A suppressed Cabinet Office report on HS2 raises major concerns about its risky construction timetable, its poor management and the insufficient work done on costs, and also questions the capability of those involved in the delivery of the project. Will my right hon. Friend tell us whether the Government are prepared to publish the report by the Major Projects Authority?

I do not think that there is any shortage of reports on HS2, be they from the National Audit Office, from the Transport Committee, or in the form of evidence given to the Treasury Committee. There is a huge number of such reports that people can consult rather than consulting a report that is more than two years old.

Clearly it is not. As I have stated, we have a very good track record with the largest number of Bills in pre-legislative scrutiny of any Government in any Session. In relation to what has happened in the Lords, they wanted more time and that is exactly what the Government have provided.

Does my right hon. Friend agree that pre-legislative scrutiny allows consultation while legislation is more easily amended, and allows politicians and stakeholders to give their opinions? Will he commend the work of the pre-legislative scrutiny Committee, a joint Committee with the House of Lords, on the Deregulation Bill, which I have the honour to serve on?

I will certainly do that. Pre-legislative scrutiny is a very positive opportunity for stakeholders to contribute. As I stated, the Government have been very positive in providing those opportunities to a large number of stakeholders in no fewer than 17 draft Bills.

It is essential to apply the necessary commercial expertise to this scheme—whether it be directly in the Department for Transport or in HS2 itself. I am encouraged by the new appointment of Sir David Higgins to lead this process. I think that will give people increased confidence, which is indeed necessary.

If the hon. Lady is so convinced of the business case, will she explain why the Government are now on the fifth revision of the business case for HS2? Does she think this will be the last revision, or will there be another 25 over the next 25 years to justify the case? I simply cannot believe it: it is amazing that the project has gone up by £10 billion and the Government have now managed to find £10 billion-worth of supposed benefits. I put it to the hon. Lady that this is the biggest work of fiction since Enid Blyton.

It is for Ministers to say why the business case has been reviewed so many times, but when the Transport Select Committee looked at the issue two years ago, it approved a high-speed line, but pointed to a number of critical areas where it was felt more work should be done, which included looking again at the business case. One reason for that was the valuation put on the time people spent travelling, when it was alleged they could not work. We thought that that was not a correct valuation and that it should be looked at again. We raised issues of environmental concern and said they should be looked at again, as we did with issues relating to economic impact, particularly the need to have economic development strategies as well as the essential rail travel links.

The Select Committee called for a review of the case, looking at those specific factors and stressing the importance of relevant and up-to-date information. We thought it would be absolutely wrong to use information that was not up to date and that ignored the concerns we had raised. The report supported the project in principle, but raised real concerns, which we said must be addressed before any final decision could be taken. Not all of those concerns have yet been addressed, but some of them have been, as we have discussed today.

The strategic review produced this week provides the up-to-date information. When the previous reports, including the NAO report, were produced, that information was not available. It is necessary to examine the new information that has come forward and look at it very carefully indeed—and that is the up-to-date information. As I say, previous reports did not look at it.

The hon. Lady talks about looking at the detail, so let us look at the facts. This project started out at £20 billion; it has hit £50 billion; the Treasury is working on £73 billion—and it was all priced in 2011 money, with indexation of 3% on top of it. Is it going to go the same way as HS1, which started at £1.5 billion and finished up at £11 billion?

Again, I think it is for the Minister to answer those questions. This specific amendment deals with networks. The hon. Gentleman raises an important issue about the costs and the contingencies and how they will be put together, but that is a matter for the Minister and for broader debate than for discussion on this specific amendment.

It is well known that on the west coast main line the additional capacity created by the upgrade is already starting to run out and that the line will be full. Of course we can create additional capacity on a train by converting some carriages from first class to standard class, but that does not create extra space on the line for additional trains. As the Minister acknowledged, places such as Shrewsbury and Blackpool want to have an additional direct service but cannot because the capacity is just not available. I am sure that the hon. Member for Rugby (Mark Pawsey) would like to have directed his question to the Minister.

Under freedom of information requests, we have discovered that the average spare capacity on the west coast main line is currently 40% and that demand at peak time actually increased by only 0.9% last year?

I am not sure why the hon. Gentleman did not address that to the Minister who is responsible for the railway. I feel like I have been given entire responsibility for it, although I would be happy if we swapped places. The point is that the capacity is not available at the times when people want to travel—at peak times—and that there is insufficient capacity for additional services and for freight, which is also vital.

I shall try to be brief. I have tabled amendment 23 on the link between the network and Heathrow. Some hon. Members will understand that I have raised the issue on behalf of my constituents, as is my right, in each debate we have had on High Speed 2.

Let me briefly give the context. My background is in supporting rail expansion and investment. I represent a constituency with a railway estate and a large number of railway workers and, in addition, I chair the RMT trade union group in Parliament. We have been strongly behind the development of increased capacity and investment, so when the idea of high-speed rail was first proposed it was welcomed in my constituency for a number of reasons. One was that if we could get railway journeys below four hours, that would take pressure off Heathrow airport and reduce the need for short-haul flights into Heathrow. That assisted in our campaign against the expansion of Heathrow.

When the route was published, every Member south of Birmingham could assess its impact on their constituency, except me, because the link to Heathrow was not included. The route of the link to Old Oak Common was published, but then we were told that there would be a direct link at some stage, the options would be published, there would be a consultation, a preferred option would be considered, compensation arrangements for those affected would be discussed and then this House would make a considered decision.

There are real concerns about the environmental impact where the network hits the north of my borough. The right hon. Member for Uxbridge and South Ruislip (Sir John Randall) and the hon. Member for Ruislip, Northwood and Pinner (Mr Hurd) have valiantly argued the case for their constituents and achieved some tunnelling, but a lot more needs to be done. Other facilities that serve the whole borough will be affected, such as the Hillingdon outdoor activities centre, which will need to be relocated.

I am also concerned that my constituents now have no idea what impact the route will have on them because, following the introduction of the Davies commission, the whole timetable and consultation process for the link to Heathrow has been deferred until after the next general election, which means more years of blight for my constituents. That affects all of them, because nine different options for linking to Heathrow are being discussed, which means everyone’s home or business is under threat. That is no way to run a railway or consult on such a massive project. We were promised a logical process with a tight time scale. We were told that as the main network was decided, the routes would be published, there would be consultation on a preferred route, and a decision would be made relatively speedily, which would at least have given us some certainty. That has all gone now.

My hon. Friend the Member for Nottingham South (Lilian Greenwood) said that we do not want to put off any decision on high-speed rail until after the Davies commission reports. The solution, then, is simply to ensure that the commission reports earlier. The fact that it is due to report after the next general election is a political fudge to get everybody off the hook. In the coming six weeks the commission will report on a range of options, but there will be no final report until after the general election. Why is that length of time needed? All the experts, and indeed a number of Government Members, have been clear that the deadline could be brought forward so that we can have certainty about the Government’s preferred option before the next general election.

I have great sympathy for the hon. Gentleman and his constituents facing the blight of uncertainty over possible routes for HS2 and the link to Heathrow. It is the same for my constituents in relation to the route for phase 2, which is out for consultation, and it could be changed, so huge swathes of my constituency and those of fellow Conservative Members are similarly blighted. To paraphrase, we are all in this together.

I understand that, which is why I said that Members south of Birmingham know roughly what the route will be.

I was given promises and undertakings in this House about the process that would be followed to determine the route of the link to Heathrow. At least we thought we had some certainty on the time scale for the consultations. In fact, I was holding public meetings to go into some detail about the compensation arrangements for whatever option was to be proceeded with. Now it is all up in the air again and the route that the link will take is uncertain. The Government have opened discussions about a potential third runway at Heathrow. Sometimes Members can become paranoid in this House and think that they are coming for them.

Will the hon. Gentleman confirm that if Scotland is mentioned in the Bill, that will satisfy Scotland and it will not seek Barnettisation of this project, which would put the cost up even further?

I am glad to hear Conservative Members speak against privatisation. That is very encouraging. Perhaps they should have thought about that with regard to Royal Mail, when they transferred loads of people’s money from the taxpayer to private pockets. [Interruption.] I think I misheard the hon. Gentleman and he said “Barnettisation”. It is the accent—I am sorry. If he is indeed talking about Barnettisation, I will come to that point. If he is patient, as I am sure he will be, he will get an understanding of exactly what our viewpoint is.

It is important that HS2 happens and that we work within Scotland to make sure that we have connectivity and can benefit by linking into the network. The Scottish Government do not agree with the assumptions that have been made by KPMG and the Department for Transport. We feel that there is an error in some of the modelling and that some of the assumptions are out of date. We are more pleased with what came out of the Department yesterday, which said:

“Scotland will benefit from high speed services from Edinburgh and Glasgow as soon as Phase One of HS2 opens. Phase Two is expected to reduce journey times by up to an hour without the need to change trains, benefiting the Scottish economy. The Government’s goal is for a network that brings the country closer together, so we are taking forward a study with the Scottish Government to consider how these benefits could be extended further. This is looking at how to boost capacity and cut journey times between Glasgow/Edinburgh and London to less than three hours”.

That journey time offers further access to an inter-European market, which is vital for Scotland.

I hope there will be Barnett consequentials, which are important, so that Scotland can prepare for the benefits of the extension of European high-speed rail. We could consider a link north of Edinburgh up towards Aberdeen. I often remark that the rail journey between Glasgow and Fort William takes about three hours, but the distance is only 100 miles. The average speed is 33 mph, so perhaps medium-speed rail would improve journey times.

The benefits of HS2 will be strong, but they will be stronger still when Scotland is included, as the example of Seville and Madrid shows. We shall work for assurances from the UK Government that they will consider a sensible extension that will benefit not just Scotland, but the south-east of England and the European markets. This is in everybody’s economic interest, as shown by the Baltic line running from Helsinki to the European markets.

High-speed rail will benefit everybody. As the hon. Member for Warrington South (David Mowat) flippantly said earlier, the counter-arguments suggest that, if connectivity is such a bad idea, closing the M6 would result in a boom in the north. Of course, that is nonsense. As Adam Smith said in “The Wealth of Nations”, the more markets and economies are linked, the better for all. There will be mutual benefits and we will all win.

A number of amendments in the group deal with the extension of HS2 to Scotland. Unsurprisingly, I shall concentrate my remarks on the case for the building of HS2 and the benefits it will bring to Scotland and my city of Edinburgh.

It is patently clear that the improvement to the railway system that HS2 will deliver will benefit Scotland. At the moment, we suffer from capacity problems further south on the rail network. Unless something is done to deal with them, as rail demand increases, journey times and railway services to Scotland will be affected. We will obviously benefit from the reduction of 45 minutes that will be brought about by HS2, and I hope that further reductions will be achieved in the fullness of time.

We will also benefit from the way in which HS2 will help to rebalance the economy towards the north of Britain. The development of HS2 will lead to a reduction in the pressure for growth in domestic air travel, which will have other advantages. Extending high-speed rail to the points proposed by HS2 and beyond will also improve the business case for high-speed. All the evidence suggests that the business case for the improvements further south will be strengthened by extending HS2 to the points currently provided for and beyond to Scotland as well.

I did not hear those comments. Front Benchers will put forward the Labour position on the matter, and I am pleased that this high-speed rail project was started under the Labour Government of which Lord Prescott was a member.

The case for HS2 is overwhelming, and that is why we have seen a wide degree of political consensus across the parties in Scotland and certainly in my city. It is a project that has the support of the business community, the local authority and practically all political parties in Edinburgh.

My right hon. Friend makes a fair point, but it is not the point that I am seeking to make. The £35 billion that has been allocated for control period 5, between 2014 and 2019, referred to in paragraph 18 of the Department’s case, does not cover many of the items on the wish-lists that Members are compiling today.

I totally agree with my hon. Friend’s analysis: there will be increased pressure on the HS2 mitigation budget for the route, which will put costs up. I put it to him that the only way in which any Government will be able to keep a cap on the cost of HS2 will be drastically to cut back on the compensation scheme for householders who are unduly affected by the project. That would be devastating for my constituents.

I will come to the direct costs in a moment, but my hon. Friend makes a valid point. The Royal Institution of Chartered Surveyors has told me that land prices have gone up threefold in the past decade. Not many households have been compensated so far, but the House of Commons Library informs me that 32 homes have been compensated to date—a very modest sample—and that the average cost per home has been £500,000. I do not know what the cost will be in north London, but I suspect that London house prices are going up quite quickly.

The right hon. Gentleman brings great expertise to these issues. That takes me back to the reference to a blank cheque: my concern is that the House is being asked to exercise blind faith, which will have a hugely distorting effect on transport schemes elsewhere in the country—as pressure grows, for example, for Crossrail 2 to connect not at Tottenham Court Road, but at Euston. Other schemes in the system, such as the one in my area of Cambridgeshire, will be asset-stripped of what they rightly deserve.

Let me leave the House with the image that we look like someone coming down the platform with five business cases, while the train has already left the station and we are waiting for the announcement of whether we will hit our destination, which will be given next year not by the Government, but by the shadow Chancellor. I do not think that is the right way to proceed. We need to be far more careful with controlling the costs.

I shall speak particularly to amendment 25, which has the support of my Front Bench and, I am pleased to say, of the Government as well. I was a member of the Cabinet in 2009 which first gave formal approval to HS2. That was endorsed in the run-up to the general election by all-party agreement. Although I have taken a close interest in the project ever since, I have seen nothing in the intervening period to persuade me to withdraw my support for it.

The case is clear. First, thanks to a dramatic increase in the usage of the railways in the past 15 years—I am very proud of Labour’s record—we face a situation where, for both freight and passengers, the existing lines cannot cope. As someone who for years has had to endure the west coast main line, I have to say that large sums of money were spent during that period—one of the reasons why there was so little electrification—on patch and mend to that line and on quadrupling the line in the Trent valley, with very little overall benefit. If folk in the House and outside think there is an alternative to HS2, they are right that there is, but it is a worse alternative, with more disruption and greater cost.

The second reason why I strongly support HS2 is that it will help to rebalance our economies. I have listened to some fancy arguments in the House, but among the fanciest are those that I have heard today and from colleagues in the Tea Room—that if we put in this investment, it will somehow suck more economic activity into London. It is worth turning that argument on its head or, as the Treasury likes to say, looking at the counterfactual. If that were the case, it would be overwhelmingly an argument for reducing the capacity of the railways north-south and for slowing up the lines. It is simple nonsense.

I will in a moment, but I am conscious that others want to get in before the knife.

I come to the issue of the costs. No one is in favour of providing blank cheques for schemes, but I have seen no evidence that a blank cheque is being provided for this scheme. What we are talking about is £42 billion until 2033, which works out at just over £2 billion a year. That is a lot of money but, in the grand scheme of things, including infrastructure investment, it is not huge, particularly when compared with the massive amount of money that has rightly been put in by successive Governments to improve infrastructure in London and the south-east. I would be happy to support that, but it is time that the investment went elsewhere.

I have certainly never wished to speak for my right hon. and noble Friend Lord Mandelson. All I can report as a matter of fact is that my right hon. and noble Friend was in the same Cabinet Room in 2009 when the project was endorsed. If he has had some reverse damascene conversion, it is for him to explain that, not me.

Let me turn to the issue of costs. I was chairman of the Cabinet Committee on the Olympics for its first four years. The first bid was put in at about £2.5 billion and the ultimate cost came out at £9 billion. Let me explain why there is no direct comparison. The bid was not based on the contingency but on a prayer that we would win it. Not a huge amount of effort was put into costing it because, frankly, very few people ever thought we would win. It was only after we had won on 6 July 2005 that the serious work began and led, quite properly, by the Treasury, we considered the contingencies.

I say to my right hon. Friend the Member for Holborn and St Pancras (Frank Dobson) that a contingency of such a size is sensible, because there needs to be an optimism bias. That was what was put into the budget for the Olympics by the man who is now Sir David Higgins, who turned that project around. Contrary to what was said by the right hon. Member for Chesham and Amersham (Mrs Gillan), the Olympics as an infrastructure project came in not only on time, because it had to, but on budget. Those who are worried about a blank cheque—any Chancellor or shadow Chancellor needs to be—should be reassured that Sir David Higgins is now in charge. I have every confidence in him, not only from his time running this operation and the Olympics, but from his time at Network Rail. He got costs down and took a close interest in the detail of the projects.

I know my hon. Friend is not in favour of the new line—he loses no time in telling me that. I dare say that similar comments were made in debates on railways in the House over the centuries. The truth is that the line will be the first line built north of London in 120 years. I understand the concerns of hon. Members whose constituencies the line goes through. I do not dismiss them and have never done so. I want to ensure that we have a fair compensation scheme in place. I believe that the scheme is, without any doubt, right for the future of the UK.

I find it rather ridiculous that I can go from London to Paris on a high-speed train, and that my hon. Friend can go from London to Brussels on a high-speed train—I know he keeps a close eye on what goes on there—but we cannot go from London to Birmingham, Manchester or Leeds on a high-speed train. The time has come for a steep uplift in our transport system.

I should tell my hon. Friend that there is still a long way to go. We must take the hybrid Bill through the Commons. There will be plenty of opportunities to debate it in detail. As the right hon. Member for Blackburn (Mr Straw) said, HS2 will be debated in far more detail than roads that now go through various constituencies when they probably caused greater environmental damage.

I thank my right hon. Friend for giving way. It is true that this is a high-speed debate. Does he agree that an hour is completely insufficient parliamentary time for a Third Reading debate on the largest infrastructure project the country has ever seen?

My hon. Friend has taken part in the Third Reading of many Bills—they have always been hour-long debates. In fact, it is only recently that we have had debates on Third Reading. Back in the days when the right hon. Member for Blackburn was Leader of the House, we sometimes did not have debates on Third Reading because we simply did not have the time. The Government are trying to help everybody we can—[Interruption.] I do not want to get any more partisan now that I have the right hon. Gentleman on side.

The Bill is about helping communities and businesses, and helping the cities of the north and the midlands to compete on equal terms with London. Nobody begrudges the money we are spending on Crossrail or Thameslink. They are huge investments in our capital city, but it is time we looked at what is happening in the rest of the country.

Three important words—room for growth—sum up why the project is so important. They are at the core of the strategic case we published on Tuesday. The responses to the report show the crucial message of growth. The British Chambers of Commerce states:

“This report bolsters the economic case for HS2…HS2 is the only scheme that can transform capacity on Britain’s overstretched railways.”

The CBI has thrown its considerable weight behind the project. It did so because the new line is part of the answer to the infrastructure deficit that faces our country. The leaders of our great cities back HS2. Sir Richard Leese, leader of Manchester city council, has said:

“It’s straightforward and simple. We need more capacity and the only way is through this new network.”

Since 2008, the country has learned some tough lessons, but we must make ourselves more resilient and competitive as an economy. That will not happen if we do not take the long-term decisions on investment and stick to them. Our society is changing, our population is growing, people are travelling more, and demand for inter-city rail travel has doubled in the past 15 years and will continue to increase.

As I have said all along, I welcome suggestions for creating more capacity, but the so-called alternative suggestions from the critics simply do not add up. We have looked at the case for building new motorways and dramatically expanding domestic aviation. Neither does the job. Some people believe we can carry on squeezing more room out of our current railways, patching up our problems. The work we published this week shows that, if we tried to create the capacity we needed by upgrading the three current main north-south lines, we would face 14 years of weekend closures. That is not an alternative to the new line, it is disruption on a nightmare scale.

We are already investing record sums in the existing railway. Network Rail will spend £38.3 billion in its next five-year control period, and the Government have a £73 billion budget for wider transport investment over the next Parliament. Despite all that, we will still need new rail capacity. If one accepts that—and that we need room to grow—there is no choice about how to provide it. As the strategic case makes clear, a new high-speed north-south line is not just the right way, it is the only way.

The new north-south line will be the backbone of Britain. It will have 18 trains an hour, each carrying up to 1,100 passengers, transforming the available space on inter-city lines. As long-distance services transfer to the new line, capacity will be released on the existing network. Of course, not every city across Britain will benefit in the same way, but Network Rail estimates that more than 100 cities and towns could benefit from released capacity. It would mean significantly more commuter services, better connectivity and more routes for rail freight, taking lorries off our most congested roads.

We know that HS2 is the best answer to our transport problems, but as with any large infrastructure scheme, we also know we will face opposition. I respect the fact that some people are concerned about the impact on the places they live, and I respect those with serious proposals for improvements. Already, the environmental impact of the new line has been vastly reduced thanks to such improvements. But I also respect what Sir John Armitt said in his recent report on infrastructure—that big schemes need “broad political consensus” as well as “resolution” from political leaders.

HS2 must be a national project with support across the parties, or in the end it will be nothing. Labour leaders in our great cities across the north and the midlands know that HS2 is right. To those who say that there is no blank cheque, I say that there never has been and there never will be. I know that hon. Members want costs controlled. Here are the facts. The target price for the first phase is £17.16 billion. That is the price for construction agreed with HS2 Ltd. For the whole Y-route, the agreed budget is £42.6 billion, including a contingency of £14.4 billion, which we are determined to bear down on. Sir David Higgins—the man who built the Olympics on time and on budget—will make sure that happens. As the new chairman of HS2, he will bring his penetrating eye and expertise to the task to get the best value for our country.

As the strategic case published this week shows, our updated benefit-cost ratio has fallen slightly from 2.5 to 2.3. We have been open about that, but it means that the business case for the new north-south line is still strong, with more than £2 returned for every £1 invested—about the same as Crossrail and Thameslink, and nobody seems to doubt those projects. In fact, the ratio for HS2 could increase to 4.5 if rail demand continues to rise until 2049.

It is still important to recognise that the benefit-cost ratio cannot take account of unpredictable factors. That was true of the Jubilee line extension in London, for instance, which did not include the 100,000 jobs it now supports at Canary Wharf. It was true for High Speed 1, which did not include benefits from redevelopment at King’s Cross and St Pancras. When I first became a Member of Parliament, King’s Cross and St Pancras were places where people did not want to spend any time if they could possibly get away with it. They would try to turn up just before their train was due to leave. Those stations are now destinations in their own right. People go there and look with amazement at what has happened to the UK’s railway system.

If the hon. Gentleman had listened, he would know that I just said we will support HS2. We shall be voting in favour of it this evening.

This is the first new north-south railway for more than 100 years, but Labour's brainchild has, sadly, been neglected by the Government. Instead of gestation, we have had stagnation. The project has been put at risk by delays, project mismanagement and, in July, by a huge increase to the budget.

First, on delays, Ministers looked at strategic alternatives to High Speed 2. That took until November 2011, which wasted 18 months and led to slippage in the project timetable, with Ministers now playing catch-up. Costs in this Parliament have risen from £700 million to £900 million. The National Audit Office has warned that this tighter time scale poses risks to the project:

“Faster preparation for the bill may increase the extent of petitions to Parliament which may make it less likely that royal assent is granted by the planned date of May 2015.”

Another delay is that the consultation on phase 2 of the route has only just been launched for the Y part of the network, despite the fact that it was being worked on when we were in power three years ago. Ministers have been trundling along; it is time for more urgency.

Secondly, on project mismanagement, the Government’s early cost-benefit reports were criticised in May this year by the National Audit Office for failing to make the strategic case for the new railway. I welcome that that has now been published in full. In September, the Public Accounts Committee warned that Ministers’ plans to present the hybrid Bill to Parliament before Christmas were “ambitious” and “unrealistic”. I would be interested to hear from the Secretary of State whether that is still his plan.

The shadow Chancellor has never said that in the media. In fact, he has told the media that it will be a collective decision, so I do not know where the hon. Gentleman has got that from.

Finally, this summer the contingency budget ballooned to £14.4 billion, now one third of the railway’s cost. Our concern is that putting in such a large contingency at such an early stage of the project could be a self-fulfilling prophecy, a point made by my hon. Friend the Member for Birmingham, Selly Oak (Steve McCabe). We are living in austere times. Our constituents are facing the largest cost of living crisis for a generation. Prices have risen faster than wages for 39 of the 40 months of this Government, and working people are, on average, more than £1,500 a year worse off. In these circumstances, and given the public finances, it was right for my right hon. Friend the shadow Chancellor to call the Government to account for their mismanagement of the project, which has led to this ballooning of costs. That is the right thing to do, because public consent for this great project depends on people like the shadow Chancellor having the courage to stand up against sloppy, incompetent and bureaucratic government. It is we, the Opposition, who are the true friends of HS2 and this Government who have put it at risk. We will continue our scrutiny of these costs and our discipline on the public finances.

I hear that, and many people would agree with my hon. Friend.

I am sad that the Bill is coming up for Third Reading without our having had longer to debate it. I, sadly, will be going through the Lobby to vote against it. I do not think any help or support should be given to the project. Many people around the country share my view. Simon Walker, director general of the Institute of Directors, said recently:

“We agree with the need for key infrastructure spending, but . . . It is time for the Government to look at a thousand smaller projects instead of . . . one grand folly.”

Richard Wellings of the Institute of Economic Affairs said:

“This lossmaking project fails the commercial test, while standard cost-benefit analysis shows it to be extremely poor value for money.”

I could go on. Even the Adam Smith Institute says that HS2 is a disaster.

Does my right hon. Friend agree that if there were a genuine business case for HS2 the Government would not have to put £50 billion-plus of taxpayers’ money into it, and the chief executive of Legal and General, which has announced a £15 billion fund for UK infrastructure, would not say that he does not want one penny of that money spent on HS2?

I am grateful for the support for the quotes that I cited.

As the Secretary of State well knows, we have an outstanding meeting on compensation. I know he has tried to fulfil that and I hope we can get together on compensation, because my constituents are so badly affected.

I hope HS2 does not go ahead. The new love-in between those on the two Front Benches does not fool me much. I am pretty sure Labour will play politics with the project right up to the wire, but if it does go ahead, we must make sure that we have the best protection for our environment and our countryside, and the best compensation for people whose lives, businesses and communities will be rent asunder by the project. Nothing less will do.

I certainly agree with that. Indeed, if hon. Members want to see evidence of how cycling makes people look 10 years younger, they only have to look at the Chief Whip. [Laughter.] [Hon. Members: “He’s only 80!] He does not look a day over 80.

Of course segregated cycling routes are the best option, and of course they are expensive, but sometimes they are not as expensive as they look. In many areas we see examples of small groups of individuals being allowed to stand in the way of low-cost options to create off-road routes. We need to get to grips with that.

I am sorry, but if my hon. Friend will forgive me, I have taken two interventions.

In my area, the South Devon Railway, which was given a bridge that was built half with public money, has treated the River Dart as though it were some kind of moat and has prevented the sharing of that bridge. Such situations are simply unacceptable. That bridge must be the only one in Devon that keeps communities apart rather than brings them together. I call on the South Devon Railway and those involved in all such examples around the country to recognise that they have an opportunity to increase the sum of human happiness. In Totnes, the South Devon Railway has an opportunity to create a link that would join up the national cycle network and, in so doing, increase the footfall for its business. I think we all recognise that cycling has enormous benefits beyond health, with economic benefits for communities. I hope that the South Devon Railway will listen to this debate and take a generous step forward by helping us to create that link.

I would like to deal briefly with the issue of cycle helmets, which has been brought up today. I agree with the right hon. Member for Exeter (Mr Bradshaw) that the trouble with making them compulsory would be a net reduction in cycling. Of course, it is sensible for anyone who has a helmet to wear it, but what would happen to the wonderful Boris bikes scheme in London if we made the wearing of them compulsory? No one would use it. Yes, if people have a helmet, they should wear it, but they should not be put off if they do not. Most important, they should not feel that they need special kit. Cycling is for everyone. The statistics show that it will make us live longer and be happier, so let us remember the joys of cycling. Let us get Britain cycling and find the money to make that happen.

Indeed. We should remember that this is not just about funding coming from the centre; we should not always be looking to central Government to take the lead. Local government also has a critical role to play, as my hon. Friend has just pointed out. Its activities can encourage or discourage cyclists, and the resources that it is willing to provide are important. Local authorities can provide innovation and leadership in their own communities to improve the opportunities for cycling.

Does my hon. Friend support the massive transformation that has happened in my North West Leicestershire constituency, where redundant coal mines have been transformed into part of the new national forest and are criss-crossed by numerous well-used and attractive cycle paths, particularly the Hicks Lodge national forest cycle centre, which allows thousands of families to have traffic-free cycling each year?

It is good to know that these things are happening, and it demonstrates the role for both national and local government in improving cycling.

I would describe myself as an irregular but enthusiastic cyclist with a tendency to go for the long cycles rather than the daily commute. Prior to the general election of 2010, I made a pledge to my local constituents that if I were elected, I would cycle from my constituency to London. After being elected, the very first question I received from a reporter was, “And when do you intend to cycle to London?” I finally carried out that cycle, and this year I took an even longer cycling trip from Land’s End to John O’ Groats. On both those trips, the experience was very good. I got a bit fitter, lost a little weight and found it to be a great social activity, doing it with friends. It is a great way to see the diversity of our own country and, indeed, to raise a little money for charity along the way.

I want to make two serious observations coming out of those two cycle trips. First, there were potholes everywhere, and it would be helpful if local authorities did their best to try to rectify them, because they make it so difficult for cyclists. Secondly, I have mixed views on fellow drivers when cycling along the roads. I shall come on to that later.

I appreciate that many Members will speak about the report, its views and its recommendations, but I want to make two specific observations and suggestions, both of which will, I suspect, be highly controversial. First, cyclists must take responsibility for their own safety. We must ride our bikes sensibly and appropriately. It is vital for cyclists to respect other road users, especially cars and lorries, as well as pedestrians and other cyclists. I also believe that we cyclists should wear a helmet.

On that last point, I would go further. Some have campaigned to make it compulsory for children to wear helmets. I believe that that should be extended to everyone: everyone who uses a bike should use a helmet. If adults are seen to wear helmets, that will encourage children to do so, but I see no reason why that should not be made compulsory in the interests of safety. I appreciate that there are counter-arguments and that some take the view that it would reduce the number of people taking up cycling. I am of the view that safety is important and that, gradually, the opposition to wearing helmets would be overcome as people became used to the idea. We have all got used to wearing safety belts in cars and helmets on motorbikes.

The east coast main line has benefited from major improvements over the last 20 years. Will my right hon. Friend assure me that the Government will not neglect the need for future investment in that important route, notwithstanding the huge amounts of money that are being sucked into the doomed HS2 project?

Huge investments are being made in the east coast and, indeed, a number of other railway lines. Our package of rail investments between 2014 and 2019 will lead to the largest-ever electrification on our railways. The Chancellor confirmed that and further investment in the railways yesterday.

The hon. Lady is right. I referred to the petition system advisedly—that is, not just the e-petition system. At the moment the e-petition system is working well and is a significant improvement on what happened in the past. The paper petition system in this House is somewhat anachronistic. What we need—I want to work with colleagues to make this happen—is a petition system that enables our constituents to petition their Parliament but also engages with Government to get a response from Government. The signal improvement, I hope, will be for this House to be able to use the petition system as a basis for demonstrating further improvements in the engagement of the House with the issues that matter to our constituents.

The three estimates day debates each Session present a valuable opportunity for Select Committees to hold Departments to account, but too often the debates are focused on specific Committee reports rather than departmental expenditure as such. We are keen to explore with Select Committees any ways in which we can enable these debates to focus on a wider range of financial and performance-related documentation. I am sure, for instance, that as part of that process the Transport Committee would want to pick up on the issues that the hon. Gentleman has raised in relation to HS2.

Indeed, but it would be very difficult to get to, and it would not have benefited from the improvements we have seen there.

I think that the answer starts with a simple point: without HS2, the key rail and road routes connecting London to the midlands and the north will soon be overwhelmed. Even on moderate forecasts, the west coast main line, the nation’s key rail corridor, will be full by the mid-2020s, a point made earlier by my hon. Friend the Member for Shrewsbury and Atcham (Daniel Kawczynski), who wants more services from Shrewsbury to Blackpool. Having served as a Transport Minister in 1989, I know that the fundamental change that has taken place since then is that the pressure on a Transport Secretary now is often to find more services for the rail industry and more rail connections across the country—I was just talking about the west coast main line—and that is despite £9 billion of improvements north of Rugby in recent years. That means investing in the current infrastructure and trying to improve it. There are still problems south of Rugby, which is why Virgin has suffered problems in meeting some of the criteria it regards as important in providing the right kind of service.

At the moment, the value-cost ratio is reckoned to be 2.5. I also point out that the BCR tells us some things, but not everything. For instance, the BCR on the Jubilee line was a lot lower than that for High Speed 2. If the Jubilee line had not been developed, a lot of the development in Canary Wharf would never have taken place. The line brought a huge amount of investment into the area and the country. It is important that we are seen to be able to compete with other countries in the global race to attract businesses to this country. The point also relates to the Olympic games, where a contingency was allowed and in fact the price of the games came in below the budget that had been set by the Government. I expect the final costs to be lower than those I have outlined. However, I take on board my hon. Friend’s point about BCR.

The support of the Government in this case is, I believe, rather like the support given by the rope to the hanged man.

I hope I am not falling into that trap. I think that a high-speed system that will eventually join Edinburgh and Glasgow, through Manchester and Leeds, to Birmingham and London will be of enormous benefit to the country. I do not believe it is a perfect system and I do not believe it is being constructed in the best way, but it has all-party support and it can be improved. I personally believe that we should be building north to south, as well as south to north. I believe, as my right hon. Friend the shadow Secretary of State said, that we should be building a link directly through to High Speed 1. However, I do not believe that any of those problems are sufficient to stop us investing in infrastructure that will help the whole of the country.

I will not, if the hon. Gentleman will forgive me. I have already given way twice.

My last point comes from the experience of being responsible for building the second runway at Manchester airport. Paying compensation on the basis of free market value at the time is an extremely costly way of building infrastructure. Giving free market value plus 10%, 20% or 30%—whatever is appropriate—will speed up the process and save money. I hope the Government will give consideration to that, and to serious mitigation. If people take legal action because they think they are being treated unfairly, and if there is blight for a long time, that will hinder the project. It is estimated that delays in tunnelling on some high-speed routes have cost as much as the actual tunnelling. I therefore hope that on compensation the Government will not be short-sighted. I hope they will deal with the problems outlined by my hon. Friend the Member for Sheffield South East (Mr Betts) and my right hon. Friend the Member for Holborn and St Pancras (Frank Dobson), and be generous in looking at the problems and pain caused. That will benefit the high-speed system in the end.

I rise to support the Bill. I am in favour of expanding our high-speed rail network. I respect hon. Members who represent constituencies that will be directly affected, and it is right that they fight for the best interests of their constituents. I have the advantage of representing a constituency that is in no way affected. Even the increased capacity, which is the prime motive for the development of a new network, will be of minimal benefit.

My hon. Friend makes a fair point, but similar points could be made about every item of Government expenditure. Ultimately, the increased capacity will benefit the more provincial towns and peripheral areas of our country. The network is operating to capacity. We heard from the Secretary of State that the west coast main line would be at capacity in the early 2020s, and similarly the east coast main line, which has an impact on my constituency, will soon be full.

People have talked about blight, but speed is essential. Yes, there can be blight on individual properties and so on, but if that is to be the case, the sooner we get a decision on routes, compensation and so on, the better. Speed is also essential for the economy. We have heard, quite understandably, that connectivity is important to the development of our towns and cities, and that has been proved by countless reports over time. If Hudson and the other Victorian rail moguls had had to operate to timetables as stretched as that for HS2, I doubt whether the network would have developed to anything like the extent it did and from which this country benefited in the late-19th and 20th centuries.

The Minister has just scuttled out of the Chamber. Perhaps he suspected that I was about to mention that increased capacity would allow additional services to Cleethorpes and elsewhere—but that is for the future. If we are to rebalance the economy to the benefit of the north of England, it is important that we have this increased capacity and connectivity. I can understand the arguments against it. The cost is phenomenal, and, as my hon. Friend the Member for North West Leicestershire (Andrew Bridgen) pointed out, my constituents will have to bear some of that cost. [Interruption.] Does my hon. I draw the House’s attention to my previous declaration—that the proposed route of HS2 not only bisects my beautiful constituency, but runs within 100 yards of my home.

I came to this place to try to do the right things for my constituents and, indeed, my country. I seem to find that a large amount of my time and effort is spent trying to stop bad things happening, which my constituents often reassure me amounts to much the same end, but I can assure you, Madam Deputy Speaker, that it is nowhere near as satisfying. There are few projects that I have ever believed are such a bad thing not only for my constituents, but for the whole country, as HS2. If this goes ahead, my constituency will take all the pain for none of the gain.

What we are being asked to vote for today is the signing of a blank cheque for HS2 Ltd for a railway that is, in my opinion, a solution looking for a problem. This is a scheme with vast financial costs for the taxpayer and a high human cost for those unfortunate enough to live or to have their business on or near the proposed route. The financial costs were initially estimated by the Government this morning as £33 billion, but stand at over £42 billion this afternoon, with a further £7.5 billion for rolling stock. That is an enormous commitment at a time of austerity for a project that will not be ready until 2033 and is of questionable economic benefit.

How can we be certain that today’s £10 billion of additional budget will prove to be the last? When it comes to keeping to budget, Government rail projects certainly have a terrible record. The west coast main line upgrade, which was initially estimated to cost £1.5 billion, ended up costing £9.9 billion. The Thameslink upgrade was estimated to cost £650 million in 1996, but the end costs will be nearer £6 billion on completion. We could be looking at a project with a final bill of many tens of billions more than the Government’s initial estimate or even today’s estimate. All that for a railway where the cost-benefit ratio analysis, even before today’s £10 billion, did not stack up. For phase 1, the Department for Transport claims that HS2 will produce £1.40 of benefit for every £1 spent. The Government categorise schemes below £1.50 as being low value for money—and that is before today’s extra £10 billion.

Does my hon. Friend agree that the cost benefit has been pushed to one side by Ministers today? Now claims are being made about extra capacity, but has it not been true of this project that one moment it is about capacity, the next moment it is about speed and the next it is about restoring a better north-south balance? The objectives are always used to fit whatever the argument demands, and they seem to move around.

I thank my right hon. Friend for that intervention. She is absolutely right, and I shall deal with the issue of capacity later in my speech.

The cost-benefit ratios are questionable. As has already been pointed out, the assumption is that all time spent on trains is wasted time, so the figures are based on the extraordinary idea that when someone goes on a train they do not do any work. Anyone who travels on our railways will know that that is certainly not the case. It should also be noted that, compared to our European neighbours, journey times between first and second cities are considerably shorter in the UK. The journey time between Birmingham and London is already half that of high-speed rail travel in France and Spain.

My hon. Friend makes the point that others have made—that the business case does not properly reflect productive time, iPads and all the rest of it. Page 51 of the business case addresses that point explicitly, stating that if trains are overcrowded, people who are standing will not be able to work on PCs. The business case would be better if it took that into account.

My hon. Friend makes a valid point, and I shall deal with the issue of capacity later in my speech and hope to address it then.

When it comes to saving time—this point has been made several times today—I have never met a business person in my career who has said that the reason why their business is not thriving is that they cannot get to London quickly enough.

Another argument cited is that HS2 will rebalance our economy. I agree with that argument, as I believe that it will rebalance our economy, but further in favour of the London and south-east. Indeed, no serious academics support the view that HS2 will reduce the north-south divide. For weekend and leisure travel, for instance, which is the more likely scenario—that more families will travel from London to spend an evening in Birmingham or Manchester, or that families from Birmingham and Manchester will use the route to spend time and money in London? I suggest to hon. and right hon. Members that the latter is the more likely scenario, and that HS2 will simply suck more money from the regions into London and the south-east.

I therefore appeal to all Members to think very carefully about whether they are acting in the best interests of their constituents in supporting the signing of a blank cheque for this white elephant of a project, which is already forecast to cost every constituency in the country £75 million, and which, given the expected further overruns, could easily end up costing each constituency more than £100 million. Are Members prepared to support a scheme that will inevitably suck money away from transport schemes that could benefit their own constituencies? As for the issue of capacity, figures show that the west coast main line has the capacity for the 100% increase in passenger numbers that was proposed by FirstGroup when it submitted its franchise bid.

Does my hon. Friend not recognise that it has been stated categorically that capacity will be reached by 2026, although other people think that it will be reached earlier? Has he travelled on a London Midland train to London on which he could not get a seat and could hardly get through the door?

I put it to my hon. Friend that anyone predicting what capacity, or the demand for any commodity or product, will be in 20 years is living in dreamland. The capacity on the railway was driven by punitive taxes on company cars in the 1990s, and that will level out.

HS2 is a huge project that will take a lot of stopping, but I suggest to Members that they would not eat an elephant in one sitting, even if it were a white one, and that today’s debate is merely the first serving of many. I do not believe that this project represents the best use of taxpayers’ money, and I therefore urge Members to support the amendment and vote against the Bill.

Absolutely. It has already been suggested that the compensation schemes should mirror those in other countries such as France, where big infrastructure projects go ahead with no problems because the schemes are so generous. However, it is not compensation that people are after. They are saying “I have lived in this town, or this village, for four or five generations and I do not want to move. I am being asked to accept all the disbenefits of HS2 without gaining any of the benefits.” If I represented a major town, I might be able to see the benefits of this project, but it does not bring us in North East Derbyshire any economic benefits. In fact, it does exactly the reverse. I cannot see the sense of what is happening, and I shall explain why. I would welcome the Minister’s response to this.

Derbyshire county council has spent many years cleaning up, developing and redeveloping sites that were ruined by the results of the end of the mining industry and the steel industry in Sheffield. For decades those places have slowly been brought back into the economy. Up to £77 million has already been spent in Markham Vale, an area that I share with my hon. Friend the Member for Bolsover (Mr Skinner). That £77 million will, in effect, be wiped out because HS2 will be going straight through it. Chesterfield canal is one of the best and biggest pieces of redevelopment and regeneration in North East Derbyshire, bringing investment to the Chesterfield waterside project. It will now not have a waterside project, and will now not get the £310 million of investment in the local economy.

What about the small businesses in towns and villages such as Renishaw, too? Such businesses become the focal points of villages. Already, only months after the route has been published, a local wedding business has lost £70,000, some 20 years before anything is due to happen.

That is absolutely right. This affects rural areas differently from how it affects cities. We are talking here about HS2 and a national economic policy, but we are not distinguishing between the cities and the rural areas.

I was going to go into the detail of the issue of connecting cities. This absolutely will connect cities, but that is not the issue for people who live in North East Derbyshire. In Apperknowle, what people want is to get a bus to the hospital, not to go to London. In each of the recent public meetings I have held, attended by hundreds of people, we asked when was the last time anybody had been to London. In one group of 300 people, five people had been to London in the past five years. This is not being done for the benefit of the people of North East Derbyshire.

I have serious doubts about the business and economic case, too, but those concerns have been raised by other Members, so I will not rehearse them. I do want to say, however, that I have found the consultation to be the most disappointing part of this whole project. HS2 Ltd has been very good at consulting stakeholders, but the stakeholders do not include those people whose houses and businesses the route is going through. The project has failed at the level of going and talking to people—not just persuading them of why the train has to come through their front room, but explaining why a high-speed rail link is needed. People are just not convinced.

At the same time as there is the hardship scheme, we are being told the route has not yet been fixed and the consultation has not even been opened, and therefore no decisions can be made on where the route is going to go. At the same time, however, not very far from my constituency, a kink has been put in to get the train to go around Firth Rixson steelworks in Sheffield. Why are we allowing and announcing changes to the route when the consultation has not even been opened? If the Department for Transport and HS2 Ltd are open to persuasion, will they please put in a kink and go all the way around North East Derbyshire?

I offer a heartfelt thank you to my right hon. Friends the Secretary of State and the Minister of State, who have been exceptionally receptive to me and my constituents and have worked hard to resolve the issues with HS2 in my constituency.

I fully support HS2. It is a vital project for Leeds. Unfortunately, the plan that has been put forward is unacceptable, but my right hon. Friends have worked very closely with me and we have come up with some ideas. The route will still go through my constituency, but hopefully those ideas will form part of the consultation. As has been said, it is important that we utilise, as far as is possible, the high-traffic corridors that already exist, such as the M1, which is 12 lanes wide up to Leeds.

My hon. Friend says that he overwhelmingly supports HS2. He supported it this morning when it was going to cost £33 billion. He supports it now that it will cost £43 billion. Will he support it when it will cost £50 billion or £60 billion?

I am glad for the extra minute, but my hon. Friend knows that he is making those figures up. He is including the contingency, which will not necessarily be spent. The Secretary of State has also made it clear that £5 billion will be spent on rolling stock, which could go on the existing west coast and east coast main lines. My hon. Friend knows that he is being rather naughty with the figures.

Returning to the advantages for Leeds, over the past decade Leeds has been a growth city. A great deal of business has come to Leeds. There are things that we need. I lead on transport issues within the team of Leeds MPs. Leeds is crying out for its transport network to be improved, because it is worse than it was in the 1950s. We want to move forward with the tram-train system.

None of those things will happen unless there is investment in our northern cities. That is one reason why HS2 is so important. There are huge commercial opportunities in Leeds. There is also a willing and able work force in and around Yorkshire that can be drawn to Leeds. We have got to get away from the idea of its being a Leeds to London link. The most important benefit to Leeds—yes, we will be able to get to London within an hour and 20 minutes—will be the Javelin trains, which will service a wide area of the Leeds city region and will link up, if I can get a tram-train system put in, with the Leeds-Bradford International airport, which is vital to the economy of Yorkshire. Thanks to lobbying by the airport and local MPs, there are now three British Airways flights a day to Heathrow, which dock at terminal 5. The Javelin trains will cover the wider area, so that people in south Yorkshire and west Yorkshire will be able to get to Leeds-Bradford airport in minimum time, get airside and get off in New York, San Francisco, Australia or wherever they are going. HS2 will open that up. It is nonsensical to say that we need to discuss where we are going with the airline industry first before we talk about HS2—they complement each other.

In April, we came to the House during the recess to reflect on the death of Margaret Thatcher. Many Members on the Government Benches gave speeches about how she was a visionary, and how she led and did what she thought was right. I ask my hon. Friends to reflect on the great lady’s comments in 1986, on the opening of the M25:

“Now some people are saying that the road is too small, even that it’s a disaster. I must say I can’t stand those who carp and criticise when they ought to be congratulating Britain on a magnificent achievement and beating the drum for Britain all over the world.”

I am sure my right hon. Friend the Minister remembers the quote. She went on to say:

“And to those who say, ‘we always build our roads too small’ we can only point out that at some of the planning enquires those who object to the new road say that our traffic forecasts are excessive, and that improvements to existing roads would be enough. Fortunately the planning inspectors and successive Secretaries of State have not accepted that viewpoint.”

We can see the comparison with the high-speed rail network, which I believe is vital for my home city of Leeds and for the growth of Britain.

I do. The first-class coaches are almost never full. Indeed, I have often seen one person per first-class carriage. It needs to make at least two of them standard class.

I had also imagined that HS2 would be largely used by business travellers, so I was surprised to have the reply from HS2 stating that 70% of journeys on HS2 were expected to be for leisure purposes. I fully recognise the value of leisure travel to the economy, but where is the justification for an ultra-high-speed line, such as that which HS2 seems so determined to build, if 70% of those using it are doing so for leisure?

Yes, and I fully understand the problems mentioned by some of my hon. Friends. We need to do something about that, but an ultra-high-speed line is not the answer.

I come now to the business case for HS2. There has been a lot of argument about whether it is valid. I am not an expert in these matters, but there are several things that make me sceptical. The first is the apparent lack of knowledge at HS2 about current demand. The second is the surprising fact that HS2 is to be largely a leisure railway rather than a business railway. Since leisure passengers are much more sensitive to price than business passengers, especially premium business, I wonder whether this price sensitivity has been fully incorporated in the business case. The third reason is the large question mark over whether this is the right way to help the midlands and the north to develop. Just this week, plans were unveiled for a vast new commercial development at Old Oak common in London at the proposed junction of Cross Rail and HS2. I welcome that, but it underlines the concerns of those who worry that HS2 will simply bring more development into London, possibly at the expense of the midlands, the north and Scotland.

Then there is the business case for the west coast main line after HS2 comes into service. The line will remain an essential part of our national transport infrastructure, so it is essential that its post-2035 business case be at least as strong as that for HS2, but I have not had that case from HS2, despite my asking for it. Given that HS2 is so dependent on leisure traffic, I am concerned about what will be left for the west coast main line. Clearly, there will be an increase in freight and some leisure, commuter and regional services, but will it be sufficient to maintain the line without very substantial subsidy? And if a subsidy will indeed be required, has that been factored into the business case for HS2?

I fully support the comments made by north Staffordshire MPs about the real concern over the connectivity of Stoke-on-Trent, which is one of the top 10 conurbations in the country. I ask the Secretary of State to take that matter very seriously. On compensation, I entirely agree with those who support the idea of a property bond. That must be done. In France, people receive well over the market rate for their property, and everything goes through much faster. Let us be generous, as many Members have suggested.

I have no pleasure in opposing the proposals before us. If this were a Bill to provide for additional capacity in the network by using existing corridors at a sustainable cost and without a fixation on ultra-high-speed trains, I would support it wholeheartedly, but I am afraid that it will achieve none of those things.

This has been an extremely good and well-informed debate. A significant number of my hon. Friends and other hon. Members have spoken in support of High Speed 2 and this paving Bill, and a number, including a number of my right hon. and hon. Friends, have expressed their concerns and lack of support.

I want to begin in a slightly unusual way by congratulating the shadow Secretary of State, the hon. Member for Garston and Halewood (Maria Eagle), and the shadow Minister, the hon. Member for Nottingham South (Lilian Greenwood), on taking the view in the national interest that they will support the Bill tonight, as they supported it when they were in government. For that consistency, I congratulate and thank them.

We heard a number of excellent speeches. I thought the speech by my hon. Friend the Member for Folkestone and Hythe (Damian Collins) was particularly relevant and interesting, because his constituency has the experience of High Speed 1. I also enjoyed the robust contribution made by my hon. Friend the Member for Northampton South (Mr Binley), who is clearly a keen and enthusiastic supporter of the project.

I say to my right hon. Friend the Member for Chesham and Amersham (Mrs Gillan), my hon. Friend the Member for North West Leicestershire (Andrew Bridgen) and others who oppose the Bill and who have the preferred or proposed route going through their constituency that I understand what they are going through. I have considerable sympathy for them as constituency MPs and I admire they way in which they are rightly fighting for the interests of their constituents, but ultimately I believe that the national interest must come first, although we must do all we can to alleviate any problems that have been highlighted.

I am sorry, but no. I have very little time and a lot to say to reply to the debate.

In the comments made both by those who support the Bill and by those who oppose it, there was a common theme: we have to sort out the issue of compensation. I agree. We accepted the High Court’s decision in the only one of the 10 judicial reviews that we did not win that we should reconsult. That consultation on a comprehensive compensation scheme will begin shortly, and I can say to my hon. Friend the Member for South Northamptonshire (Andrea Leadsom) and others that the options to be considered will include a property bond.

My hon. Friends the Members for Tewkesbury (Mr Robertson) and for The Cotswolds (Geoffrey Clifton-Brown) asked that we say once again what the costs are. I will give those figures to the House now. For phase 1, it is £21.4 billion in 2011 prices, and for phase 2, it is £21.2 billion, making a total of £42.6 billion, which includes a contingency of £14.4 billion. The cost of rolling stock is £7.5 billion, of which £1.7 billion is the contingency fund.

The debate has laid bare the fact that everybody wants the benefits that high-speed rail is set to deliver—new jobs, growth and prosperity for our country—but there are understandably some questions and concerns about how we realise those benefits. Those concerns are not unlike those that surrounded the construction of many of the now indispensable parts of our nation’s transport infrastructure, such as the M25, the Jubilee line extension to Canary Wharf and High Speed 1 itself. High Speed 2 is not a scheme being built for the future based on the travel behaviours of the past. We stand firm in our belief that High Speed 2 is the right choice for Britain in the 21st century, just as the railways were the right choice for Britain in the 19th century. Amazingly, back then, those opposed to the railway claimed that it would terrify country folk, turn cows’ milk sour, stop hens laying and lead to an invasion of town folk into the country; and that travelling at speeds of more than 25 mph would cause the engines to combust and the passengers to disintegrate.

The doubts of today are the only true hindrance to realising our vision and the benefits it will deliver, and I am sure that future generations will look back at these doubts in the same way as we look at the doubts of those opposed to railways in the 19th century—and, ironically and using a shorter time scale, the doubts that the people of Kent had in the 1980s and ’90s, which they now totally reject. One of my hon. Friends mentioned that Maidstone successfully avoided having a station, which went to Ebbsfleet instead, and Maidstone is now begging to have a station because the town is losing out on the regeneration that a station delivers.

High Speed 2 is a vision that we have to realise. Over the past decade, about half of economic growth has been concentrated in London and the surrounding regions. While High Speed 2 will shrink the distance between our great cities, the vision for High Speed 2 is to extend the benefits that it will deliver far beyond the actual network. We estimate that over 70% of jobs created by High Speed 2 will be outside London. High Speed 2 will redress the imbalance felt acutely by millions of people in different parts of the country. Britain cannot afford to burden the economies of great cities such as Manchester, Leeds and Birmingham with an overcrowded railway that will be almost 200 years old by the time that High Speed 2 opens and which has no spare capacity.

It is time that Britain—the country that invented the railway—raised its aspirations and ambitions by building that world-class, high-speed rail network. I am confident that the House will recognise the core objective of High Speed 2 to create an engine for growth that will unlock massive potential and opportunities for UK cities such as Birmingham, Leeds, Manchester, Sheffield and others along the route. It will link eight of Britain’s 10 largest cities, serving one in five of the UK population. People will be able to travel from Edinburgh to London and back in the time that it takes to drive one way. The network will be fully integrated with the nation’s airports, with stations serving Manchester and Birmingham directly, an option for a spur to Heathrow, and short connections to East Midlands airport from Toton station, which is halfway between Derby and Nottingham. That will radically redraw the economic geography of the nation, bringing our cities closer together and rebalancing growth and opportunities. In doing so, High Speed 2 will rewrite the economic fortunes of this country.

It is imperative that we do not delay the project, and the expenditure powers that we are seeking in the Bill will allow us to move forward with this ambitious investment in infrastructure. I have to say to right hon. and hon. Members that dithering is not an option if we want to maximise the economic potential of the country. By building High Speed 2, we will demonstrate that Britain still has the ambition and vision to build world-class infrastructure to support a world-beating economy. For those who do not believe that there will be acute regeneration around the stations and depots, I suggest that they go to Japan to see what has happened in places such as Tokyo, Osaka and Nagoya, where there has been massive regeneration, with shops, leisure activities, hotels and businesses, not simply in the immediate vicinity of the stations but beyond in the wider community.

We have to move forward to show that we still have ambition. At its heart, that is what HS2 is all about: jobs and growth—jobs and growth for this generation; jobs and growth for future generations. That is the legacy that the House is being asked to support today—a legacy that will support this nation’s zeal for hard work and its determination to succeed. We must have the courage and conviction to make bold decisions. We must be bold now, and it is for that reason that I urge right hon. and hon. Members to support Second Reading and to reject the amendment.

On a point of order, Mr Speaker. I seek your advice on where the £10 billion of extra funding, which was announced for HS2, has come from. The House has divided on important matters without being aware of whether the extra £10 billion will come out of existing budgets—meaning the curtailment of existing projects—the deficit or the comprehensive spending review. I was keen to ask the Minister about that while he was at the Dispatch Box, but as you saw, Mr Speaker, he was keen not to answer my question.

On his second point, I am sure he will appreciate that this is not a matter for the Chair. Many things can change—people in the Whips Office can become Ministers—but one thing is certain: the hon. Member for Bolsover (Mr Skinner) will come out with the same arguments against any proposals. [Interruption.] He wants us to spend money now. We are spending money now. We have had massive investment in the railways and we have announced massive investment in the railways. He points out that the route does not go through my constituency. I am well aware of that, but I can assure him that I took very careful advice and followed the recommendations. The sustainability summary goes into great detail about why that particular part of the route was chosen. There are many people who would have liked it to go to Derby.

I declare an interest. Plans unveiled this morning suggest that the preferred route of HS2 will pass within 100 feet of my family’s home in North West Leicestershire. Can my right hon. Friend confirm the level of consultation already undertaken by those planning the HS2 route? East Midlands airport in my constituency was unaware until this morning’s announcement that a tunnel was planned under its site, and a developer of an area north of the airport looking to produce a rail freight interface was equally not consulted. The route puts in jeopardy a potential £450 million private sector investment now in my constituency, and the creation of up to 7,000 new jobs.

There is always a dilemma for us as to who we talk to and consult. It would have been wrong of me to start telling people where the route was going before I had laid the documents before Parliament this morning. We will start that consultation. If my hon. Friend has had a chance to look at the sustainability summary that goes with the document I published today, he will have seen on page 70 that the area he is talking about is marked for tunnelling under East Midlands airport, and the east midlands gateway rail freight interchange development site is clearly marked. We will obviously work with developers to minimise the impact wherever we can.

I draw the attention of the House to my entry in the Register of Members’ Financial Interests.

I welcome the cross-party support for this Bill which, as the Secretary of State pointed out, has been under discussion for many years. However, if we look at the background to this issue, it is interesting that more than a decade ago, the previous Government looked at a scheme that aimed to restore fairness between UK and foreign lorry drivers. The consultation document published in November 2001 considered two forms of charge—a time-based system and a distance-based system. The former was a cheap and simple solution, and the latter was a complex-to-administer, Big Brother-type charge, which sought to raise yet more revenue from the UK haulage industry. True to form, the Chancellor of the Exchequer at the time, the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), went for the latter.

More than 10 years later, after much indecision and delay, the coalition Government are finally delivering a workable scheme. Had the previous Government taken note of the Conservative party economic competitive policy group in 2007, which recommended the swift introduction of a lorry user charge, balanced by a reduction in vehicle excise duty, the problem could have been resolved far sooner. We could also have protected our domestic haulage industry from unfair competition earlier, and raised hundreds of millions of pounds for the Exchequer from foreign hauliers. I congratulate the Government on introducing this long-overdue, important legislation.

I note from the consultation document that a large HGV currently pays between €35 and €46 for a 100-mile Autobahn journey in Germany. That highlights the disadvantages that UK hauliers face against European competition—European HGVs currently make no contribution whatever when they travel on UK roads. The proposals have been welcomed by the haulage industry, which was rightly in favour of the time charge rather than the distance charge. As I have pointed out, the distance charge would have become a stealth tax. The Freight Transport Association says that the Bill delivers on its requests that the scheme should be fair, that it should not add administrative burdens, and that it should come with heavy penalties for non-compliance.

Clause 3 makes an exception so that the congestion charge zone and the M6 toll can be charged as well as the levy—they are congestion measures. Any future toll roads to be built in the UK are highly likely to be classed as congestion measures, so can the Minister confirm that EU prohibitions on double-charging will not prove to be a problem should any new toll roads be proposed in future in the UK?

Clauses 5 and 6 relate to the rate at which the levy will be set, which is governed by an EU directive. As pointed out by the Secretary of State, the daily maximum was originally set at €11, but is set to increase to €12. That will mean that the daily rate is low compared with the sums that UK hauliers pay to use toll roads in other European countries. Perhaps the Secretary of State or the Minister will confirm whether there is any scope for the UK Government to request an increase in the rate, especially if other European countries increase their toll rates significantly ahead of inflation, which will further damage our competitiveness.

It is estimated that the levy will raise around £20 million per annum. Clause 9(4) states that the revenue from the levy will go into the Consolidated Fund. Will the Minister confirm that the revenue raised will not be hypothecated for transport?

Clause 13 establishes an efficient and effective way of enforcing payment on foreign lorries that fail to comply with legislation, as does clause 15, which allows the Secretary of State to refuse to issue a vehicle excise duty licence for which a levy has not been paid. Those measures underline the effectiveness and simplicity of the legislation.

Clause 16 allows highway authorities to install equipment for the detection of non-payment of the levy. Will the Minister confirm what equipment exists that can be used for the purpose of detecting non-compliance, and what new equipment will be requested? I understand that the set-up costs are estimated at between £3 million and £6.7 million. Will he also confirm the prosecution procedure if a foreign lorry that has not paid the levy is detected by a system other than a roadside check? How will the prosecution be enforced?

To sum up, the Bill has been a long time coming. It is another example of this Government delivering on things the previous one only ever talked about. It makes a more level playing field between UK hauliers and European hauliers, who for many years have made no contribution whatever to the UK road infrastructure and have cost the UK economy a huge amount of money owing to the accidents they cause on our motorways. The Bill will help to ensure that our domestic road haulage industry remains competitive, which is more important than ever.

My hon. Friend must have unbelievable eyesight, because I am just about to come on to that very point. It is clear that some Government Members argue that we should extract ourselves from arrangements such as the European arrest warrant. In reality, however, whether it is the vehicle owner or even the driver it may be that we have to extract the person, who is a criminal if they are breaking the law, from another country by using the European arrest warrant. If we withdraw from the European arrest warrant agreement, how will we pursue such people among the 500 million people who live in the EU?

If the driver is not fined, it should not necessarily be the owner, but the registered operator of the vehicle. The registered operator may or may not be the owner—it is a technicality.

In the same way that I am pursuing the idea of looking at the supply chain so that human trafficking and modern day slavery can be eradicated by looking at the companies who eventually get the goods, I also think that the owner of the vehicle should discipline and instruct their employees to ensure that they do not break the law. There has to be some way of dealing with this so that we can pursue the vehicles. We have a major problem if we stick with the driver.

I draw the House’s attention to my entry in the Register of Members’ Financial Interests, and point out that I have been a holder of a certificate of professional competence in road haulage operations for more than 20 years.

I welcome this proposal, as other Members have done. My constituency of North West Leicestershire is in the middle of the country, and is home to East Midlands airport, the second busiest cargo airport in the country, handling some 310,000 tonnes of flown cargo every year. More than a third of the private sector jobs in my constituency are in distribution, or are distribution-related, and as we have no railway station, road haulage is an extremely significant part of our local economy.

The UK road haulage industry is of huge importance to not just my constituency but the whole UK, with 2.6 million people employed in the logistics industry. As the shadow Minister mentioned, more than 65% of all freight is transported by road; last year, that amounted to some 1.5 billion tonnes. By comparison, just 11% is transported by rail. For those who are wondering where the other 24% went, that is transported by pipeline or coastal and inland waterway shipping. Almost all goods involve some element of road transport.

I have spoken to road hauliers regularly, both in my previous business career and in my present role representing them in Westminster. As has been said, the consensus on the issue of foreign-registered heavy goods vehicles can be summed up very simply in one phrase: hauliers simply want a level playing field.

As my hon. Friend the Member for Brigg and Goole (Andrew Percy), who is no longer in the Chamber, said, road hauliers in the UK are at a huge disadvantage compared with our European neighbours when it comes to diesel prices. It is estimated that on average road hauliers pay 25p more for a litre of road fuel. When UK lorries go abroad, there are literally dozens of toll roads in countries such as France, Italy and Spain, whereas in this country, apart from bridge crossings, which we have heard about, there is only the London congestion charge and the M6 toll, which can be avoided.

Clearly, charging foreign-registered hauliers would be a step in the right direction if we are to close the gap and address the advantage that they enjoy over UK-based hauliers. Because EU law dictates that the charge has to be applied to UK hauliers too, I welcome the UK Government’s proposal to reduce domestic vehicle excise duty to ensure that this is not just a stealth tax on haulage companies.

I welcome the proposal to make foreign-registered vehicles contribute to the upkeep of UK roads. I remind the House of the costs generated by foreign hauliers as a result of accidents, which have been mentioned. A report by the Accident Exchange estimates that accidents involving foreign lorries on UK motorways cost our economy approximately £57 million a year, which represents an increase of almost a third compared with the 2010 figures.

Foreign lorries are responsible for just over 3% of motorway accidents, which means that one in 31 motorway accidents, according to the report, are the fault of a foreign lorry driver. As the hon. Member for Poplar and Limehouse (Jim Fitzpatrick) said, side-swipe crashes are the most common accident: drivers disappear into a left-hand-drive lorry’s blind spot, and are hit when it changes lanes. According to estimates, costs were not recovered from the at-fault foreign party in 28% of accidents last year because of factors such as invalid insurance policies, untraceable owners, drivers leaving false details, or just failing to pull over at all. I hope that the Minister will help us to address this issue.

There is no doubt that left-hand drive foreign-registered vehicles are far more likely to be involved in accidents on UK roads than their domestic competitors. The Vehicle and Operators Services Agency reports that foreign-registered vehicles are far more likely to be found on inspection to be in breach of rules on drivers’ hours and to have maintenance defects.

As has been said, the Freight Transport Association supports these measures, and welcomes the publication today of a parliamentary Bill to introduce a charge for foreign-registered vehicles that use UK roads. It says:

“Under the HGV Road User Levy Bill all heavy goods vehicles of 12 tonnes and over will be required to pay a levy before being able to travel on UK roads.”

It also says:

“FTA has supported the idea of a charge on foreign vehicles for many years as a way of addressing at least partly the competitive differences between British registered operators and foreign-registered vehicles.”

However, it imposes three important conditions on its support and, if the House will indulge me, I should like to go through them. First, the cost of the levy must be fully recompensed for UK operators by an equivalent reduction in vehicle excise duty. The FTA says:

“The Bill makes explicit that VED will be the means by which rebates will be made to make the overall scheme virtually cost-neutral for UK operators. The precise reductions in VED to bring this about will not be known until the Budget Statement in 2014 where they will be included as part of the Finance Bill.”

I hope that the Minister will give us more details on that. The FTA goes on to say:

“An analysis published by the Department in February of this year showed that about 6,500 vehicles fell into bands where VED rates were already too low to fully offset the cost of the levy before the applicable EU minimum rate was reached. Of these about half were 28 tonne 2+2 articulated vehicles.”

May I point out to the Minister that in nearly all cases the additional cost could be reduced to less than £10 if vehicles are down-plated into the next VED rate band? I hope that he will bear that in mind and that we will have some answers on that issue.

The FTA’s second condition is that the cost and administrative burden of paying the levy must be no greater than those involved in acquiring a normal VED licence. I am pleased that the levy will be administered for UK operators by the DVLA. The Bill makes it clear that the levy will be paid in a single transaction and for the same time period as VED, with levy rates being calculated automatically. The “single transaction” approach means that there will be virtually no additional costs for the domestic haulage industry.

The FTA’s third condition is that there must be meaningful and financially significant penalties for operators who evade the charge. The Bill sets out a detailed enforcement strategy for non-payment of the levy and for mis-payment at the wrong rate. Because each payment will be vehicle-specific, the Bill commits the DVLA to using automatic number plate recognition technology to target vehicles present in the country for which no levy has been paid. There will be on-the-spot fines and a fine of up to £5,000 upon conviction in court. I should like to ask the Minister how non-UK-registered vehicles that have left the country and have not paid the levy will be pursued.

A few issues need to be resolved, so I shall put some questions to the Minister. How will charging work in Northern Ireland across the land border with the Republic of Ireland? How will holders of reduced pollution certificates be compensated through replacement grants? Detailed arrangements have been announced for tow-bar combinations and their inclusion in the scheme. As I have said, we need to look at operators who are using the types of vehicle where there will be a higher net charge, particularly the operators of 28-tonne 2+2 artics. The FTA said:

“Overall, we are pleased with the Government’s plans to address this long-standing disparity between UK and foreign vehicle costs. Our main concerns seem to have been met and we will investigate further outstanding issues with members”.

In conclusion, the Bill is good for the road haulage industry, which is hugely important to my constituency and to the whole country. It is essential that we have a profitable, vibrant and safe road haulage industry for the country now and for our long-term economy.

I have a question that I did not ask during my brief speech. How often does the Minister envisage the road user levy will be reviewed by the Treasury? Will he consider calling it a Brit disc, which would be a nice patriotic name?

I think that my hon. Friend will find that the levy will reflect some fluctuations in the exchange rate, but the level of VED is a matter for the Treasury and it is usually set annually. As to the change of name, we would like to get the Bill on the statute book with this name first before considering anything else.

We will ensure that hard-working hauliers do not face an additional administrative burden, so the levy will be part of one payment when they renew their vehicle excise duty. To ensure that all the benefits of the levy are felt as soon as possible by carriers, the Government intend to bring forward the implementation date for foreign hauliers by almost a year to April 2014. Due to the time needed to change systems for UK hauliers’ payments and to hold a robust procurement of the provision of the payment facility to foreign-registered hauliers, it is not possible to bring the overall levy introduction date any further forward than April 2014.

I should make it clear that this legislation is not designed as a precursor to increased charges on business. The charge has a clear, focused objective. The introduction of the levy is entirely separate from any other reviews that my Department might be undertaking. Whatever the outcome of those reviews, we will ensure that HGVs are not charged twice for using the UK road network.

Sorry. My hon. Friend the Member for Milton Keynes South—an important distinction—made an important point about modal shift and the encouragement of rail freight, and I combine that with the contribution from my hon. Friend the Member for Suffolk Coastal (Dr Coffey), who is no longer in her place. She made a point about the A14 being a key artery, and I will be delighted to meet her over the next couple of days to discuss that matter. She also made the point about a modal shift now that improvements have been made to the rail system out of Felixstowe. That is absolutely right, and I am convinced that the Bill does nothing to impair modal shift, but will enhance it.

One important question has not been asked in this debate, and if the Minister knows the answer, perhaps he will share it with the House. What is the estimate for the amount of money that will be raised from foreign hauliers by the introduction of the road user levy?

That is an important question, and my hon. Friend is right to say that it has not been raised so far. The Department estimates that somewhere between £18.7 million and £23.1 million will be raised at current prices, but I am sure that as the years go by, that sum will increase.
