Together with my right hon. Friends the Secretary of State for International Development and the Secretary of State for Defence, I wish to update the House about our plans for funding conflict prevention, stabilisation and peacekeeping activities through the conflict resources settlement for the financial year 2014-15. Our written ministerial statement of 13 June 2013, Official Report, column 14WS, provided details of indicative planned allocations for financial year 2014-15, covering both the conflict pool and the peacekeeping budget. This statement updates the House on adjustments made to these planned allocations.

We have now reviewed conflict pool allocations for financial year 2014-15. This funding will continue to be spent within the strategic direction set by the building stability overseas strategy (BSOS) and remains an important priority for the Government. It is central to our national interests to enhance stability by supporting the development of societies with strong and legitimate institutions which can manage tensions peacefully.

The size of the overall settlement increases to £683 million in financial year 2014-15, with the peacekeeping budget continuing to have first call on available resources. Taking into account trends in peacekeeping demands and the recent significant savings we secured at the UN, in particular in the tri-annual negotiations on the scale of contributions, £444 million has been set aside for the peacekeeping budget, comprising £70 million of official development assistance (ODA) drawn from the conflict pool and £374 million non-ODA funding from the Treasury reserve. We have therefore been able to allocate £239 million to the conflict pool. This represents an increase of £10 million over last year’s allocation.

These allocations may change during the course of 2014-15 to reflect changing priorities or to enable the Government to respond more effectively to new cases of conflict and instability.

The middle east and north Africa programme (MENA) will be increased substantially to provide additional resources for the crises in Syria and Libya as well as their regional consequences. We will continue our commitments to Lebanon, the Occupied Palestinian Territories, Yemen, Bahrain, Egypt, Tunisia and Iraq. The MENA programme is now the largest in the conflict pool, reflecting the importance of improved stability in the region to UK national interests.

There will also be an increased allocation for the Africa programme. This reflects our continued commitment to security, stabilisation and the political process in Somalia, increased resources for additional work in Nigeria and in the Sahel region, and continuing commitments in north and South Sudan, Zimbabwe, east and central Africa, and with the African Union.

Funding for Afghanistan remains significant but continues on a downward trend reflecting the planned conclusion of conflict pool-funded stabilisation activities in Helmand and other changes in the UK’s approach ahead of transition later this year. Of note, under the conflict, stability and security fund (CSSF), which will replace the conflict resources settlement in financial year 2015-16, we will provide £70 million per annum to support development of the Afghan national security forces (ANSF).

The south Asia programme will continue to focus on Pakistan, including work with civil society and in the border areas with Afghanistan. The programme will continue other regional commitments including on relations between India and Pakistan and in Bangladesh, Nepal and Sri Lanka.

The wider Europe programme will continue to cover the costs of UK personnel in the UN peacekeeping mission in Cyprus (UNFICYP), our commitments to EU peacekeeping and security sector reform missions in the western Balkans, and civil society work in central Asia and the Caucasus.

The thematic strengthening alliances and partnerships programme will receive an increased allocation to support UN work on peacekeeping and protection issues, for defence leadership and for activity in support of the ending sexual violence initiative (ESVI).

The conflict pool will continue to provide funding for the tri-departmental stabilisation unit, which plays an active role in supporting conflict pool delivery.

£20 million of conflict pool funding will again be provided for an early action facility (EAF) to respond to unforeseen demands and new opportunities. In financial year 2013-14 the EAF was used for work in Syria and Lebanon, Central African Republic and Ukraine. For financial year 2014-15 we are pre-committing £5 million of funding to the MENA programme to help avoid the disruption of planned programming in other regions.

Financial year 2014-15 will be the final year of the tri-departmental conflict pool in its current form. An evaluation of the conflict pool’s impact during the course of this spending review period will be carried out at the end of financial year 2014-15 and will be communicated to the House. A new £1 billion conflict, stability and security fund (CSSF) will be established in financial year 2015-16 and will build on the existing conflict pool to help prevent conflict and tackle threats to UK interests arising from instability overseas. The CSSF will be governed by the National Security Council, with a more strategic cross-government approach that will draw on the most effective combination of defence, diplomacy, development assistance, security and intelligence capabilities. These are all at the heart of the Prime Minister’s “golden thread” theory of development and can play a vital role in tacking the complex causes and impacts of conflict and instability, as set out in the national security strategy.

The FCO is playing a strong role supporting the 2014 organising committee. Our high commissions across the Commonwealth are also drawing on our contribution to London 2012 to ensure Britain makes the maximum impact from what I am confident will be another spectacular performance from Team GB.

Does my right hon. Friend agree that the preparation of these games by the city of Glasgow and both the Scottish and UK Governments is a prime example of how well we all work together and how important it is that we remain a United Kingdom to ensure that 300 years of history, union and co-operation continue in the years ahead?

My hon. Friend is absolutely right. It is another example of how Scotland has the best of both worlds. Scotland is the proud host nation of the Commonwealth games, but the UK is the host Commonwealth member state. We are working together on this very successfully. We are confident that the games will be a success and, of course, together in Team GB we have become a sporting superpower in the world. It is very important that we keep working together on sport.

Perhaps I should just remind my right hon. Friend that the constituent parts of the United Kingdom compete in their own right: there will be a Scottish team, a Welsh team, an English team and a Northern Irish team.

My right hon. Friend will be well aware that it is intended that there should be a service immediately after the Commonwealth games to mark the 100th anniversary of the beginning of the first world war. Can we be satisfied that my right hon. Friend and his Department will do everything to ensure that as many Heads of State from the Commonwealth not only visit the games but make themselves available for that service?

My right hon. and learned Friend makes a very important point. There will be many commemorations of the centenary of the first world war, including in Glasgow the week after the beginning of the games. There is every indication that that will be attended internationally and the FCO will encourage foreign visitors to come along.

My right hon. Friend the Minister with responsibility for the middle east and north Africa last discussed the matter with Israel’s chief negotiator on the middle east peace process, Tzipi Livni, on 12 June. We have been clear that reuniting Gaza and the west bank under a Government committed to peace is a necessary condition for resolving the conflict.

The Foreign Secretary has said that the United Kingdom’s continued support for the new Palestinian Government depends on their commitment to the principle of non-violence and acceptance of Israel’s legitimate right to exist. Does the UK’s continuing support for Israel also rest on the commitment to non-violence and the Palestinians’ right to a home of their own?

Long-standing recognition of Israel and support for its right to exist is evident in this country, but we want to see all sides in the middle east come together to agree a two-state solution that brings lasting security and peace to Israel and a sovereign, viable state for Palestinians. We will continue to press both sides to resume the negotiations, which are going through a pause at the moment, because time is running out to bring about that solution.

Does the Foreign Secretary believe that Hamas can currently be peace negotiators when only a month ago its Prime Minister called for the bombing of Tel Aviv?

Of course, our policy on Hamas is what it has been for a long time. We look to Hamas to renounce violence, to recognise Israel and to accept previously signed agreements. We call on all those in the region with influence over Hamas to encourage it to take these steps. It has not done so; it should do so. The new Government of the Palestinian Authority do not contain Hamas members. They have signed up to the Quartet principles, which we welcome.

The all-party group on Egypt was in Cairo over the weekend. We heard from the Foreign Minister the reassurance of Egypt maintaining its support for the long-standing peace agreement with Israel. Does my right hon. Friend agree that that is an essential pillar for going forward? Does he also agree with the view that, with all that is going on in the region, both the Israelis and the Palestinians would be unwise to miss the opportunity they have now? Unless they seek a proper negotiation and solution, the outlook for both is bleak if we cannot rekindle the middle east peace process.

My right hon. Friend is absolutely right. As I said a moment ago, time is running out. Secretary Kerry, through his tireless work in the past year and a half, has created an opportunity for Israelis and Palestinians to succeed in negotiations on final status issues and on arriving at a two-state solution. Unless that opportunity, which is still open, is seized by both sides, the outlook will be very, very bleak within the next few years.

We deplore the kidnapping of three Israeli teenagers. I discussed this on Sunday with the Israeli security Minister, Mr Steinitz. I will be talking to the Israeli Foreign Minister, Mr Lieberman, later today. We again appeal for the safe return of the three teenagers.

I welcome the EU Foreign Minister’s statement, which condemned all extremism and all violence against civilians but welcomed Palestinian reconciliation. Is there any way in which the considerable economic ties between the EU and both Palestine and Israel can be used to encourage both parties back to the negotiating table?

For Israelis and Palestinians, the outlook for economic ties with the whole of the European Union would be very bright indeed if a two-state solution could be agreed. We have been clear that an unprecedented offer of close economic ties is available for Israelis and Palestinians. That is part of the great prize of settling these issues and a further incentive to do so.

The Chancellor and I will visit India shortly to meet the new Government. Our priorities will be to expand trade and investment, enhance our education links, strengthen co-operation on defence and security, increase collaboration on science and innovation, and build our people-to-people links through the UK’s 1.5 million Indian diaspora.

Will the Foreign Secretary prioritise speaking with the Indian authorities about the case of the ex-soldier Ray Tindall from Hull who, while working on a US pirate patrol vessel, was arrested for straying into Indian waters? As I understand it, the court case has been constantly adjourned. His family are desperate to find out when he will be returned to the UK.

We are constantly raising this issue. I have done so myself and the Minister of State, my right hon. Friend the Member for East Devon (Mr Swire), does so regularly. If it is not concluded, it will, of course, be a topic of conversation during my visit to India shortly. We hope that the court proceedings—the latest of which was, I think, scheduled for today—will be resolved soon. We must not prejudge what will happen in a court, but we will absolutely keep on top of this case.

Despite the concerns of some about Prime Minister Modi’s nationalist past, his record of delivering economic growth in Gujarat is undeniable—and is, indeed, in no small part the reason why he was elected in the hope that he could replicate that across India—but such rapid development must be sustainable. The Foreign Secretary did not mention climate change in his list of things he intended to discuss with the Indian Government. What can the UK do to encourage India to play a full and constructive role in forthcoming international climate talks?

The hon. Lady is right about the prospect of great economic progress. We do give great importance to trade and investment with India, and we are making good progress towards doubling bilateral trade by 2015, but she is also right that climate change is a very important issue. Our relationship with India is such that we need to discuss all global issues together, and that absolutely will include climate change. India will have a big role to play over the next 18 months in crucial climate change negotiations, so that will be on the agenda for our visit as well.

I deplore the recent decisions taken by the Israeli authorities to expand the number of illegal settlements. The UK’s position on this is long standing: settlements are illegal—we neither support nor encourage trade, we make clear the risks to business, and we ensure all consumers can make their own choice through the labelling of goods.

In February, the Foreign Secretary said that the recent talks were the last chance for a two-state solution. Given the Netanyahu Government’s relentless expansion of the illegal settlements, which scuppered those talks, and the warning from Senator Kerry that Israel risks becoming an apartheid state, is now not the time for a recalibration of our policy towards Israel, beginning with the illegal settlements?

As the right hon. Gentleman knows and as I have just said, we are very clear about where we stand on settlements. But is the time right now for such a recalibration? I think the honest answer to that is no, because our efforts are geared towards a resumption of negotiations if it is at all possible. Secretary Kerry has said that there is a pause in the negotiations; we would like to see them revived. I think everything we do has to be consistent with supporting that, but we have made our views about recent settlements announcements abundantly clear.

What is my right hon. Friend’s assessment of how we can change the situation whereby Palestinian Arabs living in the west bank continue to be tried under martial law in the Ofer military court, whereas Israelis living there are subject to civil law?

Of course, this is a further continuing difficulty and it reinforces the case for these issues to be fully resolved, and for a final status settlement of these issues that brings about a two-state solution for Israelis and Palestinians. Otherwise, there will constantly be the great variety of extremely troubling issues that are raised in this House.

Is not Britain’s role to get Israelis and Palestinians who believe in peace and a two-state solution working together and trading with each other, instead of campaigning for boycotts, disinvestment and sanctions, which just drive people further apart? The Palestinians working at SodaStream are paid three times more than the average Palestinian, so boycotting such companies would actually hurt the very people they claim to be trying to help.

As the hon. Gentleman knows, we do not encourage boycotts in any way. The British Government do not support boycotts or a de-legitimisation of Israel, but we do support, as did the last Government, labelling of products from illegal settlements in the west bank, and I think that is the right thing to do. But the hon. Gentleman is quite right that our emphasis is on bringing Israelis and Palestinians together, and this is a more important time than ever to try to do that.

It is certainly urgent. Does the Foreign Secretary believe that the public can have confidence in the labelling of goods from illegal settlements, or can the supply chain be sufficiently complex to ensure that the public do not have the information they may seek?

The evidence I have seen is that the guidelines on this are well observed, and work is going on on EU-wide guidelines. But of course, where there are serious problems with them, if my hon. Friend or others would like to bring that to our attention, I will investigate.

25. Does the Foreign Secretary agree that, to achieve a democratic solution, residents of East Jerusalem must be permitted to vote in the Palestinian elections—and that includes releasing Palestinian MPs who are held in administrative detention, and the free passage of movement?

It is very important that Palestinians are able to vote freely in the elections, which are envisaged within six months, for the new technocratic Government being created. Of course, we will make that point to the Israelis and to the Palestinians themselves.

Advances by terrorists are threatening the sovereignty of Iraq. Assad’s refusal to negotiate a political transition has led to the largest humanitarian tragedy this century and is exacerbating the terrorist threat. We are working closely with the United States and European and regional nations to try to bring stability, tackle terrorism and relieve humanitarian suffering.

Does my right hon. Friend not agree that the only two genuine democratic nations in the middle east—both Israel and Kurdistan in northern Iraq—face increased threat from terrorism: Israel through the recent kidnappings by Hamas, and Kurdistan through the activities of the Islamic State of Iraq and the Levant on its border? What measures are the Government taking to assist these two democratic nations, and does my right hon. Friend not agree that softening our approach to Iran will exacerbate the problems of these nations, rather than help them?

Of course we work with other nations across the globe to counter terrorism, and the United Kingdom is absolutely relentless in its efforts to defeat terrorism all over the world. I can assure my hon. Friend that there is no softening of any of our policies in relation to Iran. We look to Iran to cease support for sectarian groups elsewhere in the middle east and to reach a successful conclusion to nuclear negotiations, but I believe that it is important to discuss such issues with Iran, and we need the ability to do so.

Having just returned from five days in Iran, I very much welcome the written ministerial statement on UK-Iran relationships. However, the events in Iraq have, for the first time ever, created a situation in which Saudi interests and Iranian interests have something in common, which is to defeat the Islamic State of Iraq and the Levant. Is the Foreign Secretary doing anything to facilitate such a dialogue, and to bring those joint interests closer together?

The hon. Lady makes an important point. One thing that would be of enormous assistance in defusing many tensions in the middle east is an improvement in relations between Iran and many of its neighbours, including the Gulf states in general. I hope that that will become part of Iranian foreign policy, and will be responded to by others. We certainly encourage any movement in that direction.

We certainly hope that Egypt will enjoy a period of stability, but I must point out that stability is most likely to come from economic growth and from a steady opening up of political space, with human rights properly respected, so that Egypt can enjoy a democratic future as well as a stable one.

I recently visited Egypt and heard about its plans for parliamentary elections. In the Foreign Secretary’s contacts with Egypt, the President and other advisers, will he emphasise the importance of a strong Parliament that can hold the Executive to account to ensure that precisely the issues he has just mentioned move forward and that the people feel there is adequate representation in Parliament?

Basically, yes. It is of course for Egyptians to determine their own constitution, but the thrust of our advice to Egyptian leaders is very much in line with what the hon. Lady says. Long-term stability will come from accountability—from Governments being responsive to the people. That is true of any country in the world, particularly one that has been through a sequence of revolutions. So I do agree with what she says.

17. It was good to hear the Foreign Secretary condemn the abduction of three Israelis. Unfortunately though, Hamas, which is now part of the unity Government, declared the abduction to be a success. Will he further condemn the Hamas Prime Minister who, in April 2014, said:“Abducting Israeli soldiers is a top priority on the agenda of Hamas and Palestinian resistance.”We will not get peace with a unity Government who include people with such views.

Let me say again that the new Government of the Palestinian Authority contain no Hamas members and have signed up to the Quartet principles, but I absolutely condemn any encouragement to foment further tensions, including the kidnapping of the three Israeli teenagers. That is exactly the sort of thing that obstructs a successful peace process and is presumably designed to do so. It is important that Hamas or anyone else desists from it.

Let me press the Foreign Secretary a little further on the subject of Iran. I welcome his announcement that the British embassy in Tehran will be reopened. Iran surely has a choice to make between being a stabilising and a destabilising force in an already volatile region, and Britain has a responsibility to try to ensure that Iran makes the right choice. Effective diplomatic links can surely assist in that endeavour. Will the Foreign Secretary set out his thinking on how engagement with Iran on tackling the Islamic State of Iraq and the Levant in Iraq could be used to help encourage a change of approach from Iran in relation to the conflict in Syria more broadly, which we all agree is intimately linked to the violence engulfing Iraq today?

The right hon. Gentleman is absolutely right. I referred to this yesterday during my statement and in response to questions earlier: we would welcome, and we will press for, a wider change in the foreign policy of Iran. Nuclear negotiations are taking place now, and it is important that those issues are resolved between Iran and the rest of the international community. Iran has the capability to play a more positive role across the region. It has played, for many years, a divisive and sectarian role through supporting divisive and often terrorist groups in other parts of the region. We look to it to desist from that, and we will use the expansion of our bilateral relations to press for that as well as to encourage links between the peoples of our countries and to have a good understanding of each other’s positions.

Let me ask the Foreign Secretary specifically about the nuclear negotiations that are under way. As he well knows, the deadline of 20 July for agreeing a comprehensive nuclear deal is now fast approaching. Does he accept that it is vital, notwithstanding the renewed diplomatic engagement with Iran, that the United Kingdom continues to exert pressure on Iran in the coming weeks to make the necessary concessions to reach a final deal on that agreed international timetable?

Absolutely. Those negotiations are entering a particularly intensive phase as we come towards 20 July, which is six months after the commencement of the interim deal on the nuclear issue. We made provision in the interim deal for that deadline to be rolled over for another six months, but no plan has been made to do so at the moment. It is important that the negotiations make major progress before 20 July, and that will require a more realistic approach by Iran in the negotiations than anything we have seen in recent months.

With the election of President Poroshenko the Ukrainian people have sent a decisive signal of their support for reform and reconciliation, but illegally armed gangs continue to deny the citizens of Donetsk and Luhansk the opportunity to build a new future for their country. I urge Russia to cease support for those groups and to engage constructively with the Ukrainian Government.

I am grateful for that answer. What assessment has the Foreign Secretary made of the impact of yesterday’s decision to freeze gas supplies to Ukraine on the prospect of improving relations between Ukraine and Russia, and between Russia and the rest of the EU?

We obviously regret Gazprom’s decision to do that. Such decisions damage the credibility of Russia in supplying energy elsewhere across Europe. It is another argument for the diversification of European energy supplies over the coming years to give greater energy security, not only to Ukraine but to many nations of the European Union. We support fully the role of the European Commission in trying to facilitate an agreement, and it will continue to work on this.

Given the fact that the Russians have recently switched off the gas to Ukraine, what does the Foreign Secretary make of the discussions that took place during the D-day commemorations between newly elected President Poroshenko and President Putin? Were they a waste of time?

It is never a waste of time for the Presidents of Russia and Ukraine to talk together. It was important that they did so, and I believe that they have since had a further conversation on the telephone. We encourage Russia to continue to talk bilaterally to Ukraine, but of course those talks have been damaged by the bringing down of a Ukrainian aircraft and the death of 49 people only a few days ago. That underlines the need for Russia to cease its support for illegally armed groups that are very seriously damaging the prospect of Russia and Ukraine working together.

Yes, absolutely. The arrival in Ukraine of three Russian tanks further underlines how Russia is allowing arms supplies to go to illegally armed groups in the south and east of Ukraine. Desisting from that will be fundamental to any understanding between the two countries, which it is in the interests of Russia to achieve.

From across the European Union and from the United States pressure is being exerted on Russia to desist from supplying illegally armed groups, as I have said, and to ensure that they continue to talk to and work with President Poroshenko of Ukraine. That is a very strong message from across the western world and that work will continue, of course, over the coming weeks. We will discuss this among EU Foreign Ministers in Luxembourg on Monday and I believe that a strong and united message will come from that meeting.

19. I was a member of the OSCE who was fortunate enough to monitor that election in Ukraine. Does my right hon. Friend accept that it was a fair election in which the vast majority of those who wished to vote were able to do so and that this is an important building block to increase and enhance the stability of Ukraine so that it can move forward, so long as we can overcome the problems Russia is posing?

I thank my right hon. Friend and many other hon. Members on both sides of the House who took part in the election observation. The United Kingdom supplied a huge number of observers—10% of the total number—and these were well-conducted elections. The vast majority of Ukrainians were able to vote and they gave a clear and decisive result that should add to the stability of the country and the region.

I have announced to the House by written statement this morning that following discussions with the Iranian Foreign Minister we will be reopening our embassy in Tehran. Initially, that will be with a small diplomatic team, but it is an important step forward in our bilateral relations with Iran. In addition to discussing our common interests, we will continue to press Iran to reach a deal with us and the other nations of the E3 plus 3 on its nuclear programme and to promote stability in the region by ending its support for sectarian groups.

I welcome the visit of the Chinese premier to the UK this week. Does the Foreign Secretary agree that it is important that we continue to build a long-term relationship with China on the basis of our shared global interests as well as on the basis of trade? Trade is particularly important to businesses in my constituency and across the west midlands, where companies such as Jaguar Land Rover have been leading a surge in exports to China over the past two years.

My hon. Friend is absolutely right. That economic partnership is flourishing, as the Prime Minister’s visit to China in December showed. There are record levels of bilateral trade and investment, and UK exports to China were up 15% last year. China also invested more than £8 billion in the UK last year. Jaguar Land Rover is particularly to be congratulated on its fantastic export performance.

The Palestinian Authority is working very hard, as we want it to do, in its new incarnation and with its new members. It is committed to the Quartet principle of bringing about a lasting and peaceful two-state solution with Israel, and we look to it to do that. We expect all its actions to be consistent with doing that. We give considerable financial aid to the Palestinian Authority, and I know that the Department for International Development takes great care over the allocation and use of that aid.

T6. It took two years to bring the murderers of my constituent, Khuram Shaikh, to trial, owing to the close links between one of the suspects and the Sri Lankan President. The trial is now well advanced, but we have just learned that it might have to start again because the President is contemplating promoting the judge. Those of us who voted against the incursion into Iraq did so honourably on two main bases—first, there was no imminent threat to the United Kingdom, and secondly, the humanitarian problems that would be created and future discontent. How, therefore, can the Foreign Secretary now defend the actions of Tony Blair, who took us to war on a tissue of untruths?

As I said to the House yesterday in the course the statement, we must await the outcome of the Chilcot inquiry before we try to pass judgment on those events, and we must concentrate for the moment on what we do now. I made it clear that we are not planning in these circumstances a British military intervention in Iraq.

T5. I welcome the announcement that our embassy in Iran is to reopen. In supporting improved relations between our two countries, we must not forget why the embassy had to close in the first place. It was because local security forces stood back and allowed a mob to storm the embassy and take it over. Has my right hon. Friend received any guarantees that this will not be repeated?

Yes; this is a very important point. As I set out in the written statement that I have issued today, our primary concerns when considering whether to reopen the embassy were that we had an assurance that our staff would be safe and secure, and that we had the confidence that they would be able to carry out their functions. The Foreign Ministry of Iran has given assurances. We will continue to discuss those issues in the run-up to the reopening of the embassy and they remain our paramount concerns.

I have had several e-mails in the past few days from women MPs in Iraq who are very concerned about their circumstances. What assurances can we give them?

We are giving a great deal of support. My hon. Friend may be aware that we sent four Typhoon jets to take part in Baltic air policing patrols. Some of our soldiers have taken part in other exercises recently in the Baltic states. When we meet as NATO Foreign Ministers next week in Brussels we will discuss this and the further action that we can take to strengthen the credibility and the visibility of NATO’s commitment to collective defence.

The Secretary of State referred to the pause in negotiations between Israel and the Palestinians, but there has been no pause in the expansion of what he himself has described as illegal settlements. What is the point of something being illegal under international law if the international community is not willing to deal with the criminal breaking the law? Is not this softly, softly approach towards Israel failing to bring about peace and justice for the Palestinians?

No one has succeeded in bringing about lasting peace so far, but we have to continue to try to do so. The only way in which Palestinians will be able to enjoy what I think we all believe in here—a viable and sovereign state of their own—is through successful negotiations arriving at a two-state solution. All our actions are therefore consistent with promoting that.

We should welcome the resumption of diplomatic relations with Tehran and their normalisation, but is it not necessary to reassure our closest allies in the middle east that there are severe limits for the foreseeable future as to the kind of relationship that we can have with Iran? Will it not in fact be the kind of relationship that the west had with the Soviet Union during the cold war—diplomatic relations, trade and practical co-operation in specific areas?

There are limits, and it will start off with a small diplomatic team and we will seek to build that up in stages as relations develop, so it will be a small embassy to begin with. Of course, many difficult areas of relations will remain, including on the nuclear issue, on regional stability and on human rights in Iran, and we will not shrink from pursuing those issues just as strongly as we always have.

Of course, we will always discuss regional security issues, but we should welcome the invitation that Prime Minister Modi extended to other south Asian regional leaders to his inauguration, and the fact that Prime Minister Nawaz Sharif of Pakistan responded so positively to that and attended the inauguration. That was the right way to start out, and we hope that policy will continue in the same vein.

On matters European, is there truth in the latest word coming out of Berlin that Chancellor Merkel is firming up in her support behind her preferred European presidency candidate? Has the Secretary of State emphasised to the Israeli Government that travel restrictions or other constraints that would prevent Ministers in the technocratic Government from meeting will mean only that they are unable to meet their responsibilities not just to all Palestinians but to the peace process?

In February, I updated the House on progress in our bilateral relationship with Iran, following the appointment of non-resident chargé d’affaires in November 2013, Official Report, 24 February 2014, column 26. I said then that our decision to end formal protecting power arrangements was a sign of our increasing confidence in conducting bilateral business directly rather than through our Swedish and Omani intermediaries.

Over the past four months, we have continued to expand our bilateral engagement. British and Iranian officials have paid regular visits to one another’s capitals. This has enabled us to make a range of practical improvements to the functioning of our respective embassies. And it has allowed us to discuss a broad range of issues, including areas where we and Iran have sharply differing views.

Our two primary concerns when considering whether to reopen our embassy in Tehran have been assurance that our staff would be safe and secure, and confidence that they would be able to carry out their functions without hindrance. There has never been any doubt in my mind that we should have an embassy in Tehran if the circumstances allowed. Iran is an important country in a volatile region, and maintaining embassies around the world, even under difficult conditions, is a central pillar of the UK’s global diplomatic approach. On Saturday evening I telephoned Foreign Minister Zarif to discuss the progress we have made to date and our common interest in continuing to move forward in the UK-Iran bilateral relationship.

I have therefore now decided the circumstances are right to reopen our embassy in Tehran. There are a range of practical issues that we will need to resolve first. However it is our intention to reopen the embassy in Tehran with a small initial presence as soon as these practical arrangements have been made. I expect the Iranian Government will similarly choose to take steps to reopen their embassy in London.

Inevitably, the initial embassy presence will only able to offer a limited range of services at first. For the time being, Iranians will still need to apply in Abu Dhabi or Istanbul for visas for travel to the UK. But encouraging people to people contact is an important priority and something that I hope we will be able to make progress on as the embassy grows in size and capability over the following months.

I wish to inform the House that the Foreign and Commonwealth Office, together with the Department for International Development and the Ministry of Defence, published on 12 June 2014 our “National Action Plan on Women, Peace and Security, 2014-17”.

The national action plan is a tool to enable us to articulate our priorities on women, peace and security and co-ordinate implementation of our work at national level. It serves as a guiding national policy document that is able to capture the diverse set of initiatives on this agenda taking place within the UK Government across our security, foreign policy and development work. It outlines the results that we expect these initiatives to bring. It serves to provide direction and vision for our staff and partners to ensure that women and girls are at the centre of all our efforts to prevent, resolve and respond to conflict.

The UK has a strong global reputation on women, peace and security, which I am committed to maintaining. We play a lead role at the United Nations Security Council on women, peace and security, including on debates and ensuring the role of women features in the mandates of peacekeeping and peacebuilding missions. The landmark UN Security Council resolution 1325 on women, peace and security has been built on by six new resolutions, and calls on UN member states to adopt and deliver national action plans. The UK was one of the first countries to publish a national action plan in 2006. It was revised in 2010 for a further three years.

The aim of this latest three-year national action plan is to put women and girls at the centre of all UK efforts to prevent and resolve conflict, to promote peace and stability, and to prevent and respond to violence against women and girls. It sets out our intent to strengthen our ability to reduce the impact of conflict on women and girls and to promote their inclusion in conflict resolution. As well as bringing together all of the UK Government’s activities on this area, it shows the depth and breadth of our work on the women, peace and security agenda. It builds on the momentum generated from the range of women, peace and security-related initiatives including the preventing sexual violence in conflict initiative, DFID’s strategic vision for girls and women, including broader work on violence against women and girls, and the call to action on protecting women in emergencies.

This national action plan focuses specifically on tackling the challenge to advance women and girl’s participation, to prevent violence against women and girls and protect them from it, to provide targeted relief and recovery, and to build UK national capacity to deliver all of this. It signals the UK Government’s continuing commitment to the agenda in our focus countries, which include: Afghanistan, Burma, Democratic Republic of Congo, Libya, Somalia and Syria—as well as work at home. In identifying these countries, we have considered whether it is a priority country for the work of all three Departments and of the National Security Council and that through our local consultations in-country, we have determined there is local appetite for change.

Government staff working in UK embassies and DFID offices in conflict-affected states have been consulted, as have women who have been or who are affected by conflict. This plan reaffirms this Government’s ambition to work as one to pursue visible change for women and girls affected by conflict, including in partnership with NGOs, Parliament and our international partners.

We will develop and publish an implementation plan, including indicators and baseline data on this national action plan by the end of 2014. For the first time, this baseline data will be used as a benchmark to assess UK efforts on women, peace and security throughout the life of this national action plan and will further articulate the key actions to be undertaken together by the Foreign and Commonwealth Office, the Department for International Development and the Ministry of Defence. This national action plan will be reported on annually from autumn 2015. The annual reports will be deposited in Parliament and shared with the Associate Parliamentary Group on Women, Peace and Security.

With permission, Mr Speaker, I will make a statement on Iraq, and update the House on the outcome of last week’s global summit to end sexual violence in conflict.

The Sunni extremist group “Islamic State in Iraq and the Levant”—ISIL—launched a series of attacks and car bombings in Iraqi cities, including Baghdad, Samarra, Ramadi and Jalawla, over the last 10 days, culminating in the capture of Mosul on Tuesday. From Mosul, ISIL, with other armed groups, took control of the towns on the main route to Baghdad, including Tikrit, 110 miles north of the capital. The Iraqi security forces initially proved unable to resist these attacks, although there are now signs of a fightback in the area around Samarra.

These are extremely grave developments. ISIL is the most violent and brutal militant group in the middle east. It has a long record of atrocities, including use of improvised explosive devices, abductions, torture and killings. The reported massacre of 1,700 Shi’a air force recruits is more evidence of its brutality. ISIL’s aim is to establish a sharia Islamic state in the region, and it is pursuing these goals by attacking the Government of Iraq, gaining control of territory, and inciting sectarian violence between Sunni and Shi’a Muslims.

The group has bases in northern Syria as well as in Iraq. While the majority of its members are Iraqi or Syrian, it also includes a significant number of foreign fighters among its ranks. As I have previously told this House, we estimate the number of UK-linked individuals fighting in Syria to include approximately 400 British nationals and other UK-linked individuals who could present a particular risk should they return to the UK. Some of these are, inevitably, fighting with ISIL.

Over the last few days, I have held discussions with Foreign Ministers from the region, including Iraqi Foreign Minister Zebari and Turkish Foreign Minister Davotoglu, with whom I discussed the welfare of more than 60 Turkish citizens kidnapped in Mosul. Our national interest lies in supporting a sovereign and democratic Iraq to resist those threats, offering assistance where necessary and working with others to prevent the spread of terrorism in Iraq and throughout the region.

On Friday, I held talks with Secretary Kerry in London. We agreed that the prime responsibility for leading the response to these events lies with the Iraqi Government. The United States, which is the country with the most appropriate assets and capabilities, is considering a range of options that could help the Iraqi security forces push back on ISIL advances. President Obama has been clear that action taken by the United States will succeed only if accompanied by a political response from the Iraqi Government.

We are taking action in three areas: promoting political unity among those who support a democratic Iraqi state and stability in the region; offering assistance where appropriate and possible; and alleviating humanitarian suffering. We have made it clear that this does not involve planning a military intervention by the UK.

On the first of these points, yesterday I underlined to the Iraqi Foreign Minister the need for his colleagues to form a new and inclusive Government who bring together all Iraq’s different groups and are able to command support across Iraqi society. ISIL is taking advantage of political disaffection, including among Saddam-era officers and soldiers, and Sunni tribal fighters, who have lost trust in the Iraqi Government. Overcoming this will require a concerted political effort by the Government, including working with the Kurdistan Regional Government against this common threat. I welcome the fact that the Iraqi Supreme Court has today ratified the large majority of the results of April’s elections, and I call on them to announce the full results as soon as possible to allow for the rapid formation of a new Government in Baghdad.

On our second objective, we are examining what more we can do to assist the Iraqi authorities directly in their security response. We are urging them to take effective measures to organise security forces effectively and push ISIL back from the areas it has occupied, while protecting civilian life, infrastructure and vital services. We are discussing with the Iraqi Government areas for co-operation, including the possibility of offering counter-terrorism expertise. We are also providing consular assistance to a small number of British nationals who have been affected. For this purpose, a UK Ministry of Defence operational liaison and reconnaissance team arrived in Baghdad on Saturday to help to assess the situation on the ground and to assist the embassy in contingency planning.

Thirdly, we have responded rapidly to the humanitarian emergency. About 500,000 people are reported to have been displaced in the north and now need urgent support. Last week, we were the first donor country to send a field team to the Kurdistan region, where they met UN and non-governmental organisation contacts and the Kurdish authorities. My right hon. Friend, the International Development Secretary announced on Saturday that we would provide £3 million of immediate assistance, including £2 million from the rapid response facility to NGOs for water and sanitation and other emergency relief and £l million to the United Nations High Commissioner for Refugees for mobile protection teams and establishing camps. We are considering urgently what further assistance we can provide.

The rise of sectarianism and religious intolerance is fuelling instability in the middle east. This has been compounded by the brutality of the Assad regime, whose relentless war against its own people has created an opening for extremists. That is why we will continue to support the moderate opposition in Syria, who have had the courage to fight directly against ISIL and other extremists, as well as urging the Iraqi Government to take the political and military steps required to defeat such groups in Iraq. We are also working to reinforce stability across the region, including through providing significant security support to the Governments of Lebanon and Jordan, as well as £243 million in humanitarian assistance to those countries. We will intensify our efforts in the coming days and weeks to tackle this serious threat to international peace and security.

Addressing the crises of today should never prevent us from dealing with the longer-term issues that are fundamental to conflict prevention in many parts of the world. Last week, I co-hosted the Global Summit to End Sexual Violence in Conflict, the largest ever summit held on this issue. It was attended by 128 countries, 79 Ministers and eight UN agency heads, as well as by presidents and prosecutors from the International Criminal Court and international tribunals, and more than 300 delegates from conflict-affected countries.

The summit had two primary objectives: to agree practical action to tackle impunity for the use of rape as a weapon of war and to begin to change global attitudes to these crimes. We opened the summit up to thousands of members of the public, at 175 public events. Our embassies held events to mirror what was going on in London for the entire 84-hour period and our intensive social media campaign reached all parts of the world. This was the most important milestone yet in our efforts to address this issue. My intention is to create unstoppable momentum in addressing these crimes, which are among the worst experienced in the world today.

We set in motion a series of practical steps and commitments. We launched the first ever international protocol on how to document and investigate sexual violence in conflict as a means of overcoming the barriers to prosecutions of these crimes. I announced £6 million in new UK funding to support survivors of rape, and the United States, Finland, Bahrain, Australia, Japan and others also made new and generous pledges. The African Union also announced a pilot project in the Central African Republic to respond to the urgent needs of victims of sexual violence. The Somali Government launched a new action plan on Somalia, supported by the UN and the international community, for addressing sexual violence, which has blighted the lives of thousands of women, men and children.

Within the summit, I convened a special meeting on security in Nigeria following the abduction of more than 200 schoolgirls in April and a summit on this issue in Paris last month. We agreed that a regional intelligence fusion unit should be made operational immediately. The countries of the region also agreed rapidly to implement joint or co-ordinated patrols along their borders, and Cameroon committed to add a battalion to that regional taskforce. The UK, US and France pledged to support these regional efforts. On behalf of the UK, I announced a separate package of support for Nigeria, including increased tactical training for the Nigerian army, assistance to regional security and intelligence co-operation, and a joint UK-US educational programme to educate an additional 1 million children in Nigeria. All the parties present also agreed on the need for UN sanctions against Boko Haram’s leadership and Ansaru, another dangerous terrorist organisation.

Finally, states and delegates at the summit joined together to sign a statement of action, uniting Governments, UN agencies, civil society, experts and survivors with a shared determination to tackle these issues. We will now work hard to ensure that the momentum is sustained and accelerated in the months and years ahead. We will publish a comprehensive report on the summit that will distil the expert recommendations that were made. We will turn our focus to practical implementation of the international protocol. We will continue to use our team of experts in conflict-affected countries. For the past two years, the United Kingdom has led the way internationally in addressing these vital issues and we must continue to do so until the scourge of sexual violence is finally confronted, addressed and defeated.

I thank the Foreign Secretary for his statement and for advance sight of it this afternoon.

Let me begin by turning to the Foreign Secretary’s remarks on Iraq. That country is today facing fundamental threats to its integrity, security and stability. Faced with a lightning advance by a few thousand Islamic State in Iraq and the Levant fighters from their base in Syria’s Raqqah province, the Iraqi army’s presence in the northern and western Sunni-majority provinces has effectively collapsed. Beneath these latest advances for ISIL lies the deeper and fundamental question, not just for Iraq, but for its neighbouring countries across the region: can they, in time, develop a pluralistic, democratic politics, where people live together as citizens, rather than dividing along sectarian, ethnic or religious lines? Alas, today, the answer to that question still remains uncertain.

Inevitably and understandably, these events have rekindled the debate around the military intervention in Iraq 11 years ago. For most British people, including many of us who supported the action at the time, the fears of those opposed to the intervention have been vindicated by subsequent events. It is futile to deny that subsequent history, as surely as it would be folly to repeat it. Yet it is also facile to suggest that the crisis affecting Iraq today can be attributed solely to the consequences of intervention. Such an account denies the truth that the slide towards crisis in Iraq has been exacerbated by the civil war in Syria. Today these are two nations sitting astride the Sunni-Shi’ite faultline, engulfed increasingly by sectarian violence, while the rest of the region has looked on as sectarian tensions rise.

Tragically for Iraq, the hallmark of Nouri al-Maliki’s Shi’a-dominated Government has been a sectarian rather than an inclusive approach. Indeed, the welcome progress made by the leadership of the Kurdistan Regional Government since 2003 serves only further to highlight the extent of the Iraqi central Government’s failures in moving the country forward. Will the Foreign Secretary set out what specific steps the UK Government are taking, in co-ordination with allies, to encourage that formation of a new Government in Iraq? Beyond his conversation yesterday, what contact is being planned to urge Prime Minister Maliki to take concrete measures to reduce sectarian tensions, empower regional Governments and re-professionalise the Iraqi armed forces?

Today and in statements made over recent days, the Foreign Secretary confirmed that British military intervention in Iraq is not being contemplated. I welcome this assurance. Will he further give the House the assurance that the Government will not agree to any proposals significantly to increase the nature or scale of support that we are already giving to the Iraqi Government without a much wider debate in Parliament, and indeed the country?

It is clear that Iran is heavily engaged in Iraq today, so it was disappointing to hear Tehran apparently rule out direct talks with the Americans earlier this morning. I welcome confirmation that the Foreign Secretary has been in touch with his Iranian counterpart earlier today, but does he agree with me that there is now an urgent case for ensuring an effective British diplomatic presence in Tehran to help co-ordinate such discussions and to advance dialogue?

As the crisis continues, the scale of the humanitarian suffering inevitably grows, so I welcome the additional humanitarian funding that the Government have already announced, but will any further requests from Iraq’s Government for additional humanitarian support be considered promptly?

Many British citizens will have watched the scenes both in Syria and Iraq in recent days with growing concern and anxiety, so it is right that we pay tribute today to the work of the British intelligence and security forces, which are doing vital work to keep us all safe. Will the Foreign Secretary set out the Government’s latest assessment of the threat posed by British citizens returning from the region? I know that the Foreign Secretary will be concerned, too, about the safety of British diplomatic staff in Baghdad, Irbil, and Basra, so can he assure us that all the necessary plans are in place to guarantee their safety? The most urgent task now is for Iraq’s leadership to unite and galvanise its response to this crisis—the future of the whole country and the fate of millions of its citizens depend upon that.

Let me turn now to the preventing sexual violence in conflict summit in London, which was a genuine credit to the work of campaigners and activists around the world who have tirelessly worked to raise this issue up the political agenda. The British Government, and the Foreign Secretary personally, have done a great deal in recent months to help do just that, and I commend him sincerely for his efforts.

The Foreign Secretary was right to say in his statement that the priority now must be to translate words into practical action. I welcome the further £6 million pledged by the UK to support survivors of sexual violence in conflict. The statement of action to tackle the culture of impunity surrounding sexual violence in conflict, to which the Foreign Secretary rightly referred, was indeed an important step forward. Alongside agreeing a coherent legal framework, will he set out what further steps will be taken to help tackle some of the underlying issues that contribute to impunity, such as the independence of the judiciary within conflict-affected states? I look forward to the publication of the comprehensive report on the summit. Could he give us an indication of when we can expect it to be published? The real test now is whether the summit in London can make a difference on the ground in conflict zones around the world. The Foreign Secretary will certainly have our support in his work to ensure that it does.

I am grateful to the right hon. Gentleman. There is a huge amount of common ground on both these subjects. As he said, now is an important moment for seeing whether pluralistic, truly democratic politics can be created in Iraq. He made some references to the history and debates surrounding intervention, and I agree with what he said about that, too, in that there are many roots to what is happening here, including the growth of sectarianism, of religious intolerance across the middle east and, of course, the crisis in Syria. We must not think that everything that happens is a result of western action or inaction, although our actions can, of course, have a very important effect.



As for the specific steps that we are taking to encourage that pluralistic and inclusive politics, the primary step is, of course, persuasion. This is a sovereign country. I have put that argument—not for the first time—to Iraqi Ministers, who have been making the case directly to Prime Minister Maliki, among others, for some time, and our embassy is busily engaged in doing that with Iraqi Ministers now. However, I think that what has happened in Iraq over the past week will be a very vivid demonstration to Iraqi leaders that this is necessary, and is in their own interest. It is not just desirable as a point of political principle. It is essential for the future of Iraq that Sunni, Shi’a and Kurds work together—that all who support the existence of an Iraqi state work together—and if what is now happening does not demonstrate that clearly to them, nothing will. We will always try to persuade, but events on the ground are demonstrating the need for this.

The right hon. Gentleman endorsed what I had said about our approach to questions of military intervention. I am sure that, if there were a substantial change in that policy, I should be back here explaining it to the House, or asking permission for it, depending on the circumstances. He asked about relations with Iran. As I said in my statement, over the last few days I have talked to a number of Foreign Ministers around the region. As well as those whom I mentioned in the statement, I have talked to Ministers in Israel and Iran. Indeed, I spoke to the Foreign Minister of Iran on Saturday about a number of matters, including the situation in Iraq. He said that there was a case for a further step forward in our bilateral relations. I have discussed that with him, and I shall have something more to say about our discussions imminently—in fact, very imminently, if the right hon. Gentleman is here tomorrow. That is a heavy hint. However, our work on that is distinct from discussions on Iraq, which is partly why I shall address those separately.

As for humanitarian support, the right hon. Gentleman can be absolutely sure that my right hon. Friend the Secretary of State for International Development and her Department are very quick to react. They have had the first field team in the north of Iraq in the last few days. They work closely with all the United Nations agencies, and envisage that more support may be necessary. Of course, we keep the safety of our staff in Baghdad under close review.

I was grateful for the right hon. Gentleman’s supportive remarks about the work of the Government and many people around the world on the preventing sexual violence initiative. As he said, the key thing now is to turn that into practical action. I am convinced that if everyone who was at the summit last week now did what is set out in the protocol and the declaration on ending sexual violence in conflict, it would make a huge difference throughout the world. We all understand that a great deal of work will still be necessary to ensure that practical actions are taken by prosecutors in independent judiciaries, in military training and in the changing of laws. However, I believe that we have given real momentum to that work, and that it is an essential part of what I have described as a great strategic prize of this century: the full social, political and economic empowerment of women everywhere. We in the Government will remain utterly dedicated to that.

In the light of Tony Blair’s protestations to the contrary, I commend the shadow Foreign Secretary for making it clear that he accepts that the crisis in Iraq today has its roots in the chaos that has continued since the ill-judged invasion of that country in 2003.

Does the Foreign Secretary agree that long-term stability in Iraq cannot be achieved until the Iraqi Government accept the need to incorporate and absorb the Sunni population in Government at the highest levels, proportionate to their legitimate entitlement, and will he make it clear to the Iraqi Government that serious support from this Government will not be possible until that happens?

Yes, I do agree with my right hon. and learned Friend. Only yesterday, I made it very clear to the Foreign Minister of Iraq that the support that will be received from the rest of the world will be closely related to progress made on that issue of bringing Shi’a, Sunni and Kurds together. This is essential. As I mentioned in my statement, President Obama has made it clear that support of various kinds from the United States may well be conditional on political action by the Iraqi Government, so that message is very clear.

I commend what the Foreign Secretary said, and also what my right hon. Friend the shadow Foreign Secretary said in his careful remarks about the history here, but may I press the Foreign Secretary a little on the issue of Iran? I welcome the imminent statement he is due to make tomorrow, which I assume means there will be a strengthening of relations, but does he recall that after 9/11, and until, frankly, the Khatami Government were undermined gratuitously by President Bush in his axis of evil speech, the Iranian Government gave the British and American Governments very good, positive and trusting co-operation in respect of the removal of the Taliban? Does he also accept that, with the current Rouhani Government, there is an opportunity to build more positive relations, because the Iranians have a similar interest to us in ensuring their neighbour is a stable democracy and not reduced to the chaos it is in now?

Yes, of course we do have, going back over many decades and including now, important common interests with Iran, and that includes stability in Iraq and, indeed, in Afghanistan. There are also many other issues, such as dealing with the narcotics trade, on which Iran and the UK have common interests, and that is a very good argument for trying to advance our bilateral relations. Of course we also have to deal with the issue of Iran’s nuclear programme, which was something else I discussed with the Foreign Minister at the weekend, and there will be further negotiations this week. We also need Iran to make its contribution to stability in the region by ceasing its support for sectarian groups in other parts of the region. We look to Iran to do those things, but do we have some common interests? Yes, we do.

My right hon. Friend will recall that I and my right hon. and hon. Friends at the time were unequivocally opposed to the military invasion. Notwithstanding that fact, I can tell him that I am sympathetic to the view that it cannot be credibly said that the invasion is the sole cause of the present situation in Iraq, although it is, I think, now generally accepted across the House that it has most certainly made a significant contribution.

May I turn, however, to the issue of Iran, properly raised by the right hon. Member for Blackburn (Mr Straw)? There is no question but that the United States and Iran have different motives, but as the Foreign Secretary acknowledged a moment or two ago, they have common interests, so co-operation between them, even if covert, would be in the interests of us all.

Well, of course covert co-operation is not something I will speculate about on the Floor of the House; it is not my habit to do so for very good reasons. Of course those common interests with Iran are there in respect of the stability of the entire region. That is very clear, but I stress again that Iran can do a great deal for stability across the whole of the middle east by desisting with a nuclear programme that threatens nuclear proliferation across the region and by ceasing support for sectarian or terrorist groups elsewhere. There is a heavy responsibility on Iran, as well as on all of us to do what we can to improve relations and to get that point across to Iran.

The past is always with us. We are urged to learn from our mistakes, and I am delighted to hear that the British Government have learned and that there will be no military incursion in this particular war. May I also add my voice to those that have already been raised to say that the British Government should encourage Iran to think again, to work with America and our allies, and to bring its best efforts to bear on ending what is, in the Foreign Secretary’s own words, a Government of sectarianism and religious intolerance? Surely the way to bring about an inclusive Government in Iraq is to urge the stepping down of Prime Minister Malaki at the earliest possible moment.

It is not for us—the Government of another nation—to try to pick and choose who will be the Prime Minister in Iraq. After all, we have all said for so long how much we believe in democracy in Iraq, and that choice has to be the product of its own democracy. None the less, we can give it the advice, coming loudly and clearly from this House today, that it needs political unity in Government, in support of the existence of its state and the functions of government, between Sunni and Shi’a groups, with the inclusion of Sunni leaders, as my right hon. and learned Friend the Member for Kensington (Sir Malcolm Rifkind) mentioned. We want Iran to encourage that as well. Indeed, one of the points I made to Foreign Minister Zarif of Iran was that it is in Iran’s interest to press for that Sunni inclusion inside Iraq.

Sadly, it is inevitable that there will be a heavy loss of life and bloodshed in the region, but it is imperative that ISIL is defeated. Although that must fall to the Governments in the region, primarily Iraq in the first place, where they have identified military capability gaps, we must be sympathetic and help them. The last thing we want to do is to send a message in advance that we have ruled anything out, which could only be of help and comfort to the terrorists.

ISIL must be defeated, as my right hon. Friend says. I agree with him—I think it is the mood across the whole House—that the prime responsibility rests with Governments in the region, including the Iraqi Government, who have very substantial security forces at their disposal. As I said in my statement, we can provide assistance of various kinds, and other nations are considering other forms of assistance. The United States has said publicly that it is looking at all options. It has the assets and capabilities of the type, scale and location to deliver such assistance if it believes it can do so productively, so we will concentrate on helping in the way that I have set out.

Given that the Sunni-Shi’a divide is now a fault line in the region and that an almost primeval form of jihadism is driving that on the Sunni side, does the Foreign Secretary agree that it is imperative that ownership of solving this conflict has to be in the region, particularly in Iraq but also in neighbouring Iran, which, as he has implied, could help significantly? I agree with the previous comments that it is imperative that we lose no opportunity to engage Iran, even if it is not up in lights as some formal alliance, which is what has understandably been rejected this morning. It is a key to all of this, does he agree?

I absolutely agree with the broad thrust of what the right hon. Gentleman is saying. The prime responsibility lies with all the states of the region; they all have a responsibility to improve the way in which they work together, because they are all at risk in various ways. There is no state that has an interest in this instability in Iraq, other than possibly the regime in Damascus. Every established state in the middle east has its interests confronted and threatened by these developments. It is important that they improve their own working together, and we must use our own diplomacy to encourage that. I stress again that that requires a change of policy by Iran as well as every effort on our part to engage Iran.

It is a pity that we have had to run these two subjects together, because no one should underestimate the extraordinary work that my right hon. Friend has done in relation to raising the issue of preventing sexual violence in conflict to such a level. He fully deserves all the commendation he is getting.

In relation to the issues in the wider middle east, does my right hon. Friend agree that one of the problems is that we are dealing with non-state actors across boundaries with no accountability and a wicked ideology who are taking on individual states that are so consumed with their own internal problems that they cannot yet act together and recognise the scale of the threat? Does he have any sense that states recognise that, and that they will, at some stage, have to work together to kill off both the ideology and the people who are propounding it? In that struggle, we do have a role to play in order to combat a threat that will ultimately arrive on our doorstep.

I absolutely agree with my right hon. Friend. We have a role to play, and yet the responsibility of the states in the region that he talks about is clear as well. What happened last week has been a huge shock in Baghdad. It is a clear demonstration to them, as I said earlier, that they need greater political unity. It is also a clear demonstration that unity is needed across the Arab world in order to deal with these threats, working with religious leaders as well as working between national Governments. We will certainly encourage that as well as providing direct assistance of the type that I have described, and providing strong protection for our own national security through our counter-terrorism vigilance and expertise.

The Foreign Secretary was a Minister in John Major’s Government, a Government who used military intervention to impose a no-fly zone to protect the Kurds. That policy was continued and enhanced under the Tony Blair Government. We would not have millions of Iraqi Kurds living in peace, prosperity and democracy without the intervention that took place to protect them from Saddam. If we had brought back Saddam or Uday, the Kurds would have suffered in the same way as the rest of the Iraqis are suffering today. Therefore, if the Kurdistan Regional Government request assistance, should we not give such a request sympathetic consideration?

I agree with the hon. Gentleman about the importance of what we did, in this country, to protect the Kurds. Only a few weeks ago, the Prime Minister of the Kurdistan Regional Government was here. We hear all the time, as he will have heard, the continuing gratitude of the people of that region for what the United Kingdom did.

I am not arguing against all military interventions; I am saying that in this situation, now, in Iraq, we are not planning a military intervention. I am not saying that there will never be any circumstances in the world in which we may need to make a military intervention—far from it. We have had no such request from Kurdistan. Indeed, the forces of the Kurdistan Regional Government have acquitted themselves well in recent days, and they have been an important part of bringing about stability in the northern areas of Iraq. We have not received such a request, and we do not envisage such a request at the moment.

I am sure that the Foreign Secretary can see the irony of the Iranians floating the idea of co-operation with the United States, albeit indirectly, having gone to such great lengths to get rid of it in 2011. Does he agree that this is the first time in decades that our interests coincide with those of the Iranians? My enemy’s enemy is my friend, so will he take every opportunity to build a rapport with the Iranians, which could have beneficial effects in other areas?

I will do so, yes. We have overlapping interests, although I am not sure that it is the first time we have done so. We have always had common interests in some of the areas that I mentioned earlier, such as stability in Afghanistan. The current situation does highlight that, and as my right hon. Friend can gather from the conversation I had over the weekend with the Iranian Foreign Minister, we are making every effort to ensure that we discuss a whole range of issues with the Iranians. I say again that we are looking to them to change some of their approach in the wider region if they really want to be the agents of its stability, rather than its instability.

Tony Blair took the UK to war in Iraq because of weapons of mass destruction that never existed. He was rewarded, remarkably, with the post of middle east peace envoy. Given his dangerous and ill-judged comments in the past few days, which were described by the Foreign Secretary’s colleague the Mayor of London as “unhinged”, does the Foreign Secretary agree that Tony Blair should not continue in post as a middle east peace envoy?

No, I do not agree with that. Nor do I think that the recent events in Iraq should be turned into a proxy debate about Tony Blair and everything that he has ever said or done. The shadow Foreign Secretary is looking rather alarmed about the idea of a proxy debate about Tony Blair. In any case, we have set up an inquiry in this House into the Iraq war, and that inquiry will report in due course. [Hon. Members: “When?”] If the inquiry had been set up when I called for it, it would have reported a long time ago. Hon. Members will have to ask those who were in Government at the time, and who resisted such an inquiry for a long time, about the delay in its reporting.

We can all pass judgment in detail when that report is published, but the issue we must address now is how to deal with this situation. I do not think it would help this situation for Tony Blair to feel that he has to resign from other positions.

Many people in this country will be keen to understand how an estimated 400 British nationals came to be engaged in foreign terrorism in Iraq and Syria. What conversations is the Foreign Secretary having with his colleagues in government to ensure that those individuals will not have the option of returning to the UK—ever?

We are having many conversations in government and, of course, with other Governments about how to prevent that. As my hon. Friend will understand, if a British national leaves via a third country and ultimately travels to Syria over the border of one of Syria’s neighbours, it is very difficult for us in the UK to know about that. We advise strongly against all travel to Syria and have made it very clear that the Home Secretary will not hesitate to use her powers to withdraw passports and cancel leave to remain in the United Kingdom and that our security forces will make arrests wherever there is the appropriate evidence. People can be absolutely sure that we will be extremely vigilant about this issue.

In Iraq and Syria and throughout the Muslim world extremists live and dictators survive off the back of the fear and division between Shi’a and Sunni. Those efforts of persuasion that the Foreign Secretary talks about should be aimed not just at political leaders and Governments but at figures of influence on both those sides of Islam. How much effort and influence does he think there is and how much of a priority do the British Government give to trying to encourage reconciliation and co-operation from religious figures of influence, both Shi’a and Sunni?

We give that a very high priority, but these events show that we cannot do too much and that we might need to do a lot more over the coming months and years. We give it a high priority and my right hon. and noble Friend Baroness Warsi has done a great deal of work on it as part of her work on freedom of religion, which is also about bringing different religious leaders together. Our embassies across the middle east do a great deal of work as well. The right hon. Gentleman is right that this is not just about political leaders; it is about religious leaders and other leading figures in society in many of the countries concerned. We have insisted all along that the Syrian national coalition must represent religious reconciliation and people of all faiths in Syria. I think the answer is that we do a great deal, but we must acknowledge that more will need to be done.

I congratulate the Front-Bench team and their counterparts in the Department for International Development and the Ministry of Justice on the work they have done over the past four years to promote women’s rights across the globe. I am saddened that, as momentum behind the issues has grown, some of the media have chosen to belittle the contribution of Angelina Jolie at the recent conference rather than focus on the issues that she cares about. In the light of that, what would my right hon. Friend’s advice be to Bono?

I hesitate to give advice to Bono, but it is nevertheless important for us to ensure that this work reaches all parts of the world. It is vital work, as my hon. Friend describes. Governments cannot reach all opinion formers everywhere in the world and so the contribution of my co-host at the sexual violence summit, Angelina Jolie, is immense in getting the message across to countries that would never otherwise hear about the work or never necessarily take any interest in the summit that we held. I advise everyone to take full heed of that work and give it full support as that is the only way to tackle some of the worst crimes that we are seeing anywhere in the world.

The recent advance of ISIS—the Islamic State in Iraq and al-Shammight have been a shock, but the reality is that hundreds of people have been dying in terrorist attacks in Baghdad and other parts of Iraq for many months. That is a result of the breakdown of the situation and the civil war in Syria. The signal given last summer by this House, and by the United States and the international community, created the space into which ISIS has now pushed forward. What is going to change, and how is the international community going to turn this round?

Clearly we have to do what I set out in my statement. The House of Commons cannot re-fight its earlier decisions. I disagreed with the decision made in the House last August, but we are democratic politicians and we respect the House’s decision on that occasion. If we had voted the other way, would it have sent a sharp message to the Assad regime? Yes it would, but we did not vote in that way. This House makes the decisions on those matters, and we work within the constraints of that. I have made it clear that we can provide assistance to the Iraqi Government—the United States might be able to provide a great deal of other assistance—while simultaneously stressing that Government’s own heavy responsibility to rise to the challenge in both the security and the political sense.

I was one of the 1 million who marched against the war in Iraq, although we were ignored by the Government of the time. I very much welcome the Foreign Secretary’s comment that he is not planning military intervention by the UK. I and many others will keep track of what happens in that regard. What steps will he take to ensure that Prime Minister Maliki does not use this crisis to try to extend his executive power in inappropriate ways?

Inclusive politics and a more inclusive political leadership in Iraq would not involve the abuse of power by the Prime Minister of the day, and it would have to include some degree of people not only working together in government but genuinely sharing power. Otherwise, it would not work. It would be built into a broader political unity in Iraq that Sunnis and Kurds would be well consulted and have leadership positions in the political process, but it would be up to them to determine the details of that.

Does the Foreign Secretary accept that the invasion of Iraq in 2003 and the subsequent destruction of all the structures of civil society there have led to this implosion? Does he also accept that the current crisis is being exacerbated by the arms in the region? He has confirmed that there will be no military intervention by Britain or the USA, but what discussions has he had with Saudi Arabia about its influence, its arms supplies and its friendships within the region, and about its actual aims?

We have had many discussions with states throughout the region, particularly in relation to Syria. We have said that any support, including the non-lethal support from the United Kingdom, should be given to moderate groupings and not to extremists. Indeed, these events underline the importance of that, and it is something that we will always restate to Saudi Arabia and to other states in the region. They are committed to not supporting extremist groups, because those groups ultimately present a threat to them as well as to Iraq and to many people in Syria. On the earlier part of the hon. Gentleman’s question, I think we will have to wait for the report from the inquiry into Iraq. People can argue the case either way in regard to the consequences of the 2003 invasion, but it is worth pointing out that if Iraq had developed a more inclusive politics over recent years and if the Assad regime had not opted to wage war against its own people, the scenario would now be very different, notwithstanding the 2003 invasion.

May I take this opportunity to congratulate my right hon. Friend on the leadership that he showed during last week’s conference on preventing sexual violence in conflict? That is a major issue, but it is one that many people—dare I say it, many men—have avoided addressing. My right hon. Friend deserves congratulation on addressing it. Will he take this opportunity to challenge media commentators who have suggested over the past few days that it is a relatively minor issue compared with the issues of Iraq that we have just been discussing? Does he not agree that, in many ways, they are two sides of the same coin and that the fundamental belief that women are second-class citizens lies at the heart of the use of sexual violence in conflict and at the heart of the beliefs of most of the extreme terrorist organisations?

My right hon. Friend makes an extremely good point. There are reports from Iraq of sexual violence, and as I mentioned in my statement, in Nigeria extremist terrorist groups are some of the main perpetrators of appalling sexual violence against those in their captivity. This is not only a vital moral issue for the world—we have been right to break the taboo in many parts of the world about discussing it. It is also fundamentally connected to conflict prevention. When mass war-zone rape is committed by one community against another, it becomes dramatically more difficult to prevent conflict between them for decades into the future. I think that in some quarters there is a good deal of ignorance about those matters.

I join others in congratulating the Foreign Secretary on his role in initiating the conference. My concern is with Iraq and the huge number of people who will now be leaving or attempting to leave because of the current crisis. Many of those people will be at the hands of people traffickers who will exploit them, and they will end up on the borders of Greece and Turkey. What support can we give those countries, and what steps can we take to help authorities in Iraq to stop people leaving?

As I set out in my statement, we are giving rapid assistance. My right hon. Friend the Secretary of State for International Development authorised that quickly at the weekend, and is ready with further assistance if it becomes necessary. We are already generous donors to many other countries in the region that are dealing with huge refugee flows, particularly Lebanon and Jordan, and through UN agencies we are also assisting with refugee flows in Turkey and the area of the Kurdistan Regional Government. After the United States, Britain is the second most substantial national donor in the world to programmes for refugees in the region, and the right hon. Gentleman can be assured that we will maintain that strong record.

Does the Foreign Secretary agree that whatever the historic failings of western policy, we cannot simply stand aside as the viability of the Iraqi state is called into question? Do we not have a responsibility to the Iraqi people to ensure that their country does not descend into all-out sectarian violence, which in any event would be completely against our national interests in the middle east?

I am certainly not advocating standing aside, and I have set out what we are doing politically and in terms of humanitarian aid and assistance to the Iraqis. There is no question of our standing aside from such a crisis, but we should be clear—I think we have been clear across the House today—that there is prime responsibility on leaders in the region, including Iraq, to ensure a coherent security and political response. It is within their power to do so, and it is therefore their prime responsibility to do so, with our support where necessary.

It was a privilege to meet some of the brave women who came to give evidence at the conference last week, particularly those from the Democratic Republic of the Congo. It was ironic, however, that at the same time as the conference was going on, women were being raped in Iraq. There is no doubt from UN reports about the behaviour of ISIS in Iraq, which is threatening sharia law and carrying out extreme sharia law. Will the Foreign Secretary make it clear that people who are found guilty of those crimes will face charges of war crimes and crimes against humanity, and that they will not get away with it?

It is clear in the declaration on ending sexual violence in conflict, which I put forward and which 155 nations have now signed, that these crimes are to be considered grave breaches of the Geneva conventions. Much of what we are doing, as the right hon. Lady knows, is to make sure that the era of impunity for these things is over, and that prosecutions can take place and that evidence can be more easily gathered. If we do not do that, the problem will get worse in the world over the coming years. I very much agree with the thrust of her question; it is at the very top of the priorities of the preventing sexual violence initiative.

Would it not be wise for Tony Blair to be a bit more Trappist about this issue, at least until the Chilcot inquiry reports, rather than trying to re-write history by attempting to say that the shambles of an occupation that we saw is somehow not linked to the tragic events that we see today? Is it not the case that in 2003 al-Qaeda was not present in Iraq? A vacuum of governance was caused and that was filled. That is something that, sadly, the Iraqi Prime Minister has failed to meet.

There will be many important lessons that are best looked at when we have all the evidence of the inquiry. Will the Foreign Secretary, with his emphasis on looking to responsibilities within the region, say a little more about the role of Saudi Arabia? Have not few countries done as much as Saudi Arabia to promote a sectarian and deeply conservative brand of Islam right around the world, including in the middle east? It and other conservative Gulf states stay high on the list of diplomatic friends of our Government. If we are to speak truth to power, why do we not challenge those who have helped foster the sectarianism that we now see?

The position among regional states is a complex one. Saudi Arabia has often acted with us in the past to try to ensure that there is stability in the region, and it is important to bear that in mind. I stress again that I agree with the right hon. Gentleman and many across the House that there is a responsibility on all leading states in the region to improve relations and to try to ensure that religions can co-exist side by side. There is a huge responsibility on Iran in particular, as I mentioned earlier, but of course there is a responsibility on Gulf states and others as well, and we will make that very clear.

In his reply to the shadow Foreign Secretary, my right hon. Friend talked about all those who support Iraq. With Maliki running a sectarian Government, with the Kurds taking the opportunity to seize Kirkuk, which will always be one of the very difficult post-conflict issues to solve, and with the Sunni population turning to this dreadful mediaeval force, is not the problem that, frankly, not many people support the concept of Iraq? Is it not about time that we started pushing for an international conference to bring all the actors together so that we can have a strategy that can lead to an agreed post-Iraq solution?

I do not exclude at all the need for international conferences to try to bring together all the countries in the region, as well as key players in Iraq. My hon. Friend is right to point to the formidable difficulties facing those who need to work together in Iraq. However, underneath that there is tremendous support among the people of Iraq for the functioning of their country. They have turned out in very large numbers in elections. They have made every effort to participate in their democracy, and I believe that the mass of the people in Iraq want that democracy to succeed. Their leaders, as in any country, need to respond to that and harness that.

May I ask the right hon. Gentleman about the second part of his statement? Does he share my alarm about the reports of increasing numbers of Tamil asylum refugees being refused asylum status despite entirely credible accounts of their being subjected to rape by the security services? Will he please give an undertaking to the House that the Foreign Office will look again at the country profiles on which the Home Office and the courts rely before making decisions in those cases, particularly highlighting the problems in relation to women being raped?

There have been major problems of sexual violence in Sri Lanka. I spoke about this to the Sri Lankan media and with the many NGOs that I worked with when I was at the Commonwealth Heads of Government meeting in Sri Lanka in November. In this country we take our responsibilities to asylum seekers very seriously, as the hon. Lady knows, but in a strict and, we hope, fair system. Where there are serious and valid complaints, of course they will be looked at. As she knows, this matter is primarily the Home Secretary’s responsibility, not mine, so either I or a Home Office Minister will write to the hon. Lady about that point.

This is an important issue, as we noted earlier. Through all our diplomatic channels and through my conversations with the relevant leaders, we encourage that co-operation between the Iraqi authorities in Baghdad and the Kurdistan Regional Government. I discussed this at length with the Prime Minister and other Ministers of the KRG a few weeks ago. I discussed it with the Iraqi Foreign Minister just yesterday, and we will continue in that vein.

Did not the vote of 29 August last year prove that the trust of many Members of this House in military action has been deeply undermined by the terrible decision that we took in 2003 to send 179 brave British soldiers to their deaths in Iraq on the basis of untruths and the hubris and vanity of a Prime Minister? Will not that trust be further undermined if the Chilcot report is expurgated—if it omits the full text of the letters from Tony Blair and George Bush—and will it not be seen as an establishment cover-up by politicians and civil servants to guard their reputations?

I am sure there will be an occasion to debate that report when it is available. The hon. Gentleman and all of us will be able to give our views then. I think it is true that the vote in the House last August was influenced by a loss of trust in the aftermath of the war in Iraq, whatever side we took and whatever we think about that. It was influenced by that, yes, so we have to conduct ourselves in a way that rebuilds trust in Government decisions on these matters. That is what we are constantly seeking to do.

It is said that the international community wants to engage Iran to help resolve the situation in Iraq, but some ask how that can possibly be the case when Iran is supporting terrorism in Lebanon by Hezbollah, supporting Hamas and supporting the horrific regime of President Assad, and when it backed Prime Minister Maliki to cause the mess in Iraq in the first place. Linked to that, what steps are we taking to address the problem that the advanced-level weapons given to the Iraqi army by the international community are ending up in the hands of the extremists?

The point that my hon. Friend raises is exactly why I have stressed several times that although it is right to engage Iran, which we are doing, we need to see a change in Iranian policies if the Iranians are to promote stability rather than instability in the region. They do support sectarian or terrorist groups and have supported them elsewhere in the region. That is an important policy to change because it creates deep divisions across the middle east, and I again stress that we look to Iran to change those policies.

I welcome the fact that the Foreign Secretary has said on several occasions that the Government are not planning any military intervention. Can I be absolutely assured that there will be no military intervention by this Government, or support by this Government for others’ military intervention, without a vote of this House?

On the second part of the Foreign Secretary’s statement, with regard to sexual violence, will he look at reports that women who have come to this country seeking asylum from areas of conflict have been detained in Yarl’s Wool, where they have been subjected to sexual abuse?

The hon. Gentleman’s second point is a matter for my right hon. Friend the Home Secretary, but I will of course draw it to her attention. We have a clear precedent established about coming to the House, when circumstances permit, in relation to the use of military force. We did that over Syria, even though we were then defeated. The hon. Gentleman is trying to extend that precedent to support for other states taking military action. This House does not govern actions taken by other states. The Government will of course always come to explain our diplomatic posture on all those things.

In the post-Iraq and post-Afghanistan conferences, and in the Syria peace conferences, Iran was consistently left off the guest list. Does my right hon. Friend not agree that what we are seeing in Iraq is the inevitable outcome of our picking and choosing our regional players and leaving Iran off the guest lists? In future we should learn the lesson and invite all sides to try to resolve these issues, especially those that live closest and suffer the greatest threat through such conflict.

My hon. Friend must bear in mind that there is also a lesson for those not invited. In the case of the unsuccessful Geneva peace conference that we held earlier this year on Syria, we and others were entirely open to the inclusion of Iran. We only wanted to know that Iran would support the creation of a transitional Government in Syria as a solution to the problem, in the same way that Russia has done through its support for the Geneva 2012 declaration. That was quite a small requirement for adding it to the guest list, but Iran was unable to do that. The effort has to come from Iran as well as from the rest of us.

I congratulate the Foreign Secretary on his important conference last week. However, while I recognise that real progress is being made in conflict zones, it is a very different story when the same survivors of rape make it to UK shores. Will he add to the list of things to raise with the Home Secretary a more systemic concern about our asylum system, which often punishes and humiliates women a second time when they arrive? They are expected to talk to men, often on their own or in front of their children. It really is not a sensitive way forward.

I will add that to the list, but I hope that the hon. Lady will also bear in mind that the Home Secretary said in her recent announcements on admitting Syrian refugees into the UK that we would give particular priority to people who are vulnerable and at risk of violence, including sexual violence, so it is clear that the Government are attempting to assist in such cases, but where there is criticism we will examine it and respond to it.

I take on board my right hon. Friend’s point, made in answer to previous questions, that in the here and now we can cajole through the diplomatic avenues. We can also make it clear to everybody involved that it is in their best interests. But does he agree that actually the real issue is good governance? We have a history in this country, through Northern Ireland—of course, that is a different political prism—of bringing an approach of consensual politics to such matters. This is very similar to corruption: we need to break the cycle. Do not do unto others as has been done unto me.

The EU Enlargement Commissioner is scheduled to hold talks with the Turkish President and Foreign Minister. No doubt the capture of Turkish diplomats in Mosul last week will be raised. I regularly discuss the situation in Iraq with the Turkish Foreign Minister, Ahmet Davutoglu, most recently on Saturday, when I expressed our concern about the Turkish nationals who have now been taken hostage by ISIL. We of course hope for their safe return and are consulting closely with Turkey about the whole situation we have been discussing in the House today.

My right hon. Friend says that he is keeping open the possibility of offering counter-terrorism expertise. Another area in which we have particular expertise is aerial reconnaissance, surveillance and intelligence gathering. Is he therefore keeping open the option of offering Royal Air Force ISTAR—intelligence, surveillance, target acquisition and reconnaissance—assets?

One of the many worrying aspects of recent events is that the Iraqi army and other security forces do not appear to have performed well. Of course, this is not just about military capability; it has much to do with the political decisions taken by the Iraqi Government. Looking ahead to the end of our operational commitment in Afghanistan at the end of this year, what is the Foreign Secretary doing to satisfy himself that the Afghan national security forces have the confidence and the capability needed to avoid a similar situation in Afghanistan?

This is a very important question. Of course, every quarter we have an oral statement on Afghanistan, and this will be an important topic for the next one. As the hon. Gentleman knows, we have taken every care to build up and train the Afghan national security forces. They have acquitted themselves very well in conflict in Afghanistan over the past year or two, having led all major operations in recent times themselves. I hope that the new President of Afghanistan, for whom elections took place this weekend, will sign the bilateral security agreement with the United States that will enable all of us to settle how we support the Afghan state in the future. There is further work to be done on this, but the Afghan national security forces are extremely strong and capable.

Does my right hon. Friend agree that the removal of Saddam, which, as the hon. Member for Ilford South (Mike Gapes) said, prevented the Kurdish nation from being exterminated, is not the sole cause of the current crisis? Is it not more the problems in Syria, and the weakness and inadequacy of the Iraqi President, that have led to Islamic jihadists launching a campaign from Syria? Does he not also agree that if the crisis gets worse, at some point NATO and the United States will have to intervene militarily to put a lid on the problem and protect the Kurdistan region?

On the last point, the United States has said that it is examining all options. I think that the necessary support for the Iraqi security forces is much more likely to be given by the United States than by NATO as a whole. My hon. Friend is quite right about many of the other massive contributory factors. Whatever people think, with hindsight, of the merits or otherwise of the 2003 invasion, recent events in Syria and the failure in Iraq to develop a fully inclusive politics have certainly contributed to this situation.

Given that the Foreign Secretary now finds himself dealing with a major crisis in Iraq, does he share my regret that the Chilcot inquiry has not published its report? If it had, his foreign policy would benefit from a detailed analysis of events before, during and, critically, after the last Gulf war.

Yes, in many ways, because I think it was 2006 when, as shadow Foreign Secretary, I first proposed an inquiry on Iraq. I imagine that the hon. Gentleman’s party supported that at the time; I am sure that it did. Perhaps it even called for an inquiry before then. Had the inquiry been established then, rather than being resisted by the then Government for a good two years, we would certainly have had the result by now.

I think that it has taken people by surprise, including in Baghdad, because of the failure of Iraqi security forces—large numbers of them—to hold the territory to which they were assigned. That, of course, is very disappointing and alarming, and it underlines the need for the Iraqi security forces to be well led, to work together well, and to be backed by political unity. I think that is the answer to my hon. Friend’s question.

What discussions were held at the summit with regard to Sri Lanka? In the past 24 hours, a number of my Muslim constituents of Sri Lankan origin have got in touch because they are deeply fearful for the lives of many of their relatives in Sri Lanka, who are under threat from the sectarianism of the extremist Bodu Bala Sena group. What advice does the Foreign Secretary have for my constituents and what pressure can he put on the Sri Lankan Government?

Of course, we regularly try to put pressure on the Sri Lankan Government. The hon. Gentleman gives me the opportunity to tell the House how much we look to them to prevent sectarian conflict and outrages within Sri Lanka, just as we look to any Government responsible for their own citizens to do the same. The hon. Gentleman will also know that the UK led the way, successfully, at the United Nations Human Rights Council in March to win the vote on setting up an international inquiry into the conflict in Sri Lanka. We are always leading the way on this and I join the hon. Gentleman in reiterating our strong message of concern about these events.

Thank you, Madam Deputy Speaker. Whatever the responsibility the UK holds for the current situation in Iraq, there is a clear need to prevent the country from falling into the hands of these extremists. Given the Foreign Secretary’s statement that military intervention may well prove necessary, why has he ruled out any UK participation or military support whatsoever?

For the reasons I set out in my statement, the prime need is for the leadership in Iraq—in both a security and a political sense—to be able to respond. There is a case for outside support where necessary, but as I said, the assets and capabilities to deliver such military support are much more likely to be possessed by the United States of America. I have set out other areas in which we can help. That is the reasoning for this approach.

The situation in Syria remains dire. Innocent civilians have faced the brunt of the increasingly brutal war, with an estimated 140,000 people killed since the conflict began over three years ago. The Assad regime continues to use the most barbaric military methods and tactics available, including the use of indiscriminate artillery fire and barrel bombs. The UK is also concerned by recent reports that the regime continues to use chemical weapons against its own people. The UK remains committed to doing all it can to promote a political settlement to end the conflict, to alleviate the humanitarian suffering and to protect UK security.

On 23 January 2014, I laid a departmental minute before the House and issued a written ministerial statement—Official Report, column 10WS—setting out our plans to gift civil defence equipment to nine 25-man teams operating in opposition-controlled areas of Syria. No objections were raised to the gift and the UK distributed the equipment to civil defence teams alongside a comprehensive training package. The civil defence teams have saved lives by rescuing civilians trapped in damaged buildings and by providing emergency first aid. Our assistance has helped increase the legitimacy and capacity of moderate opposition, enabling them to save lives and deal with the aftermath of attacks.

The Government intend to expand the scale and scope of this programme by additionally training incident commanders, offering courses to a larger number of rapid response teams and by providing further specialist training on fire-fighting and medical emergency response. The departmental minute sets out in detail our plans to gift £1.6 million in equipment to Syrian beneficiaries delivering civil defence services. The proposed list of equipment includes cutting and rescue tools, personal protective gear including helmets and goggles, stretchers, medicines and medical supplies, and office and communications equipment. The programme will also raise awareness among local communities on how to prepare for, respond to and recover from regime attacks through community awareness training and the circulation of print and online material. Finally, the programme will increase co-ordination between the Syrian interim Government and civil defence teams. The programme is part of a range of support the UK is providing to help bolster the moderate Syrian opposition, including by enabling them to deliver essential services to the Syrian people inside opposition-held areas of the country. It is expected to cost up to £4 million and will be funded through the Government’s conflict pool.

The use of conflict pool funds to cover the costs of the gift has been approved by members of the conflict pool strategic programme board from the Foreign and Commonwealth Office, Department for International Development and Ministry of Defence. The gift has been scrutinised to ensure that the provision of this equipment is consistent with export controls and complies with our international obligations. Recipients have been carefully selected to prevent equipment being given to those involved in extremist activities or human rights violations. All our assistance is carefully calibrated and legal, is aimed at alleviating human suffering and supporting moderate groups and is regularly monitored and evaluated.

The Treasury has approved the proposal in principle. If, during the period of 14 parliamentary sitting days beginning on the date on which the departmental minute was laid before the House of Commons, a member signifies an objection by giving notice of a parliamentary question or a motion relating to the minute, or by otherwise raising the matter in the House, final approval of the gift will be withheld pending an examination of the objection.

I wish to inform the House that the Foreign and Commonwealth Office, together with the Ministry of Defence and the Department for International Development, is today publishing the 37th progress report on developments in Afghanistan since November 2010.

On 5 April, the Afghan people went to the polls to elect a new President, as well as their provincial council representatives. On election day, voter turnout was high with preliminary results indicating over 6.6 million validated votes, 36% of which were from women. In what was one of their biggest and most complex security challenges to date, the ANSF successfully secured the presidential elections with millions of Afghans able to cast their vote without significant incident or disruption. Crucially, in terms of maintaining voter confidence and preventing insurgency momentum, there were no high profile attacks (HPAs) on 5 April.

On 26 April, five UK service personnel—Captain Thomas Clarke, Flight Lieutenant Rakesh Chauhan, acting Warrant Officer Class 2 Spencer Faulkner, Corporal James Walters, and Lance Corporal Oliver Thomas—were tragically killed in a helicopter crash south of Kandahar. A full investigation is under way into the incident but there is currently no indication of enemy activity being a contributing factor. The crash resulted in the third biggest single loss of UK life in Afghanistan since 2001. These deaths are a timely reminder that our troops continue to risk their lives in Afghanistan. Their legacy is realised in the tens of thousands of Afghan security forces who they have helped mentor and who are now securing the country’s future. They have protected our security at home and abroad by helping the Afghans take control of their own. Their sacrifice will not be forgotten.

With permission, Mr Speaker, I would like to make a statement on recent events in Ukraine. I will update the House on the situation on the ground, the diplomatic work going on to reduce tensions, the decisions we made at the Foreign Affairs Council in Brussels yesterday, and the approach that we will continue to pursue over the coming weeks.

Presidential elections will be held in Ukraine on 25 May. In the vast majority of the country, preparations are proceeding well under the observation of the Organisation for Security and Co-operation in Europe. The UK is contributing 100 observers to the OSCE Office for Democratic Institutions and Human Rights election observation mission, which is 10% of the total number; £429,000 for the first round of elections. We have also given £1 million in funding so far to the special monitoring mission. I met the heads of both those vital missions in Ukraine last week, and I thanked them for the hard work of their teams in difficult and sometimes dangerous circumstances.

However, in two of Ukraine’s 25 regions—Donetsk and Luhansk, in the south and east of the country—the situation has deteriorated markedly over the past two weeks. A constant barrage of propaganda by the Russian media, and a steadily mounting death toll, are contributing to an atmosphere of fear, uncertainty and division. So-called pro-Russian separatists, led by people who by their training, equipment and behaviour give every appearance of sometimes being Russian special forces, have continued to seize and occupy Government buildings in the south and east of Ukraine, using many of the same tactics that were deployed in Crimea. We have seen intimidation of journalists, abductions and murders. Missiles have been used to destroy at least four Ukrainian military helicopters, giving the lie to Russia’s claim that these are the actions of spontaneously organised local protestors, rather than well-trained, well-equipped professionals.

On 2 May more than 40 people died in Odessa, including many pro-Russian protesters trapped in a building that was set on fire—an act we condemn unreservedly. This weekend, separatist groups staged sham “referendums” on self-rule in parts of Donetsk and Luhansk. Those polls were marked by blatant fraud, including multiple voting, no proper voting lists, and threats and intimidation against Ukrainians standing up for the unity of their country. The referendums met no basic standards of objectivity, transparency and fairness, and they have no credibility whatsoever. We will not recognise those or any other attempts to undermine the territorial integrity of Ukraine, including Russia’s illegal annexation of Crimea.

The Government believe that our national interest lies in a democratic Ukraine able to determine its own future, and in protecting a rules-based international system. Therefore, our objectives remain to avoid any further escalation of the crisis, to support the independence and sovereignty of Ukraine, and to uphold international law.

I visited Ukraine, Moldova and Georgia last week, to show our support at a time when all three countries are feeling acute pressure. We look forward to the signing next month of Georgia and Moldova’s association agreements with the EU, which will also establish deep and comprehensive free trade areas, and are currently under parliamentary scrutiny. I gave our strong support to the Moldovan Government’s plans to sign and implement the agreement, and encouraged them to make more progress on reform and in the fight against corruption. In Georgia I discussed, and thanked the Government for their contribution to, their partnership with NATO.

In Ukraine I met the Prime Minister, Foreign Minister and the Head of the National Security and Defence Council, as well as the Governor of Donetsk and two presidential candidates. I encouraged all Ukraine’s leaders to communicate with people in the south and east of the country, and to counter Russian disinformation. I welcomed the steps the Government have taken to launch an inclusive dialogue on constitutional reform and decentralisation, and to offer an amnesty for those who peacefully leave occupied buildings in eastern Ukraine. I assured Ukrainians of our support for the presidential elections, which must be allowed to take place free from violence and intimidation.

On top of our strong support for the work of the OSCE, the UK is providing technical assistance to support public financial management and other reform efforts in Ukraine. We have led the call for the urgent imposition of EU sanctions targeting individuals suspected of misappropriating funds from the Ukrainian state, and we hosted the Ukraine Asset Recovery Forum two weeks ago in London, with the United States and Ukraine, in order to co-ordinate this work.

As I have always stressed, the doors of diplomacy remain open. We continue to discuss the situation with Russia, and the Prime Minister had a long conversation with President Putin on 1 May. We strongly supported the Geneva agreement of 17 April and deplore the failure of Russia to join in implementing it. It is right to try now to revive the diplomatic process, and I support and welcome the efforts being made by OSCE Chair-in-Office and President of Switzerland, Didier Burkhalter. Last week I met him in Vienna, and I held further discussions with him over the weekend and yesterday in Brussels. Last Wednesday, he met President Putin and put forward a four-point plan, including the immediate launch of a national dialogue by the Ukrainian authorities with OSCE support. We have encouraged Ukraine to respond positively to this, and it is doing so. The Government have announced they will hold the first meeting tomorrow, and agreed that there will be both Ukrainian and international mediation in this process.

I strongly believe it is in the interests of all concerned to seize these opportunities to reduce tensions. It is manifestly in the interests of the people of Ukraine, including in Donetsk and Luhansk, where there is a danger of the violence growing even worse and many more lives being lost. It is in the interests of Russia, because some events have already moved beyond its control, and because the long-term economic and political costs to Russia of an escalating crisis will be very serious. It is also urgent, because the situation is deteriorating, and the elections are only 12 days away. We look to Russia to exercise its influence and to take every opportunity to restrain those responsible for violence and disorder, consistent with President Putin’s remarks last week that the elections are a step forward.

Yesterday I attended the EU Foreign Affairs Council, at which we made it clear that attitudes and behaviour towards the holding of the elections will have particular importance in deciding whether or not wider economic and trade sanctions will be applied. Preparations for these sanctions are at an advanced stage.

There is no doubt that the Ukrainian authorities are making thorough preparations for the elections to be held, and therefore Russia’s willingness to exercise its influence over illegal armed groups in parts of eastern Ukraine will be the decisive factor in whether everyone in the eastern provinces will be able to exercise their right to vote. Since Russia has taken no practical steps to de-escalate the crisis so far, we agreed yesterday to add a new group of 13 individuals and two companies to the list of persons sanctioned by the EU. This is the first time that entities—companies—have been sanctioned by the EU in relation to the crisis.

We agreed to expand the criteria for sanctions. These will now cover not just individuals directly responsible for undermining the security, territorial integrity, sovereignty and independence of Ukraine, but also a broader range of individuals and entities linked to separatist and illegal activities. For the first time, the sanctions will also be applicable to entities in Crimea or Sevastopol whose ownership has been transferred contrary to Ukrainian law, and to those who obstruct the work of international organisations in Ukraine.

At the Foreign Affairs Council, we also called on Russia to take effective steps to fulfil its Geneva commitments: to refrain from provocative acts and intimidation, to use its influence with separatist groups to compel them to disarm and to vacate illegally occupied buildings, and to cease its destabilising campaign. We demanded that Russia move its troops away from the Ukrainian border. President Putin said last week that troops were returning to their regular training grounds. However we have seen no evidence that Russia has reduced the huge number of its troops stationed just miles from Ukraine, and in fact Moscow continues to encourage the actions of separatists, including through the state-controlled media.

In addition to these steps, we agreed as Foreign Ministers that the EU will prepare a possible civilian mission in Ukraine, to support capacity building in the fields of rule of law, and judicial and police reform. We maintained our firm commitment to sign the remaining provisions of the association agreement with Ukraine, including the deep and comprehensive free trade area, as soon as possible after the presidential elections.

It is clear that if Russia does not take the path of de-escalation, the long-term cost to it will grow, in an economy already shrinking and suffering massive capital flight. G7 Energy Ministers met in Rome last week and committed themselves to reduce market power and political influence through energy supply. EU leaders will discuss further detailed measures when they meet in June.

The people of Ukraine deserve the right to choose their own Government in a free and fair election, just as we do. They also deserve to be free from external interference and duress and to have the chance to chart an independent future without the debilitating corruption and mismanagement of recent years. They should have every opportunity to be a bridge between east and west, and not to have their country pulled apart by the fanning of hatreds, the wilful sowing of violent disorder, and the insertion of provocateurs and separatists from over their borders.

There is now a fresh opening for Russia, and anyone else fostering violence and tension, to turn back from the brink. The coming days will demonstrate whether they are going to take it. The UK will do everything it can to encourage that and to support the holding of open and fair democratic elections. The international community must continue to be prepared to act with resolve and determination, to persuade the Russian Government to change their approach, to defend a rules- based international system, and to prevent a deterioration of the situation in the wider region.

Mr Speaker, you and the Foreign Secretary will, I hope, be aware of the reasons why the shadow Foreign Secretary is regrettably not able to be here to respond to the statement. I thank the Foreign Secretary for it, and for advance sight of it.

Before turning to the Foreign Secretary’s remarks on Ukraine, may I first briefly address the recent horrific events in Nigeria? We welcome yesterday’s written statement and the steps taken by this Government, alongside allies, in support of the Nigerian-led efforts to rescue the captured girls. We note that the EU Foreign Affairs Council’s conclusions make reference to the situation in Nigeria. The Foreign Secretary will be aware that in recent days, Members on both sides of the House have been urging that the opportunity be given to debate the matter in Parliament. I expect that those requests have been noted and that the Government will respond accordingly.

Turning to Ukraine, as the Foreign Secretary stressed, the situation in eastern Ukraine is deeply troubling. The violence continues, the death toll is rising and the situation is increasingly volatile. He is right to condemn unreservedly the offence on 2 May in Odessa, where more than 40 people died. He is also right to condemn the referendums in Donetsk and Luhansk on Sunday, which were both illegal and illegitimate. The priority must now be for calm to be restored and further violence to be prevented.

The events over the weekend have created a key moment when the real resolve and intentions of Russia must now be tested. In recent days, President Putin has publicly issued words that some have seen as a sign of possible progress. The international community, however, must judge President Putin not by his words alone but by his actions. He said that the referendum should be postponed. Now, he must condemn the fact that it has taken place. He said that presidential elections might be a step forward. Now, he must help to create the conditions for them to take place peacefully. He said that he has withdrawn troops from the border. He must allow NATO to verify that. He has signed up to the Geneva accord of 17 April. Now, he must help to implement it. If President Putin fails to take the minimum steps required to demonstrate that he is willing to change course, the west must be prepared to increase pressure in the days and weeks ahead.

We welcome the steps agreed at yesterday’s EU Foreign Affairs Council to extend existing targeted measures, including against two Ukrainian companies. On the measures agreed, will the Foreign Secretary confirm whether he expects the expanded criteria to result in the addition of further Russian entities to the list of companies targeted by such actions? Will he confirm whether we are taking steps to secure a further meeting between the signatories as a way of trying to make further progress on implementation? We note the Council’s conclusions in support of a further meeting, but in the light of Russian statements that no such meeting is planned, could he set out the likelihood of it taking place?

I welcome the Foreign Secretary’s remarks on the EU’s preparatory work on possible wider trade and economic sanctions against Russia. Can he provide any further detail on the measures under consideration? Will he confirm that any steps taken by Russia to seek to prevent the peaceful process of presidential elections this month would be deemed a serious escalation, and further evidence of their wilful intention to destabilise the situation in Ukraine further? We welcome the Foreign Secretary’s confirmation that an association agreement is due to be signed with Georgia and Moldova next month, alongside a free trade area.

The Foreign Secretary will be aware that many countries in the region, especially those from the former Warsaw pact and former Soviet Union, but also including our Nordic allies, have a deeper concern that Russia’s actions in Ukraine are not an isolated incident but part of a developing and worrying trend—particularly in the light of claims by the Russian Government about their need to protect Russian speakers or ethnic Russians, irrespective of their nationality or the credibility of any real threat against them. It is little wonder that this has caused apprehension and even alarm. Will the Foreign Secretary confirm what discussions he has had with our EU and NATO allies on our response to these developments?

I am grateful to the right hon. Gentleman. Given that he asked about Nigeria, it may be in order to say one sentence about Nigeria. I issued a written statement yesterday, the matter was discussed at the Foreign Affairs Council yesterday and I briefed the Cabinet on the situation this morning. Our team was deployed to Nigeria last Friday and has had meetings over the last few days with the Nigerian security authorities, with the President and with representatives of the families of the girls who have been abducted. They are working closely with the US team and we are in close touch with the Nigerians about what more we can provide as additional assistance. That was a long sentence! I hope it briefly keeps the House up to date on how we are responding to this appalling crime.

The right hon. Gentleman expressed through his statement and questions the bipartisan approach we have to the crisis in Ukraine. He was quite right to say that President Putin and Russia should be judged on their actions, not just on words at press conferences, and that we should be prepared to increase the pressure. The decisions we took yesterday in Brussels are clear evidence of our willingness to increase the pressure. Not everybody expected us to agree further sanctions yesterday, but we felt that in the absence of concrete steps from Russia to de-escalate, it was right to add to the sanctions. To answer the right hon. Gentleman’s question about whether there could be further extensions to the list of individuals and entities subject to asset freezes and travel bans, yes, absolutely there could be. Because we have substantially widened the criteria, many more individuals and entities can now be added if the circumstances warrant it. There is a real readiness across the whole European Union to do so.

I said in my statement that the wider sanctions—wider economic, trade and financial measures—which we have not yet imposed, are at an advanced stage. I am not able to announce any details, because they would of course have to be agreed in detail at the time. The detailed work has been done by the European Commission in consultation with EU members. It would be desirable to have a further meeting of the parties that took part in the Geneva talks of 17 April. However, it is possible to make progress even without such a meeting, as the work over the last week by the chair of the Organisation for Security and Co-operation in Europe, President Burkhalter of Switzerland, has demonstrated. We are in close touch with him, and he is working closely with the Ukrainian authorities and is, of course, in regular touch with Moscow to try to make his four-point plan work. I very much welcome his dedication to that task, and I will remain in close touch with him.

On the question of whether the further steps to destabilise the elections represent a serious escalation, yes, that is absolutely right, as was made clear at the Foreign Affairs Council yesterday and by Chancellor Merkel and President Hollande in their press conference on Saturday. The right hon. Gentleman is quite right to refer to the concerns created, particularly in countries with Russian-speaking minorities, about how Russia has defined its interests and its right, as it sees it, to intervene in other nations in defiance of the UN charter and international law. That is why NATO has made decisions to give greater assurance to our colleagues, particularly in the Baltic states. As he knows, we have reinforced the air policing of the Baltic, including by sending Royal Air Force Typhoon jets, and we will take other steps as necessary.

One of the results of what Russia has done is that at the NATO summit, which we are proud to host in Wales in September, NATO’s responsibilities to ensure the collective and guaranteed defence of its European members, and our readiness to revitalise that and ensure that it remains there in the coming years, will be a topic of great discussion—greater than it would have been without this crisis.

The implications for this crisis go well beyond Ukraine. Putin has effectively said that the protection of ethnic Russians in another country is not a matter for the laws of that country or the constitution or the Government, but for an external power—namely Russia. This is a fundamental challenge to international law. Does my right hon. Friend agree that it is not enough just to de-escalate on Ukraine; we need assurances from the Kremlin that Russia will not interfere in any other sovereign state simply on the basis that ethnic Russians live there? Otherwise, sanctions must continue on that very basis.

My right hon. Friend is quite right that huge principles are at stake here. That is why the reaction in the United Nations has been so clear and overwhelming: in the votes held in New York, Russia was entirely on its own in the Security Council, with China abstaining. Russia was outvoted in the General Assembly by 100 votes to 11 precisely because the issues at stake are exactly as great as my right hon. Friend describes them. That is why I underline the long-term cost to Russia—in the reduction of energy market power, the reduction of influence in eastern Europe because of populations turning against it and NATO reinforcing its responsibilities for the defence of its eastern members. All of that flows from what Russia has done in recent weeks.

May I first welcome the Foreign Secretary’s statement and commend the approach he has adopted? May I ask him about the position of the German business lobby, part of which has been arguing, with the assistance of the former German Chancellor, against any kind of wider economic sanctions? The position of Chancellor Merkel and Foreign Minister Steinmeier has been commendable, but what assessment does the right hon. Gentleman make of Germany’s understanding that it is in its interest to ensure that if necessary, sanctions, including business sanctions, are strengthened if there is no other way of securing some observation by Russia?

I think that is understood in Germany—certainly by their ministerial and political leaders. I had a long discussion with Mr Steinmeier before yesterday’s Foreign Affairs Council, and he fully joined in bringing about the decisions we made at that Council, while Chancellor Merkel expressed Germany’s strong view at her press conference on Saturday. Of course it is understood across Europe that wider sanctions against Russia will have some damaging consequences in Europe. I have said before that if we come to that point, those sanctions will be designed to have the maximum effect on Russia and the minimum effect on European economies—but they would have an effect on Britain, France and Germany. The plans developed for such sanctions include measures to be taken by Germany, and the triggers for them are the ones that I described earlier. We regard Germany as working closely with us on this issue.

Is it not clear that, far from being deterred by the range of sanctions measures taken by the west, the Russians continue to escalate the crisis with impunity—not least by the deployment to Crimea of some of the most sophisticated weaponry, including, I understand, the latest K-300P Bastion-P mobile anti-ship missile systems? In those circumstances, how on earth can we expect Russia to honour and respect the outcome of the forthcoming presidential elections in Ukraine?

Russia certainly has the involvement I pointed out in my statement, but I also argued that, given the longer-term consequences for Russia, the escalating sanctions, and some of the tragedies that have happened, such as in Odessa, it is in Russia’s interests to co-operate with the initiative that the OSCE chair has launched, which we support.

Russia is capable of adjusting its approach. As others have said, President Putin’s actions will be much more important than his words, but his words last week, when he described the elections as a step forward in Ukraine, represent a substantive change in the Russians’ position. Their previous position was that Yanukovych was still the legitimate President of Ukraine. Clearly, if the elections are a step forward, the Russians have changed their position in accepting a new president rather than the old one. The Russian position has very much created this crisis, but it is not an immutable position.

The apparent contrast between what President Putin has been saying and what Sergei Lavrov appears to be saying—that the referendums must be accepted as an expression of opinion and taken seriously—is leading many people to believe that this is just a cynical tactic on the part of the Russian Administration. Does the Foreign Secretary share their fear, and, if so, does he believe that their analysis is recognised by our European partners?

Yes, I think so. Again, the test is what actually happens. There is a strong school of thought which holds that Russia’s call for the sham referendums not to go ahead, although they went ahead, was intended more to disclaim responsibility for them than actually to discourage them. The Russians have reacted by saying that they respect what they see as the will of the people, which was expressed in such a massively anti-democratic fashion as the referendums, but they have not reacted in the same way as they did after the sham referendum in Crimea, by annexing the territory concerned. They clearly see Donetsk and Lugansk in a different light from Crimea, and what they want to do is different. It is terrible, but it is different, and we will continue to judge them by the differences in their actions.

My right hon. Friend paints an understandably grim picture. At the risk of over-dramatisation, I would say that this has all the characteristics of a powder keg. President Putin will not adopt diplomacy until he is satisfied by what he has achieved or is forced to come to the table, which renders the point made by the right hon. Member for Blackburn (Mr Straw) all the more significant. Is my right hon. Friend entirely confident that the countries of the European Union will be unanimous in any further extension, and, in particular, that the United States will form part of any such extension, given that this is a matter for the Atlantic alliance as a whole?

So far, the co-ordination between the United States and the EU and between EU nations has been very strong, and we in the UK play an important role in ensuring that there is that co-ordination. Any discussion behind closed doors often features a variety of views—as one would expect, when 28 EU nations are involved—but so far we have had no difficulty in reaching unanimous agreement on the sanctions that I have described, and that includes the decisions we made yesterday. Russia should not underestimate the willingness of the European Union to add further measures, including more far-reaching measures if necessary, and to engage in close co-ordination with the United States of America in that regard.

The first broadcast in Ukrainian by the BBC World Service was in June 1992, and the last was in April 2011. Given that the Foreign Secretary himself has referred to the constant propaganda from Russia, will he discuss with the BBC whether it is time to reinstate that service?

I think that point is worth considering. As I discovered in Ukraine last week, there is a constant demand for other media and for impartial media, given the behaviour of Russian-controlled or Russian-sponsored media, and we are considering ways in which that can be encouraged without controlling it ourselves. Of course, there is now a greater proliferation of television channels and forms of communication of every kind, so the answer is not necessarily to replicate exactly what we had before, but in many parts of eastern Europe there is a need for impartial information and news, and that is something that we must not neglect.

Can the Foreign Secretary confirm that if the situation in Ukraine deteriorates or another emergency occurs elsewhere which requires the House to sit during prorogation, the issue of a royal warrant will be required? Will he explain how that procedure would work in practice?

It is no simple matter for the House to sit during prorogation, which is one of the reasons for making my statement today. Indeed, it would be unprecedented. Nevertheless, the Civil Contingencies Act 2004 provides a means for the House to sit in extreme circumstances, if there is a threat to the United Kingdom. The Leader of the House will be much more familiar with the details than I am, but I think that my hon. Friend should bear in mind that the threshold for the assembly of Parliament during prorogation is very, very high.

While Russia undoubtedly has responsibility for the crisis that has occurred, is it not a fact that many people feel an attachment to Russia, particularly in eastern Ukraine? Whoever wins the presidential elections on the 25th of this month, will there not be a responsibility—a very important responsibility—to reach out to the large number of people who, rightly or wrongly, feel a greater attachment to Russia than to Ukraine?

According to reputable surveys, even in the eastern parts of Ukraine there is little evidence that people want to be part of Russia, although of course there is much evidence of disaffection in regard to politics, their own former leaders in Kiev, and so on. However, the hon. Gentleman is right to say that reaching out and inclusivity within the whole of Ukraine are vital, and that will be a very important task for whoever wins the presidential election. I have now met five of the presidential candidates—including all the leading ones in Ukraine—and have given them that advice, as well as the advice that they must secure an end to the whole culture of corruption and cronyism that has prevailed in Ukraine in the past.

Whatever we may think about Russia—and I for one am distinctly unimpressed—the Russians are people with whom we must do business. I have in mind the negotiations over Iran. Does my right hon. Friend agree that we need to avoid institutional hostility and keep the lines of communication open, although the Russians do not make it easy for us?

“Unimpressed” is a good bit of British understatement from the Chair of the Foreign Affairs Committee. My right hon. Friend is right: it is important to keep channels of communication open. That is what I do with Foreign Minister Lavrov, and that is why the Prime Minister has spoken to President Putin several times during this crisis. Even as we speak, our representatives are sitting with Russia in the E3 plus 3 negotiations with Iran, and working constructively together on one of the world’s other great issues. We will make every effort to continue to do that, because it is in the global interest and in our national interest.

Will the Foreign Secretary make it clear that we do not simply suspect that Russia is behind much of the armed insurrection in the east of Ukraine, but hold the country squarely responsible? If such tactics were attempted in a NATO member country, they would trigger a full article 5 response.

There is no doubt about that. I hope that I made it clear in my statement, but I am happy to restate our certainty about Russian involvement in the violence and disorder that have taken place in eastern Ukraine. What has happened does not have the characteristics of spontaneous protest. The level of equipment, training and co-ordination involved demonstrates that there is outside intervention. Ukraine is not, of course, a member of NATO, but I am sure that were such things to happen in a NATO member country, it would be able to invoke article 5 of the NATO treaty.

Following on from the question of the hon. Member for Barrow and Furness (John Woodcock), in affirming our support for NATO and article 5, what other countries apart from ourselves and the United States have sent troops or planes to exercise in the Baltic states and Russia?

The United States did the last rotation of Baltic air policing and we are contributing to it now, as my hon. Friend knows. The French have deployed four Rafale aircraft which are based in Poland. Denmark has deployed four F-16 aircraft to Estonia and there is work on further maritime deployments as well. So a variety of countries are involved in these exercises and policing.

I welcome the deployment of UK forces to front-line NATO states, and I also welcome the Foreign Secretary’s visits to Georgia and Moldova as well as Ukraine, but what assistance and help can we give, particularly to Moldova, because what might happen in Transnistria at some point could be a repetition of what has happened already in Crimea?

This is a very important point and it is one of the things I went to Moldova to discuss with its Government. Of course, the opening up of a closer economic relationship with EU countries is a major opportunity for them. Already, when Russia stopped buying Moldovan wine, which is one of its principal exports, the EU opened up to Moldovan wine. We may have to be ready to do that in other areas of the economy as well. The Moldovan Government made a number of requests to me on my visit, and I am thinking positively about all of them and discussing them with my EU colleagues.

While in no way condoning Mr Putin’s actions, I just wonder if the EU has played into his hands. Should not peace and reconciliation be our objective now? Should we not in this context reassure Russia that we have no intention of dragging Ukraine into our orbit by Ukraine joining NATO, that any free trade associations with the EU will be balanced with free trade associations with Russia, as Mr Putin proposed, and that there should be full devolution for east and west Ukraine?

We have always made it clear—and I make it clear again now, as I did in my statement—that we have always seen Ukraine as having strong relations with east and west and that it has never been our objective to pull Ukraine in a direction that means it loses its important economic and political relations with Russia. I think that that message is very clear and we are clearly supporting, in the work of the OSCE, decentralisation in Ukraine in a way that is acceptable to the whole of its population, including its regions. I therefore think the problem has lain in the perception of Russia—an inaccurate perception—rather than in the actions of western countries.

Will the Foreign Secretary say something about NATO’s longer term intentions? Since 1990 we have had constant expansion of NATO and that in turn has encouraged an equal and opposite reaction within Russia. Does he not think it is time to stop the expansion of NATO and to try to bring about a peaceful central European region?

NATO is not an alliance designed for offensive purposes. NATO is designed for the defence of the countries concerned and there are free sovereign nations who aspire to join NATO. What is more, their aspiration to join NATO is one of the positive influences on them to adopt strong democratic systems and free and open societies. So the expansion of NATO has been a very healthy development for many countries in the world. I think it would be wrong to bring down the shutters and say, “This is not available to any more countries at any stage.” Becoming a member of NATO is a demanding process, but I think it would be wrong to confine NATO to those countries that are already a member of it.

The NATO summit is four months away. Various NATO members have reaffirmed article 5 already. Would it not make sense for all NATO members to reaffirm article 5—that an attack on one nation is an attack on all—at this time, as the NATO summit is four months away?

I can assure my hon. Friend that there is no doubt about that: the commitment of all the 28 members of NATO to article 5 is absolute. This is a treaty obligation, and this is something they all take very seriously, but to show, through our exercises, our deployments and our planning for the future, just how seriously we take it could very much be something to which the NATO summit turns its attention. That is not just up to us; it is up to all our colleagues in NATO, but I think that, in that sense, my hon. Friend makes a very good point.

I support the UK deployments to the Baltic states and those of other NATO countries. Without wanting to provoke Russia, do the Foreign Secretary and the North Atlantic Council accept that it may well be necessary, in order to give real substance to the article 5 guarantee, to have longer-term deployments of NATO troops in some of those post-Berlin wall accession countries?

Yes, absolutely it could be, and over the next six weeks there will be further meetings of NATO Defence Ministers and of NATO Foreign Ministers, which I will attend in the run-up to the summit we will host in Wales. We have not felt it necessary to take decisions yet about such longer-term deployments; that will depend on how this crisis develops, but we absolutely do not exclude the possibility of doing exactly as the hon. Gentleman mentions.

What assessment has been made of the impact of Russia’s actions on its own economy, and how much more damaging would the proposed further trade sanctions be over and above these self-inflicted wounds, which presumably Russia thinks are a price worth paying?

Russia’s actions have contributed to its mounting economic problems. One of the main international forecasts for Russia’s economic growth has been downgraded for the coming year from 2.3% to 0.2%. Russia’s Finance Ministry has announced that its economy shrank in the first quarter of this year. The flight of capital from Russia so far this year is now thought to be of the order of $80 billion. Russia’s bonds have been downgraded one level so they are now only one level above junk status. These things have all happened in the last couple of months, and are therefore partly linked to this crisis. This is why I emphasise some of the long-term costs to Russia and repeat that it is in Russia’s interests now to find, with the OSCE and the rest of us, a path of de-escalation.

I welcome the statement, and particularly the increase in the sanctions against Russia. The Foreign Secretary will know better than most Members the personality and character of President Putin. Is it not important to make it absolutely clear—he has partially done this—that sanctions will increase in severity week after week, month after month? If we look at the experience of Iran, we see that it is when we get into banking and financial services sanctions that things really start to hurt.

I agree. We have taken this graduated approach but we have never hesitated to add further at each stage, and we demonstrated that again yesterday. I say again that Russia not should underestimate our determination to go further if necessary. The hon. Gentleman is right about the importance of financial measures. Some of the measures taken by the United States have already had some financial effect, but it would be possible to go much further than that, including through what the United Kingdom could do.

The Kremlin, the leading members of the Duma and the Russian media have consistently sought to undermine both the authority and the credibility of the interim President of Ukraine and the Government in Kiev. Given that Russia is a member of the Organisation for Security and Co-operation in Europe and the Council of Europe, both of which will be observing the elections next week, what assurances has the Foreign Secretary been given by his Russian counterpart that the Russians will recognise those elections, endorse the result and recognise the authority of the elected President to speak for all the people of Ukraine?

As I am sure my hon. Friend anticipates in his question, we do not have any such assurance from Russia, but of course we do have the one change in Russian policy and attitude to the legitimacy of the elections, which was President Putin’s statement last week that the presidential elections are a step forward in terms of national unity in Ukraine. This demonstrates the importance of the election observation missions, of the elections being demonstrably free and fair, and of the maximum number of people in Ukraine being able to participate in them, because all those things will contribute to the legitimacy of the outcome. I suspect that Russia will be faced with a very legitimate electoral process in Ukraine and will then have to decide its attitude to it.

Does the Foreign Secretary believe that Russia did not expect sanctions to be put in place? What is our bottom line for coming to an agreement with Russia? Is it the return of Crimea to how it was? Does he believe that is going to happen?

We have not recognised, and will not recognise, the annexation of Crimea. What we are seeking through OSCE diplomacy now is de-escalation rather than an already prescribed end state. National dialogue in Ukraine in return for Russia acquiescing in elections in Ukraine is really what the OSCE is pursuing. If the hon. Gentleman is asking whether our bottom line is everything going back to normal in the future while Crimea remains annexed by Russia, my answer would be no. There will be permanent consequences from what has happened in Crimea and ever more serious wider consequences—the sorts of consequences I have talked about—if Russia continues on this overall path.

I visited Odessa recently and came across an EU office which was rightly focusing on reporting on the situation in Moldova, but was not reporting on local developments. Given the disjoint between actual events and how they are sensationally reported in the press, should there not be better independent assessments, possibly used by offices such as those of the EU, to counter the pro-Russian propaganda about which the Secretary of State has spoken?

That is a very important point, and it relates to part of the importance of further expanding the OSCE special monitoring mission. We might also deploy—and we are in favour of deploying—a civilian EU mission to advise on judicial and police reform, but what my hon. Friend is talking about is very much the job of the special monitoring mission. We are supplying further monitors from the UK, with the capability to build up to having 500 monitors in total. Their objective reporting will be very important in the coming weeks to international understanding of the situation.

Both the current Government in Kiev and the Foreign Secretary in his statement have pointed out that the referendum in Donetsk region was vitiated on the grounds that no valid register of electors is available. That being the case, how do they propose to hold valid presidential elections in the region on 25 May?

Of course it is true. The election observation mission, which I visited last week, is satisfied with the arrangements so far in 23 of the 25 regions of Ukraine. In Donetsk and Luhansk the picture is mixed—I think this is what the hon. Gentleman is driving at—and in some parts of those two regions the legitimate civil authorities have not been able to make preparations for the elections. That remains the case with 12 days to go, so Ukraine is faced with having a presidential election in which the vast majority of people in the country will be able to take part—but not all of them, thanks to Russian intervention.

The newly appointed chief executive of Ofgem confirmed to me this morning that in his opinion gas prices in the UK would go up if there was an interruption to the supply of gas coming through Ukraine to western Europe. In the light of that, will the Foreign Secretary confirm that extensive work is taking place within Government to model worst-case scenarios, so that we can build resilience in this nation against the unlikely event of that scenario occurring?

Yes, the Department of Energy and Climate Change is very conscious of this issue, and my right hon. Friend the Energy and Climate Change Secretary attended the G7 Energy Ministers meeting last week. I would add only that threats to interrupt the supply, with consequences not only for Ukraine but for countries beyond Ukraine, would be a further incentive for countries across Europe to reduce their dependence on Russian supplies in the medium to long term. Russia needs to bear that in mind as well.

One of the many alarming features of the situation in Ukraine is the likelihood that large amounts of arms and weaponry have fallen into the hands of not only separatists but criminals, gangsters and who knows who else. Is it not in Russia’s interests to ensure that it does not have on its borders a state where there is insecurity and armed gangs under nobody’s control? What steps can we take at the European level to try at least to monitor the entry of weapons from that part of the world into the rest of Europe?

That is a very important issue. Part of the plan being put forward by the OSCE involves a national plan for the disarmament of illegally armed groups within Ukraine. The Ukrainian authorities have also been playing their proper part in implementing the agreement at Geneva by collecting thousands of illegally held weapons—when I last looked the figure was more than 6,000. There is therefore a national programme and an internationally supported programme for collecting those weapons, but of course the people fomenting disorder in parts of Donetsk and Luhansk are in no mood at the moment to give in their weapons. It will be in the interests of all concerned, including Russia, that they ultimately do so.

My right hon. Friend has always sensibly said that in this day and age a British Foreign Secretary has to deal with the world as it is, not as he would like it to be. Given the evidently huge support, rightly or wrongly, in Crimea for being part of Russia, is it the policy of Her Majesty’s Government that the annexation has to be undone or that the annexation is somehow regularised, ultimately to Ukraine’s satisfaction?

It is an annexation that we cannot recognise. It is not an issue we can resolve today, but we cannot recognise this and we will bring further penalties into force, through the European Union, on companies trading from Crimea and on travel from Crimea. That is a further package yet to be agreed, but we will agree it in the European Union. The annexation has long-term consequences. Of course we have to face the possibility that this could become a long-term frozen conflict, whereby a place treated by Russia as a part of Russia is not recognised by us as part of Russia. This does not prevent us from working on the wider efforts to de-escalate tensions in the rest of Ukraine, and it is important for us not to be prevented from doing that by the Crimean issue.

The Foreign Secretary has made it as clear as he can that wider EU trade and financial sanctions are likely, but given the speed with which the situation is deteriorating and the loss of life, can he give us any idea of just how imminently those sanctions might be ready to be implemented?

Sanctions can be added to at any time and on any day when it is necessary. Yesterday, following the developments of the past few days, we added to the sanctions at quite short notice, and we widened the criteria for the future so that the European Council can decide at any time to impose the wider trade and economic measures if that becomes necessary.

What discussions has my right hon. Friend recently had with the US Secretary of State with regard to American support for free and legal presidential elections in Ukraine on 25 May?

As my hon. Friend can imagine, I am in constant touch with the US Secretary of State, John Kerry. Our approaches are very closely aligned, as they are among western nations in general. I will be seeing him on Thursday to discuss our approach, particularly how we support the legitimate authorities in Ukraine after the presidential elections, so my hon. Friend can be assured that we are working very closely with the United States.

I commend the Foreign Secretary for his strong stance on Ukraine. Just last week, I visited the Ukrainian protest and rallying point opposite No. 10 Downing street. The frustration of those present was palpable, and they referred to the annexation by Germany of the surrounding countries before the second world war. Will the Foreign Secretary reassure the rank and file Ukranians, both inside and outside Ukraine, that the west is doing all it can to turn Russia from its ambition and aspiration?

Yes, I can. I think that the hon. Gentleman will gather from my statement that we are taking a wide range of measures, and we are stepping up those measures while all the time leaving open the door of diplomacy. That is, as I pointed out, in the interests of all the people of Ukraine, as well as those of Russia. In the absence of concrete steps to de-escalate by Russia, we will continue to increase the sanctions and the pressure on Russia, with all the consequences that I talked about earlier.

I wish to update the House on the UK’s response to the abduction of over 200 schoolgirls in northern Nigeria on 14 April, for which the terrorist group Boko Haram has claimed responsibility.

Officials from our High Commission in Abuja have been in regular contact with the Nigerian Government since the attack, with whom the primary responsibility for responding to the abductions rests. I spoke to the Nigerian Foreign Minister on 18 April to offer the UK’s assistance.

Finding the girls and returning them safely will be challenging in the face of the determined and ruthless group which holds them in such difficult terrain.

The Nigerian authorities assess that the girls have been taken to the Sambisa forest, an area of challenging terrain about 40 times the size of London. The girls may have been dispersed and some may have been taken into Cameroon or Chad. A further 11 girls were reported to have been taken in two incidents on 4 and 7 May.

My right hon. Friend the Prime Minister spoke to President Jonathan on 7 May. He reiterated UK support and offered to send an expert team drawn from across the British Government. President Jonathan accepted the Prime Minister’s offer.

A UK team arrived in Abuja on 9 May to offer advice to the Nigerian authorities on this incident, and on developing longer-term counter-terrorism solutions to prevent such attacks in the future. This builds on our existing extensive security engagement with the Nigerian authorities. We are co-ordinating closely with France, Canada and the US, who have also dispatched teams to Nigeria.

Since their arrival, the team, and the British High Commissioner in Abuja, have met President Goodluck Jonathan, the Nigerian national security adviser and senior members of the Nigerian armed forces. The team have also met the Nigerian police and representatives of the Chibok community in order discuss the UK approach to family and victim care, and potential avenues of support. Further meetings are taking place this week.

The UK team are also looking at social and economic factors behind the instability in northern Nigeria and neighbouring areas, with a view to advising on longer-term assistance, including in the area where the girls were abducted.

This appalling incident is a tragic reminder of the need for the international community to work together to eradicate sexual violence in conflict. The UK is leading the international community in addressing these crimes that have gone unchallenged for too long. I am delighted that on 25 April Nigeria endorsed the declaration of commitment to end sexual violence in conflict, which I launched at the UN General Assembly last year. Next month we will hold the global summit to end sexual violence in conflict from 10 to 13 June 2014, which I am co-hosting with the special envoy of the UN High Commissioner for Refugees, Angelina Jolie, at which we will seek practical action to shatter the culture of impunity for these crimes.

These events are also a reminder of the heavy price the people of Nigeria continue to pay from terrorism, including from the two recent bomb attacks in Abuja and an upsurge of attacks in north-east Nigeria, such as a Boko Haram attack on Gamboru Ngala in Borno state on 5 May which may have killed over 200 people. We will continue to work with the Government of Nigeria as they address these painful issues.

I will keep the House informed of further developments in Nigeria.
