Commons ChamberThe UK is an international leader in tackling food waste, which has fallen by 17% since 2007 or the equivalent of 26 kg per person. This year, over £2 million will go to our food waste prevention programme and we have a groundbreaking industry initiative, helping to redistribute more food than ever before.
As I understand it, a third of all food is wasted, which contributes around 9% of greenhouse emissions and costs our economy about £20 billion a year. Will the Secretary of State consider introducing policies that reduce food waste across the supply chain, such as improved food waste reporting from industry, so that we can target, measure and act on food waste for the sake not only of our economy, but our planet?
My hon. Friend raises an extremely important point. Some 60% of food waste is wasted in the home, but the Courtauld commitment includes a groundbreaking voluntary agreement with industry that has doubled the amount of food redistributed in the last two years.

It is a pleasure to take part in this important debate, so ably introduced by my hon. Friend the Member for Eastbourne (Caroline Ansell). Someone said to me recently that when we say, “Throw it away,” we need to realise that there is no such place as “away”, because everything ends up somewhere. Matter becomes different types of matter. We need to think about our language sometimes, and to have a whole different mindset in this important area.
Today we are talking about reducing waste, reducing cost, conserving nature and making sure that the polluter pays. I think those are principles to which we would all sign up. They are inherently conservative as well, and they are really important. As my hon. Friend the Member for Eastbourne said, we have to move away from the linear economy of take, make and dispose, and towards the circular economy of reuse, repair, recycle and remanufacture. I pay tribute to businesses large and small that have been on this journey for a while. I think I first heard the expression “the circular economy” from Unilever. Many businesses get it, and they want a helping and supportive environment from the Government, which I know the Minister will try to provide for them.
We have already had many examples in this debate of items going unnecessarily to landfill, including toys. I was particularly pleased to present a Points of Light award to Charlotte Liebling from Leighton Buzzard in my constituency. She runs the wonderful charity Loved Before, which takes children’s teddies that have been greatly loved and often hugged night after night. When children do not want them anymore, the teddies go to Loved Before. They are sanitised, repaired, repackaged and loved again and again by other children. Charlotte has prevented thousands and thousands of teddies from going to landfill all over the country, and it was a pleasure to present her with her Points of Light award from our former Prime Minister a couple of years ago.
We are in the middle of a cost of living crisis, for reasons with which we are all familiar, and it is important to point out to our constituents that reusing resources and reducing waste can save the average household around £300 a year. That is not an insignificant sum of money for many families, so there is definitely an economic aspect to this, which will help people’s purses and wallets. I am pleased to see that many of our leading companies, such as IKEA, Currys, Primark and Apple, run take-back schemes. It is scandalous that many of us get pressured into replacing our mobile phones after only two years. The mobile phone companies do not upgrade the software, so we are almost forced to replace our phones, but it is good that companies such as Apple now have a proper take-back scheme, so that other people can use those phones, and they do not get wasted.
I was very pleased to see the Government’s announcement on Saturday morning. We have to recognise that recycling rates have plateaued at around 44% in England. They rose for a number of years, but we are not making the progress that we want. The Government have committed to starting a deposit return scheme in the next year or so; to introducing requirements on local authorities to recycle standardised items; and to making recycling labels mandatory. We need a very clear, easy-to-understand guarantee that if a product has the mandatory recycling label on it, people can put it in a recycling bin wherever they are in the country and know that it will get recycled, and they do not have to wonder whether the local authority will recycle it.
Weekly food waste collections are really important. A couple of years ago, I learned that if food waste was a country in its own right, it would have the third highest greenhouse gas emissions on the planet. That is hugely significant. These are very dangerous gases, such as methane, which is particularly bad for the environment, so this is so important. I gently say to some of my constituents, even up and down my road, that I do not always see the food waste bin outside. I make sure that mine goes out every week, because it is part of our civic responsibility to get with the programme if we care about the environment and our planet. That is a bit of gentle encouragement to some of my constituents.
Extended responsibility schemes for packaging are absolutely right, and the Government are right to be committed to the “polluter pays” principle. It should not be the taxpayer who always has to pick up the tab. Those responsible need to raise their game as well.
I welcome the Government’s commitment to the near elimination of biodegradable municipal waste to landfill from 2028. That is excellent. I am also pleased to see the commitment to raising the rate of recycling for municipal waste from 44% to 65% by 2035. I would love that to happen sooner, but let us at least try to meet that target, and get there earlier if we can.
I am also particularly pleased about mandatory digital waste tracking. There are too many fly-tipping cowboy criminals, as I mentioned in my maiden speech over 22 years ago, and we need to crack down on them. Congratulations to Peter Byrne at Central Bedfordshire Council, who has secured a number of convictions on that front recently, which is excellent.
There are a couple of areas where we could do more. There is too much farm food waste; that is food that could be eaten. It is not always easy to deal with; I had a particularly prolific apple tree this year, and I tried to give the apples away, but although I did as much as I could, I am afraid that some were wasted. I peeled, cored, sliced and froze as many as I could. Farmers need help in that area. Textiles have been mentioned, and it is shocking that only 1% are recycled. I would like to do another shout out to my dry cleaner, Met of Four Seasons Dry Cleaners in Dunstable, who has repatched my gardening trousers about 12 times. I keep on wearing them, and that is very good. Also, on electronic items, we have to get away from fast tech. It is also great that the UK was in the lead on the UN global plastics treaty.
Let me finish by saying that it is absolutely shocking that a plastic bottle takes five seconds to make, takes five seconds to drink, and then lasts for 500 years in our environment. We have to do better on that front.
Who on earth would have thought that we would be talking about the hon. Gentleman’s gardening trousers? I call Dave Doogan.
The Scottish spokesperson raised the whole subject of the DRS in his speech. I was disappointed at the approach he has taken, because my officials and I are at pains to be working so closely with all the devolveds on this, particularly Scotland, in the light of what happened with its deposit return scheme. Just this morning I had a meeting with business and industry. The key things they want are good relations and inter-operability of the schemes. That is partly why we moved our EPR by one year, because we listen to business and industry, and they asked us for more time. These things are really complicated for our businesses to roll out, and we have to ensure that they work and will deliver what they are there for.
Absolute alignment is what would work best for all these schemes to achieve what I think we all want, and that is what we are working on with all our devolved counterparts. It would be brilliant if the shadow Minister, the hon. Member for Newport West, could help that along in Wales, and if our SNP colleague, the hon. Member for Angus (Dave Doogan), could help us along in Scotland—generally, we always get great support from the hon. Member for Strangford (Jim Shannon). That is something on which we could really work together strongly to help with this.
The overall objectives of our packaging scheme are to encourage businesses to consider how much packaging they use, to design and to use packaging that is more easily recyclable, and to encourage the use of reusable and refillable packaging—I have brought along my refillable water bottle, which is something we could all be doing, although I see that the shadow Minister has not brought along hers.
We have committed to setting ambitious new packaging waste recycling targets for producers, and the packaging EPR policy measures will be key in delivering these. The data already being gathered by the businesses will inform what the fees will be, and that money will be used to pay for the simpler recycling collection. It is all circular. The more recyclable the packaging the producer puts on the market, the lower the fee it will pay. That will drive the design, reusability and recyclability of the product. This is genuinely very exciting, and there are huge opportunities for business, industry and innovation, which some colleagues have referred to.
The deposit return scheme will help to boost recycling levels, just as the EPR will, and to reduce littering, which was one of the main reasons we wanted to bring in that particular scheme. As has been mentioned, the simpler recycling details have now been launched. They are very flexible. We have worked with local authorities so that they know there will be something they can work with. They can put all the dry recyclables into one bag if they wish to, and the food waste will be separately collected. That will be mandatory. As has been pointed out, this is one of the biggest contributors to our emissions. DEFRA’s biggest emissions contribution is food waste, so we must collect it. It is absolutely right that we are going to make that mandatory.
Very briefly, can the Minister confirm that, in the main, the local authorities that recycle the most have only three bins?
Three bins is one possible direction. If a council still wanted to separate out all the products, as mine does in Somerset—if that works, because it has the systems and knows it can get the onward market right—then that is fine. But if it wants to put all those dry things into one bin, it can. It will then end up with three bins: that one, one for food waste and the big one for general waste that it is simply very hard to recycle, which will tend to go to incineration to create energy. But the worst thing is landfill, which is what we are trying to eliminate altogether.
We are also honouring our existing commitments to waste prevention, which is really important. So for England, maximising resources—

Commons ChamberThat was worth the wait! I will absolutely commend Dunstable downs rotary club, and the work that this Government are undertaking, because trees are essential. They are the larder and the shelter for our wildlife. They are vital for our ecosystem. They protect us from flooding, prevent us from overheating and are at the forefront of this Government’s plan for the environment. That is why we are rolling out local nature recovery strategies to support more good volunteering in our local authorities.
I am happy to say that the hon. Gentleman and I share a local Crown prosecution area in Thames and Chiltern where the local victim attrition rate is well below the national average. It is running at about 13%. Any attrition is too high, and we want to make sure that we support victims to enable them to continue to bring their cases. That is why we have put in place about 800 independent sexual violence advisers to help those victims feel supported and able to go to trial.
A couple of weeks ago, we had a series of very distressing break-ins to small owner-manager businesses in Leighton Buzzard High Street. I know that the owners and Bedfordshire police were disappointed in the response of the CPS. Would it be possible to get the CPS together with those business owners to try to improve things in the future?
I am sorry to hear about those distressing cases. Of course, either the Solicitor General or I would be delighted to meet our hon. Friend to discuss this further.

Commons ChamberIt is vital for our health that the air we breathe is as clean as possible. When I was on the Select Committee on Health and Social Care, I had the honour to chair the health component of a five-Select Committee report into improving air quality. We should be honest that, unless we are all happy to be a lot poorer, there will always be some difficult compromises involved, but none the less it is right that the Government are committed to improving air quality.
The Government recognise that local action in areas such as transport and planning is key to making the improvements required around the country. Reducing diesel-powered heavy goods vehicle traffic in residential areas and reducing the frequency with which HGVs have to start and stop, which leads to additional concentrations of fine particulate matter caused by brakes and tyres, is a critical part of that action.
On 17 January 2005 an air quality management area was declared in Dunstable by the former South Bedfordshire District Council. The Woodside Link road was first proposed in 2012. At the funding and permissions stages, it was made abundantly clear that reducing traffic, especially HGVs, within the Dunstable AQMA was a key objective of the scheme.
That objective was spelled out in the 2006 air quality action plan, the 2012 Woodside Link consultation document, the 2012 environmental assessment report for the Woodside Link road, the 2012 Central Bedfordshire Council environmental scoping report, the 2013 Woodside connection and Houghton Regis development modelling report, the 2013 local pinch point funding evidence document, the 2013 letter to the chief executive from the South East Midlands local enterprise partnership and the 2015 Woodside Link contract award. I think the Minister will agree that that is irrefutable evidence of what the Woodside Link was intended to do—namely, to provide a direct route for HGVs between the M1 and the Woodside industrial estate. It was not intended to increase traffic in half of Dunstable’s AQMA by redistributing HGVs from the high street in Dunstable to Luton Road, yet unfortunately that is what has happened.
The air quality action plan was produced in 2006 and cited the proposed Woodside Link scheme as a means to divert traffic, especially HGVs, away from the AQMA to improve air quality. However—and it is a very significant however—the Woodside Link economic case was published in February 2014, although it does not appear to have been publicly available, and stated:
“The traffic flow forecasts indicate that there is an increase in flows along Luton Road as HGVs re-route in order to access the Woodside industrial area.”
That is highly significant, because the Luton Road is around half of the AQMA. That statement from February 2014 is completely at odds with the document that was put in the public domain on 3 November 2016—namely, the area-wide weight limits report. That report states, at paragraph 15b on page 7:
“An earlier proposal for weight limits in the area was met with opposition from residents of Luton Road. However, it is felt that the completion of the A5-M1 and Woodside Link roads will mean that heavy traffic in Luton Road will be reduced. It is unlikely that side roads will be used in preference to Luton Road, particularly since the proposal is not expected to increase lorry traffic in Luton Road.”
What the public were told was very clear and stated in multiple documents—fewer HGVs on Luton Road as a result of the Woodside Link—and there it was in black and white. So it appears that Luton Road residents were not given the full facts in the run-up to the decision to build the Woodside Link, which received £5 million of central Government funding.
If we then fast-forward to the 2022 post-opening report for the Woodside Link road, we see that there are no traffic studies available for Luton Road—which, I repeat, is roughly half the AQMA. However, I am grateful to one of my highly assiduous constituents, who has looked at the existing traffic studies on three neighbouring roads—Boscombe Road, Church Street and Poynters Road—and has calculated that there has been an 18% increase in HGVs travelling along Luton Road, following the redistribution of traffic that arose in 2018 from the imposition of weight limits on other roads. Central Bedfordshire Council does not want to use the 18% figure, but has confirmed that it is likely that there has been an increase in HGV traffic along Luton Road. That is highly significant given that a major argument for building the Woodside Link road was to improve air quality across the whole of the AQMA, and certainly not just half of it.
A large number of the people who were identified as the key beneficiaries of the Woodside Link road at the funding stage—residents of Luton Road and nearby—are now worse off as a result of the scheme because increased HGV traffic outside their front doors is not a benefit for air quality purposes. Despite that, Central Bedfordshire Council is reporting to the Department for Transport, in the five-year post-opening report, that all the objectives of the scheme identified at the funding stage have been achieved. My assiduous constituent did not agree with some of the figures in that report. It took him six months of complaining to get the figures changed.
There had been claims that the original figures had been reviewed by the Department for Transport, but it turned out that that was not the case either. My constituent had to request copies of the report under the Environmental Information Regulations 2004, and had to wait nine and a half weeks to be provided with a copy. It also needs to be pointed out that the air quality action plan for Dunstable has not been reviewed since its adoption by the former South Bedfordshire District Council in 2006—seventeen years ago. Those plans are supposed to be reviewed every five years.
As MPs, sometimes people come to us about something and there are no easy solutions, but in this case, there is one. Significantly greater use of the Woodside Link road by HGV traffic coming to the Woodside industrial estate and neighbouring industrial developments would provide huge relief. On page 181 in section 13.5, the environmental assessment report for the Woodside Link road, published in October 2012, says of the Woodside Link:
“The route alignments have been designed to maintain substantial distances between existing properties and the new road, where possible.”
The road also includes noise, fencing and bunds. There are significantly fewer residential properties alongside it, and the homes that are alongside it are further away, with some of the protection I have just mentioned.
Coming to the Woodside industrial estate and the neighbouring business developments up the M1 from the south, the additional journey time to go to junction 11A and use the Woodside Link road only takes a few minutes longer than using the Luton Road. The Luton Road is more congested and has many traffic lights on it, causing HGVs to stop and start, producing more diesel fumes and more particulate matter from brakes and tyres.
There is one very significant local business based close to Luton Road which is doing the right thing, and that is Amazon. Amazon sometimes gets criticised as a business, possibly unfairly, but from the very beginning, it has instructed all its delivery drivers to avoid using junction 11, which would necessitate travel along Luton Road, and to use junction 11A instead. That specifically applies to drivers coming up from the south as well. Amazon continues to make that instruction very clear, and is an example of a business behaving responsibly, acting as a good neighbour and caring about local residents’ health. We need other businesses to follow suit.
I salute the patient and studious detective work that my constituent has undertaken to reveal all this information. It is with a desire to seek full transparency, accountability and the remedies necessary to put these issues right that I have brought these matters into the public domain this evening. It should not have taken this long to get this far. Central Government must have a role in overseeing the proper conduct of local government in the noble pursuit of helping people to breathe air that is as clean and pure as possible. It also has a duty to ensure that its money is spent according to the objectives originally stated, with accurate and transparent evaluation of the actual outcomes.
I look to the Minister, who I know is new to this case, to take a serious interest in it and to get into the detail with her officials and Central Bedfordshire Council. As I said, I think there is a solution, and I think we could make life better, as we all originally intended to do.
My hon. Friend the Member for South West Bedfordshire (Andrew Selous) is correct: I am new to this case and, indeed, to this portfolio. However, this debate has led me to understand some of the monitoring that has been carried out in South West Bedfordshire and the wider area. I thank him for bringing this case to my attention and for giving me the opportunity to set out what the Government are doing to improve air quality, which is a fundamental part of our environmental improvement plan across the Department for Environment, Food and Rural Affairs.
Poor air quality is the greatest environmental threat to health, leading to reduced life expectancy and costing the NHS and society billions of pounds each year, so action from Government is vital. Since 2010, we have achieved significant reductions in major pollutants. I hope my hon. Friend will allow me to talk about some of the positive things that have been achieved, and then I will move on to the specifics of this case, where further interrogation of the monitoring results is clearly needed.
We know that emissions of fine particulate matter, known as PM2.5, are down 10%, emissions of nitrogen oxides are down 45%, and emissions of sulphur dioxide are down 73%. Of course, that is good news and is heading in the right direction, but we must go further. Reducing concentrations of PM2.5 in England by just 1 microgram per cubic metre in a single year can prevent around 50,000 cases of coronary heart disease, 15,000 strokes, 9,000 cases of asthma and 4,000 lung cancers over the following 18 years. That is why earlier this year, we set a new maximum annual mean concentration target for PM2.5 of 10 micrograms per cubic metre, down from the previous limit of 20 micrograms, to be met by 2040. Alongside that, we set a population exposure reduction target, which will mean that on average, everyone’s exposure to that harmful pollutant will fall by over a third by 2040. The measures through which we will meet those stretching targets are set out in the environmental improvement plan, which was published on 31 January this year. That action includes continuing to tackle emissions from domestic burning; challenging councils to improve air quality more quickly; reducing ammonia emissions from farming; and improving our regulatory framework for industrial emissions.
As the environmental improvement plan recognises, councils play a vital role in improving air quality and have the tools and levers to tackle air pollution at a local level. Throughout my hon. Friend’s speech, he referenced a particular road, Luton Road, and the good work that a business in his constituency—namely, Amazon—has done by directing its drivers down a different road. Traffic regulation orders are one tool that the local council could potentially look into, and while that is closer to the remit of the Department for Transport, I would be very happy to meet Transport Ministers—probably the roads Minister, my hon. Friend the Member for North West Durham (Mr Holden)—to talk that proposal through.
We are committed to working with local authorities, providing them with clear guidance, funding and tools. On air quality specifically, that includes the air quality grant, which this year provided over £11 million to 44 local projects. Since 2010, we have funded over 500 projects, ranging from anti-idling campaigns around schools to training GPs to become air quality champions. It also includes the £883 million we have made available to help local authorities develop and implement local nitrogen oxide reduction plans and support those impacted by those plans.
I pay tribute to my hon. Friend’s constituent, who seems to be a real champion for improving the air quality in his community. We need those champions—can-do people in the local community who know their area best. It should not be so difficult for people in our communities to get the information and data that they need: even I have struggled to get the data I need to influence policy. That is something that we absolutely need to improve on. The guidance we have provided also includes the revision of our air quality strategy, which we published in April this year. That strategy sets out how we expect local authorities to use their powers to improve air quality and support delivery of our stretching national targets.
Turning to the Woodside Link, that scheme was completed in 2017 to improve access to housing and other developments in the Dunstable area, with £5 million of Government funding; a further £33 million came from the council and third-party organisations. From the embryonic stages of the link road, as my hon. Friend the Member for South West Bedfordshire explained—he will know, because he has been the Member for the area since 2001, all the way through the scheme—local residents were hoping to see a reduction in heavy goods vehicles on that road. The council has shared its “five years on” report with the Department for Transport, and I know that my hon. Friend has raised concerns with that Department, too. The findings and the impacts of the scheme are matters for Central Bedfordshire Council, but I am very happy to take this issue up with it, and I of course recommend that my hon. Friend continues to engage most assiduously with the council on it.
Luton Road is part of Central Bedfordshire Council’s declared air quality management area. The air quality management area was declared in 2005, due to exceedances of the nitrogen dioxide air quality objectives from roadside emissions. I am pleased that Central Bedfordshire Council has stated in its latest annual progress reports to us that the levels of nitrogen dioxide on Luton Road have been compliant with objectives since 2018. My understanding, however, is that there is not a monitor for PM2.5 on Luton Road.
I am very grateful for the Minister’s interest and I would like to take up the offer of a meeting with the roads Minister and her to try to work with the local authority, because I think we can move forward to make things better. I think at the heart of this is the public statement
“that heavy traffic in Luton Road will be reduced.”
That has not happened, and that is where the anger comes from. More HGVs belching out diesel fumes when stopping and starting at lights means worse air quality. We will need to measure where I looked before and after, but it must have got worse: more HGVs means the air quality gets worse if someone’s front door is next to a busy road such as that. That is where I think the disappointment and the anger is. The Government do need to be transparent, honest and straightforward, and if we have not achieved what we said we were going to, we need to go back and do a proper post-evaluation report and see what we can do to put it right. Would she not agree with me about that as an approach?
I would certainly agree with the local MP, who has served the area since 2001. He has seen this project through to fruition and absolutely understands the concerns—first, the promises made to his constituents, and now the concerns—about increased traffic and therefore increased emissions. While the Department for Transport does have a comprehensive plan to decarbonise the transport sector, including heavy goods vehicles, we are not there yet. As I have set out, air quality is a fundamental and vital part of our ability to survive and thrive, and it is critically impacting on the health of our nation.
I look forward to meeting to speak in more detail with my hon. Friend, the roads Minister and perhaps members or officials from Central Bedfordshire Council to see how we can assist. I will also remind the council that the action plan for the Luton Road air quality management area dates from 2006. That has not been updated by Luton Council. I am pleased to say that, last year, we strengthened the Environment Act 2021 by introducing a new escalation process.
I appreciate that this is a long way from the Minister’s constituency, but the council that has not updated the action plan is Central Bedfordshire Council. This is about Luton Road, but that is within Central Bedfordshire Council, which is the local authority.
I thank my hon. Friend for that correction. There has been a new escalation process for local authorities behind on their reporting duties, including where air quality action plans have not recently been updated, and that will come into force on 30 June.
I can assure my hon. Friend that, even after compliance with the legal air quality objectives has been secured, we do expect local authorities to continue to act to improve air quality. As we set out recently in the air quality strategy, we fully expect councils to take action to reduce emissions of PM2.5 from sources within their control. If we consider that the action from councils is insufficient, we will consult on introducing a stand-alone legal duty on local authorities to take action to reduce PM2.5 emissions.
I thank my hon. Friend again for raising this important issue and for giving me reason to look into our monitoring across the country, particularly the monitoring undertaken in his constituency and specifically on Luton Road. I hope that I have reassured him that we are taking comprehensive and necessary action to drive down harmful emissions, but there is always more to do. We are doing this at both national and local level, protecting our people’s health and our environment, and I look forward to following up with my hon. Friend to discuss this in much more detail.

Commons ChamberI am chairing the fertiliser taskforce within DEFRA that is looking at these challenges. We recognise the huge pressure that fertiliser prices are putting on farmers up and down the country. We will continue to work with our colleagues in the Department for Business, Energy and Industrial Strategy to assist in dealing with the challenge we are facing. The good news is that the wholesale price of gas is coming down and some fertiliser prices are reflecting that drop in wholesale gas prices.
I thank my hon. Friend for raising that important point, which highlights not only the role of local authorities in air quality, but ensuring that these action plans are reviewed and delivered on time. We have recently updated our local air quality management policy guidance, with a new escalation process for local authorities that do not have an up-to-date plan.
The hon. Lady raises an important question. It is critical that we have that information for the public at our borders, as well as the targeted information focused on nurseries. We will continue to inform the public that bringing alien species into this country is bad news for nature in the UK.

Commons ChamberParish ministry is at the heart of the mission of the Church. The Church Commissioners will distribute £1.2 billion between 2023 and 2025 to support our mission and ministry—a 30% increase on the current three-year period—and the lion’s share of this funding will be used to revitalise parish ministry.
Does my hon. Friend agree with me that the relationship between a parish priest and his or her congregation is the single most important element of outreach and service for the Church, and as such, its support should be the primary objective of Church funds?
My hon. Friend is absolutely right, which is why the Church Commissioners continue to fund increasing numbers of ordinands. In 2020, 570 new priests were ordained and there were 580 in training, with only 320 retirements. Innovative ways of attracting clergy from many backgrounds include the fantastic work of both the Peter and the Caleb streams, which I would commend to his parishes.
The Church Times is full of adverts for well-paid jobs at diocesan headquarters, yet clergy are spread ever more thinly across the parishes. It is the wrong priority, is it not?
I can tell my right hon. Friend, who I know takes a close interest in these matters, that by far the largest share of diocesan expenditure goes on parish clergy, and many diocesan secretaries are reducing central costs to support parish ministry. We should remember that hard-working diocesan staff support parishes, church schools and chaplaincies on vital issues such as safeguarding, vocations, ministry training, youth work and social action, none of which I am sure my right hon. Friend would argue with.
I have heard from dozens of voters in Blackburn who will be relying on free voter ID certificates, yet the Government have failed to specify the security features to be included. Can I ask the hon. Member for Lancaster and Fleetwood (Cat Smith), representing the Speaker’s Committee on the Electoral Commission—
I thank the Second Church Estates Commissioner for his reply. Rural communities have been greatly disadvantaged by covid, with Zoom meetings as a method of contact, and attendance at churches has started to lessen as well, so there has to be a new method of reaching out in parish ministry. The hon. Gentleman referred to extra moneys for this process. Within that process, is there more help for those who need cars for travelling out to meet people face to face? That is perhaps how the future of parish ministry will be.
I am grateful to the hon. Member, and I really appreciate his interest in these matters. As I have said, the Church Commissioners are increasing the funding to the frontline by 30% over the next three years —£1.2 billion—and it needs to go on exactly the type of initiative that he suggests.
A service of holy communion will be at the heart of the coronation. The Archbishop of Canterbury, the Earl Marshal and the coronation committee are planning the service, which will be a moment of great national rejoicing and deep spiritual significance.
I am glad my hon. Friend has emphasised that point. By immemorial custom, the coronation is a deeply religious and spiritual event. Will he convince us that the Church of England will use its influence to ensure that it remains as such, particularly the anointing, and does not degenerate into a kind of dumbed down, wokefest celebration of so-called modern Britain?
I can reassure my right hon. Friend. The anointing of the monarch goes back to biblical times, recognising the outpouring of God’s grace on us all, and the sovereign’s covenant to give his life in service to his people and his God. That is the foundational principle underlying our constitutional settlement.
Rural clergy play a crucial role at the heart of their communities, for which I know my hon. Friend is, like me, deeply grateful. I regularly raise this issue with the Church. In his diocese of Salisbury more than £1.25 million has been invested to support rural ministry in the Renewing Hope Through Rural Ministry and Mission project.
Let me say to my hon. Friend that we have a couple of vacancies in my benefice, and I hope he will feed back on that point. I would be particularly interested to understand what proportion of stipendiary clergy goes to long-established small and rural parishes, versus what proportion goes to more resourced churches, fresh expressions, and other new or novel forms of church.
I can tell my hon. Friend that 24% of the population live in rural parishes, and are supported by 38% of total stipendiary clergy. The figures he asks for are not held centrally as they are decided at diocesan level. I commend to him the Caleb stream, which often enables self-supporting clergy to serve in rural parishes, and of which many bishops are supportive.
I spoke recently to a priest who serves a number of rural parishes in my constituency. He pointed out that church councils are being asked for their views on the vision for the future of the Church, and they feel that they do not have sufficient resources to do that. If they look for guidance from the centre, they fear that church closures will be the outcome. Will my hon. Friend give additional support to parishes to plan for their future?
The Church Commissioners are providing a 30% increase in funding over the next three years. It is important to remember that they provide under 20% of the total funding of the Church, most of which comes from parish giving. In a sense, therefore, it is up to all of us to support our local churches and worshipping communities.
The Church Commissioners have provided £15 million to help churches with their energy costs, so that they continue to act as places to worship Jesus but also stay open at other times, if they are able to, to provide practical community support, such as being a warm hub.
I thank the Government for ensuring that churches are included in the package of support that businesses receive to pay their energy bills. Will my hon. Friend join me in congratulating the churches across Wiltshire that have opened their spaces to people in the daytime, providing their traditional role as a place for fellowship, community and support? Does he agree that the churches that have found it easier to fulfil this traditional role are those that have ripped out the Victorian pews, which are such an obstacle to the traditional role of fellowship?
My hon. Friend is a powerful advocate for exactly this type of voluntary community action. The Church of England will always be at the centre of such endeavours, which can be facilitated by churches that make possible the type of activity he mentions. I am not yet aware of any warm hubs in Devizes, although I have noticed some in neighbouring towns. I am sure my hon. Friend will be encouraging his local churches to facilitate such schemes in his area.

Commons ChamberSix bishops and hundreds of clergy have Ukrainian evacuees living with them, and the Church of England is using vacant vicarages in a number of places. Churches are also actively involved in recruiting new hosts where needed.
Over the summer, I was delighted to meet Reverend Peter Godden at St Dunstan’s church in Monks Risborough—England’s oldest recorded parish—to hear at first hand about some of the incredible work that the church and wider deanery is doing to support 130 Ukrainian refugees who have been welcomed to the wider Princes Risborough area in my constituency, such as English lessons, a conversation café and a children’s summer week. Will my hon. Friend join me in thanking all our churches for the work they are doing to support our Ukrainian friends? What more can the Church of England do to support churches such as St Dunstan’s in their work?
I am grateful to my hon. Friend for the interest that he takes in and the support that he gives to his local churches. It is wonderful to hear of the practical compassion in action of St Dunstan’s in Monks Risborough and St Mary’s in Princes Risborough. I know that those churches are making a big difference to the lives of Ukrainian refugees. I assure him that the Church is actively seeking new hosts where some families want to pass on that responsibility and it will keep on with this important work.
As we approach the six-month point, what action can the Church take to encourage members of their congregations to step forward—and the congregations themselves to support them—where some initial sponsorships are not renewed?
My right hon. Friend asks a typically pertinent question. I reassure him that many dioceses are developing schemes to rematch sponsors and Ukrainian refugees as the initial six-month placements draw to an end. We are also funding other support programmes for Ukrainians, for which I am extremely grateful. We must all guard against compassion fatigue.
Is the hon. Gentleman aware that my parish church in Huddersfield is playing a very good role in helping Ukrainian refugees, but in a sense the honeymoon period is over? People from Ukraine in my constituency told me last week that they need help with permanent housing, with education and with the translation of their qualifications into English qualifications. They also very much need to use their high skills to help the community.
I am grateful for what the hon. Gentleman has told the House. I know that he takes a supportive interest in what his local churches do in this important area. He is right in everything he says. The Government will play their part, and I can assure him that the Church will absolutely continue to be there at a national and local level to do everything that is needed.
I thank the hon. Gentleman for his deep interest in these matters, which is much appreciated. Following on from what other hon. Members have said about the integration of Ukrainian refugees, has consideration been given to allowing the use of parish halls free of charge for English lessons and as community hubs for small pockets of rural Ukrainians to meet?
The hon. Gentleman makes typically sensible suggestions. He has put them on the record, and I know that the Church will do everything possible nationally and locally. He has made good suggestions.
I thank my right hon. Friend for her sustained and long-term interest in freedom of religion and belief for Christians and people of all faiths around the world. At the Lambeth conference, the Bishop of Chelmsford, herself a Christian refugee from Iran, spoke about the need to challenge some of the darker elements of faith leaders who condone persecution.
In the light of the conclusions of the independent review assessing the implementation of the Bishop of Truro’s report on supporting persecuted Christians around the world, what improvements would the Church like to see in relation to the envoy for freedom of religion or belief? My hon. Friend the Member for Congleton (Fiona Bruce) has done a wonderful job, but we want to see the post established on a permanent basis, with greater capacity to engage across Government and resources to match.
I am grateful to my right hon. Friend for raising an extremely important point. Our hon. Friend the faith envoy, who is in the Chamber, does a fantastic job. I can assure my right hon. Friend that the Church remains completely committed to the full implementation of the Truro review, especially recommendation 6, which is to make the envoy a permanent position with “appropriate resources and authority” to work across Government.
Now that the hon. Member for Congleton (Fiona Bruce) has been named, I think we ought to bring her in.
I thank my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) for her question and my hon. Friend the Second Church Estates Commissioner for his answer. The recent independent review of progress on Truro has confirmed that there is more to be done before FORB becomes firmly embedded in the work of the Foreign, Commonwealth and Development Office. One area that was highlighted is the need for better engagement with stakeholders, among which the Church is key. Would the Second Church Estates Commissioner be willing to join me to discuss the matter at a meeting with an FCDO Minister, which has been agreed?
I should be delighted, and I would like to bring our bishops who lead in the area and senior officials from Church House to that important meeting.
This has been a deeply troubling time for the Bell family, and I want to pass on my heartfelt apologies for what has happened. I am pleased that the issue has been resolved and the lessons learned process begins next month, and I know that the vicar of Holy Trinity Wingate has strongly supported the family during this difficult time.
May I place on record my thanks to the hon. Member for his assistance with this matter during the recess?
I can report to the House that Thomas Bell’s coffin has been located, and that his late wife Hilda was buried with him after a heartbreaking eight-week delay. Appallingly, however, for 17 years the family—who were my constituents, living in Easington—unknowingly attended the wrong grave, and in the process of locating Mr Bell’s coffin several other errors were identified. Does the hon. Member agree that we need to improve burial records, with digital copies, introduce a new process for marking plots after burial, and draw up rules for the orderly organisation of plots in churchyards?
The hon. Gentleman is absolutely right: record-keeping is incredibly important. The Parochial Registers and Records Measure 1978 clearly states that records should be kept in fireproof places, and the hon. Gentleman’s point about digital copies was also well made. The lessons learned inquiry will focus on best practice for all parishes. Let me add, on a personal note, that I was very pleased that Mrs Bell’s great-grandchild was baptised in the church last weekend.
Following the Church’s “Coming Home” report on meeting housing need, the Church is looking to establish a new national housing association and to make use of Church-owned land to develop more affordable homes where we are able to, along with pod homes to house vulnerable people temporarily.
Understandably, there were mixed feelings when the original St Elizabeth’s church in Eastbourne’s old town had to be demolished, but the church community moved next door and is thriving. Demolition created a significant site in a prime location in a town where housing development opportunities are few and far between. May I ask my hon. Friend what progress has been made in order to realise the potential on the site?
St Elizabeth’s Eastbourne was due for demolition in 2019 because the building was unsafe, and I am pleased that the congregation are thriving in their new location. We are now looking for a new home for the Hans Feibusch murals from the crypt, which I have to say, from the photographs I have seen of them, are very splendid. We are working with the local council, developers and the local community to find an appropriate housing scheme for this site.
The Church of England strongly encourages parishes and cathedrals to ensure access for all, wherever possible. On a personal note, I am grateful to the parish church where I grew up for providing ramps to get my mother in and out of the church in her wheelchair. The public worship of Jesus should always be accessible to as many people as possible.
The Holy Trinity or West Allington church is beautiful and historic, but access to it is quite poor. The lovely grass slope going up to the church means that, in winter and in poor, wet weather, the church is inaccessible to the elderly and those with disabilities, and some of my constituents have missed family funerals as a result. What can the Church Commissioners do to help?
It is typical of my hon. Friend’s conscientiousness that she has visited Holy Trinity, Allington to help get these much-needed improvements. If she contacts the archdeacon of Boston, the archdeacon will work with her and the parish, with the assistance of the church buildings department, to improve their bid for the necessary funds to help revitalise the church as a resource for the whole community. As she says, it is appalling that people have not been able to attend family funerals.

Commons ChamberThe murder of 50 Catholics in church this month in Ondo state in Nigeria and the ongoing murders for alleged blasphemy are a stark reminder of why the Church of England stands foursquare behind the implementation of the Bishop of Truro’s review.
I welcome the hon. Gentleman’s response but the independent review of progress on Truro is due now, as required by recommendation 22. Will he join me in pressing for that? Does he agree that, whatever it says, there will be more work to do on the Truro recommendations and that that must continue as the problem of persecution across the world is getting worse? This year’s Open Doors world watch list indicates that 20 million more Christians than a year ago will be highly persecuted and that across the world a Christian is killed every two hours for their faith.
That is absolutely right, and the situation does indeed continue to get worse, not better, with over 4,000 Christians murdered for their faith last year. To end the work of the Truro review now would be unthinkable. Recommendation 6 calls for the establishment of the special envoy role permanently and in perpetuity, as for example in the United States of America, and the Church of England supports the full and ongoing implementation of recommendation 6.
The Church of England educates over 1 million children in its community schools across England, including nearly half of the primary schools in the Penrith and The Border constituency. These schools are generally very popular with parents of all faiths and none, and have a vision to be deeply Christian, to serve the common good and to foster a thirst for knowledge across a broad curriculum.
I thank my hon. Friend for that answer. Unfortunately, the educational attainment of children across the country, including in rural areas, can all too often be impacted by poverty and isolation, including food and energy poverty. Would my hon. Friend join me in thanking the Church of England, including its schools in Cumbria and across the country, for supporting those vulnerable families, particularly in the challenging times of the pandemic and the cost of living crisis? Will the Church commit to continue to provide that vital support?
I am grateful for my hon. Friend’s thanks, and I can reassure him that the Church of England will continue to support vulnerable families wherever possible—for example, by buying school uniforms, providing breakfast clubs for free and paying for school trips. In the village of Shankhill in his constituency, the Church school supports the whole community by acting as a village hall for gatherings, lunches and intergenerational activities.
What assessment has the Church of England made of the impact, particularly on rural Church of England schools, of the dramatic reduction in the number of priests in some dioceses? Does the hon. Member share my concern that money generated by parishes is being increasingly sucked into diocesan administration and projects, meaning that an impossibly small number of priests serve huge numbers of parishes? That threatens the very future of English parish life, including the role of rural Church schools.
I totally understand the point the right hon. Gentleman is making. He will know that the Church of England absolutely holds to its vision to have a Church of England presence in every community. Of course, he is right that if there are not so many incumbents, it can be difficult for them to go in and do assemblies in Church schools and so on, but the Church is really focused on the frontline and putting the parish first.
Church education is quite rightly a priority for our Church, particularly for its leadership, but can my hon. Friend assure me that significant appointments to the Church, particularly to the House of Bishops, demonstrate that the Church of England is actively seeking to represent the breadth of opinion among its members, particularly those of a more conservative theological disposition?
The Church of England is working closely with the Foreign, Commonwealth and Development Office to support the international ministerial conference on freedom of religion or belief taking place in London the week after next, and very much wants the conference to make a difference. The Archbishop of Canterbury will address the conference.
Christian minorities across the world are clearly under threat of forced conversion or potentially death. What more can the Church do to ensure that minorities are protected across the world, starting with this conference?
My hon. Friend is right. Christians are the most persecuted faith, and the Church of England will always stand up for all people who are being persecuted. He is also right that the Church needs to show global leadership by building relationships with the leaders of other faiths and with Governments so that there can be truthful conversations about what change needs to happen. The Anglican communion has great expertise in inter-faith relations, and we will focus on that in the Lambeth conference this summer. He is also right that that needs to be a priority, given that persecution is getting worse.
The Church of England is trying to achieve net zero by 2030. Examples include solar panels on the roofs of Gloucester and Salisbury cathedrals, heat pumps and underfloor heating in Newcastle cathedral and Bath abbey using natural hot spring water. I even have a vicar coming to see me shortly about a tidal power proposition for his church.
I recently attended a wonderful service at St Mary’s church in Tickhill; it is a beautiful 12th century church and the pride of Tickhill. However, it is struggling to raise finance to replace its dated heating system. If that was to be replaced with a ground-source heat pump, that would cost in excess of £750,000. What can my hon. Friend suggest to help the church? Many of my other churches will face the same issue, including those in Hatfield, Rossington, Bawtry and Thorne, among others.
I absolutely get the scale of the challenge as I have similar churches in my constituency, and I know that the churches that my hon. Friend mentioned in Hatfield, Rossington, Bawtry and Thorne will be looking at the issue carefully. In the first instance, I suggest that they look at the diocese of Sheffield’s green energy audit scheme and the “funding net zero” section of the Church of England website. Emissions savings can be made by, for example, switching from oil to under-pew heating from renewable electricity.

I am grateful to my hon. Friend for his answer. Certainly, I have seen lots of activities in churches in my own constituency. We have a lot of mums with children arriving in the United Kingdom and in South Northamptonshire. Lots of them either want to work or are working, but with the summer holidays fast approaching there will be the need for childcare. Can my hon. Friend give us an idea of what the Church can do to provide summer playgroups, so that Ukrainian children can keep learning English and making new friends?
I am very grateful to my right hon. Friend, who is typically too modest to mention that she is herself host to a Ukrainian family. I thank her, on behalf of the Church of England, for what she is doing.
The point my right hon. Friend makes about summer holiday clubs for children is extremely important. I can tell her that most parishes are now operating such clubs, although we are not quite back to where we were before the pandemic, due to a shortage of volunteers. I will ask the Diocese of Peterborough to let her know the details of all our clubs operating in her area.
May I take this opportunity to pay tribute to June Partington and others at the parish of Christ Church and St George’s in Denton? June and the parish have organised, on behalf of churches across Tameside in Greater Manchester, the Homes for Ukraine scheme. Is that not precisely what the Church of England, having parishes in every community, is about?
The hon. Gentleman is absolutely right: the strength of the Church is in its parish life. I am very happy to pay considerable tribute, and give thanks, to June and all the parishes in Tameside who are clearly doing such good and important work.
The Archbishop of Canterbury has spoken frankly with Patriarch Kirill during the invasion. The Church of England has chaplaincies in both Russia and Ukraine, and will continue to foster dialogue in the pursuit of peace.
Last week, the Foreign Office sanctioned the Patriarch of the Russian Orthodox Church. What steps can the Church of England take to try to persuade the Russian Orthodox Church that it is wrong to back Putin and this barbarous war?
The Church Commissioners and our pensions board were some of the first institutions to take all practical steps to withdraw from their direct investments in Russia. The Church of England remains committed to a ministry of reconciliation based on love and truth, and will continue to reach out—for example, through the chaplain of St Andrew’s Anglican Church in Moscow, who is the Archbishop of Canterbury’s representative to the Patriarch of Moscow and all Russia.
The conflict in Ukraine has highlighted the importance of many freedoms, including the freedom of religion or belief. I am very pleased that Ukraine will be represented at the conference on freedom of religion or belief here in July. What, in my hon. Friend’s opinion, would be a successful outcome to the conference for delegates such as those from Ukraine and elsewhere, where freedom of religion or belief is being violated or denied?
It is a really important question. The bottom line must be a reduction in global persecution, which is going up, not down. Presidents and Prime Ministers need to prioritise this issue. We need better co-ordination with civil society. We need freedom of religion or belief in education and we want young freedom of religion or belief ambassadors.
Parts of the Church of England behaved appallingly in turning away Caribbean worshippers after the war. The Church has paid a heavy price in losing the spirit-filled vitality of those worshippers to spread the good news of Jesus. Work by Lord Boateng and the inspirational Peter Stream, which is drawing ordinands from a wide variety of races and backgrounds, is starting to redress that shameful episode.
The decision to refuse to ordain Calvin Robinson was a missed opportunity, but my hon. Friend is both a fair-minded and God-fearing person. I hope I can rely on him to ask the bishops to pray, reflect and reconsider.
I must say to my right hon. Friend that it would not be appropriate for me to comment specifically on an individual candidate for ordination. The period of initial formation for candidates is part of the discernment process, and not every candidate who starts training finishes it or is judged ready for ordination at the end of it. I am informed that, as with all applications for the ministry, this candidate was considered irrespective of Church tradition, political views or race.

Commons ChamberI congratulate the hon. Gentleman on raising this issue. I have met companies that promote the use of reusable nappies. It is a great idea, and there are also schemes where people can rent and save money by doing so, and so on. All these things are well worth promoting, and I congratulate him on that. He is absolutely right that one of our biggest problems is trying to dispose of all those nappies. Making sure that they do not contaminate material that can be recycled is also hugely important, and all power to him.
Can the Minister also update the House on when we are likely to ban plastic wet wipes, which not only pollute the environment, but can cause sewage overflows?
I am working with my hon. Friend the Member for Taunton Deane (Rebecca Pow) on this, because the challenge in sewers is acute with the build-up of wet wipes. As I say, we have recently conducted a consultation. That consultation has now finished. We are now reviewing the results, and we will be bringing forward more information shortly.
The Church of England is distributing £160 million between 2020 and 2022 through our lowest income communities fund and our strategic development funding. That funding sustains the Church’s ministry in many low-income communities and that footprint, across the whole country, is incredibly precious to us and we do not want to lose it.
The Church plays a key part in many communities in Aberconwy, never more so than during the pandemic. The Church in Wales is encouraging its lay members to use their skills, time and resources to serve their communities. Will my hon. Friend give an assurance that lay workers will benefit from the levelling-up fund to aid that ministry of service to their communities?
I know that my hon. Friend and many of his constituents hugely appreciate the key role that the Church plays in communities across Aberconwy. My colleagues in the Church of England are always glad for opportunities to exchange ideas for and experiences of strengthening parish ministry with the Church in Wales, with which we have a very warm relationship.
Will the hon. Gentleman give some attention to what the Church of England is doing to stimulate the ministry up and down the country by giving far more incentives to get involved in sustainability issues and green issues? At the church at which I worship, it is a breath of fresh air that gives focus to the community. Can we have more of it encouraged in the Church?
The hon. Gentleman is absolutely right. He will know that many churches are now eco-churches and there is a methodology to ensure that they are doing it properly. I can also tell him that the Church Commissioners have embarked on a major regenerative agriculture programme. He is absolutely right that we need to talk more about the subject to encourage young people in particular into the Church.
In addition to the involvement that the Church will have with the international ministerial conference on freedom of religion and belief that my hon. Friend is helping to organise in July, we will equip bishops from across the world to respond as effectively as possible to violations of freedom of religion at the Lambeth conference later that month. The Church also continues to work with the Foreign, Commonwealth and Development Office on the implementation of the Truro review.
Does my hon. Friend agree that people may not be aware that freedom of religion or belief is one of the fundamental rights for which people in Ukraine are fighting? In areas of Ukraine such as Luhansk, where pro-Russian separatists have taken areas in the past few years, churches are now required to register to meet. All the Baptist, Seventh-day Adventist, Pentecostal and other Protestant churches have been refused registration, so they meet in a climate of fear.
My hon. Friend has done the House a great service in putting the matter on the record, because I do not think that it was widely known that in the areas that Russia had previously occupied in Ukraine, freedom of religion had been restricted in such a serious way. I am sure that she agrees with the Archbishop of York, who wrote in The Yorkshire Post on Good Friday that we
“must all rise up to make sure Putin does not win”,
so that what she is talking about does not continue.
Has discussion been raised with the global bishops to ascertain how the thriving Anglican Church in Africa can further be instrumental in promoting the treasured freedom of religious belief?
The hon. Gentleman is quite right to raise the issue. Unfortunately, there are serious abuses of freedom of religion and belief across large parts of Africa. The subject will be a major issue for discussion at the Lambeth conference, and we are working with the Foreign, Commonwealth and Development Office to make improvements in the area.
The Church Commissioners are supporting the Church of England’s vision to put its land and resources to good use, as outlined in the “Coming Home” report last year. From our portfolio of development land, we aim to deliver 29,000 new homes, more than 30% of which will be classed as affordable. They range from small edge-of-village schemes to major masterplanned new developments. We aim to respect the planet in the way we build homes where people will thrive.
In my North Devon constituency, we have an acute affordable housing crisis, which was debated only yesterday in Westminster Hall. Will my hon. Friend provide further detail on what the Church might be able to do to assist?
I know how hard my hon. Friend works to ensure affordable housing across her constituency. I can tell her that we are always on the lookout to do more in Devon; in the village of Thorverton, we have built 20 new homes, 10 of which are affordable, and the site has won “best rural development” at the Devon rural housing awards. Of course, we will seek every opportunity to do more to help my hon. Friend’s constituents.
The Church of England is part of the World Council of Churches, the Conference of European Churches and the Churches’ Commission for Migrants in Europe, and works in all those bodies to respond to the challenges of the largest movement of people since the end of the second world war.
In Dorset we are taking care of 20 orphaned children who have lost their trafficked parents in illegal but also fatal crossings of the English channel. Now that the Church of England bishops are making co-ordinated political statements, can my hon. Friend tell me what advice the Archbishop of Canterbury is offering to prevent such situations from happening in the first place so that no more children are orphaned during illegal channel crossings?
Let me first thank all those in Dorset who are caring for the children who lost their parents while they were being trafficked across the English channel. Our hearts go out to them, and we must do everything possible to prevent further such fatalities.
I can tell my hon. Friend that the bishops in the House of Lords have called for more safe routes for allowing asylum seekers to apply at UK embassies, and for better co-operation with the French on the processing of applications across the channel.
The Archbishops of both Canterbury and York have, rightly, been outspoken about the plight of refugees. Does the hon. Gentleman agree that church leaders have an important role to play in contributing a prophetic voice, a voice of conscience, as part of the process of providing the nation with checks and balances, advocacy and accountability, in respect of refugees and other vulnerable groups?
The Archbishop of Canterbury published what I thought was a very balanced article about these issues in The Daily Telegraph yesterday. The hon. Lady has made a valid point: while the Church will cause discomfort to all Governments and, if I remember rightly, did so to her party just before the last general election, I would far rather live in a country where that is the case than in Russia, where the Church is unstintingly supporting an illegal and barbaric invasion.
I was recently humbled to be able to attend a vigil for peace organised by the Penrith and Eden Refugee Network and local churches. Will my hon. Friend join me in thanking churches, faith groups and community groups in my constituency and across the country for all that they are doing to support the people of Ukraine and refugees through prayer groups, vigils, and donations of supplies and financial aid?
Order. I am sorry, but the question is not relevant. Unfortunately, questions must be linked to the main question. Refugees: go on, Andrew, have a go at it.
I thank my hon. Friend for raising an important point. The Church is partnering the Government in hosting many of the Ukrainian refugees for whom his constituents are quite properly caring.
It is precisely because the Church of England recognises the profound importance of families, parents and marriage that the archbishops have set up a commission on families and households, which will make recommendations to both the Church and wider society on how we can strengthen these vital relationships.
According to a recent report from the Centre for Social Justice,
“Marriage has become a middle-class secret. Among high income couples…83% have tied the knot; among low-income parents…only 55% are married. This ‘marriage gap’ is a social justice issue”.
Is the Church of England concerned about that, and if so, what is it going to do about it?
I thank my hon. Friend for raising an extremely important social justice issue. The Church is indeed concerned about it, which is why the archbishops established the commission. Evidence shows that 50% of unmarried men cite cost as a reason for not marrying. I think we can learn from the churches that have often provided not only a service full of love and meaning but free, individually tailored wedding dresses, with the congregation helping with food, drink and flowers. Actions like these can ensure that the joys of marriage are shared equally across every income group. However, the current situation should concern us all.
In 2020, we saw the largest number of people presenting for ordination in a decade, following a sustained commitment by the church to increase vocations, especially from global majority heritage candidates and women. There was a 14% increase in 2020, compared with 2019, and although the pandemic has caused a temporary reduction, we believe that the numbers will soon return to pre-pandemic levels.
What do clergy say is the most rewarding aspect of their ministry, and might that be used to encourage others to take Holy Orders?
Clergy deserve our thanks for all they do to promote spiritual and material wellbeing and especially for what they did during the pandemic, which massively increased demands on them. To answer my right hon. Friend’s question, many would say that the opportunity to share the good news of Jesus in teaching worship and in service to others inspires them, and what a privilege it is to be present at the most significant moments of a family’s life, whether that be baptism, marriage, comforting the dying or a funeral. If I may, I should like to pass on my particular thanks to the Rev. Chris Lawton for the exemplary way in which he took my mother-in-law’s funeral last Friday.
The Church Commissioners, alongside the Cathedral Music Trust, supported cathedral choirs in 2020. Funding was also provided to support the heritage skills of stonemasons, glaziers and others. The culture recovery fund provided more than £60 million for 580 churches and cathedrals, and a partnership with the Wolfson Foundation, the Pilgrim Trust and the National Churches Trust has provided grants to pay for the care of historic interiors and collections.
I am grateful for that answer. I do not always praise the Church of England, but I praise it for these initiatives. My hon. Friend will know what a beautiful city Lichfield is, as I hope you may find out soon, Mr Speaker—I will say no more on that. The cathedral is beautiful, too, and it is not only used for worship; it is also used for the wonderful Lichfield festival. May I invite my hon. Friend to come to the Lichfield festival to see and hear for himself what goes on in that beautiful cathedral?
I believe the Second Church Estates Commissioner will be put up in a house nearby, too.

Having seen pictures of the stunning light displays, I would very much like to visit. I pay tribute again to my hon. Friend the Member for Lichfield (Michael Fabricant) for being such a champion for his cathedral, as well as all things Lichfield. I encourage the Members of Parliament for the other 41 cathedrals to follow his example and champion their cathedrals in the way he champions his.

Commons ChamberThe Church is making every effort to support that important summit to promote freedom of religion or belief. A debate was held on the lack of global religious freedom at last month’s General Synod and I am pleased that my hon. Friend the Member for Congleton (Fiona Bruce), in her capacity as the Prime Minister’s special envoy for freedom of religion or belief, was able to brief Synod members on the huge cost of following Jesus in many parts of the world.
Has my hon. Friend seen the 2021 research report, “Defeating Minority Exclusion and Unlocking Potential: Christianity in the Holy Land”, which reflects the significance of that community’s contribution to public value and welfare but also the vulnerability of its position? Does he agree that the forthcoming ministerial summit presents an excellent opportunity to discuss and debate its findings and recommendations?
I have seen the report and I share my hon. Friend’s concerns about its findings, which show the political and economic instability and the social intimidation that people are facing. The international ministerial meeting in July will provide an opportunity for that research to be widely shared and for the report’s concerns to be addressed.
At the summit coming up this year, it will be really important to have individual stories from the countries where persecution is rife, whether that is China, India, Pakistan, Iran or other parts of the world. Will that be part of the conference?
I am grateful to the hon. Gentleman, who takes a very serious interest in these matters. He is absolutely right. The Archbishop of Canterbury has just been in Pakistan, including Peshawar, where Pastor William Siraj was horrendously murdered on 30 January this year. Those stories must be heard, and he is absolutely right.
The Church is responding through prayer, giving and action. Parishes across the country prayed for peace on 27 February and are supporting humanitarian appeals. Chaplaincies across Europe are providing support to refugees now. The Church has sold its investments in Russian firms and there were no investments, I am pleased to say, in Russian sovereign debt.
Churches throughout my constituency, including St James’s in Norlands, and indeed other faith institutions have been at the forefront of the humanitarian appeal for Ukraine. Can I ask my hon. Friend specifically if the Church Commissioners have plans to sponsor refugees as part of the upcoming humanitarian sponsorship scheme?
Again, I am very grateful to my hon. Friend. I can tell her that the Church of England has been one of the major partners in the community sponsorship of refugees in the past and stands ready to do so again. We are urgently awaiting further details from the Home Office and the Department for Levelling Up, Housing and Communities on how the sponsorship route will work, and we certainly intend to be fully involved.
The Bishop of Durham chairs the multi-denominational Church works commission, which is engaging with the Government on how churches can best participate in family hubs, as we believe that churches, other faiths and the voluntary sector all have a very important role to play in the successful delivery of family hubs.
Church groups have been supporting excellent 12-step programmes, including Alcoholics Anonymous and Narcotics Anonymous, for many years. The all-party parliamentary group on the twelve steps recovery programme from addiction, which I chair, is very keen to hear how the Church Commissioners are supporting mental health and addiction issues, including linking with 12-step programmes in family hubs.
Well, I would be delighted to arrange a meeting with the hon. Lady’s all-party group on this important subject. I can tell her that the Church works commission is already working with Government Departments and leading Christian charities on proposals to tackle mental wellbeing and loneliness. The diocese of Manchester, for example, runs a large-scale project to support young people’s mental health and has a mental health wellbeing youth worker. The Bishop of St Albans leads on our addictions work and has done particular work on gambling.
The Warroch Hill tree planting scheme will sequester carbon, protect water courses and reduce incidents of flash flooding. Local jobs have been created, and the biodiversity of the site is being significantly increased in comparison with its former use as an upland hill farm.
I very much welcome that response, and I also welcome the investment that the Church of England is making in Scotland, but what progress is the Church making to ensure that all of its investments—not only in Scotland, but across the UK—are contributing positively to the environment?
That is a very good and welcome challenge from my hon. Friend, and I can reassure him that the Church Commissioners are committed to the long-term stewardship of our land and seek to adopt best practice in meeting the global challenges of combating climate change and reducing biodiversity loss. Our forests are managed in accordance with the UK forestry standard and the UK woodland assurance standard, which also protect water resources and enhance soils. The Church, along with other major landowners, has also signed the National Trust’s nature-based solutions compact.
We are currently delivering 29,000 new homes, of which around 9,000 will be affordable. These can be small, edge- of-village developments, or major master-planned new communities with, for example, country parks, sporting and community facilities, allotments, schools, shops, healthcare facilities, libraries and cafés.
I thank my hon. Friend for that answer. Clearly, there is a desperate need for social rented housing in this country, and the belief is that we need between 90,000 and 100,000 homes a year. The Church has enormous amounts of land. Will he encourage the Church to give up more of its land for social rented accommodation?
I thank my hon. Friend for that important question, and his passion for this issue is shared by the Archbishop of Canterbury, no less. The Church Commissioners’ land portfolio has the potential to deliver around 30,000 new homes across England, and the Church is determined to play its part in tackling the housing crisis. Developments will have a mixture of market rate and affordable homes, and we are committed to building vibrant communities, learning from best practice in the Duchy of Cornwall and elsewhere. In the village of Shepherdswell in Kent, for example, 10 of the 13 new village homes will be affordable.
The Columba Declaration has led to regular contact between the Churches, and the strengthening of both in serving their nations by co-operating on issues of public policy and promoting Christian life. One example of that is the Thy Kingdom Come partnership for nationwide prayer, adopted in November 2018. In Cumbria the Churches work together to form mission communities made up of all the churches in a locality.
The Columba Declaration set out where the Churches of England and Scotland could allow close and growing co-operation in a multitude of areas, including where mutually supported work between the Church of England’s Mission and Public Affairs, and the Church of Scotland’s Church and Society Council, could work to support refugees. In light of what is happening in Ukraine, has there been any discussion or co-operation about that, under the terms of the Columba Declaration, meaning that the two Churches might pool resources and effort to support refugees who are fleeing that terrible situation in Ukraine?
I am grateful for my hon. Friend’s question, and I reassure him that the two Churches have already been in touch with each other about supporting Ukrainian refugees. They will continue to share experience, and consider carefully whether joint action may be more effective as the situation develops.
Her Majesty the Queen is the supreme governor of the Church of England and a supreme example of a life of public service, inspired by her hope in the Christian gospel. There will be a national service of celebration at St Paul’s cathedral and special services and prayers across the country. The Church of England is an enthusiastic participant in the Queen’s green canopy initiative across all of its 42 dioceses.
In celebration of Her Majesty’s platinum jubilee, St Mary’s church in Princes Risborough wishes to do something practical and expand its community initiatives such as community outreach, mother and toddler groups and over-70s’ lunch clubs. What can the Church of England do practically to support that great ambition?
I am delighted to learn about the excellent work that St Mary’s in Princes Risborough is already doing in the parish, and it would be a fitting tribute to Her Majesty to build on that good work. I suggest that, in the first instance, St Mary’s should get in touch with the director of mission and ministry in the Oxford diocese, who I am sure will have a number of practical suggestions of interest.
May I say in passing how wonderful it is when we have a question session in which the people who reply are succinct and to the point. Perhaps we should get Ministers here for a lesson in how it is done. Will the Second Church Estates Commissioner tell us more about the plans to let this House know what the Church of England is doing in regard to the celebrations?
I am grateful to my hon. Friend for that compliment. I repeat that there will be a national service of celebration at St Paul’s cathedral organised by the Church of England. That will probably be the focal point, but I know that there will be enormous celebrations in his constituency, in mine and, indeed, in every constituency across these islands, and I hope that the Church of England, churches and all faith groups will be at the heart of them.
