With permission, Mr Speaker, I shall make a statement updating the House on the Government’s commitment to increase defence spending to 2.5% this decade.

In my speech at Lancaster House in January, I warned that we were entering a much more dangerous period in the world and I made the case for a national conversation about defence spending. Since then, Putin has stepped up his attacks on Ukraine, China is increasingly assertive, and tensions have escalated in the middle east culminating in Iran’s unprecedented attack on Israel 10 days ago conducted in parallel with the proxies Iran has nourished around Israel’s border in the middle east, including of course the Houthis who continue to hold global trade hostage in the Red sea.

Since January, the world has become even more dangerous, not less, and we continue to ask more of our courageous and professional armed forces. Our sailors have served under constant risk of attack in the Red sea, helping to protect international shipping and our own cost of living. We have bolstered our Royal Air Force presence in the middle east, enabling Typhoon crews to intercept Iranian drones and missiles recently fired towards Israel. And around 20,000 of our personnel from all three of our services, with a huge inventory of naval, air, and land assets, have been active around Europe as part of the largest NATO training exercise since the cold war. In short, we increasingly need our armed forces, and we increasingly are asking more of them.

So yesterday the Prime Minister committed to hit spending 2.5% of GDP for defence by 2030. It means we will invest an additional £75 billion into defence over the next six years, and that will be funded in full without any increases in either borrowing or debt. This represents the biggest strengthening of our national defence in a generation and, as the NATO Secretary-General said yesterday, it will ensure the UK remains by far the largest European defence spender in NATO, and it means we are the second biggest NATO spender overall.

It will provide a very significant boost for UK defence science, innovation and manufacturing. It will make our defence industries more resilient and bigger. And it will mean we are able to restock some of the global supplies required in order to continue to ensure that we are both able to provide our own armed forces and those in Ukraine and be a competitive export sector. We also recognise the important role defence plays in our national resilience by developing a new plan that for the first time brings together the civil and military planning for how we would respond to the most severe risks that our country faces.

Our additional £75 billion on defence is also enabling us to ramp up that support for Ukraine. Members on both sides of the House will share the Government’s concern about the warnings President Zelensky has been issuing, and his most senior generals have confirmed that their the ability to match Russian force is increasingly difficult. So, as NATO partners, we are looking at each other to see that leadership.

The UK Government have stepped forward: we are providing the alliance with the decisive leadership demanded in this knife-edge moment of this existential war. This week we have committed an extra £500 million of military aid to Ukraine for this year, bringing our total package to £3 billion. In fact, our total since Putin’s full-scale invasion is now more than £12.5 billion, £7.5 billion of which is in military aid.

In addition, we have provided NATO partners with leadership by delving even deeper into our own military inventory, to give Ukraine our largest package of equipment and support to date. The support announced this week includes: millions of rounds of ammunition; 1,600 key munitions, including air defence and precision long-range missiles; over 400 armoured, protected and all-terrain vehicles; support with logistics to support and bolster the frontlines; support to get the F-16 pilots who have trained in the UK into the air as soon as possible; and a further 60 boats to help Ukraine strengthen its remarkable grip over the Black sea, including offshore raiding craft and dive boats.

Our £75 billion defence investment will help Ukraine get back on to the front foot. Coupled with the reforms that we have introduced to make procurement faster and more effective, it will put our defence industrial base on a war footing. It will fire up the UK’s defence industry with an additional £10 billion over the next decade for munitions production. That will bring our total spend on munitions to about £25 billion over the same period.

We are delivering for those who serve to guarantee our freedoms as well, with over £4 billion to be invested in upgrading accommodation to build new living quarters for our personnel over the next decade. We are also working seamlessly with key allies to strengthen our collective deterrence and develop new, innovative capabilities. Just last month, I was in Australia with our Australian and US partners to advance our AUKUS programme, which will develop and deliver a range of cutting-edge kit in addition to the next generation of nuclear-powered submarines. At the end of last year, I was in Japan to advance our global combat air programme, which is the development of the sixth-generation fighter jet with Italy and Japan.

Just last week I was in Telford to see the first fully British tank for 22 years coming off the production line. That is just one strand of our Future Soldier programme to make our Army more integrated and much more lethal. Of course, defence already supports hundreds of thousands of jobs, with real quality to them, in the UK, including over 200,000 directly in the industry. Our additional £75 billion will open up many more opportunities in regions up and down the country.

This is a turning point in UK defence. We must spend more because defence of the realm is the first duty of every Government. We on the Government side of the House recognise that fact. But while I want to see peace and international order being restored, I am also absolutely convinced that it is hopeful thinking—even complacency—to imagine that we can do that without ensuring that we are better protected. The best way of keeping a country safe and protecting our way of life is deterrence: being prepared; being clear-eyed about the threats we face; being clear about our capabilities; backing UK defence science, technology and innovation; carrying not just a big stick, but the most advanced and capable stick that we can possibly develop, and yes, using our military muscle alongside our allies.

Our investment in our continuous at-sea nuclear deterrent makes would-be adversaries think twice. We on the Government side of the House have not come to the conclusion that our nation’s nuclear deterrent is there because an election is approaching; we have always believed in our nuclear deterrent.

This is an additional £75 billion boost for our forces. In the build-up to the NATO summit in Washington, I will do all I can to get alliance members to follow our lead and bolster their armed forces, strengthen their industrial base, invest in innovation, maximise their military deterrence and, most importantly of all, maximise their support for Ukraine. In a more dangerous world, where we face an axis of authoritarian states, 2.5% must become the new baseline for the entire alliance. If we are to deter, lead and defend, that is what is required of us. I commend this statement to the House.

Let me start on the areas that I agree with. The right hon. Gentleman mentioned how much we welcome the US Congress putting $60 billion into the defence of Ukraine. We warmly welcome that. As Churchill was reputed to have said, America usually gets on and does the right thing when it has exhausted all other alternatives. It took a long time, but we have got to the point where that money will go to Ukraine. That is very welcome across the House.

The right hon. Gentleman says that he welcomes today’s announcement, but then spends all his time explaining—or rather, avoiding explaining—why Labour is not backing 2.5%, which has a schedule, a timescale and figures that have been published and are in the document produced yesterday and laid in the Library. He says, “Judge us by our action, not our words.” We will, because 11 Members of the Opposition Front-Bench team voted against Trident. It is no good for him and the Leader of the Opposition to go up to Barrow and to claim that they are all in favour of the nuclear defence, because they stood on a platform with a leader who wanted to scrap Trident, pull us out of NATO, and turn the army into a peace corps.

The Opposition tell us, “Judge us on our actions.” Where is the shadow Foreign Secretary, who voted against Trident? Where is the shadow Deputy Prime Minister and the shadow Communities Secretary, who voted against Trident? Neither is there on the Front Bench. Presumably neither is in full agreement with the right hon. Gentleman. When it comes to the defence of the realm and defending this country, the Conservative party has always believed in our nuclear deterrent. We are upgrading it and making sure it is fit for purpose. Neither supports the 2.5%, as the House will have noted.

It is fine for the right hon. Gentleman to come to the Dispatch Box and talk about yet another review. If the problem were having defence reviews, there would be no issues at all. The last thing this country and armed forces require is yet another review—delay, disruption and obfuscation.

My right hon. Friend is right to say that we are continually asking more of our armed forces, as the Defence Committee’s recent report made clear. In that context, I greatly welcome the announcement and the increased investment. We want it to unleash a triple whammy in which our industrial partners also seize the opportunity to invest heavily in capital equipment and R&D, and in which our NATO allies see this as a new benchmark to which those who do not already can aspire and meet. What are we doing to ensure that we not only make the investment but achieve that triple whammy?

My right hon. Friend the Chair of the Defence Committee is absolutely right on the investment point. I spoke to my opposite number, US Defence Secretary Lloyd Austin, yesterday evening about how it will help to galvanise NATO in particular to make greater investment. When we go to the NATO summit in Washington for the 75th anniversary, the new baseline will be 2.5%, rather than the 2% one set by the UK in 2014, which 18 or so of NATO’s 32 members have now reached. That investment sends a very important signal to the whole defence industrial base. That is why it is critical to set out the plan and stick to it, and agree to reach 2.5% by 2030.

The Secretary of State clearly has a herculean task to find £75 billion, so let us seek clarity on where it may be found. I welcome the investment if it is in capability. I agree with the shadow Secretary of State on why it was not in the Budget. I think we all know why: it does not stand up to scrutiny. Let me also welcome the Secretary of State’s investment in Ukraine, on the back of the US commitment. I have to say to our US colleagues that it was long overdue. Let me ask some specific questions. It is the duty of Opposition to challenge Government, and we will have our differences.

With no increase in borrowing or debt, the implication is that there will be deeper cuts to other public services. If the Government have assumed a baseline with spend frozen in cash terms as of GDP, as I think was alluded to by the shadow Defence Secretary, it comes nowhere near £75 billion. As I come from a services family, I wonder if the Secretary of State will commit to a direct increase in spend on accommodation, training and recruitment as part of this proposal, given that we are at a near Napoleonic decline on the frontline and have pushed members of the armed forces into food banks and near penury?

The Secretary of State and I will, of course, disagree on the nuclear deterrent, but I wonder if he will answer one specific point while he retains it. The nuclear enterprise has been exposed as unaffordable in the latest report by the National Audit Office. What assurances can he give the House that the nuclear deterrent will not continue to cannibalise the Ministry of Defence budget and, specifically, the £75 billion he has proposed today?

The first thing I should point out is that page 20 in the annex of the document before the House describes the uplift in the defence budget. We have headlined it as £75 billion. In fact, when we go through and add up the individual amounts year on year, it reaches £77 billion of expenditure. Members can see there exactly how we will get to it.

Secondly, it is fully funded. I know the Labour party does not like the idea, but we will remove 72,000 civil servants from the system, not because we do not think they are good people—fortunately, with low unemployment we know they will be gainfully employed elsewhere—but because we want to get back to the size of the civil service we had before covid, before it expanded greatly. We see no reason to continue to run a civil service with 70,000 additional people each year, when that money could go into the defence of the realm.

The hon. Gentleman asks about our commitment to our armed forces personnel, their families and their accommodation. He may have missed it in my statement, but I mentioned £4 billion that we will now invest in their accommodation and conditions over this period, thanks to this big uplift. He will be aware that last year there were a lot of problems with leaks and boilers not being fixed for considerable periods of time. There have not been those stories this year, because we got on top of that with £400 million and by making sure that contractors are doing their job.

As the hon. Gentleman rightly says, we have our differences on things like nuclear deterrence, but if there is one thing that benefits Scotland in particular, I would suggest it is what goes on at Faslane, with the extraordinary high-quality jobs it produces and the proud part it plays in this nation’s defence.

The main reason why this welcome uplift has come when it has is Russia’s aggression against Ukraine. Does the Secretary of State agree that if Russia and Putin are seen to fail in Ukraine, the threat to NATO will be put back for at least a generation? Conversely, if they succeed, the threat to NATO will intensify. Will he therefore do everything he can to persuade our allies, especially certain parts of the United States’ new political establishment, that the success of Ukraine is essential for the peace of Europe and, indeed, the peace of the world?

The hon. Gentleman will recognise that I look after the Defence budget, rather than the overseas development budget, but I think he will welcome the fact that, because of the Indo-Pacific tilt, we have ships with a permanent presence there—HMS Spey and HMS Tamar—and the littoral response group south, which operates in the Indo-Pacific. We have already sent the carrier strike group previously; it is going to the region again next year. That is in addition to the global combat air programme sixth-generation programme, and of course AUKUS, for which I was in Australia at the weekend. I think we can all agree that we are doing a lot more than ever before in the Indo-Pacific.

As you did, Mr Speaker, I pay tribute to the Armed Forces Minister at his last Defence questions. Since the last election, we have had five Chancellors, four Foreign Secretaries, three Prime Ministers and two Defence Secretaries, but only one Armed Forces Minister. He has been a rare constant in the turmoil of Government, totally committed to defence. We thank him for that and wish him well.

On the Indo-Pacific, we welcome last week’s updated defence agreement with Australia, further progress on AUKUS, and today’s 10-year plan for Barrow to support AUKUS. This is our most important strategic alliance beyond NATO, so why has the Defence Secretary given the leadership of key parts of AUKUS to the most junior Minister in his Department?

The hon. Lady will be pleased to hear that the Foreign Secretary, the Prime Minister and I have been very proactive in speaking to and making multiple visits to the region. I have visited the majority of countries in the middle east and Gulf region to discuss exactly the points that she has raised. There is now a large-scale programme of using a pier to get food in, in addition to the many other efforts made. As my hon. Friend the Member for Colchester (Will Quince) pointed out, the issue is not just getting the aid there, but then distributing it; that is a great concern.

When will the Government make a further public determination on Israel’s commitment to international humanitarian law, given the man-made famine unfolding in northern Gaza, which is compounded by Israeli moves to obstruct access to aid? If the UK finds, as the UN Secretary-General, Human Rights Watch and Amnesty International did, that the Israeli Government and the Israel Defence Forces have violated international law, what steps will the UK Government take to prohibit further arms sales to Israel, pending a resolution of the situation? Given that the Security Council has just called for a ceasefire, what steps will the Government take through the defence sector to accelerate all available aid for civilians in Gaza?

My hon. Friend is right about the extent of the supply chain. In addition to the very large investment in Rolls-Royce, to which the Australians contributed £2.4 billion last week, and all the work in Barrow that is described in the Command Paper, there are benefits for virtually every constituency in the country.

We condemn the deadly terrorist attack in Moscow on Friday, and our thoughts are with all those affected, but the attack must not become a Kremlin cover for Putin’s illegal war in Ukraine. In recent days, we have seen multiple Russian strikes on Ukrainian cities, yet the last UK air defence support was announced last year. When is the next one?

With permission, Mr Speaker, I would like to make a statement on the recent response to Houthi aggression in the Red sea. Thirty years ago, the United Nations convention on the law of the sea came into force. That agreement was ratified by 168 nations and it states explicitly in article 17 that

“ships of all States, whether coastal or land-locked, enjoy the right of innocent passage through the territorial sea”.

Since 19 October the Houthis, aided and abetted by Iran, have launched a ruthless and reckless campaign of attacks against commercial shipping. These attacks are not solely limited to commerce; our military vessels are also in the Houthi crosshairs. The Royal Navy, the US Navy and most recently the French Navy have also been targets. Vessels owned by Chinese and Bulgarian companies and crews from India, Sri Lanka and Syria have been targeted indiscriminately, making a mockery of Houthi claims that this is all about Israel.

From the outset we have been clear that this cannot carry on. Freedom of navigation underpins not only our security but our prosperity. Around 80% of traded goods are carried over the seas, as are about 90% of the goods arriving in the United Kingdom. These necessities on which we depend arrive through a small number of critical waterways, so upholding these precious freedoms is essential for the preservation of life. This Government are determined to help restore the tranquillity of the Red sea. That is why the UK was one of the first members to join the US-led taskforce, Operation Prosperity Guardian, with HMS Richmond now taking over from HMS Diamond to patrol in the Red sea to help protect commercial shipping. It is why we are working in tandem with the US and other allies to reduce the Houthis’ capacity to harm our security and economic interest, to limit their impact on the flow of humanitarian aid, to prevent further regional escalation, and to show Iran in no uncertain terms that we will push back against its destabilising behaviour.

On occasion, in response to specific threats and in line with international law and the principle of self-defence, we have tackled the Houthi threat head-on. Since 11 January, we have conducted a number of precision strikes against Houthi targets. In these previous rounds of strikes, RAF aircraft successfully struck some 32 targets at six different locations, including drone ground control stations as well as other facilities directly involved in the Houthis’ drone and missile attacks on shipping. I am pleased to say that it remains the case that, to date, we have seen no evidence at all to indicate that the RAF strikes caused civilian casualties, and the UN has noted that it has observed no civilian impact arising from the RAF strikes.

Although we have eroded the Houthis’ capacity, their intent to prosecute indiscriminate attacks against innocent vessels remains undiminished. Just last week, MV Rubymar—a Belize-flagged, British-registered cargo vessel—was targeted in the gulf of Aden near the Bab al-Mandab strait. Hit by missiles, the crew were forced to abandon ship. An oil slick, caused entirely by damage sustained in the Houthi attack, now stretches many miles from the vessel. On Thursday, the British-registered MV Islander was similarly targeted. It was struck by two missiles, resulting in a fire on board. Fortunately, there was no loss of life.

This all comes not long after two US-registered bulk carriers, MV Navis Fortuna and MV Sea Champion, suffered minor damage from Houthi strikes. The attack on Sea Champion highlights the Houthis’ recklessness and near-sightedness, considering that Sea Champion has delivered humanitarian aid to Yemen 11 times in the past five years and was due to unload thousands of tonnes of much needed aid to the Yemeni people through the ports of Aden and Hodeidah. The Houthis’ attack was, quite simply, callous. As near-sighted as these attacks are, they continue to have serious and potentially long-term consequences across the region, as they cut off vital aid to civilians in Yemen and Syria, restrict crucial food imports to Djibouti and threaten significant impacts in Egypt.

Last time I spoke on this issue, I told the House that we will not hesitate to act again in self-defence. We have given the Houthis ample opportunity to de-escalate, but once again, the Houthi zealots have ignored our repeated warnings. As a result, we have once again taken action to defend ourselves against these intolerable attacks. On Saturday night, a Royal Air Force package of four Typhoons, supported by two Voyager tankers, joined US forces in a deliberate strike against Houthi military facilities in Yemen that have been conducting missile and drone attacks on commercial shipping and coalition naval forces in the Bab al-Mandab strait, the southern Red sea and the gulf of Aden. As the House knows, it was the fourth such operation to degrade the Houthi capabilities that are being used to threaten global trade in the Red sea.

Intelligence analysis indicates that the strikes were successful, and that the sites we attacked were being used by the long-range drones that the Houthis use for both reconnaissance and attack missions, including at a former surface-to-air missile battery site several miles north-east of Sana’a. Our aircraft used Paveway IV precision-guided munitions against the drones and their launchers. Assessment continues at this still early stage, but the analysis so far indicates that all eight RAF targets were successfully struck. Three buildings were hit at the Bani military site, and five one-way attack drones are assessed to have been destroyed at the Sana’a military site.

On planning these strikes, as is normal practice for the RAF, operations were carried out meticulously, and consideration was given to minimising any risk of causing civilian casualties. Assessments so far indicate that across the four sets of airstrikes, some 40 military targets have been hit, at seven different Houthi facilities. I pay tribute to the immense skill and tireless dedication of the men and women who made that possible.

Once again, I would like to make it clear that military action is only one aspect of our approach to the crisis in the Red sea. The whole international community has an interest in stopping these attacks, and we continue to work with it to turn that intent into action. The Prime Minister has engaged regional leaders, including the Sultan of Oman, as well as G7 partners. The Foreign Secretary and I have travelled repeatedly to the region in recent weeks to discuss regional security. We are determined to end the illegal flow of arms to the Houthis, using whatever levers are available, including enduring diplomatic engagement, and determined to continue to intercept illegal weapons and the shipping that helps to feed that supply. We are cutting off the Houthis’ financial resources, to further degrade their capacity to conduct attacks; for example, jointly with the US, we are sanctioning four Houthi leaders, and we will continue to work with the US to cut the flow of Houthi funds.

Despite the best efforts of the Houthis, we also continue to provide humanitarian help to people in the middle east. This year, we will send some £88 million of humanitarian support to Yemen, which will feed 100,000 Yeminis every month. The UK has recently worked closely with our Jordanian partners to airdrop life-saving supplies directly to the Tal al-Hawa Hospital in northern Gaza.

The Houthis could stop this barbaric behaviour any time they want. Instead, they callously choose to continue their reckless acts of aggression, causing harm not just to innocents, but to their own people in Yemen. Until they stop, we will continue to act, but consensus continues to grow that the Houthis’ violations simply cannot continue. That is why, recently, the European Union officially launched its Operation Aspides; Members will know that aspides meant “shield” in ancient Greek. We very much welcome the commitment of our EU partners to joining in the work that has been going on, because no nation should ever be able to threaten the arteries of global commerce.

Thirty years ago, nations of the world all came together to protect innocent passage on our high seas. Thirty years on, the House should be in no doubt whatsoever that we will continue to stand up for those rights, and do all that we can to defend life and limb of sailors everywhere, and to preserve their precious trading routes, on which we all depend. I commend this statement to the House.

I am grateful for the right hon. Gentleman’s comments. He asked a series of questions, and I will respond directly.

On effectiveness, we believe that this set of attacks was effective, and early reconnaissance shows as much, as I outlined in my statement. As ever, it will take a few days to get a full picture, but we have no reason to think that the action was not entirely successful.

We very much intend our attacks on Houthi infrastructure to be a deterrent. The Houthis think that they can continue their actions; our strikes will ensure that they understand the consequences of those actions and the price to pay for them, but perhaps other people, controlling other waterways, will also understand that the world will not simply stand back and allow those actions to take place.

The right hon. Gentleman asks about the Prime Minister coming to the House. I gently point out to him that, technically, he is wrong; the Defence Secretary has the legal authority to sign off actions, as part of royal prerogative. Legally, I have responsibility for the attacks, although, as he rightly points out, the Prime Minister came to the House to give the first two statements on them. As the message in each of those statements is similar and I have legal responsibility, it seems proper and right for me to come to the House and respond to questions. We have had very full statements after each round of attacks.

The shadow Defence Secretary is quite right to say that this sits within a much wider diplomatic context. I went into some detail in my comments, but I am happy to talk more about the wider work that is going on in the region to try to bring to a successful conclusion the wider conflict, which is, in my view—and I think I heard him say in his view—nothing to do with why the Houthis are attacking shipping in the Red sea.

Finally, I would just gently say—although many of the SNP are not here—that to claim that the House passed in full agreement a particular resolution last week is a little bit rich given the circumstances.

Open source information suggests that the strikes are diminishing the capability of the Houthis to attack international shipping. As that is both welcome and important, will the Secretary of State concur that that is also his assessment? It is welcome that Aspides and Prosperity Guardian are co-ordinating, but does that also include on the interdiction of weapons being smuggled from Iran into Yemen?

My right hon. Friend is right that we are degrading—attrited, as they say in military terms—that capability. However, it is still the case that the Houthis are capable of launching attacks. To what extent? Well, the House will come to its own conclusions, but it will note that the gap between the first three rounds of attacks was relatively short, and that the gap between that and this fourth round has been longer. Again, we will wait to see what the response is.

On interdictions: yes, we will certainly continue to try to ensure that Iran is not resupplying. The single best message to go out from this House is that Iran should stop that activity. It is worth noting that it has been only Britain and the US that have been doing interdictions in the past few years—and, of course, we will continue to do so.

First, let me thank the Secretary of State for due sight of his statement. I think that, as an opposition party, we would give it our tentative support. What the shadow Defence Secretary said about possible mission creep does give us concern, but I am sure that it is the role of the Opposition to keep asking those questions.

The Secretary of State knows that my last question regarding this issue was on the position of the People’s Republic of China. Until recently, exports between Europe and China were in excess of £400 billion a year, and there is no doubt that they will suffer as a result of the extended time that it takes to travel between China and Europe, but what beggars belief is China’s utter silence in relation to what is going on—notably, given that it has a military naval capacity in Djibouti.

The Secretary of State and I will disagree on the issue of Gaza. If we had secured a real vote last week, we would probably have seen that recorded formally in the House. Gerald M. Feierstein, the former US diplomat, has said that

“the Houthis’ effort to insert themselves into the Gaza conflict”

is aimed at

“strengthening their support base in the country and cementing their movement more firmly in the… ‘axis of resistance’”.

I wonder whether, like me, the Secretary of State is concerned that we are not only strengthening that axis of resistance but, with illicit Chinese and Russian support, now broadening it in the Red sea.

Alongside the NATO meeting, there was the Ukraine defence contact group—a group of 52 countries, all of which support Ukraine. The big concern, of course, is ensuring that Ukraine has the things that it needs now and the planning to ensure that it can sustain the fight and push back against the enemy in 2024. That is why I have announced £200 million for drones, and why we have a 15-nation coalition for MPI—the multinational procurement initiative. At my request, we have also welcomed Australia to the international fund for Ukraine, with its commitment of 50 million Australian dollars to a fund that is now worth £900 million.

We call on the Iranian-backed Houthis to immediately cease these attacks. The Houthis will bear the responsibility and, I have to say, the consequences should they ignore those warnings. The right hon. Gentleman asks what more we have been doing; I issued a statement along with 10 other countries during the break, in which we made clear that consequences will follow if they do not stop this action. To be clear, the UK will not tolerate the Houthis closing international waterways.

They destabilise regional security, disrupt international trade and put civilian and military lives in danger. We back the UK action with allies in the new maritime protection force, and the joint statement condemning the Houthi attacks that the Secretary of State just mentioned. He announced today but has not mentioned to the House that HMS Richmond is sailing to the Gulf. In the light of these escalating tensions, what other Royal Navy ships has he put on stand-by for the region?

The Secretary of State is right to highlight the geopolitical and economic threat from the Houthi-led attacks in the Red sea, as well as the need to participate in Operation Prosperity Guardian, but could he advise the House of how sustainable this and future joint operations will be when increasing numbers of sailors have left the service, and the intake to replace them in the 12 months to March 2023 plunged by 22.1%?

Mr Speaker, can I start by thanking my right hon. Friend on behalf of everybody in this House? He had the foresight to supply NLAWs to Ukraine ahead of time and the foresight to start training troops for Ukraine ahead of time. Today I can say that we have trained 54,000 troops, including those who have trained since 2014. He is absolutely right about the ongoing support for Ukraine. All I can say is that he will not be disappointed and he will not need to wait too long.

In just five days last week, Russia fired 500 drones and missiles at Ukraine. Putin is stepping up his attacks, so we must step up UK support, but current military aid funding runs out in a matter of weeks. The former Defence Secretary said—although not today—that without new money it is

“very hard to continue the leadership the UK has been taking on Ukraine”.

I asked the current Defence Secretary about the 2024 Ukraine funding in the House in November. The former Defence Secretary wrote about it eight months ago. Seven weeks from when I asked, I ask again: when will new military aid funding for Ukraine be announced, and will it be multi-year?

We immediately responded to the attacks over the new year by bringing forward the gifting of 200 further air defence missiles. The Minister for Defence Procurement has today confirmed that HMS Albion and HMS Bulwark, based in Devonport, which I am proud to represent, are still at risk of being mothballed. He said that no final decisions have been made, so the risk to these ships is real. When will a decision be made? Will the ships be cut, or will they be tied up alongside, flying the white ensign but never really putting to sea?

The hon. Gentleman is absolutely right about the UK’s desire to do that, and I have talked about how we have deployed a large increase in personnel in the region to work with various Governments. I have personally spoken to most of the middle eastern Governments, and on those calls the first thing they have done is welcome our deterrent and the fact that we have brought such a large amount of aid—now £30 million—to help the Palestinians. It is not just the hostages themselves who are being held hostage; the population of Gaza are being held hostage by Hamas, and therefore the solution is to deal with Hamas themselves.

After nearly three months, it is very good to finally welcome the Defence Secretary to the Dispatch Box for the first time. He reflects the deep concern about the humanitarian catastrophe in Gaza and the risks of wider escalation. Labour totally condemns Hamas terrorism. We back Israel’s right to defend itself, but require it to meet its duties under international law and lift the siege conditions, and we want to see the breaks in fighting extended to get much more aid in and the hostages out. We back the military deployments to the region to support wider security, but with attacks against US personnel rising, what action is the Defence Secretary taking to increase protection for UK personnel in the middle east?

I thank the Secretary of State for that response, particularly in relation to CfDs. Will he commit today to a clear pathway for the true commercial-scale development of tidal stream energy? A ringfence in the CfD auction is welcome, but it is only scratching the surface of what the industry can deliver. Investors in projects are stalling, as they need long-term visibility. The industry—and, indeed, all of us—needs this technology to succeed. Let us unlock this predictable, renewable power and create an industry and sector that we can be proud of and that can be made on these islands. We need a commitment today that the ringfenced budget will increase, to allow costs to fall and true-scale projects to be delivered. If we want energy security, here is the pathway.

Grid capacity in Scotland, Wales, England and Northern Ireland is at the top of our list. The Winser review has done a lot of work to look at how we can speed up the delivery of that capacity, given the big transition that is going on and this country’s big lead in renewables, which makes that necessary.

On pumped storage hydro, it is as though the Secretary of State just does not get it. It increases energy resilience and would reduce the £4.2 billion balancing costs that are getting paid out at the moment. The 1.5 GW Coire Glas scheme can be delivered in seven years, and it would power 3 million homes for a 24-hour period. The Government have found £700 million for Sizewell C and they have implemented cap and floor mechanisms for interconnectors, so why is he not having proper discussions with SSE about a cap and floor mechanism?

My hon. Friend is absolutely right about the £40 million that the UK Government have already spent on the Acorn project. We have track 1 expansion later this year and track 2 will be announced later this year for CCUS. We look forward to further developments. He is also right to highlight the importance of the storage and transportation of carbon; in fact, it is a subject being considered today in the Committee on the Energy Bill. By the way, the largest Energy Bill that the House has ever considered is being passed by this Government.

First, it is good news that the US has woken up to the need for this energy transition. I was in the US last week and they were pointing out to me that we had already spent £200 billion on this, with another £100 billion being leveraged in over the next six and half years to 2030. The point is we are ahead of the US, including on the transition to electric vehicles. The proportion of EVs sold in this country is way in excess of where the US is. By 2030, the US only hopes to get to 50%, whereas we will have ended the sale of pure petrol and diesel vehicles, so in fact we are ahead of the game.

The US has created almost 10 times more green jobs in the seven months since the passage of the Inflation Reduction Act than the UK has created in the past seven years. That is why British business is deeply worried. Frankly, the Secretary of State is all over the place on this, because his only significant response to IRA, passed last August, was to describe it as “dangerous”. Can he explain why IRA is dangerous? Is not the real danger to Britain a Government who are standing on the sidelines while others win the race for green jobs?

This decoupling is a particularly complex matter, but we are absolutely into the detail of it. As my hon. Friend knows, the connection between electricity and gas prices is to do with the way in which the contracts have been written. We are conducting a review of the electricity market, and we are also looking at the way in which some of the existing standing costs are allocated between gas and electricity, with the aim of achieving precisely what my hon. Friend is after.

This is one of those slightly odd parallel universes: we are saying that we have gone from just 14% to 46% of homes with A to C ratings—[Interruption.] My right hon. Friend the Minister of State suggests we might even be hitting 47%. I have also stood at this Dispatch Box and talked about £12.6 billion of investment to go even further, yet the Labour party will not just say, “That is very good, and we’ll support you.”

The fact is that, in the last Tory manifesto, the Government promised to spend £9.2 billion on energy efficiency, but they have allocated only £6.6 billion of that, over £2 billion of which has still not be spent. The Lords have just described take-up of the boiler upgrade scheme as “disappointingly low” and Government promotion of the scheme as “inadequate”. Does the Minister at least acknowledge that, at current insulation rates, it will take 92 years to retrofit the 19 million homes that need it and that if we are to bring down energy costs for people who are struggling with sky-high bills now, he needs to do a whole lot better?

There is no space for the sort of approach that we have seen from energy suppliers, and I am grateful to my hon. Friend for mentioning this. We have to have a situation where they respect their customers. Where there has not been the case, I am afraid that suppliers need to ensure, as one or two Labour Members have mentioned, that they recompense their customers for the way they have behaved—outrageously, in many cases, including entering people’s homes without their permission.

The Secretary of State says that he has brought the scandal of prepayment meters to an end, but it certainly is not at an end. Indeed, the Government were repeatedly warned about this scandal but were effectively paralysed while thousands of vulnerable householders were disconnected by the back door. Customers now face more uncertainty as the moratorium on forced installations ends in just four weeks’ time, with nothing in its place. Can the Secretary of State confirm that there will be no lifting of the ban until this rotten system has been reformed and that there will be a proper compensation scheme managed by the Government for every customer affected?

I think it is fitting if I start with the apology, because I inadvertently airbrushed my right hon. Friend out of a picture on Twitter last week. I think my team were confused: I simply told the team that he needed hair brushing, not airbrushing. No one did more to progress space than my right hon. Friend as Prime Minister, and although the space launch was not successful last week, I know it is the start of a very important new sector for this country.

On my right hon. Friend’s point about small modular reactors, he is absolutely right. We will be announcing the creation of Great British Nuclear very shortly, and small modular reactors—Rolls-Royce and the others—will play an amazingly important part in this nuclear mix, which will get us back up to 25% of our power being from nuclear.

As my hon. Friend the Member for Rotherham (Sarah Champion) said, high energy costs and competitiveness were cited by Liberty Steel when it also announced the idling of the Newport site, which is really hard news for the dedicated and skilled workforce there. No more warm words from the Government: what will the Government practically do to work in partnership with our industry, as other European countries are doing—and they are far more generous, which is the point here—to ensure that this key strategic industry is competitive?

The Government have worked very hard with the steel industry, to the sum of hundreds of millions of pounds, and will continue to do so. We do recognise the strategic importance of steel, and we also recognise that energy prices are very high. As I mentioned to the hon. Member’s colleague, the hon. Member for Rotherham (Sarah Champion), a moment ago, we have already consulted on and will be in a position to say more soon about greater discounts in the energy-intensive industries, but we need to work together to make sure we can deliver that, and I look forward to extending the invitation to her as well.

Last Monday the Government presented the next stage of their energy support scheme, but it got a decidedly mixed response. The Federation of Small Businesses calculated that it is worth just 2p per kilowatt hour of electricity to the average small business, which it says is not enough to be material to a business’s decision to close or not, despite that element of the scheme costing £2 billion of taxpayers’ money. The worst of all worlds would be a scheme that costs a large amount of money, while failing to improve the situation facing businesses in any significant way. Will the Secretary of State respond to that criticism and explain the Government’s thinking behind the design of that stage of the scheme?

The hon. Lady points out another one of the edge cases in park homes. Many hon. Members have park homes in their constituencies, including me, and it has been more complex to get the money to them. She will be pleased to hear that the pilot scheme to get that money out to them launched yesterday. It will be a process through the local authority, and we are making sure that it is expedited as much as possible.

According to Citizens Advice, someone is being cut off from their energy supply every 10 seconds. With millions unable to afford to top up their prepayment meters, self-disconnections have rocketed. Is it not the Government’s and the energy regulator’s responsibility to ensure that people are not sitting at home in the cold and in the dark? As temperatures once again reach freezing point across the UK this week, will the Government introduce an immediate moratorium on the forced installation of prepayment meters while their use is reviewed?

My hon. Friend, who has done more than many others to fight for and support steel in her constituency, is right to highlight the energy bills discount scheme, but other schemes, including the one I was talking about, the energy-intensive industries scheme, where we have the consultation to take the level up to 100%, may in the end be much more meaningful. I want to assure her, Opposition Members and the whole House that the Government are very focused on this issue.

It will see vital employment rights such as holiday pay, TUPE and maternity protections scrapped at the end of this year if Ministers do not act. Labour Members believe in strong employment protections, so will the Government vote with us tomorrow to ensure that those vital rights are saved?

With permission, Mr Speaker, I would like to make a statement on industrial action and minimum service levels.

Nurses, paramedics and transport workers are called key workers for a reason. They truly are the lifeblood of this country; every person sitting in this Chamber is grateful for the work they do and I know everyone will agree that we cannot do without them. The Government will always defend their ability to withdraw their labour.

However, we also recognise the pressures faced by those working in the public sector. Yesterday I invited union leaders in for talks across Government, and I am pleased to say we have seen some progress. We want to resolve disputes where possible, while also delivering what is fair and reasonable to the taxpayer. At the moment, all households are struggling with the repercussions of high inflation caused by covid and Putin’s barbaric invasion of Ukraine, and the Government are absolutely focused on tackling that.

Granting inflation-busting pay deals that step outside of the independent pay review settlement process is not the sensible way to proceed and will not provide a fair outcome. We will instead continue to consult to find meaningful ways forward for the unions, and work with employers to improve the process and discuss the evidence that we have now submitted. In the meantime, the Government also have a duty to protect the public’s access to essential public services. Although we absolutely believe in the right to strike, we are duty-bound to protect the lives and livelihoods of the British people.

The British people need to know that when they have a heart attack, a stroke or a serious injury, an ambulance will turn up, and that if they need hospital care, they have access to it. They need to know not only that those services are available, but that they can get trains or buses—particularly people who are most likely to be the least well-off in society.

I thank those at the Royal College of Nursing, who, during their last strike, worked with health officials at a national level to ensure that safe levels of cover were in place when they took industrial action. They kept services such as emergency and acute care running. They may have disagreed, but they showed that they could do their protest and withdraw their labour in a reasonable and mature way. As ever, they put the public first, and we need all our public services to do the same.

A lack of timely co-operation from the ambulance unions meant that employers could not reach agreement nationally for minimum safety levels during recent strikes. Health officials were left guessing the likely minimum coverage, making contingency planning almost impossible and putting all our constituents’ lives at risk. The ambulance strikes planned for tomorrow still do not have minimum safety levels in place. That will result in patchy emergency care for British people. This cannot continue.

It is for moments such as this that we are introducing legislation focusing on blue-light emergency services and on delivering on our manifesto commitment to secure minimum service on the railways. I am introducing a Bill that will give the Government the power to ensure that vital public services will have to maintain a basic function, by delivering minimum safety levels to ensure that lives and livelihoods are not lost. We are looking at six key areas, each of which is critical to keeping the British people safe and society functioning: health, education, fire and rescue, transport, border security and nuclear decommissioning. We do not want to use this legislation, but we must ensure the safety of the British public. During the passage of the Bill, we intend to consult on what an adequate level of coverage looks like in fire, ambulance, and rail services. For the other sectors covered in the Bill, we hope to reach minimum service agreements so that we do not have to use the powers—sectors will be able to come to that position, just as the nurses have done in recent strikes.

That is a common-sense approach, and we are not the first to follow it. The legislation will bring us in line with other modern European countries such as France, Spain, Italy and Germany, all of which already have these types of rules in place. Even the International Labour Organisation—the guardian of workers’ rights around the world to which the TUC itself subscribes—says that minimum service levels are a proportionate way of balancing the right to strike with the need to protect the wider public. The first job of any Government is to keep the public safe, and unlike other countries, we are not proposing to ban strikes, but we do need to know that unions will be held to account.

Opposition Members who object to minimum safety levels will need to explain to their constituents why, if they had a heart attack, stroke, or life-threatening illness on a strike day, there were no minimum safety standards in place—[Interruption.] I can see that they do not want to hear it, but they will also need to explain why their leader, the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), has already promised—without hearing any of these details—to stand in the way of this legislation and to repeal minimum safety levels, which are in the interests of their constituents, are in place in every other mature European democracy and neighbouring country, and would protect lives and livelihoods in this country. That is the difference between a Conservative Government who take difficult decisions to protect the welfare of our nation, and the Opposition, who too often appear to be in the pay of their union paymasters. I commend this statement to the House.

My hon. Friend is absolutely right. It is worth the House reflecting on the fact that the police were banned from striking in 1919, and that agreement has been in place for more than 100 years. It would have been possible for a Minister to come to this Dispatch Box and say that we would do the same with ambulance workers and perhaps with firefighters, but that is not what we are proposing today; we are proposing to bring ourselves in line with other modern European economies. It makes every bit of sense to ensure that if strikes are going to occur, our constituents’ lives are protected with minimum safety levels. Frankly, it is extraordinary that anyone would argue against.

This Government have already created the most restrictive and anti-trade union laws in Europe. This new right-wing culture war stinks, and they are using ambulance cover as a pretext to attack workers’ rights. It was the Tory membership that gave us a Prime Minister who tanked the economy overnight, put people’s mortgages up and gave us high inflation, yet it is the Tories who continue to demand that public sector workers take the hit to balance the books.

Everyone can see the irony of the Tories clapping key workers and now giving them a pay cut and threatening them with the sack for future action. Does the Secretary of State really think that ordinary people support Tory plans over the nurses? Does he realise that the public can see Pat Cullen and Mick Lynch destroying their arguments and soundbites? Does he understand that train commuters, who already suffer from appalling service, will be raging when they find out how much money train companies are making from strike days, paid for by taxpayers? How much money has been paid to train companies that could have gone to workers instead?

It has not been easy for the Scottish Government, but they have negotiated better pay settlements for Police Scotland, train crews and NHS workers. It is something that the Royal College of Nursing would be willing to discuss with the UK Government. Those actions were commended by the unions, but not even acknowledged by Labour. There are no ambulance strikes in Scotland, and that has been done within a fixed budget and negotiations with one hand tied behind our back. Now, despite working with the unions, Scotland is to have the same anti-worker or anti-union legislation imposed on it, against the wishes of the Scottish Government. It is an imposition made easier by the Labour party agreeing with the Tories that workers’ rights should remain with Westminster and not be devolved to Scotland. We do not want to be part of plans designed to sabotage workers’ rights. This situation has clearly shown once again that if Scotland is to become a fairer, more equal country that respects workers’ rights, the only way to do so is to become a normal independent country.

With permission, Mr Speaker, I will make a statement on energy security.

Over half the gas we use in this country is imported. A third of all our energy comes from other countries. Each click of the thermostat and every flick of the kettle sends our money abroad. We are lucky that we have access to secure supplies and strong alliances, but while the price of energy is dictated by the whims of international energy markets, it will be hard to release ourselves from the grip of high bills ushered in by Putin’s brutal invasion of Ukraine.

The solution is energy sovereignty. We have the ability to generate our own energy here in the UK. We need only look at our renewables to know we are already doing this rather well, but it is time for us to do more: to bring energy home; to clean it up; to reduce our reliance on dirty, expensive fossil fuels; and to create a thriving, secure and affordable energy network. We will use the might of our many brilliant engineers, experts and innovators to build a system fit for the future.

As I mentioned in questions earlier, yesterday I was in Suffolk where, thanks to Government investment, the development of the Sizewell C nuclear plant has been given the green light. It will generate not only cleaner, cheaper, low-carbon electricity for the equivalent of 6 million homes, but 10,000 jobs during construction and thousands more in the supply chain. This is the first direct stake a Government have taken in a nuclear project since 1987, and it is the first step on the ladder to long-term energy independence. This has been long awaited, and to boost the nuclear industry further we will work fast to scope and set up Great British Nuclear. With GBN we are aiming to build a pipeline of new nuclear projects beyond Sizewell C where they offer clear value for money, and we will make announcements on this early in the new year.

It is not just nuclear of course: in order to strengthen our energy sovereignty we must look to our natural resources. This island is, as students of Shakespeare will know, a “fortress built by Nature”, and we are utilising that which nature has bestowed upon us—the howling winds of our coastlines, the crashing waves of our sea, and the radiant sun across our land—to create green, clean, cheap energy at home for us.

Those industries are booming, providing jobs and growth up and down the country. In fact, earlier this month, the country hit a truly historic moment, when our onshore and offshore wind farms provided more than half the UK’s electricity. Furthermore, the National Grid reported that on that day all our renewable energy combined provided 70% of the country’s overall electricity needs. However, we need low-carbon back-up for those days when the wind is not blowing and the sun is dimmed, which is why I have put the Energy Bill back on track. It will fire up our nascent hydrogen and carbon capture industries by providing new business models and liberating private investment. The Bill will hammer into place the high-tech solutions we need to produce our own energy.

Even after record Government support for household and business bills, the British people need us to take bold action, and the war in Ukraine, combined with sky-high energy prices, has put a spotlight on the importance of energy efficiency. Our ambition is to reduce energy demand by 15% by 2030. That will be backed by £6 billion in cash between ’25 and ’28, coming on top of the £6.6 billion we have already spent during this Parliament.

The majority of British houses are, thanks to their Victorian builds, rather draughty. Our energy performance certificates did not really bother the estate builders of the 19th century, which is why our ECO+ scheme will help households install insulation, saving them hundreds of pounds off their bills each year—money they can spend elsewhere to grow the economy.

Energy sovereignty is now within our grasp. Clean, affordable energy for households and businesses is not a pipe dream; it is a project we have now embarked upon. Building new energy networks will create jobs; producing our own renewable energy will keep bills low; and as businesses and households are relieved of the pressure of crippling bills, the economy can flourish and grow. Energy is coming home.

My right hon. Friend is characteristically correct that we cannot always rely on a single form of electricity generation. As the French have found out, we cannot always rely on nuclear. I think France has 71 nuclear power stations in its fleet, but about half of them are down at the moment, so it cannot rely only on nuclear. I was discussing this very fact with my opposite number yesterday. I know that my right hon. Friend welcomes the £700 million development approval cash that we have put into the first new nuclear since the 1980s, and he is absolutely right that we need a broad spread of different energy forms to ensure that we can provide the cheap power we require at all times.

The reality is that this statement is just a padding out of the press release that BEIS put out earlier. I do welcome the energy company obligation funding for energy efficiency, but I think we need to be clear that this is not Government money; it is money funded from our energy bills and paid for by all bill payers. One issue with ECO4 is that it cannot be combined with other grants, whereas ECO3 did allow that money to be combined with other grants to bring down the costs of external insulation, for example. That is something the Secretary of State could consider to make schemes more affordable for people. The reality with EPC bandings is that there are more homes currently rated D to G than A to C, so much more direct investment is needed in energy efficiency to rectify that.

The Secretary of State talked about energy security, so does that mean that the Government have finally bought out China General Nuclear from the Sizewell C consortium? Talking about sovereignty, will he confirm that uranium imports are going to be needed to keep Sizewell C going? Is it still the intention to take a 20% stake, and does that mean funding capital of £6 billion or £7 billion towards Sizewell C, because there is still no clarity in today’s statement? On the myth about nuclear baseload, by the time Hinkley Point C comes on stream, seven of the eight existing nuclear power stations will have stopped operating, which proves there is no need for nuclear baseload whatsoever.

On wider energy policy, the Scottish carbon capture and storage cluster was the most advanced project, but it was still only classed as a reserve. Will the Government urgently review this classification, and make the Scottish CCS cluster a track 1 cluster to allow that investment to be released and for that project to go ahead? Pump storage hydro, as I have raised several times, could deliver about 3 GW of power by 2030. All that is needed is an electricity pricing mechanism—a cap and floor mechanism—so will the Government urgently review that and start these discussions?

Finally, we know about the oil and gas investment allowance. If we are going to have continued record investment in renewables, there should be a renewables investment allowance to encourage that, particularly for green hydrogen.

I know that Cumberland has a tremendous amount of expertise and a lot more to offer. When Great British Nuclear launches in the new year, it will help to bring not just traditional Sizewell-style nuclear assets to this country, but the small modular reactors from Rolls-Royce and potentially other competitors.

To summarise, what we know is that, in Scotland, average household energy bills will exceed the energy price guarantee, but the Secretary of State is unwilling or unable to tell us by quite how much. Of course, we know that on top of that households in Scotland, and indeed children in Scotland, are going to suffer as a result, yet we see no new announcements of additional financial support forthcoming. All the while, Scotland produces its own energy far in excess of what would be required to meet its own demands. Can I therefore ask the Secretary of State whether it is little wonder that viewers watching this at this moment in time would be thinking that Westminster is failing Scotland?

Like my hon. Friend, I am very keen on small nuclear reactors as part of the solution. We will be launching Great British Nuclear early next year to assist both Rolls-Royce and its competitors. There are other brands out there, all of which have interesting ideas about modular production of nuclear power, which will provide sustainable energy even when the wind is not blowing and the sun is not shining.

I welcome the Business Secretary to his first oral questions. He is the third Business Secretary we have had this year, and I have to say that lack of stability is the No. 1 complaint from businesses, which genuinely cannot keep track of Government policy in any particular area. If they do know the policy, they feel it could change at any moment if the internal politics of the Conservative party shift one way or the other. Does he accept that political instability has very real consequences for economic stability?

My right hon. Friend is absolutely right about this. The interesting thing is that the National Security and Investment Act did not exist when this original takeover took place, which puts this in an unusual category of being a retrospective piece of work. I believe, on the basis of the information that now comes to us and the ability to use the Act, that we would always take these decisions up front. The difference here is that we have had to look at it through a retrospective process. However, I can assure my right hon. Friend and Members across the House that we take these decisions very carefully and cautiously. We have now looked at nearly 100 such decisions, and it is unusual for us to take action to this extent overall.

I welcome the new Business Secretary to his responsibilities in the House, and I congratulate my hon. Friend the Member for Newport West (Ruth Jones) on securing this urgent question and on her tireless advocacy for her constituents on this matter. I welcome the fact that a decision has finally been made on Newport Wafer Fab, but the chaotic process and the lack of strategy from the Government have left workers and businesses facing a great deal of uncertainty that the Government are now honour-bound to rectify.

Nexperia first announced a takeover of Newport Wafer Fab in July last year. It has taken 16 months for the Government to make this decision. In April, the Foreign Affairs Committee was forced to conclude that the review had

“not, in fact, been started.”

Finally, the Government have decided to block the transaction. Meanwhile, jobs have been left hanging in the balance, and the costs of unwinding the deal have risen over that time. We also have to question why we are in this situation in the first place. The south Wales compound semiconductor cluster employs thousands of workers in one of the world’s most strategic sectors, but we are still yet to see the long-awaited semiconductor strategy, which has been 22 months in the making.

Of course, the Government scrapped their entire industrial strategy altogether when the current Prime Minister replaced it with the hastily cooked-up plan for growth. That has already been replaced, because it may have been the sixth plan in 12 years but it was the first to cause a financial crisis. Meanwhile, firm after firm in the semiconductor sector has been sold off to foreign businesses. It genuinely has not been easy even to understand what Government policy in this area is, so may I ask the Secretary of State these questions? First, why has this decision taken so long, when the Government have known everything about the transaction for at least 16 months? Secondly, what is he specifically going to do to secure the future of the jobs in Newport Wafer Fab and ensure we retain this capacity in the UK? Finally, when will the Government come forward with a proper plan for growth, including for key industrial sectors? Decisions such as this, while at times necessary, must form part of a coherent and consistent policy and must be made promptly. All businesses get from this Government is chaos and crisis, and it is not good enough.

My hon. Friend will be interested to hear that I think I read a report of his visit to the site. I have taken every opportunity to understand what is happening in Newport, and his experience was helpful. It is also worth the House knowing that, unlike prior to the takeover—I hear some Members still referring to “Newport Wafer Fab”—it no longer does “fab”. What it now does are wafers, and it manufactures purely for Nexperia, and most of that does not end up in this country, unless it happens to be re-imported. The jobs and skills are something we are keen to preserve, and we will be working very closely to ensure that there is a future.

Like many in this House, I had the opportunity to meet and speak to the Queen on numerous occasions, but unfortunately the relationship did not start particularly auspiciously. I was invited to Buckingham Palace for what, as other Members will know, is an ancient, complex process of becoming a Privy Councillor. It was so complicated that I was called to a side room with five colleagues to have the process explained. We were told, “You will enter a large hall in Buckingham Palace, where Her Majesty will stand at one end. You will kneel on the red cushions, which go back some distance, on your right knees, holding a Bible in your right hand. You will switch that to your left hand, then take the Sovereign’s hand with your right hand and brush her hand, then stand and say, ‘Your Majesty.’”. I thought, “Brush her hand? Was that an instruction to brush her hand with my hand? With my sleeve? Or with a handkerchief?” As I was about to ask, we were called into the performance of the great ceremony itself. I thought, “No matter, I am fifth in the line to become a Privy Councillor, so I will watch my colleagues.”

My colleagues were all swearing on the New Testament, but as I am Jewish I was swearing on the Old Testament. I was at the back of the line and I thought that I would watch what was happening. Unfortunately, as we went into this large hallway, I found that it was so long that I could not see what was happening in the ceremony at the front. As I got closer, the field of view narrowed and the girth of my colleague in front of me widened, and I still could not see what brushing the hand actually entailed. With palpitations, I nervously knelt in front of Her Majesty the Queen, on the red cushion right before her. I switched the Bible, the Pentateuch, from my right to my left hand, and stretched out my right hand. She stretched out her bare, ungloved right hand and, to my surprise, moved it towards my face. It moved towards my lips. I pursed my lips. And it stuck! For what felt like an age she tried to pull it away and then, suddenly, “pop!”, her hand pulled away. I wanted the ground beneath me in Buckingham Palace to swallow me whole, but I remembered to stand up. “Your Majesty,” I quavered. She looked me right in the eyes with those wonderful sparkling eyes, as if both to acknowledge what had happened and also to forgive me in one turn. She said, “Ye...es!”. Mr Speaker, we never spoke of it again. God save the King.

I am passionate about rail, including in Wales. I will be announcing more in the RNEP, and the hon. Gentleman will not have to wait too long for that. I think he can see that, as I have already pointed out to the House, the Department for Transport has a lot of success in its discussions with the Treasury, which is how we have managed to invest record amounts in rail under this Government.

Last week, our part-time Transport Secretary claimed it was a stunt to suggest that he could do anything to resolve the rail disputes. At the weekend, that claim was blown apart, as it was revealed that a policy he issued means that he has direct powers over train operators to get them to follow his directions on disputes. Can he explain to the British public why on the eve of last week’s strikes he found time to wine and dine Tory donors, but still cannot find a single second to resolve these disputes?

I think that I have actually just discovered the root of the hon. Lady’s accusation that I am a part-time Transport Secretary. Just to correct the record—and I will give her the opportunity to withdraw her remarks—I can tell her that I was not, in fact, at the event that she mentions. I am full-time on this job. It would be rather surprising, to get to the nub of her case, if the Transport Secretary were not setting the overall mandate for a negotiation that is extremely important for the future of rail in this country.

The railway is continually being modernised, and anybody who says differently is being disingenuous. I do wonder, though, whether the Government’s modernisation is just an excuse for cuts in a workforce reform programme, including compulsory redundancies. I thank the Minister of State, Department for Transport, the hon. Member for Aldridge-Brownhills (Wendy Morton) for the response I received this week on the inordinately high track access charges that ScotRail has to pay. It was not that helpful, but I thank her none the less. Can the Secretary of State explain in detail why ScotRail, running broadly similar services by distance travelled, had to fork out £340 million versus Northern Rail’s £150 million?

With permission, Mr Speaker, I would like to make a statement on the rail strikes. We are now less than eight hours away from the biggest railway strike since 1989—a strike orchestrated by some of the best paid union barons, representing some of the better paid workers in this country, which will cause misery and chaos to millions of commuters.

This weekend, we have seen union leaders use all the tricks in the book to confuse, to obfuscate and to mislead the public. Not only do they wish to drag the railway back to the 1970s, but they are employing the tactics of bygone unions: deflecting accountability for their strikes on to others; attempting to shift the blame for their action, which will cause disruption and damage to millions of people; and claiming that others are somehow preventing an agreement to their negotiation.

I do not think the public will be hoodwinked. [Interruption.] Opposition Members laugh, but we are talking about the families who will be unable to visit their relations, the music fans who are hoping to go to Glastonbury, the students who will be unable to get to their GCSEs and A-level exams, the businesses who are just beginning to recover from covid and people who will miss out on their medical treatment because of these strikes. That is what the Opposition are supporting. They know that this week’s rail strikes, created and organised by the unions, are the full responsibility of the unions.

Of course, we are all doing our utmost to get the unions and the rail industry to agree a way forward and call off the strikes. In such discussions, it is always the employer and the unions who need to get together and negotiate. In this case, that is the train operating companies, Network Rail and their union representatives. We are not the employer, and we will not undermine the process. [Interruption.] I hear the calls of the Labour leadership for us to get involved somehow, perhaps by inviting the unions for beer and sandwiches to discuss the situation. We all know that the Leader of the Opposition thinks that a beer and a curry is a work meeting, but we will be leaving this to the employers, who are the right people to negotiate with the unions. Indeed, the unions are in daily talks with the employers—or at least they were, until they walked out an hour ago to hold a press conference, saying that the strikes would be on.

Despite these strikes, we are doing everything we can to minimise disruption throughout the entire network. We are working with the civil contingencies secretariat, the Government’s emergency planning team, to keep critical supply chains open wherever possible. Operators will keep as many passenger trains as possible running, although of course with so much disruption to the timetable, that will be very difficult on strike days. It is estimated that around 20% of planned services will operate, focused on key workers, main population centres and critical freight routes. But there will be mass disruption, and we advise passengers to avoid travelling unless absolutely necessary—which, of course, for many it will be. The National Rail Enquiries website will be kept updated with the latest travel information to ensure that passengers can make informed decisions about their travel. Passengers are strongly advised to check before they travel and encouraged to look for alternative means of transportation if their journey is affected, including on the days between the strikes.

We are looking at a variety of different options for the railways to maintain services amid disruption in the medium and longer term. We can no longer tolerate a position where rail workers can exercise their right to strike without any regard for how the rights of others are affected. Nurses, teachers and other working people who rely on the railway must be able to travel. Minimum service legislation is just one part of that. Minimum service levels are a Government manifesto commitment, and they will require train operators to run a base number of services even in the event of future strike action. It is a system that works well in other countries, including Belgium and France, and so we will be bringing in legislation to protect the travelling public if agreement cannot be reached when major disruption is expected, as with the strikes this week.

The rhetoric that we have heard from union leaders and Opposition Members over the weekend seems to be focused on widening the division rather than bridging the gap. The whole point of the railway reforms—based on the Williams review, which engaged with the unions very extensively—is to unite and modernise the industry, and just as we cannot reform the railways with obsolete technology, we cannot do so by clinging to obsolete working practices. For example, leisure travel at weekends is currently a huge potential growth area. After covid, people are coming back and are travelling at the weekends more than before. However, under an agreement which dates back to 1919, Sunday working is voluntary on most of the railway, so the industry cannot do what everyone else does—what other businesses and organisations do—and service its customers. Instead, it has to appeal to people to come and work, and that service has sometimes been unavailable, for instance when large football matches are taking place: during the Euro finals, 170 trains were cancelled.

The industry therefore needs to change. Unions claim that this strike is about a pay freeze, but that is factually incorrect. We are not imposing a pay freeze. The whole point of these reforms is to build a sustainable, growing railway, where every rail worker receives a decent annual pay rise. Let me be clear, however: if modernisation and reform are to work, we must have unions that are prepared to modernise, otherwise there can be no deal. This strike is not about pay, but about outdated unions opposing progress—progress that will secure the railway’s future. These strikes are not only a bid to stop reform; they are critical to the network’s future. If the reforms are not carried out, the strikes will threaten the very jobs of the people who are striking, because they will not allow the railway to operate properly and attract customers back.

The railway is in a fight . It is in a fight for its life, not just competing with other forms of public and private transport but competing with Teams, Zoom and other forms of remote working. Today, many commuters who three years ago had no alternative but to travel by train have other options, including the option of not travelling at all. Rail has lost a fifth of its passengers and a fifth of its revenue.

Since the start of the pandemic, the Government have committed £16 billion of emergency taxpayer support —we all know the numbers; that means £600 for every single household in the country—so that not a single rail worker lost his or her job. We have invested £16 billion to keep trains running and ensure that no one at Network Rail or DFT-contracted train operating companies was furloughed. Now, as we recover and people start to travel again, the industry needs to grow its revenues. It needs to attract passengers back, and make the reforms that are necessary for it to compete. The very last thing that it should be doing now is alienating passengers and freight customers with a long and damaging strike. So my message to the workforce is straightforward: “Your union bosses have got you striking under false pretences, and rather than protecting your jobs, they are actually endangering them and the railways’ future.”

We have a platform for change. We want the unions to work with the industry and the Government to bring a much brighter future to our railways, and that means building an agile and flexible workforce, not one that strikes every time someone suggests an improvement to our railway. Strikes should be the last resort, not the first. They will stop customers choosing rail, they will put jobs at risk, they will cause misery across the country, they will hit businesses that are trying to recover from covid, and they will hurt railway workers themselves. So please, let us stop dividing the railway industry, and let us start working for a brighter future.

It was remiss of me not to acknowledge St Patrick’s Day and Purim. Both are fun and enjoyable festivals, and I know that Members on both sides of the House and people throughout the country will be enjoying them.

On a much sadder note, I am concerned about the news that is breaking on P&O Ferries. I understand that it has temporarily paused its operations, which is causing disruption in the short straits between Calais and Dover, and at some other ports. I am working with the Kent resilience forum, and I have just instructed its members to become intricately involved, along with other partnerships. I will be taking further steps later today, which will include ensuring that my officials engage in urgent discussions with P&O about the situation, which is of particular concern to its workers.

I absolutely agree with my hon. Friend—and, it seems, yourself, Mr Speaker—that it would be a great idea. My hon. Friend is a fantastic champion for the people of Southport. I know he applied unsuccessfully for the first round of restoring your railway fund money, but I am very committed to working with him on that to link up his community. I will arrange to meet him. I spoke to him about it this week and I am arranging to meet the Rail Minister on the subject.

My hon. Friend, a former Transport Minister, is absolutely right. There has been about £9.6 billion of waste in TfL finances since 2016. Crossrail is £5.2 billion over—it was on time and on budget when the Mayor took office; there is the pensions cost of £828 million; the failure to raise the fares while the rest of the network had to, which cost £640 million; and another £400 million of combined fare dodging. [Interruption.] The Opposition do not want to hear about the waste, but the Government have supported TfL and will continue to do so, but we will not support the incompetence of the Mayor.

Ahead of a tough Christmas, people across this country are paying the price of Tory inflation. In Dewsbury, for example, since the Conservative party came to power, the price of the commute into Leeds has risen more than three times faster than pay. Does the Secretary of State think that that is reasonable? If he does not—he failed to answer this point earlier—will he rule out the brutal 3.8% hike in rail fares rumoured for millions of passengers next year?

I am delighted to answer the hon. Gentleman’s question. We are, of course, in touch to make sure that the backlogs which have, understandably, built up during the coronavirus outbreak are being dealt with as quickly as possible. One of the best ways of doing that is digitising the services to ensure that more transactions take place electronically, online, and do not require pieces of paper to be sent around.

But of course, Mr Speaker. York is not just about 200 years of the history of the railways; it is home to some of the leading rail engineers of the future and digital rail, as well as leadership from our operations and rail systems. This cannot just be about hotspots where people have their favoured city; it must also be about bringing the rail community together to ensure we make the most of the future for our rail systems. Will the Secretary of State look very closely at the bid from York?

The hon. Gentleman points out the wonders of the Barnett formula, which allows our record-breaking funding of electric buses, which the Prime Minister has led, to be carried over into Scotland, where that money is able to be used in a way that is helpful. This does not get around the fact that, as we all remember, the Scottish Government have failed to meet their own carbon reduction targets. So I suggest he looks closer to home before criticising the enormous amounts of money coming through the Barnett formula.

Once again, these people are blocking democracy, and the fact that Members who are actually trying to talk about these issues are being blocked from doing so is totally counterproductive. The Mayor of London is making cuts to seven bus routes in my constituency and has halted the upgrade to South Kensington tube station, at the same time as he has increased the congestion charge to £15 a day for my constituents. Does my right hon. Friend agree that this reeks of financial incompetence on the part of the Mayor and Transport for London?

You will not be surprised, Mr Speaker, to hear me say that my hon. Friend is absolutely on the nail. She has listed a litany of problems that the Mayor has created; I shall add to it. She did not mention the 31% increase in council tax for her constituents through the mayoral precept. Also, the Mayor is now considering bringing in checkpoints for anybody driving into London: it would cost £1,000 a year for non-Londoners at checkpoint Chigwell and elsewhere around the capital. It is completely unacceptable and we will fight it all the way.

I bring the hon. Lady and the House good news. It was reported a few weeks ago that there were 56,000 outstanding licence applications at the DVLA, where there had been a long-running strike during covid. The good news is that that 56,000 is now down to just 16,000, of which 4,000 are returned within five days. Those are the new applications. The remainder are being worked on quickly and do not, in fact, stop anybody from driving. They are largely renewals, changes of address and so on. Drivers are allowed to continue driving while waiting for those to be returned, but we will have even that list down within the next week or two.

The hon. Lady will be familiar with our enthusiasm for buses and the “Bus Back Better” strategy. I have personally been involved with putting tens of millions of pounds into the excellent Nexus system, which helps to connect communities as well. She will simply not find a Government more keen and excited about levelling up transport and bringing it all the way up the country no matter where hon. Members are from.

We will carry on looking at all the different measures. I hear what Members across the House have said today and previously about this matter. An increase in salaries, better remuneration and better conditions seem like very sensible ways to deal with the issue. We are in support of people who are working hard being paid a decent day’s salary; I support that.

My hon. Friend is absolutely right: 99% of HGV drivers are white, middle-aged and male. They are increasingly well paid. Their average age is 55. Mr Speaker, I could almost qualify myself if this job doesn’t work out.

God help us all, Mr Speaker, if that comes to pass.

Ministers are said to be worried about Christmas, and they should be, but the crisis is upon us now, not in three months’ time. I wrote to the Secretary of State in spring urging action, but there has been nothing until now. The impact of Brexit on daily life is becoming clear, so does he regret the number of times that Members of his party said that the prospect of bare supermarket shelves post Brexit was some baseless “Project Fear”?

The loosening of regulation must not be allowed to put safety at risk. I have been contacted by training providers in my constituency that are facing overnight financial ruin. They were given no notice, no consultation and no explanation of what the Secretary of State and his Department are proposing on trailers and on B+E tests. My constituent has seen his full list of bookings until the end of the year cancelled. How will training firms going out of business or staff being made redundant due to a lack of work help when the longer-term problems of driver recruitment, retention and drivers’ facilities still have not been addressed?

Finally, the Government must listen to the Road Haulage Association, the Food and Drink Federation and pretty much everyone else outside the Department for Transport, and grant temporary visas for HGV drivers. Is the Secretary of State lobbying the Home Office for that—yes or no?

Let me first stress that we have been working on the issue for a very long time. In fact, I think it was in my first meeting when I became Secretary of State—certainly my first meeting with the Road Haulage Association—when I granted the RHA £1 million for the Road to Logistics fund to bring in ex-forces and those who have been unemployed for a long time. That was the very first thing I did, more than two years ago. It is important to recognise that we had been taking action on this for a long time, and, indeed, before many others started to look at the situation. This is a long-term shortage in the marketplace.

The hon. Gentleman expresses legitimate concerns about the role now for those carrying out driver training. We are working to introduce an industry-led accreditation scheme, which could help the 16 million drivers who do not currently require trailer training to have some form of accreditation—perhaps leading to lower insurance and the rest of it—before trailing trailers. We very much hope to help, including firms in his constituency, by expanding the skills base for people driving in all its forms.

I am grateful to my right hon. Friend for setting out the range of measures that he is taking to address the problem of HGV driver shortages. He is right to emphasise that this problem predates covid and Brexit, and has been growing for a considerable length of time. He mentioned the role of veterans leaving our armed forces and has talked about the long-term unemployed. Does he recognise that there is potential, through working with the Prison Service, for ex-offenders to be helped and supported into a rewarding career path on leaving prison? Is he having discussions with the Ministry of Justice to see whether a good nationwide scheme can be put in place?

We have indeed had exactly those conversations. The Road to Logistics scheme that I mentioned actually takes into account ex-offenders as well. I am speaking to my colleagues across Whitehall—not just at the Ministry of Justice, but also at the Department for Work and Pensions—all of whom have been keen and proactive in bringing people from other careers and no career into this marketplace.

As the hon. Member for Bexhill and Battle (Huw Merriman), the Chair of the Select Committee, so ably said, this problem has long been predicted. However, the current and short-term solutions that the Secretary of State is introducing include extending driver hours, loosening the rules on pulling trailers and having a fast track into HGV driving. Will the Secretary of State release the impact assessments on the safety implications of those and the other changes, which raise extreme concerns for road users?

If that is the best the Government have got, I am afraid that the crisis will not be sorted. They talk about solutions and interventions, but the long-term problems in the haulage industry will not be resolved by those measures outlined, such as making drivers work longer hours. It is only by training more that we can help to fill the long-reported 90,000 vacancies.

This problem has been a long time coming. The Secretary of State will know that well before covid, and a year before Brexit, 24,000 would-be truck drivers passed their theory test, but only 9,000 went on to complete their practical test, and yet even with that knowledge and the industry pleading for intervention, nothing has been done. This is a live crisis that is only getting worse. Without real action, he will be left standing alone as the Transport Secretary who stole Christmas, leaving shelves empty, gifts absent from under the tree and restaurants and bars without the stock they need to trade. Will he immediately take action and set up a taskforce to resolve this crisis once and for all?

Mr Speaker, I will be brief. This is the problem of having a pre-written statement. The hon. Member heard the previous answer—a 50% increase in the number of tests. He is right that it is not enough, but that is why we have closed the consultation, which I have just said we will act on fast, on what will introduce even more testing capacity. The fact of the matter is that we are acting on this. This is a global crisis—in Europe alone there is a shortage of 400,000 drivers—and this is the Government who are doing something about it.

I have not seen that particular application yet, but we do know that the Government have put in a record amount of more than £2 billion of active travel funding for walking and cycling. I know that the hon. Lady will be delighted that Oxfordshire investment has now reached £355 million in different transport environments, and that is on top of the £760 million for East West Rail, so when it comes to investing in her constituency in Oxfordshire, this Conservative Government are really going for it.

The Public and Commercial Services Union continues to take industrial action, which is targeting the services and having a negative impact on some of the most vulnerable people in society. The fact of the matter is that the safety concerns have been signed off by Public Health Wales, the Health and Safety Executive, the Welsh Government and the UK Government, yet this strike continues and now is apparently not about healthcare, but about demands over money instead. Will the hon. Gentleman actually ask people to go back to their work in order to help vulnerable people in this country? That is the question and this House needs to know.

I can reassure my right hon. Friend that that website is already up to date and will be accurate. It is the case that some older vehicles and historic vehicles—the type of cars which I know he is very keen on—cannot run on E10 fuel. It will be clearly marked, and he will be pleased to hear that E5 will continue to be available, so that historic cars can continue to travel on our roads.

I am grateful to the hon. Gentleman. I have to say that I sympathise, because I appreciate that it must have been difficult to take in a report of 114 pages in the time available. Skimming through it and coming up with questions will have been difficult, and I therefore understand why he asked some questions that are answered fully in the White Paper itself. Less understandable and harder to fathom is how it was possible to put out press comments about the content of the White Paper last night before it was even seen, including a lot of points already covered in the White Paper, and therefore rather misfiring in direction. Let me try to pick through some of the questions asked.

Why two and a half years? As I mentioned, the breakdown in the timetable took place three years ago this week. Keith Williams was appointed to carry out the review, which he has done at no cost to the taxpayer, I should mention, and brilliantly. There was this thing called covid, and we went into the second and third lockdowns in November, so it was perfectly proper to wait until we had a clear indication and for the vaccine to be deployed before coming to the House with the full report. That also enabled us to bring that report up to date with what is actually happening in the running of those rail services.

The hon. Gentleman asked about the operator of last resort and whether it will still exist. The answer is in the report: yes, very much so. As he knows, I already effectively run Northern and the east coast mainline through the operator of last resort. It is not about disguising cuts of any type. He keeps coming back to £1 billion of control period 6 rail funding. Because of covid, operators were unable to spend the money, but they will have that money to spend in the next period. None the less, we have ongoing one of the biggest ever rail transformation programmes, if not the biggest.

The timescales for change are all in the White Paper, and the good news is that we will get going on this immediately. The hon. Gentleman will notice that the bottom left-hand corner on the front of the White Paper says “CP 423”, which means that it is command paper 423, which means that we can get on with it, and we are doing that from this moment. A very good example of that is flexi-tickets. He says that there is not enough detail. I am pleased to let the House know that that detail will all be available on 21 June, and that they will go on sale on 28 June. If he takes the time to look in the notes to editors at the back, he will see a large number of examples of what fares will be. These will save people money in each circumstance if they are travelling two or three days a week.

The hon. Gentleman asked about freight. I refer him to page 78 of the White Paper, which talks about freight and our desire to make sure that those freight paths are available within our railway. The advantage of Great British Railways looking after all this is that we will be able to accommodate freight paths. He asked about the decarbonisation that freight will help to bring, and he is absolutely right to focus on that. I am pleased to tell him that a transport decarbonisation plan will be published before the summer that will focus very much on how we already use the best form of transport when it comes to decarbonisation in order to shift more freight around.

The hon. Gentleman asked about the joined-up nature of transport, with people, as he says, waiting in the cold sometimes for transport that may or may not turn up. I know he has not had long to look at the White Paper, but he only has to get as far as the foreword to find my talking about that exact issue. He asks about the way this will work with devolution. He will be pleased to hear that I spoke to his friend the Mayor of Manchester only yesterday, and I was pleased that he warmly welcomed the White Paper today. Page 41 has all that detail.

I know that Oppositions, almost for Opposition’s sake, have to nit-pick and find problems, but the reality is that the nationalisation that they would impose on this country would lead to fewer passengers, as it did last time; fewer stations, with stations closed in our constituencies, as it did last time under British Rail; track being cut, as it was before; and appalling sandwiches. We are not going back to the days of nationalisation. We can do better than that.

I welcome the statement, the White Paper and indeed the birth of Great British Railways. We look forward to the Secretary of State giving more detail to the Select Committee on Transport this Wednesday with Keith Williams. In the meantime, let me ask about page 56 of the White Paper, which deals with passenger service contracts, promising:

“Revenue incentives and risk sharing”.

How will that work to ensure that the private sector continues to invest in a way that it has done over the past 20 or so years, when it doubled passenger numbers? Page 71 talks of “New flexible season tickets” allowing eight days’ travel in a 28-day period. Does that equate to 28% of the cost that passengers would expect to pay and therefore make it an incentive to travel in our new world?

I can confirm to my hon. Friend that we will be having the Joint Biosecurity Centre look at four principal factors: the level of coronavirus in any given country; the number of vaccines that has been dispensed in that country; the concern over any particular variants; and the quality of the data. Those are the facts and figures that it will be looking at. None the less, I do share his concerns about when a country jumps from one category to another, and we saw that last year. We are taking a couple of different steps to try to help with that. One is to have a green watch list where we are able to flag up, perhaps a couple of weeks in advance, to say that we are looking at a variation of interest, which could turn into a variation of concern, in order to help provide a bit more forward guidance this year.

Funnily enough, I do not agree. It is worth the hon. Gentleman’s Scottish voters understanding that that money is available through the Barnett consequentials. If bus services were as good as is claimed, then it would not be the case that in Dundee bus users were being warned just last November to expect big changes to services, the worst since the 1950s, which would have negative impacts for older people and those dependent on bus services. I do not think it is quite as rosy as he likes to make it sound. This Government in Westminster are committed to decarbonising the whole of the United Kingdom.

The hon. Lady is absolutely right to stand up for her constituents, particularly those who may have special circumstances. There is a process in place for special circumstances to be considered. I would be interested to understand why in the case of her constituent, from her question, it does not look like that was effective. We would be very happy to investigate that particular case, although I understand that would of course be retrospective.

Thank you, Mr Speaker. Representing a constituency in a county that has a large number of commuters to London, the future of flexible rail ticketing is an issue to which many are paying close attention. With the reality of more people enjoying hybrid working arrangements in the future, we need to ensure that is reflected in the structure of rail tickets. Therefore, can the Secretary of State confirm when the Department will be in a position to set out what rail ticketing will look like for passengers in my constituency and across the south-east, and provide an assurance that the new fares will offer genuine flexibility where it is needed?

I will answer my hon. Friend. East West Rail, the company behind the new line, is aiming to deliver an entirely zero-carbon railway. It will be considering conventional and emerging technology solutions for powering trains, which could be part-electric and part-hydrogen or battery in the future, for example, so that services that operate along the whole length of the route are zero carbon.

On 12 April, my hon. Friend can look forward to seeing that report published. We will ensure that it contains a route not only out of lockdown for travel but, all being well, and as long the vaccination programme is going as it is at the moment here and internationally, for international travel. I stress to the House that while we are in control of our vaccination programme—44% of our adult population are now vaccinated—we do not have control over other countries’ vaccinations. That is why we think we will require a combination of vaccination and testing for international travel to work again. There is a lot to be done. We are working hard, along with my hon. Friend the Aviation Minister, and we will report back to the House on 12 April.

My hon. Friend is of course correct. We have had the failure to deliver Crossrail on time, £5.2 billion; higher pensions at TfL, £828 million; the fare freeze, with £640 million of fares not collected; and fare dodging, £400 million. I know that that is all just millions and billions to us, but it all adds up.

Thank you, Mr Speaker. Instead of levelling up the north, where this Government have cut £4 million from Transport for the North, the Minister and his Government clearly intend to level down London’s transport network. This is not the first time we have had to come to the House to ask about the Government’s support for TfL because it did not go far enough in the first place. At a time when public transport ridership has collapsed and we are still a long way off recovering to pre-pandemic ridership levels, we must think about redistribution. That is clearly the right approach. Vehicle excise duty, which raises £500 million from drivers who live in London, is invested almost exclusively in roads outside the city. Keeping it in the capital would enable TfL to continue to be a world-class transport provider and boost our nation’s economy, so will the Transport Secretary commit to looking at this as a way to support TfL?

I am disappointed that the hon. Gentleman missed my speech yesterday at Davos where I addressed that subject in detail. In fact, I want to correct the record of the House: the Jet Zero Council has actually met on two occasions and—wait for the punchline—has sub-committees that have met on many occasions, because they are the work horses of the Jet Zero Council and they bring together academia, the sector itself, Government and international partners to deliver zero-carbon flight by 2020. I refer him to my speech of yesterday, which he can get to from my tweet at @grantshapps.[Official Report, 1 February 2021, Vol. 688, c. 5MC.]

More needs to be done to create jobs in decarbonised transport. I have three asks of the Secretary of State: introduce mandatory e10 fuels; provide funding for sustainable aviation fuel plants; and provide a bus strategy that copies the combined Scottish Government-EU initiative that saw the world’s first hydrogen double-decker buses in Aberdeen. The bus strategy needs to include orders for Scottish and UK manufacturers. Will he confirm dates and funding for these initiatives and in writing as well, please?

On Saturday, I was delighted to announce £34 million to help to reopen the Northumberland rail line between Newcastle upon Tyne, Blyth and Ashington. Restoring many of the lines closed during the 1960s is an important part of this Government’s mission to level up the north when it comes to transport. I can announce today that, since the creation of the northern powerhouse in 2014, this Conservative Government have spent more than £20 billion on the region’s transport, delivering roads, rail, and cleaner and better transport, including 168 miles of rail electrification.

The Committee on Climate Change has reported that aviation accounted for 8% of UK emissions in 2019, before the pandemic stopped flights. I am pleased that the Government have finally indicated that they will bring forward a support package for aviation this autumn, but will this be conditional on action to tackle emissions in the climate crisis?

On a point of order, Mr Speaker. We have had—not for the first time—a statement being offered during topical questions on a matter that should have been brought forward as a statement to allow proper scrutiny, in particular on the plan for Christmas. Although it nods to many proposals that Labour has put forward, we have not seen the detail and we have not been given the opportunity to scrutinise. May I have your advice, Mr Speaker? Is it not more appropriate for the Government to bring forward a statement that we can have a proper debate around?

There is a lot to cover there, but I will try to make it brief. The hon. Gentleman is right about Stonehaven. I went to the scene of the tragedy—I was taken over in a helicopter—and it was like a Hornby train set had been thrown up in the air. Our thoughts and prayers go not only to the three who died, but to those who were injured, the emergency workers and the brave people who rescued others—our thoughts are with them all. The House will have noted that I issued the Network Rail interim report on Stonehaven a week or two back, which comes to some very important interim conclusions. I will update the House further with the full report shortly.

As for the ending of the emergency measures agreements, I hope the House will understand that it is not possible to conduct negotiations with nine different operating companies in public—I cannot do that from the Dispatch Box. As he knows, the EMAs come to an end shortly, so I will of course be coming back to the House. I would disbelieve everything that you read in the newspapers; I do not think I have read a single thing that relates to what is actually happening. I will return to the House in due course to update it on precisely what is happening, but I do not think that the hon. Gentleman can doubt our commitment to rail—the £3.5 billion we have put in so far, and indeed our support for HS2, which he mentions.

I pay tribute to the Chair of the Select Committee for his boundless work during this crisis in following up on all manner of transport issues, and aviation issues in particular. He is absolutely right that testing in all its senses is a large part of the solution to everything related, or at least it is an aid to everything related, to coronavirus, and it is extremely important that we get it right. We know that there is pressure on the testing system. Schools are going back and entire classes and years require testing, and the same goes for universities—Dido spoke about this last week. It means we need to ensure that we are prioritising that. We also know that it can be helpful for returning holidaymakers and other travellers. Day zero does not work at the airport, but testing later can work. That capacity will be an issue for the reasons NHS Test and Trace mentioned, and I can reassure my hon. Friend that I will return to the House with proposals, which are currently being worked on with the industry, for something that is both practical and workable and that people can rely on as much as the NHS test and trace system itself.

I thank the Secretary of State for his statement, which we also received a minute after he was due to deliver it.

We can see from all the recent data that coronavirus is currently spreading far more rapidly throughout the UK and many parts of Europe than in recent months. As a result the red list of countries from which travellers must quarantine on their return has been increasing steadily in recent weeks. Often the UK’s four Governments have come to the same conclusions on quarantining decisions at the same time. However, Scotland and Wales have occasionally made different decisions, as is their devolved right. Portugal was recently placed on the red list for Scotland and Wales, as it is now experiencing 23.2 cases per 100,000, but the Secretary of State accused the Scottish Government of creating confusion by placing Portugal on the quarantine list and of jumping the gun on Greece. Indeed, he doubled down on this in his statement today. The Scottish and Welsh First Ministers have not criticised him or his Government for their decisions on quarantine, so these are very unfortunate remarks that the Secretary of State should reflect on and perhaps apologise for.

The resurgence of coronavirus has shown that the trouble for the airline and tourism industries will persist for quite some time. At the risk of sounding like a broken record, what further support for the airline industry specifically can the Secretary of State commit to, and will he actually keep his promise to the industry of specific support? If there is a second wave of coronavirus that decimates international travel again, the industry could go back to square one in terms of the pandemic. Does he agree that that makes a strong case for the argument that targeted extensions of the furlough scheme are necessary?

Further to the point that the Chair of the Select Committee, the hon. Member for Bexhill and Battle (Huw Merriman), made, may I push the Secretary of State on the timeline for this aviation traveller quarantine testing programme? When will he bring that back to the House by? Finally, nobody travels more internationally than cabin crew and pilots, and recent weeks have seen many loyal British Airways cabin crew out of a job having refused to be fired and then rehired on slashed wages. Will the Secretary of Secretary of State apologise to those workers for failing to protect them?

Yes, it is a concern that those stations are closed until 2021 and I would be very happy, with the Rail Minister, to have that meeting. It is extremely concerning and is, again, another sign of how all-encompassing the fight against this virus—it is not over yet—is. I will make sure that the meeting is set up.

Thank you, Mr Speaker; what else would you put on for Transport questions? My right hon. Friend the Transport Secretary has already outlined the concerns about Transport for London’s finances. Will he update the House on his discussions with Transport for London and the Mayor of London about the long-term issues with TfL’s finances? Will he also nail the lie that it was a Government requirement to extend the congestion charge to seven days a week from 7 am to 10 pm, which will strangle London’s recovery from this pandemic?

In answer to a previous question, I should say that final details of the quarantine scheme will be released soon and come in early next month. We should indeed consider further improvements—for example, airbridges enabling people from other countries that have achieved lower levels of coronavirus infection to come to the country, but those are active discussions that go beyond what will initially be a blanket situation.
