This is the second time this week that I find myself in the same room as the right hon. Gentleman, agreeing on many issues and focusing on our children’s mental health. That feels very appropriate in Children’s Mental Health Week. As we have heard today, social media is one of many factors that may contribute, in both a positive and negative way, to our children’s mental health. We recognise that social media and technology can bring huge benefits for our young people, but we need to recognise and manage potential harms.

I welcome the Science and Technology Committee’s report and the opportunity to better understand the relationship between young people’s mental health, excessive screen time and the use of social media. We will consider the Committee’s findings ahead of the publication of the online harms White Paper. The report calls for media companies to have a duty of care. We are seriously considering all regulatory options as part of the White Paper. In the meantime, the Government are very clear that we need to hold companies to account. They have a responsibility to their users. We will be setting out plans for both legislative and non-legislative measures in our online harms White Paper.

We continue to work with our colleagues in the Department of Health and Social Care on all possible policy options to take forward on young people’s mental health in relation to all areas of health and social media. All relevant Ministers across Government will see and react to this very good report.

I thank the Minister very much. Just to be clear, the other occasion when the Minister and I were in a room together was when we talked about the national lottery’s work on children’s mental health. It is making a very significant investment, in six places around the country, in looking at how we can give children the best possible start to life. That is worth applauding.

I welcome the Minister’s response. All I would say is that I encourage her to get on with it. We have been waiting for quite a long time now, and we need the White Paper to be published as soon as possible. Harms continue to happen while we wait for the legislation to be introduced.

The Government’s Sporting Future strategy, published in December 2015, set out a radical new vision for our approach to sport and physical activity, including how we value and measure their immense contribution to the nation’s health and wellbeing. It placed five key outcomes at the heart of everything we support and invest in—physical wellbeing, mental wellbeing, individual development, social and community development and economic development. It identified tackling inactivity and getting people from underrepresented groups more engaged as key priorities. It was a bold new strategy for an active nation and marked the biggest shift in Government policy on sport for more than a decade.

Participation and physical activity

In the third full year of the strategy we have continued to deliver significant achievements. We have seen good progress against the 2020 physical activity targets set by Sport England and will continue to build on our understanding of active lives adult survey data to define robust successor targets for 2025.

A key focus has been developing our understanding of children’s engagement with, and attitude towards, physical activity. The December 2018 publication of the first year’s results of Sport England’s new active lives children survey was a significant milestone in terms of our understanding of how children engage with and think about sport and physical activity. The data on children’s inactivity levels was a wake-up call both for Government and the sector, and has prompted a substantial new focus across Government on improving sport and physical activity for young people. This will be manifested through the cross-government school sport and physical activity action plan which will be published in spring 2019.

Culture and integrity of sport

We have also continued to focus on the culture and integrity of sport. What matters is not just what we do to win medals and enjoy sporting success, but how we go about it. We have continued to work with UK Anti-Doping (UKAD) to implement the findings of the tailored review of UKAD and will be launching a consultation on revising the UK’s national anti-doping policy. We have launched a mental health and elite sport action plan, and UK Sport has reported on the first set of findings from its culture health check, which monitors how athletes and staff in the elite sport system feel they are treated.

Ensuring people feel safe when participating in sport is a significant part of improving and strengthening the culture and integrity in sport. Over the course of the year we have worked across Government and with the sports sector to look at existing processes and strengthen them where possible, integrating sport into the Department for Education’s working together and keeping children safe in education guidance. The governance of sport remains a critical issue and Sport England and UK Sport continue to embed the code for sports governance and work with the sector to improve on issues such as diversity in leadership.

International sport and Global Britain

We have continued our work to ensure that the UK remains one of the big hitters in elite and international sport. UK Sport launched its consultation on its future funding strategy beyond the Tokyo 2020 Olympics and Paralympics, the results of which will be available in February 2019. UK Sport also successfully launched its aspiration fund which will provide invaluable financial support to those sports that do not have immediate medal potential, but which we want to support to improve and develop. We have also revised the gold framework, which provides guidance to partners and agencies seeking to bid for and deliver major sporting events in the UK. The revised framework strengthens the UK’s ability to put on world-class sporting events that will help to further cement its reputation as a world leader on the sporting stage.

Priorities for the future

Looking to the future, cross-government working will be a key priority. Sport and physical activity has an immense role to play in a range of important agendas across Government, be that supporting the NHS to become more prevention focused, joint working with the Department for Education to make sure that a robust sport and physical activity offer to children is available both in and out of school, supporting and informing investment in transport infrastructure so that we are encouraging more people to walk and get on their bikes, or investing in sport and physical activity interventions to help reduce social isolation and strengthen community cohesion.

Supporting underrepresented groups including women and girls, people from BAME backgrounds, disabled people and people from lower socioeconomic groups to get active will continue to be a central focus. These are the groups in society who will benefit the most from getting more active and we remain committed to focusing on these groups as a priority. Equality in sport also applies to what we are able to watch. We can look forward to a number of sporting events on free-to-air TV this year, including the women’s netball world championships and the women’s football world championships. We want sports and broadcasters to continue to work together to ensure sports can continue to grow their appeal and find new audiences.

Preserving and strengthening the integrity of sport will continue to be at the forefront of our work. People having faith in the sports they know and love and athletes having the belief that they are competing on a level playing field are vital pillars of Sporting Future. To this end our focus on ensuring we have robust anti-doping and governance regimes will continue.

One of my highest priorities going forward will be for Government and the whole sport and physical activity sector to work together to ensure that we create the conditions for anyone to get involved and to enjoy the transformative power of both physical activity and witnessing live sport. It is vital that we direct our efforts not only at providing people with sufficient opportunities to get, and stay, active, but that the atmosphere and environment in which that activity takes place—be it grassroots or at the elite level—is safe, supportive and free of discrimination. In recent times, we have seen some worrying instances of discriminatory behaviour across the sporting landscape, notably in football, and I will be bringing together the footballing authorities and other organisations with an interest, to agree what action must be taken to stamp out all forms of discrimination at sports events. I am clear that we must not, and will not, tolerate any form of discrimination in sport and sport administrators, clubs and fans must continue to embrace diversity and tackle racism whenever they encounter it.

As we leave the European Union, we will also continue to work closely with the Foreign and Commonwealth Office, and the Department for International Trade, to maximise the great contribution sport can make to our international profile and our vision for Global Britain. Our hosting of the cricket World cup, with an expected global audience of over a billion people, will be a wonderful opportunity to showcase our country in 2019.

We want to make sure absolutely everyone can benefit from the power of sport and physical activity. It can deliver tangible benefits for people’s physical and mental health, support the delivery of other vital agendas such as improving employment and educational outcomes, and it can act as a powerful tool for bringing communities closer together. I am grateful to all those across Government and the sport and physical activity sector who are working to make the ambition of Sporting Future a reality.

There is much more to do to ensure that the UK becomes, and reaps the benefits of, a truly active nation. I will be laying the formal report of the third annual report to Parliament in spring. This will allow us to incorporate the findings of the third full year of Sport England’s active lives adult survey data results due for publication in April 2019.

I beg to move,

That this House has considered sport in the UK.

I am delighted that the House has the opportunity to discuss this important subject today. This debate takes place just over three years on from the publication of our sport strategy, “Sporting Future”. I will shortly be laying a written statement in the House on the progress we have made on implementing that strategy. “Sporting Future” set out a radical new vision for sport and physical activity. It reassesses how we value and measure the nation’s health and wellbeing. It prioritises tackling inactivity as well as engaging people from under-represented groups. It places five outcomes at the heart of everything we do: physical wellbeing, mental wellbeing, individual development, social and community development and economic development.

On economic development, although the Minister will appreciate that, in essence, sport is devolved to the National Assembly for Wales and the Welsh Government, does she welcome physical regeneration, as has happened in the Llynfi valley in my constituency in the community of Nantyffyllon? It has redeveloped an entire rugby ground, including new facilities for a sports club. This has brought about community cohesion together with whole area regeneration, so sport can not only play a big physical part in improving people’s fitness, but bring about real change in a wider community.

I thank the hon. Gentleman for raising that issue. Indeed, I have met my counterparts in Wales and will have further such meetings. I absolutely agree that when communities come together around sport, it is really important that economic regeneration plays its part as well. I think that those in his community are benefiting greatly.

I spent my first three months as Sports Minister meeting people in the sector and seeing at first hand the fantastic work that is going on across the country, as we have heard. This is mainly a devolved policy area, so a lot of what I will talk about this evening relates to grassroots in England-only, but there are some reserved aspects in my policy brief, and we share themes and common goals across the UK. As I have said, I met the home nations Ministers at sports cabinet and I plan to build on relationships during my tenure and have further visits and meetings planned.

Frodsham junior football club in my constituency has done a remarkable job in fundraising for a needed 3G facility. My concern is that the premiership is not doing its bit. What is the Minister doing to ensure that those vast funds—those vast profits—are used for grassroots football?

I thank the hon. Gentleman for raising that issue. It is something we have heard across the House, and in my first three months in this job, it has been raised time and again. I looked into the eyes of the premiership leadership last week and spoke about many issues with them, such as how the Football Foundation is doing and how that £100 million that the league gives actually works. I am hot on their heels on this one and it is absolutely right that we continue to work together for all our grassroots sport.

I know that the Minister shares my concerns about financial transparency in the Premier League so that we can see not only how money is being used to support grassroots, but to enable the continuing economic benefits that the Minister spoke about so eloquently. Newcastle United Foundation in my constituency does fantastic work in using the power of football to inspire young people. Unfortunately, the Premier League clubs’ financial transparency does not enable us to see what is really happening to the money in the club itself.

I hear the hon. Lady—she always wears the outfit of the day when mentioning her football club. It is absolutely vital that when sports clubs are doing well, the economic benefits are felt in the city. Southampton has had a difficult time recently and I know that the city, which is close to me, has felt those pains. I absolutely hear the hon. Lady about the transparency issue and the Premier League. There is work to do to keep those conversations going, but I hear her loudly, once again.

I know that a lot of what the Minister wishes to say will not apply to the devolved region of Northern Ireland, but I recognise that she has indicated how important sport is as an economic driver. Given that no devolved Government are currently operational in Northern Ireland, will the Minister encourage and pick up on those strands and push those issues, so that the North West 200, the biggest motorbike race and festival on the island of Ireland, and the Ulster Grand Prix, the fastest motorcycle road race in the world, are given encouragement and support by central Government?

I hear the hon. Gentleman. Indeed, my officials and I have had conversations about making sure that we do not forget our links to Northern Ireland. In the sports cabinet, it was said very clearly that we cannot forget to focus on areas where there may not be that push right now. I will take that away as an action, and I am very happy to continue to look at that area.

Will the Minister join me in paying tribute to the army of volunteers who support mass participation in sport? In Cheltenham, we have a parkrun every Saturday in Pittville park—it is a 5k run—but it simply would not be possible without the volunteers who make it happen. Will she join me in paying tribute to their valuable contribution?

I am being given a workout with the interventions this evening and I have absolutely no problem with that. I thank my hon. Friend for raising Parkrun. I will come on to that later in my speech. There are junior parkruns and local parkruns. Frankly, by half past 9, people can get their weekend exercise done because of volunteers, rain or shine—or snow, as we have seen recently. It is absolutely right that we thank our local volunteers for that.

My hon. Friend talked about junior parkruns, which reminds us that habits formed in childhood often last a lifetime. Initiatives such as the Erewash school sport partnership do just that. They start in primary schools and hopefully, some of those children will continue with sport throughout life, which is so important. Does my hon. Friend agree?

I feel that my hon. Friend has read the next part of my speech. Participation and a culture of participation within families and communities is absolutely vital. I would be delighted to set out some of my thoughts on that, so let us talk about participation. We are making good progress on getting more people active. We want half a million people to be more regularly active across England by 2020, with at least half of those being women. Over 470,000 more people are already active compared with when we launched the strategy in 2015, but delivering long-term change in habits requires persistence. We know that we need to do more to get and keep people active.

In the three months that my hon. Friend has been in post she has been an absolute champion for women’s sport and women’s participation in sport, and we welcome that. In that spirit, will she join me in wanting to see women’s T20 cricket at the Birmingham Commonwealth games? It is a fantastic sport and we want to see it there in the west midlands.

My hon. Friend tempts me on that point—he knows it is very tempting and I have recently been hoping to visit his constituency—but that is not fully down to me. However, I have made it very clear that participation, particularly of women, and broadcasting opportunities are absolutely vital, so this is on my radar.

Does the Minister think that in the 21st century it is a scandal that only 10% of television sport coverage is dedicated to women’s sport? If she does share that view, what will she and the Secretary of State do to get Ofcom to take action against the free-to-air broadcasters on this issue?

I spoke to the Rugby Football Union just this afternoon, praising it for its women’s Six Nations opportunities and for making sure that there is a chance for women to be seen doing that sport. We also talked about the events list. If we want to inspire people, it is absolutely right that we get chance to see them on the telly or indeed that we can see them play and take part in our local communities. The Secretary of State is sitting next to me and we are very keen—he has had meetings with broadcasters and I have some coming up—that the elite are seen on our TVs and ultimately, that people feel that they can aspire to be part of sport.

My hon. Friend is making a very powerful case and I had to intervene on this point, because statistically, one might say that women in rugby—in terms of the Six Nations—are destined to do better than the men, and the same can be said of the England women’s football team. So, to follow the point made by the hon. Member for Harrow West (Gareth Thomas), why are we not seeing more coverage of women’s sport on our screens?

My hon. Friend the Member makes an important point about how women in sport are inspiring others. I was talking about participation and the people we should be inspiring: everybody. If we are to do that, women and girls need the opportunity to be seen on our televisions, so I will absolutely take that away with me tonight.

The gender reward gap between women’s and men’s sport is often reported on and is a serious problem. The BBC has reported that 83% of sports have better gender parity, but does the Minister agree that seeing more women’s sports, such as rugby union, rugby league and football, on television will help to close that gap?

Indeed. The hon. Lady points out that 83% is getting there, but it is not good enough. In some of my brief conversations with sports journalists so far, I have been keen to point out that this is “sport”, not “women’s sport”, and once we think of it as sport for all and see everybody participating, on the TV or on the pitch, as equally valuable, we will have made real progress, and part of that is equal pay.

My hon. Friend rightly associates people being inspired to take part in sport with seeing sport on television, but she must be aware that a lot of sport now has to be paid for before it can be viewed and that subscription to channels such as BT Sport can be in excess of £30 a month. Therefore, will she encourage more free-to-air sport as part of the strategy to encourage more people, be they men or women, to take part in sporting events and to enjoy a more active lifestyle?

My hon. Friend makes a good point about free-to-air sport—indeed, I made that point to rugby union representatives today—but if we are prepared to pay for Netflix, we should also be prepared to pay for great sport. We should have the broadest opportunity for people to be seen participating and inspiring at the highest level.

On participation, I was talking about everyone, and I am pleased that the Chamber feels the same. We must ensure that everyone can benefit from sport. I also want to ensure that we reach harder-to-reach groups and get them active and staying active.

I am sure the Minister knows that basketball is the second most played team sport in the UK and reaches hard-to-reach groups in urban communities. I pay tribute to the Department for Digital, Culture, Media and Sport and her predecessor, the hon. Member for Chatham and Aylesford (Tracey Crouch), for giving £500,000 to GB Basketball. It meant, in particular, that the women could stay on court and qualify for EuroBasket top of their league. It is important to look at UK sport funding to ensure that basketball can make its Olympic dream come true.

Basketball is a sport that has been helped by the aspiration fund, which makes it possible to turn the dial, become medal winners and so continue to inspire. I am delighted about the fund, and I, too, pay tribute to my predecessor.

I was talking about harder-to-reach groups, and some of those have just been described. We want more women; more black, Asian and minority ethnic women and men; and more disabled people taking part in sport, as well as those who might have a hard time finding the cash for exercise and wellbeing. We want everyone to have the opportunity to take part, including those who struggle to find a family activity that they enjoy—we have heard about that this evening as well. These are often the people facing the biggest hurdles to being active, and they are the people we need to support most. I want to tackle those hurdles and make sport fun.

Is the Minister aware of the work being done by the World Professional Billiards and Snooker Association not only with seniors—I think I qualify as a senior, but then so does Ronnie O’Sullivan—but with people with disabilities, particularly people with autism? Despite that, Sport England does not give snooker any funding. It gives a lot of money to bowls, archery and angling but none to snooker. Would she be prepared to look at that?

The hon. Lady makes a great point. We need to work with Sport England to reach everyone who can take part in sport in whatever way possible. I was lucky enough recently to speak at an event marking the 30th anniversary of the Paralympics, and it made me think of my young children, who do not see any barriers to participation because of London 2012, which changed so much. It is absolutely right that where there is an opportunity for people to take part in sport we give them that opportunity. That is the focus of my speech this evening.

The Minister is making a strong case for participation in sport, but there is also a clear case in terms of preventive health, given that evidence suggests that being involved in sport reduces by 30% people’s incidence of stroke, cancer and other illnesses. Today being World Cancer Day, does she agree that there is a long-term public purse benefit to getting people fit and healthy through participation in sport?

Absolutely. I will build on that thought in my speech. It is vital that we work with health bodies and communities and through social prescribing. It can help to keep our communities fitter, healthier and more connected.

Does the Minister agree that this is about not just physical but mental health, and will she join me in celebrating the work of Elaine Wyllie, the founder of the daily mile? All over the world, more than 7,000 schools and nurseries practise the daily mile, and the evidence of the benefit that comes to the children who participate is immense. Would she encourage all our schools and nurseries to engage with the daily mile?

The daily mile has been a revelation in getting youngsters involved. I recently visited a school that was getting involved but which did not have much green space, only tarmac. It was difficult for that school, but the inventive ways in which the daily mile is being used across the country is a sight to behold. I congratulate Elaine on her work.

I will plough on, but thank goodness for Stirling!

I want us to find different ways of doing things. I want to find the next parkrun or daily mile. I thank the fabulous parkrun family for all they are doing. Building strongly on the success of the This Girl Can campaign, we need to be smarter about how we use data and new technologies to get people moving and—more importantly —staying moving. I want us to make being active easy and fun for everyone and a habit for everyone.

December’s Sport England’s active lives children’s survey will help us to understand how children in particular engage with and think about sport and physical activity. This world-leading study represents a big step forward. We now have robust data that tells us which changes will make the biggest difference to our children’s lives. The first set of results was published late last year, and the evidence it set out was a wake-up call for the sector. Our children are simply not active enough. We all need to address that head on.

I will work with ministerial colleagues in the Department for Education and the Department of Health and Social Care, and I am delighted that we will be publishing a new cross-Government plan to focus on getting kids active in and out of school. I particularly want to focus on after-school periods when children should have the opportunity to be active and safe in enjoyable environments. I want to make sure that all children have access to the right sporting offer and that they enjoy physical activity and therefore can reap the benefits of an active lifestyle. Sport needs to be fun, inclusive and engaging. There is a world of options out there, as we have heard, and I want us to work harder to make sport and physical activity appealing to everyone.

Why does this matter? Being active brings many benefits not just to children but to people of all ages. Working with the Department of Health and Social Care, I want us to embrace the use of sport and physical activity in improving health outcomes. Being active can reduce chronic diseases and health conditions such as diabetes and heart disease, and it can ease pressures on our health and social care systems. Given our aging society, we must do everything we can to help people to enjoy healthy, independent and fulfilling lives for longer.

With my loneliness Minister hat on, I must add that getting people active, where that means people being connected, is also vital, and the enjoyment and sense of belonging that can come from taking part in sport and physical activity can be a huge part of that. Real change is already happening in that regard. As part of the NHS long-term plan, NHS England is hiring 1,000 new advisers to expand social prescribing and help patients to lead fitter, healthier and happier lives. About 50% of GP appointments are not directly related to medical conditions, and pills are prescribed. Evidence shows that referrals to, for instance, exercise classes, sports groups or, indeed, ballroom dancing classes can greatly help people’s health and wellbeing.

However, I want to go further, and work with ministerial colleagues to use the power of sport to make lives better. Physical activity can help us in so many ways. Getting more people walking or cycling reduces congestion, improves air quality and can revitalise our high streets. Sport can bring people together and reduce social isolation, and the discipline and teamwork that it encourages can also be an important tool in cutting reoffending rates in the criminal justice system.

My second priority is protecting the culture and integrity of high-level sport. What matters is not just what we do to win medals and create sporting success, but how we go about it. It cannot be right for athletes such as Kelly Sotherton to receive their medals six years late and behind closed doors because the systems are not right. Since taking up my role, I have had discussions with UK Anti-Doping, UK Sport, the World Anti-Doping Agency and representatives of athletes in order to understand what has gone wrong in some quarters, and to make the UK’s position clear.

How can we inspire more people through sport by preserving and strengthening its integrity? People must have faith in sports that they know and love. Our athletes deserve to know that they are competing on a level playing field. We must continue to operate robust anti-doping and governance regimes, both domestically and internationally. We must continue to lead the way.

My hon. Friend is making a superb speech and an important point. Does she agree that if fans cannot trust what they see, the integrity of sport will be permanently damaged, and that we need a multi-agency approach, information sharing and, very importantly, much more player education, so that those who are tempted to cheat know that they will be caught and punished?

My hon. Friend has walked in my shoes in this role, and she knows how important that issue is. When I have spoken to athletes, there has been compelling evidence that the integrity of their sport, the hard work that they demonstrate, and everything that they do to lead the way is undermined when people feel that sport does not have the integrity that they hold so dear.

I thank my hon. Friend for giving way; she is being very generous with her time. She is making a good point about the integrity of sport, but will she also look into some of the often questionable medical exemptions of recent times? There has been reference to a level playing field. It sometimes seems that it is the athletes who have the best doctors, and can obtain the best medical exemptions and certificates, who can benefit from medications that may enhance performance. In the context of other sports people, that may not be correct when the medical conditions involved do not reach a threshold that I, as a doctor, would consider to be sufficient to require such medications.

My hon. Friend has made an important point. When sport is being led by the question of who has the best doctor, it is likely that we have a problem.

People need to feel that it is safe to take part in sport, and ensuring that children and those at risk are protected as much as possible is a top priority for me. I have been speaking to my ministerial colleagues in the Ministry of Justice about putting sports coaches in a position of trust to give additional protection to 16 and 17-year-olds, and that work continues. We need to inspire children to take part in sport, to make them feel welcome, and to let them have fun. That golden thread runs through all that we do.

As we have heard, if we do not get this right over time, it will affect our love for our sport. It will affect those who take part in it, and also those who watch it. There are huge benefits to be had from watching live sport. London 2012 showcased to the world the UK’s enthusiasm for that, and we see it week in, week out in our sporting fixtures and at our local sporting clubs. Today our sports grounds attract a wider and more diverse range of spectators than ever before, and it is important for those experiences to be enjoyable and safe for all who attend. I know that many of my colleagues are interested in stadium safety and the long-standing commitment to an all-seater policy. I am expecting a report reviewing existing evidence on that topic very soon, and, along with the Secretary of State, I will consider its findings carefully.

As a new sports Minister considering the experience of attending football matches, I have been immediately struck by the racist and other discriminatory behaviour that has been reported over the last few months. I am sure that all Members have been alarmed by the worrying number of incidents about which we have all been hearing. We can take heart, because people feel more confident about reporting such experiences, but we must not tolerate a return to the worst days of sport. Football is the national game, which people of all ages and from all backgrounds should be able to enjoy and play. It should bring people together, not foster division. Those involved in abuse are not football fans; they are using football as a cloak for discriminatory and often criminal behaviour. They are not welcome in our stadiums. In the coming weeks, I will bring together football authorities and other organisations with an interest in the issue to discuss what action must be taken to stamp out all forms of discrimination at sports events. Together, we must find a way of tackling such unacceptable behaviour.

Football reaches every community in the country, and it can play its part in helping to champion the values that we want to see in our society today. However, we need to get tougher on those who refuse to play by the rules. Zero tolerance means just that. We cannot allow the minority to ruin the sport for the majority of us who love it. I look forward to reporting back to the House on the actions taken as a result of my discussions.

Let me now turn to more positive matters, because I am very conscious that I need to move on.

Will the Minister include the fit and proper ownership rules in her discussions with the football authorities? My club, Forest Green Rovers, has had a run-in with Bolton Wanderers because Bolton refused to pay the money that it expected for the transfer of a player. So many of those at the lower levels of football are not, dare I say, fit and proper people to run football clubs. Will the Minister look into that?

I would be happy for the hon. Gentleman to write to me about it. As I think I have made clear tonight, trust and integrity are paramount in sport.

Our sport, internationally, has a massive part to play in our global reputation. We can travel the world and meet people who do not know much about our home town, but they will know if our local football club is in the Champions’ League or has been in an FA cup final. As we leave the European Union, we will work with the Foreign and Commonwealth Office and the Department for International Trade to ensure that the incredible contribution of sport can be part of our international profile, and part of our vision for global Britain. I recently met the Japanese Sports Minister, who is keen to learn from our experience of hosting major events so that the Tokyo 2020 Paralympics and Olympics can be an inclusive experience for everyone.

We can continue to deliver major world events, and this summer we will host the cricket world cup, with an expected global audience of 1.5 billion people. It will be a wonderful opportunity to showcase our country, bring communities together and get more people to be active. It is not just cricket—I will rattle through the other sports. The world wheelchair curling championships take place in Stirling in March; Liverpool host the netball world cup in July; the world road-cycling championships take place in Yorkshire in 2019; UEFA 2020 Euro fixtures take place at Hampden Park and Wembley; and the UEFA women’s Euros and rugby league take place in 2021, with matches hosted all over England. I am delighted that the benefits will be experienced across the country.

Our investment in major events will deliver opportunities for everyone. Everywhere, people will be able to see at first hand that sport is great. Of course, we look forward to hosting the 2022 Commonwealth games in Birmingham, which will be the biggest sporting and cultural event in the west midlands ever. All those global sports events offer a fantastic opportunity to showcase the UK to the world, and give us an opportunity to showcase our commitment to fair and inclusive sport, which is why we must take steps to protect the culture and integrity of elite sport.

In that long list of sports, the Minister failed to mention one particular sport that I am particularly keen on—rowing, which is important not just for the high-class activity that takes place in Henley but because it contributes to the better appreciation of the sport by young people in that area. Will she give credit to those companies for attacking sport, as it were, at both those levels?

My hon. Friend mentioned high-class behaviour in Henley—I expect nothing less. Absolutely—it is fantastic that rowing is thriving, and I have promised to visit.

The Commonwealth games will take place 10 years after the Olympic and Paralympic games, and I want to build on the success of 2012, and make them an event that is remembered for bringing people together, celebrating diversity, and promoting inclusivity across the Commonwealth and beyond. Its legacy will go further, and embrace trade and investment, culture, sport, employment, housing and tourism. Later this month, I will set out the strategy with UK Sport beyond 2020, the Olympics and the Paralympics, supporting our athletes and all competitors for the next stage. As we heard, UK Sport has recently launched its aspiration fund.

I want to conclude, because I am sure that you want me to do so, Mr Deputy Speaker. [Interruption.] I want the number of people enjoying sport and engaging in physical activity to grow; I want sport to be embedded in Government thinking on health and social care; I want this country’s amazing reputation for hosting the world’s biggest sporting events to continue; I want our sporting bodies to demonstrate strong leadership and a duty of care to all participants; I want Team GB to continue its medal success; and I absolutely want to make sure that everyone can benefit from the power of sport.

Thank you, Mr Speaker. I thank all right hon. and hon. Members and friends from around the Chamber for their contributions this evening. We heard 36 contributions, excluding those made from the Front Bench. I know some were very full, but I felt, three months into the job, that they were important in putting matters on the record, and I took 21 interventions. I hope therefore that Members will feel that they have had a chance to participate this evening.

The hon. Member for Tooting (Dr Allin-Khan) rightly pointed out the need to focus on school sport, and our new school sport plan will look at the quality and quantity of sport in schools. The Government give £320 million a year to the PE premium to support PE and sport in primary schools. I want to make sure that that is used well. We also heard about the closing of swimming pools and facilities. Facilities are extremely important, and Sport England is investing £40 million in its strategic facilities fund and £15 million in its community asset fund to help local communities and local people find the facilities they need. She mentioned our Foreign and Commonwealth Office colleagues and the concerning issue regarding Hakeem. FIFA, too, has expressed concerns, and I know that we will be working with colleagues to hear these worries about his treatment.

Concerns were raised about gambling advertising, and I want to address this very broadly. Since I have taken on this role, I have had roundtables with both the banks and gambling industry, and I have met the Gambling Commission and Gambling with Lives. We are making sure that a responsible gambling message runs through all our messaging, so we make sure we are protecting our vulnerable people and make sure the industry listens and works with us. We have seen that with the whistle-to-whistle changes. The Gambling Commission has toughened up and will be using sanctions. It does have the teeth and needs to use them. We have had several conversations about that.

The SNP’s retired rugby man, the hon. Member for Paisley and Renfrewshire North (Gavin Newlands), talked passionately about not only the power and value of sport but what happens in retirement. That is very important. I had the pleasure of meeting Lizzy Yarnold earlier this year. It is important that such ladies come back in and use their power. Dame Katherine Grainger’s role at UK Sport is also important. The hon. Gentleman also talked about perhaps our greatest ever sportsman, Sir Andy Murray. If retirement is where he is headed, we wish him well, but I am sure that he will not be kept quiet.

My hon. Friend the Member for Burton (Andrew Griffiths) spoke about the power of sport and physical activity and the good that they can do for mental health. Sport England has funded the Get Set to Go programme, in partnership with Mind, and it has received £3 million since 2014. We also launched the mental health and elite sport action plan last year to help to bolster the support for our top-level sports people and allow them to think about their future. I will be part of the Bring it to Burton campaign, because I will be coming to Burton, as requested.

The hon. Member for Strangford (Jim Shannon) talked about the importance of country sports and their practicality and about how we can all excel at sport. That just shows the power of sport: there is something there for everyone, and we should not rule anything in or out. Give it a go, because we do not know what we do not know. It is absolutely right that we talk about the whole breadth of sports in the UK.

My hon. Friend the Member for Stirling (Stephen Kerr) told us about the superpower of swimming and about Stirling Knights basketball club. Again, that shows how, up and down the land, we demonstrate all different powers and abilities through sport.

I could go on, and I will, because I feel it is important. I was pleased to hear the hon. Member for Glasgow North West (Carol Monaghan) talk about the importance of body image and thinking beyond that to the power of sport for women and girls. I have previously spoken about the need to focus on opportunities for those with special needs and autism, and I will be taking action on that in my new role. She also mentioned the concern about predatory behaviour. I opened my remarks on that issue and I salute the NSPCC campaign. It is absolutely right that we keep sport safe and enjoyable.

We heard from my hon. Friend the Member for Taunton Deane (Rebecca Pow) about her love of tennis and what sport can do for women who get involved. I have the Vipers cricket team near to me, and I know that Somerset does its bit. Sport for girls equals success. Those points were incredibly well made.

My hon. Friend the Member for St Ives (Derek Thomas) made some key points about the stadium in his area and the fact that inactivity in rural areas needs to be tackled. I will continue to encourage developers to work with Sport England and my Department on a robust business case for the needs in his area. There has been some positive discussion, and I am delighted that we can build on that.

Members have talked about how important it is that broadcasters and sponsors give women’s sport the profile that it deserves, and I will work on that. Women’s sports’ media profile has grown since London 2012, but we all acknowledge that there is more to do.

The hon. Member for Keighley (John Grogan) was an active participant in the discussion about free-to-air coverage. On the possibility of the 2030 World cup being broadcast free-to-air, the process is in its early stages, but we are an active partner in that bid and any related discussions.

We have heard how sport absolutely has the power to change lives up and down the land. We have heard how important it is in different ways. We have heard about our local heroes—our referees. Without our officials and volunteers, how do we inspire? Volunteers absolutely do that work at the heart of our communities up and down the land. We have also touched on the serious side to sport and talked about some of the issues. We need to make sure that sport is run with safety and fairness at its heart. We have spoken about sport at the top level, and we should be very proud of our sporting successes. In the coming years, we look forward to welcoming sports fans to all the amazing events that we will host here in the UK. Ultimately, as I said, sport needs to be fun. It needs to continue to bring people together, and I look forward to working with all Members to help more people to enjoy the benefits of being active.

Finally, let me touch on loneliness. Some £11.5 million has been given out to all different types of groups across the land to tackle loneliness and keep connectivity. Sport absolutely has the power to reach all communities. I will keep the remarks made by the hon. Member for Croydon North (Mr Reed) under review, and I absolutely concur with him on the need to make sure that we support all sports and ensure that activity is there for everybody, young or old. That is my absolute priority in this role.

I thank my hon. Friend for that comment. Sarah O’Connor’s testimony was literally jawdropping; we could not quite believe that that was happening in this country. After her testimony, more and more whistleblowers, who wished to preserve their anonymity, came to us to talk about what they had seen. They said that rivers in India are running blue from the dyes from cotton factories.

Sir David Metcalfe said that the textile industry is a problem area in the UK for national minimum wage enforcement. In Leicester, there were raids on 28 factories—the raids are based on risk. Of those 28 factories, 14 are now under investigation. We think that that is for non-payment of the national minimum wage, but two are under investigation for other reasons—we can guess that that is either for gangmaster issues or immigration issues. That shows the scale of the problem in these high-risk industries. We have shone a very bright light on Leicester, and we will continue to do so.

I appreciate the work of the Select Committee Chair and its members. When I was a Back Bencher, I worked with the hon. Member for Wakefield (Mary Creagh) on the all-party parliamentary group on textile and fashion. I was also on the APPG on ethics and sustainability in fashion, and we had a swishing party in the House of Lords. Sustainable fashion is therefore of interest to me.

I am here on behalf of the Minister for Digital and the Creative Industries, who is currently at a roundtable, but I undertake to have a look at this very interesting report. It will go before Ministers in my Department, the Department for Environment, Food and Rural Affairs and the Department for Business, Energy and Industrial Strategy, so this important work can be taken forward.

I congratulate the hon. Member for Newcastle upon Tyne Central (Chi Onwurah) not only on her outfit, but on securing this wonderful and important debate. I was wearing black and white shoes this morning, and I thought I might have had to declare some sort of interest. I understand the reasons behind her sartorial elegance this evening.

Before I respond fully to today’s debate, I will acknowledge that the search for Cardiff City football club’s Argentine striker Emiliano Sala, and his pilot David Ibbotson, had to be called off this afternoon. We offer sincere condolences to their families and friends at this deeply concerning time. It has been a difficult few days in the game.

I turn to the points that have been raised in this debate. Newcastle United are 17th in the premier league, with some uncertainty about the manager and no signings so far in the transfer window, but last week they had a good win in the FA cup. I would like to say that not all football clubs are feeling that pain, but there others at the bottom of the premier mix, including Cardiff, Fulham, Burnley, Huddersfield, Southampton and Crystal Palace. I have to declare an interest when it comes to Southampton, which is very near to my constituency and has many fans. I also understand the impact on the economy when they are not winning.

I am surprised not to see the hon. Member for Strangford (Jim Shannon) here, because we are talking about football—I am surprised not to be interrupted by him. My hon. Friend the Member for Walsall North (Eddie Hughes) spoke about the love and affection in north Walsall for the football club there. I was in that area recently to visit a local school, and there was huge affection for the club. The area has so much to look forward to with the Commonwealth games. It is not all doom and gloom.

I have to confess that I am here under slightly false pretences. I came to take part in a debate about a fantastic football club that wears black and white stripy jerseys and black shorts, only to discover that it was Newcastle United, not my own Halstead Town football club. The passion that the hon. Member for Newcastle upon Tyne Central (Chi Onwurah) displayed for her local team is matched by the passion I display for mine, and I am grateful to have the opportunity to take part, briefly, in this debate.

I thank my hon. Friend the Member for Braintree (James Cleverly) for reminding me of the importance of the grassroots. We had an important debate earlier in the week about facilities and what the grassroots mean to football up and down the land. We need to make sure we protect our stadiums and our future stars.

The Government wholeheartedly agree that football should absolutely be supported and that fans have every right to ask questions about those who run their clubs. We saw protests at Bolton earlier this week, and at Blackpool and Charlton in recent times. Such protests demonstrate the discontent that can exist when fans believe that the ownership is not working in the best interests of the club at all times. Over recent years, the Government have invested significant time in finding ways to improve the relationship that fans have with their clubs. We want to see owners working with fans and seeing them as an integral part of their clubs’ successes, and I want all fans to see that, up and down the game.

The Government’s expert working group on football supporter ownership and engagement, which reported in 2016, resulted in an important rule change in football. All clubs in the top four divisions must now ensure that there is open dialogue between the owners and senior executives and the fans on the matters of most importance to the running of clubs. These meetings must now take place each season, and they are leading the way in enabling fans to be better informed about their club’s financial standing, future plans and other matters of real importance to them so that they can help to set the agendas.

Last summer, the Government took a further step in listening to fans’ concerns when we asked the FA to carry out a comprehensive review of the ownership of football clubs and stadiums. The intention of the review is to learn why many of our clubs have become separated from the ownership of their homes, so that going forward we can advise clubs and fans on how they can work together to protect these important community assets.

The issues came into sharp focus with the problems at Dulwich Hamlet, but the problems of clubs becoming entangled in land and development disputes are not exclusive to non-league clubs. As we have heard, they can occur across all levels of football. With the help of the Secretary of State, we are working to help to find a solution for the fans of Coventry City.

The Minister will know that I was very involved in Coventry in my previous life. It is not necessarily about whether the club owns its stadium—in fact, in Coventry, it is the council ownership that has protected the stadium for football—but whether the owners really have the fans at heart. There have been many cases in which they have not, which is why we need a review of the structure and of how fans engage, not only in Coventry and Newcastle, but in Torquay.

Absolutely, and I thank my hon. Friend for making that point. His interest in this goes back some time—[Interruption.] My hon. Friend the Member for Bury St Edmunds (Jo Churchill) behind me raises the importance of Bury Town to Bury St Edmunds. These clubs really do matter to our communities and, as I said, that was very much the focus of the debate earlier in the week.

When it comes to club ownership, the football authorities have been progressive in recent years. They have needed to be to react to the huge investment and interest that there now is across the world in owning our football clubs. In our top four football leagues, the rules now require public disclosure of the ultimate beneficial owners of all clubs, with the full chain of ownership disclosed to the relevant football authority. The current owners and directors test has been strengthened, and it bears favourable comparison with that expected in corporate circles.

New owners have to meet the Premier League or English Football League board and provide detail on the sources and sufficiency of the funding they have in place. Clubs must submit information on their financial structure, any proposed investment and a business plan demonstrating that all liabilities can be met for the next 12 months, and clubs must submit independently audited accounts each season. If these are not filed at Companies House, clubs should take steps to ensure that they are. Clubs must also continue to work with Her Majesty’s Revenue and Customs over any tax owed. Together with the adoption of fair pay rules, the financial state of football clubs in this country is better now than at any time in the last 20 years, but I take the points made by the hon. Member for Newcastle upon Tyne Central about income streams, shop sales, player sales and the other wide-ranging issues she raised, and I will be happy to send her a fuller response afterwards. I want to reassure her, however, that we are not complacent.

The football authorities should not be complacent either. In my regular meetings with them, I will look for further assurances that they continue to review the rules constantly, ensure ongoing transparency around the ownership of clubs, make sufficient inquiries into the suitability of owners and ensure that, financially, our clubs continue to live within their means. The football authorities have agreed to keep the owner and director test under regular review and to listen to supporters’ concerns about club ownership. I will also be asking for an update on the role of the FA’s regulatory authority, which was set up in 2012 in response to the Culture, Media and Sport Committee and Government regulation around the game’s governance.

The football authorities need to take a good look at the rules and judge impartially whether clubs are in compliance. There are existing structures, but if we need to go further, I will be unafraid to give an additional appropriate focus. I will also be listening to supporters’ groups. I know that the general cost of travelling to and attending games must be kept under constant review, and I will continue to look for a fair deal for fans. I appreciate that football is heavily reliant on broadcasting contracts, but clubs must consider their fans when it comes to scheduling matches and changes to kick-off times.

I come now to the fortunes to Newcastle United. The hon. Member for Newcastle upon Tyne Central will be keen to hear this. We can all agree that this is one of our biggest and best-supported clubs, and the city, adorned in black and white, is one of the most visible and wonderful of sights. St James’ Park sits loud and proud in the centre of the city. Newcastle is a city that loves its football club and wants the very best for it, as we have heard today. Part of the case made today is that Newcastle United is currently in the hands of someone who is not a lifelong fan. If we looked at other clubs, we would probably find that plenty of owners did not meet this traditional expectation, but that does not mean they are running their clubs badly or unsustainably or without taking a huge interest in the clubs succeeding.

As the Government set out in response to the petition the hon. Lady presented last summer, to the best of our knowledge Newcastle’s owner is complying with all the financial reporting and ownership criteria I ran through earlier, but I have a list of responses to come back to. The club is also meeting its obligation to engage with supporters and discuss matters important to the running of the club. That does not mean, however, that Mr Ashley, or any other owner for that matter, could not go further than simply complying with the league rules. There is always room for progress.

Mr Ashley has made no secret of the fact that he is looking to sell the club, but until such time as he does, he remains the person responsible for its custodianship. Like every owner, his primary responsibility is to ensure that the club is financially secure, and despite the concerns raised, I am certain that Mr Ashley is shrewd enough to understand that if he wants to sell the club and realise its best value, he needs to look after it.

In summary, it is important that the issues of most concern to football fans continue to be heard. I will continue to listen to supporters up and down the land about their concerns over ownership, and will be meeting the Unified Football Supporters’ Organisation on 5 March. I will continue to work to hold the football authorities to account, and we must ensure that there is continued assessment of the regulations that are in place. We must continue to encourage good ownership, proper financial reporting and meaningful dialogue with supporters. We must support our grassroots, working with the Premier League, and make sure that we have a pipeline of young footballers coming into the game. I have not mentioned women footballers and other areas in relation to participation. I take the concerns very seriously. I will write to the hon. Lady on all those points, and I thank her for the opportunity to respond to this Adjournment debate this afternoon.

I thank the Minister for giving way. I would not claim to be particularly insightful, but I know how much Ministers enjoy being urged to enter into negotiations with Treasury colleagues. Will she urge them to look at the UK guarantee scheme and how it relates to educational facilities, and whether that could be used to provide financial guarantees for bodies wishing to invest in community sports facilities?

I thank my hon. Friend for that point. As we head towards the spending review, our Department is consistently urged to hold conversations with the Treasury.

The hon. Member for Ellesmere Port and Neston raised issues relating to volunteers. I echo his love for the game. People in our communities give so much to the grassroots, and that should be encouraged because of what it gives to our children and to the game as a whole. My father-in-law did exactly that as a football ref in Wales for many years, and he also organised games for homeless youngsters. It is important that we recognise the volunteering that takes place up and down the country. It is absolutely vital. Football is not just a business; it has a responsibility to the grassroots, as we all do.

I absolutely hear the message regarding the safeguards for Wembley ticket pricing, future purchase and controls. I will come on to some of those issues further into my speech, but as we heard earlier Wembley is iconic in terms of what it means to football and to us as the public. It is important that we have a national stadium that is able to host the biggest sporting events; Wembley has delivered that over many years, and we want it to continue to do so. UEFA’s decision to hold seven matches, including the semi-finals and finals of next year’s European championship, is proof that Wembley remains a top-class venue, hosting some of the world’s biggest and most important sporting events. If we are to bid for any future major sporting tournaments—Members might know what I am alluding to—we will need to make sure that we have the right stadium for World cup finals, one that resonates with the rest of the world. That is essential.

Last year, when the FA said that it was considering selling Wembley Stadium as a means of generating extra funds to re-invest in the grassroots, the Government were, naturally and rightly, keen to listen. Nobody would argue that a sport with more than 2 million regular participants could fail to be further helped by the promise of such additional funding. However, at the same time we recognised that Wembley has a special place in the heart of football fans. When listening to the proposal, the Government’s prime consideration as a public funder of the stadium was to protect the public interest, as is absolutely right. Going back to the hon. Gentleman’s point, custodianship of it would be absolutely important in any future new arrangement, no matter who owned Wembley stadium. The stadium should always be protected for future needs. The fact that the FA executive was considering the sale of its most prized asset raised more than a few eyebrows. In its response, the executive was clear in its view that the sale would free up funds to help provide greater financial support, which it felt was needed to help the sport from the bottom up.

I thank the Minister for her response to the debate secured by the hon. Member for Ellesmere Port and Neston (Justin Madders). Does she not feel, as some of us do, that we should not sell our national stadium and that it should be retained because of its importance? What we could do—I believe the hon. Gentleman referred to this—is take a revenue from transfer fees. That would create some money that could then be used for the grassroots football we want to see. There are ways of achieving things without having to sell the national jewels.

I absolutely see the point that the hon. Gentleman is making. Ultimately, we have a stake in the matter and we will very much be keeping it on the radar. We are not in the place he suggests at the moment, but I will continue to make the case I have made so far in my speech. Whatever the FA does, we have a stake in ensuring that it is absolutely right for football as a whole.

We have heard some of the headline statistics. Only one in three grass pitches is of adequate quality and one in six matches is, sadly, called off due to pitch quality. England has only half as many 3G pitches as Germany. Where there is an opportunity to see more coming into the game, it is absolutely right to take it. We should look at the active lives survey and recognise that what has been cancelled this season may impact on the opportunities our youngsters have to participate. The statistics are a harsh reminder that, despite the unrivalled success of our domestic football at the elite level—we cannot forget the premier league, which is the wealthiest and most globally popular league—there is still a way to go in ensuring that we replicate that consistent success in what we provide at the grassroots level. We must and will provide playing opportunities across our towns and cities so that current and future generations can enjoy football.

I am sorry to interrupt the Minister. I recognise that the job of Sports Minister often tends to be to drag different Departments together to manage things more effectively and to find funding. Can more be done within her brief to bring together such bodies as Sport England with governing bodies? Sport England’s remit these days is more focused on grassroots activity and the community. Are there opportunities not only to invest in football, but to work with Sport England to invest in brilliant community facilities, too?

As I was saying, before we were interrupted to do our absolute duty, we must and we will provide playing opportunities, to be enjoyed by people now and by future generations, across our towns and cities. I want clarity for grassroots football and balanced provision of local assets, as well as a good pathway for our next generation of stars.

The figures appear to suggest that the grassroots are somewhat underfunded compared with the investment going into professional clubs, but the professional game rightly cares about the grassroots, as demonstrated by the funding it provides. As the Minister for Sport, however, I will always champion the grassroots and focus on them, examining the commitment given to them and providing challenge.

The Premier League is investing £100 million each year into football participation programmes and local facilities. That is a significant amount and is in addition to the other areas that it funds and supports in football, at all levels of the game, including vital payments to the English Football League and national league clubs.

The central thrust of what I was saying, which I think most Members agree with, is that we do not dispute that the professional game puts money into the grassroots, but we think there ought to be a little more. I thank the hon. Gentleman for raising that important point: we must absolutely keep a focus on the grassroots. In Parliament today there has been constituency-wide MP engagement with the Premier League. He mentioned the existing levy of 4% on Premier League clubs and the fact that the money goes to all tiers of the game, supporting welfare and pensions.

Grassroots will always be an absolute focus for my Department and me, so those partnerships with clubs and that commitment to all the broader activities that address health, education, crime and other difficult social issues that football, alongside Government Departments, can reach, are vital. Those programmes add value and must be seen in conjunction with the grassroots opportunities, to ensure that we continue to champion the sport and that we consider the facilities and the wider community value of football.

The league funds also provide a voice for fans and help to fund new stadiums, which we enjoy visiting from time to time—or, hopefully, regularly—and which, as I mentioned, will perhaps help to bring back the World cup to these shores. The FA is not far behind in investing in the way that we would hope, with £70 million going into the grassroots cause, and I will continue to work closely with it, engaging with the new FA management in a time of change but also, I think, of opportunity. The Government will not be shy, either. We recognise the need to continue to support the national game. We are currently investing £25 million each year, including £18 million for facilities, £2 million for grassroots coaches and £5 million for the FA’s participation programmes, which provide vital support for the women’s game and disability football.

This Government, in partnership with the FA and the Premier League, are investing more money than ever before into the grassroots football programmes and facilities. From this year, we will contribute a combined £70 million to provide new and improved facilities through the Football Foundation charity, which we heard about earlier. Since 2000, the partnership has invested about £615 million through the foundation, which has resulted in 700 new and improved 3G pitches, 3,500 grass pitches and 1,000 new and improved changing rooms. I acknowledge that we must continue that work—there is more to be done—but simply throwing money at a problem is not always the answer. We must ensure that investment continues to go into the right areas and that we are having the right local and necessary impacts.

How are we doing that? We are working with our partner, Sport England, which is working on behalf of the Government to create new local football facility plans for every local authority in England. Over the next 12 months, we will know exactly the best places to invest in football on a supply and demand basis. That will include further artificial and grass pitches, school mini pitches and Parklife hubs—a new programme aimed at developing a sustainable model for supporting local football facilities. Some hon. Members may have visited the hub sites in Sheffield and London, with state-of-the-art artificial grass pitches available to people of all ages and abilities. We hope to deliver increases in football participation in every city. New hubs are on the horizon: hubs in Liverpool and, close to my constituency, in Southampton will open this year, with further cities in the pipeline.

The new local football plans will align with the new national football strategy, working together to ensure that we take stock of the facilities over the next 10 years and get closer to the number of facilities that I think we would all like to see. We must ensure that the Football Foundation is the right delivery model, that we have the right mechanisms and that there is sufficient capacity in place to deliver the increase in local investment. We must recognise that there is ongoing and increased demand for local facilities, so we need those local football plans.

Although the proceeds from a Wembley sale would have no doubt accelerated investment into facilities, we are not simply standing still on this issue, despite the changes to that potential deal. Shortly, I will shortly meet the EFL, the FA and the Premier League, looking to them to reaffirm their commitment to working with Government to significantly improve the provision and quality of football facilities, and focusing on participation levels across all demographics. I will also discuss with them whether the levels of investment are sufficient to meet the expected demand, and to address some of those statistics I mentioned earlier. I will ask key questions about what needs to be done and where it will be done. I will be there to champion the grassroots.

I am alive to the fact that there are other issues of concern in football, and I fully intend to work with the sport to address them. Only last week, I responded to a debate about the alarming problems with the ownership of Coventry City. We need to address the other side of football, and I will work with the authorities to do that. The so-called fans who cause discrimination incidents continue to make the headlines. We do not want football to return to its worst days. I will discuss that and ensure that the football authorities and all relevant stakeholders know that further decisive action can and must be taken.

Time is against me, so let me summarise. This has been a very useful debate. I reaffirm the Government’s commitment to strengthening grassroots football. It is absolutely right that the continued commercial success of elite football is reflected in the support it gives all levels of football, and I will champion that. I do not want grassroots football to continue to be seen as a poor relation, and I will work with the football authorities and all stakeholders in the coming weeks.

I am grateful to the hon. Member for Coventry South (Mr Cunningham) for securing the debate and for the important, insightful and passionate contributions from Members from Coventry and Warwickshire. I commend the hon. Member for Coventry North East (Colleen Fletcher) for her passionate speech, in which she implored that communication and negotiation on behalf of the fans should be at the heart of the discussion. I am afraid that we are in an ongoing Catch-22 situation and time is running out. It seems to be appropriate on this Brexit negotiation day that nothing seems to be changing and there is something of an impasse.

It is hugely satisfying to hear why football clubs up and down the country rightly mean so much to local communities. I could not agree more with the impassioned pleas about the care that should be taken with our local football clubs by stakeholders and owners, and that that should be focused on their long-term futures. Football clubs do not belong to anybody. They are not pawns to be used in property disputes, across the boardroom table or in legal disputes. Football clubs should be fuelled and supported by their local communities, achieving a special place in towns and cities. Their existence and continual purpose is to bring fans together to support the game that they love, which is vital in good and bad times.

I am afraid that in this situation, we are in a bad time. The sorry saga of Coventry City and the Ricoh arena is familiar to us all, but it remains disappointing that, just as my predecessors have done, I find myself debating this very subject as we see the clock running down. We must look at who is responsible for the club and has the best interests of the community and fans at heart. I am afraid it feels as if nobody can currently put that to the fore.

The hon. Member for Warwick and Leamington (Matt Western), who is no longer in his place, rightly asked about football authorities and the need to look at the broader issue of leadership and the protection of clubs. We await a review finding, but it is fundamentally right that the FA look at this. It is vital that we provide clarity for fans and local communities. The processes must be in place to protect our local clubs and see them as community assets and, as I said, not pawns in a broader scheme.

I am not taking sides in any dispute, but it is a monumental shame that we continue to find ourselves in this situation, especially with a club of this size that means so much across Warwickshire and the city of Coventry. We heard from my hon. Friend the Member for Nuneaton (Mr Jones) about the proud history of the club, so it is right that we focus on the fact that in nine months’ time an important football club could be homeless and sadly might end up out of the league altogether. That is the reality of the situation.

In terms of immediate action for Coventry City, I will work with the Secretary of State to convene an urgent meeting with the various parties to see if a solution can be found to ensure that the club has a stadium to call home for next season. That is an imperative for loyal fans, who want answers. As my hon. Friend said, I can give no guarantees, but I hope that that meeting can bring about a meeting of minds, press together those interested parties beyond the courtroom, and emphasise the importance that Coventry as a whole places on its football club. No club should be forced to leave its historical home and local fan base. We have seen that in the past in football, and it is wrong that that might be the case.

We heard from my hon. Friend the Member for Torbay (Kevin Foster), who has a history of fighting for the city of Coventry in his previous incumbency, that we need to stand ready to act as the clock ticks down. I will try not to do any more Brexit notes here, but the long-term plans must be put to the fore. I would be delighted for all hon. Members in this room to come and meet me to ensure that the football club, its future and what should be happening are put forward.

There must be a demonstration that people are ready to set aside their differences and act to ensure that the ongoing legal arguments can be pushed away, so that the football club can get a clear direction for what will happen in the future. I reiterate that it is not the Government’s direct responsibility to be the custodians of one particular football club, but it is our responsibility to hold to account those club owners who sign up to be custodians of a club but do not show that to be in their hearts.

It is right that we work with the FA and local community; while there has been no better time to be involved in football club ownership, we must do it right. The administration of the game and what is around it matter. As broadcasters continue to be interested in our wonderful game, there are side issues that we must look at. Attendances throughout the English game are at their highest, but people must not go on losing their local connections. Those revenues are vital and we must keep the link between fans and revenues.

I welcome the fact that the Minister and the Secretary of State are going to get together not only the MPs, but all interested parties. We would not expect the Secretary of State, or the Minister for that matter, to resolve this, but they can act as a catalyst to remind the parties of their responsibilities to the broader community in Coventry as well as to the fans.

I absolutely agree; it is a chance to remind the parties of the broader responsibilities that our owners have in football, and to hold them to account. It is also a broader lesson for football as a whole. As we heard from my hon. Friend the Member for Nuneaton, there are particular questions from across the realm here, but it is valuable to have a meeting of minds and show that, as I say, football clubs are not pawns to be bought and used while neglecting local links and forgetting where the fan base, the revenue and the local pride and heart come from.

My Department has a responsibility, which the Secretary of State in particular sees absolutely clearly, to ensure the sustainability of our clubs. We must ensure that our club owners who come in bring the positives and leave the clubs in a better state than they found them, rather than decimating them and disconnecting them from local communities. As I have already said, responsibility also lies with the football authorities. They govern the sport and set the rules and regulations that club owners should comply with. It is vital that those who are fans of their local club feel that that process is in place and that people cannot ride roughshod over it.

Our football authorities simply must look again at ways to protect their clubs in the long term. It is vital to ensure that owners go beyond merely abiding by the rules and that there are long-term business plans and proper assurances about the protection of the club and, for this football club in particular, a permanent home where it plays its matches. We must provide clarity to the fans and ensure that lessons are learned from the situation we are in. If football’s current rules are not good enough, new rules may need to be brought in. If that is not sufficient, we need to look at the case for Government to help football and remind it of this situation. I stand ready to act.

I will meet the Football Association next week to discuss the many challenges in football at present, and I will continue to work closely with it and the professional leagues to drive through changes that are needed in the sport. I will remind them of the crucial responsibility they have to supporters, to the fortunes of football and to their clubs. It is imperative that those clubs continue to engage openly with and listen to their fans on all the important issues. Without question, in Coventry City’s case, that should include prioritising an open dialogue and making plans for its future home stadium.

To sum up, it is my belief that the Government should not involve themselves directly in the fortunes of any individual club, but more and more we are being dragged into these types of disputes. This cannot become the norm. It suggests that perhaps football is not able to govern itself—something we need to be ready to tackle. I believe in this case we can take steps to disprove that suggestion, but we are on a precipice in terms of timescales. The Government are prepared to champion the game, but the authorities that govern it must ensure that we all get the outcomes that fans, above all, want and expect. In the case of Coventry, I remain hopeful that interventions locally by Members of Parliament and the Government, with local assistance, can help to find a suitable future for the club. It rests in the hands of the club and the stadium owner, but if I, this Department or the Secretary of State can help them to realise that sooner, all the better. We stand ready.

I beg to move,

That the Committee has considered the draft Gaming Machine (Miscellaneous Amendments and Revocation) Regulations 2018.

It is a pleasure to serve under your chairship, Ms Ryan. The regulations were laid before the House on 15 November, and I am very pleased to have the opportunity to debate them. The Gambling Act 2005 established a new system for the regulation of gambling in Great Britain. Section 235(1) defines a gaming machine as

“a machine which is designed or adapted for use by individuals to gamble (whether or not it can also be used for other purposes).”

The Categories of Gaming Machine Regulations 2007 define four categories of gaming machines, known as categories A, B, C and D. For the purposes of the 2005 Act, category B machines are divided into sub-categories.

Following consultation and the consideration of all relevant evidence, the Government announced in May our decision to reduce the maximum stake on sub-category B2 gaming machines, informally known as fixed odds betting terminals, to £2. The decision was met with enthusiasm from many quarters. Local authorities, charities, faith groups, interest groups and academics all submitted opinions in favour of a £2 limit. Parliament—including many hon. Members present today—was no exception in expressing its emphatic support for the Government’s intentions.

I want to add my personal thanks to the all-party parliamentary group on fixed odds betting terminals, led by the hon. Member for Swansea East (Carolyn Harris), and to my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith) and the hon. Member for Inverclyde (Ronnie Cowan), for their consistent support on this policy. I worked closely on it with the previous Minister, my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch). I thank her for all her work, and I am delighted to be in a position to bring forward this progressive legalisation.

These regulations give effect to the May decision by amending the Categories of Gaming Machine Regulations 2007 to reduce the maximum stake permitted for B2 gaming machines from £100 to £2 from 1 April 2019. They also make consequential changes to other secondary legislation. They amend the Gaming Machine (Circumstances of Use) Regulations 2007 and revoke the Gaming Machine (Circumstances of Use) (Amendment) Regulations 2015 to remove requirements that no longer apply as a result of the stake reduction. The latter regulations imposed a new requirement that players who wanted to access stakes in excess of £50 on sub-category B2 gaming machines had to load cash via staff interaction or use counter-based play. The amended and revoked provisions relate to gaming machines in which it was possible to stake more than £50. They are no longer relevant to sub-category B2 gaming machines.

Millions of people enjoy gambling responsibly, and the Government are committed to supporting a healthy industry. We do not want to stop people having fun, but we need to find the right balance between freedoms and protections. We are taking decisive action to ensure we have a responsible industry that continues to contribute to economic growth, while ensuring that the most vulnerable in our society are protected from gambling-related harms. The Secretary of State and I, and the industry, want to identify behaviour that could put people at risk of harm, and we want to be able to intervene early. Socially responsibly business is the only kind of business that we want to see in this sector.

Under the Gambling Act 2005, B2 gaming machines have a maximum stake of £100, which is by far the highest for any gaming machine in Great Britain. The maximum prize that can be won as a result of a single use is £500. The next highest limit on the high street is for B3 machines, where the maximum stake is £2 and the maximum prize is £500. Almost 14% of players of B2 machines are problem gamblers, which is currently the highest rate in terms of gambling activity in England. In addition, the highest proportion of those who contact GamCare, the main treatment provider, identified the machines in betting shops as their main form of gambling. Gaming machines in betting shops also account for one of the highest proportions of people in treatment for gambling addiction.

In October 2017, the Government published the consultation on proposals for changes to gaming machines and social responsibility measures, which invited views on proposals to reduce the maximum stake for B2 machines. The consultation received more than 7,000 responses and closed in January. The Government published their response on 17 May. After giving due consideration to all the information and evidence received, the Government decided that it would be appropriate to reduce the maximum stake for B2 gaming machines to £2. We concluded that the volume of high-level session losses was the best proxy for harm, and the evidence was that the harm from B2 gaming machines would be significantly reduced with a reduced maximum stake of £2. That was supported by the Gambling Commission’s advice that action on B2s should involve a stake limit between £2 and £30 if it is to have a significant effect on the potential for players to lose large amounts of money in a short space of time, with any further decrease a matter of judgment for the Government.

In comparison with other gaming machines on the high street, B2 machines are an outlier because of the speed with which it is possible to lose large amounts of money. B2s generate a greater proportion and volume of large-scale losses—for example, losses of more than £500 in a session—and the losses are larger and the sessions are longer for those who bet at the maximum stake of £100 than for those who play at a lower level.

Even cutting the maximum stake to £10 would have left problem gamblers and those who are most vulnerable exposed to losses that could cause them and their families significant harm. In particular, the Government noted that more than 170,000 sessions on B2 roulette ended with losses between £1,000 and £5,000. Such sessions persist at average stakes of between £5 and £10. By contrast, none involved average stakes of £2 or below. In addition, the Government considered that the reduction to £2 was more likely to target the greatest proportion of problem gamblers and therefore protect the most vulnerable players.

In coming to our conclusions, the Government considered the impact on those who live in more deprived areas and on their communities. Some of the most vulnerable to harm are likely to be people who can, sadly, least afford to lose large sums of money. Having considered those and other factors, the Government concluded that we would reduce the maximum B2 stake to £2.

The regulations amend the definition of a sub-category B2 gaming machine in the gaming machine regulations, so as to reduce the maximum stake permitted in respect of such a machine from £100 to £2. In consequence of that amendment, these regulations also amend the definition of a sub-category B3 gaming machine, so that B2 and B3 gaming machines can continue to be distinguished from one another by reference to the different places in which B2 and B3 machines are allowed to be made available. This approach draws on the power in section 236(4)(e) of the 2005 Act to permit the categorisation of gaming machines by reference to the premises in which they are used. Regulation 6 of the gaming machine regulations provides that sub-category B3 gaming machines may be available for use in casinos, betting premises, bingo premises and adult gaming centres, while sub-category B2 gaming machines may be available for use only in casinos and betting premises.

Having conducted a process of engagement with the industry, the Government announced in November that we would implement the stake reduction on 1 April 2019 —a date that is specified in the draft regulations and that the Government consider allows the industry sufficient time to make relevant changes. The industry has known about the Government’s intention to reduce stakes to £2 since May this year. The date announced last month provides further clarity to allow it to continue preparations.

We have said all along that protecting vulnerable consumers is our primary concern. As a responsible Government, it is also right that we take into account the needs of those employed in the gambling industry and that we provide time for an orderly transition. The date on which the draft regulations will come into force generated much opinion and debate, and it was right that those with strong views and evidence on the issue, including many Members, had the opportunity to share them. Most importantly, this significant change will help to stop extreme losses by those who can least afford them and to protect the most vulnerable in our society. Members will know that the Government’s draft Finance Bill was also amended so that the increase in remote gaming duty, paid by online operators, comes into effect in April 2019, at the same time as the reduction in stakes, in order to cover the negative impact on the public finances and to protect vital public services.

My appointment follows an extremely progressive year of policy developments. The intention of the Government’s wide-ranging gambling review is to continue to strike the right balance between socially responsible growth and protecting the vulnerable, including our children, from gambling-related harm. Let me be clear: the review and the legislation do not mark the end of Government action. We recognise that harm is not about only one product. We will act where there is evidence of harm, and we will always keep issues under review, as is our responsibility. We must ensure that people can have an open conversation about what responsible gambling looks like, in order to identify harmful behaviours both online and offline. Millions of people rightly enjoy gambling responsibly, and the Government are committed to supporting an industry that generates employment and investment.

However, while the Government want to see a healthy gambling industry, we also need to see one that is socially responsible and protects the most vulnerable in our communities. The industry is rightly coming to the table, which the Secretary of State and I strongly welcome. We will also continue to work with colleagues from other Departments, such as the Department for Education, to ensure that we co-ordinate our approach to young people, and the Department of Health and Social Care, to improve links between gambling treatment and other services. I am proud that the Government are taking forward this decisive measure. I commend the draft regulations to the Committee.

I thank hon. Members for their contributions in this very important debate and for their support. The debate on B2 machines has brought much consensus about the harm that they can do to individuals and communities. As we heard from the hon. Member for St Helens North, that may obscure the fact that many millions of people in this country enjoy gambling safely and responsibly.

Allow me to turn to some of comments; I am aware there is much consensus in the room but I am happy to respond to questions. I want to make absolutely clear to the hon. Gentleman that we as a Government are not anti-gambling. We want horse-racing to prosper. I have been due to meet the all-party parliamentary racing and bloodstock industries group and I hope that meeting comes soon. It is right that we should be socially responsible and act when there is evidence of harm. I understand the concerns about the racing industry. If it becomes apparent in the gambling review that stake limits cause significant market changes, we committed to consider bringing forward the timing of the review of any levy arrangements. We can continue to converse about that.

Hon. Members asked why the Government reduced the £30 limit to £2. As I said in my opening remarks, the Gambling Commission advised that stake limits should be reduced to between £2 and £30, with a further decrease being a matter for the Government. Having considered all the evidence, the Government concluded that £2 was the most likely figure at which the greatest percentage of problem gamblers—the most vulnerable— would be most protected. If the figure remained higher— £5 or £10—the high session losses would continue. We will continue to monitor the impact of that on horse-racing.

On the comments about the Association of British Bookmakers, it shared estimates with us, which we looked at closely, but there is considerable uncertainty about the figures. Some operators have told us that they will not make many redundancies off the back of this move. They have had between nine and 12 months to prepare. I hope that allays the concerns that we are not looking at the industry as a whole.

I thank the hon. Member for Tooting for her kind remarks; she said that this is a meaningful gambling reform. I have met the charities Gambling with Lives and GambleAware in the last month. I note her concerns about the compulsory levy, the issue of radio, and credit card spending. I held a tech and gambling roundtable with the Digital Minister, with all industry experts, including banks, to ensure that as we act to make this a responsible industry, we listen to all the experts. I am very keen to keep that conversation going. The hon. Lady rightly asked why this took so long; the Government are committed to evidence-based decisions. They will continue to make appropriate reviews of all evidence before making decisions. There is a lot in this space and it is right that we consider all the evidence.

On credit cards, the Gambling Commission is looking at many issues outlined in the gambling review. That includes affordability checks, age verification and perhaps the use of debit cards. That was also raised in the tech roundtable and we are looking at it all. We need to have an open conversation about what responsible gambling looks like, in order to identify harm. In this role, I recognise that there is not a clear definition between what is responsible, enjoyable and fun and what is a problem. All that needs to be looked at.

The hon. Lady raised loot boxes. We are aware of concerns that they could encourage gambling-like behaviour. We will continue to look very closely at any evidence. We are committed—I am committed—to ensuring that children’s vulnerability and inexperience are not exploited by aggressive commercial practices. I welcome the fact that the gambling industry is looking at labelling for games and will look at warning opportunities for in-app purchases. The Gambling Commission is looking at reviewing how we can continue to strengthen that age verification and address the deposit issues, and I have made some suggestions. I have been working with the Secretary of State and there will be further announcements.

I welcome the kind remarks from the hon. Member for Glasgow East about my predecessor, and note his comments and concerns about scratchcards. As we look at the fourth licence for the national lottery, which will commence next year, we should look at the issue of sales in deprived areas and also look at the issue of 16 and 17-year-olds. We have seen no evidence on that question, but decisions will be made next year on the start of the fourth licence. While the distribution is done by arm’s length distributors, I have already raised the question with Camelot and distributors, and I am confident that the Government are rightly looking at that particular area.

My hon. Friend the Member for South West Bedfordshire mentioned the lives lost to gambling addiction—a great shame and a terrible tragedy. Last week I met the charity Gambling with Lives and I look forward to continuing to work closely with it on that important issue. I have spoken to the charity about how we can talk about responsible gambling and ensure that we speak to our youngsters about what they may come into contact with. I am also delighted that there is a Minister for Suicide Prevention in the Department of Health and Social Care and I am committed to working with her. I believe that, alongside her Department and the Department for Education, we can all do better in pursuing a socially responsible industry, one that thrives but also works with Government, so that we act when we need to protect.

As I said earlier, the publication of the gambling review did not mark the end of Government action. We will always act where there is evidence of harm and we will keep issues under review. We have a strong industry regulator with a core responsibility to license and regulate gambling, to keep it fair, safe and free from crime. We will also work with colleagues from other Departments to improve the links between gambling treatment and other services. If I were not here today taking this legislation through, I would have been with the Gambling Commission in Birmingham.

We must achieve the right balance. We must be able to work with operators to make early interventions before harm occurs. I want to see rapid and continued progress in that area. We can use tech for good. Achieving the balance between industry growth and socially responsible business must be a joint effort, with central Government, regulators, local councillors, gambling companies, campaign groups, charities and finally individuals all playing their part.

As we have discussed, the B2 gaming machines are an outlier in the world of high street gambling because of the speed with which so much money can be lost. There has been extensive support in the responses to the Government’s consultation for a significant reduction in the B2 stakes; many hon. Members rightly came in to support the Government’s decision in May, and I am delighted with the support we have had today. By reducing the B2 stakes to £2 we can help to reduce gambling-related harm and prevent extreme losses by those who can least afford it. This is an important change and we have a chance to make a real difference in the lives of our vulnerable people and constituents. I commend these regulations to the Committee.

The Education, Youth, Culture and Sport (EYCS) Council took place in Brussels on 26 and 27 November 2018. The UK’s Deputy Permanent Representative to the EU represented the UK for the Youth session on the 26 November and Culture and Audiovisual and Sports sessions on the 27 November.

Youth

This session of the Council began with the partial general approach on the regulation on the European Solidarity Corps 2021-2027, which the UK was content to support. This Council then adopted a resolution on the European Union Youth Strategy 2019-2027, as well as conclusions on youth work in the context of migration and refugee matters.

A policy debate was then held on the European Union Youth Strategy 2019-2027: from vision to implementation.

Culture/Audiovisual

This meeting began with a progress report on the regulation on Creative Europe 2021-2027.

The meeting then adopted conclusions on the Work Plan for Culture 2019-2022. In addition the meeting adopted conclusions on the strengthening of European content in the digital economy.

There was also a policy debate on countering the spread of disinformation online, looking at the challenges for the media ecosystem.

Information was provided from the German delegation on dealing with items from colonial contexts in European collections. In addition, information was also provided from the Danish delegation on problems concerning protection and transnational resale of tickets to cultural and sports events.

Sport

The sport session of EYCS began with a policy debate on major sporting events as drivers of innovation. This was then followed by the adoption of Council conclusions on the economic dimension of sport and its socio-economic benefits.

The EU member states represented in the World Anti-Doping Agency Foundation Board presented information on the Foundation Board meeting on 14-15 November.

Other

The Romanian delegation set out their work programmes as the incoming presidency, for the first half of 2019. They highlighted a number of priorities for the presidency. These priorities included improving the cross-border circulation of European cinema works, continuing efforts on disinformation through media literacy and quality journalism, and improving access to organised sport for people with disabilities.
