Commons ChamberI thank the hon. Gentleman for his persistence in pursuing this cause. He is absolutely right, and we have spoken across this Chamber many times about the humanitarian crisis in Syria. I will have great pleasure in meeting the Syria group to discuss what the UK is doing, but the House will know that this country is the second biggest contributor of humanitarian relief aid to Syria in the world.
While I welcome the fact that the Prime Minister raised the issue of the Chennai Six with Mr Modi at the G20, may I urge my right hon. Friend the Foreign Secretary to focus his efforts on the Chief Minister of Tamil Nadu and to seek an urgent meeting with her? Our boys have been languishing in jail there for almost four years—I visited them myself—and it is time, frankly, that they were brought home.
My right hon. Friend is absolutely right. He suggests an interesting avenue for further work. I will certainly look at the possibility of talking to the Chief Minister of Tamil Nadu. Whether we will be any more successful with her in making our points, I will ascertain, but we will leave no stone unturned.

Commons ChamberThe crucial thing is for the Chinese and others to implement the current sanctions and to allow them to have a full economic impact. As the right hon. Gentleman may know, there has been some doubt in recent months about the full application of those sanctions. The people of North Korea are living in absolute misery, penury and servitude. The trouble is that they can probably continue to live in that state for a long time to come, unless their Government see sense. We must work with the Chinese to persuade them.
Given the fact that the Chinese, in a most welcome manner but rather surprisingly, did support sanctions at the UN in 2013, the chances are that they will come to the UN Security Council meeting at the end of this month in a positive frame of mind. The Foreign Secretary is right that Russia shares a small border with the Democratic People’s Republic of Korea. It is also a permanent member of the UN Security Council and is party to the six-party talks. In addition to having good discussions with his opposite number Wang Yi in China, will my right hon. Friend commit to talk to Sergey Lavrov and point out that this is another chance for Russia to rehabilitate its international reputation, which is extremely tarnished at the moment?
My right hon. Friend is absolutely right. He has great expertise in this matter. It is perfectly true that the economic relationship is overwhelmingly between China and North Korea, but, as he says, Russia certainly has a role. Russia should not be permitted to hide endlessly behind China’s skirts, a point that Rex Tillerson made in Moscow on 12 April.

I agree. That brings us to the nub of the issue: the concern that the Government of Sri Lanka intend to turn up to Geneva this week and over the next few weeks to dazzle the international community with a list of clauses in the resolution on which they have made progress and a list of UN conventions that they have ratified, but to weasel out of the justice mechanism by saying that it is all rather difficult and hoping that Sri Lanka will simply drop off the UN Human Rights Council’s agenda and the whole business will be forgotten.
I think that we all understand, from the Iraq historic abuse inquiry and the inquiries in Northern Ireland, that such things are difficult to sell domestically. That is why the scrutiny of the UN Human Rights Council is necessary to show that the international community requires it.
My hon. Friend makes some very interesting points, but his last point is the most important: we are dealing with a Government of national unity, and President Sirisena and Prime Minister Wickremesinghe are trying to maintain a delicate balance. Without that Government of national unity, we would not be seeing progress on any front at all. Everything that we say, maintain and argue for has to be done with a greater understanding of the domestic political situation in Sri Lanka.
I well understand the domestic political situation in Sri Lanka, but the fact is that President Sirisena signed up to the resolution in order to bring Sri Lanka back in from the cold on the world stage. He received congratulatory comments at the time from a number of world leaders and from Secretary of State Kerry, and he now needs to deliver his side of the bargain, not say “This is all very difficult to deliver domestically.” He has made a commitment to the UN on behalf of his country and he must now deliver it.
I have listened with care to what my hon. Friend the Member for, Kingston and Surbiton (James Berry) has said, and I find myself mostly in agreement. I thank him for reminding me of what I said when I was the Minister.
I have read again, with interest, the remarks made by the Sri Lankan Foreign Minister, Mangala Samaraweera, at the Royal Institute of International Affairs—Chatham House—back in January. He ended his comments by saying:
“Festina lente; slowly but surely Sri Lanka is making haste towards a new beginning.”
Having been to the UN Human Rights Council, spoken on Sri Lanka a number of times, worked closely with Prince Zeid al-Hussein on the matter, and witnessed and argued for and against the postponements we had, I look upon this as something that now needs to be driven forward. I repeat my earlier remarks: we must pay tribute to the progress that has been made in Sri Lanka. It is a delicate political balance between the two parties: the Sri Lanka Freedom party, headed by President Sirisena, and the United National party, headed by Prime Minister Ranil Wickremesinghe. It is worth remembering that if the two parties are not in coalition the alternative is probably a return to the days of former President Rajapaksa, under whose presidency many of the atrocities were committed, on both sides.
Regarding what the Sri Lankan Government have achieved, they are quick to point out that they have reintroduced a two-term limit to the presidency, reduced the term itself from six to five years, established a constitutional council, restored independent commissions, recognised the right to information as a fundamental right and recognised the promotion of national reconciliation and integration as duties of the President. All those things are good, but they are not good enough.
On land restitution, I am aware that much of the land, particularly in the north, has been returned to the local community, but a lot of it has not been and we need to see greater progress on that. The Government have said that they are setting up an office of missing persons, which is absolutely key, but to date there is no evidence that it has been done. I hope that, in Geneva, the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Reading West (Alok Sharma), will congratulate the Sri Lankan Government on what they have achieved to date but also point out that the commitments they have made on which, by and large, they are falling short. They still have tremendous good will from the international community.
I would be really grateful if we did not prolong this speech because the Minister has just a few minutes left to respond. Although Sir Hugo has permission to speak, he is not speaking on behalf of the Government. I want the Government to have the opportunity to speak and I would therefore be grateful if there were no interventions and we came to the Minister as soon as possible.
I will just say, in conclusion, therefore, that what is important for all parts of Sri Lanka—the Tamil, Sinhala and Muslim communities—is economic prosperity. I am glad that there is a tilt away from Chinese investment. I very much welcome the fact that the Sri Lankan Government are sending two Ministers to the Commonwealth Trade Ministers meeting next week, because I believe that the UK can do much more bilateral trade with Sri Lanka. Finally, a call I made quietly as a Minister is that although I welcome the hugely important diaspora Tamil community here—many Members have a large number of Tamil constituents—when we are looking at one Sri Lanka trying to reintegrate all the different communities I believe that there should be one all-party Sri Lanka group, not a division between the Tamils and the others.

Commons ChamberThe UN high commissioner for human rights has issued a substantive report on the widespread human rights violations, and of course the UN special rapporteur also referred to violations in her recent press briefing. A full report is due in March. In the light of these two reports, the UK will consider, with international partners, the scope for further enhancing scrutiny of the military’s actions in Rakhine. I can confirm that I will be attending the Human Rights Council.
Brexit provides an opportunity to review the role of the FCO, which has been woefully under-resourced for far too long. Does my right hon. Friend the Foreign Secretary agree that there should be a moratorium on any asset disposals until such a review is complete, and that such a review should also examine how finally to bring other Departments with overseas representatives under the control of the respective heads of mission?
I am delighted for the support from my right hon. Friend in campaigning for proper funding for our diplomatic missions overseas. It is true that we have an absolutely unparalleled network around the world, and it is also true that the missions will be needed more than ever as we forge a new global future. That point will be heard loud and clear by the current occupant of the Treasury, who was, after all, the previous Foreign Secretary.

Having previously discussed the situation with the hon. Lady, I know that she cares very deeply about the humanitarian issues in Burma. There is consensus on these issues on both sides of the House.
The hon. Lady raises the issue of the Kachin pastors. Many Christians live in areas where there is active conflict, notably in Kachin, and we are of course deeply concerned about the disappearance of the two pastors, Dumdaw Nawng Lat and Langjaw Gam Seng. There is deep concern about their welfare. As she notes, they disappeared on Christmas eve, allegedly after taking journalists to see a recently bombed church. Like her, we urge the Government of Burma to investigate their case immediately and release them.
The hon. Lady asks about the UK Government’s lobbying. I note that the Foreign Secretary will be in Burma soon. He will, of course, make strong representations on behalf of the UK Government. Apart from the representations that I and other Foreign Office Ministers have made, our ambassador has visited north Rakhine in recent months and has lobbied five separate Burmese Ministers on the issue and urged restraint in the security response.
Finally, the hon. Lady talked about humanitarian aid. As she will know, the UK Government are doing an enormous amount to provide aid to this troubled area. We have certainly been the biggest bilateral humanitarian donor in Rakhine, and since 2012 we have provided more than £23 million in humanitarian assistance, including supporting work on sanitation and nutrition for more than 126,000 people.
When the Foreign Secretary travels to Burma, he will no doubt wish to discuss with Aung San Suu Kyi and other leaders the role of the Tatmadaw, whether it is worth our while to continue running courses for them, the efficacy of those courses and whether the Tatmadaw is continuing to block aid from going into some areas. I urge the Minister to in turn urge the Foreign Secretary to travel to Sittwe in Rakhine to see the situation on the ground for himself, talk to the Rohingya and come back to this House to update us on whether there is now real evidence that outside forces are stirring up the Rohingya in that part of Burma.
My right hon. Friend is an expert, having been a Minister with responsibility for this part of the world when he was at the Foreign Office. I have already set out the key individuals whom the Foreign Secretary plans to meet, and we all look forward to his response when he returns to the House.
My right hon. Friend talks about the training we may be doing with the military in Burma, and I make it clear that any training we undertake has nothing to do with combat training; it is to do with humanitarian work and English language training. Our assessment is that building those links is a worthwhile thing to be doing.
On the Tatmadaw, my right hon. Friend knows full well that Aung San Suu Kyi has a position in the Government but that the army has a role to play. Clearly it is the army that is acting in the areas where there are humanitarian issues.

Commons ChamberI think it is a widespread view in Washington, and across the UN Security Council, that settlements are illegal, which was why the resolution went through as it did, without any opposition. To answer the right hon. Gentleman’s question directly, I think it is too early to say exactly what the Administration will decide on this matter, but he can rest assured that the British Government will continue to make the points that we have, not because we are hostile to Israel—on the contrary—but because we wish to support the state of Israel.
Let me try to get this right: the British ambassador is summoned formally in Israel because of the way the UK voted at the UN Security Council; meanwhile, in the UK, an employee of the Israeli embassy is caught on film conspiring with a British civil servant to take down a senior Minister in the Foreign Secretary’s Department, the Chairman of the Foreign Affairs Committee and other Members of this House; and the Israeli ambassador makes a couple of phone calls and all is forgiven and forgotten. Can the Foreign Secretary enlighten us on the thinking behind all this?
I certainly can enlighten the House, in the sense that, as my right hon. Friend points out, the Israeli ambassador made a very full apology for what had taken place and the diplomat in question no longer seems to be a functionary of the embassy in London. Whatever that person might exactly have been doing here, his cover can be said to have been well and truly blown, and I think we should consider the matter closed.

They would be shot down, as my right hon. Friend says. I am not even aware that the UN has requested airdrops. I am not saying that they will be ruled out or who should do them. It may be that we can co-ordinate and make them happen. They are not being dismissed; I am simply telling the House that it is hugely complicated. I have been in the armed forces and involved in several airdrops, so I know that very often, when the drop zone is particularly small, the kit lands in the wrong place and goes to the very people we do not want to receive it. As I touched on before, the scale of the aid required means that an enormous number of sorties would have to be conducted; but with transport trucks, we could get the aid to the exact locations, if they are given the permissions. I am sorry to labour the point, but were we to conduct airstrikes, it would require Syrian support. If we can get that support, it is better that it be for the trucks, which could get through to the exact people requiring the aid.
I think my hon. Friend meant airdrops rather than airstrikes, but he is right that we can be proud of what we have done as a country for those who are in the camps surrounding Syria. Today’s urgent question is about those who are trapped in the most hideous situation in Aleppo.
What I believe Members are trying to convey to the Minister is that we regard this as possibly one of the most urgent issues in global politics today. We think this is an opportunity for the British Government to show leadership, to convene likely partners, to kick-start the peace process and the peace talks, while at the same time coming to the House with some concrete ideas about how we can alleviate the appalling, biblical suffering of the men, women and children in what remains of one of the great cities of Syria.
My right hon. Friend gives me licence to pay tribute to the neighbouring countries of Syria for the work they have done in taking on board literally millions of refugees—Lebanon, Turkey and Jordan in particular. One reason why we organised the Syrian support conference this year was to make sure that there were funds available so that those countries can look after those refugees, ensure that they are educated and have the health services they need and make sure that they can eventually move back to Syria once the guns fall silent.
My right hon. Friend talks about Britain wanting to do more. I hope that what I said earlier is not being misconstrued. My request is that I want and would like to, but we are at the will of Parliament when it comes to ensuring that it happens. [Interruption.] Opposition Members are shouting, but the Leader of the Opposition had five opportunities to vote on Syria, but we ended up not having the opportunity to check Daesh before it had been created and to hold Assad to account. We cannot afford to go down that road again. If there is appetite in this House, I absolutely welcome it.

Commons ChamberI can reassure the right hon. Lady, who I know has campaigned on this issue for many years, that the initiative that we started in September at the UN General Assembly with the Belgians and other countries continues to work well. We are gathering the evidence that we need, and I am confident that in due course we will bring Daesh operatives to justice.
All countries of the EU, with the exception of the United Kingdom, have resumed direct flights to Sharm el-Sheikh, which are so vital to the Egyptian economy. What more do the Egyptian Government have to do to persuade the Government to resume direct flights?
This has been a very difficult matter. As the House will know, the Egyptian Government are strongly desirous of our resuming flights to Sharm el-Sheikh. Unfortunately, we are not yet able to do so. Perhaps the best I can say is that consultations and work are still going on between our two Governments and between our security services to give the UK Government the reassurance that they need.

Commons ChamberI pay tribute to the forcefulness with which the hon. Lady has advocated this course. I must say that I wish that, three years ago, the then Labour Opposition had been as resolute in wishing to see that kind of engagement to protect the people of Syria. A critical decision was taken then, as the right hon. Member for Exeter (Mr Bradshaw) well remembers, which has made things much more difficult for us today. I want to see the will of this House clearly expressed in support of what the hon. Lady has said.
The fact of the matter is that with America increasingly absorbed by a sometimes surreal presidential election, France and Germany facing elections of their own next year, Secretary Kerry soon to leave office and a change of leadership at the UN, a degree of paralysis has entered into the negotiation process on Syria—

Commons Chamber4. What recent discussions he has had with the Chinese Government on the promotion of human rights in that country.
We regularly raise human rights with the Chinese authorities. I most recently discussed human rights with the Chinese ambassador a fortnight ago, and my right hon. Friend the Foreign Secretary discussed the human rights dialogue with State Councillor Yang last week. In addition, my right hon. Friend raised concerns last month with the president of the Supreme People’s Court about the detention of human rights defenders.
Following the UK’s withdrawal from the EU, we will need to develop a new set of trading relationships with China. What reassurances can the Minister give me that that process will not diminish our ability or our resolve to publicly condemn the Chinese Government for human rights abuses?
The hon. Gentleman will know that we are very keen to get a date for the annual human rights dialogue. That is the right architecture within which to raise individual cases. However, we will continue to raise individual cases of human rights abuse, and if there is no human rights dialogue, we will have to increase that.
22. Can the Minister tell us exactly what action he is taking to question the Chinese Government about their brutal persecution of those who peacefully practise Falun Gong, particularly in relation to the live harvesting of organs?
We have raised concerns about reports of organ harvesting, as well as about the torture and mistreatment of detainees, during the annual UK human rights dialogue. We will continue to do that at the next round. Equally, we pay close attention to the human rights situation in China and we remain extremely concerned about restrictions placed on freedom of religion or belief of any kind, including Falun Gong practitioners.
I should like to associate myself with the Minister’s remarks about Jo Cox, the MP who tragically lost her life. She was a fellow colleague from the 2015 intake. She was an advocate for refugees and a fierce and passionate champion of the dispossessed. We miss her very much at FCO questions, and her memory inspires us all as parliamentarians to work selflessly for those whose voice is rarely heard.
In relation to the human rights situation in China, Amnesty International has stated that at least 248 human rights lawyers and activists have been targeted by the authorities over the past year. They include the prominent lawyer, Wang Yu. She and 12 others are now under formal arrest on charges of subverting state power. What is the Minister’s assessment of this targeting of human rights activists? Does he agree that, on occasion, the Government’s approach lacks assertiveness in relation to human rights in China?
I should like to associate myself with the hon. Lady’s first remarks, but I dissociate myself from her concluding remark. I believe that, on balance, we have got the situation just about right. We are concerned about the human rights lawyers and we continue to raise the issue. Most recently, my right hon. Friend the Foreign Secretary did so with the president of the Supreme People’s Court of China, Zhou Qiang, on 9 June. He has also raised our concerns with the Chinese Foreign Minister, Wang Yi, and we will continue so to do.
5. If he will ensure that the Scottish Government are included in negotiations on the withdrawal of the UK from the EU.
6. What steps he is taking to support political liberty, freedom of expression and human rights in Bangladesh.
Our condolences go to the victims and the families of those involved in the horrific and cowardly terrorist attack in Dhaka on 1 July. Where credible allegations of human rights abuses exist, we raise them with the Bangladesh Government. Bangladesh is named as one of the Foreign and Commonwealth Office’s 30 human rights priority countries. The British Government also fund a number of programmes that support civil society in Bangladesh.
I thank my right hon. Friend for that answer. Supporters of the opposition Bangladesh Nationalist party have told me that hundreds of its party workers have now disappeared, and Amnesty International referred to at least 43 enforced disappearances in its latest international report. Whatever the true number, does he agree that the political situation in Bangladesh is now extremely serious and it is vital that political rights are protected?
Human Rights Watch identified Bangladesh as having the highest rate of child marriage. This is a fundamental breach of human rights, particularly for those girls who are forced into marriages at such an early age. What are the Government doing to make their views known to the Bangladesh Government, and through the Commonwealth and other organisations, that such practice is not acceptable?
Hindu priests have been brutally murdered and other religious minorities savaged. What actions has my right hon. Friend taken to inform the Bangladeshi Government that that is completely unacceptable and that they have to face up to their responsibilities?
Indeed. I can only repeat what I have just said. We have robust discussions with the Government of Bangladesh. We are extremely concerned about the situation in that country, not least because of its connections with Daesh and other organisations and its basic human rights as well.
What specific representations has the Minister made to the Government of Sheikh Hasina following the brutal murders in the diplomatic enclave of Gulshan in Dhaka? The area should have been very secure, and yet those murderers and terrorists were allowed in to murder 20 people on 1 July.
7. What recent assessment he has made of the strength of diplomatic and economic relations between India and the UK.
Our relations with India remain extremely good. Only this week, I spoke to a high-level group of Indian businessmen here in the United Kingdom, and of course they wanted to know what is happening now with our relationship with India following the recent referendum.
For individuals and businesses in Cheltenham, the UK’s relationship with India is increasingly important. How will it change post-Brexit?
We still have in this country 1.5 million Indians or people of Indian descent, so the connections are huge and robust. People come to the UK a lot and people go to India a lot. Clearly, early talks about the shape of our trade relationship with India will form part of our discussions over the next year or so.
On the diplomatic front, what discussions has the Minister had with the Indian Government about the recent events in Kashmir?
I am delighted that my right hon. Friend referenced the fact that discussion about a future trade relationship will take place in parallel with our exit negotiations from the European Union. What kind of capability does he need to recruit to his Department to get into the detail of those discussions?
My hon. Friend will know that trade policy is with UK Trade & Investment, but I will repeat what my right hon. Friend the Foreign Secretary said earlier. We are aware that we need to recruit and retain more trade negotiators. We are still a member of the EU until the last of the negotiations have taken place, but there is absolutely no reason not to start having exploratory talks, and we are beginning to do that.
8. What steps the Government are taking to support the French initiative to start peace talks between Israel and Palestine. [R]
10. What steps the Government are taking to promote trade and diplomatic connections between the UK and other Commonwealth countries.
We have eight Commonwealth trade envoys representing British business interests in 10 Commonwealth states. We have expanded the British Government’s representation in a number of countries, and we are looking forward to the inaugural Commonwealth Trade Ministers meeting in London in March next year, which will be co-hosted by ourselves and the Government of Malta.
With the decision to withdraw from the EU, many British companies will be looking to expand their business with Commonwealth countries. What specific plans do the Government have to support them in that respect?
That is something we are concentrating on. Intra-Commonwealth trade is estimated at over $680 billion, and it is projected to surpass $1 trillion by 2020. The Commonwealth includes 53 member states, a quarter of the world’s land mass and 2.2 billion people, and 60% of the Commonwealth’s population is under the age of 30, so there are some huge and exciting opportunities there.
17. Now that we have this wonderful opportunity to boost trade with the Commonwealth, will my right hon. Friend make sure that small countries in Africa and Asia are not left behind in what I believe will be a trade bonanza?
13. What steps his Department is taking to enhance diplomatic and economic relations with the Caspian and South Caucasus region.
T3. After five decades of armed conflict in Colombia, where some 200,000 people have lost their lives and many millions have been displaced, a historic ceasefire has been agreed between the Colombian Government and FARC. Will my right hon. Friend update the House on the peace process and Britain’s role within it?
Yes, of course. I welcome the bilateral ceasefire and disarmament agreement reached by the Colombian Government and FARC on 23 June. That is a significant step towards ending more than 50 years of conflict that have affected the lives of so many Colombians. We will continue to support Colombia during the implementation of the peace accord.
T5. The Foreign Secretary is probably aware that over the weekend the Indian security forces opened fire on a funeral procession in occupied Kashmir, killing more than 30 people, with the death toll expected to rise, 100 wounded and ambulances attacked. Will the Minister meet his counterpart in the Indian Government and inform them that opening fire on funeral processions or protestors is not correct and that the perpetrators should be brought to justice?
T8. The situation in the Maldives continues to deteriorate. What steps have been taken to persuade its Government to change its current trajectory?
We are extremely concerned. We strongly encourage the Government of the Maldives to engage constructively with both the United Nations and the Commonwealth envoys and to implement all of the recent recommendations of the Commonwealth Ministerial Action Group. It is crucial that concrete progress is delivered by CMAG’s September meeting. We are also considering bilateral action, including exclusion orders against senior members of the Government and the judiciary.
T6. The Chagos islanders were the first victims of the UK’s nuclear policy, given that their eviction helped the UK get a discount on Polaris. Lords at the Supreme Court now advise that a refusal to permit resettlement may be “irrational, unreasonable or disproportionate”. Will the Secretary of State advise the new Prime Minister of those factors and ask her to make a quick decision on resettlement for the Chagos islanders?
T9. May I thank the Foreign Secretary for hosting an event at the Foreign Office yesterday evening to commemorate the 21st anniversary of the massacre at Srebrenica? We all listened in silence to the tales told by survivors of the massacre. Will he join me in saying that it is important not only that we remember Srebrenica, but that we redouble our efforts to show future generations where hate and intolerance can lead?
