It has been a long journey to get this Special Envoy for Freedom of Religion or Belief Bill to this point. I am grateful for the cross-party and public efforts and acknowledge the international interest in it. At the outset, I particularly express my thanks to the Foreign Secretary, Lord Cameron of Chipping Norton, for his personal and vocal support for the Bill, including in the other place.
It is pertinent that this is a private Member’s Bill because, while it implements recommendation 6 of the Truro review and is therefore implementing a manifesto commitment, its origins are on the Back Benches of the Commons and the Lords. In 2013, the inaugural report of the all-party parliamentary group for international freedom of religion or belief recognised the challenge for attention and concern for the right to freedom of religion or belief—as in article 18 of the universal declaration of human rights—and described it as “an orphaned right”. This Bill will ensure that the office of the Prime Minister’s special envoy for freedom of religion or belief is secured as a permanent fixture in statute, and will embed the progress that the UK has made in promoting the fundamental and universal human right to freedom of religion or belief around the world.
Since the all-party parliamentary group first produced that report, it has grown in number to more than 180 parliamentarians. I believe it is the largest all-party group in this place. That reflects the increase in awareness and support for the right of freedom of religion or belief here in the UK, and I am very proud of that. Having worked internationally in this role as the Prime Minister’s special envoy for some three and a half years, I know that the parliamentary work on freedom of religion or belief stands out as a beacon across the world. It was with great delight that I heard one of my parliamentary colleagues from the Opposition Benches say, “In this work, there isn’t a piece of paper between us here in this House in what we believe in.”
However, the increase in awareness here for this work sadly reflects the reality that, across the world, the rights of religious minorities are under severe attack. Freedom of religion or belief has never been more important a cause to champion, for the simple reason that there have never been more people at risk—not just millions but hundreds of millions discriminated against and denied life’s chances, simply on account of what they believe.
Some may point out that having a special envoy in statute would be unprecedented, but if the objection to any change was simply that it was unprecedented, we would never make any progress. Indeed, that is why we are here in this place—to make legislative change. What is unprecedented is that people have never been more heinously and despicably denied their wish to live out their beliefs. They have never experienced, in the numbers they do today, more abuse, emotional or material hardship, incarceration, or even death, simply on account of what they believe. I hope to give some examples of that a little later in my speech.
In the time that I have been the UK’s Prime Minister’s special envoy—from late 2020—we have seen such an increase in instances of concern. There has not just been an increase in the number of authoritarian regimes; we have also seen new challenges to freedom of religion or belief through ever increasingly sophisticated technology used to oppress people, and the darkly sinister expansion of transnational repression.
Let me mention a few examples from countries around the world. We have seen, for example, the military coup in Myanmar exacerbating the persecution of religious minorities, not least the Rohingya Muslims. We have seen the Taliban takeover of Afghanistan, with every religious group there, other than those willing to succumb to the Taliban’s ways, now oppressed and living in fear. In Russia, Jehovah’s Witnesses, including the elderly, are now being imprisoned as criminals simply for being pacifists and being unwilling to serve in the army, and Putin is weaponising Orthodox Christianity in the war against Ukraine, with places of worship deliberately destroyed and reports of pastors disappearing.
We have seen daily disturbances in Iran, for which some have paid with their lives. At the core of those is the cry for every Iranian to be free to live in accordance with their individual beliefs. In Nigeria, thousands of Christians and some moderate Muslims are being massacred by Islamic extremists every year. Just on Tuesday this week, we commemorated the 21st birthday of Leah Sharibu, who was abducted by Boko Haram seven years ago and not released—as were other Chibok schoolgirls —because she refused to renounce her Christian faith. In Nicaragua, the Catholic Church is being particularly targeted. Many people have been expelled, including those running religious schools or medical centres. Even Mother Teresa’s nuns, who have been working there for over 30 years, were required with no notice at all to leave the country.
We are all aware of the situation in China, where over 1 million Uyghurs and, reportedly, increasingly more are egregiously incarcerated in 20th-century concentration camps. Many have disappeared forever, and many are reported as having died. The allegations of forced organ harvesting against Falun Gong practitioners would simply defy belief had those allegations not been persistently made by so many. In Tibet, according to recent UN reports, up to 1 million children as young as two are being sent away to boarding schools, alienated from their families, cultures and beliefs. The world should not stand silent about such things.
Before my hon. Friend moves on, I would like to thank her specifically for her work as envoy. As she has just shown, she has used her voice endlessly to shine a light on some of the darkest corners of the world. I know that she will want me to mention Sudan, where we have seen systemic ethnic cleansing of non-Arabs, perhaps more on the grounds of race than religion, and that she will also want me to mention the fact that religious leaders can be a force for good in trying to stop violence. In particular, in South Sudan, we saw the Pope, the Archbishop of Canterbury and the Moderator of the Church of Scotland work together to call for an end to violence. I would like to say a massive thank you to my hon. Friend for her work as envoy, which shows why this role is so important.
I thank my right hon. Friend for her intervention, and even more so for her work as chair of the all-party parliamentary group on Sudan and South Sudan, as well as for her acknowledgment of the importance of freedom of religion or belief when she was a Minister in the Foreign Office. She is absolutely right: the influence that religious leaders can have in bringing communities together and preventing the kinds of atrocities I have referred to cannot be overstated. This year, it has been my privilege to have collaborated with the Archbishop of Canterbury to highlight and focus on this issue, including at an event at the Foreign Office attended by over 100 of those engaged on the issue here in the UK and internationally, among them several parliamentarians —I remember that my right hon. Friend the Member for Suffolk Coastal (Dr Coffey) was there.
The role I have gives the UK an additional privilege: that of holding out the importance of freedom of religion or belief across the world. However, the men, women and children around the world who suffer—whether under the hard arm of authoritarian regimes or at the ruthless whim of militant mobs—need not just our voices, but our partnership. They need not just our words, but our actions; not just our intentions, but our effective help. That is why the role of envoy, the office that I have the privilege of holding at present, needs securing and resourcing over the long term, beyond the term of any particular Government or party in power. Of course, this Bill intends to do just that.
As I say, the Bill fulfils the Government’s manifesto commitment to act on their words and fully implement the Truro review, which included a recommendation to make the special envoy role permanent, with the requisite authority and resources. There is only one other country in the world with a similar office. The US has had a permanent office promoting and protecting freedom of religion or belief for over 25 years. The stability of that office over time has ensured a build-up of resources, expertise and research capabilities that enable it to make a significant contribution towards combating FORB abuses across the world.
The UK may be smaller, but if we had such an office, and secured and resourced it as a continuation of the office that I have the privilege of holding at present, it would enable us to speak across the world with a powerful voice for good. We have seen the good influence that the current Foreign Secretary is having as he speaks out across the world. Having represented three Prime Ministers now, I have been so encouraged by the respect in which the UK is held as we speak out internationally. We sometimes underplay that here, to our detriment.
It was noted in Committee that although, of course, the Prime Minister will personally appoint their special envoy, the legislative description in the Bill is of a “Minister of the Crown.” The title of “Prime Minister’s special envoy” provides the vital authority internationally to advocate of behalf of the UK, as I have just touched on. Clause 1 reflects the current purposes of the envoy and the requirement to report directly to the Prime Minister. That direct accountability is so important, and I have found it so helpful under each of the Prime Ministers I have served. I thank them all for their active support for my role.
Clause 1(6) provides for the continued office of the special envoy and resources to fulfil the role. I say to my hon. Friends, across the House, that we are all on the same side when it comes to advocating for freedom of religion or belief. In fact, I do not know of a single Member in this House who opposes the Bill. Why? Because we recognise that it will provide an opportunity to do good—real good—and to change lives. We recognise that anyone who opposes the Bill, or seeks to prevent its passage in any way, is in effect opposing the opportunity to do good.

Commons ChamberThe hon. Gentleman is right to focus on what is happening in Darfur. He will know that we have funded the Centre for Information Resilience, which investigates attacks on civilians, and is monitoring and keeping records wherever possible, so that—at some point, one day—there can be accountability and no impunity. He will also be aware that the position in Darfur—he asked me this question specifically—bears all the hallmarks of ethnic cleansing. I first visited Darfur in 2005, and again in 2006 with the Foreign Secretary. It has been a significant preoccupation of this House, and rightly so. The hon. Gentleman may rest assured that we are doing everything we can to support the poor and long-suffering people of Darfur in every way we can, but he will equally understand the physical constraints on being able to do that in the way that we would wish.
This has been described as the world’s worst humanitarian crisis in decades, and the war that the world chooses to ignore. Last week, members of the all-party group on Sudan and South Sudan heard from eyewitnesses and aid workers. We heard of 5 million people on the brink of famine, of aid convoys being held at gunpoint, of aid being looted, and of 50 aid workers murdered. The war, the misery, has gone on for a year, and it is getting worse. People want to know what the UK, as the penholder at the UN, is doing to try to shift the dial and bring peace. On behalf of the all-party group, I ask: what pressure are we putting on the United Arab Emirates and Iran to stop them supplying arms? What actions are being taken to enable the aid convoys to move? What is being done to end the culture of impunity? Why have those already indicted for genocide never been held to account, and why will the UK not appoint a dedicated envoy, so we can show that we put all our diplomatic weight behind efforts to find peace?
We always consider whether the issue of the envoy could be boosted, and as I said to my right hon. Friend, we think that the position at the moment is providing maximum effect, but we keep such matters under review. I pay particular tribute to her and the APPG for the work they do. She is entirely right in what she says: the UN issued a white note on 15 March, warning of the risk of conflict-induced famine. At least 21 humanitarian aid workers have been murdered, 8.6 million people are displaced, and nearly 18 million people are suffering acute levels of food insecurity. That is 40% of the population, and among them are 730,000 children who are facing the deadliest form of malnutrition.

Commons ChamberI think the hon. Gentleman pulls his punches; it is worse than he said. Eritrea ranks towards the bottom of the world press freedom index. We urge Eritrea to allow the UN special rapporteur for human rights access to the country, and we also seek the full withdrawal of Eritrean troops from northern Ethiopia, in accordance with the Pretoria peace agreement.
We must not forget the abuses that are happening in neighbouring Sudan. Over 7 million people have been internally displaced, with 20 million in desperate need of humanitarian aid. Last night, the International Criminal Court prosecutor told the UN Security Council that there are reasonable grounds to believe that both the Sudan armed forces and the rapid support forces are committing atrocious crimes in Darfur. What hope does the Minister have that we can end the impunity, stop the rapes, murder and pillage, and bring peace to the people of Sudan?
We are calling for an immediate ceasefire. There were talks in Addis before Christmas. We seek progress through the United Nations, where we hold the pen on Sudan, and also through the Troika, the Intergovernmental Authority on Development and the African Union. We are doing everything we can to end the appalling situation in Sudan, which my right hon. Friend has just described with great eloquence.

Commons ChamberI have already set out the Government’s response to what the Court said, but in response specifically to the hon. Gentleman’s question, he may rest assured that those points were made by the Foreign Secretary throughout his extensive trip to the region last week.
A pause in fighting, humanitarian aid and a long-lasting peace: all are needed to stop people dying now and in the future. I thank my right hon. Friend for setting out the five-point plan towards that long-lasting peace. I find it so frustrating that people who may be pro-Israel say to me, “There is no point talking about a two-state solution, because the Palestinian people will never agree to it,” and people who may be a bit more pro-Palestine say, “There is no point talking about a two-state solution, because the Israeli Government will never agree to it.” Does he agree that everyone should stop second-guessing what others will not agree to, and start working on what they will agree to and how we get there?
My right hon. Friend makes an extremely good point, and she will have noted that those are exactly the tactics that the British Government are employing. We are quite clear about the importance of the two-state solution, and we hope that when the political track is able to recommence—a moment that cannot come too soon—everyone will bend their sinews to deliver that result.

I am sure that there will be plenty of time for these legal concepts to be questioned and advanced, but the central aim of the British Government today is to get relief and humanitarian supplies into Gaza, to help those who are trapped there and who have been eloquently described across the House this afternoon.
Too many civilians and children have died. A sustainable ceasefire is needed urgently. There are concerns about malaria, scabies and other diseases, so as well as food and medicines will the Minister prioritise fuel for hospitals and health workers?
There has been an increase in the amount of fuel getting into Gaza, but my right hon. Friend is right that it needs to be distributed. We are looking very carefully at how we can make progress on that.

The hon. Lady is right to draw attention to the very large numbers of women who are seeking to give birth in extraordinarily difficult circumstances. We are conscious of that in the aid and humanitarian supplies that we are making available. I completely understand the importance of the humanitarian support workers who are in Gaza—extremely brave people who are putting themselves in harm’s way to support their fellow citizens with humanitarian supplies. Nowhere is that more true than in the area that she described.
It has been extremely moving to see hostages starting to come out and aid starting to flow in. I hope that the truce will hold, but if the hostilities start again, please can the UK Government make every representation to Israel that, in its legitimate efforts to stop the terrorism, it must do more to prevent mass loss of civilian life, especially children?
My right hon. Friend speaks with experience and wisdom, and the answer is yes.

Commons ChamberAs the hon. Lady knows, next year, we will increase bilateral funding to Afghanistan to £151 million. We are able to do that because the budget is much more carefully targeted and is now properly cultivated to deliver results. On the subject of education and of the treatment of women and girls in Afghanistan, which is absolutely abhorrent, we do everything we can through various mechanisms, including the Afghanistan World Bank trust fund, to boost those important objectives. As the hon. Lady would expect, we focus on trying to win results with that money—which is paid by the British taxpayer—in the best way we possibly can.
As this excellent paper sets out, the rise in autocratisation, the rise in humanitarian need, and the row-back of women’s rights are all terrifying. They are often linked, and it is women’s voices that are being silenced across the world. A woman’s right to education, to employment and to contraception are basic, fundamental rights. Does my right hon. Friend agree that if we really care for the world’s most vulnerable women, we should set aside our party political differences in this House, and get behind this White Paper and make sure its objectives are delivered for women?
My right hon. Friend speaks with great wisdom; from what we have heard today, her final point is clearly being achieved, which is very welcome. What she says about women’s voices being silenced and their fundamental rights being fettered is, I fear, absolutely right, and the White Paper addresses that head-on. We are finding ways of stopping impunity and calling to account those people who abuse human rights in a number of new ways that target accountability, and which I know my right hon. Friend—who chairs the all-party parliamentary group on Sudan and South Sudan—welcomes.

Commons ChamberWe are working night and day for humanitarian access. On the subject of support for UNRWA, we increased aid very substantially, as the hon. Lady knows, before 7 October. Since then, we have allocated £30 million of humanitarian aid and we will do more if it is required.
Several hundred of my constituents have written to me deeply concerned about the loss of civilian life and wanting the fighting to stop, which we all want. Last week, my right hon. Friend called for Israel to take measures to protect civilians. I said that we needed to see Israel take such measures, but civilians have continued to die, especially in hospitals. Please can he double down on that request to Israel to take measures to protect civilians?
Mr Speaker, if I may, in the meantime in Sudan—
Order. I have asked everybody to be brief so that other people can get in. We should not be driven by self-centred behaviour.

Commons ChamberOnce again, the hon. Lady will have heard the views of spokespeople on both Front Benches on the issue of a ceasefire, but her comments underline the importance now of trying to achieve these humanitarian pauses, so that help and succour can be brought to those who are suffering.
The loss of life in Israel and Palestine is beyond horror and everybody wants it to stop, but the statement from Hamas that they will not stop until the people of Israel are annihilated is deeply chilling. In his statement, the Minister mentioned radicalisation and the concern that the greater the loss of civilian life, the greater the risk of radicalisation, so I thank him for saying clearly that Israel must take precautions to minimise civilian casualties. I would add that Israel needs to be seen to be taking such precautions. We continue to call for pauses in fighting to let aid in and people out. What assessment has he made of the likelihood of such pauses happening?
I do not think I can give a running commentary on that, except to say that the sinews of everybody are bent towards achieving it. My right hon. Friend makes a good point that, from all this death, destruction and killing, we must guard against the radicalisation of an entire new generation of young people. As President Biden said, it is very important that the lessons of 9/11 are properly learned.

Commons ChamberIt is not just Labour that stands in solidarity, but the whole House and the whole country. In respect of the civilian leadership, I spoke last Friday to Abdalla Hamdok, the civilian political leader. He and many of his colleagues will meet in Addis Ababa this week. We very much hope that those meetings will yield some progress.
The all-party parliamentary group on Sudan and South Sudan has heard how people in Darfur still face daily bombings, killing, rape, pillage and torture. Members of the Darfur community here are deeply worried about the ethnic cleansing. What is happening to try to reduce the flow of weapons and to get urgent humanitarian aid to the 24 million people who desperately need it?
