On the £120 million, this is a specific issue that affects September 2024 onwards, where we allocated to local authorities 22 weeks of funding because that is the period from September to March. Some then said that they pay 26 weeks to their providers, so we have that money in order that they can provide 26 weeks of funding where that is what they do.
On the funding rates, we announced the funding rates for three and four-year-olds in April last year, and for two-year-olds in November. Given that local authorities have to pass on 95% of the money that we give them, providers have a pretty good idea of what they will receive. However, while the vast majority of authorities will confirm their rates in the coming weeks, a small number leave it until 31 March. We are encouraging them not to do that, and to confirm their rates as early as possible in the same way as the others.
The hon. Lady asked how many families would not be able to access the childcare offer as a result of those two issues. The answer is none. As she knows, we have increased funding rates significantly. Neil Leitch, to whom she referred, is in our stakeholder group, and we value his input. However, I think it will be clear to people watching these exchanges that while we get on with the biggest delivery of childcare ever, the Labour party has no plan, no policy, and no idea how to help families with childcare costs.
The expansion of childcare is extremely welcome, and I have every confidence that the Minister and the excellent team at the Department for Education will deliver this current expansion on time and that the funding will reach all the families who need it. To be fair, however, the Minister is dealing with a system that has become remarkably complicated over the last 15 or 20 years. Would he be interested in discussing with the Chancellor the notion of rolling up all the various funding streams that we provide for childcare, and indeed for family support, and instead of taking money from people in taxes, losing some of the administration and returning it to them in the form of mandated childcare, thus giving every family with children a generous tax break to allow them to make choices for themselves?
My right hon. Friend has written some articles, which I have read, proposing that very idea. We think that our present system is the best way of achieving what we want to achieve, but I am of course happy to continue my discussions with him.

Commons ChamberI agree with the hon. Gentleman. We have an excellent university system with excellent universities. Four out of the top 10 are world-class, but if we broaden that to the top 100, many others would appear in that list. We have a good university sector, which is why it is most important that we protect the brand image. It is also very popular abroad, and every year more than 600,000 students choose to come here, which is more than to almost every other country in the world. Why? It is because they know they will get quality, and it is very important for the sector that that quality is maintained.
I know the Secretary of State takes a more than purely transactional view of higher education, and I am with the Father of the House in hoping that in her reforms there will be protections for degrees that do not offer an immediate commercial advantage, such as theology, philosophy or the study of poetry. I also hope that within her reforms there will be protections to allow universities to innovate and introduce new courses. Our university sector has obviously been at the forefront of driving forward British intellectualism and thinking, and not allowing universities to experiment with courses that may not immediately fulfil the criteria that she is proposing, or indeed forbidding or deterring them from doing so, would set us back in world terms. Will she reassure us that innovation will still be encouraged?
I thank my right hon. Friend for all the work that he did in this area. Yes, I understand the difficulty of choosing a blunt number or tool. That is why I have asked the Office for Students to consider how such things could be used and what approaches we need to ensure that we do not throw the baby out with the bath water, or end up with unintended consequences. On innovation, I am absolutely encouraging all our universities to innovate, working with businesses. The pace of technological change across the world and what is to come in the future is immense, and I want our universities to work with our further education colleges, training providers, businesses and others, to ensure that we innovate and give everybody the best opportunities for the future.

I do not believe that this subject requires a long speech, because for me the situation and the decision by the Government seem to be relatively clear. It became distressingly clear to me when my constituents Valerie and Andrew Hayter came to see me in my constituency surgery in Andover one Friday morning to talk about the loss of their son Alex, who, just a couple of years before, had taken his own life following unexpected disengagement from his university course and exams over the course of one summer. Their view was that but for a simple phone call, a gentle nudge or a small human connection by somebody at the university, the life of their son may well have been saved, yet it became clear from their account of the events that unfolded that that was not an approach that would get much purchase in universities.
Whatever we may think of the current state of universities —many of them do a fantastic job—they have become much more transactional places. There was a time, certainly when I was at university, when they referred to themselves as communities—when they were there for not just academic growth, but spiritual and emotional growth. They recognised that they were taking on young people who were adults legally, but perhaps not fully formed adults emotionally, and who, at the tail end of adolescence, would be going through particular difficulties and a developmental stage in their mental acuity that required a particular kind of attention and pastoral care.
We see that change in universities in their retreat into defence when these horrible, tragic events happen. The defence is that students are adults—a legal defence. Or there is a bureaucratic defence, as my hon. Friend the Member for Don Valley (Nick Fletcher) mentioned, about GDPR. There is never a mention of basic kindness or human connection, or—an overused phrase sometimes— a common sense, or even a sense of morality about what somebody might do when they notice behaviour that might give a family cause for concern.
The university sector also retreats into the notion that, as the hon. Member for Sheffield Central (Paul Blomfield) said, suicides in universities are lower than the average. Well, so they should be. This is a supervised or semi-supervised environment where there is supposed to be a latticework of support and care, and where young people are given the space to grow emotionally as much as intellectually. The fact that the rate is lower is not a matter for congratulation or celebration; it is actually a notion that they are not doing quite as well as they should be. The case for a general duty of care is a strong one, particularly where we have a sector that is retreating into, as I say, these bureaucratic and process-driven arguments and that we all think has a responsibility to our young people beyond just teaching them.
The Government have said that they believe a duty of care already exists in common law. That will be decided by the courts, but more than one coroner believes that that is not the case and, most importantly, far too many parents believe that that is not the case. Far too many families have seen and felt in their own lives that that is not the case, and they often feel that they are dealt with in a casual or offhand way. They feel that their kids are not disposable and should not be forgotten, and that there should be some change to prevent anybody else from going through what they have gone through.
There has been much talk about mental health support in the debate and more widely. To be fair, universities have done a lot, and the Government have spent a lot and have given money to universities specifically for mental health support and care. The NUS has done some work, as have others. I hope the Minister will agree that the best and most basic mental health support that people can get is a loving family. The idea that families should be excluded from the process, particularly when their child is exhibiting distressing, alarming or even unusual behaviour in a university seems inhumane and immoral. I ask the Minister in his summing up, because he is a thoughtful and independently minded man, to depart from the Government line hitherto and think again about this notion. We have imposed an awful lot on universities, given their new freedoms and the fact that they have often become big businesses. We have an Office for Students to guarantee the quality of courses, and we have just imposed legislation on them to guarantee free speech. Why would we not impose something on them to try to guarantee the safety and lives of our children?

Commons ChamberMy Department continues to work with the Office for Students to ensure that universities support students in hardship by drawing on the £261 million student premium.
I have been hearing from students from the University of Lancaster and the University of Cumbria, and I share the concerns of the organisation MillionPlus, whose report “Learning with the lights off” highlights the difficulties that around 300,000 students are facing. Has the Secretary of State seen the report, and will he meet me and representatives of MillionPlus to discuss how the report’s recommendations on bringing immediate grant support to students could be implemented by his Government?
I am afraid that I have not yet seen the report, but I will ask my team to dig it out and give it a look over. If the hon. Lady has specific issues that she wants to raise, I will be more than happy to meet her. Alongside the significant funding that we are putting into the student premium to deal with hardship in the student body, many students who are not living in halls of residence or other tied accommodation will benefit from the wider cost of living package that the Government have put together.
They will no doubt be relieved on the grounds of the rate of interest they are required to pay on their student loans, won’t they?
I know that the rate of interest on student loans is a matter of great interest to my right hon. Friend and his constituents. The switch from maintenance grants to loans that are effectively contingent upon income has been a success, in that we have seen during this period a significant increase in the likelihood of 18-year-olds from disadvantaged backgrounds going into higher education, but of course we constantly keep these things under review.
I have been speaking to a lot of students in recent weeks and they are obviously anxious about the cost of living. While student maintenance loans have increased by just 2.3% on average, inflation has rocketed to more than 10%, accommodation costs are up 5%, food costs are up 14.5% and transport costs are up by 10.6%, hitting commuter students particularly hard. The result is that students are facing an average funding gap of £439 per month and dropping out, while the Government are facing a credibility gap in this sector. Can the Secretary of State tell us what students are supposed to do?
As I outlined previously, £261 million is available in this academic year to support disadvantaged students who need additional help. We have been working closely with the Office for Students to make sure that universities support those who are in hardship. It is worth pointing out that students will also benefit from reductions to their energy costs if they are buying from a domestic supplier, through the energy cost support package that we are putting in place. We have, as the hon. Gentleman said, continued to increase support for living costs over the last few years. He will know, however, that we keep these things under review constantly and an announcement on the uplift for this year will be forthcoming shortly.
We are focused on raising educational standards for all pupils, irrespective of their ethnicity.
The Government will be aware that, although many ethnic minority groups have narrowed the gap with white pupils, and in some cases overtaken them, some groups continue to underachieve, particularly black Caribbean boys. At a time when there are so many skills shortages, what is the Secretary of State doing to ensure all our pupils achieve their potential?
I am pleased to say that the right hon. Lady is right and a number of minority groups now outperform the average, not least the largest group of the black community, those who would identify themselves as black African, who outperform the average in a number of ways. She is right, however, that there is underperformance by a number of black Caribbean pupils, mainly boys, and I certainly undertake to her to try to investigate why. However, I am sure she would agree that although external factors such as disadvantage can influence educational outcomes, the standard of the school and of the teaching that those pupils receive can often overcome many of those barriers. If she has not already done so, I urge her to visit the Michaela Community School in Wembley, which I visited two weeks ago and which is seeing extraordinary results from a very mixed and diverse community, in a very challenged part of London.
One key reason for underachievement—of all pupils, including pupils from different ethnic minorities—is the absence of children from school. At the start of term this September, there was just 93.5% attendance in all schools, which means that children lost up to an estimated 17.6 million hours of learning. At the start of school term, we would expect to see higher rates of attendance, of about 98%. I know that the Department has appointed 13 attendance advisers, but we have 1.7 million absent children and 100,000-plus so-called “ghost children”. What is my right hon. Friend doing to get those children back into school, so that the 1.7 million persistently absent children are safely returned to the classroom?
The Chairman of the Select Committee is absolutely right to push hard on this issue because it is vital to the future of not only those children, but their families. He is right that following the pandemic we have seen a reduction in attendance. One silver lining coming out of the pandemic was the fact that we now have real-time attendance data for a majority of schools—we are working to complete that for all—which allows us to focus in our efforts on driving attendance in those schools. Given my previous job at the Home Office, I am particularly keen that police, schools and local education authorities should work closely together to make sure that those children who are not at school and are not findable at home are found somewhere out in the community and brought back.
You are meant to work through the Chair, Secretary of State. If you could do so, it would be very helpful, because at least then I could hear you as well.
This Government are committed to the protection of freedom of speech and academic freedom in universities. The Higher Education (Freedom of Speech) Bill will strengthen existing freedom of speech duties and introduce clear consequences for breaches as well as a duty on universities and colleges to promote the importance of freedom of speech and academic freedom.
How my right hon. Friend and his team address the concerns of many that mandating university students and staff to complete training in contested theory such as unconscious bias, like the Radcliffe Department of Medicine’s implicit bias course or the University of Kent’s Expect Respect course, is worrisome, especially given recent data from the King’s College “The state of free speech” report on the increasing reluctance of students to engage in challenging debate.
I know my hon. Friend recognises that universities and colleges are independent organisations. None the less, I share his concerns that where opinions, beliefs or theories that are contested are presented, they should not be presented to young minds alone. The context in which they are created, and indeed the arguments for and against, should be presented to young people. Indeed, it is the duty of those who are tasked with the education of young minds to give the widest possible sense of perspective on all these issues.
The Government are committed to supporting schools. That is why we are investing significantly in education, with a £4 billion increase in the core schools budget this financial year, which will help schools facing the challenges of inflation brought about by global events.
Schools across my constituency face extraordinary financial pressures, particularly in special educational needs settings where costs per pupil are higher, and in older schools where the Government’s failure to invest in the schools estate means higher costs for heating and repairs. With inflation running out of control, which is an effective 10% cut in real terms to this year’s budgets, senior management teams are desperately worried that they will not be able to balance the books, especially with higher demand for things such as breakfast clubs as parents feel the pinch. Can the Secretary of State please inform us what representations he has made to the Treasury to address the crisis in education funding?
Notwithstanding the significant increase in the schools budget last year, we are monitoring the impact of those global inflationary forces on schools across the whole country. We are in constant conversation with leadership, unions and headteachers about their finances. Perhaps the hon. Lady does not know this, but we acted immediately when it became clear that schools would be severely impacted by the rise in energy costs, to ensure that they were included in the energy bill relief scheme. We continue to have dynamic conversations with Treasury colleagues on the importance of school funding.
This week we are celebrating National Care Leavers Week. As we celebrate the many success stories, we must also keep working to identify and stamp out any and all abuse. I was therefore shocked and saddened as I started to read the report of the independent inquiry into child sexual abuse last week. The scale of abuse and exploitation suffered is horrifying. The courage of those who came forward will help improve services to protect children. The inquiry was established by the Government seven years ago. Since then we have taken action to make sure that children are better protected, and I am determined to continue to improve children’s social care so that every child has a safe and loving childhood. My right hon. Friend the Home Secretary will make a statement on the matter shortly.
There have been four Secretaries of State for Education in the last year, and nine out of 10 schools in England say that they will run out of money this year. The dogs in the street know that the Government are so unstable as to be unfit for purpose. Does today’s Secretary of State for Education agree with me and the hon. Member for Christchurch (Sir Christopher Chope) that the new Prime Minister will face an “ungovernable” and “riven” Tory party and that a general election is the only answer, otherwise things will go from very bad to much worse?
I begin by welcoming the fourth Education Secretary in the last four months to his place. For the time being, he has the best job in Government. In May, internal Department documents described some school buildings as a “risk to life”. After the Conservatives crashed our economy, does he believe that there should be further cuts to school capital budgets?
I thank the hon. Lady for her welcome. She is absolutely right that this is the best job in Whitehall and, indeed, the most important Department, given that we hold the future of the country literally in our hands. She is right that the comprehensive survey of school premises that the Department undertook revealed some alarming problems, and we are working closely with local education authorities, multi-academy trusts and others to try to rectify those. She will know that we have invested significant amounts of money in the school rebuilding programme. We continue to have conversations with the Treasury about how we may be able to do more.
As a result of the Conservatives crashing our economy, school leaders are now warning that they will be forced to cut back on equipment, sport and the very staff who enable all our children to achieve and thrive. Last month, I set out Labour’s fully funded, fully costed commitments to end tax breaks for private schools and to invest in breakfast clubs for every child in every primary school in England. If the Secretary of State genuinely believes in delivering a great state education for all our children, why does he not adopt Labour’s plans?
As the hon. Lady will know, we already have breakfast clubs in a number of schools across the country, which are targeted at where they are most needed. Our approach to such issues is to do exactly that: to look for vulnerabilities and the areas that require assistance and then to target funding accordingly. At the start of our hopefully long relationship across the Dispatch Box, I hope that as well as doing her job of challenging the Government to do ever better, she will recognise some of the significant achievements in education over the last decade, not least the fact that 87% of our schools are now good or outstanding and that we stand at our highest ever level in the international league tables for literacy.
The head of the Russell Group has said that the window for the UK to associate to Horizon Europe is “closing fast” and that
“failure to move forward with UK association would be bad news for research.”
What assurance can the Secretary of State give researchers that funding is imminent and that research will be protected at all costs?
Mr Speaker, as I am sure you will have heard from other Ministers, we recognise that science and technology is critical to our future economy, and much of that originates from research within universities and other research bodies. We have made a huge commitment financially to research across the whole of the UK, and that will persist. We are dead keen to join the Horizon programme, but the hon. Member’s question is better directed at our European friends.
As a rural Member myself, I am very alarmed to hear my hon. Friend’s stories. She is right that we should be encouraging schools to educate children about where food comes from, and indeed about the very high standards that UK farmers have produced, not least in animal husbandry, but I have to say that there is a way to intrigue children and make them curious about some of the challenges to climate change brought about by farming. I read recently about an additive made from seaweed that we can add to dairy cows’ feed that reduces the amount of methane they produce. I gather it is in operation very effectively in Australia and being looked at in this country.
As I said earlier, we recognise that schools are under significant pressure, as is most of society, and we must work together to try to get through it in good shape. We will obviously be making representations to Treasury colleagues as we move towards a statement on Friday, and indeed beyond, about what those pressures are, so that the Chancellor and new Prime Minister—hooray—can make choices within a priority framework that reflects the priorities of the Government.
Ministers will be aware that at the weekend it was reported that the school in England that has recorded the best Progress 8 score, and the best measure of how much value is added during time in the classroom, is Michaela Community School in Wembley. Michaela is a free school. It encourages students to study EBacc subjects, and it is Ofsted outstanding. The Labour party opposed the creation of free schools, opposed the EBacc, and wanted to abolish Ofsted. What lessons can we learn from that?
My right hon. Friend puts his finger on the point exactly. He will be pleased to know that only 10 days ago I visited Michaela school to see exactly what goes on, having heard an awful lot about it and indeed having watched the moving documentary about the work done there. I confess to being rather alarmed by the aggression that that school attracts from the wider educational establishment, particularly on social media. Although the head of that school is obviously very outspoken, she is outspoken because it seems she has a cause. It was gratifying at the weekend to see that in the Progress 8 scores she proved that she was right.
Despite my private Member’s Bill, Education (Guidance about Costs of School Uniforms), becoming law to reduce the cost of school uniforms, far too many schools have their heads in the sand, with logos upon logos, emblems upon emblems, and they are not responding to the requirements of the law. What will Ministers do about that?
Why has the Secretary of State dropped the Schools Bill?
As the right hon. Member will know, the legislative timetable is under review—or it was, under the previous Prime Minister. We wait for the opinion of the new Prime Minister as to his priorities in the months to come. We will have to wait and see what we has to say.
As I hope the House knows, I am a passionate supporter of the power and creativity of engineering and its ability to address the most serious challenges that we face globally. Will my hon. Friend agree to look at the curriculum for opportunities to improve the teaching and understanding of engineering?
I am sure that the Secretary of State is as concerned as I am about the number of children attending school who are hungry. Has he made any representations to the Department for Work and Pensions about raising the £7,400 household income eligibility threshold for free school meals?
As the right hon. Member would expect, we are in constant conversation with not just the DWP but the Treasury about the impact of the global fight against inflation that so many families face. It would be wrong for me to front-run what may be announced on Friday, but she can be assured that we constantly put in front of colleagues the pressures on families putting kids into schools as well as those on schools.
Even the drama in this place does not match the daily drama of the childcare juggle, so we must listen to millions of mums and dads who are asking for affordable and flexible childcare options in a system that is effectively not fit for purpose. Will my right hon. Friend reassure parents and early years educators that the Department is looking at that closely? Will he work with me and the think-tank Onward to bring about reforms?
My hon. Friend is quite right that the childcare system—not through anything other than an accident of increasing numbers of ministerial initiatives—has become complicated to the extent that there is not enough availability and it is not affordable or flexible enough. For example, some of the payment mechanisms are complex, not least tax-free childcare, so we have not seen the take-up that we expected when that was introduced. We are reviewing the entire process from end to end. She can be assured that we are looking not just to tinker, but, hopefully—with the blessing of the new Prime Minister—at something that will really provide a reformed system to give her and other parents exactly what they are looking for.
On Friday, I received an email from the acting headteacher of Reay Primary School in my constituency. She said that
“many of our children are hungry. Our cook is providing as much as she can but the children want more. This tells me that the children must be missing out on food at home. We are going to provide bread”
but the school needs more money.
I have listened to the Secretary of State answer many questions about the cost of living crisis that parents face, but parents and teachers cannot wait. What more can he do to address this now?
I can confirm that work is well under way on exactly that.
The independent review of children’s social care highlighted the cost of the failure of residential care settings—both the financial cost and, most importantly, the cost to children of failed care. What steps is the Secretary of State taking to improve that care and to ensure that we move from a marketised system to a regional system, as suggested?
Children from all over the country, quite a few of whom are in my constituency, are being home educated by parents who, unfortunately, cannot themselves read or write. What are we going to do to ensure we value the education and life chances of every single child, and do not leave home educated children behind?
It is absolutely the right of parents to decide to educate their children at home should they so wish, but as a society we have a duty to make sure they get exactly the kind of education that everybody else is getting. My hon. Friend has championed the issue in many other forums, particularly as it affects his constituency, and I would be happy to hear his ideas on how we may go further.
Has the Secretary of State looked at the full potential for education of technology to improve performance in schools? Other countries are using it in more sophisticated ways, so has he looked at it?

Written StatementsThe Department of Education welcomed the successful return of summer exams and other formal assessments in 2022. Alongside Ofqual, we put in place a package of support to recognise disruption faced by the 2022 exam cohort while being clear of our intention to return to exams as normal in 2023.
In May, the Department and Ofqual confirmed that for exams and formal assessments in 2022-23 there would be usual arrangements for non-exam assessment and there would be full subject content coverage for all subjects.
On 29 September, the Department and Ofqual confirmed exams will largely return to well-established, pre-pandemic arrangements in summer 2023. In making these decisions, the Department considers the level of disruption experienced by the 2023 cohort over the course of their qualifications has not been as significant as that experienced by those who received qualifications in 2022 as they will have had more time to cover their curriculum, practise assessments, and access education recovery programmes and interventions. There have been no national school closures in the 2023 cohort’s GCSE/A-level teaching years, which are designed as two-year courses. The 2023 cohort had less overall absence, including all covid absences, in their year 10 autumn term than the 2022 cohort did. Furthermore, the Department believes it is important to return to pre-pandemic arrangements to build confidence in the credibility and validity of qualifications.
In that context, the Department confirms that advance information will not be provided for any exams taken in summer 2023. However, acknowledging students may still have experienced a level of disruption due to the pandemic, the Department has decided that formulae and equation sheets for GCSE mathematics, physics and combined sciences exams should be provided in summer 2023, as was the case for exams in 2022. As most students take at least one of these subjects at GCSE, this will provide broad support for all GCSE students. We have asked Ofqual to put this into place and they have launched a consultation on this.
On grading, Ofqual have confirmed the position they set out in September 2021, to return to pre-pandemic grading in 2023.
Looking back over the past three years, the Department and Ofqual are keen to build resilience in the exam system and learn lessons from the alternative arrangements that have been put in place. Jointly with Ofqual, we have launched a consultation that seeks views on how centres should gather and retain evidence from students so that it can be used both to support students’ revision and exam preparedness and could be used as a basis to determine students’ grades in the unlikely event that formal exams and assessments do not go ahead as planned. It invites views on whether the guidance proposed will minimise the burden on centres and students, and if it will support centres in providing the best possible preparation for students for their exams.

Gentleman may be aware that we accepted the recommendation of the School Teachers Review Body, an independent review board that considers all the evidence provided not only by the Government but by the unions, labour economists and all sorts of interested stakeholders. The review body made its proposal to me earlier in the summer, and I accepted it. I have no doubt that, when the review body next assesses teachers’ pay, it will continue to consider recruitment and retention alongside affordability, which is quite right.
I welcome the Secretary of State’s announcement of the retention of local authority discretion for the next two years, which will assist my village schools, many of which are sparse but not quite sparse enough. Can she reassure me that, at the end of that two years, the level of funding that those village schools receive will effectively become baked in as the baseline for future funding and that they will not face some kind of cliff edge in the funding formula?
Today I have set out the new funding formula for schools. We will have a transition period, during which local authorities continue to have the ability to allocate at local level, but we have made it clear that we are setting out the amounts that we think schools should get. That is the whole point of this process, which does reflect sparsity. We have more work to do to ensure that we reflect sparsity more accurately over the coming years, as I have set out in the funding formula document, but this is a step in the right direction. I fully expect that, over time, we will continue to get better and that we will move to an even more accurate approach to sparsity.

I was honoured when I was asked to be co-chairman of Women2Win—and pleased, because I recognise that gender equality in this place is the responsibility of men as much as women.
I have three points to make. First, I am conscious that role models matter. I know because I am the proud owner, with my wife, of a pair of five-year-old twins, a girl and a boy. Pleasingly, our young daughter has been given all sorts of role models by books such as “Winnie Finn, Worm Farmer”, “Rosie Revere, Engineer”, “Ada Twist, Scientist” and “Fantastically Great Women Who Changed the World”. One day, while describing a picture with a spacecraft in it, I referred to the spaceman being inside. I realised that we were making progress when she said to me, “Daddy, how do you know it’s a man?”
On the flip side, the responsibility of men was made clear to me when my son argued with my wife about whether there could be female bus drivers, because he had never seen one. These things matter. That is why the education programme in this place—getting schoolchildren in to talk to them about what MPs do and who they are—is so important.
Does the hon. Gentleman agree that gender stereotyping is, in many respects, reinforced in children’s early years by toys and books? My mum, who was a single parent, could find only one book with a single parent in it.
The hon. Lady is absolutely right; there is certainly not enough literature and so on for young people, but the situation is better than it used to be. I recommend “Princess Smartypants” for young girls who want a good combination.
It was a real shock to come here after 16 years in London government, where politicians do not actually get a lot of abuse, and realise how much abuse female MPs take compared with male MPs. I am with the hon. Member for Rhondda (Chris Bryant) about getting rid of anonymity online. Women generally—not just female MPs or female journalists—get enormous amounts of abuse online compared with men, and we need to think carefully about anonymity.
I also want to mention what we project in this building. It is often said that women are put off coming here by the atmosphere: the aggression, the confrontation—all the stuff that appears in the media. In fact, 90% of our work in this place is not like that. The real picture, in Committee, in debates such as this one and elsewhere, is much more consensual and less aggressive.
I thank my hon. Friend and parliamentary neighbour for giving way. It is important to say that not just political parties but the Government and Parliament need to think about ways of encouraging more women to come here. Too often we say that it is down to women themselves and the parties, but this place and the Government need to work with us to make that happen.
I completely agree. It is incumbent on everyone—women, the Government, men and society—to present the real picture of what happens here, so that women who are put off by the principal atmosphere projected in the media realise that there are other aspects of the work beyond the yah-boo politics in the Chamber.
I am with those who suggest that we should have a proxy system. Frankly, that should be not just for Members who are on maternity leave but for those with serious illnesses. It is strange that the maths of the House can be changed—often significantly, as we might find—by someone happening to suffer an illness or by someone having a baby. I think a sensible proxy system for use in particular circumstances would be widely supported in the House and in the country as a sensible measure to enhance our democracy, as the right hon. and learned Member for Camberwell and Peckham (Ms Harman) said.

Commons ChamberIt is a great pleasure to follow the hon. Member for Motherwell and Wishaw (Marion Fellows) and to see you in the Chair, Madam Deputy Speaker. I have to say, however, that prior to your arrival you missed a parade of relatively churlish speeches from Opposition Members, which I found surprising, as the Queen’s Speech appears to be a smorgasbord of legislative delights. It is a legislative Milk Tray, filled with hard and soft centres, from which one can take one’s pick—perhaps the hon. Member for Blaydon (Mr Anderson) was worried that he would get the coffee cream. In the Speech that he described as “rubbish” I found a huge amount of value, and I wish to take the opportunity today to run through some of the issues that will be important in the months to come.
The Children and Social Work Bill, to which the hon. Lady referred, is possibly the most important Bill in this Session. In his conference speech from October of the year before last—I believe it was then—the Prime Minister electrified the room by painting a fairly bleak picture of the lives of children in care. They are four times more likely to commit suicide, and 70% of all prostitutes in the UK have been through the care system. He told us all then that the care system shamed us all as a nation, and he was quite right. It is therefore a tribute to him and to the Minister for Children and Families that this Bill has appeared. That Minister said at the outset that his mission was to put children in care front and centre of the political debate, and he appears to have achieved that.
The Bill contains many measures that will be vital to those children’s lives in the future, but let me mention two in particular. The first is the focus on getting local authorities to realise that they are corporate parents—that these children are their charges and should not necessarily be competing for attention and resources with other issues, be it potholes, refuse or whatever it might be. We would not put our own children second to other requirements in our house, so why would we put children in care second, third or even last on the list in the priorities for a local authority? Defining more clearly for local authorities what their responsibilities are to those children, what their obligations are and the fact that they have to publish those and consult on them locally with people will be vital in creating transparency on the way these children live in all our communities.
The second measure is the concentration on leaving care. It may well be that we are not looking after these children terribly well or that we are looking after them patchily in the care system, but when they leave care our obligation to them does not cease. Providing each of them with an adviser up to the age of 25, improving leaving care services and, in particular, getting local authorities to publish their plans for leaving care and to consult on them, allowing local people to see what is being done in their name to all of our collective children, will be vital to driving standards up.
I would, however, like to see two areas added to the Bill, so I put the Minister on notice here. First, if it is right that children leaving care should have an adviser up to 25, surely it is also right that we look earlier in their lives at how we might be able to influence their outcomes in their adult life. In particular, I am thinking about what happens where educational attainment is extremely low. It strikes me that a sensible thing to do for those children who are underachieving—this is what any parent would do—is to try to look for assistance outside of school. In London, there is this strange phenomenon whereby parents of underperforming children who are entitled to free school meals are still managing to scrape together the money to pay for a tutor. I do not understand why officials in local authorities do not look at children in care as they would their own children and say, “If they are underachieving, we should be providing them with tutors.”
The Government have done lots around designated teachers, and there is more to come in this Bill, and lots around virtual headteachers, but there is no substitute for one-to-one assistance for children in care as they go through education, particularly the early years. Four, five, six and seven are critical ages for setting the foundation for future life. If those children were to get one-to-one tuition, as the most privileged kids—and often non-privileged kids—do in our society, it would make a big difference.

Madam Deputy Speaker, may I say that you make an exceedingly good point? I am suitably reprimanded. The point that I was trying to make is that these suggestions in relation to the care system link very well with our reforms of the prison system. Too often, people in prison have gone through many care systems themselves.
My hon. Friend is absolutely right. I will come on to some of those points a little later. Incidentally, Madam Deputy Speaker, “youse” is a term of abuse in Liverpool, so you absolutely should not allow that in the Chamber.
Secondly, private schools have charitable status, and I wonder whether there is more we can do to encourage them to take on children in care. By my maths, if each private school were to take about 20 children, which is not a huge amount in a school of 400 to 600, it would mean that every child in care could go to a private school. Given that those schools benefit from charitable status, they should look a little further than their local community and consider allowing some of our more disadvantaged children to take advantage of the facilities that they provide. I look forward to helping that Bill through its passage, as it will be incredibly valuable.
Let me rattle through some other issues. The initiatives that are proposed on prisons, courts reform, and policing and crime, which allow for greater innovation, will be vital. As a famous Labour politician once said:
“I bear the scars on my back”
from trying to do a moderate amount of innovation in the criminal justice system at Feltham. We attempted to look at youth offending from a different point of view. It was an incredibly difficult and bureaucratic process. In the end, the attempt foundered in a morass of something like 19 organisations that were required to agree and a Ministry of Justice that was broadly reluctant. Getting innovation into the criminal justice system and giving people on the ground the ability to create and design their own solutions to the problems that we face, such as education in prisons, will be absolutely key.
The Digital Economy Bill is incredibly exciting for those of us who have rural constituencies, as it recognises that 25% of all small businesses—that is half a million small businesses—are registered in rural area. Allowing people to have the right to demand a universal service obligation of 10 megabits for their internet is absolutely critical. Twelve per cent. of GDP now comes to the internet in the UK, so, if we are to grow as an economy, it is vital that we connect up all the people.
Many of us have neighbourhood plans in our constituencies. I have several going to referendum this year, and one is going through already. If the Government are to get people to take up their planning policy, it is vital that neighbourhood planning is strengthened and protected. I understand that the neighbourhood planning Bill is designed to do that. In particular, it will allow local authorities greater scope to protect their own five-year housing supply figures, so that developers cannot constantly challenge them, or wear them down by a war of attrition in the courts and with the planning inspectors, to get their way on speculative developments. There will be many Members from rural communities and elsewhere who will be watching that Bill with care.
The modern transport Bill is very exciting. If we are to be at the forefront of developments, we need to grab this technology for ourselves, rather than, as the British normally do, allow the Japanese to miniaturise it and the Americans to consumerise it. We should take some of the things that we have invented and try to exploit them. Although modern transport is largely focused around autonomous cars, I urge Ministers to look at the hydrogen economy. There is absolutely no doubt that the fuel cell is coming. In California, Toyota has already launched the Mirai, the next generation Prius. It is a hydrogen fuel cell car. Powered by hydrogen, the car emits only water. Hydrogen is the most abundant element in the universe and holds out the option of extremely cheap power for all of us, and so using this Bill to accelerate our adoption of that technology is key.
Finally, the better markets Bill holds out enormous promise for consumers, in particular those who want to shift banks. I have one plea: please may we use the Bill to get rid of the requirement to produce utility bills wherever we go? For those of us who pay by direct debit and are paperless, those things are anachronistic, and the foresters of Britain will rejoice at the trees that will not be required to be felled as a result.

Commons ChamberIt is about reducing bureaucracy and cutting costs for small businesses. It is not a quarterly tax return; it is good, sensible bookkeeping, which good businesses do anyway. Keeping the books in good condition every quarter will help small businesses when they come to submit their annual returns. I am more than happy to meet the hon. Lady’s constituent and explain things to her, because there is a lot of misinformation.
I am pleased to hear that the Minister has met the Federation of Small Businesses, of which I am a proud member. From that meeting, she will know that 60% of small businesses do not currently operate digital accounting systems. Does the Minister understand the rising level of anxiety in that part of the business community? Does she agree that it might be sensible for the Treasury to consider introducing the system on a voluntary basis, which made self-assessment such a success when it was introduced all those years ago?
My hon. Friend makes a good point. There will always be good, full support for this digital movement. The other thing that is of concern to some small businesses is access to superfast broadband, because there is no point in doing this unless a business has it. Many small businesses are reticent to get up to speed—if I can put it that way—but I am confident that, with the excellent work of my hon. Friend the Minister for Culture and the Digital Economy, we are making huge progress and ensuring that all businesses have access to superfast broadband.

Commons ChamberSince 2010, the UK has risen from 14th to second place in the global innovation index, behind only Switzerland. We continue to support innovation in this country through Innovate UK and our expanding Catapult network.
The most promising sector in the British economy at the moment is life sciences, yet historically start-ups in this sector have had difficulty attracting venture capital. Will the Minister update us on progress he is making on getting this vital resource into this vital sector?
That gives me a chance to congratulate my hon. Friend on his leadership as deputy Mayor of the MedCity initiative in London. The life sciences sector is growing fast. Last year, we hit a 17-year financing high, with more than £1.7 billion raised for early-stage companies. The challenge now is to make sure that those emerging businesses grow into substantial global companies, which is where my focus lies.
