Thank you, Mr Deputy Speaker, for giving me the opportunity to respond to this short but important debate. I start by congratulating the hon. Member for Stockton North (Alex Cunningham) on securing the debate and on the measured but impassioned way in which he approached the topic.

The humanitarian situation in East Jerusalem and the rest of the occupied Palestinian territories is an issue that remains a high priority for both the Foreign and Commonwealth Office and the Department for International Development. This evening, in response to the many points that the hon. Gentleman has raised, I hope to set out the actions that the Government are taking. The Government’s position on the status of Jerusalem is clear. East Jerusalem is an occupied territory. The solution to Jerusalem must be sought as part of a negotiated settlement between the Israelis and the Palestinians. Any solution should enable Jerusalem to be a shared capital of the Israeli and Palestinian states. Moreover, that solution must allow access for all those for whom Jerusalem means so much, whether they be Jews, Muslims or Christians.

The Government share many of the hon. Gentleman’s concerns about Israeli actions in East Jerusalem and the rest of the occupied Palestinian territories. Those concerns relate to demolitions and evictions; the construction of illegal Israeli settlements; severe difficulties of access to Jerusalem for Palestinians from the west bank, or for those residents of Jerusalem who live beyond the separation barrier; the removal of residency rights from Palestinians; and detentions. I shall address each of those matters in turn.

I am delighted that my hon. Friend the Member for North Antrim (Ian Paisley) has joined us on these Benches tonight.

Does my hon. Friend the Minister agree that, before 1967, the Jews in East Jerusalem had no rights at all, and were not allowed to visit the holy sites? Does he also agree that Israeli Arabs in Jerusalem have far more rights than many Arabs in Arab countries, in that they elect MPs and live in a democracy?

We want people of all faiths to have the right to practise their faith, but we also want a political arrangement in Jerusalem that will enable a two-state solution to become a reality.

Let me come to the subject in hand, and the hon. Gentleman can draw his conclusions. We are not talking about those measures this evening, but I would like to address the points made by the hon. Member for Stockton North.

First, like hon. Members, the Government are concerned about the threatened and actual demolition of Palestinian homes, particularly in the Silwan district of East Jerusalem. According to the United Nations, 515 structures were demolished in East Jerusalem and the west bank in 2011—a 40 % increase compared with 2010. Such demolitions and evictions are causing unnecessary suffering to ordinary Palestinians. They are harmful to the peace process and they are contrary to international humanitarian law in all but the most limited circumstances.

The Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), raised the issue of demolitions with the Israeli ambassador on 23 February, and again with the Israeli Deputy Prime Minister, Dan Meridor, on 19 March. Her Majesty’s ambassador in Tel Aviv and embassy officials have also lobbied the Israelis, at ministerial and municipal level, on this issue. We have received a welcome assurance from the Jerusalem municipality that it has no plans to conduct wide-scale demolitions in Silwan in the immediate future. As hon. Members are aware, evictions and demolitions are also a pressing issue in Area C of the west bank. The United Nations estimated that by the end of 2011 there were more than 3,000 demolition orders outstanding in Area C, including 18 issued to schools. There is also an increasing number of demolition orders against infrastructure projects that have been funded by international co-operation programmes, including those of the European Union.

In East Jerusalem, Palestinians, and indeed international organisations, face severe difficulties in obtaining building permits. On average, only 4% of building permits requested by Palestinians for Area C were approved last year. Together with our European Union partners, we continue to press Israel to address these serious concerns about the planning regime in Area C. More fundamentally, we urge Israel greatly to accelerate the process for transferring authority over Area C to the Palestinian Authority.

Secondly, another significant concern for the British Government, this House and the international community is the continued expansion of Israeli settlements, including in East Jerusalem. The combination of the growing settlements and the separation barrier erected by Israel is increasingly separating East Jerusalem from the west bank, making it increasingly difficult for East Jerusalem to function as the capital of a future Palestinian state. Settlements, including in East Jerusalem, are illegal under international law and an obstacle to peace. They make negotiations more difficult and constitute a growing threat to the feasibility of a two-state solution, a solution supported by Israel and the Palestinian Authority, the international community and a majority of both Israelis and Palestinians. Settlement activity has no justification and should cease immediately. We have repeatedly given that message to Israel, including at the most senior levels.

Along with EU colleagues, we are deeply concerned at the agreement recently reached between the Israeli Government to move settlers from the illegal west bank outpost of Migron to a new settlement in the west bank. We note that Israel’s Supreme Court has rejected the Government’s petition to allow settlers to stay until 2015. Had the deal been ratified, it would have set a dangerous precedent, entirely contrary to Israel’s obligations under the Quartet roadmap. Hon. Members will be aware of the statement issued by the Under-Secretary, my hon. Friend the Member for North East Bedfordshire, on 16 March calling on the Israeli Government to rescind their decision. We will continue to urge the Israeli Government not to pursue their current approach of legalising such illegal outposts.

Does the Minister accept that Israel has demonstrated its ability and determination to remove illegal settlements, for example in Gaza, in exchange for a peaceful resolution and that, therefore, so-called—in some cases—illegal settlements can of course be negotiated away in land in order to have peace with the Palestinians, but what is required is for both sides to sit around the table to determine a peace treaty so that everyone can live in peace and harmony?

We of course wish both sides—if I can put it in those terms—to live in peace in harmony. That is very much the Government’s ambition. For the avoidance of doubt, I should say that the Government do not support sanctions on Israel or any attempts to delegitimise Israel, but we do want Israel to honour the undertakings that I think people across the world expect it to honour with regard to settlements.

I want to address some of the hon. Gentleman’s other points and will then get to that point.

The Government will continue to argue for a just outcome for all the people affected by illegal settlement construction and the confiscation of land due to the separation barrier. That includes funding from the Department for International Development to the Norwegian Refugee Council to provide legal support to communities affected by the occupation.

I want to address a couple more issues, because time is short, and then see what more time I have to accommodate the wider points that have subsequently been made. The Government remain deeply concerned about restrictions on freedom of movement between the west bank and East Jerusalem. The permit system for Palestinians to enter East Jerusalem, whether for work, education, medical treatment or religious worship, is lengthy and complicated. There are heartbreaking stories of sons and daughters unable to obtain permits in time to visit parents dying in hospital or to attend funerals of relatives. Those Palestinians who have regular permits can spend hours queuing every morning at the checkpoints. We have lobbied the Israelis hard on the issue of movement and access, and there have been some improvements on the west bank, but there is still a long way to go.

A related concern is how many Palestinian residents of East Jerusalem face the threat of losing their residency rights in a way that does not apply to Israeli residents. There are families who are forced to live apart, or forced to move to the west bank, because they cannot obtain permits to stay together. There are also concerns about reported moves by the Jerusalem municipality to change unilaterally the boundaries of the city in a way that might deprive thousands of Palestinians of their right to residency of Jerusalem.

The restrictions on movement and access, as well as on building, not only affect individual Palestinian lives but have a very harmful effect on the Palestinian economy. It is estimated that the movement and access restrictions cost the Palestinian economy as much as 85% of its GDP every year.

Let me come to a key point that I want to make, and then I shall give way if I have time.

Israel needs to show a greater flexibility on the movement of people and exports in order to increase employment and to reduce aid dependency. We did see some welcome flexibility earlier this month when we saw the first exports from Gaza to the west bank since 2007. The Under-Secretary, my hon. Friend the Member for North East Bedfordshire, welcomed that in a statement on 9 March, and it is an important step by Israel towards fulfilling its commitment to allow economic development for the 1.6 million people in Gaza. We hope that further transfers of goods to the west bank, including fruit and vegetables, textiles and furniture, will now also be permitted.

But—and this might reassure my hon. Friend the Member for Harlow—I want to add that, on top of everything I have said, having I think made the Government’s position very clear, it would be wrong to give the impression that the Government are concerned only about Israeli action, although Israel has particular obligations under international law as the occupying force.

As the annual Foreign and Commonwealth Office human rights and democracy report, to be published next month, will highlight, we also have serious concerns about reports of abuses carried out under Hamas rule in Gaza. Those include arbitrary detention, the mistreatment of detainees and the use of the death penalty. We are also seriously concerned about rocket attacks fired by militant groups in Gaza.

We continue to believe that the way to resolve the Israeli-Palestinian conflict, including in relation to Jerusalem, is through negotiations. Negotiations remain the best way of giving the Palestinian people the state that they need and deserve, and the Israeli people long-term security and peace. If the hon. Member for Hammersmith (Mr Slaughter) wishes to intervene, I just about have time to accommodate him.

I thank the Minister for pointing out some truths—I think to Government Members as well. He is going slightly off the subject by talking about the death penalty in Gaza, and perhaps he will also reflect on the 20 Palestinian civilians killed by the Israeli air force recently, as they too suffered the death penalty. His Government are not so good, however, on action. They did not support and, therefore, effectively sabotaged in the United Nations Security Council the Palestinian bid for statehood. If the bid goes back to the UN General Assembly in April, will the Government support non-member status?

As I said, there will be an opportunity in Westminster Hall tomorrow afternoon for a debate three times the length of this one about such matters, but the Government’s position is very clear: we wish to see the two-state solution, which I have just described, and we make our judgments based on what we think is most likely to achieve that outcome.

We continue to urge both sides to demonstrate the political will and leadership necessary to break the current dangerous impasse and to achieve a sustainable solution to the problems highlighted in this evening’s debate.

I am grateful to Members on both sides for fitting so many informed and passionate contributions into the short period that was allotted for our deliberations on the matter.

Thank you, Mrs Main, for giving me the opportunity to conclude this fairly brief but important debate. I pay tribute to my right hon. Friend the Member for Bath (Mr Foster), who has a long record in his 20 years in the House of championing the safety of journalists. It is to his credit and to the benefit of the House that we have the opportunity to discuss it this afternoon. I thank other hon. Members who have taken the opportunity to take part in the deliberations. Of course, the main business of the House today has been the Budget statement in the main Chamber, but there are many other important things happening in the world and the one that we are debating warrants our attention.

I pay tribute to the hon. Member for Bishop Auckland (Helen Goodman) for her speech and for highlighting the threat faced by women journalists, which may sometimes be greater than that faced by males. I am grateful to my hon. Friend the Member for Carmarthen West and South Pembrokeshire (Simon Hart) for his praise both for the Foreign Office—such praise does not always flow as freely during debates as we might wish—and for the Under-Secretary, my hon. Friend the Member for North East Bedfordshire (Alistair Burt). I shall pass the expression of gratitude on to him.

I am also grateful to the hon. Member for Hayes and Harlington (John McDonnell) for his speech today, and for the consistent and manifestly sincere interest he takes in the subject, and to the Labour spokesperson, the hon. Member for Bristol East (Kerry McCarthy), for her contribution. To answer her question, I was in Colombia on Wednesday and Thursday last week, and although there were considerable discussions about trade and commercial opportunities and about political and diplomatic relations between Colombia and Britain, there was also a focus in my programme on human rights issues in the broadest sense, including threats to journalists and trade unionists, and the action that the Colombian Government and others were taking to deal with those threats. It was a broad-ranging visit, which concentrated very much on that issue.

I should say at the outset that the Government are deeply concerned about the safety of journalists; we strongly condemn their harassment and intimidation, and of course the assassinations that take place in some awful cases. I am full of admiration, as are others who have spoken in the debate, for those who bring us news from around the world, many of whom take enormous risks and who occasionally pay a great price to provide that service. I think we are all sometimes inclined to take it for granted that we can switch on the television or radio or read a newspaper and feel that we have been transported to an area of great hazard and danger and given an instant understanding of the political situation and threat to life there. Sometimes it is easy to forget that the person who brings that news and information to us is in that environment, as are the cameraman and other support staff. At great risk to themselves they inform us, and without their doing so we would not be informed.

The efforts of such people enable voices that would otherwise go unheard and events that would otherwise go unseen to reach audiences not just in the United Kingdom, but around the world. Although there are distinguished journalists of all nationalities, British journalists and news organisations play a leading role in informing not just British audiences but global ones about global events. The deaths of Marie Colvin, Remi Ochlik and Rami al-Sayyed while reporting with great bravery from Homs are a terrible reminder of the risks that journalists take to report the truth. Every Member who has contributed to this debate has rightly dwelt on their deaths and paid tribute to their work.

This Government attach great importance to freedom of the media, which with the freedom to express one’s views is fundamental to a strong democracy. A free press allows space for challenge and innovation, supports transparency and deters corruption. It exposes human rights violations and ensures that people can exchange ideas. All citizens must be allowed to discuss and debate issues, challenge their Governments and make informed decisions.

Sadly, according to studies by both Freedom House and the Economist Intelligence Unit, we are witnessing a decline in media freedoms around the world. That is affecting both print media, which in an increasing number of countries are coming under state control or heavy state influence, and the internet, where there has been an increase in blocking and censorship. Many Governments do not wish to be accountable to their people and want to remove all checks on their power.

As my right hon. Friend the Member for Bath has set out comprehensively, that means that in many parts of the world the work of journalists, bloggers and others is obstructed. They are harassed, monitored, detained and, on occasion, subjected to violence. Some have paid the highest price—we have discussed some such cases today. According to the latest figures from Reporters Without Borders, 11 journalists have been killed so far this year in connection with their work. In 2011, 66 journalists were killed and 71 were kidnapped, while 199 bloggers and netizens were arrested and 62 physically attacked. Although such occurrences may not be the norm, they are not quite the exception either. For many years—the hon. Member for Hayes and Harlington referred to this—journalists have faced problems that, while they may or may not be isolated incidents, add up to a consistent pattern of threats to them.

It is vital that the international community continues to speak out in support of press freedom and the protection of journalists. The UK is supportive of the work of UNESCO and looks forward to a positive outcome from its meeting in Paris on the safety of journalists. We fully support the aim to strengthen the mandate and working methods of UNESCO and other United Nations bodies to tackle violence against journalists and the high levels of impunity. We welcome initiatives that encourage UN agencies and special rapporteurs to work closer together and, as my right hon. Friend the Member for Bath has proposed, we are already pressing UNESCO to be more transparent and speed up the publication of its information on the killing of journalists. We also support the proposals to raise greater awareness of the issue and to encourage states to fulfil their commitments on media freedoms. We believe that concerted, co-ordinated action is vital. Later, I will talk about countries that are of particular concern to us—another issue raised by the hon. Member for Hayes and Harlington—but severe abuses take place in many countries.

My right hon. Friend the Member for Bath is right to say that the UK is not currently funding the work of the international programme for the development of communication. I do not wish to sound like I am passing the ball within Government, but that decision was taken by the Department for International Development, although the Government may revisit it in due course. I assure my right hon. Friend that we are providing, and will continue to provide, assistance to journalists working in difficult environments. We are doing so via support for specific projects, such as an ongoing one in Mexico with Article 19 as part of our human rights and democracy programme fund, and other mechanisms, such as the Lifeline fund for embattled non-governmental organisations, which provides emergency assistance to journalists working in support of human rights.

In times of armed conflict, states bear the primary responsibility to respect, protect and meet the needs of civilians. We encourage all states to respect the Geneva conventions affirming that journalists are civilians under international humanitarian law. We fully support UN Security Council resolution 1738, passed in 2006, which makes it clear that deliberate attacks on journalists, media professionals and associated personnel who are reporting on armed conflicts and are not directly participating in hostilities are unacceptable.

At the 31st international conference of the Red Cross and Red Crescent in Geneva in December 2011, we made three further pledges on the protection of journalists, namely: integrating specific components on the protection of journalists into the training of our armed forces; providing journalists embedded with our armed forces with security training; and ensuring that national criminal law makes it possible to prosecute those who commit serious violations against journalists. We will report back on our progress to the 32nd international conference in 2015.

As highlighted by the Foreign and Commonwealth Office’s annual human rights reports, our missions around the world continue to raise freedom of expression issues in countries of concern. That will be reflected in the latest human rights report, to be published in a few weeks’ time. We consistently raise individual cases of attacks against journalists and call for prompt and full investigations into them. We stated publicly our concerns about the treatment of foreign journalists in China when, in February 2011, several were physically intimidated or detained without explanation. In Azerbaijan, support from the UK and others resulted in the release and pardon of blogger Mr Fatullayev on 26 May. In July 2011, we condemned attacks in Belarus, where more than a dozen journalists were detained, beaten and their equipment broken during peaceful protests.

We also frequently raise our significant concerns about the fate of journalists in Iran. A 2011 report by the Committee to Protect Journalists showed that, once again, Iran has more journalists in jail than any other country in the world. The arrest of six journalists in September and October who were accused of working for the BBC and of espionage was particularly troubling. All have now been released, but too many others remain in prison.

My right hon. Friend talked about events in East Timor and Syria. I share the concerns about the two British journalists, Brian Peters and Malcolm Rennie, and the other journalists killed in East Timor in 1975. The UK Government firmly believe that those responsible for their deaths should be held to account. Following publication of the Australian coroner’s report, the authorities there took the decision to review the evidence and consider the conclusions of previous investigations into the case. For legal and investigative reasons, they are unable to provide specific details of their work, which is ongoing. I fully appreciate the frustrations with the pace of progress, but the FCO continues to act as an intermediary between the British families involved and the Australian authorities, and will do so for as long as necessary.

I know that the Minister has to read what his brief says, but will he tell us whether he seriously believes it is acceptable for five years to elapse since the conclusion of the coroner’s work before the Government decide whether they are going to bring about a war crimes proceeding on behalf of two of their citizens who were murdered in East Timor by the Indonesians?

I appreciate the passion with which my right hon. Friend brings us again to that case. Let me undertake to go away and look at the matter in greater detail, because I have not only responsibility for human rights policy in the generality, but geographic responsibility for that part of the world. I give a personal undertaking to him that I will consider what more can be done to assist the families of the journalists concerned. There are practical constraints on the British Government, often bigger than the public or even sometimes Members of Parliament fully appreciate, and obviously we are not operating within our own jurisdiction. Nevertheless, we will do what we can. I will let my right hon. Friend know what more, if anything, we can do in that case.

The other country I wanted to mention before I concluded is Syria, where terrible atrocities continue to be committed. The UK sees it as vital that evidence of those atrocities is systematically gathered, documented and securely stored. What form of accountability or justice processes should take will be for the Syrian people to decide. That will be an essential means of reconciling communities in Syria following the trauma that is being inflicted on them both by the regime and, in some cases, by those on the ground who oppose the regime. We want to make sure that comprehensive justice is done in Syria, which requires that information is gathered according to an international evidential standard suitable for local and international courts.

Let me make our central purpose clear: all those who commit human rights violations or abuses in Syria should and must be held accountable for their actions. We commend the work being done by local organisations, the UN independent commission of inquiry on Syria, Amnesty International and others to document what is happening in Syria. The UK is also directly helping to document those atrocities. After despatching a scoping mission to the region in February, the UK sent a further mission between 27 February and 12 March to gather evidence on human rights violations and abuses committed in Syria. The work undertaken by the mission is necessarily a snapshot, but it has had harrowing accounts of President Assad’s brutal efforts to hold on to power. No one who is responsible can act with impunity or believe that the world will not find out who they are. Justice has a long memory and a long reach. In this case, as in others, there will be a process of accountability.

Once again, I thank my right hon. Friend and others for giving me the opportunity not only to address topical issues of concern, such as the situation in Syria, but to talk about individual cases more generally and to address the wider concerns in the House about the safety in which journalists do—or, in some cases, do not—operate around the world.

I reiterate that the Government believe that journalists must be allowed to express themselves freely and safely within international standards. We strongly condemn their harassment, intimidation and assassination. The role of media professionals remains vital in providing citizens with reliable and accurate information. That role must be protected. The UK is one of the world’s greatest and longest standing democracies, and it transmits around the world our values of freedom of expression and of the importance of people being able to exercise free and informed choices. It is therefore right that we should continue to be at the forefront of setting the highest standards and of insisting that others should meet those standards to the benefit of people around the world.

The Foreign and Commonwealth Office and the Home Office work closely with other EU member states to try to prevent human trafficking. Three of the countries recognised in the Government’s human trafficking strategy—Romania, the Czech Republic and Slovakia—are EU member states. We are working with partners in these countries to help to combat trafficking at source.

I pay tribute to the Foreign Secretary for his work in raising awareness of modern-day slavery. Given the international nature of human trafficking, what support has the Minister provided to the European Commission-backed project, led by the Human Trafficking Foundation, to set up a parliamentary network on trafficking that aims to promote and strengthen a network of parliamentarians and businesses against trafficking in human beings throughout all EU member states?

I share my hon. Friend’s abhorrence of this terrible crime. We are keen to work through the Commission and through other bodies in the European Union, at Parliament-to-Parliament level, and at Government-to-Government level. For example, we share skills, knowledge and experience, and fund projects that help countries to tackle the problem at source.

The whole House will share the Minister’s abhorrence of this form of modern slavery. Will he give an absolute guarantee that nothing that this Government negotiate at the European level will make it more difficult for women, in particular, who have been trafficked to be given proper refuge in this country and that nothing will give them an incentive to continue in slavery rather than risk being sent back to their country of origin to be re-trafficked?

That support takes many forms, from the military deterrent on the islands to the work of our diplomatic network to promote their rights in the region and more widely. We do all that with the full endorsement of the Falkland Islands Government.

It is a source of regret to us that the many fruitful negotiations between the United Kingdom and Argentina in the 1990s on this topic were effectively suspended in 2007, when the Argentines withdrew their co-operation. We want to work closely, co-operatively and in a friendly spirit with Argentina on a range of issues, including this one. It is a source of regret to us that that has not been possible in recent years.

The whole House and, indeed, the country will be outraged at reports that two British cruise liners, the Adonia and the Star Princess, were refused entry to a port in southern Argentina. We make frequent representations to the Argentines and to many other countries in south America. It is a source of sadness and frustration to us that people who are on holiday and who want to further relations between ourselves and Argentina at a people-to-people level are not able to do so. We enter the relationship with Argentina in a spirit of friendship and it is a source of sadness to us that it does not always do the same.

We receive regular updates on humanitarian access to conflict areas in Burma from non-governmental organisations and from our embassy and Department for International Development officials in Rangoon. Access is still very restricted, and we continue to press the Burmese Government to increase humanitarian access to all areas.

The Foreign Secretary visited Burma last month—he was the first Foreign Secretary to do so since 1955—and had a wide range of productive conversations with the Burmese Government and others. It is worth pointing out that although no United Kingdom aid goes through the Burmese Government directly, the United Kingdom is the largest donor of humanitarian assistance to Burma, and will be spending an average of £46 million a year until 2015 on precisely the sort of projects that the hon. Gentleman has identified.

My hon. Friend is right to draw the House’s attention to the appalling abuses of human rights that have been taking place in Burma for many years. I think it reasonable for us to acknowledge that progress appears to have been made in recent months, and, when appropriate, to reward it, but we should not anticipate further progress before it has happened. Our ambassador and others, including Ministers, are keen to continue to press the Burmese Government to liberalise society further in that country.

The progress in Burma is very welcome, and no doubt the Burmese Government will want to see changes to the current sanctions regime. I was pleased to note that the Minister said that it was probably too early for that to happen, but what discussions have been held with our European counterparts about the issue?

A decision is likely to be made in a few months’ time. I think it right for Britain to maintain a position on trade with Burma which is very tough, and which takes account of the concerns about human rights abuses in the country that are expressed frequently in the House, but we want to maintain a common European position, because we feel that that is an effective way in which to proceed. We will maintain that position with a hard-headed attitude which I hope will meet with the hon. Lady’s approval.

In view of the fact that the Argentines are economically blockading the Falkland Islands and threatening the self-determination of the Falkland Islanders, will the Foreign Secretary make representations to his right hon. Friend the International Development Secretary to ensure that the UK votes differently at the World Bank and the Inter-American Development Bank and instead supports American efforts to galvanise a coalition among G20 countries to deny such loans to Argentina? In fact, will he make representations that we should stop making contributions to those loans?

I share the hon. Gentleman’s fury and frustrations about the economic blockade that the Argentines are seeking to enforce against the Falkland Islands. On this specific issue, I have made inquiries as I know that there are concerns in the House and I have been told that no UK taxpayers’ money is spent on providing finance to Argentina through the World Bank, nor does the Department for International Development give any aid at present to Argentina.

Thank you, Mr Bone, for giving me the opportunity to contribute to this short but important debate. I praise my hon. Friend the Member for Salisbury (John Glen) for securing it. I agree with his two central arguments: first, we need to ensure that soft power is co-ordinated across the Government and is not just seen in Departments and, secondly, it must be properly integrated with hard power, so that we can bring to bear Britain’s collected and varied assets in an effective, focused way on the problems that we seek to address. Let me expand on that, because although that gets to the nub of it, I have the opportunity to speak at greater length.

The starting point for the Government is that there is a great role for soft power—probably a greater role than in the past—in today’s international landscape. By soft power, we mean a state’s ability to achieve preferred outcomes, not by coercion but by persuasion or attraction, building up networks, engaging with people at all levels to increase trust and respect and being prepared to listen and to show respect in turn.

Soft power is especially important as political and economic power spreads south and west. The countries that have traditionally exercised political leadership in the world over several hundred years are no longer able to ally their political roles with such a big share of the world’s economy. Britain—others are in the same position as us—needs to bring to bear a wider range of assets to try to ensure that our position is understood and sympathised with around the world. We have many advantages in our favour, which I will come to.

On the growth of power in the east, does the Minister agree that, although we have an extraordinary historical connection with countries such as India and China, it is clear that we can no longer trade on that historical relationship? As we begin to think about soft power, we cannot think that we necessarily have some cultural competitive advantage any more.

I basically agree. A slightly more complicated answer would be that our historical and cultural connections, which are extensive around the world, can sometimes put us in an advantageous position compared to our competitors, but they sometimes put us in a disadvantaged position.

We should not assume that, just because Britain has a comprehensive range of historical ties with other countries, we are necessarily the preferred partner of choice of the Governments, or the people and companies, in those countries. We should not think that we are able to rest on our historical laurels. We need to ensure that our soft power advantages are continuously updated and are relevant to the interests of the countries with which we engage. Let me run through a few of them, so that hon. Members better understand my point.

It is reckoned by independent observers that four of the top 10 universities in the world are in the United Kingdom. I think that the other six are in the United States. Another way to make that point would be to say that we are the only country apart from the US with universities in the top 10 in the world. At any point, some 400,000 foreign students are studying in this country. That is a huge soft power asset. If people go to Malaysia, for example, as I do, it is striking how many of the political and business elite have studied in British universities and have a depth of understanding of Britain that is greater than would otherwise be so.

We have the second largest number of Nobel laureates—second again to the US. Our museums and art galleries and other cultural assets are envied and admired throughout the world. In respect of more popular culture, it is striking how popular the premier league football fixtures are around the world. They are watched by, I am told, 4.7 billion people in a season. I suppose that a lot of those people will be counted on a repeat basis. Nevertheless, that is an extraordinary amount of total dedication to watching events happening in the UK on television. UK premier league football is watched in more than 200 countries.

In political terms, we are unique—the right use of that word—in being the only country that is a United Nations Security Council permanent member and a member of the European Union and the Commonwealth. We have ties right around the world that are not replicated even by countries that are as significant as the United States of America and China.

My hon. Friend the Member for Salisbury mentioned the BBC World Service and the British Council, and I strongly endorse his support for those institutions. The foremost daily newspaper in shaping global opinion is the Financial Times—a British newspaper—and the weekly periodical that is most influential in shaping opinion around the world is The Economist, which is a British magazine. A persuasive case can be made for the BBC being the broadcaster that is most influential in shaping political opinion around the world.

All those different areas of thought leadership are amazing achievements, which we often take for granted. Not even the United States or, for that matter, Germany, France, China or Russia is leading the debate globally in that respect. Despite having less than 1% of the world’s population, not the British Government but media institutions in Britain are at the forefront of shaping opinions around the world.

I take the opportunity to pay tribute to the Westminster Foundation for Democracy, which my hon. Friend mentioned. It is valued by Members throughout the House for its role in promoting elections, civic engagement and the development of political parties around the world.

Thank you, Sir Roger, for giving me the opportunity to resume my contribution to the debate. Before we broke for the Division, I was talking about Britain’s soft power advantages and gave a number of examples. I was talking about the Westminster Foundation for Democracy and the significant role that it plays in promoting values that are endorsed with enthusiasm by parties right across the House.

I want to talk about co-ordination across the Government—something that my hon. Friend the Member for Salisbury mentioned in his introductory speech. Departments and publicly funded bodies are facing the challenge of how we can make the most effective use of the money that we have. There is a role for us to identify ways in which we can work even more closely together. We have already undertaken an exercise on how that might work in practice, and we will publish the results later in the year.

We have to tread warily, however. Many of the United Kingdom’s most effective soft power resources are independent of Government control. It is that very independence that makes them valuable—a point that was acknowledged by my hon. Friend in his speech. People who might not wish to talk directly to the British Government will engage with them, so we should not do anything that is perceived as compromising that independence. That does not mean that we should not look for opportunities to work together with our partners as much as possible. I shall give two examples.

First, I was recently in Brazil, where our UK-Brazil season later this year will bring together the Foreign Office, UK Trade & Investment and the British Council, working in tandem with other Departments, commercial organisations and cultural institutions, to promote the UK and to build new dynamic partnerships. Secondly, the Great campaign, launched by the Prime Minister in September, involves the Foreign Office, the British Council, UKTI and VisitBritain. That single campaign brings together all our overseas activity to promote Great Britain under a common banner, to get people from around the world to visit the UK and to do business here. It is expected to deliver 4.6 million extra visitors to the UK, generate tourist spending of £2.3 billion and create almost 60,000 new job opportunities.

The Foreign Office’s work on the Olympics and Paralympics has brought in a wide range of partners, both inside and outside the Government, working together to use the 2012 spotlight to build the reputation and influence of the UK right around the world. They will attract almost 15,000 athletes and will be held before almost 11 million ticket holders and an estimated global audience of 4 billion people. It is a great opportunity for us; they are distinctive events. Together with the royal jubilee this summer, that focus on Britain will be envied by every country around the world—even, I would venture, the United States. The events are important in their own right; they are not public relations events. Nevertheless, we need to be alert to their positive implications for how Britain is perceived globally.

We have been considering how to bring the elements of soft and hard power in a cohesive way into what is sometimes referred to in the jargon as smart power. Military power does not provide the only, or even the best, answer to many of the world’s challenges. Economic and social solutions to intractable problems are at least as important. The building stability overseas strategy, which was launched in July, was the first integrated cross-Government strategy to address conflict issues. Earlier in the debate, we discussed how some of that work had been carried out, and Pakistan was cited as an example of where different Departments and agencies are working together to achieve their departmental objectives, as well as the overall objectives of the United Kingdom Government.

Promoting stability in fragile countries reduces the threat of national and regional conflict. Instability and conflict provide fertile grounds for terrorist and criminal activity, thus preventing economic development and promoting migration. As part of that strategy, we have been working not only with the Ministry of Defence and the Department for International Development, but with key international stakeholders including non-governmental organisations and international partners, to improve our ability to anticipate potential conflicts and take fast and effective action to prevent a crisis and to help build robust societies.

Soft power is not an end in itself, but a capability to be used in pursuit of a wide range of foreign policy objectives. To make the most effective use of soft power, we must recognise not only the strengths and weaknesses of our partners, but how we are perceived by our target audiences. We must be prepared to engage carefully and respectfully with those whom we wish to influence, and we must use all the channels available to us. Soft power must also be fully integrated into policy making and delivery.

I believe that soft power will become more important in the years ahead. In terms of expenditure, Britain has the fourth largest military in the world, and we are the world’s sixth or seventh biggest economy, depending on how that is measured. As I have said, we possess key advantages such as our permanent membership of the United Nations Security Council, and we are leading members of both the European Union and the Commonwealth. Those formal expressions of power remain important in promoting our national interests and foreign policy objectives, although the ways in which countries exercise influence in the world are often becoming more subtle and varied than the exertion of formal power by a Government.

The United Kingdom has many attributes that are admired, such as our education sector, culture, sport and civic society, and that is a huge asset for the country around the world. Where appropriate, the Government are determined to make the most of such attributes, although many of those things are not necessarily led or directed by the UK Government, but are attributes of British society as a whole.

It has been a pleasure to serve under your chairmanship, Sir Roger, and again I congratulate my hon. Friend on giving the House the opportunity to discuss this important issue.

Thank you, Mr Crausby, for presiding effectively over this morning’s important debate. I start by paying tribute to my hon. Friend the Member for Hexham (Guy Opperman) for giving the House the opportunity to discuss in detail what is not only a topical issue, but a core issue of national importance, which has been receiving considerable media attention recently. It is quite right that we are discussing the matter in the House, and I pay tribute to all Members who have contributed to our deliberations.

In addition, Mr Crausby, I do not know whether this is improper in procedural terms, but I want to welcome Dick Sawle, a Member of the Falkland Islands Legislative Assembly, who is in Westminster Hall to witness our debate today. Other Members have quite rightly paid tribute to the British soldiers and Falkland Islanders who died almost 30 years ago in the Falkland Islands war, as well as to those who suffered lifelong physical and mental trauma as a result of the war. And as we approach the 30th anniversary of the war, it is also appropriate to reflect, as others have already done, on the deaths of Argentines during the conflict.

The Falkland Islanders have faced successive challenges from Argentina to their democratic right to decide how and by whom they are governed, but the British Government’s support for the Falkland Islands is unequivocal. So, for the avoidance of doubt, I say to the House today that we—the British Government—believe in the principle of self-determination for the Falkland Islanders, and our position has not changed and will not change. Our strong response to the statement by the Latin American bloc, Mercosur, last month, a statement which purportedly banned vessels that fly the Falkland Islands flag, was a clear demonstration of our position, and to Argentina itself we expressed our deep disappointment at its attempts to intimidate the Falkland Islanders. We condemned Argentina’s actions both in London and through our ambassador in Buenos Aires. From Argentina’s attempts to harass Falklands-bound shipping or its attempts to close south American ports to Falklands vessels, to its threats to cut off the air links between Chile and the Falklands or to damage companies that do legitimate business in the Falklands, there is a pattern of behaviour designed to blockade the Falklands economically, which is unacceptable and utterly counter-productive if the objective is to make the Falkland Islands part of Argentina.

I visited the Falklands in November, and I have been listening to the debate this morning with interest. I am slightly concerned that in this debate we are perhaps giving too much merit to the present-day posturing of the Argentines. I welcome the Government’s actions, which the Minister has been setting out, but does he recognise that it is important that we ourselves do not fall back on posturing or indeed on inflammatory statements?

I want to start my response to the hon. Lady by thanking her for going to the Falklands; we had a good meeting on her return to discuss her experiences and what she learned from that visit. I take her point that we should not exaggerate the effectiveness of the Argentines’ actions, and I will discuss that point later in my speech. At the same time, however, it is important that, without being inflammatory in our language, we are very clear and unequivocal in this debate about the position of the British Government and, I believe, the British Parliament, and do not leave any room for misinterpretation.

I want to reassure the hon. Member for Hexham and others who have contributed to the debate that the Government have been extremely active in condemning any attempts by Argentina to erect an economic blockade of the Falklands, and it is right that we call it what it is, which is an economic blockade. It is designed to try to hurt the Falkland Islanders economically, to disadvantage them and to reduce their standard of living. As I have already said, we have been very clear that we regard that course of action by Argentina as wrong. We want vital trade links to be maintained.

We are not in any way complacent about what is happening at the moment. We understand the tactics being adopted by the Argentine Government, and they may yet seek in the months ahead to intensify the pressure that they are applying. However, to expand on the point that I was just making to the hon. Member for West Dunbartonshire (Gemma Doyle), we should not exaggerate the success that Argentina has had. The Falklands economy continues to grow strongly, with a budget surplus and very healthy reserves. If the objective of the Argentine Government is to weaken the resolve of the Falkland Islanders through economic means, it is not an objective that they have achieved.

The hon. Member for Bristol East (Kerry McCarthy), who speaks for the Opposition, asked what representations the British Government are making to countries across south America. The answer is that we make frequent representations at a very high level. As she said, the Foreign Secretary has just been to Brazil, where he specifically raised the issue of the Falklands at the highest levels of the Brazilian Government. We have also made unambiguous representations to the other Mercosur countries, Uruguay and Paraguay, and to Chile, which is associated with Mercosur. Indeed, right across Latin America, we have made our position clear, and I have made direct representations to Colombia, Ecuador, Bolivia and other countries right across Latin America, some of which instinctively support the Argentine position however many representations we make. Nevertheless, it is still important for us to make our position clear and unambiguous, and I think that other Latin American countries are more susceptible to reasoned argument than those that instinctively support the Argentine position.

I apologise for coming in late; I was detained, but I have been watching the debate downstairs. The Foreign Secretary was in Brazil, which is not a natural ally of Argentina, and yet Brazil is lining up with Argentina on the Falklands question. Did the Foreign Secretary obtain any reassurance that Brazil, which is now a major world power, is going to distance itself from what is, frankly, the very wrong position that Argentina is taking and that it would line up with the world’s democracies, including our own, or did he return empty-handed?

No, I would not see it in terms of the Foreign Secretary returning “empty-handed”. Brazil is keen to have a constructive relationship with its neighbour, Argentina—the relationship with Argentina is important commercially and politically for Brazil. At the same time, we are very pleased that Brazil is keen to have a growing relationship with the UK. The Foreign Secretary had an extremely valuable and productive visit to Brazil, and he had extensive talks in Brasilia with the Brazilian Foreign Secretary. The subject of the Falklands was not the only subject that was raised in the discussions between the two Foreign Secretaries, but it was raised. Not all of our diplomacy is so visible, because some of it is more discreet than that. I assure my hon. Friends and all Members present for this debate that we attach a very high priority to the issue of the Falklands, that the Brazilians and others understand our position and that, like ourselves, the Brazilians and others do not wish to see an economic blockade of the Falklands.

The hon. Member for Bristol East, who speaks for the Opposition, asked whether I thought that the Prime Minister’s position was appropriate. It is right that the Prime Minister is clear in this House—in Parliament—about the strong support that the British Government give to the status of the Falkland Islands. And on the military point that was raised by a number of Members, I assure the House that the Government continue to take necessary steps to maintain the security of the Falkland Islands.

More broadly, Members have talked about our wider relationship with Argentina. We have made it clear to Argentina that we are enthusiastic about having a more productive relationship and about addressing global issues together, including climate change or the global economy. Argentina, of course, is a member of the G20, so we have another opportunity in that forum to raise and discuss issues with it, and to build alliances with it where it is appropriate and in our shared interests to do so.

We want to work with Argentina constructively. There are areas where we share interests. We not only share economic interests, but wider trade issues, energy issues, transport issues, cultural issues, sporting issues and educational issues. There are lots of areas where we want to work more productively with Argentina than we are sometimes able to do at the moment, but only so long as Argentina understands that that process is not in some way part of a negotiation on the Falkland Islands. The status of the Falkland Islands is non-negotiable for us, but in other regards we wish to have a helpful and productive dialogue with Argentina.

I have not yet had the opportunity to meet Argentina’s new ambassador to the UK—I do not think that she has arrived in London yet. However, I certainly will meet her when she arrives and at the moment I have regular and perfectly amicable engagement with the Argentine chargé d’affaires, who will be replaced by the ambassador when she arrives.

I accept all that the Minister says concerning the desire of the UK Government to work hand in hand on so many issues with the Argentines. However, does he agree that no threat of conflict from any Argentine Government will pressure the British Government into any negotiations that would undermine the will and determination of the Falklands people to remain British?

Yes. I hoped that I had made that clear, but I will make the point again for the avoidance of doubt. Our position on the self-determination of the Falkland Islands is and remains non-negotiable. We have secured assurances from countries elsewhere in south America that they have no appetite for joining Argentina in attempts to damage the islands’ economy.

We have asserted our commitment to deepening and broadening Britain’s engagement with Latin America as a whole. To the Falkland Islanders, we have offered reassurance of our enduring commitment to their security and to their well-being. More than that, we have ensured that both in south America and in the UK their views are heard and their wishes are, increasingly I hope, respected.

The Prime Minister and others have voiced their support, and our embassies have worked tirelessly across Latin America and more widely in other countries around the world, to support the position of the Falkland Islanders. In some regards, that is already yielding dividends. At the recent UK-Caribbean Forum, for example, the Foreign Secretary and I were personally involved in making the case for the people of the Falkland Islands, and I am pleased that Caribbean Governments gave their unanimous backing to the rights of the islanders to self-determination.

The point has been made in this debate on whether we should have a self-determination law in the UK. The right to self-determination is already enshrined in law, as hon. Members know, via article 1.2 of the UN charter, and article 1 of the International Covenant on Civil and Political Rights, and it is worth emphasising that it is also written into the Falkland Islands constitution. The British Government already have a legal obligation to uphold both the principle and the practical consequences of self-determination, so we do not see the need for additional work in that area. We believe that point is clearly established.

We will continue all our work throughout 2012 and beyond in all those regards. The cornerstone of our policy will always be the islanders and their clearly expressed wishes. I have had many opportunities to meet representatives of the Falkland Islanders to discuss their concerns and to work closely with them. It is fair to say that I devote as much attention to the Falkland Islands as to any other part of the world. Despite the small population it is a part of the world of extreme importance to the FCO. We work closely with representatives of the Falkland Islands to ensure as best we can that their interests are met.

Indeed, I have been honoured with an invitation from the Falkland Islands Government, and I can announce this morning that I will visit the Falkland Islands in June as it commemorates the 30th anniversary of its liberation. The Government feel it is important to have a Foreign Office Minister present for that anniversary event. I am pleased to attend what will be an important and sombre occasion. I am also looking forward to taking the opportunity to get to know better the islanders and their home.

The House will welcome the fact that the Minister intends to visit the Falkland Islands in June, which is an important symbol of our support. While he is there, will he take the opportunity to nip down to South Georgia and have a look at the excellent work done by the South Georgia Preservation Trust to eradicate rats?

I am grateful to my hon. Friend for that suggestion. My programme has yet to be finalised, apart from the anniversary date, when I will participate in the commemorations. I am in the Falkland Islands for a number of days, so I will be taking the opportunity to gain a wider understanding of a range of issues that affect the Falkland Islands and possibly other islands in the area. I had in mind more clear-cut economic and social issues, but I am open to any suggestions that my hon. Friend wishes to send to my office.

I thank the Minister for giving way, and I apologise for not being present at the start of the debate. May I second the invitation to South Georgia offered by the hon. Member for North Wiltshire (Mr Gray) It makes a lovely canoeing trip: perhaps he could take the journey from the Falklands to South Georgia by canoe and see what the way of life is like.

On a more serious point, the Minister has gone through the relationships developed through the Foreign Secretary going to Brazil and through representatives here in the UK. However, will he put on record the contribution that the Falkland Islands representative in Britain, Sukey Cameron, makes to the agenda, and the work that she does through her office to ensure that the Falkland Islands stays at the top of the political agenda in the UK, and to ensure that trips, such as the one the Minister is to make in June, are well-organised and well-informed?

I am happy to pay tribute to Ms Cameron in the way that the hon. Gentleman asks. I meet her frequently, and she is a great champion of the Falkland Islands and islanders and makes an extremely compelling case for their interests. I also pay tribute to the hon. Member for Edinburgh South (Ian Murray), who visited the Falkland Islands last year and brings extra knowledge to the debate as a result.

It is understandable that this anniversary year will see much focus on the past. It is right, of course, that we remember and give thanks for the sacrifice of those who fought and died in defence of the islands. Their sacrifice secured the islanders’ future. Now, in 2012, that future looks brighter than ever for the people of the Falkland Islands. The economy of the Falklands is on a secure footing and the islanders will continue to build new enterprises and to explore new markets. Tourism is on the increase—around 65,000 cruise-ship passengers visited the islands last year—and the figure is set to increase in future years.

Oil exploration is continuing apace. Let me be clear, as the issue arose during our deliberations, that the resources around the Falkland Islands belong to the islanders. It is absolutely right that they should develop that aspect of their economy and they enjoy our full support in doing so in the future. It is not for us in Westminster to set out what the future holds for the Falkland Islands. That is the preserve of their people. They have that right to self-determination about which we have spoken at length in this debate. Only they can decide how to respond to the opportunities and challenges of the years ahead. The British Government are determined to ensure that they have the right to self-determination but they make their own choices about how to order their affairs. That is quite right and proper.

While is it for the islanders to determine their own future, it is for the UK to enable them to do so in a secure environment and without pressure or interference from others. That is why, apart from a range of wider considerations across Latin America to do with trade, politics and working together on matters such as climate change or cultural exchanges, we are very keen to ensure that the position of the Falkland Islands is understood in Latin America and further afield.

I also pay tribute to the members of the Legislative Assembly, who have been extremely effective in their meetings with other countries at explaining their position, in a way that many countries find compelling when they hear it directly from representatives of the Falkland Islands rather than just the British Government. I know those efforts are intensifying, and I welcome them.

The Falkland Islands will face many challenges in the future, ranging from the economic to the environmental. It is a remote part of the world and has a small population, which can present difficulties. However, one thing will not change: the UK will always be forthright in support of the islanders’ wishes and relentless in upholding their rights.

I finish by drawing attention to what the Foreign Secretary said recently on the matter. It will leave the House completely clear about the Government’s intentions and reassure hon. Members who have spoken before me:

“The future of the Falkland Islands is about people…Thirty years after the Argentine invasion, their right to self-determination remains, and will always remain, the cornerstone of our policy.”

and The Parliamentary Under-Secretary of State for Transport (Mike Penning): We would like to update the House on the Government’s response to the sinking of the Costa Concordia cruise liner, which hit rocks off the Italian island of Giglio overnight on Friday 13 January.

In doing so, we wish to express our profound sympathy to the families and friends of those who have died or are missing as a result of this dreadful event, and to pay tribute to the Italian emergency services who acted promptly and professionally to ensure such large numbers of people reached safety.

In the immediate aftermath, our priority was to establish whether all British nationals involved were safe. We immediately deployed a British embassy team of consular experts to Porto Santo Stefano and sent a rapid deployment team from London. They worked in close concert with the Italian authorities and the cruise company throughout the weekend to identify all British nationals believed to be on board the ship, and to establish that they were safe.

The FCO crisis centre in London published a hotline number for worried family members and friends, cross-checking information on missing persons with that received from port authorities, the cruise company and local hospitals and hotels. As a result of this painstaking work the Foreign Secretary was able to announce on Sunday morning that all 35 British nationals known to be on the ship had been accounted for: 23 passengers and 12 crew members. The teams ensured that those British nationals who wanted to leave Italy were able to do so, even those whose passports, money and other valuables were left on the ship. Teams were deployed to the airport, as well as local hotels where British nationals were staying, to facilitate their return to the UK.

We have offered the Italian Government any assistance they may find useful in responding to this accident. In particular, we have made available the considerable maritime expertise available in our Maritime and Coastguard Agency and Marine Accident Investigation Branch.

At this time, the cause of the accident remains unknown. We must wait for the results of the investigation by the Italian authorities before deciding whether any action is required to ensure the safety of other vessels. Should the conclusions of the investigation suggest a need for revisions on any aspect of cruise ship design or operation, then the International Maritime Organisation will be the forum for agreeing improvements. The development of passenger ship regulations is an iterative process based on practical experience. By applying the lessons from previous incidents the cruise industry generally enjoys an excellent safety record.

The continued rise and success of emerging powers like Brazil present a great opportunity for our bilateral relationship. This Government have already shifted resources there. The Foreign Secretary will be leaving this evening for a visit to Brazil. In November I opened a new consulate-general in Recife in Brazil’s fastest growing region.

With the world’s fifth largest population and sixth largest economy, Brazil is an important economic power and a key market for expanding British trade, so the Foreign Secretary’s visit is welcome. It is also an increasingly important diplomatic power, so what can the Government do to encourage Brazil to play a positive leadership role on global issues such as climate change, human rights and democracy?

That precise point will be central to the Foreign Secretary’s talks with the Brazilian Foreign Secretary in Brasilia tomorrow, but as an illustration of the seriousness with which we treat this relationship, let me tell the House that last year there were 14 ministerial visits to Brazil, whereas in the previous three years combined there were just 10 ministerial visits. So we are affording Brazil four times the amount of ministerial attention that the previous Government did.

Does my hon. Friend agree that our trade at £5.2 billion in 2010 offers scope for considerable increase? What more can his Department do, particularly through UK Trade & Investment, to forge better links with the Brazilians in order to increase that trade?

I agree with my hon. Friend’s point. The economies of Latin America and Asia are growing fast and becoming increasingly important, which is why the British Government are determined to double trade with Brazil in the lifetime of this Parliament and why we are expanding the network of diplomatic and trade staff across Brazil, including opening a new consulate-general in the north-east of the country in November.

My right hon. Friends the Prime Minister, the Deputy Prime Minister and the Foreign Secretary discussed human rights with President Santos during his visit to the United Kingdom in November. I chaired a discussion between the President and non-governmental organisations, which included the security of human rights defenders in Colombia, and the President reiterated his commitment to improving Colombia’s human rights situation.

I share the hon. Lady’s observation that there are real concerns about human rights abuses in Colombia. We do not pretend otherwise, and we actually spend a lot of time and money on trying to improve the situation. The President has made that point, and he acknowledges our concerns. It is fair to recognise that improvements have been made in recent years, but many further improvements still need to be made and we are actively working to try to bring them about.

Is it not the case that the greatest human right of all is the right to life and that under the Administration of President Uribe and now that of President Santos the demobilisation of the FARC guerrilla group, reducing it from tens of thousands to 9,000 today, has brought about a new era of peace and prosperity in Colombia that is good not only for Colombia but for Latin America and for our bilateral relations?

My hon. Friend makes a valid point. The murder rate in Colombia has fallen dramatically. It is still very high by European standards, but it is nevertheless a lot lower than it previously was. I am delighted that the Colombian President signed a joint declaration on human rights when he was in London a couple of months ago, and we had the opportunity to talk about how we can enhance Colombia’s prosperity and trade opportunities, which are also important for its development.

Thank you, Mr Davies, for giving me the opportunity to conclude the debate. It is a pleasure to serve under your chairmanship for the first time.

Let me start—not just because it is the convention to do so, but because I want to—by congratulating my hon. Friend the Member for Congleton (Fiona Bruce) on raising this subject and giving us an opportunity to debate it at some length. As well as having responsibility in the Foreign Office for Asia, I have a thematic responsibility for human rights policy, and, over my year and a half as a Minister, I have observed that many serious human rights causes around the world, although they certainly deserve our attention, receive far more attention in the House and among campaigning organisations in Britain than North Korea does. In my view, North Korea receives insufficient attention, considering the gravity of the situation in that country. In a small way, we have, I hope, started to address that deficit this morning. I therefore pay tribute to my hon. Friend not only for raising this subject, but for doing so with such evident decency, humanity and passion.

I also pay tribute to the hon. Member for Upper Bann (David Simpson) and the hon. Member for Strangford (Jim Shannon), to whom I should apologise, because I called him the Member for Shannon in a previous debate—I think I got it right this time. My hon. Friend the Member for Cheltenham (Martin Horwood) got to the nub of many of the political questions underlying the human rights problems in North Korea. He was quite right to focus some attention on China’s role, and I will seek to come to that.

We heard a fascinating speech from my hon. Friend the Member for South West Devon (Mr Streeter), who was quite right to draw a stark contrast between North Korea and South Korea to illustrate the importance of politics. An amazing transformation has taken place in South Korea, which has, in my lifetime, been poorer than North Korea, but which now has the 12th largest economy in the world. It is a member of the G20; it has big companies such as Samsung, LG and Kia; it has the UN Secretary-General; and it will host the winter Olympics in a few years. You name it—South Korea has an amazing success story to tell, but it shares the peninsula with people who, although ethnically and linguistically the same, are in radically and shockingly different circumstances.

I, of course, pay tribute to the hon. Member for Bristol East (Kerry McCarthy). This certainly is a cross-party issue, and I am sure that everyone wishes to treat it in that way. She was right to point to the most recent Foreign and Commonwealth Office human rights and democracy report, which lists North Korea as a “country of concern”. She gave the report’s crucial quote, which is that

“human rights, as understood by the rest of the world, do not exist in”

North Korea. The Foreign Secretary has made it clear that human rights

“are part of our national DNA and will be woven into the decision making processes of our foreign policy”.

As such, we treat human rights and the humanitarian plight in North Korea with the utmost seriousness.

North Korea is a secretive society with limited access to outsiders. Verification of the real situation in the country is difficult, but, as my hon. Friend the Member for Congleton and others rightly noted, civil liberties are severely curtailed there. Fundamental freedoms that we take for granted, such as freedom of expression, freedom of assembly and freedom of movement within a country, do not exist. Even freedom of religion, which is enshrined in the North Korean constitution, is restricted, with the state prosecuting all illegally held religious services and missionary activities. The Government also impose pervasive everyday restrictions on their population, such as the ban on listening to or watching foreign radio and TV programmes and the requirement to display portraits of Kim Il-sung and Kim Jong-il in all homes.

The judiciary is not independent and the legal system is not transparent, so citizens have no protection from the state. Ordinary citizens are not able to get advice from defence lawyers and many endure ad hoc, onsite public trials. There are also continued reports of public executions, with some indication that their frequency is increasing. Also deeply worrying is the current estimate that there are about 150,000 to 200,000 political prisoners serving terms in prison camps. Accounts continue to emerge from defectors of torture and beatings in correctional centres, labour training camps and detention centres across the country. Inmates are believed to endure inadequate meals, hard labour and a lack of medical care.

As has been mentioned, like other hon. Members, I also had the opportunity to meet Shin Dong-hyuk during his visit to the UK in October. I greatly appreciate the efforts of Mr Shin to raise awareness throughout the world of the appalling conditions and the seemingly inhumane treatment of people in North Korean prison camps. His personal testimony brought home the human suffering in a way that statistics could never manage, but it is worth mentioning that I am afraid that a lack of transparency and independent verification means that we are unable to get a full and accurate picture of the conditions in the camps. I am unable to inform hon. Members of how widespread the maltreatment that Mr Shin experienced is, because we are unable to obtain information that it is as clear as we would wish it to be, but the situation is obviously extremely serious indeed.

As the hon. Member for Bristol East mentioned, the rights of women and children continue to be of concern. Although women’s rights are enshrined in the North Korean constitution, sexual harassment and violence—both domestic and in detention—is still widespread. Human trafficking remains one of the gravest crimes against North Korean women. Victims are often treated as criminals rather than helped by the authorities. The welfare of children is of equal concern, with many having no access to education and children under 16 routinely used as cheap labour.

We also have serious concerns about North Korea’s failure to guarantee the right to eat and their management of the food sector. The North Korean Government’s prioritisation of the military budget and their 1 million-strong army means that the state does not spend nearly enough in support of food production and imports. In recent decades, that has led to serious health issues among their population and humanitarian catastrophes, including the severe famine in the 1990s that caused up to 2 million deaths. International food aid and development aid have reduced the number of famine deaths, but North Korea still requires international assistance to feed its population.

We work bilaterally and multilaterally, in partnership with the United Nations, European Union and non-governmental organisations, to improve the situation in North Korea. Bilaterally, we take every opportunity to raise concerns on North Korea’s human rights record via its embassy in London and our embassy in Pyongyang. Most recently, our ambassador in Pyongyang raised human rights as an area on which the UK and North Korea disagree, when she called on Kim Yong-nam, the President of the Presidium of the Supreme People’s Assembly—one of the most senior figures in the North Korean Government—in October 2011. Through our embassy in Pyongyang, we also contribute to a series of small-scale humanitarian projects, but it is one of the hardest countries in the world in which our diplomats serve.

On large bilateral funding, the UK does not give aid directly to North Korea, owing to the difficulty in agreeing acceptable access and monitoring controls with the Government. We therefore believe that the Department for International Development’s contribution to various multilateral organisations in North Korea represents the best way to contribute financially. Such commitments include subscriptions to various UN and Red Cross funds. Multilaterally, we continue to work through the UN and the EU to raise concerns about human rights abuses.

I assure my hon. Friend the Member for Cheltenham that I have personally raised the Government’s and my concerns about the Chinese Government’s role in North Korea directly with the Chinese Government. The point has been made in the debate that the current condition of North Korea might suit China. That might or might not be the case, but for the reasons that he spelled out, I do not accept that analysis. Even if one believed that its condition was in China’s narrow political interest, the Chinese need to take account of a moral dimension, which is that the most appalling degradation of human life is taking place on their doorstep and any country that does not devote its energies to addressing such an issue needs to reconsider its political priorities and responsibilities.

At the UN, one always has to assess how one can be most effective. There is a place in politics for dramatic statements of intent and a place for trying to achieve the objectives that we all share. Our approach has sought, as much as we are able, to bring about those objectives, but we keep an open mind about how we can best achieve them in future.

The succession of Kim Jong-un brings with it an opportunity for us to push the new leadership to acknowledge the need for greater respect of their citizen’s human rights. However, that will be difficult in the next few months, as it is likely that those who have recently assumed power in Pyongyang will take some time to establish policy priorities and a modus operandi for dealing with foreign countries. On 5 January 2012, the Presidium of the Supreme People’s Assembly issued a decree to implement an amnesty of prisoners to mark the 100th birthday of Kim Il-sung and the 70th birthday of Kim Jong-il. We will push for further details and encourage transparency, but if it goes ahead, it will be a welcome small step forward for human rights.

We will need to be mindful of the increased risk to stability on the Korean peninsula, as the new leadership in Pyongyang establishes its security credentials. To that end, we continue to be in very close contact with key allies, including South Korea, the United States, Japan and our partners in the EU. Despite that important work, we will ensure that we and international partners continue to prioritise all the justifiable human rights concerns that have been articulated in this debate.

I again thank my hon. Friend the Member for Congleton for raising the topic this morning. I assure all Members present that the situation in North Korea is as grave and as big an affront to our common humanity and decency as that in any country in the world. The British Government and Parliament will continue to work to bring about radical change.

It is a pleasure to serve under your chairmanship for the final debate of 2011, Mr Speaker. I congratulate the right hon. Member for East Ham (Stephen Timms) on securing it, and I hope that my response will satisfy him on at least some of the questions he asked. He has pursued the case extremely diligently over an extended period, and of course he is always welcome to get in contact with the Foreign Office. I am very pleased that he and the hon. Member for Islington North (Jeremy Corbyn) have secured a meeting with the Mexican ambassador next month.

I am grateful to the right hon. Member for East Ham for raising the case of Lydia Hunt, who, as he said, was abducted by her mother and taken to Mexico in 2008. He has provided considerable support to Mr Hunt, and I appreciate his efforts to achieve progress for Mr Hunt in such difficult circumstances. As he is aware, I have personally followed Mr Hunt’s case with considerable interest and have every sympathy with him in his sad and difficult situation.

Before I comment specifically on the case of Lydia Hunt, I should like to provide a brief background to the wider issue of international parental child abduction. Unfortunately, there has been a considerable rise in reported cases over the past few years. The figure I have is that last year alone the Foreign Office’s child abduction section dealt with 643 active cases and saw a 10% increase in new cases on the previous year. I sympathise greatly with parents who face difficulties in working through unfamiliar systems, cultures and languages.

The British Government therefore strongly encourage other countries to sign The Hague convention. We regularly lobby on the issue at ministerial level and consider the convention to be the most effective route to return children abducted from their usual place of residence. In general, cases of child abduction are more likely to be resolved promptly when they occur between countries that operate the convention.

I can understand the immense frustration and distress that Mr Hunt must feel at still having no resolution to his case, despite his having submitted a Hague convention application for Lydia’s return in 2008. That might seem inconsistent with Mexico’s signing an agreed international framework for the prompt return of abducted children, but it is worth bringing to the House’s attention the fact that The Hague convention provides for a country to operate it within the guidelines of its own domestic legislation. How the convention is applied varies from country to country, and in Mexico it is not uncommon for the legal process to be lengthy, perhaps lengthier even than we are used to here in Britain.

I am grateful to the right hon. Gentleman for his acknowledgment that as Mexico is a sovereign state the British Government cannot interfere in its legal system, just as we would not expect the Mexican authorities to interfere in courts in this country.

Mexico is obviously a signatory to The Hague convention, and it is up to the federal Government of Mexico to adhere to it. From the points that the Minister and my right hon. Friend the Member for East Ham (Stephen Timms) have made, it appears that the Government are hiding behind the state laws in San Luis Potosi as a way of avoiding implementing the arrest warrant, which is what the convention requires of Mexico.

We expect signatories to The Hague convention to operate within it, but we accept that it permits a degree of flexibility because different countries apply the law in different ways. That does not exempt them from their obligations, and we continue to make that point to the Mexican authorities.

In answer to one of the right hon. Member for East Ham’s questions, I can tell him that the British Government participate fully in meetings to review and enhance the operation of the 1980 Hague convention organised by The Hague Conference on Private International Law. I am pleased that he is in contact with my noble Friend Lord McNally, the Minister of State for Justice, who takes a direct interest in the process.

I turn to the specific case before us. I was very saddened to hear that Mr Hunt did not secure the result that he was hoping for when Lydia’s mother’s amparo was upheld in November. I was, however, pleased to hear that he has been given a date for a new Hague hearing in March 2012. I know that he will have concerns about the process, given the lengthy proceedings that he has already faced, so I encourage him to work with his lawyer to mitigate those concerns through the appropriate channels.

As well as the legal process, Mr Hunt is anxious for news of his daughter’s well-being. I can only imagine his worry and frustration at having no contact with Lydia for so long. This aspect of the case has been a priority for the FCO. We would like to be able to reassure Mr Hunt by conducting a consular visit to check on Lydia’s well-being, but, as the right hon. Gentleman is aware, we require the permission of Lydia’s mother to do so. We have persistently and regularly requested consular access to Lydia, but to date we have not received her mother’s permission. The UK Government have no enforcement powers in Mexico to force Lydia’s mother to allow us to see Lydia. Further, as we all sadly know, we do not yet have any indication of Lydia’s whereabouts. We will of course act on any new information related to Lydia’s whereabouts to continue to seek consular access to her, and this may be a point that the right hon. Gentleman could raise with the Mexican ambassador directly when he meets him next month.

We have discussed with Mr Hunt the arrest warrant for Lydia’s mother. I share his hope that the execution of the warrant will subsequently assist with locating Lydia. Our consular staff will continue to request updates from the Mexican authorities on the progress of this aspect of the case. Beyond this, we cannot involve ourselves in criminal proceedings and cannot assist in the search for Lydia’s mother, which is the responsibility of the Mexican authorities.

I am grateful for this opportunity to reassure Mr Hunt that we have done and will continue to do all that we can to support him and his daughter. We very much hope our extensive efforts will contribute to a positive outcome for him, but we are limited in the scope of our powers as we are operating in the jurisdiction of another sovereign country. We have provided Mr Hunt with consular assistance at every possible juncture and in every way we properly can, in line with our consular policy. The Mexican authorities are acutely aware of the case and I am satisfied that they are handling it in line with their judicial process. I am also confident that they will inform us as soon as they have any news. Britain has a strong bilateral relationship with Mexico and I hope that relationship will have a positive influence on the outcome of this case. It would be harder if we were dealing with a country with which Britain has difficult diplomatic relationships, but it is hard enough as it is, with a friendly country.

We have worked closely with the Mexican authorities successfully to return children to the UK this year under the convention. I would like to take this opportunity to express my gratitude for the way the Mexican authorities have acted swiftly upon the conclusion of the judicial process to resolve such complicated cases with a great deal of sensitivity and professionalism, and my hope is that the same will apply in this case.

Mr Hunt’s case, however, remains unresolved. I recognise the distress he must be feeling after more than three years of separation from his daughter. I hope it is clear that we continue to treat Mr Hunt’s case as a priority and are working to get a resolution. I have met the right hon. Gentleman and Mr Hunt to discuss the case, and I have spoken to or written to the Mexican Foreign Minister, Deputy Foreign Minister or Federal Attorney General about Mr Hunt’s case on eight separate occasions since July 2010. As the right hon. Gentleman is aware, the Foreign Secretary also raised it directly with his Mexican counterpart in June this year. Furthermore, our consular officials and ambassador continue to do all they can to raise Mr Hunt’s case with their Mexican counterparts. It was apparent during my visit to Mexico in October this year that our representations have ensured a high level of awareness of Mr Hunt’s case and our concerns. When I raised the case with Ministers, they were aware of it just on the basis of Mr Hunt’s name, even before I had the chance to go into any details.

Our efforts have not yet helped to produce the resolution Mr Hunt is looking for, but we will of course continue to raise his case where possible and appropriate. However, we should only do so if it is likely to help to resolve Mr Hunt’s case. I am therefore keen for us to remain in close contact with Mr Hunt’s lawyer and be guided by her on when any efforts by our consular staff and ambassador to engage with the Mexican authorities would be most effective for the case. Our ambition is a successful resolution; we have no other ambitions beyond that in this case.

In closing, I would like to thank the right hon. Gentleman again for raising this difficult case and to recognise the diligence with which he has pursued it on behalf of his constituent. I can assure him that we will continue to do all that we properly can to support Mr Hunt. However, I would remind the right hon. Gentleman that, in essence, this is a legal matter in Mexico, although I sincerely hope that Mr Hunt receives some positive news soon. Being out of contact with one’s child must cause unimaginable stress. I strongly support Mr Hunt in his case and in any legitimate course of action that he feels will help him to be reunited with his daughter.

On that note—that sad note, I am afraid—let me say that it is a privilege for me to finish the proceedings in the House of Commons this year. I wish you, Mr Speaker, and all your staff a happy Christmas.

I wish to update the House on recent changes to the Foreign and Commonwealth Office’s overseas network. The Foreign Secretary said in the House on 11 May, Official Report, column 1165, that there will be no strategic shrinkage of Britain’s diplomatic influence overseas. He announced plans for the opening of up to six new embassies and seven new consulates general in emerging powers, including in Recife, Brazil. We are further strengthening our network by sending more diplomats to a total of 22 countries. The Foreign Secretary made clear in a speech in London on 8 September that he intends to strengthen the long-term capability and international effectiveness of the Foreign and Commonwealth Office, and to improve our country’s capacity to pursue effective foreign policy for decades to come.

So I am pleased to confirm to Parliament the inauguration on 28 November of a British consulate general in Recife in north-east Brazil. The consulate general will open up opportunities for Britain in this gateway city to the dynamic north-east of the country. There are existing British interests in the region’s petrochemical industry, and growing co-operation in education and culture. An expanded presence on the ground will enable Britain to increase co-operation in a range of areas.

North-east Brazil is currently the most economically dynamic region in the country. Pernambuco State, of which Recife is the capital, is leading the regional charge, with 8.4% GDP growth in 2010. The whole region has a population of 50 million. Over the last eight years north-east Brazil has undergone an intensive economic diversification process. To sustain growth, the region needs to invest heavily in infrastructure and other areas where the UK can offer expertise.

The United Kingdom first had a diplomatic presence in Recife as early as 1808. The consulate general will be a considerable upgrade from the small consulate and British Council office in the city and is part of our conscious diplomatic advance in Latin America. We are putting more staff on the ground to expand co-operation on trade and investment, science and innovation and cultural links, as well as to strengthen our consular service in Brazil.

As the Foreign Secretary said in the House on 11 May, the strength of our embassy network is a signal to the world of our engagement and commitment to international peace and security. By strengthening Britain's diplomatic network in Brazil, we will ensure that the UK has the necessary reach and capacity to respond quickly and effectively when British companies need our assistance or British nationals are in danger. The extension and strengthening of our global diplomatic network, with staff who have the necessary abilities and diplomatic skills, are key objectives of this Government and the Foreign and Commonwealth Office have made funding these goals a priority.
