As part of this ongoing, phased, approach to decommissioning the temporary jobcentres, the Department is today announcing the fourth and latest phase, which consists of decommissioning a further 26 temporary sites—or additional space in existing jobcentres. Subsequent phases of decommissioning will continue to follow throughout 2023 and 2024 and Parliament will be kept updated. Details of the sites being decommissioned are listed below.
The decommissioning of temporary jobcentres will not reduce the levels of service, or access to face-to-face appointments. Customers will return to being served by an established jobcentre and there will be no reduction in the number of work coaches supporting customers as a result of the decommissioning.
The Department continues to support and update colleagues in a timely and sensitive manner. We also remain committed to ensuring all relevant stakeholders, organisations and Parliament are engaged and regularly updated on our work. Letters are being sent to each MP with changes in their constituency to explain what this means for their local jobcentre, its staff, and their constituents.

Commons ChamberThe Government recognise the pressures people are facing and we have acted. We are providing cost of living support worth over £94 billion between 2022 and 2024 to help households and individuals with those rising costs. That includes cost of living payments totalling up to £900 in 2023-24 for over 8 million households on eligible means-tested benefits. We successfully delivered the first payment of £301 to 8.3 million households earlier this year, and the second payment of £300 will be paid in the autumn.
The Government are indeed giving generous cost of living support to households on certain means-tested benefits this winter, but if someone is on one of those means-tested benefits and they earn £1 more, they have the potential to lose the full payment. I wonder if the Minister has noticed any change in people’s behaviour as a result of that disincentive to take on extra work.
It is vital that those on low incomes, or indeed those who are keen to work more, see the incentives. In the spring Budget, we announced an ambitious package of measures to support people to take up work and, importantly, to progress by making sure that they are always better off. We are also supporting them with a significant investment in childcare and, of course, the largest ever cash increase to the national living wage, taking it up to £10.42. I would say to those people that they should look at the benefits calculator on gov.uk, because they will always be better off in work.
Rents have risen very sharply over the past couple of years, but the support for people claiming means-tested benefits to pay their rent, determined by local housing allowance, has not changed at all since 2020—it has been completely frozen. I wrote to the Secretary of State about this over the summer. Is the Minister able to give the House any assurance that the forthcoming benefit uprating statement will include a realistic increase in local housing allowance?
I know that the right hon. Gentleman is very interested in this subject, as am I. Again, there is help for households, with the local housing allowance rate being set at the 30th percentile in 2020. The Government are projected to spend around £31 billion, or around 1.2% of GDP, on support for renters in 2023-24. It is absolutely right that we support people to be better off. The LHA is not intended to cover all rents in all areas, but I take a close interest in this subject.
Every day, our work coaches help people of all ages and all backgrounds to overcome barriers, build their confidence and move into and progress in work. For young people, we have specialised support via the DWP youth offer. We have extended our Jobcentre support for people in work and on low incomes, helping them to increase their earnings, to move into better-paid, quality jobs and to improve their prospects through in-work progression. We are also providing additional work coach time and boosting the skills support, meaning that we are truly opening up opportunities for all.
I welcome my hon. Friend’s strong commitment to social mobility, and I share her approach. However, what are the Government doing to ensure that young people in my constituency of Bexleyheath and Crayford have the jobs that they need and greater opportunities to succeed?
I agree and am determined to ensure that everyone, regardless of their background or postcode, can succeed in Bexleyheath and Crayford and beyond. As part of the DWP youth offer, we have a youth hub serving my right hon. Friend’s constituency, working in partnership with YouthBuild Ventures, to help young people to build their confidence with tailored wraparound support and to move into local jobs.
Degree apprenticeships are a great way for those who are socially less well off to get into employment and avoid the costs associated with getting a degree through other routes, so what steps is the Minister taking to help more people achieve that ambition?
I agree that it is key that young people get the right opportunities to progress, thrive and move into long-term sustainable work. Apprenticeships are crucial in driving growth and social mobility. They boost business skills and improve people’s earnings and progression opportunities. My hon. Friend will be pleased to see a new youth hub open in Walsall shortly, and that our work coach has been working with Walsall College on place-based tailored employability support for his area.
The biggest bar to young people finding employment in the lakes and the dales is the fact that there is nowhere affordable for them to live—average house prices are 12 times average incomes, and the long-term rented sector has collapsed into the Airbnb sector. Will the Minister make the Lake district and the Yorkshire dales special pilot areas to ensure that the only homes we build there are affordable ones for people who will make their lives there, work and contribute to our economy, so that we do not run out of workforce?
I think we can agree on one thing: the hon. Gentleman’s area is a very special one. In the meantime, we have recruited at the DWP 37 progression leads who will work locally with employers and jobcentres to sort that progression and retention challenge, but I think some of his questions are for a different Department.
The HSE’s focus has been on raising awareness of RAAC—reinforced autoclaved aerated concrete—through its engagement and stakeholder groups via the public sector, and this was actually raised in a bulletin back in April 2021. I will look into the point my hon. Friend has made, but I am certain there has been clear guidance to those who need it.
I have been contacted many times each month by parents left seriously out of pocket by their ex-spouses’ failure to pay child maintenance owed. What steps are the Government taking to ensure parents are able to receive their child maintenance on time so that many families are not left subjected to coercive control by their ex-spouses or left out of pocket?
I thank the hon. Lady for making those points. Child maintenance payments keep about 160,000 children out of poverty each year and are absolutely vital. They play a key role in ensuring both parents play their part in supporting their children whether or not they live with them. If the hon. Lady has particular cases or interests, I am happy to meet her.
A constituent of mine has a small work pension, rendering her ineligible for pension credit yet still struggling to get by. Another constituent who is 80 and misses out on pension credit by just £10 has contacted me several times angry and hurt that he now has to pay for his TV licence. Will Ministers review the rules on pension credit, because ineligibility for so many of the passported benefits leaves many of my constituents out of pocket? They want to be eligible for it but are not.

As part of its transformational programme, the Department has also committed to improving its estate to provide a better space for colleagues and customers, which will improve the opportunities, services and environments of many of the Jobcentres we are retaining.
In the written statement of 8 February 2023, the Department announced the decommissioning of 20 temporary Jobcentres (Phase 1). These temporary Jobcentres (or the expansion of space in established Jobcentres) were put in place in direct response to the anticipated pressures on the labour market during the pandemic. The Department secured time-limited funding to rapidly introduce this additional space to deliver a temporary expansion to the existing network of 639 established Jobcentre sites and provide more work coaches to support claimants. The temporary expansion of the Jobcentre estate enabled us to drive forward our plan for jobs, helping people back into the labour market, right across the UK.
The Department re-affirmed its commitment to reducing its Jobcentre estate back to pre-pandemic levels by decommissioning temporary Jobcentres, or the additional space in established Jobcentres, in a phased approach, where the increased capacity is no longer needed. Several of the temporary sites, where they offer better, more suitable accommodation than our existing offices—and provide better value for money for the taxpayer—will be retained. Established Jobcentres will move into these buildings.
In the written statement of 17 May 2023, the Department announced the decommissioning of a further 19 sites—phase 2. It also detailed subsequent phases would follow. The Department is today announcing a third phase of decommissioning, which consists of 36 sites, listed below. Subsequent phases will follow throughout 2023 and 2024 and Parliament will be kept updated.
The Department continues to support and update colleagues affected by these changes in a timely and sensitive manner. Furthermore, the Department continues its ongoing engagement with relevant stakeholders on the planned changes.

It is a pleasure to serve under your chairmanship, Mr McCabe. I thank hon. Members for joining us this afternoon. In particular, I thank the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) for introducing the debate so thoughtfully.
As we have heard, being a parent is an incredibly important and rewarding job. It is one that comes with a unique set of challenges, from recovering from birth with a newborn to balancing employment and care and, in my own life, being a sandwich carer, so I absolutely understand the challenges. While I have the floor, I pay tribute to local firefighters who were battling a fire in Burgess Hill in my constituency just this afternoon, with members of the public being sent home and asked to be vigilant after another one yesterday in Sharpthorne. If you will indulge me, Mr McCabe, I thank them very much.
An 18-year-old will be coming into my house very shortly, and another teen. As a single mum and a woman returner, I really do get it, and I hope that some of my remarks will reflect that. I will be clear that I cannot answer all the issues, because they are not all in my remit, but I will undertake to write and share what I can and bring other Departments to account.
Last week was Loneliness Awareness Week. As parents, I think we have all felt incredibly lonely and isolated. Being a single parent can be overwhelming and incredibly difficult. It can be hard work; the pressures are not new, but they are definitely challenging right now. Overall, it is a wondrous, joyous slog—let us all be honest about that. Just after fathers’ day, we reflect that the boost for gender equality and equal parent support is vital. I thank Nicola for being here today, and all the groups and charities that support parents through this precious and—as we all recall, if ours are a little older—challenging time.
Speaking of baby boxes, on a slightly different point, I remember that my mum and dad gave me a war chest. They had been struggling with long-term illness and not having a huge amount of money, but it was a labour of love and of many trips to Poundland, and it really made a difference. We know that everything makes a difference at the start, when the parent is feeling the pressure and has had a big change in their life, particularly if the child is their first. Of course, added to that are high inflation, the cost of living challenges and global pressures, which make it very difficult to look after that precious little bundle. That is why it is important that in April we increased the rate of all statutory parental payments by 10.1%, in line with CPI, and we will continue to take decisive action to help households. I will outline some more of what we are doing shortly.
It is our firm belief that the best way to help people improve their financial circumstances throughout their life is through work, but, as the hon. Member for Newcastle upon Tyne North said, only when the time is right. It is important that people are given a choice, so I strongly agree with the points she made. We need to be ambitious in enabling parents to progress in work; it must not be only people without children who can do that, so we need to get things right. We need to support children by enabling their parents to be there when they want. That is equally valuable, and the flexible parental leave entitlements for new parents support just that.
I recognise that this is a complicated area, as hon. Members have said—I have taken their points on board. It is also vital that adopters get a better deal and more assistance. My wider family has experience of that, and it is really important too.
Parents must have access to the range of support and entitlements they need for their child’s first year. We are giving working families more choice and flexibility about who cares for their child when the parents are at work. Our statutory maternity leave entitlement is rightly generous, but hon. Members have said it is not generous enough—if only I had a magic wand. We offer 52 weeks of maternity leave, of which 39 are paid through statutory maternity pay. For self-employed women, who are not eligible for statutory maternity pay—I was one, so I very much understand the insecurity—maternity allowance is available. Both payments are designed to enable women to stop working towards the end of their pregnancy and in the precious months after childbirth. That is in their and their baby’s best interest; it supports their health, wellbeing and, above all, bonding.
I fully recognise the role that fathers can and must play in that crucial time, their child’s first year. We have a real opportunity to boost gender equality and support parents; I will say more about that later. Statutory paternity leave and pay arrangements enable employed fathers and partners who meet the qualifying conditions to take up to two weeks of paid leave within the first eight weeks following the birth of their child or placement for adoption. Qualifying parents can share up to 50 weeks of leave and up to 37 weeks of pay. The hon. Member for Twickenham (Munira Wilson) rightly said that shared parental leave gives mothers who wish to return to work the opportunity to do so, and rightly enables the father or partner to be the primary carer if they wish.
We want more men to confidently take the helm. Employers can really help with that by understanding that dads want and need to be there at key moments, not just the nativity or the parents evening. In fact, I am the guilty party who is never there for the parents evening, so it is flipped around in my world these days. If men can confidently be there, perhaps, as Opposition Members said, we can boost the take-up of the scheme, which started in 2015. We forecasted that between 2% and 8% of eligible couples would take part, and the actual take-up is broadly in line with that. It is increasing each year, but not fast enough. That is the challenge for us all: how we make the scheme something that people really feel they can take part in. In order to do that, the shared parental leave online tool is accessible for parents to check their eligibility and plan their leave together. We are currently evaluating the shared parental leave scheme and will publish our findings in due course.
There has been a clear message today on rates. The rate of all statutory parental payments is reviewed annually and, as mentioned, generally increases in line with the CPI. The Government will spend around £276 billion in 2023-24 on welfare support in Great Britain. I will come to further support for those who may be listening this afternoon who perhaps have not reached out for additional help. I understand the point made by the hon. Member for Newcastle upon Tyne North about the slightly indelicate link between out of work benefits and the support that we give to parents. I note her comments on that, and pretty much agree with her. I will take that away in terms of how we talk about supporting people who are out of work, and how we support pregnant working women when they are in the special position—let us be honest—of coming to the point when they want to do what is right for them next, and new mothers.
The Government spend approximately £3 billion on maternity payments. There is a balance to strike both in language and in any changes to the rate of SMP, taking account of economic circumstances and affordability for taxpayers. We also need to speak to stakeholders, some of whom have been mentioned, and businesses. It needs to be a holistic effort. The hon. Member for Ellesmere Port and Neston (Justin Madders) gave a list of future plans that he may have, but in reality we want to ensure that we hear the asks both of the petitioners who have challenged us this afternoon and of the sectors and businesses, to ensure that we take people on any change journey. We have talked about planning, saving and spreadsheets where needed. I was—briefly, it feels like—married to an accountant, so I felt as if I was living in a world of spreadsheets. It is what we all have to do, and it is a challenge, particularly when we do not know what we do not know when it comes to parenting, and the impact that it will have on our back pocket.
I think employers can do more. The work of the civil service was mentioned. We have a very tight labour market. Consider a talented, skilled, brilliant woman who is adopting or becoming a mum in whatever way, whether for the first time or growing her family. Employers really need to think forward about job design and making it work for such women to return. I mentioned that I am a single mum; when I came to this place, I was a woman returner. Many of us are, and many mums, for various reasons, have been locked out of the labour market for far too long. They have incredible ability and talent. Employers have a chance to look at job design. In my constituency, Boeing has created a deliberate part-time role—not a role where a person squeezes full time into part time, but an actual role where they add value in a way that works for their circumstances. If we have more people in the labour market doing more, everyone will do better, so let us all challenge ourselves on that.
I have been given an extremely long speech, so I will try not to repeat things that many people will know, and will try to answer some of the questions. Hopefully I have covered the way in which things are calculated and equal access for adoptive parents. I agree with the point on the Healthy Start scheme needing a boost with regard to take-up. I will take that away to work on with colleagues. I think the hon. Member for Newcastle upon Tyne North made a fair point on outcomes and monitoring, and I note that.
My friend the hon. Member for Strangford (Jim Shannon), talked about tax relief, which was reiterated by the hon. Member for Glasgow East (David Linden). I am not in the Treasury, and I am delighted about that every day; until I get the call-up, I will pass on that headache for as long as possible. I say that very gently—did I actually say that out loud? My point is that it is a matter for the Treasury. I am sure it is listening and I will leave it to get on with it.
Regarding the Scotland Act 1998, I am delighted that the hon. Member for Glasgow East is using those powers. I note his point about under-25s; that is not my policy area, but he knows that I have a strong interest in youth policy and single parents. I undertake to understand his point and take it away.
For those listening to this debate who have a concern about mortgages, I said on the Floor of the House this afternoon, and I reiterate here, that if people are worried they should engage with their mortgage lender. There is support for mortgage interest out there. We have abolished the zero-earnings rule to allow claimants on universal credit to receive support while in work and on UC—support is now available after three months. People should engage with their lenders. We paid £25 million to 12,000 households in 2021-22 and we will continue to extend that support for mortgage interest rates. People should use the benefits calculator on gov.uk if they are concerned; there is help for households on that site and links to the household support fund, which I will come on to shortly.
The hon. Member for Glasgow East raised a concern about miscarriage leave. Miscarriages are a deeply challenging, personal and devasting experience for many women, as well as their partners and families. In this place we have got better at talking about such things, but it is still too unspoken and difficult in the workplace, which is something a friend of mine recently spoke to me about. The Government believe that individuals are best placed to know their own specific needs, and that good employers will rightly respond in a sensitive way to requests made by employees.
I do not intend to make this issue a party political point. Knowing the Minister very well, I think there is a genuine willingness to try and fix the issue. It is not something that should be hard. I caution the Government, however, that simply hoping that employers do the right thing is not something that we can rely on in this place. The Minister is right that the vast majority of employers would agree if an employee went to them and said, “I have had a miscarriage. Can I have some time off?” The reason that we legislate in this place is to ensure that the few are looked after. It is for that reason that it is important the Government look again and do not just leave it to the market. They should step in and do what the state does best.
I understand the point the hon. Gentleman makes. It is not an area that I am in charge of, but I am sure that those who are will be listening. Of course, if a woman unfortunately has a miscarriage, there are protections that extend to two weeks after the end of that pregnancy. That is a protection under the Equality Act 2010. I understand, however, the hon. Gentleman’s point about what happens before 24 weeks. This is a difficult one, which is why Nicola and the other petitioners, by bringing the petition to the House and making us focus on all of the issues, did the right thing. I have nearly got myself in enough trouble this afternoon, without creating any more policy in this Chamber, so I will refrain from saying more on that one.
I appreciate the hon. Gentleman’s point on the two child policy. We disagree on that point in terms of families on benefits facing the same financial challenges and choices when it comes to growing their family as those who are supported solely through work. It is important that child benefit continues to be paid for all children in eligible families, but it is right that we continue with that policy where appropriate. The hon. Gentleman mentioned those particular exemptions. Again, I note that it is a challenging area.
Opposition Members raised the issue of support for childcare. It is important to provide the right support for parents who are balancing childcare and returning to work. The Government have already put in more than £20 billion in the last five years to support families with the cost of childcare, and thousands of parents have benefited from that support. However, more changes are coming. We announced in the Budget that by 2027-28 we will provide £4.1 billion to expand the current free childcare offer to eligible working parents of children aged between nine and 36 months. I recognise that Government-funded childcare, which is free to the recipient, needs design. That was mentioned to a degree in the Chamber this afternoon. We are expecting to spend more than £8 billion a year on that funding and early education, which represents the biggest ever single investment in childcare in England.
I will quickly cover neonatal pay and pregnancy discrimination and then try to conclude, because I am mindful that I have spoken for some time. We are aware that more needs to be done to support parents whose children are in neonatal care. Many of us in the House know people personally who have been impacted by this issue. Again, the House has come into its own by talking about it and its impact on families.
In March 2020, following a Government consultation, we committed to introducing a new entitlement to neonatal leave and pay. The Neonatal Care (Leave and Pay) Act 2023 will introduce an entitlement of up to 12 weeks of paid leave for parents whose child is admitted to neonatal care. The entitlement will support new parents during the most stressful days of their lives, ensuring that they can be there for their youngster. The Act received Royal Assent on 24 May this year, and we anticipate that the entitlement will become available to parents in April 2025. I hope that that helps hon. Members.
The Act was originally my Bill, so I am familiar with it. There is a slight issue with His Majesty’s Revenue and Customs dragging its heels. Notwithstanding what the Minister said about not being a Treasury Minister, will she at least write to HMRC following today’s debate, outlining that there is cross-party agreement? Indeed, the hon. Member for Thornbury and Yate (Luke Hall) has been excellent on this issue. There is cross-party agreement that £50 million has been committed in the budget line, but there is no need for us to wait that long because of the lag in HMRC guidance.
I understand the hon. Gentleman’s point. I know it was a deeply personal Bill for him and he will be strident on this issue. I will take away that ask as he wishes.
I turn to pregnancy and maternity discrimination protections. Ensuring that parents have the leave and flexibility that they need during this period is important, as is ensuring that they are protected against discrimination and do not suffer any detriment for taking that leave. That is why we are rightly extending pregnancy and maternity discrimination protection for those returning from periods of eligible parental leave. The Protection from Redundancy (Pregnancy and Family Leave) Act 2023 will enable redundancy protections to apply from the point at which an employee told their employer that they were pregnant, until six months after returning from maternity, adoption or shared parental leave. The provision will protect individuals from redundancy and help mothers to remain, rightly, in the workforce.
Support needs to go way beyond the first year of a child’s life, so it is important that there are further entitlements for others. Time off for dependants is important as well, and I will update the House further on that.
It is important for me to cover flexible working. We are fully committed to ensuring that parents get the support that is right for them. The Employment Relations (Flexible Working) Bill received its Second Reading in the other place on 19 May. That Bill will increase the number of requests that an employee can make in a 12-month period, reduce the time allowed to administer requests, and support more effective conversations about what flexible working arrangements may work to the benefit of both employer and employee. Alongside the Bill, the Government will introduce regulations, as mentioned, to make the right to request flexible working apply from the first day of employment, bringing an estimated additional 2.2 million employees into the scope of the legislation. My understanding is that as soon as parliamentary time allows, this will be moving forward.
I mentioned cost of living support. Statutory parental pay is only one aspect of Help for Households. There is support worth £94 billion across 2022-23 and 2023-24 to help people with rising bills; the support is worth £3,300 per UK household on average. Included in that are cost of living payments to more than 8 million low-income households, about 6 million disabled people and more than 8 million pensioner households. I would say to anybody, “Please look at the benefits calculator. Please look at Help for Households. Please reach out to your local council or your devolved Administration, because there is extra support out there.”
I will close by reiterating the Government’s commitment to supporting parents as we continue to face high inflation. We understand the added, varied and complex pressures that we have heard about and discussed this afternoon, which parents are experiencing alongside the cost of living and inflation challenges. That is why we have done the right thing with the uprating, in line with CPI, of statutory parental payments—alongside other payments—by 10.1%. We will continue to take decisive action to help all households.
I thank all hon. Members for their contributions this afternoon, and the hon. Member for Newcastle upon Tyne North for opening this petition debate. I will continue to support women—as long as I have breath, and a seat in this House—in any role that I have. It is great that we all come together on something that is so important. On some areas there will of course be disagreements, but as long as we continue to work together to support parents, at this most difficult time, in any part of our community—I am seeing some of my great local charities, the local food bank and other supporters on Monday; there is additional support from the Department for Culture, Media and Sport, by the way, for local charities—we will really make the difference and ensure that no parent, whatever their situation, and no family ever feel alone.

Commons ChamberThe local housing allowance policy is kept under regular review and rates are reviewed annually. LHA rates were boosted with a £1 billion funding increase in 2010, and this significant investment has been maintained since then. Discretionary housing payments, or DHPs, are available for those who face a shortfall in meeting their housing costs.
Private rental costs in Wales increased by 4.2% in the year to February 2023, the highest annual percentage since the Tories came to power. The Government have accepted the need to uplift benefits in line with inflation, but they have completely failed to accept that the same principles should apply to the local housing allowance. Given that rent is the largest outgoing for a typical family budget, can I ask the Minister why?
There is no one-size-fits-all in regard to the challenge we face. This is a multi-layered and multi-textured challenge, and I hope the hon. Gentleman will be assured that I am focused on addressing the issue of rising housing costs. To that end, I am engaging with the Department for Levelling Up, Housing and Communities, and have consulted with the Local Government Association and other stakeholders. The hon. Gentleman has noted the devolved point—of course, I will look at that issue as well. LHA rates are not intended to meet all rents in all areas where rents may perhaps be more expensive. Those in receipt of benefits will have to make challenging choices, as others do, but people listening today should have a look at the household support fund and the benefits calculator on gov.uk and make sure that they are getting all the support that may be out there, as well as the cost of living payments.
I listened carefully to the Minister’s answer. Liverpool, Walton is the most deprived constituency in the whole of England, yet the annual gap between local housing allowance and the cheapest 30% of properties now stands at over £1,500. My casework contains more and more heartbreaking stories of families unable to afford the cost of their housing. People need their Government to act on rising private rents and the lack of decent homes: to raise the allowances and take control on rents in the short term, but to increase the supply of housing in the long term. What is this Government’s plan?
Mr Speaker, may I just confirm that the LHA rates were boosted by a £1 billion funding increase in 2020? I may have said 2010, so I apologise to the House, but that significant investment is maintained.
I recognise that rents are increasing, as the hon. Gentleman has said, and that it is a challenging fiscal environment and difficult decisions are having to be made. He has mentioned the most vulnerable. For those of working age or with disability benefits, those benefits have been increased in line with inflation for 2023-24. The benefit cap has also increased, but I want to reassure the House that I understand this is a real concern for many of our constituents of all sizes of house, and I am focused on addressing those challenges.
We are only on Question 2, so I am a little worried about how long it is taking. I call the shadow Minister.
The Government’s mortgage crisis is about to be the next blow to hit renters, because so many are renting from those with buy-to-let mortgages. Already, 49%—almost half—of children in privately rented homes with parents receiving universal credit are in absolute poverty, to take the Government’s preferred measure, and as we know, many of those parents work. Since then, rents across the country have risen by 9.5%, but the local housing allowance has risen by 0%. What does the Minister think is going to happen to low-income families with children in the private rented sector this year?
Those struggling with mortgage payments should engage with their mortgage lenders. We have abolished the zero earnings rule to allow claimants to continue to receive support while in work or on universal credit, and there is support for mortgage interest rates out there, so please do reach out. In fact, £25 million was paid in loans to 12,000 households in 2021-22, in order to support low-income homeowners. Over 200,000 low-income homeowners have been supported, and that has been a focus, but I understand the point that the hon. Lady makes. I assure her and the House that this is something that the Secretary of State and I are working on, as well as the Department for Levelling Up, Housing and Communities—it is not solely an issue for my Department—but I take on board her points.
I have appointed Helen Tomlinson as the first ever Department for Work and Pensions menopause employment champion, and she is driving awareness of issues around the menopause and employment and what challenges women may have. She has already met with members of the DWP’s 50Plus Choices roundtable group; with the Chair of the Women and Equalities Select Committee; with Dame Lesley Regan, the women’s health ambassador; and with Andy Briggs, the Government’s business champion for older workers. We are working with sectors and with large and small employers to disseminate best practice.
It is really important that we in this place do what we can to support all those going through the menopause, including the wider availability of hormone replacement therapy. Are the Government considering offering paid leave to those who may need time off work to attend clinics for medical support, noting also the variation and the consistency of those offers of support to those going through the menopause?
The Government expect employers to treat their staff well and fairly, and to accommodate all sorts of flexibility requests. My hon. Friend will be pleased to know that a private Member’s Bill, the Employment Relations (Flexible Working) Bill, is going through Parliament, and we will ensure the development of flexible working policies, which is crucial.
We know that over 700,000 women over 50 are currently economically inactive in this country. Does the Minister agree that including menopause among the assessment criteria for occupational health would help to promote retention and the return to work of countless women?
I thank the hon. Lady for her point, and I know she has already met Helen Tomlinson. I will take on board the point she makes and take that away.
The DWP celebrated National Social Mobility Awareness Day last Thursday, when we focused on the daily work done by our work coaches and youth clubs to help young people to overcome barriers, build up their confidence, move into work and, ultimately, achieve their aims.
Rother Valley is blessed with unemployment that is significantly lower than the national average, but its youth unemployment is slightly higher than the national average. It is still harder for young people to get into work. What are the Government doing to ensure that they have the jobs they need so much?
I am determined to ensure that, regardless of their background or postcode, young people can succeed in Rother Valley and beyond, and that is why the DWP has introduced the youth offer. It includes youth employability coaches and youth hubs such as the one at the local football club, Rotherham United, which helps to build confidence and provides a range of mental health support as well as supporting neurodiverse local customers.
This Government are focused on making sure that work pays for all parents in every situation. My right hon. Friend will be pleased to know that I will take up the specific concern about nursery charging models and ensure that the matter is raised with the Department for Education.
I congratulate the hon. Lady on the new addition.
New statistics on food bank usage will help the Government to understand the characteristics of the people most in need, and we will continue to work across Government to support the most vulnerable. I was very interested to read the recent “Child of the North” report, which we are taking very seriously.
The Child Maintenance Service recently wrote to my constituent Deborah to confirm that the father of her children is in arrears by £47,000. Deborah recently heard that the bailiff is potentially unable to collect the debt and, if so, the money she is owed will be written off by the CMS. Can the Secretary of State explain why parents can be left with so little by the CMS when it gives up on collecting debts for parents who work so hard?
The Government are supporting the private Member’s Bill that aims to streamline CMS enforcement processes. The CMS will not hesitate to use robust enforcement measures where someone is consistently refusing to meet their obligation towards their children. I am happy to look at that case and ask my colleague in the Lords to look at it.

That this House has considered the matter of furniture affordability and social housing.
It is a pleasure to serve under your chairmanship, Ms Elliott. I am surprised to be starting the debate early—I was taken unawares, but strike while the iron is hot, I always say. I am delighted to be here, partly because this has been a very tricky debate to secure. Every time I go to the Table Office, they rewrite the topic. To get pulled out of the hat, I re-submit it with that same title and it gets rejected, so I have to rewrite the title again. That causes confusion.
Then we had no idea which Department should reply to the debate. Was it the Department for Work and Pensions? Was it the Department for Levelling Up, Housing and Communities? Even the Minister did not know, but I am delighted that she has made it here today. Maybe she will enjoy the experience—who knows?
On hearing mention of the term “furniture poverty”, many people say, “What do you mean?” Some Members did so when I walked in the door. Many take it for granted that they have a chair to sit on, a fridge or freezer in which to keep food and a cooker with which to cook it. Far too many people in this country lack such basics. Some 26% of those in social housing lack one or more of the major pieces of furniture in the average household, compared with just 3% of homeowners.
Take something as basic as flooring. In social housing, more than 700,000 people—9% of those in social housing —do not have any flooring. The situation is worsening because of the cost of living crisis. Furniture inflation is running at 35%, which is even higher than food inflation. Appliance inflation is running at 21%. The answer is not to just go down to IKEA to get something cheap, because inflation at IKEA is at 80%.
The problem is not just the cost of furniture. There are some underlying problems. The first is the lack of a savings culture in this country. The average savings of people in my constituency are just £95, and most people in my constituency could not cope with an unexpected bill of even £500. That puts them in a very vulnerable position in the first place. We could have a whole debate just on the lack of a savings culture.
The second reason is the disappearance of cheap and readily available credit for the most deprived in my constituency. The usual financial service providers have withdrawn from that market entirely, leaving people with nowhere to go for credit other than to those who charge very high costs. That causes further financial problems for them.
The final reason is the lack of microinsurance products. The insurance sector has pulled out of allowing people to pay a very small amount to insure a fridge, cooker or any other piece of furniture. People are therefore flooded with large unexpected bills to replace significant items. When faced with that financial impact, they are often tipped over to the more dangerous forms of lending. I can spare the Minister a debate on illegal moneylending, but only because I recently had an Adjournment debate on the subject. Those unexpected bills push many in my constituency into risky doorstep lending. Often they borrow from illegal moneylenders, but sometimes they borrow from friends or family members. That is a type of illegal moneylending that is quite disguised, and it is a real problem.
Furniture poverty is not just about lacking items, but about the associated costs. The charity Turn2us calculates that not having a cooker can add more than £2,000 to the annual expenses that an average family of four face, because it means that they must rely on takeaways, which are becoming increasingly expensive. People who do not have a fridge cannot buy in bulk, store food for the future or plan meals. That leads to further costs, as they must rely on local convenience stores—again, we could have a separate debate on the difference between food prices in convenience stores and in supermarkets. Lacking a washing machine adds about £1,000 to the average bills of a family of four, because they have to go to the launderette to wash their clothes, which they often require for work. Launderettes are a rapidly disappearing phenomenon anyway, and significant energy costs mean that the prices they charge are going up.
There is a vicious, vicious cycle here. Let us take two examples. People may think that a dining table is almost luxury item and not necessary for a household at all—that it is something someone might go to John Lewis for, perhaps. I would argue that if we are talking about social mobility and life chances in my constituency, nothing is more important than the dining table. In smaller houses, that is where children do homework. If they have nowhere to do their homework, their educational performance will decline. There are 2.4 million people in this country who do not have a dining table, so when I hear about social mobility and everyone fretting over how to get more working-class people into Oxford and Cambridge, that is not “life chances” to my constituents. To my constituents, “life chances” means having a dining table as a space to do homework—something as simple as that.
I mentioned flooring earlier. I would love to have an hour-and-a-half debate on flooring. I put the Minister on warning: that is on the way.
Flooring, yes—I am about to talk about it. You will learn something. End Furniture Poverty, the charity that has helped me on this topic, is doing a separate piece of work on the issue of flooring, which I will come on to.
Let me share a quote from one individual in social housing. He says:
“It’s cement downstairs and upstairs it’s wood with a lot of nails sticking out. It is a hazard…I have a young child.”
The lack of flooring is perhaps one of the great unknown scandals of 21st-century Britain. When someone enters into a new social housing tenancy and moves into a new flat or property, in all likelihood the social housing provider has ripped out the flooring in advance, often when it is in perfectly good condition. They do so because they believe that that is what they should do with void tenancies, and it means the person moving in is faced with a great bill to replace the flooring. Often it is simply beyond their means and capacity to afford it.
I thank my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard) for his tenacity in securing this debate. I also thank you, Ms Elliott; it is a pleasure to serve under your chairmanship. It is a pleasure, too, to respond to my hon. Friend. I thank him for his typical care and great regard for the most vulnerable in his community and our society, and for his focus on basic life chances, which are incredibly important. I hope to provide a multitude of responses for him this afternoon.
I am keen to touch on launderettes. The cost of those small businesses—particularly for those in work, those caring, those who need suitable drying facilities and small businesses that want to support people in the community—has been a great concern to me as a constituency MP. We should all be very mindful of that. The hon. Member for Strangford (Jim Shannon) spoke about domestic abuse, and I am keen to pick up on that point shortly.
I reassure the House that we are committed to a strong welfare system that, most importantly, supports those who are most in need, as my hon. Friend the Member for Blackpool North and Cleveleys pointed out. In 2023-24, we are spending around £276 billion through the welfare system of Great Britain and around £124 billion on people of working age and their children. For 2023-24, we have increased benefit rates and state pensions by 10.1%.
The decisive action that we have taken over the past year and during the pandemic reflects our commitment to protecting the most vulnerable in these changing economic conditions. I am proud to be the Minister who is taking forward the next stage of the cost of living payments, made up of £650 to more than 8 million low-income households. This year, a similar number of eligible households are receiving their first payments of up to £900. I am pleased to confirm that we have made 8.3 million payments of £301—the first cost of living payment this year—to people on means-tested benefits. I was also pleased to sign the regulations that will provide more than 6 million people across the UK on eligible “extra costs” disability benefits with a further £150 disability cost of living payment this summer, to help with additional costs. Included in our cost of living support package is the energy price guarantee, which continues at the same rate until the end of June.
My hon. Friend mentioned the household support fund, which is on top of everything that I have just described. We have extended the fund by another year until March 2024. That enables local authorities in England to continue to provide discretionary support to those most in need. The fund can help with the cost of energy, food and, as my hon. Friend said, other household essentials, including furniture and white goods. I reassure him that in drawing up the fund, I looked at the particular issues, families and circumstances that he talked about. In fact, I recently visited Wolverhampton to see this being put into action in relation to bed poverty, whether that means the type of beds, sheets or bed clothes needed to keep people warm and snug at night.
I am empowering local authorities to do the right thing, look at their need and ensure that their household support fund supports their communities. I have been grateful for the feedback, engagement and consistent conversation with local authorities. We are empowering them to spend as they see fit in their communities. Devolved Administrations will receive those consequential funding pots as usual, also to spend at their discretion. Blackpool’s allocation of the extended household support fund comes to almost £3.5 million. That will make a difference.
Before I deal with some of my hon. Friend’s points, let me turn to the point that the hon. Member for Strangford made about domestic abuse. On the need to provide support on the basics, I assure him and the House that we are working with the Domestic Abuse Commissioner and with the employers domestic abuse covenant at DWP to make sure that we support people to stay in and get into work and through any changes in their household situation. Indeed, I was working on that with my team yesterday. The Home Office is also working with Women’s Aid to provide £300,000 for one-off payments to support victims and survivors of domestic abuse. The funding will provide payments of £250 and £500 to support families in exactly that situation. I am keeping a keen eye on that sort of thing.
I thank the Minister for that; it is helpful and encouraging. My understanding is that, during covid, there was a phenomenal number of relationship breakdowns and that domestic abuse was part of the reason in many of those cases. That means that a wife or partner and the children move out and they have nothing. When it comes to the large number of people who need that service, is there enough and adequate money to assist them when they need it?
I reassure the hon. Member that I am looking at every area—including policy, universal credit, work across Government, work with the Domestic Abuse Commissioner and work across the violence against women and girls piece with the Home Office—to make sure that that is exactly the case. There is work to support people to get, stay and declare in work, as well as the Ask for ANI and J9 programmes in our jobcentres, so that nobody coming forward feels that their finances need to keep them in an unsafe place. I remind the House: this is criminality in the home and it needs to be stopped and declared, and those who are impacted should be roundly supported. I hope that helps the hon. Member.
On the local welfare funding assistance, my hon. Friend the Member for Blackpool North and Cleveleys mentioned part of the unringfenced local government finance settlement. Councils do not have to provide local welfare assistance, but HSF is a form of that, and I understand his points. Many councils provide upstream support to stop people falling into destitution, and some of the things that he said about that are concerning. I am concerned about how this works and interacts with the household support fund, so I undertake to look closely at what he said. Blackpool Council, for example, provides its own discretionary support scheme, which can provide the essentials that he mentioned. Some local authorities operate local welfare schemes beyond the household support fund for essential costs. However, his point was incredibly well made.
On helping people with funding to manage the cost of living challenges, I point the House to the work of the Department for Culture, Media and Sport, which recently announced a new allocation of £76 million of dormant assets funding. That includes £45 million for financial inclusion programmes delivered by Fair4All Finance. Beneficiaries include 69,000 individuals struggling with their personal finance, who will have access to a no-interest loan to help them to get out of problem debt. As my hon. Friend said, it is so important that we unlock every way of helping people to make good choices.
The latest allocation is part of nearly £900 million unlocked through the UK dormant assets scheme. This is about financial inclusion initiatives to support people in vulnerable financial circumstances, particularly in the country’s most deprived areas. Through my previous ministerial role, I know that sometimes people come forward with problems because perhaps behavioural or SEND issues mean that furniture has not been looked after or is not safe—bunk beds are a particular issue—and needs to be replaced regularly. That puts a huge strain on those with the least resources.
Through the Fair4All Finance scale-up programme, £5 million of dormant assets funding has been invested in support of the Coventry-based company Fair for You, which creates affordable loans to tackle furniture poverty. I will undertake to write to my hon. Friend and other Members on this subject.
Let me turn to the issue of adequate flooring and the basic needs of housing tenants. I continue to listen with interest to the recent discussions on the letting of social housing without adequate flooring. I understand that the practice varies across the sector. Some landlords will remove flooring in between tenancies because of the poor condition, and in most cases, that is done for health and safety reasons. Floor coverings are not currently covered in the decent homes standard. It is vital, however, that adequate flooring is seen as an integral part of the physical condition of the property. We will undertake to look at that as part of the decent homes standard review.
As my hon. Friend pointed out, the DWP has a big say in this issue. We support social housing and we support those providers, and it is absolutely right that we make sure that people in need have the basics and can be supported when it comes to decent homes. I will take away and look at that point. I thank End Furniture Poverty for its report. It has highlighted, along with my hon. Friend, the points around social landlords and the issue of redistributing furniture between incoming tenants. The report shines a light on that issue and the experience that people have.
While we are tackling poverty by ensuring that people are working and supported through really tough economic times, it continues to be our firm belief that the financial circumstances of all households improve through work, hence our in-work progression focus and our focus on matching people with vacancies that could be just down their road. It is vital that we understand the issues that hold people back—the barriers and extra worries that keep people awake at night.
It is important to reiterate that the Government are fully committed to providing opportunities for people across the UK to succeed, and to understanding what their barriers may be and what may be holding them back. As my hon. Friend said, it is important to have a cross-Government focus on tackling poverty—I point out our focus on food security; the Department for Environment, Food and Rural Affairs is another area I am looking at, as well as housing costs and needs—so that we can be clear, as every constituency MP would want, that we are targeting our support to the most vulnerable families, and ensuring that they have additional support in changing times.

If you feel as though you should have had a cost of living payment, there is a link there to make sure that you let people know about it. Please tell us, and remember that in a Jobcentre Plus, we can do very much more for you than perhaps you realise.

As part of its transformational programme, the Department is also committed to improving its estate to provide a better environment for colleagues and customers, which will improve the opportunities, services and environments of many of the jobcentres we are retaining and enhancing.
In the written statement of 8 February 2023, the Department announced the decommissioning of 20 temporary jobcentres (phase 1). These temporary jobcentres —or the expansion of space in established jobcentres—were put in place in direct response to the anticipated pressures on the labour market during the pandemic. The Department secured time-limited funding to rapidly introduce this additional space to deliver a temporary expansion to the existing network of 639 established jobcentre sites and provide more work coaches to support claimants. The temporary expansion of the jobcentre estate enabled us to drive forward our Plan for Jobs, helping people back into the labour market right across the UK.
In that written statement, the Department reaffirmed its commitment to reducing its jobcentre estate back to pre-pandemic levels by decommissioning temporary jobcentres—or the additional space in established jobcentres—in a phased approach, where the increased capacity is no longer needed. Several of the temporary sites, where they offer better, more suitable accommodation than our existing offices—and provide better value for money for the taxpayer—will be retained. Established jobcentres will move into these buildings.
The Department is now in a position to announce the second phase of decommissioning, which consists of the 19 sites listed below. The majority of these sites are expected to be decommissioned by the end of June 2023, with London Hackney slightly later. Subsequent phases will follow throughout 2023 and 2024, and we will keep Parliament updated.
Letters are being sent to each MP with changes in their constituency to explain what this means for their local jobcentre, its staff and their constituents. The decommissioning of these temporary jobcentres will not reduce our levels of service or access to face-to-face appointments. Customers will return to being served by their established jobcentre and there will be no reduction in the number of work coaches serving customers as a result of the decommissioning.
This Department remains committed to updating Parliament on our work to ensure that both our staff and customers are operating in buildings and environments fit for the future.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I thank the hon. Member for South Shields (Mrs Lewell-Buck) for securing this debate. I absolutely agree with the early sentiments and spirit of unity in her speech and speeches from across this Chamber. It is right that we come together to do the best for our youngsters, and it is vital that they are at the heart of our actions and outcomes. The way the debate has been held is critical to getting under the skin of what is happening in communities in the north and, in fact, any community where people are struggling. I thank everyone who has contributed and who helps support the most vulnerable daily. I also thank the all-party group for its work and all those who gave evidence and insight to the APPG report, which I will refer to shortly.
I will pick up on several issues later in the debate, but I want to assure the House about the quality of homes issue, which is something that consistently comes up. Since I took on this brief, having been asked to return to DWP to cover social mobility, the issue is something I am focused on and am working on with the Department for Levelling Up, Housing and Communities and across Government. This is very much something in my line of sight, and I thank hon. Members for raising those issues.
I reassure the House that we are strongly committed to a welfare system that supports those who are most in need. I understand the concerns around the phrase “levelling up”. It is not an empty phrase, and I will make some further remarks on that shortly. In 2023-24, we will spend around £276 billion through the welfare system in Great Britain, including £124 billion on people of working age and their children. As we have heard, our commitment is reflected in the 10.1% increase in benefit rates and state pensions for 2023-24, and we have increased the benefit cap by that same amount so that more people across the whole country can benefit from these new rates.
The decisive action we have seen because of the impact of the cost of living is there in how we made good on our commitment to protecting the most vulnerable. Overall, in 2022-23 and 2023-24, we are providing total support worth £94 billion to help people with rising bills. On average, that is £3,300 per household. Last year, we made cost of living payments of up to £650 to over 8 million low-income households, and I am proud to have been the Minister bringing through the recent Bill on that. This year, a similar number of eligible households will receive additional payments of up to £900. I am pleased to confirm today that 99% of households that were initially eligible for the first cost of living payment via DWP will have been paid £301 by the Government by the end of today, which basically means we will see 6.4 million households on an eligible DWP means-tested benefit getting that first cost of living payment.
That gives me the opportunity to remind anybody listening to speak to Citizens Advice and to use our Help to Claim service, the Help for Households website and the benefit calculator on gov.uk. I am mindful, however, that not everyone is able to do that, and it is absolutely right that they should turn to Citizens Advice or other help in the community, and I will go on to some of that shortly.
We have worked with Ofcom and the Department for Science, Innovation and Technology to ensure that we have a growing number of social tariffs for access to homework, applying for jobs and getting more training and support for those people on universal credit or means-tested benefits. We are working hard to promote that in our jobcentres and through partnerships, and we are working strongly with Ofcom.
It is good to hear that the cost of living payments are going to be in people’s bank accounts, but does the Minister not agree that they are another sticking-plaster measure? If benefits and the welfare system were providing what they should, then we would not need to provide these payments because people would have enough to live on.
I understand the hon. Lady’s point. I thank her for her passion and interest in this area, and for what she is doing for her constituents. There is no direct, objective way of clarifying what is an adequate level of benefit. Every person has a different level of requirements depending on their circumstances. Income-related benefits are not made up of separate amounts specific to beneficiaries’ expenditure, or food costs or whatever. The Government firmly believe that beneficiaries should be free to spend their benefits how they see fit in the light of their individual circumstances and needs.
The Government’s approach to welfare is to fully recognise the value and importance of work, which has been mentioned in this debate. Making it work for everybody is vital. We are determined not only to help people progress and be supported in work, but to protect and support the most vulnerable in society. Universal credit is adjusted monthly depending on a beneficiary’s circumstances. It is absolutely right that the people who need additional support, whether that is through the household support fund, hardship payments or an adjustment due to a change in circumstances, are able to come forward. I spent much of my childhood on benefits due to the impact of ill health and disablement, and we had to navigate through the same system. I personally understand it.
Whether people are on benefits for a short or a long time, it is important that they are supported, and know how to navigate the system to get the right support for their family. That is why I am always keen to reiterate the Help to Claim service, the Help for Households website and the work we have done on the household support fund. I thank our partners in particular for their work on delivering the household support fund for people, whether they receive benefits or not. We have heard today that because of the war in Ukraine and the changing impact of the pandemic, more people than ever have found things particularly tough. With the household support fund, I have made it clear that people on benefits, and those who are just above the threshold or just managing, or perhaps in a change of circumstances, will be looked for, found and reached out to so that that discretionary support can be given to those who need it most. Devolved Administrations will receive consequential funding to use at their discretion.
It is right that in our approach to tackling poverty, we are able to bring in different interventions and different changes. People can call it a sticking plaster, but for me it is a different intervention and a step change to support some of the people I have mentioned, who perhaps would not normally need to be supported by the benefits system. It is a firm belief that the best way to help families to improve their financial situation is through not only work but skills. My hon. Friend the Member for Cheadle (Mary Robinson) mentioned sectors and areas where people perhaps do not see a way into better-paid jobs and opportunities. It is vital that we engage and talk with them, and use Jobcentre Plus sits and local networks to help people see that there are opportunities just down the road from them. Their skill base, level of education or confidence—the word we hear continually at DWP—should not lock them out from the opportunities that are there. That is why those 1.1 million vacancies across the UK are our firm focus to help people to take further steps not just into work but to progress in work, and to be better off.
I will turn to some of the points that have been made today to hopefully underline that focus. On jobs interventions, there have been jobs fairs at the JCP in Birkenhead, and there are 16 employers with 400 roles available. In Sheffield, the NHS has very pleasingly streamlined the application process for universal credit claimants, ensuring that we actually attract the people who are down the road into the roles we need filling. In Doncaster, our local team has worked on jobs fairs particularly for those with health conditions and disabilities. In fact, there was recently a north-east jobs fair at the Stadium of Light with 50 employers and 1,800 people invited. It is absolutely vital that we use all different interventions to help people to be better off, including those additional interventions from Government as well as helping people to progress and be better off in work.
I wonder if the Minister could comment on the figures I quoted on the number of people in the north-east who are actually working—many of them in different jobs—but still do not have enough to cope. What do the Government propose to resolve that issue? It is not just about work; it is about having good work.
I completely agree with the hon. Lady. I believe just over £3.6 million has gone into the household support fund in Blaydon, and there have been nearly 11,000 cost of living payments in the hon. Lady’s constituency. We are making those interventions exactly as she describes, to support those people who may be working but whose circumstances have changed. We are in difficult times—let us not deny that—due to a combination of historical, generational problems, as hon. Members have pointed out today, but also off the back of the pandemic and a war on our continent. It is therefore absolutely right that Government are able to step forward. I am happy to write to the hon. Lady about the direct interventions we have made in her constituency to help those youngsters. That is what is at the heart of this matter: not statistics, but people like Sophie, who was mentioned earlier. These youngsters need to know and feel that the Government, and anybody from any political party or any intervention, are on their side and are helping to make things better. I hope that answers the hon. Lady’s question.
I thank the Minister for letting me intervene again. I understand the amount of money that is put in through the household support fund. My question is: if we work on the basis that work should pay and getting into work is the best intervention to give children—as the Minister rightly says, children are individuals, not statistics—the best chance, what are we going to do outside the current cost of living crisis? This issue existed before the cost of living crisis and it will continue. It is, as I said, a structural issue.
I think we are actually talking the same language here. It is about progression in work and being better off, as my hon. Friend the Member for Cheadle mentioned. How does someone go for those better-paid jobs, and how do they progress? Of course, it is also about ensuring that sectors are paying the right rates—good work, as the hon. Member for Blaydon (Liz Twist) mentioned. It is about ensuring that people are well remunerated and well supported in those roles, which is exactly why we have our in-work progression focus. We did a large report on that. It has been mentioned today that transport could be an issue for some people, and their educational base has been mentioned as well. It is about whether people are able to get to that next rung, where they are actually better off. That is what our in-work progression champions are doing in JCPs. Someone can be working all the hours God sends, but are they better off? That is something that answers that question. That is what we are determined to do.
Turning to the report, it is important to highlight what we are doing beyond the household support fund. We are investing £30 million to provide free breakfasts for children in up to 2,500 schools in disadvantaged areas; we have extended this programme through to July 2024. As we know, children continue to learn well if they receive a healthy breakfast. That is really important. Eligibility for free schools has changed several times as we have heard today, with more groups included and 1.9 million disadvantaged pupils being supported through the benefits-related criteria, while a further 1.25 million infant pupils are receiving free school meals through the universal infant free school meals policy.
I absolutely agree that the balance around doing well in education is vital, as we heard from my hon. Friend the Member for Cheadle. We are absolutely focused on these interventions, whether that is the breakfast clubs or the pupil premium, alongside the Department for Education. The schemes are there to help the most vulnerable children. There is also support for children under four and pregnant women through the Healthy Start scheme. We have heard about the holiday activities and food programme, or the HAF programme, which is an investment of £200 million a year. All those interventions are absolutely right. Both from the report and from comments, it has been clear throughout the debate that all our interventions need to change to make a generational shift for our communities. That includes those on in-work progression, our childcare offer and whatever is introduced from each part of the community or from Government.
The levelling-up agenda was mentioned. To unleash the full potential of every local economy, we must spread opportunity to every corner of the country to reverse decades of economic underperformance. As we heard, individuals can be locked out of their local economy if their education, confidence and network hampers them. We need strong local interventions, such as the jobs fairs that I mentioned.
The DWP has local teams that specialise in working in partnership with local authorities. They create the links with communities that are necessary to understand each local area’s needs and to tailor provision and support with the local labour market. Through those links, they regularly engage with local authorities and local leaders, some of whom have been mentioned, to ensure that all our interventions, including our restart programme for the long-term unemployed, work for them.
I will turn to food prices because I am mindful that they are particularly challenging. I am keenly looking at the issue and working on it with the Minister for Food, Farming and Fisheries, my right hon. Friend the Member for Sherwood (Mark Spencer). Rising food prices affect those on the lowest incomes. A combination of factors, including agrifood import prices, domestic agricultural prices, labour costs and manufacturing costs, have had a significant impact. That is why we focused on delivering the biggest support that we could in the spring Budget, including through our focus on childcare.
I am mindful that I have been speaking for some time. I am happy to respond in writing to hon. Members, and I will share those responses with the House. In conclusion, I will be very clear: this Government are fully committed to providing opportunities for parents. We have not heard a lot about parents, but theirs is a really difficult position to be in. They do absolutely everything and strive all they can, but must constantly ask themselves how they can make ends meet so that their children do better. We are determined. In my role as Minister for Social Mobility, I am determined to ensure that people will be able to prevail in every area of the UK. They will be sustained and supported. At the same time, we will ensure that the most vulnerable have the targeted support that they need in these very challenging times.
I thank all those at the coalface, supporting every child in need in every community. We all work diligently to reduce the number of children in need, so that we can see an end to this challenge across our communities—wherever those young people live.

Commons ChamberThe DWP does not assess the reasons why families may use food banks, but we do understand the pressures that they face as a result of the cost of living, and have therefore increased benefits by 10.1% this month. That is in addition to the increase in the national living wage to £10.42 an hour, and the provision of more than £11 billion in cost of living payments.
Food banks in my constituency and across the country are struggling to deal with demand. More than 40% of people using them are in work, and they are used by one in six children whose families receive universal credit. Meanwhile, the local housing allowance remains frozen and the five-week wait for universal credit is increasing debt. All those factors contributed to the reason why one of the food banks in my constituency nearly closed its doors last week, namely that it had no food to give out. Can the Minister tell me what else the Government will do to support families? It seems that there is very little understanding of the scale of the problem that the country is facing, let alone a willingness to do something about it.
Let me draw the hon. Gentleman’s attention to the household support fund, which will provide an additional £50 million to help families in Wales through difficult times. The hon. Gentleman’s constituents who are in need will also be pleased to know that the next stage of the cost of living payments will begin tomorrow, with £301 being paid to households between then and 17 May. The DWP will be issuing further communications about those payments.
We have heard today about social tariffs and other ways in which people can obtain support and reduce their bills. The Help for Households website, which I commend to everyone, provides information about assistance with childcare, travel, energy and household costs, and about income support. It will help the hon. Gentleman’s constituents and, indeed, all our constituents.

The Minister has just said that the DWP did not assess the reasons for which people are using food banks. Perhaps she will go back to her private office after this and ask her officials to look into whether people are using them because the Government cut universal credit by £20 a week, and cut it in real terms last year. Perhaps she could ask her officials whether it is because the DWP is taking deductions from universal credit payments every week. Perhaps she could ask the DWP if it is because earnings are worth less than they were in 2007. Perhaps she could ask the DWP whether it is because the Government have raised the taxes on working people. Perhaps she could ask the DWP whether it is because the Government crashed the economy and sent mortgages and rents through the roof. Perhaps she could ask the DWP whether more people are using food banks because that is the price of 13 years of economic failure.
May I remind the hon. Gentleman of Labour’s 10p tax rate, and the fact that we have doubled tax-free allowances? [Interruption.] Food banks are important. They are independent charitable organisations where people in local communities can support each other. [Interruption.] This is a great example of the generosity of spirit in our communities. [Interruption.] If this mattered to the hon. Gentleman, perhaps he would listen to my response rather than chuntering from the Front Bench.
I remind the hon. Gentleman that we take the issue of food security very seriously. That is why we added the internationally used food security questions to the “Family Resources Survey: financial year 2019 to 2020”. The new statistics on usage will help the Government to understand more about the characteristics of the people who are most in need, and we will continue to do what we pledged to do and are proving to do in supporting the most vulnerable.
This Government believe that work is the best route out of poverty for families and we are supporting parents to progress, to stay in work and to be better off. That was shown in our spring Budget, which will deliver an ambitious package of measures, across Government, to support people to enter into work, increase their working hours and extend their working lives. We have also raised benefits and benefit cap levels by 10.1% and we are providing those further cost of living payments, which commence tomorrow.
Have the two-child limit and the benefit cap increased child poverty?
The reality of the policy that the hon. Gentleman mentions is about fairness for the taxpayers who support the most vulnerable and making sure that we have a welfare and benefit system that works. We will spend around £276 billion through the welfare system in 2023-24, including £124 billion on people of working age. I would again point people towards the cost of living website and the benefits calculator on gov.uk and I would ask him to note that the benefit cap was raised this year as well.
Local charities play an important role in providing support in our communities. I look forward to visiting my hon. Friend’s constituency later this month to see what Combat2Coffee can do to support veterans and their families, and I hope to take a keen interest in Tools with a Mission too, if possible.
When he appeared before the Select Committee in November, the Secretary of State said that,
“the more transparency there is, the better. It informs public debate and allows a feedback loop for the Department. It is all part of holding us to account and that is extremely important”.
In light of that and in the spirit of the Department’s new approach to transparency, can the Minister provide me with figures on how many DWP staff are themselves reliant on universal credit?
I know the hon. Gentleman takes a particular interest in transparency. I work strongly on the Department’s behalf, with the Minister in the Lords, and I will write to the hon. Gentleman with a response.
Enforcement action is used as a last resort when a parent is failing to pay their maintenance payments and other action has failed. Home detention is a powerful deterrent and, as such, we would expect usage to be low—perhaps less than 10 cases a year on average. I know that my hon. Friend focuses on this matter. The Child Maintenance Service continues to explore how existing powers can be used to encourage compliant behaviours and facilitate constructive relationships between parents to ensure that, importantly, financial support reaches the children for whom they are responsible.
A new Work and Pensions Committee report on the health assessments for disability benefits such as PIP and employment support allowance has found that “issues or errors” in the DWP health assessment system have, in some ways, contributed to the deaths of claimants. What assurances can the Minister give the House that those issues and errors will not continue to kill our disabled constituents?

It is a pleasure to serve under your chairmanship, Mr Paisley. I am grateful to my hon. Friend the Member for Loughborough (Jane Hunt) for bringing this important debate to the House. I too extend my heartfelt sympathy to all those individuals in Great Britain and beyond who have lost a loved one or a colleague, or who are living with the impact of asbestos-related disease. I thank all hon. Members across the House for coming here to talk about their concerns, their impactful stories and their truths, as well as all the members of the public in the Gallery who have joined this afternoon.
Asbestos continues to be a problem experienced around the globe. As my hon. Friend mentioned in her opening remarks, earlier this month the United Kingdom joined other countries in recognising Global Asbestos Awareness Week, designed to remind us all of the impact of asbestos-related disease and how it continues to be felt. As the hon. Member for Motherwell and Wishaw (Marion Fellows) said, I shall be talking about raising awareness later in my speech, but I wanted to take this opportunity to welcome the important work done by charities to support people affected by this devastating disease, such as the charity Mesothelioma UK, which is based in my hon. Friend’s constituency, and all those who do the great campaign work that has been outlined today.
I agree with the hon. Member for Bradford East (Imran Hussain). Asbestos was banned in Great Britain in 1999, and stringent interventions and regulatory controls are now in place to prevent people from being exposed to it, but I assure the House and all those listening to or reading the debate that I too, when preparing for the debate, put similar searching questions to the HSE and my colleagues at the Department for Work and Pensions property team, one of whom is a former HSE inspector and removal specialist. I have not just come here to read the speech I have been given, and I hope that that reassures everyone.
In this analysis, will the Minister include the problem of unmarked dumps around the country, particularly Ministry of Defence dumps, which are highly likely to include large quantities of very dangerous blue asbestos, which is probably the worst type?
I have a feeling I will be sent a note on that, and I thank the right hon. Gentleman for his intervention. We have spoken about a lot of matters this afternoon, and I hope I will be forgiven if I do not respond to every question. I shall respond to some, and I assure right hon. and hon. Members and the Chair of the Select Committee, the right hon. Member for East Ham (Sir Stephen Timms), that I shall put a copy of the responses in the Library of the House.
Under the law on dumping locations, asbestos must be disposed of in licensed sites, but we are aware of some issues of illegal dumping. The HSE supports local authorities in their enforcement responsibilities in this area, but I will take that point away.
Before I move on, I will try to answer some questions before progressing with my speech. On the question regarding asbestos research from the hon. Member for Motherwell and Wishaw, the Health and Safety Executive has published a comprehensive science and evidence strategy associated with a delivery plan, and it includes commitments. It will continue to research and publish those findings.
On the retained EU law questions, the focus continues to be on ensuring appropriate regulatory frameworks, and maintaining the United Kingdom’s high standards for health and safety protection, but we balance that with reductions in burdens to business. The HSE’s approach is closely aligned with the Government’s pledges to do more for business, to promote growth, to deal with disproportionate burdens and to simplify the regulatory landscape.
Our standards are all about health and safety protections, and they are among the highest in the world. The HSE will continue to review its retained EU law to seek to look at the opportunities, but it always looks at what is happening around the globe, as has been mentioned.
I do not think the Minister would suggest that we should scrap all asbestos regulations for the first time since 1930, so that does imply that there will be some secondary legislation. Can she give us any indication of when that will be forthcoming?
I assure the right hon. Gentleman that we are looking at exactly that at the moment. The rules and regulations are for the HSE. It has the experts and it needs to do what it sees fit. I will be looking very closely at the HOUSE, which will be bringing proposals to Ministers; that is being looked at currently. As soon as I have more to share, I will do so. We are clear that the HSE is committed to its regulatory role and to supporting wider Government priorities.
The right hon. Member for East Ham, who chairs the Work and Pensions Committee, talked about resourcing, as did other Members. We know that this area is highly risky. Licence holders—those who undertake removal work—are individually reviewed and that is followed up. The inspections are really important. Our end-to-end approach provides assurance that the licensing regime is fit for purpose and working effectively. The HSE takes that very seriously. In ’23-24, as part of its planned inspection activity, the HSE will continue to carry out inspections across the construction industry where asbestos exposure risks continue to be raised. Inspection work in schools and other organisations, which has been mentioned this afternoon, will continue to happen to effectively manage that asbestos legacy.
The HSE allocates budgets and resources on the basis of levels of expected interventions, including inspection, investigation and enforcement activity, and does not allocate budgets at sub-activity level, such as for construction and health inspection. We have a range of different interventions and a way of doing things on which the HSE is very strident, and I reassure the House that nothing has changed.
I will mention NDAs, because, like others, I have been appalled this afternoon to hear about the issues affecting teachers. This is a matter for the Department for Education, but I will ask my officials to raise it with the DFE so that a response can be provided.
The hon. Member for Motherwell and Wishaw asked how we are supporting people suffering with asbestos-related diseases. In 2022-23—it says ’23-24 in my notes; I do not think that is right, but I will get my officials to check whether that is the case—1,890 payable industrial injuries disablement benefit assessments took place, and the scheme provides a weekly payment based on the assessed level of disablement. I will write to the hon. Lady with further details and confirmation for her. There are lump sum compensation payments as well, and I am happy to send her further details on that.
I just wanted to say that my point was to show the difference in the compensation for pleural plaques; I was not insinuating that there was no other compensation in the rest of the UK.
I understand the hon. Lady’s point and I am happy to expand on that further. She will be keen to know that, later this year, the HSE’s “Asbestos and You” campaign will move to a new focus on the duty to manage asbestos safely in buildings by highlighting the requirements placed on those responsible for the buildings to manage any asbestos present.
The Government are not opposed to an asbestos register, or any steps regarding support to improve the safety regime to enable effective risk management. However, I understand from the HSE that the suggestion that Great Britain creates a national register for buildings would need to be considered carefully because of the potential unintended consequences.
In Great Britain, the regulations require duty holders to either survey premises constructed before asbestos was banned or to presume that it is present. Most duty holders decide to survey. and to arrange a register and plan for every room and area detailing the presence of any type of asbestos-containing materials and their condition and quantity. The new register would therefore require significant resources from duty holders and the Government. I understand the point made by the Select Committee Chair. The concern is about duplication of information, and there is no clear understanding that risks of exposure would be improved. We want people to focus on the duty to manage, and to presume that asbestos is in situ, but I will expand on that in my further response.

The challenge, as we all know, is that there is no easy way of safely removing asbestos from buildings, and disturbing asbestos inevitably creates fibre release and increases the risk to health. Provided it is in good condition, the HSE confirms that it is likely to be safest to remove asbestos at the end of a building’s life. If removal is in a staged and phased way, there is a pathway for Great Britain no longer to have asbestos in its workplaces, as we have heard this afternoon.
I have much more to say, which I will share with the House in a further response, but I hope that my remarks now have reassured Members that the current regulatory regime and framework for Great Britain remains sufficiently robust and enables the legacy of asbestos exposure risk in workplaces to be managed. I will comment on the concern about women later in my broader remarks, because I am conscious that I have not had time to respond now. I strongly want to continue to work with Members, the sector, campaigners and the HSE to ensure that we develop an asbestos-free Great Britain, as my predecessor my right hon. Friend the Member for Norwich North (Chloe Smith) said. I take on board all elements of the debate today, and will continue to work robustly with the HSE, the Select Committee and all campaigners to deliver that.
