I thank all hon. Members for their thoughtful contributions to this debate on future opportunities for young people. From huge investment in the skills agenda and early years to measures to keep young people safe in the street and online, work on issues of passion to younger generations such as the environment and animal welfare, and giving freedom for vigorous intellectual debate that challenges and hones ideas—our own in-house political poet, my hon. Friend the Member for North East Derbyshire (Lee Rowley), set that out superbly—Her Majesty’s Gracious Speech sets out an ambitious legislative agenda to put young people at the heart of our national recovery and economic renewal. I commend it to the House.

The Government have committed to taking a cautious approach to easing restrictions, guided by the data instead of dates. Encouraging students on non-practical courses to return to in-person teaching will potentially lead to a significant number of students forming new households from across the country—up to 500,000—and enabling this to proceed too early may result in significant, higher numbers of infection and could increase the risk of students having to repeatedly self-isolate, which I am sure none of us would want.

The regulations relate to the Education Act 2002 and the Electronic Commerce Directive (Adoption and Children Act 2002) Regulations 2005. The Education Act 2002 relates wholly to England and Wales, and therefore does not affect devolved interests. As regards the 2005 regulations, which relate to adoption offences, the proposed statutory instrument removes the EU reciprocal arrangement. With this SI, any non-UK online service provider operating a service in Scotland would be prosecuted in accordance with the law applicable in Scotland. [Inaudible.]

My comments on the regulations, although brief, are vital, and I look forward to the Minister’s response. I understand that the amendments to the Education Act 2002 relate to the provision in schedule 11B to that Act, which supplements section 141G with regards to publishing a matter in breach of restrictions, and on reporting alleged offences by teachers under section 141F in part 3 of the Act. Although those measures extend to England and Wales only, I seek clarity on whether steps have been taken with counterparts in the Northern Ireland Assembly, and Minister Peter Weir, to ensure that this legislation, which seeks to address failures of retained EU law to operate effectively, and other deficiencies arising from the withdrawal of the United Kingdom from the European Union, will also be remedied in Northern Ireland as a matter of urgency. What discussions have taken place with the Minister in Northern Ireland to ensure that that happens?

It is clear that these SIs may be a check box exercise of sorts for Brexit, but we must also do as we have done, seek to address failings in current legislation, and make improvements. As always, it is imperative that those changes are UK-wide, and that we are operating as closely matched as possible. The bottom line is that I wish to find out whether Northern Ireland will be subject to the same regulations, and whether discussions have taken place to ensure that we are in line. Importantly, as I always say, we are better together as the United Kingdom of Great Britain and Northern Ireland.

Thank you, Mr Deputy Speaker. I am not entirely sure how far we got, so I will start at the point I think I had reached. This SI would mean that any non-UK online service provider operating a service within Scotland would be prosecuted in accordance with the law applicable in Scotland. The result is that prosecution of activities within Scotland will be governed by the Adoption and Children Act 2002, and the Adoption and Children (Scotland) Act 2007. This issue involves devolved and reserved matters, We agree with the general policy rationale, so we will not oppose the regulations this evening, but the Scottish Government should have had their consent sought, even if they had indicated that they supported the policy principles and would likely have granted consent.

Why have the UK Government not requested that consent? In light of the lack of such a request, will the Minister confirm that the effect of the regulations in Scotland will be consigned only to the regulation of non-UK online service providers and activities in Scotland, as relates to the Adoption and Children Act 2002, and the Adoption and Children (Scotland) Act 2007?

I thank everyone for their contributions to this debate. It is good to hear that the shadow Minister will not be opposing the regulations, as to do so would potentially have put children at risk. I am glad she agrees that it is better to have left the EU with a deal than without one, but I am sorry that I did not hear her put on the record her thanks to all those who negotiated right up to the deadline in order to secure a deal. I would like to put on the record my thanks to all those from both sides of the negotiations, including the EU negotiators, who worked through that holiday period to ensure that we could have as smooth an exit as possible.

The shadow Minister asked what had been done to inform people of changes to the law, so let me be extremely clear that the underlying law has not changed. What has changed is where people will be prosecuted if they breach the underlying law. That is extremely important and it should be clear to the shadow Minister, so I am surprised that her lawyers have not got that extremely important point. All that is changing is where people will be prosecuted.

The regulations do not diminish in any way the offences I have described as set out both in the Education Act 2002 and in the 2005 electronic commerce directive regulations. They do not impact in any way on the policy behind those regulations. The identity of teachers who are accused by a pupil of an offence will be protected until the point at which relevant legal proceedings have begun and children in care will continue to be kept safe and protected by our ensuring that arranging and advertising adoption can legally only be undertaken by adoption agencies.

The regulations simply fix the deficiencies of retained EU law. They will ensure the enforcement of UK laws when the offence is committed in the UK, irrespective of the country in the European economic area in which the online service providers are based. My understanding is that the devolved Administrations were consulted—I did have discussion on this—and Northern Ireland did give its consent. On the point about malpractice, that is covered only in England and Wales and there is a devolved point in this regard, but I can assure colleagues that the Administrations were contacted as part of this exercise. On that basis, I commend the regulations to the House.

Special schools in my constituency, including Brent Knoll, Riverside and Watergate, remain open. They are doing a tremendous job and often provide personal and medical care on top of teaching. I echo calls for making school staff a priority for vaccinations, but will the Minister also consider treating staff in special schools akin to frontline care workers and prioritising them for the vaccine without delay?

Yes, I will join my hon. Friend in paying tribute to the teachers in his constituency, who, like teachers up and down the country, are working round the clock to ensure that the children in their schools have a safe and caring environment, and also helping to educate children while they are at home. I also pay tribute to my hon. Friend for the way in which he has analysed a lot of the scientific data and helped those of us who are less scientifically minded to understand the huge raft of data and science that is out there. He is absolutely right to say that, in all the decisions we take, we need to ensure that we are led by the science.

The hon. Gentleman raises an important issue. This is about more than just schools and more than just one part of the UK.

My focus today is on education, but this issue has much wider implications. It is vital that free period products are available in all sorts of venues and facilities, from leisure centres and community spaces to workplaces and further education colleges—in fact, anywhere where there are likely to be people on low incomes who might be caught short and need access.

Scotland led the way last month by passing a Bill that will ensure that free period products are available in all public places. It was moved by Labour’s Monica Lennon MSP, but supported by all parties and passed with no opposition. In Monica’s recent speech in the Scottish Parliament, she was absolutely right to say that the passage of that Bill showed that Parliament could be a force for good. She said:

“Our prize is the opportunity to consign period poverty to history. In these dark times, we can bring light and hope to the world”.—[Scottish Parliament Official Report, 24 November 2020; c. 76.]

As chair of the APPG, I am looking forward to having Monica speak at our next meeting and seeing how something similar could be brought in in England.

In England, following the success of the Red Box schemes and campaigners, the Government finally brought in a scheme to introduce free period products to schools, which was rolled out in January. The schools have to ask to get access to the scheme. Our concern was that if there was insufficient take-up by schools, the funding would be pulled and the scheme would end, so we have been encouraging Members to contact their schools about this. It is not often I say that I am pleased with this Government lately, but I am really pleased that, last night, they announced that the scheme would be extended through the full 2021 calendar year. That is very welcome.

As I said, the scheme is being taken up by schools across the country, including many in my constituency. I know from speaking to young people that it has made a huge difference and they really appreciate it. There are fundamental reasons why the scheme is so important. We know what it is like to be in a toilet where there is no paper. Having no pad or tampon to hand when your period arrives is the same feeling. Of course, it is far worse for young people without the cash to buy them.

We need to ensure that any such free period product scheme has three key attributes: we need to remove the stigma around period products; we need to remove the postcode lottery that has meant that people have relied on charities and even teaching staff to provide free products—they should be available in all schools; and, most importantly, we need to ensure that no student misses out on time in the classroom because they have their period but no menstrual protection.

A 2019 report found that half of those who said they had missed schooling because of their period had done so because they could not afford to pay for period products. I am concerned that the coronavirus is fuelling this inequality even further. The problem might now be even greater, as the new figures coming in show that the pandemic has plunged more families into poverty. We know that we have a serious problem in this country when UNICEF is funding work here.

An important part of the scheme—and, indeed, of this whole debate—is tackling stigma and making it not only okay but perfectly acceptable and normal to discuss issues relating to periods. I am glad that this place has got much better in recent years, although I found out that the words “tampon” or “sanitary towel” were not used here until May 1987—and that was in relation airport security. Despite the title of this debate, Paula Sherriff reminded me today that we should not be using the word “sanitary”. Let us get away from the idea that menstrual products and menstruation implies uncleanliness; having a period is not dirty or unsanitary, although without protection it is messy.

Let me address the uptake of the Government’s free period products scheme in schools. The figures show us that by August only 40% of schools had signed up; will the Minister tell us the current level of take-up? In response to a written question, the Minister said,

“we are continuing to monitor orders closely”,

so I hope she will be able to provide further information. It is so important that schools sign up, which they can do so easily by going to the Free Periods website, which has a useful guide and toolkit to help schools. It also offers help on how to lobby MPs and on how MPs can encourage their local schools to take up the scheme. I have been working hard to make the scheme available in local schools, as have my colleagues, but MPs can do so much more.

Funding into next year would be much appreciated, but I have some other requests of the Government. It should not be left to charities such as Free Periods to do the heavy lifting in promoting the scheme when the Department for Education has a much louder megaphone to use. I know that the Department says:

“We intend to publish positive stories from organisations that have benefitted from the scheme”,

but I would like to know what the Government have been doing beyond that. What urgent work has been and is being done to promote the scheme directly in schools?

It has been such a tough year for schools and staff, and heads have had more than enough to deal with, so the easier take-up is made, the better. When I met one local headteacher, she told me about the difficulty they had in understanding the reams of directives that arrive every week; let us make it easier so that this is not yet another hurdle they have to jump. I hope the Minister will take that back to the Department.

As we end this year, I wish to speak about the future of the scheme. I hope the Minister will outline in further detail the plans for next year. Will the same amount of funding be available as was available for this past year? If schools do not use all their allocated funding by the end of the year, will they be able to roll it over and use it in future? The success of the scheme rests on as many schools as possible signing up to it. When the scheme was launched, the Minister responsible at the time, the hon. Member for Chippenham (Michelle Donelan), who is now the Minister for Universities, said that the Government would consider making the scheme mandatory if take-up was not high enough. What level of take-up does the Minister think is acceptable? Does the Department have any plans to make it an opt-out rather than opt-in scheme?

Will the Government draw on our Red Box experience in Hounslow and consider extending the scheme to include other products, such as pants and tights? They are particularly valuable, because it is one thing to have a clean pad or tampon, but another to have to put back on the same pants and tights. That is certainly what the volunteers in our Red Box scheme put in, because of the feedback from students and schools. I hope that when the Minister gives her response, she will set out what the plans for the scheme are and what changes there will be.

While I congratulate the Government on their decision to continue the scheme, it is certainly not the end of the issue of access to free period products generally, as I have said. As the Scottish example shows, there are other venues and places where people, particularly those with no money or very little money, get help and support, such as food banks, citizens advice bureaux and those who support refugees. I have often visited these sorts of projects and places and they are wonderful people doing wonderful things—they provide food, they often provide razors and they provide toys for children—but sometimes they do not provide period products. I think that that needs to be considered because, as I say, period products are as necessary as food to eat and toilet paper.

Finally, Mr Deputy Speaker, as this is the official end of the parliamentary year, I wish you and your team, all the staff of Parliament, who support us, all our parliamentary staff and other Members here—those who are left—a happy, peaceful and restful Christmas. Here is hoping that 2021 is a happier year.

Was the Secretary of State moved, as I was, by The Times “Red Box” article that Marcus Rashford wrote? Did he find it quite striking that the anxiety and difficulties that he described in growing up, with his mum’s worry about feeding the children, took place entirely under a Labour Government who claimed that eradicating child poverty was their front and central policy?

I do apologise, but Mr Deputy Speaker has been quite clear about wanting me to make progress, and I would best do so.

During the unprecedented and unpredictable period at the start of the pandemic, it was right that extra measures were taken to provide free school meals during the holidays, but we are in a different position now that we have welcomed all pupils back to school. We know that the long summer break is the time when families most welcome support, and when children will most benefit from engaging activities so that they are ready to learn when they return to school in September. For the past three years, we have supported disadvantaged children with free healthy meals and enriching activities through our holiday activities and food programme. This summer, the £9 million holiday activities and food programme supported about 50,000 children across 17 different local authority areas. We have also provided £63 million in welfare assistance funding to local authorities to support families with urgent needs. This funding was passed to councils in July to provide local access to funding for those who need support, including families facing financial challenge.

Education is the No. 1 route to opportunity and prosperity. We invest more in the education of disadvantaged children to give them the very best chance in life, both through the weighted national funding formula and the £2.4 billion annual pupil premium. We have invested £1 billion in the covid catch-up fund, including investing in the national tutoring programme, which will offer high-quality small-group tutoring to disadvantaged pupils who have fallen furthest behind. We are equally determined to encourage the continuation of high-quality childcare, which helps parents to work and is a critical building block in children’s development. We are proud that since 2013 the proportion of children achieving a good level of development at the end of reception year has gone from one in two to nearly three out of four.

However, we recognise that these are unprecedented and difficult times for some families, and that is why the Government have significantly strengthened the welfare net. We have put in place additional welfare measures worth around £9 billion in this financial year, including increasing universal credit and working tax credit by up to £1,040 for this financial year, benefiting more than 4 million households. These welfare measures sit alongside our extensive support package, including the income protection schemes that have so far protected 12 million jobs at a cost of almost £53 billion for England alone. This is one of the most significant interventions by any Government in the western world. We recognise how important it is to protect not only jobs but families, and that is why we have taken these interventions. Taken together, it is clear that the Government have taken significant and unprecedented action to support children and families at risk of hardship during this period.

Free school meals are, and always have been, about supporting children with a meal to help them to learn when they are at school or, indeed, currently at home learning. However, it is our support through universal credit and our comprehensive welfare system that supports families. I have outlined a significant series of actions from across Government to support families who may otherwise struggle in the light of a pandemic, including £9 billion in welfare, £53 billion for job support measures, £63 million for local authorities to help those with urgent needs and £350 million to help the most disadvantaged students to catch up at school. Those are just a few things that this Government have put in place to support those who are most disadvantaged. They represent a direct financial response to the pandemic and demonstrate that the Government are doing everything possible to support those who need help. I encourage Members from across the House to support the Government as we tackle this pandemic and the impact it has on people across society, and I commend our amendment to the House.

That is not really a question for me—I am not and never would aspire to be the Secretary of State for Education—but I take on board the hon. Member’s point, because it is about political choices. That is why I am so pleased that the Scottish Government have chosen to use the limited powers they have to support 156,000 of our children and young people by committing £10 million to ensure that those children who need it will continue to get a free school meal during this holiday and every holiday up to Easter 2021. In addition, the Scottish Government have announced £20 million of funding to be made available to local councils to help tackle financial insecurity. That funding will be sufficiently flexible for councils to be able to provide support to people who, shamefully, have no recourse to public funds and would otherwise be destitute and have no access to mainstream benefits.

Of course child poverty still exists in Scotland; no one could or would deny it. But the difference between what the UK Government are doing and what the SNP is doing in Holyrood is that the Scottish Government are doing what they can, with limited powers, to alleviate the worst effects of the Government’s policies, to try to improve the lives of Scotland’s poorest children. That was recognised by both the Joseph Rowntree Foundation and the United Nations special rapporteur on extreme poverty, who praised the Scottish Government for using what he described as their

“newly devolved powers to establish a promising social security system guided by the principles of dignity”.

Included in that new security system is the Scottish child payment, which will pay the equivalent of £10 a week per child to families with eligible children who are currently in receipt of low-income benefit. From November, the fund will be open to families with children under the age of six, recognising that, of all children in poverty, almost 60% live in a family where a child is under six years old. Although there is no cap to the number of children per family, it means, for a family with two children under six, £1,040 a year extra in their pockets. That is expected to alleviate the worst excesses of poverty for 194,000 children, and it is a significant investment by the Scottish Government.

I understand that the Government intend to vote against the motion tonight. I hope the Whips have done their arithmetic, because I understand that at least one group of Conservatives will be voting with the Opposition this evening—the Scottish Conservatives. It was less than a month ago that the new leader, the hon. Member for Moray (Douglas Ross), declared that providing free school meals, breakfast and lunch to every primary school pupil in Scotland was to be his flagship policy in next year’s Scottish elections. He said:

“I have seen myself the difference that providing free meals can make. I just want to make sure no-one falls through the cracks and by giving this to all primary school pupils we can make sure the offer is there for everyone.”

Given his words, it is absolutely inconceivable that he and his colleagues would do anything other than vote for the motion tonight and provide the same level of support for the 1.5 million children in England who will benefit from school meals. That is why, despite being wholly devolved, we will be in the Lobby this evening alongside, I believe, every single Scottish MP when the House divides this evening.

My hon. Friend is absolutely right; I will come to that later. I am asking not for huge amounts of new money from the Treasury, but for the redistribution of the proceeds of the existing sugar tax, which disproportionately hits those on low incomes, back to those on lower incomes through free school meals and food programmes.

The Office for Budget Responsibility has forecast a 13.2% rise in unemployment, meaning that 336,500 more working adults could face food insecurity. Now is the time for a long-term plan on combating food hunger from the Government, rather than a series of patchwork solutions.

First, I urge the Government to collect and publish proper data on child food insecurity. The most recent DFE estimate of the number of children eligible for free school meals, provided to me in a recent letter from the Children’s Minister, is 1.4 million. The figures are from January 2020, and we know that since then the world has been turned on its head. The Food Foundation suggests that the figure is now more like 2.2 million children, with 900,000 newly registered.

To the Government’s credit, there are a number of schemes to relieve food hunger, but what is being done to ensure that they are working? In September, for example, just 47.3% of eligible mothers were receiving healthy start vouchers, and those uptake figures are in decline. Much more could be done to boost awareness of those schemes, digitise healthy start vouchers and ensure that all those eligible for free school meals are registered quickly.

Secondly, free school meals should be extended over the school holidays temporarily for as long as the big effects of the pandemic continue to be felt. I would only support that temporarily. If we acknowledge that children risk going hungry in term time by providing them with free school meals despite the provision of universal credit and the other things that have been mentioned by the Government, we know that they risk going hungry in the holidays too.

Thirdly, as the report by the House of Lords Select Committee on Food, Poverty, Health and the Environment, “Hungry for change: fixing the failures in food”, recommended, when calculating universal credit allowances, the Government must consider the cost of buying and preparing healthy, nutritious meals under its own Eatwell scheme. Fourthly, the Government should implement the private Member’s Bill introduced by the hon. Member for South Shields (Mrs Lewell-Buck) on school breakfasts and give all disadvantaged schools the funding to provide a free school breakfast to children at risk of hunger. We know that that increases educational progress by two months, and average GCSE achievement goes up for those children who have a regular breakfast.

Fifthly, we need a programme of holiday activities not just over the summer, but over every school holiday, to offer academic catch-up, as well as mental health and wellbeing support. I have seen that work in my constituency of Harlow, with children getting fed. Of course, I understand there are significant financial constraints on the Treasury right now, but these proposals do not need new money. It is also time for prominent retailers, suppliers and manufacturers to take on a much bigger role and match fund Government investment in tackling child food insecurity. It is no good just ticking a virtue-signalling box on a taskforce—they should actually act. We should ring-fence the £340 million a year in revenue from the tax on sugary drinks to cover the cost of these proposals.

The sugar tax, as I mentioned, hits families on lower incomes. Why should we not redistribute the revenue to fund these policy proposals, helping those same families facing food insecurity? Kellogg’s has found that hunger in the classroom costs the English economy at least £5.2 million a year. All the evidence shows that if we feed children properly, we increase educational attainment and boost life chances. It is a no-brainer. I urge the Government to set out a serious long-term plan to combat childhood hunger, and—at least until we are over the coronavirus—keep free school meals going through the winter and Easter holidays.

Very wise.

In his statement on the return of students to university on Tuesday, the Secretary of State made two claims that I believed were not fully accurate, and later that day I sought a correction to the record. The Secretary of State said on Tuesday that there was £100 million in funding for universities to provide digital access for learners. There is no such fund. That funding is for schools and some further education providers. He also said that the Student Loans Company can provide additional support to students who need it. Again, that does not appear to be accurate. I was grateful that the Secretary of State’s office indicated that there would be a correction to the record, but today when I looked in Hansard, all that was changed was the date on which he said guidance was published. It seems that he has corrected one mistake, which I must admit I did not know about, but failed to correct two more that he was asked to correct. May I ask for your guidance, Mr Deputy Speaker, on how we can have all the Secretary of State’s mistakes corrected on the record?

Further to that point of order, Mr Deputy Speaker. I apologise for showing the courtesy of making sure that my electronic devices are switched off in the Chamber, which is something I thought the Chair had always wished Members to follow assiduously.

As the House will know, the Government have made available more than £100 million for electronic devices. Those youngsters who are in care and going on to university can access that funding to enable them to have the right type of devices, whether that is a laptop or a router. If a student’s family circumstances change while they are at university, they can go to the Student Loans Company to have their maintenance grant re-assessed.

I very much welcome what the Secretary of State has announced. What measures is he putting in place to support final year GCSE and A-level students who are still having their studies disrupted by the pandemic? When will he make an announcement about his plans for the exams next year?

It was a tad opportunistic, it has to be said, but my hon. Friend is always an opportunist. Many of our further education colleges up and down the land are doing brilliant work, with the covid catch-up funding and support we are offering, in supporting students as they approach their qualifications next year and ensuring that they do incredibly well. We will make further announcements about qualifications in due course.

I welcome this smorgasbord of new skills pathways. I look forward to more detail on how flexible loans, segments, transfer credits and so on will work in practice and to confirmation that work coaches will be trained on how to guide universal credit claimants on making the best decisions. The Secretary of State will know that one of the key asks of our Gloucestershire jobs, skills and apprenticeships lift-off—which the Under-Secretary of State for Education, my hon. Friend the Member for Chichester (Gillian Keegan), kindly came to launch—was to enable large employers to use an uncapped percentage of their apprenticeship levy for their contractors and suppliers. Does he agree that that would mean a real lift-off in terms of SME apprenticeship recruitment? When might we expect to hear more about this vital reform?

I very much welcome any improvement in access and flexibility and lower costs for learning. Will the Secretary of State consider the condition of first-year students, who are just leaving childhood and often have never left home before, but are now going into self-isolation in individual rooms, sometimes with collective provision for bathrooms and kitchens, which makes them both isolated and vulnerable? Therefore, their physical and mental health are at risk. Then they have online learning that they could actually do at home. I wonder what consideration he has given, with the Chancellor, to ensuring that they do not end up running into debt for a diminished education. Perhaps they should be going home and the universities should be supported through these difficult periods, so our universities and students can be—

I wanted to ask about how those considerations fitted in with the statement. On the one hand, I welcome what has been announced. On the other, I want investment for young people who are in those conditions. Maybe there is a transfer between the two.

The hon. Gentleman raises an important point about the quality of advice for young people and about ensuring that they have a good understanding of the range of choices open to them. That is why we are investing an extra £32 million in careers advice, making sure that we get the very best. I am sure he very much welcomes that and has been singing the Government’s praises in his constituency—as I am sure he does on a regular basis—for doing it.

I pay tribute to my right hon. Friend and to Education Ministers around the UK, who have faced extremely difficult decisions throughout a very difficult and genuinely unprecedented time. Does the fact that all the Ministers came to the same conclusions at roughly the same time and changed policy at the same time give confidence that the best outcome with the information available has been arrived at in every nation across the UK?

I will cease to be generous and kind, Mr Deputy Speaker. My right hon. Friend makes an important point. At every stage, everyone looked at how we could do what is right and best for those young people who had not been in a position to take exams, in a truly extraordinary situation across all four nations of our great United Kingdom.

We set up the higher education taskforce to tackle some of the issues that we recognised would come about as a result of a higher level of grading due to centre assessment grades being awarded. Through the taskforce, the university sector has agreed to honour all offers to students who meet the conditions of their offer where possible. In the event that a course is full, universities will give students a choice of a suitable alternative course or a deferred place if they would rather wait a year. For those who are not happy with their grade or who did not receive one, we are running an additional series of exams later in the autumn. We have launched an exam support service for schools and colleges, to help them secure venues and invigilators and meet any additional costs arising from the autumn exam series.



Looking to 2021, my Department is working closely with Ofqual, the exam boards and groups representing teachers, schools and colleges to consider the best approach for exams and other assessments for next year. I expect next year’s exams to go ahead. Our aim when providing qualifications this year was ensuring that all our students received just recognition for their efforts, enabling them to progress to the next stage of their lives in the knowledge that their qualifications had the same value as in previous years. When it became clear that there was a risk that for some that would not be the case, I believe that the actions we took offered the fairest solution in these most unprecedented of times.

I am grateful for the right hon. Gentleman’s intervention. What happened in Scotland is perfectly on the record, but we have been back since the middle of August. Children are back in schools, learning. I have been in those schools and seen that for myself, and it seems to be going relatively well, although no doubt there have been hiccups. As I said at the beginning of my remarks, with humility, this is a process that we are all feeling our way through. If that humility was reflected by the right hon. Gentleman and the Government, that might be helpful.

The OECD’s ongoing independent review of the curriculum for excellence will be asked to include recommendations on how to transform Scotland’s approach to assessment and qualifications, based on global best practice.

In conclusion, young people have been extremely poorly served over the summer. We know that the Secretary of State hates to follow Scotland’s example on anything, but he must now ensure that his actions are not ostrich-like, and instead be proactive to ensure that young people have the best possible experience over the next few years, because—to finish with an education metaphor—those who fail to learn the lessons of history are doomed to repeat it.
