It is a pleasure to serve under your chairmanship, Ms Bardell. I congratulate the right hon. Member for Islington North (Jeremy Corbyn) on securing this important debate, and I thank all hon. Members for their contributions.

The situation in Ethiopia is truly dire. It is worsening and very fast moving. In recent days, we have seen a further expansion of the conflict to the town of Dessie and beyond, and states of emergency have been called, first, in the Amhara region and, yesterday, nationwide. The provisions of those measures are deeply concerning; increased military powers place restrictions on gatherings and call for civilians to bear arms. We updated our travel advice last week, and again last night. We are reviewing this continually; British nationals in Ethiopia should check the gov.uk website to make sure that they have the most current advice.

We should remember that this has been going on for a very long time. We are at the first anniversary of the start of this conflict. Right now, 7 million people in Tigray and the neighbouring regions need humanitarian assistance—the highest number of people in catastrophic food conditions since the 2011 famine in Somalia. The risk of widespread loss of life is high. Furthermore, humanitarian operations in Tigray are effectively suspended; no food or cash has been able to enter Tigray since 18 October. There have been no fuel deliveries since the beginning of August. There are currently 369 trucks trying to get aid, including medicines, into Tigray. On top of this, Government of Ethiopia airstrikes over the last three weeks are reported to have killed more than 20 civilians, including six children, and injured more than 70. This appalling ongoing situation is causing acute human suffering.

Before the violence had even started, Ethiopia was already suffering from the impacts of climate change and ecological issues—the issues we are discussing in Glasgow this week, and I just got back overnight. We should be focusing our attention right now on combatting these long-term climate impacts and on how we can use our £2.7 billion adaptation budget—about half of which will go into Africa—to help countries such as Ethiopia. Instead, we are seeing increased conflict, which is simply compounding human suffering. Today, children in Tigray are dying from malnourishment.

The response to the humanitarian crisis continues to be hampered, not only by the intolerable blockade, which in itself is intolerable. At the end of September seven key UN officials were expelled, and in October an airstrike took place while a UN humanitarian air service flight was in the air, putting humanitarian workers in grave risk. That should never have happened. Shockingly, 23 humanitarian workers have been killed in Tigray this year, including staff working on UK-funded programmes. The UN and NGOs are now withdrawing their staff from the region.

In seeking this debate, hon. Members are right also to consider the impact of what is happening in Sudan, which is facing significant internal challenges. I visited Sudan two weeks ago and I met representatives from many different parts of the Government, but also from civil society, including women activists, entrepreneurs and community leaders. I saw at first hand how the UK school feeding programme is enabling children, and especially girls, to attend school. That was before the coup. As I made it clear to the House on the day of the coup d’état in Sudan, the UK strongly condemns the arrest of civilian members of Sudan’s transitional Government by the military.

The hon. Member for Argyll and Bute (Brendan O'Hara) asked what we were doing with international partners. With them we are absolutely continuing to maintain public, international pressure on the military to restore the democratic transition. I personally commended the African Union’s leadership in its decision at a joint AU-UN Security Council meeting on 28 October to suspend Sudan from all activities. Together with partners we are also seeking a special session of the UN Human Rights Council as soon as possible to discuss the situation and maintain pressure to return Sudan to the democratic transition. Its people demand it. Furthermore, as part of our engagement with Gulf countries we are looking to release a statement with partners shortly. Our position is very clear; we continue to call for the military to release all unlawfully detained civilians and fully restore the civilian-led Government. Violence against civilian protestors must stop.

The right hon. Member for Islington North suggested that 60,000 Ethiopians have fled from conflict in Ethiopia to Sudan. It is actually more than 80,000. Refugee camps are struggling to absorb so many people. I also want to make it clear that the crisis in Ethiopia is man-made. It has been caused by human actions and decisions. There is no military solution. We have consistently called on all the warring parties to end hostilities and seek a political dialogue and a peaceful solution. We have made these points repeatedly to the Ethiopian Government and the Tigrayan authorities. We have also called for Eritrean troops to withdraw. When I became the Minister for Africa, I prioritised meeting the Ethiopian ambassador as my first meeting with a London-based ambassador. During the meeting, I pressed the need for urgent humanitarian access and an end to hostilities. The British ambassador in Ethiopia saw the Prime Minister and the Deputy Prime Minister last week and reiterated that call.

The UK has been very active on the world stage. We led the call for the first Security Council discussion on the conflict in November last year, and we have kept a spotlight on this at the UN. There have been six closed meetings and two open meetings of the Council to date. The Government have also called for consistent action at the Human Rights Council. In October, the UK led a joint statement signed by 43 partners, calling on the Ethiopian Government to reverse their decision to expel seven senior UN officials.

My hon. Friend the Member for Tewkesbury (Mr Robertson) pressed the need for the Ethiopian situation to have focus at the highest levels, and I reassure him that that is happening. The Foreign Secretary joined her international counterparts, including Secretary of State Blinken, in conversation with AU special envoy Obasanjo on 12 October. I also discussed the situation with Kenyan counterparts, including President Kenyatta, yesterday at COP and with a number of African leaders during my two days in Glasgow. It is a principle of the African Union, which is based in Addis Ababa in Ethiopia, that African solutions should be found to African problems. It is, of course, right that African partners are taking the lead on trying to find an end to the conflict, but I want to be utterly clear that the UK is working to fully support them in their efforts.

The right hon. Member for Islington North mentioned arms sales. I reassure him that there are no exports of arms from the UK on available records. The UK Government will not grant an export licence if to do so would be inconsistent with the consolidated EU and national export licensing criteria, which have respect for human rights and international humanitarian law. Arms for the conflict are sadly likely to come through formal arms sales and some smuggling routes. We are concerned about reports of arms arriving in Ethiopia and continue to push all international partners to call for an end to the conflict and support the peace effort.

The Chair of the Select Committee, the hon. Member for Rotherham (Sarah Champion), asked about atrocity prevention. The FCDO is committed to atrocity prevention in all contexts. FCDO staff can draw on the expertise of a new FCDO conflict centre, which was announced in the integrated review in March. We are in the process of fully establishing that centre. It will draw on expertise from across Government and beyond to develop and lead the strategic conflict agenda, harnessing the breadth of conflict and stability capabilities and working with partners to increase our impact. It will work on thematic issues, including preventing sexual violence in conflict, sanctions, women, peace and security, girls’ education, children in armed conflict, and freedom of religion or belief.

I will not take interventions until I clear a few more important lines.

The hon. Member for Glasgow North (Patrick Grady) mentioned our commitment to long-term projects in Africa. This week, right at the outset of COP26, the UK demonstrated our long-term commitment to the continent. We have mobilised international support and finance from donor countries to protect the Congo basin. I remind the hon. Member that many parts of the Congo basin have long suffered from conflict. We are committing new funding to support African countries in rolling out critical projects to adapt to climate change, and in partnership with South Africa, the USA, the EU, Germany and France we announced the ambitious Just Energy Transaction, which is mobilising $8.5 billion to support decarbonisation efforts in South Africa—a big project for South Africa’s stability and the future of our planet.

The hon. Member for Birmingham, Edgbaston (Preet Kaur Gill) mentioned prioritising humanitarian aid. As a result of last week’s Budget, we were pleased to announce that we will be increasing our funding for our highest priorities, including using more bilateral investment. That means spending aid money directly on our priorities, including lifesaving humanitarian aid, and especially prioritising the UK’s world-class organisations and our own frontline work. That is absolutely a focus for the Foreign Secretary.

On 16 October, the Foreign Secretary and I announced a further £29 million of humanitarian aid for northern Ethiopia, taking our commitment to more than £76 million. The UK is the second-largest donor there, and our finances provided water, healthcare and nutrition to hundreds of thousands of people facing famine. It is truly heartbreaking to see the continuation of this terrible conflict, which is also pulling resources away from the long-term development areas that Ethiopia had started to make such impressive progress in.

I really want to get my important statements out. I will come back to the hon. Lady at the end.

As many hon. Members have mentioned, the conflict has been marked by intolerable levels of sexual violence. They are appalling, and we are appalled and outraged at them. The UK is delivering essential services to survivors of sexual violence and to those at risk of sexual violence in northern Ethiopia. Our programmes provide individuals with critical support and care, including support for emergency mental health services. However, without sustained humanitarian access, these vital programmes for those horrifically abused women and for women at risk of abuse cannot be delivered.

We have strongly supported the joint investigation by the United Nations High Commissioner for Human Rights and the Ethiopian Human Rights Commission. Their report was published just a couple of hours ago; we are studying it carefully and will push for justice and accountability as the situation demands.

All sides must protect civilians and put humanitarian needs first. That means prioritising negotiations over military activities. I call again on all parties to allow humanitarian supplies to flow. Without that, we fear that many thousands of people will die. When the UK ambassador spoke to Deputy Prime Minister Demeke and Prime Minister Abiy in recent days, he made it clear that we must see an immediate improvement in humanitarian access and meaningful engagement in peace efforts. The expansion of hostilities by the TPLF and now the Oromo Liberation Army are displacing hundreds of thousands more people and further destabilising the country.

I call on all parties, in particular the TPLF, the Government of Ethiopia and the Oromo Liberation Army to stop fighting. The continued advance of TPLF and OLA forces must stop. They should not enter Addis Ababa.

I want to ask the Minister about the Sudanese aid funding. The Department for International Development was a long-term investor in the Sudanese peacebuilding process. That funding was entirely cut. Will she look into that cut and commit to returning to funding peacebuilding in Sudan, given what has happened recently?

The UK has not only been a significant funder in Sudan, but has provided the bridging loan to help Sudan clear its arrears with the African Development Bank as part of that restructuring. We are a leading donor to Sudan. In addition to humanitarian assistance, our support had been focusing on the Sudanese Government’s twin priorities of the economy and peace. Importantly, we were putting support into the family programme, which helped to support those on the lowest incomes.

We really need to stabilise the situation in Sudan. Right now we need to see a return to civilian Government and the stabilisation of the situation, and we need to see aid coming through. We have spoken to the UN food programme today to see whether it is getting food aid, because of the blockade in Port Sudan. That is the key priority.

To sum up, we are under no illusions about the gravity of the humanitarian situation in Ethiopia. We will continue to provide aid to those who need it, and we call for that aid to be able to be delivered. We keep pushing the Government in Ethiopia, the TPLF and all—

The UK is committed to being a force for good in the world, which includes upholding the rule of law. We promote the rule of law through our policy and programme engagement, which includes the UK’s Rule of Law Expertise Programme. That engages with stakeholders across the legal, judicial and development sectors, and is currently working in Nepal, Nigeria, Uganda, Malawi, Kenya, Rwanda and Tanzania.

For many poor people around the world, lack of access to justice is their biggest issue. If someone is too frightened to go to school because they think they will be raped on the way, or too scared to develop their smallholding because they think someone will steal the land, it will be much more difficult to escape poverty. What proportion of our development spending goes on ensuring easy access to a robust criminal justice system for the global poor?

My hon. Friend is a true campaigner for freedom, human rights and, as we have heard, access to justice. Many of the UK’s programmes contribute directly or indirectly towards access to justice, and we therefore do not quantify the exact proportion of our development spending in that area. The UK remains a world leader in international development, and we use our aid budget to strengthen democratic institutions, defend human rights, champion free media, and promote effective governance.

I am sure the Minister agrees that reports that the Turkish Government are to expel many of our allies’ ambassadors from the country, after they rightly raised concerns about the ongoing slide in civil liberties and freedom of expression, are extremely worrying. We simply must not hang our allies out to dry. Given that Turkey is a key NATO ally, will the Minister join us in finally making clear, as she has not publicly in the past, that the UK will not accept any further attempts to undermine civil liberties, and that we stand with the 10 countries whose representation in Turkey has been affected by such a provocative act?

We are very pleased that Turkey and the 10 countries concerned have found a way to resolve this diplomatic crisis. We will continue to work closely with Turkey, which is a very important NATO ally, and we will continue to work with other key partners to strengthen the productive ties with Turkey from which we all benefit.

T3. As we encourage the take-up of the booster jab here, we know that we are not safe until everyone is protected. The same applies globally, yet the vast majority of Africans are yet to receive a single jab. Only 2% of Nigerians have been jabbed, for example, despite Nigeria having the potential to manufacture its own vaccines. Will the Secretary of State work to identify and equip the many manufacturing and fill-and-finish facilities required in Africa, as Labour is calling for, so that Africa can afford to vaccinate Africans?

The UK committed more than £500 million to the COVAX facility and helped it to deliver more than 81 million doses to 44 African countries. In addition, we are providing UK emergency medical teams to 10 African countries. We have put a public health rapid support team into Nigeria, Gambia, Tunisia and other countries in Africa. At the World Bank annual meetings the week before last, I raised the importance of ensuring longer-term vaccine financing for Africa and that all programmes work together. We are strengthening the support that we give in African countries, to help them to have the health systems they need to continue providing essential health and getting those vaccines out.

The Foreign Secretary referred in her opening remarks to the work that her Department was doing, but did not mention the support that she is providing for environmental projects, particularly the valuable projects in the Congo basin. May I ask her to ensure that the work she does on land, in forests, is matched by support for marine projects, where the loss of habitats is equally serious and the benefits for tackling climate change can be enormous?

I assure my right hon. Friend that this Government are determined to protect the ocean. We are leading international efforts to protect 30% of the world’s ocean by 2030, and are substantially increasing our investment to support that. Our £500 million blue plant fund will protect mangroves and coral reefs, tackle ocean plastic pollution, and reduce coastal poverty.

What discussions has the Foreign Secretary had with the Government of Nigeria about the attacks by Boko Haram and other groups on just about every minority in Nigeria, particularly Christians?

We absolutely condemn violence across Nigeria. These attacks have devastating effects on all communities. Religious identity is a factor in some incidents of intercommunal violence, but the root causes are very complex. When I met African heads of mission in London on 21 September, I emphasised that democracy, human rights and the rule of law are all core UK values and that those values also include the freedom of religion or belief.

We know that 2,763 Yazidi women, girls and children are still missing, seven years after they were abducted by Daesh in Iraq. Many were taken as sexual slaves and child soldiers. Will the Minister meet me and members of the all-party parliamentary group for international freedom of religion or belief to review what action the UK can take to support the call to assist those people by members of the International Religious Freedom or Belief Alliance this week?

Can the Foreign Secretary and former Lord Chancellor impress upon her counterparts in Poland the importance of a judiciary that is free from political interference, as that seems to be under threat there? Can she also reiterate that, post Brexit, Her Majesty’s sovereign Government control their own border policy, which totally entitles them to exclude hate speakers such as the polemicist Rafał Ziemkiewicz, as happened the other day at Heathrow airport?

I am grateful for the opportunity to answer this urgent question. The UK most strongly condemns today’s arrest of civilian members of Sudan’s transitional Government by the military. We are also deeply concerned about reports of shooting at protesters, which must stop.

Over the past two years, Sudan has been on the delicate pathway from oppressive, autocratic rule towards freedom and democracy. The UK has been a consistent and firm advocate for the democratic transition since the 2019 revolution. The acts of the military today represent an unacceptable betrayal of the Sudanese people and their journey to democracy.

I was in Khartoum just last week, when I stressed the need for all parties to support the civilian-led Government’s work to deliver the democratic transition, the process agreed by all sides in the constitutional declaration of August 2019. The military leadership in Khartoum cannot claim to be committed to a democratic future while simultaneously acting unilaterally to dissolve the transitional institutions and to arrest leading civilian politicians.

The Sudanese military agreed to the power-sharing agreement, as outlined in the constitutional declaration. Having arrested the Prime Minister and others today, the military have undermined the trust placed in them by the people of Sudan to deliver democracy.

At this very moment, there is a communications blackout and, therefore, only intermittent contact with my officials in Khartoum, but they are working to establish the full details of the situation. We have updated travel advice to reflect the unrest, and we will keep it under review to ensure the safety of British nationals and our staff, although I understand there are no flights at the moment. We are working with international partners and expect to make a public statement later today. I will also speak to my US counterpart later today.

As we know well in this place, disagreement and debate are essential features of democratic politics. Disagreement and debate are neither a threat to Sudan nor a threat to the Sudanese people, and as such I urge Sudan’s military leadership to change its course, to release detained politicians, including Prime Minister Hamdok, and to ensure Sudanese people can protest without fear of violence. The actions of the Sudanese military today are wholly unacceptable.

Women were a major driver of the 2019 protests that fought so bravely for democracy. Last week in Khartoum I met inspiring women leaders, inspiring women social reformers, inspiring women entrepreneurs and inspiring women community leaders, including the truly awe-inspiring Mama Iqbal, who successfully eradicated female genital mutilation in her 200,000-strong community of Tutti Island. She has undertaken to roll out her work across the country with help from UK aid.

Women and girls have a vital role to play in Sudan’s future, and the UK stands with them. The military’s actions today have betrayed all the people of Sudan, but especially the women and girls.

I thank the Minister for her comments. The last military coup in Sudan resulted in a long and brutal dictatorship that caused extraordinary human rights abuses, including war crimes, genocide and crimes against humanity. The armed forces in Sudan must remember that the military belongs to Sudan, and Sudan does not belong to the military.

Last week the UK Government relaunched the UK-Sudan strategic dialogue, and the Minister met General al-Burhan on Wednesday 20 October. According to the official communiqué, the discussions involved a productive exchange of views concerning the civilian-led transition to democracy. Can she clarify what those productive discussions included? Have the upcoming meetings of the strategic dialogue been cancelled? Is the additional assistance announced last week still planned?

Will the Minister join me in urging the Sudanese military to ensure that protestors and those engaged in civic action in the coming days are not harmed in the horrific manner that we have seen in recent years? Today, reports of injuries and the use of live ammunition are already reaching us. The communication shutdown must be lifted, and we must be clear that not only will any attempt to cover up attacks on protests fail, but responsibility for the cover-up will be on the shoulders of those currently in power, and we will pursue them. There can be no sustainable peaceful transition unless there is also transitional justice. On taking power today, General al-Burhan suspended the investigation into the 3 June 2019 massacres. Will she join me in condemning that?

Any truly global Britain must be assertive in its support for democracy. As chair of the all-party parliamentary group for Africa, I know that our reputation has yet to recover from the devastating in-year cut to our global aid budget that the Government announced this year. Our response today and in the coming days will be seen as a template for how the UK supports democratic transitions across Africa. We must not fail.

In last week’s meetings of the dialogue between the UK and Sudan, we worked on a number of issues including the support that we have been giving the Sudanese for their transition towards democracy and support for their constitutional arrangements as well as on economic matters. During that visit, I had the opportunity to meet both Prime Minister Hamdok and General al-Burhan as well as other key Government members. I stressed to all parties the importance of supporting the civilian-led Government and upholding the constitutional declaration and Juba peace agreement as well as continuing to progress the transition. I also reaffirmed our commitment and strong advice for them to continue to work with the International Criminal Court and to respect that process. I also urged the Government to increase their efforts to end the blockade of ports and transport links in eastern Sudan.

The UK has taken a leading role in supporting Sudan to hold to account those responsible for past crimes, including our support for the ICC and for investigations into the 3 June killing of protestors. It is vital that those in Sudan should continue to work with the ICC to hold those responsible to account. Those responsible for today’s action should also be held to account.

I welcome the Minister’s words and the urgent question called by the hon. Member for Newcastle upon Tyne Central (Chi Onwurah). The reality is that this is a situation over which we have little control. What conversations has the Minister had with Governments in the region who have traditionally supported the Sudanese military? What conversations has she had with neighbouring states such as Egypt, Ethiopia, South Sudan, Somalia and Somaliland, and, over the other side of the Red sea, Saudi Arabia, on whom so many people in Sudan rely for economic support and, in many cases, much more than that?

I thank the Chair of the Foreign Affairs Committee for his questions. As I said in my response, we are working with international partners and expect to make a public statement later. On the African Union’s response to the situation in Sudan, we welcome the statement of dismay at today’s event by the chair of the AU commission, Moussa Faki, and we will work with all of Sudan’s international friends to apply pressure on the military to return Sudan to the path of democracy.

We are actively calling for a briefing at the UN Security Council to ensure that the situation gets the highest levels of international attention that it deserves. The UK welcomes the statement by the UN Secretary General condemning the military’s actions. As I said, I will also speak to my US counterpart later today.

I thank my hon. Friend the Member for Newcastle upon Tyne Central (Chi Onwurah) for securing this urgent question today. I welcome the Minister to her role and thank her for meeting me last week, when we discussed Sudan among other issues. I hope that that constructive approach, also shown by her predecessor, who is with us today, will continue.

Like the Minister and the international community, the Opposition unequivocally condemn the coup and share the strong sentiments that she expressed over the arrest of Prime Minister Hamdok and others. That has put the democratic process in Sudan in peril and risks further instability at an extraordinarily difficult time for ordinary civilians there when it comes to access to food, water, healthcare and many other aspects, let alone the precarious state of the economy—and especially, as she said, for women in the country.

The Minister noted that last week she visited a number of key projects, including with women. She also met the now arrested Prime Minister and the general who led the coup. She described those meetings as positive at the time and wished the Sudanese well with the democratic transition. I do not doubt in any way her sincerity or intent in those meetings—it is important that she went—but what does she think has gone so wrong in the last few days?

Can the Minister say a little more about what we are doing to take immediate action with our allies in the region and, more broadly, at the UN Security Council and in our bilateral relationships? Has the Foreign Secretary tried to speak to General al-Burhan and what of our embassy and special representative? She mentioned the communication difficulties. Are we aware of any contact with the coup leaders, urging them to step back from this absolutely appalling state of affairs?

Does the Minister regret the decision of the Chancellor, Prime Minister and the last Foreign Secretary to slash our support to Sudan, and to much of the rest of Africa, at such a fragile and critical time? Over 50% of our budget was cut in the last year, from £142 million to £62 million; that risks our influence, let alone our ability to help the Sudanese, who will face the consequences of these terrible events.

The Minister announced a number of key projects on her visit, including an InfraCo visit in November, British Council support, humanitarian assistance and safe drinking water projects in Port Sudan. Are those now at risk? What of them? Obviously, as has been said, there are regional implications, both political and humanitarian. There are crises in South Sudan, Ethiopia, Eritrea and elsewhere—famine, conflict and instability. What assessment has she made of the risks of huge failure in the region?

The Minister rightly pointed out the need to bring to justice all those responsible for past atrocities, including former President al-Bashir and others responsible for crimes in Darfur and elsewhere. Does she now believe that those processes are at risk? She rightly mentioned the investigation into the 3 June massacres. We understand that that has now been stopped. I join her in urging for that investigation to continue; it is absolutely critical.

There are Sudanese in my constituency in Cardiff and across the UK who will today be deeply fearful for their families and others—especially those women protesting bravely in the streets. There are already reports of gunshots and burning barricades at the protests and fears of a return to civil war. We on the Opposition side join the Minister in urging an urgent return to peace, dialogue and the democratic transition—not this betrayal of the agreements and hopes of the Sudanese people.

As I said earlier, during my meetings last week I stressed to all parties the importance of supporting the civilian-led Government, the constitutional declaration and the Juba peace agreement and of progressing with the transition as well as continuing to co-operate with the International Criminal Court. I repeat those messages today.

On humanitarian aid, the UK stands by the people of Sudan. We have been a leading donor of such aid in Sudan. It is already the fifth largest humanitarian crisis in the world and the actions of the military do not change the urgent need for assistance. The ordinary Sudanese people must not suffer as a result. I saw first hand how UK aid through the World Food Programme is giving school food at a school just outside Khartoum to girls in great need of food support. It is also encouraging them to come to school and be educated. Given the challenges that many Sudanese people face, the UK urgently continues to call for an end to the blockades in east Sudan and for humanitarian aid and vital supplies to be able to flow without hindrance.

On financial support, we have invested £150 million in Sudan since the revolution, including £80 million in the Sudan family support programme, which is helping citizens cope with the necessary economic reforms, and a £148 million bridging loan to help clear Sudan’s arrears with the African Development Bank. We will consider the impact of today’s events on our support, including with key international financial institution partners.

The whole House will want to thank my hon. Friend for what is, I think, her first reply to an urgent question in this role and for the robust nature of it.

This is a dreadful setback for the people of Sudan and a horrific reminder to so many on both sides of the House of the awful days of the genocide—as George Bush described it—in Darfur and the international pariah military regime of General al-Bashir. There will be concern that this could not have taken place without at least the passive acquiescence of the Saudis. Can my hon. Friend reassure the House that all discussion about the forgiveness of £600 million of Sudanese debt under debt relief schemes will now be put on hold until the military return to barracks and a lawful regime is put in place? Will she consider all sanctions, including the Magnitsky sanctions, being deployed against these international criminals who have illegally taken over Sudan?

I thank my right hon. Friend for his very kind words. As ever, he is deeply thoughtful on these matters. I agree that this is a totally unacceptable betrayal of the people of Sudan who have stood up for their democracy and freedom.

Regarding the debt clearance, the UK used our G7 presidency to agree an ambitious financing package to clear Sudan’s arrears with G7 Finance Ministers and other international partners on the IMF board. It was a really important part of that pathway towards democracy and a stronger economy. As I have said, we will consider the impacts of today’s events on our support, including with key international financial institution partners.

I warmly commend the hon. Member for Newcastle upon Tyne Central (Chi Onwurah) for bringing this urgent question forward. I also commend the Minister for her reply, with which I agree entirely. There is a lot of agreement across the House that this is a very serious setback. The SNP stands four square behind international law, which cannot be taken à la carte—that applies as much to Northern Ireland protocols as it does to any other peace agreement anywhere else. Coherence across Government is really important for integrity and credibility internationally. This is a coup; it is a betrayal. The fact that the Minister was in Khartoum last week indicates just how little traction we have over events, as the Chair of the Foreign Affairs Committee has said, and I regret that. I particularly liked her remarks about holding people collectively and individually responsible for recent events, because that is very important. Can she reassure the House about arms exports to Sudan and what assessment the Foreign, Commonwealth and Development Office has made of the flow of arms into Sudan and how they are being put to use? Furthermore, the UK is presently providing military support to the Sudanese army. That was unsuccessfully challenged in the High Court in July, but can we take it as read that that support is now being suspended?

What do we know about the ideological make-up of the military coup plotters? In particular, what is the relationship, if any, between them and the quite strong Islamist movement within the Sudan?

I thank my right hon. Friend for his question. As I have stated, there is a communications black-out at the moment and therefore contact is intermittent. I note that General al-Burhan made a statement today, but I say back to him one more time —I do not think that one can say this enough—all parties should support the civilian-led Government, the constitutional declaration and the Juba peace agreement. The military leadership cannot claim to be committed to a democratic future while simultaneously acting unilaterally to dissolve transitional institutions and to arrest leading civilian politicians.

I welcome the Minister’s response to the urgent question and thank the hon. Member for Newcastle upon Tyne Central (Chi Onwurah) for bringing it to the House.

The Minister has said that what has happened today is a real setback for the rights of women and girls in Sudan. Will she also join me in saying that it is also a real setback for religious minorities there, because under the previous Government the apostasy laws were removed and there was real improvement for religious minorities, including the Christian community? Will the Minister work with the International Religious Freedom or Belief Alliance, which I co-chaired when I was the British envoy, to ensure that a multilateral approach can be taken with regards to the United Kingdom’s continuing commitment to freedom of religion or belief?

My hon. Friend has a true passion for freedom of religion or belief, and I absolutely share that passion. As I said, the acts of the military today have been an unacceptable betrayal of all the people of Sudan who have stood up for that freedom and democracy. It is vital that Sudanese people should be able to meet to protest and to pray without fear of violence. That is another reason why we are so concerned about the actions today, and why we say that the actions of the military today are wholly unacceptable.

I welcome the Minister’s response to the urgent question. I am sure that the Government, along with others, will make it quite clear to those in control that we expect no harm to come to the Prime Minister and others who have been arrested. Further to the point raised by the right hon. Member for New Forest East (Dr Lewis) a moment ago, I am sure that the Minister will be aware that it has been reported that Sudan’s Islamist political movements have, in fact, been calling for such a coup against the civilian members of the transitional Government for several weeks now. In the light of that and the point made by the Chair of the Foreign Affairs Committee, I wonder what effect the Minister thinks these events are going to have on the wider political situation in the region.

I absolutely agree, not only that no harm should happen to those who have been arrested today, but, furthermore, that they should be immediately released. As I said earlier, we will continue to work with all Sudan’s international friends and with the African Union to continue to reapply pressure on the military to return Sudan to that path to democracy. That is incredibly important not only for the people of Sudan, but for stability and democracy across the whole area.

I thank the Minister for her response to the urgent question. The arrest of the Prime Minister of Sudan is the latest act in an increasingly violent situation in Sudan, which is spiralling out of control. Alongside that, and bearing in mind the well reported violations of human rights against Christians and other minority groups within that country, what steps can the Minister take to ensure that additional support and assistance will be offered to those vulnerable minorities on the ground and what form will that support take?

When I was in Khartoum last week, the situation was already extremely tense. The date of 21 October is an important day in Sudan, when people come out on to the streets to celebrate democracy. It was very important that those actions were allowed to happen peacefully; that was a large part of what I was calling for when I was meeting people there. I was extremely pleased to see that Thursday was peaceful—that is, that they were peaceful demonstrations and that there was no action taken against them. As I said earlier and I will say again, it is really important that Sudanese people are able to protest without fear of violence. That includes minority groups, women and girls, and all the people of Sudan. Again, that is why the actions today are so unacceptable.

I think we should take that extremely seriously, in terms of western geopolitical interest. We are not talking about uncoordinated local attacks, terrible as they might be in terms of human lives. We are talking about whole provinces in danger of being lost by the central state. We have seen what has happened in Afghanistan. If anybody thinks this will not come back to bite us in terms of terrorism being exported, that may be a rather sanguine point of view.

Let me finish with a comment from Bishop Paluku Sikuli Melchisédech of Butembo-Beni in the Democratic Republic of the Congo. He has given a harrowing account to Aid to the Church in Need of the Islamist insurgence in the country, saying that

“The number of incidents is particularly high in the northern part of our diocese. Armed groups are destroying schools and hospitals. Teachers and pupils are being killed. They are even killing the sick as they lie in their hospital beds. Not a day goes by without people being killed.”

He added:

“We need centres where people can go for therapy. Many people are traumatised. Many have watched as their parents were killed. There are many orphans and widows. Villages have been burned to the ground. We are in a state of utter misery.”

The bishop implied that the Government of the Democratic Republic of the Congo are complicit in the violence. He said that

“The state as such does not exist.”

I have been to the Democratic Republic of the Congo, and it is a failed state. There is no doubt about it. The Bishop said:

“The reach of the government does not extend into the east, be it out of weakness or complicity.”

Responding to the growing threat of extremist Islamisation, the Bishop said:

“Islam is being forced on us. Mosques are being built everywhere, even though no one needs them. The mosques do not look like the traditional ones we are familiar with.”

He added that

“anyone who has been kidnapped by these terrorist groups and managed to escape from them alive has told the same story. They were given the choice between death and converting to Islam.”

What about the UK response? We have the Minister here. What can we do? The evidence is overwhelming and appalling in terms of human dignity, rights and peace, and also a danger to us. I have said the Government, and the previous Government, were too reticent in these matters, but we have had progress. We welcome the changes we have seen in recent years, particularly the Foreign, Commonwealth and Development Office’s review chaired by the Bishop of Truro into Government support for persecuted Christians. The review issued its report in July 2019 and we received a solid commitment from Ministers to implement its recommendations.

The situation in central Africa shows the Government need to do more. In particular, the Prime Minister’s special envoy for freedom of religion or belief, my hon. Friend the Member for Congleton, needs to have—I say this directly to the Minister—a properly dedicated civil service resource. She cannot say this herself; she is an absolutely committed lady, but she has not been given the support she needs from our Government in terms of support from senior Ministers, such as the Foreign Secretary, or in terms of resources given to her. Too often in Government, hon. Members are appointed as envoys to keep them quiet, but this lady is not going to be quiet. All right, Minister?

It is a pleasure to serve under your chairmanship, Mr Sharma. I thank the hon. Member for Strangford (Jim Shannon) for securing such an important debate. I commend him for his tireless work in defending freedom of religion and belief.

I thank my predecessor as Minister for Africa, my hon. Friend the Member for Rochford and Southend East (James Duddridge). He worked tirelessly to build strong relationships across Africa and put great effort into promoting this cause during his time in the role. I am absolutely committed to continuing work on this important issue.

My own interest in bringing people together across religious divides comes from my childhood and teenage years, when I saw the work that my mother did as a volunteer English doctor in Northern Ireland, reaching out to Catholic and Protestant communities, and bringing them together to help in that long journey towards peace. It is also rooted in memories of my grandmother, a theologian, who was one of the people who worked towards and succeeded in setting up the World Council of Churches after the war.

I thank all the members of the all-party parliamentary group for international freedom of religion or belief who have come here today. I have taken note of their annual commentary. It provides valuable insights and I would be delighted to meet the group’s members.

Violence against any person because of their religion or belief, or indeed lack of belief, is completely unacceptable. I deeply agree with hon. Members, including my hon. Friend the Member for South West Bedfordshire (Andrew Selous) and my right hon. Friend the Member for Gainsborough (Sir Edward Leigh), that it is important that we continue to raise these matters in this place. Although this debate focuses on the plight of persecuted Christians, we must not forget those who have been persecuted for belonging to other religions and holding other beliefs, and those who have no religious belief at all. The Government are committed to championing freedom of religion or belief for all, which is enshrined in the universal declaration of human rights.

Earlier this afternoon, in my first week in this role, I met the African heads of mission based in London. I strongly emphasised that democracy, human rights and the rule of law are core UK values, and that they include the freedom of religion or belief. I also emphasised the UK’s support for 12 years of quality education. All boys and girls must be able to go to school safety. Our Prime Minister continues to be passionate about championing the right of all girls across the world to get those first 12 years of education, and we chaired an education summit on that in July.

When I met the heads of mission, I also took the opportunity to emphasise my interest, and that of so many Members, in the rights of women and girls. Women and girls should have the right to make the decisions about what affects their lives. That means that they need access to education, healthcare and employment opportunities, and that they must know that they can live their lives safely and securely.

We want everyone, everywhere to be able to live in accordance with their own conscience, to practise their own choice of faith or belief, or to hold none. They must be able to do so free from persecution, prejudice and harm.

Okay; let me make a little progress, and then I will take interventions.

When countries protect and promote freedom of religion or belief, they tend to be more stable, more prosperous and safer from violent extremism. The Minister responsible for human rights, Lord Tariq Ahmad, continues to work closely with the Prime Minister’s special envoy, my hon. Friend the Member for Congleton (Fiona Bruce), whom we are honoured to have here today, in delivering those goals.

As we have heard, challenges to freedom of religion or belief sadly persist in central Africa—especially in countries such as the Democratic Republic of the Congo and the Central African Republic—and countries such as Nigeria. We are particularly concerned about human rights in those countries. Christians make up the majority of the populations of many central and southern African countries. However, those of minority religions, such as Islam, face frequent difficulties in exercising their rights. That can include violent attacks by armed groups, and converts often face additional pressures, such as being ostracised by their communities because religion is so closely tied to culture and heritage.

As the APPG report highlights, violence in the region is often triggered by inter-communal disputes. Although victims may not be targeted specifically because of their religion, the intersection of identity rights and religion cannot be ignored.

Thank you, Mr Sharma, for reminding us of the length of the debate. The Minister is making a very good start to her speech by talking about the role of women and intersectionality. In her assessment of her role, which I understand is in its infancy, how does she see the envoy, the resources and the reorganisation within the Foreign, Commonwealth and Development Office, with trade off to the side, coming together, so that we can better understand, as parliamentarians, how we can scrutinise the arrangements?

Let me deal with the first of those points, as clearly we can scrutinise arrangements in many different ways in this place, including being able to intervene in Westminster Hall debates on the newly appointed Minister for Africa on a Thursday afternoon. As we all know, there are many ways to ask questions of the Government. I also point the hon. Lady to the integrated review, which is worth reading, because it sets out in great detail how different Departments will work together not only to support British interests across the globe, but to help build partnerships with other countries.

We recognise that women and girls from religious minorities can often suffer because of both their gender and their faith. That is why our human rights policy looks at the intersectionality of human rights: for example, the importance of addressing specific interests such as gender-based violence, which may be experienced by women from religious minority communities. The Prime Minister’s special envoy for freedom of religion and belief, my fantastic hon. Friend the Member for Congleton, has spoken about that double vulnerability that many women from religious minorities face, including at an International Women’s Day event organised by the UK Freedom of Religion or Belief Forum this March. I thank her for the effort that she puts into this work, because having that additional voice on those sorts of platforms really helps in continuing to reiterate these important messages.

The hon. Member for Strangford spoke very powerfully about incidents of violence and abuse in the DRC. The UK is deeply concerned about the violence against civilians in the DRC, including the recent attacks by the armed group Allied Democratic Forces. Back in April, the British embassy in Kinshasa issued a joint statement with international partners condemning the attacks perpetrated by the ADF in Beni and North Kivu, and we continue to urge the DRC Government and the UN to work together to protect civilians from ongoing violence and address the root causes of conflict. The previous Minister for Africa, my hon. Friend the Member for Rochford and Southend East, raised this issue with the President on multiple occasions. We are committed to ensuring that the UN peacekeeping mission MONUSCO remains focused on delivering its mandate to protect civilians, and that vulnerable communities remain central to the UN’s work in the DRC.

In the Central African Republic, there are long-standing concerns about violence along religious lines. I am grateful for the APPG’s explorations of the nuances of the conflict and the religious tensions in that country, which will further enrich the Government’s understanding and help to inform our approach. Sadly, hate speech and inter-communal tensions remain prominent in the CAR, and disinformation can be used to drive divisions for political and economic gain, so while the current conflict is not predominantly religious in nature, the lack of formal justice and reconciliation mechanisms mean that tensions could become defined along religious and ideological lines. We will continue to monitor this issue very closely, and FCDO officials are working with researchers in the CAR to understand more about the role that disinformation is playing in fuelling this conflict. We continue to shape the peacekeeping mission mandate in both countries to protect vulnerable communities and promote inclusive dialogue.

Turning to Nigeria, my hon. Friend the Member for Congleton and many others spoke passionately about the violence and, indeed, the increase in violence in Nigeria. We are very troubled by the rising insecurity in that country, including terrorism in the north-east, where insurgents from Boko Haram and Islamic State West Africa Province are responsible for regular attacks on both Christians and Muslims. Both groups regularly attack Nigerians of all faiths who do not subscribe to their extremist views, causing immense suffering in both Christian and Muslim communities. Separately, there is inter-communal conflict and banditry occurring across multiple states; again, that continues to blight both Christian and Muslim groups. The drivers of those conflicts are deeply complex; they can be highly localised and relate to a number of different factors.

We really welcome the APPG report on Nigeria. It analysed inter-communal violence in the middle belt, and acts of terrorism committed by Boko Haram and ISWA in the northeast. A full response was issued by my predecessor as Minister for Africa, my hon. Friend the Member for Rochford and Southend East, which emphasised our support for solutions that get to the root causes of the conflict—addressing the root cause is so important if the violence is to be reduced. My predecessor visited Nigeria in April, and discussed the increasing of security across the country with the Government and community leaders. During the Nigerian delegation’s visit to the Global Education Summit in London in July, he also discussed the impact of insecurity, potential religious dynamics, and issues such as school kidnapping with the Nigerian Minister for Foreign Affairs and the Minister of State for Education.

We totally condemn the devasting impact that this violence has had, and is having, on people in Nigeria. We continue to make clear to the Nigerian authorities, at the highest levels, the importance of protecting civilians—including all ethnic and religious groups—and protecting human rights for all.

I have been listening very carefully to the Minister, and I thank her for much of what she has said. However, when a Minister talks about the fact that they have mentioned something when visiting a country, it is often the case that that has been done quietly and in private. What many of us are now sensing is that there needs to be a clear and public calling out of what is happening in Nigeria, and a call to the Nigerian Government to tackle it in the way that I have previously spoken about. Private discussions will no longer cut it.

I know that my hon. Friend thinks about this matter very deeply, and I am looking forward to discussing it with her in more detail. What I am hearing from groups that are expert in this area is that it is really important that we look at the different things that are happening in different parts of the country, and that we try to avoid conflating the north-east conflicts with the inter-communal violence that is occurring, for example, between farmers and herders. We do not want to risk exacerbating ethnic tensions. These are incredibly complex matters, but I hear what my hon. Friend is saying. We do not want the ideology that can be seen in the north-east extending into broader inter-communal violence. These are complicated issues, but issues that we are right to discuss and to tackle.

The hon. Member for Strangford outlined the UK’s support for the Lake Chad basin regional stabilisation facility. I can confirm that the UK is committed to security and stability in the wider Sahel region. We have currently deployed 300 troops to the UN peacekeeping mission in Mali, as part of a long-range reconnaissance group. We are providing further conflict, security and stability programming to support the reduction of violent conflict and promote long-term stability in the region. There is an investment of approximately £12 million a year in that programme. It includes local stabilisation projects in Mali, strengthening civilian-military co-ordination to facilitate humanitarian access, for example, and improving the participation of women from all communities in stabilisation projects and the peace process in Mali.

I want to come back to Sudan, as it was mentioned in one of the earlier interventions. I spoke to the Prime Minister of Sudan, Abdalla Hamdok, yesterday. We totally condemn the attempted coup and strongly support the civilian-led Government in the country’s transition to democracy. Standing up for democracy is a core value of our country.

In Cameroon, we engage with faith actors of all kinds and the Government. We are deeply concerned about the upsurge of Islamic State and note that it is targeting security forces—including, sadly, some security forces trained by Her Majesty’s Government.

I am glad that the Minister mentions Cameroon, but I would not like her to move away from that subject just yet. Is she able to answer some of the questions that I posed about Cameroon and trade? There have been some questions about the implementation of the recommendations in the Bishop of Truro’s report. I am pleased to hear many colleagues draw attention to the Bishop of Truro’s independent review on the persecution of Christians. I was personally delighted when I heard that he was going to do the review. It was at a time when I was the Parliamentary Private Secretary to the Foreign Secretary’s team and to Foreign Office Ministers, and I know how important it was to Members across the House. I was really pleased to see the report come out and the conclusions that it had reached. The Government are committed to implementing the bishop’s 22 recommendations in full, to drive real improvements in the lives of those who are persecuted. Eighteen of the recommendations have already been implemented or are in the process of being implemented, and we are on track to deliver all 22 recommendations by July 2022—so 22 by ’22.

As a long-standing champion of human rights and freedoms, the UK has a duty to promote and defend our values of equality, inclusion and respect, both at home and abroad. I can assure right hon. and hon. Members that this Government will continue to do just that.

As ever, it is a pleasure to serve under your chairmanship, Mr Stringer. I congratulate my hon. Friends the Members for Warrington South (Andy Carter) and for Eddisbury (Edward Timpson) on securing this important debate. I apologise that I needed to step out for a couple of minutes earlier.

I also thank the hon. Member for Hove (Peter Kyle) and so many other Members for their kind and personal words about my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb). I saw how, as Minister of State for School Standards for so many years, he worked tirelessly to make sure that children all across our country had access to first-class education. He always put the most disadvantaged children first, and in the past 18 months I have learned a huge amount from him. I wish him the very best, and I join you all in sending him our thanks for everything that he has done for children.

The Timpson review was a very positive and comprehensive report that has influenced the Government’s approach to exclusions and behaviour. All children deserve the best start in life and, as the Timpson review states, every child has a right to

“a high-quality education that supports them to fulfil their potential.”

The review also recognises, however, the right of every headteacher

“to enable their staff to teach in a calm and safe school”

environment. The Timpson review shone a really important spotlight on how certain cohorts of children were more likely to become excluded than others and how that can affect their outcomes. We are really grateful to my hon. Friend the Member for Eddisbury both for his work on this really important report and for acting as an advocate on this issue more widely.

We are taking forward the vast majority of the report’s recommendations. I would like to reassure all those listening today or following this debate that the Government are pursuing an ambitious programme of work to improve our understanding of behaviour and wellbeing, as well as putting in place additional support for children who have been excluded or are at risk of exclusion.

That work is a combination of concrete actions that we have taken through the pandemic, the behaviour programme of the Department and the SEND review, which I have broadened to include reforms to alternative provision. My hon. Friend the Member for Ipswich (Tom Hunt) spoke so passionately about special educational needs and disabilities. I reassure him and all those present that a key aim of the SEND review is to make it easier for children with special educational needs to access support in good time.

As we are all aware, children and young people have experienced substantial disruption in the past 18 months. Excluded children, and those at risk of exclusion, are some of the most vulnerable in the country, which is why it was so important that we not only kept schools open for vulnerable children, but kept our alternative provision open for all who attend such institutions.

We also provided AP with additional support. As part of our £3 billion education recovery package, we provided additional support of £1.7 billion for all schools, including AP. We also ran the really important AP transition fund, which provided targeted support to around 6,500 year 11s, to help them move on and remain engaged in post-16 education and training, including apprenticeships and FE courses. Last term, I visited an AP setting in Hyndburn, and I heard from the school that all bar one of the year 11s who had left in the summer term of 2020 were still in education, employment or training nearly a year later. The extra support for transition at the end of the summer of 2020 made a huge difference, which is why we are continuing it for that same cohort—the year 11s—into FE next year.

At the beginning of the pandemic, we set up an AP stakeholder group, which brings together some of the best leaders of alternative provision in the country. They have helped to guide us on the best way to support vulnerable children through the pandemic and beyond. They are helping us to shape the AP reforms through the SEND review. In line with the recommendations made by my hon. Friend the Member for Eddisbury for a practice improvement fund, and as part of the AP reforms, we are looking to codify and boost the quality of AP, so that all children and young people can access the best in-class provision and all mainstream schools can draw on specialist support upstream, to get in the early intervention. That is part of the work that we are doing with our AP stakeholder group and will be bringing in through the SEND review.

We know that our engagement in education is a key protective factor against many harms. Vulnerable young people can be at risk of being drawn into crime or gangs, and they will benefit from specialist support if they can stay engaged with their education and out of harm. Therefore, we are not waiting for the SEND review before putting in more specialist support to help such children. We have recently launched two really exciting new projects, focusing on areas with serious violence hotspots.

From early next year, the DFE will be establishing 10 SAFE taskforces—SAFE stands for support, attend, fulfil and exceed. They will be led by mainstream schools in order to protect and re-engage children who are truanting, who are at risk of permanent exclusion or who are at risk of being involved in serious violence. That will include £30 million of new funding over three years and will enable additional support and interventions, to reduce the probability of such children and young people being excluded.

That will complement the pilot that we are doing in 21 alternative provision specialist taskforces, which is launching in November. It will draw specialists from across health, education, social care, youth services, youth justice and mental health, as well as family workers and speech and language workers. Where necessary, the pilot will enable the specialists to be co-located in the AP setting. That will help deliver targeted wraparound support to pupils in order to reduce truancy, improve rates of employment, education and training, reduce the NEET risk, and reduce the risk of involvement in serious violence. It will also improve mental health and wellbeing.

My hon. Friend the Member for Warrington South made a number of good points and spoke about the importance of capital. We are investing £300 million in this financial year to support local authorities to deliver new places and improve existing provision for children with special educational needs and disabilities, or for those children who require alternative provision—almost four times as much as the Government provided to local authorities in the previous financial year. Spending for future years will be determined as part of the spending review.

The hon. Member for York Central (Rachael Maskell) spoke about the importance of really early support for families and parents when children are very young, and I so agree. That is why the Government have worked with my right hon. Friend the Member for South Northamptonshire (Dame Andrea Leadsom) on her review of those 1,001 days—the very early years—and how to give children the best start in life. It is also why I and the Government are so committed to championing the family hub approach.

I come back to the issue of exclusion. We know that exclusion is an essential tool for headteachers to use when a serious incident has occurred, for example, or when there is persistent disruption. However, we are very clear that it should be used only as a very last resort. Longer-term trends show that the rate of permanent exclusions across all schools followed a downward trajectory from 2006-07, when the rate was 0.12%, until 2012-13. It then rose a little, but has remained stable since 2016-17. Permanent exclusions remain a rare event; there are roughly six exclusions for every 10,000 pupils. As expected, the number of exclusions decreased during the pandemic, but according to the data that we receive from schools, in the last summer term there were only 40 permanent exclusions.

My hon. Friend the Member for Ipswich mentioned off-rolling. Let me be very clear: off-rolling is unlawful and is never acceptable. Ofsted will hold schools to account for how they use exclusions, under its behaviour and attitudes judgments, and its new revised education inspection framework considers the rates, patterns and reasons for exclusions: differences between different pupils; whether any types of pupils are repeatedly excluded; and any evidence of off-rolling. The revised framework in 2019 strengthened the focus on this issue. Of course, Ofsted needed to stop its inspections for some time during the pandemic, but where inspectors find off-rolling it will always be addressed in the inspection report and, where appropriate, it could lead to a school’s leadership being judged inadequate.

One of the Timpson recommendations was to update the guidance on suspensions and permanent exclusions. We have committed to revising our statutory guidance on exclusions so that headteachers are able to have further clarity when using exclusions, and we will be consulting on this guidance and the non-statutory guidance on behaviour and discipline later this year.

The Timpson report also recommended that the Government reviewed the number of days that a pupil could be suspended from school. Currently, the number is 45 days in an academic year, although it is rare for children to reach that limit. In 2019-20, just 27 pupils received that type of temporary exclusion from schools in England for 45 days in a single academic year. However, the Government are considering these arrangements and we will update our plans in due course.

The Timpson review also recognised that certain groups of children with particular characteristics were more likely to be excluded, which includes pupils who were eligible for free school meals, pupils with a child in need plan, and pupils with black Caribbean or Gypsy, Roma and Traveller backgrounds.

My hon. Friend the Member for Hastings and Rye (Sally-Ann Hart) spoke about looked-after children and exclusions. However, there is good news. I am delighted to say that since we introduced the virtual school heads into local authorities, looked-after children now have some of the lowest rates of exclusion compared with their peers. The virtual school head role has been so successful that we are now expanding it so that virtual school heads can support all children who have a social worker.

My hon. Friend the Member for Warrington South mentioned the need to upstream support for children’s mental health and wellbeing, which is so important. We are putting considerable investment into mental health in the education system. The additional £79 million announced by the NHS in May will support the roll-out of mental health support teams to an estimated 3 million children and young people, which is around 35% of pupils in England, by 2023.

We are also progressing with the training of a mental health lead in every state-funded school and college in England. Our £9.5 million investment this year is expected to train up to 7,808 mental health leads this year. That training will include how to support children with attachment problems and trauma. Our new relationships, sex and health education curriculum also plays a part here; I am thinking especially of the mental health and wellbeing modules. We rolled those out, advanced the roll-out of those, early on in the pandemic—in the summer term of that school year—alongside extra training for staff.

We know that there is a real shortage of clinicians with expertise in paediatric mental health. I wonder, with the work that the Minister is doing, whether she is talking to the Department of Health and Social Care about the need to really increase the number. What we find is that although teachers, as mental health leads, can provide certain support, they do not have the clinical skills and experience to supply the expertise needed.

I thank the hon. Member for that very good point. It is true and it is one of the things that I have spoken about at length over the past year and a half with the former mental health Minister, my hon. Friend the Member for Mid Bedfordshire (Ms Dorries), who is now Culture Secretary.

Improving the paediatric mental health support for children in the health service is also a very important part of the Government investment here. The mental health support teams, which wrap around our schools and can bring together different levels of support, depending on what the child needs, have also been extremely helpful in different areas. That is why it is so good to see those being rolled out. We do not expect teachers to be mental health experts, but we do think that training a mental health lead in every school can help them to identify the children who need more support, and to promote wellbeing, which is so important. Goodness—I saw so many children having a great time with their wellbeing over the summer during our holiday activities and food project.

We have also talked about children and young people with autism. The Government have updated the autism strategy over the summer. For the first time, that includes specific references to supporting children and young people.

We want to better understand the link between wellbeing and behaviour, so we are developing a pilot for a pupil survey to understand their perception of wellbeing and behaviour in mainstream secondary schools. Behaviour does matter. We know that behaviour can have an impact on teacher wellbeing and retention and on young people’s life chances. The Government recognise that we need to understand the drivers of behaviour and what the barriers to learning, engagement and attendance are, so we are pursuing a programme of work to do more to improve behaviour and discipline in schools, in recognition that good behaviour and strong discipline are key parts of school improvement. The behaviour hubs programme will mean that schools with exemplary behaviour cultures can work one on one with schools that need to turn around their approach to behaviour management. We expect that to help at least 500 schools over the next three years.

This goes alongside a golden thread of high-quality support, training and development that will run through the entirety of a teacher’s career. It begins in initial teacher training and goes through the implementation of the early career reforms for early career teachers and on to the introduction of new and reformed national professional qualifications for more experienced teachers and leaders. Also, in April, we announced plans to launch a national behaviour survey. That survey will provide a more accurate, timely and authoritative picture of behaviour across all schools. It will cover topics ranging from low-level disruption, to bullying. That will also help us to understand what more needs to be done.

I am really grateful to my hon. Friends the Members for Warrington South and for Eddisbury for raising their concerns on this issue. I would like to assure them that, throughout the pandemic and going forward, the Government have had and will have a laser focus on supporting vulnerable children, targeting support at those at risk of exclusion and improving support for those who have been excluded. I know that the hon. Members will all be looking forward to receiving the SEND review and the AP reforms in the months ahead.

Given that 10p in every pound that this Government spend comes from the financial services sector, will my right hon. Friend ensure that that sector is a key priority in trade negotiations ahead?

My hon. Friend is absolutely right—financial services are a critical part of the UK economy. In the political declaration, clear arrangements are envisaged to make sure that we can strengthen financial services, both in the UK and into the European Union, and in particular I hope that the arrangements that we will pursue around equivalence will give effect to that.

One of the things that we are doing and on which we will be collaborating with our international partners—indeed, I spoke to the US and the Canadians about this—is shortly introducing a new sanctions regime, following the Sergei Magnitsky model, which makes sure, as we leave the EU, that we have an autonomous sanctions regime that can impose asset freezes and visa bans for those responsible for gross human rights abuses.

May I thank my right hon. Friend for his continual calls for de-escalation, for his support for the families of the victims of the aircraft, and for his standing up for British diplomats around the world? Given that the situation would be so much more challenging were Iran to have nuclear weapons, may I also thank him for his work with France and Germany to reboot the JCPOA? Given that Brexit will happen at the end of this month, can he confirm how he sees that relationship with the E3 continuing post 1 February?

My hon. Friend is absolutely right on the various points that she made. She poses a good question, but we are absolutely clear: we are leaving the EU; we are not leaving Europe. This is a good example of where we can engage just as intensively, if not more so, with our E3 partners. I know, having spoken to my French and German opposite numbers, and indeed to Josep Borrell, that that feeling is shared on all sides. So we plan to regularise the meetings that we have on the issue of Iran but also on the wider range of foreign policy challenges that we all share.

No. 10 has briefed that the Prime Minister will defy the law. Until the Government have abided by that law, I do not believe there will be a majority in the House for what the Prime Minister is proposing later today under the Fixed-term Parliaments Act 2011.

I would like to go back to the point that was just made about what happens if we reach the end of the October and one or more EU countries do not give an extension. The clock is ticking towards the end of October, and surely we should focus on supporting getting a deal now, rather than kicking the can further down the road. If there is no extension, what does the Leader of the Opposition suggest is done?

We have always wanted to get a deal, but what we do not want is the no-deal exit with all the dangers to jobs, living standards and supplies, and the Prime Minister and his chums taking us down the road into the arms of Donald Trump and the trade arrangements he will make with the United States.

Last week, the Prime Minister had several opportunities at the Dispatch Box, but on each and every occasion he failed to give a single detail, in response to numerous questions, about what the Government are aiming to negotiate in terms of a new deal with the European Union.

I hope that the hon. Lady will not think that my response is in any way macho. My concern is to make sure that the trade with our two countries prospers and that the Mercosur arrangement succeeds. It will result in the removal of something like 91% of present tariffs. That can only be to the benefit of Brazilian farmers and to the benefit of the Brazilian economy. If we help to ensure that these sensible trade arrangements are made, those fires can be put out and they will stay out.

It has been suggested that changes to trade flows between the US and China may be fuelling some of the Amazon forest fires. Does my right hon. Friend agree that all leading nations should be working together to stop that devastation? What conversations are taking place with other leading countries?

My right hon. Friend the Foreign Secretary met other Foreign Ministers at Gymnich earlier in the week. He has made clear the concern that we have about those fires. He has also made absolutely clear the importance that we believe trade has to building economies in South America and in the far east, which encourages a better response to such tragedies.

Does my hon. Friend agree that it is also in our national interests to keep up our investment in international aid? By making poorer countries more stable, we improve the world’s stability. By tackling diseases, we stop them spreading to our own country. If we are to fight climate change, we need to fight it globally. Aid is not just the right thing to do morally, but it is in our interests to continue it.

My hon. Friend is absolutely right. We could take things even further because, in the commercial sense, if countries across the world are richer, that affords us new markets as well, which is in addition to the humanitarian reasons for aid that she rightly outlines.

DFID’s budget is around the £14 billion mark. While it is certainly a small part of our overall income, as was raised earlier, it is still a considerable amount of money. The aid budget has its critics and criticisms, of course, and I will come on to one or two of them, because some may be valid. Perhaps we can improve matters, and we should certainly never be satisfied with where we are, because we can always do better. We all have constituents who point out that some of our schools and our police are short of money, so if we are going to spend money abroad, helping people who are not from this country, then we must ensure that we spend it wisely and effectively, and this estimates day debate is about addressing the budget in the wider sense.

It is worth touching on exactly how aid works. This may come as a surprise to some, but DFID itself spends around 75% of the aid budget, with the other 25% being spent by other Departments, such as the Department for Business, Energy and Industrial Strategy, the Foreign and Commonwealth Office, the Department for Health and Social Care and the Home Office, and other outside organisations. Some of the aid that we provide is bilateral and some is multilateral, and I will come on to the difference in a minute.

The National Audit Office report, which came out just a few days ago, says that most of our aid is going to the right places and having a great effect, but it did point out that there is room for improvement. As I go through one or two areas in which we can improve, the observations that I will make are not in any way a criticism of our approach of our aid policy because, as the House has heard, I am supportive of it.
