%—of over-16-year-olds who could not speak English or could not speak it well were not in employment. According to the 2014 British social attitudes survey, 95% of people, which is higher than other figures that have been quoted, think that to be considered truly British, people must be able to speak English. About a third of those who completed entry level or level 1 ESOL courses in 2015-16 went on to sustained employment. Some 60% of completions in 2015-16 led to a sustained positive destination the following year in employment or learning, so we know it works.
Through the adult education budget, ESOL is fully funded for those who are unemployed, and all learners are co-funded at 50% of the course rate. For the academic year 2018-19, however, we are supporting those in work on low incomes to access the AEB through a pilot that allows providers to fully fund those on low wages. That is important and will directly help low-paid, low-skilled people who are motivated to move out of unemployment to progress further. We are continuing the pilot in the 2019-20 academic year for learners resident in non-devolved areas, and we will evaluate the 2018-19 outcomes to help to inform our decision on whether to fully implement the trial beyond 2019-20.
As many hon. Members have said, learning English is crucial for integration. In the year ending September 2018, the UK offered protection to 15,170 people. We have committed to settle 20,000 vulnerable refugees who have fled Syria by 2020. As of the end of March 2019, 15,977 refugees have found safety in the UK to rebuild their lives through the vulnerable persons resettlement scheme. Refugees have immediate access to English language tuition. The Home Office and the Department have provided an additional £10 million so that refugees settled through the scheme can access language tuition.
We recently launched new teaching resources to support teachers working with refugees and others adults with the lowest levels of English language and low literacy, in recognition of the fact that they face the greatest barriers to learning. I hope that the English language strategy that we are developing will provide a shared vision for all publicly funded ESOL and will specifically address the needs of refugees. I note that, for those who come to the UK under the vulnerable persons resettlement scheme, additional funds are made available for childcare, which can be a huge barrier, and not just financially, for mothers and carers to learn English.
I could go on about devolution, which, as I said, is important. We will use the learning from that. I thank all hon. Members who contributed to the debate. Last year, the Department alone spent £105 million on ESOL courses and qualifications. We need to improve the quality and effectiveness of what is delivered by commissioning new teaching resources for pre-entry level learners and by funding local authorities to trial the co-ordination of provision in their area.
The key is to put in place a co-ordinated system where we do not waste resources and where scarce resources get to the frontline. We need effective teaching and high-quality teachers—the hon. Member for Hornsey and Wood Green raised the issue of pay. We need to remove and overcome some of the cultural barriers. I also note the need to make sure that the system is fully integrated, so that people can learn English, access good employment and have continued training opportunities, and so that we realise the vision that the hon. Member for Birmingham, Edgbaston set out, where communities do not just co-exist but are fully integrated.

Commons ChamberMr Speaker, may I add my congratulations to you on your 10 years in the Chair? I remember fondly sitting on the Opposition Benches by your side when I was first elected and being guided by your wise advice.
I fully recognise the critical role that sixth forms play in social mobility. When I visit colleges and sixth forms, I see living examples of that. We have protected the 16-to-19 base rate until the end of the current spending review period, but I am very aware of the cost pressures on providers and of the fact that funding has not kept up with costs. We are looking closely at 16-to-19 funding in preparation for the spending review.
I welcome what the Minister said about the value of sixth-form colleges such as Wyke in Hull North, which does an enormous amount of vital work to promote social mobility and develop the skills we need for a modern economy. There were 17.5% austerity cuts under the coalition Government. If we want to put that money back into the system, why do we not scrap tax relief for the charitable status of private schools?
As I said, I am very aware of the cost pressures. Decisions such as the one the hon. Lady suggests are a matter for Her Majesty’s Treasury. There is more money available, particularly to colleges, through apprenticeships. The money spent on apprenticeships will have doubled by 2020, and T-levels will attract an additional £500 million per year when fully rolled out, but as I say, we will consider this ahead of the spending review, because I am aware that funding has not kept up with the costs.
Schools in my constituency have been arguing for more funding at every level, but they particularly want a funding settlement for 16 to 19-year-olds that represents the pressures on them. What more can be done to ensure that there is a long-term settlement, not a year-on-year settlement? Planning long term is something that schools find enormously important.
My hon. Friend raises an important point. The difficulty with managing budgets on an annual basis is that, in order to make provision and plans that are sustainable, colleges and schools often need a longer-term settlement. I am sure the Minister for School Standards and I will be raising exactly the point that she has made.
The Government’s own review of tertiary education said that there was no justification for funding 18-year-olds in sixth forms or colleges at a lower rate than 17-year-olds and recommended that the baseline be raised. Does the Minister accept that the cuts in 2013 were a big mistake?
We will be looking at all the Augar report’s recommendations very carefully. The hon. Lady raises an important point, which will be part of our considerations when we formally respond to the report.

I know that my right hon. Friend is a doughty campaigner for more further education funding, but the main estimates memorandum for 2019-20 shows that resource expenditure on further education on a like-for-like basis is falling by 3.3% in cash terms and more in real terms, and the Department for Education’s capital budget for FE is also set to decrease by 40% from £186 million to £112 million. Can she explain the reason for the reduction and its impact?
I had a delightful visit to a college in my right hon. Friend’s constituency of Harlow that does an excellent job. Many further education colleges are doing an excellent job in difficult circumstances. As I have made clear, we are aware that funding has not kept up with costs.
I am very aware of the number of apprenticeships, but comparing numbers before and after the reforms we have made is a bit like comparing apples and pears, because we have put quality at the heart of apprenticeships. The number of people starting on the new employer-designed standards in the first half of 2018-19 has increased by 79%, which is an indication of the quality. An apprenticeship must now last for a year, and there must be 20% off-the-job training. There has been an increase of 10% in apprenticeship starts in the first half of 2018-19, compared with the same period in 2017-18.
I am grateful to the Minister for that answer, but chambers of commerce such as Business West do not think that the two-tier system is working as well as it could. Specialist Gloucestershire Engineering Training believes that more funding for small and medium-sized enterprises would enable them to train more engineering apprentices. Does my right hon. Friend agree that that is something the Treasury should look at closely in the autumn spending review?
We are determined to make the apprenticeship system work for small and medium-sized enterprises, and smaller businesses get 95% of their training costs paid. We will move smaller businesses on to the apprenticeship system: we want to do that well and smoothly to make sure that we make it work for them.
Can the Minister explain why very good companies with generous apprenticeships and training schemes are making a net contribution to the Treasury through the levy scheme rather than being rewarded through tax relief or in other ways?
Those decisions were made some time ago. They have enabled us to make sure that by 2020 spending on apprenticeships will have more than doubled since 2010.
My felicitations on your first decade in office, Mr Speaker. Onwards and upwards!
Indeed. We are hearing about the ups and downs of funding for apprenticeships, but the National Audit Office told the FE Ministers in March in no uncertain terms that there was a clear risk that the apprenticeship programme would now be financially unsustainable. The Institute for Apprenticeships and Technical Education has said that it could be overspent by £0.5 billion this year. The Minister told FE Week in January that she thought that the apprenticeship budget would be “alright until July”. July is next week. Does she still think that?
Contrary to what the hon. Gentleman has said, previously the apprenticeship system is working well, and levy payers in particular—and also small businesses —are grabbing at the opportunities that apprenticeships offer. I am aware of the budgetary pressures on the system and we will make representations ahead of the spending review on that point.
I am very happy to join my hon. Friend in congratulating all the award winners, particularly Ethan, who won the academic studies award. Derby College does excellent work and FE colleges play an important role not only in vocational and technical education but in academic education. Some 160,000 young people study A-levels at colleges.
Although EU students arriving this year and next will continue to pay home fee rates, there is still ambiguity over their immigration status. Since they have only three years under European temporary leave to remain, students on longer courses, including all undergraduates in Scotland, have no guarantee of being able to complete their course. What are the Government doing to review this policy to ensure it works for students at Scottish universities?
Last week, I welcomed some excellent students from Cheadle and Marple Sixth Form College to Westminster. The Minister will know that that college, like others, is facing significant financial challenges. What assurances can the Department give me that it will continue to work with the college to ensure that this valued local provision receives the support that students in my constituency need?
I thank my hon. Friend for having already raised this issue with me. I hope she has managed to speak to the Further Education Commissioner. Students will be at the heart of all our plans, but we are keen to find a solution as soon as we can.
A shrinking curriculum, larger class sizes, less student contact time and less student support are some of the effects of shrinking student funding for 16 to 18-year-olds. It is time to raise the rate. What order of priority is being given to speaking to the Treasury to ensure that that is done?
The hon. Gentleman is a doughty campaigner on this issue and we have spoken many times across the Chamber both here and in Westminster Hall. I will always make the case for 16-to-19 funding. I will never cease to do so; it is absolutely critical that we get the base rate up higher for schools and colleges.

Commons Chamber(Urgent question): Thank you, Mr Speaker, for granting this urgent question. To ask the Secretary of State to make a statement on the Institute for Fiscal Studies report on Sure Start children’s centres.
The Government very much welcome the recent report by the Institute for Fiscal Studies on the effects of Sure Start. It is crucial that, in our pursuit of better outcomes for children and families and in making spending decisions, we are guided by high-quality evidence. The report gives us more of that.
The report shows very clearly that children in disadvantaged areas benefit most from services. Indeed, those in the richest 30% of neighbourhoods saw practically no impact at all. The policy framework we have in place reflects that evidence. In 2013, the Government introduced a new core purpose for children’s centres, focusing on families in the greatest need of support. While we have seen local authorities remodel services, there are now more children’s centres than at any other time prior to 2008—in fact, since Tony Blair was Prime Minister. This is at a time when the Government are making record investment in childcare, with more than 700,000 of the most disadvantaged two-year olds having benefited from 15 hours’ free childcare since its introduction in 2013. In addition, under the Government’s healthy child programme, children and families now receive five mandatory health visitor checks in the early years. The statutory framework also contains important protections so that outcomes for children and families, particularly the most disadvantaged, will not be adversely affected by the proposed changes to children’s centre provision.
The IFS concludes that policy makers must
“consider which types of services and models of provision can most effectively help this group”.
The Government agree. Indeed, we already have work under way to do exactly that. As part of our £8.5 million early years local government programme, we announced in April that the Early Intervention Foundation will look at children’s centres and other delivery models to find out what works well, so that local authorities have more evidence to help them to continue to make the best decisions for their communities.
I thank the Minister for her reply, but I think it bears little relation to reality.
Sure Start is a proud Labour legacy. It has a proven track record of transforming lives, yet it has been allowed to wither on the vine by this Government. The Institute for Fiscal Studies, in its significant report yesterday, highlighted that austerity has hit Sure Start hard, with budgets falling by two thirds. We have seen over 1,000 centres close since 2010. The report also shows that Sure Start saved the NHS millions of pounds by significantly reducing hospitalisation of children, especially those from the most disadvantaged backgrounds. There is a clear lesson here for Government: investment in early intervention saves money later on. Closing Sure Start centres is a false economy.
Will the Minister use the report as ammunition, with the Tory leadership contenders and the Treasury ahead of the spending review, for a new commitment to revitalise Sure Start? What is happening to the Government’s review on the first 1,001 critical days, which was led by the former Leader of the House, the right hon. Member for South Northamptonshire (Andrea Leadsom)? I pay tribute to her work and her focus on this issue. Will the review be published before we get a new Prime Minister—I understand that it was ready to go—and will renewing Sure Start be central to its recommendations? Will the Government match Labour’s commitment to save Sure Start and invest £500 million in resurrecting it? Given the clear benefits of children’s centres in creating social mobility, will she properly fund local authorities so that they can do everything possible to keep children’s centres open?
The decimation of Sure Start has been a travesty. It flies in the face of all the evidence that early intervention is key to tackling disadvantage. It must be reversed.
I pay tribute to the hon. Lady. This has been a passion of hers and she has worked very hard across the House to gain support. She is absolutely right that investment in early intervention is important. I should point out that, in the first paragraph of the executive summary, the report makes it clear that
“the UK is now one of the highest spenders on the under-5s in Europe”.
Those are OECD figures from 2014. I would just say to her that what matters is to have a universal offer, but it is also about the way services are delivered. That is not necessarily always most effective through centres. They definitely have a role, but it is about services and making sure that we get the services to those who need them the most.
I congratulate the hon. Member for Manchester Central (Lucy Powell), a member of the Education Committee, on her urgent question. In Essex, we have an extraordinary family hub that the Children’s Minister, the Under-Secretary of State for Education, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), has visited. It is a one-stop shop for mentoring, health support, education support and counselling services. Our manifesto commitment was to have family hubs across the country. Will my right hon. Friend commit to having such hubs and roll them out across the United Kingdom?
I thank my right hon. Friend for his comments and congratulate Essex on its work on its family hubs. The point he makes is important. It is not just about one-stop shops; it is also about ensuring that, for families who never go near family hubs or children’s centres, we can deliver services in their own homes. On the quality of children’s centres, in 2010, 68% of early years providers were good or outstanding. Today, the figure is 95%. On outcomes, in 2013, 52% of children left reception with a good level of development. Today, 72% of children do so. It is about making sure that we get the services that are appropriate for a local area to those who need them the most.
Thank you for granting this urgent question, Mr Speaker, and I thank my hon. Friend the Member for Manchester Central (Lucy Powell) for asking it.
The IFS report showed that Sure Start reduces the hospital admissions gap between rich and poor children by half. Put simply, thousands of children are ending up in hospital because of cuts to Sure Start. Sure Start was the jewel in the crown of the Labour Government, and politicians, policy makers and the public have long understood its benefits. Even back in 2010, the Conservative party pledged to recruit 4,200 Sure Start health visitors for exactly that reason. It was a Conservative election manifesto promise, but what is the reality? A cut of two thirds in funding and over 1,000 Sure Start and children’s centres have been lost since 2010.
Will the Minister join me in welcoming the report and commit to responding in detail to each of its recommendations before the summer recess? However, it should not be the IFS that marks the Government’s homework. In 2015, the then Conservative Government promised a consultation on Sure Start, but nothing has materialised. When will that work be completed and will the Minister commit to a publication deadline today? At a time when NHS budgets are stretched, should we not be investing in preventive measures such as Sure Start to keep children from ending up in hospital? Will she make that point forcefully in the spending review?
Tory leadership candidates are scrambling over themselves to make pledges to reverse their cuts, but if they are genuinely serious about social justice, now is the time to show that by pledging to reverse the scandalous cuts they have made to Sure Start.
I thank the hon. Lady for her comments. Being fixed in a dogmatic way on Sure Start children’s centres is not necessarily—[Interruption.] Perhaps she will let me finish. It is important that anything we do is evidence-based. As the report makes clear, statistically the IFS cannot necessarily be confident that the effects that it highlighted on hospitalisation are not due to chance. We need to make sure that we get the right services in the right place, in the right setting, for the families who need them most. Public Health England is currently looking at the healthy child programme, which is 10 years old. It wants to modernise that, focusing it on the first 1,000 days, and she has been involved in that. Looking at the team around the child and at solutions to make sure that vulnerable children and families get the help they need means that we need universal reach and a targeted response where it is needed most.
I, too, pay tribute to the hon. Member for Manchester Central (Lucy Powell) for her excellent and long-standing work on early years, and I very much enjoy being a member of the Education Committee alongside her. With increasing numbers of children being taken into care, what is the Minister doing to help the most vulnerable families to stay safely together?
It is important that families who can stay safely together—the critical word is “safely”—are supported to do so. A number of initiatives are going on: I talked about Public Health England looking at the health child programme and my right hon. Friend the Secretary of State is looking at home learning environments. There are a number of initiatives and this involves children’s services, education and the NHS all working together—[Interruption.] The hon. Member for Batley and Spen (Tracy Brabin) is shaking her head. If she thinks differently, she should say so, but this will not be solved, and families who need help will not be helped unless we have an integrated approach to make sure that, as my hon. Friend the Member for Telford (Lucy Allan) said, families can stay safely together.
I congratulate my hon. Friend the Member for Manchester Central (Lucy Powell) on securing this really important urgent question, and I enjoy working with her on the Education Committee. As the former head of a school with a phase 1 Sure Start, I welcome the recent IFS report, which acknowledges the life-changing work that Sure Start centres deliver for the most vulnerable families in our most deprived areas. Can we have a guarantee that there will be a full commitment and funding from the Government to Sure Start centres and early intervention projects now and in future?
The hon. Lady has a wealth of experience in this field. I can guarantee that our interventions will be evidence-based, which is the critical thing. She talks about cuts, but as the IFS report states, the UK is now one of the highest spenders on the under-fives in Europe, so we are spending money. What matters is making sure that we get the help to those who need it most.
I congratulate the hon. Member for Manchester Central (Lucy Powell) on raising this incredibly important issue. The Minister talks rightly about evidence-based decision making. The evidence shows that in recent years, there has been a 17% increase in the number of children being taken into care and that the reduction in funding for Sure Start centres is a contributory factor. Some 655,000 referrals to children’s services—[Interruption.] The Secretary of State is muttering from a sedentary position that that is not backed up, but the correlation is very clear for all to see. It is both tragic and expensive to reduce funding for Sure Start centres, leading to the need for much more drastic and tragic intervention later. In rural communities such as mine, parents have to travel much further to a Sure Start centre. Will the Government commit to capital funding, so that local authorities can co-locate libraries, children’s centres and Sure Start centres so that they can keep performing?
I point out to the hon. Gentleman that correlation and causation are not the same thing. The IFS report, which we have very much welcomed, is cautious in making that distinction. The important thing is that we can build children’s Sure Start centres in his constituency, which, as he says, is very rural, but what has always mattered to me—I am a former Public Health Minister—is this: what about the families who do not go there?
On the eve of the election in 2010, David Cameron, who became Prime Minister, promised that Sure Start would be safe in his hands, yet here we are nine years later and over 1,000 Sure Start centres have closed, the rest have been hollowed out and two thirds of the budget has gone, and still the IFS has said that they are doing some powerful work with the poorest in our communities. Like me, does the Minister wonder what amazing achievements there could have been from these centres if they had not been decimated and savagely cut in the way that they were?
The hon. Lady has always been a champion of early years in all the work that she has done. It is not just the budget spent on Sure Start centres that matters; it is the budget coming in, and the visits from health visitors, which are so crucial—[Interruption.] The hon. Lady is shaking her head. It is not just that budget. As the report makes clear, we are the highest spender in Europe. What matters is the universal offer and making sure that we target the support to those who need it most and possibly to families who are not attending the centres—what about them?
I invite the Minister to come to my constituency and see the communities that were being served by the five Sure Starts that were closed. She can see whether they were the best off in the country—I think she will find that they were not. Surely she understands that there is a connection between those closures and the 30% increase in the number of children going into care in County Durham.
I am going to sound very repetitive, but this needs to be evidence-based. Sure Start centres—[Interruption.] Read the IFS report and read the wealth of evidence out there. This is part of the problem, but I think the hon. Lady will find that there are more places giving 15 hours free childcare than there ever were Sure Start centres.
I have some sympathy for the Minister, only because the evidence she is not looking at is the evidence she can do little about—the fact that the dramatic cuts from the Treasury to these services and to local authorities have resulted in many local authorities, very reluctantly, having to close children’s services. She says she does not think the model works, but the evidence shows that investment in early years is the best investment we can make. Without it, we have to make good the damage later on. I suggest that she ask parents whether they are satisfied with the present level of support. The evidence suggests that they will say no.
The hon. Gentleman is a doughty champion of all things to do with education. As the Minister responsible for post-16 education not at university, I see the results of children having suffered from poor educational backgrounds and possibly insufficient family support. He mentioned the word “model”. That is the key. It is not one model we need to reach the most vulnerable families. I point again to the 700,000 of the most disadvantaged two-year-olds who have benefited from the entitlement to 15 hours free early-years education a week. This is an important addition to what else is being done. There is no one model that works in this area.
When I held a summit on parental loneliness in my constituency, the local children’s centres made clear the vital role they played in supporting local families—often some of the most vulnerable. Despite this, 12 of the Sure Start centres in Bromley have closed since 2010. The Minister talks about universal reach, but with only six centres left in the entire Borough of Bromley—a huge London borough—and with our health visiting services cut, does she not recognise that universal reach is impossible without significant investment and an end to austerity?
I can only refer the hon. Lady to the report that states that we are the highest-spending nation in the OECD. It is very easy for Opposition Members to throw the word “austerity” around without looking at the evidence or the other models available. She is fixated on a centre. What about the families and mothers who are too depressed to go there? I am saying we need good—[Interruption.]
This is becoming a very frustrating exchange. On the one hand, the Minister, who I respect greatly and work with and who we know cares, is saying that this is about families in the greatest need, but on the other hand, she is saying, “What about the families who don’t go there?” My experience in Bristol stems from when this started. I was brought in to help join up the provision on education, early years and health services. They did not work well together, so we supported measures to tackle health inequalities—measures on family things such as parenting, mental health, domestic violence, cooking, nutrition, and so on. We did that through outreach to the families who would not normally come and by supporting families in the greatest need. What we are losing now is that universality principle and the point about how it actually works—that is where the evidence is. This is a frustrating exchange because the evidence is there. If she can tell us what the Government seek to replace the model with and help us to understand those outcomes, perhaps we can have a more productive exchange for the benefit of all those families who need this provision.
I agree 100% with the hon. Lady. In some ways, these discussions should be more consensual given that we all want the same ends. I must repeat that there are more children’s centres now than at any time when Tony Blair was Prime Minister. It is not just about having centres either. In 2010, 68% of early years providers were good or outstanding and now 95% are. The presence of a centre in itself does not necessarily answer the question. Similarly, in 2013, 52% of children left reception with a good level of development; today, that figure is 72%. That is a marked increase. It is about the quality of care as much as the presence of a centre. I go back to what I said to the hon. Member for Batley and Spen: sticking in a dogmatic way to one thing will not work. We have improved quality, which is critical, and it is important that we are led by the evidence, including the IFS report, which—I say for a third time—I very much welcome. It is one of many things. The work that Public Health England is doing on modernising the healthy child programme is also critical to ensuring universal reach and a targeted response, but so too is looking at the team around the family.
Following on from my hon. Friend the Member for Bristol South (Karin Smyth), I visited a lot of Sure Start centres in my capacity as a domestic violence practitioner and helped them with their work. We are talking about a woman’s ability to walk into a centre, without any stigma and without anyone knowing why she is there, and get help not just with childcare but with the domestic violence she is suffering, her mental health problems, and so on, and all that in her locality from people she trusts. What is it about that that the Minister seems to object to—in, I have to say, quite a dogmatic way?
I congratulate the hon. Lady on her work at the domestic violence centre, and she is absolutely right: women—and men, because sometimes men suffer from domestic violence—need to feel free to go to some place where they feel they can report their situation. I do not have a dogmatic objection. This is the problem with our debate. We want the same ends. I am saying only that no silver bullet answers the question we all want answered by ensuring both sufficient universal support and a targeted approach.
Since 2012, all five Sure Start centres in my constituency, serving the most disadvantaged areas, have closed, with devastating impacts on early years interventions in those areas. The Minister needs to visit Durham to understand that Sure Start’s multi-agency approach and access to a wide range of services has not been replaced by other services largely because of cuts to local authorities. Will she commit to coming to Durham, will she carry out a complete review of early years provision and children’s services and ensure it is funded properly, and will she agree to ring-fence money for Sure Start?
I thank the hon. Lady for her invitation. I am not the Minister responsible for this policy area, but I will make sure that her invitation is passed to the Minister who is responsible, and I am sure that at the earliest possible opportunity he will come to Durham to see the evidence on the ground. As she said, one needs to see what it has been replaced with. I am not sure what the provision of the free childcare entitlement for two-year-olds is like in her area, but it will be important to look at that as well to see what benefit it is giving to families who might otherwise have gone to the children’s centre.
I remember a conversation with a constituent who said her Sure Start centre literally saved her life. She was suffering from post-natal depression but she went to the centre and spoke to other mums and dads, and it was they who convinced her that she needed professional help. Unfortunately, that Sure Start centre has now closed, along with more than half of the Sure Start centres in Kirklees, owing to savage Government cuts. Will the Minister publish figures for the number of designated centres across the country so that we can know exactly what damage has been done and—crucially—will she demand that the new Prime Minister undo that damage by reversing the cuts in full?
The right hon. Lady raises an important issue—she is the first to have specifically raised it—and that is maternal mental health, which is a significant problem for many and is not limited to those from disadvantaged areas. I think that is important. Paternal mental health is now getting slightly more attention than previously. I cannot comment on Kirklees specifically, but if there is any information that we can send her, I will make sure she receives it.
With typical generosity, the Minister has elevated the hon. Member for Dewsbury (Paula Sherriff) to membership of the Privy Council. As far as I can discern or guess, it can only be a matter of time.
One of the great successes of Sure Start was that it reached out to rural areas. We saw that particularly in Dursley and the Top of Town in Stroud. The problem with the cuts is that they have come along with other cuts in, for instance, the number of health visitors. All the increases that were put in place by the Government post-2010 have gone. We also see all sorts of problems in the private and voluntary sectors. Will the Minister agree at least to look at the impact on rural areas? There may not appear to be great areas of deprivation, but to people in those areas who are suffering as a result of deprivation, this matters just as much.
Perhaps, Mr Speaker, that was because I believe that all women should be Privy Counsellors. They are very under-represented on the Privy Council.
The hon. Gentleman raises an important point about rurality. As I said at the outset—and I did not make the comment flippantly—we will ensure that all that we do is evidence-based, and that our evidence is robust.
Has the Minister any plans to look into the impact of centres providing early-years support on reducing youth violence? I ask because last year the cross-party Youth Violence Commission published a report that, as well as suggesting we should take a public health approach to tackling youth violence, said that early childhood centres should be revitalised.
The Minister refers to the need for evidence. Our report was written in partnership with Warwick University, and a great many academics gave evidence, including a representative of the Open University. Edward Melhuish is one of the leading academics analysing the impacts of Sure Start and early childhood centres. Will the Minister agree to read our report and respond to it, and will she also look into the material published by Edward Melhuish on Sure Start and early childhood centres?
The hon. Lady rightly raises the issue of youth violence, which is behind much of the work done by Members on the first 1,000 years. [Hon. Members: “1,000 days.”] I mean 1,000 days. “The First 1000 days of life” is based on the premise that many life chances are set in those early years. I think that both the Department of Health’s healthy child programme and our Secretary of State’s focus on improving home learning, particularly family learning, are important. However, I shall be delighted to look at Edward Melhuish’s report when I am able to do so.
I was Hounslow’s Cabinet lead for children and young people when the Tories, who were in opposition in this place, shifted their view and came round to fully supporting the Labour Government’s roll-out of universal Sure Start provision as a multi-agency service. They did so because of the vast body of credible evidence of the real benefits provided by fully funded Sure Start centres, not just in health and mental health—which are covered in the IFS’s report—but in, for instance, social mobility, educational outcomes, and the provision of domestic violence services. Where is the evidence that informs the Government’s change of policy, as a result of which Sure Start centres are withering on the vine—or is the Minister struggling to justify it in the light of the effects of Government austerity on her Department?
No. Let me remind the hon. Lady that the report makes it clear that we are one of the highest spenders on early years—[Interruption.] It is in the report, on the first paragraph of the executive summary.
I can only reiterate that, while words like “austerity” can be thrown around, this is about the money we are putting into, for example, the free childcare entitlement. It all matters. It all goes towards giving young families and children the early years support they need.
With all due respect to the Minister, she has misrepresented the research, which showed that universal, multi-functional services—not residualised services—had a positive relationship with outcomes for disadvantaged children. In my city of Oxford, children’s centres are anything but that: they are just shells for private or voluntary services, or for residualised services such as contact centres or social services. The access is not there.
The Minister keeps talking about health visitors. Is she aware that under her Government the proportion of children receiving those visits at the right time is appallingly low in many parts of the country? Is she aware that it has fallen under her Government?
The hon. Lady refers to universal, multi-functional services, and to health visitors. There are five statutory health visits. Well over 90% of contacts are made with children in the first few months of their lives, and 80% are made with those aged between two and two and a half. I think that that is welcome, but we always need to know what underlies such figures. I know that Public Health England is looking at the healthy child programme, and I am sure that it will look at those figures as well.

It is a pleasure to serve under you this morning, Sir Henry.
I congratulate my hon. Friend the Member for Middlesbrough South and East Cleveland (Mr Clarke) on securing this debate. I was struck by the account of his visit to Freebrough Academy, and he mentioned Laurence Jackson School. He also mentioned bullying, which is a worry and often goes hand in hand with poor discipline and poor educational outcomes in a school that is generally not succeeding in its primary responsibility, which is to get its children to a state where they can learn with sufficient discipline in the class. My hon. Friend broadened the debate to encompass the wider inequalities of which the north-east is a victim. He is right about the moral imperative—demography should not have an impact on young people’s destiny. I say frequently that it should never matter where people are born, who their parents are, who they live with or who they know; everyone should have a chance to get on in life.
We want to—we have to—change the fortunes of those living in my hon. Friend’s region. As he said, confidence is critical, and in focusing on educational outcomes it can be a difficult balance to recognise where they are poor while also building the confidence of the area. I am sure that he will have danced around that difficult issue: it is right to call out a school when it is performing badly, but the impact of doing so on the wider community can be devastating. He emphasised the poor Ofsted report, and the problem with that is that the school then might not attract the pupils it needs, despite the successful efforts of new leadership teams. School reputations are won and lost with devastating effects, while turnaround can be slow and difficult to achieve.
My hon. Friend mentioned the visit of my right hon. Friend the Secretary of State for Education, who is proud of what he is starting in the north-east. As my hon. Friend said, Opportunity North East is an investment programme of £24 million over three years, which will deliver a widely shared ambition across the north-east to achieve rapid—“rapid” is important—and sustainable improvement in outcomes for young people. The ONE programme is overseen by Lord Agnew. He will focus on five clear cross-cutting challenges: raising attainment and outcomes for pupils at the end of secondary and post-16 education; recruiting and retaining great teachers for north-east schools, because another problem with a school getting a poor Ofsted report is that the teachers go elsewhere; increasing progression of pupils to university, including top institutions; and supporting young people to secure great jobs.
My hon. Friend asked if the report would be made public. I am afraid that I do not have the answer to that, but I strongly suggest that he meets Lord Agnew, because he will be impressed with his approach to such issues—Lord Agnew is a man in a hurry, and will not rest until he sees things turn around.
A key priority for the ONE programme, which I do not think my hon. Friend mentioned, is to unlock the potential of secondary schools in the region. Through the ONE Vision programme, a key part of Opportunity North East, 30 secondary schools across 11 local authorities will be partnered with high-performing school leaders and given bespoke support to raise standards. The ambition is to support those 30 schools to move towards at least an Ofsted “good” rating to improve outcomes, and to help schools sustain that improvement—sustainability matters.
The ONE Vision programme will benefit up to 25,000 young people and help them to learn the skills and knowledge to unlock their potential. I am pleased to report a total of 12 ONE Vision schools in the Tees valley, with five in Middlesbrough, and Redcar and Cleveland. Both Freebrough Academy and Laurence Jackson receive ONE Vision support. Schools have already begun to receive an analysis of need across governance, finance, teaching and learning, and leadership —leadership is so important in schools.
Officials have consulted extensively with Redcar and Cleveland Council and Middlesbrough Football Club on their programmes to help local children from those communities thrive in their transition from primary to secondary education because, as my hon. Friend the Member for Middlesbrough South and East Cleveland rightly pointed out, there is a stark difference—let us hope that does not result in more people wanting to be footballers, because not all of them can be. We intend to commission activities to test robustly the impact of the most promising approaches to improving that transition. My hon. Friend is probably aware of a number of other regional programmes, but I will not go into detail. Again, I thank him for his contribution to the debate and for raising so well the issues that affect his constituents.
I remember standing in this Chamber, probably eight years ago, as a Minister with responsibility for public health. We had a debate on health inequalities in the north-east, and I cited some of the figures that demonstrate the appalling health inequalities in the north-east, but I was slated in the press for doing so. I think that the quote was something like, “Public Health Minister says that everyone in the north-east smokes too much, has too much sex,” and whatever. That is a difficult tension: first, we have to recognise the problem, to face up to it and to tell the truth; but at the same time, secondly, we have to put confidence into the community, and the support it needs to change the outcomes for young people.
I also have ministerial responsibility for further education, and FE colleges do a fantastic job. Those young people who have not done well at school—for whatever reason, whether disorganised and chaotic backgrounds, a lack of discipline in the schools or any of a variety of reasons—have low aspiration and often minimal social capital. FE colleges pick those kids up and give them their second, third, fourth or fifth chance. I am pleased about that with the apprenticeship programme in particular, but a similar move has been made by many more employers, who no longer focus on qualifications but on young people’s skills. They might not have done well at school, but that is not to say that they do not have real skills that, when developed in the workplace, can mean a good career and a successful future. I hope that all such programmes will have an impact.
As I said, I urge my hon. Friend the Member for Middlesbrough South and East Cleveland to meet my colleague Lord Agnew, the man in a hurry—as he rightly should be. The figures are not new, and I urge my hon. Friend to look at the correlation between poor health outcomes and educational attainment. I think that he will see that close correlation, which does not stop at what qualifications people get and the job they get; it leads into later life. We need to do a great deal, but the Secretary of State is fully behind ensuring that we make a difference to my hon. Friend’s constituents. I thank him for raising this important matter.

Commons ChamberAll schools and colleges must provide careers information, advice and guidance to 12 to 18-year-olds. Since January 2018, schools have been required, under what is commonly known as the Baker clause, to invite providers of technical education and apprenticeships to talk to pupils, in order to give them the full picture of their options. A third of technical education and apprenticeship providers say that the situation has improved since that requirement came in, but we know that there is more to do.
Employers have told me that they work in a constantly evolving environment, and that if we are to avoid falling behind the rest of the world, we need a workforce that is able to cope with digital change. What is the Minister doing to ensure that engineering apprenticeships include training in digital skills, so that no young person is left behind in the modern digital economy?
The hon. Gentleman is quite right to say that it is increasingly important for young people to have those digital skills. I refer him to the Institute for Apprenticeships and Technical Education’s website, where he will be able to see the 400 apprenticeship standards that have been developed, many of which involve digital skills. From 2020, we are introducing the first T-levels, the first of which will be a digital T-level.
I congratulate my hon. Friend on continuing to press the case for the funding that further education needs. We are reviewing the sustainability of further education ahead of the spending review. I also pay tribute to my hon. Friend for her particular work on apprenticeships.
Last week, we heard that 55 staff at the University of Winchester are facing redundancy as a result of the Treasury’s pensions bill, and the University of Cumbria is considering leaving the teachers’ pension scheme altogether. Will the Minister rethink before that trickle becomes a flood?
Recent figures show that areas with the greatest need have seen the biggest decline in the number of apprenticeship starts in the past year, with new starts in Bradford South falling by around 50%. I thank the Minister for visiting my constituency, but I am extremely concerned that the current apprenticeship scheme may be widening rather than narrowing the gap between different parts of the country. Will the Minister outline her plans to remedy the situation?
It was a pleasure to visit the hon. Lady’s constituency, where we saw examples of real excellence in the provision of apprenticeships. We have two specific projects, including the 5 Cities project, which is increasing diversity, and we are working in four separate areas to see whether we can make sure that young people from disadvantaged backgrounds can access high-quality apprenticeships, because they often lack the social capital that others from less disadvantaged backgrounds have.
Will the Secretary of State join me in congratulating Jenn Willmitt and her team at Willenhall E-Act Academy, which has been moved out of special measures following a recent Ofsted inspection?

It is a pleasure to serve under your chairmanship, Sir Roger. I congratulate my hon. Friend the Member for Gloucester (Richard Graham), ably abetted by the hon. Member for Scunthorpe (Nic Dakin), on securing this debate, which follows on from our debate on college funding on 21 January. That 45-odd colleagues attended demonstrates the considerable concern across party boundaries about further education funding. I wonder whether that is a record for a Westminster Hall debate—perhaps the Clerks will let us know.
I am grateful. If the Minister looks around the Chamber, she will see many colleagues who represent areas that have not benefited from globalisation. As we move into a skills-based economy, may I urge her, on behalf of the people of Cornwall, to strengthen every sinew when she goes to the Treasury to argue for this money? We are desperate for these skills.
I would love to give way to lots of hon. Members, but time does not allow. I will make some progress.
FE delivers not only high-quality provision for 16 to 19-year-olds but lifelong learning, which was mentioned briefly. As we heard in a moving story from one hon. Member, it gives people chances to learn that they never had as a young person and the opportunity to retrain when their skills become outdated, to gain higher qualifications and to move along the career path. It also provides patient and caring support for those who are struggling to gain basic skills, opportunities for families to learn together and support for parents to help their children, as we all want to help ours. Although further education’s breadth is its strength, that breadth makes it hard to define: it is not school, but it is not university, so we need to articulate a clear vision.
As hon. Members have noted, funding per student has not kept up with costs. For 16 to 19-year-olds, we have protected the base rate of funding at £4,000 until the end of this spending review period, but that has been eroded by inflation. The Association of Colleges and the Raise the Rate campaign’s funding impact survey report have highlighted many of the issues and financial challenges. Reductions in 16-to-19 funding over recent years have partly been due to falling numbers of students; the number of 16 to 18-year-olds in the population has been falling for 10 years. The level is now 10% lower than in 2008-09, which poses difficult challenges for the sector, but it will start to increase again from 2020.
FE colleges are complex institutions that need to manage ebbs and flows in training provision and finance. On average, vocational courses cost more per student than academic programmes, so we provide more funding for most vocational courses for 16 to 19-year-olds through the programme cost weights. Further education institutions therefore actually receive more funding per 16 to 19-year-old student than school sixth forms, but that is purely a reflection of the greater costs.
I think that the thrust of the message from my hon. Friend the Member for Gloucester was that we need to do more to help our colleges. My hon. Friend the Member for South West Bedfordshire (Andrew Selous) spoke about the productivity potential of people who attend FE and about fairness. My hon. Friend the Member for Colchester (Will Quince) spoke about equality of opportunity; I wonder whether he might send a nice YouTube clip of this debate to the Chancellor, who I am sure would find it riveting. My right hon. Friend the Member for Bexleyheath and Crayford (Sir David Evennett) rightly noted that, despite it all, 81% of colleges are rated as good or outstanding.
Our debates on FE put the case for it front and centre as a driver of social mobility. Bearing in mind the precious little time we have had today, I am sure that the opportunity for part 2 of this debate will come very shortly. My hon. Friend the Member for Clacton (Giles Watling) and the shadow Minister, the hon. Member for Blackpool South (Gordon Marsden), spoke about T-levels, which will receive an additional £500 million in funding when they are rolled out. In fact, it was in Clacton that I met a woman who said probably one of the most poignant things I have ever heard. She had left school with no qualifications and was a single parent with three children, but she had gone back and done level 2, level 3 and level 4 qualifications. When I met her, she was doing level 5. I asked her why she had done it—what had suddenly inspired her to do it when her children were in their teens? She said, “Because I thought I was worth it.” There is nothing better to hear.
Wages of FE staff are lower than in schools. FE staff are incredibly committed individuals who carry on because of the demonstrable difference that they make to young people’s lives. Further education colleges are independent and set their own wages, but that does not make recruitment and retention any easier.
Differences in life expectancy were briefly mentioned. One of the most significant correlators with poor health is level of education. Better-educated people have better health; I say that as a former public health Minister. The issue needs to be highlighted, and there may be an opportunity to expand this campaign into questions of health—I put that forward as a suggestion, and I am sure that my hon. Friend the Member for Gloucester and the hon. Member for Scunthorpe will take it on board.
One hon. Member spoke about second chances, and we often talk about third or fourth chances. I have had the privilege of seeing those fourth chances change people’s lives.
I congratulate the Minister and the hon. Member for Gloucester (Richard Graham) on their speeches. One of the great issues in my constituency is mature students who had a family early or who did not have much interest in education at school but pursued an interest in it at a later stage. Further education can give them that opportunity, as it does at South Eastern Regional College in my constituency. Does the Minister agree that mature students need opportunities in the same way that young people do?
Very much so. This is absolutely about those second, third and fourth chances.
My hon. Friends the Members for Winchester (Steve Brine) and for Truro and Falmouth (Sarah Newton), both former superb Ministers, are now putting their weight behind the campaign to raise the profile of FE and highlight just how important it is for the prospects of young and—never let us forget—older people.
I am pleased to hear that my hon. Friend the Member for North Devon (Peter Heaton-Jones) met the Chief Secretary to the Treasury—keep on meeting her. We also heard from my right hon. Friend the Member for Ludlow (Mr Dunne) and my hon. Friends the Members for Cheltenham (Alex Chalk), for York Outer (Julian Sturdy), for Taunton Deane (Rebecca Pow), for Cleethorpes (Martin Vickers), for Stafford (Jeremy Lefroy), for Waveney (Peter Aldous) and for Northampton South (Andrew Lewer), among many others. They all made excellent contributions.
I hoped to speak in this debate on behalf of Askham Bryan College and York College, two outstanding colleges in York. I urge the Minister to ensure that further education colleges have a fully professional mental health service, because the levels of self-harm, eating disorders and even attempted suicide are way above the national average. Will she respond to that point?
The hon. Lady is absolutely right. There are younger people, and indeed older people, for whom the school education system has not worked for whatever reason, who probably have a history of failing external examinations and who are often quite vulnerable or have special needs and all the associated problems that go with it.
We are listening to a wide range of feedback from many sources, including hon. Members present, and we are looking at the efficiency and resilience of the FE sector. The post-18 review will take a systematic view of provision and funding across post-18 education. We are also looking at levels 4 and 5, where we know that we need a much wider programme. If I had time, I would love to talk about the national retraining scheme, a partnership between the Government, the TUC and the CBI that we hope to roll out later in the year.
I must say to the shadow Minister that comparing apprenticeships today with apprenticeships before the 2017 reforms is like comparing apples and pears. I know that the apprenticeship system is not perfect, but believe me, in National Apprenticeship Week, I saw the extraordinary progress that has been made in the past year.
I am very aware that there are non-levy employers who are not yet on the apprenticeship service, and I want them to be on it as soon as possible. We are currently at the mercy of procurements and training providers. With procurements it never feels as if we are getting the right answer, but I assure hon. Members that all the levy money is recycled into the apprenticeships system.
I have been to south Devon, Bradford, Uxbridge, Harlow, Gloucester and many other places. Some colleges are thriving and some are struggling, but it is clear to me that they all have a motivation that is rarely seen in any other sector. We have put in £470 million to help colleges to restructure, but until we collectively recognise the added value that FE colleges give us, we will not see the changes in funding that are needed. That is how we give people a chance to turn their lives around and ensure that whatever their background, wherever they come from, whatever their family do and whoever they know, they too can get a great job and a career.
I congratulate my hon. Friend the Member for Gloucester and the hon. Member for Scunthorpe once again on their campaign, and I know that they will now be joined by many others. For me, they are pushing at an open door. Amid the cries for schools funding and the concerns for universities, FE can get lost. However, if we accept not only the personal gain for individuals but the potential productivity gains for the country, the case to the Chancellor is surely clear. With tin hats on, we continue into battle to make the case for further education.

It is a pleasure to serve under you, Mr Davies. I will not rise to the speech by the hon. Member for Wythenshawe and Sale East (Mike Kane). I am disappointed. He is a good man, but it is a shame that he said what he did, because this had been a good debate. We know that there are problems in the system, and we can argue about budgets, but I say to him that a lot of the problems that we face in the House today are due to party political posturing. We can have arguments about money and budgets, but today was not the time to have that argument. What we wanted to do today and what right hon. and hon. Members did do was raise real concerns about provision for children with special educational needs.
I could easily respond to what the hon. Gentleman said. I could give him back a party political rant if that is what he wants, but I do not believe that my job as a Minister and as a Member of Parliament is to do that. I am going to make some progress, but let me say that when I came into the House in 2005, the very first thing I did was to set up a drop-in day for parents of children with special needs, because under every Government, we never quite get things right. Humility is not in ample—
I will not for the moment; sorry. Humility is not in ample supply in this place, but we on the Front Benches on both sides should have some humility and accept the fact that Governments—Labour, Conservative and coalition Governments—do not always get it right. What we need to do, in a cross-party—
I will not give way for the moment, because I have not yet even thanked my hon. Friend the Member for York Outer (Julian Sturdy) for securing the debate. What is important is that we try to get the system to work. I thank my hon. Friend and congratulate him on securing the debate. He knows that we have made significant reforms to the special educational needs system in recent years. There are real pressures on the budget—I accept that—and there always have been, but much can be done within the current budgets to make the system work better.
I agree with the Minister that this has been a good debate. At the time of Tony Blair’s Government, I was a council cabinet member for children and young people, and I saw the massive investment. I acknowledge that the three Governments since the Labour Government left office have built on that, but there remain major issues in relation to special educational needs. I think that the Minister is acknowledging that, and Tory Members are telling her that, so we now need some real action, not just talk.
The hon. Gentleman is absolutely right. We need to work together on this. In a previous debate that I covered for the Under-Secretary of State for Education, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), I said that the right hon. Member for Kingston and Surbiton (Sir Edward Davey) was very welcome to work across the House to ensure that the system works.
My hon. Friend the Member for York Outer referred to a mental health crisis. This did not get much attention, but the number of pupils with SEN is rising quite rapidly. We did not get many contributions on the number of offenders who have dyslexic difficulties; a lot of people in prison have such problems. Another issue is the bullying of children with SEN. Coursework was also mentioned. My hon. Friend the Member for Newton Abbot (Anne Marie Morris) referred to employers valuing the skills of people with special educational needs, and she was right. I have seen absolutely excellent work by employers in my role as the Minister with responsibility for apprenticeships.
The hon. Member for Bury North (James Frith) made a very good point about flexibility. That is the trouble, is it not? We swing from one side right over to the other. Particularly for children with special educational needs, we need to be flexible in the way we assess them in schools. Additional flexibility, adequate adjustments—
On the issue of flexibility, will the Minister encourage the Minister for School Standards to reconsider insisting that 95% of children sit the EBacc, because it is not really suitable for 95% of children?
I am sure that the Minister for School Standards will take that up. We continue to have discussions about it.
My hon. Friend the Member for York Outer talked about parents having to privately fund the diagnosis of children. We have talked about the battles that parents face. I repeat what I said in a previous debate on that matter: parents with sharp elbows battle through the system better, but even those with sharp elbows have a difficult fight. The hon. Member for Bury North raised the fact that that money is wasted, and it should be on the frontline. We still have a lot to do.
I will come on to the issue of teacher training. My hon. Friend the Member for Cheltenham (Alex Chalk) raised the important issue of the need to help mainstream schools include children with SEN, and I will say a bit more about that in a minute. My hon. Friend the Member for Mansfield (Ben Bradley) mentioned FE briefly, but, as the Minister for FE, it caught my ear. Further education colleges do a fantastic job with young people with special educational needs, who often have not succeeded at school or had their needs met. I was recently at a college where they have 400 children with special educational needs, one of whom would not come into the college at all, but stood outside. That child is now thriving, doing well in his qualifications and is about to go on an apprenticeship—absolutely brilliant work.
The Minister is absolutely right about FE colleges, but in Cornwall we have found that they have had to reduce the days for young people with special educational needs from five to three, which has not only caused real difficulties for the families, but created discrimination and division between children who are fully able and those with special educational needs. Will she look at that issue in her role as Minister for FE?
I am happy to look at that. The hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) talked about the evidence given by one person who said, “I am not a person with special educational needs; I am a normal person.” It has to be normal, and we have to adapt the system to make every child and young person in an FE college feel normal.
The Minister is making a constructive and excellent speech. Will she praise the teachers in the colleges and schools for their work in SEN, because they have a difficult job, and I think they are working really hard and well?
My right hon. Friend is absolutely right: the teachers do a fantastic job, in circumstances which are—certainly in further education—quite difficult. He also mentioned funding. He never hesitates to mention the particular issues facing Bexleyheath and Crayford. Through the Children and Families Act 2014—I sat on the Committee considering the Bill—we made big changes to strengthen SEND, including £391 million given to local areas to support implementation, £252 million of which was provided directly to local authorities.
We have approved 125 new special schools spread across the country, including 37 extra ones. A number of hon. Members have also raised the need to have inclusion, as well, so we have provided an extra £100 million of capital funding to create more places in mainstream schools, colleges and special schools for children with SEN, bringing the total capital investment since 2018 to £365 million. The line between inclusion and special schools is very wavy. We must be guided by which setting best suits the needs of the child, though there is sometimes a discrepancy with parents, who want one or the other.
I have two quick points. One issue with the changes in the 2014 Act was that they raised the expectation of parents about raising the funding that went with it, and it continued provision through to the age of 25, without providing that additional funding for 18 to 25-year-olds. That has caused some difficulties. As some of my hon. Friends have mentioned, we cannot talk about inclusion without talking about the need to change the accountability measures and the ways that schools are judged, because I think that drives some of the off-rolling and exclusions that we see.
I will say a little more about that. There are perverse incentives. The hon. Lady talked about an audit of the spend, which I think is an important issue. I should also mention—I think it was mentioned earlier—the £4.6 million that is going into parent-carer forums and the £20 million going into advice, information and support for children and young people with SEND, and their parents, which lasts until 2020.
We are aware of those incentives in the current system—that £6,000—as was mentioned by the hon. Member for Stroud (Dr Drew). We intend to gather more information about the way the funding system operates in a call for evidence that we will launch shortly. I am sure that the Education Committee will be involved in that.
I must not forget that my hon. Friend the Member for York Outer secured this debate, so I will mention funding in York. We have announced £250 million additional funding for higher needs across England over the next financial year. Yorkshire will receive £785,000 on top of the increases already promised, bringing City of York Council’s higher needs funding to over £90 million next year. However, we recognise that budgets are facing pressures. The Secretary of State is very aware of that.
On educational psychologists, our plans include ensuring a sufficient supply of educational psychologists, trained and working within the system. We said that we would train more to meet increasing demand. Today I am pleased to announce funding of over £30 million to make that happen.
On teachers, briefly, we talked about the need for teachers to be able to recognise and help children with special educational needs. We have developed a range of specialist resources for initial teacher training, including on autism and dyslexia. We are reviewing SEN provision in initial teacher training to inform case studies of good practice. We are taking a range of measures to make that better, which I would go through, but time does not allow.
Will the Minister indicate when we can expect the Timpson review? It is now a year since it began. In February, we heard mood music on what it is likely to say, but when will the Timpson review conclude and report?
I cannot give the hon. Gentleman a precise date. As a Minister, I could just say, “Shortly”, which is what Ministers say, but I know that right hon. and hon. Members are keen to see that review—so, soon.
The Government are doing much work, but we know that there are gaps in provision. Needs are not met and families are having battles—those that can—that they should not have to fight. Everyone in this debate wants to make education work for those very special children and their quite extraordinary parents, so that every child gets the opportunities that I have seen some get. I mentioned apprenticeships, and through the apprenticeship diversity champions network I see employers recognise the amazing skills that young people have even without qualifications. That must be no longer be an exception but the normal course of events.
We need a seamless education and training system which is what my right hon. Friend the Secretary of State is determined to achieve. The debate has raised exactly the issues that need to be resolved in order to meet the needs of those children and young people with special educational needs.

Written StatementsToday, I am pleased to launch the first stage consultation on the post-16 review of qualifications at level 3 and below in England.
This review, alongside the development of T-levels, is central to building a world class technical education system. Our ambition is to develop a qualifications system for all, in which every student benefits from high quality study that helps them realise their talents and achieve their career ambitions. It is vital to addressing our country’s productivity and skills gaps and achieving the international competitiveness on which our future prosperity depends.
The current qualifications system at level 3 and below is complex, with around 12,000 qualifications. Some of the qualifications are well recognised and valued, but as the Wolf and Sainsbury reviews identified, too many are poorly understood and poor quality, weakening their currency and value for individuals, employers and the economy as whole.
The review aims to simplify the landscape, ensuring that every single qualification is necessary and has a distinct purpose, is high quality and supports progression to positive outcomes. At level 3, we want A-Levels and T-Levels to be the qualifications of choice for students choosing classroom-based study, and for more students to study and achieve at level 3. Subject to the review and the outcomes of our consultation, we expect that where a qualification at level 3 overlaps with a T-Level or A-Level, it would not, in future, be approved for funding for 16 to 19-year olds.
At level 2 and below, qualifications should enable progression to a higher level of study for those that are able to do so; and for those who are not, there should be high quality qualifications that lead to a good range of employment options and opportunities to study at a later stage.
To drive up quality and ensure fairness in the system at an early stage, in August 2020 we will withdraw approval for funding for older qualifications, where there are newer, more robust versions that have been re-developed to meet performance table rules.
We recognise that qualifications in scope of this review are taken by a range of learners, including adults and those with additional needs, such as special educational needs and disabilities. A ‘one size fits all’ approach will not work. We want to be confident that the qualifications available work for all students, irrespective of their specific needs.
It is important that we take the time to get these changes right and listen carefully to the sector’s views. This is why we are consulting in two stages. We are looking first at the principles that should guide the review before moving on in the second stage consultation to detailed proposals for change, which we will bring forward later in the year. I strongly encourage everyone with an interest to contribute to the debate, so that we can work together to build the world class technical education system that our students deserve and that our country needs.
