It is always a pleasure to see you in the Chair, Ms Nokes. I thank all hon. Members present for their considered contributions to the debate. It was valuable to hear real-life examples from different Members’ constituencies. To those who have invited me to visit, such as the hon. Member for York Central (Rachael Maskell), I say that I will be delighted to do so if I remain in post.

I thank the hon. Member for Liverpool, Walton (Dan Carden) for securing this important debate on the merits of ending section 21 evictions. He made a number of pertinent points regarding issues in the private rented sector. Those issues are faced in all our constituencies, including my own constituency of Pendle, and the Government are committed to tackling them.

As Members will know, the private rented sector is the second largest tenure in England. More than 11 million people call the private rented sector home, and it represents around 19% of households in England. Many of those households—1.3 million of them—are families with children. It is right that they and all tenants feel that their rented house is a home and that they can take jobs and start schooling, confident in the knowledge that they have long-term security. Right now, families across the country are worried about having to uproot their lives at short notice, and millions of tenants have less security than those who own their own homes or are in social housing. That does not need to be the case and should not be.

Everyone deserves a secure and safe home, and the Government are committed to ensuring a fair deal for renters. To do that, we will introduce a renters reform Bill in this Parliament to protect tenants, support responsible landlords and improve standards across the private rented sector. The reforms will be the largest changes to private renting for a generation, so we know how important it is to get them right. We are grateful to those across the sector who have worked closely with the Government on developing the reforms, and we will continue to listen to their concerns, just as I will ensure that the concerns set out by hon. Members are reflected in our responses.

Hon. Members are right to mention the insecurity caused by section 21 no-fault evictions. It is not right that a landlord can ask a tenant to leave without giving a reason, and with as little as two months’ notice. The Government are clear that they want to support the majority of landlords, who act responsibly, but it is not right for tenants to live in fear that their lives may be uprooted at the whim of a minority of rogue landlords. Too many tenants do not complain about dangerous conditions, criminal behaviour or unjustified rent increases, fearing they will be subject to revenge evictions if they do.

As we have set out in our manifesto, which has been mentioned by several Members, and confirmed in the House, the Government are committed to abolishing section 21 of the Housing Act 1988 and giving millions of private renters a secure home.

At the same time, we will simplify complex tenancy structures and move all tenants who currently have an assured tenancy or assured shorthold tenancy on to a single system of periodic tenancies, which will allow either party to end the tenancy when they need to. This will enable tenants to leave poor-quality properties without remaining liable for the rent or to move more easily when their circumstances change, such as when they take up a new job opportunity. Landlords will always have to provide a specific reason for ending a tenancy, which will provide greater security for tenants while retaining the important flexibility that private rented accommodation offers. This will enable tenants to put down roots and plan for the future.

The Minister is clearly aware of the very difficult circumstances that face so many of our constituents. I said in my contribution that 200,000 people have been evicted because the Government have not acted since they promised to act. If the new Prime Minister leaves the Minister present in his job, will he give us a sense of urgency that the Government are going to act?

We are in strong agreement that we need to act. It has not been mentioned too many times today—[Interruption.] Well, the hon. Gentleman will remember that the December 2019 manifesto was soon followed by a global pandemic, when the Government took swift and decisive action to protect tenants across the country, so we have taken action. However, we were unfortunately unable to pursue other legislative priorities included in the manifesto with as much speed and vigour as we wanted. We are making significant progress, though. As the hon. Gentleman will know, the White Paper was published in June and some of the consultations that came under it closed only earlier this month.

Just to clarify—I think it might be helpful. I think the Minister said it is the Government’s intention to introduce a renters reform Bill in this Parliament. Will he give us a firm commitment today that the Government intend to make the necessary parliamentary time available to get that Bill on to the statute book by the time this Parliament ends?

I thank the shadow Minister for that remark. It is very much the priority of the Government to introduce the Bill and provide parliamentary time for it to proceed. Obviously, the Government’s policies can change, but, in today’s speech, the new Prime Minister underlined his commitment and the new Government’s commitment to the Conservative party’s 2019 manifesto, which included commitments in this area. I am sure that, whether it is myself or another Minister in post, this will remain a priority for the Government and we will want to bring forward the legislation in good time so that it can go through all the stages before the next general election.

We know that landlords need certainty, too. If a tenant needs to leave a tenancy, we will increase the amount of notice they must give. This will ensure that landlords recoup the costs of finding a new tenant and avoid lengthy void periods. The new system will be simpler for tenants and landlords to understand, enabling them to exercise their rights and fulfil their obligations. We are striking the right balance between improving security for tenants and ensuring that landlords continue to feel confident to invest in the market.

Good landlords play a vital role in providing homes for millions of people across the country, and we want to reassure them that the new system will continue to be a stable market for landlords to invest and remain in. No one will win if our reforms do not support landlords as well as tenants.

It is only right that landlords should be able to get their properties back when their circumstances change or tenants break the rules. We will reform the grounds of possession so that they are comprehensive, fair and efficient. We will streamline the possession process, removing unnecessary restrictions on landlords seeking to recover their properties, introduce a new ground for landlords wishing to sell their property and allow landlords and their close family members to move into a rental property. This, alongside the existing grounds for moving in, will give landlords confidence that they can get their property back if their circumstances change.

The vast majority of tenants abide by the rules, but landlords have told us how difficult it is to act when they are unfortunate enough to have an antisocial tenant. Antisocial behaviour causes misery to a tenant’s neighbours and the wider community. Where a tenant’s behaviour cannot be addressed in the property, we will support landlords to end the tenancy. In cases of criminal or serious antisocial behaviour, we will reduce the notice period, with landlords being able to make a claim to the courts immediately. We will explore prioritising those cases in court so that communities do not have to suffer for longer than necessary. We are working across Government to develop guidance for landlords on identifying and addressing antisocial behaviour, and we welcome further input from hon. Members on what we can do to further support landlords with antisocial tenants. Alongside that, we will continue to listen to landlords who provide much-needed accommodation for the thousands of students across the UK every year, to ensure that the sector continues to work for those in higher education.

Hon. Members here will agree that going to court should be the last resort when all other avenues have been exhausted, but sometimes it is unavoidable. Court proceedings can be costly and time-consuming for landlords, which is why we are working with the Ministry of Justice and His Majesty’s Courts and Tribunals Service to streamline the process and ensure that the most serious cases are prioritised. Alongside that, we are reviewing the bailiff process. It is currently the biggest source of frustration and delays for landlords, and we want to make sure that it is as efficient as possible.

Removing section 21 will help millions of tenants, but we understand that many are facing real pressures with the cost of living now. That is why the Government have provided over £37 billion-worth of cost of living support this year to those who need it most. We have also announced unprecedented support to protect households and businesses from the high cost of energy. The energy price guarantee and the energy bill relief scheme are supporting millions of businesses with rising energy costs. That is in addition to the £400 discount already announced through the energy bill support scheme. We have boosted investment in the local housing allowance by nearly £1 billion since 2020, and we are maintaining housing allowance rates at that increased level this year. Those most at risk of homelessness are able to access discretionary housing payments, alongside £316 million-worth of financial support through the homelessness prevention grant.

Finally, several hon. Members have raised the issue of the poor quality of some private rented homes. Most landlords and agents treat their tenants fairly and provide good-quality, safe homes. However, that is not always the case. Too many of the 4.4 million households that rent privately still live in poor conditions, paying a large proportion of their income to do so. Poor-quality housing undermines renters’ health and wellbeing, and we are determined to act. More than one in 10 privately rented homes have serious health and safety hazards that we need to address, as mentioned by the shadow Minister. We have strengthened local authorities’ enforcement powers by introducing financial penalties of up to £30,000, extending rent repayment orders and introducing banning orders for the most serious and prolific offenders, but we intend to go much further.

I hope that all Members here recognise that the Government are committed to reforming the private rented sector in a fair and balanced way, abolishing no-fault section 21 evictions and providing more clarity for landlords when seeking repossession. We are committed to giving tenants more security, meaning that they can stay in their communities and put down roots. In that spirit, I thank the hon. Member for Liverpool, Walton for his thoughtful speech, and hon. Members across the Chamber for their contributions. Delivering a fair deal for renters through these reforms remains a priority for this Government, and I look forward to working with hon. Members to deliver on that agenda.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I congratulate the hon. Member for Strangford (Jim Shannon) on securing this debate and pay tribute to his tireless work and that of the healthy homes and buildings APPG in improving the conditions of those living or working in poor-quality, unhealthy environments.

We can all agree that the past two years have brought into sharp focus just how integral our homes and communities are to our physical and mental wellbeing. It has underscored the imperative of the APPG’s mission to tackle poor-quality housing and our collective endeavour to ensure that everyone in our society lives somewhere decent, warm, safe and secure. That mission is only becoming more pertinent as winter fast approaches and as we act to help people struggling with the rising cost of living. I understand that the Healthy Homes Bill had its Second Reading in July, and today I hope to outline how the Government are already dealing with many of the issues highlighted in that Bill.

Before I turn to levelling up, I pay tribute to the hon. Member for Coventry North West (Taiwo Owatemi) and the shadow Minister, the hon. Member for Luton North (Sarah Owen), for making two excellent speeches. Both their contributions were fantastic. There was very little I would disagree with in either of their speeches. That demonstrates the broad consensus across this House for dealing with the challenges we face.

I want to reiterate the Government’s commitment to levelling up, which remains a key priority for the UK Government. We know that the UK’s economic challenges are hitting some places harder than others. As well as the immediate Government help that we need to therefore provide to those communities, we need to build places up to help them become stronger and more economically resilient. With that in mind, the Government have set out a UK-wide aim to boost our GDP growth.

We recognise that the UK economy is made up of many different local economies with different characteristics, opportunities and challenges. We therefore aim to achieve and sustain strong economic growth by unleashing the untapped potential of places around the UK. That does not mean we want to dampen down the success of London or the growth of the south-east. We want to grow the whole economy, focusing on every part of the country. We want to ensure that we support growing parts of the economy—for example, life sciences in the north-west of England, advanced manufacturing in the midlands, semiconductors in Wales, renewable energy in East Anglia and fintech in Northern Ireland.

It goes without saying that everybody deserves to live in a safe and secure home. As hon. Members know, the decent homes standard has been in place since 2001. It set the minimum standard of quality to be met for all dwellings provided by registered providers of social housing. The decent homes standard sets out four criteria for evaluating decency. It requires that homes are free of serious hazards, are in a reasonable state of repair, have reasonably modern facilities such as kitchens and bathrooms, and have efficient heating and effective insulation to provide a minimum degree of thermal comfort.

The regulator of social housing requires that social rented homes are maintained by landlords to at least the quality set out in the decent homes standard. Good progress has been made on ensuring that social rented sector homes meet the standard, with non-decency in the sector at around 11% in 2020, although I acknowledge the regional disparities in those rates, which was highlighted by the hon. Member for Strangford.

In the aftermath of the Grenfell Tower tragedy, the Department published the social housing Green Paper. During the consultation, we heard that the decent homes standard was no longer fully effective. That is why in the social housing White Paper we committed to review the decent homes standard to ensure that it works for residents and landlords. Part 1 of the DHS review concluded in September 2021 and established that there is a case for change. Further details on taking forward the review will be set out in due course.

The Government are equally committed to ensuring a fair deal for private renters. Over the past two years, we have introduced regulations that will make privately rented homes safer in respect of their electrical installations —again, a point focused on extensively and eloquently by the hon. Member for Strangford—and through the provision of smoke and carbon monoxide alarms.

We have also reviewed the housing health and safety rating system—the tool used to assess conditions in all homes. That will enable local authorities to take more effective, targeted enforcement when they discover health and safety hazards. Last week, our current Prime Minister re-committed to the ban on section 21 no-fault evictions to protect tenants. We are, of course, carefully considering the next steps to support the rental market.

Several hon. Members talked about the importance of energy efficiency and decarbonisation, including the hon. Member for Tiverton and Honiton (Richard Foord) in his intervention. As I said, we will make sure that rented homes are warm and dry. To meet that aim, we will deliver our net zero target, requiring all of our housing stock to become more energy-efficient. My Department is working closely on that with colleagues from the Department for Business, Energy and Industrial Strategy. Improving the energy performance of our buildings presents an opportunity to provide warm, well ventilated spaces and healthy environments in which people can live and work. That will avoid physical illnesses such as heart and lung conditions—again, issues that were spoken about passionately by the hon. Member for Coventry North West and the shadow Minister.

The journey to net zero buildings starts with better energy performance and improving the energy efficiency of homes and buildings. It is a no-regrets action. That is why we are committed to upgrading as many homes as possible to energy performance certificate band C by 2035, as a cost-effective, practical and affordable step. Building on this, we have committed to consider setting a long-term regulatory standard to improve social housing to EPC band C, and we will consult on this in 2023.

Improving the energy efficiency of homes is also the best long-term method of reducing energy costs for vulnerable households and those living in fuel poverty. Our target is to ensure that as many fuel-poor homes as is reasonably practicable achieve a minimum energy rating of band C by 2030. To this end, we are investing £12 billion in Help to Heat schemes to make people’s homes warmer and cheaper to heat. We will deliver upgrades to more than half a million homes in the coming years through our social housing decarbonisation fund, the home upgrade grant scheme and the energy company obligation scheme. To future proof buildings, the heat and building strategy also commits us to considering overheating risk and indoor air quality when developing future decarbonisation policies.

Further to this, from 2025, the future homes standard will ensure that new homes produce at least 75% less CO2 emissions than those built to the 2013 standards. That represents a considerable improvement in energy efficiency standards for new homes. In December 2021, we introduced an uplift in energy efficiency standards that delivers a meaningful reduction in carbon emissions and provides a stepping stone to the future homes standard in 2025.

Looking towards health and safety, the Building Safety Act 2022 established a more stringent regulatory regime in design and construction, strengthening building regulations requirements and their oversight. The Act introduces a Building Safety Regulator, which will make buildings safer by enforcing a stringent new regulatory regime for high-rise residential and other in-scope buildings. The regulator will oversee the safety and performance of all buildings and increase the competence of those working across the built environment.

The Building Safety Regulator was established in shadow form in January 2020, and it is intended that the new regime will come fully into force in April 2024, with interim steps, such as requiring accountable people to register their buildings, coming in the meantime. Residents can be confident that their safety is a critical objective of the new regulator. The regime also introduces new oversight requirements during the build phase. This means that before proceeding to the next stage, the developer must satisfy the Building Safety Regulator that they have met the relevant requirements in the building regulations. Between these stages, the Building Safety Regulator can carry out on-site inspections or request information about the building work.

On planning, our policy and decisions should promote an effective use of land in meeting the need for homes and other uses, while safeguarding and improving the environment and ensuring safe and healthy living conditions. Through reforming the planning system, we will champion how beautiful design can enhance health and wellbeing, and encourage sustainable development accompanied by infrastructure that communities will truly benefit from. Building more homes is a fundamental task for the Government and local leaders. The measures we are already delivering—for example, those set out in the Levelling-up and Regeneration Bill—are a significant step in improving the way planning operates, but we want to go further in specific areas of potential through investment zones, for example, to deliver the attractive, well-designed new communities we all want to see.

I am pleased by the Minister’s comprehensive response; it is very helpful. I will ask two questions. I said in my speech that landlords need to be incentivised, if there is a methodology to make that happen, to improve their homes. I appreciate what will happen going forward, but we have so many homes in the United Kingdom—18.5 million—that need to be retrofitted. I am ever mindful that this issue crosses different Departments and may not be the direct responsibility of the Minister when it comes to skills and a national training scheme.

The hon. Member for St Ives (Derek Thomas) could not be here today because he had to return to his constituency. He said to me the other day that those who are in construction are getting older, and as they get older we need a new group of young workers coming through who have the skills to retrofit. Those are two questions. I am not sure if they are the direct responsibility of the Minister, but I know that he will deliver them to the person who has that responsibility.

I thank the hon. Member for that important point. It is not directly my responsibility, but it is the kind of thing that we must work to address collectively across Government.

In a former role, I was the Minister with responsibility for construction, and we looked at the contribution that modern methods of construction and off-site construction can deliver, both in speeding up the delivery of the extra new, nice affordable homes for families that we need, and in freeing up skilled labourers to retrofit the older housing stock and to do some of the other work that we need to be done, because skills are in short supply. It is therefore important that we have a solid skills strategy. That is something that my Department and Ministers in BEIS are particularly keen to look at and work together on to ensure that we have a consistent approach that helps to deliver what we both want to see in this area.

Turning to one of the final areas, design and placemaking, the Government seek to ensure that new homes and places are designed to support the health and wellbeing of residents and communities. The national planning policy framework, which local planning authorities must adhere to as a matter of law, is clear that planning policies and decisions should aim to achieve healthy, inclusive and safe places. Those should support healthy lifestyles, especially where that would address identified local health and wellbeing needs. That could be through the provision of safe and accessible green infrastructure, local shops, and layouts that encourage walking and cycling.

The framework also refers to the nationally described space standard. That means that local councils have the option to set minimum space standards for new homes within their areas. The national model design code asks that local councils give consideration to the internal layouts within new homes, aiming to maximise access to natural daylight.

Through the Levelling-up and Regeneration Bill, we are introducing a duty for all local councils to produce a design code at the spatial scale of their authority area. The measure will empower communities to have their say on what their area will look like through working with local planning authorities and neighbourhood planning groups to set clear design standards through design codes. We have also set up the Office for Place within the Department for Levelling Up, Housing and Communities, which will support councils and communities to turn their vision of what they like into local standards that all new developments should meet, helping to create beautiful, healthy, successful and enduring places.

I thank all hon. Members for their contributions, and particularly the hon. Member for Strangford for securing today’s important debate. There is a huge amount of consensus from all parties on the need to address the issues that have been highlighted today. I speak not just for my Department but for the wider Government in reiterating our commitment to building the sustainable green homes and communities of the future. That is a vision that I know is shared by all.

I make these interventions in a constructive fashion, because I want to have the answers—I think we all do; that is why we are asking. So far, the Minister has done brilliantly. I understand that 75% of new homes are not thermally efficient. Will the Minister confirm that that is the case, and say what steps will be taken to change that? The reason I ask the question is simply that it all links into the energy crisis, which has become a fact of life for all of us. I say that in a very constructive fashion. I am not trying to catch the Minister out—that is not my purpose. I would just like a wee bit of clarity on that matter.

I do not have the exact statistics to hand, but, as I said in my remarks, we are working on updating building regulations and standards. Putting energy efficiency at the heart of those standards is an important priority. This is something that my ministerial colleague in the Department leads on, but I will ensure that the hon. Member’s views are fed back to him and taken into account in our discussions.

We all realise that the challenges identified by the APPG are real, and they are priorities that the Government will address. I am keen to continue to work with the hon. Gentleman, his colleagues in the APPG and others across the House to address those challenges. Even if I am not in this role in a few weeks’ time, I am sure that my successor would be delighted to continue working with them. These are real challenges that are recognised across Government; I know that myself and my current ministerial colleagues are very keen to see them addressed.

The total number of people who have been homeless or threatened with homelessness in the last year is 4% lower than pre-covid-19 levels. That shows that our unprecedented action to protect households during the pandemic has worked, as does the fact that rough sleeping levels are now at an eight-year low.

The data that I have is very different. The cost of living crisis is expected to get worse in the coming months, there was an 11% increase in homelessness between 2021 and 2022, and the number of evictions peaked at nearly 5,000 between April and June this year, up nearly 30% on the previous quarter. What commitments will the Minister give today to ensure that hundreds of thousands of people do not risk losing their homes this winter?

The Government understand the pressures that people are facing as a result of the cost of living, and we have undertaken a range of measures to help them with, in particular, their energy bills. That is in addition to the more than £37 billion of cost of living support for families across the United Kingdom that we announced earlier this year.

The most egregious form of homelessness is rough sleeping, which is why I was so delighted that in September this year, thanks to the incredible hard work of Penny Hobman, Richard Chapman and Stephanie Larnder, we were able to publish this Government’s strategy to end rough sleeping. Will the Ministers commit themselves to delivering on that strategy?

I know that today’s focus is on heating homes, but for far too many people it is on saving their homes. Nearly 20,000 households have been put at risk of homelessness by no-fault evictions in the past year, a rise of 121%, while the Government dither. Mortgages are soaring, rents are rising, homelessness is increasing, and 1,300 Ukrainian refugee households, many with children, are homeless because of the Department’s failure to act on repeated warnings. The Chartered Institute of Housing says that without action this Government will break their promise to end rough sleeping by 2024. Will the new Minister tell us whether they are sticking to that pledge, or will he tell us the truth—that the homelessness crisis will not be fixed by increasing bankers’ bonuses, but will only be fixed by a change of Government?

We remain absolutely committed to our manifesto commitment to end rough sleeping. According to the latest official statistics, published in February 2020, the number of people sleeping rough is at an eight-year low and has almost halved since 2017. Rough sleeping has now decreased in every region of England. We are committed to continuing the great work of my predecessor and implementing the “Ending rough sleeping for good” strategy, and, as I said earlier, there is £2 billion of funding for the next three years.

The Government stand with Ukraine, and under the two visa schemes, Ukrainian refugees have full access to public services and welfare for up to three years. Over 120,000 Ukrainians have now arrived using those two schemes.

I thank the Government for the incredible support we are giving to Ukrainian refugees and my constituents, who have welcomed so many into their homes. Sadly, we are already hearing reports of breakdown between sponsor and refugee. Last week, I met the leader of Runnymede Borough Council and discussed the plans that he is putting in place to support refugees who cannot be rematched. What support is available to local authorities in that regard?

I am grateful to the hosts in my hon. Friend’s constituency for the generosity and good will they have shown during the past six months, and I recognise the challenges that can bring. We remain steadfast in our support for Ukraine. For arrivals under the Homes for Ukraine scheme, the £10,500 per person we provide to councils helps to provide support to individuals and families, including in the minority of cases where someone is left without accommodation.

T4.   I appreciate that some elements in Government may insist that we need more powers to deal with aggressive beggars, but I gently suggest that we have such legislation, including the Anti-social Behaviour, Crime and Policing Act 2014. Does the new Secretary of State therefore agree that we do not need clause 187, a placeholder clause, in the Levelling-up and Regeneration Bill, and will he scrap it immediately?

T7. In Liverpool, 12% of all homelessness applications are a result of domestic abuse. Our self-contained apartments for women and children are constantly at capacity, and plans to double their number are expected to barely touch the sides. What measures will the Minister take to protect survivors of domestic abuse from becoming homeless?

T8. Local councils such as Hounslow have a statutory duty to assess and care for unaccompanied asylum-seeking children placed in local hotels by the Home Office. Many of these children are clearly 13 or 14 years old, and on one day alone 72 arrived in hotels in the borough. What discussion has the Department had with affected boroughs about the additional support they need to provide their statutory duty to these hugely vulnerable children?

Many families hosted a Ukrainian family nearly six months ago. Those arrangements are coming to an end, and there is a real danger that we are going to see a large number of Ukrainian families homeless this winter. The Government need to do far more than the response of the right hon. Member for Pendle (Andrew Stephenson) to a previous question. Can Ministers tell us what their strategic approach is to prevent us from having Ukrainian families on our streets this Christmas?

The hon. Gentleman makes a powerful point, and we are working across Government to ensure that we have a sustainable process for this. It was remiss of me, in my answer to the right hon.
