Workers at BAE Systems in Brough have always been at the forefront of developing technology and manufacturing, but after meeting some of the workers last week I am becoming increasingly concerned about their sole reliance on the Hawk orders. Can the Secretary of State do anything to encourage BAE Systems to diversify their manufacturing and to protect jobs at the Brough site?
I know David Brown very well. He is of course the man who saved Aston Martin, so there is a very famous industrial heritage there. If I am not able to visit David Brown, I am sure the Under-Secretary of State for Defence, my hon. Friend the Member for Pudsey, will be able to do so. We will look to make sure that one of us does. The hon. Gentleman makes an important point about the amount of technology and ingenuity we have in this country, and we should be very proud of it. That is not always just through the prime contractors, but through the many businesses that are so dependent on defence contracts.
I urge the Secretary of State to follow my very good example: I visited the Huddersfield constituency, and the hon. Gentleman who represents it is a very good host, as is the university to boot. It will widen the Secretary of State’s learning and cultural experience to go there.
The UK’s defence capability has been immeasurably enhanced by the arrival of HMS Queen Elizabeth. We saw her in New York this weekend. Will the Secretary of State consider putting together a national carrier strategy, so that for the next 50 years she has a real, important global purpose?
It has been our clear and consistent view that Russia has been in breach of that treaty. We urge Russia to comply with the treaty.
I do vividly remember the demonstration in question, not least because, as the right hon. Member for New Forest East (Dr Lewis) is keenly aware, at almost exactly the same time I made an absolutely splendid speech at the University of Essex student union that was based overwhelmingly on the sagacious briefing provided by the right hon. Gentleman.
I am grateful to the Secretary of State for listening to Plymouth’s campaigns to base the new Type 26 frigates in Devonport, in the constituency that I represent, and to save Albion and Bulwark from being cut. Can he give any further reassurance to the workers in Devonport that we will be a base for future NATO operations by confirming that we will be the home to the Royal Marines super-base as well?

Does the Minister not understand that to export defence equipment we have to have a strong home market, and that is why other European countries insist on building vessels such as the fleet solid support ships in their own yards, with their own workers. What blind dogma is stopping these Ministers and their Department doing the same and ensuring that we make them in Britain?
Gosh, there is something of an internal Scottish National party competition. It is an invidious choice between three celebrated individuals, one of whom is a member of the Select Committee. I call Martin Docherty-Hughes.
Thank you, Mr Speaker. First, let me say that I agree with the Secretary of State that we should be mindful of the armistice we commemorate this year. I will be joining family at Westminster abbey later this year to commemorate my great uncle James from County Mayo, who fell at Passchendaele.
Asbestos kills, and it is a silent killer. I represent a constituency with the highest rates of mesothelioma not only in Scotland or the United Kingdom, but in Europe. I was therefore dumbfounded at a recent Defence Committee meeting when senior members of the Ministry of Defence seemed to be silent and unable to answer questions on the use of asbestos in Sea King helicopters between 1969 and 2016. I have even heard that two of them have been brought back into service for training purposes. Will the Secretary of State please ensure that the report that has been brought about is fully published and that we ensure that those exposed to asbestos, both civilian and military, get due compensation, if affected?
The hon. Gentleman is quite right to bring this issue up. I am starting to look at it in more detail. If he would allow me, I would like to write to him with further details, once I have had more information from the Department.
The hon. Member for West Dunbartonshire (Martin Docherty-Hughes) offers the Chamber on a regular basis a passable imitation of Demosthenes, but Demosthenes was not subject to constraints of time, whereas under our Question Time procedures the hon. Gentleman and other Members are. I advise him to plough through the pages of the textbook on pithy questions by the right hon. Member for New Forest West (Sir Desmond Swayne).

Obviously, many veterans will listen carefully to what he has said, particularly Dennis Hutchings, a Northern Ireland veteran who was arrested in a dawn raid and charged with attempted murder in respect of an allegation from 1974 which had already been fully investigated four times and completely closed—

I would just suggest to the Secretary of State that we need to look at the situation regarding all veterans, so that veterans from all campaigns can have a statute of limitations.

An unfortunate aspect of the modernising defence programme debate is that we focus so much on kit and platforms and not enough on our real deterrent: the men and women of the armed forces. When the document eventually sees the light of day, will the Minister confirm at the Dispatch Box that it will allow the Ministry of Defence to lift the 1% pay cap?
We continue to work incredibly closely with the police on the investigation, as well as on the clear-up effort; 175 armed forces personnel are currently working with them. The simple reality is that Russia has committed an attack on British soil that has seen the death of a British citizen, and that is something I think the world will unite with us in condemning.
I am just seeking to recover from seeing the sartorial magnificence of the hon. Member for West Bromwich East (Tom Watson)—quite remarkable.

Friend the Secretary of State for International Development updated the House earlier this year, she was able to confirm that Daesh has lost control of almost all the territory it once held in Iraq and Syria. Today, I can tell the House that it is now confined to small pockets on the Iraq-Syria border, where it faces daily attacks from coalition forces on the ground and in the air, including from our own Royal Air Force. In Syria, the Syrian Democratic Forces, supported by coalition air power, are continuing their campaign. This involves the clearance of desert areas, securing the Syria-Iraq border and rooting out the remaining several hundred terrorists who are in outposts in the Euphrates valley and surrounding areas. [Interruption.]
It was an intervention, but I do apologise for it. It is rare that one is heckled by one’s own mobile phone, but on this occasion we have a new parliamentary convention, without a doubt. If I may, Mr Speaker, I will proceed, without the help and support of Siri.
There remains work to be done, but that should not stop us from acknowledging the huge achievements of the past year. With the liberation of its people from Daesh, a new chapter in Iraq’s proud history has opened, and we should be proud of the role that the United Kingdom has played. We have provided close air support to Iraqi forces, as part of the coalition, launching 1,370 air strikes since 2014. We have trained 75,000 Iraqi security personnel, including the Peshmerga, and, for the first time, our cyber-operations have played a significant role in destroying Daesh’s online capabilities. In addition, we have given more than £237 million in humanitarian support and more than £30 million in stabilisation funding to assist in Iraq’s recovery from Daesh. But having visited Iraq at the beginning of the year and seen the extraordinary efforts of our armed forces, I know they have also done something more: given a proud nation hope of getting back on its feet. The elections in Iraq on 12 May were a major milestone in Iraq’s recovery on the road to reconciliation and peace and in bringing the nation together.
The final results are yet to be announced, but we look forward to working with the new Government once they are formed. Although the election was largely peaceful, there have been concerns about alleged electoral problems, and the Iraqi state must ensure that a thorough and transparent investigation is carried out into all such incidents. But as the Iraqis look to rebuild their country, the international community can do much to set the conditions for a more peaceful Iraq. Earlier this year, Kuwait hosted the reconstruction conference, which raised $30 billion in pledges to help Iraq. Now global partners must deliver on their commitments.
The UK is determined to play its part, so last December, the Prime Minister and Iraqi Prime Minister Abadi announced that our security co-operation would be enduring. We are offering support in a range of areas, whether through the coalition, through the central Iraqi national security institutions, or through partnership and investment to transform the Iraqi military. Back in January, I signed a statement of intent with the Iraqi Defence Minister that will see us countering the forces that continue to wish to destabilise Iraq and building on our co-operation to counter terrorism. But stabilising Iraq will require a good deal more than rooting out the remnants of Daesh. It will be about reconstructing Mosul and other affected areas, about revitalising Iraq’s economy and reconciling communities, and about supporting people as they get their lives back on track. Of course, those are things that only Iraqis can do and lead on, but we stand ready to help whenever they ask.
From Iraq, I now turn to Syria. Tragically, the conflict in Syria is entering its eighth year, but with our military playing a role second only to the United States, Daesh’s defeat is now at hand. We are doing all that we can to alleviate the unimaginable suffering experienced by the Syrian people. We are doing all we can to ensure that they understand that the British people stand side by side with them. We have committed £2.71 billion of aid—our largest ever response to a single humanitarian crisis. Since 2012, across Syria and the region, we have provided more than 27 million food rations, more than 12 million medical consultations, more than 10 million relief packages and more than 10 million vaccinations. Following the liberation of Raqqa, we have provided an additional £10 million to north-eastern Syria to support de-mining and to help to meet the needs of displaced people with water, shelter and cooking equipment. We have also helped to re-stock health facilities with medicines and equipment.
However, as long as the old grievances that gave rise to Daesh are allowed to fester, this long-running conflict will remain unresolved. Ultimately, the only solution is a lasting political settlement and the end of the suffering of the Syrian people. The UN-led Geneva process, which is mandated by UN Security Council resolution 2254, remains the best forum for a political solution to this conflict. That is why the UN efforts have our full and continuing support.
Thanks to the courage of our forces and our partners on the ground, Daesh’s final territorial defeat is now at hand, but the battle against the poison of Daesh is not quite over. Instead, we are entering a new phase, as the terrorists change their approach, disperse and prepare for a potential insurgency. In Iraq, Daesh cells exist in Mosul, Hawija, Diyala, Anbar and Baghdad, from where they will attempt to grow once more, sowing the seeds of instability and undermining faith in the country’s Government’s ability to deliver security.
More widely, Daesh remains the most significant terrorist threat to the United Kingdom because of its ability to inspire, direct and enable attacks on our interests. That is why we continue to work through the global coalition to eliminate the danger that Daesh poses, and it is why the British people can rest assured that the Government will continue to do everything in our power to protect them by dealing with the threat at source in Iraq and Syria. We can keep that threat away from our shores by making sure that we are involved in counter-insurgency work with the Iraqi Government and with our allies in Syria.
Let us not forget that we have made enormous advances since the dark days when Daesh was close to the gates of Baghdad. Today, its black flags lie in tatters. As long as we maintain the same resolve, the same determination and the same unity with our partners, we can be confident that Daesh’s days are numbered.

Commons ChamberI hope that people in the Department for Education are listening to my hon. Friend, because it is essential that we reawaken the British public’s understanding of the nature of the threats we face. We have taken our security for granted, and too many of our citizens no longer see the risks and, indeed, no longer trust their Government to accurately portray the risks to them. That has been fertile ground for Russian disinformation campaigns and cyber-attacks. In fact, in some respects, the most horrific thing about the attack in Salisbury is how many people have said to me, “Oh, it was MI6.” They actually believe we carried out an attack on our own soil, on ourselves. We have to wake up to that and we have to deal with it.
The alliance is very good at addressing military weaknesses, but we are not very good at looking at how we ensure we take our populations with us. The disaffection of our public, their lack of recognition of the infiltration of our social media and cyber, and the attacks on our values, our politics and our alliance must be dealt with. We cannot carry on like this. We are like the frog in the water, and there is a risk we are not noticing that the heat is rising.
In relation to Brexit, our priority must be for the UK to reassure our allies not only of our total commitment but of our enhanced commitment to the NATO alliance, and that we will remain a strong, effective and committed partner. Finally—
On a point of order, Mr Speaker. Forgive me, but I have misled the House. In my speech I referred to the scene of a movie and I said it was “Darkest Hour.” That is not true; I was actually referring to “Dunkirk.”
I am grateful to the hon. Gentleman for his clarification and for his characteristic courtesy in setting the record straight through the device of a point of order, and it has been noted by the House.
Does my right hon. Friend agree that in the era of hybrid warfare and conflict in front of cameras, it is more important than ever that our service personnel feel that if they make difficult decisions in the moment they will be protected through their lives? I raise this because of the intrusion of cameras in conflict.
May I gently say that the time limit will have to be reduced for subsequent speakers at this rate? I say that not by way of complaint, but as a piece of information to the House.
I entirely agree with my hon. Friend. In fairness, I understand that the Secretary of State is looking into what can be done on legacy investigations.
Secondly, NATO needs to improve its logistics and its ability to move assets, including heavy armour, to the Baltics in a timely manner. The UK has expressed particular interest in one of the 17 EU projects under PESCO—the permanent structured co-operation framework—specifically, the initiative to look at military mobility across Europe. Would it be worth establishing a NATO stock of flat-bed railway cars that European armies could share to move forces across Europe more quickly?
Thirdly, we need to enhance our collective forward presence by having more countries take part in the rotation of units to share the burden. Importantly, we also need more air defence units in that capacity. As has already been suggested, we may also wish to review our basing of units in Germany, because by remaining there they could have a considerable deterrent effect.
Fourthly, NATO should consider devolving to the Supreme Allied Commander Europe—SACEUR—the authority to sanction precautionary troop movements in a crisis, even when unanimous authority from the NATO ministerial council may not be forthcoming. That was much the case during the cold war, and we may have to re-learn that lesson in the protection of the Baltics.
In summary, as I argued earlier, in response to an act of aggression in Salisbury, the west showed admirable determination and collective will to stand up to Russia. We now need a similar combination of determination, backed up by sound military planning, to effectively deter aggression against NATO’s eastern flank. I hope that we will see evidence of all that at the summit in July.

I believe we need at a future date to spend time in the House discussing the relationship between PESCO and NATO in order to advise the NATO Parliamentary Assembly how to take this forward.

We have heard already this afternoon that Russian activity in the high north and the Black sea has reached levels not seen since the cold war. The NATO summit must be used to discuss and strengthen the alliance’s maritime strategy. The Russian activity off Scotland’s west coast is now at critical level. Air Chief Marshal Sir Stuart Peach has warned that British anti-submarine capability has been seriously neglected due to underfunding. The scrapping of the Nimrod fleet in 2010 has left us unable to react to the emerging Russian threat. We must ensure that we, as a NATO member, remain agile enough to respond to future threats, wherever and whatever they may be.
I was in Romania recently as part of a parliamentary delegation, and concerns were raised repeatedly about Russian activity in the Black sea. The annexation of Crimea has given Russia a launch platform in the Black sea, which has already enabled it to intensify air and sea activities in the area. That, of course, is also a threat to oil and gas pipelines.
Romania is grateful that the UK has sent Typhoons to the Black sea as part of the NATO mission, but Russia continues to flex its muscles in the Ukraine and northern Moldova. It courts NATO members in the Balkans and Turkey, and floods other eastern European countries with propaganda.
Romania is pressing for the Black sea to be a specific agenda item at the summit. That, however, has been repeatedly blocked by Turkey—a NATO member that is getting far too close to Russia. I urge the Secretary of State to support Romania’s calls for a frank discussion of the Black sea at the summit.
Finally, I echo the comments from the hon. Members for Wakefield (Mary Creagh) and for Gedling (Vernon Coaker). Many Members have viewed with horror the pictures of children who have been cruelly ripped from their parents’ arms. Their cries and distress will be hard for us to forget, and this pernicious policy has no place anywhere in the world. I urge the Secretary of State to use any influence he has as a fellow NATO member to send a clear message to President Trump that his actions are not endorsed by the Bible, that we in the UK unequivocally condemn them and that children should never be used as pawns in a political game.
If the hon. Member for Aberdeen South (Ross Thomson) could confine himself to four minutes or less, that would be appreciated by the House. I call Ross Thomson.

Commons ChamberConcerning the Royal Navy, SNP Members are most interested to hear whether the modernising defence programme will be grounded in the vacuous “global Britain” speak of Brexiteers, or if it will actually acknowledge the UK’s geostrategic location? Will the Secretary of State assure SNP Members that, unlike the 2010 and 2015 strategic defence and security reviews, the modernising defence programme will explicitly mention the north Atlantic and the high north, and their centrality to the assumptions made therein?
The programme will mention fisheries, the high north and everything else that I am sure the hon. Gentleman would love to see in it.
I am encouraged by what I hear from the Secretary of State about extra resources being made available. We anticipate an increase in the fishing fleet post-Brexit, so will he assure me that the fisheries protection fleet will expand accordingly?
I am extremely grateful for that answer.
Thinking of national security in the broadest context and Russian influence, of course we learned at the weekend of revelations concerning Russian influence operations as far UK electoral contests go, which showed that Russia’s operations are as widespread as they are pernicious. What action is the Secretary of State taking in government and with NATO allies to crack down on Russian money flowing through London and to reform Scottish limited partnerships? Does he agree that that is not only in our interest, but in the collective interest of our partners, including Ukraine?
The hon. Gentleman has completed his disquisition and we are deeply grateful to him for doing so.
A number of the areas that the hon. Gentleman touched on are probably more suitable for Treasury questions, but we continue to work with our allies to make sure that everything that we can do is implemented to stop the flow of Russian money into our country and others.
It is very good to see the Minister. I was in his constituency on Friday speaking to school students, and they spoke of him with great warmth and affection.
I am sure that I told the right hon. Gentleman, but if I did not do so, I will be the first to apologise. I am pretty sure I did. Anyway, it was a great joy.
On reflection, Mr Speaker, I think I did receive some message that you were heading there.
We can be extremely proud of our armed forces, but if we are to continue to recruit the brightest and best, we must continue to invest in our equipment and training, but also in the welfare of our people. I am pleased that we are moving forward with the future accommodation model, which will give our armed forces personnel three choices: to remain on the garrison in the unit, inside the wire; to step outside and rent accommodation; or to get on the housing ladder by purchasing property.
I call Christian Matheson—[Interruption.] Oh, the hon. Member for Merthyr Tydfil and Rhymney (Gerald Jones) has been very courteous in sitting there quietly, but I believe that he actually wanted to come in on this question; I do beg his pardon. Have a go, man.
I thank the Secretary of State for that helpful reply. Would he like to take this opportunity to endorse the suggestion by his immediate predecessor that we should aim to spend 2.5% of GDP on defence by the end of this Parliament? Does he agree that that would be a useful staging post on the road to the 3% that we really need? Finally, would the forthcoming NATO summit not be an excellent opportunity to announce any such advance?
I thought the right hon. Gentleman was going to give us his usual mantra, “We need three to keep us free,” but it was incorporated in the gravamen of his question.
I think my right hon. Friend is saving that for the next Defence questions.
We need to be looking at the threats that are starting to evolve right across the world, including in Europe. Those threats are increasing dramatically, and we have to ensure that we have the right capabilities to meet them. That is why we have the modernising defence programme to look in detail at how those threats are evolving, and why we are leading that analysis in the Ministry of Defence rather than any other part of Government. We want to come up with the solutions and answers to ensure that Britain and our allies are defended to the very best of our capability.
Will the Secretary of State please tell my constituents at RAF Lossiemouth and Kinloss barracks when this UK Government will mitigate against the Scottish National party’s Nat tax?
I am certainly hoping to be able to report before the summer recess. We are very conscious that so much investment has gone into Lossiemouth and we do not want people to be disincentivised from moving there as a result of the Nat tax that has been imposed upon them.
Time is against us, but my judgment is that proceedings would be incomplete and the House sorely deprived without an intervention from the right hon. Member for South Holland and The Deepings (Mr Hayes), which I trust will be of its usual poetic quality.
I was thinking exactly the same, Mr Speaker.
On behalf of the British nuclear test veterans, and as their patron, I welcome the Minister’s warm words earlier. It is right that we finally remember those who gave so much. Nevertheless, I want a little more. Will the Secretary of State agree to meet me and the veterans to further the case that they should be awarded a medal? Some 1,500 of the 22,000 are left. This generation, by recognising and rewarding those brave people, would be doing a service to theirs—something of which we can be proud.

May I ask the Government how they work with the UN Security Council and organisations such as the Organisation for the Prohibition of Chemical Weapons to identify stockpiles of chemical, biological, radiological and nuclear weapons across the globe, and what steps they have taken to achieve de-escalation?
My right hon. Friend tries to tempt me. We have to be realistic about the fact that the threat picture is changing. It has escalated considerably since 2010—even from 2015—and we have to make sure that we have the right capabilities. That is why we are carrying out the modernising defence programme: to deliver the right types of capabilities for our armed forces to deal with the increasing threat that we face. We have to be realistic about the challenges—those posed by Russia are far greater than the challenges that were presented as an insurgency in Iraq and Afghanistan—and how we get the right mix of military equipment and capability to deal with that increased threat.
The Secretary of State cannot be accused of excluding from his answers any consideration that might in any way, at any time, to any degree, be considered material, for which we are immensely grateful. However, there is a premium on time, because we have a lot of questions to get through.
Given the increased activity of Russian submarines in our waters and our reliance on allies for maritime patrol support, will the Secretary of State now admit that it was a gross mistake to cut our maritime patrol aircraft in 2010 without a planned replacement, leaving us without that capability for nearly a decade?
I suppose, having spent time in the Whip’s Office, that the freedom to get on the Floor is a shock and we become too verbose.
I do not accept that it was a mistake and I am proud that we are investing so much in the new Poseidon aircraft to make sure that we have the new, exciting capability that will be able to support our forces in the north Atlantic.
I remain concerned that the Government have not learnt the lessons of the past when it comes to cutting capabilities, leaving serious gaps in our defences only to have to replace them further down the line. Will the Secretary of State confirm today that the modernising defence programme will not cut our Albion class amphibious warships before their out-of-service dates of 2033 and 2034?
I must call the hon. Gentleman, because I think he comes from the wing of the Conservative party that went to state school, pays mortgages and buys its own furniture.

I welcome everything that my right hon. Friend has said from the Dispatch Box. Following up on what the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) said, rather than just using those who have been in the military, what opportunities are there to use active champions who are currently serving in our armed forces to take that message of social mobility into schools and colleges in areas that really need to hear it and would benefit from hearing it?
My hon. Friend raises an important issue. We are looking to improve recruitment and retention, and one aspect of that is the cadetship programme, which is growing every year. The programme invites those who already have a connection in the armed forces to go back to tell the communities where they started how they have benefited from their service in uniform.

I must confess that I did not expect to get to this question.
Official development assistance, or aid, exists to support the welfare or economic development of recipient countries. As such, military activity can be reported as aid only in certain very limited circumstances, as defined by the OECD. Nevertheless, the Ministry of Defence budget assumes £5 million a year—0.01% of the budget—for activity that may be counted as aid.
I must say to the hon. Gentleman, with all courtesy and friendliness, that I was about to offer him an Adjournment debate on the matter—until I realised he had just conducted it.
The support for veterans does not just come from the MOD; it comes from a wide variety of Departments across Whitehall. That is one reason why we have set up the veterans board, which is chaired by the Defence Secretary and brings together the other representatives—the Secretaries of State from those Departments. Clearly, we need local councils to do more to recognise the homelessness issue and the housing issue, to make sure that those who have served are not disadvantaged because of their service.
If it turns out to be a genuine point of order, I would have to imagine, albeit wrongly in this case, that it was a leap year, but we will have a go, if it flows directly, as I am advised, from Defence questions and is in no sense a cheeky continuation of existing argument, but is a genuine search for a ruling from the Chair on a procedural matter.
I can say that I have never been cheeky in my life, Sir. At the last Defence questions, the Minister of State was unable to answer my question about why the Type 31 frigates were not included in the MOD’s equipment plan. The Minister promised that I would receive a written answer. Six weeks later, I have still not received an answer. Mr Speaker, can you advise me what on earth I have to do to get a reply from the Government?
That is plainly unsatisfactory. No Member should have to wait six weeks for a reply. As colleagues of any experience in the House will know, the Leader of the House takes particular responsibility for chasing Ministers to ensure that replies are timely and preferably substantive. If the hon. Gentleman received an assurance on the Floor of the House that he would receive such a reply and all these weeks later he has not, that is completely unsatisfactory. I sense that he knows that he has probably found his own salvation by raising the matter on the Floor of the Chamber this afternoon in a way that will not go entirely unnoticed.

Commons ChamberI thank my right hon. Friend for that intervention. I hope the shadow Secretary of State will take that opportunity, having accused anybody who has tried to stand up, and say very clearly, “I was there, I have had those conversations.” This is not about attacking Sinn Féin. This is not about political point scoring. This is about calling people out. It is a fact that we could not get it implemented at Executive level, so it was never formally adopted. Where individual Departments, individuals or agencies wanted to implement it, they did so, but there was no broad adopted policy to ensure that it happened. There was no accountability in relation to that.
Another point worth mentioning briefly relates to the community covenant. Again, this is a fact and I ask the shadow Secretary of State to take a look at it. Where there is a Sinn Féin-dominated council, Sinn Féin refuses to adopt the community covenant. That means there is a differential in terms of impact. There is a variation in the policy set to officials and others who implement policy.
The hon. Lady is addressing the House with considerable eloquence, but I express the cautious optimism that she is approaching her peroration.

In conclusion, despite what we have heard about the good work by third sector organisations, some councils and some Departments, clear policy needs to be set down at all levels. That has not happened and we want it to happen. We will continue to ask the Government to intervene to make sure that there is the full adoption of the armed forces covenant as soon as possible, so that no matter where our armed forces personnel live across the United Kingdom, they can receive the full protections and support they need.
She was rich on the day she married the hon. Gentleman. That is the important thing.
I am very conscious of the timescale, Mr Speaker, and I am trying hard to stick to it. I must declare an interest, having served in the Ulster Defence Regiment for three years and in the Territorial Army for eleven and a half. I enjoyed every minute of my time as a part-time soldier.
My party has raised this issue before in the House, and it is of such grave importance to us that we will continue to raise it here until the contribution of our service personnel is recognised and respected in Northern Ireland in the same way as it is in the rest of the United Kingdom of Great Britain and Northern Ireland. We in Northern Ireland should have the same arrangement as Wales, Scotland and England. No matter what has been said in Europe, we are an integral part of the United Kingdom of Great Britain and Northern Ireland. My vote in this place is equal to that of every other Member, whether that Member is from Glasgow, Cardiff or London.
We are all equal here. We are all entitled to the same remuneration for our jobs. We are all entitled to the same support, including the support that is available to our families and our dependants. That is a given. Can you imagine the furore, Mr Speaker—I know it would annoy all of us here—if IT support, Library support and all the other support in the House were offered only to mainland MPs? Would we be mad? Of course we would. Can you imagine what would happen if we told the people of Brighton that the percentage of their housing benefit was different from the percentage paid in Bristol? There would be riots on the streets. We know all about riots in Northern Ireland, but I am sure that people in Bristol or Brighton would go mad.
Please will someone tell me why anyone thinks that it can be OK for there to be an armed forces covenant on the UK mainland and not in Northern Ireland? There is something seriously wrong with that. Is the sacrifice made by those in Northern Ireland not the same? Are their lives not worth as much? Are their families not deserving of support and care? Does the postcode lottery extend to serving soldiers and veterans from Northern Ireland? There is not one person here who could or should believe that, yet this is where we stand—still, after too many years of discussing the issue.
We are coming away from Europe, and it is hard. It is a slog, because we have the audacity to say that we wish to regain our sovereignty and make decisions for our people, as we are elected to do, instead of being financially taken advantage of by Europe and given little in return. Even in this, however, we do not have our own sovereignty. We are being held to ransom by members of a minority party who do not give the House the respect that it deserves by sitting in the Chamber. They do not take part in our debates, they do not take part in Committees, and they do not ask any questions. They do not take any role in this House . In return, instead of saying. “If you refuse to speak here, you cannot be heard”, we are being held to ransom, and they can do what they want.
I want to put on record my thanks to charities such as Beyond the Battlefield and the Royal British Legion. I think that if the shadow Secretary of State, the hon. Member for Pontypridd, visits my constituency, as other Members have, he will find that members of the Royal British Legion there are most perturbed about the armed forces covenant. I am sure that some day he will have an opportunity to talk to them face to face, and to listen to their point of view. Then there is SSAFA, in aid of which I organise a coffee morning every year. We have raised about £25,000 over the years for which I have been a Member of Parliament. A number of other charities are doing great work as well.
Education, health and roads in Northern Ireland are suffering because of the inability of Sinn Féin to maintain the political process in Northern Ireland. My constituency has a long and proud service history, with serving soldiers and veterans alike coming from Strangford. They are being disrespected and disregarded because of an abstentionist party. The members of that party cry for justice, but it is clear that their thirst is for vengeance against anyone who has worn a uniform or is perceived to be the enemy. They cry for openness and transparency while attempting to have convictions overturned, and include the courts in their attempted rewriting of factual history. They cry and they cry and they cry, but I believe that in Northern Ireland we must move forward.
We are in this Chamber. We are working for the people. We are using our voices for the people of Strangford and the people in Northern Ireland as a whole. I ask the Secretary of State to hear the people of Northern Ireland, to implement the covenant, and to do it with immediate effect. I ask him to take control of Northern Ireland, and to consider our sincere request for our people to be heard. I ask him not to sit still, but to make decisions for all of us.
