Commons ChamberThe hon. Gentleman is perhaps tempting me to go a little too far in presuming that everything is going ahead. I do not want to pre-empt Mr Oakervee’s report, but he will be aware that under the previous plans, classic-compatible trains will run north of Wigan and will therefore be able to stop at a range of stations, including Kendal, Oxenholme in the Lake District and Carlisle. That is part of what the West Coast Partnership will be able to consider.
I congratulate the right hon. Member for Aylesbury (Sir David Lidington) on his moderately demonstrative tie.
From you, Mr Speaker, I take that as a compliment.
Will my hon. Friend instruct HS2 Ltd that it and its contractors should follow its own construction code and give local residents along phase 1 due and proper advance notice of the enabling works that it intends to carry out, instead of the high-handed, peremptory and arrogant approach that HS2 Ltd is currently taking?
On the grounds that Thurrock is somewhat more geographically deserving than Truro and Falmouth in respect of this question, I call Jackie Doyle-Price.
Plans to deliver 3,000 new homes in Purfleet in my constituency have ground to a halt following Highways England’s decision to reject any planning application for more than 250 houses due to pressure on the A13. I find it difficult to explain to my constituents why Highways England is putting a new motorway through Thurrock while preventing us from planning and delivering new homes. Will the Minister meet me to discuss the matter?
If there was any possible way to ensure the survival of a company whose directors were allegedly being paid millions of pounds—it is interesting to hear that the Opposition want us to have backed those millions of pounds of bonuses with yet more money from the public purse—we would have done it, but, as I said, it would have required accounting officer direction, because it simply did not stack up. As the hon. Gentleman knows, the reality is that Hays Travel has come in and rescued many of those jobs, because well-run companies survive. Poorly run companies cannot survive.
Observers of our proceedings will doubtless have heard the sedentary exclamations of the hon. Member for Kingston upon Hull East (Karl Turner), who is further validating the assertion that I make to audiences around the world, which is that he is the loudest Member of the House.
My hon. Friend has been campaigning on this issue, possibly since the day he was born; he is certainly in my ear about it all the time. Increasing frequency on local Great Western Railway trains is the best way in which to provide additional frequency and seats on the route, and this is likely to be provided as an extension of MetroWest additional services for Bristol to Yate, with the Department funding Yate to Gloucester. MetroWest proposals are under development by GWR as part of the next franchise, which will start in April 2020.
In relation to Operation Yellowhammer, may I ask the Secretary of State what role the 300 troops and 180 police officers who are to be put on standby will play in policing the transport network in and around the port of Portsmouth, and how many other troops and police may be deployed at other ports?
Ah, let us call a Member who used to have responsibility for buses and various other forms of transport at different times—Mr Andrew Jones.
After a widely supported and successful campaign against a relief road in Harrogate, the transport authority is now looking at a package of sustainable measures to take transport forward in the area. What support will the Government provide to North Yorkshire County Council and other such councils developing sustainable transport packages?
I am grateful, Mr Speaker. In our exchanges on Question 3, my hon. Friend the Member for York Central (Rachael Maskell) raised her concerns about the delayed publication of the Oakervee report. The Minister responded by saying that she was making it up. I can assure you, Mr Speaker, that when my hon. Friend comes to the Dispatch Box she does not make things up—she tells the truth. If the Minister has inadvertently used language that he ought not to, perhaps he could come to the Dispatch Box right now and withdraw the slur that he has laid against her immediately, without any qualification.
It is incumbent upon a Minister to own up if he or she considers an error to have been made. I would simply say that as a matter of fact Members must be assumed to speak what they believe to be true. It all happened very quickly, and I did mutter at the time that a Member will say only what he or she believes. So it was, I think, infelicitous, at the very least, and a gracious withdrawal would be appreciated.
I have not received the said report, but I am happy to clarify the point and I withdraw the exact comment.

The UK headquarters of Thomas Cook are based in my constituency. The collapse of the company has meant the loss of 1,200 local jobs. Our thoughts go out to all those people and to the thousands more across the UK who have been affected. Will my right hon. Friend join me in paying tribute to the many local organisations and companies that have come forward offering jobs to those who have been affected? The local newspaper, the Peterborough Telegraph, has been co-ordinating the activities. We have also seen acts of kindness. Peterborough United and Peterborough Phantoms, a local ice hockey team, are offering free tickets to those who have been affected. Does my right hon. Friend recognise that at this difficult time we need to appreciate and applaud the generosity that is coming through?
My hon. Friend is absolutely right. The airline insolvency review, which reported in May, provides a few useful ideas about things that could be done, including some that require primary legislation and others that do not and on which we have already started to act. We cannot keep returning to this situation. It is terrible for passengers and for all those involved, and there is a problem in finding sufficient aircraft to solve this problem when it happens.
The Secretary of State will be aware that the hon. Member for Harrogate and Knaresborough (Andrew Jones) is a distinguished former Transport Minister. Indeed, I well recall that when he served as Parliamentary Under-Secretary of State for buses, being a man of the people as he is, he was wont to come to work on the bus, no doubt to the very considerable delight of his fellow passengers.
Following the sudden collapse of Thomas Cook, which was headquartered in Peterborough, and the loss of 1,200 jobs there, many of my constituents turned up for work only to find that their jobs were lost with Christmas fast approaching. The hon. Member for North West Cambridgeshire (Mr Vara) is absolutely correct that there has been an incredible outpouring of unity from individuals and businesses in Peterborough who have stepped up to show their support and solidarity at an extremely difficult and distressing time for so many in Peterborough.
Can the Secretary of State tell me what specific support the Government are giving to my constituents, who have mortgages and bills to pay and families to support, in finding alternative employment? What measures have they put in place to support the city’s economy as a whole, given the loss of so many good jobs?
Order. To this point, the erudition of questions has been equalled only by their length. Unfortunately, there is a premium on time, as we have other matters with which we have to deal, so I appeal to colleagues to cast aside pre-written scripts and to confine themselves to single sentence—preferably short sentence—questions, without preamble, so that we can make progress.
The BEIS Committee believes that Thomas Cook’s directors and auditors have serious questions to answer. In the past five years, £20 million in bonuses has been paid to directors, and the company has now gone under with debts of more than £3 billion. Will the Secretary of State for Transport confirm that the directors of Thomas Cook will not be able to continue as directors at any other firm until the Insolvency Service has completed its investigation? Will the Government commit to replacing the FRC with a regulatory framework that holds directors to account, as our Committee has called for?
In my experience, the hon. Member for Stafford is a notably well-behaved fellow, so I am sure he will confine himself to a single sentence.
I will take remaining questioners if they have a short sentence each, but if it is longer I am afraid I will have to cut it off.
Going back to the question of the £250 million, will the Secretary of State confirm that that was for credit purposes—that it was effectively in order for Thomas Cook to be able to say to the bank that it had that reserve fund of £250 million?
Is the Secretary of State aware that scam telephone artists are fanning out across the country phoning people offering a refund if they provide their bank details? People will lose money. Will he publicise the fact that the public should be aware of this?
At the start of this session, the Secretary of State gave the impression that primary legislation could not be introduced in this House without a further Prorogation of Parliament and a Queen’s Speech. I seek your guidance on whether that is, in fact, the correct position.
In procedural terms, there is no bar to the introduction of primary legislation in the course of the current Session, if the Government are minded to schedule it. I think, to be fair to the Minister, what he was probably driving at is that the Government have to take a holistic view of a wide range of potential legislative options, and that the best or most propitious time for considering the inclusion of a new measure might be in the context of the Gracious Speech. I am sure that that is what the Secretary of State meant to say, and as he did not quite get round to saying it, I know that he will be inordinately and probably permanently grateful to me for saying it on his behalf. We will leave it there for now.

As colleagues will be aware, there is pressure on time today, because there are several further pieces of business to follow, but equally and understandably there is intense interest in this monumental mess and I know that the Secretary of State is very keen, to his credit, to answer questions, so I shall do my best, as always, to accommodate the understandable interest of colleagues.
Mr Speaker, I was just about to say that there are Members affected by this project who do not have a voice, and I was going to include you, but clearly that is not the case. Of course, there is also my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom), who has always joined me in the fight against HS2.
In welcoming the Secretary of State to his position, may I also welcome my constituency neighbour, my right hon. Friend the Member for Aylesbury (Mr Lidington)? It is so good to hear his voice raised in this Chamber against this dreadful project, and I endorse everything he said. It applies to my constituency as well.
The Secretary of State also needs to look at the national rail travel survey, on which one of the raisons d’être for this project is based, but which has not been updated since 2010. In answers to me, the Department does not appear to know how much it would cost to update it. That, coupled with the fact that we are still not allowed to see the passenger forecasting documentation, means that transparency is far from the watchword of HS2. Pages right the way through the chairman’s stocktake have been redacted. Transparency is not the order of the day.
The Secretary of State should grasp with both hands this opportunity to review the project entirely and review the nationwide transport and communication policy. I urge him to take a deep breath and carry out a comprehensive assessment across car, bus, train and air, as well as new technologies such as 5G and broadband, because it is essential that we look at the technological advances before we let this project go any further.
As the carriages being built for Crossrail pile up in Worksop because we cannot get that project right, let us draw a deep breath, cancel this project, start again and get a decent comprehensive transport policy.
Order. There is a further urgent question after this and there are then three ministerial statements before we get to the Backbench business. Therefore, there is a premium upon brevity from Back Benchers and Front Benchers alike. For the avoidance of doubt, what I am looking for from colleagues is not dilation and not preamble but single-sentence questions, which will be brilliantly exemplified, I feel sure, by the right hon. Member for Derbyshire Dales (Sir Patrick McLoughlin).
Thank you for that challenge, Mr Speaker. May I first welcome my right hon. Friend to his position?
The easiest thing for the Government to do is to cancel this project. That would be easy to do, but it would be the wrong thing to do, for this reason: I would find it ironical that, as we leave the European Union, I can get a high-speed train to Paris or to Brussels but not to Birmingham, Manchester, Leeds or Sheffield. My right hon. Friend talks about the overspend, but we seem to be able to accommodate at the drop of a hat the overspend on the Crossrail project, which is overrunning. That is a London project that is incredibly important for London, but we do not take a similar view of a project that has been long thought out and is absolutely essential for the major cities outside London.
Thank you, Mr Speaker. First, I welcome the Secretary of State to his new position. Secondly, I entirely endorse the views of my right hon. Friends the Members for Aylesbury (Mr Lidington) and for Chesham and Amersham (Dame Cheryl Gillan). The reality is that this whole project is completely out of control. The costs have gone up repeatedly. I voted against it. There is a petition in the House of Lords, which my constituents were absolutely right to pursue. This whole project is a complete white elephant and should be cancelled.
Colleagues should now follow the right hon. Member for New Forest East (Dr Lewis) with single- sentence questions. If they do not—let us be absolutely clear—they are stopping other colleagues taking part. It is as simple as that.
Will the Secretary of State commit to look at any new major transport infrastructure projects in line with the 2050 net zero carbon target that this House has set itself?

Commons ChamberSadly, there have been 10 fatalities and 123 casualties on that road in the last four years for which figures are available, so the improvement is desperately needed. Has my right hon. Friend had the chance to evaluate the Labour party’s proposals to scrap the roads programme, which would mean hundreds of road schemes such as this never being built and motorists being hugely inconvenienced?
No, no—[Interruption.] Order. Resume your seat. We are talking about Government policy. If the Secretary of State wants to say something about Government policy, he can, but he cannot ruminate or pontificate on Opposition policy. That is not a matter for the Secretary of State.
Sorry, Mr Speaker, I was eager to speak to Question 2.
The hon. Gentleman was ahead of himself, not for the first time and probably not for the last.
I have recently been on an e-bike, and it was very good on hills. E-bikes are of great assistance to people with health and mobility issues. We want to encourage their use, and we are doing just that. We are also investing vast sums in cycle lanes and road infrastructure improvements, and we are focusing on safety. There is more to be done, as always, but we have done an awful lot more than Labour did in this area.
It is very interesting to learn of the personal experience of the Minister, but all that I can say at this stage is that he is challenging our vivid imaginations. I was going to call Mr Stringer. Are you still interested, sir? Get in there.
Thank you, Mr Speaker. I was surprised to find that the charging sockets are not standardised, either on cars or on charging points. Would it not make sense to regulate to standardise them?
Contrary to popular myth, most particulates do not come from modern diesel engines, but from wear between the vehicle’s tyres and the road. Given that electric vehicles tend to be heavier than their conventional counterparts owing to the weight of the batteries, which increases tyre wear and road wear, does the Minister have any concerns that the increased use of electric vehicles may lead to increasing levels of particulates?
Interesting—the hon. Gentleman is giving the impression of knowing something.
And what a good impression it is, Mr Speaker. The reality is that we all know that electric vehicles are tremendously advantageous to the economy and, frankly, to the environment, and there is work to be done. My hon. Friend is quite right to mention particulates, and we are looking at that issue, but electric vehicles provide massive benefits to the environment.
I am more than happy to meet the hon. Gentleman, because I am concerned about the cases that he has raised. I am also concerned that information is not filtering through, and that is creating panic among community transport operators that need not be felt. We have spent a lot of time working with community transport operators and local authorities; I have a list in front of me of everyone to whom we have spoken. Operators can also go on the community transport website, which has further clarification of what needs to be done. If they hold a licence at present, they are eligible to carry on doing their work.
Does the hon. Member for Kilmarnock and Loudoun (Alan Brown) want to make a second inquiry? No? I do not want to tempt him beyond his natural appetite. I had him down for two questions, but we are grateful for his self-denying ordinance. In that case, we probably just about have time to include Mr Farron.
In places such as Sedbergh and Dent, community bus services have become a lifeline for people who would otherwise be isolated from the communities around them, and I am massively grateful to the volunteers who make those services possible. Community bus services have become essential because over the past 30 years Governments of all colours have chosen to stop seeing the provision of bus services as a service at all and have allowed rural communities such as mine to become increasingly cut off and stranded. Will the Minister agree to launch a new transport deal for rural communities, with new investment for bus services that are regular, reliable and affordable?
There is £50 million for Bikeability training for schoolchildren; £101 million for cycling infrastructure for cycle ambition cities; £80 million for the local authority access fund; £85 million from Highways England for cycling and walking; £597 million from the local growth fund; £77 million for local road schemes; £194 million from the integrated transport block for micro-enhancement projects—I shall keep going until Mr Speaker stops me—£196 million from the highways maintenance refund; and some £500 million from a range of cross-Government infrastructure funds, so there are hundreds of millions of pounds of investment, and that is what the Department is doing.
I must say, having listened to the Minister I do not think I can take any more such excitement. It is almost too much.
I thank my right hon. Friend for raising this matter of the A34 with me, but I have already written to him and it is in the post.
Gosh, I suspect the right hon. Member for Wantage (Mr Vaizey) is in a state of uncontrollable excitement in anticipation of the Minister’s letter.
Low emission zones are vital to decarbonising our cities. My constituency of Edinburgh West has two of the worst polluted roads in Scotland. At the moment, the city is consulting on a low emission zone, but it can work effectively only if all road transport, not just commercial, is decarbonised and moved out of the city altogether—not just moved from one area to another. Will the Minister commit to what we have already heard, which is that we need to decarbonise to clean up our cities—and we need to do it quicker than 2040?
I refer the hon. Gentleman to the current £700 million upgrade to the east coast main line, the brand new trains arriving on the east coast main line, the new trains the Government are providing for the Newcastle-upon-Tyne metro, our plans to reopen the Blythe to Ashington rail line with financial support from Nexus, the opening of the last leg of motorway-grade road between Newcastle and London, and of course the mayor of Teesside’s exciting plans for his airport. One of the most extraordinary things I have come across recently is that the shadow Secretary of State proposes nationalisation in every field of transport except for his local airport, on which he is opposed to nationalisation. [Interruption.]

New clause 2—Compensation scheme for tenants—
‘(1) The Secretary of State must by regulations make provision for a scheme to compensate tenants adversely affected by the scheduled works.
(2) Regulations under this section may contain such supplementary, incidental, consequential or transitional provision as the Secretary of State considers necessary or expedient.
(3) Regulations under this section must be made by statutory instrument.
(4) A statutory instrument containing regulations under this section is subject to annulment in pursuance of a resolution of either House of Parliament.”
New clause 4—Independent peer review—
‘(1) The Secretary of State must commission an independent peer review of the High Speed Rail (West Midlands to Crewe) project.
(2) The review must include consideration of the project’s—
(a) environmental impact,
(b) economic impact,
(c) engineering, and
(d) governance.
(3) In this section, “independent” means it is carried out by persons who are independent of—
(a) Government,
(b) HS2 Ltd, and
(c) persons contracted or subcontracted to carry out the scheduled works.
(4) In this section, a “peer review” is a review conducted by experts of equivalent professional qualifications, expertise and standing to the persons responsible for each aspect of the project set out in subsection (2).
(5) A report of the review in subsection (1) must be laid before the House of Commons within 12 months of this Act receiving Royal Assent.”
New clause 5—Non-disclosure agreements—
‘(1) The nominated undertaker, or any subcontractors thereof, must not enter into any non-disclosure agreement with any party in connection with the scheduled works unless the assessor of non-disclosure agreements related to the scheduled works (“the assessor”) has certified that it is in the public interest.
(2) The Comptroller and Auditor General must appoint a person to be the assessor.
(3) The assessor must be—
(a) independent, and
(b) a current or former high court judge, higher judge or Queen’s Counsel.
(4) In this section, “independent” means independent of—
(a) Government,
(b) HS2 Ltd, and
(c) persons contracted or subcontracted to carry out the scheduled works.
(5) The assessor must undertake his or her work with a presumption in favour of transparency and public accountability in matters connected to the scheduled works.
(6) The assessor must review any non-disclosure agreement between the nominated undertaker, or any subcontractors thereof, and any party in connection with the scheduled works and in place before this section comes into force to certify whether it is—
(a) in the public interest, or
(b) not in the public interest.
(7) The assessor may not determine that a non-disclosure agreement is in the public interest for the purposes of subsection (1) or (6) except for the reason that it is justified because of exceptional commercial confidentiality.
(8) If the assessor certifies under subsection (6) that a non-disclosure agreement is not in the public interest that non-disclosure agreement immediately ceases to have effect.
(9) In this section, a “non-disclosure agreement” means any duty of confidentiality or other restriction on disclosure (however imposed).”
May I thank you, Mr Speaker, for selecting the new clauses that stand in my name and those of my hon. Friends? When Labour envisaged HS2, it was a very different infrastructure project from what we see today. We recognised that the generations, particularly across the north and the midlands, needed far better connectivity. We wanted to regenerate the northern towns and cities of our country, and we saw the potential in the midlands to spark a new industrial age and how that was not being met.
After decades of disproportionate investment in London and the south-east, it was a Labour Government who saw how improved connectivity was needed to attract vital inward investment and to revitalise economies in the north. That is what Labour is about: creating high-quality jobs and opportunities to inspire a generation. It is in our name, Labour. Of course, we all knew that rebuilding connectivity had to start in the north, particularly with the east-west connections, to truly join up what is now aspiring to be the northern powerhouse. However, without the power of investment in the transport system, that will be nothing more than a soundbite. That is why Labour supports phase 2a, which will be the shortest leg of the route, at just 37 miles in total, and provide that vital north-south link, north of Birmingham to Crewe. Our support is not unreserved, though, and we believe colleagues should join us in the Lobby today to vote for Labour’s new clauses.

Commons ChamberLet us hear Newcastle’s view on the Mayor of London and the city of London.
In those discussions with the Mayor of London, will the Minister seek his advice on why it costs more to take a bus four stops up the West road in Newcastle than it does to travel across the entire Greater London area? Will he advise the Minister for buses to apply that to the rest of the country, rather than cutting three quarters of a billion pounds from annual bus services?
The roll-out of the midland main line electrification is obviously a key project, and I will keep the House posted on its progress. I can inform my hon. Friend that the station will get many new benefits from the East Midlands franchise. They will include station wi-fi, LED lighting and help points. There will be improved lay-out and a bus interchange, a multimodal customer information system, drinking water fountains, customer lounges, refurbished toilets, new cafés, customer waiting areas, a third-party west side station entrance development, 60 new secure cycle spaces, six electric vehicle charging points, ANPR car park technology, 200 additional car park spaces and air quality monitors. Basically, it is all happening at Kettering station.
Indeed, and no one knows how to excite and inspire better than the Minister. We will now hear from North Ayrshire and Arran, apparently in relation to matters Kettering. The mind boggles, but we are about to be enlightened.
There is an issue that will, I am sure, have great importance for the people of Kettering, as it will for the people of Scotland. Fifty four per cent of delays and cancellations in Scotland are down to issues with Network Rail, and I am sure that the people of Kettering have a similar story to tell. Given that the respected think-tank Reform Scotland has said that the devolution of Network Rail to Holyrood would be a major step forward in integrating the Scottish transport network, why does the Minister not agree with Reform Scotland?
Unfortunately, the hon. Gentleman is painting an unrealistic picture. Up and down the country, there are varying numbers of bus passengers. In Bristol, bus passenger numbers are up by 50% and in south Gloucestershire they are up by 36%. We need to put a package of items together to encourage people to use buses. There is the ability to have either franchising or enhanced partnerships that allow local authorities to have a stronger and better relationship with bus companies.

Commons ChamberMy hon. Friend makes, as ever, a wise point on behalf of the constituents he serves so well. The point about this franchise, and indeed all our franchises, is that they bring benefits for the travelling public. This franchise will do just that. It will be delivering more trains from Kettering, it will be delivering more seats from Corby, and the Government as a whole through their electrification of a significant part of the midland main line will be delivering the electrification that he specified. So his constituents will be receiving a better service in both quantity and quality as a result of this franchise award.
I trust the hon. Member for Kettering (Mr Hollobone) will go about his business with an additional glint in his eye and spring in his step, buoyed by knowledge of the approbation he has received from the Minister on the Treasury Bench describing him as “wise”; I have a feeling it will be framed and appear in an important and public part of the hon. Gentleman’s home.
There will be concern in Chesterfield that the East Midlands rail service currently provided by Stagecoach will no longer be in place. In terms of what the Minister is able to tell us about the process, how many fully compliant bids were there? In terms of the process going forward, what benefits will constituents in Chesterfield see when we move to Abellio trains?
I am sure that expectations are high; they always are higher at the start of a franchise. We have been talking about the customer benefits that will flow from the £600 million that Abellio is investing in trains and stations along the franchise. I understand the right hon. Lady’s point about how benefits can sometimes be delayed, and there has, on occasion, been a sense of jam tomorrow in the delivery of timely upgrades for our railways, but this is a positive announcement and it should be welcomed as such. I recognise that change can cause challenges for people who are used to dealing with a particular operator. That is inevitable whenever we have a change of franchise operator—[Interruption.] May I just make one more point, Mr Speaker?
Blurt it out I will. In terms of PRM compliance—compliance with regulations covering passengers with reduced mobility—I am extremely keen that all our train operating companies should have trains that are PRM compliant by the end of the year. That is the expectation that we have of them.

We have indeed put together a 30-year maritime strategy called Maritime 2050, which will help to deliver the fantastic maritime nation that we were before we joined the EU. It is a great opportunity to promote again the hard work undertaken by our ports, including preparing for the possibility of—[Interruption.]

Member for Shrewsbury and Atcham (Daniel Kawczynski) is chuntering from a sedentary position to no obvious benefit or purpose; the only thing I can detect is some muttering about one flag rather than another flag. The hon. Gentleman will have an opportunity to speak on his feet with force and Demosthenian eloquence in due course.
I must apologise to you, Mr Speaker, because I am not possessed of either a Demosthenic or a Ciceronian eloquence, but what I can do is focus the House’s attention on this perfectly formed and important local question regarding Bradford Council’s discussions on a Shipley eastern bypass. My hon. Friend has been a highly effective campaigner for this project, and as he will know, we have supported it within my Department. My officials remain in regular contact with officers from Bradford Metropolitan District Council. The council will need to provide a detailed business case for the Department to review to take forward plans for the road scheme, and my officials are advising the council on how to develop its business case.
Frankly, the Minister is altogether too modest. However, it is my own firm conviction, based on observing the hon. Member for Shipley (Philip Davies) for the past 14 years, that he combines the qualities of both those illustrious orators.
You are very kind, Mr Speaker, but I am not sure that we would want a Division on that proposition. As the Minister has made clear, the Government have paid for a feasibility study to be carried out, for which I am extremely grateful, but since then, not a fat lot seems to have happened at the Bradford Council end. So when does he expect to see the feasibility study completed by Bradford Council so that we can crack on with delivering this vital scheme?
I am not altogether sure of the link between Brecon and Radnorshire and the Shipley eastern bypass, but I have a feeling that I am about to be enlightened by the hon. Member for Brecon and Radnorshire (Chris Davies).
All will be revealed, Mr Speaker. Has my hon. Friend the Minister had any recent discussions with the Welsh Government over the urgent need for the M4 relief road, which will provide quicker and better access from Wales to Shipley and the rest of the UK?
Punctuality is often viewed through the prism of the big strategic journeys, but may I urge my hon. Friend also to take into account, when considering how to improve punctuality and bringing pressure so to do on the operators, those small, intercounty and over county boundary journeys that are often so important to students and workers? I think particularly of those from Gillingham in my constituency through to either Salisbury or back to Dorchester—those journeys are vital to the local economy, and the service is not quite good enough.
I am wondering whether the Minister is going to offer to sample the service—
I do sometimes fall asleep on the trains at the end of the week if I am heading north again. I was not planning such a visit, but I am always happy to visit and I would be happy to take up the invitation that you have just suggested my hon. Friend makes, Mr Speaker. I never think of punctuality as purely an inter-city question; everybody who uses our rail network should be able to expect to be on time every time. That is why the measure of punctuality is being changed to include “on time every time”, including all the stations on a route, not just the final destination. That data is being collected for the first time now and is very encouraging. Let me confirm to my hon. Friend that I agree entirely with his basic point, which is that passengers deserve an on-time service every time, and it is part of my planning.
I think this a bit tangential to punctuality, Mr Speaker, but I might try to get it in. [Hon. Members: “Give it a shot.”] Will the Secretary of State honour the pledge he made to me on 17 July 2017? I realise that that is not a punctual request, but now is the time. I asked him about the mutual mistrust between NW10 residents and HS2, and he said that his door would always be open. Now that construction has started, they feel as though they are living in a war zone, a dustbowl and the longest and largest building site in Europe. So will he make a visit or sit down with me and my constituents to sort this out?
I seek your advice, because I believe that the buses Minister may have inadvertently misled the House. In our exchanges, she claimed that all local authorities have powers to franchise buses. I believe that the Bus Services Act 2017 only allows metro mayors to do that, and there is a very small number of them, whereas there are hundreds of local authorities.
The Minister is champing at the bit. She clearly wants to respond, and we are happy for her to do so.
Further to that point of order, Mr Speaker. I did not say “franchising”; I said “partnerships”. The Bus Services Act introduced new powers for local authorities and operators to work together through partnerships and franchising. Mayoral authorities have those powers automatically. All local authorities must approach the Department if they wish to get permission. They need to prepare business strategies and put together programmes of work, but we are ready and waiting to work with them, as we do already. Mayoral authorities can franchise, and local authorities can put together partnerships. I am more than happy to put that on the record.

On a point of order, Mr Speaker. I seek your guidance. I went outside into Parliament Square to speak to members of Extinction Rebellion who wanted to exercise their right to come into Parliament to lobby their MP. I am holding over 100 letters to MPs. What guidance can you give those people who are unable today to exercise their right?
I have been attending to my duties in the Chair, so I cannot comment on what restrictions on access to or egress from the estate have applied, either as a matter of policy or on account on the very large number of people who may be around. In so far as the hon. Lady is seeking to give voice to the concerns of her constituents and others who are campaigning on this subject, she has found her own salvation, because she has made the point, she has held up the letters and it will be on the record in the Official Report, and I think therefore honour is served.
