Commons ChamberAbsolutely. I know I can rely on the incredible ingenuity of every sector in the UK, including the arts, retail and hospitality sectors, to use technology now to bank the changes and to make further progress in taking our economy forward and letting this country bounce back.
Thank you, Prime Minister. Sorry, thank you, Mr Speaker —it would perhaps be much better if you were Prime Minister. Let me thank the Prime Minister for a welcome statement. We have a plethora of small businesses in Brighton. I have just spoken to our lesbian, gay, bisexual and transgender businesses, along with Gscene, our LGBT magazine, and they, and, in particular, our bars and clubs, are keen to get open. However, they are worried at the moment that the furlough scheme, which will rightly be closing for new entrants this month and which will allow part-time working, will not allow people to come off furlough to see whether the business is viable and then be put back on it. Will he consider some flexibility, such as for a two-week trial, with people then able to be put back on furlough for the remainder of the scheme, so that businesses can test the water? Otherwise, many businesses say that they will just stay shut completely, which would be a real disappointment.
I hope that businesses will recognise that now is the moment to get going and to get their valued staff back working again, doing what they want to do and love doing. I have no doubt that all the bars in Brighton have every reason to be confident, provided that we do this in a sensible way. I think everybody in the House understands the balance of what we are trying to do today and can join together in expressing that balance to the public.
It is lovely Lancashire, Mr Speaker. May I welcome the measures that the Prime Minister has announced today, which will be a real boost to the visitor economy? Other Members have invited him to come for a drink in their constituency, but may I invite him to Fylde to get his hair cut? While he is here, he will have an opportunity to realise why it is very important, as part of the levelling-up agenda, to give the green light to projects such as the Lytham St Annes M55 link road, which will ensure that the visitor economies of areas such as Fylde are connected and well served for years to come.
I am not sure I can wait until I get to Fylde to have my hair cut. Certainly, my hon. Friend’s appeal for the M55 relief road is well judged and has been heard by those on the Government Benches, and of course he should look forward to the further steps in the infrastructure revolution that we will be unveiling.
I am grateful to my hon. Friend for her description of the plan that we are about to unveil. In the next few weeks, she will be hearing a lot more about how the UK intends not just to bounce back, but to bounce forward.

Commons ChamberI congratulate my hon. Friend on his work for the all-party group on women and enterprise. He is absolutely right: we need to make sure that, as part of our levelling-up agenda, this is a cross-UK phenomenon. We have growth hubs across the country. We are also working on mentoring schemes and on trying to ensure that investment is available right through the UK to help those start-up businesses get going.
My right hon. Friend has shown real passion and commitment to female entrepreneurship, which will be absolutely crucial as we seek to recover from covid. Unfortunately, those same women will not be able to start up their own businesses or to be assisted to go back into the wider workforce unless they can have reliable, accessible, available childcare. What specific discussions is she having across Government to ensure that that childcare is available? We recognise that there are challenges around social distancing and the hours that schools can operate, but will she please enlighten us on what she is doing?
In the light of that answer, I refer the Minister to the latest report by the Social Mobility Commission, which highlights that in the past seven years there was little or no action by successive Governments on a third of its recommendations, including on ensuring that child poverty is not exacerbated by universal credit, which received the lowest, red rating, based on evidence showing that 72% of children living in poverty live in households where at least one adult is in work and that black, Asian and minority ethnic children are more likely to be in poverty. Given the total lack of leadership by the Minister’s UK Government, as highlighted by the report, will she take ownership so that her Government can finally step up and ensure that that report, and the millions of children in poverty, are not ignored?
I congratulate my hon. Friend and the Friends of Chatterley Whitfield colliery on the ambition that he has just outlined for a heritage park. It is a proposal that he needs to work up in more detail and bring to the Government, and we will certainly look at it with interest.

Commons ChamberOur excellent chief negotiator, David Frost, has made it clear to Michel Barnier that we will be an independent coastal state, that we will control who has access to our waters and on what terms, and that access to our waters will be subject to annual negotiations.
Is not the real problem that Michel Barnier has absolutely no room for manoeuvre because he has to do what has been agreed with the other 27 countries? Is not that lack of agility and flexibility the very reason we have decided to leave the EU and why companies such as Nissan and Unilever, which has announced this today, are centring their operations here in the United Kingdom?
I have answered that question. It is extraordinary that we have heard four questions in a row from the Scottish nationalist party, who have little more to say on the subject of how, as a country, we should emerge from coronavirus and how we should continue, as my right hon. Friend the Paymaster General explained, leading people and asking them to follow the remaining stages of the plans, so that we can keep safe and move the country on. Have they nothing better to say?
Thank you, Mr Speaker. First, it is the Scottish National party—I would hope the Minister would at least get the political party correct. We know that Mr Cummings is in contempt of Parliament for refusing to appear before the Digital, Culture, Media and Sport Committee. The Chancellor of the Duchy of Lancaster also said previously that Mr David Frost should be able to appear before Committees, but he could not guarantee it. Is it okay for this country to be run by unelected, unaccountable bureaucrats?
We have no plans to change the size of the negotiating team working on the future relationship between the United Kingdom and the European Union. As Eric Morecambe said of Ernie Wise, it is “small and perfectly formed”.
Some of us on the Committee on the Future Relationship with the European Union are very worried about the Secretary of State. He was very lacklustre when he gave evidence to the Committee recently, and we are very sympathetic. This is a tough job. In reality, we have only five months to get it right for the country. Is it not a fact that there is a rift between him and the Prime Minister? The Prime Minister is not good on detail. There is a rift between them—does he need more help to overcome that?
Tomorrow I will chair the UK delegation at the second meeting of the Joint Committee overseeing the withdrawal agreement, and I look forward to having productive discussions with Vice-President Maroš Šefčovič.
It is marvellous here, Mr Speaker. Given the Cabinet Office’s unique role in co-ordinating across Government, will the Secretary of State commit to taking up the Leader of the Opposition’s call for a national mission to get children active, social and ready for learning this summer by using charities, clubs, theatres, musicians, libraries and others, given the damage caused by his Government’s mismanagement of school reopening?
My hon. Friend is absolutely right. Attracting people from a wide range of backgrounds into Government and into public service is essential for making sure that we have cognitive diversity, as well as entrepreneurial skills. When we look at how the Government use data, it is vital that we get people in from organisations such as Amazon who have experience in this area. When we think about how we communicate our intent to the broader public, it is also vital to have people who have extensive experience in local radio as entrepreneurs. They can often be some of the most effective communicators, managing to combine authoritative communication with a lightness of touch.

Commons ChamberI want to put on the record that black lives matter. We must listen to those communities that face discrimination, and solve the unconscious biases that still create injustice and lost potential. My Department will redouble its efforts to drive out discrimination and support the poorest countries to achieve genuine mutual prosperity free of prejudice. That struggle for equality is exactly why it was so important last week that the UK brought together, via video link, the London 2020 global vaccine summit as part of a 60-country effort. A historic $8.8 billion was raised to vaccinate the world’s poorest people. Gavi will immunise 300 million more children as a result.
As we approach the third anniversary, this coming Sunday, of the Grenfell Tower tragedy, I know that the whole House would wish to join me in sending our heartfelt sympathies and thoughts to the families and friends of the 72 people who lost their lives and to the survivors. Across Government, we remain committed to ensuring that such a tragedy can never happen again.
Members from across the House will want to join me in offering our very best wishes to His Royal Highness the Duke of Edinburgh on his 99th birthday. [Hon. Members: “Hear, hear.”] I am sure the whole House will also want to join me in wishing you, Mr Speaker, a very happy birthday.
This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
As a shielded person, I am grateful to once again contribute to Parliament. Many shielded people have contacted me, worried about Government guidance on going for walks. They want a “safe hour” walk for shielded people similar to that adopted in many other countries. Will the Prime Minister do that? They also want more transparency on the shielding list, with each category named and risks published. Will he provide that? Finally, will he agree to review the furlough scheme so shielded people, in the future, are not penalised?
Let us just have this out. The Prime Minister and I have never discussed our letter in any phone call; he knows it, and I know it. The taskforce has never been the subject of a conversation between him and me, one-to-one or in any other circumstance on the telephone; he knows it, so please drop that.
Secondly—he mentions other countries—plenty of other comparable countries are getting their children back to school. Wales is an example; across Europe there are other examples. We are the outlier on this. And it is no good the Prime Minister flailing around, trying to blame others. [Interruption.]
Order. We need to get through lots of other Members, so if we can listen to the question, I certainly want to hear the answers.
I was saying it is no good the Prime Minister flailing around, trying to blame others. A month ago today—a month ago today—he made the announcement about schools, without consulting relevant parties, without warning about the dates and without any scientific backing for his proposals. It is time he took responsibility for his own failures. This mess was completely avoidable. The consequences are stark. The Children’s Commissioner has warned of
“a deepening education disadvantage gap”
And she spoke yesterday of, “an emerging picture, which doesn’t give confidence that there’s a strategic plan.”. She called for the Government to scale up their response and said, “It must have occurred to the Government that space would be a problem; that there would be a need for temporary accommodation and classrooms.” The Government built the Nightingale hospitals; why are they only starting on schools now?
Yes, and I thank my hon. Friend; he is absolutely right. We will be funding the Advanced Research Projects Agency to the tune of £800 million, and it will be tasked with supporting really revolutionary breakthroughs in this country. It is the UK—from the splitting of the atom to the jet engine to the internet—that has led the world in scientific research, and under this Government we intend to continue.
We are now heading up to Scotland. I call the leader of the Scottish National party, Ian Blackford.
May I associate myself with the remarks of the Prime Minister on Grenfell, and on the birthdays of both the Duke of Edinburgh and yourself, Mr Speaker?
The Prime Minister told the Liaison Committee:
“I do not actually read the scientific papers”.
It is no wonder, then, that it took the UK so long to act on quarantine measures. The Prime Minister’s scientific advisory group was not even asked for advice on this significant policy. This has been a complete shambles: too little, too late. We cannot risk ignoring the experts once again. Can the Prime Minister confirm what scientific papers he has read on the 2 metre social distancing rule?
I renew what I have said many times; it is important for the House to hear it again. Yes, black lives matter, and yes, the death of George Floyd was absolutely appalling. As for the qualities of Mr Trump, let me say that, among many other things, he is President of the United States, which is our most important ally in the world today. Whatever people may say about it—whatever those on the left may say about it—the United States is a bastion of peace and freedom and has been for most of my lifetime.
Thank you so much. I can confirm briefly to my hon. Friend that we are indeed committed under the road investment strategy published last year to building a bypass around Mottram, and I look forward to being there to see it done.
The hon. Lady is absolutely right. This country is going through a very difficult crisis—a public health crisis, an economic crisis—and of course, it has put many families to great hardship. I think the Government have done a huge amount to look after families across the country. We have, as she knows, put £3.2 billion more into local government. I announced earlier today—just now—that we are also putting another £63 million into extra welfare support for particularly disadvantaged families to help with meals throughout the summer period. She is entirely right. We face a huge economic problem. That is why we need to get moving, get this country going forward together, and work as parliamentarians and politicians to communicate to the public jointly what we are doing.

With permission, Mr Speaker, I will make a statement on the Government’s approach to implementing the Northern Ireland protocol as part of the withdrawal agreement with the European Union.
The protocol exists to ensure that the progress that the people of Northern Ireland have made in the 22 years since the Belfast/Good Friday agreement is secured into the future. The Belfast agreement is built on the principle of consent. It was ratified by referendums in both Northern Ireland and Ireland, and the agreement is crystal clear that any change in the constitutional position of Northern Ireland within the United Kingdom can come only if the majority in Northern Ireland consent to any change.
The vital importance of consent is recognised in the provision for any alignment in the protocol to be disapplied if Northern Ireland’s political representatives conclude that it is no longer desirable. Embedding that recognition of consent in the protocol was intrinsic to its acceptance by the Government. Therefore, for the protocol to work, it must respect the needs of all Northern Ireland’s people, respect the fact that Northern Ireland is an integral part of the customs territory of the UK, and respect the need to bear as lightly as possible on the everyday life of Northern Ireland.
Although there will be some new administrative requirements in the protocol, these electronic processes will be streamlined and simplified to the maximum extent. As the European Commissioner’s own negotiator, Michel Barnier, has spelled out, the protocol’s procedures must be as easy as possible and not too burdensome, in particular for smaller businesses. As is so often the case, but not always, Monsieur Barnier is right. The economy of Northern Ireland is heavily dependent on small and medium-sized enterprises. Subjecting traders to unnecessary and disproportionate burdens, particularly as we wrestle with the economic consequences of covid-19, would not serve the interests of the people of Northern Ireland, for whom the protocol was designed. The protocol text itself is explicit that implementation should impact as little as possible on the everyday life of communities.
In that context, it is important for us all to recall that the clear majority of Northern Ireland’s trade is with the rest of the United Kingdom, so safeguarding the free flow of goods within the UK’s internal market is of critical importance to Northern Ireland’s economy and people.
Today, we are publishing a Command Paper that outlines how the protocol can be implemented in a way that would protect the interests of the people and the economy of Northern Ireland, ensure the effective working of the UK’s internal market, and also provide appropriate protection for the EU single market, as well as upholding the rights of all Northern Ireland’s citizens. Delivering on these proposals will require close working with the Northern Ireland Executive, underscoring once again the significance of the restoration of the Stormont institutions in January. I would like to put on record my gratitude for the constructive approach that has been shown by Northern Ireland politicians, including by the First Minister and Deputy First Minister, as well as by hon. Members from across this House.
There are four steps we will take to ensure the protocol is implemented effectively. First, we will deliver unfettered access for NI producers to the whole of the UK market. Northern Ireland to Great Britain goods movements should take place as they do now. There should not be export declarations or any other processes as goods leave NI for GB, and we will deliver on unfettered access for Northern Ireland goods through legislation by the end of this year.
Secondly, we will ensure that there are no tariffs on goods remaining within the UK customs territory. In order to ensure that internal UK trade qualifies for tariff-free status, there will need to be declarations on goods as they move from Great Britain to Northern Ireland, but these systems will be electronic and administered by UK authorities. It will be for our authorities to determine any processes that are required, using the latest technology, risk and compliance techniques to keep these to an absolute minimum.
That will also allow us to deliver on our third key proposal, which is that implementation of the protocol will not involve new customs infrastructure. We acknowledge, however, as we have always done, that on agrifood and live animal movements, it makes sense to protect supply chains and the disease-free status of the island of Ireland, as has been the case since the 19th century. That will mean some expansion of existing infrastructure to provide for some additional new processes for the agriculture and food sector, but these processes will build on what already happens at ports such as Larne and Belfast, and we will work with the EU to keep these checks to a minimum, reflecting the high standards we see right across the UK. There is no such case, however, for new customs infrastructure, and as such there will not be any.
Fourthly, we will guarantee that Northern Ireland businesses will benefit from the lower tariffs that we deliver through new free trade agreements with third countries. This ensures that Northern Ireland businesses will be able to enjoy the full benefits of the unique access that they have to the UK and EU markets.
These four commitments will ensure that, as we implement the protocol, we give full effect to the requirements in its text to recognise Northern Ireland’s place in the UK and in its customs territory. As we take the work of implementation forward, we will continue to work closely with the First Minister and the Deputy First Minister, with Northern Ireland MPs from across parties, and with the business community and farming groups that have provided such valuable feedback for our approach.
Of course, we have already guaranteed, in the “New Decade, New Approach” deal, that the Northern Ireland Executive have a seat at the table in any meeting where Northern Ireland is being discussed and the Irish Government are present. Alongside that, there will be a new business engagement forum to exchange proposals, concerns and feedback from across the community on how best to maximise the free flow of trade, and we will ensure that those discussions sit at the heart of our thinking.
We recognise that there will be a wide range of voices and responses to our Command Paper. We will listen to these respectfully while we continue to put our own case with conviction at the Joint Committee. Our approach will of course continue to be informed by extensive engagement with businesses, politicians and individuals right across communities in Northern Ireland. We stand ready to work with the EU in a spirit of collaboration and co-operation so that a positive new chapter can open for Northern Ireland and its people in every community, and it is in that spirit that I commend this statement to the House.

I am grateful to the hon. Lady for her questions, which touch on critical issues in these negotiations. We believe that a zero-tariff, zero-quota deal is available; indeed, that is the explicit aim of the political declaration to which the EU has said it will apply its best endeavours.
On working standards, we are confident that we will continue to remain a leader, in not just Europe but the world, in workplace protection and the support we give to all our citizens. It has been the case all the time we have been in the EU that we have maintained higher standards than other European countries. Indeed, countries outside the EU, such as Norway, also lead the world in this way.
New regulatory bodies are in the process of being set out to ensure that all businesses have the certainty they need. When it comes to scientific research, we are committed to collaborating with European and other partners. As the hon. Lady knows, there are countries outside the EU that take part in the Horizon programme, including, of course, our friends in Israel.
The hon. Lady is absolutely right that peace in Northern Ireland is critical, and we will shortly publish a framework document on how we intend to implement the protocol to ensure that we have unfettered access for goods from Northern Ireland into Great Britain and that we preserve the gains of the peace process.
The final point the hon. Lady asked about was certainty. She said uncertainty was a problem, and indeed it is—uncertainty over Labour’s position. On 2 January, the leader of the Labour party called for a two-year extension to our transition period. In April, he said once again that we should extend if necessary. But, then, earlier this month, he turned turtle and said:
“I’ve not called for a pause”.
Then, on Sunday, the hon. Lady said we “mustn’t rush this” and that, if the Government need to, they should come back and expand the timetable. So which is it? Is the Labour party committed to making sure that we leave the transition period on the 31st?
Order. Come, come, this is about your policy, not the Labour policy. You are much better than that. Mr Gove, you have a great future—don’t waste it here. Right, let us move on. We now call William Wragg.
Thank you, Mr Speaker. Negotiations of this nature are always complex, but their resolution tends to be a matter of political will. Will my right hon. Friend tell the House how much of the apparent impasse is due to practical impediments and how much is due to a lack of political will? Is he satisfied that his good offices have the capacity, currently, to make a success of these negotiations?
When we think of workers’ rights, we need to recognise that the fragility of certain sectors of our economy has been exposed by covid-19. I think one of the things that we will all want to do is ensure that employers exercise a greater degree of social responsibility. One thing I have been struck by is that of course a flexible labour market can often be a way of providing people with easy access into jobs, but we have productivity problems in this country. Investment in skills and training, done in collaboration with the unions and with employers, is something that we should be thinking about for the future, and I think there could be a political consensus behind that across Labour and the Conservatives.

Commons ChamberWith permission, Mr Speaker, I would like to make a statement about the next steps in our battle against coronavirus and how we can, with the utmost caution, gradually begin to rebuild our economy and reopen our society.
For the last two months, the British people have faced a grave threat with common sense, compassion and unflinching resolve. We have together observed the toughest restrictions on our freedoms in memory, changing our way of life on a scale unimaginable only months ago. All our efforts have been directed towards protecting our NHS and saving lives. Tragically, many families have lost loved ones before their time, and we share their grief, yet our shared effort has averted a still worse catastrophe, one that could have overwhelmed the NHS and claimed half a million lives.
Every day, dedicated doctors, nurses, social care workers, Army medics and more have risked their own lives in the service of others. They have helped to cut the reproduction rate from between 2.6 and 2.8 in April to between 0.5 and 0.9 today. The number of covid patients in hospital has fallen by over a third since Easter Sunday. Our armed forces joined the NHS to build new hospitals on timetables that were telescoped from years to weeks, almost doubling the number of critical care beds and ensuring that, since the end of March, at least a third have always been available.
Our challenge now is to find a way forward that preserves our hard-won gains while easing the burden of the lockdown. I will be candid with the House: this is a supremely difficult balance to strike. There could be no greater mistake than to jeopardise everything we have striven to achieve by proceeding too far and too fast. We will be driven not by hope or economic revival as an end in itself, but by data, science and public health.
The Government are today submitting to the House a plan that is conditional and dependent, as always, on the common sense and observance of the British people and on the continual reassessment of the data. That picture varies across the regions and home nations of the United Kingdom, requiring a flexible response. Different parts of the UK may need to stay in full lockdown longer, but any divergence should be only short term because, as Prime Minister of the UK, I am in no doubt that we must defeat this threat and face the challenge of recovery together.
Our progress will depend on meeting five essential tests: protecting the NHS; reducing both the daily death toll and the infection rate in a sustained way; ensuring that testing and personal protective equipment can meet future demand, which is a global problem, but one that we must fix; and avoiding a second peak that would overwhelm the NHS. A new UK-wide joint biosecurity centre will measure our progress with a five stage covid alert system.
The combined effect of our measures so far has been to prevent us from reaching level 5—a situation in which the NHS would have been overwhelmed—and hold us at level 4. Thanks to the hard work and sacrifice of the British people in following social distancing rules, we are now in a position where we can move in stages to where I hope the scientific advice will tell us that we are down to level 3, but this will only happen if everyone continues to play their part, to stay alert and to follow the rules.
We must also deal with the epidemic in care homes, where a tragic number of the elderly and vulnerable have been lost, and while the situation is thankfully improving, there is a vast amount more to be done. Of course, we need a world-leading system for testing, tracking and tracing victims and their contact, so I am delighted that Baroness Harding, the chair of NHS Improvement, has agreed to take charge of a programme that will ultimately enable us to test hundreds of thousands of people every day.
All this means that we have begun our descent from the peak of the epidemic, but our journey has reached the most perilous moment, where a wrong move could be disastrous. So at this stage, we can go no further than to announce the first careful modification of our measures. Step 1 in moving towards covid alert level 3 involves a shift in emphasis that we can begin this week. Anyone who cannot work from home should be actively encouraged to go to work. Sectors that are allowed to be open should indeed be open, but subject to social distancing. These include food production, construction, manufacturing, logistics, distribution and scientific research. To support this, we are publishing guidance for businesses on how to make these workplaces safe and covid-secure.
People who are able to work from home should do so, as we have continually said, and people who cannot work from home should talk to their employers about returning this week and about the difficulties that they may or may not have. Obviously, anyone with covid symptoms, or who is in a household where someone else has symptoms, should self-isolate. We want everyone travelling to work to be safe, so people should continue to avoid public transport wherever possible, because we must maintain social distancing, which will inevitably limit capacity. Instead, people should drive or, better still, walk or cycle.
With more activity outside our homes, we would now advise people to wear a cloth face-covering in enclosed spaces where social distancing is not always possible and you are more likely to come into contact with people you do not normally meet. The reason is that face-coverings can help us to protect each other and reduce the spread of the disease, particularly if you have coronavirus-like symptoms. But I must stress that this does not mean wearing medical face masks—2R or FFP3—which must be reserved for people who need them.
We have all lived, so far, with onerous restrictions on outdoor spaces and exercise—[Interruption.] My right hon. Friend the Member for New Forest West (Sir Desmond Swayne) interjects from a sedentary position. I know that he is a keen swimmer. Unfortunately we cannot do anything for swimming pools, but we can do something for lakes and the sea. This is where we can go significantly further, because there is a lower risk outdoors than indoors. So from Wednesday there will be no limits on the frequency of outdoor exercise people can take. You can now walk, sit and rest in parks, you can play sports and exercise, and you can do all these things with members of your own household, or with one other person from another household, provided you observe social distancing and remain two metres apart. I do hope that that is clear. I am conscious that people will come back and ask questions in more detail, and I will be happy to answer them.
We shall increase the fines for the small minority who break the rules, starting at £100, but doubling with each infringement up to £3,600. You can drive as far as you like to reach an outdoor space, subject to the same rules and the laws and guidance of the devolved Administrations. I am sorry to say, however, that we shall continue to ask those who are clinically vulnerable, including pregnant women and people over 70, or those with pre-existing chronic conditions, to take particular care to minimise contact with those outside their households. We must continue to shield people who are extremely vulnerable. They should, I am afraid, remain at home and avoid any direct contact with others. I know that easing restrictions for the many will only increase the anguish of those who must remain shielded, so the Government will look at every possible way of supporting the most vulnerable.
All of our precautions will count for little if our country is reinfected from overseas, so I give notice that we shall introduce new restrictions at the UK border, requiring 14 days of self-isolation for international arrivals, while respecting our common travel area with Ireland. Every day, we shall monitor our progress, and if we stay on the downward slope, and the R remains below 1, then, and only then, will it become safe to go further and move to the second step. This will not happen until 1 June at the earliest, but we may then be in a position to start the phased reopening of shops; to return children to early years’ settings, including nurseries and childminders; to return primary pupils to school in stages, giving priority to the youngest children in reception and year 1 and those in year 6 preparing for secondary school; and to enable secondary school pupils facing exams next year to get at least some time with their teachers. Our ambition, and I stress that this is conditional, is for all primary school pupils to return to the classroom for a month before the summer break.
To those ends, we are publishing guidance on how schools might reopen safely. Step 2 could also include allowing cultural and sporting events behind closed doors for broadcast, which I think would provide a much-needed boost to national morale. Nothing can substitute for human contact, so the Government have asked the Scientific Advisory Group for Emergencies when and how we can safely allow people to expand their household group to include one other household on a strictly reciprocal basis. [Interruption.] Mr Speaker, I am conscious that you want me to wind up—
I understand, Mr Speaker. Would it be in order for me to request that my interrogation continues a little bit longer in order for me to make all these points?
Finally, no earlier than July, we may be able to move to step 3, if and only if that is supported by the data and the best scientific advice. We would then aim to reopen some remaining businesses including, potentially, hospitality, cinemas and hairdressers, as well as places of worship and leisure facilities. This will depend on maintaining social distancing and new ways of providing services, so we will phase and pilot any reopenings to ensure public safety. I must be clear again: if the data goes the wrong way and if the alert level begins to rise, we will have no hesitation in putting on the brakes and delaying or reintroducing measures locally, regionally or nationally.
Our struggle against this virus has placed our country under the kind of strain that will be remembered for generations, but so too will the response of the British people, from dedicated shopworkers keeping our supermarkets open and ingenious teachers finding new ways of inspiring their pupils, to the kindness of millions who have checked on their neighbours, delivered food to the elderly, or raised astonishing amounts for charity. In these and so many other ways, we are seeing the indomitable spirit of Britain.
Let me summarise by saying that people should stay alert by working from home if you possibly can, by limiting contact with others, by keeping your distance to two metres apart where possible and by washing your hands regularly. If you or anyone in your household has symptoms, you all need to self-isolate. If everyone stays alert and follows the rules, we can control the virus, keep the rate of infection down and keep the number of infections down. That is how we will be able to save lives and to save livelihoods as we begin to recover from coronavirus. I commend this statement to the House.
Quickly, the answers are: one—yes; two—I think “stay alert” is a valid piece of advice, and indeed, so is “stay at home if you can”. My answer to No. 4 is no, and I say to the right hon. Gentleman quite simply that I do think that the UK has been able, thanks to the co-operation I have had not just with hon. Members opposite, but across all four nations, to make a huge amount of progress together. I think most people actually understand where we are in fighting this disease, and most people looking at the practical reality of the advice that we are giving today can see that overall, there is far, far more that unites the UK than divides it, though I know that there is always the political temptation to accentuate the divisions. That is not going to be the approach of this Government, and I do not believe it should be the approach that commends itself to parties across this House.
Can I urge Members to speed up their questions, and certainly the Prime Minister to speed up the replies?
I welcome the Prime Minister’s statement and his approach to starting to reopen the economy while keeping the virus under control. Testing and tracing is key to the way forward. Does my right hon. Friend agree that if we could reduce the time taken to get test results back from the current five days to as little as 24 hours, it would make that approach even more effective?
As somebody who, on at least a couple of occasions, has enjoyed the wonderful hospitality sector in my hon. Friend’s constituency, I know how important and how vibrant it is. I remind him of what has been achieved so far to support the hospitality sector, with the coronavirus job retention scheme and the furloughing scheme, which has been very important. The bounce-back loans have so far paid out £5 billion already. I do not want to anticipate what my right hon. Friend the Chancellor will say about the furloughing scheme, but the House should expect, as I have said several times, more very shortly.
In Greater Manchester, while the curve is flattening, it is not clearly on a downward path, with an R rate that could be as high as 0.9. In view of that, what message would my right hon. Friend give to my constituents in terms of their alertness on the five-tier scale and does he agree that, for city regions such as Greater Manchester, a significant increase in testing and contact tracing is vital in controlling this virus as we begin to ease the restrictions?
I think any impartial view of what the UK is doing will see that there is much more that unites our approach than divides it, although I note that of course it might seem attractive sometimes to accentuate the divisions. We fully respect and understand the necessity, where there are different rates of infection, sometimes to take a different approach, but I can also say to the hon. Lady that there has been intensive and very good communication between the Government and all the devolved Administrations throughout this period, and that will continue.
No one should be expected to take up or return to a job that is not safe, so can the Prime Minister confirm that there is no intention of changing the relaxation of rules on benefits conditionality? Doing so could pressure people to attend unsafe and risky workplaces.
The Prime Minister has set out five tests that underpin the alert system, but there is one big problem. While the Government have told us how many pieces of PPE they have procured, how many tests they have undertaken and how many temporary hospital beds they have created, to date they have not once told Members or the public how those numbers compare with what we actually need. Will the Prime Minister report to the House openly and regularly on both sets of data—what we have and what we need—and also set out how those metrics will inform his decision—

The hon. Lady raises a very important point. I will try to give the House more details of what we are doing, but I can tell her that so far, in spite of all the difficulties that I know people have experienced with PPE, it is the case that we have had no national stock outs or absolute shortages of any item of PPE. We are continuing to turn the situation round and to get billions of items to where they need to go.

Commons ChamberEducation is of course a key driver of social mobility—people would expect me to say no less, as a teacher myself. Will my right hon. Friend join me in thanking all the teachers and headteachers in Eastbourne, who are doing such a tremendous job looking after and educating the children of our key workers, particularly at Shinewater Primary School? Will she also outline what work the Equalities Office is doing with the Department for Education to ensure that those disadvantaged pupils in our schools do not suffer as a result of these very necessary school closures?
Order. Minister, can you pick out a question from that? We cannot continue like that; we have to get through the questions.
Let me put on the record my thanks to all the teachers across the country who are doing a brilliant job keeping our children educated using the latest technology. We are doing all we can to ensure that no child, whatever their background, is left behind during this crisis. We have already committed more than £100 million to boost remote learning, and we are funding access to IT devices and software, focused on the most disadvantaged.
The Public Health England review is going to look into this specific issue, but I must stress that we are working round the clock to protect everyone—absolutely everyone—on the frontline during this pandemic for as long as is required. NHS England has sent a letter to those running NHS care organisations recommending that employers should risk-assess staff as a precautionary measure to see if they are at greater risk and, if so, put other measures in place to protect them. That is something that will be going on around the country.
We go across to the Chair of the Women and Equalities Committee, Caroline Nokes.
We heard on Monday from the Health Secretary, and my hon. Friend the Minister has reiterated it, about the importance of robust data. Is my hon. Friend confident that the right data is being collected at sufficient pace? Specifically, what input is the Government Equalities Office having into the work of Public Health England, and is she confident that we will find out not only why and how BAME communities are affected, but what needs to be done to protect them?
The Government Equalities Office is refocusing the equality hub. The race disparity unit, the GEO and the disability unit want to spend more time on research and data so that we can help to inform Government Departments on their activity. We want to become more evidence-led. The Public Health England review is going to fit in with this overall strategy. It will be analysing how different factors, including ethnicity, gender and age, can impact on people’s health outcomes from covid-19. We are confident that this review will be able to analyse available data on health outcomes for NHS staff as well. We expect it to be published at the end of May.

The British Medical Association found that black, Asian and minority ethnic doctors have been pushed to the frontline of this covid-19 crisis and that almost two thirds of them have felt pressured to work without vital personal protective equipment. This comes amid reports that 72% of all NHS workers’ deaths were of those from a BAME background. Finally, last week, Public Health England asked all NHS trusts to risk-assess their BAME staff and, where necessary, remove them from the frontline. What steps is the Minister’s Department taking to monitor the impact of this new measure and ensure that no more workers are risking their lives to save lives?
We know that lockdown can cause particular pressures for people who are living in abusive households, which is why the Home Office has launched an awareness campaign and published specific guidance on gov.uk setting out the support services available to victims. To ensure that these vital services can continue to support victims during lockdown, we have provided an additional £2 million of funding to bolster specialist helplines and websites. That is in addition to—
I thank the hon. Member for his question. As I say, the gov.uk website sets out the services that are available to victims of domestic abuse in these very troubling times, and of course helplines may be of particular use to older people who are not perhaps as familiar with online services as younger generations. In addition, we have announced £76 million in funding to help vulnerable people, with the Chancellor’s £750 million charities fund, and that includes victims of domestic abuse. Of course, the Bill itself will help to—
The Churches Housing Association of Dudley and District is a charity that provides support and housing to vulnerable people, including victims of domestic abuse. Does my hon. Friend agree that the recent announcement of £76 million to support such charities and the new priority need status allocated to victims who are seeking local housing will provide very real support to an extremely vulnerable group of people at this difficult time?
I thank the hon. Lady, and I welcome her to her position. We are very aware that disabled people face additional pressures when they are victims of domestic abuse, so certainly those considerations form part of the Government’s plans to help the most vulnerable people in society during these very troubling times.
Order. This Friday marks the 75th anniversary of Victory in Europe Day. I know all hon. Members will be keen to mark this occasion, even in these exceptional circumstances. I will be marking the occasion with a wreath-laying ceremony in the House on Friday.
We now come to questions to the Prime Minister. I would like to welcome the Prime Minister back to his rightful place in the Chamber. The whole House and the whole country are delighted at his recovery, and I welcome him back to this elected House.
I will, of course, undertake that there will be a statement to the House—as you, Mr Speaker, and the House would properly expect—about what we propose. I just want to explain to the House, as a courtesy, why it is happening on Sunday; I am sure that you would be interested to know that, Mr Speaker. The reason is very simple. We have to be sure that the data is going to support our ability to do this, but that data is coming in continuously over the next few days. We will want, if we possibly can, to get going with some of these measures on Monday, and I think it will be a good thing if people have an idea of what is coming the following day. That is why I think Sunday—the weekend—is the best time to do it, but of course the House will be fully informed and will have the full opportunity to debate and interrogate me or the Government on that matter.
And hopefully in the future such statements will be made to the House first.
I thank my hon. Friend for his excellent question and for all his campaigning for the oil and gas industry. The whole House will have heard the fervour and learning with which he speaks on that issue, and I can assure him that our right hon. colleague the Secretary of State for Business, Energy and Industrial Strategy is actively engaged right now in pursuing this with the sector trade association. I am sure he will want to take up progress with him.
I can certainly tell the hon. Gentleman that the Government have absolutely no intention of returning to the A-word, which I will not quote. That is not going to be our approach. We do not think that will be necessary. What I can tell him is that we have already put another £3.2 billion, as he knows, into supporting local authorities and supporting some of the most vulnerable throughout this difficult time. We will continue to make sure that funding gets through to those who need it, but the crucial thing, as colleagues across the House will understand, is that the more effectively we can suppress this virus and the faster we can restart our economy, the better our chances, as everybody knows, of getting the funding that we all need to the poorest and neediest in our society. That is the course that this Government is going to follow.
Before the Prime Minister answers, will Members please ensure that they do not have political slogans behind them when they are speaking?
The furlough scheme has been one of the outstanding provisions that the Government have been able to put in. It has given huge numbers of people—more than 6 million people—in this country the security that they need. Obviously, we want to make sure that people continue to feel that security, but at the same time, we also want to enable people safely and securely to go back to work and earn their pay packets, as they want to do.

Commons ChamberI thank my hon. Friend for his question and commend the work of those in his constituency. We have seen a great national effort to support those on the frontline. There has been the establishment of scrub hubs, as individuals have deliberately set out to use their own time, energy and resources to provide additional material for those on the frontline of our NHS. The Government have received over 10,000 offers of support and help with respect to the provision, supply and distribution of personal protective equipment, and we are responding to them all.

May I thank the right hon. Gentleman for prior sight of his statement, albeit at the last possible moment, and gently encourage him to do more to engage with all Opposition parties throughout this pandemic? We have had no communication with him for weeks.
May I join the right hon. Gentleman in paying tribute to all those who work in our public services? They go way above and beyond in their duty of care for all nations. I also, of course, welcome the hon. Member for Leeds West (Rachel Reeves) to her new place on the Labour Front Bench. I, too, look forward very much to working with her.
Those in our public services should expect our full support and to be given the very best equipment to carry out their heroic and difficult tasks. Last night the nation watched with horror the BBC’s “Panorama” report on a timetable of inaction and unpreparedness. It reported that those working in public services were being sent out to the frontline without the necessary protection, and that the Government were told years ago to stockpile certain PPE to cope with a pandemic but failed to do so.
May I therefore ask the right hon. Gentleman some gentle questions? First, why were we so unprepared? Why were gowns, visors, swabs and body bags left out of the stockpile when it was set up in 2009? Surely cleaning products are not counted as PPE, and there should be no question at all that individual gloves are counted as single PPE items. I also want the right hon. Gentleman to convince me that paper towels are not counted as PPE. The Royal College of Physicians has found that 27% of doctors are reusing, or have used, their PPE. Why are they having to reuse PPE?
The Health Secretary said that 11 million PPE items had been sent to Scotland, which is our responsibility, from the UK pandemic stockpile, but that has now been downgraded to only “committed”. How many items from that 11 million have actually been delivered?
We all want to get behind this Government and to cheer them on when they are doing their best, but we also want them to admit when mistakes are made and to acknowledge shortcomings. Is the Chancellor of the Duchy of Lancaster now prepared to acknowledge his shortcomings and admit to some of those mistakes?
That is a fantastic example of community spirit, and just what I would expect from the people of County Durham and Bishop Auckland in particular.
My constituents have of late been spending more of their time than usual on gardening, with nowhere to dispose of significant waste because of the closure of household waste recycling centres. Will my right hon. Friend consider reopening such centres fairly soon, because they would appear to offer a low risk of infection but considerable amenity to our constituents?

It will serve as an effective replacement for separate statements on the situation of coronavirus. I will allow the Leader of the Opposition two sets of questions—he will have a total of 12, which I expect to be taken in two sets of six. Similarly, I will allow the leader of the second largest party four questions, in two sets of two. I will also, exceptionally, call a further question from an Opposition Front-Bench spokesperson.
