Commons ChamberThe continual attacks by the Opposition on Dido Harding in particular are unseemly and unjustified. Her teams have done an outstanding job in recruiting people from a standing start, but this is not for a moment to deny the anxiety of those who want a test, which I readily accept. Of course we would love to have much more testing instantly. It is thanks to the efforts of NHS Test and Trace that we are not only at a record high today, testing more people than any other European country, but that, to get to the point that the right hon. and learned Gentleman raises, we are going to go up to 500,000 tests by the end of October. That is the work of Dido Harding and her team.
What we want to hear—what I, frankly, want to hear—is more of the spirit of togetherness that we had yesterday. This is an opportunity to support NHS Test and Trace. This is an opportunity to get behind that scheme—to encourage people to believe in it and its efficacy. Instead, the right hon. and learned Gentleman constantly knocks it from the sidelines. [Interruption.]
Sorry. I will just say to the Whip, the hon. Member for Halesowen and Rowley Regis (James Morris), that there is a little bit of rowdiness coming from the Opposition, but also from your good self—I would normally never have that from you. I want to be able to hear the Prime Minister. When I cannot hear him, I worry about the people who watch our proceedings. If you have further comment to make, please speak to me afterwards.
What I can certainly tell the right hon. Gentleman is that the furlough scheme has already been extended until the end of October, and people should be in no doubt about that. As I have said before, we will continue to provide the best support we can possibly give to keep people in jobs and to get people into work—new jobs are being created—while suppressing the virus. I can imagine that he does not want a hug from me, but that was a metaphor. It is physically incarnated by the £12.7 billion of Barnett consequentials that we are seeing come from the UK Exchequer to support people across the whole of our country.
The right hon. Gentleman makes a powerful point of scepticism about the about the medical forecasts. All I can say is that everybody should look at what has already happened in the first phases of this pandemic and be in no doubt that it is possible that such a thing could happen again. It is precisely to avoid that that we are taking the steps that we are now, because a stitch in time saves nine. There would be far more damage to the economy throughout our country if we failed to control the virus now and we were obliged to put in seriously damaging lockdown measures that really affected every business in the country. That is why we are taking the approach that we are now, and that is why I hope it has his support and the support of his party. I can certainly tell him that the advantage of this approach is that it will allow us not just to keep the virus down—if we all follow the guidance; if we all do follow the package that we have set out—but to enable education to continue and our economy to go forward. Of course we will continue to support businesses in Northern Ireland and across the country throughout the period.

Mr Speaker, with your permission, I will make a statement on our response to the rising number of coronavirus cases and how we must act now to avoid still graver consequences later on.
At every stage in this pandemic, we have struck a delicate balance between saving lives by protecting our NHS, and minimising the wider impact of our restrictions. It is because of the common sense and fortitude of the British people that, earlier this year, we were able to avert an even worse catastrophe, forming a human shield around our NHS and then getting our country moving again by reopening key sectors of our economy and returning children to school. But we always knew that, while we might have driven the virus into retreat, the prospect of a second wave was real. I am sorry to say that, as in Spain, France and many other countries, we have reached a perilous turning point. A month ago, on average, around 1,000 people across the UK were testing positive for coronavirus every day. The latest figure has almost quadrupled to 3,929. Yesterday, the chief medical officer and the chief scientific adviser warned that the doubling rate for new cases could be between seven and 20 days, with the possibility of tens of thousands of new infections next month.
I wish I could reassure the House that the growing number of cases is merely a function of more testing, but a rising proportion of the tests themselves are yielding a positive result. I also wish I could say that more of our people now have the antibodies to keep the virus off, but the latest data suggests that fewer than 8% of us are in this position. It is true that the number of new cases is growing fastest among those aged 20 to 29, but the evidence shows that the virus is spreading to other, more vulnerable age groups, as we have seen in France and Spain, where this has led to increased hospital admissions and, sadly, more deaths. In the last fortnight, daily hospital admissions in England have more than doubled. Tens of thousands of daily infections in October would, as night follows day, lead to hundreds of daily deaths in November, and those numbers would continue to grow unless we act. As with all respiratory viruses, covid is likely to spread faster as autumn becomes winter. Yesterday, on the advice of the four chief medical officers, the UK’s covid alert level was raised from 3 to 4—the second most serious stage—meaning that transmission is high or rising exponentially.
So this is the moment when we must act. If we can curb the number of daily infections and reduce the reproduction rate to 1, we can save lives, protect the NHS and the most vulnerable, and shelter the economy from the far sterner and more costly measures that would inevitably become necessary later on. So we are acting on the principle that a stitch in time saves nine.
The Government will introduce new restrictions in England, carefully judged to achieve the maximum reduction in the R number with the minimum damage to lives and livelihoods. I stress that this is by no means a return to the full lockdown of March. We are not issuing a general instruction to stay at home. We will ensure that schools, colleges and universities stay open, because nothing is more important than the education, health and wellbeing of our young people. We will ensure that businesses can stay open in a covid-compliant way. However, we must take action to suppress the disease.
First, we are once again asking office workers who can work from home to do so. In key public services and in all professions where home working is not possible, such as construction or retail, people should continue to attend their workplaces and, like Government, this House will be free to take forward its business in a covid-secure way, which you, Mr Speaker, have pioneered.
Secondly, from Thursday, all pubs, bars and restaurants must operate a table service only, except for takeaways. Together with all hospitality venues, they must close at 10 pm and to help the police enforce this rule I am afraid that that means, alas, closing and not just calling for last orders, because simplicity is paramount. The same will apply to takeaways, although deliveries can continue thereafter. I am sorry that this will affect many businesses just getting back on their feet, but we must act to stop the virus from being transmitted in bars and restaurants.
Thirdly, we will extend the requirement to wear face coverings to include staff in retail, all users of taxis and private hire vehicles, and staff and customers in indoor hospitality, except when seated at a table to eat or drink.
Fourthly, in retail, leisure and tourism and other sectors, our covid-secure guidelines will become legal obligations. Businesses will be fined and could be closed if they breach the rules.
Fifthly, now is the time to tighten up the rule of six. I am afraid that from Monday a maximum of 15 people will be able to attend wedding ceremonies and receptions, although up to 30 can still attend a funeral, as now. We will also have to extend the rule of six to all adult indoor team sports.
Finally, we have to acknowledge that the spread of the virus is now affecting our ability to reopen business conferences, exhibitions and large sporting events, so we will not be able to do this from 1 October. I recognise the implications for our sports clubs, which are the life and soul of our communities, and my right hon. Friends the Chancellor and the Culture Secretary are working urgently on what we can do now to support them.
These rules—these measures—will only work if people comply. There is nothing more frustrating for the vast majority who do comply—the law-abiding majority—than the sight of a few brazenly defying the rules, so these rules will be enforced by tighter penalties. We have already introduced a fine of up to £10,000 for those who fail to self-isolate, and such fines will now be applied to businesses breaking covid rules. The penalty for failing to wear a mask or breaking the rule of six will now double to £200 for a first offence. We will provide the police and local authorities with the extra funding they need, a greater police presence on our streets, and the option to draw on military support where required to free up the police.
The measures I have announced all apply in England, and the devolved Administrations are taking similar steps. I spoke yesterday with each of the First Ministers and again today, and I thank them for their collaboration.
The health of everyone in these islands depends on our common success. Already, about 13 million people across England are living under various local restrictions over and above national measures. We will continue to act against local flare-ups, working alongside councils and strengthening measures where necessary.
I want to speak directly to those who were shielding early in the pandemic and who may be anxious about being at greater risk. Following advice from our senior clinicians, our guidance continues to be that you do not need to shield except in local lockdown areas, and we will keep this under constant review.
I must emphasise that if all our actions fail to bring the R below 1, we reserve the right to deploy greater firepower with significantly greater restrictions. I fervently want to avoid taking this step, as do the devolved Administrations, but we will only be able to avoid it if our new measures work and our behaviour changes.
We will spare no effort in developing vaccines, treatments and new forms of mass testing, but unless we palpably make progress, we should assume that the restrictions I have announced will remain in place for perhaps six months. For the time being, the virus is a fact of our lives, and I must tell the House and the country that our fight against it will continue. We will not listen to those who say, “Let the virus rip”, nor to those who urge a permanent lockdown. We are taking decisive and appropriate steps to balance saving lives with protecting jobs and livelihoods.
I know all this will have profound consequences for our constituents, so the Government will give the House every opportunity to scrutinise our decisions. In addition to regular statements and debates, Members will be able to question the Government’s scientific advisers more regularly, gain access to data about their constituencies and join daily calls with my right hon. Friend the Paymaster General.
After six months of restrictions, it would be tempting to hope that the threat has faded and to seek comfort in the belief that if you have avoided the virus so far, you are somehow immune. I have to say that it is that kind of complacency that could be our undoing. If we fail to act together now, we will not only place others at risk, but jeopardise our own futures with the more drastic action that we would inevitably be forced to take.
No British Government would wish to stifle our freedoms in the ways that we have found necessary this year, yet even now we can draw some comfort from the fact that schools, universities and places of worship are staying open, shops can serve their customers, construction workers can go to building sites, and the vast majority of the UK economy can continue moving forwards.
We are also better prepared for a second wave with the ventilators, the personal protective equipment, the dexamethasone, the Nightingale hospitals and a hundred times as much testing as we began this epidemic with. It now falls to each and every one of us to remember the basics: wash our hands, cover our faces, observe social distancing and follow the rules. Then we can fight back against this virus, shelter our economy from even greater damage, protect the most vulnerable in care homes and hospitals, safeguard our NHS and save many more lives. I commend this statement to the House.
Despite the massive increase in testing that we have seen, with a 10% increase in capacity just in the past 10 days or so, we are seeing 64% of people getting their results in 24 hours. I do want to get that up as fast as possible to 80%. I can tell the right hon. Lady that we will double our testing capacity by the end of October, to 500,000 tests a day, and we are already testing more people than any other country in Europe.

I welcome my right hon. Friend’s statement and clear statement of purpose to conquer this terrible virus. One key concern locally has been the failure to comply with the regulations on the wearing of a face covering in shops and on public transport. Clearly, with these new restrictions coming into place, one key issue will be ensuring that people comply with the requirements. Equally, people do not want to get to a position where they are forced to wear a face covering in the open air as they are just going about their normal business. Will he state for the House what he is going to do to make sure that the message gets across to people that failing to comply with these rules is selfish and potentially places others at risk?
My hon. Friend asks a most important question. The virus is not one that is readily capable of being eradicated, and what we have to do is drive it down as far as we possibly can, keep it under control and restrict outbreaks as fast and as far as we possibly can. Riding to our rescue and to the rescue of the economy will be several things. First, I think that we will be able to continue with the measures that we have to control the virus and to get the R down, provided people obey—
Forgive me, Mr Speaker. Provided people obey the guidelines we have set out.
Sadly, the reason we are facing greater restrictions is that the Government have failed to establish an effective testing system. My constituent was not able to access a test for her son, who was sent home from school and asked to travel 300 miles for a test. Despite the fact that I raised her case in the Chamber last week and received assurances from the Secretary of State for Health and Social Care, she still cannot get a test and has still had no contact. When will the Prime Minister fix the testing system?

I beg to move, That the Bill be now read a Second time—and that this House act to preserve one of the crucial achievements of the past three centuries, namely our British ability to trade freely across the whole of these islands.
The creation of our United Kingdom by the Acts of Union of 1707 and 1801 was not simply a political event, but an act of conscious economic integration that laid the foundations for the world’s first industrial revolution and the prosperity we enjoy today. When other countries in Europe stayed divided, we joined our fortunes together and allowed the invisible hand of the market to move Cornish pasties to Scotland, Scottish beef to Wales, Welsh beef to England, and Devonshire clotted cream to Northern Ireland or wherever else it might be enjoyed.
When we chose to join the EU back in 1973, we also thereby decided that the EU treaties should serve as the legal guarantor of these freedoms. Now that we have left the EU and the transition period is about to elapse, we need the armature of our law once again to preserve the arrangements on which so many jobs and livelihoods depend. That is the fundamental purpose of this Bill, which should be welcomed by everyone who cares about the sovereignty and integrity of our United Kingdom.
We shall provide the legal certainty relied upon by every business in our country, including, of course, in Northern Ireland. The manifesto on which this Government were elected last year promised business in Northern Ireland
“unfettered access to the rest of the UK”.

You have given me notice of this point of order, Mr Blackford, and it is important to clear up this matter. I would not normally allow urgent questions or statements to be interfered with in this way, but on this occasion I will allow it.

On Friday 21 August, the Daily Mail ran a front-page story revealing the location of the Prime Minister’s holiday in Scotland. This was a violation of his family’s privacy that neither myself nor my party in any way condone. Later the same day, a senior Conservative source in Downing Street told The Sun newspaper:
“The finger of blame for this all getting out is being pointed at the SNP, particularly Ian Blackford who is local.”
This was subsequently repeated in a number of newspapers and broadcast outlets.
This allegation and briefing was entirely and deliberately false; it was a targeted political smear from the Prime Minister’s office. The photographer who provided the material for the original Daily Mail front-page later confirmed that I was not the source in revealing the Prime Minister’s location—a location, I might add, I was not even aware of. However, by this point, the damage was done.
This matter has not only been the worst kind of political smear; the false allegation has equally resulted in security implications for myself and my family, given its serious and personal nature. [Interruption.] I can see the Prime Minister pulling a face, but all we have to do is go to social media to see the threats I was then forced to witness.
It is a very serious situation when the apparatus of the UK Government can be deployed in this way, manufacturing false briefings in order to attack an Opposition politician. I raised this issue with the Prime Minister’s office in writing. However, as I have not received a response, I am raising this point of order today to ensure that these false briefings are now stopped and are never repeated for any parliamentarian.
May I first say what a wonderful staycation holiday I had in the right hon. Gentleman’s constituency, what a fantastic part of the world it is, and how thoroughly I commend it to everybody? It is an absolutely beautiful location and he is very lucky to represent it.
On the substantive point that the right hon. Gentleman raises, I am very happy to accept the assurances that he gives. However, he talks about going to social media and I just draw his attention to a tweet by a chap called Torcuil Crichton on 17 August, saying,
“Ferocious midge count in Wester Ross tonight, I hear. Must be bad if you’re fair-skinned and camping”,
to which an account that purports to be the right hon. Gentleman’s—but I am sure that it is not because of what he has just said—says,
“I wonder if an education at Eton stands you in good stead for these blighters.”
Anyway, I am happy to accept his assurances and his protestations, and I think we should leave it at that, Mr Speaker.
What I would like to say, obviously—[Interruption.] Mr Brennan, please. May I just say that what I am very concerned about is the security implications for the Prime Minister and the security implications for the parliamentary leader of the SNP? Please may I just say to everyone, let us be very careful and learn from this? Obviously, this is on the record from both parties, and I hope we can draw a line under it, but please let us take each other’s security very, very seriously. Thank you.

I was absolutely clear in condemning what happened in Salisbury, not least because I was involved in bringing proceedings against Russia on behalf of the Litvinenko family—that is why I was so strong about it. I spent five years as Director of Public Prosecutions, working on live operations with the security and intelligence services, so I am not going to take lectures from the Prime Minister about national security. [Interruption.]
Order. I think someone wants to go for a cup of tea—we do not want an early bath. Keir Starmer.
The Prime Minister says that he will introduce new legislation. I want to make it clear to him that we will support that legislation and work with the Government. It is not before time. The Prime Minister says that the Government are vigilant. Eighteen months ago, the then Home Secretary said that we did not have all the powers yet to tackle the Russian threat. He said that the Official Secrets Acts were completely out of date. Other legislation has been introduced in that 18-month period. This is about national security. Why have the Government delayed so long in introducing that legislation?
This Government are bringing forward legislation—not only a new espionage Act and new laws to protect against theft of our intellectual property, but a Magnitsky Act directly to counter individuals in Russia or elsewhere who transgress human rights. Let us be in no doubt what this is really all about: this is about pressure from the Islingtonian remainers who have seized on this report to try to give the impression that Russian interference was somehow responsible for Brexit. That is what this is all about. The people of this country did not vote to leave the EU because of pressure from Russia or Russian interference; they voted because they wanted to take back control of our money, of our trade policy, of our laws. The simple fact is that, after campaigning for remain, after wanting to overturn the people’s referendum day in day out, in all the period when the right hon. and learned Gentleman was sitting on the Labour Front Bench, he simply cannot bring himself to accept that.
Can I just gently say to the Prime Minister, as I did last time, he may have to go to Specsavers? The Chair is this way, not that way. If he could address me, we would be a lot better.
I see the Prime Minister is already on his pre-prepared lines. This is a serious question of national security. He sat on this report for 10 months and failed to plug a gap in our law on national security for a year and a half. One of the starkest conclusions in the report is that the
“UK is clearly a target for Russia’s disinformation campaigns”.
The report also highlights that this is being met with a fragmented response across Whitehall and across the Government. The report refers to this as a “hot potato” with no one organisation recognising itself as having the overall lead. That is a serious gap in our defences. This is not about powers; it is about responsibility, Prime Minister. So, how is he going to address that gap and make sure the UK meets this threat with the joined-up, robust response it deserves?
I certainly can give my hon. Friend that assurance. That is what the people voted for and that is what we will deliver.
Pre-prepared gags on flip-flops. This is the former columnist who wrote two versions of every article ever published! In case the Prime Minister has not noticed, the Labour party is under new management. No Front Bencher of this party has appeared on Russia Today since I have been leading this party.
Finally, I want to ask the Prime Minister about the appalling persecution of the Uyghur Muslims in China. We have all seen the footage of the Uyghurs being herded on to trains and heard the heartbreaking stories of forced sterilisation, murder and imprisonment. We support the Foreign Secretary, the Prime Minister and the Government in their strong and clear condemnation of China for that in recent weeks. What further steps will the Prime Minister take? In particular, will he consider targeted sanctions against those responsible? Will he lead a concerted diplomatic action with our international partners to make it clear that this simply cannot be allowed to stand in the 21st century?
Of course, and I thank my hon. Friend very much for his question because it allows me to point out that there is massive opportunity to build back better on brownfield sites. That is what we should prioritise, and that is certainly what we will be telling local authorities.

Commons ChamberI am not aware of any plans for the extremely distinguished deputy Cabinet Secretary and head of propriety and ethics to be moved. Just because the story appears in The Guardian, that does not sadly these days mean that it is true.
[Inaudible.] the Home Secretary [Inaudible.]. The chairman of the [Inaudible.] has raised concerns about its lack of [Inaudible.] and the Leader of the House has [Inaudible.] to be impartial. Does the Secretary of State agree that the Electoral Commission should be scrapped and replaced by [Inaudible.] that the people [Inaudible.]?
The technology may have been faulty, but my hon. Friend’s judgment is not. Questions have been raised about how the Electoral Commission operates, and those are matters that the Speaker’s Committee on the Electoral Commission will investigate with appropriate consideration.
Absolutely. Northumberland is a fantastic county. To my mind, the communities of Blyth and Cramlington are particularly important because the solidarity they have shown over generations is wholly admirable. Anyone who follows football cannot help but be inspired by the giant-killing achievements of Blyth Spartans. The fact that Blyth Valley has an articulate local boy here in the House of Commons as a Conservative MP is a reminder of what a fantastic part of the world it is. We must do everything possible to ensure that the community spirit, which my hon. Friend embodies, is celebrated and protected in future.

Commons ChamberThe hon. Lady makes an incredibly important and accurate point. The fact that my noble Friend Lord Goldsmith is a Minister across the Department for Environment, Food and Rural Affairs, the Department for International Development and the Foreign and Commonwealth Office shows the integrated approach that this Government take. Our work on development, our diplomatic work and our work to protect biodiversity and the environment all work together to ensure that women and other people who are vulnerable are not hit harder by changes to our climate.
It is a great pleasure to answer what will be my last DFID oral question from my hon. Friend. DFID and the FCO are strong supporters of the Westminster Foundation for Democracy’s work. I thank him for his commitment to democracy via his work as chair of the WFD. In 2019-20, FCO funding of £3.3 million and DFID funding of £3.9 million has been allocated. There will be constraints on ODA over the next few months as we respond to covid-19. Via the integrated review, we will examine all options for enhancing UK democracy support. The merger and the establishment of the Foreign, Commonwealth and Development Office presents an exciting opportunity to strengthen the UK’s support for democracy, governance and open societies.
I join with, I think, every Member of the House in mourning the loss of everybody who has died in this epidemic. I can assure the right hon. and learned Gentleman, and through him the victims and their families, that we will do absolutely everything in our power to prevent a second spike in this epidemic. That is why we are taking the steps that we are. That is why we have set up, as I say, an unprecedented test and trace operation. That is why we are investing massively in our NHS and our frontline staff, as I say, in the last year, recruiting 12,000 more nurses, as part of a programme to recruit 50,000 more, and preparing our NHS for winter. We will do absolutely everything we can to protect our country and to stop a second spike.
What the right hon. and learned Gentleman has to decide is whether he wants to back that programme or not. One day he says it is safe to go back to school. The next day he is taking the line of the unions. One day they are supporting our economic programme. The next day they are saying our stamp duty cut is an unacceptable bung. One day they are saying they accept the result of the Brexit referendum. The next day, today, they are going to tell their troops to do the exact opposite. He needs to make up his mind which brief he is going to take today. At the moment, it looks like he has got more briefs than Calvin Klein. We are getting on with delivering on our agenda for the country, getting this country through this pandemic and taking it forward.
Order. Can I just say to the Prime Minister that we are going to work through the Chair? The audience is not that way, it is this way.
I will examine the idea of a scrappage scheme for old and highly polluting aircraft, but I can tell my hon. Friend that long before then, we are putting £3.9 billion into the Aerospace Technology Institute. As I am sure he knows, the Department for Business, Energy and Industrial Strategy has set up, with the Department for Transport, a joint taskforce to create “Jet Zero”, a zero-emissions passenger plane in which this country will lead the world.
Out and about talking to the good people of South Ribble, I find that they are worried about the economic effects of covid, although they do also say, “Thank God that other lot didn’t get in, because I can’t imagine how much trouble we’d be in right now.” Can the Prime Minister confirm that while there might be tough days ahead, this Conservative Government are throwing the kitchen sink at fixing it?
It is not only the kitchen sink, but every part of the kitchen. We are going to build, build, build our way forward. We are going to be supporting the building of 300,000 new homes a year. We are going to do everything we can to ensure that we get jobs, jobs, jobs throughout this country. Whether by installing kitchen sinks or any other part of the house, we will take this country forward.
Yes, indeed. Hybrids and plug-in cars can certainly make a huge difference and are an important part of our transition to zero emission vehicles, in which this country—certainly in battery technology—leads the world.
I know that everybody’s sympathies will be with the family of the victim in the hon. Lady’s constituency, as they are with the families of all victims of knife crime. I think that there are two things we have to do. First, I entirely agree with her that we need a cross-departmental medical approach focused on the needs of the families with the kids who particularly get involved in knife crime, and we need to put our arms around them and stop them being diverted into the gangs that are so often the root cause of the problem.
But we also need a tough policing solution. I have been concerned for the last few years that in London in particular, which the hon. Lady represents, we have not seen the approach that we saw under the previous Mayor, for instance, when there was a significant reduction in knife crime and a significant reduction in murder by dint of having proportionate policing that included the use of stop-and-search to stop young kids carrying knives. We need to have zero tolerance of kids going out on the street armed with a bladed weapon. That is absolutely vital. [Interruption.] An Opposition Member says, “Shocking.” In my experience, the people who are most supportive of taking the knives off kids on the streets of our city are the mothers of those kids who are most at risk of being killed. They support stop-and-search, and I hope the hon. Lady does, too.

Commons ChamberThe Scottish Finance Minister, Kate Forbes, has questioned the Barnett formula and has raised full fiscal autonomy as a preference. I would say to the people of Scotland that, for £100 of spending per head in England, the Barnett formula guarantees £125 per head of spending in Scotland. The Barnett formula has produced the extra £3.8 billion of covid support. Last year, the Barnett formula plugged a £12.6 billion deficit in Scotland’s spending. Along with the furlough scheme, these things would not have been possible under full fiscal autonomy. In fact, had the Scottish Government imposed that on the Scottish people, I would call it full furlough absence.

I would like to echo the remarks of the Secretary of State with regard to the events in Glasgow. Our thoughts are with all those affected.
The Secretary of State says that the Chancellor will be updating the House with regard to the furloughing scheme, so I will note that with interest, but could he tell us specifically what recommendations and requests he has made to the Treasury with regard to Scotland?
Edinburgh Airport is not just one of the largest employers in my constituency when taken together with all the cargo handlers and the shops on site, but a linchpin of Edinburgh’s economy and Scotland’s economy. During this crisis, 80% of its staff have been furloughed, and it has gone from having 40,000 passengers pass through it on an average day to fewer than 200, and on some days none. Although I am deeply concerned about the airport, the airlines and the directly related jobs, they also feed into the tourism industry, which is worth an estimated £10.5 billion a year to Scotland. With the loss of the Edinburgh Festival, the Royal Highland Show, the incomplete Six Nations this year, and now the loss of tourism, potentially every job in Edinburgh is under threat. Will this Government use their—
I am grateful to the hon. Lady for her question. I do know the importance that Edinburgh Airport in her constituency has not just for the airport but for the wider economy. I would be very happy to meet her to discuss her specific points in further detail, but the global airline industry is facing a huge challenge, and it will require considerable efforts to get it back on its feet.
I must say I find the suggestion absolutely astonishing and shameful. There have been no discussions with the Scottish Administration about that, but I point out to my hon. Friend what he knows very well: there is no such thing as a border between England and Scotland.
Talking of which, we now come to the leader of the Scottish National party.
I am sure that the thoughts of everyone in the House will, like mine, be with those who were caught up in the terrible incidents in Glasgow last Friday, and in particular with PC David Whyte and those who went to do their duty. We hope that everyone makes a speedy recovery from their injuries.
Yesterday, the Prime Minister delivered his self-proclaimed relaunch speech, but when asked at the daily press briefing what new money will be given to the Scottish Government, the Prime Minister’s official spokesperson laughed—laughed, Mr Speaker. That is what this Government think about funding for the Scottish economy, jobs, families and livelihoods: they think it is a joke. Is the Prime Minister capable of answering a direct question? I do not want the usual waffle. It is a straightforward question: what are the new Barnett consequentials coming to Scotland as a result of yesterday’s speech?
I can certainly confirm that, and I know that my right hon. Friend the Secretary of State for Education has been working with the Department for Transport on that very matter.

The Prime Minister has outlined today in Dudley how the Government will move to a new phase of their coronavirus response and focus on building a strong domestic recovery. Yesterday, he also set out a new structure of Cabinet committees better to co-ordinate our foreign and domestic policies. These reforms underline the need for separating the roles of National Security Adviser and Cabinet Secretary and head of the civil service.
These two senior positions have, of course, been separate under previous Administrations. Each is of vital importance, given the challenges ahead, and it is appropriate that they should be filled by two individuals who can serve in their respective posts through the rest of this Parliament. For this reason, the Prime Minister and Sir Mark Sedwill agreed some time ago that Sir Mark would stand down in September.
Sir Mark is a supremely dedicated, highly professional and hugely accomplished public servant. As the Prime Minister wrote in his letter of thanks to Sir Mark:
“You have done it all in Whitehall: from Afghanistan to the modernisation of the civil service; from immigration policy to Brexit and defeating coronavirus”.
I would like to add my own personal thanks for the exemplary contribution that Sir Mark has made to this country. Working alongside him has been both a pleasure and a privilege and I know that he will continue to contribute to the service of this country.
Sir Mark’s successor as NSA is also a distinguished public servant. David Frost has served for decades in our diplomatic service. A former ambassador, he has also been director of the Foreign and Commonwealth Office’s policy planning staff and principal foreign policy adviser to the Foreign Secretary. He is now, of course, the UK’s negotiator, shaping our future relationship with the EU, covering issues from trade and tariffs to security and defence co-operation. As NSA, David Frost will help to deliver this Government’s vision for Britain’s place in the world, supporting the Prime Minister in reinvigorating our national security architecture and ensuring that we defend our interests and values across the globe.
The NSA is a relatively new position, but it is always an appointment for the Prime Minister of the day. The First Civil Service Commissioner has agreed the position can be regarded as a political rather than necessarily civil service appointment. While it is a unique role, David Frost’s status will be akin to that of a special envoy representing the UK abroad, speaking publicly and setting the agenda for policy making. He will not be a permanent secretary or a special adviser, and the civil service will support him in the same way as any other political appointee: with objectivity, honesty, integrity and impartiality.
A competition will be launched shortly for the combined role of Cabinet Secretary and head of the civil service. This is open to existing and former permanent secretaries. We have been fortunate over the years to have been served by a series of outstanding Cabinet Secretaries, including Lords O’Donnell, Turnbull, Wilson, Butler and Armstrong, and, of course, Lord Heywood and Sir Mark. I have no doubt that their successor will continue their tradition of distinguished and dedicated public service.
May I just say, as this is a very important matter, that at some point the Government ought to be coming to the House with statements, rather than me granting UQs? Can we bear that in mind in future?
I am grateful at least to the Cabinet Office Minister for turning up on behalf of the Home Secretary. I am also grateful to you, Mr Speaker, for granting this urgent question.
After Sir Mark Sedwill’s letter on his departure—and I thank him for his work—No. 10 put out a press release indicating that the Prime Minister had appointed David Frost, currently the Prime Minister’s European adviser and chief negotiator with the EU, as the new National Security Adviser. The first duty of any Government is to keep people safe, and in carrying out that duty any Government should have objective, and at times challenging, advice from their National Security Adviser. That is why making a political appointment takes this Government into such dangerous territory.
Independent, impartial, specialist advice on national security is crucial. Prime Ministers come and go, but security threats remain and evolve. Can the Cabinet Office Minister give one good reason why this is a political appointment? Can he tell us to whom ultimately the new National Security Adviser is accountable, and if he will be subject to the code of conduct for special advisers in this new special envoy status that seems to be being bestowed upon him? Was the Civil Service Commission involved in this appointment, and if so can the Minister outline what the commission ruled? Have the intelligence agencies and the wider intelligence and security community been consulted on this being a political appointee? And at such a crucial time in our trade negotiations with the EU, how will Mr Frost’s additional responsibilities impact upon him being able to achieve the best outcome for the United Kingdom by the end of the year, as the Government have promised?
Also very worrying is the wider issue of a lobby briefing from February that No. 10 had a hit list of several permanent secretaries that it wanted to push out. Our civil service and our civil servants are world leading and we should be proud of the extraordinary work they do. Weak Prime Ministers take advice only from those who agree with them; those who put the national interest first should welcome different views and welcome challenge. So can Cabinet Office Minister tell us, quite simply: what is the Prime Minister so afraid of, and why will he not put his duty to keep people safe first?
Okay. I appreciate the hon. Gentleman’s kind words now.
The hon. Gentleman asked about objective and challenging advice. Sir David Frost is a distinguished public servant who has spent decades in diplomatic service and as such has given advice to Labour and Conservative Governments without fear or favour. There is no suggestion that Sir David is anything other than an exemplary public servant capable of discharging his duties and responsibilities with authority and integrity, and in a way which will guarantee the safety and security of all. He is, of course, accountable to the Prime Minister, and he will operate as other special envoys have. It is not a novelty, as the hon. Gentleman implied, to create special envoys: under Labour Ann Clwyd was made a special envoy on human rights in Iraq, Des Browne was the special envoy on Sri Lanka and, of course, Michael Levy was made special envoy to the middle east. In each of these roles, appropriate political appointments were made.
The hon. Gentleman also asked about the First Civil Service Commissioner. The First Civil Service Commissioner, as I pointed out in my remarks, has agreed that it is entirely appropriate for this role to be carried out by a political appointee. I think it is important that all of us recognise that Prime Ministers, whether Labour, Conservative or any other colour, should have confidence in those advising them, and those advising them should also operate in a way that is true to the highest traditions of public service. That has always been the way in which David Frost and Sir Mark have carried out their duties, and I am confident that will be the case for the National Security Adviser in the future and for the future Cabinet Secretary.
Thank you, Mr Speaker. May I first pay tribute to Sir Mark Sedwill and thank him for his extraordinary public service over many years? I served on the National Security Council for nine years—six years as Home Secretary and three as Prime Minister. During that time, I listened to the expert independent advice from National Security Advisers.
On Saturday, my right hon. Friend said:
“We must be able to promote those with proven expertise”.
Why, then, is the new National Security Adviser a political appointee, with no proven expertise in national security?
I think that the devolved Administrations can have confidence in David Frost. He has talked to the Ministers in the devolved Administrations who are concerned with the fate of the EU negotiations. We were reminded by the hon. Member for Slough (Mr Dhesi) that David Frost was, for a while, chief executive of the Scotch Whisky Association, so those in Speyside and elsewhere in Scotland can be confident that this is a man who has their best interests at heart.
