Commons ChamberThank you, Mr Speaker. Given that there can be no security for Europe without the intimate involvement of the United States of America, will my right hon. Friend please redouble her efforts to persuade our continental friends—and, indeed, our friends on the Opposition Benches—that, whatever they feel about an individual President’s personal qualities, the way to proceed has to be to reach out to him, to respect his office and to keep strengthening the alliance?
Contrary to the rather negative comments from the Labour party, was my right hon. Friend yet again heartened by Germany? Over the weekend, German Finance Minister Wolfgang Schäuble said in Der Tagesspiegel that there is no question of the United Kingdom being punished for leaving the European Union and that London remains the heart of the global finance industry. What influence does my right hon. Friend think Germany will have over the negotiations?
I am greatly impressed by the range of the hon. Gentleman’s reading matter.
I call Sir Desmond Swayne. [Interruption.] He is a very good-natured fellow but he was chuntering at me at precisely the wrong moment. We will forgive him. I thought he was standing—
I was about to go to an appointment, Mr Speaker.
The right hon. Gentleman now has the opportunity of an appointment with the House. I would be astonished if he has no view to express—it would be a first!
Unsought though it is, I am delighted to have the opportunity to ask: has there been any discussion hitherto about the assets of the European Union to which we might have some claim after 40 years of being a major contributor?
Order. I remember as a Back Bencher in Department of Trade and Industry questions that the hon. Member for Ilford South (Mike Gapes) had No. 1, and I rather irreverently called out, “Get in there, Gapes.” Now is his opportunity. I call Mr Mike Gapes.
Thank you, Mr Speaker. The Prime Minister has referred to her meeting with President Trump, but she has not mentioned her meeting with President Erdogan. Did she take the opportunity to inform other European Union leaders about those discussions, the 3 million Syrian refugees that Turkey is having to take and the support, or lack of it, that President Erdogan feels has come from the EU so far? Did she also discuss with them the customs union, of which Turkey is a member?
Order. Was the hon. Member for Tonbridge and Malling present at the start of the statement?
Thank you, Mr Speaker.
Would my right hon. Friend confirm that the UK is absolutely at the heart of Europe in defence terms? Did she get agreement from partners at the European Council that our alliance with countries such as Denmark and Estonia very much demonstrates that we are far more influential in some of the other areas of European policy than is often recognised?
We want to be able to provide reassurance to people who are EU citizens living here in the UK, and to provide that reassurance also to EU citizens living elsewhere in Europe. I remind the hon. Lady that during the Scottish independence referendum the First Minister told EU nationals that they would lose the right to stay here if the—[Interruption.]
Order. All this finger-wagging at the Prime Minister is rather unseemly. It does not constitute statesmanship of the highest order. The question has been asked, the Prime Minister is going to answer, and that answer must be heard with courtesy.
The First Minister said that they would lose the right to stay here if the EU did not allow an independent Scotland to rejoin, and of course the EU made it very clear that Scotland could not consider that it was going to get automatic membership of the European Union.

Commons ChamberFurther to that point of order, Mr Speaker. I did not in any way intend to be disorderly in this House, and if the hon. Lady is concerned about the reference that I made to her, of course I will apologise for that. I have to say to her, though, that for the last 36 years I have been referred to by my husband’s name. [Interruption.]
Order. No sedentary shrieking from the hon. Member for Rhondda (Chris Bryant) is required. I have the matter in hand. Two points, very simply: first of all, I thank the Prime Minister for what she has just said. Secondly, in so far as there is any uncertainty on this matter, let me dispel that uncertainty. I do so from my own knowledge and on the professional advice of the Clerk. We refer in this Chamber to Members by their constituencies or, if they have a title—for example, shadow Minister—by their title. To refer to them by another name is not the right thing to do. But the Prime Minister has said what she has said, and I thank her for that. We will leave this matter there.
On a point of order, Mr Speaker. With great respect to your statement at the beginning of our proceedings, on behalf of the Commission, that the dress and composition of the Clerks sitting in this House should change forthwith after the recess, may I urge you to reconsider this and to consider whether the whole House ought to have an opportunity to address the matter before it is enacted?
Order. I will come to the hon. Member for Aldershot (Sir Gerald Howarth) in a moment. First of all, in answer to the hon. Member for The Cotswolds (Geoffrey Clifton-Brown), let me say this. There are two elements to the announcement that I made at the start of proceedings. First, I referred to an extension of the range of people working within the Department of Chamber and Committee Services who should have the opportunity to serve at the Table in the Chamber. That constitutes an extension. In 2012, I introduced, with the agreement and co-operation of the Clerks’ department, a scheme that would give young and rising Clerks, who might otherwise have had to wait several years to serve at the Table, the opportunity to do so, being mentored in the process. So the first point I want to make to the hon. Gentleman—I do not know whether he will agree with it, but I hope that it will contribute to the quality of the debate—is that I am merely extending a scheme that was introduced some years ago, which has done no harm to the House; which has not been objected to, to my knowledge, by any Member of the House, including the hon. Gentleman; and which has, in fact, been beneficial.
Secondly, on the matter of wigs, with which I think the hon. Gentleman is, at least in part, preoccupied, I say this to him. If he believes that the time of the House, either in the Chamber or in Westminster Hall, would be well spent by discussing this matter, he knows the avenues that are open to him.
Further to that point of order, Mr Speaker. I agree entirely with my hon. Friend the Member for The Cotswolds (Geoffrey Clifton-Brown). I was taken by surprise by your statement, which had the appearance—I hope that you will not misunderstand me—of an executive order. I was slightly surprised by that, for I had discussed the matter with the Clerk, who had done me the enormous courtesy of asking my view. I had declared informally that I thought that it was sensible to continue, because this is the High Court of Parliament, and I do think that the Clerks, dressed as they are, add to the dignity of the House. Some of us are not always capable of enhancing that, but the Clerks do so.
I have just read the letter from the Clerk of the House to the Chairman of the Select Committee on Procedure, in which he writes:
“Wigs have been worn by the Clerks at the Table for several centuries”.
So why change? The Clerk of the House states that some people take the view
“that the image they convey to those watching proceedings live or on television is of quaintness and of a chilling and antique formality”.
No constituent in Aldershot has ever expressed that view to me, and I think it would be appropriate, at some point, that we should discuss this rather than having an executive order.
First, I thank the hon. Gentleman and, indeed, the hon. Member for The Cotswolds not just for raising their concerns, which they are perfectly entitled to do, but for their courtesy in giving me advance notice of their intention to do so.
I say, with courtesy and on advice, to the hon. Member for Aldershot (Sir Gerald Howarth)—and this is relevant to any response to the hon. Member for The Cotswolds—that this is a matter that can properly be decided by the Speaker. I thought it proper to consult my colleagues on the House of Commons Commission, the strategic governing body of the House, and I must tell both hon. Gentlemen that the House of Commons Commission agreed without objection to the two changes: the extension of those who serve at the Table and the removal of wigs.
Beyond that, I would say to the hon. Member for Aldershot—I tease him a tad here—that my understanding from one who has considerable knowledge and expertise in these matters is that, although certainly during the past couple of hundred years it has been the norm for Clerks serving at the Table to wear wigs, if he goes back some several centuries, which is normally an enjoyable sport to the hon. Gentleman, he will find that in fact Clerks did not wear wigs.
The final point I make to the hon. Member for Aldershot is that it was not an executive order; it was a request from the Clerks themselves, to which I and the members of the House of Commons Commission agreed. People are entitled to their views about it, but the idea that this was something I dreamed up and sought to impose against the will of the Clerks is 100% wrong. The hon. Gentleman might give the Clerk of the House some credit. The Clerk is open to constructive reform, and he has been the champion of it in this case.
On a point of order, Mr Speaker. Have you noted the deep concern expressed by Members from both sides of the House—the 170 who have signed early-day motion 890, and those who do not sign EDMs but have made their views known publicly during the past week—regarding offering the honour of a speech to both Houses of Parliament in Westminster Hall or, indeed, elsewhere in the Palace of Westminster? Will you tell us what approaches have been made to you, what discussions have taken place with the relevant authorities—the keyholders—for such an approach to go ahead, and whether there are any ways in which those of us who have deep concerns about President Trump’s comments can make that known to the responsible authorities?
I am grateful to the hon. Gentleman for his point of order. I will say this: an address by a foreign leader to both Houses of Parliament is not an automatic right; it is an earned honour. Moreover, there are many precedents for state visits to take place in our country that do not include an address to both Houses of Parliament. That is the first point.
The second point is that in relation to Westminster Hall, there are three keyholders—the Speaker of the House of Commons, the Lord Speaker of the House of the Lords and the Lord Great Chamberlain. Ordinarily, we are able to work by consensus, and the Hall would be used for a purpose, such as an address or another purpose, by agreement of the three keyholders.
I must say to the hon. Gentleman, to all who have signed his early-day motion and to others with strong views about this matter on either side of the argument that before the imposition of the migrant ban, I would myself have been strongly opposed to an address by President Trump in Westminster Hall, but after the imposition of the migrant ban by President Trump, I am even more strongly opposed to an address by President Trump in Westminster Hall.
So far as the Royal Gallery is concerned—again, I operate on advice—I perhaps do not have as strong a say in that matter. It is in a different part of the building, although customarily an invitation to a visiting leader to deliver an address there would be issued in the names of the two Speakers. I would not wish to issue an invitation to President Trump to speak in the Royal Gallery.
I conclude by saying to the hon. Gentleman that we value our relationship with the United States. If a state visit takes place, that is way beyond and above the pay grade of the Speaker. However, as far as this place is concerned, I feel very strongly that our opposition to racism and to sexism, and our support for equality before the law and an independent judiciary are hugely important considerations in the House of Commons. [Applause.]
Further to that point of order, Mr Speaker. Two words: well done. [Interruption.]

Commons ChamberA hard border would be disastrous for communities that live along that border, especially in economic terms. What assurances can the Secretary of State offer that the common travel area will be top of the agenda in any Brexit negotiations? Will it be more important than restricting the freedom of movement elsewhere in the UK, for instance? Will Ministers assure us that the common travel area is part of any trade deal done with the European Union?
I commend the work of the Police Service of Northern Ireland, the Security Service and other agencies to keep Northern Ireland safe. The level of threat in Northern Ireland is severe, as that appalling incident underlines. I will continue to work with all partners to secure the safe Northern Ireland we want. I spoke to the Chief Constable on that issue only this morning. [Interruption.]
Order. May I gently remind the House—[Interruption.] Order. We are discussing the security situation in Northern Ireland—a matter of enormous importance and gravity. Perhaps we can respond accordingly.
May I join in the condemnation of the deplorable attack on the police officer? May I also use this occasion to pay a quick tribute to my constituent and opponent, and now fellow former Deputy First Minister Martin McGuinness, for the calibre and tenure of his service in our democratic institutions? I wish him well in his personal battle.
Does the Secretary of State recognise that, in meeting Executive Ministers, he would be meeting Ministers who have taken a pledge to uphold the rule of law, based as it is on the fundamental principles of fairness, impartiality and democratic accountability, including support for policing and the courts? Will he meet that same benchmark and remove the comments he has previously made—
I am very clear on upholding the rule of law and seeing that we support our agencies, which have that independence to pursue evidence where they see it. Indeed, there is a very live ongoing investigation to get to the bottom of that appalling act and hold those responsible to account—it was an appalling act against a brave PSNI officer who was doing his duty, upholding the law and protecting the community.
Order. The hon. Lady can scarcely be heard by anybody, let alone the Minister.
First, the right hon. Gentleman is right that following the meeting of the Joint Ministerial Committee plenary on Monday morning, we agreed to intensify discussion on issues related to the bringing back of powers from Brussels and where those powers should lie within the UK—to intensify that in the run-up to the triggering of article 50 and beyond the triggering of article 50.
On the other question, the right hon. Gentleman really should listen to the answers that are given, because he is trying to imply something that is not there. [Hon. Members: “Oh!”] Yes. We are very clear that we want to see a frictionless border between Northern Ireland and the Republic of Ireland, but I am also clear that one of the objectives of our negotiation is to see as frictionless a border as possible between the UK and the rest of the European Union. Of course, if he is so worried about having a frictionless border between Scotland and countries in the EU, he should not want to take Scotland out of the EU by wanting to see it independent. [Interruption.]
Order. We should not have to allow for the reaction from the SNP Benches to every answer before we proceed to the next question.
Order. I have issued no response and the hon. Gentleman not only should not breach parliamentary protocol but should not tempt me.
I will tell you what standing up for British values is. I and this Government introduced the first Modern Slavery Act in this country. I have ensured that stop and search has reduced, because I do not believe that anyone on the streets of this country should be stopped and searched because of the colour of their skin, and I ensured justice for the families of Hillsborough.
Throughout my political career I have fought Liberal Democrats, and nothing that they do ever surprises me, but I join my hon. Friend in commending the Bill before the House. This House has a very simple decision to take. We gave the right of judgment on this matter to the British people, and they made their choice: they want to leave the EU. The question every Member must ask themselves as they go through the Lobby tonight is: do they trust the people?
Well, the right hon. Gentleman is here now, so let us hear the fellow—Tim Farron.
Order. [Interruption.] Mr Knight, I am very worried about you. You recently suffered from a bad leg. With all that shouting, you will be suffering from a bad head. Calm yourself man!
The Prime Minister will return at some point with a deal with Europe that our people will have to live with for decades to come, especially our young people, 73% of whom voted to remain. Nobody knows what that deal will look like, but someone will get to agree it. Should it be her Government, should it be this Parliament, or should it be—as I believe it should—the British people?
I have already said that there will be a vote on the deal in this Parliament. [Interruption.]
Mr Shelbrooke, calm yourself. You are in a state of excessive excitement, even by your standards.

Commons ChamberOne of the biggest infrastructure projects we are about to engage in is the restoration and renewal of the Palace of Westminster. Will the Minister make sure that this is part of an industrial strategy for Wales? We do not have enough people in this country to complete the work, and we need academies in every constituency in the land to give young people the skills they need to work in this building.
The question is certainly part of an ingenuity strategy, on which I congratulate the hon. Gentleman.
I will obviously not comment on the issue of the refurbishment of the Palace, but I agree entirely with the hon. Gentleman about the importance of getting skills that are relevant to the fabric of buildings in Wales, historic buildings especially. I pay tribute to Coleg Llandrillo Menai, which is doing exactly that—training young people not just in building skills, but in traditional building skills as well.
At the risk of repeating myself, let me point out that the hon. Gentleman is right that 90% of Welsh farming exports go to the EU, which is why I have repeatedly stated that the issue that farmers in Wales are concerned about is access to the single market. That is the issue that will make a difference to Welsh farmers and towards which the Department and the Government will be working.
I call the hon. Member for Kilmarnock and Loudoun (Alan Brown) and wish him and his colleagues a happy Burns night.
The Supreme Court ruling yesterday concluded that the Sewel convention was a convention and therefore not a matter on which it could rule. Our friends in Plaid Cymru are moving to table a legislative consent motion in the Welsh Parliament, and the Scottish Parliament will also vote on a legislative consent motion. Does the Secretary of State agree, in the spirit of democracy, that the devolved Governments are best placed to determine the future of the people living and working in our nations? [Interruption.]
It is a matter for the devolved Administrations whether they choose to table legislative consent motions, and yesterday’s judgment was quite clear. The approach of my right hon. Friend the Prime Minister and the whole Government is to engage positively with the devolved Administrations—the Scottish Government, the Northern Ireland Executive and the Welsh Government—but we will also want to engage with other stakeholders in the nations as well.
It is clear that we want to get the best deal for the whole of the United Kingdom. We want to ensure that the market within the United Kingdom works effectively. After all, the most important market for Wales is the market from within the United Kingdom. The hon. Gentleman can take confidence from the fact that, on the back of this Government’s policy and success, Wales has been the fastest growing economy outside London since 2010.
Order. Colleagues, we are visited today by Speaker Win Myint, the Speaker of the Hluttaw, the Burmese Parliament. He is accompanied by a delegation of his parliamentary colleagues. I am sure the House will wish to join me in welcoming Mr Speaker and his colleagues.
The hon. Gentleman seems to know a lot about these ducal matters; it is most interesting. I am fascinated by the reply, so let’s hear it.
The hon. Gentleman is right that one of the tasks we will have when we leave the European Union is to decide what support is provided to agriculture as a result of our being outside the common agricultural policy. I assure him that we are taking the interests of all parts of the United Kingdom into account when we look at that system and what it should be in future.
Last weekend, my right hon. Friend the Secretary of State for Defence made a welcome visit to Ukraine, where he said that freedom and democracy are not tradeable commodities. As we mark the 25th anniversary of relations between our two Parliaments, may I invite my right hon. Friend the Prime Minister to declare the continuing support of the United Kingdom for the maintenance of an independent sovereign state in Ukraine, which has been subjected to the most outrageous annexation of part of its property by Russia?
I was going to say, Mr Speaker, that it brings back memories.
As the first foreign leader to meet President Trump, the Prime Minister carries a huge responsibility on behalf not just of this country but of the whole international community in the tone that she sets. Can I ask her to reassure us that she will say to the President that he must abide by, and not withdraw from, the Paris climate change treaty? In case it is helpful, can she offer the services of UK scientists to convince the President that climate change is not a hoax invented by the Chinese?

Commons ChamberOrder. I say gently to colleagues that progress is far too slow; we need to hasten the pace. Some reduction in the decibel level—not least from the Chair of the International Trade Committee—would be heartily welcomed across the House.
What I will say is that the SNP should focus on making a success of its new powers for the benefit of the Scottish people. [Interruption.]
Order. Mr Docherty-Hughes, you are a very curious denizen of the House. I had you down as a cerebral and academic type, but you are becoming increasingly hysterical—very curious behaviour.
May I first welcome the fact that the hon. Gentleman’s colleague, the hon. Member for North Ayrshire and Arran (Patricia Gibson), has secured an Adjournment debate tomorrow that will focus specifically on the Ayrshire regional growth deal? I have met the councils and I want that deal to receive support from the UK Government in the way that is most appropriate to make it happen.
At this Scotland Office questions, I am pleased to inform the House that I have just been notified that Andy Murray has won his second round match in Melbourne.
The hon. Lady might recognise that the great repeal Bill will deal with a number of complex issues. At its heart will be the repeal of the European Communities Act 1972. As we look at the Bill and at negotiating our way out of the European Union, we will need to look at the whole issue of reserved matters and devolved matters, but there are many aspects—[Interruption.]
Order. Members of the Scottish National party, led by the right hon. Member for Moray (Angus Robertson) on the Front Bench, who is supposed to be a statesmanlike figure, should demonstrate some calm and reserve while they are being answered by the Prime Minister.
The hon. Lady knows full well that if any part of proposed legislation brought before this House applies only to England, it will be subject to English votes for English laws.
Just looking at the figures on what has happened in health in the hon. Gentleman’s area, I see that there are more doctors in his NHS foundation trust and significantly more nurses, but the—[Interruption.] I know what the hon. Gentleman is talking about and I am about to comment on it, but the hon. Member for Ashton-under-Lyne (Angela Rayner), who is shouting from a sedentary position, might have recognised that he started off talking about the NHS, which is what I am also commenting on. [Interruption.]
Order. I am not going to allow an exchange across the Dispatch Box or across the House at this point. The Prime Minister was asked a question [Interruption.] Order. I require no help from the hon. Member for Birmingham, Perry Barr (Mr Mahmood), which is of zilch value. The Prime Minister will answer, and she will be heard with courtesy, including by the hon. Gentleman.
The hon. Member for Blackpool South (Gordon Marsden) asked me about pressures on the national health service. We are seeing more doctors and nurses in his Blackpool Teaching Hospitals NHS Foundation Trust, and health funding in the hon. Gentleman’s area will be £3 billion this year, and that will be rising with a further £450 million by 2020-21.
As I have said in this House before, we are putting extra money into social care. We are giving local authorities the opportunity to raise more money and spend it on social care. But this is not just about more money; it is about ensuring best practice is spread throughout the country and it is about a long-term solution to sustainable social care for the future, an issue that has been ducked by Governments, including a Labour Government for 13 years.

Commons ChamberWe see EU countries dangerously duplicating NATO’s structures, but without American participation. Would it not do much more for the defence of Europe if France and Germany, and other EU states that are members of NATO, spent a minimum of 2% of their GDP on defence?
I assure the hon. Gentleman that our focus is on ensuring that the UK’s voice is heard when we put forward our opinion on matters such as the sanctions against Russia and the importance of maintaining those sanctions until the Minsk agreement is implemented.
In the pursuit of a soothing, emollient and understated voice, I call Philip Davies.
Something on which both sides of the EU referendum campaign can agree is that one of the big issues during the campaign was the amount of money that we give to the EU each year. Will the Prime Minister therefore pledge that when we leave the EU we will not be paying any money towards the EU budget? Even contemplating that would surely be to contemplate betraying what people voted for in the referendum.
Order. The Prime Minister could always introduce an addendum to her last answer, which would doubtless bring great happiness into the life of the hon. Member for Rhondda.
I must apologise to the hon. Member for Rhondda (Chris Bryant); I was thinking of the Magnitsky law, which he frequently raises in connection with Russia. I apologise for that.
My hon. Friend the Member for Beckenham (Bob Stewart), of course, has personal experience of providing support in circumstances where we need to provide humanitarian aid and support to people. The matter will be taken up by the United Nations, of course; the role that the United Kingdom can play will be a matter for consideration and discussion under the UN’s auspices.

It is accepted that business wishes to see the maximum possible certainty in which to make its investment decisions. Does my right hon. Friend agree that that certainty is not achieved by equivocation or obfuscation about our intention to trigger article 50, but is better served by triggering it promptly and then being flexible and business-focused in the terms of our negotiation and the implementation of the final deal?

Commons ChamberI am grateful to the hon. Gentleman for raising the excellent debate that took place in the other place on 5 December, in which 61 noble Members took part over six hours. It was clear that there was a consensus among all political parties, as there is a consensus among all political parties in this House, that the size of the Lords is an issue that will have to be addressed. Our manifesto commitment set out very clearly that it was not a priority. When it comes to the boundary changes, our manifesto commitment to reduce the number of constituencies from 650 to 600 is critical as it will save £66 million across a Parliament and, crucially, equalise constituencies that for decades have remained unequal.
I do not think anyone is concerned about the size of Lords, but possibly they are about the size of the House of Lords. It is quite important to be accurate about these matters.
Does my hon. Friend agree that while reform of the House of Lords might not be a priority at the moment, if their lordships try to frustrate the will of the British people over Brexit, reform of the House of Lords should become a top priority?
I am not sure about the toilets issue, but the Labour peer, Baroness Taylor of Bolton—a colleague of the hon. Gentleman with whom I am sure he often agrees—commented that while there are 845 Members of the House of Lords, average attendance is around 497. I am not sure what that does to the situation with the toilets.
Let us come back to the boundary changes. The hon. Gentleman has been around for a long time. He knows that when we look at the size of the constituencies in this House, we see that some have 95,000 constituents and some have 38,000. That discrepancy was first picked up on by the Chartists—he may have been around at that time. Two hundred years ago, a working-class organisation demanded change and we are the party that will deliver it.
We are very grateful to the Minister for his history lesson, which I accept he is in a good position to provide, but we must move on.
We have heard a great many words from the Minister. Why can he not understand that it is simply untenable to have a bloated revising Chamber with substantially more Members than this elected Chamber? This comes at a time when, as we have heard, he is ploughing ahead with his plans to reduce the size of this place. He might not think that reform of the House of Lords is a priority, but their lordships do, so what is he going to do about it?
I sat in on my hon. Friend’s ten-minute rule Bill, which I listened to with intent, but while the Government are absolutely committed to first past the post as an electoral system, as set out in our manifesto, we need to ensure that the conduct of elections set out in legislation is carefully managed.
Order. There is far too much noise in the Chamber. We have heard the question, but I want to hear the Prime Minister’s answer.
I join the hon. Gentleman in wishing everybody a happy Christmas. I will of course have an opportunity to do that again on Monday, when I am sure the House will be as full for the statement on the European Council meeting. [Hon. Members: “Hear, hear.”] Funny, that seemed to come from this side of the House but not from the Labour side. I have to say that the Foreign Secretary is doing an absolutely excellent job. He is, in short, an FFS—a fine Foreign Secretary.
Rugeley has a really bright future ahead, but only if we are ambitious, bold and visionary in our redevelopment plans. Will my right hon. Friend outline how the Government’s industrial strategy can create the conditions that will help us to build a sustainable local economy and highly skilled jobs for future generations?
For the benefit of those observing our proceedings from outside, I should state that the Prime Minister was, of course, referring to the outstanding parliamentary rock band MP4.
I applaud the work of MP4, but for the benefit of air quality I am not a member of it! I thank the Prime Minister for her answer.
Social care is crucial. It provides support for people to live with dignity, yet Age UK research has found that 1.2 million older people are currently not receiving the care they need. Will the Prime Minister accept that there is a crisis in social care?

Thank you very much, Mr Speaker. Scotland has some wonderful tourist attractions, many of which are in the border region and Cumbria. Does the Secretary of State agree that there are real opportunities to promote tourism in the border areas, but that that will involve close co-operation between councils on both sides of the border, and is not just about finance?
The answer should relate specifically to SMEs, which I am sure the hon. Gentleman intended to mention.
The unemployment rate in Scotland is lower than that in the rest of the UK, and SMEs in Scotland, as my hon. Friend points out, benefit from this trend as much as any other businesses in Scotland.
I thank my hon. Friend, and I am happy to give that encouragement. The message that the UK Government have heard loud and clear is that businesses in Scotland want stability and not another divisive referendum. Talk of independence is disruptive. What people want now is the economic stability that can be provided only by Scotland remaining in the UK.
I have No. 12, Mr Speaker.
As I have said, the Government are committed to gaining maximum access to the single market and trade within it for all British companies, and that includes Scottish SMEs.

Order. I do not think that the hon. Lady has ever fully realised the extent of her own popularity on the Government Benches.
Is the Secretary of State aware that the value of exports from the rest of the UK to Scotland is more than £50 billion? That is more than the value of Scotland’s exports to the rest of the United Kingdom. Does the right hon. Gentleman agree that, regardless of any constitutional arrangements that may be made in the future, the trading relationship between Scotland and the rest of the United Kingdom is important to both constituent parts?
With reference to the work of the Independent Fiscal Commission, I call the Minister to answer.
I am sure that the Independent Fiscal Commission will have noted that my colleagues in the Conservative group in Holyrood voted against the SNP’s motion because we have absolutely no idea where the SNP stands in relation to the UK’s future relationship with the EU.
Billions of pounds extra into social care through the social care precept and the better care fund; half a trillion pounds being spent on the national health service; a record level of investment in mental health in the national health service—[Interruption.]
Order. Members must not shout down or attempt to shout down the Prime Minister. The question has been asked and was heard, and the answer must be heard.
There is a fundamental point that the right hon. Gentleman refrains from mentioning: we can afford to pay for the national health service and for social care only if we have a strong economy creating wealth, and that is precisely what he is going to hear from the Chancellor of the Exchequer in a few minutes’ time.
Order. This is very discourteous. The hon. Gentleman has a legitimate question and it and every other question should be heard fully and with politeness.
Thank you, Mr Speaker—and I will repeat it. Some remainers do not seem to understand the meaning of the word “democracy”, which I would remind them is government by the people, especially the rule of the majority. With that in mind, what reassurance can my right hon. Friend give my constituents and me that article 50 will be triggered by March next year?

Commons ChamberIt would be remiss of me not to note that the Youth Parliament will be sitting in this very Chamber on 11 November under your command, Mr Speaker. I am sure that we all look forward to hearing young people discuss the issues that matter to them. When it comes to “every vote matters”, we should bear in mind the fact that young people are interested in issues such as mental health and a curriculum that works for everyone, and those are the issues that are being debated in the Chamber. We look forward to working with young people to ensure that their voice is heard.
I hope that the Youth Parliament will be sitting under my encouraging chairmanship rather than under my command, but I am extremely grateful to the Minister for the sentiment that he has expressed.
The Minister will be aware that 16-year-olds in Scotland are able to vote for Members of the Scottish Parliament and for councillors, and that the plans for devolution under the Wales Bill might mean that 16-year-olds are allowed to vote for Welsh Assembly Members and councillors. Will he now give proper consideration to a full and positive report on the need to ensure that 16-year-olds can vote for Members of the House of Commons so that there can be full democracy for people aged 16 and over?
What an outrage to democracy that answer from the Minister was. We have the ridiculous situation that there are more unelected Members of the House of Lords than MPs living in the highlands of Scotland, yet this Government want to cut democratic participation. We will be left with three Members of Parliament for half the landmass of Scotland and the highlands. That is not democratic accountability. Cut the Lords, not MPs.
It was difficult to detect a question there, but the intellectual dexterity of the Minister will enable him briefly to reply.
We have proposals on boundary changes in Scotland, and there is a consultation that I commend to all Members. Some seats in Scotland are twice the size of others, and that historical injustice must be rectified.
Thank you, Mr Speaker. I think that people watching this debate will be terrified by the complacency of this Government. Does the Minister not realise that the twin actions of increasing without limit the number of unelected Members of Parliament while reducing the number of elected lawmakers is seriously damaging this institution in the eyes of our own electorate and lowering the esteem in which we are held abroad?
The Government are striving towards their manifesto commitment to achieve £20 billion of annual efficiency savings by 2020. Cabinet Office functions are supporting Departments by providing expert support and advice in all areas, including commercial property, infrastructure, fraud and error, and debt. In addition, I will be leading a review with the Chief Secretary to the Treasury to see whether further savings are possible over that period.
I know the House will want to join me in congratulating the Minister on the recent arrival of his second child, a brother for Wilfred.
May I add my congratulations as well? I thank the Minister for his answer. How much did the Government deliver in efficiency savings over the last term and how much is to come?
The hon. Gentleman talks about data, so let us go back to the fact that if we delay boundary reform even further, we will be drawing up the seats on the basis of data, in England and Wales, from 2000—20 years ago. That is clearly unacceptable, which is why we must ensure that boundary reform takes place. [Interruption.]
Far too many noisy private conversations are taking place, which is very unfair to Members who want to ask questions and Ministers who want to answer them. Let us hear the voice of the Vale of Clwyd, Dr James Davies.
My hon. Friend’s invitation to some west country cheese and cider is difficult to refuse, so I look forward at some stage to coming down to Somerset and being able to sample those products. He is absolutely right, as others in this Chamber have been, about the importance of our agricultural sector to economies across the UK. Particular parts of the UK rely heavily on the agricultural sector, and we will be taking their needs and considerations into account as we negotiate and deliver the best possible deal for this country in leaving the EU.
May I take this opportunity, which is my first, to welcome my hon. Friend to this Chamber? I congratulate him on his excellent result in the by-election.
My hon. Friend’s question brings back many happy memories for me, because when I was a child Chipping Norton was our local town. I used to go there and spend my pocket money assiduously in the shops, so I have done my bit for his high street in Chipping Norton. We are very clear, as a Government, that the action we have taken on issues such as business rates is there to help to support small businesses.
We are always grateful for a bit of extra information, and we have now had it.

Commons ChamberThis is an issue the hon. Gentleman has campaigned long and hard on. He has asked this question of David Cameron in the past when he was Prime Minister and he has asked it of me as Home Secretary, and I am sure he has asked it of previous Foreign Secretaries. We have our own rules and regulations in terms of how we determine who is able to enter the UK. The hon. Gentleman talks about the old position; it was the position of the UK Government and it remains the position of the UK Government.
There is much to be said for a bit of repetition, which is not a novel phenomenon in the House of Commons.
The majority of voters in South Dorset are also congratulating the Prime Minister on her stance. Does she agree that voters of EU countries will scrutinise their politicians very carefully as we negotiate our exit and vote accordingly at the next opportunity they have if they perceive their leaders doing anything to endanger jobs and prosperity to maintain a flawed political project?
And here was me wanting to save the best for last.
Recently the Secretary-General of NATO called the European Union
“an essential partner for NATO”,
and said that NATO has every opportunity to strengthen
“our unity and practical cooperation even further.”
Therefore, how can a newly confirmed Brexit Prime Minister deliver security without even closer military union with the European Union, as accepted by our NATO allies?
