Commons ChamberI and other Ministers have regular discussions with representatives of the Scottish Government and also other devolved Administrations to ensure that we can be prepared across the United Kingdom for the challenges we face as we end the transition period and the opportunities that will follow.
A shared prosperity fund is by its very name inclusive. Why then, given the proximity to the end of transition, are not just Scottish businesses but the Scottish Government excluded from its details?
My hon. Friend’s commitment to opportunity for people from less wealthy backgrounds extends back many years to his tremendous work at the Social Mobility Foundation. We are looking at how we can get a more diverse array of people via the Places for Growth programme, but it is not just limited to places for growth; we are looking at the whole human resources strategy in the civil service so that we look at diversity in a much broader way than previously.
We now head up to Jonathan Gullis in Stoke-on-Trent. No, he is unavailable, so I call David Simmonds.
Some £175 million of taxpayers’ money has been shelled out so far on covid consultants. There has been £252 million for face masks from a company specialising in currency trading and offshore property—more than half the masks were not even fit for purpose because they had the wrong straps on—£43 million for hand sanitisers from a company that was previously dormant, 11 PPE contracts for a pest control company, and so the sordid list goes on. All aboard the covid Tory gravy train. It is no wonder that across our country, there are accusations of corruption and cronyism, with contracts handed down to Tory firms that have links to Tory chums and donors. Does the Minister think that it is right that consultants should be paid up to £7,000 a day to work on test and trace, which, in itself, is a world-beating failure?
We are going to have to have shorter questions for other people to get in—it is only fair.
I thank the hon. Gentleman for the points he raises. As I mentioned, we wish to reassure the public through the use of external and internal audits on some of the issues that he raises, but when it comes to some of the contracts that have been let, we were advised by Labour that we should be looking into a number of different companies, from people producing costumes to a number of other interesting leads that actually led nowhere. We were trying to procure at speed and I have a good degree of confidence in the PPE contracts that were let during this time.
As a number of hon. and right hon. Members have reminded us, there are just 50 days to go before the end of the transition period. That is why I am pleased to be able to discuss with the CBI and other business representative organisations this afternoon exactly how we can ensure that we are all ready for both the challenges and the opportunities that that will bring.

Scots have learned, as the Secretary of State will know, from the trickery of 1979 when even the dead were counted against. Does he not then realise that the people of Scotland will not accept political chicanery on the number or the nature of the question to be asked?
I cannot think of anywhere better to put DCMS Ministers than Stoke-on-Trent: a jewel in the heart of Staffordshire, home to industrial innovation for generations and boasting three of the finest Members of Parliament in the House of Commons.
My hon. Friend makes an important point. Listening to some of the questions from the other side of the House, you would think that the only way in which we could ever procure vaccines, testing or personal protective equipment was by having some sort of Gosplan Stalinist approach in which no private sector individual or organisation could ever be involved. My hon. Friend makes a very important point, and he has been a consistent and effective advocate for the rights of older and vulnerable citizens in all his time in the House. We must make sure, both through effective voter registration and through the effective roll-out of our vaccination programme, that older and vulnerable voters are in a position to take part in the democratic process, and I will work with the Minister for the Constitution and Devolution to do just that.

Commons ChamberLet me agree with the hon. Lady about the huge importance of the national health service, which benefits Northern Ireland enormously, and the enormous importance of access to supplies of medicines, both through the Republic of Ireland and from the rest of the UK. It is important that Northern Ireland’s position and the supply of goods to Northern Ireland are protected by the protocol and that unfettered access is delivered both in terms of north-south movements and of access to the rest of the United Kingdom, which provides crucial support to Northern Ireland.
May I wish you a happy first anniversary in the Chair, Mr Speaker?
Criminality, smuggling and modern slavery, as my hon. Friend knows, cannot be the winners in a no-deal Brexit scenario at the end of this year. Can he assure me that the importance of these issues with regard to Northern Ireland are well understood at the heart of government and that he and the Secretary of State are doing all they can to combat them going forward?
I am grateful to my right hon. Friend. That is indeed disappointing, because over 2,500 laptops and tablets and 400 routers were delivered to Leeds City Council for disadvantaged 10-year-old pupils. I will do whatever I can to spring those laptops from the cupboard as fast as I can.

This year, I and the whole of Government have asked much of the British people: more than any Prime Minister, I believe, has asked of the British people in peacetime. I have to say that the public have responded magnificently and selflessly, putting their lives on hold, bearing any burden, overcoming every obstacle, and tolerating every disruption and inconvenience, no matter how large or small—or inconsistent—so that they could do the right thing by their fellow citizens. I wish that it had been enough to defeat this autumn surge. But while I am more optimistic now about the medium and long-term future than I have been for many months, there can be no doubt that the situation before us today is grave and the need for action acute.
It is absolutely right for this House to have doubts—

It is absolutely right for hon. Members to consult relevant documents that may contain information to the advantage and betterment of the House.
I can assure my right hon. Friend the Member for South West Wiltshire (Dr Murrison) that his future is rosy.
It is right for Members on all sides of this House to have the doubts that have been expressed, to seek answers from me, and to provide scrutiny. That is the purpose and duty of the House of Commons. But while it pains me to call for such restrictions on lives, liberty and business, I have no doubt that these restrictions represent the best and safest path for our country, our people and our economy. So now is the time for us to put our differences aside and focus on the next four weeks in getting this virus back in its box. I know that once again our amazing country will respond to adversity by doing what is right—staying at home, protecting the NHS and saving lives. In that spirit, I commend these regulations to the House.
The right hon. and learned Gentleman is talking about my constituency. I gently point out to him that during the period of the most restrictions in Leicester, the number of cases did come down from 160 to 25 per 100,000. That shows that tough controls of the kind that we are about to vote to bring in today do work.
Let me help people. A few Members have now intervened a couple of times. We want to get everybody in. If they go down the list, I am sure that they will appreciate that.
I have looked at the Leicester figures frequently; they do go up and down, but Leicester has never come out of the restrictions. It is a point that I have been making, and it is not a party political one. The point is that if an area is in restrictions and does not come out, the restrictions are not working. If an area was in tier 2 restrictions and ends up in tier 3, tier 2 did not work. To go back to that system does not make any sense. For heaven’s sake, we have got to use the next four weeks to come up with something better than that for 2 December, otherwise we will do the usual thing, which is to pretend that something is going to happen on 2 December, and then, when we get there, find out that what we said would happen will not happen. I can predict what is going happen because it has happened so many times in the past seven months: the Prime Minister says, “x won’t happen”; x will happen; it does happen; and we start all over again. It is not fair to the British public to pretend that something is going to happen on 2 December.
The lower the rate of infection and the lower the admissions, the more chance there is to get the virus under control. That is why you have to go early. If you want to safeguard the economy, go early. How on earth has it helped the British economy to delay and to go into a lockdown for four weeks when, on 21 September, SAGE was saying it could be two to three weeks? How on earth has it helped the British economy to miss the chance to do lockdown over half-term?
All Members will have seen the data about schools. We all want schools to stay open. How on earth did it make sense to miss half-term? Most schools would happily have said, “We’ll get up early—the Thursday before half-term—and we’ll use Monday and Tuesday as inset days,” and we could probably have got the best part of two weeks of schools being closed naturally, because of half-term, and have the lockdown over then. I do not think there can be anybody in this House who does not think that would have been a better period for a circuit break, lockdown—call it what you like.
It has not helped the economy to waste three weeks. If, at the end of those three weeks, the Prime Minister could say, “Well, there we are—the tiered system is now working, and I’m going to stick with it,” that would be one thing, but the Prime Minister is now saying, “I am going to do the lockdown,” which is failure. That is failure.
The next four weeks cannot be wasted—cannot be wasted. We have got to fix test, trace and isolate. The last figures show that, in just one week, 113,000 contacts were missed by the system. Four in 10 people who should be contacted are not being contacted under the system. If you are not contacted, you cannot isolate. It is not just a number; that is 113,000 people walking round our communities when they should have been self-isolating. Hands up if you think that has helped to control the virus.
We have been on about the track, trace and isolate system for months. The promises come by the wheelbarrow, the delivery never. Only 20% of people who should be isolating are doing it. Something is going wrong. Just continually pushing away challenge and pretending the problem does not exist is a huge part of the problem. Those figures have got to turn around, and they have got to turn around in the next four weeks. If we get to 2 December and those problems are still in the system, we will be going round this circuit for many months to come. If this is not fixed in the next four weeks, there are massive problems.
The Government have also got to stop sending constant mixed messages: “Go back to work, even if you can work from home,” or “Civil servants, get to work,” only a week later to say, “Stay at home.” The constant changing of the economic plans is creating even more uncertainty. There have been huge mistakes made in recent weeks during this pandemic. We have been told so many times by the Prime Minister, often on a Wednesday afternoon, that there is a plan to prevent a second wave—it is working. Well, there was not, and it did not.
Now, less than four months after the Prime Minister told us that this would all be over by Christmas, we are being asked to approve emergency regulations to shut the country down. That is a terrible thing for the country to go through, but there is not any excuse for inaction or for allowing the virus to get further out of control, so Labour will act in the national interest, and we will vote for these restrictions—these regulations—tonight.
I say to Members that we are going to start with a four-minute limit, starting with Theresa May.

Commons ChamberAs the chief medical officer said I think on Saturday night, there is “no right time” to close businesses, or to close pubs and restaurants. We do not—no Government—want to do that. We hope very much that this limited four-week action will get the R down, and I think it is greatly to be preferred to a rolling series of lockdowns of the kind that I believe were being proposed.

I thank my right hon. Friend, in particular for laying out the scientific data on which this decision is based. Most people will say they are prepared obviously to do the right thing in order to eliminate and defeat this virus, but could he set out the criteria that he will use to ensure that we can come out of this partial lockdown on 2 December? The risk is that things could get worse over these next two or three weeks before we see an improvement, and people want to know what they have to do to make sure that we get the infection rate down and make sure it stays down.
I will look carefully at my hon. Friend’s point about microbreweries, which he has raised with me before. We can have covid-secure golf, covid-secure tennis, covid-secure whatever he likes in 28 days’ time. We just have to get through this difficult period. I apologise for it; I am sorry that the nation has to do it, but it is by far the best way forward for the country.

Commons ChamberThe hon. Gentleman will be pleased to know that on 6 May, we launched the “Apply for Pension Credit” service, which is an online claim service that supplements the existing telephone and—[Inaudible.]
I think somebody else might need to answer this question! It is estimated that there is more than £2 billion out there every year that is the legal right of older people on those islands. Pension credit does not make anybody wealthy, but it can make the difference between the loneliness and misery that poverty brings and the joy of simply being able to engage in life again. Will the Minister responsible for fighting for those older people agree to take this on as an equalities issue and put resources into ensuring that people have the knowledge and support—including support in using the online service she mentioned—to access what is, after all, a legal entitlement?

In supporting our older people, pension credit is an absolute priority for this Government, as I mentioned earlier. In fact, about 1 million pensioners—close to that number—who are pension credit customers will receive a winter windfall of £140 off their fuel bills, thanks to the Government working with energy firms to cut costs. This Government are determined to do all we can to support pensioners, and the DWP cross-match these pension credit customers with the data held by pension suppliers. I am sure that we will continue to support pensioners as widely as we can through this pandemic and ongoing.[Official Report, 2 November 2020, Vol. 683, c. 2MC.]
We will do whatever it takes to get this country through the crisis, with or without the support of the right hon. and learned Gentleman. I have explained why I do not believe that his policy is the right one for the country, because it would involve closing schools and shuttering businesses, with all the psychological and emotional damage that a lockdown of that kind brings. He cannot say how many circuit breakers he thinks would be necessary. He cannot say how long they would go on. He cannot say how much damage they would do to the UK economy and to people’s mental health.
We, on the other hand, want to go on with our common-sensical approach, which is a local and regional approach, keeping kids in school and keeping our economy moving, because that is the way to get the whole of our country through this crisis together so that all the regions of the country, particularly those regions that are now, alas, under tier 3 restrictions, bounce back strongly together.
Of course I will do whatever I can to help in the particular case that the right hon. Gentleman raises. I do not know whether the tricycle he mentions is eligible for a number of the schemes that I can immediately call to mind, but if he cares to write to me, I will of course answer immediately.
Order. Will the Prime Minister sit down? We must have short questions. I want to get through the list, so we must help each other.
The hon. Lady is quite right to call attention to the difficulties facing many families right now because of the crisis that we have been in. The most important thing—and I hope that this is common ground—is to keep kids in school if we possibly can. That would be vitiated by the series of lockdowns that are being proposed. I do not want to go down that route. What I want to do is to ensure that we continue to support families throughout the crisis so that they have the cash available to feed their kids as they need to do.
The NHS track and trace is now testing more people than any other country in Europe; it has tested, I think, 26 million people so far—or conducted 26 million tests. I am also proud, on the hon. Lady’s other point, that we have been able to support people across the country in the way that we have. She is not correct in what she says about the combined impact of the job support scheme and universal credit, because they work in tandem, and that lifts people’s incomes to 80%, and in some cases more than 90%, of their current incomes. That is the support that we are giving at the moment, but the best thing is to get our country through this crisis, without going back into the social, the psychological, the emotional and the economic disaster—and “disaster” was the word that the Labour party used only a week or so ago—the disaster of a series of national lockdowns.

Commons ChamberI am grateful to the hon. Lady for her questions. With respect to an oven-ready deal, the withdrawal agreement was concluded happily and voted on by the House of Commons, so we had a deal—a deal which many on the Labour Benches opposed, but a deal which means that our destiny is certain and that we are fulfilling the wishes of the British people. In the same way as 52% of the population of the United Kingdom and 53% of the population of Leeds West—her constituency—voted to leave, we will leave. We are honouring our commitment to the British people.
The hon. Lady was kind enough to refer to some of the past statements I have made that were quoted on the television briefly at the weekend. I have to say—and this is no reflection on her—that if she is going to talk about past statements, she had better clear that with the Leader of the Opposition, who in the past has favoured EU membership, then said he would accept the referendum result, then said that we needed a second referendum in order to satisfy the first, then said that we should have an extension of our membership of the European Union and the transition period, and is now silent on all those questions.
Order. This is a statement on Government policy, not the policy of the Opposition.
I was merely pointing out, Mr Speaker, that we had an oven-ready deal, and from Labour we had an indigestible dog’s breakfast and a Leader of the Opposition who will not eat his words.
The hon. Lady asked about the various deadlines. Those are deadlines that the UK Government have set but that the EU has not met. In any negotiation, both sides have to honour their commitments. As I pointed out in my statement—and she did not, of course, acknowledge this—we were available to talk every day in the weeks preceding the European Council, and the European Union was not. But our firmness on this proposition is now bearing fruit. As we were exchanging thoughts across the Dispatch Box earlier, my colleague David Frost was in conversation with Michel Barnier. I now believe it is the case that Michel Barnier has agreed both to the intensification of talks and to working on legal texts—a reflection of the strength and resolution that our Prime Minister showed, in stark contrast with the approach that the Opposition have often enjoined us to take, of simply accepting what the EU wants at every stage.
The hon. Lady asked about preparation. It is absolutely right to say that we should talk to the automotive sector. That is why, as I pointed out in my statement, the Prime Minister has a business roundtable tomorrow with business representative organisations. She also asked about inland sites. I can confirm that we will have two inland sites at Ashford—Sevington and Waterbook—and one at Ebbsfleet, one at Thames Gateway, one at North Weald, one at Birmingham, one at Warrington, one at Holyhead, one in south Wales and another at White Cliffs in Dover. All those sites will bring extra jobs and investment to the UK as we forge a confident path ahead.
I absolutely agree with my right hon. Friend: we do very much want a deal. We hope that developments this afternoon are moving us in the right direction. She is also absolutely on the button when she says that, with or without a free trade agreement, businesses need to prepare. The number that are getting prepared is increasing all the time, and it is my Department’s responsibility, along with HMRC, to make sure they have the information they require, whatever happens. Outside the single market and the customs union, there will be new procedures. I look forward to working with her and others on the Public Accounts Committee to ensure that we communicate the detail required through our new intensified campaign.

Commons ChamberBefore Prime Minister’s Question Time, I wish to make a short statement. On Monday, in answer to a question from the hon. Member for Swansea West (Geraint Davies) about virtual participation in debates, the Prime Minister—inadvertently, I would accept—said
“I defer to you and the House authorities.”—[Official Report, 12 October 2020; Vol. 682, c. 40.]
As the Prime Minister will know, decisions on the scope of virtual participation are for the House itself. All decisions have been made on the basis of motions moved by the Leader of the House.
I know that the House of Commons Service would be more than happy to facilitate virtual participation in debates, if the House voted for it. If the Government wished to pass me the power, I would be more than happy to accept it, but the decision to bring forward the relevant motion is a matter for the Prime Minister and the Government he leads, not for me and the House authorities.

Commons ChamberI welcome my right hon. Friend’s statement. I recognise that these are difficult times and that he has to make difficult and, I hope, balanced choices, balancing the economic damage against the need to save our fellow citizens. In all this, one positive point that has barely been referred to is that the death rate has fallen from 3% in June to 0.6% at the moment, which has to be seen as possibly part of what the Government are trying to do.
The Government’s strategy, quite legitimately, is therefore to drive down the infection rate—I understand that—while searching for a vaccine, so I simply want to raise a point that others including the scientific advisers have raised. There is a lot of talk at the moment about the two antivirals that have now arrived, remdesivir and ivermectin. Given the Government’s objective of driving down the infection rate, and given that the average age of death at the moment is 82.4, should we not make those antivirals much more widely available at the earliest opportunity, through GPs and every other doctor, in order to get them to people to reduce the likelihood of their going into hospital and dying?
Order. May I just try to help everybody? We need short, punchy answers and questions, as that will help us to get through everybody on the list.
My right hon. Friend is, of course, right to say that we have better treatments, but, alas, the death rate has risen many times over—six times over—in the past few weeks and we have no choice in these circumstances, with more people being admitted to hospital every day, in order to get the virus down.
On NHS Test and Trace, capacity has massively increased, to 312,000, as the right hon. Gentleman knows. He asked what steps we are taking. We are introducing new testing sites—I think it is 500 new testing sites—and we are introducing more labs for testing. He also asks what we can do to get the virus down and the measures we are taking. He is completely right that it depends on enforcement and on testing and tracing, but it also depends on each and every one of us following the guidance, working together to get the virus down. That is what I hope he will encourage everyone to do. On the excellent point he raises about support for businesses that are going to be affected by the latest measures, I would just stress that the Chancellor’s latest job support scheme, at 67%, is highly competitive with those of all other European countries and indeed it is more generous than many. We will continue to put our arms around every worker and every business in this country to the best of the ability of this country. On the right hon. Gentleman’s specific point about universal credit, the uplift will remain present for the rest of this financial year.

This morning, it was announced that the routine testing of asymptomatic NHS staff in hotspot areas would start. This has been long advocated by the Health and Social Care Committee, and I thank the Prime Minister for the progress on it.
We all want to avoid a second national lockdown, which would be devastating for jobs. Does my right hon. Friend agree that the evidence from China, Korea and Italy is that the best way to avoid that is to have earlier, decisive, localised interventions, however difficult and unpalatable, and that today’s difficult decision is not, therefore, about a trade-off between jobs and health, but ultimately the best way to secure both?
I understand my right hon. Friend’s point and I have every sympathy with Bournemouth’s hospitality industry, which I have enjoyed many times in the past, as I am sure we all have. Alas, we have to make restrictions in the overall volume of transmission that is taking place in our society. That is an obvious place to make a difference, and that is what we are doing.

Commons ChamberWhat an impressive list. What a pity that so many of the items in it sadly do not stand up to scrutiny. There is no power grab; there is a power surge as the Scottish Parliament receives additional powers as we leave the European Union. I think the hon. Gentleman used the phrase “contempt”. Actually, one of the things that the beautiful country of Scotland has achieved throughout our time in the United Kingdom is improved productivity, improved competitiveness, improved employment and a stronger health service. Sadly, over the last 10 years, some things have blighted progress in Scotland: a declining level of educational attainment as Scotland has gone down international league tables; a failure to procure the basic ferries that will mean that Scotland’s islands are connected to its mainland; and a failure to invest in the sick kids’ hospital in Edinburgh and elsewhere. All of those are failures of the Scottish Government. It is a sad state of affairs when the United Kingdom Government and the Scottish Government, who have so often committed to working together, are faced with a situation where the Scottish Government have comprehensively failed in these areas, but we stand ready to help the people of Scotland do even better in the future.
Thank you, Mr Speaker. This Chamber has changed in many ways since I went on maternity leave, but I am glad to say that the atmosphere has markedly improved for the better thanks to your warmth and good humour.
The Government are committed to levelling up opportunity in every corner of the United Kingdom, including as we respond to the economic impacts of covid-19. This work has many strands, from the winter economy plan to protect jobs and businesses to the lifetime skills guarantee and the investment we are making in major regional infrastructure. In the Cabinet Office, we are playing our part through our Places for Growth strategy, locating more high-quality civil service jobs beyond the capital so that the Government are better connected to all the communities we are here to serve.
Hon. Members for Sedgefield have always been powerful advocates for the north-east, but none more so than my hon. Friend the current Member. He is absolutely right that Teesside, with Sedgefield in particular and County Durham as well, is at the beating heart of the economic future of this country. We need to invest in the next generation of manufacturing excellence; it is the young men and women of his constituency who will be at the cutting edge of that revolution, and they have no better advocate for manufacturing, for growth and for smarter government than him.

Thank you very much, Mr Speaker. The Chancellor of the Duchy of Lancaster has said that over his dead body would he accept United States food standards, so will he take the opportunity to protect our farmers and keep our food clean and safe in a post-Brexit future by enshrining our standards in law when the Agriculture Bill returns to this place?
My hon. Friend is absolutely right. One reason that David Frost is in Brussels today is to seek to ensure that we can get the best possible deal. Progress has been made in a huge number of areas, but, as the hon. Member for Leeds West (Rachel Reeves) pointed out earlier, there are still one or two sticking points—on state aid, the level playing field and fisheries. With good will on both sides, we can achieve resolution. I certainly know that the Government are determined to do that, but of course we have clear red lines that we will not cross. It is vital that we maintain our faith with the British electorate, and ensure that on 1 January we leave the European Union, single market and customs union, and take back control.

Commons ChamberI support the restrictions. I have done so every single time the Prime Minister has introduced them; he wells knows that. Because of the restrictions, lots of people’s jobs—in Newcastle, it is 10,000 people’s jobs in hospitality—are at risk. I support the restrictions, but the question I asked the Prime Minister is: can the economic support go in for those who will lose their jobs? He did not answer that. There are 10,000 people who wanted an answer to that last question, because they are going to lose their jobs by Christmas. Prime Minister, you really should have answered it.
The reality is that the Chancellor has made a political choice to reduce economic support just when the new health restrictions are coming in. If the Prime Minister does not accept that from me, maybe he will listen to the following example from the Chancellor’s own constituency. This is a business owner. Prime Minister, you might want to listen to what he has to say:
“We own a wedding venue in Richmond, North Yorkshire.
The Chancellor’s latest plan
“does nothing to help us…We cannot employ people to work events which the government are not allowing to take place. Our events team are therefore looking in the face of redundancy as we simply cannot afford to pay wages when events are in lockdown…The jobs are viable if only the Government would allow us to return to work.”
He goes on to say:
“My events team are talented and fantastic and it is an insult to suggest their jobs are not worth saving.”
This is not about supporting restrictions, Prime Minister; it is about what the Prime Minister has to say to those who are at risk of losing their jobs and businesses. What, on behalf of the Chancellor, does he say to that business owner?
Order. May I just say that it is very important to remind everybody that it is Prime Minister’s questions, not Opposition questions? Prime Minister.
I am very grateful, Mr Speaker.
I think the answer is very clear. Last week, the Labour party supported the package—the winter economic plan—that the Chancellor put forward. I think most people, looking at the £190 billion that we have invested in supporting our people across this country, will recognise that. The furlough plan alone is far more generous than any other European country. I think most people around the world can see that the Government are putting their arms around the people of this country and helping them through it. We will help. I know that the wedding sector has had a particularly tough time, and of course I feel for the gentleman in Richmond in Yorkshire to whom the right hon. and learned Gentleman refers, who wants his business to go ahead, but the best way forward for him and for all other businesses in the country is if we all pull together now, get the virus done, and keep the economy moving. In the meantime, yes of course this Government are able to supply the support that is needed, which by the way is only possible because we have had a prudent, sensible, one nation Conservative party in power over the past 10 years. The Labour party would have bankrupted the country.
I do not know what that was, but it certainly was not an answer to the question. After that performance, it is little wonder that trust in the Government is at 15% and falling. Here we go again—yapping, bumbling, mumbling, but no answer. Since he cannot answer a straight question, I will tell the Prime Minister—[Interruption.]
Order. I expected the Prime Minister to be heard; I certainly want to hear the leader of the Scottish National party.
Thank you, Mr Speaker. We are very used to Scottish voices being shouted down by Tories in this place. A Tory Government who casually and arrogantly break international law and break devolution have shattered any remaining trust in this broken Westminster system. Last night was a defining moment. If the attack on devolution fails to gain the consent of the devolved Parliaments in Wales, Northern Ireland and Scotland, will the Prime Minister withdraw the legislation, or will he force it through against our wishes? Is not the Prime Minister demonstrating yet again that the only way to defend our Parliament and its powers is by Scotland becoming an independent country?
Yes, indeed. I am assured that the closure to which my hon. Friend refers is only temporary, and I remind him that this is the Government who are putting in the record—the biggest ever—capital investment in the NHS, with £34 billion of investment in the NHS, to say nothing of the investments we have made just in the last nine months.
In January, the Government were still pretending that there were only 5,000 rough sleepers across the whole country. During the lockdown, 15,000 rough sleepers were supported under the Everyone In programme. Will the Prime Minister ensure that the homeless charities, councils and others who stepped up and provided accommodation in the crisis are funded for every single person they helped?
I appreciate the temporary disappointment that my hon. Friend is experiencing, but this Government are immensely ambitious for the improvement of our transport infrastructure, and active consideration is now being undertaken of that project again. I understand that parliamentary colleagues are meeting Baroness Vere, the roads Minister, this week to discuss the options for additional schemes from 2025 onwards.
