My hon. Friend the Member for Crewe and Nantwich (Dr Mullan) talked eloquently about the benefits to his constituency, and it was great to visit his patch last week. My hon. Friend the Member for Lichfield (Michael Fabricant) has been consistent in his opposition to High Speed 2, but I am afraid that I agree with his good friend Andy Street; this scheme has huge benefits for every part of the west midlands and we need to move forward. My hon. Friend the Member for Stafford (Theo Clarke), despite being elected only in December, has already raised with me the concerns of her constituents by phone, text, WhatsApp and letter, in face-to-face meetings and again in the Chamber today. I have been left in no doubt about the strength of feeling in her constituency and about the fact that she will work tirelessly to represent all those directly affected by this section of the line. I share her concern about the way some people and communities have been treated by HS2 Ltd, and it must improve, as the Prime Minister said on 11 February. She asked about a timeline for compensation. As she will know, HS2 Ltd is required to pay landowners 90% of HS2 Ltd’s valuation within three months of receiving a claim or the date of possession, whichever is the later. The time taken to agree a settlement will often depend on the time parties take to negotiate and agree a property’s valuation and other statutory compensation. However, this is an area where I want to see real improvement, and I will be happy to meet her to discuss specific constituency cases and what more can be done to end the uncertainty that has hung over people for far too long. I thank her for the tone of her remarks tonight.
My right hon. Friend the Member for North Shropshire (Mr Paterson) raised his concerns about cost. We have made it clear that we are committed to drawing a line under the past problems of cost control, and the Government recognise that things must change going forward. The latest cost estimate, as outlined in the Oakervee review, indicates that the full network cost will be between £72 billion and £98 billion, in 2019 prices. My hon. Friend the Member for West Dorset (Chris Loder) raised issues relating to the south-west. I can reassure him that we will not take our focus off other issues, particularly those he raises. That is why the Minister of State, Department for Transport, my hon. Friend the Member for Daventry (Chris Heaton-Harris) is here with me tonight, and it is why the Government are spending £48 billion between 2019 and 2024 on the conventional rail network. My hon. Friend the Member for Windsor (Adam Afriyie) asked a few questions, on which I may come back to him, but this measure does not pass the budget—there will be many more debates.
Finally, I wish to remind the House of the reasons for bringing forward this motion to revive the Bill. By reviving the Bill, we allow those who are directly and specifically affected by the building of this section of HS2 to get the earliest possible resolution to their petitions. We prevent the need to restart this Bill, saving time and money for those who have already petitioned and protecting the investment already made by the taxpayer. This Government want to get on and provide certainty to those affected by phase 2a, the west midlands to Crewe section of the line. By reviving this Bill tonight, we provide that certainty to people as quickly as possible. I commend the motion to the House.

Commons ChamberOf course, the market has been leading in this area, and we now have 20,000 publicly accessible charging points, but I take the hon. Gentleman’s point. We know from the charging of other devices that we use every day that they do not all share the same fixtures, but the fact of the matter is that we have an advanced system in this country. We are growing it, and we will be providing more funding in this area and looking to do more.
Contrary to popular myth, most particulates do not come from modern diesel engines, but from wear between the vehicle’s tyres and the road. Given that electric vehicles tend to be heavier than their conventional counterparts owing to the weight of the batteries, which increases tyre wear and road wear, does the Minister have any concerns that the increased use of electric vehicles may lead to increasing levels of particulates?
Interesting—the hon. Gentleman is giving the impression of knowing something.

Commons ChamberI can tell the hon. Gentleman that the concept of the tunnel, which has been much reviewed and much discussed, is on the board agenda for the next Transport for the North meeting, and we are looking forward with interest to seeing the detail of those proposals. It is clearly necessary to improve trans-Pennine links. That is why we are committed to dualling the A66 and are putting in improvements on the A69. It is why I have asked Highways England to start work on better links between east Lancashire and west Yorkshire. Quite clearly, particularly given the vulnerability of the M62 to bad weather, a second route between Manchester and Sheffield must also be a part of the future.
Although North West Leicestershire is the centre of the midlands, most people in London think it is in the north. Despite delivering the highest economic growth outside London and the south-east, we have no passenger railway station. What is the Secretary of State going to do about that? Would not reopening the Ivanhoe line be an excellent idea?
I am very much aware of the potential to expand services in the east midlands by bringing back into service some of the routes that no longer carry passengers. It is why the new franchisees in the east midlands will be looking at bringing back services on the Robin Hood line, and I am happy to commit to discuss with my hon. Friend in much more detail whether we can do something similar in future with the Ivanhoe line.

General CommitteesI thank hon. Members for their comments and questions. The hon. Member for Kingston upon Hull East rightly emphasises the importance of access to justice. It is a fundamental principle of our rule of law.
Will the Minister give way on the matter of access to justice?
Some 90% of hauliers bringing goods into our country are EU-registered, with steering wheels on the wrong side for our roads, giving them a different blind spot from our HGV drivers, particularly when approaching islands. Those hauliers are seven times more likely to be involved in a road accident than UK-registered hauliers, and according to the Road Haulage Association 20% of those accidents are never settled through insurance. Does the Minister agree that, when we have left the EU, we will be able to create a level playing field for haulage in the UK, which will reduce the incidence of accidents on our roads involving foreign drivers for which insurance is never paid out?
I cannot comment on the facts that my hon. Friend gives, but I certainly confirm that the Government are thoroughly hostile to insurance claims that are not able to be made or that are not properly settled, whomever they may involve. That is also, in its own way, an access to justice issue.
Returning to the point made by the hon. Member for Kingston upon Hull East on whether we seek to negotiate the same arrangement, there are two scenarios to be considered. The first is that we come out without a deal. As he will be aware, the Government and the MIB already have very close relationships with all the corresponding entities. That contact has been maintained and the discussions about that unlikely contingency are very much in view, as it were.
Secondly, if the deal is accepted and goes through next week, or whenever it may be, there will be two sets of circumstances to think about after the transition period—of course, in the case of a deal there will be a transition period. The first regards what might be called uninsured or untraced drivers, for which we would again have to go to bilateral agreements, because they cannot be legislated for in their own right. The second regards drivers who are insured in the normal way, which we expect to be part of the future economic partnership. It is a measure of that discussion that they will be, I think, an important part of that. The hon. Gentleman is absolutely right to raise that issue.
The hon. Member for Kingston upon Hull East also asked whether there will be Government support, which in a way bears on the question from the hon. Member for North Ayrshire and Arran. I think the answer is that, if it turns out to be a material issue, the Government will of course look closely at how people claiming abroad can be supported in that environment.

Commons ChamberI am not sure that operating a freight haulage operation across the English channel is quite the same as operating what I am sure is a fine business in the hon. Gentleman’s constituency, but I wish it well for the future anyway.
“When the facts change, I change my mind” is a quote widely attributed to John Maynard Keynes, someone normally highly supported on the Opposition Benches. Will my right hon. Friend the Secretary of State confirm that the facts have changed and it is only prudent that Government policy changes to reflect the new reality?
Absolutely. We set out a plan, and I was clear that we did not expose the taxpayer to risk. The events of last week happened, so we changed our mind. My hon. Friend is absolutely right. The best thing for the Government to do is to pursue the right policy at the right time.

Commons ChamberI remind the hon. Gentleman that Network Rail is responsible for most railway infrastructure work in this country and it is, of course, in the public sector. He rightly highlights the need for Government to ensure that they get the greatest possible efficiency and value for money from all our infrastructure investments. That is why we have set up a mechanism to benchmark costs across the industry in the most rigorous way possible so that we get full value for money from the record sums that we are investing in our railways— £48 billion over the next five-year period.
Despite being the centre of population of our country, my seat has no railway station. I have been campaigning for many years for the opening of the Ivanhoe line between Burton-on-Trent and Leicester to aid further economic growth and reduce road congestion. Does the Minister agree that it is better to spend money on these local deliverable projects to improve people’s lives than on national white elephant projects with huge runaway budgets?
Of course, we need to invest in transformative schemes such as HS2 and Crossrail, which are going to change connectivity for the better, but we can do everything. We can invest also in the smaller schemes, which will deliver valuable change to local communities.

Commons ChamberI think that my right hon. Friend was making a rhetorical intervention.
I raised my concerns about slot protection when the Secretary of State came to the Dispatch Box and made his statement about the NPS. He will be aware that I followed up in writing to seek clarity and assurances, including on the fact that Scotland could have several PSOs if necessary. I asked him how many slots would be protected and what the reality of “up to 15%” would be. I also asked him whether there would be an absolute minimum that the UK Government would seek agreement on, and what percentage of the 15% would be for new routes rather than just additional slots. Just prior to that, a few days after giving the statement, the Secretary offered me a meeting. I stated I was happy to meet him and work with him, but I was instead left with last-minute phone calls with the aviation Minister, who is an unelected peer—not accountable to this place and not even able to come to the Dispatch Box tonight.
Following that there was a letter and DFT public announcements, which were pre-planned anyway. I acknowledge that there has been welcome movement in terms of airport-to-airport PSOs, and the Government have set out the fact that Scotland can have more than one PSO. But I repeat: there is no clarity or assurances regarding how these can or will be implemented. We do not even know whether any money has been set aside or whether there has been any cost analysis of the Government saying that they will provide these PSOs.
If the Heathrow expansion goes ahead and the airlines do forgo their domestic slots for more lucrative international slots—in, say, eight years’ time—what actual obligation is there on a UK Government at that moment in time to act and bring in PSOs? I would suggest that there is none. We cannot bind a future Government, especially given how the provision is set out just now, and that is a critical concern.
The hon. Gentleman says that he seeks clarity and certainty on what extra slots Scotland will get if the Heathrow expansion goes ahead. I put it to him that the clarity has come from the Secretary of State—that, without Heathrow expansion, there will be no extra slots for Scotland. Will the hon. Gentleman support the expansion this evening?
Well, it is a daft point because it assumes that, if Heathrow goes ahead, the slots will somehow magically be there for Scotland. That is not the point, and that is why we are asking for these guarantees.

Commons ChamberI met the first flight back at Manchester airport last Monday and my noble Friend Lord Callanan visited Leeds Bradford airport on the same day to meet people coming back. I have had a lot of letters from people who were able to travel back on the repatriation flights saying how grateful they were and how smooth it had been. There are bound to be some hiccups on the way—we had weather problems in Funchal, which led to some cancellations—but in overall terms this has been a very smooth effort and a great tribute to a team of people in the CAA who are not airline specialists, but who have come together to run an airline in a way that was, frankly, enormously impressive.
I do not think the hon. Gentleman realised how popular he was—and I do not think anyone else did either.
Thank you, Mr Speaker. Does the Secretary of State agree that, although every lost job is a human tragedy, the British aviation industry remains robust and resilient? I am reminded of 2012, when British Midland International collapsed, with the loss of 1,200 jobs at East Midlands airport in my constituency. These are very highly skilled people who are quickly absorbed back into the economy. Unemployment in North West Leicestershire remains at a record low of 1%.
My hon. Friend is absolutely right. I am delighted that we have a thriving sector, with more than 6,000 vacancies, for which the 1,800 people who have lost their jobs can apply. I am also delighted by the fact that easyJet is saying, “We want to hire 500 of them straightaway. They’re good people; we want them.” I am very confident for their future. All the support they need in the short term is being provided, but I am pretty clear that in a thriving sector those people will have a strong future.

Commons ChamberI know that the hon. Gentleman feels strongly about this project, which does affect his constituents. I have been clear in saying that it is not possible to build a project like this without affecting someone—whichever route we chose. In fact, if we had chosen the Meadowhall route instead of the M18 route, more properties would have been demolished. The reality is that we have to take decisions and ensure that we treat the people affected decently. I know that the hon. Gentleman will not agree with me or us about this project, but I assure him that we will seek to treat his constituents fairly.
When I predicted in 2013 that the cost of HS2 would balloon to £100 billion, I was wrong. It is clear that the project will end up costing the nation an awful lot more than that. Does the Secretary of State share my constituents’ concern? They would absolutely expect a Labour Government to wilfully and neglectfully waste taxpayers’ money, but they despair at seeing a Conservative Government do exactly that with this project.
I know that my hon. Friend also feels strongly about this project, but I remind him that HS2’s purpose is to deliver additional capacity in our transport system. It will create the opportunity to double the number of peak-time seats into Leeds, Manchester and Birmingham, and there will be a huge increase into London Euston. It will provide the opportunity for more freight to move off the roads and on to rail. That is what this is all about.
I have heard a lot over the past 24 hours about numbers. The project has a budget of £55.7 billion. This country has a decent track record of late of delivering projects on time and on budget, and I am confident that that is what will happen this time. As far as I can see, those who appear to be telling a different story have no involvement in the project and little direct knowledge of it.

Commons ChamberMy right hon. Friend makes an important point, and I hope that the Minister will be open-minded. Although the Secretary of State has said that he is minded to go ahead with the M18 route, he has kept the Meadowhall option open.
I come now to the issue of cost. HS2 has been careful to say that the claimed £1 billion of savings is not the motivation for the route change, but I totally understand why the Minister and the Secretary of State would care about the cost. Unfortunately, it turns out that the claimed savings are simply illusory. This £1 billion of so-called savings excludes a whole number of costs. It excludes the electrification of the northern loop to Leeds, which will cost £300 million and which is essential for any link to Leeds, because it is not built into the plan. It excludes the cost of a parkway station, which HS2 is suggesting could cost somewhere between £200 million and £300 million; that is not in the plan. It excludes any re-engineering of Sheffield Midland; that is not in the plan. It excludes potential electrification of the Sheffield line; that is not in the plan. It excludes the optimism bias that the National Audit Office called the Government out on. My right hon. Friend the Member for Don Valley (Caroline Flint), in her role on the Public Accounts Committee, has been assiduous in looking at these issues. When we look at the so-called £1 billion of savings, we found that it disappeared. I ask the Minister to come back to me on that if he disagrees.
That is half the problem, but there is another half to the problem. The Government and HS2 have been talking about the capital costs of the project, but when we look at the fine print, we might wonder why they have not been talking about the operating costs. There is a very good reason why they have not done so. The operating costs of the M18 route—this comes from the Government’s own figures—are a staggering £1.7 billion higher than those of the Meadowhall route. Not only do the savings disappear, but the route turns out to be more expensive by £1 billion or more over the lifetime of the project. I hope that one thing that we can establish today is that the Minister and HS2 really should stop saying that the route saves money, because it does not. It does not save money when we look at the capital costs, and it certainly does not save money when we throw in the operating costs as well.
When I go through the arguments about the benefits to South Yorkshire and look at whether we believe this economic intervention will help South Yorkshire and do so properly—there are issues of connectivity, demand, local constraints and costs—I am afraid that I do not believe the M18 route adds up. Some people have said that the problems can be solved by having a parkway station on the M18 route—for example, in a village or town in the Dearne valley—but I do not believe that. An afterthought parkway station will provide a maximum of one or two trains an hour, not five. It would be likely to have all the same connection problems as the city centre option, and it raises the most profound infrastructure challenges.
HS2 adversely affects my constituency, and I have always voted against it. Does the right hon. Gentleman agree with me that HS2 is now so desperately over budget and so desperate to make savings that we have ended up with a railway that does not connect with HS1 or Heathrow, and goes from nearly London to nearly Birmingham? I am not surprised that it is not delivering what he expected for Doncaster.
The hon. Gentleman makes an important point. I understand that Governments will always want to look for savings, but I do not believe there will be any savings.
The final argument I want to address is consensus. The Minister and I have discussed the issue, and I know he is concerned about it. One explanation HS2 has offered is that there was no consensus for the Meadowhall route. That was true because Meadowhall was advocated by Doncaster, Barnsley and Rotherham, while Sheffield advocated the Victoria option. However, I really hope the Minister hears today that if there was no consensus for Meadowhall, there is far less support for the M18 route. I believe that this is now an idea without allies. It is not supported in Doncaster, Barnsley or Rotherham, and many people in Sheffield have growing doubts. Indeed, I think Sheffield has been sold a pup by HS2.
Last of all, I say to the Minister that the Secretary of State has said he is minded to adopt the M18 proposal, but has not closed the door on Meadowhall. Whatever the reasons for this bad recommendation, I want the Minister to listen to what he is hearing—the facts and the evidence—and not sell South Yorkshire down the river. I want HS2 to work for South Yorkshire, but the M18 route does not work. The answer, in my view, should be to return to the original Meadowhall route, by all means with better connections to the centre of Sheffield. If reason and rationality matter, the M18 route cannot go ahead; if making our country more equal matters, the M18 route should not go ahead; and if the views of the people of South Yorkshire matter, it cannot go ahead. I hope and trust that the Minister and his Secretary of State will listen and act when the time comes.
