6. What the timetable is for the commissioning of the new Type 26 frigates.

The Secretary of State for Defence visited the Clyde last Thursday to witness the completion of the first Type 26 units. This unit will form part of the first ship, HMS Glasgow, which is due to be accepted by the summer of 2025. The Royal Navy will then train and prepare her and she will enter service in 2027. HMS Cardiff, HMS Belfast and the remaining five ships will then follow.

The Minister will know that Sheffield companies have been key to the Royal Navy’s supply chain since we provided the tools to build wooden battleships such as HMS Victory. He will also know that there have been three HMS Sheffields, serving with distinction from the Arctic to the Mediterranean in the second world war, but the last was decommissioned in 2003. Does he agree that it would now be right to recognise the city’s contribution to the Navy by naming one of the Type 26 frigates, “HMS Sheffield”?

I thank the hon. Gentleman for his question. Indeed, he has written on this issue to the Secretary of State. The process by which ships are named is understood by the hon. Gentleman, and I agree entirely that the city of Sheffield has every right to be considered as a potential city to be named after in terms of the Type 26s, but the process will be followed as per the usual manner.

The Minister will be aware that, on Monday, after much talk between Plymouth and Portsmouth, I launched a campaign to have the Type 26s port based in Plymouth. Will he meet me and a leadership team from Plymouth to outline why this key city in the nation’s crown deserves to have the ships port based there?

I would of course be more than delighted to meet my hon. Friend and a delegation from Plymouth. I was very pleased to visit Plymouth and was very impressed with what I saw—for example, the work on the refurbishment of the Type 23—so it would be a pleasure to meet that delegation from the great city of Plymouth.

Given that the Type 26s are currently being built by the greatest shipbuilders in the world, at the Govan shipyard, will the Minister also confirm the timetable for the Type 31 frigate and whether that will be built in Govan, too?

The Type 31 process is well under way. We are pleased with the number of consortia that have shown an interest in the Type 31, and I hope that the Clyde shipbuilders will be putting in a very good price, which will ensure that the Type 31 will be delivered on time and on schedule.

If we are to have an HMS Sheffield, we must certainly have an HMS Goole, because we are, after all, a port. More importantly, with Australia and Canada both likely to make decisions on the Type 26 this year—in the coming weeks or months—does my hon. Friend agree that getting those contracts will ensure we have sea-to-sea-to-sea interoperability? Does he also agree that having four of the “Five Eyes” powers on the same platform—New Zealand might also get it—would send a powerful message?

I agree entirely with my hon. Friend. The Type 26 presents us with an important opportunity for partnership working with Australia, Canada and perhaps New Zealand. The campaign in Australia has been strong, positive and upbeat, and I sincerely hope it will be successful.

The Ministry of Defence is working closely with the defence industry to understand the implications and opportunities presented by the UK’s departure from the European Union. Through our future partnership with the European Union, we want to explore how our industries can continue working together to deliver the capabilities that we need. It is, however, worth noting that current major European collaborative capability projects, such as Typhoon, are managed bilaterally or with groups of partners rather than through the EU.

Last month, we heard that the UK could no longer participate in the Galileo satellite programme post Brexit. That is a huge blow for our industry as a whole and our defence capabilities in particular. Will the Minister tell us exactly what he is doing about it?

I agree that the issue of Galileo is concerning. We have made representations at the highest level to both the European Union and the French Government. We believe that this is an important issue and that the UK’s contribution to the Galileo programme is significant. I think the hon. Gentleman will agree, however, that the European Commission’s comment that the UK would be a security risk is simply unacceptable.

Does my hon. Friend agree that it is crucial that any synergies in terms of industrial strategy across military expenditure should be concentrated on NATO, where there is a plethora of different weapons systems and pieces of equipment? It is much more important to concentrate on the fact that Britain is remaining a key player in the NATO alliance.

I entirely agree with my right hon. Friend that NATO is the mainstay of our defence capabilities, and I also agree that the relationship with NATO partners is significant and important for the future. From an industrial capability perspective, however, I think that the Prime Minister made a clear commitment to our willingness to work with our European partners in the future, and I hope that they will demonstrate the same good will in return.

Protecting our sovereign military aerospace capability is very important. However, the Typhoon orders will last only until 2026; we have no new orders for the Hawk until the Qatar deal comes through; and Taranis is being kept in a big hangar and we do not really know what is happening with it. What is the position of our UK aerospace defence industries? The lead time is at least 10 years. What discussions has the Minister had about the sixth-generation strike fighter, for example?

The hon. Gentleman will be reassured to know that my right hon. Friend the Secretary of State will meet the Qatari Defence Minister later this afternoon to discuss the Typhoon and Hawk orders. However, the hon. Gentleman is right to highlight the long time that it takes to develop new capabilities. We launched the combat air strategy so that we would have an idea of how we should proceed. The United Kingdom has a huge capability in this sphere and we need to build on it.

The United Kingdom’s defence expenditure accounts for about 20% of total EU defence expenditure. What is being done to encourage our allies to up their defence spending?

I entirely agree with the sentiments expressed by my hon. Friend. I think it is fair to say that when Ministers—including me—meet our opposite numbers from the European Union, they stress the need for other EU countries that are in NATO to fulfil the 2% obligation. It is interesting to note that some of the Baltic states, for example, are very clear about their commitment, but we need some of the larger players in Europe to fulfil their obligations as well.

I thank the hon. Lady for her question. One example we can offer is the current Boxer programme, which is at the assessment phase. Currently, we expect more than 60% of that to be onshore and going to the UK, but there are opportunities to increase that further. I have already had discussions with several companies based in the north-east on that very project.

Following on from what has been said earlier about the cadet force, does the Minister agree that the cadets are a great introduction to military life, because as well as giving children positive role models, they help to promote social mobility? Will he update the House on what steps the Department is taking to encourage the participation of state schools in the cadet movement?

I am pleased to inform the House that on 31 March the British Army took a major step forward in securing a potential deal to get a fleet of new armoured vehicles by re-joining the Boxer programme, which could support at least 1,000 British jobs. The UK will re-join the programme and explore options to equip the Army with the state-of-the-art 8x8 troop carriers (mechanised infantry vehicles) to modernise its vehicle fleet. The UK played a major role in the design, development and testing of Boxer, and would reassume the rights it had as an original project partner, thus allowing the option for the vehicle to be built and exported from the UK. The intention would be for at least 60% of the manufacturing to be within British industry, sustaining and developing UK industrial capabilities, facilities and skills.

A capable mechanised infantry vehicle is integral to the Army’s new strike brigades. The Ministry of Defence (MOD) conducted a comprehensive market analysis of mechanised infantry vehicles in-service, entering service and in development. The analysis was guided by the British Army’s requirements and how best to deliver them. The Boxer is the stand-out performer across a wide range of requirements including protected mobility, capacity, flexibility, utility and agility, and is a worthy choice for the British Army, who deserve the very best equipment. With the ability to rapidly adapt to suit our soldiers’ needs and perform across multiple climates and terrains, the Boxer would provide the British Army with a credible medium capability, enabling commanders to provide an appropriate level of response to emerging threats.

The MOD is now taking forward negotiations with the organisation for Joint Armament Co-operation (OCCAR) and Artec to look at options to purchase the vehicles. Any deal will be subject to commercial negotiation and assessment in 2019 and the aim is to have the first vehicles in service with the Army in 2023.

I am pleased to inform the House that I am today laying a departmental minute to advise that the Ministry of Defence (MOD) has received approval in principle from Her Majesty’s Treasury (HMT) to recognise new contingent liabilities associated with the Astute boat 7 “whole boat” contract. Negotiations are ongoing and the contingent liabilities will come into force on signature of the contract.

The departmental minute describes the contingent liability that the MOD will hold as a result of placing the Astute boat 7 “whole boat” contract, which will provide for the production and testing of the vessel. The maximum contingent liability against the MOD is unquantifiable and will remain until the out of service date of the submarine.

It is usual to allow a period of 14 sitting days prior to accepting a contingent liability, to provide Members of Parliament an opportunity to raise any objections.

Within the boat 7 contract, BAE Systems Marine Ltd limit their exposure to product liability to £1 billion per incident and £300 million in any 12-month period. This limits the contractor’s exposure for claims by the MOD for losses associated with the product being defective or deficient, and creates an exposure for MOD to third party claims against the contractor for losses associated with the product being defective or deficient. It is the view of the Department that the likelihood of any claim is remote.

The boat 7 contract also includes a narrative Shipbuilders Risks Indemnity (SRI) condition rather than Defence Condition (DEFCON) 663 which would provide a standard form of SRI.

With an equipment plan worth £180 billion over 10 years, a rising defence budget and an £800 million innovation fund, there are great opportunities for innovative suppliers to work with the Ministry of Defence. The Department recently took part in a Pitch@Palace event, reaching out to defence sector entrepreneurs, and the open call for innovation has been changed to increase opportunities to work with the Government.

Baltex, which is based in my constituency, is a leading supplier of high-performance fabrics, meshes and nets that are designed to keep our service personnel safe and well-protected in the field. What is my hon. Friend doing to support businesses in the defence supply chain that manufacture technical textiles, and will he and the Secretary of State consider visiting Baltex to see the innovative work that is being carried out in Erewash in support of our armed forces?

I thank my hon. Friend for her question. Indeed, I would like to take her up on her kind offer of a visit to Baltex, which is an important provider of services to the Ministry of Defence. It is a classic example of a company that is generating key supplies for the Ministry of Defence and for our armed services, and it is being innovative in the way that it does that. Indeed, we see that innovation across the board with Ministry of Defence contractors—they are innovative for the UK economy in addition to supplying our armed forces.

Does the Minister agree that the launch of the RAF’s first satellite, Carbonite-2, using British technology, is to be welcomed, and can he update the House on whether space technology will be part of the combat air strategy?

I thank my hon. Friend for that question. I am very disappointed not to have been able to visit Surrey Satellite Technology, which developed that facility. Unfortunately, my visit did not take place last Thursday owing to the weather.

This is a significant development. From my perspective, it is an example of innovative thinking being developed by the MOD and the Air Force. Even more importantly, it was a concept only 10 months ago and it has now been procured. Obviously, as part of our combat air strategy, the way in which we interlink with satellite technology will be a key consideration for the Ministry of Defence.

The Minister’s predecessor recently paid a very welcome visit to BAE in Chelmsford, which has played a critical role in developing Britain’s radar capacity through the generations. Does the Minister agree that, when it comes to the next generation of ballistic missile defence radar, it is vital to maintain British capacity and make sure that these skills stay in Britain?

I thank my hon. Friend for her question and pay tribute to BAE for the work that is being done in her constituency. She is absolutely right to highlight the importance of keeping skills in the United Kingdom. Members from all parts of the House should be proud that the Ministry of Defence is responsible for more than 20,000 apprenticeship opportunities throughout the United Kingdom, as it highlights again that Ministry of Defence procurement leads to high-quality, skilled jobs in all parts of the UK, including Chelmsford.

What impact does the Minister see coming from his attempts to increase innovation in defence suppliers if the UK withdraws from REACH, the European regulation on the registration, evaluation, authorisation and restriction of chemicals, and if the free movement of scientists and engineers is not part of the Brexit agreement? Certainly, defence companies have expressed grave concerns to me about that.

This Government want to continue the free movement of people with relevant skills. The MOD is already engaging with the REACH issue. As it happens, I will be meeting relevant companies tomorrow to discuss the matter. I fully understand the hon. Lady’s concerns, but the MOD is on top of the issue and is looking at it closely. I am confident that we will have an agreement that will benefit both the United Kingdom and our European Union partners.

BCB International is a fantastic and innovative defence company, also supplying the civilian and humanitarian sectors, based in my constituency and in that of my hon. Friend the Member for Llanelli (Nia Griffith). Indeed, I have eaten ration packs cooked on its fantastic FireDragon fuel. The company needs support from all Departments to be able to export effectively. Will the Minister commit to speaking with his colleagues at the Department for Transport, and perhaps to meeting me, to ensure that it gets support from the whole Government to be able to export to other markets, including the United States?

The portfolio management agreement that the Ministry of Defence struck with MBDA offers the framework through which we can achieve innovation with defence suppliers. Is the Minister considering agreeing more portfolio agreements, and does he envisage that that will be any time soon?

The hon. Gentleman makes a very important point. One of the first meetings that I had in my new position was with MBDA. Indeed, I also met its chief executive in Paris recently. The agreement is an example of what can be done to embed innovation in the way in which we do procurement. It shows support for UK-based companies and a degree of partnership between the MOD and the companies in question.

May I also welcome the combat air strategy? Will the Minister please give a commitment that the review will look not only to ensure that the RAF has the aircraft that it needs to fight the conflicts of the future, but at how British industry will deliver them?

My hon. Friend is a great champion for the RAF and for his constituency. I believe that he called for the combat air strategy before the announcement was made by my right hon. Friend the Secretary of State. This is indeed about capability, but it is also about embedding the ability of UK industry to respond to the needs of the 21st century, and the combat air strategy will do just that.

There is crippling uncertainty about the customs arrangements that our defence suppliers will face after Brexit. This is threatening their ability to innovate and invest. Just today, Airbus, the RAF’s biggest supplier of large aircraft, has warned that trade barriers will seriously impede its ability to move parts across borders. It is clear that only a comprehensive customs union with the EU can guarantee frictionless trade, so will the Minister explain why the Government have ruled out this option?

The Government have been very clear that we want the most comprehensive free trade agreements possible with the European Union. A free trade agreement of that nature will respond to the concerns of industry, especially the industry supplying the defence sector.

The fact of the matter is that ADS, the trade body, has said that the Government’s preferred options are either incomplete or so complex that they simply will not be viable. Why will this Government not listen to the voices of industry such as ADS and the CBI? Why are they ignoring those voices and their support for a customs union? Is it not the case that the Government are putting ideology above the interests of defence suppliers and pursuing an extreme Brexit that will damage jobs, our sovereign capability and, ultimately, our national security?

I find it interesting that only a few weeks ago the hon. Lady was voting against a proposition from her own Back Benchers for the United Kingdom to stay within the customs union. It is also the case that the announcement made by the Leader of the Opposition was about staying within a customs union, not the customs union; in terms of listening to the voice of industry, there is not much in common between what was said by the Leader of the Opposition and the CBI.

I am very pleased to join my hon. Friend in congratulating the company. The Type 26 is a fantastic ship for the Navy, and I think the fact that, again, we see UK industry providing components for the Type 26 is an example of the way in which the Ministry of Defence is contributing to innovation and growth in the UK economy.

My hon. Friend is absolutely right to highlight that issue. The MOD is one of the largest customers of UK plc and supports over 20,000 apprenticeships throughout the UK. It is clear that the MOD contributes significantly to the prosperity agenda across the UK.

I am pleased to place in the Library of the House this year’s financial summary of the defence equipment plan. This is the sixth consecutive annual publication of the equipment plan summary, and demonstrates the Ministry of Defence’s investment and the need to continue progress in driving improvements, reform and efficiency, with a plan to spend £180 billion on equipment and support over the decade out to 2026-27 which will provide our armed forces with the capability they need.

The Government remain committed to the defence budget increasing by 0.5% above inflation each year and the Department is focusing on where best to invest across the entire defence programme in order to remain on top of an ever-changing and increasing threat environment. However, it was evident following the 2016 annual planning cycle that both uncertainty and risk had increased in the equipment plan. It did not, unfortunately, prove possible to address these issues satisfactorily in the 2017 annual budget cycle (ABC17) as a result of which, the equipment plan emerging from ABC17 contains a high level of financial risk and an imbalance between cost and budget.

These risks have informed the Department’s work on the national security capability review and associated work in the 2018 annual budget cycle. The Department recently launched the modernising defence programme. We aim to use this work to deliver better military capability and value for money in a sustainable and affordable way, and to ensure that defence capabilities complement other national security capabilities in the most effective way.

That is precisely the concern with including the arbitrary figure of £250 million. I hope that the Minister will be able to dispel those concerns and clarify the situation.

Secondly, the national shipbuilding strategy correctly states that there is a potential export market for light frigates—the Type 31e. Much of that is for the purchase of a light frigate designed for construction in the market, not by means of traditional production. How is the Government’s exporting enthusiasm for that going? How many orders have they received? How many do they now think are likely? That key question was also raised by my hon. Friend the Member for Plymouth, Sutton and Devonport.

My third point is that, sadly, less than half the steel in the new Type 26s will be British. That is a crying shame, and I hope the Government will ensure that as the shipbuilding strategy develops, it is increasingly seen as an integral part of industrial strategy in this country, and that there will be complementarity with other parts of British industry.

My fourth question is about delays to the Type 26 programme. There is a great deal of concern among the workforce. Apprentices have been laid off and have had to find training elsewhere. Can the Minister say anything about that?

We are all proud to have seen the launch of the Queen Elizabeth carrier, which was formally commissioned into the fleet in December. We now look forward to the launch of the Prince of Wales carrier. The construction and fitting of both vessels has taken a great deal of commitment and dedication from a well-skilled workforce.

It is important to ensure that those skills are not lost but continually put to good use, which is why we should focus on fleet solid support ships. The contract for three new FSS ships will be subject to international competition. The decision is due in early 2020. I am concerned that that stipulation may put off domestic competitors, as the hon. Member for Glasgow South West suggested. That follows the awarding of a contract for four tankers under the military afloat reach and sustainability—MARS—project to Daewoo, a South Korean company that is widely believed to have been given a tremendous amount of state aid that made its bidding far more attractive than it should have been.

We hope that those ships will be built in Britain because that would secure the maintenance of the skills that have been built up in the industry, and support local economies. It would also help to enhance the national shipbuilding strategy’s domestic capability and to make real the renaissance in shipbuilding that Sir John Parker refers to in his report.

On sovereign capability, I ask the Minister to comment on the report that appeared in yesterday’s Western Mail. It suggested that the Ministry of Defence will award a contract for mechanised infantry vehicles to the Germans without any competition. I give the Minister the opportunity to deny that story.

Finally, I hope that the Government will demonstrate a real commitment to the Royal Navy and naval shipbuilding. This country has a proud maritime history—it had the largest and strongest Navy in the world at one time. That time is a long way behind us, but the challenge now is to ensure that our Navy can successfully meet the new threats and dangers that our country faces.

It is a pleasure to serve under your chairmanship, Ms McDonagh. I thank hon. Members in all parts of the Chamber for their warm welcome. It is an honour to have been appointed to this position, but I suspect that I face a difficult task. In the debates on defence that I have attended thus far, I have found a wealth of experience and knowledge from hon. Members about these issues. There is also a significant amount of cross-party agreement, although not always. In my jousts with the hon. Member for Caerphilly (Wayne David) on Welsh issues, we did not experience more constructive debates of this nature.

On the hon. Gentleman’s question about the Western Mail story, that was speculation. It was nothing to do with the national shipbuilding strategy. There was a clear statement from the Ministry of Defence that no decision has been taken. I can say no more than that, but I hope that that keeps the issue at bay for the time being.

This has been an interesting and constructive debate. I congratulate the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) on securing it, and on his constructive speech. Of course, he highlighted his concerns about the national shipbuilding strategy, but it is only right to acknowledge that, as the Minister, I view the reasons why he raised the issues, and the way in which he did that, as a constructive contribution to the debate.

I hope that I will be able to answer many of the hon. Gentleman’s questions. He mentioned the importance of the national shipbuilding strategy in giving opportunities to young people in his constituency and, as we have heard from other hon. Members, across the United Kingdom. I cannot fail to be anything other than impressed when I meet apprentices, whether they are working on building new ships or on maintaining our Hawk aircrafts. The Ministry of Defence and I are very proud that young people have the opportunity to work in the defence sector. We are the largest creator of apprenticeship opportunities in the United Kingdom. I am sure we all agree on that.

The hon. Gentleman also said that he considers the Type 26 destroyer to be a good ship. I hope to be able to say that it is being built in a very good yard by experienced workmen on the Clyde. Again, there is agreement on that.

My right hon. Friend the Member for New Forest East (Dr Lewis), the Chair of the Defence Committee, made a thought-provoking speech. In my eight years in the House, he has always spoken with passion, commitment and an independence of mind when it comes to defence. I am sure that that independence of mind and that willingness to challenge will haunt me, as it has haunted other Defence Ministers over the eight years in which I have seen him perform. No one can doubt his commitment to the defence of this country and the wellbeing of our armed forces, or to his independent, cross-party chairing of the Defence Committee, which represents what is best about the Select Committee system.

I also acknowledge my right hon. Friend’s history lesson and his firm defence of the concept behind the Type 31 frigates programme. His description of the programme’s rationale was clear, and he was listened to with understanding by other hon. Members. His speech included the basis of the points that I will make in due course about Type 31s.

I enjoyed the contribution of the hon. Member for Strangford (Jim Shannon). As a Welshman, I am pleased that there has been a significant Celtic contribution to the debate. Scotland, Wales and Northern Ireland have contributed fully, because we understand the importance of defence to all parts of the United Kingdom.

Even the hon. Member for Dunfermline and West Fife (Douglas Chapman) acknowledged that, while Scotland remains part of the United Kingdom—long may that continue, in my view—we all appreciate and acknowledge its contribution to our defence in terms of capacity on the Clyde, our nuclear capability in Scotland and the contribution of Scots to our armed forces. I thank him for his contribution.

Other hon. Members intervened in the debate. The hon. Member for North Durham (Mr Jones), who is no longer in his place, is correct that at Defence questions a week ago, I responded in a robust fashion to his comment that our country had not exported any warships for 40 years. It is important to engage constructively with what we are trying to achieve through the national shipbuilding strategy. The aim is to ensure that we find ourselves in a position where we are exporting our warships to other parts of the world. It has been acknowledged across the Chamber that the capability, capacity, skills, ingenuity and innovation all exist in this country. When the hon. Gentleman raised that issue, I thought it was important to point out that the way we sell that capability, that capacity and those skills to the rest of the world is by talking our industries up, not down. I will not apologise for the comment I made at Defence questions.

I will turn to the body of my speech, because I have an obligation to try to respond to the debate. We have to step back and ask ourselves what the rationale behind the development of the national shipbuilding strategy was. Although people have asked questions and asked for clarity, even the most challenging comments have acknowledged that it is an attempt to move the issue forward constructively, and to ensure that our country’s capability and capacity are reflected more coherently. Hon. Members may not agree with every single statement in the strategy—there is clearly a debate to be had about it—but the fact that we are moving forward with a strategy is something that most hon. Members clearly seem to welcome.

It is important to understand the context. The Government have always recognised the need to retain operational advantage and freedom of movement in sectors that are critical to national security. That is an issue that I have come across since my appointment to the Ministry of Defence. Indeed, it was an issue that I came across in my time as a Wales Office Minister, which lasted for almost two years, because in that period, as the hon. Member for Caerphilly will be aware, I visited numerous defence establishments in Wales. That issue of national security, and having a national defence capacity, is something that I understand, as do hon. Members from all parties. Shipbuilding is an important part of that and is integral to our fortunes.

The aim was to ensure that we examined the shipbuilding sector, and identified how best to develop a shipbuilding strategy that would reflect our needs, the demands of our Navy in the future, and the potential to create a more coherent and successful shipbuilding sector. Sir John Parker’s report was upbeat and positive. It talked of the renaissance in British shipbuilding that is happening in many smaller yards and smaller businesses within our shipbuilding industry. The report looked at the issue of shipbuilding in a wider context than only defence. Obviously, from a shipbuilding strategy point of view, it was absolutely imperative that we learned from history, and understood what must be protected in the UK national interest, and where we can support capacity in the shipbuilding sector by supporting businesses that can provide us with the warships that we require. The strategy also provided the opportunity to train and support businesses and individuals who can contribute to a further expansion of our shipbuilding capacity.

In my new role as Minister with responsibility for defence procurement, I would very much like to meet the all-party group on shipbuilding and ship repair, because, from an MOD perspective, the shipbuilding strategy must clearly consider the issue of producing warships and defence capability, as well as the wider implications for the economy, which I am very interested in. I have seen the direct benefits of defence spending to the economy in Wales. I would very much appreciate the opportunity to talk to the hon. Member for Plymouth, Sutton and Devonport about issues that I could potentially learn about in relation to his work with the all-party group. In my time in this place, I have learned that all-party groups make a huge difference; I have no doubt about that. They are a constructive forum in which colleagues work on a cross-party basis, and I would be very grateful for the opportunity to discuss these issues in more detail with him.

The recommendations in Sir John’s report were accepted in full by the Government, as they applied to our responsibilities, and that created the national shipbuilding strategy that we now have. I would argue that that strategy examines three main issues. The first is better planning; we heard the history in numerous contributions. I am taken by the idea that my history degree might not be as redundant in this new role as I had thought, because learning from history is one of the things that we have to do if we are to improve the way in which the MOD procures.

The strategy gives planning a great deal of attention, so that we can give industry greater certainty and predictability. It sets out the key procurements of the next five years, from the purchase of eight Type 26 global combat ships to the new Type 31 ships. The hon. Member for Glasgow South West (Chris Stephens) asked what the commitment is in relation to the Type 26. The commitment in our strategic defence and security review of 2015 and in the recent NSBS is very clear: it is a commitment to eight ships. That is a commitment that will protect—

As I was explaining, the strategy is about planning. We are talking about the purchase of eight Type 26 global combat ships, the new Type 31 frigates and the next generation of fleet solid support ships. There has been a discussion on the competitive tendering for the fleet solid support ships, but that is in accordance with the strategy, which looks to ensure that warship capability is built within the UK, but that we are also open to go out to competition.

I regret that I did not hear the second part of the intervention, but the commitment on the purchase of the eight Type 26s was clear, and I will be on the Clyde on Thursday.

The second element of the strategy is design. It is about taking a new approach to design and construction. We want to challenge outdated naval standards and introduce new ones. In effect, I am repeating the comments of the Chairman of the Defence Committee, my right hon. Friend the Member for New Forest East, but it is about forcing through advances in design, identifying new materials and looking at new manufacturing methods to try to make our shipbuilding industry even more competitive, which is part and parcel of ensuring that we have export markets.

The issue of the export markets for the Type 31 has been touched on by many Members. The figure of 40 frigates is the potential market that was identified for this type of frigate in 14 countries. That was part of market research that was undertaken. We have never argued that there are 40 potential orders for the United Kingdom; what we are saying is that there are 40 potential orders for that type of ship that will be open to competition from the United Kingdom.

The value of the strategy is in ensuring that we have a British-owned design. The whole strategy is building on the manner in which the aircraft carriers were built successfully—the block-building capacity. That is the strategy we have undertaken, and it will pay dividends.

I cannot, I am afraid; I only have three minutes left. We identified that the export market is crucial. Having the export market allows us to look at cost controls and the ability to create savings within the programme. It also allows the United Kingdom to show once again that we have the ability to design and deliver ships internationally. For the MOD, the whole effort in identifying the support for the shipbuilding strategy is about building capacity and ensuring we are in a position to target other markets. I hope that Members will join the Ministry of Defence and the Government in ensuring that the advantages of the Type 26 are made known to potential customers in all parts of the world.

The other issue I want to touch on is a key success for the strategy, which is the partnership approach. To return to Sir John Parker’s original point, the strategy hinges on the strength of the partnership between the Government and the sector. It is about our collective ability not simply to improve productivity and develop the product that the international market wants to buy, but to continue to develop the skills and the talent to keep the industry firing on all cylinders. That is exactly what Members have been asking for, it is absolutely what I want to contribute in my role in the Ministry of Defence, and it is the purpose of the shipbuilding strategy. Where we need to refine or take on board the advice and guidance given to us by colleagues, we will do that, because the aim of the strategy is to ensure that we leave the shipbuilding sector in a better place than we found it. I am confident we can do that, but we need support from all parts of the House.

I hope we are building on firm foundations. We are looking to move to the future with a strategy that is not starting from scratch, but builds on our strengths and reputation, while identifying that we have to rectify the fact that we have not sold a warship in 40 years. We have to be confident that what we have to offer is cutting edge. It is about working with the industry, which has a reputation to live up to and has contributed so much in so many parts of the United Kingdom. We need to ensure that the industry is capable of producing ships of value to the UK and the Navy while competing internationally and making a cutting-edge contribution at the world level.

Members have touched on the economic contribution that the strategy can make. I am very aware of that. Ipsos MORI has conducted research that highlights what we need to do. It is available on the Department for Business, Energy and Industrial Strategy website. I am aware that I need to allow the hon. Member for Plymouth, Sutton and Devonport time to sum up the debate, so I will finish. I genuinely believe that we are moving forward constructively. As a Minister, I want to work with Members to ensure that the strategy delivers for the United Kingdom and our Navy.

I should also like to take this opportunity to pay tribute to my predecessor for the work that she has done in this role for the past two years. Ministerial colleagues and I regularly discuss defence co-operation with our European partners. The Government are clear that they are seeking a deep and special partnership with the EU, including on security matters. It is important that UK and European industry can continue to work together to deliver the capabilities we need to keep us safe, and we look forward to discussing options for future co-operation during the next phase of the negotiations.

I thank the Minister for that response, although he does not make it clear whether we will still be part of the European defence fund or whether that is our ambition. He will be aware that negotiations on the next stage of the European defence industrial development programme, which is part of the EDF, are taking place, so what assessment has he made of the impact on jobs in our aerospace, defence and security industries if we do leave?

The national shipbuilding strategy made it clear that, as non-warships, the fleet solid support ships will be subject to international competition. There are clear cost and value-for-money advantages from maximising competition, which remains the cornerstone of defence procurement. UK companies are welcome to participate in the competition.

Daewoo, of South Korea, which is currently building the Tide class tankers for the Royal Fleet Auxiliary, has benefited from unfair state aid assistance from the South Korean Government. Will the Minister give assurances that for the next batch of fleet solid support ships, any shipyard worldwide that is benefiting from unfair state aid will be excluded from the competition? Even better, will he make a commitment that UK shipbuilders will be able to bid for that on that basis?

T2. As a proud civil engineer, I am excited by the prospect of this being the year of the engineer. Will the Secretary of State tell the House what plans his Department has to recruit more nuclear engineers for the Navy, more mechanical engineers for the Army and more aeronautical engineers for the RAF, to ensure that we will have sufficient numbers of these critical personnel in the years ahead?

I thank my hon. Friend for the passion with which he asked his question. The Ministry of Defence supports and attracts engineers across the services. That work includes focusing on undergraduate apprenticeships in the Royal Navy to target submarine engineers; the Army’s running science, technology, engineering and maths events to inspire young people; and enhanced digital marketing of the RAF to promote graduate engineering opportunities.

Once again, the hon. Gentleman’s comments are disparaging of our ability as a nation. This country aims to deal with past failures by ensuring that we have a platform that will appeal to nations around the world. The MOD is confident that the platform that we are developing for the Type 31e will appeal around the world. It would be good if some Members who claim to represent British industry were willing to support rather than attack it.

The Crowsnest project will deliver instructor and initial crew training in 2019, and it will be operational from mid-2020 to support the initial operating capability for HMS Queen Elizabeth. We are on track for Crowsnest to enter service, and I thank Thales—a key subcontractor —for its positive engagement and its collaborative approach to supporting this vital Royal Navy project.

The Royal Electrical and Mechanical Engineers are one of the resources on which we will be relying more in future for reserve capabilities than we have in the past. My hon. Friend gives me the opportunity to use this as another specific example. We will be looking to ensure a basing laydown for REME units that reflects the nature of the work force in different areas. We clearly need to recruit to REME reserve units in areas where there are significant numbers of electrical and mechanical engineers in the work force. That is the right way to build the integrated whole force of the future.

There will be genuine disappointment in the town of Llandudno in my constituency at the news that the Territorial Army centre in Argyll road will see its services relocated to Colwyn Bay, but I think that that disappointment will be tempered by appreciation of the fact that it will remain a strong presence within the county of Conwy. However, it should be noted that the centre in Argyll road is also home to two vibrant cadet units which use the facilities on a regular basis. It would be appreciated in the town of Llandudno and in the wider constituency if we could have some certainty that those facilities will still be available for those two cadet forces.

Our commitment to the cadets is clear and enduring, and we will not throw them out on the street. We may at some point re-provision those facilities. That will depend on the individual site and whether the location is suitable to continue in the long term as a stand-alone cadet facility. We will find alternative facilities for them in the vicinity if, over the longer term, the decision is taken to close the building.

I congratulate my hon. Friend the Member for Swansea East (Mrs James) on securing the debate. Even in a debate about defence spending, we cannot talk about defence without paying tribute to our brave men and women fighting overseas. I stood, like many other hon. Members, at cenotaphs in St Fagans, Pontllanfraith and Cefn Fforest in my constituency, and Maes-y-cymer, where we paid tribute to our war dead. We should always keep them in mind when we talk about defence.

I want to focus on the effect of defence spending on the wider economy. The defence footprint in Wales is massive and hugely underestimated. I often liken it to the car industry. There is no Welsh car but our supply chain, which manufactures components for cars, has a massive effect on the car industry. About 2,300 people work in defence in Wales; £250 million is spent by the Ministry of Defence with firms in Wales. My hon. Friends the Member for Swansea East (Mrs James) and the Member for Ynys Môn (Albert Owen) discussed St Athan, the training college, and made an important point about RAF Valley. A delay in one thing has a knock-on effect on the economy. With the promise of an MOD contract, firms ask to borrow money from banks. The bank manager will ask when the contract is arriving. They wait and wait, but still nothing. What happens is that the firm goes to the wall, the contract is eventually awarded by the Government, but there is no firm to produce the components needed.

That strikes at the heart of the problem with this Government at the moment: a real lack of understanding of economics. The idea that the public sector and the private sector should be separate is absolutely wrong, and if anywhere that can be shown to be the case, it is in the defence industry. Ian Godden, the chairman of ADS, the British aerospace and defence industry body, has warned that the British defence industry will halve in size from 10% to 5% of the UK’s manufacturing output. The main customer for the defence industry is the Government, who have the power to shrink or grow the sector. Unfortunately, they have made the decision to shrink it. It is not about cutting an aircraft carrier or a tanker; it is about cutting investment for the future. That is the problem with defence cuts.

The hon. Gentleman appears to be making the case for defence spending to be used as an economic development tool, which contradicts the comments made about the need for a strategic defence view of the world. In the context of arguing for defence spending as an economic development tool, can he justify why for the past five years—between 2003-04 and 2007-08—defence spending in Wales was less than 1% of the total under the Labour Government?

I will come to that point when I discuss General Dynamics in my constituency.

This is about the knock-on effect on the economy. If a major defence contractor comes to a constituency—as we have been lucky enough to experience in Islwyn with General Dynamics UK—the knock-on effect is amazing. GDUK came to Islwyn, because Government encouraged it to invest in the community, and we are glad that it is there. If we look at the knock-on effect, a ground-breaking innovation centre—the EDGE facility at Newbridge—has been set up to enable small and medium-sized enterprises to transform innovative ideas into products fit for market. The centre acts as a springboard for new IP—intellectual property—providing a collaborative environment where the MOD, Britain’s leading universities and high-tech SMEs are able to conduct rapid testing of new advances in technology.

That is the reality of defence. GDUK is a Welsh success story. The battlefield communication, Bowman, was developed in my constituency. The company has sent technology all over the world and has invested in upskilling its workers. The company takes the view that that would have been impossible without the support from Government for its successes. The fact is that once the technology is cut, it never returns. That is what we need to see when we are talking about defence. I have kept my comments short in order to allow other speakers an opportunity to make a speech..

The Labour Government held a number of reviews, but not full defence and security reviews. There was a constant review of our capability, which had to take place because of our involvement in Afghanistan. I do not think anyone can say that the Labour Government failed to review and assess constantly the needs of our armed forces.

I want to focus on the issues of sovereign capabilities and skills capabilities in the defence industry in Wales. I am particularly concerned that we are not looking at the impact of cuts on our long-term capacity to protect our troops with the equipment and the platforms that they need. Prime contractors are represented in Wales, as colleagues have mentioned. Defence manufacturers based in Wales include EADS in Newport, General Dynamics in Islwyn and Thales Optics in St Asaph. For every job created by the industry, 1.6 jobs are created elsewhere in the economy. It has been calculated that a £100 million investment in the industry creates 1,885 jobs throughout the UK economy, 726 of which will be directly in the defence industry.

I want to focus on the role of SMEs in the defence sector in Wales, and to make the case for supporting and nurturing them in the months and years ahead. According to research from the Defence Industries Council, there are more SMEs in the UK defence industry than in the French, German, Italian and Spanish industries combined. Interestingly, General Dynamics—in the constituency of my hon. Friend the Member for Islwyn (Chris Evans)—said in evidence to the Select Committee on Defence:

“GDUK believes passionately in building a strong supply chain based on British companies, and in particular SMEs; and we practise what we preach. 70% by value of our work on Bowman is undertaken by British companies.”

The Bowman programme is based in south Wales. In the same evidence, GDUK stated:

“We took a deliberate decision to concentrate that growth on south Wales. Following the recent signature of the contract for the Demonstration Phase of the Scout Platform, we expect the size of our work force to grow steadily over the next three years, again with much of that in south Wales.”

We have to remember that the impact of the growth of General Dynamics will rely strongly on 70% of SMEs being financially capable of surviving the current round of cuts and insecurity around contracting coming out of the MOD.

It would appear that we are again receiving a lecture about the role of defence spending in economic development. I am bemused by the fact that between 2003-04 and 2007-08, defence spending in Wales fell from £430 million to £390 million under the Labour Government.

The hon. Gentleman is trying to turn the whole debate. I am frightened by the debate, because the Government seem not understand that our defence capability relies on the defence industry being able to provide the equipment, and on our having the skills and the sovereign capability to provide our troops with the ability to defend this country.
