In the previous Queen’s Speech, the right hon. Member for Maidenhead (Mrs May) pledged to make further progress to tackle the gender pay gap, but that was noticeably absent from this week’s Queen’s Speech. Does that mean that the current Prime Minister does not want to reduce the gender pay gap?

Mr Speaker, forgive me for not congratulating you on your award. My right hon. Friend the Member for Portsmouth North (Penny Mordaunt) also received an award last night at the PinkNews celebrations.
On the question, that most certainly does not mean that this Prime Minister is in any way not committed to improving the gender pay gap. The fact that we have a strong ministerial team on the Front Bench today is a very clear indication of how seriously the Government take this issue. Having got the regulations in place, we are now working with industries to ensure that we are helping them achieve those action plans so that they can make the change. This has to be led with business; we have to bring business and employers with us to make this real cultural change.

This is the second of five urgent questions I have granted today. There is a premium upon time and therefore I reiterate what I said in respect of the last urgent question. People who came into the Chamber after the question began should not expect to be called. I have a list of about half a dozen people who beetled into the Chamber after the question began. Please do not stand. It is not the right thing to do.
The day one tariffs were set to produce price stability, protect businesses that took time to make adjustments and ensure there were not additional costs for British importers, who then add value and re-export. Given that it is a good policy and that the assumption of a sterling depreciation of 7% to 13% in the event of a no deal has not changed, can the tariffs be published as soon as possible? Will my hon. Friend also make it very clear that, if we have to introduce the day one tariffs as they are at the present time, the responsibility will lie not with the Government but with those who refused to accept a deal of any sort in the House?
Order. I reiterate what I said at the start of this exchange, which is that people who arrived after it began should not stand and expect to be called—[Interruption.] No, no. No matter how illustrious they are, and irrespective of the exalted office that they occupy. Other Members of this—[Interruption.] Order. I am not debating the point with the hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil). I am telling him what the situation is, and that is the end of the matter.
One of the most successful exports from my constituency is Penderyn whisky, which comes from a small village in the Brecon Beacons. If the Minister went to Wales, he must have discussed the situation of an industry such as that with Baroness Morgan. Penderyn is obviously concerned about the impact on its export potential.
I am incredibly grateful to the right hon. Lady, whom I hold in the highest regard, having worked with her on a couple of international issues. She almost invites me to trespass on the subject of the next urgent question on the potential imposition of tariffs by the United States on the whisky sector. I would be happy to respond to that question in detail during the course of my reply to that UQ, but the Government take this matter very seriously and will be working to try to persuade our friends and allies in the United States that the imposition of such tariffs is not the way to go, that they harm both of us, and that the best thing to do is to talk and come to a resolution.
I gently point out to the hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) that there is a later urgent question on a matter of which he has considerable knowledge and in which I think he will be interested. If the hon. Gentleman wishes to participate in that exchange, he will, of course, have the opportunity to do so, and the whole House and the nation will benefit from his eloquence.
Ah, the competing claims of Edinburgh, Strangford and West Dunbartonshire. What a taxing choice. I call Deidre Brock.
Thank you, Mr Speaker. Does the Minister consider that these new tariffs will be good for Scottish businesses? And how?
Obviously, we do not consider that the imposition of the temporary tariff regime is, of itself, a good thing; we would much prefer to leave on 31 October with a deal. As I have explained, what these arrangements do is our level best to protect producers and, crucially, consumers in the event of a no-deal Brexit.
I am enormously grateful to the hon. Gentleman for that. As I said, this is my first appearance at this Dispatch Box, but my cursory knowledge of these matters is that one is accountable at this Box for things within one’s responsibility. However vast the portfolio that I have the honour to discharge, the tweets of the President of the United States were not in my job description the last time I checked.
Very deft, if I may say so. Some of us might think, on the basis of personal experience, that there is an unmatched wisdom in Nancy Pelosi, but there you go.

Thank you, Mr Speaker. I am grateful to my right hon. Friend for his question.
The United Kingdom continues to be a champion of the international rules-based order of which the World Trade Organisation is the cornerstone. However, the United Kingdom is clear that resorting to tariffs is in no one’s interests. Low tariffs and free trade underpin prosperity and jobs in the UK and globally, which is why we are pursuing an ambitious free trade agenda, lowering tariffs and quotas where possible and working on an ambitious package of bilateral free trade agreements.
The Government are disappointed by the United States Administration’s announcement that they intend to impose tariffs on the UK and our European partners following the most recent ruling. My right hon. Friend asks what communications there have been between the Government and the United States. We have continued to raise this issue at the highest levels; my right hon. Friend the Secretary of State has spoken to US Trade Representative Lighthizer, Commerce Secretary Ross and Vice-President Pence; my right hon. Friend the Chancellor has raised the issue of Airbus tariffs with the US Secretary of the Treasury; and the issue was raised by my right hon. Friend the Member for Maidenhead (Mrs May) with President Trump during his state visit to the United Kingdom in June this year.
The dispute has a long history; indeed, it goes back to 2004. I will not detain the House by setting out that history, but it is long and complex and has led to the WTO judgment. Although the UK, France, Germany and Spain took steps to bring their support into compliance with the WTO, the WTO ruled last year that further steps were required to bring that support fully into compliance. Following that ruling, the UK and other Airbus nations have now taken steps to bring their support fully into line. The Airbus nations are seeking confirmation from the WTO in the ongoing proceedings that those steps are sufficient to achieve compliance. A ruling is expected in the coming months.
However, WTO procedure allows for the US to seek authorisation to retaliate against the EU in parallel to the ongoing proceedings and before the WTO has confirmed whether the Airbus nations have now complied with their WTO obligations. On 2 October, the WTO announced that the US can be authorised to impose up to approximately $7.5 billion in tariffs annually. Following that, the US published a list of tariffs on the EU, targeting products produced by the Airbus nations and the wider EU. These measures are not in the interests of the UK, the European Union or the United States. Tariffs will only inflict damage on businesses and citizens on both sides of the Atlantic and harm global trade and the broader aviation industry at a sensitive time.
We are working closely with the US, the EU and our European partners to support a negotiated settlement to the Airbus dispute, along with the separate Boeing disputes. I reassure the House that we will continue to press the issue at the highest levels and urge the United States to withhold tariffs until the WTO has confirmed that we have complied in the compliance proceedings—something that we expect to happen within the next couple of months.
Single malt Scotch whisky has been tariff free with the United States for more than 25 years now, and whisky exports to the US are worth more than £1 billion annually. Single malt producers are often small and medium-sized companies, and the tariffs will hit those who can afford them least. We will continue to talk to the US at the highest levels to press for a settlement and for the US to hold off applying the tariffs until we have had time for a ruling.
As you know, Mr Speaker, not all whisky is Scotch. I happen to have with me a bottle of Filey Bay, Yorkshire’s first whisky. It was released on Saturday after the requisite three years and a day. It is from the Spirit of Yorkshire distillery in Hunmanby in my constituency. Will the Minister confirm that he will provide support for whisky producers wherever they are, whether from the great nation of Scotland or God’s own county of Yorkshire?
The hon. Gentleman loses no opportunity. Why will it not be a surprise to right hon. and hon. Members to be reminded that his successful business career was as an estate agent? [Laughter.]
I am very grateful to my hon. Friend. Sparking a debate on what constitutes whisky is something I would not wish to do on my first outing at the Dispatch Box, Mr Speaker. I see some friends from Northern Ireland, although I am sure it has never touched the lips of the hon. Member for North Antrim (Ian Paisley). Coming from Northern Ireland as I do, I know that some very fine whiskey is made there. I make this undertaking to my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake): the Government will protect and promote whisky that is produced in all parts of the United Kingdom.
I am incredibly grateful to my right hon. Friend. Indeed, having served as his Parliamentary Private Secretary from August 2010 for, I think, a couple of years, I now model myself on him, having watched his deft performances at the Dispatch Box from a position behind him.
My right hon. Friend is absolutely right about the growing interest in Scotch whisky around the world. As I have said, the Taiwanese market has been discussed several times in Vietnam in the last few days. I wonder whether my right hon. Friend might be on to something. Perhaps we should tie it to the GREAT campaign, and perhaps we should invite our new prime ministerial trade envoys in the beefed-up programme to make this a priority.
Scotch whisky is genuinely one of those international iconic brands. It is up there with Rolls-Royce, and all the other brands that are instinctively recognised as British. It is as well known as Buckingham Palace or, indeed, this very building, and it is integral to our promotion of ourselves as global Britain.
The right hon. Member for East Devon (Sir Hugo Swire) justifiably feels great pride in his protégé—the person whom, in fact, I might describe as his mentee. The mentoring skills have clearly had their impact.
Although Stoke-on-Trent does not make Scotch whisky, Wade Ceramics makes the ceramic bottles in which whisky is sold all over the world. In a similar vein to the hon. Member for Ochil and South Perthshire (Luke Graham), may I impress on the Minister that the supply chain for this product may be deeply impacted, and I ask what conversations he or the Government are having with the representatives of that supply chain to pass on in the negotiations, which I know they will welcome protecting their interests?
I was going to say to the hon. Gentleman —[Interruption.] If he wants to chunter, I can sit down—[Interruption.] Asking questions and then listening to the answer is how it sort of works, but if the hon. Gentleman wants to carry on chuntering rather than listening I can sit down and he can explain to his constituents why he did not get an answer.
That was rather unseemly. It has to be said that the Minister is being utterly courteous in his responses and it would behove Members to dignify the occasion with attentiveness to his answers.
There are currently more Scottish whisky industry jobs based in my constituency than in any other, and the very nature of these jobs leaves my constituency and those workers extremely vulnerable to a whisky downturn. Will the Minister reassure them that no stone will be left unturned by this Government, including that of an urgent intervention from the Prime Minister to the President of the United States, in ensuring that this deeply damaging tariff is not applied?
In the interests of brevity, no, I do not agree with the hon. Gentleman.
I think that the House is grateful to the Minister both for dealing with this urgent question and the exchanges on it the last 77 minutes, and for his efforts on the previous such question. He mentioned to the House that he was making his debut at the Dispatch Box. I cannot readily call to mind an example of a Minister who on making a debut at the Box has had to answer successive urgent questions, and the hon. Gentleman has done so with considerable commitment and élan. We are grateful to him.

Order. It might be helpful to colleagues if I indicate that, while wishing to accommodate the legitimate and not inconsiderable interest in this urgent question, I want also to move on to the next urgent question at or close to midday. There is, therefore, a premium on brevity from Back and Front Benchers alike.
I think everyone across the House shares my right hon. Friend’s views on the significance and the horror of the humanitarian situation in Yemen. I believe that what she has expressed to the House today is quite proper remorse and steps to ensure that the Government follow the well-established procedures for arms exports, but will she reflect on the fact that only yesterday the House was debating the impact on the kingdom of Saudi Arabia of the attack on oil facilities in that country by its neighbours across the Gulf, the Iranians? This is a very sensitive area. One of our key allies in the Gulf is under considerable pressure from the Iranian authorities, and we as a Government need to act responsibly to ensure that we stand by our allies when they come under attack.
Enviable eloquence, to be equalled by breathtaking brevity—Mr Barry Gardiner.
Indeed, Mr Speaker.
The Government did know; they just did not tell the Department for International Trade. Which Department knew? Which Minister had the responsibility to tell the Secretary of State, and why are they not sitting alongside the right hon. Lady, making an apology to Parliament?
The evidence presented during the court proceedings earlier this year and the recent revelation prove that the Government have failed to abide by their own undertaking. On two occasions since the Court of Appeal’s verdict, licences have been awarded in contravention of the determination precisely because a careful assessment was not carried out. Will the Secretary of State explain why the reports in 2015—the widespread reports that Saudi troops had been deployed on the ground and were leading the co-ordinated efforts of coalition forces in Yemeni territory—were not properly investigated and assessed by her Department? I note her letter to the Committees on Arms Export Controls; the inference is that no such investigation had ever been carried out.
The previous Secretary of State, the right hon. Member for North Somerset (Dr Fox), advised that potential breaches were monitored in a number of ways, one of which was through on-the-ground military and diplomatic staff and our positive close relations with Saudi Arabian officials. The Saudi Arabian officials must have known that their country’s troops were on the ground, so why was that not communicated in the close positive relations that our staff had with them?
I welcome the fact that the Secretary of State has launched a full inquiry, but it will not have escaped her notice that the arms export fair took place in London just a short while ago. Some £6.3 billion of arms have been exported to the coalition by this Government— £5.3 billion-worth to Saudi Arabia. What further deals were done there? The Secretary of State has said that it is possible that more illegal deals may have taken place, but does she actually think that instead of it being possible, it is highly probable?
Can I appeal to colleagues please to ask single-sentence questions and give brief replies, because in that way we will get through as many as we possibly can in the truncated period?
I welcome my right hon. Friend’s statement. It is important when we get things wrong that we own up to it and take responsibility. Can she please assure this House that no further licences will be granted to Saudi Arabia or its coalition partners for weapons that could be used in Yemen, especially when many are Scottish-made?
First I call the longest-serving member of the Committees on Arms Export Controls—Ann Clwyd.

Does the new Minister realise that it took almost a year, at the start of this Parliament, to set up the Committees on Arms Export Controls because the Government dragged their feet—and, I would say, dragged their feet deliberately? I am sick of hearing about “rigorous and robust”—this is neither rigorous nor robust. Representatives of the various parties in the Saudi-led coalition were recently at the arms fair. Can she give us an assurance that no new undertakings or contracts were agreed to service or export new goods to the countries involved in the coalition in Yemen?
I refer Members to my declaration in the Register of Members’ Financial Interests. These mistakes are highly regrettable and point to the need for the Government to put their house in order in terms of the overall suspension as quickly as possible. Is it not lamentable for any Member of this House to imply that the suffering in Yemen is principally caused by any arms relationship or our coalition partners rather than the disgrace of the Houthi Islamist regime?
The hon. Gentleman makes an effective point, but the specific issue I deal with as Secretary of State for International Trade is making sure that our export licensing regime is in line with the process that we have laid out as well as the judgment of the Court of Appeal.
Order. I would like to accommodate remaining colleagues, but colleagues who ask long questions do so knowing that they are stopping other colleagues from contributing. I am sure that they are not going to do that, because they are comrades and they will behave in an egalitarian manner. I feel absolutely certain of that, starting of course with Lloyd Russell-Moyle.
Last year, the Department issued 30 million rounds of Warsaw Pact weapons to Saudi Arabia incorrectly. Then the Court of Appeal judgment and now this. Is it not time for the joint unit to be turned into an independent unit like any other regulator and for the Committees on Arms Export Controls to be turned into a proper Committee of the House?

Commons ChamberI shall try to give a straight answer to a not entirely straight question. As I said, we have the sector deal. We have the export strategy and we are putting enormous effort into that. I am pleased to say, Mr Speaker, that in this 100th centenary year of UK Export Finance, it has, under this dedicated trade Department, been rated the best export credit agency in the world.
It is good to know that a centenary year marks 100 years and that 100 years would be considered to constitute a centenary. I wonder whether a 100th centenary year might be in danger of being a tautology.
My hon. Friend has asked a deviously difficult question, in that there are many ways to interpret it. I have taken it to reflect the gender split in sectors. The worst sectors in terms of the gender split for women are construction; mining and quarrying; and water supply, sewerage and waste management. All those sectors have workforces that are more than 80% men. The worst sectors in terms of the gender split for men are education, human health and social work. We are working with all those sectors to drive action plans to address the specific problems that men and women face, whether in recruitment, retention, or progression to senior leadership roles, in those sectors.
Brilliant though the Minister is, she cannot be expected, any more than any of us can, to know the inner workings of the sophisticated mind of the hon. Member for Kettering (Mr Hollobone).
There is a highly disproportionately low number of male primary school teachers. What can the Government do to address this?
The Prime Minister cites the race disparity audit and the gender pay gap regulations as some of her proudest achievements, seemingly not realising that they are symbolic of her failures. The report highlighted the systematic institutional racism of her Government’s policies, and we now have the real possibility of a casual racist and misogynist entering No.10—[Interruption.] I am afraid it is true. I hope the Minister will give assurances that the women and equalities agenda—[Interruption.]
Order. Let me be absolutely clear: nothing disorderly has occurred. People have free speech within the rules of the House. I will adjudicate the enforcement of those rules. Nothing disorderly has taken place, and I certainly do not require any assistance from occupants of the Treasury Bench.
Thank you, Mr Speaker. I could go through the list of things that have been said, but we do not have time. I hope the Minister will give assurances that the women and equalities agenda will not go backwards under the new Prime Minister. To adapt Stormzy lyrics:

Commons ChamberSeventy per cent. of the world’s poorest people live not in the poorest countries but in the middle-income countries, and the G20 has a vital role to encourage these people to work their way out of poverty by free trade. Does the Secretary of State agree?
There should be no distinction at all between work that we do—
Order. I believe the Secretary of State is going to group this question with question 3.
We spend almost £1 billion a year on incarcerating more than 9,000 foreign national offenders in our prisons, many from developing countries to which we already give international assistance. Given that it is far cheaper to build a prison to requisite standards in those countries than here, does it not make sense to use our international aid budget to send these people home, using the funds from the Department for International Development?
I am advised that the Minister of State has just been elevated to the Privy Council. I congratulate him on that and wish him well, and I am sure the House will want to join me in congratulating the right hon. Gentleman.
Thank you, Mr Speaker. My hon. Friend the Member for Kettering (Mr Hollobone) knows very well that official development assistance is disbursable only in accordance with the rules set out by the OECD. There is a good argument for building prisons, in order to remove prisoners from the UK. However, ODA funds could not be used for such a purpose, since the primary intention of ODA funds is to render assistance. I would suggest very strongly that my hon. Friend speaks to our right hon. and hon. colleagues in the Home Office and the Department of Justice.
Order. We are running late. I will accommodate the remaining questioners on the condition that they confine themselves to a single-sentence question, without preamble. No dilation is required.
In the end, the Department for International Development is of course spending taxpayers’ money. To work out how to spend it in a way that resonates with the British people, we must get much better at focusing on the small charities that British citizens back. The way to do that is to learn, from examples such as the lottery fund, how to provide more support for small charities. We will push ahead with that work to make sure that small charities flourish.
The Secretary of State is an extraordinarily brilliant and cerebral fellow. He has not quite yet got the hang of the rather more prosaic matter of the announcement of the desire to group, but I shall do it for him. The Secretary of State wishes to group this question with Question 12. I know that these are comparatively footling matters, but in procedural terms, they are not footling. Footling is a very good word, I think.
Would it form part of a preamble, Mr Speaker?
I am grateful to my right hon. Friend the Secretary of State for the support he already gives through his Department, but many Members will have charities in their constituencies, such as Signal in Shropshire, or will individually promote charities, such as the Hotcourses Foundation. What more can my right hon. Friend do to support British charities that do excellent work in Africa?

Commons ChamberThere is not only enormous interest but enormous demand for UK expertise in healthcare, and we are committed to sharing that expertise and knowledge with the rest of the world. Research commissioned by Healthcare UK recently identified £3 billion to £7 billion of potential contracts for UK health organisations annually over the next 10 years. That is a lot of jobs.
Mr Philip Dunne—not here. Where is the fella? I hope he is not indisposed. We will have to proceed.
Free trade agreements are, of course, needed, and the EU has some very good ones, which is why the United Kingdom Government are copying them. But trading on World Trade Organisation terms is very expensive. What is the Secretary of State doing to dispel the notion that is abroad, particularly in his own party, that leaving the EU and trading on WTO terms is a good idea? If it was, every country would be walking out of their trade blocs and every country would be ripping up trade agreements. It is a very silly and very dangerous idea, and I hope he is doing his best to combat it.
In congratulating the hon. Member for Huddersfield upon the magnificence of his tie, I call Mr Barry Sheerman.
Can all those on the Government Front Bench tell me what I should say to my service and manufacturing industries that export overseas? For years, they have been frustrated that the Chinese are stealing their patents and intellectual property, but now this Government are going to open not only the back door but the front door to the Chinese to take their secrets and undercut them.
We are running very late. I can live with that because my intention is, as always, to accommodate Back-Bench Members, but they could help each other by now contenting themselves with single-sentence questions.
Order. I am sorry, but I clearly said that Members should be asking single-sentence questions. People have to be able to adjust. It is not difficult.
I am grateful to the hon. Lady, who has done a great deal of work on this issue in her constituency. We are keeping this matter under review. We are keen that local councils are able to use the powers that they have under the antisocial behaviour laws, if appropriate in their areas.

Commons ChamberSometimes one wonders how small people can actually become in this House of Commons. The Swiss deal is not small, it is not insignificant; it is worth over £32 billion a year. Switzerland is Britain’s seventh biggest trading partner globally. The hon. Gentleman should know that.
I do not want to invest levity into these important proceedings, but equally one must not lose one’s sense of humour. That £32 billion volume of trade with Switzerland is very important, but I always say the best thing about Switzerland is not its watches, its financial services or its chocolate; the best thing about Switzerland is Roger Federer.
I must say that I am tempted to answer questions this morning due to the constitutional innovation of Ministers no longer having to resign when they disagree with Government policy, but I will ask this one. Trade with Switzerland represents about 21% of all the trade of all the countries that have the continuity agreement. Does my right hon. Friend agree that it shows the growing success of this programme and the importance of ensuring that we have those trade agreements in place in the event of a Brexit without a deal later this month?
I quite agree, and this Government are committed to delivering the take-up of shared parental leave. We know that it is good for employers, for the family and for employees. The scheme has been in place since 2015. We are evaluating it, and we will continue to consult with all partners on how we can increase take-up.
Will the Minister give a timescale for the extension of shared parental leave to the self-employed?
It is very good of the hon. Member for Banbury to drop in on us, and we welcome her to the Chamber. I hope that she has fully recovered her breath, after what must have been an arduous excursion from wherever she was to the Chamber, and that she is now ready to deliver her question, which we await with bated breath.
I cannot thank you enough for calling me, Mr Speaker, because this is a very important issue. Will my hon. Friend update the House on the progress of the research programme announced in September 2018 on gender equality in the workplace, and particularly on parental responsibilities? I know it is an evidence-based research programme, and we are all awaiting its results.
I regret to say that I do not have that list to hand at the moment, not least because I was preparing answers on the pink charge on female products, but I will endeavour to write to my hon. Friend with a list. I know the work he has done on this vital topic. I am sure that, like me, he was delighted at the Chancellor’s announcement yesterday that we will be providing free sanitary products to secondary schools.
As the Minister’s reply to the hon. Member for Colchester (Will Quince) will be of wider interest, it might be of service to the House if the hon. Lady places a copy of her reply in the Library.
I am delighted to hear the Minister’s commitment to supporting women who wish to take the matter of the pink tax to task. As it happens, we are in the process of establishing an all-party group concerning the beauty industry. I would welcome the Minister joining the group, so she could, alongside me and colleagues, encourage companies to look at the pink tax. It seems an irony, given that women’s earning potential is less than men’s. We really should be looking at this issue far more closely.
As always, I want to help colleagues with important questions, but we are up against it, so I will take the next question and possibly one after, but they have to be one-sentence questions, and nothing more—we do not have time.
All the Ministers on the Front Bench this morning are here and ready for their duties, in particular the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for North Swindon (Justin Tomlinson), who was ironing his shirt 20 minutes before this session started. We are in turbulent times, but we must trust our institutions and trust in democracy. I am also the Secretary of State for International Development, and I will take messy democracy over any other system in the world.
I am a tad taken aback that the hon. Member for North Swindon (Justin Tomlinson) feels it necessary to disclose to his ministerial boss his personal habits in relation to such matters, but there we go.

Will the Minister for Women and Equalities join me in condemning the wording of letter ESA65B from the Department for Work and Pensions—the letter asks general practitioners to cease issuing fit notes to people with disabilities awaiting an appeal for employment and support allowance—and help ensure that such blatant discrimination against disabled people, which resulted in the death of my constituent who was forced back to work against his doctor’s advice, will cease immediately?

Commons ChamberThe hon. Gentleman raises an extraordinarily important point. Modern slavery is far more widespread than is recognised. It is a pernicious, wicked practice and it is something that this Government have taken the lead on internationally. It will certainly be reflected in all the values of this Government, including our trade policy.
Order. It is open to the hon. Member for Fylde (Mark Menzies) to seek to shoehorn Question 9 into the question with which we are dealing now. It is not obligatory, but his opportunity exists if he wants it, and it looks as though he does.
This Government’s job creation record speaks for itself. It is the protectionist instincts that run throughout the Labour party that so threaten the jobs miracles that my constituents and the hon. Lady’s have enjoyed over recent years.
I do not know whether the hon. Member for Gillingham and Rainham (Rehman Chishti) has observed that there is an opportunity for him now. He takes a grave risk if he waits for question 10, because we might not reach it.
A number of issues were discussed with Trade Ministers in Davos, including those of continuity. They also included how complex global value chains will be dealt with in the future, because, as my right hon. Friend has said, when the WTO was created the global economy was not so dependent on them. We need to look at how we deal with the question of tariffs and multiple, repeated taxation in industries such as the car industry.

The steel industry is confronted with the possibility that the trade defence instruments currently in place at European level to prevent Chinese dumping will not come forward at UK level. We also face having to compete against quotas to sell steel into the EU when we are outside the EU. What is the Secretary of State doing to make sure that that does not happen?
The hon. Gentleman mocks the agreement with the Faroe Islands; how typical that is of the Labour party when so many jobs in the fishing and fish processing industry are dependent upon it. He may want to know that when I go to Switzerland on Monday I will be signing the largest of the EU agreements of all. [Interruption.]
Order. Before we move on, as Humphrey Bogart said,
“I don’t mind if you don’t like my manners, I don’t like them myself”,
but just because the hon. Member for Huddersfield (Mr Sheerman) is sporting a rather splendid and garish Bogart tie, that does not mean that he should descend to that level himself. [Interruption.] He is chuntering from a sedentary position with predictable regularity—
For my constituents against that man.
The hon. Gentleman says his constituents have a particular view about the Secretary of State; that is quite possible. The Secretary of State’s constituents might have a particular view about the hon. Gentleman, too—who knows?
I agree with my right hon. Friend, and we are at one in thinking that apprenticeships can be a powerful force for social mobility. We want the advantages of apprenticeships to be available to all, and I am in regular contact with my ministerial colleagues. For the smallest employers we meet 100% of the costs of apprenticeship training for apprentices aged 16 to 18, 19 to 24-year-old care leavers, and 19 to 24-year-olds with an education, health and care plan. As my right hon. Friend knows, and indeed welcomed, last year we introduced a £1,000 bursary for care leavers who are starting an apprenticeship, to support them as they transition into training.
Unless I am much mistaken the Minister has just elevated the hon. Gentleman to membership of the Privy Council, for which I am sure he will want to thank her. Who knows? It may be a straw in the wind.
Mr Speaker, I was very honoured to be made a member of the Privy Council after the 2015 election.
That is why I said “unless I am much mistaken”. I am sorry that I had not noticed the right hon. Gentleman’s status, and three years late, may I congratulate him?
Mr Speaker, you did call me right honourable yesterday during questions to the Prime Minister.
May I thank my right hon. Friend the Minister for coming to Harlow this afternoon to see Harlow College, which is one of the finest colleges in England? Will she consider using the apprenticeship levy to provide an apprentice premium and transport costs for disadvantaged young people, so that they can climb up the apprentice ladder of opportunity?
I would first like to point out that our franchise programme with the Post Office is not a closure programme, but a sustainability programme. On the franchising with WHSmith for the 41 post offices that the hon. Gentleman refers to, accessibility is key to the delivery of our 11,500 network of post offices in the UK. I personally make sure that that is covered when any new post office branch is being worked on.
Order. I apologise to disappointed remaining colleagues. This part of Question Time was scheduled to run for seven minutes, and I have run it for 15. I say as gently as possible to the Ministers that, although we appreciate their comprehensive replies, some of their answers were incredibly long, and as a result colleagues have lost out. It has always been very likely that the counterparties to these deals would want to keep them operable, as it is in their interests to do so, but may I highlight the stinking hypocrisy of the Labour party on this? It voted against adopting many of these deals in the first place—it voted against adopting the comprehensive economic and trade agreement in February 2017 and against adopting the EU-Singapore agreement in September 2018—and now Labour Members complain that the deals will no longer be operable next month. Does my hon. Friend agree that this shows the Labour party at its absolute worst on Brexit, with its members unable to agree among themselves, and unable to do what is in the UK national interest?
The Minister at least pays obeisance to, and I think has genuine respect for, etiquette, protocol and the principle of parliamentary courtesy, so it would not occur to him for a moment to descend into the swamp, disregard his ministerial responsibility to the House, and start prating on about the policy of the Opposition, but let us put it to the test and hear from the Minister.
First, let me pay tribute to my right hon. Friend the Member for Chelsea and Fulham (Greg Hands) for all the work that he did in preparing this country for striking new trade deals, and indeed in maintaining the continuity of our existing free trade deals. He points out an inconsistency in the Opposition’s position on this matter. I agree with him that it is a fairly pointed one, and ask them to contemplate a bit. Yes, he is correct in his assessment.
The tiger that was previously in the library has now been removed, and the immediate danger has been averted. I think the Minister will be familiar with the Merchant Ivory film in which that exchange occurs. [Interruption.] It is fairly obvious, if one applies one’s mind to it.
My hon. Friend the Member for Nottingham East (Mr Leslie) asked a very simple and sensible question. The Minister’s long and rambling answer had a simple summary—clearly, it was no. The Secretary of State repeatedly told us that it was a simple matter to roll over deals on trade with approximately 70 countries, which constitutes 13% of our exports and 12% of our imports—it would be a cut-and-paste job. The Government would be ready on day one after Brexit, he told us. That was never true, was it? Those deals are entirely separate and independent from any deal that we may have with the EU.
If we leave with no deal, can the Minister confirm that these arrangements with third-party countries will fall away, as we have consistently warned? Will he confirm that, without new agreements in place, we could, in the absence of a deal with the EU, have no basis of trade with these countries after 29 March, and would fall back on World Trade Organisation rules? That is an argument for taking no deal off the table if ever there was one.
Will the Minister confirm that many of the terms of those agreements will need to be amended, and could be changed substantively as countries seek to improve on the terms that they have with the EU? Will he also confirm that agreements with countries that have economic partnership agreements are often regarded as being not fit for purpose and are alleged to have been signed under economic duress? The Minister will do well to listen to some of this, as this is the reality of what is going on in his Department. For example, North African countries want to sell their oranges and olive oil to us in far greater quantities than is allowed by the EPAs with the EU, which protect southern European producers.
In the Trade Bill debate in the Lords yesterday, the Minister conceded that the Department had no idea how many countries were ready to roll over their free trade agreements, how many would not, how many would have to adjust their constitutional arrangements, and how long that might take. Will the Minister for Trade Policy confirm that his colleague was right to say so?
The Secretary of State is busy socialising in Davos. Is that not a reminder of the incompetence and overconfidence that he has shown over the past two and a half years?
The answer is that there is not much more that I can say at this stage. [Interruption.] There are no deals that have yet actually been signed, but I want to make it absolutely clear—
Order. A question has been asked. The Minister is an unfailingly courteous fellow, and we must hear his answer.
I want to be absolutely clear with the House that although it is possible to interpret my last answer as meaning that there has been absolutely no progress on the agreements, that would be an entirely, completely and utterly unfair interpretation of where we find ourselves. There are agreements that have had initialling; there are agreements that are very close to having initialling; and there are very many agreements that we believe will have a signature at the appropriate time. There is not an agreement that has had a formal signature yet, but to focus only on that is to misunderstand, or at least mispaint, how these agreements work. I have said to the House that we believe that we will transition the majority of the agreements by exit day, which necessarily means that they will have a signature, and I have every confidence that they will.
