I congratulate the hon. Member for Newcastle upon Tyne Central (Chi Onwurah) not only on her outfit, but on securing this wonderful and important debate. I was wearing black and white shoes this morning, and I thought I might have had to declare some sort of interest. I understand the reasons behind her sartorial elegance this evening.

Before I respond fully to today’s debate, I will acknowledge that the search for Cardiff City football club’s Argentine striker Emiliano Sala, and his pilot David Ibbotson, had to be called off this afternoon. We offer sincere condolences to their families and friends at this deeply concerning time. It has been a difficult few days in the game.

I thank the Minister for what she has said, and I echo her comments. I was at St James’s Park to see Cardiff City last week. It must be a terrible time for the family and friends, and for Cardiff City fans.

I turn to the points that have been raised in this debate. Newcastle United are 17th in the premier league, with some uncertainty about the manager and no signings so far in the transfer window, but last week they had a good win in the FA cup. I would like to say that not all football clubs are feeling that pain, but there others at the bottom of the premier mix, including Cardiff, Fulham, Burnley, Huddersfield, Southampton and Crystal Palace. I have to declare an interest when it comes to Southampton, which is very near to my constituency and has many fans. I also understand the impact on the economy when they are not winning.

I am surprised not to see the hon. Member for Strangford (Jim Shannon) here, because we are talking about football—I am surprised not to be interrupted by him. My hon. Friend the Member for Walsall North (Eddie Hughes) spoke about the love and affection in north Walsall for the football club there. I was in that area recently to visit a local school, and there was huge affection for the club. The area has so much to look forward to with the Commonwealth games. It is not all doom and gloom.

I have to confess that I am here under slightly false pretences. I came to take part in a debate about a fantastic football club that wears black and white stripy jerseys and black shorts, only to discover that it was Newcastle United, not my own Halstead Town football club. The passion that the hon. Member for Newcastle upon Tyne Central (Chi Onwurah) displayed for her local team is matched by the passion I display for mine, and I am grateful to have the opportunity to take part, briefly, in this debate.

I thank my hon. Friend the Member for Braintree (James Cleverly) for reminding me of the importance of the grassroots. We had an important debate earlier in the week about facilities and what the grassroots mean to football up and down the land. We need to make sure we protect our stadiums and our future stars.

The Government wholeheartedly agree that football should absolutely be supported and that fans have every right to ask questions about those who run their clubs. We saw protests at Bolton earlier this week, and at Blackpool and Charlton in recent times. Such protests demonstrate the discontent that can exist when fans believe that the ownership is not working in the best interests of the club at all times. Over recent years, the Government have invested significant time in finding ways to improve the relationship that fans have with their clubs. We want to see owners working with fans and seeing them as an integral part of their clubs’ successes, and I want all fans to see that, up and down the game.

The Government’s expert working group on football supporter ownership and engagement, which reported in 2016, resulted in an important rule change in football. All clubs in the top four divisions must now ensure that there is open dialogue between the owners and senior executives and the fans on the matters of most importance to the running of clubs. These meetings must now take place each season, and they are leading the way in enabling fans to be better informed about their club’s financial standing, future plans and other matters of real importance to them so that they can help to set the agendas.

Last summer, the Government took a further step in listening to fans’ concerns when we asked the FA to carry out a comprehensive review of the ownership of football clubs and stadiums. The intention of the review is to learn why many of our clubs have become separated from the ownership of their homes, so that going forward we can advise clubs and fans on how they can work together to protect these important community assets.

The issues came into sharp focus with the problems at Dulwich Hamlet, but the problems of clubs becoming entangled in land and development disputes are not exclusive to non-league clubs. As we have heard, they can occur across all levels of football. With the help of the Secretary of State, we are working to help to find a solution for the fans of Coventry City.

The Minister will know that I was very involved in Coventry in my previous life. It is not necessarily about whether the club owns its stadium—in fact, in Coventry, it is the council ownership that has protected the stadium for football—but whether the owners really have the fans at heart. There have been many cases in which they have not, which is why we need a review of the structure and of how fans engage, not only in Coventry and Newcastle, but in Torquay.

Absolutely, and I thank my hon. Friend for making that point. His interest in this goes back some time—[Interruption.] My hon. Friend the Member for Bury St Edmunds (Jo Churchill) behind me raises the importance of Bury Town to Bury St Edmunds. These clubs really do matter to our communities and, as I said, that was very much the focus of the debate earlier in the week.

When it comes to club ownership, the football authorities have been progressive in recent years. They have needed to be to react to the huge investment and interest that there now is across the world in owning our football clubs. In our top four football leagues, the rules now require public disclosure of the ultimate beneficial owners of all clubs, with the full chain of ownership disclosed to the relevant football authority. The current owners and directors test has been strengthened, and it bears favourable comparison with that expected in corporate circles.

New owners have to meet the Premier League or English Football League board and provide detail on the sources and sufficiency of the funding they have in place. Clubs must submit information on their financial structure, any proposed investment and a business plan demonstrating that all liabilities can be met for the next 12 months, and clubs must submit independently audited accounts each season. If these are not filed at Companies House, clubs should take steps to ensure that they are. Clubs must also continue to work with Her Majesty’s Revenue and Customs over any tax owed. Together with the adoption of fair pay rules, the financial state of football clubs in this country is better now than at any time in the last 20 years, but I take the points made by the hon. Member for Newcastle upon Tyne Central about income streams, shop sales, player sales and the other wide-ranging issues she raised, and I will be happy to send her a fuller response afterwards. I want to reassure her, however, that we are not complacent.

The football authorities should not be complacent either. In my regular meetings with them, I will look for further assurances that they continue to review the rules constantly, ensure ongoing transparency around the ownership of clubs, make sufficient inquiries into the suitability of owners and ensure that, financially, our clubs continue to live within their means. The football authorities have agreed to keep the owner and director test under regular review and to listen to supporters’ concerns about club ownership. I will also be asking for an update on the role of the FA’s regulatory authority, which was set up in 2012 in response to the Culture, Media and Sport Committee and Government regulation around the game’s governance.

The football authorities need to take a good look at the rules and judge impartially whether clubs are in compliance. There are existing structures, but if we need to go further, I will be unafraid to give an additional appropriate focus. I will also be listening to supporters’ groups. I know that the general cost of travelling to and attending games must be kept under constant review, and I will continue to look for a fair deal for fans. I appreciate that football is heavily reliant on broadcasting contracts, but clubs must consider their fans when it comes to scheduling matches and changes to kick-off times.

I come now to the fortunes to Newcastle United. The hon. Member for Newcastle upon Tyne Central will be keen to hear this. We can all agree that this is one of our biggest and best-supported clubs, and the city, adorned in black and white, is one of the most visible and wonderful of sights. St James’ Park sits loud and proud in the centre of the city. Newcastle is a city that loves its football club and wants the very best for it, as we have heard today. Part of the case made today is that Newcastle United is currently in the hands of someone who is not a lifelong fan. If we looked at other clubs, we would probably find that plenty of owners did not meet this traditional expectation, but that does not mean they are running their clubs badly or unsustainably or without taking a huge interest in the clubs succeeding.

As the Government set out in response to the petition the hon. Lady presented last summer, to the best of our knowledge Newcastle’s owner is complying with all the financial reporting and ownership criteria I ran through earlier, but I have a list of responses to come back to. The club is also meeting its obligation to engage with supporters and discuss matters important to the running of the club. That does not mean, however, that Mr Ashley, or any other owner for that matter, could not go further than simply complying with the league rules. There is always room for progress.

Mr Ashley has made no secret of the fact that he is looking to sell the club, but until such time as he does, he remains the person responsible for its custodianship. Like every owner, his primary responsibility is to ensure that the club is financially secure, and despite the concerns raised, I am certain that Mr Ashley is shrewd enough to understand that if he wants to sell the club and realise its best value, he needs to look after it.

In summary, it is important that the issues of most concern to football fans continue to be heard. I will continue to listen to supporters up and down the land about their concerns over ownership, and will be meeting the Unified Football Supporters’ Organisation on 5 March. I will continue to work to hold the football authorities to account, and we must ensure that there is continued assessment of the regulations that are in place. We must continue to encourage good ownership, proper financial reporting and meaningful dialogue with supporters. We must support our grassroots, working with the Premier League, and make sure that we have a pipeline of young footballers coming into the game. I have not mentioned women footballers and other areas in relation to participation. I take the concerns very seriously. I will write to the hon. Lady on all those points, and I thank her for the opportunity to respond to this Adjournment debate this afternoon.

I thank the Minister for giving way. I would not claim to be particularly insightful, but I know how much Ministers enjoy being urged to enter into negotiations with Treasury colleagues. Will she urge them to look at the UK guarantee scheme and how it relates to educational facilities, and whether that could be used to provide financial guarantees for bodies wishing to invest in community sports facilities?

I thank my hon. Friend for that point. As we head towards the spending review, our Department is consistently urged to hold conversations with the Treasury.

The hon. Member for Ellesmere Port and Neston raised issues relating to volunteers. I echo his love for the game. People in our communities give so much to the grassroots, and that should be encouraged because of what it gives to our children and to the game as a whole. My father-in-law did exactly that as a football ref in Wales for many years, and he also organised games for homeless youngsters. It is important that we recognise the volunteering that takes place up and down the country. It is absolutely vital. Football is not just a business; it has a responsibility to the grassroots, as we all do.

I absolutely hear the message regarding the safeguards for Wembley ticket pricing, future purchase and controls. I will come on to some of those issues further into my speech, but as we heard earlier Wembley is iconic in terms of what it means to football and to us as the public. It is important that we have a national stadium that is able to host the biggest sporting events; Wembley has delivered that over many years, and we want it to continue to do so. UEFA’s decision to hold seven matches, including the semi-finals and finals of next year’s European championship, is proof that Wembley remains a top-class venue, hosting some of the world’s biggest and most important sporting events. If we are to bid for any future major sporting tournaments—Members might know what I am alluding to—we will need to make sure that we have the right stadium for World cup finals, one that resonates with the rest of the world. That is essential.

Last year, when the FA said that it was considering selling Wembley Stadium as a means of generating extra funds to re-invest in the grassroots, the Government were, naturally and rightly, keen to listen. Nobody would argue that a sport with more than 2 million regular participants could fail to be further helped by the promise of such additional funding. However, at the same time we recognised that Wembley has a special place in the heart of football fans. When listening to the proposal, the Government’s prime consideration as a public funder of the stadium was to protect the public interest, as is absolutely right. Going back to the hon. Gentleman’s point, custodianship of it would be absolutely important in any future new arrangement, no matter who owned Wembley stadium. The stadium should always be protected for future needs. The fact that the FA executive was considering the sale of its most prized asset raised more than a few eyebrows. In its response, the executive was clear in its view that the sale would free up funds to help provide greater financial support, which it felt was needed to help the sport from the bottom up.

I thank the Minister for her response to the debate secured by the hon. Member for Ellesmere Port and Neston (Justin Madders). Does she not feel, as some of us do, that we should not sell our national stadium and that it should be retained because of its importance? What we could do—I believe the hon. Gentleman referred to this—is take a revenue from transfer fees. That would create some money that could then be used for the grassroots football we want to see. There are ways of achieving things without having to sell the national jewels.

I absolutely see the point that the hon. Gentleman is making. Ultimately, we have a stake in the matter and we will very much be keeping it on the radar. We are not in the place he suggests at the moment, but I will continue to make the case I have made so far in my speech. Whatever the FA does, we have a stake in ensuring that it is absolutely right for football as a whole.

We have heard some of the headline statistics. Only one in three grass pitches is of adequate quality and one in six matches is, sadly, called off due to pitch quality. England has only half as many 3G pitches as Germany. Where there is an opportunity to see more coming into the game, it is absolutely right to take it. We should look at the active lives survey and recognise that what has been cancelled this season may impact on the opportunities our youngsters have to participate. The statistics are a harsh reminder that, despite the unrivalled success of our domestic football at the elite level—we cannot forget the premier league, which is the wealthiest and most globally popular league—there is still a way to go in ensuring that we replicate that consistent success in what we provide at the grassroots level. We must and will provide playing opportunities across our towns and cities so that current and future generations can enjoy football.

I am sorry to interrupt the Minister. I recognise that the job of Sports Minister often tends to be to drag different Departments together to manage things more effectively and to find funding. Can more be done within her brief to bring together such bodies as Sport England with governing bodies? Sport England’s remit these days is more focused on grassroots activity and the community. Are there opportunities not only to invest in football, but to work with Sport England to invest in brilliant community facilities, too?

As I was saying, before we were interrupted to do our absolute duty, we must and we will provide playing opportunities, to be enjoyed by people now and by future generations, across our towns and cities. I want clarity for grassroots football and balanced provision of local assets, as well as a good pathway for our next generation of stars.

The figures appear to suggest that the grassroots are somewhat underfunded compared with the investment going into professional clubs, but the professional game rightly cares about the grassroots, as demonstrated by the funding it provides. As the Minister for Sport, however, I will always champion the grassroots and focus on them, examining the commitment given to them and providing challenge.

The Premier League is investing £100 million each year into football participation programmes and local facilities. That is a significant amount and is in addition to the other areas that it funds and supports in football, at all levels of the game, including vital payments to the English Football League and national league clubs.

I am grateful to the Minister for picking up so well from where she left off, all that time ago. The central thrust of what I was saying, which I think most Members agree with, is that we do not dispute that the professional game puts money into the grassroots, but we think there ought to be a little more. Does the Minister agree with that analysis?

I thank the hon. Gentleman for raising that important point: we must absolutely keep a focus on the grassroots. In Parliament today there has been constituency-wide MP engagement with the Premier League. He mentioned the existing levy of 4% on Premier League clubs and the fact that the money goes to all tiers of the game, supporting welfare and pensions.

Grassroots will always be an absolute focus for my Department and me, so those partnerships with clubs and that commitment to all the broader activities that address health, education, crime and other difficult social issues that football, alongside Government Departments, can reach, are vital. Those programmes add value and must be seen in conjunction with the grassroots opportunities, to ensure that we continue to champion the sport and that we consider the facilities and the wider community value of football.

The league funds also provide a voice for fans and help to fund new stadiums, which we enjoy visiting from time to time—or, hopefully, regularly—and which, as I mentioned, will perhaps help to bring back the World cup to these shores. The FA is not far behind in investing in the way that we would hope, with £70 million going into the grassroots cause, and I will continue to work closely with it, engaging with the new FA management in a time of change but also, I think, of opportunity. The Government will not be shy, either. We recognise the need to continue to support the national game. We are currently investing £25 million each year, including £18 million for facilities, £2 million for grassroots coaches and £5 million for the FA’s participation programmes, which provide vital support for the women’s game and disability football.

This Government, in partnership with the FA and the Premier League, are investing more money than ever before into the grassroots football programmes and facilities. From this year, we will contribute a combined £70 million to provide new and improved facilities through the Football Foundation charity, which we heard about earlier. Since 2000, the partnership has invested about £615 million through the foundation, which has resulted in 700 new and improved 3G pitches, 3,500 grass pitches and 1,000 new and improved changing rooms. I acknowledge that we must continue that work—there is more to be done—but simply throwing money at a problem is not always the answer. We must ensure that investment continues to go into the right areas and that we are having the right local and necessary impacts.

How are we doing that? We are working with our partner, Sport England, which is working on behalf of the Government to create new local football facility plans for every local authority in England. Over the next 12 months, we will know exactly the best places to invest in football on a supply and demand basis. That will include further artificial and grass pitches, school mini pitches and Parklife hubs—a new programme aimed at developing a sustainable model for supporting local football facilities. Some hon. Members may have visited the hub sites in Sheffield and London, with state-of-the-art artificial grass pitches available to people of all ages and abilities. We hope to deliver increases in football participation in every city. New hubs are on the horizon: hubs in Liverpool and, close to my constituency, in Southampton will open this year, with further cities in the pipeline.

The new local football plans will align with the new national football strategy, working together to ensure that we take stock of the facilities over the next 10 years and get closer to the number of facilities that I think we would all like to see. We must ensure that the Football Foundation is the right delivery model, that we have the right mechanisms and that there is sufficient capacity in place to deliver the increase in local investment. We must recognise that there is ongoing and increased demand for local facilities, so we need those local football plans.

Although the proceeds from a Wembley sale would have no doubt accelerated investment into facilities, we are not simply standing still on this issue, despite the changes to that potential deal. Shortly, I will shortly meet the EFL, the FA and the Premier League, looking to them to reaffirm their commitment to working with Government to significantly improve the provision and quality of football facilities, and focusing on participation levels across all demographics. I will also discuss with them whether the levels of investment are sufficient to meet the expected demand, and to address some of those statistics I mentioned earlier. I will ask key questions about what needs to be done and where it will be done. I will be there to champion the grassroots.

I am alive to the fact that there are other issues of concern in football, and I fully intend to work with the sport to address them. Only last week, I responded to a debate about the alarming problems with the ownership of Coventry City. We need to address the other side of football, and I will work with the authorities to do that. The so-called fans who cause discrimination incidents continue to make the headlines. We do not want football to return to its worst days. I will discuss that and ensure that the football authorities and all relevant stakeholders know that further decisive action can and must be taken.

Time is against me, so let me summarise. This has been a very useful debate. I reaffirm the Government’s commitment to strengthening grassroots football. It is absolutely right that the continued commercial success of elite football is reflected in the support it gives all levels of football, and I will champion that. I do not want grassroots football to continue to be seen as a poor relation, and I will work with the football authorities and all stakeholders in the coming weeks.

I am grateful to the hon. Member for Coventry South (Mr Cunningham) for securing the debate and for the important, insightful and passionate contributions from Members from Coventry and Warwickshire. I commend the hon. Member for Coventry North East (Colleen Fletcher) for her passionate speech, in which she implored that communication and negotiation on behalf of the fans should be at the heart of the discussion. I am afraid that we are in an ongoing Catch-22 situation and time is running out. It seems to be appropriate on this Brexit negotiation day that nothing seems to be changing and there is something of an impasse.

It is hugely satisfying to hear why football clubs up and down the country rightly mean so much to local communities. I could not agree more with the impassioned pleas about the care that should be taken with our local football clubs by stakeholders and owners, and that that should be focused on their long-term futures. Football clubs do not belong to anybody. They are not pawns to be used in property disputes, across the boardroom table or in legal disputes. Football clubs should be fuelled and supported by their local communities, achieving a special place in towns and cities. Their existence and continual purpose is to bring fans together to support the game that they love, which is vital in good and bad times.

I am afraid that in this situation, we are in a bad time. The sorry saga of Coventry City and the Ricoh arena is familiar to us all, but it remains disappointing that, just as my predecessors have done, I find myself debating this very subject as we see the clock running down. We must look at who is responsible for the club and has the best interests of the community and fans at heart. I am afraid it feels as if nobody can currently put that to the fore.

The hon. Member for Warwick and Leamington (Matt Western), who is no longer in his place, rightly asked about football authorities and the need to look at the broader issue of leadership and the protection of clubs. We await a review finding, but it is fundamentally right that the FA look at this. It is vital that we provide clarity for fans and local communities. The processes must be in place to protect our local clubs and see them as community assets and, as I said, not pawns in a broader scheme.

I am not taking sides in any dispute, but it is a monumental shame that we continue to find ourselves in this situation, especially with a club of this size that means so much across Warwickshire and the city of Coventry. We heard from my hon. Friend the Member for Nuneaton (Mr Jones) about the proud history of the club, so it is right that we focus on the fact that in nine months’ time an important football club could be homeless and sadly might end up out of the league altogether. That is the reality of the situation.

In terms of immediate action for Coventry City, I will work with the Secretary of State to convene an urgent meeting with the various parties to see if a solution can be found to ensure that the club has a stadium to call home for next season. That is an imperative for loyal fans, who want answers. As my hon. Friend said, I can give no guarantees, but I hope that that meeting can bring about a meeting of minds, press together those interested parties beyond the courtroom, and emphasise the importance that Coventry as a whole places on its football club. No club should be forced to leave its historical home and local fan base. We have seen that in the past in football, and it is wrong that that might be the case.

We heard from my hon. Friend the Member for Torbay (Kevin Foster), who has a history of fighting for the city of Coventry in his previous incumbency, that we need to stand ready to act as the clock ticks down. I will try not to do any more Brexit notes here, but the long-term plans must be put to the fore. I would be delighted for all hon. Members in this room to come and meet me to ensure that the football club, its future and what should be happening are put forward.

There must be a demonstration that people are ready to set aside their differences and act to ensure that the ongoing legal arguments can be pushed away, so that the football club can get a clear direction for what will happen in the future. I reiterate that it is not the Government’s direct responsibility to be the custodians of one particular football club, but it is our responsibility to hold to account those club owners who sign up to be custodians of a club but do not show that to be in their hearts.

It is right that we work with the FA and local community; while there has been no better time to be involved in football club ownership, we must do it right. The administration of the game and what is around it matter. As broadcasters continue to be interested in our wonderful game, there are side issues that we must look at. Attendances throughout the English game are at their highest, but people must not go on losing their local connections. Those revenues are vital and we must keep the link between fans and revenues.

I welcome the fact that the Minister and the Secretary of State are going to get together not only the MPs, but all interested parties. We would not expect the Secretary of State, or the Minister for that matter, to resolve this, but they can act as a catalyst to remind the parties of their responsibilities to the broader community in Coventry as well as to the fans.

I absolutely agree; it is a chance to remind the parties of the broader responsibilities that our owners have in football, and to hold them to account. It is also a broader lesson for football as a whole. As we heard from my hon. Friend the Member for Nuneaton, there are particular questions from across the realm here, but it is valuable to have a meeting of minds and show that, as I say, football clubs are not pawns to be bought and used while neglecting local links and forgetting where the fan base, the revenue and the local pride and heart come from.

My Department has a responsibility, which the Secretary of State in particular sees absolutely clearly, to ensure the sustainability of our clubs. We must ensure that our club owners who come in bring the positives and leave the clubs in a better state than they found them, rather than decimating them and disconnecting them from local communities. As I have already said, responsibility also lies with the football authorities. They govern the sport and set the rules and regulations that club owners should comply with. It is vital that those who are fans of their local club feel that that process is in place and that people cannot ride roughshod over it.

Our football authorities simply must look again at ways to protect their clubs in the long term. It is vital to ensure that owners go beyond merely abiding by the rules and that there are long-term business plans and proper assurances about the protection of the club and, for this football club in particular, a permanent home where it plays its matches. We must provide clarity to the fans and ensure that lessons are learned from the situation we are in. If football’s current rules are not good enough, new rules may need to be brought in. If that is not sufficient, we need to look at the case for Government to help football and remind it of this situation. I stand ready to act.

I will meet the Football Association next week to discuss the many challenges in football at present, and I will continue to work closely with it and the professional leagues to drive through changes that are needed in the sport. I will remind them of the crucial responsibility they have to supporters, to the fortunes of football and to their clubs. It is imperative that those clubs continue to engage openly with and listen to their fans on all the important issues. Without question, in Coventry City’s case, that should include prioritising an open dialogue and making plans for its future home stadium.

To sum up, it is my belief that the Government should not involve themselves directly in the fortunes of any individual club, but more and more we are being dragged into these types of disputes. This cannot become the norm. It suggests that perhaps football is not able to govern itself—something we need to be ready to tackle. I believe in this case we can take steps to disprove that suggestion, but we are on a precipice in terms of timescales. The Government are prepared to champion the game, but the authorities that govern it must ensure that we all get the outcomes that fans, above all, want and expect. In the case of Coventry, I remain hopeful that interventions locally by Members of Parliament and the Government, with local assistance, can help to find a suitable future for the club. It rests in the hands of the club and the stadium owner, but if I, this Department or the Secretary of State can help them to realise that sooner, all the better. We stand ready.

I beg to move,

That the Committee has considered the draft Gaming Machine (Miscellaneous Amendments and Revocation) Regulations 2018.

It is a pleasure to serve under your chairship, Ms Ryan. The regulations were laid before the House on 15 November, and I am very pleased to have the opportunity to debate them. The Gambling Act 2005 established a new system for the regulation of gambling in Great Britain. Section 235(1) defines a gaming machine as

“a machine which is designed or adapted for use by individuals to gamble (whether or not it can also be used for other purposes).”

The Categories of Gaming Machine Regulations 2007 define four categories of gaming machines, known as categories A, B, C and D. For the purposes of the 2005 Act, category B machines are divided into sub-categories.

Following consultation and the consideration of all relevant evidence, the Government announced in May our decision to reduce the maximum stake on sub-category B2 gaming machines, informally known as fixed odds betting terminals, to £2. The decision was met with enthusiasm from many quarters. Local authorities, charities, faith groups, interest groups and academics all submitted opinions in favour of a £2 limit. Parliament—including many hon. Members present today—was no exception in expressing its emphatic support for the Government’s intentions.

I want to add my personal thanks to the all-party parliamentary group on fixed odds betting terminals, led by the hon. Member for Swansea East (Carolyn Harris), and to my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith) and the hon. Member for Inverclyde (Ronnie Cowan), for their consistent support on this policy. I worked closely on it with the previous Minister, my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch). I thank her for all her work, and I am delighted to be in a position to bring forward this progressive legalisation.

These regulations give effect to the May decision by amending the Categories of Gaming Machine Regulations 2007 to reduce the maximum stake permitted for B2 gaming machines from £100 to £2 from 1 April 2019. They also make consequential changes to other secondary legislation. They amend the Gaming Machine (Circumstances of Use) Regulations 2007 and revoke the Gaming Machine (Circumstances of Use) (Amendment) Regulations 2015 to remove requirements that no longer apply as a result of the stake reduction. The latter regulations imposed a new requirement that players who wanted to access stakes in excess of £50 on sub-category B2 gaming machines had to load cash via staff interaction or use counter-based play. The amended and revoked provisions relate to gaming machines in which it was possible to stake more than £50. They are no longer relevant to sub-category B2 gaming machines.

Millions of people enjoy gambling responsibly, and the Government are committed to supporting a healthy industry. We do not want to stop people having fun, but we need to find the right balance between freedoms and protections. We are taking decisive action to ensure we have a responsible industry that continues to contribute to economic growth, while ensuring that the most vulnerable in our society are protected from gambling-related harms. The Secretary of State and I, and the industry, want to identify behaviour that could put people at risk of harm, and we want to be able to intervene early. Socially responsibly business is the only kind of business that we want to see in this sector.

Under the Gambling Act 2005, B2 gaming machines have a maximum stake of £100, which is by far the highest for any gaming machine in Great Britain. The maximum prize that can be won as a result of a single use is £500. The next highest limit on the high street is for B3 machines, where the maximum stake is £2 and the maximum prize is £500. Almost 14% of players of B2 machines are problem gamblers, which is currently the highest rate in terms of gambling activity in England. In addition, the highest proportion of those who contact GamCare, the main treatment provider, identified the machines in betting shops as their main form of gambling. Gaming machines in betting shops also account for one of the highest proportions of people in treatment for gambling addiction.

In October 2017, the Government published the consultation on proposals for changes to gaming machines and social responsibility measures, which invited views on proposals to reduce the maximum stake for B2 machines. The consultation received more than 7,000 responses and closed in January. The Government published their response on 17 May. After giving due consideration to all the information and evidence received, the Government decided that it would be appropriate to reduce the maximum stake for B2 gaming machines to £2. We concluded that the volume of high-level session losses was the best proxy for harm, and the evidence was that the harm from B2 gaming machines would be significantly reduced with a reduced maximum stake of £2. That was supported by the Gambling Commission’s advice that action on B2s should involve a stake limit between £2 and £30 if it is to have a significant effect on the potential for players to lose large amounts of money in a short space of time, with any further decrease a matter of judgment for the Government.

In comparison with other gaming machines on the high street, B2 machines are an outlier because of the speed with which it is possible to lose large amounts of money. B2s generate a greater proportion and volume of large-scale losses—for example, losses of more than £500 in a session—and the losses are larger and the sessions are longer for those who bet at the maximum stake of £100 than for those who play at a lower level.

Even cutting the maximum stake to £10 would have left problem gamblers and those who are most vulnerable exposed to losses that could cause them and their families significant harm. In particular, the Government noted that more than 170,000 sessions on B2 roulette ended with losses between £1,000 and £5,000. Such sessions persist at average stakes of between £5 and £10. By contrast, none involved average stakes of £2 or below. In addition, the Government considered that the reduction to £2 was more likely to target the greatest proportion of problem gamblers and therefore protect the most vulnerable players.

In coming to our conclusions, the Government considered the impact on those who live in more deprived areas and on their communities. Some of the most vulnerable to harm are likely to be people who can, sadly, least afford to lose large sums of money. Having considered those and other factors, the Government concluded that we would reduce the maximum B2 stake to £2.

The regulations amend the definition of a sub-category B2 gaming machine in the gaming machine regulations, so as to reduce the maximum stake permitted in respect of such a machine from £100 to £2. In consequence of that amendment, these regulations also amend the definition of a sub-category B3 gaming machine, so that B2 and B3 gaming machines can continue to be distinguished from one another by reference to the different places in which B2 and B3 machines are allowed to be made available. This approach draws on the power in section 236(4)(e) of the 2005 Act to permit the categorisation of gaming machines by reference to the premises in which they are used. Regulation 6 of the gaming machine regulations provides that sub-category B3 gaming machines may be available for use in casinos, betting premises, bingo premises and adult gaming centres, while sub-category B2 gaming machines may be available for use only in casinos and betting premises.

Having conducted a process of engagement with the industry, the Government announced in November that we would implement the stake reduction on 1 April 2019 —a date that is specified in the draft regulations and that the Government consider allows the industry sufficient time to make relevant changes. The industry has known about the Government’s intention to reduce stakes to £2 since May this year. The date announced last month provides further clarity to allow it to continue preparations.

We have said all along that protecting vulnerable consumers is our primary concern. As a responsible Government, it is also right that we take into account the needs of those employed in the gambling industry and that we provide time for an orderly transition. The date on which the draft regulations will come into force generated much opinion and debate, and it was right that those with strong views and evidence on the issue, including many Members, had the opportunity to share them. Most importantly, this significant change will help to stop extreme losses by those who can least afford them and to protect the most vulnerable in our society. Members will know that the Government’s draft Finance Bill was also amended so that the increase in remote gaming duty, paid by online operators, comes into effect in April 2019, at the same time as the reduction in stakes, in order to cover the negative impact on the public finances and to protect vital public services.

My appointment follows an extremely progressive year of policy developments. The intention of the Government’s wide-ranging gambling review is to continue to strike the right balance between socially responsible growth and protecting the vulnerable, including our children, from gambling-related harm. Let me be clear: the review and the legislation do not mark the end of Government action. We recognise that harm is not about only one product. We will act where there is evidence of harm, and we will always keep issues under review, as is our responsibility. We must ensure that people can have an open conversation about what responsible gambling looks like, in order to identify harmful behaviours both online and offline. Millions of people rightly enjoy gambling responsibly, and the Government are committed to supporting an industry that generates employment and investment.

However, while the Government want to see a healthy gambling industry, we also need to see one that is socially responsible and protects the most vulnerable in our communities. The industry is rightly coming to the table, which the Secretary of State and I strongly welcome. We will also continue to work with colleagues from other Departments, such as the Department for Education, to ensure that we co-ordinate our approach to young people, and the Department of Health and Social Care, to improve links between gambling treatment and other services. I am proud that the Government are taking forward this decisive measure. I commend the draft regulations to the Committee.

I thank hon. Members for their contributions in this very important debate and for their support. The debate on B2 machines has brought much consensus about the harm that they can do to individuals and communities. As we heard from the hon. Member for St Helens North, that may obscure the fact that many millions of people in this country enjoy gambling safely and responsibly.

Allow me to turn to some of comments; I am aware there is much consensus in the room but I am happy to respond to questions. I want to make absolutely clear to the hon. Gentleman that we as a Government are not anti-gambling. We want horse-racing to prosper. I have been due to meet the all-party parliamentary racing and bloodstock industries group and I hope that meeting comes soon. It is right that we should be socially responsible and act when there is evidence of harm. I understand the concerns about the racing industry. If it becomes apparent in the gambling review that stake limits cause significant market changes, we committed to consider bringing forward the timing of the review of any levy arrangements. We can continue to converse about that.

Hon. Members asked why the Government reduced the £30 limit to £2. As I said in my opening remarks, the Gambling Commission advised that stake limits should be reduced to between £2 and £30, with a further decrease being a matter for the Government. Having considered all the evidence, the Government concluded that £2 was the most likely figure at which the greatest percentage of problem gamblers—the most vulnerable— would be most protected. If the figure remained higher— £5 or £10—the high session losses would continue. We will continue to monitor the impact of that on horse-racing.

On the comments about the Association of British Bookmakers, it shared estimates with us, which we looked at closely, but there is considerable uncertainty about the figures. Some operators have told us that they will not make many redundancies off the back of this move. They have had between nine and 12 months to prepare. I hope that allays the concerns that we are not looking at the industry as a whole.

I thank the hon. Member for Tooting for her kind remarks; she said that this is a meaningful gambling reform. I have met the charities Gambling with Lives and GambleAware in the last month. I note her concerns about the compulsory levy, the issue of radio, and credit card spending. I held a tech and gambling roundtable with the Digital Minister, with all industry experts, including banks, to ensure that as we act to make this a responsible industry, we listen to all the experts. I am very keen to keep that conversation going. The hon. Lady rightly asked why this took so long; the Government are committed to evidence-based decisions. They will continue to make appropriate reviews of all evidence before making decisions. There is a lot in this space and it is right that we consider all the evidence.

On credit cards, the Gambling Commission is looking at many issues outlined in the gambling review. That includes affordability checks, age verification and perhaps the use of debit cards. That was also raised in the tech roundtable and we are looking at it all. We need to have an open conversation about what responsible gambling looks like, in order to identify harm. In this role, I recognise that there is not a clear definition between what is responsible, enjoyable and fun and what is a problem. All that needs to be looked at.

The hon. Lady raised loot boxes. We are aware of concerns that they could encourage gambling-like behaviour. We will continue to look very closely at any evidence. We are committed—I am committed—to ensuring that children’s vulnerability and inexperience are not exploited by aggressive commercial practices. I welcome the fact that the gambling industry is looking at labelling for games and will look at warning opportunities for in-app purchases. The Gambling Commission is looking at reviewing how we can continue to strengthen that age verification and address the deposit issues, and I have made some suggestions. I have been working with the Secretary of State and there will be further announcements.

I welcome the kind remarks from the hon. Member for Glasgow East about my predecessor, and note his comments and concerns about scratchcards. As we look at the fourth licence for the national lottery, which will commence next year, we should look at the issue of sales in deprived areas and also look at the issue of 16 and 17-year-olds. We have seen no evidence on that question, but decisions will be made next year on the start of the fourth licence. While the distribution is done by arm’s length distributors, I have already raised the question with Camelot and distributors, and I am confident that the Government are rightly looking at that particular area.

My hon. Friend the Member for South West Bedfordshire mentioned the lives lost to gambling addiction—a great shame and a terrible tragedy. Last week I met the charity Gambling with Lives and I look forward to continuing to work closely with it on that important issue. I have spoken to the charity about how we can talk about responsible gambling and ensure that we speak to our youngsters about what they may come into contact with. I am also delighted that there is a Minister for Suicide Prevention in the Department of Health and Social Care and I am committed to working with her. I believe that, alongside her Department and the Department for Education, we can all do better in pursuing a socially responsible industry, one that thrives but also works with Government, so that we act when we need to protect.

As I said earlier, the publication of the gambling review did not mark the end of Government action. We will always act where there is evidence of harm and we will keep issues under review. We have a strong industry regulator with a core responsibility to license and regulate gambling, to keep it fair, safe and free from crime. We will also work with colleagues from other Departments to improve the links between gambling treatment and other services. If I were not here today taking this legislation through, I would have been with the Gambling Commission in Birmingham.

We must achieve the right balance. We must be able to work with operators to make early interventions before harm occurs. I want to see rapid and continued progress in that area. We can use tech for good. Achieving the balance between industry growth and socially responsible business must be a joint effort, with central Government, regulators, local councillors, gambling companies, campaign groups, charities and finally individuals all playing their part.

As we have discussed, the B2 gaming machines are an outlier in the world of high street gambling because of the speed with which so much money can be lost. There has been extensive support in the responses to the Government’s consultation for a significant reduction in the B2 stakes; many hon. Members rightly came in to support the Government’s decision in May, and I am delighted with the support we have had today. By reducing the B2 stakes to £2 we can help to reduce gambling-related harm and prevent extreme losses by those who can least afford it. This is an important change and we have a chance to make a real difference in the lives of our vulnerable people and constituents. I commend these regulations to the Committee.

The Education, Youth, Culture and Sport (EYCS) Council took place in Brussels on 26 and 27 November 2018. The UK’s Deputy Permanent Representative to the EU represented the UK for the Youth session on the 26 November and Culture and Audiovisual and Sports sessions on the 27 November.

Youth

This session of the Council began with the partial general approach on the regulation on the European Solidarity Corps 2021-2027, which the UK was content to support. This Council then adopted a resolution on the European Union Youth Strategy 2019-2027, as well as conclusions on youth work in the context of migration and refugee matters.

A policy debate was then held on the European Union Youth Strategy 2019-2027: from vision to implementation.

Culture/Audiovisual

This meeting began with a progress report on the regulation on Creative Europe 2021-2027.

The meeting then adopted conclusions on the Work Plan for Culture 2019-2022. In addition the meeting adopted conclusions on the strengthening of European content in the digital economy.

There was also a policy debate on countering the spread of disinformation online, looking at the challenges for the media ecosystem.

Information was provided from the German delegation on dealing with items from colonial contexts in European collections. In addition, information was also provided from the Danish delegation on problems concerning protection and transnational resale of tickets to cultural and sports events.

Sport

The sport session of EYCS began with a policy debate on major sporting events as drivers of innovation. This was then followed by the adoption of Council conclusions on the economic dimension of sport and its socio-economic benefits.

The EU member states represented in the World Anti-Doping Agency Foundation Board presented information on the Foundation Board meeting on 14-15 November.

Other

The Romanian delegation set out their work programmes as the incoming presidency, for the first half of 2019. They highlighted a number of priorities for the presidency. These priorities included improving the cross-border circulation of European cinema works, continuing efforts on disinformation through media literacy and quality journalism, and improving access to organised sport for people with disabilities.

It is a pleasure to serve under your chairmanship, Mr Pritchard, responding to my first debate in my new role. I thank the hon. Member for Blaenau Gwent (Nick Smith) for securing the debate; I have no doubt that it will be the first of many in my new portfolio. I am hoping to do more actual sport now I am in this role, rather than just talking about it. Hon. Members’ contributions on local heroes have been fantastic. Even so early in my tenure as Minister, it is clear to me that sport can inspire communities to achievement and activity at every level. I am delighted that we are celebrating that this afternoon.

Let me turn to Steve Jones, who headed to Chicago back in 1984—before the running gels and the great trainers—and ran a two-hour marathon. That is fantastic. A statue for Steve would be the only time he was seen standing still. I have gone to London, New York and Toronto to run, although not always in marathons. His contribution to British athletics should be celebrated in the Chamber, and I am pleased to do that. We must also remember what got Steve running—opportunities like parkrun and support for people in Tredegar getting out in trainers. We should absolutely celebrate him. Of course, people called Jones, as we heard this afternoon, are also very inspiring.

My hon. Friend the Member for Henley (John Howell) spoke about rowing, boxing, blood, sweat and tears and being the person on the mic at the dragon boat races. This morning, I met representatives of Activity Alliance, a disability inclusion charity whose focus is getting active lives for everybody—it is doing so much work on that. I am delighted to hear about the Henley Royal Regatta. I have not been to it, and I think there is a huge opportunity there.

We heard about the Scunthorpe stars—three of them shining England captains—and the hon. Member for Scunthorpe (Nic Dakin) reminded us of the marvellous Tony Jacklin. I must confess that I was slightly distracted at the Conservative party conference this year by the Ryder cup—I think we all were. It was wonderful to hear about the 1980s Ryder cups where we really saw some successes.

The hon. Member for Islwyn (Chris Evans) made a passionate speech about facilities, coaches and community; the power of change through boxing; Percy Jones and Jimmy Wilde and bravery shown in this sphere; and the importance of tactics, discipline and focus in boxing, which can be seen at the highest level through the teamwork of Joe and Enzo Calzaghe.

We also heard about Anthony Joshua. I agree that sport and physical activities give opportunities to communities. People in prison or perhaps in need of support in the community can be given opportunities through martial arts and boxing. In my very short time in the Department, I have made it clear that we should be agile, open-minded and focused on outcomes for people. It is easy to talk about the Government putting in investment, but ultimately it is about outcomes.

We heard from the hon. Member for Paisley and Renfrewshire North (Gavin Newlands) about Archie Gemmill and that wonderful moment, and Laura Muir. I have followed her as an athlete—a slip of a girl, she has achieved so much. When they are seen to be doing so well, the cold dark mornings when they put the slog in can be forgotten about. As a former Paisley rugby captain, the hon. Gentleman will know about getting out on the field and doing the work when needed. It was great to hear about Active Scotland doing so much work focused on women’s and girls’ participation. When I was lucky enough to be asked by the Prime Minister to do this role, that was the focus that she looked to me to move forward.

It was wonderful to hear from my opposite number, the hon. Member for Tooting (Dr Allin-Khan), about the work in Tooting, and about Frank Bruno and Joe Joyce. I have two boxing clubs in my patch that do great work: Eastleigh boxing club, which celebrated its 70th anniversary at the beginning of the year, and Poseidon, based at the Ageas Bowl, which has been going only since 2013, but looks after 400 people and gives them opportunities to get into sport.

It would be remiss of me not to highlight the work of some amazing people across Eastleigh. The sports awards are coming up, and coaches, officials, clubs and schools all have the chance to be nominated by the beginning of February. Some great people have already done so much in the community. David Smith, a Paralympian, is now over at Swansea. He is an MBE, and he has won so much in boccia. He is the champione, and he is an Eastleigh guy. Eastleigh walking football club won the national finals. Getting involved in walking sports is a great opportunity for our local heroes to bring in people who perhaps have not seen such opportunities before to participate. At my seniors’ fair last week, Eastleigh rugby club was also looking for people to participate.

I think we do have a sporting hero here in the hon. Member for Blaenau Gwent. Despite the foot injury, he could be back doing the marathon for the Hospice of the Valleys—I see a comeback on the cards. As a councillor, I had the chance to meet Tim Hutchings and set up a staggered marathon. That was an opportunity to inspire people into sport. It gives public health benefits and encouragement in terms of the challenges that we face with obesity and childhood inactivity.

It would be remiss of the Minister not to mention my hon. Friend the Member for Scunthorpe (Nic Dakin), who I understand was the only MP to run a faster time this year in the London marathon than he had run before. He should be congratulated on that.

That is a quick reminder that I did not start this year, but I feel a bit of competition coming on next year.

Moving on to the elite level, which I feel not at all close to, in Rio we saw the result of UK Sport’s no-compromise approach. Yesterday, I met with and spoke to Dame Katherine Grainger and heard about her plans. It was an amazing performance at Rio in 2016—366 athletes travelled to Brazil and 130 of them won Olympic medals. More recently, we had record-breaking performances at Pyeongchang. We absolutely look up to our elite stars, but if they are in our midst how wonderful that is.

Of course, we are building on that with our athlete days scheme, ensuring that our sports stars find some time, if they are funded, to inspire our children in schools and to go to local clubs to ensure that the story of how they got there becomes clear to our youngsters. Much of what our athletes do to inspire is vital. Since 2012, there have been more than 30,000 athlete volunteer days around the country.

We have heard about the power of UK Sport partnering with parkrun. Over 250 funded athletes have attended events this year, which has led to record-breaking attendance. The national lottery awards now include a new “athlete of the year” category. Seven shortlisted athletes were selected by a judging panel for their sporting achievements and their passion for sport. Swimmer Duncan Scott won the £5,000 award from the national lottery this year—congratulations to him.

All these people continue to keep our interest going. Football clubs across the country are doing more as part of their fixture calendar, and it is absolutely right that we allow this to happen at every level where there is an opportunity to engage and inspire. The Government are looking for lots of different outcomes with our sports strategy, but ultimately it is vital that we look for inspiration.

I feel that time is starting to push on, so I will move forward and talk about sports volunteers. The hon. Member for Tooting rightly mentioned the reliance on our volunteers, families and communities to do so much to inspire locally. There are 6.7 million sports volunteers at grassroots level; without them, we would not have the major events or sports opportunities that we see. Sport England is investing over £20 million between 2017 and 2021 to increase the number of volunteers and to allow meaningful volunteering experiences for everybody. Those mums, dads, supporters and coaches are absolutely vital.

We must talk about nominations for public honours and the opportunities to recognise people who do so much. Recipients of honours make a difference in their communities, and the guidance for nominating an individual for a national honour is readily available and can be found on the Government’s website—or people can come to Westminster Hall to make their bid and hope that it is heard by the Department for Digital, Culture, Media and Sport.

There are many ways to recognise the local sector. County sports partnerships do a great job in my own community at providing the nominations for the Eastleigh sports awards. Those are under way in many areas, and this is a way for local businesses also to get involved. The Prime Minister has the daily “points of light” award, which recognises inspirational community volunteers. In Hamble, there is an opportunity for everybody to experience sailing on one of the Wetwheels boats, which has been launched at Royal Southern yacht club in my own patch. This organisation for disabled people, which disabled yachtsman Geoff Holt has led, has allowed 3,000 people to get out on the water. That is an area where getting engaged is probably more difficult, but there is a fully accessible powerboat.

Dedicated athletes, volunteers and coaches, as well as people who wash kits or who get out and inspire, are vital to our communities at every level, and they should be celebrated. I have been delighted to contribute to the debate and will continue to use this platform to ensure that there are sporting heroes in our local communities who can continue to do so much and to be rightly recognised.

Infrastructure is at the heart of this Government’s economic strategy, and our investments will boost productivity and growth. Since 2010, more than a quarter of a trillion pounds has been invested by the public and private sectors, about 3,000 individual projects have been completed, we have almost completed Crossrail, and more than 4 million homes accessed superfast broadband for the first time.

I thank my hon. Friend for that question. I have just learned something about Chelmsford and its history in the development of our digital and radio infrastructure. The investment will boost Britain’s internet, making it more reliable and consistent and easier for people to live and work more flexibly, which will of course boost productivity right across the UK. Fibre is the technology of the future, just as radio was 100 years ago, and this fund will significantly assist small and medium-sized enterprises with capital to roll it out, with both Chelmsford and the UK benefiting.

Investment and infrastructure projects are absolutely key to keeping our nation moving. As the Minister knows, Chickenhall link road and Botley bypass in my constituency were helped to do just that and to improve the quality of life of my constituents. I welcome road funding through the national productivity investment fund. Will Ministers meet me to discuss the delivery of those projects, which will affect my constituency in Eastleigh?

It is a pleasure to join the debate on the funding of the National Spitfire Project, and I congratulate my hon. Friend the Member for Southampton, Itchen (Royston Smith), whose constituency neighbours mine, on securing it. It feels particularly poignant, as I spent this morning with one of my youngsters at the Churchill museum in the War Rooms, which I urge people to find time to enjoy.

I found the input of my hon. Friend the Member for Aldershot (Sir Gerald Howarth) touching. He said so much of what we need to hear in the debate. I have the RAF yacht club in Hamble, and its members would have loved to hear the words he said. Also in my constituency, the Royal Victoria country park at Netley includes a very touching graveyard, where it can be seen that people from around the globe gave their souls to make the world a better place for us. I urge the Government to listen to my hon. Friend the Member for Southampton, Itchen and to everyone with Southampton in their address. The cause is a worthy one for the LIBOR fund. In fact, many people work at Southampton airport, which some people still call Eastleigh airport, and rightly so. Many of the people who live in my constituency work nearby at NATS in Fareham. There is a strong association with the aircraft and the industry.

Perhaps we can raise money to help the Government match the funds. Perhaps hon. Friends will join us at Eastleigh— or Southampton—airport in the very early dawn on 25 June for the airport run, which is a chance for us to raise money for the Hampshire and Isle of Wight air ambulance. South Hampshire has had flights for more than 100 years, and aviation is an important backbone to our communities.

I join my hon. Friend the Member for Southampton, Itchen and other hon. Members in hoping to secure this much-needed monument. It will certainly put Eastleigh airport on the map, although I may find myself in trouble with Southampton airport for bringing that name up.

The danger, of course, of having indulged myself with one specific announcement is that hon. Members are bound to assume that that means bad news for other projects. The bulk of the funding available for that kind of work will be held and distributed by the Department for Culture, Media and Sport; my right hon. Friend the Secretary of State for Culture, Media and Sport will make announcements as appropriate.

The gross value added of my constituency, like that of many constituencies in Hampshire, is affected by missing junctions on the M27, the queues on the M3 and poor east-west connectivity. Chickenhall link road in my constituency is vital to facilitate a longer runway at Southampton airport. It will tackle air pollution and unlock potential housing. Will the Chancellor make a statement about the local majors fund and how that will play into this autumn statement?

No; I am sorry to say that to my hon. Friend. What I have done today is added £23 billion-worth of infrastructure and R and D expenditure to existing very significant budgets. Part of that will go to transport and some of that will go to road schemes, but it will be for my right hon. Friend the Secretary of State for Transport to listen to the representations that my hon. Friend and others are making and to allocate the fund, according to the appropriate principles, to maximise productivity growth in our economy. I am sure that he will be delighted to talk to her.
