Commons ChamberI thank my hon. Friend for that question and for his continual interest in us getting a high-quality trade deal with India, for which he has long been a passionate advocate. Of course, the most important thing is what is in the deal, rather than the date that it is delivered. We remain in round 14 and we recently welcomed Government of India negotiators to London. The prize remains large—with tariffs as high as 150% for whisky and 125% for autos—and we want to ensure that we get our key service sectors able to export into a market of 1.4 billion people.

Commons ChamberI congratulate the hon. and learned Lady on her recent election as Chair of the Joint Committee on Human Rights. The UK engages regularly with the Indian Government and other Governments around the world, bilaterally and multilaterally. Where we have concerns on human rights, we raise them directly with the partner Government, including at ministerial level.
I must say, though, that I am not entirely sure that whatever we do on human rights will make any difference to whether the SNP will support this trade deal. It is not only fans of free trade agreements who have noticed; we have all noticed that the SNP has never supported any trade deal negotiated by either the EU or the UK. It has abstained on Japan and Singapore and has been against Canada, Australia and South Korea—and even against Ukraine. [Interruption.]
Do not tempt me—you are doing well! I call the SNP spokesperson.
I would like to give the Minister another chance, because that was pretty dismal stuff even by his standards. India has one of the poorest human rights records in the world when it comes to child labour. To give the Minister an opportunity to get us to a position where we could potentially support a deal, will he explain how Ministers and the Government are engaging with negotiators in India to tackle child labour there and to ensure that the United Kingdom does not become complicit in that exploitation?
Of course the UK has a very proud record on labour standards and on raising these issues with counterparts at all levels. Lord Ahmad was in India just a couple of weeks ago raising specific human rights issues, including a case that the SNP has raised frequently. The Government are proud of our record on labour protections and have been clear that an FTA with India does not come at the expense of labour standards. But may I refer the hon. Gentleman back to the rhetorical question: when will the SNP ever support a trade deal with anybody?
Minister, you know it is not your responsibility to ask the question. It is for others to ask you the questions. Come on—you know better than that as an ex-chair of the Conservative party.

Commons ChamberMay I start by correcting the hon. Gentleman: it is actually Sir Robert Chote who is the chairman of the UK Statistics Authority? I do not resile from the fact that we have concluded free trade agreements with 71 countries plus the EU. I notice, of course, that he voted against the EU deal, preferring no deal. I checked before coming here exactly what the SNP’s record was on these deals. I will read it out. On Japan, it was against —[Interruption.]
Order. Mr Bowie, you got carried away yesterday. I know that it is Christmas; do not let me give you that present.
I checked the record. On Japan, the SNP was against. On Singapore, it was against. On Canada, it was against. On South Africa, it was against. On Korea, it was against. On Ukraine, it was even absent. So I will not take any lessons from the hon. Gentleman about the 71 deals. Perhaps he might start supporting a trade deal for once, and then he can get behind British exporters.
I strongly believe in the actual and potential capabilities of Northern Ireland as a great exporting part of the UK. Northern Ireland absolutely plays a full part in our free trade agreements. One standout feature of the Australia deal was about the ability of Northern Irish machinery exporters—a big amount of machinery goes from Northern Ireland to Australia and to New Zealand. The hon. Gentleman will know that the Northern Ireland protocol is an active area of negotiation between my colleagues at the Foreign Office and the Commission. I am sure that he and I will look forward to seeing a resolution for those barriers; we recognise that the Northern Ireland protocol is not working for the people of Northern Ireland and we look forward to seeing a resolution in due course.
Surely it is vital that the Government support British businesses, but even senior Conservatives have admitted that the Government have failed on that front. As it is nearly Christmas, I thought we would indulge in a game of “guess who?”. Does the Minister know if the Secretary of State knows which one of her colleagues called the UK’s trade deals “one-sided”? Was it: the former Environment Secretary; the former exports Minister; or her boss, the Prime Minister?

Commons ChamberMy hon. Friend raises two very interesting points. The first is the importance of the CPTPP, which is absolutely one of the Department’s highest priorities. The second is the importance of international trade advisers working on the ground. He mentioned his grooming products company in King’s Lynn, and I can also mention KLT Filtration, based in King’s Lynn, to which we have provided support for its Coldstream filters water-purification consumer brand business. There is a lot of DIT activity happening in his constituency in and around King’s Lynn.
It is good to be straight and frank about CPTPP—I am sure the Minister will agree—but if we are to be straight and frank, to have gains for jobs, the economy and living standards, would the Government not need 62 CPTPP deals to compensate for the Brexit economic damage? It also means being straight with small and medium-sized enterprises that they will be exporting to faraway CPTPP countries, with lots of bureaucracy and paperwork instead of tariffs. It will not be as easy as it was before Brexit. I am sure the Minister is all over the numbers, so will he confirm that CPTPP will be worth only one sixtieth of the Brexit damage?
Over many years, I have done very extensive engagement with the agricultural sector. I have met the brilliant NFU Scotland president, Martin Kennedy, a number of times, for example, to discuss these various issues. There are very important safeguards in the Australia and New Zealand agreements that effectively phase in product-specific safeguards for UK agriculture. Nothing in any trade agreement forces the UK to dilute or weaken our standards. The independent Trade and Agriculture Commission, which is really important in scrutinising trade deals, concluded that
“the UK is able to prohibit imports of products because it has an agreed interest in certain practices in Australia, either because they are agreed to be a common interest, or because they are agreed to result in an unfair trade advantage.”
So, actually, the independent TAC has given us an endorsement as well.
Order. Minister, do not take advantage, please! You have had a little bit too long today, and Mr Cairns has been waiting for a hell of a long time. Come on in, Mr Cairns.

With a new market open in the United States for the first time in decades, what practical support can my right hon. Friend and his Department provide to farmers in the Vale of Glamorgan to best exploit this opportunity so we can ensure that the best Welsh lamb is on the most expensive plates in the United States?
I welcome my hon. Friend’s interest in trade with Pakistan. When I visited the country—I was the last Trade Minister to do so—I observed the excellent co-operation that was taking place between businesses in the UK and Pakistan. Big investments by UK firms such as GSK in Karachi are key to the delivery of £3 billion-worth of trade. I am pleased to say that we will be formalising this relationship through a new ministerial-led UK-Pakistan trade dialogue, in which we will co-operate further on reducing and removing barriers to trade.

Commons ChamberI thank the hon. Lady for that set of questions. Let me first stress that the net zero strategy—I have it here—is a very comprehensive document with pages and pages of annexes as well. It would be well worth all Members re-reading it today. It is a comprehensive plan for meeting our climate targets, outlining measures to move to a green and sustainable future. The Court found that we had not complied with the Climate Change Act only in relation to specific procedural issues and the level of analysis published as part of the strategy. The judge agreed that it did not need to contain measures with quantifiable effects to enable the full 100% emissions reductions required. [Interruption.] We are talking here about a strategy for the next 28 years. Inevitably, there will be some evolution in the strategy, and inevitably there will need to be some flexibility in a strategy with a 28-year timeframe.
The hon. Lady asked about the Conservative leadership candidates. In all the hustings that I have been to—and I think I have been to almost all of them—all the candidates made strong commitments to meet net zero, including at the hustings chaired by her near neighbour, my right hon. Friend the Member for Kingswood (Chris Skidmore).
When it comes to net zero and climate change, I am not going to take any lessons from Labour, which is the party that said in 1997:
“We see no economic case for…new nuclear power stations.”
That has set us back decades. There is a reason why 11 of our 12 power stations are coming off-stream before the end of this decade: the decisions, or non-decisions, by the last Labour Government, who increased our dependence on gas from 32% to 46% of our electricity generation—which could only have cheered Vladimir Putin. On energy efficiency, we inherited a position where 14% of properties in this country were rated A to C. We have increased that to 46%. When we took office, renewables made up only 7% of our electricity generation mix. That is now at 43%. So I am going to take no lessons from Labour. It is this Government who are taking the tough decisions, including on Sizewell yesterday, and moving forward on renewable energy and nuclear—not any of the Opposition parties.
We now come to SNP spokesperson Deidre Brock. [Interruption.] I am sorry. I did not think anybody was standing. I call David Duguid.
My hon. Friend is correct. He is always a strong voice for all the industries in his constituency, whether they be traditional oil and gas or those making the transition to carbon capture, utilisation and storage, hydrogen and so on. All these technologies will be crucial. The Climate Change Committee itself has said that carbon capture, utilisation and storage is “essential” to the achievement of our net zero goals. We remain on course to reach net zero by 2050 as a world leader, particularly under the COP presidency of my right hon. Friend the Member for Reading West (Alok Sharma).

The judge ruled that the Minister could not have “rationally” reached the conclusions he did or made the decisions he did as a consequence of his lack of information in making the policy. If, as the judge ruled, the Minister could not have “rationally” made his decisions, on what irrational basis did he make them?
What confidence has the Minister that his Government’s climate policy can be fixed when both candidates for his party's leadership are at best lukewarm on climate issues, and at worst willing to sacrifice net zero? The Foreign Secretary said this morning that she would scrap the green levies, for example.
It is estimated that Scotland is missing out on 2,500 green jobs owing to the languid pace at which the UK Government are developing the renewables sector. Does the Minister agree that the UK Government should devolve financial powers to Scotland so that the Scottish Government can push forward renewables and clean technologies where the UK Government have failed to do so?
In 2020, the Met Office conducted a hypothetical thought experiment to determine what the weather would be like in 2050 if climate change accelerated as expected. Several of those projections are coming true now, 28 years early. Does the Minister not agree that it is vital for our plans to fight climate change to be up to the job, and that the next Prime Minister must remain completely committed to that fight?

Commons ChamberThe answer is yes. We always welcome Mayors with a constructive attitude to working with the Government. If I am not mistaken, I have a meeting with the hon. Gentleman’s colleagues next week. A delegation is coming to see me, led by—I think—the hon. Member for Sheffield Central (Paul Blomfield). It might be a different part of Sheffield; the Chair of the Select Committee on Levelling Up, Housing and Communities, the hon. Member for Sheffield South East (Mr Betts), is the Member I am thinking of.
Can I suggest that the Minister reminds Ministers in the other place that they are responsible to MPs in this House as well, and that they should meet with them? I hope that will be a clear message to the Lords.

Despite being critical to our world-beating research and a Conservative manifesto commitment, Britain’s participation in the world’s biggest science funding programme, Horizon Europe, is in peril. Before resigning, the then science Minister, the hon. Member for Mid Norfolk (George Freeman), took to Twitter to lobby the new Chancellor for funding for his plan B, but the Chancellor was busy trying to get the Prime Minister he had just accepted a job from to leave his job. Now, although the former science Minister has asked for his job back, the still in place, though disgraced, Prime Minister is too busy nobbling those going for his job to fill the science job. It is total chaos. Science deserves better, doesn’t it?
I thank my hon. Friend for her question and her constant very good and strong engagement on behalf of her Ribble valley constituents. Renewable energy is, of course, part of the solution. That is why we announced the allocation round for the latest auction of renewable energy last week. It was the most successful ever, with 10.8 GW of renewable energy coming to this country through the contracts for difference mechanism. It has been a huge success, and I welcome my hon. Friend’s interest.
The Minister knows that, at present, all retail electricity supplies—whether they derive from more expensive gas or cheaper renewables—are charged as though they had all come from gas. He also knows how to decouple prices coming into the retail market, so that domestic and business customers can enjoy considerable reductions in their energy bills by getting the direct benefit of renewable prices. Why is he not legislating to do so?

Commons ChamberI thank my hon. Friend for his continued interest in all matters relating to net zero. My door is always open to him, particularly in bringing innovative proposals on how we will get to net zero. He will know that the Government have invested more than £175 million in tidal energy projects in the past two decades and we have £20 million allocated in the current allocation round for the contracts for difference for tidal stream power.
I call the Chair of the Business, Energy and Industrial Strategy Committee.
We are committed to that programme, and that is exactly why I have outlined the £6.6 billion of support in this Parliament. We have achievements as well: since 2010, the percentage of UK homes rated A to C for energy efficiency has gone from 13% to 46%. That is almost a fourfold increase under this Government in homes that are rated good for energy efficiency. We have put a lot of money into heat pumps and the heat and buildings strategy. I suggest that the hon. Member look at that strategy, which we launched only last October. He should study it and then come back with further questions.

Commons ChamberI am delighted to see the right hon. Gentleman at the Dispatch Box. He says he is confused, but I have been absolutely clear that Government policy is unchanged from the 2019 manifesto. I am not sure what he finds confusing about Government policy being unchanged.
We did not put our 2019 manifesto on an Ed stone, but it is available online for anybody to see the manifesto pledges on which all Conservative Members ran. Government policy is unchanged, with or without an Ed stone. The right hon. Gentleman says we are sowing uncertainty. No, we have given absolute certainty. Government policy is unchanged from the pause announced in December 2019. There is no review. This is a science-led policy, and support from local communities would be needed if there were to be a change.
Finally, we heard about the “green energy sprint”, which is extraordinary. Since the right hon. Gentleman was Secretary of State for Energy and Climate Change in 2010, we have increased the proportion of our electricity generation coming from renewables from 7% to 43%. In any normal terms, that would be a sprint, but it is also a marathon, in the sense that we have done that over 12 years. It has been almost a “sextupling” of the amount of energy coming from our renewables since he was in office. He talks about nuclear, but he will also remember the 1997 Labour manifesto, which said that Labour saw “no economic case” for new nuclear power stations. He has the cheek to come to the Dispatch Box today to urge that we get on with nuclear. The Government are getting on with nuclear and with renewables, doing exactly the green energy sprint that he has suggested.

My hon. Friend illustrates well the point about the importance of keeping local community support if this were to happen. As stated in our manifesto, this was based on what local communities felt at that time. I do not think any local community felt it more strongly than my hon. Friend’s in Fylde. On the process, we have been clear that if Cuadrilla were to apply to the Oil and Gas Authority to extend that deadline, this would be considered by the OGA in the usual way. I repeat that the Secretary of State and I spoke to the OGA just this morning to confirm that.
It is a rare thing in the Chamber but I completely agree with the hon. Member for Fylde (Mark Menzies) and the Minister’s opening remarks: now is not the time for knee-jerk reactions. Given that we have this energy crisis, now is the time to stay strategic and not make daft decisions. Clearly, doing fracking would not do anything to change the west’s reliance on gas, even if, as the Minister’s says, the UK does not rely on Russian gas. He can reconfirm that fracking would not release enough gas to change the international market price, so we would still be paying the same wholesale prices. Is it not the case that there is not enough geological and scientific coring information, to the right depths, to understand the viability of extraction, let alone the risks of seismic tremors, which, as we have already heard, occurred at Preston New Road? Therefore, fracking should be ruled out, in the way the Scottish Government have done. Do we not need to invest heavily in renewables? We keep hearing about nuclear from those on the two Front Benches, but committing £63 billion of capital and financing costs to Sizewell C is madness. Our approach should be straightforward renewable energy. I keep going on about pumped storage hydro. Last week, the Secretary of State said that I had been going on about it for 18 months and that it is a good solution but he needs to assess value for money. When are we going to get that value for money? When are we going to get a change to the transmission grid charging system, which is blocking the deployment of Scottish renewables? We need to invest more in tidal stream, to increase the floating offshore target and to set an onshore wind target as well. Let us maximise investment in renewable energy.
On a point of order, Mr Speaker. I asked the Minister very carefully about whether he would respect Wales’s policy of refusing further coal and gas. I am sure that most people in this House will appreciate that this aspect of energy is devolved to Wales, but he replied that energy is a reserved matter. Can you advise me, Mr Speaker, on how awareness could be established within this Government as to which powers are reserved and which powers are devolved to Wales?
Well, Mr Speaker, I have nothing to change from my answer. What I can say is that we do have a very constructive relationship with the Welsh Government on areas of energy, as I always had on trade. They hold key levers in areas that are important on delivering energy, such as planning and skills, so of course it is in our interests, on behalf of the people of Wales, to work together as the UK Government and the Welsh Government.

Commons ChamberI thank my hon. Friend; it is always brilliant to get a question about that great hub of innovation and science in Loughborough, and it is brilliant to hear about Intelligent Energy’s plans to build a hydrogen fuel cell gigafactory in the east midlands. That is the kind of investment that will support highly skilled jobs in the UK’s nascent hydrogen economy and the Government’s levelling-up agenda. The Government provide support for fuel cells through various funds, including the Advanced Propulsion Centre and the automotive transformation fund, which have already committed over £38 million to 16 projects with a total value of almost £85 million.
Onshore and offshore, my constituency has more wind turbines than I can shake a stick at. Does the Minister not agree that we should generate hydrogen where the electricity is being made? Perhaps if he came to have a look at the wind turbines in my constituency, he would get the same delicious scones that I promised the Prime Minister when he comes to see the first space launch.
My hon. Friend is a passionate supporter of local jobs in Blackpool. He is right: in December, I visited Springfields, which is just outside his constituency. It reminded me of the strategic national importance of our fuel industry, which is why we secured £75 million in the spending review to preserve and develop the UK’s nuclear fuel production capability. That funding will support the UK supply chain to power the reactors of today and advanced nuclear in the future.

Member for North Durham (Mr Jones) on the Friday morning but I visited and talked to individuals in the call centre, which is in the constituency of the hon. Member for Houghton and Sunderland South (Bridget Phillipson), who was informed of my visit. So we actually visited there. On Friday, I visited Ellon, which is in the constituency of the hon. Member for Gordon (Richard Thomson). So yes, we visited Conservative-held constituencies, but we also visited Labour and SNP-held constituencies. I urge the right hon. Member for North Durham to withdraw that allegation.

Commons ChamberI get tired of the politics of division that we hear from the SNP all the time. It is the politics of pitting Scotland against, in this case, the north of England. We are a Government for the whole United Kingdom and I bitterly regret the hon. Lady’s language and her accusation that we have somehow put the north of England in a privileged position relative to other parts of the UK. We have been clear that in track 1 there will be at least two industrial clusters by the mid-2020s and four by 2030 at the latest. We have the Acorn cluster as a reserve. As I said earlier, it met the eligibility criteria and performed to a good standard. We will continue to engage with the sector so that it can continue its development and planning.
On behalf of Cornwall—no, I rise to speak on behalf of my constituency of Banff and Buchan, to which I shall turn in a moment. First, I thank my right hon. Friend the Minister for his visit last week to Aberdeen, where he expressed the Government’s ongoing and continuous support for the oil and gas sector and its valuable role in the energy transition to net zero. The North sea transition deal includes carbon capture and storage; far be it from me to correct the hon. Member for Kilmarnock and Loudoun (Alan Brown), but the hon. Member for Edinburgh North and Leith (Deidre Brock) got it right: it is St Fergus, not Peterhead. Is it not entirely predictable from SNP Members? They have been practising their script since before the bids even came in—they gleefully declare betrayal.
Given the fact that the Government have already expended £31 million in the Scottish cluster, will my right hon. Friend meet me to discuss the Government’s plans to help the Scottish cluster to develop and plan not only as a reserve but certainly for the next track of negotiations?

Commons ChamberWe take a strong interest in carbon leakage and in how trade deals with carbon. We are studying carefully, for example, EU proposals on the carbon border adjustment mechanism. At the World Trade Organisation in general, we are looking to advance our environmental agenda. The hon. Lady will know of the different measures taken by the UK Government; for example there is the UK global tariff, which reduced and eliminated tariffs on 104 environmental goods. We are also seeking good environmental chapters in all of our future free trade agreements.

Today, we heard the devastating news that the Amazon is now a carbon source rather than a carbon sink. With deforestation at a 12-year high, it is emitting more CO2 than it absorbs. Is the Minister following the progress of the land-grabbing legislation, which has been dubbed the destruction package, that is going through the Brazilian Parliament at the moment? What discussions has he had with his counterparts, and what impact would that have on trade negotiations with Brazil? May I urge him to rule them out if this package goes through?

Commons ChamberEmploying 17 million people and generating £2.3 trillion in turnover, small and medium-sized enterprises are vital to increasing UK trade. That is why we are continuing to seek SME chapters and SME-friendly provisions throughout all our free trade agreements. Outside the SME chapter, the wider benefits of the agreements—for example, reducing customs costs, supporting intellectual property rights, facilitating mutual recognition of professional qualifications and increasing regulatory transparency—will help to level the field between SMEs and large businesses.
Mr Hollinrake is not here, so we will go instead to the shadow Secretary of State.
Small and medium-sized farms across the country are rightly worried that this weekend’s agreement with Australia and the precedent it will set for future trade deals will not just undermine their business but destroy them. Last November, the Minister of State promised these farmers that the new trade and agriculture commission would mean that
“all the National Farmers Unions…will play an active role in assessing trade agreements going forward”—[Official Report, 17 November 2020; Vol. 684, c. 190.]—
and that as a consequence the farming industry’s interests would be “advanced and protected” by the TAC. Does he stand by those statements today?

My hon. Friend is absolutely right. I have relatives right the way across Australia. My aunt emigrated there—I cannot remember what they were called. Was it the ten bob poms?
The ten pound poms! Thank you, Mr Speaker. My aunt emigrated there in what must have been the late ‘50s. I have relatives there; many of us have relatives there. We have an incredibly strong and close relationship with Australia. It is not just about family and kinship; it runs across defence, security, culture and sport, and also trade. Australia is a major country when it comes to promoting global free trade. That is exactly the right place for this country to be in as well.
My hon. Friend is absolutely right. This is about opportunities; this is about opportunities for using UK free trade agreements to enter fast-growing markets around the world—the opportunity provided by the gateway of joining the CPTPP, a high-standards free trade agreement of 11 Pacific nations. However, we are not just waiting for free trade agreements; we are using talks on market access to make sure that our agricultural produce gets sold into the likes of China, Taiwan, Hong Kong and others using our joint economic and trade committee, and making sure that, wherever possible, we can meet the growing demand for high-quality meat products in particular in Asian markets. I said earlier that meat consumption is projected to rise by nearly 73% by 2050; the vast majority of that will be in those fast-growing Asian markets.

I will pass on the hon. Lady’s concerns to the Cabinet Office. The Government have invested considerably in customs and clearance agents. I refer her and her constituent’s company to the different helplines that are available both from us at DIT and, most particularly, from Her Majesty’s Revenue and Customs and the Border and Protocol Delivery Group to provide practical assistance for her constituents.
I thank my right hon. Friend. He is right to identify these unfair practices in world trade. Put simply, for far too long, China has not been transparent, with practices such as industrial subsidies for state-owned enterprises, forced technology transfers and claiming special differential treatment. We will continue to work at the WTO and with G7 democracies to tighten up the rules and ensure that they are properly enforced.

We are all well aware of the important role that Milton Keynes plays in technology innovation, electric vehicles and other transport technologies in particular, as well as other areas. That is why the UK is seeking to minimise the barriers to digital trade in particular, going further in the UK-Japan deal. We want to ensure that the UK is at the forefront of global dialogue on policy issues, for example, at the World Trade Organisation.

We have been absolutely clear that a lot of the production methods and food standards he describes will remain illegal in this country after 1 January. He mentions CPTPP. I urge him to get on board with a positive agenda. Joining CPTPP, a trading group of 11 countries, including Canada, Singapore and Japan, will be a fantastic opportunity. I am not expecting him to support it, because of course he never supported trade deals with those countries in the first place, but I might hope he could reconsider now.
Let us head to the Chair of the International Trade Committee up in Scotland, Angus Brendan MacNeil.
A very good morning to you, Mr Speaker, on the day you have been waiting for: the day of the first report on the UK-Japan comprehensive economic partnership agreement from my Committee. I am sure that you are looking forward to reading it. Indeed, we are hoping to have a debate in your Chamber, Sir, before the end of the Constitutional Reform and Governance Act process—just to let you know.
On food and farm standards, yesterday we heard from Tony Abbott, the former Australian Prime Minister and now adviser to the Board of Trade, who said that when he had an important deal to do with China, he took the state premiers of Australia with him. I wonder whether the Ministers at the Department for International Trade will consider doing the same for important trade agreements, taking the Welsh Minister, Jeremy Miles, the Northern Irish Minister, Diane Dodds, and the high-flying Scottish Minister, Ivan McKee, who might indeed be leader of the Scottish National party and First Minister one day. We need that to happen given that the UK Government are ready to burn particular sheep farming in Wales and Scotland by being outside the 45% tariffs. It is not just our standards, but the standards of our neighbours that are really going to matter for farming.

It is genuinely a pleasure to answer this question. Let me try to take in turn the different points made by the right hon. Member for Islington South and Finsbury (Emily Thornberry). First, may I say in general that we are working very hard on the remaining agreements? We have around 700 dedicated officials in the trade policy group who are working on the agreements, and the Secretary of State, the Under-Secretary of State for International Trade, my hon. Friend the Member for North East Hampshire (Mr Jayawardena), and I are also working carefully on them.
Are we riding roughshod? No, we are not. CRaG would still be fully operating—[Interruption.] The right hon. Member for Islington South and Finsbury scoffs, Mr Speaker, but she voted the same way that I did for CRaG in 2010. She should have belief in what she voted for under the previous Labour Government.
As for provisional application, it is absolutely an accepted part of international procedure. It is under the—[Interruption.]
Order. I granted the urgent question in order for the question to be heard, but I cannot hear the Minister’s reply. I do not want a dialogue all the way through, please. I grant them on the basis that there is a need to listen to what is being said.
I thank my right hon. Friend for his interest in this area. The UK’s new independent trade policy is designed to be very environmentally friendly. That occurred in the Secretary of State’s speech to the World Trade Organisation in the spring. The UK global tariff that we have published reduces import tariffs, or eliminates them entirely, on 104 environmental goods entering the UK, including things such as steam turbines. We have gone significantly further than the common external tariff of the European Union. When it comes to our negotiations with future trade partners, the US, New Zealand and Australia, we have committed to promoting trade in low-carbon goods and services, as well as supporting R&D, innovation and science in sectors such as offshore wind, smart energy, low-carbon advisory services and energy from waste.
We are heading to Scotland with the Chair of the Select Committee.
The International Trade Committee first reported on the roll-over of trade deals in 2018. Hon. Members probably remember that we were told then that all the agreements would be signed about a minute after midnight on 29 March 2019. It is a huge concern that we still have not done 15 of those deals—indeed, with 44 days to go, the biggest trade deal with the EU is still uncertain. Is it not the truth that jobs, businesses and communities need to be better served by the Government in their work associated with Brexit and these incomplete trade deals? It is time for the Government to get their act together, and quick.
I spent part of my childhood in the south-west, and I remember only too well the quality of its produce in the agrifood sector. We are negotiating better market access in markets such as Taiwan, China and the United States, where we have just had our first shipment of British beef this summer. We are also reducing tariffs in important areas such as the dairy sector, for example, on cheese, in some of these markets. This is part of a continuous engagement for UK agriculture.

I am pleased that the Government have strengthened the Trade and Agriculture Commission, announced more robust parliamentary scrutiny of trade deals and provided reassurance that products such as hormone-treated beef and chlorine-washed chicken will remain banned in the UK. Does my right hon. Friend agree that writing specific unacceptable products such as those, and others such as ractopamine-fed pork, the excessive use of microbials and the use of growth promoters, into specific chapters in trade deals would be a practical way of ensuring that high standards are encouraged globally? Does he agree that such an approach would make it clear to both parties in trade deals that those products are not going to be traded, allowing other, acceptable products to be encouraged and therefore driving up animal welfare standards globally?

Commons ChamberMy hon. Friend is absolutely right. Before I returned to the Department, I was the chair of the trade out of poverty all-party parliamentary group in this place. We have achieved duty free, quota free access for 39 African countries, and only yesterday the Prime Minister appointed 11 new Africa trade envoys. However, what would be unhelpful to our trade relationship with Africa is Labour and SNP Members’ proposals to dictate domestic production standards in the developing world, which has the potential to kill off our trade with those countries. I would ask them to look those countries in the eye when the Ghanaians cannot sell us their cocoa, when the Caribbean cannot sell us bananas, when the Kenyans—

Commons ChamberThe Department for International Trade, the Department for International Development and the Foreign and Commonwealth Office work very closely together, and I do not think it says anything but that we are involved in different activities but with the same objective of making sure that UK interests abroad are looked after; that we propagate a strong regime on international human rights protections; that we foster trade, including with countries such as Saudi Arabia, in the region; and that we make sure that we do so with the national interest at the forefront.

I have to say, Mr Speaker, that I was woken at 4.40 this morning by a passenger flight coming into Heathrow and then by another one at 4.45 am. It strikes me that although passenger traffic coming into the country is much reduced, it is still very much facilitated. I am not aware that any disruption that may be caused by the quarantine regulations is having any direct impact on our ability to import vital PPE into the country.
I am very impressed that the right hon. Gentleman knows the difference between a cargo flight and a passenger flight.
At the last International Trade questions in May, my hon. Friend the Member for Easington (Grahame Morris) asked about reducing global tariffs on soap, which average at 17% among World Trade Organisation members and range as high as 65% in some countries. The Minister of State said that it was a very good question and that the Government were working tirelessly to reduce or remove those sorts of barriers. I am sure that that has been the case, so will he tell us what progress he has made on the specific issue of soap tariffs over the past month?
I thank the Minister for his response, but does he agree that the Government’s de-prioritisation of human rights in favour of trade has been exacerbated and highlighted by Brexit, and has been part of a long-running trend dating back to the coalition Government? Pragmatism on human rights has been particularly clear when it comes to the promotion of trade, and there has been a conscious decision not to seek the inclusion of clauses relating to human rights in most of the post-Brexit agreements. The Government have listed 16 countries and trading blocs where negotiations are ongoing about rolling over existing EU trade deals beyond 31 December, so can the Minister tell us whether human rights are part of those discussions, and will he guarantee the inclusion—
Order. It has to be a question, and it has to be fairly short. I am sure the Minister has a grip of what he needs to say.
Let us be absolutely clear: there has been no relaxation or watering down of the UK’s complete commitment to human rights. That is valid right across the Government, including in the Department for International Trade and in trade deals. The hon. Lady referred to the continuity EU agreements. Part of the issue there is that the Cotonou agreement itself is expiring. What we have sought to do is to ensure that the practical outcome of that element of the existing EU trade deal is maintained in the rolled-over deal. That applies to such things as the Andean agreement and other agreements that we have with developing-world countries, ensuring that human rights remain at the core of the agenda and that there is no watering down of the human rights commitments in existing trade agreements.
This is very opportune, because last week, I was the guest speaker at the Black Country chamber of commerce, and they were uniformly enthusiastic about the Government’s free trade agenda and trade and investment agenda. Perhaps if the Opposition were to go along, they might hear that, and some of this enthusiasm might rub off on them. I remember taking a question from a particular firm, Thomas Dudley, in the area about the roll-over of the CARIFORUM agreement with the Commonwealth Caribbean countries and the Dominican Republic. It was very concerned to hear that the Labour party is opposed to the Trade Bill, which would see the roll-over of that EU agreement and make an operable UK agreement. They were shocked at the seeming disregard by—[Interruption.]
Order. I think you have made the political points very well, but it is not an election yet—I think you can hold your fire a little bit longer. I would be more worried that people will be asking who you sat next to at the dinner.
Obviously the whole of government is extremely concerned by the situation in Kashmir. It is primarily of course a matter for the Foreign, Commonwealth and Development Office. However, I can tell the hon. Lady that trade assists dialogue and assists countries and peoples to come together. In reference to India, we are having a JETCO—India-UK Joint Economic and Trade Committee—shortly to talk about trade between the UK and India. In relation to Pakistan, as I said earlier, we are rolling over the GSP-plus arrangements that the EU currently has with Pakistan, which also include a key human rights element. Making sure that dialogue continues and that trade continues will assist in that.
I am sure the House would like to be with me in prayers and thoughts for the sad news that Dame Vera Lynn has died—one of the great British icons.

Commons ChamberWe are extremely active at the WTO and other forums, including the G20, to ensure that products flow. We have delivered 1.22 billion items of PPE to the NHS, which is a tremendous achievement. That includes 40 million safety goggles and 1.3 billion face masks; the numbers are substantial. On the action that we are taking at the WTO, we continue to lobby at all levels. May I just correct the hon. Gentleman on one point—about the delivery of 400,000 Turkish gowns? That number represents a tiny proportion of the total, and only a tiny proportion of those gowns were actually found to be defective. We are very thankful to Turkish suppliers for what they have done.
It would be remiss of me not to welcome the right hon. Member for Islington South and Finsbury (Emily Thornberry) to her new role.

One area where we have, thankfully, not seen shortages to date is the supply of prescription medicines, thanks to the so-called Brexit buffer of supplies built up in preparation for a no-deal Brexit. But given that this buffer only provides somewhere between three to six months of supplies, will the Minister tell us how the Government are getting on with replenishing these stocks from imports, so that we do not experience any shortages once the Brexit buffer starts to run out?

In conclusion, the reforms must be considered as part of a package—the tax credit reforms, the big rise in the personal allowance and a £9 an hour national living wage by the end of this Parliament. The changes we are putting in place will deliver a new settlement for working people, one where they keep more of the money they have earned, where work pays and where employers pay decent wages without requiring them to be topped up by the state. Under Labour, tax credit spending doubled; we are bringing it back to the spending levels of 2007-08.
These reforms are necessary and fair, and will deliver a lasting settlement. I urge Members to vote—
